006here at book club maybe wouldn't have chosen the books that we're using reading but they end up finding out that maybe they like different kinds of books than they would normally choose why is tigers are important so podcaster is important because we are student leaders and on campus and we strive to be positive role models at Cloud versus Elementary we build a sense of community and school spirit so that kids feel included and that they love coming to school at TV on tiger Cruise the student leadership team here on campus it consists of fourth and fifth grade students who participate in a variety of activities throughout the school leader things like Spirit rallies for the whole school recess games and scavengers Hunts on holidays and most recently we did kindness grams in honor of random
007acts of kindness week foreign [Music] why is trash Club important at our school you get to go around school and you can hang out with your friends while picking up the trash and so it's really important because it cleans up the school and it teaches kids to be more responsible um to help the school stay clean what is Garden Club and why is it important for our school uh we use the greenhouse to work with a lot of kids to basically grow plants so that we can plan them out into the garden and sometimes we eat pea sometimes we eat kale and there's always a lot of parent help and a lot of kid help so it's a good thing for the kids to get involved in and to have some fun playing with the
008dirt hi Mr what are you doing for open house we have a lot of fun things planned so we're working as you guys probably know the open house slash art show is Alice in Wonderland theme so along with the Alice in Wonderland theme we are planting a lot of beautiful flowers because Alice likes to go play and talk with beautiful flowers so what we're doing we did a project on we're doing a lesson on reusing and recycling where I'm sure a lot of you guys helped um collect milk cartons so we went to the cafeteria we collected milk cartons and we're repurposing them and turning them into little pop so what we're doing is we're planting flowers in these milk cartons I'm going to dealing with every class hopefully and then when it comes to

012unbelievable that young kids can do that it gives me great confidence in the future but you should be very proud of your staff and teachers the kids are just terrific it makes my data system especially I suggest you all come to the open house and see that our room it's pretty magnificent it was incredible and it's nice to come to the schools and see such a positive atmosphere and all the beauty and everything the kids are doing especially you know we hear a lot of bad things there's so many great things in the district too in the schools prime example of that yes I just went into our room and it was fluorescent and it was it was amazing it just made me so happy to be in there um so I just want to
013thank all the kids in their um and being able to run a production um thank you so much so special thanks to Will and the staff we're probably a lot to deal with when we show up I know there's a lot of work that goes into making us and then you know members need staff and parents welcome so thank you so much for all the additional effort and also thank you for giving students an opportunity to do things that otherwise they might not think themselves capable of doing that's the thing about things right you can't do it until you've done it and then it becomes easy so thank you for doing that opportunity again and I just want to agree with what the rest of the board has said just thank you for reminders here
014and seeing your wonderful students and your wonderful School your wonderful art and art teacher which I understand is a volunteer so thank you for that it's been really a bright spot in the week thank you so uh with that I will stop for about five minutes while um those people who don't want to stay for our very exciting the rest of our meetings if you'd like or you're also welcome to stay so we'll pause for about five minutes thank you foreign superintendent or the public still requests items may be removed from this section and placed in the regular order of business following the approval of the consent Etc is there anyone on board here like we can remove okay okay do I have emotions again yes yes yes okay all right section seven communication and
015reports this portion of the meeting is set aside for the purpose of allowing opportunity for individuals to address the boards regarding manner is not on the agenda the board is not allowed to take action on the item which is not on the agenda except as authorized by government second co-section 54954.2 request forms for this for this purpose are located at the instance of opinion request forms are to be submitted to or clerk prior to the start of meeting speakers are limited to three minutes each and the board will limit and total time for public input on each item number okay um I wanted to uh prior to this I wanted to read a board meeting disruptions Senate Bill 1100 so this is state law Senate Bill 1100 provides a specific standard and right to move
016remove individuals engaging engaging in continued Loosely disruptive behavior after a request to stop in particular government code section 5495 is 7.95 has been added to permit the board president or designate to remove an individual from a meeting if that individual fails to conference stop engaging in disruptive behavior after the board president or designate warns that into that individual their behavior is disrupting the meeting and their failure to see such Behavior may result in renewal from the meeting for purposes of Islam disrupting has been defined as engaging in behavior during the meeting that actually disrupts disturbs impedes or renders and feeds him in the orderly content conduct of the meeting including but not limited to failing to comply with reasonable and lawfully adopted needing and conduct regulations engaging your behavior that constitutes either a use of
017force or a true threat of force a true threat forcing is a threat that has sufficient signs of intent and seriousness which a reasonable person would perceive to be an actual threat to use Force by the individual making threats kind of asked me to address this so I wanted to make sure to address that publication okay so first person to speak is scheduling and Sierra is currently the lunch period is only 30 minutes at Cole Bridges High School for many students choosing the lunch line with healthier food they will spend most if not all the lunch period waiting in line there's been 215 days since the start of the school year and students are still facing the issue of eating pizza every day because that line is the fastest going without food or missing essential
018instruction time as the Lunch Period near ends the pizza line does come in clutch as the kids at the end of the healthy options line they just grab a slice every day or go hungry this puts them at a disadvantage nutritionally and academically the CDC recommends ensuring that students have at least 20 minutes for lunch once they are seated which is a proven strategy to help students reach their actual academic potential and to improve their overall health and well-being additionally there is a direct correlation between a healthy diet and a student's ability to learn and Thrive and while there's no current federal or state requirement for the amount of time allotted for breakfast and lunch meal period this doesn't mean that our school board and District which claims to strive for the best of our
019students has to do the bare minimum although I support the district's nutrition staff receiving training and cooking from scratch to provide the flavorful quality food these efforts will have absolutely no value if we're we can't even manage to serve the current food that we have to our students and allow them sufficient time to consume it I'd like to know if after authorizing seventeen thousand dollars for a four-day trip to Napa for the district nutrition staff to learn how to cook from scratch if the board will also be willing to acknowledge and use some kitchen infrastructure and training funds to support Paul Bridges High School and other schools in the district that are facing similar issues and resolving the issue by ensuring that every child has Equitable access to healthy food options if we're going to
020be so bold as to verbalize the importance of higher test scores as a means to increase home value then we must offer sufficient financial support to our school staff kitchen infrastructure and increase lunch periods to allow these students time to consume these meals the CDE recognizes the critical relationship between healthy students and academic achievement as students must be healthy to be educated and they must be educated to be healthy I think the board should support the district in recognizing this as well and I ask respectfully that you attend to resolving this issue and that you do so expeditiously because it is critical thank you here and Kirsten Noriega you're on desk hello everyone I wanted a second opportunity to talk about the book that he gave just because I didn't feel like I got my
021point across last time because I didn't write it down and that was a mistake okay so I am a parent with three kids in The District Two at Lincoln High School and one at fosca currently um not only do I want but hey you get to remain part of the night pray curriculum I would like to see more books focused on diversity for our kids because education brings compassion and what we understand we have empathy for I was so inspired by all the brave teenagers who shared at that special meeting from their hearts and told their stories um some of them said that they saw them sourceful for the first time in education and that they were changed by this book and they baked you to leave the book in the curriculum and then to
022have a board member immediately turn around and ask how she can get a different book to 12 Bridges High School and its place was heartbreaking it's both loud and clear that on this board there is a representation of a specific View and a small amount of parents who think they can protect teenagers from the realities of profanity sexual references and racial issues [Music] um they will be experiencing these in high school and I'm pretty sure that it is standard in every high school and every decade that kids are dealing with this because it is part of being a teenager the kids will experience it all but without the powerful story and the book The hate you give so what I'm saying is don't take the story away because the story is what's important We cannot
023put our kids in a bubble we can and should educate our kids learning about the lives of other students that might not be like them teaches empathy and compassion and there's no denying that Lincoln is lacking in diversity some kids will go on to college and be exposed to more experiences but many may not and their high school education will inform them about the world Beyond them so if a parent wants to opt their child out of reading this book they should absolutely have that right but you do not have the right to opt out for the rest of us do not take this learning away from my children I will leave you with this I can't do that because it's against my beliefs is freedom but you can't do that because it's against my
024beliefs is not that is oppression plain and simple foreign [Music] [Applause] good evening wpusd board members as many as you know I am a teacher in the district but tonight at having two as a parent as well while I'm fairly new to attending board meetings and they've been interesting so far one thing that has become very clear is the Divide between some of our most important stakeholders our parents students and board members the issue goes beyond the book that is currently the Hot Topic Brave students folks sharing how they feel there are strong inequities between the perceptions of both the high schools that the experience racism and that they felt as if they didn't belong furthermore the comment made at the last board meeting regarding demographics simply made this divide even more clear words matter
025and these words cut deep as wpusd Leaders I feel there desperately needs to be a shift in order to repair the current image as well as the past damage barriers to an equitable learning environment environment must be removed we owe that to our students okay so and Noel you're on Deck good evening my name is Rhonda Silva and I am a Spanish teacher at Port Richey's High School I come here to help you voice my concerns over the book of The Who you get currently being taught at our school I sent a letter to the board so that he might disapproval of teaching the book in the ninth grade I decided to kind of speak publicly because I want the community to know that not all teachers are for this book many don't want to
026speak up because of the tactics and bullying that it seems to be putting a Target on their back they're worried about their own children the school district and they're worried about being called names that do not describe them at all so I speak for them and for myself although this book covers some very heavy serious topics in a very graphic way that seems incredibly inappropriate for ninth grade tonight I'm only going to address the foul language used throughout an incredibly and Incredibly frequently in this book I have no judgment of an author who is free to write whatever they'd like I judge the school district and everyone involved in the process of approving this book for ninth grade what were you thinking what made you look at a book with 89 F words in it
027and said hey this looks like a good one I feel like I'm living an upside down World these days it's one thing to have a very occasional inappropriate word to perhaps make a point but this is embarrassing the actor and rapper Will Smith long before he smacked Chris Rock in the face used to keep a rap book of all of his lyrics one day his grandmother came across it and was it was filled with foul language and she wrote him a note and left it in the book it said dear Willard truly intelligent people do not have to use words like this to express themselves please show the world that you're as smart as we think you are love Gigi from that day you never use a curse word in his songs again I read
028this story I read the story years ago and I've never forgotten it so I asked you what kind of school district school board or school teacher not only allows this language in the classroom but wholeheartedly commenced it I say according to Will Smith's grandmother not a truly intelligent one if my children were in the school district I would probably pull them not because of the book so much because I actually wouldn't trust you to make wise decisions on their behalf I'm really disappointed perhaps I should start a unit in my Spanish class teaching all the cuss words in Spanish kids ask me to teach them those things all the time I always say no because I think that's the responsible adult thing to do and I would be a bad teacher if I did but
029I'm not sure what you're all doing is much different my understanding is this book is in some way covering leadership students are to read the book and decide whether the characters have leadership qualities or not and to show evidence of them from that book seems to me this could be done with just about any novel on the planet I can't imagine having to be the teacher in the classroom teaching this book and saying those words in front of my students I would feel so much shame and I don't understand why those who favored this book don't let our kids be kids and please stop pushing this language and these heavy topics on them I learned from Maya Angelou a long time ago and you know better do better thank you good evening my name is
030Anne and I have a daughter in the district um I am here to learn I have not been paying attention and um started paying attention and I'm going to keep doing that and learn how this process works because um it's really concerning to me um the case to take this book out of our curriculum which is a form of the book ban relies primarily on the grounds of personal preference I have heard zero data that supports the notion that this book could harm our children in any way what metric other than personal preference are we using when we're deciding what curriculum to challenge personal opinions that promote the removal of this book are broad however if I were to concede to everyone that I heard it still does not constitute for its removal from our
031curriculum we had a board member ask why the book could not stay in the curriculum at Lincoln High School and a book that was more appropriate for the demographic of dwell ridges being put at that school I hope that this entire board sees how problematic that that would be but more importantly why that question is so disturbing for a school district to only expose students to Art and experiences that represent and support the lived experiences beliefs and values of a particular group is irresponsible and it certainly does not promote critical thinking skills similarity breeds group think variety fueled deeper reflection and broader learning the trajectory we are on is troubling and I know that I'm here to address this school board but I really hope that our community continues to rally and organize around this
032issue because I have a feeling that there are a lot more demands coming that really are going to be a challenge into the education of our young people thank you [Applause] Madison craft you are on Deck a good evening everyone my name is Gus Murphy I have two children in the district I kind of want to talk about when advocacy becomes recruitment tonight and I also want to speak about why we need a parental committee I've been looking in a board policy and I Read Insurance underwriting for a living I still don't want to read board policy a pay raise was mentioned last time I support it after reading board policy by the way I agree with what some of the last two people uh the last two speakers just said I don't want the
033Bible in school because I'm not a Christian and I don't want that ideology pushed on my children and I think this is a difficult difficult task because I think there are ideologies that come out of the book and some people are going to agree and some aren't and no one's ever going to decide no one's ever going to decide on abortion no one's ever going to decide on again no one's we're never going to come up a solution where everybody's happy so I've chosen to focus not on the symptom but on the disease and I spoke on it before and let me preface it by saying you can read my very first ever uh speech at a school board meeting in late 2021 when I think the very first words Maria were captured me saying
034whether I love teachers they matter a lot to me in my life I have unfortunately uncovered the California Teachers Association and what it stands for and I want to remind everybody that they should go back and look at the meeting in minutes from 2021 and read what was happening and read how the district and the California Teachers Association got together in the absence of parents and came up with one of the most ridiculous memorandums understanding I've ever seen wasn't based in science I remember Marjorie with her statistics I remember parents pouring their heart out and I remember the CTA standing strong and saying no kids are dying we're dying right there was none and so why do I bring that back up why do I bring up that their Chief negotiator Tara Jean on her
035social media page had a profile picture that said sleeves Up For Students why do I bring that up because those are the same people who are pushing these types of books I'm not here to die on the hill uh of fighting this book but I want you to know it ain't the last one okay and while everybody's upset let me remind you that more children have been hurt by I'm just checking if there's little ones um inappropriate things I don't want to go too far then they have from coping or died of suicide than they have with covet there is a mental health problem and I think I've heard each board member in the district say in California we are causing it by confusing our youth right the parents of this District voted in every
036single one of you and I trust they know what they're doing so I support you but create a parental committee because we care more about the children than anybody else and we'll help you pick the books [Music] uh and Amy you're welcome um I'm reading this on behalf of the question Rhodes who could not be here today hi my name is Quest I just wanted to say a few words about the last board meeting that took place on the 10th I wholeheartedly hope that you consider the viewpoints of the students that put forth their speeches regarding the hate U give and elect to keep it in the curriculum without restriction need to remind you that there were no students opposed to both president at the meeting on the topic of behave through the students were
037made respectful to everyone regardless of their position on the book we stayed silent and calm throughout the entirety of the meeting the only people to lose control were adults screaming their heads off at random children booing any opposing opinion and lettering slurs behind our backs you fear that we the students are not mature enough to read a book all the while parents surrounding us were not mature enough to practice their inside voices and be kind furthermore the students for the most part formulated clean speeches the same cannot be said for the parents presenting theirs the amount of F words we heard in the parents speeches at the last board meeting was ridiculous and was extremely disappointing to see in a public event you raise concerns about the hate you give successive personality but you can't
038even control similar levels of profanity in your own Spirit quite frankly for for you to your opinions is not only hypocritical but also downright disgusting and doing so to feed the purpose of your occupations if you're not here to support the students then what are you here to do thank you also that was questions words are not mine okay um we're not accepting any more of these because we've already started I'll put these in before we started the new Jedi so I'm going to repeat that but no more okay um and on Deck is oh thank you thank you appreciate that um and if anybody wants to copy her we would not be upset we've already been said even say if I agree with that person uh okay uh Marlene and then on Deck is
039sorry Joe hi I'm back from last meeting um and I would just like to say more in depth per year than I had when you do expose kids to different perspectives even if we don't agree with them I know I have dealt with them dealt with that almost every day in my high school career in and out into the classroom I am a liberal in the school of relief Republican views and that's okay I've had to listen to their opinions and their views every day but I'm not going to go to the board about it because because it is an opinion forget the violence and sexual accidents Buck because if that's the issue we wouldn't have we might submit until the Mockingbird this is obviously about opinions and if you can't handle that I think
040that's an issue you need to deal with it privately again in my 11th grade English class was the first time that I felt represented in the classroom that's far too late and the only time I've been represented in the classroom foul language is not equal intelligence I grew up with a lot of men in my life that used plenty of foul language that are the smartest people I know thank you at Lisa yes I can't read the last name thank you we Supply you are on that good evening Terry Rand you'll see this is the latest data for placing latest results from the sac B comparison of our district in Placer County and Sacramento County for seniors going to college if you're looking for Western plaster it's the second one for the following I bring
041this to my end because this is where the energy of the board needs to be going most of our kids have missed two years of school and went behind this involves all the students starting a Pre-K to seniors if we don't start early enough the results aren't going to change we need to get away from the special interests of The View the community ass Awards to stop wasting the time with the professionals the bullets isn't supposed to listen to we're talking about the teachers all the support staff these people are working consulate just one example of Jennifer Aladdin she made a special presentation last Friday on top of that she's finishing her doctorate so after she did that she probably had to go home and do work on top of that doing your job and
042learning to understand School Board policy is just this alone wouldn't save the energy for the special board meeting two weeks ago we ask the students to do their homework now the community is asking the board to do theirs and learn their job and go back and learn the board policy and procedures and follow them please thank you Joe a year up and thank you for this opportunity to speak my husband and I are the parents of three high schoolers in the western Foster Unified School District we have a son who has a session at LHS a daughter who's a junior at 12 Bridges High School who's been her freshman year at LHS before 12 Bridges opened and a daughter who is a freshman at Fort Bridges High School I attended the special board meeting a
043few weeks ago regarding the use of the book Behavior given the ninth grade English curriculum I regret not speaking at that last meeting I wanted to take this opportunity to share a few of my thoughts I left that special board meeting feeling extremely sad and disheartened it is difficult to express any opinion about the profanity or sexual content of this book without being labeled something we are not we are not racist or naive and I do not believe in censorship or Banning of books we know our children are exposed to many things at school and in the community however we do not use profanity in our home our children do not walk around using the f word the SH word or the B word nor do they hang out with friends who do such profanity
044when sex is discussed in our home it is spoken of in a sacred and reverent manner in our home we teach love kindness and acceptance these are the high moral standards that we and other parents are trying to instill in our children and we simply do not believe the language and sexually explicit content of this book is acceptable for 14 year olds as I previously mentioned I do not believe in the Banning of books as I listen to student ad for students speak about how wonderful and important this book is for you I noticed a common theme amongst these kids most if not all of them were Juniors or seniors I love that being trying to figure out how I have a senior at LHS yet he never read that book I also have a
045daughter who's been her freshman year there and she never read that book so when did these children read this book further research led me to discover that the book was introduced only into the ninth grade curriculum just last year these youth that spoke did not read it as part of their freshman English class they those that were pulled shared various reasons for reading the book some saw the film and wanted to read the book some saw the book that was on that was on the New York Times bestseller and wanted to read it some were given the book by a friend While others read it in a book group all of the students polled had one thing in common they read the book independently and not as part of an assigned reading task it was
046a choice and that is how it should be as parents we should have be able to decide what is appropriate for our children if this book was made into a rated or movie as is it would be rated R and the school would have to request my permission to view it I have had to sign permission slips in the past for my children to see such movies as Saving Private Ryan or Schindler's List we were if we were notified ahead of time and given the option to watch the movie or not while I was not pleased with the way things were initially handled I'm grateful that Tom high school did eventually offer an off-dog option to those students who did not feel comfortable reading the book my daughter was one who chose on her own
047to opt out I feel like all of this could have been avoided if the school had initially offered two options and given parents notification as to content nature of the book offer this conveys a level of respect to parents and families who may have different morals and standards hello my name is Mary Tess Mayo I'm the co-executive director at blue line arts we're a non-profit Arts organization gallery and arts Education Center in downtown Roseville and I'm proud to share that we currently have funding and are offering our tour talk great field trip program for free for Title 1 students of which all of your schools in your District are eligible to take part in I want to give a special shout out to the Sheridan Elementary principal April Remy she has taken full advantage of
048this program her whole entire school has come in and I hope that more of your students are able to participate it's a 45-minute guided tour through our 2000 square foot Art Gallery followed by a 45-minute creative art project inspired by the current shows all of which meet California and National core art standards and studies especially from the Craig california.org have shown that participation a lot of participation in the Arts increases social and emotional learning empathy mindfulness mental health Fosters creativity and connectedness I just hope that you're able to take advantage of this I'm also excited that prop 28 recently passed and I hope that your District does its best to provide Arts programming to all of your students because you clearly have some talented artists here thank you Jolene and then a Mary Lynn Bergman
049you are on Deck hi nice to see you all um I would just like to express my views as a parent I have three children I live in Lincoln California and I would like to request that on the next agenda an item being proposed that a parent committee be formed I feel that a parent committee would help raise the standards and the professionalism and maybe give a more even distribution of power and also to help you know have things be a little bit more professional and I know there's a lot of positive going on in our schools which is fantastic and great but I also do feel there is a little bit of an imbalance in power and maybe some things that are not quite up to the standards and professionalism that we would like
050to see and there has been some things that have happened over the years that are less than what I know a good percentage of the parents would like to see going on 2020 moving forward events of today I know that everybody saw the video I'm sure most everybody did in this room and I think there's some things that are just unacceptable and inappropriate and if it's you know just as an example if we're having a student or a person to write a speech that they were offended by all of the Edwards used by the parents in the room then maybe people are offended by an effort in from our third book as well and no one's to say that that book should not be available just maybe not required for younger students and so I
051think a parent committee should really help maybe establish more of a balanced professional um how do you say anyway I lost my train of thought there but I do would I would like to see that on the next agenda so that we can have more parents and maybe that could help um with the board as well just to create what the community wants in a balanced and professional way s Marta Stella Garza you're on Deck good evening my name is Marilyn Birdman I have two children at Lincoln Crossing Elementary and I'm retired Air Force I think it's important that we as parents speak for our children and what I want to say that I've noticed is that there's a lot of training and that you guys are spending funds on very passive things like training
052for teachers or things that really aren't going to give us results that we want to see in our children so um guys a solution I think instead of spending funds um very passively like I said when training um I think if you guys funneled those funds to better pay our teachers right so they don't have to do more with less I think we would see the results that we would like to see with our children thank you foreign thank you for your service okay a Marcella and Kevin a you are okay hello um I'm Margie stalagarza and I have a middle school student in the district um I wanted to address the book The hate U give words have power they shape our beliefs Drive our behavior and ultimately create our world their power comes
053from our emotional responses when we read speak or hear them Japanese scientist Emoto performed an experiment on the effect that words have on energy when frozen water freeze from impurities will form beautiful ice crystals that look like snowflakes under a microscope polluted water like having fluoride in it will freeze without forming crystals then he poured pure water into vials labeled with negative phrases like I hate you or fear after 24 hours the water was frozen and no longer crystallized under the microscope yielding gray misshapen clumps instead of beautiful snowflakes in contrast he placed labels that said I love you or peace on the Bible of polluted water and shockingly after 24 hours they changed into perfectly formed crystals emoto's experiments proved that energy generated by positive or negative words can actually change the physical structure
054of an object so connective words impressed upon the curious and impressionable teenager spend time with the chronic complain already you know how draining that can mean but what if you are imprinting profanity and obscenity in the form of a book can you normalize that the answer is yes and we call that desensitization are we purposely trying to raise a culture of profanity and obscenity as such a critical impressionable time in their lives we are all given the gift of Free Will and each family can read profanity and obscenity in their homes with gleam although I find it disturbing that that would be intentional how are we to create a culture of greatness unity and Excellence when we are exposing our children to unnecessary vulgarism in a time when we are in a mental health crisis
055with depression and suicide at its all-time high books like the hate U give is not empowering by its name alone remembering words have power and is perpetuating our children to influence a change in our language with one another I question the author's intentions to unify and educate with a book so incredibly offensive you can't read it out loud in class if you can't read it out loud on I'm asking the board to remove this material every parent has Free Will and can purchase the book and read it with their kids if they want to if parents want to show their kids porn go for it but you press your entire classes of children who know that opting out they cost them something including friends and possibly bullying is not with the function of the school
056district of Excellence should be fostering history and fiction books can be found that are not filled with profanity on every page with sex acts if a child can't walk into a rated R movie theater alone this rated R book has no place in a high school boards have power and I hope you choose to empower the students of wpust by choosing material that brings critical thinking unifies and inspires our world and as a Mexican-American myself with the multiracial daughter thank you for your time all day hi guys I just wanted to say ban all the books or over the books okay we don't like to read I'm just kidding uh anyway so I'm Kevin I'll be I have three kids in the district I wanted to say I agree with what Joe had said we
057need to bring folks back to academics get away from them the division that all of this is causing uh I wanted to say thank you apparent you sent out that email today I appreciate you guys quick response on that uh and then it still hurt so thank you I know you've got probably a million emails or maybe only two but either way appreciate it uh just curious about the vetting process for that I know as a coach you have to go through Live Scan background checks uh hours of online training TV testing so I was curious if the folks who were associated with that and were coming on campus had to go through the same betting process I also wanted to point out because I didn't hear it brought up today the the high school
058shooting sports teams they took first second and third place so we have 35 hours fortunately I didn't make it I had just wanted to bring that up they did really really well and I'm very proud of them so thank you guys all right you're up and Elena [Music] and you are on Deck um okay thank you um I have three points I'm going to try to get it first and foremost I support what Joe said and what the gentleman who just spoke said which is this board really should be focused on other things there are more important things for us to be talking about but I think there are a lot of concerned people in this room on both sides who are going to keep showing up and keep talking about this until you take
059action um My Hope Is that you would take an action to just leave the book as it is this book was approved by a very rigorous curriculum review process people have said that this book is obscene or harmful or pornographic what we all need to recognize is that those are legal terms there's a legal definition for those and this book does not meet any of those definitions or else it would not have been approved for use by the state of California by the curriculum development by this board essentially previously so we really can't say it's any of those things it doesn't mean the legal definition um and then lastly if this board is going to take some kind of action like creating a parent committee I am deeply concerned about that and my challenge to
060the board is how are you going to ensure a balanced set of Representative views on that parent committee given what you have seen at these meetings because if you're going to then take away this forum from parents and reduce it to a small committee who's going to trying to attempt to do the work of Administrators and teachers and School Board school you know Statewide officials who have already agreed on curriculum how are you going to make sure that this uneducated untrained group is going to provide a balanced perspective I think this issue needs to be closed uneducated in terms of not being School Educators and I'm sure there are some teachers out there um my last point is again we don't need to be talking about this there was an issue with a book some
061concerns raised by parents less than 20 percent of the parents had a concern Mrs Pierce handled it immediately and expertly a different month was offered and that's all that needs to be done and that's all that needs to be done going forward thank you okay [Music] April you're really mad with those things okay um so I've been hearing a lot about um the hate you give um and there's a lot of focus on sexual content vulgarity race relations but what everyone is missing is that the hate you give also deals with friendships in the face of subtle racial tensions that struggle to keep family united in the face of differing views and what it really means to pursue a better life for yourself and the ones that you love if those that were at the
062previous um meeting had stayed for the presentation by the high school principals of 12 Bridges and Lincoln High School you would have heard why this book was chosen you would have understood and had your concerns answered as to why this is part of the curriculum um I trust the administration and the teachers that have taught and are currently teaching my children to have their best interest in mind this book wasn't chosen just to have the book chosen um I really wish a lot of people would have stayed for that presentation it was very well done and it had every single concern addressed thank you hi my name is uh Robert Dominguez Gadson I have a 10 year old that attends the school district at a first grade school I want to address the profanity in
063the book um that people have a voiceover painted on profanity and their 14 year olds having a hair profanity my stepdaughter had a family use towards her it was a very particular word she's in fourth grade two times this year in this school district in this area do you guys want to ban this book it lets people know more about other people that are not they're not like that outside of their community I feel like people in this community are very upset about this book because it points a finger at them and their community and their closed Gates they're sure enough already I hear him I always hear I read this book just recently I didn't seek this book out it's not my kind of book I like the technical novels I implore you guys
064do the right thing don't remove books from the curriculum because you'll get more people more students more children who are raised by people in this community who use words like that and you know what word I'm talking about All of You Know It thank you [Applause] they've put me under the Dark Cloud thank you sorry okay okay next item is reports student advisory or Ariana thank you sorry okay okay so um this past week uh all in the timing at Lincoln High School opened um we had a really really successful first weekend shows and we have another weekend of shows this week on Thursday Friday and Saturday at seven o'clock so if you haven't seen it come check it out uh the career fair was today at Lincoln High School I was not there but
065I did hear that it went very well and today there was also a program called teen esteem posted by Sir Optimus which is a club in Lincoln that empowers women and uh girls from television high school and Lincoln high school attended your girlfriend and it was it was really fun it was really great I think it was very successful and um okay all right and any Contour you were from Lincoln and there are now 12 Bridges um we're having a March Madness tournament today uh now is the fun part I don't think anything I say in favor of the book will change the narrative because we politicize the book as we politicized every single topic brought up and frankly I'm exhausted of people saying the same thing over and over and it's like talking to
066a wolf we're all human here and it feels like it's just political parties back and forth and most times are supporting the same class students first we all want the best for our students right otherwise what are you doing here so please don't stop advocating for the student in your life if you can give this book is something that your child can't handle maybe you're right I mean you'd invest in that case maybe a different alternative maybe a better City and that's why the opt-out option is so important but don't take away a book because you can listen to your Viewpoint because that's not only unfair but it's un-American it's an amazing example of personal growth and acceptance and overcoming challenging obstacles I can go into detail about how the main character provides strong Role
067Models or advocating for abstinence refusing drugs respect for individual autonomy and self-respect and inspiring others in exchange but I'm not going to just put it related and that's why I have such an impact of students I mean honestly what teenagers are going to spend their free time arguing to read so think about what they're arguing I encourage anyone with any doubts almost about the first ingredients and honestly we should have a conversation about it like you can do a book club sandwiches sit down just talk about it I love that um I'd love to talk to any individual here about what problems they have before but I think the only way we can grow is through communication and discussion these topics will remain in your child's life whether you like it or not so don't
068remove it from a safe and controlled environment or classroom Education First so allow us to be educated in all aspects of life not only with corresponds to our limited Viewpoint because no one here has experience every single one thank you so um the first thing I have is coming up April 21st at 7 pm and invite other information um our basketball team made it to the playoffs without getting enough losing our marker but it was really hard game you do have a All-Star game where we mix up the teams for commercials um we have our leadership to Disneyland for seniors next week and then we'll also be visiting the Museum of Tolerance as well and then we also have a field trip to the van Gogh experience Museum community two and then I oh facilities
069meeting last night and I apologize for not being able to attended but what can I do was talking to our basketball team coaching Sports coaches we have nowhere for our teams to practice and that was one of our biggest disadvantages and so you have a basketball for another school but the events are falling apart you can't even see the ones I've tried to try to do anything so I definitely think that when you guys are talking about on these budgets that you definitely need to keep because we have a waiting list because we don't have to deliver school anymore we are stretched so very good okay uh George yes a lot of diverse folks and if you're a young person looking forward ideas and as a member of the Library community I got a chance
070to see Mother Goose which is reading Technologies and it's just a wonderful thing to have a couple of times a craft room with mothers and his kids and it's just a wonderful event very heartweling and I don't know if you wanted to go on time they've been very happy to ask also we have a we have so many news committee which in that District discusses the growth and development of of the district he had that until here today and very beneficially we have learned a lot about through and grow and two more quick things we have established this dyslexia and it was extremely well intended we have dedicated parents real teacher experts and I think we're along the way to making such a wonderful Corrections and problem of people have a slice of it in
071our in our school systems and finally this Friday we're having our first academic of Excellence community and I look forward to being a part of that and just pointing back to you and how we are going to do a lot of great things to improve our academics and I think some of the marvelous thank you um I have a lot on the 8th I went to the Lincoln science fair with my grandson um he had two favorite science projects this is the water propelled rocket and uh the cornstarch quick stand he asked if we can make it home I said absolutely not so I have two favorites as well it was the Pizza Station Pizza Mega station because I like the food and the baby goats so the farm so that was a lot of
072fun for us I went back with four of the community Liaisons that work throughout our community to outreach the families um trying to get our kids back in school that I haven't been attending learned a lot from them and their needs and their roles I've shared that with Miss Callahan in the district so we'll see what we can do there lots of great things coming from that I'm excited about it tomorrow night is a free seminar at William Joseph everybody can come you can learn about dyslexia and how you can support students many of you probably know what you may not even realize it so it's an important education moment on the 15th I went to the Lehman Elementary and did cardio drumming with Mrs Mall's uh kindergarten class that was a lot of fun
073got a lot of love and hugs and dance to Kidz Bop for half an hour with them I've had another facilities meeting and also discuss the board engaging and Leadership Workshop which I'm fully and porn excited to do and obviously the unloading my way being moved to the board um probably having lunch this Thursday at 12 or just high school with Clara um sampling the new Chef inspired menu so that's kind of exciting um looking forward to seeing what the kids are creative with the chef hoping the line's not too long you better get overlay um I want to um quickly in my thoughts of the book Okay so the words that I use obviously had a huge impact the wrong way when I said we have a very um demographic difference I didn't meet
074up for any to cause any harm I was actually taking from an email that I got from The English Department I told which is high school and that was the worry that they used as to why they would like choice in what they taught so I was advocating on behalf of the parents and it reached out to me and The English Department what they shared with me I do not want to remove this book I have said this over and over that is not what I wanted to do I didn't ask to replace this book with a different book I asked to replace the choice read that they gave the students with a different book that was more in line to teaching about diversity not asking for who they even give I was asking for
075a better book for Choice read that was more online diversity instead of what they were given um obviously because I had said things that were hurtful and harmful I don't think people heard what I was trying to say and I may have not come across the right way um never once advocated to remove the book I did Advocate to move it to a different part of curriculum to keep the kids in the class together and make it a choice read and but now that's completely out of our hands we can't make a decision it's now under review so the Review Committee and I'm just a part of that it's a separate committee so just want to get that clear but also I made a big big mistake and committed the brown act violation on my
076campaign or not my public profile I put up my statement about the meeting on Friday the special meeting and there's debate not even debate just discussion back and forth myself and another member of the community have our own viewpoints and they kept going back and forth it did not get toxic but I decided to turn off comment before it got talked so that is violating the brown act so I'm owning that I'm apologizing to Mr loretson because he thought when I violated his first amendment rights to free speech that was not my intent it was an honest mistake I didn't just not get things ugly and hated I want my page to be about performing the community about what's happening in the schools and you know I think the first math storybook I want everybody
077to know you can't come back later and say you didn't know what was happening when I'm sharing it with you and and you have a chance to see everything and I would like to share what I do with the kids around the district and all these different things so yeah I apologize I don't know if Mr laurenson's here but I did I silenced and not intentionally silenced everybody on that post and um the post was removed by attorney from the district told me to take it down and to move on and not do it again so I will no longer be allowing comments on Facebook online on my uh on the profile for district four episode that would no longer be an issue that's all I got that's all right okay well mine's gonna be
078way shorter uh well I'm really happy back here in the school my husband helped build the school 20 years ago and he thought it was really cool being from Lincoln born raised and actually building the school so he's like hey say hi to my old school that I helped build so um so I wanted to mention that and then last night we attended the boards by another board meeting last night we talked about the facilities and update and the tough decisions that we had to make into the Vlog about passing um so we decided to do certain things that were important that it was a must for certain schools so that was a great institution by Audrey last night so hopefully that'll come out in the next University um thank you for that and then
079we had a governance review Source immediately I'll also about to see and talk from the president at the board is like most majority of them yeah okay yes he was fabulous he gave us some insight um on what we were doing and how he's working with his work so it was really good I think we all walked away with some really good uh advice and good things that were going to move forward so thank you remember price so all Echo facilities meeting with work that gets done by the team that manage all of our many many properties of equipment is pretty incredible so and they make some really hard decisions it's hard to come to these meetings and look at shelving and you know that you know we're failure we just are failing on campus
080and to try and find ways to to solve all the problems and this district has new facilities very old facilities and trying to juggle all of that with just what is an unfair amount of money and the amount of money that the system charges the school to build things is obscene and that's just the way that the system is trying the fact that the state approves fundsman pays them when they can doesn't make any sense because I mean they get the money out of the type of thing when they take it out of here and yeah it seems so they got that sorted out so that's a little frustrating as well because we have to take out loans to bridge when we're actually going to receive the funds if they've promised us and when we
081pay interest when you worry about it so these are all things that are incredibly frustrated and also incredibly complicated so I appreciate that team and the other thing I'll say is some of these facilities are in shambles and it's the staff that make it a home for kids and I mean I don't know how they do that how how it is you folks can shine up a building that quite frankly we haven't had the money to shine out is just a complete homage to how dedicated you are and how much that matters so I want to make sure that I said that as well um you mentioned Pete constant I wanted to thank him again hopefully for you know he's got his own meetings and they're not short he came to help us out the
082bcc's us trying to find our way here and uh you know I think we're getting a finger lag as far as knowing your processes knowing your policies and knowing your lane and I appreciate that I think all of us kind of appreciate that as a sidebar I'm in it I work in a tech and I have you know a dozen or so folks that sell technology to large companies and we hired a consultant a couple days ago to teach them how to look better on camera I know it's a job but like adults had to be taught by other adults and it reminded me of the season in which one day we told every teacher hey teachong soon good luck and um there was no help there was no Consultants I mean they just sorted
083it out and I well I don't want I want that to be something we never forget because that was an impossible thing and it didn't happen so again um lastly the career fair that I went and attended today I think I may have missed Norfolk a couple things that I think would be valuable for young people because one of the questions that was asked was I sat on a panel and he said you know how do you go about getting your dream job and my question was what's your dream job and like I don't know I'm like yeah you probably don't do you know what kind of jobs are out there not really um it's a two-fold problem I think we have to lead them to adulthood and sometimes they're indifferent trust me I was
084talking to a room full of people looking at their phones um but I think some of that is trained Behavior Uh and we've got to make opportunities for them to see what it's like to be an adult so adults the scariness of it um we we had Dr Ellis who lives in the clinic here talking about you know this Dream Drop company's very successful guy he's like but is that your dream job's like no I want to be a fighter pilot I think it's helpful for young people to realize that where you start isn't where you end and the journey between those two points is pretty amazing so I'd love to see those of us that do work in the community like try and show a young person what it is you do and tell
085them the things you'd like and don't like about them and have conversations with them about money because I don't think they see any of that stuff coming and it would be super helpful to help diffuse some of that concern other than just sort of kicking them out when they turn uh 17 or graduate and you're like you're an adult or you're in debt in college so good luck with all that I feel like we need to do a better job you know having conversations with them and lastly those that show up and speak keep showing up making speeches it's so important even if you feel like nobody wants to hear you that's leadership you do what you think is right and you continue to do it so I appreciate it all those times okay so
086I won't say much more about the facilities meeting except for that it's very interesting when you get down to the money part of it which is always the most interesting about how restrictive that money is and it really did guide our decisions or our support of certain items where this money can go because uh when this so when this agenda item comes out I would just ask you to take a look at it and maybe do a little research or ask us or ask staff if you have a question on why certain things it is I can tell you but it's mostly because of restrictions on funding anyone who's a familiar with state and federal funding is familiar with the restrictions levels Finance um I attended the science fair at Megan right after the third
087graders came through in a whirlwind so it was like a tornado but they have had I could tell they had a great time I couldn't believe I saw video games and remote control and all types of fun experience it was really it was very very impressive so thank you to your daughter to you and your team caring for that and amazing the last thing I want to say is I have received over a thousand emails online book um and I have not been able to to um respond to all of them this is not it's impossible so if you wrote me an email I did get it I did read it I just can't there's no way I can respond I just don't have that many hours in the day so I just wanted to
088let you know that I did receive them and usually typically I would respond to every email of this has been impossible so okay uh going moving on to sleep okay Josh hi I am Joshua your Center president of America um sure yeah thank you it makes me feel better I mean I am like my shortest brother but you know um oh so aside from pretending all these wonderful board meetings we are tomorrow afternoon uh we're going to be meeting with all our site reps so the way we work is each site has a site rep all the members who come to and then they give them to us as an exact board so tomorrow we're taking all the site reps and all the principles and we're going to have a meeting together in the district
089and we're going to kind of talk about how do you work through problems with your principal and stuff arises and kind of get ourselves more organized as we have a lot of new principals in the district and we have a lot of new site reps so looking forward to that and I was going to mention that you know over the weekend I was in Long Beach and doing a competition but somebody already can get that for me so um oh yeah we did have one student one so at least our name was up there just somewhere um as we it was the first time not on the Long Beach so it was definitely an awareness for as far as somebody it was it was a lot of fun because I was asking so that's all
090I got thank you Josh classified employee Association classroom all right well I'd like to forego my report so I'm so I'm just a job because I never once dreamed about being a superintendent but I have a lot of nightmares okay so uh I'll start with positives so a huge shout out over this Elementary and Matthew Kiley for fishing more than the spelling bee and I imagine that must have been very difficult for him against his brother I think he should let his little brother win I don't know right but um uh the uh leadership Lincoln I attended last week and I bring up leadership Lincoln uh again because I have a super exciting news that many uh might already hear about because The Foundry we wanted to support The Foundry in putting out the notification
091first so I met Nathan Oates from The Foundry several months ago as a part of leadership Lincoln and I knew that he had been working really closely with one Edwards Middle School Phoenix High School and Lincoln High School in particular in serving students after school because we know that that is a really perfect time for our kids particularly if they don't have anything or anyone to go home to and The Foundry has been an incredible Youth Center in our Community supporting you after school and they run that program solely on the volunteer time and donations from the community and it costs them easily a hundred thousand dollars a year to run that program and we had a conversation and I said you know it doesn't make sense for you to be paying rent in downtown
092Lincoln or we have space on our school campuses we have to go on the boundary free of charge for our students and provide access to them easily and more closely and so I am happy to say that we have partnered now officially with The Foundry and they are going to be on low networks and Lincoln high schools kind of close to Phoenix so that it serves both in high schools and Phoenix students as well on Edwards and then elementary students were looking to expand as part of our expanded learning program so super excited that they'll be now officially providing new center opportunities for for our students directly on our campuses it will allow them to expand and save money and rent and to be able to um provide that service easier for us we're super
093excited about that um and grateful for that partnership with with The Foundry um I wanted to unfortunately share uh two uh two not so positive things but important for our community to know a couple of them first one is I will speak to kind of where we're at with the book that you can give so the board did uh choose not to act on Friday March 10th in regards to the initial request for the special meetings consider the removals of the book as required material and uh ultimately made a commitment to honoring process and our board policies and so we had recently been over the weekend and have received some additional formal complaints regarding the uh the book The hey you give and we have board policy that specifically outlines what our process is for
094addressing formal complaints related to instructional materials so when we receive uh complaints typically they are supposed to start with informal level and be directed to the staff that are actually instructing the instructional materials and um and or the principals at the school site um many of the complaints did not start there they started with uh Facebook or emails to myself or board members directly we've decided to forego having Ms Pierce have to meet with informally all of the folks that were submitting in the complaints and instead of just saying nope we're gonna now deal with it at the level two which is the formal complaint officially process once we receive formal complaints the superintendent or designee has the opportunity to make a decision or establish everybody committee I have chosen to establish a Review Committee
095in accordance with our board policy and administrative regulations so in the board policy it specifically says that when deliberating upon challenge materials the superintendent and or Review Committee in this case will be the new committee shall consider the educational philosophy of the district the professional opinions of teachers of the subject and of other competent authorities reviews of the materials by reputable bodies the teacher's stated objectives in using the materials content area curriculum standards Community standards and the objectives objections of the complaints uh one thing to note and I uh feel very strongly that parents should be a part of the choice in curriculum development instructions that is very completely outlining networking as is students input and engagement and then in our board policy is teacher input and in accordance with Ed code teachers must substantially
096be involved in the evaluation development and selection of construction materials so they can't not be a huge part of that determination in in the administrative regulation section of the policy and ar-131 2.2 it speaks to the renewed committee making a termination uh based on reviewing the criteria specified in the policy which I just outlined and they shall determine and the extent to which the challenge material supports the curriculum the educational appropriateness of the material and its suitability for the age level of the student so their determination will be based on that and also in determination of the review criteria that I previously spoke to the committee is also very clearly outlined um in the uh in the administrative regulation if the superintendent or designee determines that every new committee is necessary he or she shall
097appoint a committee composed of Administrators and staff members selected from relevant instructional administrative areas so in this case we're talking about high school English so our high school principals and our high school English teachers um equally from both School sites will be on this committee additionally uh Mike Maul who is our director of Personnel Services former English teacher by chance that handles the complaints so any complaints that come into our district are handled for a personnel office and so he is going to oversee the committee and essentially also be a participating member and then Jennifer clementson who is our educational specialist focusing and enabling the drugs and literacy and ultimately overseas our instructional materials adoption process and curriculum development is also going to be opportunity and then the superintendent may also appointed community members to
098serve on the committee I have chosen to appoint community members to be on the committee committee ultimately I can choose one committee doesn't need to be so huge because it's going to be difficult to work with a large group I can choose two people who are for the book two people who are against the book one is for one who's against it's not going to necessarily get the same word right it's it's not necessarily debating the book itself it's all of the other criteria and so I have chosen um Damien Armitage and Chris Wyatt who were former board members for Western classrooms um and understand the intervention and also and how our foreign policies and processes are expected to be implemented and so they have both agreed to participate they are currently reading the book
099in preparation for the committee and I believe the committee is meeting um right towards the end of March the committee has 30 days to render a decision I then have 15 days to get the decision out to those who provided the complaints because this has become a very public thing I am going to ask the committee I have to check first with the attorneys because if complaints do not um like the decision rendered by the committee they have a right to appeal to the awards decision shall be final and in order to not compromise the board I am not sure that the board is supposed to hear the in its entirety right they'll build the decision but to know the entirety of the process before potentially having to be impartial and then make the decision
100I am not sure whether or not that important can be public um but the decision obviously will include public but if not all those little details but my goal is for the the committee to report out on how they follow the board policy and how they render the decision and compliance with the foreign policy and to um and have that be just transparent but that will be determined once I have an opportunity to talk to our attorney I know whether or not that post award is eventually going to come by any situation if they're ultimately we feel inside an incision in three months and this is a committee specific to this book and this complaint so this is not a redeemed curriculum Review Committee I know that there's been talked about and I think that's
101going to come up a little bit later this evening so the last uh piece and it was alluded to earlier Mr Obi and I think I could interacted correctly right um that uh and I'm just going to read it verbatim we sent a letter out to Justin Lincoln High School staff and families this evening or this afternoon uh in in response to the video that was recently released from Project bear's house we sent it only to Lincoln High School families because Lincoln High School is the only school that has any interaction with with the landing spot until now so we're just going to read the letter so people are aware and it's in public records that this was sent out this afternoon we were made aware of a video released by project Veritas and undercover
102investigation reporting organization we're in a loomisback a Loomis Pastor Reverend Tim and Martinez discussed components of the organization the landing spot and their approach when interacting with students we share the concerns expressed by our school Community we would like to be clear that the video does not represent our Awards our district values nor the important work of our wellness centers and dedicated staff it is important to note from The Limited interactions with the landing spot from the Lincoln High School campus wpusd has received zero reports of the concerning aspects noted however given the troubling statement trained by made by Riverton and Martinez we have ultimately chosen to cease further operation with the landing spot and their volunteers wellness centers are a valuable resource for students who provide a safe place to address social and emotional
103challenges in addition to providing individualized support from licensed clinicians and therapists wellness centers offer a variety of resources that further support students the wellness center at Lincoln High School is not directly associated with the landing spot nor does it teach curriculum from The Landing Club The Wellness Center functions in compliance with all state and federal laws WPSD is committed to ensuring all students receive a support needed to achieve their highest academic potential moreover we support the social emotional health of all students including our lgbtqia plus youth other resources will remain available in our Welcome Center Placer County Connecting Point 211 for community-based referrals and resources and on-campus GSA clubs in families and staff thank you Terry all right on to section 8. members of the public wishing to comment on any items should complete a
104yelling request to address the Board of Trustees form located on the table at the entrance to courtroom request forms are to be submitted to the board clerk before each item is discussed speakers are limited in three minutes each and affordable limit the total time for public input on each item to 20 minutes so equal to Portrait of murder okay so I'm going to actually just turn this over to Jennifer Horton our College and Career coordinator um so uh several months ago our uh our board adopted uh a contract with online Global Academy to support us in developing the portrait of a learner and ultimately we are doing just that little design team in the district right now and it's really around when we think about what it means in a western classic for our kids
105to be called Uber ready the key characteristics that we're looking to involve in them so that when they actually graduate from high school they are College and Career ready and so we originally kind of talked about this being a portion of a graduate but graduation doesn't just happen in your senior year it happens from TK all the way up through and so we as a design team decided that it really should be a pleasure to learn because if we're going to say these are the key characteristics that we want to develop in our kids then what do we need to do with kindergarten at age appropriate for kindergarteners to make sure that I don't know let's say critical thinking is one of the things that we say we want to see in our kids what
106does that look like for things what does that look like for second graders for fifth graders and all the way uh on them is a really just developing them as an owner so that eventually they graduate from our high school prepared for whatever it is that they want to do Beyond High School whether it's a college student or military high school or whatever it is so Jennifer's going to walk the board through kind of what our processes is in terms of getting stakeholder input and then having to actually get some information thank you Karen good evening board yeah all right I am so excited to share with you uh the portrait of a learner and the process that we as a community not just our school district but our entire Community is going to go
107through so that we're going to have a good idea of what we know portrait of a learner our students look like when they leave our district so we are going to have several focus groups and you and part of our parent and Community Focus Group there is a handout of the slides and I just want to note that there's some visuals that I changed but the words are safe right so during our time together this evening I'm going to walk you through quickly the same process that our facilitators that it's not just myself but students and staff faculty members and admin will be walking the other focus groups through so that we can come up with these ideas these six traits or skills that we want to see in our students when they leave our
108school district so this evening we're going to talk about what is the portrait of a learner we're going to understand the process this is a process and then we're going to have all of you do the survey and we're gonna do it live so instead of pulling up a Google form I'm going to have you share with all of us and I will write it down and I will submit your six traits or skills that you're looking for in our Learners and that'll make a whole lot more sense after I go through this okay so what is the portrait of a learner so it is a public statement about our school's goals that we want to have um traits for our students there's something that are durable and that they're going to possess when they
109graduate and they're going to carry this with them throughout their lives it's going to help us as a school district design learning experiences for our students it is Kerry was saying that is tk12. um and it's also a commitment it's a commitment that we are going to help our students have these traits that attend to graduate um and it's also a communal Pursuit so again it's not just the school district coming up with this it's the entire Community will be involved all right so by the end of this process we will have the portrait of a learner it's going to be a one to two page document it's going to have great graphics on it but it's not just a piece of paper all right but this is going to be backed up by what
110our Western Foster Unified School District stakeholders want to see an experience when they graduate um this process is going to help us have a deeper understanding of what we want these skills and characteristics to be and it is going to help us have action items so I want to talk a little bit more about that um well I'm going to have a Graphic up here these are some of the examples from other school districts and it's in your packet as well of what a portrait of a learner can look like but I really want to emphasize that it is not just this pretty picture with a bunch of words on it what this means is that if we decide that one of our six characteristics is going to be collaborator for instance that's great you
111have a pretty picture got a word up there what does that really mean for us what does that mean for all the staff and our students and our administrators and support staff it means that in transitional kindergarten and kindergarten we are going to have lessons that are going to envelop and help the students become good collaborators and for second third grade we're going to bump it up a little bit and how can we teach them to be even better collaborators fourth fifth grade even better when they get to Middle School what does that look like what does it look like to be a collaborator invisible and helping those students with those skills and the way they get to high school 9th through 12th grade again building on that so by the time they leave us
112they truly have practiced what it means to be a collaborator and they have that skill to take with them into the world whether it is directly into a career or College all right so having that idea of what we're doing with portrait of a learner so I'm just going to walk you a little bit through how it is a lens so again we are going to be looking at Mission and values of our school district we're going to look at our priorities and goals our strategic plan and that's going to help us inform what we want our portrait of a learner what those skills are going to be once we have our portrait of a Learner in place that's when we can really think about curriculum and instruction how do we put this on the
113calendar uh extracurricular projects we have a lot of money and projects for after-school learning what a great place to also help build those skills with our students um it might be part of our assessments and it also is going to be very important in developing for College and Career all right the process you I'll get to be part of the first process pretty exciting so we have met as a design team and we have gone through the process um that we're going to do this evening but much longer time period and then we have also met the design team and we are breaking up into groups of twos and threes and they will be facilitating this similar process with many other stakeholders some of those stakeholders will be high school students middle school students High
114School faculty Middle School faculty Elementary faculty admin community members parents whole host of focus groups so this first part is explaining the process knowing what a portrait of a learner means then having you think about what do you what what are your words what six up to six words can you think of that is going to be important for our Learners those characteristics to have so you're gonna give me your input tonight tomorrow we're going to be meeting with management and we're going to collect then input through a Google form then we're going to start meeting with all these other focus groups collecting their input and we don't look at it it's going to go directly to Goa they're going to composite all that information they're going to see what Rises to the tops the
115themes and then they're going to present it back to the design team for us to really look at and see okay what are those six characteristics um this is news I'm going to look at my notes here um once we have that then we will start wordsmithing we will start looking at what the descriptors are behind those words we will have a second round of focus groups to get their input once again we'll have a draft with a graphic designer and then we'll have final board approval it's all good so far all right excellent so here we go again you're one of several stakeholder groups again students faculty parents and community members and school board members so for the exercise now we get to the decadence do a little less talking here guiding principles for
116today's exercise that you're all going to participate in we really want to think about aspiration over description and Trust the process I had to trust the process myself when we did this it's on it all right trust the process okay so what I'm going to ask you to do briefly into a little reflection and I'm going to have you think about a student a current student that you know or former students one who embodies the skills and traits of a successful Western Placer student while you're thinking of that student why did you choose the student what is it about that state what skills traits do they possess and what stories amplify this right what are the reasons why they have these traits What stories are around a student that provides these characteristics so again I'm
117going to have you silently think and I'm going to have you share out so you know what's coming all right so after all you've heard and again this was very quick this evening um I want you to think about six up to six traits skills that you believe the school should prioritize in defining and designing for our students right what do we hope our students develop and you a nice way to think about this too is what will matter 10 years Beyond School what will matter 10 years Beyond school what skills traits are going to be important so I'm going to give you a few moments if you want to write it down that's great and have it all here that's great too and then I'm going to have you share out thank you I
118see you reckon and thinking so if you could just let me know do you need like one more minute two more minutes if you give me a show of fingers one or two more minutes or zero okay one more spine yep that's fine foreign choose who goes first and then sometimes that gives you know a little more time so as good modeling I wanted to provide a couple of sentence frames and they're behind you so you might want to think about in 10 years I want our students to be blank blank blank and blank because or you might be thinking I hope our students have like blank and blank skills traits so they can this all right the main part is sharing those up to six skills or traits so that I can add them
119into the rest that we share tomorrow is there anyone that would like thank you April I don't know if I can put into those sentences but I do so I want to explain the person I thought I don't know his name and I can't remember what he was talking about but he presented in our board meeting you know he invited us into a leadership was it okay anyway he was quite present we've had a lot of impressive youth present to us but that one came to my community Furniture so um so these are the these are the items I wrote down which are also reflective of um like millions of years of working experience but um leadership skills good communication skills um a good disposition except except exceptional speech and listening skills they're equally as
120important teamwork uh good teamwork skills and high ethical standards okay thank you Really Gonna Fall as shortest you know we can just go whatever order you'd like but I would really like to see young people graduate or during the process of learning During the period I don't know where people get all of their problems because most of what goes on around me doesn't make a lot of sense and I'd love to see the idea of curiosity and Foster so that's important innovative we're putting younger people into a world that is going to be fast and different than any world that could have ever known or imagined so they need to be able to continue and then circumstances to fit the challenges um I'll put adaptive it's probably similar but the ability to change oneself to
121better to grow in the bowl so I think adaptation is really important excellent um I'd like to Foster chair Terry so to be charitable to look for those that need an opportunity and provide skill or in whatever way they can be terrible um I'd like to see our meters Foster a sense of responsibility and encourage young people to assume responsibility to take on responsibility that's why it's shout out young people to become to these meetings because they are they're in fact taking a responsibility and I think that's very important I think that's where a lot of your responsibility to choose to take lives and last we encouraging because especially when you are finding your way there are those that are still searching and you should be bringing them over here thank you very much Jason
122and again I just want to say there's no right or wrong way to do this you are sharing your thoughts with us and we appreciate it so whoever would like to come in okay I just have a few because Jason took online and go ahead and share it it's okay to go ahead and share and say the same thing it does not have to be all unique by any means pick up the credit first one is confidence I think that is a big issue right now with our kids that they need to have the confidence in bringing them forward compassion they need to go to social compassion for each other maturity they definitely need to be a good communicator especially with the times we're facing right now they need to learn how to communicate with
123each other and understand each other's differences and how to move forward and the next one is teamwork thank you very much Christy time management skills um basic life skills I'd like to bring that back into the classroom please teach them to sell button to cook a meal so that I don't know how Mike doesn't she's sorry creativity fostering their creative sides um want them to all name Avid readers read a book loving loving grief is important to me um self-esteem High self-esteem that's my sex right accountability being accountable for yourself teaching to stand up and make themselves responsible thank you Marjorie the first one is initiative we have initiative second one is enthusiasm it's the highest paid quality in the world of people who have enthusiasm are the domesticated people that are compliable so it's
124a good thing to have have determined goals if I have your goals and proven in Harvard study and so forth and those of us being the most successful monetarily and careers so we want to write out your goals you want to be Innovative I think somebody mentioned that the other thing you have to do is you have to be unrelenting you have to not give up security to knock down many many times and we're never going to be here the last time which is to be tough thank you very much George I appreciate all your time students we're going to get yours later so please know that we're going to have lots of students involved in this process as well all right so with that thank you so very much for your time this evening
125for this um I want to thank you so much for your dedication to our students to our district and our community and we will keep you updated in our process as we as a community develop a portrait of a learner any questions it's actually I mean it [Music] oh yeah okay thank you all right thank you very much all right moving on the 8.3 stop thinking maybe during ultimately [Music] all right I'm really going to clear the room okay we're going to cover the mid-year to third year-ish lcap update um I snuck a slide in there so I'm going to jump on to the next slide so one of the things I wanted you to know and I didn't put it in the original um slideshow is is up there on the board but the
126captain developed from education codes 520 60 through 77 it's also in our board policy 0460 and our administrative regulation as well for 6-0 so um all of what we do with the El Cap is linked to Ed code into reward policy so I just want to talk a little bit really what I'm going to do is just do a quick review of what is the lcap who are the stakeholders who makes decisions what's what's it used for and kind of what we've been doing with it so um it's the El caps it's a three-year plan that we have and it and it works the purpose of it is um it comes from our lcff funding but it's our supplemental funds and it helps to increase the support of students who struggle and the ones who
127tend to struggle those are students that are socioeconomically disadvantaged students or low-income families Foster homeless youth our English Learners and students with disabilities and so we um we try to focus all of our efforts in the work that we do on those students and then we um we have a committee that provides um some guidance we meet monthly and in those committee meetings we talk and discuss and look at data and talk and about how do we want to best use those funds we also ask different groups and so we ask our administrators in administrative meetings we get some of their input we meet with parent groups hopefully you've seen and we're going to try and get the word up a little bit more about our district advisory committee which is all of our parents
128essentially that want to be part of that we meet usually about four times a year we've had a couple of meetings we're gonna have another one probably in April or May and then we have our district English learner advisory or d-lag those are our English learner parents we meet with them as well and we have a chance to get their input and feedback on the decisions that we've made and then we do it on surveys either is it school sites surveys that are internal with staff and with administrators and then sometimes with community members as well so that's how we get feedback from the lcap and what we uh what we are for what we we want to hear from them and what they have to say about the the way that we're using those
129funds just also a quick thing on the process our year one was last year we wrote a new lcap in 2020 2021 that school year and then 20 21 22 was year one of that Bell cap and really what we do is we look at data and different sets of data and then we review and adjust the plan as needed and then we review and adjust the outcome and how we decide to spend our money we do that for three years right now we're in year two of the ocap 2223 is the school year next year will be year 3 23 24 and then in 24 25 is when we will rewrite an entire new lcat so that's a big plan it's about 100 pages long so but we just do adjustments for three years
130based on what we wrote in your in year zero so that's the process as far as how we write it so I want to just remind you also of the goals and the goals are all students will graduate from high school College and Career ready that essentially means that we want students on grade level every year starting with TK and kindergarten and then we want the students to progress each year and stay on that grade level and then as they get to high school we want them taking the courses that will allow them to graduate college and career ready so those a to G courses which qualifies them for UC attendance as well as CSU or California state schools also AP courses which also helps give incredibly wanted for taking those kinds of classes so
131that's goal one goal two is all students and families will be actively engaged in learning and in their school communities we want families to be a part of and not just students going to a school being in the classroom being in the buildings we wanted to be a community of families so we want parents to be involved and be a part of that as well we look at we look at a lot of different data points when we do this and a lot of the data points are related to our state test scores we have I ready scores we have our graduation rating liquid behaviors suspension rates attendance California Health and kids survey there's a lot of different data points that we look at and then our budget for this year is essentially it's 4.6
132million dollars so the money we're spending and all the programs are spending to support these students come out to about 4.6 million dollars so that's kind of just a quick review of the air cap we're talking about the highlights now the highlights of the account funding for 2022-23 so I'm going to go through that rather quickly also and just get to the end which is kind of what we've heard so far from parents but just this is a review of hey this is how we're spending our money this year we have College and Career initiatives where we have College and Career Fairs we had one today we have our AVID program we also have our our College and Career technicians or Specialists we have a coordinator in Jennifer Horton who helps with that as well
133so that's part of the support from the lcamp we have mental health supports as you know we've we've struggled with our our students have struggled and had some difficulty with their mental health we have a district social worker we have additional counselors that we've added being paid out of the old cap we have wellness centers we have Wellness together and one of us together as you know is a program that we're continuing where we have individual counseling for students that need it in different School sites mostly at our secondary schools for this year in addition to that we have our apparently Liaisons we have four of those they work with our Spanish-speaking parents they are an amazing resource to connect with our English learner families and they feel much more connected with them there I
134know they're making a great difference we have Support classes for our English Learners students in secondary schools grades 6 through 12 and then we also have intervention resources and supports that's part of it the other part or the other half that we are spending some money on we have credit recovery for high schools we have a staff member at each school this provides students that get behind on their credits that are struggling to keep up they can take a credit recovery class so they can go in during a period of the day work on making up a course they didn't finish they only got partial credit or they didn't pass and they need to pass for graduation so they need to go into this Credit Recovery class and take this class and so this provides
135a lot of additional support for our students we also spend money on professional development which does include Youth Development it also includes our summer trainings our Specialists who used to the teachers on special assignments now they're Specialists they provide some summer training for teachers we also provide and offer training for teachers in other ways as well that will help pay for that in addition to that during the school year when teachers go on to training they have a sub we help cover the cost of the sub so that they can participate in that training to help them be better prepared to teach um we support our homeless and Foster youth with some of this funding and in addition to that we have parent communication support So schoology which some of you may be familiar with
136schoology is supported through the lcap we want parents to be more connected to what kids are doing um and then we also have instructional support for kindergarten in first grade one of the things we added this last year was additional hours of instructional Aid time in our Title One schools for kindergarten and then all schools for first grade and then we recently as a as a committee voted to um to continue that for next year so we are going to continue those AIDs that was voted on last year as like a it's kind of a one-year deal and the feedback that we got and support the committee decided we're going to continue that into next year so that is one of the decisions that's been made is we want to keep that eight support in
137our Tinder and first grade classes so that's kind of catching you up to right now so that you kind of know where we are so in addition to that sorry I'll add one more one more Point um the new programs or initiatives that we've tried in 2022-23 now these are new initiatives that have been discussed through the ocap they're not necessarily paid out of the supplemental funds but they are a part of the yield cap because we also include other programs and other activities things that we're doing as part of our overall outcome plan so we haven't expanded after school and summer program and that's being paid out of elop but that's part of the yield cap and um we're that's part of the the program that we have intervention blocks schedule the link in
138high school is something that we're trying to do this year administrator professional development our professional learning communities so we'll be sharing with you kind of in support updates a little more information about what our professional learning communities how do they work why are they important it really helps teachers to Target the work that they do in our student achievement and really focusing on what is essential what is the most powerful as far as the standards and then how are we teaching and assessing and intervening to help students Master those standards so we'll talk more about that but they're helping that's helping to support our administrators this year in their training we have wellness centers at Lincoln High School in Glen Edwards that's new this year we also it just support of our administrator of our
139it's kind of our Mental Health social emotional learning we have morning meetings at the elementary schools and we have Base education in our secondary schools and so um with big success I think our morning meetings of Elementary have been very successful thanks we'll take a look at it and see how that's that's working so but that's one that will Circle back and get have work discussion on so as we have gone through this year what we've done is we've reached out to the different groups and we've asked them what what are the things that you feel like we are a need to focus on for next school year these groups have looked at data we've shared data with them discussed with them areas where we've excelled and been successful in other areas where we struggled
140and so the data they've looked at it they've looked at state test scores they looked at Ira scores California Health and kids survey attendance data as well as suspension data Behavior data based on the data they looked at and the discussions that we've had here is kind of our first slide that talks about areas where the lcap committee when they looked at data felt like here's some areas we thought you know what this is areas where students are struggling math is a clear one we see our scores in math that are low we need to address those and we need to work on those students mental health particularly in high school have been a struggle based on California Health surveyed responses some student motivation Demons of frustration anxiety and anger around failure they have felt
141that way also suspensions and discipline is an area of concern academic performance for students with disabilities and then just continued support for our homeless and Foster youth so the Yellow Cab committee looked at data this is what they came up with this is what they thought when they stood out parent groups we've also with our d-lac and our DAC committees they have looked at the areas and elected to data they identified math also they talked about early literacy was a concern attendance students Mental Health and then also they wanted us to look into more energy opportunities for tutoring intervention and including summer school and how can we expand summer school so that's one of the areas that we're going to look into is can we expand that or enlarge that just to make sure that
142everybody has a chance to attend and participate and then the last group that we've looked at is or we've shown this data to is to administrative team and we've asked them what are some things that stand out to you as well so math again early literacy attendance students mental health more in school opportunities for tutoring and intervention and suspensions and disciplines so as you look at those three groups it kind of comes down to these common themes across all of the groups that we looked at so when we when they we kind of look at all three of those it's really it kind of comes down to math comes down to Mental Health comes down to suspensions attendance and then just tutoring and interventions how are we supporting an extra help so um so we
143are we are in the process as we're gathering this information we are going to meet over the course of the next two months um the committee will look at these this data and this information and then further discuss how are we spending the money right now and is it addressing those things and if not and how do we need to address these better what are ways that we need to look into these better so um as we do that eventually we're going to come back in June with a final document and on June 6th at our June 6th board meeting we're going to discuss and just share with you all of the additional changes the different things that that we've changed and what we're doing differently for um the account for this next coming year
144and so we'll give you a chance to ask questions that will be for information that meeting and then the next meeting June 20th will present it for your final approval so um now I kind of went through that a little bit fast but I just didn't want to slow down too much so any any questions that you might have so far about our Mentor update I do so are these in order of their relevance not necessarily at the time when you're talking about as far as different groups they're just things that no it's just a list of things that stood out for each group there isn't really a it wasn't really a hierarchy of that okay so yeah good question thank you so the aircraft committee is made up of Representatives of the um the
145of Administrators it's also made up of teachers also made up of classified staff so we have representatives from each group that's there that's part of that committee and so and everybody that's on it is not a voting member we have kind of an equal number of voting members um people in the committee there's [Music] there there we we are paying for them they are not a male cap committee no but we do so we don't have parents on the committee but we do right and then we hold parent meetings and we send out information for parents to say hey we want your input we want you to be a part of this and we want to hear what you have to say we don't to be very transparent we don't get a lot of parents
146and we're trying to figure out how we can get the word out better we get more parents from our English learner families we get a big group and I'll be honest because apparently liaison's call those parents put about social media send notices them and we do that as well but we just we don't for whatever reason we don't get a lot but we loved it we'd love to have more parent input happy to happy to have that love to love to hear from the parents and hear what they have to say so we're required by law to have a parent advisory committee of the district advisory pretty much calls it back and it's made up of parents and then we also have a district English learner advisors increasing strategies that they have that any parent
147we send it out to all parents here's the same people every year but it's kind of role as far as the parents yeah it's it's just really it's literally an apparent any parent that's here tonight any parent that's in any school they're welcome to be part of that and to share their input and we and that was the sole purpose of those meetings is we will share with them hey here's the data that we have and we try and through the data we try and present a picture of here's where students are you know and obviously our math scores are struggling so we share that hey this is this is not only overall district-wide here are some of our different groups of students as well and here's how they're struggling it so we look at
148the California company survey which shows us responses on certain questions that gives us feedback that says hey the kids are struggling with their mental health that their food leader their motivation which is one of the areas on the health and conservative that they were struggling but they just they're struggling with motivation is one of the things yeah okay so Scott I had a couple questions um I started on the final report that you're going to bring to us in June would will that entail the changes you want to make or no changes or is that what that's going to be yeah that's gonna that's gonna entail what the final decision was as part of the committee and the final we're going to have one more meeting with the parents with the DAC and also with
149the d-lac and we're going to have again we have monthly meetings so we'll have a meeting for the lcat committee itself in April and then in May and so we have we have uh two more meetings and then um and so that we will come back with you and share with you what are the changes we're going to do differently next year how we're going to spend the money differently next year thank you and then final question is this information and this report put out in Spanish as well uh the outcome should be I don't know if it is actually yeah um all of our meetings with our their materials or anything so the thing that I'll share with you so we usually do our DAC meeting which is in English it's it's it's that's
150usually run by Katherine my name and I'm usually contributing some to it and then during that meeting our apparent liaison's attend that meeting they take that information they translate it and our parent Liaisons are the ones that present this information to our Delight community so we don't even do it they are they just they take the initiative and say no we want to present it and the parents who know them so because of that connection that they have with them it's it's a great thing because the parents are are comfortable coming answering questions or asking questions we're there at the meetings at the d-lac meetings and they ask us questions if they want to do that as well then we're happy to answer those that are apparently Liaisons are the ones that facilitate those meetings
151yeah parent participation they're wondering if blade which was the barrier there yeah no no yeah they do they get we get more parents out of our energy Line Community too yeah all right thank you Scott thank you all right [Music] um [Music] yes Audrey you're a second in our report that's okay I'm I'm gonna go quick but I can explain anything after um so I'm going to do a summarized version of the information for second interim reporting okay so uh hopefully you're all at the last board meeting will be presented the first interim report and that was information as of October 31st and we presented in December this information is as of January 31st for the beginning of school year is January 31st and will presenting it tonight is called the second interim reporting that
152information we take everything as of as of January 31st and sometimes information after that date on assumptions and information and projections and uh pretty much up until we finalize our budget for the board packet into the second interim they set the district has to certify at every reporting period whether they can be positive qualified or negative so positive says that the district is projecting to meet its obligations in all three school years so the current year in the next two years qualified means that the district may not meet its obligations in the current and or subsequent to years and negative is the district will not meet its obligations in the current year or subsequent years I've been here for over 11 years and we've always been positive and tonight we'll be presenting it as positive
153as well okay so again I'm going to shift to page three of the first agenda item that's attached the second item is the sax forms and you really don't have to read those but they're required by this date so we have to present those that go to the state forms on page three is the assumptions and we update all those assumptions at second interim the only change that we have for this year for that at this point is the enrollment information it's now that we have our cow pads information I think I may have mentioned it like yesterday's meeting that's our enrollment that we report to the state as of October of the school year that has gone up to 75.60 from 7531 so that's a plus on the other side as I may have
154mentioned in our weekly updates and some other reporting periods our adaem has not come in as we had projected we had at first dinner we were projecting 94 we are changing that lowering it down to 93.5 right now we're at about 93 a little over 93 we're hoping by April will be up to 93.5 but I'll go in later on the next page and talk to you about some reserves that were holding back just in case we don't need that Target of the Ada yield again Ada yield is the percentage of time that students attend school versus uh the 180 days so if they're there for 180 of 180 days it's 100 if they're anything less than that then it's less of a percentage all other assumptions have stayed the same page four is our
155second interim reporting we have again unrestricted funds and restricted funds restricted funds in those programs that can only be spent on certain programs it's federal state and local unrestricted is the larger part of lcfs funding of Base funding and supplemental funding those are funds for students enrolled in our schools attending our schools so that's why Ada and enrollment are big key factors for our funding purposes we're ending the school we're projected to end the school year with about 17 million dollars in the fund balance part of that 10 million of that is federal federal state and local programs that we have to spend on certain funds uh certain areas we are required to reserve three percent of uh of the fund balance for economic uncertainties it's basically emergency fund it's about 3.5 million dollars that
156is represents just about one month of payroll press so it's not a lot okay we haven't we've added a line item that's titled reserve for potential 88 yield loss point five percent for this year's P2 reporting so we're reserving that that 0.5 percent if we did not meet 93.5 if we meet 93 of 0.5 reduction would be equal four hundred thousand dollars in Revenue so we're reserving that once when we report our estimated actuals in June then we'll be looking at that whether we need to uh remove that line item or or an adjust it at the top of what's actually happens at P2 in April so but it is a reserve just in case we don't beat that Target uh we house and charter technical technical assistance funds of 217 000 and then our
157unassigned economic uncertainty Surplus is three million dollars for this year those funds are used for um uh any other unanticipated expenditures um that we do not have in the current year budget we have settled negotiations for this year so uh those will any of those unspent funds will carry over into the next year of the school year page five looks at the change between first interim and second interim we had and then the next page after that is a reconciliation but if you look at the bottom right corner of page five you can see that our budget is our fund balance is increasing by 189 thousand dollars it's not a significant amount but there are some big changes we are increasing our overall Revenue by 1.1 million dollars a large portion of that about half
158of that is CTIC funds the other part is an increase in our calpads numbers and our funding by grade level how we set up our lcff calculation if we have more kids in high school or kindergarten through third grade we receive more funds so by we had different kids at different grade levels that restart funding when we finally calculated our final count as cow pets members we also increased our expenditures by a little under a million dollars so the changes and all of those accounts and changes in the reserve is about 189 000 increase in our fund balance the next page on six is just the same thing with more detail and I'm not going to go into a lot of it but this has restricted and unrestricted so if you have questions on that
159and if you had time to read it you can go through it but basically it's the same thing that I just referenced page seven is a multi-year projection and it takes this year and the next two years and again as a reminder we're supposed to certify that we can meet our our financial obligations for this year in the next two years so we look at that bottom line to see to make sure that we have a positive ending fund balance this year we'll again have three million dollars then next year with all of the projections and assumptions that we have on the first page we will have about 3.4 million dollars of assigned fund balance and 5.6 the year after that I just wanted to note that the next two years we have not settled
160for salary negotiations and so none of those costs have been included in the budgets for the next two years okay any kind of salary increases would come from that balance page eight and nine ways we calculate our revenues the expenditures the cola we're projecting 8.13 Cola right now is what the governor's projecting it may revise I'll be presenting an updated information of what it looks like after tax collections come in and 3.54 for the year after that you can see also a couple lines below that if someone's curious how much we receive per student if they were there 180 days for this year we receive a little over eleven thousand dollars per student so when I talk about growth in students or losses of students you can equate that to a dollar amount every child
161attending school generates eleven thousand dollars of funding for operations for a district okay uh the next page on nine is uh talking about the enrollment there's a lot of information in there but basically we are growing and we're very fortunate to be growing we did decrease our Ada yield to be more reflective we overstated it a little bit we were hoping to get 94 but it looks like we're going to get hopefully by around 93.5 percent we again did lower our projections for those outputs for Ada yields to 94 and 94.5 so we backed off a half a percent for every year after that we just it's going to take us a lot longer than we thought to to get out of the coveted years and kids attending schools we've had also a number of
162students out in the beginning of school year due to just common colds RSV all of those things and so when kids are out of school our Ada yield goes down so hopefully in the next couple of years kids will um be more used to getting their goals okay taste 10 has our contributions to our restricted programs we increased our contribution to special education by 195 000 uh what that means is that we receive less Revenue than it costs to run those programs we added 2.4 ft of paraprofessional positions during this time period we also had to increase our non-public school costs by eighty thousand dollars our substitute teachers costs overall district-wide have gone up that is in turn with teachers being out due to illnesses and various things and then any supplies and operational costs
163for especially out of ten thousand dollars okay page 11 is a summary again of our ending fund balance which again just as a reminder we have to make sure that we compete our obligations for all three years uh again with growth we're projecting one percent growth after the next two years and then um our Ada yield has been adjusted and so you can see also that reserve for potential Ada yield loss it starts at four hundred thousand dollars four hundred thousand dollars it compounds because it's an ongoing Revenue those kids are staying here so it compounds every year if uh whatever our percentage does come in at in April on our estimated actuals that we'll be presenting in June we will have the actual Ada yield and you will not have lineup and Reserve here
164okay and then the last page is our other funds we do have other funds other than the general fund uh we have the dead fund Child Development cafeteria fund cafeteria fund is generating Revenue they are doing a lot of equipment replacement repairs and also receiving around a number of Grants but with that and Staffing they are eating a bit every year into their fund balance in the next uh two years out they will be required or projected to require a contribution to that program and we're committed to having that program stay at its current budget but it will require some contribution from the general fund to continue to run that program from 21 22 25 35 and 49 are all those Capital facilities funds that we talked about yesterday and so you can see if
165you're interested how much money we have in those funds you can look at the ending fund balance and that's how much we're projecting to have in the end of the year we have other funds Capital fund 49 I'm sorry fund 40 is our Special Reserve for Capital La approach projects fund that is the endowment that we received from Olay or from the Western Placer Foundation Educational Foundation for the donation of funds to support the maintenance of the Olay property that we have and then we also have a private Foundation fund 73 163 000 that's an endowment that goes out for um for Grants and and student aid for our high school students graduating high school students okay so I've gone very quickly through it hopefully I've answered any questions you might have had we this
166is an action item we're asked I'm asking for the board to certify the second inner report as positive oh perfect okay all right do we have a lotion okay my second okay all in favor say aye aye all right thank you thank you and I have the next item so I'm going to whisper the certification plan yes so this is something new that we're going to be doing every year uh it's new because with the 2223 state budget and the state approved education code 41 850.1 which is an apportionment which is the same as funding they are it was a great thing that they're doing because they're actually going to be reimbursing the state 60 of our actual expenditures right now we receive all here is 17 of our funds so we receive about 344
167000 of the two million dollars that we spend every year on Transportation to receive the 60 of our expenditures every year we're required to do a certain number of things we have to write a plan we have to go over that with collaborate with with stakeholders that um and we did we did all those groups hopefully you had a chance to read I know it's really small writing but we have to consult with certain groups and describe our transportation program how we provide accessibility to pupils with disabilities homeless and youth and homeless children and youth and also our our students that are TK transitional kindergarten kindergarten and eighth grades one through six that are low income and so we in our board policy we do provide transportation for all students outside of Lincoln City Limits
168we also have a transportation for free free bus passes for all students that are free or or reduce of low-income students and so that's provided free to them for transportation within the city limits that we do not we do provide transportation for homeless Foster Youth and students who qualify for transportation through their individual education plan um Gloucester County Transit also offers Transportation within the city limits for a reduced price student price one of the things we were looking at through our consultation was our d-lac and DAC group was the um was to look at providing a consider adding a school school bus service within the city limits to our two districts special programs the bilingual immersion program on Creek sados and the gate program on First Street Elementary School so that would be transportation between
169one school to another school for students to be able to um to enroll in those programs okay most of our students that are younger in those younger grades the parents do prefer to drop them off with their personal vehicles and but we are it is one of the things we're looking at and and based on their eligibility they would also may receive some form of reduced price there are parents that would like to pay transportation of our buses with them so it's one of the things we're looking at but right now we don't have anything to learn about it okay so um this plan that you see is from the state and so it has all the required components we've put all the information in and what we're hard to do we're required to present
170it to the board ask for income in common I didn't hear any public comment in the beginning or anything and then display what it costs to run our program what we would receive potentially a little under a little over nine hundred thousand dollars of additional funds for transportation for this year and then it just goes up every year so we are asking for board approval tonight we will come back every year with a review of that as one of the other requirements if anything changes and that's it okay does the state of approve the plan or no the board has to adopt the plan and that's just you know the auditor is going to say did the board adopt a plan if we adopt a plan then we can receive good funding any other questions
171oh I'm sorry okay before we do that I want to make sure I'm sorry it's late I'm tired Boyd and it has uh has committed to staying as it passed his bedtime because he gets up really early to uh to drive the buses it's our director of Transportation okay foreign [Applause] and I and Boyd worked on this plan so I want to thank boys and all of the bus drivers that were tired on sleigh driving these buses I don't know how they do it I would never be a bus driver but they they have our special type of people that that drive our buses something new thanking for us okay sorry okay we had a I just I will move to a doctor Mike um [Music] in opposition of ab6 to 59 and we have
172three speakers I am very Unapologetic here I meant 8.7 is it okay if I should get 8.7 instead am I allowed to do that no yeah yeah okay uh Joe of the media okay [Applause] [Music] so I am in opposition that also to the vaccine I I don't know what purpose is the other ones are about to continue the school I don't see how this is about things being controlled so I'm supposed to back in the 80s when I got my doctor agreed uh the pharmaceutical companies for spending approximately a million dollars a day on TV on your taxi if you even want to guess what they spend now but anything that ails you they have a answer to it I think getting my doctor and doctor chiropractic I also have additional training on Independent
173disability guidewear and qualified in the high quality evacuated so with that being said I'd add to regular decision on medical decisions on muscular skeletal injuries and I never got asked to render any decisions on epidemiology so what I'm telling you about uh ab659 is my opinion and we all have opinions on what should be ancient I don't know why they did it and I'm sure we all know but again I want to focus back on this this here is a distraction this is what we need to be focused on that's all I have to say thank you thank you Joe um [Applause] all right um so I don't have much to say on this other than I uh we did we use information that I reported to the board about an advocacy group and expressive
174much like um this doesn't make any sense to me whatsoever like I understand that at school there are things that can be transmitted at school and it makes sense you know but it is so um and as I shared with the board and it will reward face on my polling was that if this didn't make any more sense to you either and so um Marjorie actually provided me the resolution that was already approved in Auburn and so I ran this transformation by our attorneys so uh then we'll set it off and do the uh any questions okay do we have uh this in action s okay um yeah so so to send this to improve this resolution and send it to the governor's office vaccine yes okay any any discussion oh wait um motion to
175approve is yep and I will second that any discussion okay roll call on the second period yes thank you [Applause] all right last one very important amazing okay so um [Music] 8.5 my name is Gus Murphy and I have two kids in the district and everybody here I'm introducing you as my I guess Murphy with two kids in the district yeah um well you know they grow fast one day unfortunate we'll have them that's okay George dragons don't make a difference um thank you for that and I think it's a good segue taking a look at appreciate with instruction he has said I appreciate you considering that it doesn't make a lot of sense and I think that when we I am going to talk about committees I promise I'm getting there but uh uh
176what we're seeing from the state level is things that don't make sense right it actually it does make sense the answer to all of your questions is is money right that's generally how it goes so um I I if you haven't noticed I I kind of don't try to focus on one specific topic anymore I'm assuming out I'm reading board policy I'm trying to understand our Constitution and I'm trying to help the district that large advocate for parents and meet with them at coffee shops and stuff and help them figure out what to do and so the reason I want to speak of board committees is I've advocated even earlier tonight or more parental involvement the first thing the parents did was they elected to you right so they did all the community members not
177just parents I like to do so you should hold your head high it's not easy to get elected and uh it takes time and energy and that's the loudest voice we have is voting for each and every one of you and then you um you know help to bring in a superintendent district that you trust um I gotta say though I'm frustrated when it comes to committees and Miss Callahan I'm talking to you because you know earlier tonight when I when I heard Chris White hanging Harmon says I've been on record saying I have no reason to believe they're not wonderful people and and like Chris especially and I'm probably not as much Damian I've told her that for a while but you know my personal feelings is it's a little tone deaf you know
178I mean uh they were on the board for a long time I feel like well over 95 of the the action items were all unanimous and we as the parents uh can't speak fellow parents so me and a group that I I talk to often feel that we weren't represented and that the district was running things through especially after the last three years so um I would like to now that I have my feet underneath me a little more I lost my job because I refused a vaccine and loved chiropractors Olive Branch because they weren't beholden to some of the same rules as the sun Kaiser kind so but I'm back down my feet underneath me and I'm proud to tell you that I am I've created a Twitter telling where I'm going to help
179educate parents on things going on kind of a one-way communication to help them know where to go where to be and I'd like to be in the community but if I can't I am going to help parents understand their rights and as I finish up just know that the thing I'm going to focus on the most is that they feel that they're not being heard that I'm going to explain them how Ada works because I know that's actually their greatest weapon yeah all right thank you thank you guys so um so at the last particular meeting we talked about board committees and the board gave Direction on a policy committee and then the academic Excellence committee that were that George referenced earlier in kind of reviewing the board committee by law again um so the
180board committees any board committee other than a ad hoc or not an ad hoc a um subcommittee which exists only of two members of the board working on something is subject to government and I don't have any problems with that but it is a lot of work for staff to agenda's get everything out 72 hours all of all of those pieces um certainly open to having committees I know with the academic Excellence there was talk about having Community you know members as a part of that on the policy committee it was going to be cabinet and relevant Department staff and then Jason and Marjorie and it was going to be kind of in front of there being a very public piece with policies the initial information and discussion and then two weeks later at the
181earliest would be another discussion and then opportunity for action or potentially pushing it back and so happy to have these officially be boarded committees but I talked with Marjorie and I know Scott chatting with with George is that um but based on our conversations it sounded like they they will not necessarily feeling like they needed to be brown Act meetings that were public notice all of those things um and that perhaps it would be District committees and then be assigned for address like we have for us to other communities and Community Committee Foundation you know the Farm foundation or the representatives go to the community report back um and so just wanting to get some some additional information from the board is whether or not you're comfortable with us creating a district committee and then
182assigning you a direct to those committees community on the academic I just want to be a part of the Community Development Community involved in the board level for policies because they're coming for the board publicly and there's really no time for folks to have the opportunity to come in and review and then as um how does the dyslexia committee different from them so the dyslexia Community is an internal District committee and we have board drugs assigned to that so it would be kind of similar it's the same thing yes yes and so with the with the policy committee it would not be um if you're making no Community Representatives it would just be the two board grubs and then cabinet and then we would actually have our attorney at the quarterly and then once that
183discussion happens and then it comes to the public for initial you know discussion right and then two weeks later at the earliest it's kind of like what I asked you for back in January when I came in and I said hey I really actually me yeah okay yes and so it would be a district we would do it at the internally a district committee because there's the bylaw around more committees which is 9130 and the board Representatives which I think is 9140 and Ford represented the district or Community committees and then there's officially board sanction committees and there's a state of conversation committees before it doesn't necessarily have to participate in those committees believe it or not um but they have to be they're subject to Brown ads 72-hour notice they have to have a
184regularly scheduled meetings all the things and then very clear appointed members with timelines for how long they serve you know and the criteria for how the board is identifying that and then um and then we have to you know staff essentially what it's always and you know or reward wants to run those and then using them and again totally fine with doing that but I didn't necessarily get the sense that that was the goal it was if you wanted committees and wanted to process but not necessarily have a crown act on this curriculum committee different story right like I totally understand that there's a desire uh area but I wanted to address those first two and then see if there's additional thoughts about actual organizations and I I like as a topic and Scott Chapman's
185daughter but because of for the last time we gave direction to establish a committee I wanted to bring it back before I actually bring in action for the board to officially establish those two committees and the four committees or what do you want to vote in a different direction and do internal for drugs Well my two cents is that District committees make more sense we can't but more than two of us cannot be present in any specific time without giving the public acceptance or notice to attend because that creates a core so having two representatives of the board attend an already scheduled meeting allows for a lot of flexibility in terms of scheduling movement in terms of location you can rotate people in and out of those communities or no obligation for them to stay
186for the entire need you can bring in specific folks for certain parts and then allow them to depart if they don't really want to savor the pieces that they are experts in so I very much favor the district committee support for everybody is to admit that what you were talking about does that detail with all the 72 hours in the district or Community uh Committee in which the board is being invited to participate you know and members of the public could be too like all those things um and so that um but yeah I just want to make sure that like let's say we do is like for me and Jason do this go on the representative we have a say though and we want policy change though right yes yeah but we also so
187you have yeah I mean when you bring something before the foreign [Music] but there was going to be the layer of so the the entire board will see as part of an initial it'll be information discussion they'll come to you at our thing is the first morning meeting of the month you'll get information discussion policies and mirrors and that is your opportunity to review it for 72 hours when you get the Four pocket right um and then you can have some initial thoughts and discussion which will include Margaret and Jason with cabinet and legal we'll have had an opportunity to discuss the changes in more detail and then they will have a little more background as to here's the reasons why here's the here are some of the things that we discussed as a potential
188desires to change and then you have that initial discussion and then two weeks later it would be brought back again for discussion and action for the board then to take action so they would be kind of more first so to speak because they will be a part of it when they first come out from csva and they'll be in the committee conversations with the cabinet and other members of management but then they also won't be able to talk to any of us because that would be a growing act correct so please be able to come with each other at those about policies and answers they cannot talk to anybody else presented to them when we present them to public and it's yeah coming to the board in the public position as you guys can talk
189obviously about the experiences of your thoughts and all those things the outside let's say something like a change yeah you know what I think this should be around three absolutely right you would have to then say hey I think we need this little District committee that you've got for accessing the direction it should be in foreign so okay what do you mean so just are you okay with me coming back instead of official foreign [Music] okay all right is there any other I know that there was a desire to potentially discuss thoughts around a curriculum what else is in the board member report outs of those communities meet the next scheduled Community part of what you would report out of what your future committee discussed [Music] so let's say there's me right and then the
190policies when we meet after you can say you're the ones that would review it is an exhaustive list here are the couple that we thought might start they're going to be I don't know playable or exciting into colorful not available [Music] foreign staff and community members stakeholders would this be like the dyslexia maybe like when the new curriculum is coming in this together and we're going to use all the material yeah I think we didn't have a good number of parents and I think that we have a we have a process when we adopt materials and the teachers and services staff we get together we look at what's available and then we put a bit State Standards who like the Frameworks we look at um we look at there are certain websites that we have
191that helps show alignment to those standards and we also Analyze That and then we try and narrow it down because we narrow it down we come up with a list of some that we're thinking hey we want to file it and I think that there's a a good moment during that process where we can explain all that the parents number one are we compare the band of those three or so and then give parents a chance to look at all three of those curriculums and how to just give them some time and explain and have someone there to kind of explain inclining dead services staff and some teachers about just to help the parents kind of see this is what it is and this is where what it contains and here's the information [Music] I
192mean that's that's the committee it's kind of getting their thoughts as well I think they're important I think that's you know currently our process is you know to be honest it's hey we are piloting these materials complicated they're in the district office the other thing that we do is sometimes the teachers are piloting they'll send and they'll come to the parents and say hey here's to your student you're talking about it in this take a look at it tell us what you think I don't know how often that uh this would be more proactive and so would allow parents to see once we've um there are there were concerns we did the examination throughout that department but I think this would be more proactive and more upfront you're going to see that and then we
193would and then as we went through the process we would kind of update the parents meet and form them along the way of okay this is where we're going so far this is what they like this is what they don't like um and then they can be kind of I guess if they could be there be kind of present or at least you know when they finalize the decision to kind of explain this is why we finalize that but parents May attachment say again and how we how we narrow that down and um yeah so something something along those lines I mean we can talk more about what that might look like but that's just some initial thoughts yeah yeah yeah [Music] but you're also need to be able to make some decisions right I
194committee becomes a group or some Invader when you get too big so I I don't know I mean I it's like 10 or 109 or I I just thrown out spectrum of people and opinions and perspectives so as long as we have enough of that I think that would be important absolutely anything sometimes yeah yeah but we want to I mean we're going to make a decision and then and then just get figure out how many you know how we need to have a process on how we decided to help us we need to talk more about that and I think I mean for us and I know controversial issue and policy and kind of revisiting uh marketing or attorney to kind of take a step clean up the ample notification aspect for parents and
195like put in there the Claire's room off the house because because technically we are not required to allow parents to opt out at the movie part of the treatment we do it because it will responded to be respectful of those with the formal complaint process even in there it says to maybe assigned an alternative um you know assignment while it's being reviewed and if so then the seizure shall provide you know something educationally is [Music] um so I mean there's that and then within the curriculum development validation instructional materials selection there's some things within that language we're into the board could say you know what we would desire for there to be a you know parent engagement is a part of that policy and and Scott said and admittedly like the parent aspect has not
196always been the strongest and some of it is because they they haven't participated right and and some of it is that we can absolutely do a better job of engaging and being very behaved your kid is priorities or you know we're engaging them and giving feedback from them and at the same time we're going to be sending information home to you and we would love to be reviewing what they're called and giving us some feedback be more um is there we make them available and never ever ever in my nine years have have I seen a parent I think would be such a kind of materials for public schools I think last year before but very minimal do we get it parent parents more and having having them meet when we're in an act of
197whatever or they come together and meet if the board says hey you know because you do have authority it's 141 around ask you any materials at any point so if you say hey you know what we're doing some concerns or whatever can you pull your committee get teachers relevant whatever and a group of parents from diverse perspectives and bring them together so and again that could be it would be in terms of scheduling because just like our regular free scheduled for me we have to set a calendar of when those meetings are going to occur and so it would be the same if we would say we're going to have a board curriculum committee we would have to establish we gotta have timelines how long are the people that are appointed Seated on that committee
198you know what all all that stuff so it is definitely more formal and I think that we can achieve anything important [Music] I will come back with more drugs to to the academic excellence and into the board home feeds for action and then we'll I think I guess this question will be which people remember um one thing for you for this committee sorry so what the district received requests from parents be a part of an advisory committee and then they reached out as it related specifically for eign [Music] in [Music] in theory that could be an all-time committee that is um I think that the one you know the one potential concern that I would have is that anybody that we would put together in committee is a revolving committee all the time and this
199is a piece of them just have to work out some of the details that we can do is that I want to make sure that we're we do have representative group of our community process I just want to make sure the process is accessible and that they're in fact a place where parents can go and advise the district on the wants of you know of their family slash Community provided that you know as far as these curriculum committees are just going to be open to the public yeah I mean we typically will will educating and such feelings so while advice not being Brown back you get a couple of times and it could be actually more interesting we don't we're not bound by brownlands to only allow you to speak on items on the agenda
200or write all of that aspect because it just it does limit the interaction with the conversation but we also have to move on to ensure that is trying to do and make decisions in these small dark quiet Corners because they haven't pressed you know personal interest in them so I just want to make sure that there's a funnel point for folks that would like to join I have it in my family could tell you this and I told them for weeks now we need we need to do better at being transparent and how we do business because thank you materials [Applause] together and so I have um So the plan right now and you've got the link to the calendar as well but April 4th in which maybe I'm not going to be here April
201that reflected for the second conversations address that item [Music] assistant for surveying parents um April 18th is also going to be we're going to do a presentation this came up a couple of meetings ago around the state requirements related to admin studies and so Wisconsin team is going to provide an overview for the board on what are the what are we require to do and then um and then on our thought is May 2nd and I've talked with the attorney and because it probably could just coordinate with Margaret and Jason with cabinet to meet about this is um supervisor with controversial issues is to bring controversial issues policy wisdom recommended changes for the initial and discussion on May 2nd and then it will come back again May 16th for a continued discussion and a final
202approval ideally or if we push it for a further conversational discussion so that we would delete the attorney [Music] language based on other policies in other districts as well as kind of just understanding what something concerned you were from from March 10th and uh and so he's going to kind of take a stab and it will you know we'll make sure the racism where they're going to have a opportunity to kind of see and chat with us about thinking so that we can speak to it a little bit more at that May 2nd but then it won't actually be action and it's always amazing to see that it is yes thank you is there anything on the agenda for airports [Music] in the on the governance calendar itself from items that were just already scheduled
203to be there um we've got some business it looks like they're going to do a couple of the public hearings for developer fees uh some facility project maintenance but it might actually be somewhat late for a lot of like a lot of kids don't it's either getting their lunch they can't get okay because I want to know how this will be addressing agenda item so um [Music] hey for the future that's a great way to sort of say we've heard the comment and I'd like Steph to come back but what they're able to find out about that because then it doesn't require us to object I think that's a great way for us to show the little thing to Friendship but I mean information so I want to address a couple of speakers today that
204that talk about abortions academics points and I think I don't think anybody in this District any parent any anyone would would argue with that that is uh should be our required so I don't think maybe you can talk about that or if anybody wants to talk to Carrie about that feel free but I think I heard I've heard that loud declaration and I think this tonight we've had two items that were I mean three accounts of Spotlight on oh my God episodes of what they're doing you know in terms of but but I know right so um so I I think yeah and we can discuss yeah like whatever it is you help out with or whatever that is I think um that will help us absolutely yeah there's lots of things that we can
205share about how we're constantly working on information yes so [Music] um regular meeting at the district office and then April 18th will be at Scott Newman Elementary School with that we are here
