001good evening everyone welcome to the Weisberg Unified School District regular board meeting of June 22nd 2023 and probably this meeting of order at 501 pm Wendy do we have any comments on closed session items thank you CNN we will now uh codeine and close set we'll now go to closed session and we will really open session at six o'clock am thank you good evening everyone welcome to the wisering Unified School District regular mortgage June 22nd 2023 I'm calling this meeting order at 603 pm so tonight we have a relatively short agenda we have a public hearing on the Mr cell cap and also the district's budget we have three special presentations tonight first presentation is from Dr Eileen Harback on invention conventions second presentation will be from site logic writing and solar feasibilities uh assessment
002or district and the third presentation will be by naz a program bought a measure ee program update with that Wendy could you please take a local Dr Goldman here thank you and Jason would you please ready begin I pledge allegiance yeah yes right we have no action items the report uh from both section closed session tonight and now we move to the adoption of the agenda we have a motion thank you Joanne thank you all in favor all right fantastic great alternative overview now for public hearing uh sure we uh prior to the board adopting our district Hellcat and District budget we actually have very much amazing voice was allowed um and and just in preparation for bringing to the board the two major documents that will bring on Monday morning at 8 A.M um
003our budget for next year as well as our district lcap uh we need to hold public hearing so we are going to hold those public hearings Irene will give a little bit of an intro and presentation of all is that correct presentation I've never had this baby crowd for an lpaper so the local control accountability plan uh is a three-year plan that describes the goals actions services and expenditures and so forth all of our food outcomes here in the district may also address our state and local priorities foreign we'll be looking back at how we did during year two and I'm looking forward to the Brady will also look at the local indicators and these are um a part of the California dashboard that I'll I'll touch on we are mandated to present that to
004you at the same time see all cabinet of course follow the budget so the ocampus is put together in a certain order we begin with our What's called the Bob or the budget overview for parents with uh Dr AC we'll present that later we also have a plan summary kind of gives you a synopsis we talk about how we engage our educational Partners we offer metrics or measurements our goals our district goals actions how we increase or improve services for our foster using Learners and some students based on supplementing and then action tables that talk about how we're going to go forward with those plans everything that we do in this plan has to relate to What's called the state requirements for the ocap and these are actual eight priorities so you'll see more than
005eight out there on the in the white print but that's because they are repeated and to the left they match identically or a match in spirit with our district goals our safety equal child full uh Future Ready Canadian collaboration and organizational strengths so in creating these uh assurances or goals for the district we took into account the eight State priorities and these goals represent uh our lcap and how we uh organize it and set up our actions so the Yellow Cap is a iterative process it goes on all year and it's renewed each year we start of course by implementing it in September October with our goals and actions evaluated throughout the school year we identify our needs through our stakeholder engagement that I'll talk about in just a minute we measures our metrics we
006do that continually how are we doing we refine it and uh through our stakeholder engagement and then tonight of course we look at it for a public hearing and we'll adopt it on Monday so with our educational partner engagement I just want to point out that this is probably some of the most important work that we do all year and it's uh it's our way of Outreach but it's also inviting in opinions and ideas from our parents our students and our faculty so we go on the community with this too and you can see we have meetings there throughout the year we start in January with our surveys and go all the way through May and this is an ongoing effort the Highlight is slipping backwards from this past year we were able to maintain
007our counseling supports TK through a with a fairly robust counseling program across all four campuses we also continue to focus on our mtss strategies our tiered approach to both how we work with our teachers and how we work with our students we had a time to look at our student data because of access to it which involved keeping a coordinator of data and assessment we are able to support our teacher in area math we brought in consultancy for that at the elementary and the Middle School we were able also to keep our elementary visual education program this program allows our students to have a very full PE program all the way from CK through 8th grade also allows our teachers to have what we call a teacher collaboration time and that happens all the kids
008are out of e and our teachers gather to look at instructions through data finally we look at having our coordinator for diversity equity and inclusion we've been able to maintain that position very important to us and also grow our teacher coverage I just spoke about that but it does tie into our goals for English Learners here on the district as well going forward we have uh updates that came from our educational Partners we saw that in reviewing data data that we do continue to have a learning Gap with our socio-economically dispatched students in both reading and Mathematics uh in in addressing this we've created a brand new position next year in elementary math specialist and it's an included mealcap we've completed the adoption process for uh next year that we will complete it for a
009new math curriculum resource we started that process this year with a math Community second semester I will continue that next year we also are going to continue with our tiered reading intervention for our smallest children our earliest readers and also that PE program for Teacher collaboration and one thing we are growing is our stem program TK through five you're going to see great things happening there with robotics and great plans going on there for stem in our elementary schools in terms of our social emotional needs we saw that we have to really continue to address this we want to increase children sense of connectedness we saw this through the California healthy kids survey results for 5th and seventh grade nature we're hoping to expand that survey to include more grade levels this allowed us to
010identify the need to continue funding for counselors and also to support those Positive Behavior Support teams on campus by creating more airspace for them to meet and plan for their students and finally we want to increase that family caregiver irrigation and partnership you know as much as we know everyday enjoys putting on websites and looking at things we really want to get more feedback so we're going to go a little differently with surveys and how we'd open up our meetings video Gap next year so future planning this is year two we just finished we're going into our year three and that means around January we'll have an update for the board that will pretty much close out this LC app um and then we'll also simultaneously be creating our new lcap our new three year
011old app so we're going to shift our family survey a little bit we're going to align it with the student survey the California Health and kids survey this year we were able to do that with the staff we used to kind of bring out the kids survey for staff and we're going to align that along with the parents and students so we understand where everybody is with these questions or the data is just horrific maybe yes and see that's online to California survey we're also going to increase our educational partner participation by having goal-centered meetings at the school sites where parents can kind of talk about safety or they can come and talk about future ready needs of their children instead of having more of a smaller committee we're going to go a little bigger
012and we're also going to continue a smaller and more personal means of ptas and our famous student focused at Daniel Middle School which is always very eye-opening so that's our lcat for the year local indicators again we are asked to bring that to you this is not part of our lcap and it is not something it's a non-concent item tonight but it's something that every school district and charter school is required to do it has us look at our own data and then we mark on it so again very similar Focus areas for this basic Services which has to do with textbooks have quick facilities implementation State Standards have to do with how we bring forward those standards and that ties into PD and how we offer seizures a chance to continually grow in that
013area parent engagement are we seeking input are we doing a great job with our parent participation School climate how are the perceptions and that's what California healthy kids survey again and then access to a broad course let's say that really is more of a high school um focus area it has to do the a through G requirements or pre-college college-bound requirements but we do look at that seriously and we make sure that every child in our district has access to music PE and all classes and then this is the dashboard this is where the local indicators live if you haven't been on the California dashboard you can take time to do it I have a website here at the bottom it's very interesting it's more specific information not just about test scores but you can
014see student populations you can see chronic absenteeisms Centrum rates and more it's all there now if you go along now you'll be looking at last year's data this data actually doesn't come I we don't submit the local indicators until September and then it comes live around October when you see um each of those and I think I explained each standard in that that doesn't mean that we hit a bar it simply means we went through the process of reflecting on these areas and so when you click on there you would see a narrative about how we can each of those areas and that's the local indicators so tonight's our public hearing next we'll have the board approval on Monday and then we do send an email cap and a budget and I'm going to go
015ahead and give it to Audrey's thank you for the presentation so we'll open the public hearing for the 2021 through 2024 District Health cap at 6 15 p.m and uh if there's any comments or questions Now's the Time yes sir I actually got a question about I know we've got an emphasis on that which I'm pleased to see I wonder if you can talk to us about I know we have the curriculum development we have the specialist hotel and calling person how does it get to the teacher how does this get to the student and what expectations we have issue so in all cases we start with our value Coalition at each campus and that is our site-sensitive leadership teams and our principles to find out what they need we also look on data through
016saranisms who coordinates all of our data to determine where are the needs of the high knee areas so by bringing in a specialist someone that has the experience in this and I just want to find out these are very difficult positions to fill uh for mathematics but this specialist will be dedicated to certainly TK through by so she'll be working with the teacher during that teacher collaboration time with coaching in the classroom she runs the math committee and she'll be a spearheading the adoption of the new curriculum for our math department all based on teachers is there a is it fair to say there's appreciation by the teachers or the emphasis on this and come here I would say yes all teachers are very interested we had great training at this math committee uh terrific
017uh input from them it's also High interest with our staff so we are looking forward to and and the middle school as well is bringing in core learning which is a consultancy group to work with their teachers and about six teachers there so a smaller need in terms of having to bring in a support coach I know dollars have an entire appreciate voters thank you thanks Eileen you take material that could be in comprehensible and make it applicants alone so thank you very much for that and not only do you make the information comprehensible but why it's important to our district so really thank you for how you approach giving us information really appreciate that happen to hear a report recently um I didn't hear anything about education and you can hear good news and
018bad news or a lot of different disciplines and way things are presented but it was interesting that um this information and I can't quote the study but it had to do with um online learning uh and uh sort of verses if you want to call it that in classroom learning and how much our kids are already on screens and how much uh we may depend on computers or in classroom learning to the uh extent that there's less interaction personal interaction either with other children or with the classroom teacher um you know themselves so do we in the lcap does any of that come up or how is in classroom versus um you know sort of the personal instruction I'll call it that as opposed to the screen learning so personalized instruction is key to what
019we do and I think that's why you're seeing such a um our teachers embrace the workshop model I'd have to do with writer's Workshop CGI Hands-On science activity system activities these are all uh free of of computer time I cannot say that where teachers are into two manipulatives with theirs and also a growing uh voice and choice for students or they have to make their own students explain their learning these are all things you can't do on a computer uh so I think the anthis is there and it's not just in elementary all the way through Middle School um you're seeing growth in that area and you know kids I think really are appreciative of it they're having more fun with it probably than sitting by themselves I would argue too that the edition of
020PE and music instruction for all students TK to five has been a big help for that as well although it's limited you know yes we've got one or two days a week so it does offer that outlet I really appreciate that because we we have to have some combination of both of course and it is important that um we talk about that and that we pay attention I think to that sort of uh division of of how instruction is actually handled and how learning is actually yeah and I appreciate that you're doing that thank you do we have any comments or questions from the public or from anyone possibly joining us online UMB yes um seeing the school news I've seen a school news we came in we haven't had school news remember School news
021it was really great we got to hear all about everybody in the district and you guys got the right stuff and we got the right stuff and everybody got to read it and we got more informed so I guess I'd just like to say I'd love to see that again thanks thank you all right see another College the public hearing at 6 21 PM Wendy and Dr Hasty Euros with this presentation on the 2023-24 thank you okay good afternoon everyone I'll be presenting the 2324 annual budget um we'll be going over the general overview of in the context of the financial reporting uh the assumptions we made when we made the decisions on how you know we designed this budget also the overview will be shared on revenues and expenditures and we'll also be sharing
022an annual uh budget nyp which nyp stands for multi-year projection it shows uh what we've shown the current year or the 23-24 year and we'll be showing the two years past that and of course I'll also be showing the changes from estimated actuals of this year where we're projected to land and then we'll be comparing that to the budget adoption for 2016 board um and then we'll be looking at the other fund changes outside the general fund so the information I'm gonna share with you at first will be all about o1 which is our general fund money and then of course then we'll go into next steps so the sub we're at now um you'll see the red circle estimated actuals and budget option July 1st I'm not going to read all the words on
023the slide but the most important ones are at the bottom I say even the most carefully prepared budget is just a snapshot in time um but just do change regularly um and we do pull what we can to make the reports and projections we can uh and there's another very important one look at the red star most important thing um what we are presenting today to uh you you guys is a positive certification uh meaning that we will be able to meet our financial obligations and the current and two subsequent years that's very important um and again what guides the assumptions uh we work very closely uh you know attending the informational uh programs that civil services puts out and read the Publications uh we work with the Los Angeles County Office of Education they
024provide support as well we review all our current revenues expenditures eight we look at historical Trends and we also look at Future Trends as well it's what can impact us down the line um also we look at the lcff and we update the projections as needed with the revenues and then of course there's always the attendance we pull the attendance and that determines our uh money as well so the assumptions for this budget you'll see um you'll see at the top we assumed an 8.22 cost of living adjustment for the 20 324 year and then in the multi-year you go out you'll see that 3.94 and then 25 26 is 3.29 and then as we go into uh the reported CDE that's our Ada uh 2342 Ada again roughly around 94 something you know we
025want to increase so we're going to work to do that um and then the other one uses that acronym Upp that's unmuplicated pupil percentage and that's our uh that's 37.5 percent those are students that are uh what we call those social economic they might be English Learners they need some um some you know criteria that we're going to provide extra support to them um and then of course um calstrs is remaining steady at 19.10 1910 and that is someone's old steady throughout the next two years however Calpers you'll see the increase from 26.68 for the current year all the way into 25 26 at 28.3 okay so this just gives you more of a conceptual look at our total revenues um and you'll see there the total revenues top right 38 million 686 910 000.
026um so so yeah 38 million by 686 910 sorry um and then we uh you'll see the 70 lcff is the biggest uh proportion or you know part of our revenues we get into local revenues you'll see that's more like if you know about measure CL uh money we're receiving locally Foundation money uh we have state revenues which is 16 um that could be our special ed State revenues and also uh you know from anything from in-person instruction grants uh we get into Federal revenues which would be our categoricals and um you know like titles uh for expenditures this is a breakdown and the most important thing obviously the the global expenses we're looking at 38 million 482 a thousand nine hundred thirty three um but really if you take that certificated salary so 42
027classified salaries of 12 benefits at 22 that comes out to about a total of 76 um which is a symptom of good fiscal health I mean that is good practice we want to continue at a 76 rate with um salaries and benefits for our employees so uh in the other areas you'll see the other alcohol within cap out but the most important thing are those three areas and so here's the the what Dr hardback talks about with the bach or the budget overview for parents um this is part of the lcap that will be in there the most important just again it shows it in a different way you see that 70 of total lcff funding on the left side but then you break that apart and um I want to really Zone in on
028that piece of the pie that's our unduplicate account what I talk about with 37 point uh 37 um yeah and so that was um at 1.8 million you'll see there so that's the money is generated and in the lcat that would be our contributing actions for those students to help them close the gap so here's our nyp for revenues and uh you know I'm not going to go through every number but we'll go down to the break we'll go to the unrestricted and that's really the focus of here so if you look at the bottom left um and it says total revenue unrestricted you'll see 30 million 577 and so as you move to the project you know to the next year the 24 25 or projected about Revenue will be at uh 31.342 and
029that's a bottom left pink box and then you go to the next unrestricted where you see that 32 million 38 000. so roughly about 820 000 um increase over the three years for revenues or I'm sorry 1.2 that's 1.4 out of this 1.4 um however you see the unrestricted or restricted sorry um kind of goes down a little bit and uh and holds steady and again you know as we have some coping funding that's lying down over the years expiring that's our restricted money so expenditures I'll take you to kind of the same pathway if you look at the bottom left and get into the unrestricted and look at our expenses total expenses over uh the multi-year projection and that's really uh the bottom one you'll see 23.4 million is uh expenditures again the money
030we were going to be spending um for the 2324 uh budget adoption that's unrestricted and as we go over to the next one unrestricted we're at 23.9 and then you go to the next 25 26 where you see that 24.289 and again that's that 800 about 820 I think a thousand dollars of increase expenditures over the three year time and really we focus on the unrestricted because you know that that definitely shows the true fiscal health of our history okay um fun balance so the important slide here um just to kind of give some basic definitions we got our Surplus deficit that is those two slides I showed so if you take um the total revenues subtract the total expenditures you would come out with 7.1 million that's that top left number and of course
031our unrestricted you'll see a negative number and so that means that uh you know our what we're doing we're not uh we're spending or we're spending more than we need we you know for our restricted so we have what we have to do then is take money from our unrestricted over to our restricted to cover that deficit and so that would be called and I'm going out of the next line and that's our contribution and I also combine that with the other in and out so now explain what that is the contribution with that 7.8 makes up about uh 1.1 for example is our routine restricted maintenance um we have about another 4.3 or so that would be our around three million for um sped which um so we get money for sped but we
032you know we have expenditures to go the money we go over the money we receive so we have to pay the difference and so we bring that money over and that's why you see that 7.8 we bring that over what we can't however there's a 205 000 there I want to point that out across the line um that is an assumption and as for uh our Enterprise program the preschool program uh we did and we do have plans we did increase the the tuition there for um starting July 1. however we we can't assume that until it's realized so we have to assume that we're going to maintain this until we realize it so hopefully as we move forward into the next year we'll see that decrease in that contribution though it's not dollar for
033dollars of statutory requirement that we've moved out of our unrestricted for routine restricted maintenance for idea correct yes um and then I want to get down to uh really the highlighted portion of the three percent reserve and that this is most critical piece uh this is our statutory requirement that we maintain a three percent reserve and it gives us our certificated status if you will so um you'll see that goes from 1.16 all the way to the 1.17 which is good um the leftover is what is left at the you know bottom line and so for the 23.4 budget you'll see the 1 million 38 and as we go into next year that will be dropping to 387 000 and then we get down to eight thousand seven or eleven one thing I would note
034about this I mean is what was that is going uh you know we do have uh you know we do have about 10.9 Reserve this year when you count our other funds um that would be fund 17 and I believe 20. uh and so so there's something to be said for that also we're not at closing yet so not that it's going to be a major change but we're not closing it so we could have some changes that will affect that bottom line there uh and then of course we're also exploring other options we talked uh you know redevelopments agency funding we have some restricted money that we're looking at how we can better utilize that to support our overall fund balance okay here's a compare comparison from estimated actual ones and again where we're
035estimating we're going to end up at the end of the year and then comparing it to the adopted budget so uh we'll go line for line but you'll see uh we have a surplus or a difference a positive of a 1.7 because of that 8.22 Cola increase and as we go down um you know some of these things are explanatory with Federal Reserve to see the reduction of covid Revenue and categorical um I can go down to the expenditures I mean we've had some reduction of positions uh with restricted as restricted funding while I'm down and then we get into uh really this total surplus of deficit where we're uh we're seeing that Navy of 1.7 but again we've had expiration of the one-time funding the other thing too to note is the reduction we
036had roughly a 32 reduction in the Arts instruction Grant and we had a 50 reduction in the LR EBG which is a learning recovery emergency block grant so things you know that might may change by the time the budget's signed but that's where we're at at this point oh okay but if I just as a general question I guess as you carry forward this year I understand as you carry forward into uh the next year and then the year after that are you what are sort of generally your assumptions the coolest part of the Assumption and the cola definition is from what um that comes out from the it came from the mayor revised okay so it's the governor's budget okay are the proposed the likely budget for those time frames okay but are there
037any other big assumptions or really quickly I know we had talked about really whatever we can to grow Ada because we're down three percent from priority which is recorded a million dollars and material yeah I know we talked about you're working on a plan do we have a plan to address that well I mean part of that plan is uh we've been working with our principals on on Outreach to family I mean the biggest thing that we found coming back from code is just large number of thousands of some of that we just can't control right um we do see a little bit of uh I mean we we hope that next year will bring a different you know reality what we have also talked to our principles about you know Outreach of families and
038just uh providing you know providing connections with the family so that them into the park on full Senator kids to school um you know we had some some students some students that were probably more than ever showing some some fear of being at school as we're sort of dealing with that I think after you know going into this third year I guess I'm beyond covet or second year time you know I don't know what year we are we want to go there but yeah foreign counselors work with families individually to have you know obviously see what the issues may be it really is really a ten point between out there now totally respectful Health to be foremost in first and foreign is the other thing excellent dimension for the benefit of folks really means online
039here that um when we talk about restricted and unrestricted funds uh some of the requirements that we have to meet as a school district are that we have mandated we have programs that are mandated by the federal government that the federal government is not completely fund so even though we we must abide by those mandates and uh provide a particular education or a particular form of learning or a particular support to families in the district that funding has to come from our general fund and so when you see that we're moving money from what's called unretributed to restricted we're not playing Hokey Pokey with the money we're we're finding programs that are mandated and that are important to our families and and to our district so we throw a lot of terms around here those
040is on the table are pretty used to adjacent of course as a pro so uh just want you to understand that the terminology is applicable in the jargon of what we're doing but we're not um playing with the public funds or applying them as they need to be applied by law so anyway we didn't want to say that yeah I really appreciate that Jason quick question I had um so with regards to the um the E coli increase you mentioned it's based off of the uh maybe you guys right um what is has there has there been any changes from the Navy bodies do because we're nearing here at the end of June um for the governor not with the Golden Chris I mean now could there be 1.13 or an 8.13 to 8.22 so
041that was the one change it's basically being almost confirmed that it's going to stay at 8.22 in the past yeah so so okay and then the next question is as we're forecasting through the outer years I've seen their biggest increase has been in terms of now when I uh look at that Sciences is inflation you know we factoring that into our outer years yeah um okay yes and we're kind of information about ten percent we're 10 for next year is that where we're kind of carrying for the outer years or I can't confirm that right now I think because we had this big jump for this year and then we always have a cool one so I mean this jump was unprecedented right so uh yeah but I'm pretty sure we're staying flat with the
04210 weeks right one other question I'm gonna give you guys it's my understanding we lost like six million dollars in the Arts and I just I don't know if there's ethics on that that was that Arts um blocker and I was talking about so it it reduced me I believe we were at like 1.5 million and then reduced about uh I want to say 50 so yeah it's about 700 all right and then what I'm not saying sorry for the detail here but um in the past we have always used a number of my understanding that staff costs have been in the neighborhood age 45 86 percent this is the first time I've ever seen them at 72 so I don't know what happened between that strikes me as odd okay um yeah I I
043will double check please please yeah because that doesn't that doesn't resonate with my experience okay I guess is that there's a lot of um extra funds from Colvin the denominator operator may have changed I believe that's what it is is a special fund that team has um uh one-time money it want to take money over a period of a few years and so it's in your um denominator uh and so it gives you a smaller percentage and it might be uh you have a higher percentage of services right but you know I believe I was I was going to share it it is a lot because of the money that you've spent a little one-time dollars and have they have not been a personal cost for the most part you know we stay away from
044using one pound dollars for personal costs we've been able to increase Services had increased services in some capacity um so that's that change the percentage we usually live around 82 if I think about our average between 80 to 83 uh but we could go back and look at historical as well sure um we go back to let's say we were here okay so one thing about the slide I want to be clear it's ending fund balance and so um if we're talking about estimated actuals that's where we're planning on ending at the end of 2223 so I'll just go right to fund 21 because that's the one that I I you know they do have a question about um so by we are projecting it within around 24 million um and then of course if
045we go into 23-24 we're projecting based on that 24 we end at 18 night now this is a projection it can change we don't have all our contracts in place for the bond word and so these are things we just have to work with um I'm assuming most likely if I say more than that but that's where we are with but overall everything else is pretty much standard as we've done before and most of that's from interest increases okay um so next steps I'm going to close our books I said that already and then um and then log down audit actuals and then someone would come back with the first report you know so we'll be doing that and as always I want to thank the the business services team arisella Fernandez our account technician
046and Candace Allison Empire and Jeanette Victoria of course payroll Human Resources tradition support so thank you thank you now we will um open the the 234 District budget uh public attorney any comments or questions and you probably have our questions the rest already any questions from the public or anybody yeah online Mr Martinez it's important it says so you know comment no comments or questions I think we'll close at 6 42 okay [Music] will be presented on invention conventions tonight we're actually going to talk about The Invention Convention uh tonight we have MS Joanne Michael who's been working as a science person here in Hawaii school district for some time and she of course spearheaded this so I'd ask her to come tonight and speak so thank you Joanne for being here and also oh
047yeah Jennifer um I'm sorry Jennifer Nolte and most importantly Emma who is here tonight as well and a few other family here too do I see somebody yes you have a cheering session okay so and I'm so glad you're here and we're gonna go ahead and invite Joanna good evening Emma and I are here tonight about our experience with The Invention Convention if you allowed me to set the stage The Invention Convention actually started over 30 years ago in Connecticut but merged with the Henry Ford organization in 2018 to perform to form Invention Convention worldwide and is quickly begin momentum ever since Weisberg hello desert competition at the end of February it was open to kindergarten through 8th grade students and was completely extracurricular we had 14 students from all four schools make it to
048the competition day where we had a collection of judgments from the community as well as teachers to help determine who would move forward Emma as well as Aurelia Reese Mia Wilshire Bernie Thomas Addison Dyer Ava Murdo and IO Margo rest to the regional competition held in Torrance in March there were seven other school districts with just over 2 300 inventions within the region 400 student inventions manage the regional competition held in Torrance all regional participants had to submit a single unedited video explaining their project as well as present to a panel of judges in person Ava mergo first grade from Anza received an honorable mention in her category and Emma was one of 103 who moved to the state competition from the South Bay Area the state competition was virtual this year so the students
049were only sorry so the judges were only able to make their selection based off of a video submission and looking closely at their log books and Boards there was no option to ask follow-up or clarification questions there were over 22 000 inventions submitted within the state of California and Emma was one of 80 students in California selected to move on to the National level this is where this stuff gets really good the numbers at the national level are truly impressive there were over 166 000 students across the nation that submitted intervention this year Emma was one of 336 students to make it to the national competition she has worked so hard for months with her family supporting her every step of the way including tonight I would also like to give a huge thank you
050to the school board to the Anza PTA as well as well for supporting Emma her mother and I to be able to attend the national competition in Dearborn Michigan web has been a huge supporter of The Invention Convention from the district level forward providing boards for the students who need one and allowing a budget for the awards I'm sure you'd like to hear from the adventure herself and so here she is she has her award we're trying to figure out the best place thank you can we grab your microphone thank you there you go my name is Emma Nolte I'm in fifth grade and I go to one yanza Elementary School I invented the cookie shipping container to solve my problem of not being able to show any cookies across the country without been breaking
051for my cookie baking business which which had ordered from Ohio Hawaii and South Carolina I needed to make sure that my cookie box held one dozen cookies and was recyclable I tested it using the three main failure points where it could be dropped crushed or shaken during shipping um I tested each of these and finally there was um none of them broke and the cookies broke and I successfully shipped one of the babies to South Carolina thank you you have any questions for her shipping um sugar cookies when did you start your business Last Summer are you taking orders tonight thank you tell us about your board a little bit what's happening there [Music] is [Music] um so what were your brother wants how did you fix your three failure points the thing what were
052the three ways that your project could fail s so what did you do to check your crush test what did you put on Tom I put um seven bricks for my grandpa's back here and then weighed 30 pounds each and how did you fix the shake tests using my grandpa's metronome and how did you test the drug test objective of David on the bottom Edge and the end he did a lot of Innovations and tests how did you make the product your shipping container you could say biodegradable yes it's me a cardboard so that way it's it's recyclable and lightweight for shipping costs and how did you get the circles using my grandpa's laser cutter this was a family affair but you were also using some um so she developed a tinkercad but her grandfather
053did that execution of the cutting how did you feel in winning and and accomplishing all this it was very exciting and when do we go to Michigan we went um at the beginning of the month and how was your experience there are amazing did you meet anybody yes okay [Music] Tasha um Dr Roy Cooper as well as Avengers who was in your panel who was in your pod you're judging pod What state were they all from California so she met some friends while she was there that some of them actually are in South Bay so hopefully we can continue the collaboration we'll see the Box you want a cookie Nelson show them the cushion right um so I had to make my circles and also they were fit so that way they would move say
054so you're gonna have this there is so while we were there we did meet with a patent company or with the US patent office they had to move and so we started to look into it getting a junior patent board yeah it's awesome next up Shark Tank she actually did a pitch for sharks to be finding out the results of that relatively soon I'm happy to meet you tonight I almost feel like we should get the family family to consideration one two three thank you we hold on PTA here awesome thank you thank you I'm sorry correct wow yes yes wonderful that's exciting that's not the top one percent that's the top it depends to one percent that's incredible can I see just one thing just uh really appreciate it recorded right yeah um I
055just wanted to say thank you to the board and PTA and to left for their support throughout this entire thing so thank you so much and um and also for Joanna she's been amazing and we could not have even been in this position without her being here and so we're just incredibly thankful thank you who's gonna follow that this time thank you I have three three public comments I just want to make sure that they're not agendized items I'm just going to read them in order that I receive them as uh Sarah and just Anna and family you do not have to stay congratulations sorry before we get started with public comments as a friendly reminder um three minutes to speak and cheaper to address the Lord for total or 20 minutes we're gonna have
056a clock here um as well and then just uh again the board is not allowed to responds um good evening and happy summer everyone um and I wanted to come tonight to express my appreciation to you all the joint statement that you set on June 9th felt like you step in the right direction I feel like you heard us as members of the community say that the wiser and DaVinci schools are important to us and providing a secure stable High School experience for all of our kiddos Remains the most important element to the relationship at the end of the day we're all here for the kids and we can put aside other distractions to make choices that will engage Elevate and empower all the students at our community is so lucky to serve and send
057out into the world um one part of the communication that really struck the court with me was affection that said we have committed to improving our wiseburn and DaVinci communication process I think that rededication to improving communication will be instrumental moving forward and I do ask that you let us community members know about these meetings like how did they go um and what collaborative constructive discussions were undertaken I would love to hear those updates directly from the attendees of those meetings during maybe the board member report to superintendent reports uh The Joint letter also brings me to a potential oversight on the Weisberg unified website there is a lack of clarity and confusion in the public-facing page devoted to the district operated high school and the Box highlighted latest update the information is dated May
05823rd on June 8th we sent out the joint communication stating wise run had withdrawn the notice of termination of the facility use agreement um on May 9th however the May 23rd FAQ still reads that that due to an impasse over the terms of the fua we made the decision to terminate effective July 1st 2023. and that you'll be offering DV school as a license agreement like the one at the Miller sites uh but in your joint statement you say that the community can remain confident in the continued presence other than schools at 201 North Douglas because you've withdrawn the notification for any new families visiting the district site or looking at enrolling at the high school this would be very confusing um I do request that that page be outdated um but again the most
059important part thank you to the board to be committing to keeping those lines of communication open and forthright and when we do what is best for the kids we do what's best for our community thank you thank you about my job here okay um Grace Bader is that correct sorry thanks good evening and thank you for having me tonight um myself and my friends and neighbors of The DaVinci Community um are still processing and healing from the events that had aside of the past two months and although we are so very very grateful and relieved of determination of the four-year lease has been stopped we are now even more conserved than something like this may happen again we look to you the Weisberg truly represent us and to act in the best interests of our
060community and our children replace our trust in you that something like this will not happen again The DaVinci wiseburn Community which includes Donald weisburn but many more communities are asking that going forward there is open communication and transparent transparency these are Elemental and imperative for us to move forward thank you not again okay um Matt Wonder okay I'm Gonna Get You actually my comments tonight are to Express gratitude again um so I made some prepared comments because I'm not Emma so um wanted to thank Dr Silver's his leadership awards leadership um in going through a challenging time in which I think we end up stronger together and it reaffirms our partnership I think regardless of um where you stand and where your perspective is um I think we can get better we made that commitment
061and wanted to publicly acknowledge everyone who's come before you regardless of a perspective to say I think we have somebody learned from from everyone no matter where they stand in the continuum so um I also wanted to share that um Ray Santiago is back here Joe Webber couldn't be here but um renshi Sans ready willing and able to continue our conversations um maybe not as early as tomorrow but next week whenever you wish and so we look forward to hearing back from you as to when you wish to meet next so thank you very much I'm going to check my notes to see if I must thank you doctor's owners well I mean you may want to just check see if there's another someone online right um my request is for consideration I'll bring this
062up in another form uh as well but um I often walk bike Drive uh through the old data site and people pause and look to see what's going on there it would be a great and other people have suggested this to me so it's not an idea it's not my idea um it would be great for us to put a construction sign with an architectural rendering that you guys feel comfortable that looks close enough to what's going to happen there perhaps with some contact information if we're prepared to take questions on what's going to happen there some form or hey something's happening here it's not been stated it's a nice temporary way of gathering input showing the community that walks by there I mean every day that something's going to happen there might be something
063to consider thanks give them well definitely appreciate that [Music] district-wide and then we'll have a special presentation um which any of you stayed around my head might have might address some questions if it gets out thanks I am um you're probably wondering we'll come up here do you need more president Martinez for the trustees Dr Silver's members of the audience my name is response program manager and as you educated we have two special presentations this evening um the first one is going to focus strictly on the Solar projects at five sites um before I invite the psychologic team to come over um I just want to give you a you know a quick introduction basically as you know over the last couple of months our team and collaboration with side logic have been working on
064exploring not only the feasibility of installing solar carport um over uh five parking lots basically at Weisberg Da Vinci as well as on Rio rhem on 38th Street in Oneonta uh in reviewing the solar feasibility we have also been exploring that Financial viability of the of the actual projects um up until this point at the last meeting at the last board meeting I shared with you some of the preliminary solar layouts as well as some of the preliminary class not cost but um savings estimated savings annual savings for the assistance system uh since then some site logic have completed their design and we are now at a point that we have the actual numbers realistic numbers to share in terms of not only being projected annual savings as well as the cost of the system
065and they have also brought Jeff land with Oppenheimer to discuss some potential financing options um so with that I will turn it over to neg Eddie website logic and I'll just stand by um good evening Dr silverson board members thank you very much for inviting us in tonight uh we're really excited to be here um and it's an exciting time for the district I know you guys have a lot of big plans on the not so distant Horizon and uh we're happy to be a part of this um so with that I'd like to jump right in here I'll quickly go over our agenda um oh it's oh got it great thank you okay so I'll discuss how we've arrived to this point our our process today um I will invite our senior director of
066engineering uh to really uh get into the details of the project scope um and then we'll discuss the project Financial summary the numbers both the cost and savings of the project um and I will then be inviting Jeff land from Oppenheimer up to discuss the the financing options that are available to the district and then finally we'll discuss the next steps and by the way um please feel free to jump in with any questions at any time um rather than waiting to the end I'm glad you guys not forget them and we can address it now um so uh the first first real win for the district was uh Dr sellers reached out to me and um we were we were coming up on the deadline for the Nim 2.0 and um and he asked
067if you know we were going to be able to pull it off and and I said it was going to be uh tough considering the time constraints but at the district could provide us with all the info that we needed which as it follow list um you know we would be able to pull it off so um with with his direct involvement with Jason and Noemi we were able to gather all that data and submit the new 2.0 um ahead of the deadline and so that was a difference of millions of dollars yeah I was going to ask you what that equated to from the next version yeah yeah so how do you have you gone past that deadline and been under net metering 3.0 it'd be a difference about four million dollars over over
068the tournament yeah so it's it was a very big one and um yeah so shout out to uh Dr Silvers for making that call almost paid your salary yeah so uh from there we continue to develop the project we uh we walked uh contractors to detail site blocks uh gathered even more data and information and really developed the design so we had to submit the 50 designs as part of the net metering requirements but we've now completed those designs um so we do have the final scope uh as well as the final pricing which I'll be discussing here uh we presented that cabinet I know you've seen a lot of these slides before but that'll be new information report um and then of course where the program update of with the board that's what we're
069here doing today so quickly I know you've seen this slide there have been just a couple of changes and we highlighted those and um those are the offset changes both of these were reduced for a couple different reasons which um which uh we'll go into in a little more detail as we focus on each site but what I can tell you is that the reduction was either cost uh due to efficiencies uh economies of scale those sort of considerations cost savings evaluation or due to array placement and easement issues where it was not feasible to have the array placed where it was um aside from that nothing has changed from when you saw this last time but any questions as you're reviewing it the only other thing that I want to point out is that
070um at the last meeting we had not introduced the option for battery storage in this case we've added that column at the end you can see which increased the annual savings significantly you know almost a hundred thousand dollars um even though we reduce the offset of those two sites as you can see the ones that are highlighted um what I have presented as preliminary numbers was 565 000 so it's still higher than the original one I feel like Noemi I should just keep her here because that was a really important point so yeah by by uh implementing the the battery storage the energy storage yeah we increased the savings uh about about a little over three million dollars over over the lifespan of that equipment um so yeah that's a very important note so a
071quick question that I have is um is this all for Park solar uh parking arrays yes it is well solar and battery so the the green column that she mentioned is going to be your solar Plus Battery okay um whereas the numbers we have presented Gene before were solar only okay so um okay so at 138th Street if you guys ever take a look and we'll get to that yeah all right all right that's what you're going to show an essential physical layouts physical design layouts yes we are here yeah and actually we do have renderings um for for all of these sites as well however they weren't included here but we're happy to provide all of those as well which which gives it really brings it to life um okay so I'm gonna turn
072it over here [Music] yeah great thanks uh Jonathan Brown a senior engineer with uh psychologics so I'll walk through uh the sites uh looking at this site specifically uh you know our focus and common thing through all the sides was uh canopy structures in the parking lot uh it does a couple things first it doesn't lock down uh future building sites on the campus if you want to add a building uh adjust play areas or whatever we found over the years at parking lots typically remain parking lots for several years and this is a 30-year investment uh if not if not longer so we've focused on the parking lots as Nick mentioned we initially had an array on the at the North there perpendicular for the other race as we do our due diligence uh
073Walker and other Engineers Structural Engineers so we look at uh property lines that one just wasn't feasible and so we're we've had a slight reduction since the first uh first review of the data the other thing that we're adding across all the sites are electric vehicle Chargers so they're getting two dual ports they're capable of charging four cars at one set at all the sites no solar coverage at did she supported the pool oh no it doesn't it doesn't and our understanding as a pool is a joint use facility with the city and so we were focusing uh strictly on the energy usage yes and the infrastructure to take the power that's generated from the solar cells into the structures is included in your district oh yes most definitely so we're taking uh essentially uh
074inverters are mounted high on the canopy structures uh it generates that DC direct current we go through the inverter producing alternating current and then we land very close to the meter which is on uh the back side of this building actually and so that infrastructure is all there it is your design it does so it's uh uh there's some movement uh the rule of thumb or the guideline is to place it close to the meter uh where the utility Southern California Edison moves that bottom area there yes that's it and so um we have some movement along uh the line by understanding uh where I know there's an emergency device there's a emergency generator there we would uh co-locate the battery uh right next to it navigations from the battery there's not there's not uh
075again the best design practice is to have it outside uh in all these cases we're locating it outside this work will be reviewed by DSA and approved uh and and so we'll follow the regular protocols it will be commissioned online and utility will sign off on it so the the Dual or sorry no no four Chargers um do we have that higher company to manage those things how do we do we chart about that right and so that's uh there are some future decisions uh by the board by sap uh is how do you manage uh you can't give away the power so uh what we've included in this program is a point of sale uh so it'll be sad alone there's there's two primary companies that have you know uh class you know top
076top tier uh programs uh one of them is chargepoint uh but we we're we're vendor neutral we don't uh we don't produce a product that we kind of look across the market and find the right fit and as we're going through final design uh we'll be able to bring back to the district options for that and find the best fit and then as far as you know what you set the rate at is there is there a reward penalty do you want to encourage uh you know charging uh is there idle fees um do you want to uh only available to certain uh populations uh teacher and faculty or what have you those are decisions that that will be made presented to the board as we're final engineering and implementation and just one last question
077the parking lot um the parking lot to the west of a pool is there a reason you guys didn't look at that uh my understanding is that that may not be uh clear uh District property and uh the other challenge so there's some ownership that we thought was uh in play there the other thing is it's a long run uh for that amount of solar that we're going to put back there we'll run across that at another site where you know it's it's just too little solar too far away to make it economical okay so it's not so much ownership as much as it is use and that the pool you are the city of Vegas has exclusive use of that parking lot during during pool hours question on the EV Chargers is it that
078we don't want to you dedicate too much energy to those because if we're looking even at a minimum 20-year Vision here uh by 2035 and who knows if this will stay the same but all California cars have to be collected that seems way under potentially is and what we've included is as future Provisions to add additional so we'll have EV capable sites okay uh we're just not uh buying the Chargers today what was The Logical too a minimum number okay uh you know and some of the concern is how much do you install and will they charge you know uh you know again it's it's very dynamic and and uh the question is are people going to charge at home more than more than stations uh the thought is that this could be a pilot
079for the district and that there would be Provisions uh already put in the ground if you will for future if if it takes off and it's it's potentially a revenue Source yes thank you exactly because there is a cost factor to adding obviously uh the EB charging stations we came up with a tentative number of four uh two for regular parking cells but we're required under GSA and code to provide the same for Ada accessible cells which is why we have visual well my understanding was the federal government has some kind of substitute for these programs I don't want people to that as additional Foundation we have we have an actually ongoing funding sources whether it's grants uh incentives or or even utility funding uh rebates if you will that's a part of the program
080we kind of look at all all kinds of funding sources it's an ongoing process so do we have an obligation and now we don't uh it comes up with you know how many are we going to put in and let's go get that money for those stations thank you so the other question um Noemi are you folks from logic um those parking lots are not closed off at night so people figure out pretty fast for other charging stations and so on so do we care if we have people parking there who don't belong to the district or I mean to using this organization exactly it would be through and now base so that even though they might be able to connect their vehicle unless they're paying for the energy it doesn't activate charging station so
081it would just be parking essentially there's our Ada issue you gotta send your kid and then you can park yeah you can't say operation times you could turn them off at night so again discourage charging uh you've been you know turn them off you can walk them out there are maps that show charging stations available to people with these charging stations Beyond those sort of public Maps we have the option too to you know list them or not all right these discussions need to come up and I'm glad we're here to have uh have this discussion so RH uh Dana Middle School again very similar we're focusing in those parking lots um and uh you know the battery is located uh I think that's on the West Side uh again near the utility uh where
082the meter is uh but again a very similar layout and these are again size uh size for the load accounting for the electric vehicle Partners as well so uh De Anza uh again we uh you know what we've tried to do that you may have noticed is uh do stack parking in other words the construction efficiency uh is it's more efficient uh if you do stack parking in other words a double cantilever where you're covering parking on on both sides um that's not always the case specifically here um and and at Dana where where we have uh what we call single cantilever structures um but we needed the real estate for solar and so we've uh We've installed those but again uh because of the layout we've been very efficient but uh you know the
083the run back to the electrical meter and this may be an obvious I hope that a hopefully simple question but we'll find out the roof yeah yeah so it's a 30-year investment and so timing the age of the roof with the new solar um you'll have to remove it once the other issue is esa's uh very strict uh when it comes down to you know positive attachment to the structure wide load versus dead load we've tried over the years you know our our experience has pushed us into the parking lot and that's kind of a happy happy middle ground with it and we've never had any group issues so I can see why yeah it's hard to pinpoint whether it's the national penetration holding the solar or from just Fort maintenance the other thing is
084um so it becomes very problematic and in the event that we would have to replace the district would have to incur the cost of her paying the company to remove all of the solar panels and then reinstall them so they're both Sears Davies thank you I would just note that the the shade structures are DSA pre-checked or they're over the counter so whereas if we were to do it on the roof that would trigger a full BSA project which will inflate the cost and the timeline of the project perfect significant and potentially trigger additional Ada upgrades to the rest of the site not limited to just the solar yep so the question I have um regarding hands Elementary School is the lifespan of that roof is is nearing uh for us um and I know
085that we wouldn't consider the typical solar panels because the buildings aren't designed probably from the structural standpoint but is there any new technology today that we should consider because for example like you see in the community installing like solar tiles now and so forth that are much you know that don't have that kind of weight so should we consider um any other options that are out there because the challenge is it's expensive right the solar tiles the building integrated uh PD uh photovoltaic it's expensive and so we're judging between you know juggling between you know first costs longevity access to the side see the maintenance first you know PSA in the mix yeah exactly yeah thank you [Music] you know there is a long warranty manufacturer warranty with them um you know in the way
086you know they're building blocks almost like Legos so you know you you they're scalable in terms of quantities of installing that's why we could dial in the precise size uh we understand how they perform over the years we berate the Performance Based on you know years of data from them and and so um you know we we have a good good understanding and forecast what we're projecting out year over year for for the next 30 Years so when you say 30 years is that considered but it's a half-life of these solar cells well so they uh number eight percentage uh so it's a point point five percent per year uh so so it's small uh it's factored into the now about 30 years worth 85 yeah exactly yeah so there's some sort of cleaning process
087and maintenance process so that there is so under our program we've we've included that we would very much like to uh maintain these for the district it's it's not necessary for the program but we like to you know kind of be with the project uh through its life at least uh the first 10 years uh maybe for the Whole 30 if if that's the wish of the district but I did we want to we want to make sure that these systems perform uh We've we've come here before you for telling us a great project and we want to see that it truly is for the history and the batteries are uh the same third of your life so the batteries the batteries are you know it's newer technology and so hence uh they're outside yes
088that's my question about emissions well you're right so it's a fire rating and all that exactly and so they're in A fire rated cabinet they're self-contained so it's not like they're exposed to environment they're not Expo you know kids uh faculty strangers can't can't disrupt them they're locked down they're sealed you're fired them in a way area as well yeah and there's fire suppression systems on board and closed okay uh so you know we're checking all the boxes the batteries are you know it depends on your cycling how often do you discharge how often do you charge we're forecasting about 15 years before you have to replace the cells um and so uh you know we're forecasting uh savings for Batteries only up to 20 years and you take care of if you have to
089replace battery you take care of proper disposal uh yes we do yes we do actually we we tie and tie the manufacturer to that and we hold hold their feet to it and then uh you know if they they don't if they're not around then we'll be there the uncomfortable question was the manufacturer of these products yeah yeah it's uh you know the truth is uh most of these products are overseas uh we do continuously again we're not tied to anyone so we're looking across the whole Market uh there are some incentives if it is domestically made uh and and it's something that we could go down the line and and bring back and decide at the moment and replace the the purchase order if you will and I'd really like to see domestic suppliers
090if possible we do there is a challenge um you know there is a limited number of domestic uh panel solar panels uh there's not not enough uh domestic uh battery cell manufacturers that aren't going to a a specific vehicle uh and so that's really taken a lot of the market of domestic batteries um but the panels the challenge is um there's a limited Supply everybody wants or a lot of people wants domestic product so the price goes up it's economics 101 if you will and so we have to look across but because we're in a design building if you will that we did wait to the very last minute and say okay this is the right product and this is why there is a lot of school districts a lot of not only just school
091districts but residents everyone trying to get in with silver so there's already going to be a shortage of PV panel so trying to stay local will also create a challenge thank you uh so two things uh included in this program is ongoing uh measurement verification monitoring so we'll be able to essentially get an alert on our phone uh our asset manager will not me but if if the system's underperforming uh we'll look at the inverters we'll we'll be able to dial into the inverters directly and see if it's an inverter issue uh hopefully the school won't call us and say there's been a vehicle strike or or something of that nature and then we could start diagnosing why are we underperforming based on our projections and also looking back to last year for a couple
092years into the the production and then once we do that then we'll run a roller service truck uh and you know be on site to diagnose the issue but in terms of automated you know drone cleaning system uh we there are drone kind of sweepers that you can attach to and it'll run across the top uh again it's still uh in r d to some extent uh at the end of the day it's someone on a boom um yeah it'll be a group yeah yeah it will be water exactly yeah exactly and just one one further question if I look at hands Elementary School we really wouldn't make sense to expand solar here more than we'll be happy because we're already having 96 yeah yes yes okay uh Juan Cabrillo uh again parking lot it's
093a smaller smaller system smaller Park parking lot it's also a smaller uh the site uses less power because of the size um and and so again we're focusing in the parking lot why not include an extra bar where the cars are on the South Side uh so there's a property set back so that actually puts the physical column into the parking area and that may convert those regular parkings into compacts and it just creates a an issue the reality is I think it's nicely laid out it's pushed off the street a little bit um you know we do pick up that double pantelever down the center and then we just have a single Camp lever closer to the the center I think it's worth noting that also you guys have other plans for energy energy
094conservation measures through your bond program um things like building controls upgrades and that sort of thing which is going to reduce your load um as well so so we wanted to account for that but also the real estate real estate constraints of you know the size of the arrays um so finally 138th Street um now we're gonna go back on what we talked about the roofs and this is kind of unique um you know again we primarily looked at uh a parking lot and then we just needed a little more and so we thought well let's put it right where the the utility meter is so that's initially we should show the shade structure and a long fence line uh near the property line um and then the sap staff told us that the NPR
095building is solar ready it was built solar ready so we we had uh Engineers out here actually earlier this week looking through that building and we think we could pick up the action uh additional desired offset uh by putting it on that solar ready building no it's it's different it's a standing scene metal roof and there's special racking systems that actually attached to the seams of the metal roof and so you've been it you know not penetrate that solid metal roof uh not compromise it in any way and the fact that the district has already invested in making it solar ready in other words the building could handle that additional load as well as there's conduit Pathways already through the building the only thing that I would caution is uh again it would trigger a
096full DSA review of the site one other option that we have is you can certainly still explore as part of a modernization what we can do we're coming back at the next series and we're going to be modernizing this site so my recommendation is that going to enter a full Ada DSA review anyway let's do it then and then for the cost now um keep it as a phase two and for now just go with the 76 offset as proposed without the roof so why would it I thought it was already a PSA approved previously that was under your previous code so any modifications that you do now for this project you would have to go back before I take it over any any questions about the designs layout okay great well I'll jump dive
097right into the numbers with you guys here so um the total Savings of the project 30-year uh solar alone was 39.5 million dollars uh the 20-year battery storage and again these numbers 30 2010 those are the expected life cycles of the equipment and the warranty is for 30 years on the seller um so that's what those numbers are playing so at 30 years on your solar it's 39.5 the 20-year battery storage is an additional 3.4 million uh and then the 10-year we estimated it uh the EB charging to be an additional 134k again that's for um two dual ports at each site um and really that number will be determined by what you guys want to charge and I guess determined to do that um so the other piece here really important is the inflation
098reduction act so um this is a this is uh you were talking about grants and rebates and especially for EV charging so Biden uh basically he he released the inflation reduction act which um took a 26 tax credit for the solar on your home and he opened it up to the entire public sector it was a complete game changer for school districts and all municipalities and all the public sector um especially for seller and battery storage so that 26 um is actually returned to The District in the form of unrestricted funds which is music to patients use um and um so that would be returned to the district the year after it is put online another is one major caveat to that and that is if there is a change in administration um this would
099probably most likely go away so um there is some urgency to have this system online before 2025. if that makes sense what calculations have you used to make these calculations in terms of have you calculated or made an assumption of the increase in that cost yes so we we um we assumed 100 rate of escalation which is very conservative average is about six to seven between the three major Utilities in California so that that would be San Diego Gas Electric SCE and PG e um so those are very conservative numbers and then also we took into consideration the degradation of the equipment as well um and then also that we also have the um uh the IRA in there um excuse me the 14.4 million dollars to includes five that includes everything that you just
100saw at each one of the sites so the solar the the battery storage and the EV at each one of the five sites what does that mean value that's close the cost of that's the cost that's the cost of it oh yeah implementation instruction implementation soft cost design and Engineering yeah it's not listening it's not maintenance maintenance is a separate contract but it's included in the analysis it's included in the savings projections um what it doesn't include is dsap CSA inspector inspection spectral inspections or or uh you know Owner Direct to oversee having to explain that doing that simultaneous with any upgrades you're doing all the schools seems like a no-brainer say that don't do it twice and remember this is budget neutral and the cost of the cost of the system had 14.4 million
101dollars compared to the actual Savings of over 46 billion dollars whether the term is is in way too you uh hear the rest of the presentation um because you'll you'll get better news but it just seems like a no-brainer decision to be up and running yes I did not tell you what year so uh yeah so again the 30-year program savings is uh 46.4 million dollars to the district um it's really a home run and um and then the 30-year program costs now this is assuming we're using a 20-year financing at a 4.2 interest and we did get some Jeff um provided us with those numbers he did some initial uh quotes he'll be canvassing the market to actually secure um that financing and lock in that rate um or assisting us and and doing
102that as well um so the annual net savings over the first 20 years um while you're still satisfying that that debt service is 156k so your your cash flow of positive year over year 156 000 again those are conservative numbers so we actually those numbers could actually increase especially at rate of escalation it's more aggressive than we anticipate that's that that's after painting all the correct utility costs correct Yeah well yeah you wouldn't yes and and the lender um so you would be cash flow positive year over year of 156k a year that's including the maintenance package yes yes so um after year 20 once you've satisfied your debt service that's where you really see an uptick in the savings um so you're you're at 1.5 million and sometimes and some years much greater than
103that did that replace the battery that it does not but it also doesn't account for the savings uh from the batteries beyond that ends up for battery savings for the first 20 years but not Beyond but we didn't replace the batteries either or no yes yes theoretically replaceable yes it depends right uh we know what it is today but what is it in 20 years what is it uh it depends on the size the location you know but batteries are two hundred thousand dollars for total battery cost well the total battery cost for the district it rapidly approaches a million dollars so um any questions on the numbers here probably a question of great women in terms of um matching funds down the road we have been communicating with game Consulting as a matter of
104fact we have a meeting with them tomorrow so I believe they're the ones who put Dr Silver's in touch with sidewalker they've been they've had proven successful with other school districts which is why we're pursuing this this option 40 or more it's a week but so I'll be eating with them tomorrow and I'll bring them up to speed of where we are in terms of that obviously thinking better absolutely and we'll we'll get some real answers but I want to say that they were waiting on a program that made that hasn't started yet and there still wasn't enough information to determine whether that program would start or or there was some on the horizon contact right aside from them there was other reason why we contacted great for what is worse worth this is considered
105a utility electrical upgrade to your campuses so it does qualify for matching state finance that provide yeah so um so yeah that's another benefit that we actually didn't even touch on that's a great question um okay um any other questions before we move on here and turn it over to Jeff on the on the financing side no I don't think so yeah good evening thank you for having me tonight I don't have any pretty pictures on my slides it's boring it's dry so we're gonna try to make it fun um so from a financial standpoint you guys are in a great position you know you're really solid uh fundamentals on your financials you've done a great job so what that means is that you're going to have good options um for this for your funding
106uh the question really is and when we talk about financing options options is what's going to be the best option for you guys and that best option there's a lot of factors that were playing that decision um so tonight I do want to talk about just the some of the differences between your options and that is you know attack exempt Municipal lease equipment lease it's also known as a private placement or a direct placement and uh or a certificate of participation um are you guys from when I say the word private placement are you familiar with what I'm referring to I'm not um it's it's a direct loan um with an Institutional lender so um and I can talk a little bit about our process we have a portfolio of banks that we work with
107so it often I'm with the municipal markets group uh we have our building on Wilshire to drive down the 405 you can see us um and so our role is you know we either serve as an underwriter where we sell bonds when you guys just did a bond issue recently and that would be for a public offering or I served as a a broker or play some agent um and we have a portfolio of banks that we work with so you just as opposed to going out and selling securities you're doing a direct loan and so that's what we're going to talk about those differences any questions um thus far you know I think that I'm sorry I just because you know one of the questions was about our account I don't know ecca loan
108yeah how that would sort of interplay with this I'll speak to the the Eco just generally and and the product so we we have applied for your Eco loan but I want to really manage expectations we submitted most of those applications six months ago so we we have submitted we'll see where we land the CEC has also already relayed to us that they're they're pretty much exhausted of funds at this point so I just I would say don't count on it quite frankly but we'll see where we land and we have submitted so if you recall uh I believe whether it was able or may I remember over time board meeting the board took uh April board meeting the board took action to approve a resolution basically a formality um acknowledging that the funds have
109been exhausted but that what in order to be able to get in line and apply we have to pass that resolution so we are there is a cap as a reminder as well it's only enough it's zero interest which is a great option and that's all it's a revolving fund that they'll replenish um but it's limited to five million dollars three million dollars per solar plus two million dollars per battery um and it's also a little bit has additional requirements generally for Title One schools local theater economic schools so the two that we qualify for and that would put us in a better position to apply for those loans should that um pot of money be replenished or at upon Danza and Rh Dana and if we get the money it would just be an
110added bonus you can apply to those at any time correct uh but we have to have complete engineering so at this point design is done but we have to wait to see how the board if you if you want a second Community to Pursuit right now we're just exploring feasibility Financial viability um and then we'll certainly cover next steps so the Dilemma is that it is a revolving fund and typically it's every couple of years but if we were to wait around for the zero percent interest to come back around in 2025 then we might miss out on the IRA rebate to the district which is guaranteed right now and there's going to be more dollars and I actually have some updates um because we follow the employee production act pretty closely and helps uh
111you know benefiting our clients and truck public agencies um IRS was released died in fortunately I've been waiting for it or how a public agency can apply for their uh subsidies basically it's an online portal that you submit documentation to you can begin submitting documentation at the end of this year um so if we're being conservative right and saying okay how long is the IRS gonna take to process our application you know maybe 12 months it would be on the longer end and say you have end of 24 you've seen some money coming in or that subject um there's obviously as uh as Nick explained we were all very concerned about the uh longevity of the iro during the debt selling negotiations because it was on the top block um so would there was the
112potential that if there is a new administration at the next election cycle that that legislation would get removed um we have seen that uh president for that in the past did so they noticed clean removal energy bonds so that is it has been removed in the past from an Administration to Administration so there's something to keep in mind of that benefit it doesn't make a very good deal again it's an added bonus the savings are still there uh but there is essentially an urgency to get in line for that money because once your applications are in for the IRA then you're essentially grandfathered in thank you if you haven't gone back to your chair on the tax exempt municipalities um don't we understand how that is how does that differ from the public purchase agreement
113very different so I'll go to that afterwards yeah we have nothing to doctors so you don't own uh when you do a Power purchase agreement you don't own anything you're not paying debt it's basically you're just leasing power right so we have nothing we have nothing to do you're owning this this is you it's completely savings are what the district um but thank you for the questions um so yeah we can just start kind of going side by side because I do want to make sure that we're identifying uh clearly you know your options um so with our private placement um the way that it's structured is that it's an equipment lease um so you're securing your financing with the equipment being installed what that means is that you don't have to put up any
114real property assets there's no you're not going to have a school you're not putting up your administrative buildings to Security Financing what your district is most experienced with is doing General obligation bonds as you are familiar with and so that's a separate type of financing because it's an abalone tax there's no assets securing that financing right because it's on the on the tax rates on the property taxpayers and it was an election that uh could implemented this is different so if you were to do a public offering it would be structured as something called the certificate of participation which is done between these payments so you would have to put up for a public offering as opposed to putting up equipment then you actually have to put up a real property asset so that's a
115big so by only putting up equipment you are leaving your real property assets available if you need to encumber them in the future for any sort of if there was a need to do a certificate of participation you would have the available real property assets to do that any questions that make sense yeah I think yeah I completely understand the difference between private and public yeah great based on your own story um so when you do a private placement because you're not going to be issuing Securities in the public market that responsibility diligence is on the investor who's purchasing or lending you the money uh when you go out and sell bonds to the public you have that responsibility of due diligence uh bottom line what that means to you is there are increased costs
116and we do a public offering because you have to really put out a prospectus you can put out an offering document we are not required to put on an offering document when you do a direct placement when you do direct placement there's no requirement for a credit rating so you don't have to go through the credit rating process which is beneficial because that can be lengthy um in addition I want to point out one other thing on that uh on that point um when you're doing a direct placement you have flexible pre-painted terms and why that's important for this type of project is because let's say you get your iron money 2025-26 you can we're doing this right now because I am specializing right now with Energy Efficiency financing which is how we're structuring it
117you can throw money to pay down your loan amount with your iron so you can do early prepayments that option is not available in the public bond market because it's a much more standardized Market there because it happens to you or is it the whole laundry structured or what happened yeah they give you a new amortization you get to be advertise so if you were like if you get a 25 if you say hey I want to take my 25.5 subs and pay off you know that then re-advertise do you even paying less right more free money um so that's one point to to clarify in a public sale um you do have to do a credit rating to get optimal prices pricing you guys have a fantastic credit rating but you would have to
118do that process again and you just went through that um your prepayment terms are a bit more strict um so they're they're really looking at 10-year car calls or 10-year lockout periods where you can't you know refinance for 10 years it does that's a great question um you have issued General obligation bonds thus far so this is a different uh source of repayment um your repayment on these is from your general fund not from the ad Lawrence taxes so it's not so it's separate uh pots of money so it does not it would not affect your credit rating in that respect it is a reportable event or future bond issuances that say hey we have this lease but it's not a in other words it's not a you would not be penalized on your credit
119rating for that because you're using different sources of revenue The General funding yes this is out of your general so this one's on your general location so we just looked at the federal fund uh we just looked at our budget for the last three years so that none of this is in that right correct but remember the the savings are going to pay off The Debt Service and you're still going to walk away with 156 000 every year in additional Revenue so somebody's going to show us those calculations how we pay off The Debt Service with our savings yes we can get into more of the details actually right now we just kept it very simple very high level but for example those Staples that you saw I mean Blake sell them it's an 11
120by 17 document with tables and numbers and insurance so I've seen on your house no I know so if uh it would be I'd like to see those and we certainly will provide that next steps right now is just trying to gauge the the board's desire to either proceed continue to explore this or not um one one thing to help the discussion and clarify how you how this works yeah when we structure this we structure in a capitalized interest period meaning that you're not paying anything until your project is up and running and generating battery so that's how we make sure that it doesn't take a picture but what happens to that money in the meantime you know okay you don't get any interest on it refunds we're refunding to capitalize interest under the financing
121yeah so the loan is actually bigger than the loan yeah exactly so you get it you don't have to do that um but obviously it's a uh is a wise way to do this because yeah it's a cash flow yeah the accommodates are casual so it makes it ensures that it really isn't taking into your general fund right it ensures that you're having your facilities up and running uh your program is up and running generating that Revenue to pay that debt service that is yeah that's the whole idea about doing a capitalism period because yeah I'm sorry just I just want to make sure that you had a slide earlier to show The 100 and we thought about it when we met but there's 150 000 savings per year and I just wanted to be
122clear that that's after after a penis or lender that for maintenance costs whatever all of those other costs that we may see so that is literally a savings class that's going to our general fund 150 000 back to your job no I mean have you seen those calculations I mean I'm trusting this bottom line number by being asked to trust it by the line number without knowing really the assumptions or perceiving the account Recreations remember we're not at has seen them yet so has Jason and um uh that was part of the the steps that we that we covered early on in the process today um they finish everything they met with the district presented the numbers our next step is to go down to you we're not entering into a contract tonight we're simply
123bringing you up to date on where we are okay I'm with you Joanne obviously you know rotating this assumption either right we want we want to build deeper before this decision I'm with you Joe and I get that we're not there yet thanks I'll I'll let you go for now but my concern is additional encumbents on the general fund when we're already tight with our general fund and I understand their savings so I want to we need to understand the net net of what we're doing yeah and so we have a detailed cash flow analysis that we can share with you and and Joanne we we could we could have a maybe a workshop with yourself and one other board member I don't want to obviously be in violation of Brown net but we can
124really uh take a close look at that cash flow analysis and exactly what the guarante's savings and what the cost is and how that's broken down and it's it I'm sure you're not going to have a problem following it so um yeah we'll certainly and they've already been delivered to the district so they have those in hand but I'd love to walk through that with you I appreciate it okay great and that would it be reasonable to say that we could maybe do a workshop for the whole board um like get a board workshop on it it's a 14.4 million dollar project that we had a public meeting while I'm here just one one more thought on the PPA so keep we we've done plenty of ppas but you guys a couple couple things with
125the PPA one you don't qualify for the IRA um also you wouldn't own the equipment we would own the equipment and reduce your utility spend um so really um the folks that were still considering doing ppas with are those that um or credit worthiness and so we would be better served by either purchasing or doing a energy financing yeah no it wasn't at all purchases and that wasn't familiar with attacks in that Municipal leave so that's why I was actually a question but so I think I think I think we have a pretty happy yeah yeah so I mean what are we looking at costs in terms of these there's a there's a few more points I wanted to show you because it's at this point too for you guys um and then we can
126move on dot costs yeah because a part of the discuss um so one points on the direct placement we're able to lock in the interest rate for 60 days prior to closing and that's very helpful right because that means that I come back in front of you with uh basically they're ready to make a decision on whether to pull the trigger or not you know what you're interested is going to be whereas public sale uh you're subject to Market condition pricing so that's just one thing to keep in mind which isn't always bad in the sense that if the interest rate comes down we're locked into a higher rate exactly yeah exactly thank you it is a role uh you would be one way is hey we think that we like this we like this
127great we like this program we feel good with what we have and we're comfortable with the idea that race to go down whereas the other way well we're we're comfortable with seeing where the market is at the time of pricing and so it is a volatile market and there have been huge swings this year I like to tell people that I had a full head of hair at the end of year um so you just you're never sure where it's going to be um when you come to pricing and it's not just one factor at least keep in mind um and I think yeah I mean if you guys it is as far as and also time in time constraints um it's just it's a bit of a faster process in the correct placement we
128just wanted to make sure that for your benefit you've made a compelling argument for private replacement why even consider public offering there must be some events there's Advantage yeah so yeah one of your your Board of Trustees nailed it one of that Advantage is hey you might get a better interest rate if you wait until pricing the other advantage and it's not really applicable here is people do public offers because they want to do 30-year paper you can't do third year paper private equation and that was the other point I wanted to get to you guys are faster than me so I'm going to move this over but you guys are now yeah you basically nailing all of our points that that's exactly what I wanted to convey to you tonight about the options any
129other questions and I can and oh you asked about costs right now um it's you know you're looking at about it's about 15 basis one differential 15 to 20 basis point differential okay so right now public sale maybe 15 to 20 business points better right now but that's off of today's market and I have not done a lender RFP to really nail down what your rate would be and that's where you really know where the rates would be because I'm using this generic indicatives we're way ahead of ourselves here any yeah we're looking at financing this even if we approve this and fast tracked it a year six months eight months what are we talking about here um well it I again considering the IRA and I I know you said that it's just one
130thing to go oh we wanted yeah so uh realistically we want to we want to go to construction next summer in order to do that we're looking at a contract this summer um so really this is going to move quick financing increase is going to need to move quickly and and the contract will be contingent on the closing of the financing so we can get things rolling as we're working on closing and securing that that financing so as soon as the contracts are our engineering is starting and and we're getting all of our deducts around while we're waiting for the money appreciate those one other thing I thought I mentioned sorry was that uh you guys you're interested in 4.2 was great um what was quoted compared to what some other school districts in the
131area are seeing so you guys yeah that's right exactly yeah definitely written um so how do I go about getting you the best interest rate if you do a private placement well we have I guess we have a portfolio about 20 banks that we work with and send out another RP we go through a process of identifying using provide the best financing interest rate also most um flexible terms because it's not just always about specific interest rates sometimes of other factors to consider and that process of achieving process the administer so we've seen some day failures that we've seen you know a lot of things going on in the financial industry in the last several months so um are you working with lenders that we recognize that you recognize we work with National Banks Regional
132Banks um and you are absolutely right it is it is definitely affected this Market um it has we have banks are being way way more choosy about who they want to lend money to um but it's interesting it does and it certainly but I think the one of the fact that it certainly does um but because they're being so choosy they also have some leeway they're not lending very much and so they find a an issue work they really want to work with sure they because it's not this is not a liquid Market they say hey we have money that we need to get out there we want to win this this is a competitive process they go after it so we actually work with some specific banks that only do energy projects their product
133money is only for public entities to do Energy Efficiency measures so they have to allocate that money and they have to get it to work so that's a big part that's one advantage that you have not only being a highly rated uh School District um but also because of the type of project that you're doing um I don't want to take up any more of your time I really appreciate um this opportunity for being patient oh absolutely I'm gonna give it back to the team thank you very much Jeff okay oops I just hit the slide um okay so before I go on with the next steps I'd also like to introduce our colleague Sarah G managers was was you want to do a quick introduction of yourself right okay come on hello everyone my
134name is Sarah Kennedy and I work with site logic as a business development director as well as spearheading our eiq program which stands for energy IQ it is an energy management platform that is bundled with all the projects that we do here at site logic that helps enable that management and ongoing realizing of the savings after the project as well as a huge community outreach portion of that project so getting the community involved and just showcasing what amazing projects the district has been doing for the community allowing you the opportunity to post that in outward facing on the community District website getting out there with the students and really bringing the community into the project as a whole to make it more of a community focused project so that's kind of where I come into
135the program and we'll be talking about that as we get to the next steps and identify so thank you so much okay great so next steps here so uh in order to go to contract there does need to be a two-week public hearing on government code 4217. so that would need to occur two weeks prior to the contract and and public hearing uh board meeting whenever that would be um so that would be posted um where the numbers are are buttoned up so project is ready to deliver and for the or to start reviewing reviewing documents and making a decision if they'd like to move forward and whether they want to move forward um so assuming let's just say hypothetically it was July um we would deliver those the two-week notice to two weeks prior
136to that we present the contract and the board agenda and everything for review and for your board packet um and then we would do a public hearing and and the uh the vote for the approval of the contract so that's really how this process goes we're really at the finish line now and from there it's the securing the financing um and the implementation Nick can answer the question circus Logistics we have a board meeting on July 27th then we have a board meeting August 17th would we talked about doing a workshop of some sort you know for finding for financing but that particularly a special working well I'm wondering if we did that on uh well no I'm actually wondering can we do that on the 27th of July and then bring a contract intentionally
137to the August board meeting and we still meet the timeline as you're looking for that'll be in August 17th of approval we should be good um Jonathan okay yeah yeah that would that should work [Music] oh yeah thank you you're on the 27th of July or not I would do that I'm married yeah I presume so I tend to schedule around I know you can remember blank guard the people here are also uh yes I think everyone yes thank everyone yeah so I mean I guess that the Hope may be that we can do something I mean maybe do something then you have a four o'clock meeting or something yeah okay I can work on that how about it I'll send something out we're talking about it like that yeah with Roger and Rebecca with
138inviting them with some of the background information right are they uh individual meeting individual positions great that concludes our our presentation and I'll just open it up to questions okay all right very good all right well I actually got one one last one are you um farther along in this process with any other District yes so it's really a Race So some things were mentioned yeah it's kind of a race to the Finish Line at this point so I just I don't I just went for a board approval last night at another District um so yeah they're happening rather quickly because everyone's trying to meet the IRA deadline and so um and a lot of folks were had already you know done designs for the net metering applications as well so we're a little bit
139further down the road with with those people with those neighboring districts but um but you're right on track so I I wouldn't worry too much yeah and my comment was to you guys on on your thoroughness uh I think you handle virtually every one of our questions with a Kobe coach enhancer thank you very much great thank you thank you thank you for the presentation and remember Wiseman is a priority exactly thank you we've only started in April so we're actually moving quite quite fast um you guys are welcome here thank you very much thank you very much so uh and the address of time we'll get um continue moving forward on our second portion of the presentation which is our monthly Bond program Mansion um update this would be our update number three so
140these are the topics that I'm going to be covering uh this evening unfortunately it's a shorter agenda since we did extract the Solar projects uh we'll start off with an update on our individual series 8 projects alone that are coming up as part of the first sale um Google then provide a quick update on the status of the Weisberg president gpp Studio project um I will then provide some general updates that are non-bond um or project related uh and then we'll conclude with next steps so for our first series a project we'll focus on the network infrastructure project which falls under the Safety and Security um category of the facilities master plan now this is a bond private project and as you know the district allocated approximately three million dollars towards this project um I've
141gone ahead and kept this line item for the status of equipment just to give you a price of where we are with the order so we you know replaced back in April I am happy to report that that Mr Kath received all of those glitches we have received a partial order at the last meeting um at the last board meeting when I updated used all those glitches are here there are as access points to have arrived um as well as the firewall the only piece of equipment that we're waiting for is the server at this point so we're definitely in the right track um in terms of the data center uh the physical building envelope assessment uh that is a contract the board approved at the last meeting with LPA we have since um had
142a uh a kickoff meeting with them they have conducted a preliminary sidewalk and were scheduled to meet with them next week as a matter of fact on Wednesday the 28th to review some of their findings and discuss next steps in a different Parable path we have been working with Amir in it management also a contract that was approved at the June 6 board meeting this is the network infrastructure project design and implementation plan we had a kickoff meeting we had a very productive meeting on June 14th we are in the process of scheduling their preliminary sidewalks we hope to do that within the next couple of weeks and of all the sites and just as a reminder in terms of the deliverable for this this firm that will help us to find the scope of
143the network infrastructure project they'll help us to find a rough order of magnitude basically on cost as well as provide able that plan or implementation timeline so Amir already had I mean we already have switches we have the access points we have the firewall we all have the server all that stuff I can't have it in-house yeah so what does it mean to Define this scope and the class of this project so initially when um Amir I wish was here to confirm that what he was he um initially when Amir engaged on the board and obviously uh these companies with the RFP it was going to be a like for like replacement essentially uh it then later turned into a full Network infrastructure overhaul right which at that point it became apparent that perhaps we
144should take a step back and assess the condition of some of these spaces um I personally walked it with I don't know I don't know if you guys have met Elise or suggestions part of the Annie's 18 213 a construction manager um and she's here with us the big thing as well as to read up here I go um we walked some of the MDF rooms um IVF rooms and the condition of some of these spaces were same thing with the data center so we wanted to make sure that this is a rather large investment three million dollars we wanted to again take a step back to ensure that these spaces were adequate the support is very large investment which is why we took a step back we were moving forward initially in a different
145path and reshifted and now we're we're working with these companies um again I want to be clear that LPA is simply focusing on the building envelope of the data center only that what that means is that they're looking at the buyer suppression system mechanical electrical Plumbing static controls that's it and they'll provide recommendations for those spaces um same thing with one or same thing but in a different path uh it management is focusing on the programming engineering of everything every idea from every MDF room uh the cabling of wireless access what they're looking at everything in terms of giving us a true design perhaps um I wouldn't be surprised if they're going to come back with Aid bill of material basically saying based on our assessment this is a recommendation your partner needs to purchase
146this additional equipment so is it possible that some of the equipment and I don't care if this is true but is some of the equipment that we've purchased uh not going to be correct we post the question immediately we have the same concern and we post a question to it management because all of these companies were working very closely within the air not just our Dean all the vendors are responded that wouldn't change so they've all assured and we've heard this not only from iot management but from the other companies as well that that would not change so at least we feel comfortable otherwise we would already immediately started Castle in those fields right when we because we the minute our team was contracted we can shifted path right okay so that would have stopped
147that process okay good okay in regards to this management management which of um challenge is that I'm assuming that it you know as as was probably presented you know thinking of a like for like it's a much simpler uh process are we really is amazing I mean an issue because you probably can't get all this work done correct which is why part of the deliverable is that implementation plan that rollout plan because trying to work on the original path without having any idea of what the design or plan or cost it's going in blindly and that's just not how the management project as you know okay moving on so the next project is the Juan Deans Elementary School Safety and Security and minor minor modernization project this again is also a bond funded project under
148series a and um I am happy to report that as you remember at the last board meeting at the mayboard meeting the board approved a pool of Architects from that poll we have issued a request for proposals we have sent that out on June 14th it went to all of the the firms that were approved by the board uh we're expecting the submissions to come in on June 30th um as I meant we mentioned at the at the last meeting obviously cost is a factor but also the quality of the team that is going to be proposed is very important which is why we have um accounted for interviews as well so our plan is to depending on the number of firms that are shortlisted for the next process that will determine um our interviews
149and our goal is to have a firm to recommend to the board of the July 27th board meeting with a plan commencement of Design Services on August 7. so this is moving as you can see rather quickly basically from one board meeting to another board meeting um just really quick on the total project budget uh as a reminder the district allocated approximately 8.8 million dollars towards this project um two million 2.2 of that cost is those fees that unfortunately are you know hosted Consultants um and then and agencies and then you have your heart cause which is 6.6 million which is the cost that is actually going towards construction of your of your building so that's probably the number that we're looking at when we're going um actually putting this out to it that's 6.6
150million dollars the previous slide yes so the slide we just saw had a lot of dates on it this bike has no dates so what are we Freddie so um so when you have other man and our it management and deliverable will find these things and all these in the polymers so do we have dates for when we do it's 90 days from the board approval so from the last board meeting um and I showed it on my slide previously but I failed to add it here so 90 days from order pool um for the it management scope of work and for the data center building level of assessment is 70 days from board approval um and as I mentioned we've already had our kickoff meets um in fact we're still unfortunately going through um
151contract negotiations with it management but they were so eager to get started that we had our kick off all over time to do that so again these are important projects for the district we wanted to push these products along um so we're doing um what we can because we've been moving forward which is why we have not um I couldn't provide a set date for when the sidewalks are because we're still under contract negotiations okay thanks I think it's safe to say to one of the concerns is the lack of insurance that that actually management has I mean I think that's a public should be public knowledge um you just want to share I just give a little update on that so it seemed like we were going to be we were headed towards the
152right direction we were planning on having our sidewalks and schedule as of next week um but we received notices yesterday from do you want to speak today that's okay I I know the information but I think good evening uh so we provided IG management the district's standard Consultants agreement agency management reviewed the agreement and came back with requested religions and indicating that they would not be able to comply with the district's insurance requirements for Professional Services insurance I consulted with legal counsel and legal counsel has confirmed that the professional liability insurance is a requirement of the contract as it protects the district and their general liability insurance would not protect any risk of the district so we have since gone back to it management we have made them aware of that we are looking at
153potential other options with legal counsel to see if we can come to terms on protecting the district relative to their work and at this time those negotiations are still occurring so we don't have a final decision at least thank you so maybe they're not the right vendor that we're we're negotiating to see we want to keep this project forward but at the same time we need to protect the district and the different speakers and if it is determined that they are not able to comply with requirements we may have to seek we may have to cancel and then seek other companies that will be able to provide service so how was your time training for deciding that we want to make a decision quickly both quickly quickly within less than a week if not within
154a couple days okay yes thank you for your judiciousness so that's why they've done eight correct that that is why I I initially was buying to put dates but as soon as we got that email uh I saw that being an issue so I had to remove that aids and immediately we made Jason and Blake aware as the information came in so there are options they can Bond around it but I don't know how far we want to take it at this point we're putting the honest back on the company and they're unable to comply and like you said we would start looking for the next company yeah you don't wait too long I mean exactly any questions on answer okay so our next um series a project is a field renovation objects which falls
155under the exterior play surfaces plainfields hardcore category of facilities master plan and the project entails the two properties basically and are the 135th and Aviation Playfield as well as the wiseburn soccer field um here we have a little bit of different information um our our team has been exploring various uh project delivery options in an attempt again to push these projects along we were looking at rather than going directly to our architect pool uh potentially doing a design build now there are some companies out there that and very well known companies and well inspected that provide an all-inclusive service where they can design and build and it would go a lot faster I have since three and I have since met with a couple of EastEnders or these companies but in talking to them most
156of the contracts that they issue with school districts um even like with Long Beach they've done a kind of over Long Beach uh generally they come in the form of at least leave that contract so because of that uh we have finally determined what our delivery is going to be for these two field projects so to expedite the process um The Border I believe that it was the mortgage board meeting approved a blank at CMS to be able to use that as an option so we would be using the CMAs option to be able to prepare the services for the shock pass synthetic curve as well as the installation we would have to issue a we do need an artifact no matter what we need a design um and any Studio through DSA for you
157know access compliance uh because of that we are developing one of the bosses now as a matter of fact of developing and requests or proposals to our architectural goal um that is scheduled to go out be issued on July 17th this is um actually conservative we are trying to push this dividend right now I just gave you the worst case scenario but we are thinking that we might be able to do that by by at least a week or two so we're our goal is to get the RP out as soon as possible um again just tentative dates our fee the submissions would be due on August 4th what did interviews August 14th with a planned Award of the September board meeting um we would use uh once we had a design and it's more
158approved and we engage a lazy back contractor they would be brought in basically just by the side work underground utilities they being copy Etc any any Ada upgrades that are needed um yeah we right now everything is kind of dependent as soon as we have an architect in place I I just can't wait to be able to come back to you with um through timelines and renderings and a lot more information right now it's this is all I can provide unfortunately nothing yeah material Commons Way in the weeds we just wanted to throw this out there am I talking with some soccer parents they made the comment that cork is dramatically cooler than rubber for the fields so just in exploring materials okay one other thoughts just for the people who are both here and
159at home we've mentioned DSA 100 times I'm sure most people don't know what the sa is can I just tell them what it is and why it's such an issue absolutely it's a division of State Architects so all school districts are that's the agency that we already governed by basically we would not go to the city we would always have to go through the division of State architect their primary focus is on multicold basically they look at fire live safety access compliance um and they review all of our project plans and specifications and then the agency that will approve them we cannot start construction until we have approval from DSA that's the acronym that's the name you're going to hear me say at every single board meeting because they govern everything that we do but
160it's good it's a big agency that has um the authority to basically fill a project um so they have very strict guidelines and regulations to protect the life and safety of their children so [Music] the the design Services aren't expected to start whether it's here in September the other one might be August the design services are going to take with your expectations months six months I'll go back really quick and again this is at every board meeting I'm bringing you a little bit more it's more information right uh we will be able to give you a realistic um timeline after we engage in architect I have developed timelines that I'm I'm basically including in the uh robust proposals for the architectural firms we're going to try to hold them to them to those timelines but
161we still give them an opportunity to come back and say well we really need longer but typically design is falls under various categories schematic design design development and construction documents generally it's about three months or more depending on the complexity of a project the Honda ends up Roger because it is a modernization as well as it is two projects and one Safety and Security and modernization on the campus I assume it'll take about 9 to 12 months for design plus then we have to account for the time where the plans are submitted to the division or state architect which for the project this size will probably be anywhere from six months to nine months because there is um I keep hearing this constantly from from other firms so DSA has a huge backlog of projects
162so projects are taking longer than than normal for their video not the fields because they're not going to trigger a full review those will be a lot faster and then we're going to push for that so I presume that the entire design process can be completed in about five hopefully no more than six months and even just uh DSA probably four months so we should be able to move a lot faster without it so and I think that's really important for for us to understand in the community because like the feels there's a there's there's a there's certainly a chance that it can be done sometime next summer but the other modernization projects um most likely not it's going to correct right like I said as we uh bring updates to the board on a
163monthly basis you're you're going to get a much our understanding of what's Happening uh to the point that it will you know we'll be able to have uh banners posted at the project site basically outlining what's coming to an informative community and I'm going to speak to that one in just a second as well I was going to ask you yeah one time I don't know if there's too much to ask but a Gantt chart or a graphical view of this this kid remembering all these days and hours is beyond my ability so I just we saw them graphically that would help a lot not a problem I developed a a timeline basically from uh I mean both Blake and Jason have seen it it's it's a big documented per project for series a encompassing
164from start to occupancy basically so I'm not trying to create a lot of exercise I've already created that and that's how we're we're seeing um consistent with what we're presenting to you it holds us accountable as well and I don't know what we're doing on our website to keep the public informed so the next project is the Weisberg close DaVinci CTE Studio project this is not currently a bond funded project this is a partnership um with as you guys know between the district providing that funding through the CTE Grant and then the remainder of the funding provided by DaVinci uh I wanted to bring you up to speed of where we are we have made great progress since our last meeting um as VA the architect that is working with DaVinci submitted the end of
165one which was the design Provisions to the medical clotting of the building of a phase one Hangar building that was stability to Esa at the end of May we're predicting normally it would take about six to eight weeks but it's looking more like two to four months for DSA to again they're taking longer than usual to review the addendum one but it's okay because in the parallel pack where we're doing other things to keep the product moving along uh our team was to assist the ventially with reissuing the these back project our GOP the request for qualification slash proposals for pre-construction or preliminary services that was completed on time uh we issued that on June 1st we also recently conducted a job walk on I'm happy to report that we had seven firms attended which
166is um excellent because in the past um for various times the district DaVinci had gone out I believe they only had one or two at each so sorry kudos to Cherry because she really tried um she did major Outreach trying to get companies out there she was calling everybody emailing them I think that email went up to 300 or something uh firms and these are all firms that we know and we have uh work with and these are these are great companies um now with you know get to see how many will actually provide a response but the good news is that seven firms did commit to attending a mandatory.log the responses are due on July 7th and we plan to have our interviews the week of July 24th uh it'll be a two-step process
167it'll go once a firm is selected it'll go to the da Vinci board first um just because the timeline that's how it landed and since the board is only meeting once I believe in August so it'll come to the Weisberg board for the approval since you are ultimately holding the contract or warning the contract on August 17th uh and we expect to award the GMP and we put you know February 20 24th or sooner again that's being conservative we hope to do it sooner uh with Phase One Construction commencing March 2024 or sooner again so so this is Phase One correct and we had discussed that we need to know the cost of the entire project before we go forward with phase one so is that in your timeline we no we will not have
168the full cost um of the project remember the first part is strictly preliminary Services which is pre-construction Services the GMP the um the guaranteed maximum price which is your total project cost for phase one will not come until February so it's important to engage a contractor early to be able to Define because phase two has to be redesigned that was one of the things that I brought up at our last meeting is that phase two if you recall in the class basically just reflect a a cardboard or shape structure or say shape structure if you will within eight foot vinyl fencing around it which is not what um the antenna of phase two is um I know that DaVinci is um has contracted a they brought in a consultant from a community college who's assisting
169them to find the scope for those faces for those shop areas and um they have also requested AP proposal from SBA to start designing phase two you were gonna have something like I was just going to say I that's my understanding that the preliminary Services we at least have a cost estimate so I know it's not the GMP but we at least have a process on it they're going to give us just their cost for their pre-construction service if we so sometime in around end of September or early part of October is when work part needs to have a true process in it and generally what these companies will do it won't be like the cost estimate that the architect provided which they just have their in-house cost estimator The Firm that we bring in
170they will actually work with subcontractors actual the people that will be bidding the project to get real numbers uh from them so that you would we come in with a cost it's a very realistic cost similarly part of the preliminary services will be to deliver a full comprehensive processment as usual phase one only it's impossible to do that for phase two because there is no design please we would have to go through DSA that that is no completely understand just trying to make sure that um the question that Joanne addresses we would expect a deliverable a cost estimate deliverable for phase one under the preliminary Service Act which will probably happen sometimes I'm thinking October so okay so how do I asked this question is phase one can you stand alone do we need phase
171two and phase three you do for the grandchild space two that was only page one and phase two are tied to the grants what's the completion time that's my concern here we still have time as four years um we're currently in Year One so if we approve phase one we have to go forward in order to use a grant we have to go forward with phase two entry correct Facebook one and two only phase three is just a basketball courts which would be around all right so so the commitment to phase one is not really just the commitment to phase one correct but again the good news is October you'll have an idea so if the project comes in uh do I say forgive me is that we need to call us on base two
172correct before we go for phase one how how can we get that we would have to postpone uh awarding the GMP basically until design right now we just had a meeting two weeks ago with DaVinci and SVA and they were in the process of preparing a proposal for Designing phase two can we get some kind of reasonable estimate something I mean the concept is still even being discussed as I mentioned they brought in a consultant to help them understand what their vision is um we can come up with a ROM a rough order of magnitude this is very disturbing for me so um so to that to the point of of struggling with our growing and continuing partnership with DaVinci protocol and make sure that you're in communication with that because they're obviously funding this
173largely um and second I think we need to have a conversation with DaVinci about funding funding sources if there's been any commitment on their side I mean it's been verbal there's nothing in writing correct and there's no there's a lot of arm waving and nothing in writing so we need to have that I I won't I mean I'm not I'm one vote but I don't see how we can in in um respect of our community approve something that we don't know when it's going to cost and we don't know who's going to pay for it I think continue to talk with DaVinci folks further and more specifically here because I share your concern I think where we're coming from is we have a fiduciary responsibility to our community and if the go over runs it
174in whatever organization said they're going to pay for you because right he doesn't pay for it it's on us absolutely so we need that's where it's a concern is coming from we have another meeting coming up I believe that's still life that that I um and the reason we didn't we're kind of unfold on this process uh but I can certainly push for an earlier meeting to see where we are with the process of um a positive partnership with protecting our community they know what they're getting into everybody's winning years this is protecting everyone right so so I I agree first of all with um well you Joanna and Neil in terms of our fiduciary responsibility um I also understand schedule and we need we don't even have a we don't even have a an
175incident right now phase one which we need the award of the GMP that is not that's probably what's going to get pushed out correct you're not gonna we are not going to award that that's right so we still have some time right we will not award this GMB without the information that you just requested I think we really haven't have an understanding of the cost of Base one and two and have these meetings with with DaVinci's okay okay she's aware of the fact that we need to they also want to cause us I mean we're both in that same thing yeah I've seen that communication that has gone out to their board The DaVinci board and the board has also asked for that process center which they told them it's coming in October that's when
176we predict to have that which that will determine the date of progress obviously right would cost estimate what we have in October phase one only right which is a major portion of the project now phase two keep in mind you do have plans that are DSA approves that if for some reason the there was no money out there who could fulfill your requirements with just installing the cardboard or a temporary or storage so there is so much flexibility and options that's important right because that is DSA approach and approved by opsc so you you have you know the cost of impacted that we do but I I don't recall so when everything it would be helpful actually when you do when you do the GMP with this at least we have some number that's a
177real number we can absolutely and hopefully by then again I'll push for a student or a meeting uh to get the process of Designing these two going because the further along we are closer to that date the further I can uh the quicker I can get a more realistic cost estimate because right now it's just an idea there's really no no plans to even give to a cost estimator at this point what third time framework are we in right now for the grant or year one of four we're in year one correct okay okay as of January getting close to the half you know half a year I would just like to clarify because we have shared um updates at previous board meetings the dates that you see here as far as when the rmp
178responses do has shifted uh we did Issue an addendum we did have a request to push the date out by a week this is the middle date um because I was querying some of the firms that attended the job walk if you need to see their interest in actually providing their response so we want to make sure we get a healthy response for competitiveness and there was a firm that indicated that if we did not shut the data they would not be able to respond and they were very interested in the project so we did look at the schedule we did see overall that the um wiseburn award-winning shifted from August 10th to the 17th so that gave us a week and then we worked with DaVinci um with their board meeting on July 26th
179we came up with a plan that if we pushed it out we would have uh a way to submit an agenda item to them since they will be the ones approving the funding compliant for freelance services and with that schedule it still kept us with the commencement date for services for the same thing so I just want to be transparent with that so yeah you've been doing this for a while and I may have walked a lot on what is the financial commitment that wiseburn has made so far none okay except for the rent which is 1.2 million dollars okay all right and that's why I started off by saying it right now it's not a it's not currently a bond funded project well and I don't know that it would ever be but just
180get to me I wanted to make sure it's clear right yeah and your service is is become managing this absolutely right we have spent a lot of time so so of course yeah so those are our costs too so-called yes excuse me questions so when you extend the date for the response of one provider one contractor that extends the date for all right yeah so based on um verbal commitments again these are verbal commitments by companies I have um have verbal commitments at four firms are planning to proceed and submit so that and they're very well qualified firms okay that's great thank you sure so like I think that we do have to schedule a facilities meeting and this needs to be a topic and a lot of your comments that both uh Neil and
181Joanna mentioned it probably need to be um discussed or addiction um board member Representatives as well we could uh maybe aim to end of July because I thought I'd agree I think absolutely okay we'll work on it we're gone so yeah yeah I think that would win that so would that be just the facilities committee so it wouldn't be like either could only have two board members two board members but it would also be two more membership than achieve well I could not attend as a citizen yeah zoom and I can't do it yeah well if we need to do it sooner than the end of July join you to fill in for me I just won't be here so we can certainly do that I have no no objection especially since time is so
182I appreciate that and it's not that I don't you've been on the committee and that's fine I don't want to step on your toes in your participation obviously it's important to all of us so yeah no and I think um if you know we I think there's no this is kind of critical as you can see so we'll we'll talk okay we'll sort it out do that you know I don't want to get in the way of anything I just want to understand and make it make sure that we are do a due diligence for all parties yeah understood thank you bro okay almost done General updates these are not project related so as an extension of the facilities master plan we also have a contact with LPA to help the district develop design standards
183again this is to ensure that we develop a a cohesive and common common language across all district facilities and all of our projects we had our kickoff meeting on May 22nd we had just last week or this week I'm sorry on the 21st we have to discuss mechanical electrical Plumbing we discussed architectural building Interiors Hardware Landscaping playgrounds irrigation I mean you name it we were down to the beach literally uh we did a page storm looking at different types of you know what works for the district what hasn't worked for the district and then obviously we had different um Specialists there so we had a person that came in for a time slot that was strictly for like not a landscape but it was directly for landscaping so on and so forth so we're definitely
184moving forward um our overall process as I mentioned in 70 days which is very it's in line since the LBA and LBA is also assisting with the data center assessment they're they're holding it under that same 78. oh no uh in terms of next steps we have uh we could not finish because the low voltage contractor and Amira as a matter of fact so both both um groups were not available they were both out ill uh so we pushed that meeting to next week on Wednesday the 20th so we'll be needing to discuss low voltage intrusion security and then ID um moving on to Citizens Bond oversight committee uh we have our kickoff meeting on June 1st and our next quarterly meeting is on September 21st we had everyone that was approved by the board
185attend seems like a wonderful uh here's one of our committee members here um and we're we're very excited to work with this group uh we have brought him up to speed of where we are with all of our projects whether they're Bond or non-bonded so all of the present it was a long meeting um a lot longer than Blake would have liked but I decided a little bit important to bring them up to speed to everything that I have shared with the board I shared with everybody so they were on the same page currently and we were talking about Communications or communication communication communication is key and I understand that I've been working with Erica your public information officer as a matter of fact as you can see I just provided there's a lot more
186pages but I can give you a quick snapshot of the information I sent to her uh we're trying to develop a newsletter for July um bringing the community up to speed of where we are with every single project again what you guys know we want everybody in the community to know I already developed the information I sent it to her last week we're trying at the same time to develop a website so that I maintain that and I keep the community up to date um and then as projects are are starting to develop banners will go up with that same tagline that measure ee your bond tax dollars at work no I mean Hedges sorry just yeah add to that too I know one of the things that we heard from a Community member today
187related to school news and bringing that school news back we are looking at options for a paper type newsletter Source an update probably not going to be School news it's kind of archaic the system is just hard but we're looking at some other options of other districts um municipalities are using to get information paper out to uh you know residents yeah so yeah I mean it's hard to to read from here but um again I really cover everything as well as descriptions of what is a soft cost what is a hard cost so it'll go into that just so that the community is aware of what our projects that are coming up are I believe oh next steps uh we will issue our team will issue the request for proposals for the field renovation projects
188again we're trying to beat that timeline that I put on on the screen um we're going to continue to work with LBA on not only that design development the design standards and the data center assessment uh we will figure out our plan of action with it management whether it's data with them but that will be done rather quickly like Siri said either hopefully um before the end of this week or early part of next week we should have a a new direction or continue um and then we will have a selection for the architectural for mathematics for me and it sounds like you are interested in pursuing uh going scheduling a board workshop for the solar project so we will make sure that I work with with Wendy and Blake on getting that scheduled and
189I will work on developing the memory web page because I believe that communication against me so I'm I'm on it and I will bring you back on July 27th with another fact I am so glad you worked with us yes wonderful presentation thank you thank you all three of you all right I'm not sure all right let's go to board member report I think you all made your board reports right go in yeah and uh it's not long but it was very thought-provoking to me um in the last week my son and granddaughters were visiting my son um Michael has a PhD from UCLA an artificial intelligence so it's very Timely and uh he got that degree almost 15 years ago so he's way ahead of his time in terms of his own future thinking
190and he's now become the Guru at Boeing for homegoing for Chad gbt and other artificial intelligence type software so we talked a lot about this he has four daughters who are all very computer savvy and kind of engineering nerds already and I was wondering uh along with the LPA and some of the other things that we do um whether we understand it or not our kids are using technology to do things that we probably don't understand and would know how to do ourselves so uh um I would ask that and this actually ties into something that Neil's been asking for for a long time was a education plan for each child who goes to school not just in our district but in general and one of the things that Chad DBT is tending towards uh
191is individual AI where each individual has a separate I.E conversation within that software or within that technology so and just bring it up as soon or not that as we go forward um and I was the one who was questioning screen time versus in-person time so I still certainly encourage that balance in addition to which I would like to have some sort of plan or comprehension or standing of what as a district we want to do with AI because whether we do it on purpose or not it's going to happen and it's a lot better to do things on purpose and so it just I don't know if it's whom I'm directing this question I'm going to look around the room but but some discussion or some uh strategy or something that will accommodate this
192massive change that's happening on this and so and I'm looking at Eileen but that may not be fair but I just got some ideas on it please so um so those are my comments actually to do with the with the process and the thinking and the teaching and the recognition of the world around us for 20 years ai's been talked about and talked about and talked about it it's all just sort of percolating out there in the back end now it's real and it's moving fast um and our kids are all part of it my little girl granddaughters you know are eight and nine and they're way past where I even can't even find a website and I like to do things like this so so all of our kids are gonna be ready and
193we want to be ready too man I don't know what that means but I'd sure like some help yes and thank you to everyone this evening for your patience and your comments and your presentations and your everything so great meeting thanks thanks Nelson thank you uh here here everything Joanne said um and I think this is yeah let me rephrase that this is unquestionably bigger than our district this is a push the Lego this is a push to State um what is the strategy moving forward this is bigger than any of us can we should be doing both handed right so here here and who knows um wanna also say congratulations to the DaVinci graduates and their families parents and that was very exciting and um to the continuing conversations partnership partnership with the DV
194I think some of our conversations today I want to make sure they are taken into context that we're trying to protect everybody we're trying to look out for everybody this is the winning win we're looking for here and uh so to that fact I was grateful that a number of us on our board were able to attend the da Vinci graduations and we're welcomed Kudos and thank you to Dr Wonder for his welcoming words after graduation saying yes well welcome and recognize the park ship moving forward I was appreciate it I was also going to have Raul and one of the DaVinci board members had our daily graduation and uh Dana promotion and just to kudos to the to the students and the families who are promoting for dinner that was a fun event always
195great to see that I will point to something that I really want to emphasize and this may seem like a little thing that's a huge thing if it's a problem one of our core assurances is safety for the third year now in a row we have had a stage without handlebars without a bar we can't we gotta change that safety is overall about we can't have a kid not safe edible ad promotion um one other thing I've been marketing I'm not harping at but clamoring for is financial education I know I've said this before it was really Echo for me today I want to first thank uh Kiana and Blake and the team for the vital reality thank the team at connecta for coming out I thought it was a great program again to see
196these kids have this exposure to financial knowledge I did two focus groups this morning with parents across the country and again I asked them which is more important to you a college education or a financial Education Without exception all of them said there's not something we tend to think about work but if you think about yourself which is more important they all said Financial education is equal to work or exceeding it so as we are focusing on math next year I encourage us to bring in financial education as part of the math equation and I know Dr Silver's you had said we're talking about trying to bring Financial education in again I encourage us to do this it supports our math goals and again it's just so important for our community and for our students
197to have especially with so much Broad and so much and nefarious actions out there I want them to be safe protected and knowledgeable and that's it for me thank you so much thank you Neil thank you Joanne and you know for your comments and I do not have any other comments down and um Blake District leadership reports of superintendent reports do they have any report well um you know I just have to apologize for a representative math lab for being told that he was going to be on at 7 00 p.m um and it's but you learned a lot about our facilities come on it's funny as a background for family side is all construction and chat CPT I deal with a bunch of stuff on the back end too for an Aflac aspect so
198thank you for your patience so yeah it's really great to see the wealth of knowledge uh expertise and so forth on this and this is for Dr dool for the organization sorry I I Ginger introduction and so we're so sorry good evening everyone um I'd like to actually call Jason Hamra from Aflac um he's going to give a brief presentation of um you're all good um it happens I deal with a lot of public sectors so I'm used to board meetings all the stuff confidence running way longer so you guys are doing great um no so thank you for having me here really uh like I said before I can get into this it's been fantastic seeing you guys with engagement the community aspect everything with that um um no so the reason we're here
199to talk about Affleck and the transition we're looking at hopefully presenting here at weisburn going forward um we believe that the solution that we bring to the table are not going to only benefit the employees but they're also going to benefit the school in a lot of different ways bringing more options to different programs that are going to make more cost-effective options for your staff here um your employees here that are going to have a lasting impact on their financial um well-being as well too so before I jump into that I know you got to talk about reading stuff like that I would love to bring up what half like that so people understand not only are we a good feel good company supplemental company but we do have fantastic readings so Moody's has this
200at a double a three rating uh am best a plus standard four a plus we actually invested 225 million into cancer research last year um when we're talking about diversity inclusion since that's a big topic these days uh we are 66 female run and operated 46 or 46 minority operated and of our board members we are 64 female and ethnic minorities so we really want to drive home that we understand the landscape is changing so it's our communities and so we need to have more involvement so people that are making decisions helping Drive our outlooks going forward also are going to be able to mirror what's in the room that we're dealing with as well too um that being said do I have it quicker like if not look at somebody else there we go
201um we talk sorry I'm a walker a taco the Italian talk I mean never loves to sit behind a Podium that's just not what I'm built for um so I'll try to stay posted um so why Aflac why bring us in you guys have a similar program in place right now with American Fidelity why bring an Aflac it's really to have the expertise to help you guys overcome the ever-changing landscape that you guys deal with um every year you have to do with your major medical you're doing technical Envision you know sometimes it's up sometimes it's down covid actually saw a huge increase for a lot of people because we're having so much more in the way of testing utilizations happening so how can we help provide reductions in that space how can we help
202you grow I know one of the things we're talking to Salva a lot was just you know the bandwidth of people around having more people in place to do jobs so how do we you know derive more interest in working here at this District um strengthening your guys's ever expanding benefit package and then using technologies that we can make sure that you guys are on The Cutting Edge we're not slowly doing paper we're using the long way around to do things and then really giving back time to your teams here on site for productivity we're maximizing their time frame and then we're also giving back the administrative efficiency back to them as well um like all the other guys say if you have questions just hit me with them I I work very efficiently like
203that um next up what we're showing you here is when we talk about navigating those Landscapes this is our full product portfolio here um let me just make sure we didn't miss one one coming is our troopanian partnership that we have which will be doing pet shirts as well um that you'll probably see in the 2024 Market um what this basically is to show you is we have a product that fit your people at any point in their life um and also to help you accomplish the goals you want to here at Weisberg unified so whether it be we want to be able to provide Better Life Financial insurance for people down the road who want to protect them as they have growing families with accident or you know disability plans or critical illness so
204forth we have a plan for you and your people to meet them where they're at when they're at um one of the things that we heard when we were talking to the associations here was that there was a big misstep on building that especially classified we're not getting the same treatment as the certificated and they didn't have the same access that they weren't getting the same communication because they were in different side stuff like that that's what we got this feedback um so one of the things we want to drive home is that we are committed to the technology both on a face-to-face enrollment uh both on the technology whether it be on the phone or whether it be through an online platform to be able to make sure that no matter where you're at
205whether you're on site part-time whether you're a full-time if you're teaching or if you're doing um you know maintenance work around here you're going to be able to reach out to a counselor or having service that is available to you not only to get the information that is out there but also to be able to take advantage of that as well when you say reach out to what the counselor I don't know what that means yeah so Aflac we have an enrollment Specialists where we call Benefit counselors so our goal is not to just sell a product one of the biggest things we heard when we were actually talking to the associations here was that we had something like this in place and we didn't even know it existed we didn't know what their product
206was because no one actually sat down and took the time to discuss and talk to those products with them so our goal here at Aflac and we do these products is we actually want to make an impact and change on those people's lives so we're not here just to sell or push them pie so we actually have benefit counselors to sit down and look at is what you're doing with your major medical do you know how our plan is going to help offset so that you can do this oh money's a little tight you're worried about protecting your family but you can't afford you know 1200 a month out of your pocket let's show you how maybe you could have stepped how to play up your Affleck save yourself three or four hundred dollars a
207month 36 to 4800 over the course of a year and find the right solution so we were willing to sit down with every individual and talk to the solutions that make sense for them great peace as far as we're talking about providers we are the legion provider here um Aflac is the number one rated uh we have over 440 000 accounts 50 million people covered um if you look those are just some of the awards we've been rated over last year the ethical companies is actually up to 23 2023. in fact we're the only insurance company on there not met live not Kaiser not Blue Shield none of them um and you can see we're supported by numerous um companies Bloomberg for gender identity quality the Latin most of our companies and so forth and
208that's something we drive heavily in now they offering like I said I'm making a short sweet for you guys these are the products we're looking at bringing in so we have our group accent disability critical and hospital they cover a variety of things within that you guys will have proposals submitted to or I believe they'll have them for Monday perfect we'll have them for Monday so you can review anything um and I can make myself available for any questions you may have then we have group dental and vision that we're bringing into looking to replace your current Delta and VSP so that's not something that's the actual point so yeah so accident so the four on the left hand side so I'm going to top to bottom the two left those are voluntary worksite benefits
209that can be taken additional and then the dental Envision would be true group plans that would replace your current plants in place so group disability means what the group disability so as you have here obviously you guys are paid to a disability plan but you do have your certain time frames that you know I probably need to be out for 14 days before somebody I have to use a sticker vacation time after that her disability could come in and actually supplement them so if they're out for three months we would help pick up the difference where you know there's vacations that kind I'm actually pretty passionate about this so you know a little caveat uh my wife is a speech a language pathologist with LAUSD and so we dealt with this with our first child
210um I got a little two and a half year old that missed daddy tonight but it's all good um this was instrumental in us making sure that the mortgage was taken care of and then we'd have to worry about the extra bills because we didn't have the money because of you know the school not having short-term disability not being able to provide for estate program because they don't pay into it so having this will help cover and provide that extra Assurance for a lot of your employees so the group nature of that term is that it is at a group rate I guess is is that yeah so Aflac has broken down to two kind of Apartments we have a what we call a traditional account which is I can give it to anybody who
211sell it to anything and it doesn't matter the size of the group whereas a group plan it's going to be anybody over a hundred and you're gonna get a special rates you're getting a special build outs here you get higher in-depth products and more benefits for a lower cost perhaps you do get a special rate does the thought that we qualified for the group okay yeah implementation here so two things that the group accident disability principal in hospital um I think he's mentioned those are supplemental those are additional types of properties optional coverages that folks would get um and then the proposal that we would that would be brought to the board is really on the dental Envision because those are district funded um insurance plans that we offer and we do have a comparison
212I'll show you right after this for your current Dental ad and your current vision so uh actually before we jump into numbers um and I'm sorry something really small that was one of the things that we did too so with the associations when we met with them we actually had them just do a random poll so we could see if we had network coverage for everybody um everybody that we've all had network coverage what are the other benefits about our dental plan that you're not going to get with anybody else is we write the dental plan so if there is a provider that isn't to network within 72 hours we can have them added to network with a single paper we can send it out to them FaceTime and cut back and they're added to
213our Network um we actually just did a uh we call A disruption report looking at you know if you guys are really what would the disruption report look like in California on a national basis we actually are ranked number one in the LA Market San Diego um Riverside Orange County markets right now um throughout the nation we rank around number four there are some random places like Alaska where we fall a little bit lower because coverage now that's a prevalent out there um but from a national perspective we average between two and three in almost every state so when it comes to coverage you're not gonna have to worry about finding a dental or Vision provider here in your network so yes we actually cover at a higher percentage right now your guys is out
214of network for mosf is at 80 percentile when you do that we cover that 95 percent so we covered we did a really phenomenal plan on this one for you so that being said um there's no way to verify that yeah here you go um here's the numbers uh no so basically is there a way to zoom in on this but it's a chance right yeah or just the red number if not no worries I can uh so I'll I'll walk you if do I need to be on my perfect okay um so the highlights here are if we look at left at your current dental plan right is your current Vision or is uh our proposed plan if you're looking at a level by level basis right off the top you can see we're
215providing more value the only place that comes up it looks a little weird is on our annual maximum so we start off at 1500 your current ones at 2 000. but the way our roll-up is set yours doesn't have to roll over Maximum might as well add 250 for four years so after four years if you maintain the plan you're going to be at 2500 on an annual basis you also have a reduction after year one where our uh our uh co-pays actually drop by 25 and they max out at 75. for a family of three so we only go up to three um the way our plans are structured is we do four Styles an individual a uh individual spouse one pair of family two parent family so if you have a one parent
216who has 10 kids who only gonna be three if you have a two parent family with one kids they'll still cover the three um if you look at routine services this is where we start seeing a lot of winds because based on the information we provided from the Keenan program you guys are currently doing with Delta Dental most of your stuff is covered at an 80 tile across it does have some services that are covered at 100 like your preventative dental cleanings and so forth but then you have other routine services that are covered at 70. we cover everything 100 across the board whether it's in or out of network uh okay 100 all basic Services maybe if it's out and it's 60 50 on there so the only time you see a super major
217service where you're going to see a different disorder like I have to have a root canal or I have to have a full Bridge put in stuff like that because where you'd see a slight difference um but even then if it's that the out of network we're still coming at 95 so we're going to beat your current plan rating uh the other thing too you have waiting periods so late agents not your guys's current plan they don't get to take part in it until the next open enrollment cycle or they have a waiting period from day one ours is no waiting periods doesn't matter if you're a late entrance or if you sign up during open enrollment you get immediate use on the following first so we open enroll in September October 1st theoretically speaking
218you know the plans go into place January but October 1st you would have immediate use the other thing that we offer in that plan is orthodontia for 19 and under so we'll cover uh a thousand dollars fifty percent first year 50 percent second year so 500 500. um you guys don't currently have an option for that at all dependence up to age 26 again we talked about adding network is 95 percentile um on the proposals you get they are done on a 12 month so to turn them into a 10 months because we know you intently that's where these prices are that's why we put them in the slide to show you um your current plan is on the left-hand side that's where your payment is 87.70 per person even with our increased benefits we're
219at 71.65 on a 10th lead which turns into being about a hundred thousand dollar savings for every money so what that works out too is fifty thousand per share fifty thousand the second year second year because this is a two year plan that works out to be about twenty five thousand dollar savings for the district twenty five thousand dollar savings for the employee um as a group so in my case that's that's what I call a win we can add more benefits and save everybody some money in the process without risking the network or the service that you're getting so these percentages are based on your schedule for those services so this is a PPO so there is no schedule okay there's no schedule this is what it is straight up somebody charges if it's
220an uh yeah if it's out of there if well if it didn't Network it is a covered on it do you have your basis points so if it's a routine service we're not going to charge you anything with 100 covered if it's out of network and you have that it's going to be at the 95 file thank you um Vision plan oh you're not Blue Shield it's VSP sorry on that that's my uh my error I apologize um we're pretty much dead even across the board the only thing that we change on is frames we go 150 to 200 if you use we have the Davis Vision Network and our own network that still gives you access to your privates you still can go to your Costco's your wholesalers like Sam Club and get even
221more value because you get lower prices and then stretch it even further um when it came down to again we ran the numbers based on what's currently on your census it's not a huge difference but we come in seven dollars and eight cents on employee level uh which turns out to be about a 500 savings for the district 500 savings for the employee 2000 over the years so it's not necessarily a huge one it still saving some money provides you with all the same services and gives you a little bit extra as well like I said I was going to keep it very short that's the end of the question or my presentation any questions you guys have let me know if not we'll get you home to the families right okay structure so that's
222going to cover at 60 of that so if it's a thousand dollars you're gonna pay 400 it will cover 600 yeah that's interesting thank you on any amount of orthodontic coverage is Health trainings yeah I mean so and that was the thing that we got the big feedback from the associations when we talked and met with them too was none of this stuff was even really available a lot of it and the plans that they did have in place while they were great there's something better out there and we can do it for Less cost any other questions I was just asking I'll be up for a group medical I know some guys know the constructions I really appreciate I understand you guys have a ton of stuff going on and that's fantastic to be
223able to see all of it happening too so thank you for your time I really appreciate it thank you thank you what amen okay I think Eileen has uh thank you um again I have to apologize for the long agenda I had to have DBT write it well uh just a couple things I wanted to uh wanted to talk about uh first I wanted to share that um you know thanks to Sarah who's no longer here we were awarded a 21 000 grant for LA County Arts um we typically apply for this on an annual basis and want to look to how to grow and support our ours program which is which is really a an important program for us this year's focus is going to be on Dance for students and it's going to
224be implemented very RP program so that we're able to to extend that that out as well also I want to share that for csba next year um Monique and and team are through like you know for widesmer and we're applying for the Golden Bell award that is an award offered by by csba we're looking to do that by recognizing the growth of our counseling programs here in wiseburn is one of the really sort of crown jewels uh you know that there's really grown into that you know on the district and they want to highlight some of the work that we've done you know to uh to get mental health experts and clinicians here in the district to support our students and families um but uh we we need to have this announcement of doing that
225in a minute and kind of a soft you know go ahead by the board just to make sure that you're aware and okay and would support us you know going through a csba and applying for this award so I would assume because it's not bad sorry all right absolutely um so so we're headed to uh yeah all right I just wanted to do that I also wanted to to share that um Tuesday and Wednesday of this week we engage in our the third annual or the second annual how-to third annual Gap our third annual how-to uh kind of strategic implementation planning process for the district um I just have to say when you know the charts are up and and you're really looking at the work that that's happened over the years it's uh it's
226just incredible so those are good seeing people in the room and engaging in the work looking at our lcap plan looking at our insurances everything was sort of tied into that I know there's more work to do along our strategic Foundation but I think that this was a really nice uh this is really good to see um I would add that uh one thing Bill Saunders and talking teaching day March Lenny Kevin um [Music] there you go um or for their leadership on this and being able to kind of keep us keep us you know in line and along the road to making this really successful and and uh well planned out programs it was really nice to be there the second day for the first time I actually had a big group you had
227a 35 uh maybe 40 people that joined us included our guiding Coalition our teacher leadership counselors and uh principals of course our administrators but but that process was so iterative you know we're growing we're learning and we're just um just really nice to have to involve more people in this process and hear the voice of the folks um there are leaders in on the school side um I want to talk to oh sorry and with that you know what we what we spent a lot of time talking about of course you know you talk about reading we talk about writing and readers uh readers writers work or reader reading in a writer's Workshop um but but really focusing on our two priorities for the upcoming year around mathematics math extracted Holly Compton was there during
228the map back list looking to see some really good work down there as well as on student wellness and safety again led by the counseling team in Monique um and looking to roll out some programs next year uh build our pdis and our project behavior intervention support team restorative practices Etc of the school of sites I also wanted to share that um we did have a c Buck meeting citizens advisory uh citizen fund oversight committee meeting so thank you to Noemi for doing that I had the pleasure to be a part of that and really agree with the you know the group everybody was there and just engaged in that process and so it was really nice um see and uh I will thank you all right okay thanks everyone the reason this meeting was
229so long is a tribute to all of your leadership we're taking on massive things and you guys are doing a fantastic job and the reason we're having all these questions is because these are big issues and kudos to you and the team for doing this so thank you very much thank you thank you Blake um Wendy any comments from the trouble with agenda items is there anything else all right so let's go ahead and move over that because that items now do I have a motion for 11.1 uh so motioning eleven one takes care of eleven one through seven and six through eleven eight okay and that is the intent yes I will second with a question I also have a comment but go ahead Neil all right it's on miscellaneous receipts this is this
230is 11.5 um the gym rentals are thirteen five great to see is this a month is this a quarter what is this and to that point when's the last time we reviewed our gym fees so I was wondering if we needed the accepting our revenue and our everything relative to our GMP both our budget was our fees Etc yeah I can't speak to when we actually reviewed the gym fees but we are um so it's a good a good practice for us to do so I take that note and we'll we'll do something for that and we just did notice that inflation made up 10 from Massachusetts we want to be a good Community citizen we don't want to acknowledge our community but at the same time a fair price is fair price yeah it's
231good good comments and Jason it was the second question was about the gym fees yeah yeah it's we're collecting them I mean we're sending out monthly invoices we've been setting out um our uh invoices monthly and so that's something we've done I think they were being really consistent the last three or five hours about that I'm worried about what I'm not worried what is this showing is this a monthly figure is that I don't know what that's the monthly so when we send out those invoices for that month or that is a monthly number yes that's that's not important and I want to say we did some catching up from the previous ones before you know so that would be secure we need to do a presentation about that probably we'll look at Jim rental
232fees and maybe when we do this analysis we can bring that back to the board and oh because from what I'm hearing in 13.5 maybe longer now yeah because we did some catch up but we've been sitting the voices so so what's our annual revenue what's our expected Revenue what everybody else is charging just like we did an analysis of the preschool um I also have a question on 11 points answer the question on the Chartwells uh our annual our monthly expense used to be in 57 to 7 to 60 something now it's at 83 I'm not questioning it being wrong I'm just wondering it's either High number to me and I'm just trying to remind myself are we reimbursed by the federal government for this at 100 yes absolutely um our our reimbursements through
233cnips are well above what we're sending for our meals and I think I put that in the previous um thank you my comment had to do with the invoice from Christy White and so my sense is that we're approving this with the correction that we talked about today correct in the letter in her contract letter I guess there was a misstatement of the charges uh the uh charges were shown um they were mislabeled the charges for 23 24 were correct the other charges could have paid for 22-23 right okay so in approving this we're approving it with the correction thanks sure nothing so Motion in a second I call a favor hi Aztec let's go to action items General um I think we can take 12.1 and 12. some moves 12 1 and 12 to
234Neil yeah is uh Nisha gonna talk to us about it I'll second tentative agreement um and just thankful for our partnership with both WFA and csca um these were items they brought to the table and we were able to negotiate them out both in one day so that's right some of it was around leave leave language as well right we believe language was just to be um in line with any law of thing yeah I'm Luke 13.1 the facilities Iran all in favor aye sort of personnel 14.1 approval and plug-in structure employee motion double second all in favor aye fantastic upcoming dates and events and the five minute board three hours everything else please sorry okay uh an upcoming board meetings yes we did cancel our July 13th meeting uh bringing bringing back to July
23527th uh we'll have that one meeting um at that point uh okay open session at 6 PM we also have a changed our August meeting it was scheduled 10 and then the 17th um I'm sorry from August 10th August 17th uh same time same place and that was just results in less cancer in that second board meeting of August was scheduled for the 24th so we'll figure out we need to add something I know there's some workshops that we've talked about today and I will have to make some somehow Monday right we do yes we do have a meeting Monday at 8 A.M oh I'm not even gonna say a short meeting do we have back at the dental Envision it is a cost savings but it is still a fiscal impact that I would
236need for approval for and the reason it's insensitive is uh because open enrollment starts in September and so the reason I need to put it on the agenda I know you'll want to have one item but it's so that we can start the Open Enrollment process uh we can't do that without the approval so the approval needs were changing carriers so we're moving from VSP and and he had mentioned meetings with our bargaining units they did they I want to see make sure he characterized those comments as correct so we had our first um Health and Welfare benefits committee meeting I think in four years and so uh we had a meeting um and uh we met with csca and at WFA and they were overwhelmingly in support of this um that meeting was about
237an hour and a half long and he went through kind of line by line um the offerings um and he was serious about asking who your doctor is he looked it up and anyone that mentioned a name it was part of the coverage and they weren't um he did say that name of the 72-hour notice and they could get at it so it is a much bigger company than with the Consortium of the jpa that we have right now and so the benefits are going to be more uh widespread advantage in all savings thank you thank you for doing that thank you now on medical yeah good luck good luck with that because they're we're looking at a 19 to 22 increase in our medical um average we just got the bill we just got
238like the rate sheet the other night the approval from Calpers and so I am looking but leaving calipers is a big deal it's a very very big deal this is becoming consistent 19 20 increase year after year you know there used to be a rule that in business uh you could attribute 30 benefits of salary costs do you remember that rule um that we're blowing that out of the water it would be interesting guys to see what that is yeah all right I think that concludes it thanks thank you thank you everyone for being patient thank you thank you thank you yeah
