001I'd like to call the meeting to order. Welcome to the Western Plaster board meeting on December 16th. We will start off with the pledge of allegiance. Trust in Christ to the flag of the United States of America and to the republic for it stands one nation under God indivisible. The board has been meeting in close session. 2.1 student discipline. No action was taken. Conference with labor negotiation negotiation. No action was taken. Personnel public employee discipline dismissal release. No action was taken. Conference with legal counsel on existing remediation as authorized Montgomery Code section 54956.9. No action is taken. Announcement. The board encourages public participation during the meeting and requests ability and the use of courteous language. The board does not condone the use of profanity, vulgar language, gestures, or any other appropriate behavior, including attacks or

002threats directly towards the meeting, any participants or any district employee. There will be an opportunity for members of the public to speak on the board's items that are not on the agenda during communications and reports as well as opportunities to speak to each on to each item that's on the agenda when that item comes up for consideration. The board does not permit is not permitted to deliberate or take action on items that are not on the agenda, but may refer the ballot to staff for followup. Request forms are located at the entrance of the meeting room and are be are to be submitted to the superintendent's executive assistant prior to the start of the meeting. Speakers are limited to three minutes each and the board will limit the total of time for speaking to on

003each item to 20 minutes. However, in exceptional circumstances when necessary to ensure full opportunity for public input, the board president may with board consent adjust the amount of time allotted form input and or for the time to be allotted for each speaker. Any such adjustment shall be done equitably as to allow the diversity of viewpoints. 5.0 consent agenda. All items on the consent agenda will be approved with one motion which is not debatable and requires a unanimous vote or passage. If any member of the board, superintendent, or the public request items to be removed from this section and placed in a regular order of business allowing or following the approval of the consent agenda. So I have Anthony Mitchell and on that deck is Beth Bour. >> Wow. Good evening uh board council. My name is And Mitchell. Uh I am a I Green Solutions. Uh we are a fedally recognized energy services company. Uh and we represent programs and funds for school districts. Uh we've got utility funds from the gas company. Uh we've got federal funds from the federal government for renewables, EV charging, battery storage, infrastructure. Uh we also have funds from the state government for battery other technologies for

007the school district. Uh I'm here today just to ask for information gathering time to meet with uh the facilities director, superintendent, CBO, district. Uh we just finished about a $2 million program with the city of Lincoln. Um and since you guys share city hall together with your offices, um you come by a couple times also during the construction process. And um we're just trying to reach out because we do have funds available for the district. Um your utility rates are supposed to increase at least 14% between now and the next 12 months. Hold on your hats and glasses. We are told there's rumors that it could be over 100 plus 30 to 170% by 2030. Um so there are funds available right now from the district agencies. We are what they call project sponsor a

008trade professional and an authorization uh for various entities. So we're here today just to offer our services. We don't pay us anything out of pocket. We're not looking for invoices to the city. We're not looking for money from this from the school district. I'm sorry. Uh we're not looking for a PO that's gated from the school district or anyway to the school district. The entities that we work for to create these savings these items pay us directly. Um there's a ton of work that we have to do unless for lack of better term for bono. Um but we're here today just to ask for obviously this is the holidays and it's the last meeting and we've got a ton of stuff going on here. Um we would love to meet with you guys after the

009new year to come and sit down and talk about all the great things that we can do for the district. Um there's a ton of mandates coming down from the public health utility commission, the energy commission, the state government. It's not friendly to people because finances tight and so where come from uh the district pays about 8 to 10% of every bill utility company. 8 to 10% of that bill goes into a fund that's controlled by the public commission. We have access to those funds through various programs with all kinds of different technologies. There's a program for each of technology. We come in as a jack of all trades. We kind of Frankenstein all the different fronts together to make money out of pocket school district. Usually there's about three different phases. Usually phase one

010and two are completely no money out of pocket the district. Phase three might have a co-ay because that's renewable and solar generation all that stuff. I'm here to talk tonight about free speech. Um, I [clears throat] know this is something that's um sort of shaping our um, school districts across California. Um, I wanted to do some research before I got here because what I'd heard is that there were some conservative voices um who were speaking out at some of the high schools and others were saying that speech should be welcome. So, I did some research to find out what was in the uh twin

011um sorry, the the 12 Bridges High School and the Lincoln High School library. Um, and I don't know if everyone knows this in the audience, but right now at the Lincoln High School Library, um, Cynthia Wells has recommended that students read from 72 LGBTQIA books. these books. [applause] [cheering] Some of [applause] these books include um right on the front cover. They show pictures of teen girls. This book here is in your library called Felix Ever After. It shows a young girl with double mastctomy scars, top surgery scars on the front cover. Why are you encouraging kids to amputate healthy body parts? Um, you also have books like this at your at your school library, Flamer, which encourages kids to um meet up on apps like Grinder. Uh, encourage kids to look at pornography. Another book

012at the Lincoln Library is a book about Bruce Jenner. Bruce Jenner was the man who got the brows under. [applause and cheering] [laughter] Excuse me. We will obtain order in this room. Right. So why so why do you have a book that is encouraging young boys to look at porn, have a fetish, and come out as trans women? You know, but the idea that humans can change their sex, that we have transgender children, that we should be allowing boys to compete in girls high school sports in California. This boy won the state championship for long jump and triple jump. Everybody knew he was a boy. And yet the girls were silenced. They were told that their voices don't matter. We must have free speech return to California and to this school district. Every child here

013deserves to be able to have their free speech. If you have a library that is indoctrinating kids with this, sorry, um with a pseudocience that if you take sterilizing hormones and you cut off healthy body parts, you can become the opposite sex. Um we have to hear diverse viewpoints, right? We have to hear people saying that it's actually loving and kind to tell a child that you're perfect in your body, that nobody can be born in the wrong body, and that we're we're witnessing an unfolding medical scandal. Why are so many tea girls in and this county having their breast amputated? [applause] >> [applause] >> I will respect order in this room. On deck is Cole Mark Davis. Go ahead, Gavin. All right, good evening everyone and good evening board members. I'm Gavin Whan, a

014former student board representative in the Western Plaster Unified School District and a former current student of the Phoenix High School. I'm here today as a student who advocates for others voices and strive for unity. As Steven Steven Kobe and the author of Seven Habits of Highly Effective People wisely said, strength lies in differences, not in similarities. True unity arrives arises from individuals who can engage in productive debate and embrace others each other differences. Everyone is entitled to their own opinions and responses. A one-sided perspective doesn't provide the complete picture. So, it is essential to consider the other side. Our students deserve the right to debate and express their diverse opinions, but it must be done respectfully. As these future leaders, as the future leaders of our governments, we often are taught to stand against one

015another. However, we are as much alike as we are different. We often fight against one another due to so societal influences, particularly social media, but that's a topic for another time. My purpose here is to urge students and even parents, regardless of your views, to look into someone else's eyes and engage in a productive and civil conversation. By doing so, we can learn that we are not also different. Thank you. [applause] [applause] Good evening. Hello. My name is Cole Mark Davis. I attend this school in High School. And first off, I'd like to put off that I'm not either I don't my views aren't to the left or right side. I'm in the middle. I'm not trying to get a point across that's left or right. I'm just trying to advocate for everybody in the

016school. I feel that everybody that goes to these schools, we are the future of this country and that everybody should have their own opinions. Clubs like clubs like the TPUSA club that was started is for everybody that everybody should grow and see their their own political views. Everybody should be able to have chance to know what they want to do and they be able to express it. This club was a privilege that was started and unfortunately this has been an outcome. I wrote um I know I go to this school and I would love to have a club like that to be able to show my views how and spread every and not spread it but to be able to talk about it to everybody and to know how um what everybody's views are and

017to expand more upon uh the future of our America because we are the country. [applause] Okay, now we'll be shifting to one minute per conversation and we will be turning off the mic at one minute. Uh, first up to speak is Garrett Cole. [applause] On deck is Jessica What is it? >> Good evening everyone. My name is Garrett Cole and I am the president of Club America at 12 High School. My purpose with Club America is to host and create respectful dialogue and to uphold the principles of American exceptionalism and Christianity. Throughout my life, I have formed my opinions through conversations both with those who I agree with and those who I disagree with. Through my conversations with friends and family, I have learned the valuable lesson that although we may not see eye to

018eye, we can always walk hand in hand. I know people with a wide range of beliefs and and ways of lives, but I never treat them differently, as I believe individuals should not be judged based off their differences. I'm not a hateful person, nor is my club a hateful group. We are simply students trying to foster conversations between people of different opinions. While those topics and opinions may be uncomfortable for some people, I assure you that they are not hateful. Our meetings are closely monitored by our principal and campus administrators to ensure a respectful environment at all times. I personally invite my fellow students to join our next meeting on January 16th at lunch. I thank you for your time and God bless [applause] Martinez. And next on deck is Isabella Work. >> Hi, I'm

019a parent. I have a student at Phoenix who happens to be sitting right there on the board. So, I must have done something mine with my kids, right? I have a student also at GEMS and one at LHS. And I'm also a teacher, but not in this district because why would I with this every time? Every time I come to these meetings, there's something else we need to talk about. Two months ago, I came to my very first meeting where my student was sworn in as student board member and I listened to you cut an ethnic studies class that hundreds of students had already signed up for that you paid $60,000 in curriculum for. You took it off because members of the community who s I see some of them here right now came and

020said it was divisive. So surely you can disband a club that is equally as divisive for free. Thank you. [cheering] [applause] >> [applause] >> or we will discontinue this meeting. >> Hi everyone, I'm Izzy Work and I'm the secretary of TVHS Club America. Open dialogue is what makes this country strong and that belief is why Club America exists. I'm here tonight to share with y'all that Club America's purpose is to give students a place to talk about topics that matter to them. We're students with beliefs that are important to us. Our club has never promoted the test. We've never threatened or harassed anyone. And our club is built on respect, understanding, and open conversations. Last Thursday, we invited a speaker to share about her life experience and to share her story. Everyone has different life

021experiences and views that and use them in a different way. Her speech gave everyone the chance to hear a different viewpoint and think for ourselves. Our chapter has never caused problems, cross boundaries, or disrupted school activities. I actually have many friends here today that I talk with openly. And even though we have different perspectives and worldviews, we're still able to work together and love and respect each other. If we can learn to listen to each other even when we disagree, imagine the kind of community and the kind of country we can build together. I understand this club was started as they said uh under the uh pretense of understanding and love. And unfortunately, when that mayor stood up there and made her comments, she didn't lead with that. What I heard was not understanding, was not love. It was divisive. And as a mayor, she has a responsibility for the psychological safety and the safety of all citizens in this town, which happen to be different races, different religions, different colors. And if your club, Club America, is supposed to lead with understanding and diversity and inclusion, you have started out the wrong way. >> I'm sorry. [applause] >> I'm sorry, but this is what we're

Thank you. >> And on deck is Megan. >> Well, hello. My name is Clifford Thompson and uh I'm not living this quite frankly. So, here we go. Uh, I've heard a lot of calls for unity and kindness and love to each other on both sides, which I 100% support, but it is very upsetting. I I'm one of the people at Sierra College representing the TPUSA chapter there. It's very upsetting when I hear that one of our former presidents receives two death threats for being a member of TPUSA. And while it's still speculative who did it, it's pretty obvious given what happened a few months ago given

024the terrifying disliking of us on the right or the left. I I don't I don't know what to say. I mean, these young people over here have had their name drug through dirt simply for what they believe. And quite frankly, I don't hate my opponents on the left, but I would like it if they didn't hate me after. [applause] And on Jack, Jack is Julie Sodto. Thanks for having Thanks for everyone being here tonight. Um, I just want to say I'm super proud of all of the kids for being here um and speaking their minds no matter what their beliefs and I support um them having a club of any kind. What I wanted to say is that I'm really disappointed in the adults involved. I'm disappointed in the former mayor for the things that

025she said and for not taking more responsibility from coming from a position of power and influence and having having being more responsible with her thoughts and her words. And I'm disappointed in board members for supporting and ushering in such divisive thoughts in the minds and thoughts of kids. Um I think that that the adults who are involved in this should take a step back and let these kids who have clearly shown that they can work together a lot better than adults. Let them handle it and adults need to step aside. That's what I'd like to come to and say. [applause] >> [applause] >> Next on deck is Janny uh Leone and Eric or Ava Monty. >> Okay. Dan, are you available? Good morning or good evening members of the board. My name is Daniel Leon

026and I'm here today with Ava Monty. We are the president and vice president of the GSA club at 12 Bridges High School and we are here to advocate for an indulgence of Club America. We want to emphasize that we support free speech. However, what has been happening at Club America does not show free speech, but rather hate speech. Hate speech is completely different and Club America has created an unwelcoming environment on our campus and public figures at the meeting have shown problematic behavior and the nature of club in the first meeting. The club states that they just want to show love and respect and begin creating conversations that are dealt with respectfully. But if a club is creating this much controversy within the first meeting and creating such this chaos on our campus, maybe it

027shouldn't be a club at all. And maybe we should look back and see what is beneficial for the school and beneficial for the students in it. because we are the generation that is coming after and we need to learn on how what real respect and what real love is for people. Thank you. [applause] [applause] >> Good evening. Good evening. My name is Julie. I'm here as a friend and as a member of this community to speak out against bullying. I want to be clear up front. I'm a liberal, so this isn't about idolatry. It's about behavior. The club and Holly are being targeted not because they've done something wrong, but because they're willing to speak up, ask questions. In my opinion, Holly speech was highly edited, possibly using AI. and that introduction rather than honest

028discussion. This isn't about empowerment. It's pressure and to silence their voices, their first amendment rights. Disagreement is healthy. Intimidation is not. Standing against bullying isn't political. It's about decency and fairness. And on that principle, I stand with Holly and the club. Thank you. [applause] >> [applause] >> Is that right? Denver. And on deck is Catherine Lewis Fargo. I don't know if you can me, but I'm already here. Um, thank you for board for listening to all of us tonight. I am a retired nurse, my own wife, a mother, grandmother, proud member of the community, and I am an LGBTQ plus ally. Physically, it may be difficult for me to stand, but my convictions of standing against hate and bigotry and homophobia stands firmly in place. The remarks made by the mayor calling Andrea made me

029sad, nauseated, and angry. Remarks of that taken out of context, but they were complete sentences that were clearly understood. History is an important school that cannot be whitewashed. The urge to ground democracy is worthy and MLK was an important cabinet. Thank you Jennifer. [applause] Okay. Uh, next I have on deck, uh, Gladia Bose. >> Giata. Sorry. Love does not equal agreement. People are railing against an idea. The kids will have many speakers. It's one of the best parts of the club. Have a speaker discuss ideas, have another speaker repeat. It's wonderful. It's growth. We have to let them. The First Amendment protects fundamental rights. Speech is fundamental. But what it doesn't do is protect incitement of violence, defamation, threats, or obscenities. None of which our children are doing. All of which is happening to them.

030The recording was intentionally hurtful and the video was severely edited. Holly emphasized that we must love everybody even when we don't agree, which was the actual point. We should not be afraid of ideas. These kids are intelligent, engaged, and should be encouraged to seek knowledge and grow through respectful discourse. They should not be told what to think, but rather taught how to think. They will decide their own beliefs, but not through the omission of ideas. Love does not equal. [applause] >> Hi. Um, my name is G Rose. I'm a second year at Calpali and I'm an alumni of High School. When I think about my time at WPUSB, uh, as a student, several things come to mind. I was invested in my academics. I did marching band and I was openly bisexual. My experience as

031a queer student at WPD makes the mayor's words disappointing. If a public official spoke to my peers like that when I was here, I would not have felt safe coming out. Imagine how scared your students are right now. I I really want you to take like 5 seconds and think about that. Your students are scared. You need to protect them. Which is why I'm asking for you guys to suspend the Club America chapter at 12 Bridges High. Be an active participant in scrubbing hate from the community that you live in. and Holly, if you're listening, apologize to our students and stay out of our schools. Thank you. [applause] Amanda Cortez, and on deck is Kayleez. I'm actually Holly's sister. The students and I just want to say that context does matter to the whole video.

032But the students who organized and advocated the club America followed all district procedures and were simply looking for a safe space to discuss Christian and political values in a civil and productive manner. The students in this club are sweet, loving students with no hate in their heart. What is happening right now is exactly what Holly told them about. She encouraged them to have courage and be willing to stand up for your beliefs and convictions in a loving, kind way. People with differing opinions will try to throw all kinds of names and labels on them to silence them. And that is what the left is doing right now. We are in a spiritual battle. Christian conservative values are not hate speech. And just because the left doesn't like it doesn't make it so. Said another way,

033just because you hate what I'm saying doesn't make it hate speech. and this club and what the pro and what these protesting deem as hate speech is protected under the first amendment in our constitution. Thank you. [applause] >> Kaylee. Yes. >> Hey. Why? A Y E. [applause] >> Okay. And on deck is Sean Work. >> Hello, my name is Kyrie Diaz. I'm a junior at College High School. Um, I'm here today to share my thoughts about the new Club America on our campus. Since Club America is first announced on December 10th, its presence at our school caused a divide among students. Due to the values that are carried over from strongly encourage turning point USA, Club America makes our campus less united, contributes to an exclusive environment, and is hateful to many students. When asked

034what their concerns about this clubs, students had responses such as, quote, "Certain ideals being focused on promoting hate towards people who are just trying to live. this club is going to hurt more than unite the student body of TBHS. And quote, "Clubs are for people to have fun and make more connections, but this is just spreading hate." The face of Turning Point USA and Club America, Charlie Kirk, has made remarks about minority groups such as people of color, women, and the LGBTQ plus community that are beyond nasty and offensive. These groups attend school at 12 Bridges. On December 8th of 2022, the Charlie Kirk show, he said, "If you're a WNBA pot smoking black lesbian, you get treated better than any match. [applause] [applause] On I have ready to go." All right. Good evening. My

035name is Sean Burke, a veteran long-term resident of Lincoln, and most importantly tonight, the father of two daughters who attend Western Plified School District Schools. I'm here to talk about student safety. Over the last week, students in this district have experienced harassment, cyber bullying, intimidation, social punishment. They've been called Nazis. They've been called fascists. They've been judgmental of other people's sexual orientation. They've had posters ripped down at their school. And they've had, most importantly, one of their leaders having to resign. This issue is now regional and local news. I'm asking the board to act proactively to issue a clear public press statement affirming that all clubs may meet safely to affirm students first amendment rights to look ahead and establish clear policies for the next meeting and to communicate expectation and consequences clearly to the

036student body. We want our children to go to school, express themselves in safety. Thank you. [applause] And on deck we have uh The high school space is meant for learning critical thinking and student safety. When an elected official speaks to students, there is an implicit expectation of care, accuracy, and restraint. Sharing deeply personal information about one's child, particularly framing sexual orientation as a result of childhood trauma moves beyond personal storytelling and into territory that can be harmful, especially to the LGBTQ plus community who are already navigating identity, belonging, and vulnerability. Sexual orientation is not caused by trauma and presenting it that way reinforces harmful myths that have long been used to stigmatize queer individuals. I genuinely and compassionately hope that the mayor gets some psychological help to support her own personal. The issue here is

037not disagreement. Disagreement belongs in education. The issue is appropriateness, accuracy, and impact. Students should never leave a school assembly feeling confused, unsafe in their identity, or exposed to personal narratives that are not their own to consent to hearing, particularly when those narratives involve trauma of marginalized identities. School must remain a place where students feel respected, protected. [applause] On deck is just good evening members of the board. Last Saturday, Adam was a debate tournament at DDHS and between my rounds, me and my team members sat down and had a real political conversation. Keep in mind, we all have very different political views. We talked about immigration, healthcare, even what our def definition of a government is. And it worked. We listened, challenged each other, learned from each other, and I left that conversation with more respect

038for my friends because even though we disagree with each other, I felt safe to talk about my beliefs. No matter your political views, I respect every single person in this room. Respect doesn't mean agreement. It means trusting each other to handle disagreements without shutting it down. That is why I stand for TPSA. It is a platform that allows us all to come together respectfully, disagree with each other, and most importantly, find common ground and create unity. Thank you. [applause] On deck is Brandon Cole. My name is Jazelle Angel and I'm a senior at TBHS. I'm here to shed light on the damage caused by Club America on our students regarding unity and safety. Myself and two of my peers, Maya and Becca, created a petition for the community to answer the question, would you like

039to end Club Health America? Today, the petition has a total of 309 signatures with 153 THS student signatures and 156 community signatures, all confirmed. We added an open-ended section for their opinions. Majority of the consenting responses related to feeling discriminated against and unsafe, that the statements were misinformed and disrespectful, that the ideas promoted were not committed just because of free speech since they encouraged hate against specific groups, and often ultimately expressing that it creates a feeling of worry and divide all around campus. As a reminder, anyone can have their own personal beliefs and this is not targeted towards a couple members. Yet, I believe it is important to realize that politics are not the issue. Ultimately, it's about something bigger as having a disruption of unity and we need to actually love or at least

040respect and have empathy for each other. Because words that claim to spread love means all meaning when they cause true harm, no matter what the one's kingdom might hold. Thank you. My son Garrett is the president of the culture club America as the studentled club exists to explore ideas of free markets, limited government and American exceptionalism. A belief that this nation's founding principles of liberty and opportunity are worth studying. debating and preserved. Some have claimed that Club America is unsafe. I disagree. There's nothing unsafe about students listening to ideas they may not agree with. In fact, education itself depends on exposure to diverse viewpoints. Shielding students from lawful political perspectives does not promote safety, discourages. Club America does not advocate harm, exclusion

041or intimidation. They encourage civil discussion, respectful disagreement and engagement with history, economics and constitutional principles. These are skills that people that prepare students for college careers and citizenship. If we believe in education, not in authoration, then we must allow students to hear questions and ideas. Uh, both sides, I know that we're literally sitting totally separated. Feel really bad. Um, but we both work hard. We both get grades that are very good. And we work hard for our clubs, our sports, our everything. Um, I know a lot of people on this side, they really do well at debate and I'm very proud of them. They're they work very

042hard. And this side, we also just want our voices heard. A club on campus that promotes harm against LGBTQ plus a um, black people, anything of that are minorities against them just kind of hurts. And it hurts to see that. and I I've seen the whole video and I listened to it at the same time and it was just very hurtful. Anyways, um love will always be the answer. Respect for one another's voices, experiences, and the right to be heard, even when we don't agree. Club America, like many organizations, exists to share ideas, learn from one another, and participate in public conversation.

043The First Amendment protects this kind of peace expression. It's never meant to protect only popular opinions, but all lawful speech, including ideas that may challenge us or make us uncomfortable. Our nation was built on open dialogue and the belief that progress comes from conversations, not silence. When voices are shut down, our people are intimidated for beliefs. We risk losing freedoms that belong to all of us. Supporting the First Amendment means fusing dialogues over division, understanding over fear, reason over censorship. We can disagree with kindness, respect, and symbiology. Still standing firmly for the constitutional rights. By protecting free speech today, we protect it for everyone for tomorrow. Thank you. >> [applause] >> on deck. Hello. I would like to speak that I am uncomfortable and I feel unsafe at school. Last Thursday, after insinuating that homosexuality

044is a trauma response, Club America's first guest speaker goes on to say, "I'm not going to say it's okay to be gay because it isn't." It is words like these that sink into children, often leading to scars in the form of internalized homophobia and self. In a world where suicide is in the top three leading causes of children of death and children ages 10 to 19, with LGBTQ plus youth being four times more likely than their peers to commit suicide, we cannot allow this hate on campus. Just as we do not allow bullying, we do not allow this. Recent surveys revealed that approximately 40% of LGBTQ plus youth have seriously considered suicide within this past year. These numbers are terrifying. They are scary, but they're more than that. These numbers represent my classmates and the

045students who you are here to protect. By keeping this club, we allow pain to our school, entering students mental well-being and more depriving them of a safe space to learn and grow. Thank you very much. [applause] [cheering] >> [applause] >> And on deck is Harley. >> I am a member of the soontobe Sierra College Turning Point USA chapter. Charlie Burke was more than a political figure. He was an embodiment of what it meant to be American. It has been 3 months and 6 days since he has been taken from us. But that doesn't mean his message isn't true. Even though they thought that extinguishing Charlie would end his cause, a fire has been lit in the hearts and minds of students all over the country, including those of 12 Bridges Club America. They intend to

046preserve the truths and freedoms that made this country great through means of public conversation. As Charlie Kirk said, "When people stop talking, that's when you get violence. That's when civil war happens." I invite the people who have been maliciously threatening, bullying, and harassing Club America students and parents to sit down and partake in privileges of civil discord. Club America, I encourage you to be bold and courageous. As said in Joshua 1:9, "Have I not commanded you? Be strong and courageous. >> [applause] >> I never [clears throat] thought I'd walk into a school group club meeting and hear a speaker say that the civil rights movement was a mistake. That's exactly what happened at 12 Bridges High School. And I need you to understand how terrifying I felt. Not just uncomfortable, but like watching our school

047step into a legal and moral landmine. California Education Code 220 says schools cannot allow discrimination based on race or sexual orientation. Our own TVHS handbook says the district has an affirmative obligation to combat racism, sexism, and all forms of biases to protect that prevent hate violence and mice related incidents. But the speaker invited by America [clears throat] told us that Martin Luther King Jr. was a Marxist movement that secures civil rights for black Americans was a mistake and that being gay comes with childhood trauma. Being gay does not mean that you're traumatized. being homosexuals considered a fundamental biological based asset of self. These are not political opinions. Those are identity based attacks on protective groups. And when this happens over the banner of a school organized club, it creates hostile hostile environment that violates district

048policy in state law. It also sends a message to black and LGBTQ plus students that their identity or history is up for debate. Thank you. You don't have to agree. You just have to talk. Not call people names. Fascists, uh, bigots, just talk to each other. You might not agree, but you don't have to agree. I had a daughter that when she went to school, she couldn't didn't feel comfortable, didn't feel safe talking about her conservative values and so she just kept them to herself. It shouldn't be that way. Freedom of speech is in our constitution. This club has met every requirement that

049this board requires of any club. And if they're denied, all clubs are at risk. >> [applause] >> Hello everyone. I am Maya Walker, a senior at THS and the vice president of the BSU School. Before I begin, I would like to say that this is not a political matter and it is a fighting community where all students feel safe and supported and welcome to be who they are, which is why we're not wearing blue or green. We're wearing green to support TBHS students. Um, I would say like to say that as a Christian woman, I can confidently say that this club, Charlie Kirk and Andrea's words and actions do not align with the word of God. Andrew claims the Charlie Kirk gave people very thoughtful Christc centered answers. Now I will quote some of the

050Christ centered answers that Charlie Kirk has said. Women should not have careers or women should have children not careers. We've allowed our beautiful cities to be captured by the cult of anti-racism. Um let's look at a Bible verse. John 13:34 says, "Love one another as I have loved you." Has anything been said of love? In reaction to the activities concerning the newly formed club America at 12 Bridges High School, I want to thank all of the site admins and the district admins who in good faith followed all the laws we had opposed in here in California to submit the formation of the student requested clubs. You have demonstrated to the student body,

051parents, and the wider community that you uphold the premise that all student voices should be heard, recognized, and supported at the district within the guidelines of the law. Thank you so much. Club formation under ed code is a guardrail for the rights of all students not just some but all student rights to individual expression assembly and free speech which is protected under the first amendment again I thank you now addressing President Framan and the board members I advise the following should this club be ousted on what you hear tonight in a future board session be sure this could be a very slippery slope that could imperil all clubs no one wants to see >> [applause] >> On deck we have Renaissol. 052to hopefully bring awareness to the 12 high school club America here on campus and help us with other students. The club was created in Charlie Kirk's image even being advertised as the high school version of Terry USA and it worked with his ideas. At a debate on September 6th, 2024, Charlie Kirk shared his belief that the black community was better off as slaves during the Jim Crow era. Imagine being a black student at 12 Bridges High School and knowing that your classmates are in a club idolizing a man that believes you would be better off in slavery. Having a club like this makes students feel unwelcome at PBR High School. In another in another debate on April 5th, 2023, Curt said this. It's worth accepting the cost of sadly some gun deaths every year so

053we can have the Second Amendment. Having students that believe this, especially in today's school gun violence situation, is horrifying. Having a community at school that supports and promotes this idea is only going to make students and staff feel unsafe at Bridges High School. Charlie Kirk's disgusting beliefs have no place at Bridges High School. Thank you. [cheering] >> [applause] >> My name is Rita Pizzi and I'm a member of the Lincoln community. I am truly saddened by the uproar that Club America chapter starting at 12 Bridges High School has caused and with requests for it to be removed. The club followed all required procedures to receive lawful approval from ASD and the school administration. Under the equal access laws, they are allowed to organize and they followed all the rules. This is a club with voluntary

054membership. No student is required to join. It's unfortunate that those who have opposing beliefs resort to name calling, insulting false accusations, doxing through false accounts, harassing, threatening online with behavior that threatens the students participation, requiring extra security to hold a meeting. They want to shut down the club and the students right to freedom of speech. I caution you as a board if you fall prey to the pressure and agree to remove the club. [applause] Owens [cheering] [applause] Sean Hunter. Gate speech is a problem at 12 Bruce High School and Club America has only made that problem worse. Gate speech is defined as abusive or threatening speech or writing that expresses prejudice on the basis of ethnicity, religion, sexual orientation or similar grounds. What mayor Holly Andrea said to a classroom full of young teens during

055Thursday's CO America meeting was nothing short of that. From a statement on how homosexuality stemmed from childhood trauma to a jab of Martin Luther King civil rights activism, Mayor Andred was certainly not shy to push shockingly negative ideas onto a room full of high school children. The mayor goes on to later state titles such as homophobe, white supremacist, and Christian nationalists are just names that the left made to silence people. Are you serious? Is the board going to sit here and allow the mayor of our city telling young impressionable teens that the left made up the term white supremacist to make them shut up? I urge you to take action and remove Club America and tape from TBHS or make them dissociate themselves with Turning Point USA. This is not a political stance. This isn't

056about stopping free speech. Students can still have their own opinions and talk about politics. We're approving a cloak tied to a white supremacist. [applause] [cheering] >> [applause] >> back is Elliot Mar. >> Hi there. My name is Sean Hunter. I've been a youth coach, a sports coach in the area for about 30 years. Uh, one of the things I love about coaching is different different kids, different opinions, different nationalities all come together to play a sport and work together. I think clubs are very important in high school and uh regardless of you know what they're talking about as far as free speech and hate speech. I've heard things say said about hate speech way too much. Um when somebody gets up here and comments on it, this side seems to smirk and laugh and make

057fun of them. Uh it's free speech. It's free speech. That's what our country is built on is free speech. We're all under one flag together as Americans. So all the clubs matter. If you're going to do away with Club America, then you have to do away with all the clubs. But otherwise, we all have to get along. We all have to share ideas and we all have to communicate under one country. [applause] My name is Elliot Armstrong and I'm a 10th grader at 12 Bridges High School. I have the honor of serving as sophomore class president. Everything I say is of my own opinion, but my goal is to ensure CBHS is welcoming for all students. I need to make it clear that I believe free speech is very valuable no matter who you are.

058However, free speech and hate speech are very different. Taking quotes from Hollyetta, who spoke at the meeting, she said, quote, "My oldest daughter has a lot of trauma as a child and as a result of it, she's a lesbian." Also stating on Martin Luther King, quote, "A lot of the civil rights things he advocated for were not really helpful. These items display blame and hate speech towards certain minorities. The club as a whole has caused division on campus with people all over the political spectrum attacking each other via social media accounts, twisting others words, and arguing about the situation. 12 purchases reply to community members that all political affiliated clubs are allowed TBHS as a board policy 6145.5. However, under California Education Code 4897, it protects free speech of students unless it obscene slanders or

059substantially disrupts school. Clearly, Club America breaks this ed educational code. Therefore, I believe Club America must be your sitter. [cheering] [applause] Okay. And on >> Good evening. My name is Helen and I'm the secretary for the turning point chapter at Sierra College. We've come to support the new club America at 12 which has faced protest, bullying, and a petition to ban it. I asked the faculty to enforce the decision to allow the club to remain and to deal with those students bullying and harassing members with unbiased and proportionate consequences. While I recognize the passion of those opposed and their beliefs, it is not right to use that passion to mistreat others. To those who haven't, I ask you to lovingly admonish your peers. Encourage each other to direct that passion towards building something rather than

060tearing others down. And to those facing this bullying, stand strong and do not back down. Hold firm to your beliefs and respond to those who mistreat you with kindness and respect that you have not received. Do so with dignity without apologizing for or compromising your values. Uh I'm here to explain my own personal story as a queer former student at TBHS and why I'm concerned about Club America's uh current impact on the learning environment. Um there's a major distinction to be made between Club America and any other existing club on campus. Um as one example, during

061my time at TVHS, I attended a couple of meetings for the Christianity club uh out of my own interest and curiosity. Not once was I treated differently for my identity. In fact, I was welcomed entirely with open arms despite our many differences. I was treated as an equal, not as someone who needed to be fixed or saved. I made friends who love me the same way as anyone else would. I shouldn't need to list stop the stark contrast between these two clubs. The students fear should speak for itself alone, but I'll certainly express how I interpreted the words during the initial meeting. What is happening here is not a simple difference in opinion. You cannot agree to disagree on the validity of our existence. This is yet another villication of our entire livelihood, our identities

062as fellow human beings. The message that has been sent to young oppressible minds that we are broken [cheering] [applause] on deck is Natalie Rose. Hello board. My name is Kent Thompson. I'm asking you not to discriminate against Club America. This club does not promote harm and promotes discussion. There's no reason to suspend this club because nothing they believe or profess qualifies as hate speech. Club America Turning Point values believe all people are created equal and have the same rights. All races, all sexes, all orientations and identities. No one has the right to boldly threaten or harass other people. I encourage the board of 12 Bridges, as I'm told they have in the past, to take appropriate action against students who make threats of physical violence against other students. to call America. 063come a time when you're physically attacked or assaulted, remember that you have the right to defend yourself. For those of you who are Christian, there's no place in the Bible that says you have to allow someone to injure or kill you. Keep speaking truth and keep talking about what you believe in. You may have seen me in a clip that has gone viral of me talking to Miss Andrea. And whilst I wanted to have a fair debate that came to politics, I was met with hate speech. I have been someone who has been discriminated against on campus and this club will only make it

064worse. When I was told I have been called slurs, it was I have been called names too. A slur is not the same as being called something that is aligned with your political ideology as she did not disavow that. However, I also find that the idea that homosexuality is a sin being told to me, but also saying that these biblical values influence your legislature not only strike fear into the people who live in Lincoln, but the people who go to our school. How are we as queer people supposed to feel safe when this club wants to influence the next generation to spread queer phobic legislature and also just be queer phobic in general? And I went online and I found this board of education of Westside Community Schools versus Morgan. The Supreme Court ruled that a Christian organization has every right to be on school and it's discriminatory not to allow that. As far as I'm concerned, we need more groups like this, not less because the future of our country depends on God, country, and family and faith. We all saw the movement a few months ago sweep the country over 50,000 requests for clubs and high schools and colleges for turning point love of country God family and others while promoting dialogue of ideas aligning with our first amendment. Just like anything else, if you don't like a club, don't attend the meetings. I am in full support of having a Turning Point chapter live in Lincoln. On a side note, there have been students who are being targeted online for joining this club. I hope the school will investigate this and protect the students, including having children's face put over their face online. There's

068also been manipulation of a speech associated with this club, which is a is a separate matter in my opinion of the club's existence. I hope very soon the cutting and spinning of that speech will become evident to all. Thank you. >> [applause] >> is Martes. >> Uh, good evening everyone. Uh, my name is William Feliz. Uh, I go to these often. I'm a ninth grade at high school. I want to thank everyone who's a student, especially who came and speak because when students mobilize, that's when the real change happens. I don't know what world we have to be living in not to see that Club America promotes hate and is motivated by hate. There's a stark difference between a space to share common beliefs and a space to let hate fester and grow. We should

069never protect this hate speech or try to disguise it as ideas and opinions. The words being said at these meetings push people to verbally and possibly physically bully other students. Bullying like yelling derogatory slurs at people in the hallway. That do you know where that stuff comes from? It comes from gay as a mistake rhetoric and turning point USA rhetoric. That rhetoric is known as bigotry. And I'm going to use that word bigotry. It's a word a lot of you are afraid of, but I think it's only because it accurately describes some of you and you don't want that admitted. To not recognize this bigotry or to protect it is being bigoted. The bigotry expressed the board of trustees in recent history is repulsive and disgusting and it cannot continue. Thank you. What you have done to allow these students in Club America to peacefully assemble to share their values and thoughts is pursuant to the Constitution, specifically the First Amendment. 071Catholic, I'm disgusted by the use of Christian values to defend the spread of hate stone by members of both our community and of our board. One of these members, as I have come to learn, was foundational in spreading her agenda into DBHS. To her and her supporters, I am filled with more thoughts in my mind than I can express in words and will instead leave you with scripture from our shared Bible. Proverbs 6:16. There are six things Lord hates. Seven that are testable to him. Hotty eyes, a lying tongue, hands that shed innocent blood, a heart that devices, wicked schemes, feet that are quick to rush into evil, a false witness who pours out lies, and a person who stirs up conflict in their community. When you see these kids in this room on both sides, I haven't seen anybody really acting out. I haven't seen anybody being disrespectful. And that's amazing. But I have seen it from some adults, right? And at the end of the day, look at what's happened to our generation as

073adults. When we were kids, we didn't disagree like this. We didn't fight. I I don't remember anything like it, right? This generation in education today, the biggest impact they can make on our society is to bring civility back to the dinner table. Right? And as adults, we have to teach them that because we've allowed it to get out of control. Thank you. 074two things. Number one, that the club's framework supports diverse perspectives and respectful dialogue, not just a single political viewpoint. Second, that a facilitator be assigned to any club activities, especially if there are outside speakers or events on campus. Third, facilitation ensures civil conversation and that all voices are heard. Let's keep this an educational space and not one that further divides us along party lines. Thank you. Um, but I do also think that there is a possibility to keep this club so long as it obeys just certain rules and restrictions. Um, I do think that currently from my experience being invited to speak at this meeting. Um, I did not feel respected as a speaker and I was often interrupted by the speaker.

078Um, and I felt like that was very disrespectful to me at in a situation where it's supposed to be equal debate. Um, so I do recommend that we start to do that, but I also think that there was a lot of misleading in her like train of thought. There was no like evidence that she was willing to provide me. My name is Christine I am a parent of an alumni from Lincoln High School. I'm also a candidate for Congress. And what I hear from the students on both sides is that you've done a good job. They're thinking. They have a opposing view

079viewpoints. But my concern is that you would even consider silencing the students for team America. They have a viewpoint. And part of the mission statement that I read on the on the website was to challenge students to think to be able to prepare themselves for the future to prepare them all on both sides of the aisle to go up to the House of Representatives and and and even onto this board and to be able to speak quietly and confidently. >> Thank you, Christine. >> [applause] >> On this on that is a meta a car. 080president of our school's environmental club. And today I want to talk about safety. It all starts with the safety of the students here and their mental state. And what I mean by this is as a Catholic personally, I felt it would torn me to shreds to hear the words of my God, the God who I have loved ever since I was christened as an infant. be wrapped in clothes of hatred and have all these things that are tr untrue about Christianity as a whole said by um a former mayor herself. On top of that, the safety does not just um extend to the students that I have spoken to personally and my friends who have clarified multiple times that they have felt unsafe, but also my friend who wasn't able to get medication because they

081blocked the door and they were barricading the doors. It was a very difficult situation. Um, I just want to bring awareness to that because [applause and cheering] so the definition of dog whistle is when you say one thing but in fact you mean another. Now this club is a clear example of dog whistle. You use words like uh DEI to disguise from the fact that they are blatantly against racism. They use traditional marriage to to disguise from the fact that they're against gay people existing. It is these things that we are calling hateful. We are not calling the necessarily the people hateful but we are calling everyone who is using that voice. That voice is being used for hate. And that is the difference between these two sides. One side is taking it at face

082value and does not see a problem with it. The other side is seeing the dog whistle for what it is and actively calling out for it. The paradox of intolerance says if we do not um if we do not tolerate intolerance then intolerance cannot spread. But if we tolerate it, it will definitely spread. Olly Andreda should have not should not devalue civil rights efforts and spread homophobic rhetoric to students. The value civil rights efforts by Martin Luther King Jr. is a slaping face to every student in the school district. sends a horrible message that non-violent protest and standing up for your rights is inherently meaningless and will not enact social change.

083It dehumanizes and belittles those who fought for equal protections and treatment under the law. Civil rights are beneficial to so many students and have farreaching effects beyond just minorities. As for the mayor's homophobic rant, her claims that her daughter's trauma resulted in her queerness is bigoted and blatant misinformation. There's no evidence that trauma There's no evidence that trauma causes someone to become gay. This is a long-standing gotcha used by homophobes to discredit and downplay individuals querness. It's just a form of hatred and makes WPUSD feel less safe for queer students. Students spend the majority of their day in school and should never have to feel unsafe, [clears throat] especially not from the words of a public official. Coming from someone who is queer and a former former student of WPsd seeing and practice comments. [applause]

I'm not for TPUSA or Club America or American exceptionalism, I think is the term that's being thrown around. It's all problematic. And as the board, if you discussed this and then approved it or allowed for [clears throat] this to become an issue on campuses, you guys are should take responsibility for it. We had an exciting game against Lincoln last Tuesday, but for other sports, more info about the records will come out when they've been able to compete in more sports. And it's finals week, so we all know how that goes. But for arts, we've had our winter photography show, and we have a lot of um very talented photographers on our campus, and I highly recommend that you all go and see the artwork that they create. For activities, our speech and debate taking place in Top 10 League, which is very exciting considering how new they are. We have a graphic novel making contest which is open till January 1st and although this is

087technically city school related senior assassin is starting in January and spirit week was last week for Christmas or any winter holiday and clubs are planning for St. Baldrris which is basically a fundraiser for cancer research. If you'd like to get involved in that, please let me know. And for our winter event which is upcoming. It's not going to be a dance this year but we're planning what's going to be and I'll give more information on that when January is back around. Okay. Uh, Phoenix High School advisory student Jonath Jonathan Martinez. Uh, now that that first part's now over, uh, I'd like to say this one is a very short one. There's not really much that we're doing, but uh, our vol our volleyball team recently competed in a tournament and at America River College against

088another small alternative school. We fielded two teams and made it all the way to the championship. Unfortunately, we only got second place. It was a close tiebreaker though. I don't remember this far though. Um after holiday break, uh we have ski that's coming up which is a um I guess you would say like a foundation where or partnership my where they have they let kids that can't really afford skiing or even going all the way over there to uh help out kids and teach them how to ski and all that. I went last year. It was really fun. The first two days I went, I was I was all right at skiing. And then the third day, I was uh I was doing everything on my own. Uh that's that's really it. >> Okay. All

It says with this room being full >> ish in spirit um it's like your faith in democracy is restored when you see people show up and they're passionate um regardless of the issue. So I saw a video online that you did and uh it obviously triggered a lot of thoughts, a lot of um opinions. I think what struck me is that uh the kids weren't the issue. In fact, I wonder what this first meeting would have been like had it not been an adult leading that conversation instead of an adult in front of a group of kids sharing their ideas if it were just a group of kids sharing ideas amongst themselves. I wonder if that would have just been an

090entirely different experience. And it reminds me of this mantra of nothing about them without them. And yet we still as adults seem to think that the smartest thing that could be said in a room has to come from us. And if you listened at all tonight, the smartest things I [clears throat] heard came from our kids. It's an incredible honor to serve this staff and these remarkable kids. I'm sorry that almost consistently or people are blind to how well informed, how passionate, and how intelligent you are. Um, I think as adults, as much as I wish we were leading these conversations, we probably have a lot to learn about how to have discourse and keep it civil from the young people that we heard from tonight. And I think I'm just going to leave it

So um um uh this since the last meeting I attended a public meeting at Sheridan Elementary School regarding the dynamics of the new students coming in from village 1. Um it was well attended but uh it was it was a great conversation and uh and I think we convinced someone that some of the rumors they've been hearing just aren't true and I that was a win for me. So um and it went for everyone I think and for that person they were very happy and they were going to go to the perpet and talk all about it which was great. Um I attended the academic excellence meeting with George um at LHS and I got a tour of the engineering lab which I could have stayed there

092all day. The students were absolutely amazing. Um I was worked as an engineer for 35 years and these kids were already smarter than me when I retired. So I was very humbled by the stuff they were working on. The fact that they're not only learning the engineering side but the business side impressive. Um and then I would like to commend every speaker that spoke today especially the students. It takes courage on both sides and um I was really thrilled to hear um all of your input. Um finally today I met with a student at LHS Will. um he spoke tonight and gave us a a good tongue lashes for the the award which is great. Uh we're happy to hear from him always. Um and so um he is exceptional and um he reached out

093to all the board members to talk about his concerns regarding the new club at um at TVHS um the Turning Point USA club. And um what was initially scheduled for a 30 minute meeting went 90 minutes and um we had a very thoughtful interaction and we didn't agree on a lot of things. We didn't and but it didn't matter because we listened to another one another and we engaged respectfully and we identified um some meaningful common ground and I want to discuss that just a little bit um and then talk about a constructive way forward. Um um first and foremost we agree that no student should be bullied, harassed or targeted for their personal beliefs regardless of perspectives um or affiliation especially liabilities. We agreed to that and he was uh he was actually quite

094shocked to hear that that was happening. He did not know. Um uh we agree that student clubs have a right to exist within our schools provided that they comply with district policies and established guidelines, but we respectfully disagree with each other on whether Turning Point USA meant this requirement. I support the district stance so far to allow this club. But that was okay because we we talked about that um very respectfully. We discussed that all voices matter and that different group viewpoints deserve respect when expressed thoughtfully and without hostility. While discomfort is sometimes an inevitable part inevitable part of challenging discussion, it is essential that every participant feels safe to share their perspective without fear of writation. We agree on that. Um, as part of our our commitment to continue dialogue, Will has um agreed

095to attend the next Turning Point USA meeting at Toll Bridges High School with myself and a friend and I'm inviting Cammy as well because she's our LHS student body member. That's okay. Okay. So, I I had gotten um previous um permission from uh from the district to allow um LHS students to attend and um we are going to exper I did not sit in the first meeting. I listened to it. we are going to experience that meeting firsthand and um and then we're going to continue our discussion afterwards because then we'll have that experience firsthand and he will also have an opportunity to be a speaker as well um after the guest speaker talks. So um I think uh that is that was really great that he agreed to do that um because it we

096understand that it might be scary for some for some kids but He um will's great and he agreed to attend with me um at least one if not more. Um more importantly, I believe oh I want to express my sincere appreciation to Will for his willingness to meet openly engaged in good faith. Uh I hope he gains something from our conversation because I can say I certainly uh with certainty that I learned a great deal from him. Uh more importantly, I believe our conversation serves as an example of what is possible. When we approach disagreement with curiosity, respect, and shared commitment to understand rather than to divide. This is a standard we should strive to model for our students and for one another in the community. Lastly, you might be surprised, but Jason Price and

097I, member Jason Price and I have opposing views on a variety of topics, but we have worked hard to build a good relationship um to find commonalities because we know when we work together, we are a powerhouse. Um, Garrett and Will, can you stand up? Do you know each other? Will, Garrett, Garrett, Will, um, you are both amazing kids. And, um, uh, you are incredible. And working together, you guys can be a powerhouse. You absolutely because you both have passions. It might be this here, but that's only maybe 10%. I think it was 80% in here. You guys could do incredible things. And that's it. Thank you. We did a lot in the district, but we have already had a lot made a long ways to go. So, I'm just going to cut right to

098it. I want to make it clear that I fully support all of our clubs. That every student on campuses across our district deserve a space. And maybe this club America is your space. And maybe it's not. And if it's not, let's find you a club in a space where you feel like you belong. I did attend our inaugural meeting alongside our principal and witness the respectful behavior of all participants in the room. It's important to recognize that labeling these individuals with proclamatory terms simply for expressing their beliefs is not productive and can be harmful. At the same time, it is unacceptable for anyone to harass, intimidate, or threaten the founders, the members, or the participants of Club America or any other club on our campuses. Our district maintains a zero tolerance policy for harassment and

099bullying based on race, identity, belief, or viewpoint. Differences of opinion should be welcomed rather than silence. And I applaud these students who came here tonight to share theirs. And I applaud the students of Club America for extending an invitation to their peers who may not disagree to who may not agree with their viewpoints, but want to be engaging conversations with kindness and conviction. Uh the BSU is going to have a Quanza party on Thursday and the um French club is going to have a hot cocoa celebration and gift exchange on Friday. the the floor department is selling flowers for anyone who is interested. There are posts on school about that with um spirit week being at school and super dressing up

101with like Santa hats and like fun socks and things like that. So, Regrad Bingo is going to be on January 4th next year and the LHS choir held two concerts on the 11th and the 13th where they performed beautifully. And we also had our dance team, our cheer team and our choir or no, our band participate in the uh parade that happened at our school or the parade that was in town and I saw them. 102Flet, my co-board member here, and I had the opportunity of attending the uh California School Board Association meeting u in Sacramento. They have that on a yearly basis and schools from all over the state come. Uh there were hundreds of sessions all sorts of school related subjects but none of them based on improving academics. We had a 100 sessions but there was not one that talked about improving academics. And that's in light of the fact that uh California spends more per student than I think any other state. and they're at the very bottom or near the bottom of academic uh achievement. It was very disappointing to see that and uh I was happy to have been there but I didn't like that at all. Um we also uh April April mentioned this too. We got

103a chance to go uh with General Latin to see the engineering department at Lincoln and Mr. Cre who's in charge of it and he is just the famous shark tank group. Uh interesting thing I found is Mr. Secret calls his students not Jake or Lindsay but he calls them Mr. Perez or Mr. Huitt or Mr. Tucker. And that sort of automatic respect shown to students creates an instant uh sense of equality and shared purpose. And it was really nice to hear them treated as uh young adults and I I hope others other teachers might consider that when you walk into that classroom the electricity and energy that you feel in his in Mr. Secret's classroom is powerful. Uh it was it was just wonderful. You probably felt that too. The classroom is just a lot

104and it's >> well we have teachers of the year and I think secretist would be called teacher of the decade. The guy is fantastic. Um write that down if you want. Um, quickly with buses and [cough] a lot of ingenuity would be great when Lincoln and 12 bridges can share each other's resources with things like agriculture and engineering. The phrase one school, two campuses is worth considering. One school, two campuses, making both schools so much more inclusive and so much better. I hope we can head in that direction. I'd love to see that. And finally, hats off to the debate team. If you were at the debate or speaking at the debate, I wish you'd stand up and I think [applause] it's great. [clears throat] Great. They participated and all these kids are just exceptional.

106Okay. All right. Uh, well, like George said, I attended CSB conference in Sacramento. Um, and it was nice because it was close this year. You didn't have to hop on a plane to go anywhere. I could, you know, I George and I drove down there together. So, that was quite interesting. We made our way through downtown Sacramento and oneway streets. Um uh after that I attended a president's call with our local presidents uh PCOE and CSBA during which we were able to discuss what's going on with neighborhood neighborhood districts. Uh had a leadership call with James. Attended a 2 conversation with the city council with trustee Price and Superintendent Callahan. uh went downtown to celebrate the Christmas tree lighting and saw all of our uh kids down there, which was really nice. And they got

107to sing and and everything. So, that was nice. Um let's see. The two days later, I watched the Lincoln parade downtown and got to see um both of our marching bands, uh our cheerleading squads, our dance squads, and our football teams um walk in the parade. So, that was very special. uh attended uh Sheridan Elementary School uh community outreach uh with April. Uh and there was unfortunately there was one one community member that attended but she had she was very powerful in the way she spoke. Um, I just wish there would have been more more there um uh to sort of squash some of the rumors in regards to area one that's going to be transferred to uh part of area one that's going to be transferred to Sharon Elementary School until we get a

108school in area one. >> I'm confident that she will spread the word of >> I think she will. Um, I took my husband to the school district uh Christmas party and that was a feat all in itself. Um, he usually doesn't go well. So, thank you sweetheart. Um, I met with Superintendent Callahan and Trusty Duxford Bear for tonight's meeting. Uh, and then I would like to just say a little something about um the speakers tonight. I really appreciate um everyone coming and speaking and I know they spoke from their heart and I just um I mean I'm I'm just hoping that um you know we can find a way to coexist. Um I I want to let uh everyone know that I support the club currently offered in our district. uh include in excuse me

109I include I support all clubs currently offered in our district including club America board policy and federal law specifically the equal access act requires districts to allow all students clubs that meet the established guidelines. This is not a matter for the board uh to act upon based on personal belief or preference. board policy as federal law applies that supersedes any action we might take as a board. My hope is that all the clubs can coexist within our district in a way that reflects mutual respect and understanding. Uh teacher association Michelle All right. Last year, WITA stood before you at this exact meeting and introduced our five priorities to make WPUSD the destination district that we know it can and should be. Our students, staff, and community deserve the very best. To achieve this, we remain

110committed to advocating for safe schools where all students secure feel secure, valued, and free from judgment, the retention of highly qualified educators, competitive compensation, and balanced workloads that support the success of every one of our WPUSD students. Tonight, I ask that we focus our attention on safety. While we can all agree that safety must be a priority in our schools, we may not all define safety in the same way. The Oxford dictionary defines safety as being protected from danger or risk. That definition applies across all forms of safety, physical, emotional, and behavioral. The perception of danger or risk is deeply personal. Each of us carries our own lived experiences and stories that shape what safety looks like and feels like. For example, a student has who has experienced a verbal attack from an adult may

111feel unsafe when an adult raises their voice while another student may not have the same response. Similarly, students who have witnessed harmful behaviors from authority figures may react differently in moments of conflict or discipline. These experiences matter and they must be considered when we talk about creating truly safe schools. Our schools provide a free public education where all students are welcome. Schools are places where students feel safe to engage in collaboration, explore ideas, and learn how to think critically. Schools are places where students learn how to disagree respectfully and engage in professional, thoughtful conversations. Schools are not a place for bullying of any kind. Bullying has no place in our schools or our community. It is unacceptable regardless of political beliefs, personal opinions, or positions of authority. Bullying makes no one feel safe. It undermines

112trust, damages relationships, and directly conflicts with the work educators do every single day to build supportive, inclusive learning environments. Bullying happens both online and within our school walls. It erodess the sense of safety that students and educators need in order to learn and work effectively. No student should miss school because they feel unsafe due to the actions of their peers or community members. The path forward is clear. We must find common ground that allows all of us to work together and move forward. There is no place for violence, hate, or intimidation in our schools or in our greater community. We must be willing to sit in uncomfortable spaces, listen to one another, reflect, and grow through respectful dialogue and mutual understanding. We can move towards solutions that prioritize safety and dignity for all. Our students

113are watching. They need to know their voice matters, that they are valued, and that the adults around them are committed to modeling respect and responsibility. In closing, will continue to stand firm in advocating for safe schools. That means schools where bullying by anyone towards anyone is not tolerated. Safety is not optional. It is foundational. Uh so the first page of your handout shows the budget reporting cycle and we started this year in June the adopted budget which is the top center maroon colored bubble. Uh then we moved to the 45day budget revision where I uh came to you and let you know that there were a couple items from the uh state adopted budget that impacted our budget. And so that included an extra $700,000 in LCFF funding for uh TK add-on funds and then we received about a quarter of a million dollars in additional um grant funding. Then in September I appeared in front of you again to discuss the 2425 unudited actuals

117and where we had actually ended the year. Now we are sort of in the bottom right corner. Uh actually there's a sign that says you are here. First inter financial report and then as you uh can see the rest we're about halfway through the year a little less um and I'll talk a little more uh later about where we are going after this but just so you can see we're almost halfway there in our budget year. So, there was a pretty voluminous report with a narrative in your um in the board agenda and hopefully you uh had an opportunity to look at that. I'm just going to point out some highlights. So, how are we doing in 2526? That's kind of the big question. So, you know, I love my uh bad news, good news,

118and I realized as I was working on this that I had the bad news first, and that seemed kind of depressing. So, I switched it. So, the good news this year is um our beginning balances were about $800,000 over budget. And we we talked about why that was at um unodited actual. So, I won't go through all that, but that's an improvement certainly from our adopted budget. Secondly, as I mentioned, um we increased about $700,000 in LCFF revenue because of the additional funds provided to um called the the TK add-on funds. We get uh extra money for those TKers because they have such a a low student to adult ratio. We have to have two adults for no more than 20 students in each of those classes. And the other good news is we've been

119tracking our actual attendance so far this year and it is higher than last year which is wonderful. Uh especially because last year our attendance rate was 93.6% and this year's budget has it at 94.0%. So, we do need to grow at least that point4% just to make our budget this year. And I'm hoping that that continues. Although, I know after Thanksgiving, like half the people I knew were sick. So, I have I imagine that uh our attendance probably has gone down. Everyone's feeling better now and uh we can get back on track. So the bad news um our actual enrollment is actually about 100 students less than we have projected and you're not going to see that in the first interim because we don't reflect that in the budget report until we have submitted our

120enrollment numbers to cowpads which we do in December. So when we come back at second interim we will have our actual enrollment in our assumptions. Uh other bad news uh is comes with uh as Mr. Maul will tell you filling some of our positions. It just continues to be a struggle specifically special education teachers, staff, um pair of professionals. And so that impacts the budget in that we have to pay non-public agencies to fill those positions often. And so you will definitely see an increase in our nonpublic agency budget. On the flip side of that, we do save some uh staffing costs, but the NPA would definitely cost more than than if we actually had an employee at those positions. And then the other difficult news is that current projections estimate that next year's COLA

121will be about 2.51%. And when we adopted the budget, that projection was at 3.02%. So, uh, a drop of half a percent is about5 to $600,000 for us. So, looking at the first interim budget, there's a summary here. And just a couple of things that I wanted to point out to you. Um, as you can see, I I noted that uh our special education contribution has increased based on this budget by over $2 million from last year, which was uh surprising to me honestly when I saw it. That's a big increase. We of course had uh salary settlements that are included in this last year's salary settlements. Our special education population just keeps increasing and their needs keep increasing. And of course the funding it does not even come close to uh keeping up with

122that need. So that contribution I don't anticipate that um going down or even staying the same anytime soon from year. And definitely for those to our special education department though uh our director Ellie is very cognizant of the cost of special special education and I think she does her absolute best to um balance the the student needs and responding to the student needs as well as possible while still keeping the financial constraints in mind and that is not an easy thing to do. The other thing that I want to point out to you is actually at the bottom of the um the columns the line that says unassigned economic uncertainty surplus or deficit. So it's that last line above total ending fund balance. Now, at adopted budget, we only had a little over $400,000, which

123I think I cautioned you about quite a bit because that meant that was all we had available for the entire year. Very little wiggle room that we would have to pay all of our new expenses from. The good news is that that has increased uh partly because of the increased uh beginning fund balance and then partly because some of the changes that we've seen in the budget since then such as the TK add-on funds uh sometime funds and some revenue increases. So now we're sitting at a little over $2 million at the end of this year in that unassigned economic uncertainty surplus. So that is great news. Gives me a little bit room to breathe, which I appreciate. If you want to look at the next page, that's just our major reasons for increases in

124revenues and expenditures since the adopted budget that I there's about two pages worth of detail in that um in the board item in your packet. And so I summarized it the best I could, but uh if you're interested in detail, I suggest that you take a look at that. We did receive about 2.6 6 million in those new state grants. Um we had carryover revenues from last year just under 2.4 million. Again that TK add-on I keep talking about that was about 700,000 and then about half a million of other revenue changes. And then our biggest expenditure change is our uh 2425 carryover funds. Then we budgeted the the new state grants. Uh then about 1.2 2 million went to budgeting last year's salary settlements which were not in the adopted budget because um by

125the time we settled it was kind of late to get them in the budget part but we did reserve those as part of any fund balance and adopted budget. So they were taken out of the available fund balance they just weren't showing up in our expenditures. Um then as you can see um NP nonpublic schools nonpublic agencies and then the use of a teacher recruitment agency has fairly significantly had an impact on special ed also new positions about 370,000. Um but I do want to point out the very bottom of the expenditure changes there's a um a reduction of about 1.25 million and that's kind of the catchall. Some of that is the savings from special ed um from the positions that we are having difficulty filling. And then there's the actual staff that we

126have hired versus what our projections were at adopted budget. There's always a change there. And so that is uh just a number of changes included in that. So next I just want to look at the multi-year projection a little bit. Our multi-year projection assumptions are on your next page. Just again a couple things I want to point out. Last year uh if you look at the 2425 unodudited actuals as I mentioned our actual ABA yield was 93.6. That was actually a full percent lower than the year before where we had uh 94.6. We're hoping to, as I mentioned, increase that at least to 94% this year. Obviously, that has a financial impact, but we want students to attend school so that they can learn as much as possible. Also, uh we projected a 3% increase

127in enrollment this year and as I mentioned, we didn't hit that. It'll be closer to 2%. And so, at adopted budget, we were assuming 2 and 12% growth next year and the following year. and we have reduced that now to uh just 2% even. On the next page is a summary of the multi-year projection. It's hard to fit all of this information on these little um slides, so I'm getting really creative and putting minimal information on there. But what I a couple things I want to point out again the unassigned economic uncertainty is surplus each year. This year's is 2 2,86,000 that increases next year to 3,368,000 and then just over 5.1 million the following year. These uh do not include any um compensation increases for uh this year or either of the two budget

128years. And then at the very bottom we have the unassigned economic uncertainty reserves as a percentage of total expenditures and other outgo. And as you know we're required to maintain a 3% reserve. Uh that's bare minimum. And we have uh we have some reserves there and um on the next page I will do my reminder to you about where our reserves are at in comparison to other districts. So items to keep in mind as I mentioned salary negotiations are still outstanding for all of our groups for this year. Our projected available un sorry start over our projected available fund balance is well below the statewide average of over 24% for unified districts. So, this is still something that I believe we need to um keep in mind, consider for the future, how we can do

129a better job of building that up. And I'm not saying that we need a 24% uh ending fund balance. I think it depends on every district's um situation and I don't think that ours calls for that, but I absolutely believe that in order to be fiscally approved, we should have more than a four or 5% available fund balance. Also, as a reminder, the 2526 budget contains 5.3 million and the 2627 projection includes $3.5 million in board approved budget reductions and savings. So those have um absolutely helped us this year and next year those uh budget reductions were only through some of them were one year some of them were uh ongoing but just through those two years and so the 2728 budget does a budget projection does assume any of those that continued for the

130two years basically ended in 2728. And finally, the good news or a a positive thing to keep in mind was even though our enrollment is lower than projected this year, we're still growing, which in California is rare and that is something that is certainly helping us and something to celebrate and hopefully something that's going to continue for a while. So, finally, just the future. Uh, believe it or not, we're still working on 2425. So completing 2425, continuing 2526 and looking into 2627. Next month you will receive our 2425 audit report. Also next month we will hear the governor's proposed budget for the 2627 year. Then in March I will return with our second interim report. In May, we'll hear the governor's may reise to his uh proposed 2627 budget. In June, uh we will look

131at this year's estimated actuals and then next year's adopted budget. And then after that, the state of California will adopt their 2627 budget. And so if there if that causes any substantial adjustments to our budget, we'll come back in August and inform you of that. And then next September, this year's unodudited actuals will come to you for approval. And then a year from now, I will be standing up here uh presenting the 26 27 first inter. So finally um we have to certify our interim reports and uh our well our budget reports as positive qualified or negative. We're recommending that you certify the 2526 first interim report as positive which says that based on current projections the district will meet its financial obligations for the current year and the subsequent two fiscal years. We have had one year, I think the I've been here 20 years. We've had one year where we had declined enrollment and um we're fortunate enough to write ourselves the next year uh and go back to a slow increase.
