001good evening good evening everyone welcome to the weisburn Unified School District board meeting of August 17 2023 and calling this meeting your order at 502 pm waiting do we have any comments from the public are closed agenda items all right seeing that we do not have any uh public comments we will now break the closed session and we will reconvene at six o'clock P.M thank you everyone good evening everyone welcome to the Weisberg Unified School District board meeting August 17 2023 and calling this meeting in order at 601 pm today I also want to welcome those that are joining us virtually as well uh tonight we have one special presentation by Naz it will be on the measure ee Bond program update update number five Wendy which please do the honors April and we will

002call here miss Kathy president Dr Goldman here Mr Martinez here Mr Ben Reels thank you foreign do I have a motion to adopt the agenda thank you Rebecca second thank you Neil all right our next item is the public hearing it is government code section 4217 this is the Energy Services agreement and energy financing agreement um we're gonna open this at 603 PM I think Blake you're going to have a little bit of a clarification here on the um government code section I was having an issue with Wi-Fi but I am going to I mean frankly we don't have an agreement yet um we're in the process of working on an agreement and and with our partner the site Logic for that agreement but we don't have one yet so um what I like to

003do is strike thank you there it is 5.1 right so government so we're basically only going to have a public hearing on approving the findings under government code section 4217.10-4217.18. so you see it right there government code Wendy it says government code 4217. we're approving the findings but not the agreement or the energy financing for the financing agreement I'm sorry so the Energy Services agreement and the energy finances financing agreement we just don't have agreements at this point but we'll show that in a minute and we can open public hearing and hopefully get to 12 by two we'll also uh so I think I opened it at six open at 3 P.M okay and do we have any comments from the public with regards to the item s Nick you guys have anything no okay

004sure you have a speech I'll spare you this time I think we can close it now at 6 05 pm do we have any comments from the um public on non-agenda items Wendy okay all right I think at this point Noemi please come up we will Noemi will be presenting on I think update number five on our measure ee Bond program perfect welcome good evening more president Martinez sport of Trustees members of the public Dr Silvers uh it's a pleasure to be back with Bond program update number five wait to come up perfect so this is our agenda for this evening as you can see it's it's shorter than usual uh we have uh just some general updates for you I'll provide a quick update on our series a projects we'll um cover some general

005updates on the non-bond funded project and then we'll close with next steps and the reason for the shorter agenda is because we some of these items that you'll the typical projects that I would address as part of this update you'll be taking um action on later in the evening or at least ask to take action okay so for our approach project uh it's the network infrastructure project I'm carrying the the line item there for the budget so that you see that from One update to the other as you know we've had LPA working on the development of the assessment for the data center uh for the physical envelope um the building they have completed the the assessment they provided the recommendations on July 25th and we are actually in the process of finalizing those recommendations

006and initially we had um thought of requesting a proposal from LPA to help us develop the construction documents because most of these uh well not most of these actually um one of the major items that would probably trigger DSA review is the fire suppression system because we are going to need to touch that there is no fire suppression system as you know currently in the data center it will trigger DSA review because of that we're going to need construction documents that are prepared and submitted to DSA similarly we'll need some those same documents so that we can bid the project out but rather as you can see rather than going to LBA and asking for a proposal as you know at the last board meeting you the board authorized the contract for the Del Lair

007modernization project with NAC the data center is housed at Bel Air to save costs we have asked NAC as part of the modernization to include that in their scope of work and they have agreed so that saves us the additional Buns of having to request the proposal through another contractor or I mean another architectural firm so again always trying to find ways to save the district money uh so we've already well I'll get to the Dell there in just a minute uh the next portion of this network infrastructure project is the actual design and implementation plan at the last meeting we mentioned that we did not reach an agreement with it management as the result we had to go out and issue a new request for qualification slash proposals that rfqp went out on July

00831st and submissions are due as a matter of fact next week on the 23rd our goal is to bring it to the September 14th board meeting for recommendation hopefully I have a firm um we had a mandatory non-mandatory non-mandatory voluntary job walk um last week and unfortunately no one showed that either means they didn't feel it was necessary or I'm not exactly sure what it means because the deadline submission of the submission deadline is fast approaching we are going to take another step and Sheree is going to contact all of November so that we invited to participate and try to see you know remind them that the deadline this Fat's approaching and just encourage them to participate in the submittal process assuming we've received no civil so far nothing yet but it's typical when we

009when you have an rbq they don't come in early uh they generally will as early that normally will see it as the day before or right up to the time that is due that's very typical that doesn't concern me mortar so that we didn't receive any questions during The Question period and we also didn't receive it uh any no one came to the actual dog walk but there seems to be interesting I don't know we don't know we don't know and I'm not sure why I I mean we've already heard from one company cdwg who and then and you'll probably mentioned that next about the other company um who said that that's just not the type of work that they they're more into selling equipment they don't they don't prepare or design which is a

010huge company we're hoping that one would participate shared what would we do if if we didn't get somebody and I think you know we had I was hoping you could just clarify what we would do at the the point if we don't get somebody for this so once you follow the rfqp process and you don't get anyone you can actually just start seeking out companies directly so you've already followed your process you're conducting your due diligence we can start calling vendors directly and started trying to see one if they're interested in them so start negotiating a contract directly at that point so we have some options but at this point we we always want people to participate so uh Cherie's gonna nudge a few of these companies so if they're doing that that's your way

011yeah so for all intents and purposes our goal is like I said to bring a recommendation of the September 14th board meeting so the next project is the Dell air oh yes I'm sorry yes okay uh with the um using the LPA folks to do the design for the uh computer center our data center are you comfortable that they have bad expertise and AC unit I'm sorry NAC right oh absolutely they have Engineers that they can do that okay the the assessment and recommendations have already been completed by lpa's Engineers okay now it's just developing construction documents okay all right uh there is one more piece that is left in the LBA uh contract and they're working on that as we speak and I suspect I'll have it by next week they just emailed me

012um yesterday to give me an update that um they are going to be updating the the data assessment recommendations to include a rough order of magnitude for all the options that they gave us so that way we can at least get an idea of what each option would cost okay moving on to delaire Elementary School modernization uh project and Safety and Security again just carrying the total project budget there for reference um at the last board meeting the board approved NAC Architects as the selected firm for this project we had our project kickoff meeting on August 11th uh and earlier this week we met with them to conduct a preliminary sidewalk we took advantage that there's new students on site and it made it very easy for the NAC in in their um their team

013to walk every single space on that campus they looked at everything they were there for over three hours looking at every single area and that's just the first piece the next step is to start the full site analysis that means they're going to bring all of their Engineers they're going to have been bringing their electrical engineer their you know structural Mechanical plumbing they wanted to conduct a first part NAC and then bring their Engineers to the next I walk so that's coming and that's going to happen the week of August 28th right now they're in the process of reviewing the their findings from the walk and the ask Bill drawings that we have provided um that will lead us to The Next Step which is developing the program and education educational visioning phase of the

014of the project um that is going to be in from uh first part of September it will carry through October 12th um when uh come October 13th is when we're scheduled to start the schematic design phase if not sooner we're trying to compress that schedule I mentioned that to them again so our next two projects I've Consolidated them here we have the weisburn high school soccer field in the 135th in aviation Sports Complex I'm carrying the budgets here for reference the RFP was issued to our architectural engineering pool on July 7th submissions were due on July 31st we received four submissions from HEB NAC pbk and qdg we are planning to interview the two top firms that we've conducted our reviews we've ranked all firms uh and the two top firms are NAC and pvk

015they're scheduled to be interviewed next week on the 21st and not only were nacmpvk the two lowest firms and in terms of their Peak proposal but they provided the most comprehensive uh submission in comparison the other two were good one seemed to be but it taste very similar to what type of DNA any any products I was a bit disappointed but the cost was High um and like I said NAC and pvk were very thorough they were very Project Specific you can tell that they they spent the time thoroughly responding to each of these projects um and it shows that they were selected to be to move on to the next step in terms of their fees um pbk and NAC were about 200 000 apart but as you recall if Roger would be here

016uh one of his comments last time was that we don't rely solely on on cost or a price we look at the whole package we want to make sure that you're selecting you know yes fee is important but also that quality and and the team is very important one of the things that we asked as far as the interview process we asked both firms to submit their preliminary ideas and options for each of these projects so they're going to come in on the 21st with some their Vision or at least their their initial ideas of what these field projects and the sport complex could look like under there sorry yes whichever firm is selected is doing both yes okay yes so each of these firms submitted as one one submittal uh provided one fee but

017that fee is further broken down in their RFP uh by site because we have to track each project separately our goal is to select the firm and bring it to the September 14th board meeting so that we can award a contract by the 25th okay the next project is the Holly Glen Elementary School transitional Kinder conversion project uh with this project entails is the reconfiguration of the existing child care services building as I mentioned at the last meeting is currently under utilized this used um after hours and I believe in the morning but just not during the school day which is a shame it's a perfectly good building the district has a need to to house transitional Kinder students four-year-olds and over um on that over four-year-olds I'm sorry uh as such it became the

018most cost effective option to modify and reconfigure this building classrooms I don't know if I mentioned at the last meeting but each TK classroom has to meet a certain square footage requirement and it has to have certain things um since we are modernizing an existing building we can reduce that square footage to 1250 square feet in comparison to had we been purchasing any of our new modular building or constructing a new building it would have to be 1350 square feet per classroom can I sorry go ahead I didn't want to cut you off no no I was just going to jump in if you were called on our original master plan that we completed in 20120 the actual TK building at that point was over at Aviation 135th and Aviation site then when the legislation

019started coming out related to TK and the responsibility we moved it from that site which was going to be a school we wanted to we didn't need a large as large a facility as as we had envisioned that initial master plan then when we did the update in 2022 we moved it over to Cabrillo which now Holly Glenn on the back side in the big playground there including a parking structure as we've been looking at our site Maps our site plans it just didn't make sense to have these seven classrooms that are behind cabrillo's uh you know tkk wing and they're literally sitting empty for a majority of the day now that we're in a full day program for all of our schools there's not that intermittent use of it throughout the day so you

020know the thought was and then take you know those classrooms you know refit them in a way or re-reorganize them there's probably a better construction worker reorganized but um reconfigure them in a way that allows for four fully sized TK rooms whether we need them or not you know we may not need another four TK rooms but at least it makes them more it just makes it makes us be able to use them for multiple uses rather than just have them sitting there at a size that they currently are at where they can only serve before and after school care so that was that was the thought so it actually is a savings to the bond program of about five million twice yeah huge savings since it's about five million dollars uh which is this

021is an excellent option yeah it was a great idea sounds like sparkle um the location of that building is immediately adjacent to the kindergarten building which it just lends itself to share the playground it's again the perfect location uh submissions were due on July 31st we received one submission this is a fairly small project and that is perhaps the reason some of our firms in our poll are going for the larger scale projects um initially in the RFP um the cost that we had um initially included was six hundred thousand dollars for hard costs I mean constructions budget which is partly why some of these firms maybe overlooked this opportunity of um responding or participating we have since determined that should probably increase that budget just because we looked in more detail the the amount

022of work that is needed in those spaces we're going to have to adjust the HVAC the ductwork move walls uh relocate some of the restrooms the good news is we have Plumbing there there's existing bathrooms there that we're just gonna have to relocate where they are currently because of that we increased the cost um still not a lot but nine hundred thousand dollars uh I the submission that we received was from Corgan in Partnership um with 196 Architects 196 Architects will basically be their state liaison um Corrigan will be the the architect of record the 196 will assist them with any funding that we might want to seek in terms of TK funding available or even just with agency approvals with DSA so the global system at the cost of 85 000 it's a great

023price as you know it's been my my my practice to negotiate fees in this case because I increased the budget technically they were um they were they would be allowed to come and request more money because it's a higher budget but instead instead of doing that I actually I I didn't beat them down but I did ask them to keep their current price even though I was honest I told them that we were going to be recommending them to the board and that we were increasing our construction budget that we were hoping that they were earning at that 85 000 Mark and they they agreed so we're winning either way it didn't increase um we are hoping to award well it's coming to you tonight or hopefully approval and we'll have our kickoff meeting shortly

024after I forget it I missed this your familiarity with this company and your comfort with them do you know any about them I have not personally worked with Corrigan that's the one firm that I I've never worked with but I've heard really good things about them and in their proposal was extremely comprehensive it was very very well done at first when I saw that it was only one submission it was a bit worried worried but because of that I went through that proposal I mean word by word I reviewed it very carefully and I was very impressed and I was more impressed with their feet because they walked it it was a mandatory job walk and all of the firms in our pool came to the block so they saw the scope of work and

025it's a lot and obviously with one bitter it's always a concern right you say you're familiar I personally have not worked with them but I do know people that worked with them everyone says very uh you know one of the one of the things that went you know as we were evaluating is that we need to have these rooms ready by 24 25 I keep forgetting a year so it's the 24-25 school year I really have a timeline that's pretty condensed for this type of work right is it going to impact the use of those classrooms during this school year in order to get ready for the 2024 school year probably probably but I presume I mean this is a DSA project and because they're structural it triggers a full reviews just full structural firewood

026Life Safety access they're looking at everything so we're not starting I mean I can hope to start in summer of next year but I think it's going to go into the fall and I know you're there's an urgency I yeah I'm just I'm just thinking about the the right at school program that utilizes this classroom right now and where they would have that facility where they would what they would use in the alternative you know frankly we would have to figure I will have to figure that out operationally and I think it's going to be it'll be rooms that exist I mean it'll be you know teachers classroom for a few months you know a lot to use a few I don't think it'll take months I mean it's yeah what is the construction time

027we're working on that right now we're thinking three months but I think that's we can compress that it's one building four classrooms we we can certainly the bigger issue correct because it will trigger a full review so we can't cut that time unfortunately and deserves the design time as well right they do for lucky we get approval before the summer we make it into summer we're good it would definitely be a summer project easily it's just right at school uses them as classrooms right they divide the kids into separate rooms right now so that's what I'm wow for them and uh and we're trying because we know there's an urgency we're beating our own timelines uh this was scheduled to come to you until September 14th board meeting but because we only had the one

028commission we didn't have scheduled interviews they were extremely qualified for this project we decided to move forward so that we can get going as soon as possible okay so that's it for our series eight projects moving on to General updates um as you know we've been working with LPA also on developing design standards uh for all of our projects uh we received those that are act on July 26th we have reviewed the draft with both Blake and Jason on August 2nd we took quite a bit of their time reviewing all affections um and then on August 16th Amir spends time with LPA and their engineer everything the evil voltage the security and the iot specifications or sections of the design standards were they had all meetings were very productive we're at the point that we're

029finalizing those um standards and they'll be ready um in about a week for us to issue to our architect pool as we start design on these projects and have our next uh or our number two meeting number two with the citizens Bond oversight committee is coming up on September 7th at 6 p.m I'd like to put a plug there since it is a public meeting we always welcome community members who attend this meeting assuming that one of the one of the items the resolution repasses uh the restated uh bylaws for the oversight committee then it would also include Financial Accounting of measure CL as well it'll be a very busy it just makes so many sense in terms of next steps uh we want to select obviously quickly uh The Firm to develop the design

030and implementation plan for the network infrastructure project we that should have been the first project you know up and running and for some reason is the one that's lagging behind so we're you know the top over list we're really pushing for that uh we'll finalize the design standards as I mentioned so that we can issue to our architectural and engineering firms we'll develop um construction documents with NAC so that we can submit to DSA for the data center modifications I'll call it to the physical building envelope uh we'll hopefully select someone next week an architectural firm for both the Weisberg soccer field was for high school soccer field and 135th and Aviation Sports Complex uh we if you do approve the contract today with Corgan I'll schedule our kickoff meeting shortly after so that we

031can get the hollow Glen TK conversion project going as well uh and um depending on how things move forward with the solar project we will continue to work on negotiating contracts developing phasing plans and we'll work with Tim carty on the finance portion of the project and in terms of the CTE Project tonight you'll be asked to approve the preliminary services with Erickson Hall we have a representative from Erickson Ohio here today I'm excited to start with that project as well again it's for preliminary Services only it's a small amount it's under thirty thousand dollars but it gets us to The Next Step which is for them to work with us review the conduct a constructability review of the drawings providing cost estimate a realistic cost estimate and give us a realistic timeline for this

032project I've heard from The DaVinci staff and I believe they've spoken to Dr Silver's as well that they have engaged legal counsel on developing or um a written agreement that will be submitted to the Weisberg district and board basically committing to the financial portion of All Phases going forward I've shared with them that you're concerned that you know they they've always shared that they're committed but it's always been verbally and the the board would like something in writing in order to you know once we bring those guaranteed maximum price um contracts that you're you're in a position to move forward comfortably thank you and let's see where am I uh number eight we will continue the site analysis and programming phase for the del-air Elementary School Safety and Security project and we will be back

033at the September 14th board meeting with recommendation of the firms so that we can keep all of our series safe projects running can you remind me what the timeline is for the Bel Air project like in terms of okay we're we're here but when would we've actually project of this nature is generally for years from start to finish uh we will do everything within our power because you have to realize that about seven to nine months is design then you look to another four to six months of DFA generally five to six months for DSA then plus you're bidding and procurement and then you start construction so when it's all said and done you're looking at from start start to finish it's about three years it's like the 25 26 school year school yes so

034by the September 14th board meeting I'm going to bring and I shared with you the schedule for that project at the last board meeting but I as we move forward we may not necessarily be bringing updates and I mentioned it to Blake on a monthly basis because once we start design we'll be on a design period there's not much I can update we'll bring I mean I'll come as needed um at the end or near the end of every design phase that's when we'll have stuff to share with with you we'll have either renderings or cost estimates in a more defined schedule um so that's the type of project that breaks that or that you'll you should expect going forward I have a question about DSA if you don't during the covid time frame a

035lot of the permitting areas in all cities were both in advance still be born in the office uh people weren't able to review things or they're reviewing them from home and everything was done online and over-the-counter work was almost non-existent I imagine DSA was in that same prediction are we back recovered times or we are and DSA is always overloaded with projects always to the point that they have to bring in Consultants to help augment the staff and they use Consultants all the time now those Consultants I believe they work remotely but it's a way of mechanism to help DSA process projects a lot faster and they've had they've introduced certain aspects into their review process to help expedite um but the timeline still it's pretty much the same unfortunately yeah but in terms of

036any other questions short and sweet this time all right next item um reports board member reports Rebecca let's start with you in England um I don't need to use today I don't know the last thing hey uh looking forward to the start of the school year in a couple weeks because the week before we have our next board meeting I think so um excited for for that um I know we've been reviewing some of the district priorities and um would love to have um some more information about um the impact of wind time on how kids especially the kids that have been getting pulled out for other services during that time when that impact has been on them and where what other sort of adjustments were made to win going forward into the new school

037year um really interested and curious about how that's working out I know it was a new model last year um and uh so just wanted to know that and then also the um with respect to the gate program um I know that uh you know it's mostly been sort of small and there hasn't been a lot of activities that as kids have been engaged in um and so just curious if we when and if we have reviewed oops sorry um other ways of providing uh enrichment enriching activities to those kids who are sort of exceeding standards in the classroom and maybe need some more engagement on like sort of the upper end um Beyond just gate or at least expanding those offerings um some more kids um and then a couple more things um I

038know we've talked now for like over a year about having some programming for families of students um with kids who have disabilities and with our Dei program and things like that so I would love an update on on where we are and when we can expect those um those meetings I really would love to see us have as we kick off this school year that information at least in the hands of families as they start to see their kids back in the classroom and are wondering you know how to access services or who to go to and things like that because I would love that I also want to give a shout out to Erica quarter for the um the calendar uh design uh improvements that she made both for the printable calendars for this

039year and the wonderful idea to have the vacation scheduler um put out I think that I've heard a lot of great feedback from folks in the community about about both of those things they're loving the new design of the of the new calendar it's easy to read we can print it easily I love the list of the dates that you can just easily access and I've already heard people saying like I was just thinking about like what am I going to do for like when when is next summer you know kind of thing and I can just look the vacation thing so kudos to Erica again for for both of those things so that's it can I just clarify so Rebecca so we're looking um just so I want to make sure we can plan

040this into our presentation which we'll start doing but we're looking at doing one on potentially on wind time maybe even an overview on when time um and then we'll we'll follow up on gate as well as doing a presentation on sped program which we've talked about but I know I know Peggy we've also had that conversation too soon I mean I know that we did a whole new school schedule last year right and so I would love to just hear like what the impact has been and how uh you know how that how that went over you know versus our old old system um and if we are anticipating any further changes to to the school day um you know everybody's sort of standardized and everything but just curious about that so maybe what we

041do is we do a presentation on the schedule itself and we just include when time is part of it Eileen maybe that's something and then you know um I've no I've received no feedback on the early bird labor thing so I think what I think it's going pretty well no I I think that we would want to um you know definitely take a look at that and and bring that back to you to give you some you know obviously there's uh more time in the day and our ability to allocate resources but we'll put that in this presentation and do that the thing that I was reminded of because I think it's a message of early bird labor is the two weeks at the beginning of the school year that are minimum days and that

042was what triggered me to thinking about this was do we still need those minimum days for the first two weeks if we're not doing the early bird late bird evaluations which I think was one of the my memory is that that was one of the reasons why we had the alternate schedule that those first two weeks so yeah so part of that is negotiated so we can we can certainly talk about that I did want to add um we may end up needing to look at the schedule just it's it because we've done we did early bird labor for so many years and and when you change something you just start noticing things that go wrong or that are wrong or that could be adjusted I shouldn't even say wrong they just need to be

043adjusted maybe a time where we need to look at some of the blocks of time throughout the day and it could cause an addition of five minutes here or ten minutes there I will certainly bring that back to the board first before before we make those changes but that's all I can see in terms of changes uh to the schedule would be probably adding a minute here or two minutes here more to actually recess things like that then we need to take a look at so we'll uh we'll be evaluating that in the first semester we didn't get a clean a clear view of it last year you know we had some ideas but but we just we need to take a look at it more maybe this first semester I was going to ask

044you about just because what I need one of the things as you know I've been talking about forever and it's a very passion to me is individual time with individual students can we The More We Get the individual attention to every single student the better we are I think that's in part what win is about so that was introduced last year was kind of invented I love it how's it going how we working what are Corrections or Amendments have we made to make it more effective if that's going to be a presentation great but that was going to be my one of my comments as well so thank you Rebecca for bringing that on um Aloha by the way everybody obviously Aloha and and the reason I'm obviously wearing the obviously but one in part

045wearing a low pressure is in deference to our friends and those in um Western Maui um I had the privilege over the past 30 years of doing business off over and over again in the beautiful islands and with the beautiful people and I mentioned that because um there is a Aloha Spirit um in Hawaii and of Hawaii which kind of means Mutual regarding affection and extension of warmth and caring with no expectation of anything in return and it's such a beautiful idea so I encourage us to support those in Hawaii and in particular of course in Maui with maybe a donation to the American Red Cross Mountain United Way public schools of Hawaii foundation for many others but I also mentioned that because one of the things that I'm so proud of here at weisburn

046and I think we all hold dear is the idea that we Embrace and learn from multi multiple cultures and the idea of Aloha the Aloha spirit is just one of the examples of the culture of caring for others and I'm expecting anything in return that we can celebrate and leverage and take advantage of and employ to engage in power and Elevate all of us and our students so it's just one of the one of the key illustrations of the power of diversity equity and inclusion that I'm very proud of here and wanted to recognize and certainly something I will continue to support as long as I'm on the board a completely separate note I have an opportunity just to do a scope of all of our schools since the construction and see I know since

047the improvements and the investment in our in our schools and if you're not going away by anza's playground a blacktop enter anything and you're not alive that just looks fantastic so Kudos there that looks great um just in the sake of Candor um the whitewashing not so great and I don't know if there's any action there we can take but I'm I'm disappointed uh as I'm sure we all are that there's something we can do there uh with regard to a wiser Middle School also oh one more thing about Hawaii uh sometimes we might all have challenges remembering the new names for the schools until they become a totally Embrace and you may remember c h sugar from Hawaii connection uh Cabrillo became Holly Glenn cnh and 138th Street is now eight a to the

048Asian so that some health maybe that has to give us a way to remember them and one thing of course I noticed when I visited the schools is that we don't have signage yet it's my understanding we're working on that I implore us plead with us that we have something before school starts and my question to you Dr Silvers is will we have something before exclusive next week yes I have the same question well I'm gonna say next week unless there's like a hold up or a delay but the plan is the signage will be installed next week okay yeah I mean that's our agreement with the company it's ready and it's going to be installing um last thing is uh Dr Hasty if I could just to remind you of a request regarding gym

049fees and um developer fees an evaluation of first of all the GMP what are we what are our revenues at the time to review them and certainly want to be fair to those who are renting but also this is a revenue source for us let's look at that and of course developer fees we have not looked at a long time I brought this up before I would like to see that recommendation as to should we increase those again as well I know there are various reasons why people aren't here some were uh very serious and I'm just delighted to see everybody back even if you were just having fun I'm glad you're you're back I'm sure but then um good to see everyone again uh building on what Neil said about the situation in Hawaii

050you know it's pretty nice to be able to sit here this evening and talk about all the wonderful plans that we have for our school district and how grateful we are with the new Bond and how proud We are with the planning Noemi and her company are doing for us and all the decisions that we're getting to make and the the series implications of those decisions I have real meaning and importance and when you look at the pictures of Maui their schools are gone there's a school there that was burned down that was 103 years old um so you know um my husband's from Hawaii not from Maui though his mom was born in Hana which is uh on Maui and um we have a lot of family there but as Neil pointed out the

051Hawaii culture is sort of everybody's family uh and and I think um the more we can just keep moving our thoughts whether we have Financial donations or some other way that we that we can support folks a lot of times you can speak it or think it is a distance and prayers or thoughts or some sort of um uh good wishes from everyone I think would go a long way that way too we're very grateful to be here and um to be in the position that we are and isn't it amazing that we can just keep talking about these things and we don't we don't worry about whether our building will be here next week or tomorrow so um anyway the other thing is to stay safe given Hillary this hurricane hilarious so-called that we

052are coming please everybody stay safe and um pay attention we're not used to that normally we're going to listen to the weather forecast here so uh when I first moved here many years ago was from the Midwest and um I was watching the news One Night in the weather forecast was coming out I better pay attention so I did and the next day and the next day and I'm like wait a minute why do we do this why do we have the weather because it never changes but maybe it's going to change so anyway um uh looking forward to a new school year I think we have having had a sort of preview of the um goals and objectives and uh achievements from career last school year into this school year I think you're going

053to be really excited as we are with the uh accomplishments and the plans going forward I think one of the things you'll see with the plans going forward is that um where we did lose a lot of learning and opportunity during covid um we're rapidly closing those gaps and it's a lot of effort and a lot of thought a lot of people's parts to do that but but it's happening and I think our kids are obviously the beneficiaries of all that so I wanted to thank people for that too I'm very excited about the focus on math the focus on stem the achievements we've had so far in reading and Writer's workshop and so on so thanks to everyone for that and I hope that teachers are as excited as the board is as we're

054looking I know the students undoubtedly are for the new school year so thank you if you want so the 23-24 school year is underway right Blake 23-24 school year is underway Da Vinci students DaVinci families and DaVinci staff welcome back we're excited as we're obviously kicked off the school year this past Monday and the wise rest schools start in two two weeks so looking forward to that and it's exciting times here at Weisman as Noemi just uh presented our update number five we have a a myriad of capital Improvement projects that are taking place and I'm excited it's really an exciting time Neil my counterpart here gets excited about calendars I get excited about the district standards that we're finally going to have here at wiser so I'm very excited go check this then we

055refer to them as District standards but yeah I'm glad you're clarified um otherwise the community has no idea what I'm talking about um so I I do want to thank The Naz team they're doing a great job and as you can see we have a myriad of projects that are coming up tonight we're approving also a number of maintenance projects as I think Neil and Joanna highlighted throughout the school so you're going to see a lot of changes that are at our school sites a lot of good maintenance improvements that uh that are required so um and and I'm also excited about the work that that's taking place right now with regards to the district priority you've said yeah like uh Neil and Joanna I think Rebecca mentioned with with regards to Stan and similar

056Focus that that we're doing that is all connected to our pillars and so you're going to hear about a presentation that's coming in September so our next morning September 14th I believe we'll present on and there's a lot of work behind the scenes and I want to thank staff for doing that so so very excited about the this 23-24 school year and obviously the years to come and that's all I have thank you yes I just want to make I just heard myself in retrospect I want to make a public correction I am mortified to be talking about Dei and I said whitewashing walls power washing so police for the record thank you the pressure washer yeah thanks thanks Leon like you turn it over to you for district leadership reports um I will start

057with uh Dr Harper [Laughter] good evening I just wanted to take a look back we had summer school rolling this summer and we ended in July we had a 19-day program that included for the targeted instruction summer school 80 students and just six teachers and we tried something new this year these are her students entering first second and third grade so we thought that rather than have the teachers teach both reading and math that's what we dedicate our time to all uh together during the four hour period we separated it so we had some teachers for reading and some teachers for Math and we did a survey at the very end of summer school and it was all thumbs up on this so teachers enjoyed it and we saw great outcomes from our pre and

058post uh program data that confirms it all students 100 made growth over the summer and both radio and math I'm jumping up and down with enthusiasm because you can't I'm just this is super exciting can you give us a little more specificity on what the comments were and maybe they may be more than you were prepared to provide but what were the specific comments by the teachers because this is exciting it is and we again only six teachers and um but the outcome from the survey is that they really enjoyed being you know directed direct instruction in just one topic really focusing on their students in that one area reading our map um they just felt liberated by I will say we also added a day of prep prior to start summer school so they

059had two full days to really get ready and acclimate noon you know it's new curriculum that they're using it's not what they use regularly in the classroom I hope that answers your question we also I also want to give you an enrollment update uh Miss Galindo Alessia galinda's been working all summer very hard actually all year to make sure that our schools are fully enrolled uh this year we'll be kicking off and welcoming 2487 students last year we welcome 24.68 so just a little more our first day electronic packets have gone out to the families with reminder calls starting from our secretaries at all Sites we're looking forward to getting those forms prior to the start of school so all good is going to be a great kickoff and we are fully enrolled coordinated by

060Miss nitzos also our expanded learning opportunity program or better known as eloc this is a program which provides funding to app for after-school care for eligible students we're looking at enrollment letters going out next week to our identified families with an approximate account for this year of about 500 students in that program so really a wonderful thing for all of us to be offering this is through our right at school program so it's all in conjunction with what we always have going for our students ed services as part of our accountability work also is about to meet yet another deadline for calpads which is the people achievement data system for the state and federal reporting that we do we have Miss Margarita Cisneros behind that we're about to meet our fourth submission submission date which

061will wrap up the 22-23 school year things as student demographics course data discipline assessment and assessments staff assignments and so forth they're all included in this data so we'll do a wrap up that's our final we're in the What's called the correction window where you can go back and make sure there's no mistakes really important that this is accurate data so Mrs neros oversees this and they'll be going in August 25th uh August 23rd we have our orientation for our new teachers on my end in the morning we bring in our new elementary teachers here in the district office it's just a great welcome uh we have Dr Ingram there she'll be introducing them to our uh student wellness program and our counseling programs here in our district we have Alanya Thompson a teacher at

062Bel Air who will be coming in getting an overview of writer's Workshop strategies and then miss Holly Compton our new math specialist who will also spend time with them on CGI strategies so this is all a great welcome we do this every year for our new teachers make sure that they have access to our initiatives that have been introduced finally on 8 28th we have principals who will be leading their staffs in a day of professional learning related to Student performative Learning practices this was all developed as part of how to which I think Dr Silvers is going to speak to a how-to Workshop that was held with our guiding Coalition leadership teams and our principals uh who developed this great um day of learning uh and uh we're looking forward to that it's really

063homegrown and it's coming from the teachers coming from the principles on what they need this year to go kick off well um elementary PE will be working with PS Arts this is funded by the LA County Grant on Dance we'll be including dance for the very first time in rpe I'm not going to say the first time because Lauren Shack stat who's a PE teacher in her aides often dance with the students but this is of course aligned to the standards so we'll be seeing that coming through and then Miss Mitchell will be working with our English language development team on their glass strategies they're finishing up that training that we started last year and how we're going to bring that to the classrooms and I just want to remark on win for just a

064second I'm very glad that you brought that up you know this is such an exciting initiative because that came in last year to have time the personalized instructions also daunting and complex so I'd like to come back with a more thorough presentation about how we're addressing and the iterations we're going through in this really important time for students and that wraps up my report okay all right thank you you know what I mean Just one thought that's why I got so excited about the specialization was there's lots of pros and cons to every argument I just want to focus on the pros just for a second my my understanding is that would allow the teachers to have a more more focused opportunity not be so diffused in their teaching but back to the idea why

065I got excited about win time which is individualization for the student multiple teachers on multiple subjects allows more eyes on each kid giving you more opportunity to understand and know every single child to me that's the same ilk of knowing individualizing education for the students and I think that's where a win really comes so thank you very much I have a question about um please please help me understand exactly what that is and if there is funding that we get with that mandate or how does how does that work we are funded for that mandate and uh we work with right at school on all of this uh 25 of Ms Smith's time is dedicated to the elab program to make sure that the right that children are enrolled and that we are able to

066identify the right group for that um it is uh specific to families that are identified as low income and there's an application process to it that goes out with our first aid package so it's wide open that way and what age level is this it's all the way through sixth grade right one of the reasons I'm asking is I'm curious we it's not necessarily exactly related to that but it's something of concern is um our students who end up being in the park after school as their place to be until they're picked up in the evening and maybe this program will help some of that I'm not suggesting who the students are I don't know that but I know that there's at any time well over 100 students in Holly Landmark as their daycare or

067after school activities unsupervised um my tendency is to want to go out there as a mom and say hey don't do that today you can't be hurting this person obviously not my job but they don't know me they have no reason to listen to me but is there have we because at one time you were gonna talk with the Auburn Police or something I'm very concerned about that it just sort of started last year it was it happened the year before last year's school year was much more crowded and much more dangerous looking and and I don't know I'm I'm very concerned about that so our our conversation started with Hawthorne police but then it went to the city parks uh Parks and Recreation and you know we were looking at some grant money not

068we but Collective wheat in the city of Hawthorne looking for some ground money to be able to support uh Recreation leaders and activities at the park um so there's going to be a period of time I have to get back in terms with the fight we don't have time answers so when or or if they're able to actually be able to get the grant but you know we're going to look at that um I actually did call the chief today we didn't get in touch but but I do want to make sure that we have at least supervision at the park whether it be you know probably not police president but there could be some um some police presence in some ways in the beginning at least some some extra patrols but really looking at

069a more community-based response to that um some Rec leaders and recreation activities there you know that that at least in the sense of the kids don't need enforcement right enforcement they need organization they need something to do yeah that's the goal and so we'll we'll hopefully uh we did get a sort of a tentative tentative interest from the city on that um first starting the school year there so we're gonna but my guess is and from what I recall there needed to be a period of observation where they were able to look and see how many students are there how much staff would they need or how many staff members would they need um so you know I'll push a little bit more on that on that button to see if we can get better

070yeah thank you thanks Eileen thank you I got out of order didn't I yeah good evening everyone um quick Staffing update uh we had our um I'm gonna call it an annual job fair now because we've done it two years in a row um on Thursday August 3rd um and item 10.20 you'll be approving some of the folks that we hired that evening um we actually hired nine employees we met nine folks that data we were able to interview and obviously process over the last few days and those positions included playground AIDS instructional AIDS the new tech Aid at Weisner middle school as well as our much needed substitute food service and custodial staff and so it was a fruitful evening and just great to meet community members that um were able to come out

071I'm also want to thank right at school because some of the employees were actually right at school employees who work for right at school in the afternoons but then wanted morning hours or something in between and so it's a great partnership for them on the Staffing piece of it as well um we you know we've had some late resignations and retirements over the summer so we do actually currently still have a preschool teacher opening and an opening at Weisberg middle school for a teaching position so we are actively recruiting um and hoping before the first day of school that we can at least go through the process of getting someone in place um to piggyback on the new staff orientation after the uh morning uh teachers will be going to the luncheon with WFA so

072thank you for that and then after that they come back here and they meet district office staff as well as the famous now weisburn schools tour it's led by our van driver and director Dr Silvers so we'll be visiting all the sites and and we've actually heard just great feedback from uh new new faculty from years prior that it was nice to just not get to know their own School site but other school sites as well and so um it'll be a great day next week if any board members would like to join please let us know um uh they'll they'll be listening each of the campuses and meet the principals they go on a quick scavenger hunt on each of the sites as well and so they should really find out right it's been

073a busy summer for HR any questions thank you good luck all right I did I did have a I did have a highlighted note for Dr gold but from uh the last board meeting um and I just wanted to review the gem fees really quick uh we we are about uh we always Reserve 50 000 for Dana or Weisberg middle school every year and then leftover from that is about 86 000 in total we're for this year we're at about 136 000 for Gen fees and uh the rate for the gym fees is a hundred dollars an hour so we are we had we talked about that a little bit at board last time that um we should look at increasing that and there's a CD calculator we're reviewing that right now and so ideally

074we'll be coming back in September with some rates that you guys could review and then we'll you know we'll move from there um the other piece to developer fees um again we see this on the miscellaneous receipt report when we received this um so just giving an idea of fund 25 we're at about 764 000 um in the projected budget we were going to hit about 800 000 by the end of this 23 24 school year and those rates are about 3.36 per square foot for residential and 54 cents commercial per square foot so just give you an idea of what that rate is and so you'll see those on the miscellaneous receipts as well other than that we're in the process almost this close to close um and other good news too we did

075apply for a mandate block grant which is about 90 000 of unrestricted money which will go into our uh General funds so that's something that we're excited to see and that the way that's calculated is thirty seven dollars per student so that's something you know new funds that will be coming in that are unrestricted discretionary for us as well fantastic thanks thank you Middle School I don't know when when you got a chance to go see it but we did we had asked that the company comes back USA oh my goodness I was gonna say no so we they have been back I believe they're back five days this week so they started on the front of the school um yesterday which I thought was better I went yesterday and I actually thought it looked

076a little bit better but but maybe not um they did get another chemical and and they sprayed it I you know I I don't know what we're gonna get with it I mean I think we're doing the best we can I know I know we're trying um nonetheless what I could say is is that there's a lot that the power washing is getting that we don't see you know I mean there's the you know residue on the lights and as much guns as we can possibly get out which is a lot but you know the door frame is done you'd be surprised how much dirt just finds its way into the into the cracks and crevices of the schools so um you know maybe not perfect and we're gonna have to take a look at

077maybe the chemical or the company that we use but um anyway they are back in there all week so we'll just continue to monitor that I'll take a look later I guess early next week so it's almost end of the week already I'm I'm behind myself here um I didn't want to talk I wanted to share that that signage is going to go up uh you know we actually are going to have the signage companies and the major signage areas actually they're going to be removing the the current signage so that it doesn't create a you know a bump behind the behind the sign if you will so it'll be pretty flush and installed again next week is is the target you know we'll follow up again tomorrow just to be sure but that's the

078target [Music] all three are getting covered yeah yeah um I hope we didn't miss one but yeah we're there's multiple signs in all the schools you know we actually will also bring back and I think I shared this at the last meeting but we all started doing a review of the Marquee systems you know our marqueeboards so we did get a quotas I think as recent as yesterday um but you know just because of our current bond series and the programming and the budgeting that we've done or that you know noemia said can you please do not add another to our it's our bond program so probably will be a series uh B you know Bon Bond expenditure including some of the other signage that's going to need to be updated which we shared with

079the board in a previous meeting there were several signs that needed to be upgraded and updated anyway um so it's not just because we changed the names I just want to be clear it's not just because we changed the names the signs of Dana have been you know in need of repair for quite some time correct probably because Molly doesn't want another project we don't have money to cover from necessary to say um so just to clarify we want more projects we just don't have the funds because we are moving forward with del-air modernization we are going to include that Marquee as part of this project as well so we'll at least get that done um and depending on where we are with budget and project contingency closer to next year then at that point

080we can potentially release some of the other um Marquis but at this point by adding Holly Glen TK conversion project I already ate into our project contingency and I I don't want to keep doing that we haven't even started design so we'll do The Replacements now and but we might get some of the money we're doing a fast series a if there's funds left over is that what you're saying no we're um we're doing moving forward with banners okay right now which is not beautiful signs it's banners uh however for delaire because we are already at that side and there is funding available for that site we are going to replace a marquee and whatever monuments in the front of the school the the sign so that one will be fully complete as part of

081this this project um however that other sites uh they'll have to just hold on with the banners a little longer and hopefully by like I said next year we will be able to move forward and release some others like Marquis and signs official permanent science versus statistic Banner and part of it is a design I'm sorry go ahead that looks in the same part of it as a design we actually are in the process of Designing what and I was going to actually speak to that as well but designing what those signs would look like because that's a process as well um who's going to talk a little bit about rebranding here in a second but nonetheless so as that happens it's probably going to happen in our minds quicker than what we think you

082know in terms of when we get the money to get it up based on when the design actually happens because we'll have to bring that design to the board I mean obviously we all have to approve the signs that go up and the design that goes up and the logos and all of that stuff you know so there's still a process before we could actually put that permanent signage up good news is that as long as we stay below eight feet for any of these in science they're not to go through BSA so once we come to an agreement of what the design looks like and we we have some proposals then we can move forward with those projects quickly in terms yeah um we'll find money that's exactly the direction I gave to at

083least yeah it might be and we have to find the money yeah so just like that Cabrillo and even at the end there are the lettering on the school as well as the Marquis so are we at least taking off the lettering yes that's what's coming up and then it's going to be covered it's gonna there's gonna be a sign over the lettering the lettering is going to be removed and just to be clear what is our expectation of the length of time that our signage will be banners fear Plus just to be totally fine it's a year a year unless we can find upwards of over 200 000 I mean it's a lot of money and like I said we've already eaten 1.2 into our project contingency that doesn't leave much I understand I'm

084also just concerned about 138th in particular because they've had temporary Signs Now for to enter and this will be a second iteration of the temporary thing and folks are already complaining about the state of that Banner yeah um so I know we're getting new ones and all of that but if there's any way to at least prioritize a replacement of that one I think it would make sense just because that school has had two name changes now right and you know speaking of fees I think we should look at developer fees Yeah well yeah yeah we can talk about this facilities committee and then we can also attach Jason with finding you know 250 000 for us to be able to do this work earlier um and maybe we do it in two forms maybe

085as we don't replace the Marquis right I think we need to just have some time to digest and also I do think and just in my in my humble opinion the Banners are actually going to look pretty nice they're going to be nice better than I get it I I totally get it yeah I agree I'm not I'm not disagreeing that nice I'm just hearing the community feedback that I've been hearing for several years now about since we changed the name of 2013 for the first time and part of the renaming concerns that folks had was the cost of actually renaming and so now I'm hearing that it's going to be significantly more than what we had sort of anticipated so I just want us to be prepared for that conversation I've fully anticipate hearing

086from certain members of the community about that yeah the other part is that the electronic signs were in need of either major repairs or replacement no matter what the names of the schools were right so I think in in the sense of what it costs to rename them I don't want to get lost in the fact that those like the 138th Street school and the cost that we we have obtainable actually I should give credit where credit is due at least has a pain includes those upgrades electrical upgrades to LED programmable um Marquis yeah yeah the heavy costs of the electrical Awards right you know and and I mean we because we did look at just removing the plastic right absolutely right so I think that the opportunity for the brand I was going to

087just say that actual signage itself is more insignificant because everything's significant it was less than cost but what we're seeing the larger number of 200 000 which I think is a little less than that anyway but the 200 000 is more the the major part of that is our electric sign is because Dan needs because of where it sits and we did we actually walked with the firm that came out the signage firm company and it just you don't you can't see it so we need to we need to expand that so a big portion of that Dan isn't going to be a lot more expensive it's really small so taking a look at that and then there's some foundational work to it as well so you know that was something we would have had

088to consider but we didn't consider that when we looked at the renaming because that just wasn't in the car at the time yeah and that makes sense I just want to make sure that we're very clear right why things are happening yeah proposal from another walk the walk the exact exact scope of work so that she can have something to provide the way to consider you're right I totally get the 138 you know conundrum and and in the back and for this temporary side and we need to do better there okay okay that was only number one but I'm gonna move down here um I do want to talk about developer fees you know specifically to the increase I know you mentioned the increase in fees which requires a resolution and a study developer fee

089study we got into it I just have to say you know for um you know I just have to apologize we got into it when Greg was here and he was doing the work and then it just it got lost I have to be honest it was something that kind of fell off the books um we have consulted with King Consulting recently um so we just need to figure out kind of how to re-pick it back up and do it in a way that's obviously that that's you know legal and all of that so I'm we'll continue that conversation with them and definitely they're planning to be here on the 14th board meeting September 14th so we'll have an update to the developer fees and then the ability the board has to raise those fees

090um from from the fee situation share thank you sure um I also wanted to talk about um I want to thank Erica I know that that Rebecca did and I just think it's you know obviously I mean the college I think I've received you know I've received emails and text messages from colleagues across the South Bay about this calendar thing you know I mean it's um pretty impressive the work I mean she was super excited about it rightfully so I mean it was just a really nice calendar and uh very useful you know put on a either on a refrigerator or wherever you put a calendar that for you this this is that bill very well but all in all I mean just the work that's gone into our newsletter you know the summer the

091pictures you know yesterday she was flying drones around the campuses to get some some more uh you know some higher level uh video and photographs you know she she's just she's behind the scenes and constantly working to really really do a good job kind of make our district look good and does make our district look good so just wanted to say that and thank her and to lead into we're very close to the launch of our new website you know someone Nelson you know I'm hoping we're a couple weeks away the idea was to get there September one that was kind of our deadline internally it's our soft deadline but we're hoping we get there I haven't had a chance to review it I think the team cabinet has had a chance to review various

092sections of it uh it's looking good so we're really excited and and it's very well organized I mean that's the part right this website's only as good as the organization of it and I mean it could look great if you have to thumb around for things it doesn't make any sense right it just looks good and you're frustrated so this is just a really really well organized website and I look forward to what we're able to build out of it and then just provide that to our families in the community um I also wanted to talk about how to I want to thank you know the team here I really want to thank Eileen and Bill Saunders and Wendy you know who really behind the scenes put this this how-to together how-to is a series

093of three events or three meetings day-long meetings that we have with our teacher leaders our district leaders principals Etc to really plan the initiatives for the year and you know having the teachers in the room you know this is our first year I think it was the first year we had two full days with the teachers there as well teacher leadership organ coalitions which is fantastic and I mean that is such a such an important part to the to the conversation into the planning um it's something we'll be doing for for a long time so I want to just thank the teachers that were there I want to thank the principals I want to thank you know Eileen you know personally and Wendy for you know really being there and things just show up because

094Wendy's there so it's just this is really nice and thanks to Kiana for for hosting that to Dana we had a nice day there about Edina also Dana oh I'm sorry that's good the the site formerly known as wiseburn Middle School we were it's going to take some time yeah um I just wanted to talk a little bit about what's that that's why we need new permanent yeah all right Tuesday so we also have uh the maintenance the maintenance program this summer you know I think we've pretty much eclipsed about half a million dollars um that we've spent so far various needed um you know upgrades and and you know maintenance projects from cleaning the air ducts you know and all the school sites to power washing to painting and if you walked out you

095know outside of Holly Glen Elementary School or 138 uh Aviation or delaire Weisberg Middle School I mean they really do look great the pain added a wonderful we didn't paint the entire facilities but we painted some key points there the ballards in the front or Gates The Rusted areas we're able to really get those looking nice and so the schools look fantastic um and really it's thanks to police into the leadership with Naz but also you know to our custodial team I mean who just did I was able to walk two of our sites recently and just the level of passion and energy that goes into the summer cleaning is is really something that um I commend them for you know the maintenance team so I want to thank them I'm sorry you know I

096saw you may help I just said well I I met with Keon today just by interception and connected and she also complimented the maintenance team doing a great job and the pride that everybody had in school so thank you just you know it was not solicited it was just granted and heartfelt I did have a question about the doors at the front of Bel Air the blue doors that are visible painting it'll be part of the modernization I would be spending mno money now on a project that for likely replacing doors oh I don't know are we talking about the four on the outside yeah with the new trees which is great the series of view oh they do yeah yeah I wonder can you just give me some paint I'll go paint the doors

097yeah everything else looks good now at least right right okay you know I have not seen it I hadn't haven't been out though but check it out yeah okay so that reminds me like I apologize one of the things that came up when we were doing the measure ee step was the entry points to at Del Aire in articular can you remind us what we're doing about the safety security at down there in particular I'd love to we actually had a meeting we went to Santa Ana Unified about a week ago a week and a half ago because they did a full security upgrade they have a police board so we actually had their former Sergeant who's in charge of their safety um as well as a consultant risk management um who was a risk

098management director of some sort so really wanted to talk about how they created these single point entries um what technology they used kind of what that was but then subsequently I also met with uh a gentleman who does specific security safety upgrades and he's going to actually send a team with retired police officers Etc there's like a whole security team that's going to come down so what will happen they'll come down they'll do the assessment along with the Architects and then that will all be arranged as part of the modernization plan but the the interim step right now is that everybody's walking yeah yeah oh I'm sorry is that what you meant that I went I took it long it's okay I mean yes and because I think folks were folks were particularly concerned at

099at Del Aire because it's it there's not no barrier right right yeah all the front doors are locked uh all the front doors all the campuses um it's not ideal obviously it's a lot of it's a lot of work and we're hoping maybe we can find some solutions soon but but we're uh we obviously it's a money thing did you were you gonna say something I know no it's a money thing but it's also part of the design that's coming up so we're probably doing sort of Hardcore locking doors as in lieu of are waiting for the system that's actually going to be implemented with the upgrade right right I guess what I was saying is I didn't want we don't want to spend money on a temporary like intercom system that we're going to

100just pull down instead we're designing it safe so I think that's your point yes if we haven't made any change at all then people are feeling unprotected the doors are locked yeah and there's a process by which parents can communicate with the school and you know we just it's just the hard part is that then the office that has to get up and walk and check and open the door so it's more of an efficiency thing but it definitely is the doors are locked and it makes for a harder entrance and there's just more we have to do just in terms of what the actual flow will be when we have the time and for the day here too or for the right at school care there was concern about that access also at the

101layer because there's no because of those classroom spaces um [Music] looking at for our future projects in terms of Safety and Security uh at the main entrance or to the administration office they'll have a yeah and we've been working on that design standard with um LPA and we have been looking at potential options different companies different manufacturers uh it's uh it's a like an intercom system uh with a video camera that whoever from the public or a parent comes out to the door the door is locked they can ring the bell uh the office staff it'll pull up either on their computer or their iPad or their phone because they have different companies operating in different systems um and whoever whether it's a clerk whether it's the office manager or someone that might be available

102can answer it they can all hear they can answer it they'll see who's at the door ask the question and then Buzz them in that way they'll have to keep running to the front because I've attracted to that where I go over there and have to knock and you know if she's on the phone she has to put the person on hold and run so it's a bit of an inconvenience but it's currently working because they don't you know you can't just walk in right yeah I think it's just as the school year gets started some of the schools are better than others about keeping the doors locked you're right I'm not going to name names yeah there is one in particular that I know it does not lock their doors all the time so

103just hoping that we you know remind folks that that's the the single security measure that we have right now is to do that and a couple of other parts that come with the Safety and Security aspect that's just the simple point of entry then we look we look at the perimeter fencing we're going to have access control Gates um that we get rid of keys and or people you know copying keys and sharing it with everybody that they have unlimited access to this to the exterior of the campus we're going to move away from that and everything's going to be keyless entry so access controls same thing for all doors and we re-key at Weisberg Middle School the fencing because I know there were a lot of keys floating around with the folks that use

104those for extracurricular activities but it was in progress right can we get that done yes could it be a priority because we've been talking about that for months so when I will since we are assisting right now my team is assisting with them and I'll make sure at least follows up and works with um either uh Todd to rekey the entire campus or or bring in a locksmith we could just do that quickly in Pentecost to see how sure so uh getting back to the safety design is that part of our design standards now do we have those standards we have for equipment uh but like Blake mentioned we're working with some uh firms or Consultants that do Safety and Security assessments which I think is a very important piece and they generally do this

105at no cost of the district they'll come and walk aside and determine the best locations for security cameras and they they bring to our attention items that we would not normally be aware of and these these people are generally retired um like in Santa Anita the chief of police have worked at that district for 40 years so it's very familiar working with schools or the gentleman that like men also former law enforce enforcement yeah this this is one of our highest priorities in the district is the same team but can we as a board and as a public meeting see kind of where we are with this or when you think that time is right that we have our design standards or we've picked out our equipment or we have the the people that we

106want to work with something that we can get a status update for that absolutely and we already have options for selected equipment but we want to get the opinion of these experts before we Implement no that's all good right and I appreciate that you've probably made a lot of progress we're we just I don't know what it is it also sounds like the weak link is the if we get that done before school starts that's in our interests you're re-keying your test yeah yeah is that purpose is it limited to just vice versa I would say it's Weisberg middle and the fencing at 1 30. it would be it would be the three Fields yeah hopefully yeah okay everything except Hollywood I think Hollywood is fine but the other three uh Holly Glenda is also

107had well I think the maintenance staff is the only one that can open the gates at Holly Glen but all the other ones the members of the public hurricane is growing inexpensive but we can't move forward just yet is with the keyless entry yeah that's fine and it's only specifically Bel Air is just that one specific it's a few games yeah yeah what are we doing in the short term for the brightest school at delaire the doors are locked they keep those doors the doors that face the public yeah and they have a different dismissal than and a rival type protocol thank you yeah thanks I'm still in my report all right I apologies to our guests okay I do I do have I just I do have a couple more I wanted I did

108want to share that um we are in the process of looking at branding I just shared with before the last meeting we had a good meeting last week or earlier this week sorry with Erica and team to look at different logo Inspirations in the sense it wasn't a logo it was more of an inspiration behind it I guess that's what designers do but they wanted to make sure that we were on the same page so we will be coming back to the board I think in December September 14th board meeting with some more tangible things um images and so forth drawings to look at um but but I just want I was very very happy with the level of work and just expertise that went into this it'll be a really nice rebirth if you

109will a Rebrand I said when the new website is done maybe Erica come in and do a demo of course of course I think that would be a really great uh presentation sure absolutely thank you um last I just wanted to share we are we are running through uh sort of a TK conundrum right now we have uh we did add a third class I shared this um just because of the numbers and because of the permit versus you know non-permanent students and who are all our students but you know we're at capacity right now in three classes and um we don't really have enough on the wait list yet to make another class we do have some on the wait list we're in this really funny stage right now of do we or don't

110we open another class to couple that with the fact that we just can't find Nisha looked away when I was talking about it we just can't find the required Aid so there's just no and you have to have this you have to have an aid with what is it 24 units or something um you know sort of very standard process or standard requirement um in these these units and we're just not finding we're just not getting applicants and so it's really really and it's not just it's across the board and you if you don't have that person in the room you lose funding for that class and so there's a pretty significant penalty to the district um also we need to watch and really be really keen on that number the 24 so we don't

111go above the CSR requirement our class size reduction requirement so it's just a funny time right now and and just want you to know I will give updates to the board as we get closer it could be that we do need to open up a fourth class we have a place where um we may have to do that to avoid class size penalties but also we need to take a look at whether we can even hire somebody to fill that Aid role or whether we have to do almost a half class just have you know 12 kids just alleviate some of the pressure on our class size reduction so there's it could be a non-perfect solution but but just so you know those are the challenges we're facing right now and really trying to make

112the best decision on several fronts so sorry I was going to say I know in years past that have been like a tkk combined class is that a possibility for these kids that are on the wait list like is there enough okay kids to be able to do a TK sure um so the possibility of a tkk can happen um but with the new uh Universal Pre-K legislation that's kind of the the deciding factor is if we have the tkk we still need that Aid and the teacher still needs to have the ECE units as well so are we hearing the aid is actually harder to higher than the teacher at this point we are fortunate that we have a current teacher that does have a multi because they have to have multiple subjects and

113they have to have ECE units or early childhood units so we have a couple members on our staff um that's it's also on our Personnel report uh Nicole Cornett who was a fifth grade teacher at Bel Air is going to be one of the new new TK teachers at Hall Lakeland one of the few that has a multiple subject and ECE units to qualify so um it's just not that the Aid's difficult to find it's just we don't have anybody right now and we currently actually have two preschool instructional Aid positions open as well which also require EC units so but most folks that have EC units will then go become Preschool teachers right and so they they're not really looking to be eight they probably want to do how long does it take to

114obtain those units uh it's 24 units so it's between six a semester to two semesters depending on how many classes you want to load up on so there are programs from the county there are programs you know we can have folks go to it's a matter of they can't finish them before we start and this is the year that the requirements have to be in place last year was kind of our Gap year where we were okay if we didn't have anybody everybody need requirements so starting August 1st 2023 everyone in those TK classrooms have to meet the requirements I read an article I don't remember it was an ed Source or something about LAUSD having a program where they were training parents to get classroom units to put them in the class to get

115these credits to put them in the bank I'm not suggesting that that's the best model but I'm just curious what else what other options do we have yeah I mean I think La unified is maybe doing their own program Lego has programs as well but the district can help support folks through those courses all of that um it's a matter of folks having interest in it and um just the time frame we're in right now being August 17th yeah I mean I do think that we we did talk you know we met with cabinets today we need to look at very creative ways to make it you know I guess more attractive for people and maybe make it more possible for people to get these units and then provide service because we will need tkas

116for a long time I think the problem now is just that this number of students that want to come in now it's kind of late in the game um you know it's just one it's just it's a timing and timing space it's all of that it just and we kind of knew we'd maybe be in this situation and we're interested in a gray area we're on a fence and um we're we're gonna we just need to monitor enrollment and see what see what we can do and there's some solutions they're not great but it'll be a solution and it will we'll get we'll get to something um we're all competing with students four students everywhere not having space for students who are interested here doesn't help our future ability to capture those students you're right

117um so I wondered if there's one last thought right in school or any partner companies that would be more expensive but do they provide an option for us here and I know Nisha was reaching out to scoop to a couple of other agencies to look at that right at school may be an option because they do offer preschool with other districts so they they may have folks that that do need the ECE requirements super weird um under a mandate to provide for these students right so we can't just stay with these 12 students sorry another promise that these are not resident we have not turned away any Resident students right all right are permit students that yeah no I didn't mean it that way you know certainly not I was a permanent family I know

118what that is um so um I just meant anyway we have to do yeah and I mean it doesn't help too that La unified started a couple days ago so we don't even know whether these 12 students they may have started school you know they may be they'll even if I not want to leave that so we just and those are things that you know it's like you don't want to call that family today and say hey would you be interested you know I mean we have to really make a decision internally so if that was part of our conversation today is um kind of putting the right things in place to determine you know their equipment needs and all of that you know the support class at that level there's just really a bubble

119that we just need to explore a little bit longer a couple days all right thank you just five more things Nelson I'm just kidding all right let's go to 10 items motion on 10.1 Joanne second second Rebecca all in favor aye aye fantastic 11.1 action item General this is the um uh resolution um like mentioned this earlier this is for the citizen Bond oversight committee um kind of consolidating where they would have also have some oversight uh not only on our Med Bond measure ee but along with measure CL um and that's been approved uh by illegal or in coordination with our legal counsel so do I have a motion on it so thank you Neil uh Joanne all in favor aye um action items facilities they just take them take them individually uh 12.1

120Award of agreement polyblind Elementary this is in transitional TK classrooms uh no let me mentioned this in our presentation um and this I believe is to court in I'm not looking at it here in a second graduating the second um no motion thank you next item is the adoption of resolution 23 24.04 approving findings under government code section 42.17.10 and 42.17.8 that it was through actually this is the approval the Energy Services um and legal clarify this between Whitesburg Unified School District and site Logic for the purpose of design construction insulated and operation and maintenance the renewable energy generation energy storage Energy Efficiency and electric vehicle charging measure that selected District sites we left out uh we agreed I looked out the agreement purposely and the link is going to clarify that I was just

121going to move the items so that we can we can have discussion on it [Music] so I'd like to move the approval of 12.2 with the amendment to the resolution that we strike sentition to which was the approval of the agreement itself I would add to that we would want to also amend the title in 12.2 and at least uh acknowledge that I have a minute so we're basically approving findings we're adopting a resolution number 23-24.04 approving findings under government code section 4217.10 to 4217.18 and that's it and then the rest is stricken um and that's the motion I made okay and then also you know just uh just to further clarify in the actual resolution itself um which did exist on my screen here at one point it is uh we're actually striking that

122first um sorry it is section two section two right so whereas the district approved the other is thank you ladies uh right that second Warehouse close I won't read it but it's a second Warehouse clause and and down below where it says section two that's the whereas is that by removing that yeah and we're not negating these issues they just don't exist they're not right for voting they're not ready there's no agreement yeah okay so I have a motion you have a second thank you all in favor so we have the site logic team here as uh in your package we have provided to perform us for your review even though we don't have an agreement but we are negotiating so uh hopefully by the next meeting we'll have something to bring to the board

123for approval um this is a perfect opportunity to ask any questions um the two proformas are your best case scenario and your worst case scenario the worst case is at 90 generation factor is the first document that I put and the second one is the the best case um you guys wanted to figure out what the cost would be in the savings and ultimate savings after lease payments should we be only generating at 90 which is the performance guarantee and further to add um I at the last meeting I can't remember which board member asked me to contact UM other districts to determine what their question okay so bad he's out here so we'll share with him uh so I did I contacted our pampering districts plus the districts I've worked with the past I

124reviewed the contracts again and it's the typical performance guarantee has been anywhere from 80 to 90 and most of them stay below 90. side logic has been the only company that will guarantee 90 I went to another large company even Pac West Pacific West and they said no 80 to 90 is what they'll and they don't give you a firm number either um I spoke to Long Beach as well they completed a lot of solar projects and they're getting getting ready and their their new Bond to issue some additional solar projects and they have been told the same thing it's anywhere from eight to nine percent so uh off the top we're already been in a better position because we have that guarantee in that that is one of the items that we're negotiating um

125that in it inside logic has agreed to that to include that in our contract that there is a guarantee of 90 and should that not be met they would write a check to the district to pay for the difference the other thing that I was asked to do most likely by by um Roger was to contact for references to get some of the districts that have worked with side logic side logic provided a very comprehensive list over the last seven to ten years 15 different projects ranging from about two million dollars to 30 something million dollar projects I contacted three school districts that were in similar size to our project and I got nothing but great reviews I spoke to um Cutler Orosi Joan Union School District in Tulare County uh it's a 7.1 million

126dollar project ours is about 9.4 it's solar projects at five sites it was completed in June 2020 and and I spoke to the superintendent directly and she had nothing but writing reviews about the side logic and the entire team said that they weren't incredible to work with her and the CBO both of them were very skeptical in the beginning they they didn't think that they were going to realize the savings that they were promised and because of that her CBO is always on top of reviewing monthly what the savings are and to this day they they have realized and exceeded their projected savings so much so that they are getting ready to issue a new solar project I guess they're building an aquatic center and they'll be adding a whole new solar carp or carport

127as part of this parking lot project so very happy I also spoke to Jim sellers the director of facilities at Menifee Union uh School District that was a 22.1 million dollar project it was completed in 2016 and um Mr sellers said that cylogic was a pleasure to work with that zylogic is constantly monitoring solar generation on a regular basis and they're quick to replace equipment if something goes wrong they also clean and maintain the systems regularly and according to Mr sellers generation has never been under the performance guarantee and then the other District that I called was the Panama Buena Vista Unified School District I spoke the director of facilities Mr Johnson a 30 million dollar project completed in 2017 and again nothing but great reviews for that side logic so I think um we're

128definitely moving in the right direction uh hopefully we can reach an agreement very soon but if see what you guys want to speak to them I guess I will say something after all right so you know yeah so what's that it said you already declined I know so uh yeah you know we we're working through the contract but you know 100 uh confident we're going to get through that everyone understands that you know there's some sensitivity with deadlines and schedule so um you know we're working through that this is par for the course this is how it goes every time so uh so nothing new here but uh we're really excited to get the the project underway and move forward all right so a couple questions if I may just looking at these performance sure

129a couple couple clarifications this has reduced from uh what five sites to four seconds that's correct yes um thus significantly less generation and less construction Etc sure does that affect the IRA contribution uh yes it will because uh the total project cost will will be reduced right so we've eliminated the do DaVinci um but the percentage will Remains the Same based on the total project value we have not precluded the possibility of this of 201 adding at a later date and it's still under yeah and we're working with DaVinci with those folks as well and that's that's something we're continuing to work on on um simultaneously and so we're working we'd like to move that forward as well too to make sure you know we're not jeopardizing the IRA yeah what I would always be

130available for that as well yeah absolutely okay yes um what was that you probably we knew what the total was for the five I guess it would probably be pretty close to what what now there are slightly higher the iris slightly higher because we are pursuing uh American made materials which that increases the the fun amount no I really appreciate that uh recalculation to include U.S made materials and um for products how are we saying and it was pleasantly surprised that that actually uh was offset the cost of that was offset by the increase um through the IRA so that uh obviously I felt really good about that because as it had to be responsible for adding more costs but it seemed like an important change so I'm really I I think it's a win-win

131for everybody and money's coming from the federal government for that um in looking at the two performers best case scenario versus worst case scenario assuming we get the IRA we're talking a 20 million dollar net positive over 30 years versus 17 net positive over 30 years not really a terrible difference there um assuming we get the IRA I mean that's not meaningless money but three billion over 30 years is not bad material correct and it's it's still savings a huge amount of savings so the numbers still work no matter what and um when we do bring the DaVinci district office solar project those numbers are going to work just as just as well because I think the last time since the last board meeting you have been able to side logic have been able to

132identify at additional locations for um to increase that to almost 100 percent correct yes yes that's the do and DaVinci as I combine combined side we would treat it as a separate project not to delay this one because this guarantees this these four projects moving forward since we there's nothing else holding up other than the contract um that way we don't risk losing everything because three million dollars is three million dollars so the real difference between the two performers is the difference in 100 production and 90 guaranteed if we came back and said we could only guarantee 50 well that Delta between the two performance would be that much greater but because we've stepped up and said we're going to hold by the higher level of the you know the industry standard at 90 we're

133comfortable with the products we're looking at the installation you know everything from the climate zone the modeling we've done is that really you're right the only difference between if Ira included the only difference between the two performances three million dollars and that's because we're stepping up at 90 percent so the IRA that's listed here on these two performers is why to this project only only this project the first experience yes and we gave you um Tim carty also provided enough on the in the same performance which is the the worst case scenario we included a column for should the Iran not come through there's nothing that tells us that it shouldn't it's a IRS um it's code uh but he just wants to be conservative and give you all options because since we were contemplating

134worse worst case are there deadlines that we need to keep in mind so what are those sure yeah um so the inflation reduction act we want the system to be fully completed and online before 2025 to not jeopardize the inflation reduction act January or December of 24 January 25. the new Administration taking office after January 20th right yeah exactly yeah yeah that's assuming that is the first thing on the agenda that they want to change yeah yeah and then there's an additional deadline as well so so you were grandfathered in at the Nim 2.0 tariff rates and so we have 24 months from the time when that was awarded uh to have those systems online to to recognize that that uh grandfather's right as well and what is the expected uh construction time well we

135we it's going to be a stage construction so the schedule is going to be based on operational times and school access um so we do intend to have a role in construction and but we were intending on starting in April of this coming year and be completed by Fall 2024 with just the construction piece there's still the interconnection what takes longer we have to wait on the utility company but the actual impact or construction would be from April through early fall 2024. okay and online by the end of that year to the end of uh winter recess I guess or to the end of 24. you first had mentioned that one two concerns with the American-made product one was cost which we've addressed and and issued the other was potentially availability that is still a

136real risk uh availability so you know as this moves forward negotiated agreements one of the first things we're going to do is be if put in the PO lock it down our allotment of those modules and then we'll be able to report back to Noemi that hey we've secured it here's our guaranteed delivery date we're prepared to take as much as we can for this project when it becomes available even if that means storing it for for a month thank you thank you thank you all right Wendy did you remind me I lost track who did we have a second I think we did emotions foreign yeah all in favor all right all right I have 12.3 and one of these sleeves back pre-construction Services agreement the wives DaVinci School CTE Studio phase one project

137to Erickson Hall construction do I have a wheelchair motion do you have a second second thank you all in favor hold on are we going to see this or is there anything to see no no no no I okay let me clarify a question this is actually a cost borne by Da Vinci because we have a 1.1 million so this cost would actually come out of the grant money that we received from the state so so we will see it on our books we'll have to bring it to this board for approval but it would be the money group receipts because of the project absolutely president you wrote the grant to the CT the CTE Grant we have it in our you know but if we don't keep going with the project what happens to

138that money what to send the rest of it back that's the rest of it yeah okay that's correct I was clear in case there was any questions no I think I'm good I get it all in favor I also noticed Mr Scott Hammond for emergency audience congratulations and we look forward to working with you again thank you so much for the opportunity and we're really grateful thank you thank you absolutely our experience with all you gentlemen and thanks all gentlemen ladies here last time it has been really good so far uh Harrison Hall we were in the past did a great job for us so thank you very much thank you all congratulations next item here is action items for fiscal do you have a motion or items here 13 1 through 13 items Hamilton

13913 1 2 39 if you win a second I have a second and then I have some questions right um thank you Rebecca questions um I just wanted to give Dr Hasty an opportunity to address a comment that came in on our uh board uh share your thoughts this afternoon about um 13.3 and there's a question about the cost of those units and whether they were the correct ones can I defer to a mirror on this one do you see the comment yes great thank you thanks Amir you're welcome hi good afternoon well I did receive a comment I'll read it it's a lot of the comment thank you for the environment I mean I don't think we need to we should read it you should read it you could just respond to it yes

140well they're coming to have about the plan is not the devices we purchased it's not about Food Services we're planning to utilize our resources in industry in the long term let's say food service has decided to cancel for any reason and we want to utilize the devices for a stem program or robotics program that device is capable of handling those loads this devices are capable of handling Wi-Fi 6E which you are planning to implement for doing other means to upgrade go to faster internet connectivity modules on those devices that have a long life the CPU on those devices that in the comparison the one being suggested in the comment is released on actually to end up datasheet 2019 which is discontinued the one we proposing it's actually quarter 3 2022 it's launch which is kind

141of recent and the newer generation of CPU because they have a 19 hourly news at three or four non-americ technology they a lot more polar efficient than older generation the comments suggested eighth generation of Intel processors they won't be such as the 12th generation it's a lot more power efficient and more they have more democratic on it which is that we measure the heat associated with the kitchen they will stand the Heat underneath those number of options are going through average look at the other school district and it's allergic to work within the past they're all using Microsoft surfaces because of durability and reliability and portability and weight putting carry it and I did a lot of cost analysis they want to suggest that suggest that it's 1778 cents and 99 78.99 I don't know

142it's an included tax or not assuming it has included the tax the cost comparison come up to two thousand two hundred thirty three dollars in total you know really cost analysis we can go with it three or four years older generation say two thousand dollars or we can get the recent one with the two thousand dollars it doesn't make any sense to me next time um yeah I have one other question which is um timis nazarella about the the um npas and whether those were continuations from agreements from this school year or whether they were whether these are like in anticipation that there might be a need ing everyone of course but good evening everyone they are um anticipate well it depends so um they mostly are a given particular one you're referring to because

143yeah I know just any of that I was concerned there were a couple that it was clear they were things that like we were providing because like a student had needed it last year and so we were continuing it so could you differentiate those for us um if you go to I think the colleges in general the question is more I think if I'm understanding correctly is you know yes the planning was for continuous students continuing students but there's also a buffer that Jays we have to have about Virgin I mean there's going to be more need and I know Jason and Peggy work I want that relatively be and we're going to try and get as close all right um Salient and Scoot our staffing agencies and they are it's uh we Salient is

144a finite amount for that that bum out but the school is in anticipation of potential more need we do have some still some vacancies that we need to fill for instructional AIDS um the other non-public agencies and the school are for an existing need does that help yes okay yeah there it is we've uh seen over the last school year several settlements and so I was curious also whether these were in continuation of needs based on those settlements or whether these or other we have two and I think it's 13 8. seven that's seven seven or seven those are settlement agreement okay okay and you've approved those already those are pretty prior approved agreements and so those are the services from those agreements yeah that's what I wanted to clarify yeah I tried to break

145them down so they were separated according to uh different needs yeah I was just going to say one day I know Dr Goldman you've asked in the past was you know to provide more of a instead of coming towards the end of the school year with the surprise how much we've spent um you know that we come with a more like sort of a I'm not going to say a scorecard but uh that may bring up other questions or other comments but no but then we have some sort of uh of gauge that we provide on a more regular basis to the board you know cost to these particular contracts so I think uh Dr Hasty's been working on that yeah so so budgeted for we break them all down by object code I'm not

146going to get too technical but um we're really looking at those five thousands which are other services in the contracts of special ed just give you an idea 2324 adopted budget for the 5000 loans we were at about 2 million and 57 000. so we're really tracking this what you're going to have at the on the this board agenda is about 1.7 and so we're under that number but you're right it doesn't include all the you know if we have a settlement so we've put some numbers in there and right now we're about 1.8 for a budget and we're trying to come in under that 2 million and and hopefully reduce at the end of the year so that that's the goal here and we don't want to over and cover funds and you know

147we want to monitor so um you know we're working together so quarterly you know quarterly we'll be looking at what actual expenditures have gone out where we are and we'll have those uh guidelines around that and for the maximum speech those contracts thank you good actually but we do have uh you know the start of school first day of school is on August 29th on that day we also have our Welcome Back event so we'll have our our opportunity to to welcome back all of our teachers and go through our district priorities and so forth um Eileen already shared next week we have our new teachers new staff coming back or sorry I share that um but yeah I mean uh that that's it's really all the the get back to school type activities right

148now and and really highlighted by our staff coming back and then and then of course our students on the 29th thank you everyone
