We'll just move right into facilities and finance. I'd rather do an N2 before, just because I'm not sure how long the facilities, sorry, the financial report will take. Never mind, that's fine. Wait, hold on, hold on. So instead of, so we will, so facilities and finance will now be, will go right after the reports. So N after the reports. My appreciation to the board and the board of trustees and superintendents, assistant superintendents, and my team here. It's been a wonderful opportunity being a part of the district these last four months, and it's really taken a great community to get us to where we're at. So I'm looking forward to continuing to collaborate with everybody at all parts, general ed, special ed, supports
008in the district office, and keep us moving in this great direction. So thank you again. Thank you very much and welcome Any of the trustees like to make any comments? Thank you. Do you have any public comments? We do not Move on to item G consent agenda. Are there any items that like to be pulled or any questions? Yes the literature plan Okay, sorry framework. Okay, so you'd like G to a literacy framework to be pulled to be voted on separately. Is that correct? Okay any other changes? All right. Can I get a motion to approve the consent agenda? without the with
009the with the for mentioned change What's it oh, I'm sorry the would g4a Right G4A had already been taken out on the on the changes of the first agenda so G4A will not be included in this vote and G2A will be removed for a separate vote just for clarification. Okay I'm sorry who made the second? Who made the motion? Trustee Rodriguez-Mohica and second was Trustee Garcia. Okay all those in favor say aye. All opposed? Any abstentions? Very well, the consent agenda is approved with the changes unanimously and I will go back to item g2a Which is the approval of literacy framework? Do you is there any comment? No, okay, so we're on it separately. Can I get a motion to approve item g2a literacy framework? So moved trust your brew Baker makes the motion. Can
010I get a second second second by trustee Garcia? I'M SORRY. RODRIGUEZ MOJICA. ALL THOSE IN FAVOR SAY AYE. ALL THOSE OPPOSED? I'M ABSTAIN. TWO ABSTENTIONS AND FOUR AYES. THE CONSENT AGENDA PASSES. NO. G. NO, I'M SORRY. G2A PASSES. ITEM G2A PASSES WITH FOUR IN FAVOR AND TWO ABSTENTIONS. Okay. Can I make a comment? Yes. I'd like just to comment that this is, I want to thank the staff. It's taken a long time to finally get this approved. Though we didn't get all the board approval on this, I just want to acknowledge that it is because I know this is a very important topic to you, literacy. And I also want to express that this is not at all intended to be the complete And all answer to addressing our literacy needs in our district It
011is a beginning to get us on the same page and guide us in the right direction as a team it was done with a lot of input from Parents and students and staff and it's a framework to to continue the work and to guide us Not that things have not been going on already. I know our staff has already been working very closely with our action teams on identifying Essential standards and breaking those into essential tasks and what that looks like in the classroom But much more work to do this helps us just to continue to work in the word and use this as the guide and the direction On the work ahead of us and so we look forward to the first huge step There are not many districts that have a literacy framework
012and so we're kind of like under going through this process and the state's matter of fact is going through the development of their framework so we're a little ahead of the state but we'll continue to adjust and thank you the board for the support and staff who worked on it and i'd just like to echo those sentiments that this is a really a major step beginning step and that you know we will continue to Look at the literacy plan evaluate it and also make continuing contributions towards towards The goals of improving our literacy. Okay any other comments? Trustee Villarreal? Yes, I definitely want to recognize the work. That's why I didn't vote no. I abstained instead. I still have concerns that I expressed with the superintendent. But I definitely want to acknowledge all the work
013that's been done by a lot of people. It's definitely way, way better than what it was the first time that we got it and then the second time that we got it. So progress has happened. No doubt about that. And again, I appreciate the effort and definitely appreciate that we are leading in this. So yes, that's why I did not vote no. Trustee Rodriquez-Molica? I also just want to add to that. I was just pulling it up again so I can check what version it is and at least with this one it's version 13. But I know there's more versions. So I just also want to acknowledge all of the hard work that went into this plan. All of the input. It is not an exaggeration to say that there were certainly it's not an
014exaggeration to say that there were certainly over 100 questions on this. It was very likely hundreds of questions that we we sent and that staff. Replied to and a lot of revisions. I personally met also with dr. Gracie get it all To provide more feedback and I know that a lot of people really worked hard on this. So I also want to say to the community I know we've had this on the agenda multiple times and some community members might have been a little bit frustrated or disappointed that we didn't approve it more quickly. And I just want to emphasize what our superintendent shared that it was because we wanted to get get it to a place to where we were most comfortable with it. The plan as a whole. So it wasn't because we
015didn't care it was because we cared so much and we provided so much input. in person in writing and it went through a lot of different versions so thank you to everyone that contributed to this effort okay any other comments yes me trustee garcia yes i want to say echo to um what the trustee say about this is a lot of work and i'm excited but i vote and i'm staying because i hope for the next stage we can add more parents who reflects the student population trustee Oh, yes. Question. Was the version approved with the edits that I submitted? Okay, good. Just want to make sure. Not the first version. Thank you. Okay. Any other questions? All right. So moving ahead on the agenda, we'll go to item H, community engagement, presentation resolution 43-26,
016National Vietnam War Veterans Day. If I could get Vince Olvera to join me up at the podium and the other veterans that he has brought today, that would be great. All right. Well, I'm going to – First of all, I'd like to say welcome home. All my brothers. Thank you, Vince. I'm going to read the resolution to you, and then I'll give you a chance to speak, and you can introduce everybody here after the resolution is presented. All right. Here's the National Vietnam War Veterans Day Resolution. The Vietnam War Veterans Recognition Act signed in 2017 designates March 29th of each year as National Vietnam War Veterans Day. And whereas on this day we honor and give thanks for the service and sacrifice of Vietnam War veterans and their families for the valor of service persons
017killed or missing in action. And whereas we pay tribute to the United States military personnel. called to active duty between November 1st, 1955 and May 15th, 1975, whether in country, in theater, or deployed elsewhere in support of operations in Southeast Asia. And whereas more than nine million Americans were on active duty during that period, with an estimated 2.7 million serving in country or in waters. And whereas more than 58,000 service persons died. and whereas their names are etched on the black granite panels of the Vietnam Veterans Memorial Wall in Washington, D.C., and whereas a reported 2,500 Americans were held as prisoners of war, and whereas more than 300,000 Americans were wounded, and whereas the United States Department of Defense has indicated that 1,587 Americans are unaccounted for in Southeast Asia. And now therefore be it
018resolved that the Woodland Joint Unified School District Board of Trustees hereby declare March 29th as National Vietnam War Veterans Day and students parents teachers and community members are encouraged to observe this day with appropriate programs ceremonies and activities Thank you. It's a great honor for all of us here to accept this resolution. I'd like to thank Jesse Ortiz for informing me about this program. It's been a few years since we've been here, so this is not the first resolution that we've received from the school board. Gosh, it's almost been 59 years. How about that, guys? 58, 59? Wow. So if you ask a Vietnam vet what he did when he was 19 years old You know that long time ago, but again, thank everybody for having us and I'm just gonna real quick Let the
019men go around and just get the first name. Could you also tell us your branch of service to please? Dave United States Army Jerry, United States Cavalry. Dave, United States Army, Purple Heart Veteran. Charles, United States Army. Benny, U.S. Army. Gary, U.S. Navy. John, U.S. Army. Joe D. Andrade, United States Navy. U.S. Army Aviation. John, U.S. Army. Martin, United States Air Force. There's just just a very small handful of Vietnam vets that are here this evening and I appreciate them for the done for this country for this city It's just a great honor to knowing all of them. How many 11 Bravo's we have out here? 11 Bravo That's that's infantry the other guys are truck drivers sailors out in the bay, you know Air Force and Da Nang but so kind of mixed up
020veterans and I want to thank the board school board again for allowing us to come Receive this resolution. Absolutely. Thank you very much big round applause for our veterans here today And if you'll kind of march over to the wall and we'll take a group picture together Trustees if you want to join in the picture come on up Thank you. Thank you to our vets. Thank you very much for your service. Okay. Moving on in the agenda to H2, a presentation resolution of the Lourdes Huerta Day. Yes, thank you. And if I could please ask Gloria Ulloa Rodriguez to join me at the podium. All right, so it is my great honor to present this resolution, the Dolores Huerta Resolution to Gloria Ulloa Rodriguez. Many of you likely know Gloria or have met her at
021some point. She's a beloved retired school teacher at Beamer the whole time you were there? Okay. Several schools, Beamer Lee Junior High School and Child Development. She's dedicated decades of service to our youth and our community. She is Cabot Chapter number 76, past president and currently treasurer as well. So continuing to serve our community and being a champion for bilingual education specifically. She loves her woodland community, our woodland community, and continues to advocate for our youth. And she is a role model to many, including to myself. So it is a great honor to be able to present the Dolores Huerta to you, Gloria, today. You're welcome. Please join me in a round of applause before I read the resolution. And I'll go ahead and read the resolution. And then if you could share a few
022words of your own. OK. Whereas on July 18th, 2018, Governor Jerry Brown signed Assembly Bill 2644, introduced by Assemblymember Eloise Reyes, designating April 10th as Dolores Huerta Day, making civil rights leader and community organizer Dolores Huerta the first and only living person to hold this honor. whereas Assembly Bill 2644 at section 37222.20 to the Education Code stating on Dolores Huerta Day all public schools and educational institutions are encouraged to conduct exercises remembering the life of Dolores Huerta, recognizing her accomplishments and familiarizing pupils with the contribution she made to this state. and whereas Dolores Clara Fernandez Huerta was born on April 10th, 1930th in Dawson, New Mexico, the daughter of Juana and Alicia Fernandez, and whereas Dolores Huerta became a school teacher in Stockton, California, and became conscious of the need for economic justice through seeing
023her students come to school barefoot and hungry. And whereas during the 1950s, Huerta met legendary community organizer Fred Ross Sr. and found her calling as an organizer serving in the leadership of the Stockton Community Service Organization, CSO, during which time she set up voter registration drives, pressed local governments for barrio improvements, and founded the Agricultural Workers Association. And whereas Dolores Huerta is the most prominent Mexican-American female labor leader in the United States, is a co-founder of the United Farm Workers of America, and for over 60 years, beginning in the 1960s, Huerta lobbied in Sacramento and Washington, D.C., organized field strikes, directed UFW boycotts, led farm worker campaigns for political candidates. negotiated the first ufw labor contracts and has played a major role in the american civil rights movement now therefore be it resolved that the
024woodland joint unified school district board of trustees hereby declares april 10th as dolores huerta day and encourages schools to teach about the life and struggles of dolores huerta and to conduct celebrations honoring the life of dolores huerta as a powerful force for social justice and empowerment for all So good afternoon members of the school board, superintendent, teachers, students, and community members. I am honored to accept this resolution recognizing Dolores Huerta Day. Dolores Huerta dedicated her life to justice, equality, and the rights for farm workers. Her words, si se puede, remind us that everyone can make a difference. This recognition is deeply meaningful to me and my family who proudly come from farmworker families. We have long supported the farmworker movement in different capacities. It is also meaningful to me as a lifelong teacher. Since 1974,
025when I began teaching, I have shared the history of the farmworker movement in Dolores Huerta in my classrooms and in the community. Teaching all students about this history in Dolores Huerta, having it reflected in books is very important. When our youth are informed, they are better equipped to pursue higher education and to make their voices heard. Here are a few ways how our youth and community support farmworkers. The California Association for Bilingual Education, GABA, GABA, perdón, Yolo Woodland, raises funds for high schools. scholarships for aspiring bilingual teachers. Many of the scholarship recipients have been children of farmworkers. Our community also hosts the Yolo Farmworker Festival, which honors local farmworkers and their families. This event is organized largely by our youth in partnership with the City of Woodland. Much more is needed to support our farm
026workers and their families, especially in today's challenging climate. We joined the Lores Huerta in ensuring they receive the recognition, protection, and economic support they deserve. Finally, it is especially important to say that we honor the Lores Huerta We stand with her and with all women who have faced profound injustice. We support the and the voices for all women, affirming their voices, equality, and accountability. May continue to inspire our students and all of us. Now, I'd like to say this in Spanish because I know even though you have a translation service, which I deeply appreciate and I think the community does too, I think that sometimes they don't know which button to pull. So I'll go fast. Buenas tardes.
Gracias. Will the family join us in taking a picture? Well, everyone's gathering up to take a picture I do you mind if I say a few words I would just like to just say that I can't think of anyone else Who deserves to receive this resolution? I have known Gloria for my goodness a long time a long long time when I also for a teacher here first in the district I was Really disappointed that she was not assigned to you. I meant her teacher I used to watch her walk around with the FOS kits. I remember the FOS kit days. She was always involved. An amazing teacher. She mentored a lot of teachers not only through the mentoring program officially but also informally. So I did get the benefit of learning
030so much from her informally. She has been a teacher leader in our district administrator in our preschool programs advocating. of literacy for our English learners and a huge advocate for our farm worker families. She also has come back to Beamer to help me out as an interim principal supporting us through that. She's been involved at the state level to the California Association of Bilingual Education making the impact on policy that impacts English learners and farm workers. She's also still very involved in our community through the library. I don't know if you know, but she was one of the forces behind . That was just a big community event. And the big push on that was to offer books to our kids. And I know that you continue doing that. So Gloria, I've always admired you
031as a strong professional, as a mother, as a wife. You have raised beautiful children, very successful. And we continue to, our students and families continue to benefit from the seeds you planted in your own children who are working in the classroom. So thank you. Who was first? I didn't see. Were you first? Okay, okay. Tracy Garcia, go ahead. Thank you. Trustee Villagrana? It was a superintendent stole my list I was gonna say no no actually I had the fortune of working with Gloria with the DELOS News Committee and the first work around parent engagement. I don't know if you remember the parent conference that we did back in the day. So I can't think of anybody else as worthy to receive this recognition. You exemplify a lot of the attributes, the Lourdes Huerta, the work
032that you've done in the community. Your family as a whole, of course. But definitely you're the matriarch leader. you know, showing by, by leading by example, um, you know, definitely inspired me to, to give to my community. You know, I, I came from out of Woodland, you know, you, you and your family made me feel very welcome here. Uh, very supported, you know, and of course my wife as well as she's like part of your family. Um, and again, just, uh, THE MEMORIES COME BACK OF ALL THE WORK THAT WAS DONE AND CONTINUES TO BE DONE. SO I JUST WANT TO SAY THANK YOU FOR CONTINUING. NOT JUST BACK THEN BUT YOU STILL HAVEN'T STOPPED. ANY OTHER COMMENTS? NO. OKAY. THANK YOU VERY MUCH. WE WILL NOW MOVE ON TO STUDENT REPORTS. ITEM I. ONE,
033WE GET WOODLAND HIGH SCHOOL TO START OFF. Good evening, Board President Rodriguez, Trustees, Superintendent Ortega-Lampkin, Executive Cabinet, and our community. My name is Izzy Tafoya, and I'm here to present Woodland High School's report. And my report tonight is the following. Our music department hosted their spring concert on March 18th, and it went wonderfully. On March 20th, we had Club Vendor Day, and all the treats were amazing. Along with that, many clubs made wonderful amounts of profit. We had a Spirit Day also on March 20th, wearing mismatched socks to honor World Down Syndrome Day. And all students are eagerly awaiting spring break, which is a week away. That concludes my report tonight. Thank you, Ms. Tafoya. Can we hear from the Pioneer High School representative next? Ms. Pimentel? No? Okay. It's okay. She's not here with
034us, so we'll move on to Cache Creek High School representative Alex Blythe. I believe, Ms. Blythe, this is your first time here, right? Yes. No need to be nervous. This is all about you, right? You're in your house. You're in your place. Okay. You press the button on? Yeah. Okay. Good evening, Board President Rodriguez and Trustees. Sorry. No worries. Take your time. Good evening, Board President Rodriguez, Trustees, Superintendent Ortega, Executive Cabin, and... Community my name is Alex Blythe and I am a senior representing Cache Creek High School. My report tonight is Is the following students are continuing to complete their credits. We are up now With 30 graduates this year this week. We have welcomed 12 new students to Cache Creek for the fourth quarter and spent the first day reviewing our transcripts, checking our
035credit progress, and setting goals for the rest of the school year. Next Wednesday we will be celebrating the students who earned their way onto honor roll and present list for quarter three. Over 50 students will be celebrating with popcorn and shaved ice. provided by our community students after receiving their certificates. Next Friday afternoon, before everyone leaves for spring break, we will be hosting a spring carnival for the students of Yolo. This annual event is held in partnership with the Yolo Library and helps the students of Cache Creek give back to the community. of the YOLO that supports us all year long. We will be having game snacks, Easter baskets, and a visit from the Easter Bunny for the students of elementary in this area. We are super excited. Mr. Conrado's classes are working on a
036community and cultural mural. Each student will be working on a piece of the mural that represents them or an idea of their choice. We can't wait to see all of it together. Overall, everything is great at Cash Creek. Thank you. Thank you very much, Ms. Blythe. Great job. Okay, moving on to item J, public comment for items on the agenda. Do we have any? Public comments for item J. I have a few for m2 But I'm not sure if it was announced m2 got moved up or the whole section of M So does everyone want to speak during the item? All six. Okay Okay, so none for J and we'll save it for him bride amendment Which is next so yes item M and O were moved up M will be right after J and
037then subsequently we'll go to O before we get to reports. There's no other public comments? Did you? Okay So so now we're at item M facilities and finance public comments There's one for M1 and that is Becca Bernard Okay this is my usual Formal. So I'm going to go off the cuff. My question comes from some of the strikes we've been seeing in the area. and the conversation about a law related to the 55% having to be spent on classroom staff, so teachers and paras. And this comes out of Twin Rivers, had a lot of publicity about this law. And I found through another teacher our 25-26 budget planning or development document from June of 2025. that it seems that Woodland spends about 46%. And so I wanted to ask if there's a plan for
038investing more in our staff and if we apply for a waiver to the state to spend less than that 55%. How long we've been doing that? How many years has it been like that? And I don't know if any of that will be addressed in our second period interim financial report or not, but that's just a question that's been circulating. Natomas, Twin Rivers, West Sacramento, Sac City, San Diego, San Francisco, Richmond. So this new conversation about are we spending the amount that we should on the staff that directly works with students? So that's my question. Thank you. Thank you, Ms. Bernard. Do we have another comment? No, that was it. Okay. So we'll go to M1. That's an action item, approval certification of the second period interim financial report for period ending January 31st, 2026.
039Thank you. Before I begin tonight's presentation, I wanted to take a minute to... Thank Norma Palomar, our Director of Fiscal Services. I'm getting ready to embarrass her. But, you know, Norma has essentially been burning the candle at both ends. Norma has a lot on her plate. Her and her team are very busy. In addition to pulling together the detailed documents in the second interim, Norma and her team are also in the middle of a conversion. And we're converting to a new system known as Frontline and Escape. And there's a lot of work that's done behind the scenes. There's a lot of training. There's a lot of interacting with the County Office of Education and working with the professionals that are responsible for this new financial system. And so I just wanted to publicly acknowledge Norma
040for ensuring that we're continuing to meet deadlines for the regular routine stuff that we're responsible for. She's actively being pulled into meetings. Most importantly she tends to take my knock when I come over and visit her unfortunately her office sits right next to mine and I bother her quite often So I just wanted to say thank you. So this evening we're asking for your approval the district second interim The second interim is our last and final check-in of the district's finances before we prepare the unaudited actuals And this represents the projections through January 31st. And so as we do with all of our presentations, we do our best to try to make it as visual and as understanding as possible. And so we begin by showing you that our projected revenues in the second interim
041total 165,000. $165 million and more than three-fourths of that amount comes in the form of the local control funding formula. Our projected expenditures for the second interim total $179 million and as you can see just under three-fourths of our expenditures are committed to salaries and benefits or total compensation. And so we're showing you a breakdown of all the different pieces of the pie of our projected expenditures in this slide. In addition to... revenues and expenditures we also do our best to project the ending fund balance and so this here is a Illustration of of a pie grass showing all the different pieces of the pie or all the different components of our of our ending fund balance and As you'll notice at the bottom of our pie or our projected ending fund balance You'll see
042that what we're doing is we're making sure that we've got our fund balance set aside to ensure that we're able to pay the recently negotiated agreements with our classified group, our certificated group, as well as our unrepresented group. And so that's what this visual is here. But overall, the... Macro news of our second interim is that our ending fund balance is projected to decrease by $12 million. And it's not anything to panic about because if you recall the many conversations that we've had about the ending fund balance, the ending fund balance is made up of restricted funds and it's also made up of unrestricted funds. The major contributor to our fund balance... decreasing by 12 million dollars is the fact that the district is beginning to spend down many of the restricted carryovers that you've
043seen outlined in many of the reports that that I've shared here whether it's the unaudited actuals or even some of our interim reports and so We've put together plans. We've talked about it as a cabinet. We've worked with staff and We're making efforts to ensure that we're spending the most restricted dollar first and that includes spending many of the restricted carryovers here And so our fund balance is projected decrease by twelve point one million dollars this slide here is showing a portion of a financial statement the unrestricted and restricted general fund combined and so you can see the change between the last formal check-in of the first interim for our revenues and expenditures and then the 12.1 million change in fund balance that I described how it's broken down between revenues and expenditures and then
044that third column represents the second interim this document I mean of what this document is about and you can see what our projected revenues are and our projected expenditures this is a bar graph of the comparison between the first interim and the second interim and then the the resulting net change and then lastly This is a slide that shows we're required to not only prepare a projection for the current year, but we're also prepared to, we're required to prepare. Where we project our finances to be in the next year as well as the second year. So we're required to prepare projections for two subsequent years out. And there's three points to take away from this slide. We're projecting to have a positive ending fund balance for the current year and the two out years. We're
045projecting to meet our 3% reserve in the current year and the two out years. And most importantly, we're projecting to have a positive certification in the current year as well as the two out years. And what does that mean? That means we... are projecting that we will meet our financial obligations in the current year as well as the two out years. When you hear about districts that are having financial problems, they are not filing a certification that's positive. They're filing something that's either qualified or negative. And what does that mean? That means if there's some doubt, they're using words like may meet their financial obligations. And thankfully, we are not in that situation. Another point to point out on this slide is that second line, the operating deficit. So in the current year, that column
0462526, you'll notice that it's $13 million. Well, that includes the $12 million of spending of carryovers that I described in the earlier slides. The two out years shows that we have a deficit of about $4.2 or $4.3 million and $4.5 in the third year. But what I really want the board to take note of is for the last three or four board meetings, the board has taken some courageous and some difficult moves and actions to try to reduce our expenditures. And so I just wanted the board to know, and I wanted you to be able to see as well as the community, that on the next slide, we're inserting a... Slide to show what this multi-year projection slide would look like if the board did not take the actions that they finally approved on December
04711th 2025 you'll notice that the red numbers with the red arrow shows that the operating deficit would have been twelve point nine million dollars in twenty six twenty seven and thirteen million dollars in twenty seven twenty eight and so I'm not trying to downplay some of the tough decisions that the board had to make during those times But this is what our financial situation would have been if we wouldn't have taken those courageous actions And so this slide here is just for illustration purposes to show you of what the outcomes were for many of those cuts reductions and shifts of of expenditures and so we always end these presentations with things for the board to keep on their radar there's probably three or four other issues or challenges that i could add to this slide
048but i think the ones that we have here are ones that we continue to deal with and so that's why it hasn't changed very much But we're watching for a variety of different things. We're hoping that the board continues to pay attention to what's happening in the state of Cali, in Sacramento, for the individuals that are interested in being the governor in California. That's going to have a significant impact on our finances. And then, of course, what's happening over in the Middle East. We're going to have to really watch that because when a country goes to war, a lot can have an impact on your national economy, and, of course, that will impact the state's economy. And so with that being said I'd like to thank the Finance Committee for meeting with me today Meeting
049with Norma and I to answer questions and to kind of go through this information on a lot more detail But it's it's it's nice to have that that opportunity to talk to board members and answer their questions And make sure that they're comfortable with what we're doing here Thank you. Thank you very much. Okay. Thank you for all the hard work to you and your team. Thank you Trustees does anybody have a question? No questions. Okay. This is an action item So can I get a motion to approve? Certification of the second period interim financial report for the period ending January 31st 2026 Move by trustee Villagrana. Can I get a second second by trustee Richardson Fowler? Is there any discussion? No, okay Yes, I just want to thank you since we move things around
050I didn't get a chance to share that we had our budget committee But I appreciate your answering all of our questions and making sure we understand those very clearly. Thank you. Sorry for stealing your thunder Okay, we have motion and second and no discussion. So we'll go to the vote. We'll start with Trustee Brubaker. How do you vote? Yes. Yes. Trustee Rodriguez. Yes. Trustee Villagrana. Yes. Trustee Rodriguez-Mohica. Yes. Trustee Richardson-Fowler. Yes. Trustee Garcia. Yes. Very well. We've approved M1 unanimously. Six yeses. Thank you very much. Move on to M2. Is there a public comment for M2? We have six public comments for M2. We're going to start with Megan Esri, and following her is Ronaldo Espinoza. Good evening. And Ortega Lampkin and the members of the school board my name is Megan Asri and I've
051had the privilege of serving the district for 26 years as a physical education teacher coach and an athletic director at Pioneer High School as Educators we are committed to providing a meaningful and standards-based curriculum that supports students physical health teamwork and lifelong fitness However, the facilities of Pioneer currently have been made increasingly difficult Woodland High Douglas and Lee Middle School have the benefit of two large gyms and a multi-purpose room. Pioneer, the largest secondary school in the district, only has one gym. During days of inclement weather, heat advisory, and poor air quality, it becomes extremely difficult to deliver quality instruction to stay on pace with the state standards aligned units. If we truly want to serve our students with effective physical education instruction, a second gym is not a luxury, it's a necessity. As the
052athletic... Athletic director I also see the strain our limited facilities placed on our athletic programs in the fall Our gym is often taken for school and district organized events Which means the girls volleyball team must travel to Douglas for practice space during the winter season Pioneer has five basketball teams and a wrestling team that all need space and when winter teams progress into the postseason Basketball and boys volleyball overlap at that point I managed seven teams splitting practice time between Pioneer and Douglas where Douglas programs understandably take priority This past November the athletic director at Woodland High asked me what Pioneer teams do when the second gym is unavailable. My response was simple I don't know what it feels like to be removed from our second gym Our district often speaks about equity between Woodland
053and Pioneer, but when it comes to gym space, the reality is that our campuses are not equitable. Woodland serves about 1,100 students. Pioneer serves approximately 1,600. Woodland serves 37 athletic teams. Pioneer has 46, or 45. Woodland serves 21 sections of physical education. Pioneer serves 31. Simply put, Pioneer has outgrown its single gym. Our students deserve the same opportunities of physical education athletic participation and safe practice environments as students across the district a second gym would support athletics strengthen our academic physical education programs and Allow us to meet state standards more effectively equity means ensuring that all students regardless of high school They attend have access to the facilities and resources they need to thrive equity include physical education Pioneer has grown our programs have grown our needs have grown. Now it's time for our facilities
054to grow with them. And thank you for your time and your continued commitment to the students of Woodland. Thank you. Ronaldo Espinoza. Good evening, members of the board. My name is Rolando Espinoza. I play volleyball at Pioneer High. I've been playing for three years, and I've enjoyed every three years of it, except for some memorable times that were memorable for the wrong reasons. During the beginning of our season, we have had to travel across town to Douglas Middle School. We do this because we don't have space at Pioneer, and as a Pioneer athlete, I should be able to practice at Pioneer. Today, I'm not here to speak for myself, but I'm here to speak for the athletes at Pioneer. specifically the dire need for a second gymnasium. Our district prides itself on equity, but right
055now that standard is not being met. Another high school in our district has two gymnasiums while we are left trying to figure out what are we going to do while basketball has postseason games. It limits opportunities and puts unnecessary strain on students. We have multiple teams across different sports. like basketball, wrestling, and more. But when we don't have consistent access to proper facilities, it becomes harder to build team chemistry and represent our school to our best ability. A second gymnasium would provide the space needed for all teams to practice efficiently and safely. It would reduce scheduling conflicts, eliminate the need for off-campus practices, and create a more equitable environment that aligns with our values our district stands for. This isn't about asking for more than others, but it's about asking for the same opportunities. Every
056student athlete in this district deserves the resources necessary to succeed. Thank you for your time and consideration. Thank you, Mr. Espinoza. Annie Carter. Good evening members of the school board. My name is Annie Carter and I am the head volleyball coach of both girls and boys at Pioneer High School. I'm here tonight to speak about the urgent need for a second gym at Pioneer High School. Our athletic programs are growing and our students are committed, hardworking, and proud to represent their school. Unfortunately, the facilities we have do not match the needs of our students. Right now, multiple sports are forced to share a single gym. During the winter season, basketball uses the gym at both Pioneer High School and Douglas Middle School. Because of this, other programs like volleyball often have to cancel practice or
057move off campus to Douglas. While we are grateful, For that option, it creates significant challenges for our students. Many of our athletes depend on rides from parents or older siblings after school. Our practices often begin at 4 p.m., and students cannot realistically walk from Pioneer to Douglas in that amount of time. Without transportation arranged immediately after school, some students simply cannot make it to practice. In addition, the lack of gym space has forced our teams into extremely late practice times as well. There have been times when our athletes have had to practice as late as 9.30 at night simply because there was no gym time available. For high school students who have homework, families, and early school days the next morning, this is far from ideal. This means students who want to work hard and
058improve sometimes miss out, not because of lack of effort, but because of lack of access. These scheduling conflicts Also make it difficult for teams to properly start their seasons. Volleyball often struggles to secure consistent gym time because basketball occupies both Pioneer and Douglas. When practices are canceled, shortened, or moved, our athletes lose valuable time to train and develop. Athletics are not just extracurricular activities. They are a powerful part of education. Through sports, students learn discipline, resilience, teamwork, and leadership. These lessons shape who they become far beyond high school. In order for our students to benefit from these opportunities, they need access to appropriate facilities. A second gym at Pioneer would allow multiple programs to practice at the same time, reduce conflicts between sports, and most importantly, keep students on campus where transportation is not a
059barrier. This investment would not just support athletics. It would support the hundreds of students who rely on these programs. For community growth and opportunity our students deserve facilities that match their dedication and hard work Our students show up every day ready to work hard and represent Pioneer High School with pride All we are asking is that they have the space to do it Thank you so much for your time and for your continued support of Pioneer High School students Thank You miss Carter Dory Miller Good evening, everyone. My name is Dori Miller, and I am a paraprofessional and volleyball coach for the district. The past four years, I have coached the JB girls and assisted the varsity boys at Pioneer High School. In those four years, we have seen so much growth in our programs,
060including the addition of a JB boys volleyball team. A second gym is more than just convenience. It's an investment into our students and athletic programs. Right now, our limited space displaces us. not only for location but with time as well. Practices sometimes having to be shortened, scheduling conflicts that impact our performance and growth with this limited space. With the second gym, we can provide athletes with consistent and uninterrupted practice time. For our students, more gym space for the multiple PE classes we have during each period. With this gym, it will allow for better skill development and more opportunities for multiple teams to thrive at once. This also opens the door for so many other things, including hosting tournaments and bringing our community together. Most importantly, it shows our students and athletes that their hard work
061matters, and we are giving them the resources they need to succeed both on and off the court. It's so much more than just a gym. It's about supporting the future of our programs. Thank you. Thank you, Ms. Miller. Kylie Dewberry. Good evening Board President Rodriguez, Trustees, Superintendent Ortega-Lampkin, Executive Cabinet, and our community. My name is Kylie Dewberry and I'm a senior from Woodland High School here to request that a fraction of the funds being directed to improving WJUSD facilities goes to Woodland High to construct our visitor bleachers. A large belief and objective of the WJUSD is the prioritization of equity and safety for our students and staff. Yet, when comparing the two high schools, one severely lacks in numerous departments, Woodland High. When strictly comparing our stadiums, we see a drastic difference in setup and
062show out, as Pioneer has the pleasure of robust home and visitor bleachers. This then allows larger attendance to school-sanctioned activities while still promoting visibility and comfort. The current visitor bleachers we possess are small and slightly unstable, leaving minimal room for seating and less ability to see the field or the activities taking place. Personally, I'd like for my family and friends to have the ability to see me walk across the stage and receive the diploma that I've worked 13 years for, as do many others. And while that is still a possibility for me specifically, many families will be forced to miss large milestones that their loved ones earned simply because of our lack of visibility. As I stand before you today, I, like many others, am afraid. Afraid of my school remaining stagnant in growth and
063slipping through the cracks of funding while the economic divide that we face grows larger. So when making your decision about where to allocate certain funds Please consider the short and long term benefits of implementing sturdy visitor bleachers for Woodland High Thank you for having me and have a good night Thank You, mr. Berry and the Kyle peas Hello I'm Kyle Pease I'm a Woodland High School teacher and I've been teaching there for about six years and I wanted to comment on the spending of the reserves so first I want to congratulate you all to that we are consider spending our vast quantity of reserves the first project proposed in the four projects that were proposed in the presentation the roofing seems like a dire need and appropriate reuse of the reserves it's a preventative maintenance
064some of its necessary and it will save us money down the line. before a small problem becomes a large one. I also advocate for the building of the visiting bleachers at Woodland High School. I want to point out that. something that's not shown in the presentation is there is an ongoing cost of visiting bleachers which we rent bleachers every once in a while especially when we host the pioneer home games and so you are saving money from that where that's an ongoing cost that we keep spending and building the visitor bleachers will remove that ongoing cost And then the other thing is like while I feel for the people at Pioneer and that they want the new gym so they can have spread out and they deserve that, I think spending the reserves should be
065focused more on maintenance and projects that will maintain what we currently have and improving what we currently have up to standards. to commit to building a completely new building. That is a big ticket item. That is a big cost. And personally, I believe that we should be probably exploring maybe bond opportunities in which we can tap into the community and ask them for specific money for specific projects like that so the community can have input. I understand the concerns with the sports, but Woodland High and other schools in this district are quite old at this point. They're aging, and we need to make sure we are exploring and making sure we're not just looking at these four big-ticket items that we're exploring all parts of all campuses and seeing what might need repairs, what might
066need updating. For example, Woodland High School over a month ago hosted their first home opener, but they didn't host it at Woodland High School. It was hosted in Davis. And so it's a hard ask for the community to drive all the way to Davis to watch their kids play and for our community if they want to be participating in that track and field event. Would love to see our board members to put themselves out there and explore the opportunities of maybe getting a bond from the community to Me with specific language so that the community can trust us To spend it on athletics for both sites even and update both sites. So, thank you Thank you, mr. Peace And that is final comment all right, so we'll Continue with m2 information to information item review
067of trustees requested facilities project so before Mr. Lewis begins this presentation. I just wanted to remind the board In the public about what the intent of this item is There have been several requests from different trustees that have included facility types of information requests So tonight we are emerging all those areas that included facility item requests into this presentation It's a starting conversation these projects were brought up forth. I don't want to clarify to the community These are not projects that are being proposed by staff These are projects that the some of our trustees were interested in learning more about I'm turning to see what it what it may look like what it may cost And then also kind of a reminder of where we are with measure. Why? review of a facilities assessment that
068we have and then look at potential funding that may be available for some of these projects or other projects that might not even be present in the presentation. So it's a starting conversation. There's not an action item. It's only an information item. So there's still a lot more discussion and consideration. This is a big decision for the board. We have a lot of unknowns and then there's still more work to be done. I do want to also address that Trustee Mojica's item she originally requested a discussion on on bathroom facilities which part of it a yellow sheet that included bathroom facilities and also addressing bullying that the bullying portion and the behavior portion is not presented in this presentation so we'll have to bring that additional item continue that conversation about bathrooms because it is
069it did include a lot more discussion on some of the behavioral concerns that our students have expressed and our families have expressed so I've had conversations with them to see Mojica to clarify that that that particular item is still pending and so we still need to bring that forward tonight though we are going to include the facility portion because we're talking about facilities tonight and the available funding and the reserves and all these other projects that I did not want to leave the bathroom portion of her request out of this discussion tonight. So that will, more information to come on that. So with that, I'm gonna go ahead and pass it to, I was gonna say Trustee Wiley, but Mr. Wiley. Maybe one day. No. Okay, thank you, Superintendent. And I won't repeat many of
070the things that you said here. You've kind of opened it up nicely for Jim and I. What I will share is that we hope to accomplish everything that you see here on this slide in terms of providing the board with information. that you may have and we're going to try to be brief because I know probably the more value to come out of out of tonight's presentation is where you have an opportunity to deliberate as well as ask questions but essentially this slide here shows an overview of the trustee requested facility projects and some of the things we hope to to kind of accomplish in this presentation we'll start with the DFA the district-wide facility assessment and And just to keep it short, this is the source that you've heard the quantification of the district's
071facility needs being more than $500,000. We've also included in this presentation estimated project costs. And so when we say estimated, these are rough orders of magnitude in terms of what it will cost to do these projects. And the source of this information is from the architects and variety of other sources that we work with across the district. I'm going to spend some time talking about the funding sources, the monies that might be available to help with these projects here. And so I'm going to try to speak to those, tell you what some of the options are. And as with everything that we do in these presentations, we also offer considerations for the board to keep on their radar because you have some very important decisions to make. And again, we're just trying to lay the
072foundation. to start that conversation as well as next steps. And so I'm going to turn the microphone over to Jim, who knows a lot more about our facilities than I do, and I'm going to try to support him when I need to. Good evening Board of Trustees and superintendent Ortega Lampkin. Thank you for that introduction and mr Wiley as well because this is a pretty high level view of all these types of items I tried to consolidate a lot of these Informational items into a kind of consensus of a lot of ideas. So again at the end, there's a could be some questions, too Clarify some of the things so starting with the DFA the district-wide facilities assessment Which we have and we have been working on or off of as much as we can
073through our measure why uh bond um just to back it up uh we did we did start the process in 2020 where we had design charrettes of what or informational threats going out to all of our sites which has included a lot of our community members and our and our staff and students as well of what might help us out as far as the facilities go throughout our district it was compiled together by lpa was put forth in june of 20 2022. But it is a comprehensive analysis of the district's facilities and facilities needs. This document is something that the state does need for funding purposes. If we don't have a plan, if we don't have some type of an assessment as what we have, funding from them, it won't happen. If we don't meet
074the requirements of OPSC. They will not get our monetization dollars back or new funding dollars if we're not abiding by their standards. Just recently, OPSC did change their guidelines for facilities master plans, or in our case, the DFA. They require us to do an update. And they have some some new regulations for that which we don't currently have in our in our assessment So we have reached out to a couple contractors to help us out with that LPA is more than willing to help us out who did the original plan to do this mini update And it will go through all the cost escalations that we have out there and all the new Regulations as well and by doing that we will be in compliance for the next five years As far as the state
075is conformed concerned We could change it if we needed to add additional meetings with either the sites if necessary, but they just included kind of a one overall meeting with everybody to kind of see where we're at, what we need to do, just so everyone's on the same page. So as it was mentioned before, doing some high-level looks at projects that the Board of Trustees have asked about and wanted some additional information on, starting with roofs, working our way through the second gymnasium, visitor bleachers, and then bathrooms, trying to address, again, kind of more of a high-level approach with the bullying perspective. So the roofs that we have... They are it is a board priority. It's a level three board priority in the DFA We have done some assessments throughout the sites to know where
076we're at which Overall I did the I did the the presentation six months ago some was in there They're in a pretty sad shape throughout the district and we have the the information to back that out As well as the maintenance and operations work orders that we get in Kind of thought that we were out of this winter with the rain, but here comes the next next storm next week So we're kind of back into it, so I'm not gonna be sleeping well this this next weekend, but it is what it is It was requested to kind of come up with the cost that we have spent this winter And on that note we have not had as much rain as we had in prior years So I kind of went back to what we
077did in 20 24 25 Where we did spend about a hundred thousand dollars on roof repairs and the water damage the response that we have for our Inside staff as well as the outside contractors it adds up it adds up quickly to to work on all of that This season as I just noted at the very end. We're 25 or 30 percent less or I'm sorry 25 or 30 percent of that amount So far because we just haven't had the storms in the rainy season this year So moving forward, as I said, we did an assessment with one of our roofing partners, and they went around and they looked at every single one of our roofs. These are at the top of the list as priorities as far as the amount of water that we
078do, the water intrusion that we get, and the work orders that we have. So I pulled these out just, again, it's a quarter-ish, actually maybe even less than that of the roofs that we have, the note at the very bottom. Represent this this only represents a portion of the overall roofs that we have through their district that need Some work, so I just we went through the top priorities the report that I have does have you know Priority one through four I think and these are priority one roofs So if we did have some funding these would be the first roofs that I would jump into And kind of moving on, as Superintendent Ortega-Lampkin mentioned, I want to just move into our Measure Y projects that we have been doing. And so it's not all
079doom and gloom of what we have to do, but we are happy to report some of the projects that we have completed starting three years ago now when we got our first bond or access to bond for me. So the projects that we have completed listed there are Plainfield Prairie Maxwell psych tech Freeman Douglas pioneer Woodland Woodland high site tech and adult ed that we've done over the past two summers And we've also done the the roof over at Douglas middle because we had such a huge problem with with that with our rain Projects that are in progress Whiteheads and more Lee into FOIA and we're actually doing a lot of work right now Prior to the summer to try to get ahead of we have that cool schools initiative that are at five of
080our sites So we're trying to get out of way of that initiative Using measure why funds we've Recently replaced the small chiller at the Woodland High School gym Zamora Elementary chiller which I want to was three years ago Maybe when we lost that one and we had to move everybody two or three years ago Those two projects went went through really well They're up and running right now and that was just in time for the heat wave that we had so it was a successful project Maxwell Elementary, we're going to be replacing one of their large rooftop units at the beginning of the summer Prairie Elementary again using measure measure wife funds we replaced their aged fire alarm system the entire site we had to do And just to kind of run through some of
081the pictures, it looks better on these photos over here. That's Maxwell Elementary. If anyone has visited that site prior to, they just had a small fence out front, which is really not functional. Now they have fully functional larger gates on the front and all the way around the entire site, and that's really the ongoing theme. While we're doing that, we're addressing, again, the ADA path of travel concerns, single point of entry. And doing any upgrades that we have to as a result of that, DSA, when they come out to our sites, they show us things that need to be done at certain sites, so we have to address those as well. There's a 20% portion of our budget that has to go to ADA upgrades. Prairie Elementary that was a nice project as well where
082the front entry actually they had to go through the NPR into the the front office so we the fencing that we put up and we restructured the front entrance so they can actually go straight to the office and they're not having to go onto campus to get into the facility and we did all that new concrete out front as well which was out of a compliant Plainfield Elementary same same situation we closed that off so that that campus is is Closed off from pretty much all the way around the entire Even to the farm area we redid that fence as well. There was a lot of deficiencies in the fence around the entire entire site Over on the side where there's bus drop-off and parent drop-off, there was no fencing there at all before, so
083this is a nice way to have drop-offs for kids that are being dropped off at that location, and there's the bus drop-off just to the right of this one. It doesn't matter that we duplicated a slide here. It's Maxwell again. Will in high school after the the gym was put in that portion of that campus was still open to anyone coming walking onto the campus so This area by that gym and around the corner that's new fencing there as well where we closed off the site and we did some work on the other side of campus as well with with newer gates, but now that that site is completely closed off Freeman Elementary another another really good one that did not have adequate fencing where anyone could come into the campus and just go right
084into Any of the classrooms now? It's it's closed off Incorporates the the library over there which kind of pulls it into the to the campus So it doesn't feel like it's just sitting out there on its own Worked with the staff on certain things certain different upgrades on that side as well and then moving forward to The projects that were brought forth for information, the Pioneer Gymnasium. So the goal is to provide a secondary gym similar to what we have at Woodland High School. We did go through some trade partners to find out kind of pricing of where we're at. And 2024 Lodi Unified had a similar gym installed. And the basic price that we've gotten back is about 1,000 square feet. So if you have a 10,000 square foot. GM that we're requesting it
085would be around ten million dollars That's a basic a basic gym. There's there's just different styles out there But that's a that's one that's similar to what we have at Woodland High School The bleachers at Woodland High School again The goal is provide bleachers that are comparable to pioneers on the opposite side the the visitor side a lot of other issues that come up with Putting bleachers in place. It's not just putting bleachers there and we're calling it good again California has DSA and they need some additional requirements for that. So the the bleachers themselves That's one cost but once we get in there We have to have additional path of travel looked at to getting around the to the new bleachers right now It's just gravel. So there there has to be some sidewalks
086With the additional capacity for the seating, we have to address additional bathrooms. So we have just enough right now for essentially the one side. If we were to add another 1,000 seats, we would have to add another bathroom or the two bathrooms, one for male and female, to accommodate those additional people in the stands. So that's why it does add up. $1.2 million is kind of our ballpark for that side of the visitor bleachers. And then in bathrooms, so this is Before kind of jumping into to this as a superintendent mentioned there there are two components There's a behavioral side and facility side. I can really only speak to the facility side I did a bunch of research talked to a lot of partners in my role at other districts Facilities wise there's not One
087good answer there we can try different we can explore different possibilities of what we can do inside our our bathrooms as far as the facilities and as far as the physical aspect of it It's kind of just choosing one and and exploring that and choosing another exploring that one to see what what might work best for our district So I listed a few. I listed four. There are others, but these are kind of the top four. And we highlighted with the arrow of the top one just for a couple reasons. One, to show that we're going to look at one and explore what that one looks like, but also highlighting the fact that with each one of these four choices that there's a lot that goes into that one choice. It's not just, oh, we're
088going to do this and we're done. There's other things that we may have to consider when we choose any one of these any one of these options so floor-to-ceiling private stalls with an open area for hand washing open layouts Anti vandal materials and hardware Technology we have the the vape sensors that we explored as well a lot of things that can be put into a bathroom or worked into a bathroom environment It has to be a holistic approach. You can't just say, well, we're just going to do this and all our problems are solved. Taking this one into consideration, the Florida ceiling stalls. In this particular photo they had to lower the ceiling down to accommodate the the partitions themselves because they don't go they don't make them larger than that We do have issues
089if we were to do something like this where they are off the floor But there's a cleaning portion of that where if they were to go completely to the floor then our custodians can't can't Clean the floor as effectively But that still gives an opportunity for kids to shove things underneath the doors Again, not eliminating the problem. So the pros it does improve privacy May reduce some harassment opportunities but the con is well now you have a door that can be shut and you can't quite see in if a security officer or somebody of the like or admin Goes in the bathroom. They can't easily see anybody in there so they could be hiding they could be in there with someone else There's a variety of things that might happen with with having that that
090situation. So again, it's just to highlight that one option has ramifications, has pros and cons. And just to kind of throw some numbers out there, again, this is very high level. I did do some research, again, on certain specific things that we can do in there. And I did just use an average of a four-stall restroom. I did provide some numbers on how many stalls we have throughout the district. And we can kind of use some averages on that but we have some two stalls some eight stalls So I just want kind of a four stall restroom for my numbers They do make gap fillers that can close in the gaps on the doors and any other side pieces that can be installed. That option for four stall restom, I said it was around $5,000,
091but that also comes with reconditioning. We're not going to just slap these on falling down panels, so we're going to recondition the panels. We're going to make any adjustments to the locks and then put the gap fillers in there. There is an option to replace the... partitions as a whole and they actually make a gapless version where the hinges are from the top to bottom and the tolerances between the door and the side is smaller so you can't peer in there they're very expensive we just did a quote for Dingle and they're about $35,000 for a four stall restroom. Again, it'll it'll add up the floor to ceiling partitions that goes up a little bit higher Same technology as far as the gapless version, but now they're they're floor to ceiling that brings it up
092to the 75,000 if we're to recondition the entire bathrooms and and People may or may not have been into some restaurants or in the airports They have them where you go into one side and there's the stalls on the one side and the other side is the the sinks So that area could be an area where admin could actually walk into the other areas That's where actually you go to the go to the restroom, but that would be completely reconditioning the entire restroom that had plumbing and electrical and all that so that's Really puts it up up there to to go that option. No, I guess that was it So now I'm going to summarize some of the opportunities and and places in our coffers where we can perhaps finance some of the proposed projects
093here and many other projects across the district, but essentially measure why you've heard a lot about measure why Unfortunately at this moment in time, you know measure why in terms of how much we have left over is still a work in progress Jim had a slide up here where he's talked about the projects that are coming down the conveyor belt over the summer He's got some things in progress right now Some of his other projects he may have savings left over in those projects. And so As we get closer to closing the books, we'll have an idea of what's left over in those pots of funds, and we'll happily share that amount with the board so that the board can decide, you know, what's the next thing you'd like to take on in terms of
094using those Measure Y funds. Another opportunity is, as Jim talked about, There's some state funding out there that's available for modernization projects and construction projects in school districts. And so, you know, Jim and I work closely to make sure that we've got all our hooks in the water and that we're applying for any funds that we are available, that we are eligible for. He and I had a moment where we kind of looked at each other when we both read an email from a professional that we're working with in terms of getting reimbursement for the state. And we both kind of learned that. The professional shared with us that it would take about two years before we saw any of the reimbursement associated with the state facility dollars. And so that kind of emphasizes the
095point here that there are opportunities to get state funding for facilities, but you don't get it right away. You go on what's known as an unfunded priority list, and it just kind of lets you know that you're in line. And as funds become available, districts are paid in front of you. And when your number comes up. you'll receive your reimbursement for that particular project. It's not a dollar-for-dollar reimbursement. It's 60 cents on the dollar depending on the project, or it could be 50 cents on the dollar depending on the project. Of course, the general fund's an option for financing these projects. Tried to provide two Points in time on where we are with our unassigned slash unappropriated ending fund balance when we close the books It was at thirty four million dollars as of June
09630th 2025 But in the presentation that I did earlier the projected second interim The the amount is projected somewhere around three point twenty three point seven million dollars And then we also have funds sitting in Fund 17, the Special Reserve Other Than Capital projects. And the balance in that fund is $4.3 million. And so these are the funds that are available to help with these projects cited in this presentation as well as any other projects that the board brings forward. A couple of other things for the board to consider in terms of the general fund and the Special Reserve fund. Planning to use those funds, what does that mean? It means it makes one less dollar available to help us with. the challenges and some of the issues that we are managing every day listed
097here on this slide. And so I won't read them to you, but you've heard me say it many times in the presentations that I've done regarding the first interim, second interim, as well as planning the budget. But these are real challenges. We deal with them all the time. We continue to deal with them. And your ending fund balance is what helps you manage. These types of challenges and then I have these other two points on this slide just for reference and I think the last bullet's extremely important Just to understand that on average our monthly payroll averages somewhere around nine million dollars Another point for the board to keep on its radar is you know the conversations that you're having here today will help address the optics of large reserves. And so you're actually having
098conversations to think about the next steps on how we begin to utilize those reserves. So we help deal with the criticism or the narrative about excessive reserves, and that's what will help through this process. But what I want to emphasize is that the board... really has some some interesting conversations some some tough decisions to make and As with everything that you do as a board prioritization is is is the key We have some some we have a horizon that has a lot of unknowns There's some mysteries and some things out there that are coming down the conveyor belt. And I just would like to say, as your chief business officer, reserves keep you in a position to be able to help navigate those until you reach a conclusion or a concrete way on how you're
099going to address many of those unknowns when they come before you. And so with that... Jim and I are prepared to answer any questions or comments or concerns that you may have and hopefully we can help you with As you begin to have further conversations about the next steps that the district takes Thank you Trustees, do you have any questions? Just TV again Thank you for the presentation. She put a slight 23. It's the funding sources So just to confirm, there's only $27 million, right, the $23.7 million plus the $4.3 million. There's no other money anywhere that we could use for this? So I'm going to answer your question as you and I interact all the time. The answer is yes. We're projecting $23 million to be left in the general fund. There's $4.3 million
100in Fund 17. And depending on... The type of expenditure that you're considering, we're willing to see if it meets the criteria of Measure Y. But to answer your question, yes, those are the two pots that are available. Measure Y, like you said, it's not much there. Correct. Other than Measure Y in these, there's no other. Everything else is restricted and we can't. Correct. I just want to confirm that. Okay. If the board were to decide to move forward with the Pine Island School Gym and the bleachers, is there a lot of cost involved in kind of bringing something to the board to consider and approve? Even if the board said no, and then like how much money would be lost, I guess? So I guess if what you're asking, my understanding that... We're doing some
101studies cost analysis and whatnot design fees and all that There's certainly ways to not ratchet up those costs right off the bat. We do have some partners Whether or not they're engineers architects and all that that could help us With no cost just to get us a get us a ballpark a better ballpark number for that one of my thoughts We wouldn't be I wouldn't want to recreate the wheel with either the bleachers or the gym I wouldn't want to start with a ground-up Hey, let's figure out how we want to have this trim look or the bleachers look. There's bleachers all over the place. We can say we want those and we know what the cost is and that would save us a bunch of money as well. So there's our options to not
102escalate quickly to come up with that more of a fine-tuned number. Perfect. Thank you. Two questions and then just one comment. Again, the public comments were on point. There's not much more I can add. They were very again articulate in making the argument My favorite thing that I heard from the young man was they're not asking for more They're you know asking for for the same, you know regards to the to the gym at Pioneer High School So, you know, I will be advocating they will move forward, you know bring that as an action item, you know, once we're done with discussion Those two items. Oh, thank you. That's my questions in my comment Does anybody have any commentary on? Just to get on statements. No. OK. I just move to my right to the
103right. Trustee Rodriguez Mujica. Sure. Thank you for all the work you put into this presentation. I'm wondering if we could go to the visitor Bleacher slide at slide 17. I think we just there we go. Okay, so I want to make sure I'm understanding kind of the costs that you laid out. So in the second and the yellow bar, the 1.2 million estimated cost is for the bleachers themselves. Yes. Yeah. Right. And then in the green are the considerations for the additional restrooms that you shared that would be necessary if we added bleachers and then also the ADA path to travel? Correct. Yeah. And the... Bathrooms that we put in at pioneer Three four five years ago some pairs in there. I think there are close to three hundred thousand dollars So guess mate with
104cost escalations may be a little bit higher than that twenty percent ten percent higher than that but again part of my issue is we don't know for sure until we Contact an architect engineer. They may say hey, there's a way around this way if we do this We might not have to do that. So it's kind of the worst case scenario But again getting just the bleachers in that is a DSA structural item that they need to look at and have to make sure everything is in compliance and that's what starts to Possibly ratchet up when they said well you need to have this you need to have that so it is kind of hard to give a Specific cost until we get some some further data on that But yeah, so just for the
105bleachers and then there's that additional You know could be five to six hundred thousand dollars. Hopefully less for the other things that we may have to do Okay, so that was my question is just kind of wondering ballpark What the total cost would be for the bleachers because if I'm understanding correctly We wouldn't just be installing the bleachers by itself and say no we don't want it. We don't want the bathrooms We don't want the ad a they go together, correct? Yeah, we could not do one without the other. Yeah, and so, I mean, if we wanted just a rough estimate of that 1.5 million would be, you know, the bleachers and with the ADA upgrades and the bathrooms. But again, we may surprise ourselves and come back and it could be 20% less than
106that. But again, we're kind of going off of the guesstimations and estimations of our partners without seeing what they had to do at their sites. Sure. Thank you. Are there any comments on Trustee Rodriguez-Mojica's statements? No? Okay. Trustee Richardson-Fowler? Thank you for asking that question. It was on my list as well. And thank you for giving the ballpark of 1.5 because I had already estimated up to two. I appreciate that. So with the bathrooms, and I'm going to address both of you because I believe you brought the bathroom issues up. We're looking at the bathroom stalls because we're looking at the safety issue for the bathrooms. Have we looked at, and I'm just gonna, air quality monitors that can recognize when vaping and smoking is going on, or even occupancy sensors? I'm not talking about
107in the bathroom, but I know that they have the occupancy sensors that go outside of the bathrooms to track how many kids are going in and how long are they staying. And then... I'm not very savvy on the, I think it's the MIGA program that the kids need to use in order to go. Minga. Minga. Okay. I don't know. I'm old school. Back in the day, we had a toilet seat with a key on it, and that's what you took. So you didn't want to hang out too long with that toilet seat. So is there any way like the the the Minga system can dovetail with like a in occupancy sensor and the air quality monitor so we can actually know who's going in doing the mischief and those sorts of things? Short answer yes,
108there's technology out there the research that I did and I went out to Davis and another another district as well Again, there's a layered response to that because yes, we can do one thing but that also means we have to have additional staff to monitor so if you have If you put in the vape sensors, let's just look at that one in particular, which Davis has and we went out to visit, Felicia and I actually went out to look at that, and I got the same response from other districts as well that installed the same technology. And even the salesperson was saying that it's an enormous amount of information that comes through on your phone to say, well, so-and-so has heard, you know, the system at this bathroom heard either high level or detected vape
109or it can do a wide variety of things. It can recognize certain words as well. So trigger words. So then they get these updates on their phones like, hey, this is happening. And the salesperson was like, it's. it's a lot because he was scrolling through just one bathroom. Like you, we get these alerts constantly. So what winds up happening is they, they turn down the intelligence on these things where it's really like in, in just in the mode of when there's almost. a huge fight or something like that because again they don't have people to respond it could be across campus and your security officer could be at one side of campus they see this thing's going on over there well who's going to respond to it by time to get there there's no one
110in the bathroom so there's a there's there's a lot to that again it's like that silver bullet analogy that we don't really have the one thing that's going to help everything right but yeah there's and and i've been asking around and everyone tries different things and it's Again, my piece is the physical aspect of it. I can only speak to that but there is that behavioral component and training and all that on the other side that that we have to look at There hasn't been one school district that said yet we put this thing in and man it has helped out greatly because I think with any of those it still needs we still need supervision we still need someone to respond or in the areas where it's divided where the the stalls are in
111one spot and just the hand-washing as the other where we actually could have someone in there well now we're hiring a different person for that So yes answer your question there is a lot of technology out there and we can certainly run through all of those options but the responses that I've received is yeah we tried it but it's just not really doing what we thought it was and it's a lot of work so they just they turn it down. Understand thank you. You're welcome. Any comments on Trustee Richardson Fowler's statements? No. Okay. Trustee Garcia. Yes. On the slide 23, Luis, you mentioned about the future earnings of state facilities funds, and I wonder if we can get the state match for the new gym based on our student capacity, or if we were exploring
112another option is CTA facility grants to see if they can get extra funding for the weight room or the gym. I just... explore this and I see they can give us 50% instead of 60 and I okay I would like to explore those options and again if I'm understanding right is if we were to proceed with building the gym what monies we may get back or there's also some possible state funding that we could apply for but again as Lewis had mentioned you know we're as a state we're in a spot where Funds that may have been available at one point aren't anymore and depending on what we have prop to that past So we might gain some funding sources from that. But again, we have to throw our hat in a ring for For
113those projects and we have to be very specific and again we get in we get in the queue so there is always that possibility that we can chase some of those funds and then if we were to get it to be built to get some but again that that Example or the variables change with new construction to modernization and all that so we do have partners in that to help us out to make sure we're Maximizing those dollars the part that's uncomfortable trustee Garcia is the funding is not that certain And that's what we want it to be. We want it to be hard revenue and not necessarily soft revenue. We want it to be that we know exactly that we're going to get those funds. Because many times you find yourself in situations where
114you're robbing Peter to pay Paul. You use one pot of money to pay for the project, and then you... When you receive the the money from the state's program for facilities you put it back where you borrowed it from and so We're watching for those opportunities. We're just we haven't seen anything yet in terms of the second gym But we're we're watching for those opportunities Thank you. Thank you. I appreciate this excellent presentation and I I know you you're very knowledgeable and And I just want to throw this, if we can get something, why not, right? And I would like to share my position about the Pioneer Gym and also for the blessures. I would like to explore more options for this because I think our community is waiting a lot for this. And I
115think right now we have reserve to make this happen. And I also, I agree to exploring about the buttons. So that's all for me. And I want to share again. So, sorry. Yeah, I experienced for the first time about all these troubles between one gym and another gym. Yes, my son get out at 3.30 and he gets to be a Douglas, from pioneer to Douglas. And sometimes I forget where he is. If it's a Douglas or it's a pioneer, that happens all the time. And I think this is an investment. and it's a need for our community. Thank you, Trustee Garcia. Are there any comments on Trustee Garcia's statements? No? Okay. Trustee Brubaker? Thank you so much for the presentation. Appreciate the list of Roofs that are sort of the higher priority and seeing a
116price tag for that that certainly gives me a good perspective I've said this before but I'm gonna say it again. This has sort of become my my unanticipated passion project as a trustee My own kid was in a classroom several years ago that had a lot of leaking issues. And so I'm concerned about the added stress to our students and our teachers of having environments where there's dripping or pouring water in some cases. I'm glad that this winter has not been as severe. I hope that that continues to be the case. But we can't. continue to let this be a Stress on our learning environments that it has been for a very long time now So thank you so much for that information I have a couple of questions sort of to get a historical
117perspective And I don't know I should I should have previewed these questions to give you preparation So I apologize if you don't have the answers on hand when Woodland High School was built. Do we know how many gyms there were? One okay, do we know how long between when it was built and there was a second gym built It was about 30 years 30 years. Yes, so I think I find your high school I mean when the high school is built in the 70s and then it was not until the Measure T when measure T came in the 90s when the second they got the second gym So so it was funded through a school bond. Yes. Okay. I think that exhausts my questions, but I have more. Thank you Okay, are there any comments
118based on Trustee Brubaker's statements? No? Okay, my turn. The DFA is the one document that we have that, in essence, already has prioritized our facilities' needs, correct? Of the four of the four items here how many of those items are actually in the recognized as the DFA as a high priority item I don't know if it I'd characterize it as a high priority, but roofing is a Board three priority in in the assessment I'd have to dig through to see if if the gym was identified in there I believe it was but I don't know if it was a board priority as well as the visitor bleachers it's listed like in the general list right but I believe roofing was identified as a board I know it was identified as a board three priority yeah
119roofing Right, that's my recollection that in terms of how we looked at prioritizing, not just mentioned but prioritizing, that roofing would kinda be up there. And in bathrooms, now bathrooms I couldn't recall. I didn't find anything specific in there. I think that there was a component when they did the charrettes of safety in bathrooms. There wasn't, it might, they, Yes, you're right. Yeah, like at Tafoya, I think they wanted additional bathrooms. I don't know that safety was specifically called out for bathrooms. Right, yeah, yeah. But I think that was where the general consensus is. For child safety, the students brought up, I may not feel safe going to the classrooms, but it was pretty vague. It wasn't, well, it's because of this or because of that. Yeah. Modernization, I think, was more of a general
120term that was used, that was kind of thrown around. You know, we want to modernize our campus, whether or not that was the classrooms themselves or bathrooms and such. Yeah. Gotcha. Yeah. And my comment, those are my two questions. My comments are, I think, you know, one of the perspectives, one of the lenses is priority. Not just need, but what is the priority of the need? What? how, in what way will the need be able to help us meet the needs of our students and in equity terms, the most vulnerable. Right, that's what we're committed to. So I think that's a really important perspective to keep when we're trying to digest what it is that we do with these items. And I suspect that it'll be a process of prioritization. And so are there any
121comments based on my statement? No? Okay, Trustee Villagrana going back around. Do you have Trustee Rodriguez-Mohica? Yes thank you. I wanted to share with the board and the community just a little bit more about my thinking behind the bathroom safety element that's included in the presentation and our superintendent already kind of gave a little bit of information at the start so I won't belabor the point but my interest in the in looking into facilities in the bathrooms really came from seeing repeated presentations and surveys that we've done right as a district and hearing from students and staff directly about the concerns right and they have repeatedly repeatedly mentioned safety and bathrooms as being a big concern for a variety of reasons in our Douglas and Lee Middle School safety plans and I think that they're
122also in the Pioneer in high school safety and bathrooms comes up as a as a safety concern. So in those safety plans we reviewed not long ago. I am a part of the safety committee as well so I work with Dr. Wilson and Trustee Garcia is also on the committee. And as you all know we're working on updating our cell phone policy or creating a cell phone. policy rather and it'll be coming to us soon. So as a part of that process there were a number of surveys that went out to families to our students to our staff and on there as well. There were comments mentioning in terms of cell phones cell phones being taken into the bathrooms and being slid under the stalls and taking photographs and videos. And that was a concern
123that students shared. Right. So. We've been hearing about this quite a bit I feel like over time and I'm sure since before I joined the board. So that's really where my interest came in is that it seems like this is a repeated concern from students and staff in our community especially in the secondary our middle schools and our and our high schools. And I was interested in seeing information about what could we do. Right so. It is a facilities issue right. We saw information about the stalls and I appreciate you and Dr. Wilson going out to our neighboring school districts to talk to them and learn about what else is being done. So I would also like as Trustee Feller mentioned more information on that. I know that our budget is limited right. We do
124have some reserves that we can tap into should we choose but I want to feel comfortable that. with the bathrooms issue that whatever we end up moving forward and exploring is actually something that has some kind of record of success in a district instead of just investing money into it and then being in a place as Jim you were sharing where they end up minimizing the use right. So I would appreciate more information on that. I think the ideas Trustee Fowler shared are really interesting as well. So it's facilities but then more around it. So I just wanted to share that with everyone. I was looking for information to see what we could do and I feel like I still would like additional information and I appreciate working facilities also with Dr. Wilson on the
125student safety student services side. Thank you Trustee Rodriguez-Mohica. Is there any comment comments on Trustee Rodriguez-Mohica's statement? No? Okay move on to Trustee Richardson-Fowler. Just to kind of go in with the bathroom theme For my knowledge do we have a work order system that the kids are looped into so that they can report when things are going wrong in the bathroom? We do have a work order system but they don't have access to it. They have to tell the front office about that. I know there could be a disconnect there. Either they don't want to go talk to somebody. That could be an option of finding some way to make that communication anonymous. To have it go quickly to the right person in order to get to us because I know we are fixing locks
126and things that fall down and as a result of kids not being too friendly with our facilities. But yeah that that could be an option that we discussed in our safety committee. Thank you. Have a comment on just Richardson Fowler's statement. I kind of have a comment based on that. I guess in terms. Well you know what I'll just wait. I'll just wait. OK. Trustee Garcia? Yes, I would like to make a comment about your point about equity and most vulnerable students. However, as elected officials, we have the responsibility to leave our position better than we found them. And we know the budget cuts are coming. So I believe now is the time to do it. So I don't mean the rules are no priority. So for me, now we have this extra money and
127we can use for our community. Thank you, Trustee Garcia. Anybody have any comments based on Trustee Garcia's statement? No? Okay. Trustee Brubaker. So we heard in the public comments... Trying to find my notes that Woodland High School has 37 athletics teams and Pioneer High School has 45 And I don't expect anybody to have the answer to this to be clear I'm just sort of this was a thought I had hearing that Sorry We're gonna be seeing some shifts in our student population over the next several years so I Guess if we're going to be getting more information, I'd love to know whether there's a projection on those numbers equalizing and what effect that could potentially have on the needs for a second gymnasium. I'm not saying there won't still be a need, but just what
128would that look like differently as we equalize our populations and have declining enrollment? Because I know we're not going to snap our fingers and have a second gym at Pioneer High School tomorrow. That will take time. And so just sort of thinking longer term. What that would actually look like what that need would look like given those things so again I don't expect an answer to that because that's a complicated question, but I just want to put that out there I had another thought but it's gone. So I'm gonna Pass on okay any comments based on the trustee Baker's statements. No. Okay my turn again I have one question on the roof estimate costs high priority roof estimate costs When you go down the list you'll see Pioneer high schools at 2.3 million dollars in
129a roof estimate costs and but pretty much by far the most expensive Repair and my question is why is the newest school have the highest cost of roof repair? That's been a question of ours as well, I think the How the roof was designed. There's a lot of cavities where water gets in when rain blows sideways, which that happens a lot up in that part of town. We're tracking or trying to track where the water is coming from, and it shows up in a wide variety of areas. That cost is higher than what I anticipated for that because there's a lot of hard roofing in there that doesn't really have the material. I could quantify that. that amount to see if where it exactly was coming from but I think it was to replace that
130style of roofing. So if we are experiencing a lot of leaks throughout the entire school and we don't know where they're coming from the thought would be like well we need to replace the entire roofing scenario which we would do in most cases anyway but to replace that style of roofing rather than just the material roofing which is a product that's you know that gets rolled out and glued together essentially. This is a harder roof. You know, it's a hard, hard roof. So that's why the cost is, is that is that way. Um, if we were to proceed, we can certainly revisit some of these sites to make sure that we're really moving forward. But my understanding is when the, our, our roofing partner went through and they inspected every roof around the district. The
131replacement value was for that square footage. So again in pioneers case where we said yeah This is something that is even though it's relatively new compared to the others We are experiencing a lot of leaks and we are getting a lot of work orders. So Again to look at that rather than saying well, we're only going to replace a third of that roof You know, it's it's to replace it in its entirety And again, once we get in there we might get lucky to where we only have to replace certain Parts of that route, but that cost us to redo the entire entire campus. Yeah, okay My other question is maybe to superintendent Not maybe it is to superintendent. I think we need more well has Has has the principal of Pioneer High School at
132any time or any the top administrators? Relayed on to you. That's that something critical is not Able to happen something that's really extremely critical in in being able to run programming at pioneer Is something not happening because we do not have the second gym I'm not gonna base it just on this year but I can say that there's always been a Comments from the community and staff it hasn't been something that has stopped Pioneer High School to meet the needs of their students with everything that was explained of all the scheduling and movement happening around. Same thing with Woodland High School. There hasn't been anything that has stopped Woodland High School from having football games. They've just been able to work around and make the best of the situation. So it's not something I hear
133constantly. It's just when it happens to be a budget conversation or a facility conversation then we get emails and then we get people hearing about this. But you know there's There's 500 over million dollar 500 million dollars of needs on our facility assessment, right? And so I just want to make sure that I communicate this because I think is my responsibility to remind the board that there was an assessment done with a lot of input and review of professionals looking at our facilities and Making recommendations of what it would take to have our schools up to par now Sometimes our teach well not sometimes I know our teachers and our students make the best every day on the current facilities that they're in and Don't complain they come they do their work. They deal with
134the rainy Leaking roofs they deal with the old outdated Facilities and they just don't complain because that's the type of stuff that we have to make the best of it Because one of the things that I was shocking to me when I left will live for three years to from a from a director position and went to moved on to Lodi as assistant superintendent at Lodi when I saw the discrepancy of the facilities in Lodi compared to what I had left in Woodland I was Devastated to know that my own children did not have the facilities that other districts could have Part of that is because of lack of bonds support there's a lot of bonds that have been passed in and and in in Lodi District I could speak to Lodi right because I
135was there for three years and I got to know the facilities very well Like I was overseeing 32 elementary schools and there was high school beautiful high schools with beautiful gyms and tracks and all that and the elementary schools up to par with the latest technology the modernization even the older schools were old schools but they had obviously were maintained and that's not happening in our school of our district and our students and I just have to say that I'm sorry I get passionate about that because that's an equity issue And so I recommend the board maybe consider when you're going to your PR PR your prioritization on this that you can include what was said and we kind of go back and remind ourselves what was prioritized in assessment include these other ideas that
136you have but look at it holistically so that we can you can make the best decision possible with limited funding that we might have to need for a different reason because of all the unknowns. So but the answer to your question is and I'm sorry that I found that really emotional or a little frustrated with this is that our teachers and our students just make the best of it and they deserve more. Thank you. Yes. So I didn't grow up here. I grew up in Indiana. And my first experience of cultural shock actually living here in Woodland was visiting what was then my niece's elementary school and seeing that the buildings were very run down. And that's not a knock against our staff who do an amazing job. It's a lack of resources. And I
137understood that better once I became more informed about the lack of bond support. I went to an elementary school that was built in the 60s. My mom was the first student to attend that elementary school. When I was a student there in the 90s, it had been freshly renovated. And last year, my first year on the board, it was closed down because they were fully gutting and renovating it yet again. And my kids go to a school that has not been renovated since it was built in approximately the same time period. And it's a great school and we have amazing staff who just like our superintendent said, they get by with what they can get by and they do a great job teaching our students. I wanna commend our community for passing Measure Y, that
138was a great first step. We need more. I mean we it would be nice if we weren't having to Sort of figure out what we put our rooms resources for towards But that's the that's the position we're in So I just wanted to piggyback on that because I also get very passionate about it Thank you. Okay. I think that's a comment on my question. So I have just one comment left And that is that I think as we mill over the possibilities and try to think about our priorities, I think one thing I'd like to get some information back on or some feedback on is our ability to kind of branch open. the possibilities of how we get things funded. And that being, being able to go after some sort of private money that would
139come in, we could perhaps do a naming of a gym or a naming of a field, but to explore those areas. I know they've been explored in the past and those partnerships were not as easy as it might sound, right? But nevertheless, we do have the ability to name things after people. And perhaps there may be some folks in our area, in our county willing to trade off maybe not the full amount for any particular item, but a significant amount, which would help. So my comment is that we try to explore that and get some feedback about how feasible that could be. Okay, that was my comment. Trustee Villagrana, do you have? I actually, I have a clarifying question about the response to one of your questions, if that's okay. The Pioneer High costs $2.3
140million. I want to make sure that I understood your response correctly. It seems like the Pioneer High roof had some design issues when it first went up, which is causing the really high cost. Is that correct? Yeah. Again, that number as... estimator looked at it was we have enough issues and they did go up and they look around and say yeah there's some different deficiencies throughout the campus So that number is to redo the entire roof or all the roofs on all the buildings It could be significantly less once we actually get in and we say well that's actually because there's a lot of different buildings out there So we could come across well that one on this one. They don't actually don't need all the work that we were anticipating it was just a
141guesstimate of Well, we're having these issues and yet we see work orders and they are in all of these buildings But the fix could wind up being a smaller patch. I know responded saying that this is not these are not patching estimates these are replacement issues but if we do get into that scenario at will or at Pioneer where some of these buildings don't actually need it you know that could be significantly less it was just like well if we're gonna do this we're gonna do all the roofs we're not gonna just do half quarter patching whatever so there's a lot of roof that and it's a it's a more expensive version of roof rather than the the ply roof that we have almost everywhere else. Okay. Yeah. And in your response, did I understand
142correctly as well that we would be interested in fixing the design issues? So that, because my concern is that we'd fix, we'd replace roofs, but then the design issue is still there. So we'd have to continue replacing them. Yeah. If, if we were to move forward with, with that route, that would be a priority for me. to say yeah we've been having these issues and we can't tell where the water is coming from because there was some type of a design issue and we're running around trying to find where the water is coming into our classrooms and there's no real way to see where it's coming from the outside. So yes that would be a huge concern of ours. DIRECTOR RIVERA- Thank you. That was it. Thank you. DIRECTOR DEWOLF. Okay Trustee Villagran. DIRECTOR VILLA-
143Just the comments really. To me even if you know once the schools balance out Pine Heights we're still going to need a second gym and you know Woodland High School still gonna have a gym even when the numbers go up Pioneer High School currently is being impacted we heard how they're having to take students to Douglas so the dire need is there and they're just finding solutions to it you know they're they're doing things at Douglas that can be done that or could have been done at Pioneer High School had there been a second gym so it's happening they're just dealing with it are there any comments based on trustee Vigrana's statement No. Okay Trustee Rodriguez-Mahiga. I have a lot of thoughts I feel like going through my head and I think I appreciate us
144having this conversation and I appreciate you all putting all of this together. I feel like I still have a lot more processing to do. Just to share I feel right now at top of mind is the roofs I feel like that's been something that we've been discussing time and time and again and I agree with what our superintendent and trustee Brubaker shared about bonds right we need we need our community to start passing bonds and I think Relatedly, we also need to be able to show our community that we are using our reserves in ways that are responsible. And I feel confident that we are. And I want to see us continue to do that, right? So I know that if I am going to move forward in supporting a bond, right, as part of
145this board, I want to be able to tell the community, you know, like, listen, we are tapping into these reserves to fix the roofs as much as we can. We still have X amount, you know, 500 million. In there we can't do that, but I do feel like it's important to to start showing That we are willing to put some of that money in there To me I feel like that will go a long way to our communities So that's kind of what I have top of mind and I do understand all of the other issues I understand you know the bleachers needs and the the second gym need in pioneer and I feel it's really unfortunate that we're in this position period and that our schools it almost feels like they're being pit against
146each other and saying we need this more we need this more and that's not where we want to be right we are one school district and they absolutely need all of those things i think the challenge is how do we do it while remaining fiscally responsible Because we want our district to last more than one or two years We're here for the long term and to for the long term of our community So I just wanted to share that in terms of where I'm at in my thinking right now Thank You trustee. Well, there is Mahika any Commentary on her statements. No trustee Richardson Fowler Do we have timelines for these sorts of activities like the roofing if we were to move forward with doing roofing? How long will it take to accomplish? traditionally we
147try to get most everything completed during the summer that's just how it goes with our construction at school sites we don't we don't do much when kids are in session especially above them I would have to go back to our partners and see what we could accomplish in any given year or summer so that's I can't say that specifically but if if If they have a company that has enough staffing and we were so we want to get those 10 sites done, they would make it happen. Yeah, and then just ballparking From the time we decide to move forward with bleachers and bathroom Do you have a start to finish how long that would last or take bathrooms? I can't really quantify that because we really don't know what we want to do yet Bleachers
148same kind of thing that that probably would be well We could probably get out there because it's out in the field. We probably could could do that a couple months I would guess for something like that again, depending on what we might have to do with DSA building another bathroom or bringing a new bathroom in like we brought the portable ones that it's already built at Pioneer. So I would two to three months would be my guess to to do that project given that there's not a tremendous of other work that we have to do to bring things up to up to code. Okay. I will one of the thoughts of Trustee Mohican when she was speaking that a lot of these costs are high level. We when we get in and to do a
149project we really get a finer quote and a lot of these numbers wind up being a lot less than that and That's part of my job and especially like it at pioneer You know, I would be right there with the contractor that is doing the window the bidding process, right? And I would be bringing up those type of questions I don't just take these numbers and I'm just signing a quote and here we go I get a little bit, you know I get down in there and I'm talking with everybody to making sure that we are spending our money appropriately and that we're getting the most amount of work from the money that we are spending. So any of these projects that we're talking about, these are high level numbers. Once we actually get down
150to brass tacks to say we want to do this, I will be working with our partners to get the best price that we have for what we want. With that said, I... Fully support moving getting an action item for the roofing and the bleachers and some sort of idea on what we would like to do for the bathrooms and then I would really like to see if we could get some community support for bond measure because I just cannot say 10 million out of our budget right now is a yes for me. Okay. Are there any comments on Trustee Richardson-Fowler's statements? No. Trustee Garcia? Trustee Brubaker? No. I just want to say thank you for letting us pepper you with questions. I mean, I think in general we need more information to be able to,
151you know, try and get to a place where we're prioritizing, right, what... what creates our priorities. Because that's really to me, this is what it's about. And I think that we also have some responsibility to pay attention to the needs assessment that was already done for our building because that in effect should help guide us towards making these kinds of decisions. I think that I think that, you know, it's not, we're kind of grappling with these four before that the trustees brought up, but there's, this is money that is essentially open to be used for anything, really, correct? So if we this money that we're talking about trying to use for repairs, it could be used for programming It's unrestricted. It's unrestricted Correct the funds in the general fund as well as fund 17 are
152unrestricted unrestricted. Yeah, so, you know, there are other issues that we probably have to kind of try and fold or think about because you know, just one thing that already comes to mind is you know in a little while we'll be looking at the evaluation that took place on special ed and are we going to want to be able to you know use some resources to be able to you know Create more support if that's what if that's what the evaluation Shows us but are we going to be able to have monies to be able to do something significant there right there? There are more than just these four issues These are the ones that were brought up here and ones we're considering today but there's more than that because of the Openness of this
153particular money and where we might be able to spend it And I guess this That's one comment at the so I have another comment, but I'll wait to see if nobody else Is there any comments on my particular statement? No, okay trustee Villagrana I moved to direct staff to bring the gym and the bleachers for consideration to the board to approve We're not this is not an action item I said to direct staff to bring it for action for approval So do you want is this a question of four hands as opposed to. No no I made a motion. There's a second. There could be discussion and there has to be a vote. You can't. How can we vote on something that's not agendized for. Literally it's agendized. For action. The motion I'll repeat it
154is to direct staff to bring it back as an action item for a vote. That was the motion. So I believe we've dealt with this before. So the public has a right to know that there's going to be any action taken tonight. I'm not taking action on the items. Right. So it can't be a motion. You can make a four hands to direct me. I'm keeping the motion and we can vote or not. But I made the motion. It's proper. It's agendized. Again, I'm not making a motion to approve the item tonight. That's not what I'm doing. I made the motion to direct staff to bring it back as an action item. We've had discussion before. We had the legal memo on it. It's very clear that this can be done. So Trustee Villagrana is
155bringing up a motion. We're going to and we say your motion trustee. My motion is to direct staff to bring back the gym and the bleachers for action at a future meeting and they could determine what they would tell me right now what the time it would take for them to put it together. So that's the motion to bring it back as an action item. So there's a motion on trustee. I have a question but you can finish what you were saying. No, go ahead. Okay. So I'm wondering, because Trustee Fowler expressed interest in the roofs and I'm interested in the roofs too. Would you be open to amending your motion to include the roofs and the bathrooms as info action? I'm not sure what info action means. Information action item. Oh, yes. If there's
156any additional information. Absolutely. You'd be okay with adding so basically adding the roofs and the and the bathrooms again who come back together with the bleachers and the second gym Trustee Garcia, would you be open to? Yes. Yes Absolutely exploring idea and then making us a section. So is are you understand? so you're saying to bring back all the all the items as information action That's my request right Yeah, and I and just to clear I'm making that request because I'm as I mentioned earlier I still want to process this information for the bathroom specifically I feel like there's more a lot more to explore and I I and other trustees have expressed interest in seeing that And I'm not opposed for you know, the bleachers and the gym to coming back and certainly not
157the roof. I'm just not ready I mean, we're not taking action tonight anyway, right so as an information action item to see What else we can learn about it? Just a blue baker is the information you're requesting of the sort that would need To have professional bids that would cost the district money Who's that question for? Anybody that wants to answer? I think I was the one that added the information. So I don't know if trustee via that Anna has thoughts I don't know. I think for the bathrooms. I'm really just interested in more information I think maybe Jim and Louis might be able to tell us if it would require bids. I don't think so. I think I'm interested in just exploring more options to make our bathroom safer from bullying. So I don't
158know if you have thoughts about that. My thought would be that we might want to consider a consultant that's... Specifically works with bathroom designs again. I could gather all the information, but I'm not the expert on what systems might work together Again in presenting the information to the board It's kind of putting the onus on the board to say oh we want to go with that option in that option if we wanted to proceed my My humble opinion would be that we want a contractor that knows more about all those systems and how they might work together which would come with a cost, either a bid or something along those lines, and that would be a more specific thing to look at. Thank you for sharing that. I understand why, but I do cringe at
159the additional cost of hiring a consultant. I understand the expertise that they would bring, but I worry about that, about having any additional cost to that. So I appreciate that, and I just wanted to share that. So trustee, we're gonna can you restate? Your motion as amended at this point is to bring all the items back as information action items Bring all items back as information item information action items Okay, so we you made the motion trustee Garcia has seconded is there Do you want to put it into discussion? I'm gonna ask for discussion. Can I can I ask for discussion? I WOULD LIKE TO HAVE MORE DISCUSSION. OKAY. DISCUSSION. CAN I FINISH FIRST? YEAH. I WANT TO CLARIFY, AT THAT POINT, THE BOARD WILL VOTE AND DECIDE WHETHER WE MOVE FORWARD WITH THOSE ITEMS
160OR NOT. THAT'S NOT HAPPENING TODAY. IT'S JUST TO BRING IT BACK TO ACTUALLY BE ABLE TO VOTE ON WHETHER WE MOVE FORWARD OR NOT. WE'LL HAVE WHATEVER INFORMATION WE HAVE AT THAT TIME AND THE BOARD WILL DECIDE. THAT'S IT. THIS IS DIRECTED AT TRUSTEE VILLAGRANA SINCE I LEFT IT OPEN LAST TIME. WHAT ADDITIONAL INFORMATION ARE YOU LOOKING FOR NEXT TIME? for my two items and it's the The breakdown to be able to decide as a board whether we want to move forward with that Action to build the gym and install the bleachers So whatever staff needs to provide for us to be able to make that decision No, she asked for me like my items. I'll just you asked just about my items, right? I was asking what what additional information you were my items,
161right? Yeah, okay Okay any other discussion? Okay, I I think that Well, I'm in favor of continuing to discuss these issues I think there's still more information that needs to be brought back before we bring in the action item because the You know if you just kind of look at what happens when this leaves here and it goes to agenda committee There's also information that needs to be brought forth when when it's going to be brought forth I hate to try and put the cart before the horse and already make it information action So that there's a possibility to take action. I don't think we're there yet. I think we need another uh another session another board session where we get more clarifying information to to kind of deliberate what exactly we should take action
162on um and so that's that that's my point okay any other discussion no all right uh so i'll put it to a vote um we will start with start with myself uh i vote no trustee villagrana yes Trustee Rodriguez-Mohica? Yes. Trustee Richardson-Fowler? I'm voting no. Trustee Garcia? Yes. Trustee Brubaker? No. Okay, does not, your motion does not pass. Okay, is there, I'd like to make a motion to bring back the four items, just information, just information. So can I make a recommendation. Yes. Can we. I would like to recommend that we include just revisiting the prior priorities the board made regarding the facility assessments to be included in that just so that I just want to be very transparent with the community and the board that you have full knowledge and are able to make
163the most the best decision possible. OK. I make the motion that we bring the four items back information only including the information the superintendent has asked for. seconded by Trustee Richardson-Fowler. And we will start with Trustee Villagrana. You need to ask for discussion. I'm sorry, discussion? Forgive me, discussion? Trustee Villagrana? No, just say you need to ask for discussion first. Yeah, I'm sorry. I messed up. Does anybody have any discussion? No. Okay. So I'll put that to a vote. Trustee Villagrana? No. Trustee Rodriguez-Mohica? Yes. Trustee Richardson-Fowler? Yes. Trustee Garcia? Yes. Trustee Brubaker? Yes. Trustee Rodriguez? Yes. Okay, the motion passes. We'll bring this back as information item. We'll take into account the what the information that was asked for here today and you know, I think You know if if there's other information that trustees
164think is important I you know, I think it's important to be able to communicate that to To the superintendent so that the next time we we come back around You know, we'll be even more informed and ready to go So just to clarify clarification. This is how I'm hearing this item The board wants to continue this discussion, wants to go a little deeper on the information that was presented with a little more, not as high level, a little more concrete numbers, and to continue the discussion. Yes, and I think I would invite all. And there's some questions that were asked earlier as well, and then we'll. Okay, I'll work with staff on how to probably a longer time than this because I'd like to include The bullying piece more detail on that was gonna take
165a bigger chunk of that So you might want to consider a special board meeting later And we can talk about that. I think that could be appropriate. I also encourage all the trustees to, if you want more information, we need to be able to connect with Elodia. And I think, I'm not sure, are we able to share questions? Like if we all gave additional questions, can we share those questions with everybody? You can share them all with me. Yeah. And then I can share them with the board. That way the board, you don't know who's, you know. Superintendent I just want to make sure about the estate funds there if we explore about that with the gym about the gym if we have a splurge options to get estate funds or something we can explain
166that more further about how that works and the limitations of how we yeah we can explain that further in the company next presentation thank you okay okay trustee Rodriguez-Majica Could you share kind of like a sense and I know it's hard because there's a lot of things that we need to agendize in future meetings but just for the community to get a ballpark of around when this item might be coming back as an information item. I would have to work with staff but realistically we have school plans coming up. We have the special education review coming up. We have the review of the update on the boundary studies. We have the LCAP and that's not even talking about the list of other 20 items I have so I'll admit. May not come till July or
167even August but I'd have to talk to I'm just thinking realistic with what I know between now and June what's on our plate I'll have the more concrete date later once I have more time to come talk to my staff and with the agenda planning committee But it won't come back right away. Yeah, I was thinking more that it might come back like maybe early fall Yes, and they'll be have some time for some additional consulting contacts potentially and also my staff does take vacation a little bit vacation in the summer So yes, probably that's probably more realistic. I'm probably into Too positive about how beginning of July. Yes. Okay. And if I could just request, I know July, a lot of folks are away and if they're able to take any vacation, they, they
168are. So if we could do it when we're back in session or August or something, so folks are able to come and share their perspectives, that would be helpful. Just one last thing I forgot to mention earlier too. I know we heard public comment earlier from our pioneer coaches and, and volleyball players. And I just wanted to share, I think we got about, was it about 20, about 20 emails. about the Woodland High School bleachers and I know that they weren't able to come for public comment but I think it's important for the community to know that those emails were sent by almost all of them were students and we did receive them. That's it, thank you. Trustee Rubick. I wasn't planning to say this, but you reminded me, so thank you. Yeah, we got
169a ton of emails about the Woodland High School gym. They came so quickly, I haven't had a chance to reply to any of them, but I want to make sure our students know we did receive them. I received them. And I wanted to thank our superintendent and our board president for repeatedly reminding us of our facilities assessment. It's a really good resource, and I appreciate the reminder that we should be thinking of that as we're thinking about how to spend. Potential dollars. I think that there are a lot of work in by staff and our community went into that and it should be honored Okay, and I'll just lastly state Thank all the trustees for all the work thought that they put into this. Thank you to the students for their emails I don't think
170You know, I don't think that the questioning up here rules out any one thing or another I think we just want to be very very careful and very very thoughtful about About the monies that would be used for these kinds of you know for these kinds of expenditures especially you know given Given the larger picture of where we're at and I think I think that's a wise thing to do Okay, I just like to say because there's anyone in the high school students listening We also got your emails as well regarding the bleachers So we got heard from both well from both schools that I want to make sure we acknowledge our wooden high school students as well Indeed. Okay. Moving on to M3. This is an information item. Average daily attendance, ADA enrollment reports
171for 25-26 school year. Are there any questions? I did have one question on the ADA. Can we... Well, I actually have a... I believe, I don't have it in front of me, but I have a question for Cache Creek. Maybe together. I know that the ADA... I'm going off of my memory, but the ADA number was lower this time. And I just was wondering what might have contributed to that number. So it's a great observation, President Rodriguez. I had a similar question from Trustee Villagrana. And if you look at the report closely, we're comparing... Month 7 in the current year versus month 7 in the prior year. Unfortunately, the span of time that's covered by each month is different. In the current year, if I'm not mistaken, the holidays are included. month seven, it's right
172after the holidays. And so what you're seeing is the impact of attendance being a challenge around the holidays versus a period where it is not nearby the holidays. And so that's one of the unintended consequences of trying to look at a month in one year in that same respected month from a prior year. That is the... the reason for the change. Okay, yeah, I just wanted to get that answer. Yep. Thank you. Yep. Yep, and since, again, just a reminder, we've switched items around, and now we'll move to item O, which is governance support. Discuss trustee board engagement procedures. So this comes from requests and comments about... Thinking about how we might possibly adjust how we move through our conversation or flow from how we acknowledge Who goes first? How many questions do you have?
173How many comments do you have? The system that we're currently working now is a system that was put in with the last president. It doesn't necessarily have to remain the same. If we think we need to make changes, we can. That's what we're here to discuss today. So any trustees have any comments? Just you interested Fowler. I think that the system was put into place to make sure that everybody had a voice and was heard But I don't know if and I know this is gonna sound so crass and callous because I don't have the right words But I don't know if that's necessary I think sometimes when you go around and call and somebody doesn't have anything to say or add to it It may look like they're not engaging in the process I
174think we should just raise our hands and you call on us when our hands go up and just be cognizant of if you're calling on the same person over and over. I don't know how we do time limits, but there's a reason I don't want to be president. Well, I think that sounds simple, right? In the past what has happened so if it's just about whose hand is raised first You know that could possibly be subjective on my part, right as I see it and I think when when When we're on topics where they were more emotional if there was a mistake made, right? Trustees wouldn't be too happy with the president because they might think that they purposefully somehow you know, got the order wrong. And sometimes it's hard. I may be looking like
175just, I'll be looking down and I can't quite catch who it is that spoke up first, right? Or who raised their hand first. And I think that, and I'm not saying we should keep the system we're doing now. What is good about it is that there's an order, right? I know who's next, I know who's next, I know who's next. And that kind of cuts some of those incidents where... two hands may go up or three hands may go up at the same time. So I mean, I think generally, I think, you know, we have two questions, two comments. I think we could, just kind of shifting a little bit, I think we could do more questions. I don't know if I would want to do unlimited questions because... Previous to this I think previous
176to this last system. I think one of the complaints was that well trustee could go on for 11 questions And then everybody else feels like there's not a flow or they're kind of dominating the time, right? And so I think I'm for a limit for questions because if it's unlimited, right, say a trustee went on for 15 questions, and then maybe I have to use my discretion as president to say, hey. That's not you know, that's enough right and but another trustee may go on with 11 questions and I might say hey that's enough because it depends on Where in the we're in the order of the agenda we are right? I think you're more likely to want to keep people condensed if we're getting towards the end and it's late so there are a
177lot of factors in why a president might use their discretion, but That leaves that leaves it open for interpretation Right, so I wouldn't be in favor of kind of unlimited questions, which I think is the way we sort of had it previous to this But I would be in favor. I think of more questions to help keep To help keep the flow of thought so right now it's two questions and two comments like I might I Don't know four questions and two comments to allow a trustee to try and go with their particular flow at the time. That's just something I'm throwing out there. It's not anything that I'm 100% behind or anything like that. Trustee Rodriguez-Mohica. Thank you. I personally like the two questions two comments. I feel like it does help everyone get
178an opportunity to be able to share especially if we are running a little bit late where we know we have a long agenda ahead of us. And I do wonder if maybe in those instances where there is a flow to the question and my question three is related to my question two if maybe a trustee can express that and say you know I have two other questions that are related and ask if they could go ahead and. and present those questions as a group rather than everybody having four questions. So that's just my thoughts on that. I also want to say I do appreciate that we have the opportunity to be able to add on additional questions if maybe Trustee Garcia's question or the response made me think of something else related to that because
179I do feel like that helps the flow and doesn't make it feel so disconnected. So I would advocate for us to continue doing that. But again I like the two. questions to comments with maybe flexibility of like I just have one more that's related to this would it be okay with the board if I went ahead and asked it so my thoughts. Yeah I mean I think. I think that, again, subjectivity plays into the decision of the president to say okay or not okay, or you take a group vote, right? But we could come up with two similar situations and maybe the group vote is different, right? And that may lead a trustee to feel that somehow one trustee is being favored over the other. That's why I say I would just increase the questions,
180right? To give you, to already just... open that space up if you don't need the questions, then you don't need the questions, right? So I would rather have kind of, as much as we can, have like a fixed type of rule so that everybody knows what to expect, right? Any other comments, Trustee Brubaker? I could see, instead of two questions, two comments, or increasing it, having it be... Questions or comments or mix it as long as sort of it's the same number because I know there are times I have lots of comments and no questions or lots of questions and no comments and it's a little frustrating like, you know to have Two pages of questions and no comments and I still have to wait till I get my two Every time it goes around
181you know match as you will right exactly just be able to me several things one I mean, I appreciate the opportunity to comment on someone else but I To me every time you ask like it takes more time so people just raise their hand and comment like I don't need to be asked if I'm gonna have a comment now raise my hand in a comment even though you think it doesn't like you know not you in general I know it but when you collectively every time we ask then we pause and wait right takes time and then second you know the the roll call votes to like we do a lot of roll call votes to me are not necessary some things yeah but you know not not everything requires a roll call which again
182takes time right that could be questions or comments that could be asked I like the increasing the amount and then the person can choose not to. Okay, I'm going to only do two and then we'll be nine on. I think five is a good number and the person can decide all questions, all comments, or make sure but not be limited to what you can or can't. Yeah, I think I ask if there are any comments as a kind of a... a safe way to proceed because I think what I've seen in the past is when you when you don't ask it's easy to overlook somebody that that had a comment and then they don't necessarily speak up right right there at the second but then they want to speak up later because we're 10 seconds
183later 15 seconds later and and you've already kind of moved on. And so for me, I ask so that there's certainty that there isn't any, right? And then that gives a cleaner path to move on, right? Anybody, any other trustees? More comments. Yep. Trustee Rodríguez. I'm open to whatever we move forward with. I do appreciate this opportunity to be able to discuss those. So whatever we decide doing, it would be very helpful if maybe the agendizing committee could consider bringing this back. I don't know when. You all can figure out when. But just so we can do a little check. And I don't know that we need to wait a whole year either. I mean, it's up to you all. it would be helpful to just check in to see how we're still feeling about
184it. Yeah, I mean, I get a sense that we need to make an adjustment, right? I think what I would be in favor of is, because there's a lot of different ways we could go, right, is to have a committee sit down and come up with three options. and then we'll bring those options back. We'll do it within the next couple of meetings, right? Not let it go very far, but have a committee work on two or three options, bring those options back, and then we can vote on them, we can revise them, and then we'll just move on from there. Thoughts? Anybody in favor of that idea? Trustee Villagran. That's fine with me. Like it my only thing is that we need to stick to it then and we can deviate from it Yeah,
185absolutely Absolutely. So is there four hands in favor of creating a committee? trustee, Rodriguez maker Is that our only option here? Like do we can we can we just decide on something instead of like assigning a committee? we could if you wanted to Keep to decide it. I'm just I'm just thinking because there's a lot of different opinions Right and a committee could kind of break all things down We kind of record what everybody said try and try and bring work them into the different options and that way there's something concrete in front of everybody and They could either accept it Concretely or they might make some revisions to a particular so maybe this is a question to the board then Are we ready to move forward with something right now or do we need
186a committee. We do not need a committee for this. OK. So so are there four hands to create a committee. One two. OK. Only two hands to create a committee. OK so what. So what changes do we want to see that we've had a lot of different ideas. Let's start with. I'm going to suggest we start with how many questions or comments. Trustee Villarreal. I suggest five again comments or questions the person gets to decide. So you don't have to do more. You can say OK I'm going to do two and then move on. So five mix or match comments or questions. Can I get four hands. Can I get hands to agree on that. Yeah. OK. So that's one segment of it. And so in order to be recognized to speak or to make
187a comment, you just want a show of hands, essentially. So no system of we start here and then we'll move down the line. It's just a show of hands. Whoever has a comment, it's a show of hands. And then I do my best to take down a particular pecking order of who goes next. Trustee Villarreal. I'm fine with the with you know, the first person and the order goes after that helps you, you know Stay focused on who's next. I don't have an objection to to that circulation. So it's a lot harder to try to keep track of it. You know someone in every will get mad at you that you didn't call for sure. Not this group. OK. So in essence is the change really only to the questions and comments just to be.
188I don't need to be asked if I have a question of someone but if the rest of you want to keep that I guess it stays but I don't have a need for that. I can speak up when I have a question. Trustee Brubaker? The only reason I want to say that I want to keep it is that I've accidentally jumped in without having that warning and Upset the order of the meeting so if we decide to get rid of it I want people to be understanding that sometimes I get a little excited about what I want to say and if I think it's my turn next I might accidentally step on I'm sorry trustee Garcia's toes because that's who it happened to And it's not intentional We will still raise our hand you know
189speak up until we're recognized though. Uh-huh, right I raised my hand the then president thought I was commenting on her and then someone else wanted to comment on it So I kind of screwed up the order and I felt very embarrassed by it. That is why I remembered it So once recognized we're just we're gonna go in order in a particular order right and Yeah, and so there's no more Asking if there's a comment on on person statement I'm asking. Yeah. But we will, like if we do have a comment, then we have an opportunity to do that. So it's up to us to step in is what we're saying, right? Yeah. Okay. Okay. So I think we should still bring it back one more time. I think we have to kind of write up
190everything that we're saying and how we proceed and then submit that back. back at the next meeting and we could do it at the beginning and just approve the particular plan. Read it out loud so everybody gets a chance to hear what what how it is what the procedure is going to be and then we'll start using it from there. Yeah Trustee Villarreal. The last one is the roll call vote. We can decide on that whether we need a roll call vote on items or not. Well I mean I do the roll call vote so that it's clear about you know, so that everybody independently has that particular ability to say, I voted for that or whatever. I think there's a tendency when we say all in favor or to not everybody necessarily vocalizes it.
191Sometimes people kind of stay silent. And so whether it's for yes, nos, or abstentions. And so to me, the reason why I keep do that, because I don't think that's a good thing, right? I don't think it's not done purposefully. It's just like, if folks are not focusing on what's being asked, they don't always vocalize it. So that's why I do the roll call vote, so that that's not an issue. Trustee Vandana. If they don't vocalize a no or an abstention, it's a yes. Trustee Brubaker Who records the minutes? What is easier for you to have clear minutes a roll call vote or I don't know what to call the alternative I want to retain the right to keep doing it right as president I think I'd rather continue to do that Just to be
192a donna you asked right I did consider stuff So I would like for the board consider that they agree with you didn't agree I don't want to do some and then not the others. I don't think that's right But if the board agrees. What isn't right about it? I just said what? What isn't right about it? That we got to decide other ones but not this one just because you don't want to. No. Well, as board president, the president before this and the president before the last president didn't do this. They pretty much implemented what they wanted to do. So I'm opening this up to be able to try and get to a better place since we heard comments but I think as board president if I Would like to do something like do roll
193calls that that should be in my purview unless people really don't want it. So if everybody doesn't want that, then I won't do it. But I'm also trying to say that I should probably have some sense of how I'd like a meeting to go, just like you had it for several years. Like I said, if the board wants it, then we'll have it. If not, then we won't. So I would like for the board to say whether we want it or not. That's all. And if they don't, then they don't. Simple. Same as the other items. That's all. Trustee Brubaker? I would like to leave this up to the president that we elected to lead our board. There you go. You got one. Yep. Are there any, can I show you show hands of who
194would agree with what Trustee Brubaker just stated? There you go. You're good. Okay. All right. Okay. So I think the agreement is to bring back. Something that is in writing so that it's tangible about what we agreed to today a beginning of next meeting so that we can Get it out of the way and then start using it already in the next meeting. So there's not a whole lot of delay Yeah Okay. All right. Thank you so now BEFORE WE GO ON, I WANT TO THANK MY COLLEAGUES FOR MOVING THESE ITEMS TO THE BEGINNING. I'M GOING TO EXCUSE MYSELF NOW. I REALLY APPRECIATE THAT YOU ALL DID THAT BECAUSE I'M NOT FEELING WELL. BUT I DID WANT TO BE HERE FOR THESE DISCUSSIONS. SO AGAIN, THANK YOU TO MY COLLEAGUES. THANK YOU, TRUSTEE VIADURADA, FOR
195HANGING IN THERE. TRUSTEE RODRIGUEZ-MOJICA. CAN WE TAKE A LITTLE BREAK? YEAH, ABSOLUTELY. FIVE MINUTES OR TEN? OKAY. LET'S DO A FIVE-MINUTE BREAK. THANK YOU. I got to watch the Los Rios meeting when I met with, yeah, when I met with, what's his face, Jesse Ortiz. He was telling me that they have the most efficient board meetings he's ever seen. So I was on their website trying to see if I could see the video, but I'm going to have to look into it later. But yeah, they do. He said they are just like boom, boom, boom. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Okay, one minute. We'll start in one minute. Okay, everybody. We're going to resume. I'm going through the meeting and it's a bit of
196a jigsaw puzzle, but we were going back to K reports. So starting with K1, superintendent report. Okay, this feels weird doing it at this time. Yeah. I'm gonna try to be very quick if I can get my PowerPoint up. And thank you for the break. Okay, here we go. All right, this is not working. Of course, I'd say that I'm trying to go fast. Everything's going slow on me. He jinxed. Okay, so board priorities continue on. Let's just get down to, oh, I have control now, okay. All right. Science science science tech. Oh my God can't even talk. SciTech. Thank you. SciTech had their first winter Olympics on March 5th. Lots of fun out there a lot of families. So I just wanted to point that out as outdoor activities physical education often family events
197conducted out there that supports our attendance and engagement social emotional learning and support. Having kids engaging together and fun activities Also last Monday seems like it was a very very long time ago, but it wasn't really just last week I presented at the yellow County elected leaders and officials forum at the county office and I had some of our trustees were present trustee Mojica trustee Brubaker and trustee. I know we're present along with other officials Other superintendents were there There are four members, some of their board members there, another, and other officials. And the purpose of this is an annual meeting that we have every year, and each superintendent has an opportunity to go and present the highlights of their district. I'm always very proud to showcase what we're doing in our district. So thank
198you, trustees, who are there with us. We also this is really cool. So we have some students lead peer inclusive inclusivity training. I want to remind the board that I think about a year and a half or so ago the board passed a resolution on inclusivity for all and when we were having some. issues happening in our community and within that resolution the board included training anti-bias training for teachers and staff which we have been doing at the start of the school year and also included language in that resolution to have students do peer training on anti-bias and they're doing that so these students here they're not all here in this picture but we had several students who volunteered they got They received training and they developed the PowerPoint themselves after they felt comfortable with
199the topic and how to communicate that with their peers. And they had presented to all our ninth graders and then they went and presented to all seventh graders. So we went to go see them on their last day to talk to them about their experience what they learned and encourage them to continue. Then we give them a little a little recognition a little gift certificate for their time that they put in they've been doing this getting ready all year. And so that was very powerful to see them. have these conversations with their peers. Also, there was a parent last night, a parent workshop on Bridge to College where parents were learning about A through G and financial aid and information about college. And I want to thank our... Maria Orozco and Yvette the coordinator, cafe
200coordinator for the work that they've done to bring that information. Jeanette did I say it wrong? Oh Jeanette. To bring that information to our parents. It was very well attended. Also Beamer last night also had a science festival night. We were really working on including more STEAM activities in our schools. Part of that was to Be more intentional about bringing those opportunities to our elementary schools. You may recall the board did approve a purchase order to have robots available to all our schools and there's been training throughout the year on how to teach teachers how to use those robotics and every every single of our elementary libraries has a set of robots that are designed for the lower grades middle grades and upper grades. And but it's not just about robots. There's many other things
201with going on steam so I want to congratulate Beamer for having this family night. And then also today marked the last day of a project that we've been involved with for five years. We have been participating in a grant from CABE for five years where our bilingual, our teachers at the dual immersion schools have been receiving training from high level quality. staff developers of CAVE and they've been receiving training for five years which has included being here receiving information training all the training was conducted in Spanish so that the teachers practice their academic language in Spanish they developed lessons together they collaborated they visited each other schools there was classrooms visits with the principals and with a trainer to give feedback and today marked the last day of this project that was well received by
202our teachers and an opportunity for us to receive free staff development high level staff development for our bilingual teachers at our delimitation school so that was the last day and i want to thank all the staff that participated, our principals, our Maria Roscoe and her staff for working on this project. So we're looking forward to potentially some additional follow up, but this was the end of that journey. And that concludes my report. Thank you, Superintendent. We'll go to K2, reports from California School Employees Association. Good evening, Superintendent Ortega-Lampkin, members of the board, cabinet, and community. My name is Rebecca Rossiter. I serve as the library technician at Douglas Middle School and proudly as the president of Chapter 118 of the California School Employees Association. Before I get into my... report and updates. I did want
203to take a moment to show our appreciation for the HR department and specifically for Fabiola Bernal. She's the risk manager and we had an incident this week that we very much appreciate her quick attention, her late night attention, her communication with our office coordinator. late into the night, 9.30 at night, her follow-up with me, making sure that we're understanding all the processes that are supposed to happen for all of our members. And so I just wanted to show our appreciation publicly. So briefly, hopefully, a few highlights, or highlights of a few updates. Our CSCA Sunshine proposal is on your agenda tonight, marking the formal start of our upcoming negotiations. We look forward to a collaborative process and have already confirmed three negotiation dates with the district. As part of our last tentative agreement, we have
204a couple new committees that we're supposed to start. So our professional growth committee members have been confirmed and will hold its initial meeting next week. We're encouraged by the shared commitment to supporting employee development and creating meaningful opportunities for growth across our classified workforce. We also held our first benefit committee meeting today, which moved in a constructive direction. We appreciate also the continued collaboration in this area as benefits remain a critical component of recruitment, retention, and overall employee well-being. We've also begun planning for Classified School Employee Week, which will be in May. Our members have already signed up to participate in our annual job shadowing event, and that information has been shared with HR. We look forward to continuing this tradition and would love to see each of you join us by signing up to
205participate. Lastly, I want to draw attention to several purchase orders before this evening related to special education services or before you this evening. This included additional funding for occupational therapy, physical therapy, and sign language interpreting services. Collectively, these represent a significant financial investment. These services Directly align with classifications within our bargaining unit including occupational therapy assistants and sign language interpreters as We continue conversations about staffing it is important to recognize that while these services are currently being expanded through contracted vendors They also represent ongoing essential work that can and should be supported within our classified workforce Along those same lines when we were discussing tonight the facilities the board the trustees facilities requests um specifically to the bathrooms we are you guys were asking for like other ideas and um none of those ideas was
206increased staffing which we know we're going to have to do already if we're going to implement vape sensors and you know different things that need to be monitored and i just wonder what the cost difference would be between revamping and doing all these things for bathrooms and getting more staff on site. That being said, CSCA remains committed to working collaboratively with the district to support students while also advocating for stable, sustainable, and equitable employment for our members. Thank you. Thank you. Next is K3, report from Woodland Education Association. All right, good evening, almost good night. President Rodriguez, trustees, superintendent, and members of our community, my name is Becca Bernard. I'm president of the Woodland Education Association, and I've taught seventh grade science at Douglas Middle School for nearly a decade. I also provide the strawberries.
207Tonight, I want to start with a theme that has come up in many conversations lately with teachers, parents, and especially Dr. Rebecca Toto in our many conversations and meetings and phone calls, partnership. Teachers, parents, district staff, and this broader community share far more in common than we sometimes acknowledge. We all want students to feel safe, supported, challenged, and inspired. We all want strong schools. We all want Woodland to be a district where students and teachers can thrive and want to stay. If we are serious about the future of this district, we have to keep building on that shared foundation. This past week, WEA hosted our first parent night at Steve's Pizza. In my memory, it's the first time we've so intentionally invited parents to this kind of conversation with us. In CTA trainings, we often
208talk about the triangle of power in public education, one side being educators, another being families and students, and the last being the decision makers, school board members. Real change happens when all three are at the table. Our parents showed up, listened, asked thoughtful questions, and shared both what they love about Woodland and what they want to see improved. That matters. Their partnership matters. Because supporting educators and supporting students are not competing priorities. They are deeply connected. Families understand that, and when teachers have the support, staffing, safety, and resources they need, they know that students are better served. That kind of partnership is also what makes bigger things possible. It builds the trust and organizing power needed to pass bonds, as we talked about earlier tonight, to renew funding measures and move Woodland forward. So I
209want to thank the families who joined us and also our WEA site reps and members who've been helping collect signatures to renew Prop 55, which is an existing tax measure that brings Woodland about $14 million in state funding every year. We're hopeful that CTA members across the state have gathered enough signatures to qualify for the ballot, so be on the lookout this November. But if we're also going to talk about partnership seriously, it has to mean listening directly to educators about the realities at their school sites. Thanks to a CTA site visit grant that has now funded our work for three years in a row, members of our executive board visited Gibson and Zamora Elementary Schools last week to connect directly with our WEA family. We observed learning conditions and heard directly from teachers about
210their experiences, needs, and hopes for their schools. And what we heard was pretty straightforward. People desperately want to be heard. Talking directly with teachers and paras at these sites also gave us a real feel for the culture of the schools. And at too many of our sites across the district right now, that culture is being strained by frustration, tension, and top-down decisions that leave employees feeling unheard. People want focused conversations about real solutions. They want help making Woodland a better place to teach and learn. As the professionals doing this work every day, they are the ones who already know exactly what needs attention. Some of the daily challenges educators are facing included special day classes without adequate para to student ratios, high turnover and vacancies in SPED, continued need for more elementary prep time, speech
211and language pathologists caseload and workload concerns. and too many examples of educators being asked to do more with less. These are not abstract issues, they are the day-to-day working conditions that shape student learning conditions. In that context, I also want to express appreciation for including WEA representation on the special education director interview panel. In a department that has experienced significant turnover the past couple years and needed stronger cohesion and consistency, that kind of partnership matters. We hope that our new director will establish more stable leadership and a more collaborative path forward. If we take a step back to look at the big picture, Everything around us is unfolding in a regional context that we can't ignore. West Sacramento, two days ago, narrowly avoided a strike only after fact-finding and an overwhelming 97% strike authorization vote,
212while Twin Rivers and Natomas went through historic strikes of 12 days and 7 days, respectively. That is never something we want to celebrate. Teachers do not want to be out of their classrooms or away from students. But those examples should be a warning to every district, including ours. When educators feel ignored long enough, and when basic dignity is pushed aside long enough, the damage compounds. If you look around our region, the tide is rising. Fully covered health care. Meaningful salary gains are becoming the expectation. Woodland cannot afford to be the lone boat going under while the waters around us are lifting everyone else up. If Woodland wants to be a district of excellence, then this spring's bargaining matters. Educators cannot keep being stretched thinner and thinner while being told to simply make it work. And
213if Woodland does not make real investments in salary, benefits, class size, and elementary prep time, we should be very, very concerned about how many employees will be going to neighboring districts for the stability and respect that they cannot find here. WEA returns to the bargaining table on April 14th and 28th, and if this board truly wants to make Woodland better, this is the time to prove it. Make the investments, meet this moment with the seriousness it deserves, show educators that Woodland intends to rise with the region, not sink beneath it. Thank you. This concludes my report. Thank you very much. Now move on to K-4, reports from board members. Do any board members have reports this evening that they'd like to give? Trustee Rodriguez-Mahica. Thank you. I just want to share that I attended, I
214believe it was last week, my weeks are getting a little blurry, the Dingle performance of Cinderella. They had the Missoula Children's Theater go out and lead it, and it was a really, really lovely event that apparently they pulled together in five days. So the students practiced in just a period of five days and put on a really, really wonderful performance of Cinderella. And it was really standing room only. It was a packed stadium that was in there and folks were standing along the side. So I just want to commend all the students at Dingle and the incredible work that they did and their principal for leading those efforts as well. Great, great report. Thank you. Any other trustee have a report? Trustee Brubaker? I'll keep it short, but I wanted to mention as the superintendent
215mentioned, I went to the Yolo County Elected Leaders Forum, which was really informative. It's interesting hearing from superintendents across the county. But the point that I especially wanted to make is that... Our representative Mike Thompson had a recorded message and in that he cited the concern he sees with increasingly severe weather in Yolo County and everywhere really Along with what he is aware of of our leaky roof problems and insufficient air conditioning Resources for lack of a better word So I thought that was interesting timing leading up to our discussion tonight I thought it would be interesting to say before our discussion, but that's okay I just wanted to highlight that because it's even on his radar at the national level Okay, any other reports? Seeing none. We'll move on to k5 Information board committee
216updates. Does anybody have a committee update? Trustee Rodriguez-Mahica. Just really quickly, Trustee Brubaker and I met with Lewis for our finance committee at four o'clock today. So I just wanna just say again my appreciation to Lewis for doing such a great job and Norma also in answering our questions during our finance committee meeting. Okay, thank you. Any other board committee updates? Well, there is... I know, Elodia, we wanna talk about the collaborative. So, yes. So there's, our two positions opened due to Trustee Zavala, a committee opened due to Trustee Zavala's resignation from the board. She was on the Collaborative for Women and Youth. So there is a spot on that committee. And then she was also part of the finance the boundary study committee So what I'd like to do is that the next board
217meeting bring forward under governance for you to so to consider those who are interested in those committees and Then the board can take action in appointing someone so think about that if you're interested in the CWI and the boundaries committee So what I can do is send information on those two committees in a Friday update so you can think about it and then at the next board meeting I'll agendize it. Okay, and in terms of CWI, something that I can share is that there's a early childhood and transitional kindergarten conference happening on April 11th from 8 a.m. to 3 p.m. at Yolo County Office of Education Conference Center. That'd be, you know, for those of you who are working in that area or interested, that'd be something really good to attend. I don't have any
218of the rest of those notes because we have to share pens. Okay, so some of the upcoming events that I noted April 4th is the closing of applications for the civic fellowship program with the city which I believe we have two two Opportunities in the district. Is that right? Yeah, and that is open to Graduates so are about to be graduates in our in our high schools would be eligible for that and it's a very interesting and exciting program I think April 24th if I'm reading my bad handwriting there correctly is the D&A less Nino's Program at the park. I didn't write which part in park. Okay Let's see May 1st is the reopening and dedication for the mural at the pool at the community center April 7th the with the community center community colleges
219soccer field ribbon cutting Also, April 16th at Woodland Community College. They're doing an open house to try and encourage enrollment and interest in their programs And I think that's it okay, yeah Sounds good. Okay, we move on to item L. L1, it's information action, a review approved textbook adoption for anatomy and physiology. And just wanted to, I think Herman, are you out there? Thank you for sticking around with us and getting through our agenda to this point. And I know it's a little bit, getting a little bit late and we appreciate your time here. Thank you. So staff does have a presentation, but if the board is ready to take action, it's up to you. We can go to the presentation, you can ask questions, or you can take action. Trustee Richardson-Fowler? If I'm not
220mistaken, isn't the anatomy teacher here? Yes, maybe we can at least have the anatomy teacher come and speak. Okay, so I would like to ask you just a couple questions since you stayed the entire time. Make it worth your while, come on up. Come on up, yeah. Get your time on TV. And can I just say I love New Teacher Energy. If I'm not mistaken, this is your first year, right? Yes, it is. Okay. What did you like about this book? So I've had multiple careers, even though I don't. I'm only 28. Right after college, I was an EMT here in Woodland. I was an EMT firefighter. After that, I unfortunately had to drop that career, and then I moved on to working with animals at the UC Davis California National Primate Research Center. So
221everything up until this point, I've been very medical. health focused. And one thing I did love about this textbook is that its digital platform does have a lot of simulations where it has 3D models of every system in the human body, which was very helpful to help students understand how the human body is composed. Using just a textbook or just a presentation can be a little difficult considering how complex the human body is, let alone a single system. So using the simulation, the 3D models, I help them understand how the body is composed a little bit better than just looking at pictures or reading an article online and just trying to figure it out. That's awesome because I know that finding UDL strategies for anatomy must be challenging. Yes. So to have these built-in digital
222hooks is going to be so great for your teaching and instruction. Did you find any shortfalls with this new curriculum? The only shortfall that I found was the text, its translation was not the best. But it wasn't that difficult to try to find an alternate solution. A lot of the text you can just copy or highlight and you can in its note box you can translate it or you can copy it into another platform like Google Translate or anything else where it will translate the text. So it wasn't something too difficult, but it would have been nice to have a Spanish readily available. Awesome. I appreciate your time. If none of my other colleagues have questions, I'd like to move to approve. Okay. Do any other trustees have any questions? No? Okay. So there's a
223motion by Trustee Richardson-Fowler to approve textbook adoption for anatomy and physiology. Is there a second? Second. Second by Trustee Brubaker. Is there any discussion? Seeing none, we'll go to a vote. And we will... Start with Trustee Rodriguez-Mojica. How do you vote? Yes. Trustee Richardson-Fowler? Yes. Trustee Garcia? Yes. Trustee Brubaker? Yes. Trustee Rodriguez? Yes. Trustee Villagrana is absent. And so, yes, we have approved textbook adoption for anatomy and physiology with five yes votes. No abstentions, no opposition, and one absence. Very good. Thank you so much for your hard work. Thank you, Herman. Thank you for being here. I also want to recognize Francine Whitney back there. She supports the teachers through the process, and she supported to get them prepared to do a presentation tonight. So you did such a good job, you didn't even have

So I did put in a yellow sheet for demographics of our graduating class last year. I know that we will be getting demographics of our student leadership and our site plans coming up so I didn't feel like I needed to request that because I do think

So just that will be coming FYI. Okay, anybody else under queue? Information request for future agenda items? Nope, okay. Move on to R, information closing comments. Any closing comments? Trustee Richardson-Fowler. I will send a little note card but I just wanted to put this on public record. So our principal at Dingell is just top notch. She's not only there to help support the elementary kids but what she offered to some of our kiddos seeking their seal of civic engagement was just priceless. So thank you. Any other closing comments. I see something about that. We're so excited. We have 70 students who applied to show interest so we'll see how many actually go through the whole process. Our first time thanks to the board passing that policy and it's an example of us implementing the direction of the board. Trustee Richardson Fowler. Just a

And the way that dialed in and engaged the kids and they just kept asking questions and they were really interested. We're opening, we're having our students teach our students. And that has such a point of connection and I'm so excited about that. Very good, very good. Any other closing comments? Seeing none we'll move on to item s date and time and next scheduled regular board meeting Thursday April 23rd Closed session begins at 5 p.m. And open session at 6 p.m. We are in the German at 952 Thank you everybody for being here appreciate it
