001i'll call this meeting to order this is the board meeting for the wiseburn unified school district for january 25th and welcome everybody uh thank you for joining us thank you to our community again to our educators in our classrooms at our school sites our staff and of course our volunteer board members and cabinet here tonight okay as always thank you for commitment in these continuously challenging times tonight just a regular board meeting we will have a public hearing and second reading of school renaming a special present uh presentation on our budget audit uh pending higher of a new counselor to add some emotional emotion some social emotional support to our middle school exciting and we'll hear from a financial advisor in existing bond refinancing to potentially save our community members some money among other issues

002tonight so at this time i ask for a motion to adopt our agenda please you have a motion thank you nelson mr martinez aye mr mora hi all right to mix things up uh since it is a new year and dr harvick has been so gracious for the past 10 years doing our flag salute mix it up how about mr wilson help us out with the flag salute if you'd be so kind my pleasure everyone please stand place your right hand over your heart ready begin i pledge allegiance for which it stands one nation under god indivisible with liberty thank you very much we will now move to public comments as we did not have any share your thoughts that will not be shared in our public comments we actively effectively have two public comments

003in this evening the first is public comments the second is the public hearing relative to school renaming so if you are listening tonight we we encourage all of you to speak the public comments will be reserved to those things unrelated to the school renaming the public hearing will be specific to school renaming so at this time if you have a public comment that is not related to school renaming we encourage you to share as before and as always is our protocol in all of these meetings uh you will have three minutes to speak a maximum of 20 minutes total for the entirety of who comments in our public comments and at about the 30-second mark before three minutes are up msubaki will put up a red chart that will let you know it's time to

004close it up with that said mr bucky do we have anyone who wishes to speak in public comments at this time i don't see anyone who has a public comment i do have one written public comment that i could read to the record thank you as an alum and a current employee of weisburn usd district history means a lot to me the past administrators teachers and former school board members have influenced me to become a caring community member in saying that i feel compelled to speak up when a part of wiseburn history is being disrespected as members on the current board you know how much you give to this district imagine when a highly respected former weisburn board member was honored for all the time and energy he gave to have the amazing district we

005have today with a building named after him i am speaking of don smith and aaron ron nathanson both of these men gave so much that the auditorium and library were given their names respectively at rh dana middle school formerly rh dana junior high school it is appalling how the buildings of the reconstructed school do not carry their names is this how wusd honors its history what kind of message to the current students does this give if honored hard-working individuals of past wiseburn who aren't popular or wealthy are now to be forgotten and do not matter well their legacy does matter i have spoken directly to board members and superintendents regarding this matter and as of yet have not heard why the names were not carried over why dedicated buildings to them in the first place

006if they weren't important they were as important as the current named buildings in the district for former superintendent and spouse wealthy former student and deceased board member okay all right uh i guess that concludes public comments so uh thank you miss warwick for that comment let's now move to our public hearing and at on january 25th we now open the public hearing this is item 3.3 on wusd school renaming mr baki do we have any comments please um if anyone would like to speak live please click on the lower portion of your screen raise hand and we will call on you but i do have several comments to read into the record so i will start with people who would like to read live um i'm going to start if we could bring over bailey

007five please [Music] hello hi you are muted daily5 if you'd click in your lower the lower left of your screen there's a mute button and you can unmute yourself unmute here we go can you hear me i can help okay okay i just want to um find out a couple questions um what are the votes from the community um on not renaming the school and my second question is will our taxes be raised from any of the situations if it is renaming unfortunately we are unable to respond to comments due to uh board bylaws and the brown act so we can only hear you at this time so unfortunately we're unable to respond to comments but we certainly hear the interest okay all righty um bailey are you uh okay perfect uh the next person

008if we could slide them over would be kathy gore please oops hello everybody hello good evening good evening um sorry i'm going to read a little bit just so i don't miss my key points um hello to the western unified school board members staff renaming committee and members uh committee members and community members um i also want to take a moment to just thank mr mora for his years of service i was surprised at his announcement last time and i just know it's been uh years and years of dedication to our district and thank you very much um i submitted comments at the january 13th public hearing about renaming which were read in the meeting i voiced my opinion against renaming of anza cabrillo and rh dana middle schools it was very helpful to review

009the data that was presented by dr ingram indicating 27 survey responses by the cac committee as well as the 263 survey responses from the community via the survey i am struck by an overwhelming lack of interest by the community regarding the desire to rename these schools and i hope you take this into account in casting your vote on resolution i understand that the survey has now reached about 300 responses so more people are involved and survey takers at least are indicating some level of interest in the process by taking the survey i was told that the percentages are pretty much consistent in line with the responses received previously for november december and january and even if we included the cac members their survey numbers with overall survey responses that were presented at the january 13th

010meeting the totals indicate generally just over a third of survey respondents recommend renaming that's combining the committee and the community surveys and given that these survey responses for yes to rename the schools that means the corresponding renamings for no or not interested or no opinion far outweigh the positive responses as i expressed in my comments at the last meeting i suspect there would be significant costs and resources attached to a renaming effort i'm surprised that there's not been a cost analysis presented as information for the board to consider before making a decision whether or not to move forward with the renaming effort and it seems that there are much more pressing issues facing our schools students staff and teachers at this time and i'm of the opinion that our resources would be better spent serving

011higher priority issues than renaming schools i recommend you demonstrate fiscal responsibility to save the district these unnecessary expenses and outlay of resources or if you feel that we have this kind of fiscal surplus and bandwidth and i would suggest that the expenses and the resources that would be used for renaming our schools be better spent on teachers curriculum or infrastructure essentially for the betterment of the students and staff i request that you vote no against renaming our schools thank you for the opportunity to comment thank you next public speaker would be eddie renda can we slide over um eddie miranda hi eddie you're muted can you hear me now yeah thank you okay very good i think i had to join this panelist my apologies uh first of all i want to thank uh uh

012mr israel mora uh disheartened to see that that he's retiring but certainly understanding thank you for your years of service to this uh to the sport um and secondly the the issue at hand and i do apologize that uh that i don't have a prepared statement as you can hear the the cooking in the background um nonetheless uh to me the the issue is is not a physical one but it goes more to the core uh that we are educating these students with engage empower and elevate is that the message that we are sending with the existing names that we have uh with our schools and how do we rationalize our decision to remain named when we're espousing that engagement empowerment and elevation are part of the mission of the school i realize that there

013is a fiscal impact on on this name uh change or to go through with uh for the remaining schools uh nonetheless i think it goes contrary to what we are teaching the kids uh what we evaluate as our mission statement um and i think we'll have a tough time rationalizing and explaining uh how we are promoting engagement empowerment and elevation uh you keep in keeping the names that that we have for for the schools i think a well-presented argument was was given by the usc professor that was that voluntarily donated his time to uh to educate us on the background of uh the the individuals that for whom the schools are currently named i ask us to please seriously consider renaming uh the schools and also in case of of not renaming the schools an

014official statement uh from the board and the administration on how we rationalize maintaining the current names for the schools given our mission statement of engagement empowerment and elevation in the community thank you thanks eddie thank you buddy and um next if we could slide over joanne crisky hi joanne you're muted if you'd like to unmute if you hover on your screen to the left there's a mute button on the bottom left hi joanne hi uh good evening everyone i do want to state right out that i am opposed to renaming juan de anza cabrillo and dana i've been a resident of this district since the early 80s all three of my children graduated from weisburn and it was never an issue and i love the names and i never heard of a reason or a

015very good reason to even re-name the school and i have not heard an explainable reason to do it in the first place i think that they're beautiful names i think they're part of our hispanic culture here in los angeles and i never heard anything that i know of or that i've read about um wanda anza doing anything so terrible that his name should be taken off the school and i'm hoping that it's not part of the cancer culture that we hear so much about today and i do agree that our schools have so many more important things to to consider in this day and age and i just think this is really down on the list and most of the seniors that i've talked to that live in this area do not want to change

016the name they have no interest in it at all i do appreciate your time and thank you very much and i'm opposed to the name change joanne thank you thank you at this time i don't see any other public comments to be made i will begin reading the public comments that i have oh i do have one more uh maria flores acosta would like to make a comment just like for please hi maria you are muted if you'd like to click the button on the lower left there you go thank you my name is maria flores acosta uh i am a member of the citizens of advisory committee uh however tonight i'm speaking as the individual um i would like to encourage the board to vote in favor of renaming all of the schools within

017the district i believe it is important to have members of the community be part of the process however in moving forward in a positive direction engaging the students listening to the needs of the community is wonderful and there are members of the community that would like to see the schools renamed for positive reasons um as you know my my neighbor and and fellow weisburn watch member eddie expressed you know we we do want to engage our students empower them and elevate them and if we go back to the reason why we changed 138th street from its former name in the beginning it started with a student so i appreciate the time to serve on the committee i do thank you for the added communication regarding tonight's hearing we did receive several communications for this opportunity

018to attend and once again i encourage the board members to vote in favor of renaming all of the campuses in weisburn unified school district thank you thanks maria thank you um i'm going to start reading with the uh first letter that i have from cynthia wiseburn school board the board has already voted to rename peter burnett temporarily called 138th street school as a wiseburn parent i feel the focus should be on just renaming that school alone logistically there is no point of renaming angela cabrillo and dana the data presented seems a little misleading as there are only 27 members which truly does not represent the entire community's opinion for example the committee's yes vote to rename cabrillo really only represents about 20 people versus a community survey of 263 with a yes vote to rename

019cabrillo at 38 represents about 100 of the 263. the community data does not support renaming the schools 29 dana 36 anza 38 cabrillo even if you included cac survey members the overall survey responses the totals indicate about generally just over one third of the survey respondents recommend renaming combining cac and community surveys approximately 32 percent dana 35 anza 42 cabrillo there are significant costs and resources attached to renaming all schools there are legal name changes all branding and all ptas will have to bear the cost for renaming their legal entities as well as trash all spirit wear inventory and order new also the person cost for the district to have employees spend time address this issue is already high i do not believe that there has been any public discussion about specific name alternatives that

020would likely be another the next cost step to reevaluate create another committee and present name recommendations if the board votes to move forward with renaming i agree that not all historical figures have the most stellar backgrounds especially if you compare them to today's cultural standards but starting over to rename all schools is to erase history the point about knowing about our history is learn from mistakes made and not repeat them again there is no need to erase our children's history they are part of this district and a part of them will be erased when renaming the schools they attended in my opinion all the time and effort that is being used on this matter can be focused on other matters to better support our children teachers and school staff i recommend demonstrating fiscal responsibility to

021save the district from these unnecessary expenses and outlay of resources if the school district has the means to splurge on renaming all schools then i would recommend such means to be used on teachers curriculum and infrastructure additional support for our students and teachers will essentially reflect on the district overall the costs outweigh the benefits in renaming all schools i suggest we move forward with renaming peter burnett 138th street school and leave it at that let's close this chapter and move forward with other matters cynthia dear weisburn board thank you for allowing me to voice my concerns for renaming the rest of the school district i believe that it is unfair to make the community decide through a survey form when there is not enough information renaming peter burnett was a unanimous decision but renaming the

022entire district is a huge fiscal decision that should be met with more understanding of how this is going to be paid for if by chance you have some money that has been set aside for a rainy day and you are able to use that to fund this project then i am fine with what you choose if there was a donor that was willing to fund it then that is fine as well but if this money but if this will be money that will be taken away from the schools directly or indirectly over a period of time i don't believe it is money well spent for our children and it would actually be doing a disservice to the children directly our children need more money in the classrooms and extracurricular programs to be funded so that

023all students rich or poor have an opportunity to grow and expand for their futures the teachers need more money to be creative in the classrooms and not have to rely on parents for amazon gift cards at the beginning of the school year to run their classrooms or to ask us in an email if anyone can donate because they need supplies for anything extra they want to teach in the five years we have been with juan dianza i have personally volunteered in the classrooms and i've seen firsthand how hard the teachers work to keep students on track and learning i can't imagine what life is like right now for them without having help with daily tasks and navigating pandemic with your short staff and lots of pivoting with positions daily example librarian is a teacher for

024the day our money is needed in the schools not on a sign our school is already made up of diversity and inclusion i don't believe our school name defines who we are frankly we call it and the elementary so please tell us where you are getting the money to rebrand and it and will it affect our children and teachers because that's truly why we are all here thank you michelle sanders thank you for reading this email as i'm unable to attend tonight's meeting i participated in the survey but also wanted to express that the renaming of all wiseburn schools should not be a current priority with all the change and uncertainty we've encountered school districts should be focusing on how to continue to improve provide the best education possible this seems like a waste of

025time money and resources away from ensuring the current students are taken care of the renaming project should be put in the long term plans for the school district's future to revisit there are so many other priorities to focus on in 2022 calling the school 138th street for a few more years isn't going to hurt anyone's education not having a permanent teacher or the proper educational resources is going to affect community more the name and the name on ability thank you for your time jessica current cabrillo parent to the weisburn board i wanted to share my opinion on the name page there's a lot of work and money and there's more work and money than you realize majority of parents and kids do not want this if there hasn't been a lot of participation in the

026name change it's because there is so much going on right now but more importantly we prefer these resources are used to address the children's actual education my daughter is on her sixth teacher in three years she currently has a substitute and i don't expect that to change anytime soon i know she is not the only one who does not have a teacher or a well-regarded teacher please use these resources for the staff to find teachers that love to teach and are experienced the kids have so many changes can you just leave them school names alone for now my daughter knows her school is anne's the eagles that's all she knows and i know she will be upset to have that name changed the amount of work and money needed for name changes is more than

027you realize aren't we under staffed right now you have to fill out official county paperwork and licenses which will charge a fee for the changes all websites facebook instagram need to be under updated all letterhead and official school paperwork and forms all outdoor physical signs of the school the t-shirts etc that have been designed and bought there will be confusion when the school is googled confusion on the reviews and polls everything will say blank formerly called anza anyway there's so much going on right now i wish the energy and money could be used to focus on the level of education our kids are receiving please leave the school names as is thank you for reading my opinion warmest regards kim sommer dear dr silvers and board members back in 2020 i was dealing with a

028family major medical issue and did not have the bandwidth to follow the board meetings but i was paying attention to the news i remember sitting outside with my son shining a light into the night sky for 8 minutes and 46 seconds talking to him about how we all need to do better i wasn't surprised when i heard about your decision to remove peter burnett's name from the school but what i did find surprising was that then fifth grader levi meeker sparked this conversation from his sign at a local demonstration the kids are listening they're paying attention they're standing up for what's right and then i saw emma martin's petition to change the school's name to honor ruth bader ginsburg after she passed and the kids are still listening they are still looking for positive change

029and to be part of it i started finding time to listen to the board meetings follow the renaming committee's notes watched dr ethington's presentation and filled out the survey after going through the materials and watching the presentation it's hard to come up with a reason not to change the other school names i know there's a lot of complaints from the local community which can be found on nextdoor but it all boils down to they don't want to change the names out of sentimentality there are individuals that refuse to watch dr eddington's video or listen to the why it's important to have this conversation instead yelling about culture cancel culture last year the work that i was doing with rita shot read to a child went remote through zoom part of our staff also worked at

030lausd schools and when schools were reopening we heard about inequalities in distributing ppe and sanitizing supplies with schools in more affluent neighborhoods getting directional arrow stickers plexiglas shields and sanitizer while other schools were only spacing out desks my boss was outraged when she heard this and said that families should go to the media and let it be known that their schools weren't receiving the needed supplies but this is what one of my colleagues said being a latina herself that her community doesn't speak up that they get what they can get take there is fear in speaking up as some families are undocumented or don't want to bring attention on themselves so inequalities go unreported having a voice to be able to speak freely is another example of white privilege this brings me back to my

031time at the on the cabrillo pta i really wanted more diverse representation on the board at meetings and events but in my short time on the board before covid we didn't crack it we were seeing the same faces participate and not finding a way to reach out or include the diverse population of our school niche.com ranked wiseburns district for diversity 53 out of 704 districts and yet we're not seeing that diverse representation in the surveys that are being submitted over the comments coming in i think this is a bigger issue of how to boost diverse representation across all aspects of wiseburn so when you hear the community doesn't want a name change is that a real picture of our community or of those who who with privilege who can say so cavalierly say it doesn't

032matter we like our schools because they they've always been this way the timing on this is bad families are most concerned with covid learning loss and getting back to normal i know you've made the commitment to change 138th street's name and it's complicated to change all the branding legal documents bank accounts etc and it makes most sense to go through changing all schools at the same time so you don't have continued paperwork headache but i'm hopeful that you're not dissuaded by the louder voices that are complaining for every complaint about the idea of changing the names there are more students and families that are impacted by this decision that are not speaking up the men that these schools are named after don't align with wiseburn values and goals i hope the board makes the decision

033to go ahead with the renaming of all schools and once new names are picked i know the community will get behind the decision for the students following these decisions what does it say to them if 138th is changed but other names remain what example are we leaving for them to follow thank you for your time listening to my thoughts adrienne fleming 138th street school parent good afternoon i'm a member of the wiseburn school renaming committee originally i voted to move to move forward with renaming as the school along with burnett i really did not have much of an opinion about the other schools i have no actual ties to the man juan bautista anza except that we have lived in the neighborhood for seven years and our daughter has been in the district since pre-k

034while i do not believe juan de anza represents the assurances of wiseburn unified school district i am changing my position at this time for two reasons timing and finances we are in the middle of a global pandemic and as a parent and community member i'm exhausted from trying to maintain my mental health along with that of my child i do not believe this is the right time to consider renaming all four wiseburn schools we need to put our time and attention and effort into helping our students and their parents maintain some sense of normalcy and balance this is an emotionally charged time and there has not been enough discussion about school renaming and potential ramifications of this enormous undertaking as very few community members and parents have responded to the survey or expressed their opinion

035financially i believe it is irresponsible to spend funds on this undertaking that could be better spent in hiring more staff to teach our students and or enrich programs athletics music singing dance coding poetry engineering keyboarding to help meet the needs of our diverse student population i still do not have a good sense of how much this will cost and who will pay for it i wholeheartedly agree that when you know better do better however i am also not interested in erasing history as i do not believe that creates an opportunity for learning i would recommend that wiseburn teachers take the time to teach about these men and their history both positive and negative and why they were initially chosen to have the school named after them years ago so please right now let's put up

036put our time attention and money where it belongs solely on the students educational well-being this is something we can revisit later thank you for listening rc nuri i'm writing as a community member resident of holy glen and future parent i find the focus on changing all of our school names right now troubling as there is no direct immediate need first it is unnecessary to alter the names of all of our schools simply because we are currently changing the name of burnett the environment we wish the environment we wish to create for our students and community required a change for burnett but does not rise to the level of requiring the same of our other schools second if you have a plan for these name changes and suggested names expect more transparency we are still waiting

037on the burnett 138th street school renaming given we have not yet to see the successful renaming of brunette to completion the request for a boat should vote should include a concrete plan not just the general concept of the name change third i hope you demonstrate fiscal responsibility to save our district from the unnecessary expenses and outlay of resources that will be caused by this change if you have resources already allocated to this renaming it could be better spent on teachers curriculum infrastructure and anything that improves the lives of our students and staff i hope that my kids soon i hope that my kids soon to be your students will thrive in great student schools with the resources their teachers need to educate and encourage a love of learning i do not want my family to

038be burdened by the debt of this decision and finally i must remind you that our community is very special what a joy it is to share the same school with a parent or grandparent changing the name and the school's buildings means our children older siblings and older generations do not share the same community in the same way i highly recommend you vote do not change all the school's names at this time thank you for your time jennifer myers hi i am a parent of kids who attend anza and dana i don't think any school names other than burnett should be changed i believe we should use school funds to hire additional teachers or to help our students in other ways my son has had numerous substitute teachers at anza best anna r good evening my

039name is dr amanda rosette 8th grade parent at dana middle school thank you for this opportunity to address the board i believe the decision to rename the schools of wiseburn comes down to a simple concept when we know better we do better dr philip ethington presented to the board about some histories of juan cabrillo rh dana middle and juan juan de anza in his presentation he pointed out things that some would consider accomplishments but all too often those accomplishments came at the expense of the indigenous people in the form of enslavement violence and erasure of their native culture in the district that promotes diversity equity and inclusion as one of their main values are these the type of individuals that speak to those values is it inclusive to honor individuals who have brought irreparable harm

040to the ancestors of members of this community in 2020 the district was very vocal about their commitment to dei in the wake of the murder of george floyd it is important that those voices are backed with actions dei is about more than just the demographics of the student body it has to be woven into every aspect of the district from the board to the teachers to the students the curriculum and who the district deems worth to be honored change is hard and is often disruptive but it is important to remain committed to the values that this district said long ago choosing to rename anza cabrillo and dana would be a great step in the right direction of substantive change and a show of true commitment to be a more diverse equitable inclusive and anti-racist wiseburn

041district thank you for your attention dr amanda rosette good evening board members staff and community members i am the parent of one current and one former wiseburn student and a 23-year resident of the district's neighborhood i wish to voice my opinion against the renaming of cabrillo anza and dana schools at this time as others have stated at the last meeting when considering the tremendous resources of time attention and funds that would be utilized for this endeavor it seems there are many more important and urgent areas where these resources could be used we have a mental health crisis among our youth and teens lost learning from two years of the pandemic and facility needs to name a few as has been also stated by other community members i also feel the materials presented and the survey

042itself were somewhat skewed toward renaming from the outset as one example the special presentation from january 13th presents data in a biased fashion it shows tall bars indicating that around 35 percent of responding community members were in favor of renaming and 14 were unsure that leaves around 51 percent of respondents who can ass who we can assume voted not to rename but that greater number is not even represented on the slides also the cac slide showing a very tall bar 75 percent of committee members voting to rename represents a mere 20 people voting to rename this committee has over 60 members finally though i feel input from families with students currently in the schools was actively sought there was not enough neighborhood outreach to those who live in the schools neighborhoods but do not currently

043have school-aged children many in this category were unaware that renaming is being considered and when informed my experience is that they were not in favor of renaming perhaps involving the three neighborhood associations located in the district's boundaries would have produced greater response numbers also it is possible to infer that a low survey response rate indicates this is simply not a topic people feel is a high priority right now thank you for your time and consideration lisa mafuji through the wiseburn school board of directors and our beautiful and inclusive community at large i recognize that these past couple of years have been beyond stressful and that we are collectively deeply fatigued especially after navigating this last wave of omicron this weariness may be leaving many of us short of the mental energy to have deep and

044difficult conversations i get it i also think that once something is brought to our attention we can't just move on because we don't feel we're up to the task this is an opportunity for us to thoughtfully move forward as a community having our schools on names that fully represent the diversity and values that flourish within its walls as the incomparable maya angelou stated i did then what i knew how to do now i know better i do better this is not about erasing our history or stripping the memories from those proud students who have moved through our district this is about updating our standards to meet the moment and our ever evolving values as a community so that together with intention and deep awareness we can write a brave new chapter karis campbell dear wiseburn

045school board members of all the many things that make our school community special the district's commitment to diversity equity and inclusion is one of the most vital in that spirit it has been so heartening to see the district encourage discussion about whether our school namesakes represent our student body and our district's values some might say that a name on a building is just that a word on a building and nothing more but the truth is that a name on a school building reveals the values of the community within it represents our hopes for our children who study there and our expectations for the staff who guide them as a parent i want my children to be proud of the person whose name is on their school school's namesake should unequivocally be a role model for

046our children no wonder then that the board recently removed the name of white supremacist peter burnett from our elementary school such hatred has no place in our community and certainly someone who espoused it should not be elevated on our signage and letterhead i am grateful that the district is continuing this conversation as it pertains to our other school namesakes after all can we claim diversity equity and inclusion as our pillars if our school's namesakes did not espouse these values even superficially our namesakes as a group do not demonstrate diversity they are all white males it would serve by diverse our diverse student body so much better to choose namesakes that reflect our young people's values experiences and aspirations as the pandemic continues to challenge all of us on a daily basis it might be difficult

047to muster community interest in the conversation about renaming our schools at this time however the truth is that there will never be a convenient time to have these discussions or pursue these changes after all these changes are not a matter of convenience but a matter of conscience taking the time we need to continue to have a thorough discussion and involve other our entire student body is well worthwhile this is a once in a generation opportunity to make positive lasting change to our schools and elevate namesakes who represent our welcoming diverse unique community thank you for your time and attention sincerely anne carlson parent neighbor and renaming citizens advisory committee member i believe that is all that i have well thank you mr bucky uh that was uh impressive amount of reading thank you very much

048and thank you to the community for your uh impassioned comments thoughtful and respectful thank you very much are there any other public comments at this time mr bakke i do not have any further comments all right then we will close this public hearing at 6 42 and thank you all the actual agenda item here does not come for a little bit this is uh later in our agenda so uh nothing will be addressed at this time at this time we will continue on our agenda to 3.4 our special presentation the audit report by christy white and associates dr silvers would you like to or or uh i don't know if mr wilson i'm not sure who was introducing neil can ask a question did you actually close the public hearing i did okay good thank

049you i didn't hear a time okay yeah thank you so who is introducing our speaker uh mr silver dr silvers dave well mr wilson absolutely uh so tonight we have john wittenhouse from uh christy wein associates who is our uh auditor our external auditor uh school districts are required by law to have an annual audit each year uh and uh john will give us an uh an overview of the audit uh and any findings if we had any thanks john thank you thank you dave good evening governing board thank you for having me here we've concluded our audit of the district's funds capital assets long-term debt and compliance with federal and state law for the year ended june 30 2021. typically we come out uh twice a year to audit the district once in the

050spring and again in the fall however due to the impact of coba 19 we transitioned into more of a remote environment starting back in 2019-20 we're continuing we continued our remote audit for the 2021 fiscal year our audit includes but is not limited to documenting and testing internal controls in areas such as purchasing cash disbursements payroll cash receipts and food service testing state compliance in areas as attendance instructional time instructional materials admin to teacher ratio and the school accountability report card we conducted a single audit which includes testing internal controls and program compliance in which there were two major programs selected for testing this year the two programs were the education stabilization fund um discretionary grants and the coronavirus relief fund for learning loss mitigation and finally we tested all june 30 2021 balance sheet

051accounts such as cash accounts receivable accounts payable capital assets and long-term debt along with all revenues and expenditures across all funds the results of our audit tests are reflected in the independent auditor's reports and the summary of auditor's results can be found on page 76 of the audit report and is a great summary that shows all of our opinions for each of the different sections of the audit report we opined on the financial statements overall the report on state compliance and the sp on the report on federal compliance all which were given unmodified opinions for the 2021 school year an unmodified opinion is the best opinion you can receive from an external audit firm it's considered a clean opinion and there was no modifications to our opinion there were no findings or question costs presented

052in the audit report for 2021 as well are there any questions about anything that was presented in the audit report no questions it was pretty straightforward and pretty positive to say the least a very uh uh i think it was an endorsement of the work that uh mr wilson's doing and the fiscal solidity of the of the organization yeah this is a pretty strong accommodation for the work our staff is doing in our district as a whole and i'm really uh grateful that everyone is uh you know doing such a good job and such an ethical job and following the laws and the rules and doing the best for our students and our community thank you thank you anything else for for john you john thank you very much i appreciate you coming and very

053good work david wilson very appreciative we'll now move to district updates item 4.1 wiseburn recreation and community county update dr silvers yeah just a quick quick update here i did share at the last board meeting that i was in i started negotiating uh with the county parks and recreation los angeles county sorry parks and recreation continued those negotiations this last week primarily we were looking at trying to identify a space a county park at delaire which is currently owned by the county um as a place where davinci schools softball and or what software i believe is just for their softball program would be able to practice thus alleviating some of the pressure on our current sites being a middle school field where they'll play games davinci schools will play games but also is the home

054of wiser and little league um and a really burgeoning little league program as well as a girls softball program there so really wanted to support all of that um i have to say that you know our over the last several years we've used this this site at no cost uh the county site at no cost unfortunately this year we were asked to charge uh we're being charged for it um this was part of the negotiations um i have said unfortunately that didn't go anywhere so we are still being charged for uh for the the use of the the property at a much less cost than what we thought much lower costs are than what we actually anticipated so i believe the cost that will go to da vinci schools is going to be somewhere in

055the neighborhood of twenty six hundred dollars and that would be from the month of february through from february through may um and that would be for practicing three times a week two hours a day so you know it's somewhere in the neighborhood of twenty two dollars an hour or something like that again much less than what we what we was anticipated initially um however still a little bit uncomfortable with the fact that there's a charge there when we own part of that facility i just want to share last update would be that i did reach out again to the county supervisor's office um just to share an update and to share um i felt like the county participated um wasn't happy with the outcome so i i just shared that with the supervisor and i'm

056waiting for a return call or message back so i'll update the board again that's it for recreation thank you dr silvers move now to from the board uh why don't we start with our vice president uh mr martinez thank you dr goldman um just quick comments i want to thank staff for all the hard work um with regards to the um the student achievement the single plans for student achievements for each respective school that we will actually um approve tonight and also with the sarc i know a lot of work goes in that so i want to thank staff for that and neil i also echo the comments that you made with regards to our community i really appreciate the comments with regards to the the renaming public hearing that just took place i appreciate

057all the feedback that we're receiving from the the community ultimately these schools um belong to the community so we certainly want to hear the community's input so that's all i have for for tonight thank you thank you nielsen hello everyone good evening uh first of all i want to thank the board and staff for um their condolences and best wishes for me and my family we had a significant loss my older sister i have two sisters i i have two sisters i've been three one of three sisters my entire life i'm that baby in my family and my elder sister passed away so it was a difficult time i missed the last board meeting um i appreciate everyone's uh not just patience but love and good wishes and condolences for my family so thank you

058very much for that i want to thank dave and our staff once again for the clean whistle cleaves audit uh for the district that is a huge accomplishment and that needs to be recognized and applauded thank you for that i really appreciate that i wasn't here at the meeting last time when mr mora announced his parent from the board uh and i think that's another loss for me israel and i have known each other and worked together on the board for well over 20 years and i uh respect and appreciate and applaud his contributions to our district um we'll miss him terribly both his sense of humor and his uh and his knowledge and uh just his contributions to all of us and to the community thank you israel i'm sure we'll have a maybe

059a toast or a roast before you're all gone i hope so because i'm ready for that too but um thank you uh very much and uh just appreciate all your efforts over all these years thank you um with regard to renaming i really respect that there's a lot of different opinions about what the right thing is to do for our district as a board member and as a representative of the community in that way it's a big responsibility to make this decision so we'll see as we come to the vote this evening um but but whatever the vote is i want to make sure people know we respect your opinions and we know that everybody can't speak out tonight or send us something in writing and so on but know that we care about the

060community and this effort is being done out of that caring and respect for our pillars of behavior and uh and governance uh in the district so thank you for that um and i know we're also going to be looking at on the agenda uh sort of a review of the um facilities uh use agreement not facilities planning and so on for future for the district so i look forward to that too and i'm hoping to sort of merge myself back into the district business and community business so once again thanks to all thanks thank you joanne it is absolutely great to have you back thank you mr banuelos thank you dr goldman i do have a few comments today first i wanted to just start with thanking uh dave wilson and his team for such

061a great report today of getting having an unqualified opinion which shows tremendous stewardship and savviness with regards to our financials so very much appreciative of you and your team for doing such a great job shows again the financial stability of the district and good management so thank you dave and to your team very much appreciate it thank you uh next i don't want to to commend staff for putting together the single plan for student achievements as well that is a lot of work that goes into those plans it's very very nice to see such a thorough job being done and all of the the members and the participants that contribute to those so i wanted to recognize the effort that goes into those because we do take the education of our students incredibly seriously and

062i'd like to see that in our staff as well i know you do as well it's very representative in those plans so thank you for that um next i wanted to comment very briefly uh dr silvers on your your report with regards to the conversation for the uh with the county in terms of the use of the fields um i very much look forward to the renegotiation of that lease uh as it's set to expire here pretty soon because fees fees are mutual or can be mutual and uh it's going to be a very different looking agreement in the future so um you know um one day you can have the upper hand and the next day you may not so i'm very interested to see how that's going to shake out in the future

063i'm not happy with those fees because can you remind us the community what fees we charge the county for the use of those facilities uh it's just a symbolic dollar basically so nothing zero oh that thank thank you for that reminder um and and the last item i wanted to just touch base i'll have several i'll have several comments uh when when the item comes up for the school uh school wrote renaming and i do want to thank the community for all of their comments it's definitely a very important topic as we can see from the comments tonight look forward to that item when it comes up so thank you thank you dr goldman that's all for me thank you mr willis mr mora good evening everyone uh thank you everyone for your good wishes

064um it definitely is uh not easy to to retire and walk away and uh i won't miss it but i think it is the right time for me so i take the next step in in my life um i would like to comment on a couple of things really excited to see the additional counselors [Music] dr silvers can vouch for the fact that i've been talking a lot about social emotional well-being mental health uh it covett has been tough on us and all of us and it's important that we focus on our students on our teachers and our administration uh everybody's not the same as we were two years ago and we need to recognize that and be aware of it and help us wherever we can so we're very appreciative of those efforts and

065i ask in my absence that you continue to focus on that i think there's very few things more important right now than getting everybody back to good mental health so thank you for that um and you know the the renaming is is a difficult decision we have a lot of tradition in our in our district um and so i understand that part but we also need to look at you know the big picture and the future and also our current students who have a say about you know what's right and wrong and their view of things and so yes very complex a complex question and a complex answer and i also like everyone thank everyone for their comments um you know we we all mean well we will make the best decision that we can

066so thank you everyone and have a good night thank you mr maura you know it kind of it struck me to my fellow board members that we have on our agenda items both lists and typically every meeting when we uh let somebody come when we invite someone to the district as a new employee or accept their resignation that we actually have to have an agenda item to do that it struck me that we do not have such an agenda item 4 board member and i think we should add that to our and potentially not accept mr moore's uh there will be no motions or seconds on that will have more comments on the on the renaming uh in a moment when we get to that item i do want to recognize that mr mora is

067retiring his final board meeting he has told us is february 10th uh if you are not aware we want to re make every opportunity to make the community aware that there we are looking for to appoint a replacement for which there will be interviews and a process there's an application on our website we encourage you to look at that we want as many applicants as possible uh i know there's been some debate on our board is it appropriate for us to reach out uh to others and some can argue it is and some it's not but i would argue that if we do not have three candidates at this point i know there's incredibly talented people in our community i would encourage all of us on the board to reach out to get more candidates

068uh that we know are good candidates or good not and anybody in the community to do so as well because we want to have the uh the best possible people applying for this important role so thank you uh i'm pleased to see that we're we have refinancing the bonds on the agenda again to potentially save our community members money i'm always thrilled about any way we can be fiscally responsible uh i'm also just a quick shout out to dr silvers and the leadership throughout the district for having your how-to meeting your strategic planning again this coming week to keep the vision the big picture at the forefront and then executing on that thank you for that i think that's uh leading schools around our uh in our country uh the way you're doing this and

069and uh i want to applaud you for that and thank you for that uh one last thing uh and that's uh mr wilson if you would uh in in light of mr vanuelos's comments about the county relationship coming up i'd like us to look at the revenue possibilities of renting the gym and fields uh if we were not to give the county back to the uh give the property or or make an agreement back to the county but rather just retain it is that a viable option i do not know i'd like to see the numbers uh and i would encourage us to look at that in fact mr wilson i'll turn it to you because now we'll move to uh from our cabinet and the chief business official mr wilson you got goldman board

070uh i feel it after all the comments tonight on the renaming i feel it prudent that i should mention estimated costs in in the uh possible renaming so back in 2020 when after the board temporarily renamed peter burnett 138th uh the former director of maintenance and operations mr bill denney and i uh received a quote from a company in san pedro on the cost of wood on the cost to change the marquee and a couple of the plaques outside of the school at the time to change the marquee as well as two plaques i believe was around ten thousand dollars again that you know that didn't include changing out letterhead uh changing out the costs of miscellaneous shirts or other you know items uh as well it didn't also include you know the cost of

071human capital um which i i'm not even sure i wouldn't know how to quantify that um but i think that's unique to to 138th street it could be that there's a different cost uh for juan de anza you know marquee is completely separate but assuming it's you know and that was a couple years ago assuming it's there's been some inflation and cost escalation that's in between 10 and fifteen thousand dollars per school site uh you might be looking at you know forty to sixty thousand dollars uh you know just cowboy math as as a cost of a uh potential renaming again that's just for marquee and miscellaneous signage i also wanted to mention that last friday we virtually attended the school services of california the governor's january budget workshop for his 2022-23 state budget he

072did release a 286 dollar 286 billion dollar spending plan uh the budget reflects significant reserves uh including the rainy day fund reserve and when that is uh fully funded in at the end of 2022 2022-23 it triggers school districts to not have more than 10 percent of a reserve so other school districts are looking at looking at how to spend down reserves to less than 10 percent fortunately for us we are exempt from that because we have an ada of under 2500 so we are not required by a lot of spend down reserves underneath 10 uh i should also note that school services of california wanted to really point out that you know there are many positive indicators uh but there is still a level of economic uncertainty due to the unpredictability of coven 19

073and so as we move forward just you know move forward cautiously uh you know with our plans moving forward uh some highlights for education in prop 98 uh he prov he proposes to provide an additional 16.1 billion dollars in new revenues for kindergarten through grade 14 community colleges education a sizable share of the new funding is proposed for restricted purposes leaving few resources to address increased costs associated with soaring inflation as well as rising pension obligations one of the one of the proposals was a 5.33 cost of living adjustment you know based on flat enrollment for next year this would be about 600 000 in new ongoing lcf revenue for wiseburn he another proposal was to ramp up the expanded learning opportunities program from the addition from the additional 1 billion he's invested now the

074governor's invested now to another 3.1 billion dollars there has been some pushback on that proposal you know we'll continue to follow all the proposals and as they wait to make their way through the uh the legislative process uh let's see what else here uh he wants to invest in new programs such as early literacy and college and career pathways there's also some one-time investments in the budget proposal investments in facilities kitchen facilities as well as student transportation and again i just wanted to again mention that of the new prop 98 revenues about 42 42 would be spent on one-time investments while 58 are projected to be spent ongoing uh let's see here unfortunately the budget proposal does not offer relief to districts on the increasing employer contribution rates currently employers school districts are required to

075pay for pension obligations for the california public employees retirement system and the california state teachers retirement system right now the pers rate current year is 22.91 expected to go to 26.10 next year or an increase of 3.19 and eventually the 27.7 percent in the in the fiscal year 24-25 for calstrs the district is currently paying 16.92 and it will go up to 19.10 next year or an increase of 2.18 uh right now current estimates are that would cost the district approximately 650 000 just on those pension obligations alone so more more cost than the uh anticipated 5.33 percent cola we're getting so uh you know we'll continue to to watch it uh you know the numbers uh on the cola they there's eight factors that they look at six of the eight have already been

076determined so between now and uh the may revise and now be in june uh hopefully i know two of those other factors will be known that could potentially change that five point three three percent cola to a higher number but we'll continue to watch that uh wendy can i share my screen all right can everybody see that i want me to go a little bit larger font okay i'm fine so just uh uh this is the summary of revenues uh to the budget so in december we updated our budget amounts to reflect the first interim report uh so that's what this is right here this column of budget amount reflects first interim so local control funding formula this includes state aid as well as local property taxes uh so in the month of december you

077know almost 6.7 million dollars and why you see december is so high compared to prior months is because that's when uh we get uh you know two of our major major months in uh in property taxes december and april so this large portion uh is is due to the december property taxes that we received uh so it's year-to-date just over 11.6 million dollars so you know about 40 of the way through december that's the sixth month so technically we should be 50 of the way of these budget figures uh but you know there's some there's some structural uh pieces in here why it's different why it's only 40 and that's again because uh december and april large portion of the property taxes come in so i'm not concerned that it's only 40 of the budget

078in lieu of property taxes nothing for the month of december this is what we have to share with da vinci schools for their pro-raid share of property taxes again just a refresher for the for the board and the public whatever we give in property taxes as their prorated share to da vinci the state backfills that with state aid so there's not an uh an ultimate true cost uh it's just the timing and so we didn't pay them anything in december uh we typically re we have to pay this out this in lieu of property taxes at the at the beginning of december we don't get our state aid and property taxes until the end of the month of december so i spoke with the team over at davinci and said hey we're going to pay

079you in december but we'll pay you you know the first week of january and they were okay with that so we did make up for it in january other highlights let me see federal revenue 342 000 for the month uh year-to-date only 439 we're 11 percent we see you know we think oh we should be about 50 but federal revenue is really hard uh to project the timing uh every quarter we have to complete federal cash uh cash reports based on those cash reports is when they send the funds so as we get to the end of the year that will be closer to you know 90 100 percent uh what other highlights here other local revenue this is measure cl partial tax so again for the month of december 750 000 um you can

080see of the year to date 780 so again a large portion of our property taxes come in december and april uh we're budging parcel taxes for 1.8 um so for the month of december overall just about 9.2 million dollars in in revenues uh year to date 13.8 uh and the total budget of 34.7 so we're just a little bit under a 50 mark 40 nothing to worry about on the revenues then i will go to there's no questions i'll go to cash okay so this is a cash actual through december 31st so you can see here we started the year july 1 with 11.3 million dollars uh this reflects the 5 million dollars that we borrowed at the end of last fiscal year to get us through the state deferrals those that 5 million has

081since been repaid so here's december let me this column right here uh so we had 7.8 dollars in revenues and total expenses i'm total expenses 2.9 and we ended the the month cash 6.8 we go over to these projections in yellow uh ending cash we don't see anything less than really 3 million 3.5 million so we feel good with cash flow and the rest of the year the cash flow projections for the end of the year we continue to look at this every month uh and make adjustments and and borrow internally and also borrow from the county pool if necessary so don't expect to borrow any money externally this year and that's all i have unless there's any questions hey thank you for the thorough presentation and congratulations on the audit appreciate that thank you

082i appreciate this ongoing cash flow report especially as it's showing us in fine shape so thank you very much let's continue now from the cabinet from the assistant soup of human resources dr dougal good evening everyone um have a quick covet update um we have expanded our testing with fulgent to four days a week now we are testing monday through thursday at dana anza and cabrillo so we're glad our partnership with fulgent was able to expand and we can continue offering testing we also have a vaccine clinic coming up for both booster shots pediatric doses as well as pfizer or moderna vaccines it's friday february 4th so just putting a plug out there that those that need boosters come on out friday february 4th through fulgen at dana middle school non-covid related wanted to give

083the board and the community an update regarding the reclassification study a reminder that this was part of negotiations in 2017 with csca uh we did start the process in march of with surveys and interviews um and then july of 2021 i presented to the board the first part of the study which was the compensation piece as well as job descriptions we are now rounding out part two of the study which included updating and revising some of our job descriptions based on the interviews and surveys that were completed between march and october i have received a draft of those job descriptions and my plan is to meet starting tomorrow with impacted csca unit members on the updated job descriptions and get their input i will be bringing back to the board um the final report from

084the reclass study and we'll also be presenting this to csca so just wanted to update everyone that we we are making progress on this reclassification study and we'll be bringing that back to the board in terms of approving um updated job descriptions that's it thank you nisha now from our assistant soup of educational services dr harvey hi good evening thank you dr goldman um as you mentioned earlier mr ben willis and mr martinez we are bringing the student single plan for student achievement plans forward as well as the school accountability reports we have the principals here tonight they've asked for a few minutes just to speak to you about the development of these plans we're just going to bring them over and they do have wendy just a couple of things to put up so

085just wait a minute and they have all come together tonight oh welcome principals hello everyone welcome hi all right uh good evening board president dr goldman school board members superintendent dr silver's cabinet and school community tonight the principals have put together a brief presentation on the purpose and process of both the school site plan for student achievement and the school accountability i'm sorry accountability report card these documents have given us an opportunity as principles to collaborate and align our practices at all four schools i will not pass it on to miss wilbur who will review the purpose of each document [Music] you know i didn't see miss wilbur gone i'm wondering if we didn't bring her over jay said maybe we can bring lisa woolberg over there she is here she comes welcome ms wilbur

086i apologize i don't know what happened there thank you for your patience can you hear me yes thank you um so i was just going to talk a little bit about the purpose of our single plans and of our sarcs um when did you mind advancing the slide thank you sorry i put in animations so the first i'm going to talk about our school plan for student achievement and wendy you can just go ahead and tab forward a few times so you don't have to keep doing it the first is to create transparency around school funds and expenditures so one large purpose of our school administrative teams working together on our sipsas are to make sure that we are able to effectively communicate our school funding and our purposes with our communities with our school

087site councils and basically anyone who would want to know kind of what we are doing with our school funds we also want to ensure that our school goals are aligned with the district goals and that initiatives and purchases are in sync with these goals so starting last year we really moved across school sites to make sure that our goals are in alignment with the district assurances and that all of our expenditures line up underneath those so that there's consistency across all of our school sites and we all thought this was really important and it's nice to see that across every school in our district we also want to ensure a focus on raising academic performance for all students through data analysis so part of the sipsa is to really be looking at how students are

088doing across subject areas and coming to conclusions and making sure that our budgets are reflecting our greatest areas of need um wendy you can continue go ahead one more time thank you we also every year publish our sarc which is our school accountability report card and the goal of this is to have sort of a snapshop way that parents and community members can see transparent published and consistent information about any public school so that it can be used to compare or evaluate schools in a consistent way across any public school that a parent was to look up and that's a breakdown of the purpose of our sipsas and our sarcs i'm going to pass it over to miss clark to talk a little bit more about our process thank you lisa um thank you wendy

089so our process it does start with quite a bit of principle collaboration which mrs wilberg mentioned we have multiple principal meetings to collaborate and support each other not only in the writing process but again to ensure that consistency across the sites that we are aligning with our five assurances and aligning across all of our schools and keeping our visions very focused and consistent and so we're able to do that via zoom we're also very fortunate that the document tracking program in which we write the sipsa we have full access to one another's document and so we are able to reference other sites look at it um ask questions and see the wording used and so um just as we ask our students to collaborate and our staff and teachers we as administrators are also reaping

090the benefits of that collaboration the stakeholder input is obviously a key piece of this in terms of making sure we are being transparent and clear about our budgets and our spending so our school site council meetings really revolve around the building review and sort of tweaks to our sepsis so should there be any changes programmatic changes expenses that we see are a large expense or something that might change that's something we would run by the school side council and ensure they're fully aware of that and provide clarification and of course the last step is the approval piece um we do have formally a school-side council meeting where they approve our school site um plan we also take it to you our board and hope for approval and again the transparency is there it's posted on

091our school websites it's available for all stakeholders and it's not a document we want to hide we truly want everyone to know about our school and our goals missions and how we align all of that to the assurances so that's a very basic process but those are some of the major steps to write this document and if there are any questions and that is our short presentation and thank you uh to the board and thank you of course to mr mora for your service okay well thank you all go ahead uh no no i was just gonna close but that's that ends my report i just wanna thank the principals you know the collaboration piece is so huge uh our principals meet monthly for about four hours just to talk about instruction as part of

092our principal's work group so the sip says the sarcs are just an outcome of this kind of uh collaboration that's been going on for several years really proud of that yeah we certainly appreciate your excellent work on all levels this is a tremendous amount of work um just reading it takes forever so imagine writing it i can't i can't can't imagine so thank you very much for collaboration working together and doing great work i want to thank you all too excuse me for um the collaboration i am particularly interested every time in looking at your evaluation of your facilities also to see what maintenance or repairs you're recommending you know for safety as well as uh you know beauty for our campuses and so on but safety of course as a primary concern and i

093also want to commend the schools there were quite a few awards that you all won uh over this time of comet and uh that's really uh special so what that says is that there's a lot of learning a lot of teaching a lot of good um you know partnership across the community and the students and our and our staff so i really commend you for that as well i mean it's one thing you know the award they're always special but at this time of covid so many challenges with just getting to school and and preparing lessons uh but to achieve excellence at this time uh is really special so i commend you all for that too thank you well thank you again for your good work and we'll let you guys have the rest of

094your evening thank you thank you everyone thank you dr harbeck as well dr silvers superintendent's report please i have uh quite a bit you know first i i guess i'm going to start by talking a little bit about our facilities i do want to you know really congratulate um the district i want to you know thank dave and jonathan nava for overseeing what ended up being the demolition complete demolition and then recent binding of the 135th and aviation site and um you know i want to thank dr goldman for for various conversations as it relates to short-term use of that of that property potentially looking at at some entrepreneurial endeavors a way for us to maybe make some money in the short term so we are looking at some short turn off short term excuse

095me options uh to potentially use that site for our benefit that we can then uh you know just just capture a little bit of money uh for the district and for our kids i also want to talk a little bit about school enrollment that's the second topic so you know we're hearing a lot across the south bay across california in general um declining enrollment um is imminent and you know our district is not um you know definitely not um outside of the scope of declining enrollment although you know we're one percent so far less than what i would say our average is you know we are looking at that pretty critically trying to figure out how to um how our outreach and how to network uh to local areas to our own community members just

096so that they see the good work that we do here i mean you saw our principals earlier uh just a few minutes ago share the starks and the sip says and whereas i don't expect you know every community member to want to pick up the steps up plan and read it i think within it there's a lot of there's a lot of really really important programs and important funding that's going towards student learning and that's going to our student experience not just math science english math but really we're looking at whole child and we're looking at mental health and we're looking at all of the things that uh you know mr mora has shared and wanted us to address as well as music instruction and i was able to share with el segundo chamber this

097week that every one of our kids in third through fifth grade gets an instrument i mean that's pretty amazing that we get to share that you know every kid gets to touch an instrument when they're when they start third grade and then they have an option obviously after fifth grade to continue on or not so you know really really happy about that but it is a competitive environment now in the south bay in terms of school enrollment student enrollment and so we're really taking a proactive stance and how we can continue our our enrollment at levels that help us you know that they keep us afloat that keep our budget uh balanced and that uh push us into the future um you know in a good way and so uh but but it takes time

098it takes it takes a real commitment so we have a team on that i also wanted to talk about um kindness week you know this week really reminds us um of you know what's really important and that's those little gestures of saying thank you of smiling and of um you know sharing a funny moment with a with a colleague or with a friend and you know i i really want to um send a shout out to dr ingram who's empowered us here at the district office to engage in this um also i know our school sites are doing that our students are doing that just this idea of kindness at a time when kindness is so important um and understanding people um you know understanding differences but also understanding that we all can get along

099and do that is really important so i really appreciate that work too uh we did talk a little bit about the county um roger i really appreciate your comments i i think i i echoed those sentiments to the county them you know as as we have those discussions and you know the fees are mutual and that you know we'll have to we'll have to make right at the end of this right and so you know whatever we get charged now is going to somehow come out later you know theoretically so you know those conversations have started and definitely look forward to continuing that collaboration with you um as we go through this so um thank you for for that um i also wanted to bring over um is monique on uh wendy can you see

100monique i do want to give an update it came out quite a bit you know i know mr mora asked about it as well as it came up in a couple of comments this idea of mental health and i think we look at mental health in two ways you know we have student mental health and then we have staff and you know staff mental health and so we're definitely addressing both of those and i think i'm going to start with nisha and see if nisha could just share some of the um some of our outreach to staff and some of the resources the staff have as it relates to mental health and then i'll i'll sort of pass it over to monique to show the students so a couple things we have a partnership with

101laco through the ease program and so we do offer monthly tips and newsletter items with direct resources for our staff um and i think dr ingram will talk more about cure solace which not only do our students utilize but also our staff is able to utilize in terms of finding resources and getting connected to the mental health professionals all done anonymously um and so we it is very important to us part of the work that the care team does not only helping our students but also engaging with our staff members of ensuring that their mental health needs are met as well through the different programs that we have so i'll let dr ingram um elaborate on those sure um so we have a lot of social emotional um things that we're trying to put in

102place and also trying to build on so our schools before the pandemic had systems in place like pbis to promote positive behaviors on campus and encourage students to meet expectations um instead of just kind of focusing on what students might be doing wrong or punitive things and to add to that the schools now have second step which is a research-based evidence-based curriculum that we ask all teachers to implement in the classroom weekly and that's tk through eighth grade along with that another evidence program called ripple effects that is used more mostly by our counselors and some of our administrators to follow up with students who might need some additional support but not necessarily regular counseling and then we have oas obeis which is our bullying prevention program that is a system that's in place at

103our schools um through all of our schools and a curriculum for our our teachers second step for adults which we the counselors have been working with our um principals and assistant principals to ensure that we're able to not only support teachers but um it focuses on building a healthy community first among staff and employees and then also how that relates to a classroom environment and then more broadly a school and community environment along with systems at dana they have a program called where everyone belongs they have wellness wednesdays so a lot of systemic things in place where every single student is receiving services um students also have direct access to counselors they can go online and reach data counselors and we have a kid-friendly survey where students can reach out to elementary students can reach

104out to counselors as well if they're wanting to reach us but maybe you're uncomfortable talking to an adult and then also of course supports for parents workshops that are online that have been recorded and um accessibility through consultation and um and other methods um and then finally or one other piece that touches everybody is our work with teachers so we're really trying to work on doing a better job of infusing social emotional development and learning throughout the day so it's not just 30 minutes once a week it's in the language that we use with students all the time it's in our teaching practices and so part of that happens through counselors providing professional development for teachers during staff trainings um and it includes things like help with second step how to implement it most recently

105we've had a continued conversation with teachers that started last year about how to talk to students about sensitive topics that might come up so what happens when a student brings up race in the classroom or someone makes a comment um that might be sensitive or make people uncomfortable do we just kind of pretend like it didn't happen or how can we address it in sensitive ways and so that's a continued conversation we've been having and most recently in the last couple of weeks the counselors have been able to work with the elementary school teachers on talking about covid so teachers were expressing that students would ask you know why are some students at school and some students aren't or i'm sad that someone's not here or worried that someone's not here and so we were

106able to have the conversation with teachers and kind of propel prepare them for creating helping to create a classroom environment where they're talking about those things proactively before they happen or before the questions come up but also to recognize when students have questions and how to address those topics in an appropriate way at school for students who might need more like additional support um than what everyone gets we have counseling um classroom lessons that are provided for some teachers who are seeing a certain challenge or struggle in the classroom community circles where a teacher or counselor might partner together to have a conversation with students about different topics um and also a partnership counselors have been partnering more with principals and assistant principals to promote restorative practices so how can we help students learn from

107um maybe bad choices that they're making without just being punitive in our disciplinary approaches um in addition to that for students who might need more support um we have one-on-one counseling um and also as dr dougla mentioned caresolus kerasalis is a program that or a program we started working with an organization we started working with last year they call themselves um uh like clinical mental health concierge i like to tell um parents that it's like creating a wish list or who you would like in a clinician so maybe there's some preferences for people who specialize in certain topics or have a certain cultural background so some of those things can be barriers to seeking services and so solis allows our families and our staff members to create that wish list and they give that wish

108list to care solace and kerasalis does the legwork finds those providers that are based on the criteria that's given to them makes the calls to set up appointments and then follows up with our families and ours our employees to um just make sure that they were able to meet those appointments and if they were not they troubleshoot with our families to help make sure that they're able to connect with the service provider that they're happy with and so that provides a great opportunity for families who might not want school-based practices for our employees who would like community services or for students who might need services that go beyond what would be appropriate for school-based services at the elementary school level we've received about 140 referrals this year we've seen a lot more referrals this year

109than in previous years we have just under 200 students on our caseload across the elementary schools and that's not including students who are receiving duplicate services so we might see a student for individual counseling and also for family counseling as well so some students have multiple services that they're receiving um and one last thing that's a really fantastic thing that we're able to provide and that's i think um because of the support that that you give us and the value that you see in social emotional development and mental health and that's that um we are able to have so many counselors in weisburn as it's been mentioned already the dana team is bringing on another counselor which would make three counselors at dana middle school our elementary schools have three counselors who work across schools

110um they are they're amazing and they all have a specialty so we have a counselor who focuses on that tier three so the mental health piece we have a mental health specialist we have a family support specialist who's new to us this year and then we also have a group counseling specialist so at every tier um we have someone who is specializing in that work and they all work together to make sure that our students are supported thanks thank you very much dr ingram dr silver's anything you wanted to add uh it's uh i'm just leaving this here yeah that was a lot a lot of a lot of information i have nowhere to add to that i do just have two more quick uh quick comments and then i'll i'll move on one is

111i just want to comment on on renaming not on uh not on a position on renaming but just want to really say that this is not something that anybody takes lightly this is not something that happens a lot in school districts where you start having conversations and courageous conversations about namesakes and about changing names and all of that and you know i want to thank um you know monique and she's on here and i'm glad she stayed on here and erica corder and you know the administrative team but but really monique and erica who led this initiative to to try as best as possible to get out into the community via multiple ways i mean we're in the midst of a pandemic um you know obviously trying to get out through social media planning meetings

112that are engaging that allow people to share their points of view excuse me and so you know these are these are sensitive conversations and sometimes sensitive subjects and sometimes conversations that people don't want to have and to really have and engage people in these conversations is important and i'm just really impressed with the level of work um and and time and consideration um attention to detail that went into this work um from dr ingram and erica corder who's not on today but um who works on our communication side uh getting that information out quickly um after meetings and um making sure that there was enough resources or as best as we thought you know getting out as much as we could information and resources to families in the community as a whole so i just

113wanted to thank them as well as thanking the principals who led each of the groups i mean that you know when you're dealing with with site-level groups i mean there's varying opinions and having to navigate those opinions and making sure that that we keep keep sort of moving and keep the target getting through the agenda and getting through the different activities front and center so thank you to everybody and then lastly we do have a board unfortunately um you know bittersweet we do have a board opening and wanted to give a couple key dates um in the future just uh on the 4th of february we'll be closing in to close a business 4 o'clock p.m we'll be closing on that collection of applications um by uh two five i will package those applications and

114i'll send them to all the board members i'll drive them and or secure them in a certain way electronically um and send them over to each of you for for your review that review then uh would continue in closed session on the 10th of february and then uh final candidates would then be potentially selected on the 10th of february and then we had um i would recommend that either depending on the number that either we hold a special meeting prior to our meeting on 2 24 meeting on that day on the 24th of february as an additional hour two or three or whatever we need and or or or sorry uh pick a date in between february 10th and february 24th um to have a meeting just for uh these interviews and so let's wait

115and see uh the number on on the fourth what we close with on that day and then again maybe as the review happens uh up to the 10th we can make a more informed decision as to what that next step would be or what that may look like in terms of interviews final interviews um and the date for that so unless there's any questions on that from the board or any feedback or guidance that's sort of the timeline i have proposed at this point so hearing nothing um i that's it for me dr goldman thank you dr silvers thank you to all of the cabinet uh continuing to do juggle many balls and spin many plates despite the challenging coping environment so thank you very much let's now move to minutes item 6.1 a motion

116to approve the minutes please you have a motion to approve thank you roger you have a second thank you nelson when do you vote please mr van wallows aye dr goldman aye ms canetta um is this are these the minutes from the last meeting i will need to abstain because i was not president uh mr martinez hi mr mora hi thank you motion carries thank you moving to action items uh we just heard presentations on items seven one and seven two i believe we can take them together if we can get a motion on seven one and seven two the single plan for student achievement and the school accountability report cards again a big thank you to everybody involved for sure any other comments i'm sorry go ahead wendy doesn't look at those comments mr

117aye dr goldman aye ms canada aye mr martinez aye mr morrow hi moving to item 7.3 the second reading and possible adoption of resolution number twenty one slash 22.11 resolution to rename the former namesake of 138th street school and to rename the other district schools need a motion please for the second reading and to adopt the resolution thank you roger can we pull that up to uh wendy just so we could do do an official second reading right and a second do we have a second yes you have a second thank you mr moore um and i think at this point we need to have a reading and then we'll have open at the comments dr bowman may i please do okay resolution wendy i'm sorry slide it back up one there it is okay

118uh wiseman unified school district resolution number 21 uh dash 22.11 resolution to rename the former namesake of 138th street school and to rename the other district schools whereas education code section 35020 provides the governing board authority to fix and describe the duties to be performed by all those employed by the wiseman unified school district and whereas on june 10th 2020 the district board took action to authorize the superintendent to form a committee and a process to change the name of peter burnett elementary school whereas the board took action on june 10 2020 to put a temporary name in place 138th street school while also taking steps to initiate a community-oriented renaming process whereas in accordance with district board policy 7310 naming a facility the citizens advisory committee convened on september 30 2021 november 4 2021

119and december 7 2021 to explore the renaming of 138th street school formerly peter burnett elementary school richard henry richard henry dana middle school juan cabrillo elementary school and wanda anza elementary school representatives from these schools were present which included administrators teachers classified staff parents students and members from the greater wiseburn community whereas the committee has recommended that the district rename all schools in the district which includes 138th street school formerly peter burnett elementary school richard henry dana middle school juan cabrillo elementary and wanda anza elementary now therefore the board hereby approves the renaming of the school formerly named peter burnett elementary and the committee's recommendation to rename all school sites including richard henry dana middle school juan cabrillo elementary and juan de anza elementary and upon the board action um we may or may not

120pass this adopted this resolution thank you dr silvers mr maura it sounds like you wanted to chime in here well um i i think the the whole board's gonna have an opportunity to speak so when that's appropriate this is it okay um so i again i think uh it's important to note that we take this very seriously i i thought long and hard about this and and the responsibility to look at these names and look at their history and what they stand for um is very important um and we and we need to to really look at what that means for our current generations and then the time is very different than it was back when these names were used that kind of legwork was not done back then um and it wasn't thought of

121in those ways and i think we need to look at the way it is thought today and hence i find that that's important to do and continue this path to to rename the schools uh we need to align with our values and the only way i can see that is to rename the schools um i i think names are very difficult and it's a complex choosing i will say that my personal preference is that geographical names are a lot less contentious than choosing people um and so that's just my two cents worth on possible names um that's all i have thank you thank you mr mora mr van welles i know you i think you had said you had prepared remarks or thoughts you wanted to share thank you dr goldman i have some thoughts

122uh to share i've made several comments at board meetings in the past um so i'd first like to just start off by thanking all the participants you know our district staff and the citizens advisory committee and the community that participated in this process because it is a it is a tough question it's a tough question that we've asked that we've posed and we've got a lot of feedback from all of those groups as well and there's also some personal views as well as to what these names represent first and foremost as well though is i'd like to share with everyone that should this move forward it's not a reflection of what education or the services or our staff has done on the campuses this is regards to the naming i'm incredibly proud of the education

123my boys all four of my boys have received received within the wise spring unified school district having attended these schools it is a very difficult decision that there is some sentimental value tremendous attachment to the to the schools the names are also a different question however we do refer to the school sites by name so the names are actually quite important um i did have an opportunity to uh to listen in see the video and do some personal research video i'm referring to was from dr phillip ethington um and i do find it very troubling to reconcile our wise burn values of diversity equity and inclusion to the current names of juan cabrillo juan de anza and richard henry dana some of the researchers some of the thoughts is what that i've asked myself is

124what do these people represent um not to summer i'll summarize make a couple of comments on each but for example juan cabrillo one of the big things he was known for was encomiendas what that is is also is the granted land deeds and enslavement of people in particular ordering and the capturing of women and enslaving whole villages for riches and gold for minds juan de anza bautista he uh also known for wrenching land away from people rounding up people for expulsions out of the country henry dana was also also made some very very disparaging concerning remarks regarding minorities i do not believe that that represents our current values of diversity equity and inclusion um as such i am i am in support of changing the names and looking for for new names of people that

125truly represent today's values and as i've stated in the past [Music] 25 30 40 years from now there'll be a future board sitting in this seats and if they so choose to change the names again they could certainly have that opportunity to change it and they can choose names as well that represent their community and their values as well these names are iconic they're representative but i believe the times are very different and we should select individuals that have a strong commitment to diversity equity and inclusion which are which are our assurances i don't believe these individuals have as such i'm in support of changing the names of our schools thank you thank you mr welles i too have some thoughts that i guess let me share at this point not having heard the remarks

126of my peers and not knowing where my peers stood and we still don't officially have a vote yet let me just share this is i agree this is an incredibly challenging decision i have taken as my peers have as well significant time to evaluate the comments from all the survey respondents in reviewing them all i implore everyone to have respect and empathy and recognize both sides have merit so i've listed a are attempted rather to consolidate the arguments pro and con on the con side and i'll go back and forth uh don't change the con side meaningful community history and emotional connection the argument goes these are just names long-standing community names generations of my family and community members have shared this don't take that away from me i hear you the pro argument is

127well they're no longer just names too many of these were just words on a wall but with education and knowledge they can't simply be dismissed anymore to some the new names uh aggrandize the power powerful who belittled or otherwise took advantage of exploited uh or exploited or even worse the weak that doesn't sit well candidly with me the con argument this is cancel culture you were erasing the history and judging yesterday's leaders by today's standards and there's an argument to be made that with these men the united states california our cities our communities might not exist as we know and enjoy them today the con or the pro in the opposite the pro argument is we are evolving give us a name that our students quote can be and should be proud of it's not

128appropriate the argument goes to glorify our various what various community members called colonizers racists demagogues and genocidal leaders in their words the pro the pro argument continued we have an opportunity to celebrate and represent our rich diversity and our community without conflict i think this is kind of what roger was referring to we should be welcoming to our students and all community members in our messaging and names are part of our message the con argument finally is and these are not irrelevant this is important the opportunity costs the expense the the cost is it worth it to spend this money here as opposed to other places and then finally the argument that it is imperfect to find perfect people or impossible rather to find perfect people why bother all of these arguments were impassionately plead

129i think that sums up in my view the the what i was able to see of the all the arguments and thus i would respect any position my fellow board members take because i think there's a point a case to be made on either side from my perspective as to history and heritage i would argue the name is not the institution it is not our values or our virtues and they should not be co-mingled necessarily change does not have to mean disregarding our history or our past it does not necessarily mean we are wiping out our history for example and i say this with great respect a married name does not negate the history of a maiden name we can still cherish and hold on to the memories of that person in that form many

130professional organizations have deemed their names disrespectful to others meant it was appropriate to change their name consider the washington redskins and cleveland indians as just two examples now i didn't have any role in the design of the survey and the inclusion of the assurances or the selection of dr hethan effington but i want to share a thought here i think using the assurances which are designed as our guideposts our guard rails and our rudder for decisioning is perhaps the most important criteria we can use in evaluating all of our decisions i mean look at our agenda tonight we we had the single plan for student achievement certainly our lcap our local control accountability plan are all based on align to our assurances safety student centered future ready community community and collaboration the dei we're talking

131about and organizational strength should all be represented by our name in my view and as for dr ethington there were comments about his potential bias i want to communicate to everyone that as i understand it though i had no role in this that finding him was a bit of a fluke and not predetermined it was actually rather remarkable that the cabinet was reached out to someone at usc and happened to come across an expert on native american history they didn't know his message they only knew he was an expert so in deference to concerns over cost should we proceed i suggest we evaluate signage at our schools primarily at dana where we have various namesakes or various paid for uh signage such as chevron northrop gunmen boeing etc for naming rights my guess is these

132have expired and we haven't reviewed this i encourage us to look at these as new sources of funds to help potentially defray i know i don't know about all but certainly some of the cost if we were to pursue this uh i also want to point out that signage at rh dana was a conversation as well as the names of our schools during dr johnstone's tenure and these are likely expenses we would be incurring up upcoming peter burnett has already been determined thus if we were to move forward we have potentially half the cost it's really two schools that would be incurred with regard to signage i recognize there are other costs in deference to history because i think we should have difference to history i would encourage us to keep the mascots that's not

133on our agenda but i would encourage us that we do that i also would ask and i really agree with miss warwick's comments earlier though i had put this here prior to hearing them that we keep all the plaques with existing names of the schools and the board member names retained and for the record i was not on any of them they all were my predecessors with a prior name mentioned as well as explore the names of ron nathanson and don smith for their roles to replace those blacks in some way on our schools i agree with that i also feel that until we can find names we agree to should we proceed that we do not cover the names uh we leave them as they are until we can come to an agreement if

134we were to pursue that and then finally along with mr moore said i suggest that should we proceed here that the name be community-centered geographical and or inclusive and i would be hard-pressed to support an individual's name because i want as we are trying to from our values make everyone feel included and should we have a name that excludes or feels positive or negative i just feel the politics of that are too difficult i would rather see a geographical community or perhaps even street names those are my thoughts any others from the board here neil thank you so much for um those well thought out remarks um and roger as well and of course israel's had his comments all along here too i'm not going to repeat what everyone has said i do want to

135emphasize as well that as a board member of long standing with the weissbern unified school district that clearly i care clearly all my fellow board members care significantly about our community and about our schools we definitely respect diversity equity and inclusion there are pillars of behavior and of governance for our district we don't want to rush into any particular naming decisions i also agree that in order to avoid future problems with any particular names that perhaps a geographical approach is is sensible i recognize that there will be some cost involved in making these changes i would like to refer back to dr ingram's comments this evening about the good work that's in place now for mental health for students and for our staff and and our families in the community we're definitely not ignoring other

136needs in the district especially during this time of covid so how this vote turns out this evening there's no intention to rush forward or to uh stampede to a decision let's say uh for how we approach the rename should we decide to do that and and really appreciate the comments that were given this evening as well as in previous meetings uh for the renaming decisions um just to know that we take it seriously and it would never have come up if there wasn't some discrepancy between how we want to manage and reflect our district uh and what the current names uh represent thank you joanne all right i have a quick comment here neonate i'm not going to repeat the um the points that have been made by um my colleagues here i certainly respect

137them and um and i think this is a a decision that um as blake mentioned we don't take lightly at all so and and myself as many of you know i went to the schools here um in wisebourn i went to anza and dana middle school and i've given this much thought and i had an opportunity to look at dr ethington's video and and do further research and i've come to the same conclusion that my colleagues have um certainly the names are not reflective of our district or wiseburn community and certainly in my opinion and and you know with that said what i really appreciate is and what i wanted to talk about was kind of my opening remarks and really about the process you know i believe that the schools belong to the community

138and i really respect the process that we went through and it really started with a comment that was made during the public hearing it really started with the students it was it was generated by their interests and their activism which i respect and with that um we then developed a citizen advisory committee and that citizens advisory committee i really appreciate because we continuously solicited input from the community not once not twice i mean i think our board was really concerned about making sure that we received more community input than ever so um you know um i agree with my colleagues and um i am in support of of of considering renaming the schools for that reason that i think it's important that they reflect um our community they re reflect the the generation that's to

139come and the only thing i would um want to certainly consider and i think this board has an obligation is as we consider in the future this renaming policy i think roger mentioned this that perhaps 20 30 years down the road student students students the community may lead another effort we should have a policy um in terms of what that process is going forward in the future so that it's you know that it's actually written um now written down um so um that's all i have i i have it's a definitely a difficult um decision for all of us weighs heavy uh on us and i also want to make a a point here i would like to make sure that whatever the costs are that we're very transparent i want to make sure it's

140published to to the um to the public i i think we certainly heard that from the public they would certainly like to see those costs and further um furthermore with regards to this process you know this is going to be a long-term process and i think right now we have some priorities the priorities um are dealing with covid the priorities are focused on as mr mora mentions the social emotional issues not only for students and our staff that we're really focused on so that is going to be the priority not to say that this process isn't going to happen probably concurrently but it's certainly not going to be the priority at this point thank you that's all i have neil thank you mr martinez any final comments from the board thank you all for your

141thoughtful i know this weighs heavy on us all right uh wendy a vote please mr panwallos hi dr goldman aye canetta oh my goodness hi mr martinez hi mr mora hi thank you motion carries five none let us move to item 7.4 approved memorandum of understanding mou with the wiseburn faculty association wfa motion please i'll motion thank you joanne you have a second thank you any questions or comments here straightforward uh glad to see us recognizing the teachers as such um wendy mr ben willows aye dr goldman aye ms canetta aye mr martinez hi mr mora hi again five-o motion carries adopt resolution 21-22.12 authorizing the refinancing of general obligation bonds dr silvers i believe we're going to bring tim cardion our financial advisor to take us through this i defer to you sir yeah

142we are going to bring tim over this was at the request of the board from the last meeting to bring this back as as an agenda item so i want to thank tim for for his work on this helping us put this together and then i believe he has prior to this resolution um which we're not going to read it's not up for reading it's just here but um there is a couple slides so tim are you are you on yet have we brought tim over yes there he is hey tim hi hi blake and welcome back thank you thank you very much mr president members of the board uh i'm tim carty from piper sandler your financial advisor so if you remember at the last board meeting we had a a very helpful i

143think discussion about a wide range of topics and one of them was the potential opportunity to refinance some existing uh weisburn unified school district bonds and we had a a very wide-ranging discussion about what that might look like uh goals or parameters that the board might have had and whether those were attainable or not or just where things sorted out and there was definitely direction from the board to come back this evening with a resolution that would authorize of the superintendent and dave and and the district staff to work with myself work with the legal counsel um assemble the team and try to effectuate upon refinancing so this particular resolution before you is one that we've used with a number of school districts which really again gives the the authority to uh to blake and

144the team um to work with us um but i also thought that it might be helpful to share a little bit more information and maybe talk a little bit more about the parameters which the board has had and what our goals might be um before action is taken on the refinancing if if that's okay so i was going to ask wendy or the i.t folks um oh there you go so what i thought would be helpful there's just two slides here um that i thought just might be helpful for the board so the first slide so i've been doing this a long time and i remember back when you know interest rates were in double digits and when we thought you know six percent was a low interest rate interest rates are low and i

145just showed you a three-year horizon here with the bell weather that school districts look toward for refinancing so this is the 10-year united states treasury note but one of the reasons that i did want to show it is also just to uh so we could look at that it is volatile and there is a lot of variability um even as we look toward you know the far right and how there had been you know some ups and downs so even though if you defended this back 20 or 30 years we would view that and go you know interest rates are extremely low you know if you just looked at the last three years you know the 10-year treasury note has ranged between about a 275 which is the upper left-hand corner down to about a

1460.5 now that was right in the teeth of covet that was march april 2020 and then you know in the last year it's been as high as you know a 180 or 190. and it's been to you know 120 130. so there is this variability and that can affect what we can obtain from a refi and really from when we start the question was asked to be last time how long does it take to accomplish one of these and i said it's about 90 days so from the time we begin working on the documentation securing the credit rating for the district to the time we're ready to sell is probably you know 60 75 of those 90 days but the market can move around the second slide that i thought would be helpful i selected

147three data points the last refund that we did for a school district in la county was on december 14. the second data point was the last board meeting which was uh january 13th and then the third data point you know i updated things on january 18th and i just wanted to give a little visual how we can be in and out of the parameters that we discussed at the last board meeting again the top row that the transaction costs don't exceed one and a half percent that's the one that i mentioned last at the last board meeting that will be easy to satisfy if we drop to the bottom one you know we talked about the top 10 taxpayers and how things may have changed over the years that they're really not that big a

148segment anymore and how getting three million dollars really is is is is extremely challenging but then we have the middle two we have the five million dollars in total and we have the three hundred dollars per household and if you just looked at those data points you know december 14th we wouldn't have hit either of them at the last board meeting as i shared with you we had both of them and when i updated the numbers last week we hit the five million dollar one not by much but again it fallen below the 300 per household and you know the market is volatile if you've been following the stock market the last couple of days these wild morning to afternoon gyrations interest rates in the bond market have not been to that extreme but they

149are up and down and there's a lot of unknowns that could go either way um inflation federal reserve actions the situation with russia and ukraine there's just a lot out there and and the reason i share that is um there's certainly some work that goes into a refi not as much as if it were a new draw but uh you know blake and dave's part you know preparing an offering statement for the bonds working with the legal folks working with me to get the credit rating reaffirmed so i think what we wouldn't want to do is you know begin the process and then you know get to where we come before you let's say with the legal documents and you know we then you know change our mind you know we don't want to do

150it obviously you know there's some level of savings where i as your financial advisor would not recommend proceeding um because we don't want to do a refinancing that's not impactful last thing i'll say and then would love to you know engage the board members in discussion the reason again in that second row that i put that net present value percentage and again you can see how it varies is there is i would say a bit of an unwritten rule for a lot of government agencies that at least you wouldn't pursue a refinancing under any case if there was not at least you know five percent net present value savings and that means the value of the savings over time if we had it in our hands today and for us that's about three million dollars

151in cash give or take that's about what five percent is so i just put that out there as another so um a lot of you know you could have certainly approved the resolution tonight you could give myself and blake and dave some direction as to you know goals if you you know try to do this but let's not do a refinancing if we can't at least get this from all ears as to what we can do we're prepared on our end to um you know get get to work right away uh from our point of view if you know we start any refinancing and the market moves wildly and the savings evaporate that's just the nature of the business school district never gets a bill from us for that so i'm you know from our

152end we're prepared to do everything we can to make whatever the board decides to do successful but i just thought i'd share a little bit more and give you a little bit to think about in terms of any direction that you might add if you choose to approve the resolution this evening so maybe i'll stop there and just be helpful to the board in any way that i can see thank you tim a question for me is that five percent equates to three million dollars what does that equate to cost savings per household on average sure wendy is there a way to pull back that uh that slide um using that was two i think it was 268 nil roughly i thought well be a little low so if we just went let's say we

153went to the middle column so oops where did we go coming back oh okay sorry about it yeah so if we went to the middle columns probably the easiest one to look at because that that's nine point two percent present value so if we just kind of did the math in our head that's six million so five percent net present value is probably about three point two 3.3 million so the 307 would probably be about i'm going to say about like 165 dollars maybe 170 dollars per household would be what five percent net present value would equate to when we talk about the um the course of the refunding what's that time frame well that's a very good question so i'm going to pull that up while we're talking so first of all again we

154don't extend the term right the length of term that the current bonds go out um the the new bonds would go out uh over the same time frame and i am might take me a minute or two to pull up you know tim as you are let me give you a little vamping time here uh just for the community this is not new bonds these are outstanding bonds these are bonds that were issued in the past but because of low interest rates we have the opportunity to refinance them and save our community household owners and businesses money in their taxes the question is what would it be how much would it be and is it viable and to that point let me if you're ready tim i'll let you get back to joann's question but

155that's really what we're looking at here does it make sense to pursue this and at some level if you're saving ten dollars it's not worth it but what's that level yeah and i just want i'd like a little bit more clarification on that question that you asked neil because i thought i understood it looking at this spreadsheet here uh tim that if i look at the on the if we look at the 113 board meeting i thought that that this the average single family household would actually have a savings of 307 is that i i from your comment it seems like that may not be the case it's actually less 170 is that no you have 100 right so the middle column as of the 13 yes we had 307 okay okay so there's been

156a little rise in interest rate over interest rates over the last eight or nine days okay yeah so we were at 307 i was just saying if at at 3 million in total savings hypothetically we're nowhere near that today but if we did the refunding and we had 3 million and that was the final tally and again i'm looking at the second row so none of these then it would be probably 160 507 okay yeah thank you for that clarification i could ask a couple questions um so the process takes two to three months is there any way to have the process almost complete and if the interest rate is correct then you lock in and kind of like you do a home loan or am i completely off base here and you can't do

157that because without that information we can't okay something that two months from now is going to drop and then it doesn't make sense we need more current information so the moment we say yes you can lock in and run with it right no you're not off base so let's just pretend today you said let's go forward you're going to get another shot at being able to think about it again so this is january 25th so we would probably come back before you at you know maybe uh i don't know what your board meeting schedule is but let's say you had a board meeting in early to mid march we come back then what would have gone on in the interim the resolute the legal documents would have been prepared for your approval at a march

158meeting let's say authorizing the issuance of the refunding bonds we would have invested a little bit of time working with blake and dave to secure the credit rating so a little bit of investment of time on their part doesn't matter for me that's that's my job so now let's say we're in mid-march six weeks from now from that board meeting we would be about a week away from being able to lock in the rates because what happens is i'm making up this mid march board meeting let's just hypothesize that you have one you approve things the next day we put the offering document out on the street for investors to review and then a week from then it would be locked so that is a perfectly appropriate plan um and in the meantime i've got

159the answer and i'll come back to it about the length of time that the old bonds go so if you were to say we'd like to proceed but there is an offering that if you come before us in march and the savings are you know 3 million dollars in phone okay or we just don't like the what we think then at that point we can table the resolution or you could still approve the resolution in march but give direction as to a minimum level of savings so all you would be doing tonight if you prove the resolution is directing your staff to work with us two main tasks work on the legal documents and work on securing the credit rating and then we have a second look at this in march where we can reassess

160and so just to come back to to tie the bow on that question from the time you look at it next is a board to interest rate lock is about a week so we'd be an awful lot closer let me just question go ahead um so my last question is in your experience as there's inflation what happens to these interest rates that's a great question um you know there's not a direct correlation because so much is investors expectations for example you know the federal reserve is announced it should raise interest rates three or four times in 2022. that's already in for example this right hand column investors have baked that into the cake i think investors have baked in probably 5 to seven percent inflation in general economy now if inflation co you know the

161re inflation report that comes out the first friday of february i think and the first friday of march exceed that what was just said 100 that could cause rates to go up but then there could be countervailing you know generally if there's tension in the world where do investors put their money united states treasury so who knows about this russia ukraine situation if that makes the world nervous we could see a drop in rates but if we just look focused on inflation it's higher than what investors are already making into the k that could work against us thank you let me answer the question if i might about the length of time because i know that was a question so the existing bonds have 19 more years to go 2041. so the new bonds would

162go to 2041. so the savings would be let's let's take the center column since we've been using that as an example for the app for the sort of average single family household would be for the next over the next 20 years ish 19 years well it's it it's not per year but yes it's right no i said does the total save is those 300 over 19 so not every year for 19 years but the total amount over the next 19 years that's right that's right and one of the things just to remind the board that i think was was hopeful when we looked at it last week is you know we have the tax base of wiseburn unified school district and approximately a quarter of that are these single-family households about a quarter of that

163another quarter approximately are the top 10 taxpayers that bottom row and then the other 50 are really the smaller businesses throughout town so that's another just way to think about it is whatever the savings are the single family homes will get about a quarter of that the bottom row folks who get about a quarter of that and then the other 50 is divided among apartments right because they're not a single family household apartments and then just all the smaller businesses around the district thank you so unless part of this equation for me is who bears the cost these are net the point nine percent and the savings are net costs correct so in the second row those savings numbers and really all the second third and fourth are net of the 0.9 percent i've already

164backed the 0.9 percent out so you said earlier that there would be fees to the district of legal and such are those concluded here so when we first had this conversation it seemed to me all whatever the costs are whatever the savings are it's not we're not losing money i'm hard-pressed not to say proceed unless saving three dollars a year or something but now i'm questioning if the district actually does have costs here um that i was not aware of prior the district does not have any costs the only the let's say we go down the road with a refine and abandon it and it never gets done and in my career knock on wood i've actually never had a refi that never got done okay sometimes the markets move so no you never get

165a bill for me you never get a bill for the bond underwriter you never get a bill from the legal counsel we all work contingent paid out of the refund the only exception to that is the credit rating people that is fee for service but they usually will wait you know six months to get paid so usually in that six months in my experience if the market isn't with us it'll come around eventually or we might pass a bond in november then we have a draw and the rating people get paid so i might have i might have um i might have not been as clear as i should have been you did mention that in our last meeting you did so when you say that the cost of the refi is uh paid out

166of the i'm sorry which were did proceeds what what word did you use yeah the proceeds it's baked into the it's baked into the refi itself so does that mean that pay back for the bonds increases no it's already included okay so from the savings in the lower interest part of it goes to the residents and businesses and the rest of it goes to pay off the cost okay so it's not like you were fine refinancing your home and putting the closing costs into your new mortgage it's not like that it is like that it is no it is like okay the closure is a great analogy because when you do that the value of your loan goes up it's no longer the value of whatever you're paying for the home it's it's the value

167of whatever you're paying for your home plus the closing cost that's right no that that's right so that's that's how the that and 100 of bond refinancing is a refund okay yeah that's the cost you pay okay so keeping in mind the center column that 300 divided by let's call it 20 years is 15 a year savings for the average single family household right yes okay all right so in the interest of moving forward um i would propose we pick a minimum threshold below which uh we're not interested in doing this at our last meeting we kind of agreed because the top ten taxpayers are a lower percentage because the evolution of the business community uh we weren't as concerned about that because they're saving and it's a good thing um is there a threshold

168below which we just don't feel the savings are worth it and i think one of the questions there is dr silvers and and mr wilson how much time is involved on your end and maybe tim you have an idea you said it's minimal but you know if we're going to be taking hours and hours of our staff's time that's not irrelevant to us yeah i can help with that i wouldn't say it's hours and hours i mean dave can i ask you a question um you you've been through bond issuances before right dave i've been through too yes so it's really two main things and a lot of it will will fall on dave it's working on me sorry dave uh it's it's i'm glad you're smiling so it's working on the offering statement so

169you've been through official statement so what will happen will be the lawyers will take the last offering statement from the last wiseburn unified model and kind of give dave a roadmap for what has to be implemented the second thing will be we'll prepare a briefing booklet to make a zoom presentation to the credit rating folks uh i probably need you know a couple of hours uh from each of blake and dave to go over a draft with me so you know it's i don't know dave you've been through this before it's eight or ten hours maybe in total working on an official statement working on the credit rating something like that yeah it's a bit may i mean it's been a number of years um i could say even up to 20 i mean dealing

170with the rating agency uh that's that could be uh you know pretty intense so yeah maybe 20 hours at the mo something like that so just to try to give the board members uh you know a ballpark all right board members what are your thoughts tim quick question uh what was what is the total value of these bonds that we're looking to refinance i think you had it in the last presentation but i don't have it in front of me now yeah yeah i have that uh give me just one second and the resolution yeah so there's about um 49 million or so is the amount of the package that we would be looking to to refinance and what let me if i could just add one one comment you know remember and i'm glad

171the question was asked about is it like a mortgage where you you roll the cost in remember when any school district does the refinancing the amount of principal the new bonds is always higher than the old bonds because we have to pay off the principal but we also have to pay off the interest on the old bonds up until the date the investors can be cashed out so it's always the case that the new principal amount is more than the old principal amount but again the savings the drop in interest expense is what produces the data so just uh and you know a comment comment about that one last question uh is is the cost of issuance negotiable yeah i mean part of the biggest portion of the costs is the bond under it who

172purchases the bonds from the district resells them to the public so part of my job on your behalf is to make sure that that underwriter's fee is as competitive and is reasonable so what i would do is i would take similarly sized california school district refines take a look at what proper underwriters fees have been and make sure we're not paying a dime more than that so that's where you get into the negotiability because it's by far the lion's share of the costs to be able to make to represent to you that we've gotten the best value across the board on the costs you've already made some assumptions about what those costs are in these calculations i have that's the 0.9 joe percent okay which times the 49 million is 4.4 million dollars no no

173no no it's not 141 000. yeah it's 441 thousand well it's whatever zero point usually nine percent not 0.9 right right oops yeah that's okay thank you we're doing we're doing our math on the fly here so yeah it's it's somewhere in that you know and and i i did make an assumption just based on industry standards you know we do a lot of these for example the refi that we did that one december 14 that was about the same size as we're looking at so i you know use that as just an example but it is definitely my job to be able to come back to you and you know affirm that the costs were reasonable the interest rates were the lowest that could be obtained in the marketplace given our size given our

174credit rating given market conditions so that's an important part of my job what was the credit rating of the refi in the first column uh the credit rate it's a great question so it was a moody's credit rating of double a2 which is very similar to the existing rating on the books for weisburn unified school district so it's a pretty good comp if you're interested it's covina valley unified school district okay in the covina west covina area yeah so very very comparable credit ratio thanks i would propose we proceed with a with a minimum threshold uh target um my suggestion is five million dollars five million dollars for the total savings for the roads that row value the second row yeah which would be what around 250 per household would that be a ballpark figure

175yeah because it's 268 on almost 5.3 million well it's 250 over 20 years so not magnificent but 5 million is not immaterial we're saving the community well that's the the homes is that the homes or does that include the businesses yeah that's just homes the second row is where the second row is everybody okay so that includes businesses and homes it's 5.3 million right that's the entire that's the whole yes the bottom line okay all right let's let's let's let's call the question at 5 million and and tim you did mention that before the actual close or because you're going to go through a process we will have the board will have an opportunity to revisit uh what what it came in at correct yeah so if you asked me today if i think it's

176reasonable that in the next 60 to 90 days we can hit 5 million i would say yes so i would say to blake and and dave knowing how valuable your time is i think it's worth it that we get going now let's say we come we do all the documents we come back before you in march or whatever the board meeting is you're gonna say hey tim where's the market if the market at that point is 3 million or 4 million then i'll say let's table the action item no reason to approve the resolution we got some work to do you know if it's 4.8 million i would say let's approve the resolution we still won't do it if it doesn't hit 5 million but from the time you approve the resolution you know we've

177got a month or two months or three months we can wait and let the market come back to us so whatever floor you set we'll make sure we hit that but even if at the board meeting we're not quite at five million it may still be wise to approve the resolution because the next day we might be at five so tim this this resolution if if the if if it turns and we get kind of start meeting the the middle column criteria um could we take advantage of that well yes so if you if if you approve this resolution i would talk to blake and dave you know tomorrow or the next day and let's get a timeline let's get the team assembled let's see what the first available board let's go as fast as

178we can to be poised and ready to go if the market is five million five and a half six million we're gonna run not walk if the market dips to three million we might just call timeout if the market dips to four point eight million we'll go day to day and sometimes with these refi's it's 4.8 million today it's 5 million tomorrow when we jump so we would probably if it was in the ballpark still ask the board to approve the documents and then that gives us the flexibility a lot of these refi literally are day-to-day right some you know 11 o'clock in the morning on a day whoops we're there we go for it yeah that's the question i'm asking if if we end up meeting that the the three three out of the

179four criteria what do you need from us to make sure that we we take advantage of that and i guess approving this resolution would be obviously a step in that right direction but would we need it to do anything else to lock in um that three three out of the four criteria when that's met i don't think you need to do anything else i know that in a perfect world we hit all three okay we know that one um you know so i think 5 million is the minimum if we can get more we'll get more but i think approving the resolution tonight would give us the green light to get started we're going to come back to you again for the documents we'll have a discussion again i'll update you on the market again

180i can update blake and dave as we go if you're you know every couple weeks they you know to do a little market check-in but this would at least let us get the process started and you know devote a little bit of time to try to make this happen for you okay tim tim can i ask you just a quick clarifying question maybe maybe a naive one though is that you know we're talking it's it's january 24th 25th today and then there's two board meetings in february is there any any potential that we could speed this up i know you mentioned run not walk i mean is there any way you mentioned march a couple times that's why i'm bringing up february is there any way that we could push this just knowing interest rates

181are volatile right now that that could happen sooner than march uh yes i would say if we you know we'll have to get the legal counsel uh on board we you know we could have a call with them tomorrow um because but i think if you had a late february board meeting um you know obviously we need some help from dave with the offering that i can we could probably meet that i i was you know i didn't know if he had one word meeting or two but i would say if um if we got ourselves organized in the next day or two blake uh we might be able to make that that february meeting all right i'd like to take this to a vote uh the five percent i suggested is actually one of

182the criteria so we don't need to amend anything that's that's in our initial criteria so um wendy let's take it to a vote um i don't have a motion yet you sure nope oh well let me make a motion to approve you yeah thank you need a second i'll second wendy let's thank you for keeping us honest wendy let's take a vote mr ben willows aye dr goldman aye ms canetta you know i'm struggling with this one um i'm gonna say i but with all those stipulations that we talked about for sure um it's a lot of work and it doesn't feel to me like a lot of benefits so i'll um i'll i'll go i with with those stipulations mr martinez hi mr mora hi and again because we get an opportunity to re-look

183at it joe and have another saying uh this is just exploratory at this point until we yeah i i agree thank you yeah all right thank you all thank you tim we appreciate your help and knowledge here yes my pleasure have a great rest of the meeting and blake maybe i'll follow up with you tomorrow if you have a couple minutes that was good thanks tom pleasure good night everyone great good night good night thank you moving on to action items facilities uh action items eight one two and three all deal with the cabrillo structure uh if we can have a motion for those three we can move to them you have a motion for all three neil thank you second thank you uh any comments or questions here none no wendy mr van willos

184aye dr goldman aye ms canetta aye mr martinez aye mr mora hi moving to items eight four and eight five relative to asi networks and our infrastructure upgrade maintaining and such uh any question i need a few questions i need a motion i'll motion eight four and five thank you second neil thank you very much roger comments or questions here one comment um i would like to ask permission from the board to work with dr harvak and miss canetta as we work through these these important security issues and make sure that we're being prudent with how we go about our network infrastructure and the safety of our network infrastructure so i just want to add that as sort of a caveat and a promise as we move through this process i appreciate that appreciate joanne

185your help on this and your expertise absolutely i look forward to it when do you vote please aye dr goldman aye ms canetta aye mr martinez aye mr mora thank you i item 8.6 approve agreement with lpa for facility master plan update motion please yo motion thank you nelson i'll second thank you roger comment go for another another comment all right question sorry first go blake okay my comment was uh simply uh you know to share that this is uh a pretty large upgrade or or uh update to the project uh list the facilities master plan primarily because of covet and some of the changes that have happened because of that some are legal or part of legislation to include taking a look at tk universal tk for all and making sure that our facility

186space is um adequate that the square footage and the bathroom requirements um are there so that we could house a larger tk program that's that's mandated by legislation that's come out just in the last you know few months and we're still trying to wrap our head around that uh so we do have an expert um firm here that would be an lpa that will make sure that we check all those boxes and that um all the drawings and renderings are up to code and up to date um as it relates to that legislation we also have significant safety upgrades that we'd like to take a look at full-on surveillance camera systems and train exits to our school sites and also some some more sort of confidential safety issues that we want to address as a

187board that will we would work in closed session on just for safety issues so i i really felt compelled to to push forward with this i know the board will have a workshop staff will meet with lpa again to draw out some of the rendering to help support some of the renderings and provide input then it will come to the board as part of a board workshop where the board will be able to go through each of the school sites each of the updates and provide feedback finally the the community will have a town hall and then the board will be able to vote on it as the fourth step and along those lines we'll also be getting new updated pricing on uh what are costs of affiliate with us this is our vision for

188the future having community input having that vision that we all buy into and agree to is certainly helpful in steering the course of the future that's what this is all about can i ask a question what is fun25 the developer fees okay great okay so it's not out of the general fund it's not okay good thanks wendy let's take it to a vote please mr ben willis aye dr goldman aye ms canetta aye mr martinez aye mr mora i'm moving to action items fiscal items 9-1-9-4 i believe we can take these together and then if any questions on individuals can be addressed at that time you have a motion to approve thank you roger i'll second thank you joanne um comments questions or updates from the board or the cabinet i do have one question

189on 9.2 the timing is very appropriate as it deals with schoolment we discussed that at the last week's board meeting as well is there an update there was that discuss with schoolman in terms of the integration for registration of our students from wiseburn to da vinci yes i do have an update we've worked with school mint we're still in process we've found some workarounds i've reached out to da vinci to see if that would work for them there's a way to toggle between the two schools but it requires a parent to first log into the da vinci side on their enrollment so we want to make sure that we can put a statement out to our parents with that information right information so i'm having it looked at once they log into the da vinci

190side wonderful thing in school mint you can go up to the top and toggle between both sides wiseburn and da vinci so we have found a work around we want to press schoolmen a little harder to make this easier so we don't have to do that initial step of logging into davinci so we're still working through that okay thank you dr harbach also a question for you on 9.3 p.s arts uh the investment here is uh 9 000 something this is replacing a program we used to do i believe that cost us something like 30 000 is that correct that was the star it's no longer available to us the star program and that cost was high because it was live we had um parent nights and so forth so we've replaced that with uh

191the la county grant that provides evening ps uh arts dance nights for our parents this did increase we have uh we did quite a bit of testing this year for gate in the past it's just third grade last year we had to pause the third grade gate testing so this year we tested both third and fourth grade we now have our uh permission slips coming in and we've seen great interest so ps arts actually is offering six week after school theater enrichment program to the gate students but they've doubled the um the the program so we have six weeks and then six weeks so we can uh take care of more students so that increased some artist costs but not the indirect costs and comparatively this is a deal but it's not the same but

192we'll take it so thank you right and just real quickly miss canada uh previously you asked about the program they were going to offer and it is a theater arts program that builds on what students are already doing it has to do with monologues improvisation collaborative writing and poetry as performance so i thought i'd share that too yeah thank you very much i was also concerned i'm sure you remember that it was uh remote that it's not in person um and i'm i'm guessing though that during covet that's why this is a remote sort of distance learning sort of opportunity and that as we look forward to the next school year perhaps who can move again into in-person uh experience if if the environment permits yes okay yeah thank you thank you i'm done thanks
