001uh i believe we are all assembled who will be here tonight so let me call this meeting to order uh welcome everybody on the screen uh welcome to those who are joining us to our new earlier time for our regular board meetings at 6 00 p.m so thank you for joining us this is our last board meeting uh regular board meeting of the year and hopefully the last regular board meeting will we will not see each other on screen but in person so pretty exciting uh our regular board meeting again tonight we'll have two special presentations uh on the lcap the local control accountability program and the 2122 budget for which there will be public hearings for each so let's start if we may uh if we will with a motion to adopt the agenda
002please oh motion you have a second thank you both of you uh mr barkey all in favor aye aye all right uh dr harvick would you be kind enough to lead us in the flight so we're happy to please stand hand on your heart ready i'll wait a second there we go ready begin i pledge to pledge allegiance to the election of the united states of america and to the republic for which now we will move to public comments but again as before we do as we always do we look first to our share your comments that you have submitted to the uh website there were a few comments all of them related to the prospective naming of 138th and potentially the other schools and multiple perspectives there with endearing memories and also respect for
003richard henry dana so all of this will be considered in the presentations that i believe dr silvers you may be mentioning in your words tonight about the cac upcoming uh wendy then uh public comments if you would yes um we do have two public comments but i do not see the people in my attendees um they did not input their comments so if we do see them come up i could i could signal and let you know but uh we're looking for marity casey and todd and michelle gonzer and they are not president hopefully they will join us and uh given the time change we will give them the opportunity should they join us uh perhaps they were not aware the um we will now open uh the public hearing on the item 3.3 2021
004through 24 local control and accountability plan the lcap uh done so at 604.45 dr silvers take it away um thank you dr goldman i will uh turn it over to um eileen hi thank you dr silvers i'm gonna go ahead and share my screen it's all right and dr harbeck as you're getting started let me make a mention to those who are watching and with us currently this is a public hearing and you will have an opportunity to make public comment uh after dr harvey's presentation and board conversation we will give you the opportunity to raise your hand digitally by uh hitting your zoom raised hand uh if you wish to make a comment we'll bring you in and you can share it so please know that opportunity is forthcoming dr harbin thank you we
005just have a few slides tonight to review what's going on with our district with our accountability and so tonight we're going to talk about our local control accountability plan known as the lcap and also our district budget for the 21-22 school year what what what's not always clear is this is such a different year for us you know typically we would just bring to you the new lcap and the budget but with so many things changing with our pan with the pandemic this year's lcap actually includes the annual update from the 1921 lcap that was waived last year they've asked us to go back now and comment on that and also the 21 i'm sorry the 2021 learning continuity plan that we wrote for just this school year during the pandemic how did we do
006with that so that's an annual update too and we'll actually have to put something together um for the state in october on that as well and then we'll go over the budget so the lcap is actually three plans in one so first i want to talk about the lcap plan update from 19 from last year and this has to do with our highlights and our areas for growth so if i were going to look at our highlights for the last el cap the one that we are just finishing that was good for about three years um we looked at this and we we really put it into a few buckets the first would be that we had um created a new care team a new counseling team over the last three years and so we
007bolstered our counseling department in the elementary schools and provided more services for our students and our families we focused on our safe campuses which ultimately uh made us the safest school district in california and we also focused on a priority with technology for our students every student had access to a chromebook and two technology online programs in the classroom well before the pandemic so we're very proud of that we also continue to provide professional learning for our teachers in science in mathematics writing and reading and this dependent on the grade level if you were going to look at our areas of growth we identified we had to go back and look at our 2019 cast that's usually the data you use that was the last time we have results for that test because they were
008waived in 2020. so we looked at that and we we found that we really wanted to spend more time looking at our economically disadvantaged students we have a persistent what we call an achievement gap between students who are economically disadvantaged and those who are not so we have that in mathematics about a 17 difference and for english language art about a 15 difference that was back in 2019 so we know that's a persistent gap we actually went back in history and looked at that it just as as our students continue to grow so the economic students identify as economically disadvantaged but that gap persists so we want to make sure we close that gap going forward for our learning continuity plan update that's the plan that we wrote just for this year uh special funding
009our highlights here we're very proud of what happened this year and i just want to say that out of all the things that we did you know it was hard to pick to tell you the truth so the highlights included just again three key areas our social emotional supports we are able to bring in the ease program for our staff uh to access uh uh for social emotional needs uh and student families and we also had carousel solas i believe it's pronounced for our families we added a counselor at the elementary levels as well we also uh had our coveted safety protocols as a priority did very well with that we had no issues a really strong focus on that and then we also started our early warning system diagnostic we went strong on that
010with the diagnostic that we used throughout the year to continually identify and target students who are at risk of learning loss and finally we made sure every student had hands-on with technology that needed it and hot spots and i know that was a priority for the board too as we went forward so if we were going to analyze how we did with the lcp or the learning continuity plan we put it probably into three areas we focused on the multi-tier systems of support we're very uh strong with this we looked at social emotional the behavior and academic sides of what we did with students we continued to use those benchmark assessments and we looked for how we could support all the way through technology and safety again we were very strong there making sure that
011everybody had hands-on and training for staff and parents we offered digitally online through zoom for parents to come on and learn more about how to use this technology i think for the very first time our transparency was at its highest in terms of what parents could access uh and just huge amount of staff support on that and then our social emotional well-being being we um had so much going on with our social emotional wellness our wellness wednesdays we had special committees our principals continue to have activities all online throughout the year and then we of course supported all this with the lcp i was going to move on now unless there's any questions to the a brand new lcap plan so when you're writing an lcap or putting together an lcap the first thing you
012have to do is attend to the goals and the outcomes the actions and all the expenditures that go into it to address student needs in eight priority state priority areas uh we have to also explain how we the lea the local educational agency will increase or improve services for our unduplicated pupils these are our low income our foster youth and are homeless and our i'm sorry our foster youth are homeless and also as compared to all students so we want to look at also how we submit we also have to submit we have our public hearing tonight and we submit again later this month and we'll submit that to laco and that goes to the state of california and i just want to say all these plans have been reviewed by the los angeles county
013of office of education prior to bringing them to the public hearing those are the state eight priorities i spoke about we make sure that we attend to those and i assure you we have our goals are aligned completely to these eight state priorities we address all our students needs um there's our five goals i've brought them to the board before and again dr goldman was behind this movement with dr silvers took over a year to put this together and we actually call these our assurances i'm using them as our goals you'll find these also on our site plans our school site plan so we're aligned across the board here in our district with all five goals we have safety student-centered or the whole child future ready how are we preparing students for the future community
014and collaboration that's our diversity equity and inclusion goal and then our organizational stream how are we staying solid as a district moving forward um i have sarah nitsos here tonight she's been working on the metrics so you have to be able to measure things i thought she could say a few words too about how those metrics uh how we how we put together these metrics thank you so you'll see each of the goals are listed above and below them are indicated which metric will be used to judge our progress on those goals we've really wanted to make sure that these metrics were publicly accessible by all to really increase that transparency so you will see the california dashboard which is accessible to the public the california healthy kids survey results also publicly available and the
015school accountability report card some of these other things are remarked on at numerous board meetings so thus also publicly accessible another really wonderful thing about all of this is that it covers all of the different priorities of our district and it's broad it starts it starts with testing data it goes on to our social emotional and in even includes our fiscal awareness all right excuse me what is that little graph on the far right it's just a little picture okay there's no that was mine sorry trying to spice up the data okay spice up the slides okay okay um so when we're looking thank you sarah and i know that i'm just gonna say sarah worked real hard on that so thank you and also on that on all metrics in our district um our
016lcap key actions when you're looking at the five goals just kind of picked again highlight here if you're looking at our tech infrastructure you know we've moved to the cloud for safety reasons here with rit department really wonderful we've been able to add an assistant principal in our elementary schools again a strong focus on staff safety training keeping that alive with our alice training and our epipen training and the whole child looking at social emotional wellness we're keeping our data systems going so we always keep tabs on where our students are i want to make sure we keep our gate program so that we we allow for all students to have what they need in our district keeping those art electives available and then our targeted supports through intervention or tier 3 intervention for future
017ready we do have our preschool program and that full uh english language development program which has terrific outcomes we also are adding our teacher on special assignment that's the ptosis supports for uh elementary math and for elementary writing it says ela that we use we we call it balanced literacy because it encompasses everything and as you know writing is a gateway skill to so many other things that kids can do so we're going to have support for our teachers with that college and career readiness want to keep an eye on that we're going to keep going with those chromebooks and making sure kids have what they need for educational technology and offering as much professional learning as we can to our staff finally for community and collaboration we have our accountability systems going with strong
018communication systems we have social media going and we have uh terrific websites going we have outreach from our principals and our superintendent um we also have a diversity equity and inclusion coordinator position that's being uh filled that's going to lead us with that effort and this year we did hear the need for more translation services so we did bolster that as well we want to make sure we attend to that finally organizational strength we're going to keep our audit systems strong our mno and our enrollment supports we make sure we staff that appropriately to keep the parents um able to enroll and uh keep it seamless all the way through and then keeping chromebooks in kids hands with our ed tech whatever they need they'll have for the future and we're going to hand it
019to dave wilson for our budget thank you dr harbeck so i just wanted to go over a summary which is the presented in the budget overview for parents or the bop and that's just a supplemental document to the lcap and so i'll just go over a 30 000 foot view so this is for next year's budget 2122 projected general fund revenues so total lcff funds uh 22 million 476 and this is made up of property taxes and state aid lcff supplemental and concentration grants we don't receive any concentration grant money but we do receive supplemental about 1.6 million dollars all other state funds this would be your special ed your lottery uh and for next year we also have two in-person grants we have the uh expanded learning opportunities grant and the in-person learning grant
020so that's their state funded so they fall in that bucket other local funds this is your measure cl uh this is donations uh grants like project lead the way uh we're projecting just over it's just under 3.2 million dollars and then federal funds these are all your title one through title four programs uh as well as some some federal coven uh grants that we received uh just over 3.9 million so total projected revenue for the for next year uh 34 million 676 000 and then i wanted to get into the budget figures uh total budget general fund expenditures 32 million 579 so you can see that the revenue is greater than the ex budget expenditures by about 2.1 million dollars so we're seeing a surplus a lot of that is one time in nature and
021when i get into the public hearing for the budget i can i can provide more detail on that uh total budget in the el cap so in the lcap we only have 13 million 574 800 identified uh and total budget for high needs students these are the like um dr harbach said low income foster youth uh english language learners we have 1.659 uh identified so you can see the budget expenditures are greater uh by about 38 000 than what we're expected to receive so you know in future years we'll try to make those more in alignment but uh just there's so much need for those students to to have improved or increased services uh this is what we that landed on the on the budget uh expenditure is not in the l cap so we
022talked about you know we have a 34 million dollar 30 i'm sorry 32 point six million dollar budget not all things are listed in the lcap the lcap is only list you know only provides the specific goals that we want to focus on things not in the lcap uh you know like uh other certificating classified salaries such as you know grounds crew custodians uh office staff district office staff um you know utilities cost of fuel uh our property and liability insurance is not included um and and other maintenance projects so not everything is identified in the lcap and those are some reasons why they would not be identified in the l-cap dave a question if i may yes um so the lcsf supplemental concentration grants that's that's the 1.6 million that's correlating to the 37
023percent or so of our unduplicated students that's correct um my question is i know we've been concerned about the skipping below 40 and i know i've asked this before but i'm just kind of still trying to get my head around it first of all what did that number drop from you know i know that we're slightly over budget in 1659 that's not materially different but what did that drop from in the past few years and are we mandated to use that and track students like we were thinking we or can we still use it for all students uh so i think i'll start with the first question uh in about three four years ago we were as high as 44 45 percent uh the county or the county the state they they let you report
024it on a rolling three year average so that if you see it one year a cliff uh you're not going to have your funding impacted as great as you could so they do it on a rolling three-year plan um so right now i think we're rolling three-year averages about 38 or 39 so we've seen it come down significant um and i think for the current year 2021 um we saw a decrease in supplemental funding to the tune of about seventy thousand dollars because this year uh students were not required to report their free and they're not required to do free report uh free and reduced lunch applications and so we haven't spoken it was like a million or something so thank you makes me feel a little better yep did i answer everything okay so
025tonight is our public hearing and then we'll come back on june 28th for our final board approval and that is the end of our presentation any comments from the board before the public comments i just want to say how much i appreciate the effort that went in here and that the presentation hitting the high points is much appreciated and i really appreciate your time to our pillars for the district it really makes a comprehensible and executable plan um thank you and affordable so thank you very much all of you really good job thanks thank you i also echo uh joanne's uh comments thank you i have a couple comments too just this is an amazing amount of work and they throw in they threw in the having to do the update on 2019-20 because nothing
026else to do so thank you very much for this um a couple i did as as joanne said i appreciated the assurance you didn't really mention that you that the eight mandated state requirements were actually placed under the five uh assurances quite nicely so really well done there um i had a question on duplicated you answered that thank you at the california dashboard i had a couple questions on we we chose to go to the renaissance star system this year for for testing the the lcap for 2020 122 is built on the cast i'm assuming we're going to be returning to the cast but just wanted to confirm that we are going to return go ahead sir i'm sorry i i'll let you take it but i just wanted to point out we we are
027returning to the cast next year but our local assessment the star will continue and move on with us we're going to use it as our local indicator and it is woven into the metrics for goal two and three perfect so real quick dr goldman i also want to add that the cast we're really using for our future ready our end of it's a summative it's at the end where we're using the local assessments for our whole child it's a progressive uh meter and love that we had the at the last meeting and ongoing terrific so relative to the cast as i understand it there's the green and the blue and the various colors and they are a comparative rating not an absolute rating they tell you how you have done relative to where you were
028last year first of all i want to verify i've got that understand correct that is correct so my comment then is in the evaluations and looking through these um and also by the way uh dave and eileen thank you also for when we are off budget i appreciate the conversations that you listed as to why nice detail very helpful well done uh but my comment right in the cast evaluations is the goals say we want to be in the green and the blue next year my question is because they are a comparative rating and ongoing through 2024 if we achieve a high level it will be increasingly difficult to have better than last year when we may reach a level that is acceptable in an absolute sense and i just want us to have consciousness
029of that and not be disappointed and maybe reconsider that goal as an absolute goal rather than a comparative goal because you can't always break the world record every year if that makes any sense right it does and we're looking to maintain or increase right all right so as long as we're we're maintaining but again i would consider a absolute score of you know if you're at 85 percent and the world's at 70 and we maintain 85 i'd be comfortable with that great thank you so any other comments thank you for all that all right thank you at this point before we close this public hearing it is a public hearing if anybody wishes to raise their hand i assume it's tsubaki you can see them and if they want to make a statement they are
030welcome to join dr goldman can i just jump in real quick i do believe that we have a public comment um that's not up for the public hearing so i'm thinking just just so we don't confuse it this public hearing would be for um public comments or it would be specific to the lcap and then we will allow and bring our public um into for the previous public comment uh general public comments so these are thank you dr silver these are comments about the public hearing about the lcap at this time so right now i do see that uh todd and michelle ponter would like to make a comment about the public hearing so if we could slide that over please hi todd and michelle hi hey louie yes this is for our comments for
031the public hearing go ahead well it was just more um we were just wondering about the athletic field at the high school campus and uh the reason why i came up is because a couple of moms and i were talking about uh you know where the kids are practicing and they have to go off campus to practice for soccer as well as track and field and it's just also more for safety so we're just wondering what the plans are for the athletic field and if there's any way that we moms and even some of the coaches can help in maybe even uh do some big fundraiser and i know you know it's small but at least it's something that we can help um move this forward because the field has been sitting there for what
032the last three years so that's just our comment appreciate that and uh in our in our personal comments maybe we may be able to address that but we're not able to address that at this time uh during oh i'm sorry okay but thank you we hear you and we may get a chance to address that in a moment all right thank you any other public uh comments on the public hearing wendy um not for the public hearing i have no more raised hands all right it is 6 26 we will close the public hearing at this time on the elk count thank you for your great work yeah thank you everybody it was really well done all right because one deserves another evidently let's open item 3.4 public hearing for the 2021 22 budget at
0336 26. that would be me uh wendy can i share my screen all right is it up okay thank you uh so i unfortunately i apologize in advance uh this is required to be read into the public hearing so bear with me for a couple minutes here beginning in the 2015-16 fiscal year districts that propose to adopt a budget that includes a combined assigned and unassigned any fund balance in excess of the minimum reserve for economic uncertainties must provide the following information at the public hearing for their proposed budget prior to budget adoption one the minimum reserve for economic uncertainties level required for the budget the amount assigned and unassigned any fund balance that exceeds the reserve for economic uncertainties and three reasons for the reserve for economic uncertainties being greater than the minimum and
034so the districts for budget year 2122 the district's unassigned fund balance this is fund 01 and 17 this is your reserve for economic uncertainties total about 9.1 percent or 2.8 million dollars the three percent minimum reserve is 925 about 925 000 320. and then the reserve exceeding the minimum is 6.1 uh or 1.8 1.9 million dollars the reasons why the reu the reserve for economic uncertainties is greater than the minimum some of the reasons one three percent reserve level or approximately 925 000 is equivalent to less than two weeks of total payroll liabilities it will not be fiscally prudent to only carry less than two weeks of payroll as a district's reu number two a higher reserve before it's a district the flexibility to absorb unanticipated expenditures without significant disruption to educational programs number three
035the district received approximately 2.6 million dollars in one-time revenues in 2020-21 and is projecting to receive an additional 4.1 million dollars in one-time revenues in 2122. the district is taking a strategic approach to spend these funds wisely over the course of several years this approach seems more prudent and thoughtful than just rushing to spend one-time revenues in order to bring reserve levels to the arbitrary minimum level a larger reserve provides protection against the volatility of state revenues and unexpected unexpected expenditures any questions on that okay let's go on to the budget presentation so we are required to hold a public hearing on the budget prior to the board approving which the board is scheduled to do on monday june 28th uh the timeline events for the budget planning and adoption uh on this past may
03614th governor newsome issued his may revision for the 21 22 budget year and it's even more spending than he proposed back in january when he released his initial budget for next year by june 15th california legislature presents a budget plan for 2122 to the governor for approval they actually did this today uh and and uh they must do this by the 15th or their um pay is forfeited there was a time uh you know not not so long ago you know 10 years ago where it wasn't uncommon for a budget not to be adopted until late september even october at certain times and if you're trying to run a school district budget and you're not sure what kind of funds the state's going to provide you know that can be very troublesome and so they've
037now introduced and approved legislation where that there has to be a signed budget at least from the legislature standpoint by june 15th um here we are today june 15th weisberg usd to hold public hearing on the lcap in the public hearing for 2122 budget and then monday june 28th uh the board of trustees adopts the budget for next year california revenues um so from where we were a year ago uh is is uh night and day it's absolutely remarkable um california is roaring back from the initial dark days of the health pandemic at this time think i think last year there was a projected 57 million dollar state deficit um so yeah we've definitely come a long ways uh the governor's may revision assumes 76 billion dollars from extra state state revenue and 25 billion
038from federal resources oh sorry here's my bullet point right here it was not 57 it was 54 billion deficit from one year ago um the state's general fund budget 158.4 in revenues and transfers um 154 billion general fund revenues projected for 2122. so this additional 4.4 is transfers um about 8 billion is included in the budget he's not going to spend all this 25 billion now it appears so he's only allocating 8 billion the transfers include about 3 billion to the budget stabilization account or the rainy day fund and it's projected the rainy day fund will be 15.6 billion dollars and it was down 8.3 last year as they borrowed money uh to keep education held harmless last year so it's good that we're seeing an investment back into this so we can prepare for
039the next economic downturn some budget factors that have included some assumptions that we've used uh pers the cost of calpers the this is the employer paid contribution for retiree benefits uh increases from 20.7 to 22.91 an increase of 2.21 for us we're projecting this is about a 90 000 uh hit to the general fund uh spurs this is calstrs this is the retire this employer paid uh for certificated retirement increases from 16.15 to 16.92 an increase of 0.77 we're projecting this about 120 000 hit uh state unemployment insurance this is a this is a this is a doozy uh went from 0.05 to 1.23 this is a hit of 235 000 that an employer paid uh statutory benefit that we have to pay so this was a significant hit i know there's been talk in
040the legislature that maybe this can you know the state can buy this down i think next year it goes back down to 0.2 not as low as .05 but certainly not as high as it is projected for next year so we'll continue to monitor the negotiations in sacramento and see where that falls but basically i have to build the budget and you know have to use assumptions at some point to go ahead and proceed uh does not include one-time stipends uh so this year csea and wfa negotiated a one-time off salary stipend costs approximately 313 dollars it will not be included in next year's budget um again includes two point i'll call it almost three million dollars in one-time federal funds and includes uh just over almost 1.1 million dollars in one-time state funds this
041is the in-person instruction grant and the expanded learning opportunities grant proposition 98 funding this is the state's formula for how uh k-14 education will be funded in any given year so where we were uh so the three the state has a three-year rolling budget they look at the prior year uh the current year and then the out year the following year and so um because you're getting old previous uh tax payments um for the two years prior so uh this was january's budget and this uh three year was 248.1 million the above the line and the bottom of the line the may revision it's now 265.8 billion dollars or increased 17.7 billion dollars from january so welcome news uh and we'll we'll see where the where the um final uh bill bill is signed by
042the governor so dave i have a question in the increases that california realized in um uh 20 2021 i guess is that considered a one-time bonanza or how does that carry forward into uh the future or do they have any comments to that so some of it capital gains they consider it one time and so that's why the governor and the legislature are investing in one-time resources uh you know that it's not the personal income tax corporate sales tax corporate tax and sales tax are ongoing in nature uh so i think there's still some more um dissecting of of how much is is one time and how much is ongoing but a good portion of this increase is ongoing in nature which is which is good for the state of california right oh yeah and
043it's uh a lot faster than the um economic recovery is happening a lot faster than any expert had anticipated so good news but there is some risks in the out years um you know i think they think there might be a slowdown might be a correction obviously you know we have inflation uh increased gas prices and so there's still some uncertainty some risk in the out years but uh you know as we get closer that stuff will be fluffed out in future multi-year projections from the state thank you uh one of the you're welcome one of the biggest uh uh proposals for for next year is a 5.07 cola cost of living adjustment um and what the governor is doing is in the current year it was a 2.31 statutory cola he did not fund
044it uh next year's a 1.7 statutory cola he is projecting to go ahead and pay for the current year cola the 2.31 the cur next year's 21 22 cola and then add on a super cola so you're actually getting a 5.07 he didn't have to do that but because the state coffers are over running with money um you know and it's there's pent up demand for you know obviously school districts to have more funding we're glad to see this and hopefully this sticks in the final signed budget so i just want to go i want to show you um what that does so here's your grade span adjustments here's what we were getting her ada um for the certain grade spans here's your five percent cola it goes up and then you this is your
045grade span adjustment which you get for uh k through three and nine through 12 because it's assumed that these these great spans have more cost than the other great spans obviously you have class size reduction and over here you have sports and and other things that need a little bit more money so k-3 went from 7 700 to 8 900 per ada 4 through 6 7 800 to 8 200 seven and eight eight thousand to eighty four fifty eight and then nine through twelve you know ninety three hundred to just over ten thousand dollars so this is great news um another thing that was proposed by governor newsom was increasing the concentration grant remember in the in the previous um public hearing i said i mentioned we do not receive concentration grants we only received
046supplemental to the tune of six 1.6 million dollars he's projecting or proposing to increase the concentric grant funding from 50 of the base grant to 65 so that would leave a lot of haves and have-nots where you know your your districts that have a lot of cost that have concentration grant funding would see their their revenues increase whereas us we wouldn't um so the legislature had a counter proposal to go from 20 to 23 in supplemental so that everyone gets a share in those new revenues for wiseburn that would be an additional 240 250 000 in supplemental funding um so that you know that would be good for us as well because you as we saw in the other public hearing we were a little bit overspent in supplemental and that would uh provide us
047more um resources to provide for those unduplicated peoples for those foster youth um uh you know low income and english language learners so we'll have to see where that lands again still a lot of negotiations going on in sacramento dave before you go on just a couple questions from before um on stirs and purrs is there a cap that they've ever told us that that will stop going up to that it will finally reach its top no no it's so stur's contributions used to be um administered by a board i'm sorry by the legislature so the legislature decided it and pers was from a board and now in the last year they're both uh the rates are set by both boards the stirs board and the purge board and the multi-year projections for both continue
048showing them increasing and so you know every more every dollar more that we have to spend is less dollars that we spend on our students unfortunately but uh the the response is that they really want to pay down the unfunded liabilities uh it by 40 years from now and so um you know stirs and pers they they have an unfunded liability they're getting you know once people retire they're not gonna have enough people paying into it or not enough money to pay for everybody so that's in the last three or four years there's really been a push to increase those it was just a number of years ago that there was a cap on pers of like 13 and so that's almost nearly double now and i don't think there's any uh anything inside the
049now the the legislature did uh recommend an approval so instead of of uh using some one-time funds for some other grants they would use about 2.8 billion dollars to buy down those liabilities so maybe that those rates those percentage rates go down for next year so we'll have again we'll have to see what happens in the final uh the final bills and then then one other comment was to the reserves uh i noticed i believe they went up from 9.1 to 9.8 over the three years i believe our target is 17 plus uh percent i know you would put together a plan that's not in front of us right now and no worries there but it just made me wonder if we are going to get some extra dollars if we wouldn't want to be
050slightly more aggressive in moving towards our target with our reserves right right that that multi-year projection was you know conservative in nature i'm hoping you know obviously i'm hoping that we can get there further and faster but i think we can we can uh you know have that conversation again thank you okay uh so the governor uh you know we have uh was i think over 13 billion dollars in deferral so our state apportionments this year uh february through june either got cut in whole or in part uh the governor uh at his january budget said we're going to pay down 9.2 of the 13 billion may revision he says he wants to pay down 1.1 million billion dollars leaving a remaining deferral it's a june deferral a june to july of 2.6 billion dollars
051so i don't think we would need a trans next year um you know if as long as it's the june to july and we can get our february through may apportionments we should be fine uh but the legislature counter proposed this and said hey now you have all this funding now is the time to get rid of all these deferrals and so that conversation has been going back and forth uh we i'm i'm very happy that we'll have some if not most or all uh but if we do get the remaining uh june to july deferral uh that'd be great as well so uh cash flow next year should be a lot better than it was uh this year no more trend getting it the meat potatoes um so here's a 20 21 estimated actual
052is how i think we're going to end this fiscal year so combined you say lcf revenue almost 21.5 million federal revenue you know almost 2.3 other state revenue about 5.2 other local revenue about 3.3 in total revenue 32 million 224 000 our certificated salaries uh just over 14.5 million classified 4.1 employee benefits 7.4 um we had some capital outlay 443 and then other out goes our special education uh our what we pay on special education to the regionalized programs so on paper we had a surplus of almost 1.4 million dollars however we had a lot of one-time things this past year in nature so we got some federal cobit revenue we got our other state revenue these were the two partial grants that we got received this year um certificated salaries about four hundred six
053thousand dollars in one time this was for the five professional development days at the beginning of the school year before school started as well as the 1200 uh off salary schedule stipend classified eighty seven thousand dollars this was only the uh the off schedule payment stipend employee benefits uh these are statutory to these books and supplies about 355 000 this is this was more for covid related items um you know we bought a lot of ppe materials we bought a lot of other materials that were one time in nature services and other operating expenses i think i spelled that wrong i should have got that sorry um this was also related to cove and a lot of consultants that we used and this capital outlay of 220 thousand dollars that was the bipolar mechanization i
054don't think we'll have a large of a project like that again so after you factor that oh and then we had some one-time savings uh less substitute teachers less instructional aids and noon duty aids this year uh statutory benefits associated with not having these and then we obviously didn't have office supplies or uh less instructional supplies this year so after you factor it all in we actually had a deficit of about ninety seven thousand dollars and this factors in the two percent retro that went back to july one and so when we agreed to that we knew we were going to be in the deficit in the short term because we were going to approve that that that two percent ongoing and pay for it out of next year so this is this is actually
055a little bit lower than i thought the uh the deficit would be so about a hundred thousand dollars to the bad we'll take care of that in the next year any questions on that okay now we'll go to the 21 22 budget so our lcf revenues go up to 22.4 federal revenue 3.9 other state about 5.1 of the local republic 0.2 so total revenue is 34 million 676 000 certificated salaries go up uh to 15.3 classified for 4.3 million benefits 8 million dollars books and supplies about 1.5 services and other operating expenses about 2.9 capital outlay 200 and then again special education so right now on paper we have a surplus of 200 over 2 million 2.1 million dollars okay however you also have fact yes sorry uh is this this is based on the
056may revise from the governor is that correct correct right you know we have to get the budget done and so i have to use some assumptions so this is based on the make up the yes but this could change based on what the final uh the final laws are signed into law the final education bill does this uh include the um concentration funds or no or it's just based on the governor's numbers not the adjusted legislative proposal it's based on the cola 5.7 uh the county office of education did say because there's some uncertainty on the supplemental concentration just a budget at 20 percent uh so some of these numbers could change um and you have to pick an assumption and and go with it because at some point you have to just build your
057budget right so the county and the county will lay out some guidelines on the assumptions they they want you to use and so that's what we've done here thank you okay and then we have some one time yes i'm sorry this said once we approve this budget on the 28th that becomes our baseline and we don't change the budget any longer and then we show deviations plus or minus to that budget as we go through the year right so if we could change the budget which we did last year we had a remember the 45-day uh um budget change because it was a material change because it may revision they were projecting a 10 structural deficit they were going to cut our lcs funding by 10 so in times when it's a material change we
058can go back and change the budget in 45 days usually it's not and when we and when will we will adjust the budget at first interim and then second interim remember budgets are living documents they're you know they're always changing right now we've built this budget we haven't hired you know a handful of teachers a handful of uh staffing so these are on best you know best estimates that i can guess uh and then we know these are gonna change throughout the years we get more information so i guess my question is not so much that we don't expect changes that the this budget becomes a a um a thermometer against which we measure all changes or do we actually change the baseline no this would be the baseline right yeah like okay perfect and
059i get it thank you right and then and then like i don't remember if you recall last year when we change first interim to july or second interim to first interim i'll give you the the dollar amount change and the reasons why why did we change that budget right okay what was the justification of that budget change okay good thank you i'm sorry you mentioned the material change at 32.5 what's the material change what percentage or what number uh i would say anything over 10 so you know if it's gonna swing three million dollars either way wow okay thank you but you know like like the supplemental if it goes from 20 to 23 i think that was 240 250 000 i wouldn't expect the the you know the board to approve a 45-day budget
060revision for you know 250 000 out of a 33 million budget agreed uh and then so here's some one-time things yes sir i'm sorry i'm going to add more to this i'm sorry i i kind of wanted you to go back if you can to the previous slide if possible i know you know you talked about this 97 000 deficit and i think maybe if you could just explain why we're running a deficit this year um you know based on the fact that the projections early on i believe because we were flat funded this year so so part of the reason why we knew going into this this year um that we were flat-funded and so um i just wanted you to give a little bit more context to the reason why we're why there's
061a deficit yeah i think we thought it was in the neighborhood of about three two 250 initially right uh no i think it's second interim we were proposing a surplus of about 196 thousand dollars but since the second interim uh you know we obviously gave the two percent retro back and so we knew that we were going to deficit spend in the current year because we were we weren't getting a cola this year but we had a pretty good understanding that we were going to get a large cola next year which was to the tune of about a million dollars a new ongoing revenue and so we were comfortable with taking that that small risk of saying okay we're gonna go ahead and retro two percent back to july one knowing that we're going to
062get that and more in 2122 so we were okay with a temporary deficit spending knowing we were going to correct that deficit with the new funding that's coming next year does that make sense dave with all the money we received from the federal and state governments is that reported in 2122 i am confused it's a combination of both so we got some funds this year and we'll get some funds next year so it's it's it's split over two years so we see some one-time federal and state this year and we also see it next year everyone okay with that so after i factor out the one time uh we're looking at a surplus of about 458 000 next year again a lot can change between now and when the the budget signed again we haven't
063hired all of our employees we don't know where they're going to fall on the salary schedule uh but this is a this is a pretty good estimate of where i think we are so wait a minute if you look one time with without the one time is that one time addition or subtraction it's a subtraction i know we have actually it's both i'm sorry i didn't see revenues expenses i right right so on paper you say wow we have a large surplus but a lot of this is you know one time in nature you really want to get your true you know true operating surplus or true operating deficit which is the for the 458 thousand that i'm projecting and then i was just going to show you the comparison of the estimated actuals to
064the budget and what the change was so lcf sources went up about 1 million dollars that's because the 5.07 cola federal revenue goes up about 1.6 million it's a net of one-time federal funds coming in some going away some coming in the state a small decrease because we're not going to get as many uh one-time funds next year as we got this year also we saw uh some increase to our special ed funding which is great and then uh the the local funds about 116 000 to the down because i don't think we're gonna earn as much interest as we did this year because we have that five million dollar trans that we're earning interest on that uh now with all this influx of of one-time funds probably didn't need as much as we thought
065we were so i'm projecting interest revenue will go down and then a loss and a project lead the way grant i think this year we got a hundred thousand dollars and next year i think we're projecting 75 000 what changed in expenditures uh went up 837 500 so we have step and column we have a bunch of increases in staffing we have you know principal di coordinator counselors ptosis pe teacher um so that's where i think we're going to fall this classified salaries goes up about two hundred thousand dollars this is step and call this is one full year of regular assignments so we're going to have a full year of um and that goes for stirs as well or i'm certificated we'll have a one year of subs of normal sub costs we'll have
066one year of normal instructional aids of noon duty aids um and then also there's one grant that we received the the expanded learning opportunities grant where a caveat to that grant was 10 of that grant or about 150 000 had to be used specifically for paraprofessionals instructional aides and so we're either going to one hire additional professional paraprofessionals in the in the year or give additional hours for those because that is that is a stipulation of that grant um here's where we see our stirs and pers go up as well as our sui so in total about six hundred thousand dollars stirs pers increases we added a vision plan that starts next year and then state unemployment goes from point zero five to one point two three um books and supplies just updated expanded expenditure
067projections um services down about 194 this is the net of one-time expenditures from 2021 to one-time expenditures in 2122 and just updated expenditures overall and then uh 243 000 down to capital outlay i don't think we're gonna do a big bipolar or similar project to that uh in the following year on that one though we do need to budget five years for a five year cycle of replacement we would just build that into the budget over time right or or we don't fund it out of out of the general fund we found it out of like fund 14 deferred maintenance or or something like that so without any questions i hope i was i hope i was clear and concise i know uh the budget this budget is not the most easiest thing to follow
068and i apologize dave it was it was it was uh clear to me i definitely appreciate the presentation one thing to keep in mind i think i just did the numbers uh real quick and it looks it's a little deceiving based on the report but it looks like our operating expense expenditures when you look at salaries and benefits from last year to this projected 2122 year it's actually going to go up a percent um when you calculate the ratio from revenues versus the operate operating expenses and i just really took a real quick uh stab at just the the salaries and benefits i didn't actually add up all the other minor expenses so um we'll we'll definitely have to look at that budget a little closer um because i think it's we're actually going to
069have a one percent increase in our expenditures right yeah uh and a lot a lot some of these some of these uh expenditures like some of the certified salaries could be one time in nature if some of these grants dry up if we can't find a way how to put them into our unrestricted uh you know general fund they're gonna you know they're gonna be one time in nature which is unfortunate because we're gonna be doing a lot of great things for our students and our staff but if we can't afford it long term then then they're gonna have to get swept all right um dave thank you again um my only comment is i know we threw a curve at you with this early meeting yeah thank you um so thank you put it
070together and appreciate if you can get that up as quickly as possible not having it before the meeting is makes it difficult for us to really dig in of course so i'll give it to you guys as soon as possible yep thank you he will do that be able to dig in further nelson thanks for that observation before our 28th approval meeting are there any public hearing comments wendy relative to the budget these are not public comments but public hearing comments this time i do not have anyone with raised hands all right well then let us close this public hearing at 6 56 and uh move on to the rest of our agenda but i think we're going to take a pause to allow another public comment just this one time due to the change
071in time uh mr bhakti i think we have a public comment we do have a public comment uh it's todd and michelle gonzer in case they had anything in addition to add we can slide them over hi michelle you're muted right now welcome back todd michelle they may not have anything in addition we'll give them a second michelle did you have anything else you wanted to add to your public comment doesn't look like it so we can slide them back over to attendee status all right so continuing with our meeting we will go to uh items under four uh information and we'll go to the board so ms canada would you like to share some thoughts sure good evening everyone um as we head down the trail here for the end of the school year
072once again i think we kind of did this last time but we can never enough thank our staff and our teams of teachers and our staff and our maintenance crew and everybody for a thrilling school year i mean what a roller coaster ride of uh of of challenges and meeting those challenges so um thanks to everyone neil and i had a chance to together to attend the da vinci communications graduation service i know neil attended more than that one how wonderful to have in person graduation this year and to have family be able to attend and share and celebrate together it was very special of course dr brandt was there and dr wonder and uh various uh all the staff that had to do with the davinci communications graduation as well so congratulations to the
073students and for all the graduations and uh from da vinci and looking forward to um uh anza's uh culmination i'm not sure what we call it as the fifth graders move up to sixth grade i know i think dr goldman and i are attending that together tomorrow unfortunately the 138th street school events are at the same time so we'll be able to attend both and uh i because of a wonderful family event will not be able to attend the dana graduation this year either so but or and i want to congratulate everyone again and say thank you very much um and and the budget that dave just presented and how fluently you spoke about it thank you for that and the uh ability to explain to us and the patience to answer questions the lcap
074again um we are so bl and one more time to say that we are the safest school district in california i don't think we're tooting our heart enough for that i think we need a banner although i don't know if that's an invitation to maybe cause mischief anyway but um that is an accomplishment that i feel we could keep repeating so did anyway thanks everyone those are my comments thank you joanne mr martinez yeah i just also wanted to follow up on joanne's uh comments as well and as we wind down in the school year i also wanted to just take the opportunity to thank the entire district staff and administration i mean we we've asked we've been asked to pivot twice in the last school year it's been challenging as joanne said but i
075think uh we've done it uh well and uh as we conclude this year we've finished strong so um and certainly looking forward to the next school year and i just want to also just wish everyone a a wonderful summer enjoy your your time off enjoy your your family and friends and uh look forward to the upcoming school year and that's that's really all i have and and obviously i am looking forward to the uh promotions uh this week as well so thank you everybody thank you nelson uh a couple of comments from me uh relative to uh todd michelle your comments i know uh i think dr silvers will be addressing the field i give us an update on that so i'll pass that to him in his time um regarding the naming conversations and
076considerations that were put in you share your thoughts thank you for those views again dr silva's i'm sure we'll be addressing this too we will be having establishing a citizen's advisory committee i believe the beginning of july and again dr silva's correct me on that if i'm wrong um but i wanted to express to everybody that all views are wanted and welcomed on all perspectives on school naming if you are feeling passionate about this subject please reach out please get involved don't don't sign out we need to hear your views because this is a issue that could potentially impact everybody and have an opinion so please we want your views and we do ask you to share them as joanne and nelson mentioned there's promotions with elementary schools this week and dale middle school on
077thursday very excited about those plan to attend as many as i can um i also did want to say congratulations thank you to all of our students you made it our families you made it our staff you made it our custodians our counselors our cabinet and especially our teachers everybody here tonight thank you congratulations um we have a saying at weisburn that our goal is to engage in power and elevate so thank you again especially to our teachers for your magnificent engagement in an impossible year for adapting and working so hard to empower our kids to learn in the most trying of times as we saw in our last meeting especially with the la uh really great results thank you and to everybody at weisburn uh for helping us all to work together to elevate
078above this and out of this pandemic so thank you and appreciations to everyone um i'm excited at the end of the school year i'm sure you are too and a plan for a great return to school for in-person learning next year banning all no other issues god bless um more to come and uh an fyi our next board meeting is scheduled for june 28th in the morning it will be a special morning board meeting at 7 30 and then uh we should be back in the board room all things considered streaming and one of the reasons we haven't done that is because we could not stream the meeting as well as be live uh streaming july 15th in the boardroom and i tell you i'm looking forward to that but i will miss zoomwear so
079there you go um with that said let's go to our cabinet and mr wilson our chief business official thank you dr goldman uh no comments tonight thank you all right moving on to the director of psychological services ms mazzarella good evening everyone i have no comments tonight as well i shared last week and um thank you thank you peggy always appreciate you as well uh assistant superintendent of human resources dr dougal good evening everyone no comments from hr and you are appreciated that's my theme and it's true uh assistant superintendent of educational services dr harvey no comments tonight thank you dr goldman thank you thank you thank you thank you and are you going to keep the trend going dr silvers i think not i think you i think you put me on the hook
080to say some comments i'm going to share my screen here and just go over uh you know we i shared this last meeting uh which is the renaming campaign analytics i'm not gonna focus on the presentation but just more so go back over this timeline so i'm going to just present this one slide again so that there's sort of a deeper understanding of two things one is that when we say a timeline for renaming process it is a process and so there's nothing you know that's that's holding us to have to rename schools obviously um i do think the board took action to rename 138th street school formerly known as peter burnett um you know that will be a a renaming for sure but the renaming process was a request of the board to explore
081the other names sort of in conjunction with this uh renaming of 138th and part of doing that is going to be the greater part of a seven month a seven month excuse me process that we're going to collect input provide input and provide data to the community and to the board so that we can make the best decision possible for our community now so just looking here again at this timeline june july august we have started collecting community input multiple measures um survey polls on on instagram as i shared last week as well as through just email communication that we were receiving from the community we're going to then make selections for the citizens advisory committee and i would just echo dr goldman's comments from earlier which um basically stated or comment stating that uh
082anybody that that has a voice in this that has a you know a strong opinion or any opinion really then you know in this regard you know to to join us to share whether it be as a part of the citizens advisory committee that will ultimately present recommendations uh to cabinet to staff to present to the board um you know and or again to be a part of that committee and or just to provide feedback through our surveys there will be more surveys and one of the things that we realize is that as people have um in our community have digested this information about a potential renaming as we've started embarking on this process of renaming 138th street school there will be another survey to follow and that survey may be do do is there
083a need or do does the community member do individual community members see a need to change the schools it could be just a flat-out question after people have digested sort of this initial process so we expect there to be more surveys again you know i know we've sort of surveyed people uh all year long related to reopening and coming back to school or not but this is really an important surveying process um so do plan to see more of those again looking in fall of 2021 we're gonna we'll meet begin meeting with the citizens advisory committee start creating this short list of names name recommendations and or any recommendations we may want to bring to the board regarding individual schools uh because we have heard um from our community in regards to some of the
084names maybe not needing to be renamed or you know made some of the schools sorry not needing to be renamed or not being suggested so we could bring that recommendation back to the board and then in the december at the december school board meeting uh to be determined uh the date uh we'll have a final school name recommendations uh potentially and again when we say recommendations a final school name recommendation could be keeping rh data middle school as the middle school name uh so you know this is uh just something that we'll go through as a process i i wanted to to share that again with the community i will stop sharing my screen for that and i do believe there was a question i actually um have we have our our director of facilities
085she's still oh there you are julie sorry i can concede so i have two updates on facilities uh that that julie's actually gonna share i'm you know but i will share the first one which is the soccer field um and i'm gonna say that is our b julie right now is gonna actually share an update on a we did talk to the board um last meeting and and i know that the first priority for the district is to knock down 135th in aviation and these are major expenses and you know we obviously have finite amount of dollars to do this and so we want to make sure that we're prudent with our money so a is knocking down 135th in aviation and then the second priority and high priority would be then to finish the
086soccer field so again making sure that we have the funds to do that so i'm going to turn it over to julie first to talk about um you know what's looking like about a two million dollar project on the fuel dana site thank you and good evening everyone um thank you for allowing me to share the updates of where we're at with the project we are currently in um the position of soliciting proposals for that what we call the qualifications to find the best value for a firm to serve as a cm at risk and we chose the cm at risk as a methodology to be able to manage this project uh due to the nature of the project and also the timing of where we're at within the school year we know that this
087is a priority to try to get all of what i call the dirty noisy yucky work done prior to the beginning of the next school year that we want to be conscious of our surrounding neighbors as well as being able to engage our students with great opportunities and not distract that while there's a lot of noise or dust going on so we're in the process of julie julie can i stop you real quick i heard you say see him at risk and i just want to clarify i think we're sorry i know i just want to make sure that uh i might listen because that's not right so the process is it's cm multi-prime i i apologize for that and sam multiply means that we are hiring a an entity to represent the district and
088they will manage multiple prime contracts of which we've identified four to five different companies not we haven't selected the companies but the prime contractors to be able to serve in that role we're looking to start the process in july and with the noisy heavy dirty work um continuing through the end of august there'll be fencing that's around the entire site so the slc will be intact with the fence that will be part of separate the driveway and the parking lot so that will not be affected and then keep our site safe so people have a chance to get inside um the goal is to be able to keep it flat remove every bit of asphalt and building that's on the site and then look at opportunities for the future of what the community decides that
089they want to do with that so the idea is to flatten it to keep fencing around it and then allow the district to make some prudent decisions financially what that sites look like all right thank you julie for that and then tagging on to that too as i want to thank julie too for reaching out at the same time to afe and this goes along um and afe is a local uh we're not low but i think now company national the company i believe that specializes in astroturf that would be the material that we would use on the soccer field that's here adjacent to our facility so we are in the process of investigating that as well and trying to again take a look we're looking at a price tag estimate of around 1.3 million
090i mean give or take you know you're looking at about a 1.3 million dollar cost for that project as well so again we'll have to go to dave once we get these final numbers from the 135th and aviation site and then figure out you know what we need to do for the uh for the soccer field i will share i i have been in conversation as well with dr wonder from da vinci schools and and they have also committed to paying for half of that soccer field so as we do engage in in some in a in a contract you know we're cutting it in half so not looking at that whole 1.3 or being on the hook for that whole 1.3 definitely appreciate the support and the partnership from davinci schools as well as
091we try and kind of complete both of these projects this summer definitely this is an ambitious goal um and um you know if we can get there in september great you know i think i think that we we have a lot of people working hard to make this happen and we're going to do the best we can to get there and at least get as close as we can to finishing before kids get back to school at least all the dirty work before kids back get back to school so that everything else is uh they get back to school safely and we're good to go so really believe it thanks a lot for this information i have to say i am concerned about timing for uh tearing down old dana and the fact that we're
092in the middle of june and we're still bidding and we're still talking and we still have permits and we still have all the stuff that has to happen and and then try to finish the so-called dirty work until um before school starts i'm i i'm hopeful uh i don't know i'm i'm um i don't know what we think the chances are of that it feels that best 50 50 to me am i wrong there i don't know julie do you want to take that i mean i you know i'm deferring to to that your expertise on this i do know that we were very clear in our request for information or requests for um you know uh i guess i'm sorry qualifications yeah we're doing a two-step process um and trying to the reason that
093we're doing the process is we want best qualified firms and then as we go into the interview process we want them to be able to present a proposal and a scope of work and there was there was a lot of investigation prior to us making this decision moving forward knowing that we were late in the game we had an economic concern not only again you know the cost of the district but also knowing that we are in a bidder's market right now and that it's summer work and a lot of the really qualified firms may not be available so i reached out to the industry to do a little bit of investigation fire and said you know what do you think can it be done given the timing if we were to go on to
094have a board selection at the end of june could we possibly get through the dirty work and be near completion before school starts and three of the four firms said yes and independently they gave us a vote that were within a few hundred thousand dollars of each other and so they had no information i didn't say hey here's the scope this is what we're trying to do i gave them a google map explain what i knew at the time to be the information and that's where we spent more time getting more information it's made it a lot more clear but the independently they've all come in very very close to one another and it wasn't with any specified delivery method so um they know when we went through a mandatory job that and wanted to
095be honest and transparent if they can't do the work we don't want them to fit well it's not so much they can't do the work it's do the work in the time frame correct right and um i i i think uh we want to make sure that we are honest with ourselves about because i know we really want to get this done just no question that we really want to get this done um i just uh i i and i'm not a pessimistic person so this is not coming from a sort of normal pessimistic perspective i am just concerned about timing any of us who have done any sort of construction which probably includes all of us knows that schedules are optimistic typically when they're given and i don't know that there's any penalty for
096not meeting schedule uh and and it is uh not all of it's in our hands in terms of uh uh what might be found in midst of that demolition as well so i don't know i i really hope that i and i know that we're following this very carefully and and doing our due diligence and i appreciate that and i really hope we can get it done this summer to the point of satisfaction that it's safe so thank you to uh to miss canada's comments um when will the rfq process be finished and we have the bidders uh you know those who have come their estimates and is the july 15 board meeting sooning up i don't want to rush the approval but does that put us back a couple weeks that we don't need
097to waste dr silvers would you like me to answer that let me take just part of that julie um yes part of it i do want you to take but i just want to say actually in my in my comments uh dr goldman i was going to ask if we could pencil in a july 1st potential board meeting just because it is a there's a long time there's gonna be a lot of work to open schools in general not just for for the not you know the knockdown or the demolition but just in general there's just a lot of school business um that would require board action um waiting until july 15th and there's a that's quite a gap um in a normal year it may it may be you know we could probably squeak
098by and limb buy but this is not obviously about a normal year so i was just going to hope to pull the board on that here in this meeting to see if we can pencil that date in i mean i think then julie piggybacking off of that that gains us a couple weeks back yes so what we had looked at is having the submissions on the 21st of june allowing our committee to to review them thoroughly and then make a recommendation for interview we looked at the dates for the interview of which we'll do interview and um scope as well as a cost proposal from that we'll do our due diligence and reaching checking references and then putting together a recommendation for the board and that would be on that special board meeting on the
099first and then we know that there's time to be able to vet the contract and look at what we need to do and we were looking at being able to get started after the fourth of july where the bitter the firm was successful in winning and then they would be able to give us a scope of work as far and the schedule and then start to move forward that's where we we were confident i should say that we were hopefully confident to start the process the mid of june or due mid of july uh could i ask have a request there's we've been talking about this a lot and i've heard a lot of dates discussed is it possible to put something down in in writing so we can read it and have a uh
100something to refer to that shows what the steps are and what the dates are the goal dates are associated with each of these steps it doesn't have to be complicated i don't even can't tarts or anything it can be done in word or excel or whatever you're comfortable doing but is there anything in writing that we can look at these dates and really understand what we're i mean i've heard them all tonight but i have to say i haven't memorized so you're talking specifically about this construct about this demolition at all dana sure julie we could probably do that right yeah i've already had it together we had to issue an addendum as part of the rfq process and so i have those dates not only identified in the rfq but it also went out
101of an addendum so thank you if you could send them to the board that would be great thank you okay for dr silver is your request um miss canada mr martinez does july 1st which looking to calendar is a thursday uh i'm assuming it would be at a standard board meeting time at uh 6 p.m would that work for either of you yeah i'm okay on the first i think hold on i i am out of town on the first i won't be back till the um second uh sounds like we may want to do a poll dr silvers be on this not taking the time of this meeting sure all right yeah i just wanted to i just wanted to quickly add i mean i i i certainly uh hear joanne and neil your
102your concerns with the schedule um i think you know as julie expressed i think based on um the decision that we've made um in terms of moving forward with the abatement and demolition of the project and and the the delivery method that julie selected is probably the quickest one right now to to make this happen but to your point joanne i think it's going to be uh tight i think this is going to move into this school year and i think julie's kind of made mention that this is going to go into the school year i think if we can get the abatement completed over the summer period and start demolishing some of the big items i think that's a win um however this is in my mindset this is going to extend into the
103uh school year and probably well into um october um the the the kicker is going to be um how much of that um i guess quote quote dirty work can we accomplish um is going to be the the challenge because um as you were just mentioning joanne and julie i think you touched upon this i think it'll be addressed in the in the overall schedule is once the cm comes on board and we need to eventually advertise and bring on the prime contractors there is still some time that will involve dave's time in terms of the contract execution bonds and insurance and all that and that does take a little bit of time so i think that's what joanna's is asking for julie it's a little bit of that overall it is yeah joel that
104will then start illustrating when can we actually get started and then that will show um and depict the construction duration so it's gonna be it's gonna it's certainly gonna be tight and i think you're the the points that you're highlighting are are on point and but at the same time i think that julie is is moving forward in the the quickest and and fastest manner that um that she can as well i agree with that i think that what julie's doing is is appropriate and as timely as possible i think we're going to have we may have to make a hard decision because we may have to decide you know there'd be a couple of alternatives right three alternatives one would be do nothing and wait because it's too close to school starting for us
105to safely do this work uh two would be to go full speed ahead and just make it work you know and then three is some sort of combination of that perhaps where we um get the work done to a point uh and um i don't know i don't i don't think i don't know that it's possible to stop but given where all that work is being done as it is certainly adjacent to dana it's uh it's really challenging i i have to say that i don't feel it's a slam dunk by any means yeah and i and i think the key point to all those three options that you presented is getting out in front of communicating to the community and to everybody around the school site so i agree with that communication is definitely
106part of it but we have to i think we're going to have to make some hard decisions i don't i don't think we know what that is yet right well it looks like we're going to try and get a special board meeting unfortunately to address this sooner than later have the dates and do reality check at that time to me um forgive my naivety i'm forgetting where summer school is i'm hoping it's not on the dana campus that may be relevant to this as well great thank you all right any further comments dr silvers i do i just want to looking at my notes here i do want to say i i did enjoy i think so far six graduations this year and i um it's just an interesting year of split graduations and um
107you know seeing kids in person for these moments i do i do want to really commend the da vinci staff for putting together some really really rewarding and nice graduation ceremonies for their kids um and it culminated yesterday with uh a ceremony for their 2020 graduates for those that could come back and kind of be recognized for their graduation you know after having been gone you know either those gone off to college or not you know and work in the workforce but but it was nice to see those kids you know come back and be able to be honored by their parents you know even a year later it was just a really nice touch to the end of the year so i'm also looking forward to our upcoming promotions at the at the fifth
108grade tomorrow uh we have a pretty tight window between anza and 138th and we're gonna you know gonna see that's an end and then the next day we have our our larger ceremonies two ceremonies at dana middle school so really looking forward to that as well um also looking forward to um we're calling it an annual implementation planning a how-to planning process for our our entire leadership team um it's going to be a two-day full workshop for our leadership team to prepare for uh next year just to to review the lcap and and just be it within on the same same page as we move into next year's really excited to host that this year say annual because we want to do it every year it is the first annual and and it will hopefully
109be an ongoing um you know an ongoing opportunity for us to have conversations for us to plan uh for the next full year with everybody in the room and you know kind of cell phones off and and computers off and so we could really just uh have these really these um good conversations and productive conversations so i'm really excited about that that's happening on uh june 20th or 21st i'm sorry and 22nd um so uh just wanted to share with the board that as well um i think that's all i have today dr goldman all right thank you dr silvers and actually reminded me of something i wanted to say from the lcap relative to your upcoming meeting and that is uh miss knit soth and dr harbeck made back-to-back slides relative that would be
110really relevant with the dashboard we've been talking about for the board that i thought was that a lot of that material would be very relevant for that consideration so i think hopefully it was right before sarah's comments or right after hopefully eileen you know what i'm talking about but it was uh those two slides were very well relevant and good luck on that in your retreat all right let's move to our moving on in our agenda to action items number five uh could take a motion for five one and five two they're related um nelson do you want to have an agreement you want a motion and now a second since it's kind of a of a here we are there we go kind of thing tonight sure okay i'll go ahead and um items
1115.1 and 5.2 and i will second thank you um maybe dr doogle just give us a quick update here yes um i'd like to actually thank csca and especially our wiseburn chapter 486 for their collaborative and productive meetings and negotiation sessions we've had this year so we have a full agreement successor agreement as well as a a salary increase and so just once again i want to thank them for the productive and collaborative dialogue and hope to continue that as we move forward as well thank you they are not only our employees they are our partners and uh it was a really a partnership effort this year thank you very much um ms subaki please let's take a vote all in favor aye all opposed thank you moving to item 6.1 approved proposals with dave
112bang associates for a playground structure at the del air preschool motion please uh motion i'll second thank you both uh any comments or questions here we could uh quick clarification so this is this is the final touch on our on our preschool program just to provide a place for students to play we did look at several options i know dave was a part of this uh julie was a part of this um karen chukani was a part of it peggy was a part of it so there were a lot of people looking at various options you obviously have the the option that's extremely cheap and then you have the sort of the 100 plus thousand dollar option so we found one right in the middle here very comfortable with this it's a you know definitely
113we believe this will be a five-year opportunity for for students to uh attend this preschool at least you know five-year opportunity and so we think it's money well spent um and dave i don't know if you want to just uh comment on the on the budget the pot of the budget that we're pulling this out of you know we're using developer fees if you want to just share a little bit about why we why we use developer fees yeah you've got to do a better job than me developer fees are used to mitigate enrollment growth and we do think obviously we're bringing preschoolers on on our campuses it's uh definitely enrollment growth uh and and actually had some good news in developer fees i think it was last week we got a check for 218
114thousand dollars for a new um development on aviation boulevard so uh that that fund has plenty of money in it right now thank you i wouldn't ask a question because i don't remember does this include the um padding that the structure is going to sit on you know the yes my understanding is yes okay good or i don't know what you call that but is that porn place or whatever ground cover or whatever like a spongy surface yeah yeah thank you the same question earlier his first question with me earlier today when we met so yes it does include the soft uh padding if you learn a while ago that's great yeah the installation um document has the uh rubbery playground squishy stuff it's perfect yeah okay and and what is the lifespan i would
115certainly hope we get more than five years out of this what is the lifespan of this or what do they tell us oh the lifespan is is um is a long time i was you know i was throwing out five years in case we decide to move the preschool or whatever we need to look at other options i mean the lifespan on the actual apparatus is is much longer than that the foam needs to be replaced you know at times you know obviously we need to to repair the foam first you know there's some repairs that happen and then sometimes a full replacement of the phone much much less cost but uh you know i was just saying that that if we decided to have to move the facility for whatever reason you know we
116know we'll get a good five years out of it hopefully longer okay sorry that was confusing thank you for clarifying all right wendy let's take a vote please all in favor aye aye all opposed thank you consent item seven one through seven four just anybody i'd like to make promotion uh um yell to um of course items seven point one through seven point four i would like to second that motion thank you for keeping the traditions right um any clarification needed dr silvers they seem pretty straightforward no yeah they are i think we could if you're all okay with it we go go forth with the boat wendy let's do it all in favor aye aye all opposed thank you uh one and uh let's take eight one and two separate i i guess we
117could take it together why not uh go ahead i like to make a motion to approve items 8.1 and 8.2 i'll second that thank you both hearing no comments uh wendy please all opposed thank you upcoming dates and events i don't know if uh dr silva or miss subaki you want to tell us about these i'll jump in on this uh wendy i so basically you know i shared some of this i guess i didn't give specific dates and times but we do have uh the anza promotion ceremony 138th street promotion ceremony i'm going to highlight that this is the first ceremony at 138th street that they've done so this is a you know this is kind of a new annual thing i think that uh that mr rios is putting on with the with
118the staff there that's happening tomorrow june 16th uh 10 30 and 11 10 30 at 1 38 and then 11 o'clock at anza and then the dana middle school promotions are thursday june 17th 10 a.m and 2 p.m so we're splitting it by team and that information will be sent out and has been sent out by by the the staff there at dana middle school keana and kevin so they've been working real hard on that as well looking forward to all uh what is that four of these ceremonies that that we'll have this week so um thank you to those of uh those who put all this together that's it and then we have holidays and uh the next regular regular meetings at 7 30 a.m that's for the budget elk potential uh adopt consideration
119and adoption um hoping to get another meeting in there between the 28th and the 15th so let's see what we can do there but i will uh we'll we'll reach out that's the first time i actually saw what day of the week the holidays are surrounding the 4th of july haven't looked that far ahead yet so interesting all right well any other issues or amendments or agenda items anybody wishes to bring up at this time all right if not we will adjourn this meeting with a big thank you to everyone for making it through the year and your your spirit throughout your collaboration cooperation and goodwill we'll see you all uh next meeting thanks everyone thank you all good night good night
