007unanimous decision, we move on to item H, community engagement. And H1 is recognition of our board president, 225 board president, Deborah Bautista Zavala. I'm going to say a few words and then the superintendent will follow through and then... I'll give the mic back to Trustee Bautista Zavala and then if any other board members would like to say anything, that would be your time. Trustee Bautista Zavala, I just want to thank you very much for, as I've stated before, I'm well aware of all your sacrifice and energy and time that you've taken to do the very best possible job that you could do as president. It is not easy when you're trying to balance your life and all the many things. that we're aware that you're involved in. You are a leader across the state in
008education and we're very, very fortunate to have your leadership. And I just want to tell you that I have sincere gratitude for the passion and the caring that you have for our students, our families, and the quality of education here in this district. Thank you very much. And I'll say a few words as well. I want to thank you for your leadership. I know that as a woman, as a mother, It's a professional that the time and commitment that it took for you to take on this important role during a very difficult year 2025 What's difficult? Year, I'm still trying to be covered and so I want to thank you for supporting me Supporting our board our staff our community our parents through some very challenging discussions your time That we can bet to discuss
009how we're going to navigate through some of the things that we had to face this 2025 school year. I also want to just say that I've always been admire your passion, your commitment and being a strong woman. There's a lot that goes to trying to balance life as a woman leader and taking on such a public role as you did in this position. That was a role model for our students. There's a student down here that I want to shout out and have her see you. Sabaya, you're back there somewhere. I want you to see Trustee Zavala. I know that you are already learning as a student to take action and to take leadership. She is a treasurer at Beamer Elementary. And so she's already starting in your footsteps, Deborah, to get to where you're
010at. And I know how hard it is, especially a woman of color, I'll say it, especially for women of color, the additional obstacles when we're underestimated, when people make judgment without even knowing this. And that you've gone to where you're at now. And so on a personal note, I'm also very proud to see how you have raised your daughters, raising your daughters as a woman, how you're raising them as well and showing them how to be, how to stand strong to their beliefs. And so with that, the reason I know that you want to be more memorable is just for this. This is what everybody really wants it for. Because you don't you don't get recognition as much and people have no idea how difficult it is behind the scenes So you want to present
011this gavel to you? I'll give it to the new board president and I have some flowers here for you to present to you and to thank you for your your your service as president and now Trustee about these two Zavala if you'd like to share a few words Thank you. I'm gonna turn my best to to read some prepared remarks that I have Without crying this evening I want to sincerely thank the Woodland community for the incredible honor and the trust they have placed in me as a school board member, most recently serving as a passport president. Serving this district has been one of the greatest privileges of my life. My passion for public education is deeply personal. As a mother, a former student of this district, and a lifelong resident of Woodland, I have
012always believed in the power of our schools to transform lives and strengthen our community. Every idea brought forward and decision I made was guided by a commitment to student achievement, equity, and the long-term success of our district. I would not have been here to serve in this role without the unwavering support of my family and friends who have stood by me every step of the way. I am also deeply grateful to our teachers, staff, and school leaders. Your dedication, professionalism, and care for our students inspire me daily and make this district what it is. It has been an honor to work alongside you in service to our community. Tonight, I want to share a bittersweet announcement that I will be resigning from my current seat on the board and January 22nd will be my final
013meeting. I was recently married and I will be moving my family to the Spring Lake community here in Woodland. While this transition requires me to vacate my seat, it is also a joyful new chapter. One that will allow me to blend my family with my continued love for my hometown. I am thankful to leave at a moment after completing a solid labor negotiation with our collective bargaining units and hope to approve a balanced budget by the next board meeting alongside my colleagues. This is not a goodbye. Woodland will always be home and I look forward to connecting with new neighbors, continuing to advocate for our school district and supporting all residents of our community in new ways. You will continue to see me active, engaged, and deeply committed to public service and excited for what
014comes next in my journey. Thank you again for this honor, for the opportunity to serve, and for the work we will continue to do together on behalf of our students and our community. Thank you. If any board members would like to share any messages or any... Trustee Brubaker, you can go down. I don't know if you remember this or not, but years ago I came and I gave public comment and I was very emotional. And after the meeting, you came up to me and gave me your card and you said, if you ever need anything, please let me know. And that was the first time an elected person had cared about anything I had to say. And that stayed with me. And that might very well be the one little seeds that led me here.
015I have enjoyed getting to know you as a colleague over the last year. I have... Benefited from your leadership as our president learning from you how to be a leader as a woman and as a mother Which is always a difficult balance And I wish you all the best I know you have great things ahead of you. I'm so excited for your future And I know that you will Sorry, I think I'm done Thank you. Thank you. Trustee Brubaker Trustee Garcia Yes, so I want to say thank you, Trustee Bautista Zavala, for all your work this past year and the time you dedicate to our community. And I wish you the best for the next chapter in your life. Thank you, Trustee Garcia. Would anybody else like to share any words? Trustee Mojica Rodriguez. thank
016you i don't even know where to start um i'll start with thank you Thank you for all the time and energy you have dedicated to this school district. I love that Trustee Brubaker shared that example because to me it is completely Deborah, completely Trustee Bautista Zavala. You are generous with your time, you are kind, you are brilliant, and you are so incredibly passionate about your community and the education experiences of all of our students and teachers. and the community at large. And being a trustee, this is, I think we just completed our first birthday, Trustee Brubaker and I, right? So one year in this seat. It is not easy. It is very time consuming. And being on the agendizing team is even more time consuming. And it's a really, really big responsibility that I know
017you have taken incredibly seriously. There has not been a time that I have reached out and you have not immediately responded and made time, even though you have a full-time job, you have a family, you had a lot of life events, you were board president, and everything else that comes along with life, and I really, really appreciate that, your mentorship. and the care that you take with every single interaction that you have. You will be very, very missed. I will still be in touch and be reaching out. And I know you will still be very active in the community. So thank you for serving in this capacity for all of the years that you have and for stepping up into the role of president. It has been a absolute honor to serve on the board
018with you this past year. Thank you. Are there any other comments that would like to be shared? Trustee Ken Richardson-Feller. I will just say that I probably wouldn't be on this school board if it wasn't for you. I think several of us on the board can actually say that. I don't know how. I mean we all juggle balls but I don't know how you were able to be board president and plan a wedding abroad. That goes to your organization your. goal setting your I want this to happen and it's gonna happen. And I saw you do that as a Beamer PTA mom. I saw you do that at Douglas Middle School to get that trip to Disneyland for our students. I see you do that here on the board as well. And I cannot wait
019to see what you are doing next. I've ever since I've been on the board you've been here so this is going to be an interesting change in dynamics. So enjoy your time. I hope you actually do take some time for you and your new blended family. OK very good. Are there any other comments. I just want to say thank you for the contributions you made. We started at the same time and. those early years we know we worked on a lot of good things made a lot of good changes for students and in our districts and wish you the best in your new endeavors mr. president I just wanted to before we conclude I wanted to say thank you to my family and my friends I also want to say that when I first got
020elected in 2018 my mom was here and I know that she's here today and thank you Gracias a mi familia. Thank you to my husband. My girls are not here tonight. My oldest has a soccer game. And my youngest is with her dad. But they're definitely missed. Thank you so much for being here. Thank you, Trustee Baptista Zavala. We'd like to take a group picture with you, if possible. Bring your gavel. We'll all kind of go over to the board. And I'll go. OK, we'll just hold a minute here while. Trustee Bautista Zavala takes some awesome pictures with her family and friends. Thank you very much, Trustee Bautista Zavala, for all your service. Can we have one more round of applause for her? Okay, that was a great moment for this board and a great
021president and a great board member. Moving on to H2 presentation resolution Martin Luther King Jr. Day. If I could have I'm going to be presenting this if I could have the black student union members meet me at the podium. Are both Woodland High and Pioneer here? Oh advisor come on up. Do we have the advisor for Pioneer? No. OK. All right. Well I want to introduce black student unions not everybody might know what they are and black student unions work to promote community and belonging for black and African-American students by creating safe and affirming spaces for students to connect. They provide a forum for students to celebrate black culture heritage and excellence. Woodland High has had a black student union for several years and this is the first year that Pioneer High School has a
022black student union. At Woodland High four years ago, a group of students decided to start up the Black Student Union and the Black Student Union has organized speakers and performers at events during Black History Month on campus. At Pioneer High, the club has a group of interested students and is starting to meet this month. Congratulations to them. So I'd like to just read a partial slips of the resolution that I will present to all of you here today. Whereas renowned civil rights leader Dr. Martin Luther King was born in Atlanta, Georgia on January 15th, 1929, and whereas Dr. King and the civil rights movement helped change public policy from segregation to integration, resulting in the repeal of the post-Reconstruction era state laws mandating racial segregation in the South, known as Jim Crow laws. Thereby... leading
023to the passage of the Civil Rights Act of 1964 and the Voting Rights Act of 1965 and other anti-discrimination laws aimed at ending economic, legal, and social segregation in America. And whereas on April 4th, 1968, while in Memphis, Tennessee, assisting striking sanitation workers, Dr. King was assassinated. Whereas despite resistance to the creation of a new national holiday, the diligence and perseverance of United States Representative John Conyers and numerous others in pursuing this goal culminated on November 2nd, 1983, when then President Ronald Reagan signed legislation making Dr. King's birthday a national holiday. And January 20th, 1986 marked the first observance of Dr. Martin Luther King Jr.'s day. And whereas the Reverend Dr. Martin Luther King Jr. devoted his life to fighting segregation and injustice by nonviolent means and is an outstanding example of courageous leadership in
024the face of unrelenting violence and harassment. Now, therefore, be it resolved that the Woodland Joint Unified School District Board of Trustees hereby proclaims January 19th, 2026 as Martin Luther King Jr. King Jr. Day and encourages schools to teach about the life of Dr. King and to participate in celebrations honoring the life and legacy of Dr. King as a powerful force for social justice and empowerment for all. And I'd love to present this to you all. If you have any comments or anything you'd like to share. Yeah please. Thank you for this resolution. Having a black student union at our schools is a great opportunity for campus solidarity by having solidarity on campus. We can support deeper learning of historical and cultural topics. If we don't address these and this historical injustice we are doomed to
025repeat it. Thank you. Any other comments. Thank you very much. OK. Next next we will move on to item I student reports. We have one student here. If you'd like to come on up and give your report. I'm sorry what's that. And this is Pioneer High High School. Thank you. Green button. Yep. Good evening Board President Rodriguez, Trustees Superintendent Ortega-Lampkin, Executive Cabinet, and our community. This week was quite eventless as this was the first week back from a very restful winter break. But regardless, today my report is on the following. We started the spring semester this past Monday and the students are slowly immersing themselves back into the school schedule. Pioneer High School is in the midst of winter sports, and each team is contending to show outstanding performance, hard work, dedication on and off
026the field. This whole week, Pioneer High School's HOSA chapter has been dedicating their lunch periods to encouraging students to set intentional resolutions for 2026. This includes moving your body, eating healthy, sleeping well, and breaking bad habits. The 2026 Pioneer High School Chess Tournament will be beginning soon. This year there will be up to $600 worth of cash prizes for the winners. Pioneers ASB will be hosting a winter social tomorrow from 6 to 8 p.m. in the cafeteria to play board games, watch a movie, or participate in a gingerbread decorating contest. There will be snacks, ramen, and drinks to purchase, and the entry is free. The Pioneer Choir program is sponsoring a special solo concert on January 23rd. The concert is open to any student who enjoys singing. That concludes my report, thank you. Thank you
027very much, Temi. It looks like Cache Creek High School representative is not here, nor the Woodland High School, okay. We will then move on to item J, public comment. Looks like we have six comments. First public comment is Alexandria Clark, and then we have Lane Manzara's Good evening. My name is Alexandria Clark, and I'm a ninth grader at Pioneer High School as a kid who took a zero period throughout middle school I was very relieved to find out that high school came with multiple electives in our schedule on the contrary You can probably imagine my sheer disappointment when I was told that the board wanted to get rid of one of these classes This means that we will have one less elective in our schedule Not only does this decision seem nonsensical, but it's a
028showcase of irresponsibility on the board's behalf. Electives play a vital role in shaping a student's personal growth and academic paths. They provide students with an opportunity to learn more about things that intrigue them, as well as a point to branch out and learn new things. Over the past two days, I surveyed 82 students. 76.5% of these students had a negative opinion on the change. 13.4% remained neutral. and a minuscule 7.3 percent supported the removal of a class period. By ignoring these opinions, you are saying that you value your own selfish ideals over the growth of students. The need for money is understandable. However, there are copious amounts of options to raise funds that don't detrimentically affect a student's quality of life. I will not stand to watch my school district prioritize a rich person's paycheck
029over their student's education. Thank you. Thank you, Ms. Clark. Next, we have Lane and then Willow. Good afternoon. My name is Lane Manzanaris, and I am a 9th grade student at Pioneer High School. Recently, I have caught wind that there is a plan to eliminate our 7th period by the time of 2028. You say that this is to save money. However, this district has enough funds to continue comfortably supporting a 7th period. So there's no need to cut it off. With the removal of a seventh period, countless futures will never come to fruition simply because the facility, whose primary purpose is to educate the future of our country, our world, was unable to provide essential teachings required for such futures. Are you really saying that you'll prioritize money over the education of countless futures? In
030generations? Nothing good will come of this. As students, we are told that we must attend school on an almost daily basis in order to better our futures. It makes sense, but what good is that to attend every workday when the future that I and many high schoolers look forward to will never be able to be supported in the first place because somebody wants more money in their pocket. It isn't fair for students to have the education and enrichment that they rightfully deserve be stripped away from them by people who don't even attend these facilities because somebody wants a bigger financial gain. We are humans too. So why are we being treated like we are lesser? Like we don't matter. Like our voices and our futures don't matter. If you were in our position, how would
031you feel? Thank you for listening. Thank You miss Manzanera's Next we have willow and then Valens now after that Yes, just a comment clarify yes the cuts are not gonna put any money in anybody's pockets want to clarify that so I want that to be understood as being the situation again the cuts are being considered because we're in a structural deficit and We have to adjust the budgets and there's different ways to do it and that's one of the options available. But again money's not going to go into anybody's pockets from making that change. Thank you for your comment. Hello. My name is Willow Fowler. I'm a ninth grade. I'm a ninth grader attending Pioneer High School. As of a few days ago I was told about what the board planned to do with seventh
032period. I am very confused as to why it was decided without the student opinion, because I know I much prefer the fact that I have two electives in high school than the one I had in middle school. In middle school, I used to wake up at 6 a.m. every day just to get a second elective period. And finding out I didn't have to do it in high school made me very excited to go to school. Now that I know you guys are trying to take it away and keep school the same length while making us sit through longer class periods, I'm very disappointed that I'm losing these opportunities because you guys want more money. When you remove one of our electives, you remove 50% of the possibilities, we would have one... if we had one
033elective instead of two. Colleges use these electives to decide who stands out and what they want. They want to have two years of language or arts, but the better the college, the more they want. More colleges want us to have three years of language and arts, and you expect us to have three years of both and only four years with one elective. I hope our education and futures are more important than taking this experience away from us. Thank you very much for letting me speak today. Thank you, Ms. Fowler. Next we have Valen and then so they mr. President question. Yes, what item are they speaking on? Under budget reduction for items on the agenda No, but a budget reduction specifically. Yes The district is slowly falling down with the people in charge right now.
034I would like to point out the only time students ever see the superintendent is for five minutes for a photo op. And other than that, we all know she's unavailable for her job, which leads all of the students to wonder why she gets paid so much while the people actually working with the students have to fight for what's right. That's the problem. those who actually care about the kids and community have to fight for fair pay and support while district office staff don't deserve what they're paid. School is for learning and finding new skills and talents in classes. That's what seventh period is for. Getting rid of an elective means kids would have less of a chance to know what they are good at and what they are capable of. All these kids that graduated
035high school graduated with knowledge of what they can do. That's what electives are for. By taking that away, we won't have any idea of what other things we can do. The district has always talked about how school should be a fun place for us to learn new things, and you're right. It should be. But by taking an elective away, you're taking our abilities and skills away. You're taking the fun out of it. Electives are enjoyable for kids because they get to choose what they want to do. The district didn't even think of the kids. They think of themselves and no one else. They do what benefits them, which means they shouldn't even be here if it doesn't benefit us kids and teachers. The district people have been taking and taking for so long. I don't
036like that we kids have to tell you adults what you're doing wrong. Thank you, Ms. Carr. Next we have is obey and then Irie Clarification yes, it's one clarifying and this is not something staff is recommending It's something that a board member asked to be considered and the board will be considering it But again, it wasn't staff that's asking for us to make these changes. So just want to give credit where credit is due Thank you for your clarification Good evening. My name is Zoe Benning, and I'm a seventh grader at Lee Junior High. I would like to thank you for the opportunity to speak and share my point of view with you all tonight. I'm here to discuss the board's consideration of cutting the number of periods and elective choices in our district's high
037schools. This decision will negatively impact both incoming and current high school students in our district. Here's why. First and foremost, having one less class per day will make graduating more difficult. As of right now, both Woodland High School and Pioneer High School require a minimum of 230 credits to graduate. Each completed course earns you five credits. When you decrease the amount of courses kids can take per semester, students will earn less credits, thus making the credit requirement harder to achieve. If you have one less elective per day, it will make the graduation process more difficult and slow, and will most likely result in a student's need for summer school and or an extra year. Second of all, removing a period will result in decreased engagement and involvement in our high schools. Electives act as a
038mental break from the stress of core classes. Elective classes are often what keep students from becoming bored and mentally exhausted from school, so the more electives, the better. On a similar note, having increased class durations can cause students to become burned out, overworked, and less engaged. Furthermore, having one less elective per day will decrease college preparation in students. Electives allow you to explore potential majors and careers, and by broadening your horizon of interests, you will often find new things about yourself that will help you succeed in not only college, but also the real world. With one less elective, students won't have as many opportunities to prepare themselves for what they want to do in college. Finally, many electives teach students skills for becoming independent in the real world. Some of these classes teach skills that
039include, but are not limited to, financial literacy, practical daily living, and crucial personal development. With only one elective available, students will most likely not be able to take a part in both their interests and important life skill developments. As I have expressed, If you cut the amount of periods and elective choices in high school, the impact will negatively affect both incoming and current high school students. Once again, I'd like to thank you for the opportunity to speak here today. And speaking on behalf of all of the Woodland School District students, I would greatly appreciate it if you consider my perspective in the final decision. Thank you very much. Thank you, Ms. Bennion. Question for the superintendent. Correct me if I'm wrong, my memory might fail me, but before when it was six periods and they
040had the graduation requirement units were lower, right, and the board increased them to be able to, I guess, match the fact. And so therefore the board could also decrease the requirements again if we recuse, correct? That is correct. Okay, thank you. Okay, and our last public comment, Irie Carr. Good evening. My name is Irie Carr, and I'm a current junior at Pioneer High School. To be told to do more with less is quite literally an oxymoron, which we have heard so many times, except now we are actually feeling it and seeing it across the district at every school. You can't keep asking the incredible teachers of our district to put everything they have and then some into our jobs while the rest of you enjoy your office jobs. I have one year left, and let
041me tell you that the students have never felt the negative impact of the choices made by the adults that sit in this office making decisions more than we do now. If a student can see what's going on, you know what's bad. There have been discussions about reducing the school day down from seven periods to six. Doing so causes more harm than good. Taking away our seventh period removes the opportunity for an elective, which is really the opportunity to further expand our knowledge and have something to enjoy about school. High school has not been the best experience for me, as I'm sure others can relate to. But there's one thing I have always looked forward to, my elective classes. Currently, my favorite class is my elective, which is forensics with Ms. Lafferty. If this is not
042enough to make you realize what taking away seventh period will really do, then consider VAPA. The visual and performing arts programs at schools will wither away because there is no longer the opportunity to balance required classes and classes we actually want to take. I'm speaking on behalf of my choir, band, and theater friends who could not be here at this meeting today when I say we need these courses. Without a seventh period, students will be left to take only classes they are required to take and will miss out on classes just as valuable. I also want to take a moment to recognize what this will do to our CTE pathways. CTE Pathways gives students the opportunity to begin gaining knowledge for their desired career path in high school. Removing seventh period would remove students ability
043to find and start their passions early on because they will have to pick classes that only meet graduation requirements rather than allowing them to start building a foundation for themselves. I know for myself I'm a part of the HOSA pathway which is the medical pathway. Colleges look heavily at clubs you are part of in the classes you take. Having HOSA under my belt boosts my chances at getting into a good college to study the medical field. If you take away CTE pathways students chances of getting into the colleges will plummet. All we hear and see is the district constantly taking away things from schools to save money. Removing seventh period is nothing positive for the students. Have the people that will be affected by this change actually been considered? Because it does not feel like
044it. Thank you. Thank you, Ms. Carr. Okay, that should be the last public comment on item J. We'll move forward to item K, reports. Superintendent. Somebody's gonna put the power for me? Thank you. Well, But no my report we're adjusting we have our new director here And used to are the way that we do things that our district every district does a little things a little different Okay, thank you. Good job All right, um Just a reminder. I'm going to be giving you a report. First of all, happy new year Happy New Year and just a You know happy new year to all staff I'm glad that we're able to have the first meeting of the year with a tentative agreement in the process Very excited that we were able to come to a mutual
045agreement to continue to allow us to be able to focus more on teaching and learning and our board priorities. That was very, and I recognize that there was a lot of concern from both staff and from district level staff and the negotiations team and also for the teachers union negotiation team and all the members. And so I just want to thank everyone for their patience through this process and very glad that we have finally come to an agreement so that we can continue to focus. COMPLETELY, 100% ON STUDENTS IN THE CLASSROOM EVERY DAY AND FOCUS ON OUR PRIORITIES. So I just want to talk a little bit because we haven't been back for too long We've been on winter break, but right before we went on the break we were able to join the parade
046It was a lot of fun. We have several of our trustees there some of our students and we had this amazing Decorating decorations of our bus created into a gingerbread bus by our transportation department So I want to tell a tell Tony again Thank him for his staff. I know this is one of their favorite events. This put a lot of time and creativity into this. And it was a lot of excited little faces when we were driving by to see the gingerbread house coming by. So thank you all for participating in this wonderful community event. Soon after that we all went on a break much needed a break But we started rolling back getting back to focusing on our data We had our principals come back on Thursday January 8th, and they were reviewing
047data and collaborating We also had an opportunity for our new board president to come and address our leadership team. So thank you for president Rodriguez for coming to greet the principals and set the stage for the start of the school year the next day Friday many of our teachers participated in professional development day where they focused on instructional programs and there was a lot of teachers, there was different workshops that teachers had an opportunity to participate so I want to thank our teachers that were able to make it and those who need an extra little day break, that's fine, that was fine too. Whatever met your needs to make sure that we're ready to come back on the next Monday to welcome back our students. Also, we want to let you know that this is
048our students who won the Everyday Counts attendance poster contest, and you have your calendars there. So that's always fun to have in the office, and you get to enjoy a message that was created by our students each month to promote attendance. And each of our schools will receive posters, and each of the students that won are going to be recognized at their school and given a calendar that they can take home. So congratulations to all our students for helping us send that positive message. And also the city of Woodland every year conducts a Martin Luther King contest for art, visual arts, and an essay. And we had several winners. There were some other several winners from one of our local. private schools here as well but we have these are the students from our district
049i wanted to let you know that on tuesday at six o'clock at city hall our students will be recognized so we'll be there to cheer them on and make sure that jerry's there to make sure that they feel supported and congratulate them for participating first right it takes one step to participate and then to be selected and so we're very proud so we look forward to being there and you're invited to come Also, our very own Trustee Fowler was also recognized at the Yolo County Office of Education, and she received the Black History Month resolution. And I can just tell you that I was just so proud to see one of our trustees up there speaking in front of our county office and receiving the resolution and being able to be there and for her
050to, you know, she spoke. made some very beautiful words that she shared and there was also a community member Mrs. Holum from Davis they both received the resolution and so I just want to congratulate Trustee Fowler for receiving this resolution at the county office and for representing our district well Also, this is very interesting news. This is something that we were in it that we got contacted several months ago and honestly I almost forgot about it and they forgot to tell us that they actually published an article so there was this group a bridge by PBS and a news outlet that does research and does stories They were looking at districts around Northern California on that. They were looking to see what districts are doing to hire diversity and which districts are making advancements on
051that. They were looking at results. They were looking at CDE data. And so they contacted us and said, hey, we noticed that you've had an increase for the last couple years on increasing diversity of teaching staff. What are you doing in Woodland? And so they interviewed us. They told us they were going to do a story. They never came back to us, but we recently found out that they did it in October. So I wanted to just to share that, that we were contacted for that. And I want to thank our HR department and our staff for making progress in that area. I know that's an area that's been very important to the board to increase the diversity of our staff. So I will send you the full article and the weekly update so that
052you can read it. But I just wanted to let you know about this. And then federal and state updates. I just want to briefly just give you a few updates. Not much to share with the Department of Education. It continues to be changes every day. There continues to be threats regarding programs. We'll be hearing more about monitoring very closely. There's still a lot of unknown and uncertainty. on those funds so we're trying to be very cautious on our planning and you'll be hearing that must mention that tonight or before during our budget discussion also the governor just recently presented his bait budget proposal now that doesn't all become all official i go this through that's the first step is for him to announce his proposed budget and then we'll know a little more at the
053may revise where it starts getting more established and so we'll be monitoring that but in the meantime I'm just going to share a couple highlights I'm not going to go into too much detail but originally there was a projection of a COLA of 3.07 for the 26-27 school year but now that has been lowered down to a 2.4 COLA so that's I think the significant information for the trustees to know also there is potentially some additional funding coming to us on a one-time block, but we still don't have the details and the amount, and we won't know that until later, so it's something we can't count on now, but something that could be helpful for us to assist us in the near future. And also, the governor is very strong still on supporting the TK
054program for all students and the community schools. So those are just some few highlights. There's also going to be a workshop that we sent you information on the county office to hear more details about the governor's budget. And I sent you an invitation. So if you haven't had time to look at that, please let us know and we'll register you for that workshop. And then just for tonight, I've been sharing this as we've been coming up to the budget. We've had two meetings, one on November 20th and December 11th, where we spent a substantial amount of time on discussing the budget. So we are now on the January 15th meeting. This is the meeting where we really need to make some significant decisions tonight. If we cannot make it 100%, we need to be very
055close to that because we are running out of time. And the January 22nd meeting is already heavily impacted. There was a lot of comments tonight about sixth period. And students, I want to let you know that that's going to be discussed on the 22nd. We're not discussing sixth period today, but so that, you know, I want to make sure you're all informed. But for today, we're going to talk about the staff's recommendations. And so we do have a heavy agenda for the 22nd, so it's in our best interest to make as much headway on making decisions on the budget tonight. And if there's still a few things that we still need time, we can do that on the 22nd, but we can't spend the whole time on the budget without putting us in the jeopardy
056of not meeting certain requirements for potential layoffs. And that concludes my report. Thank you. Thank you, Superintendent. Move on to K2, report from California School Employees Association. Hello, my name is Rebecca Rossiter. I'm the library technician at Douglas Middle School and I proudly serve as president of the chapter 118 of the California School Employees Association. CSCA acknowledges the enactment of Assembly Bill 339, which amended the Myers-Millius Brown Act to strengthen notice and transparency requirements when contracting out work performed by bargaining unit employees. As a district moves forward under this new law, we expect timely notice and meaningful communication consistent with its requirements. Early collaboration will be critical to ensuring that decisions impacting classified employees are thoughtful, legally compliant, and aligned with the long-term stability of our schools. As the board considers significant budget adjustments this
057evening, including reductions and eliminations that directly impact classified employees, We want to emphasize that these decisions carry real and lasting consequences for the staff who support students, classrooms, and school operations every day. Classified employees are essential to maintaining safe facilities, stable learning environments, and consistent services for students and families. We note that roughly half of the proposed eliminations are borne by classified positions, while the district continues to contract for services related to positions that are currently vacant or needed to support staff who remain. This contrast raises important questions about long-term efficiency, equity, and sustainability, particularly when reduced internal capacity coincides with ongoing external costs. Additionally, during prior board and superintendent discussions, reductions have largely been framed as the elimination of positions due to the expiration of one-time funding. and reducing deficit spending with limited discussion
058around corresponding reductions to programs or expectations for remaining staff. Eliminating positions without adjusting the scope of work assumes the burden will be shifted to those who remain. As those decisions are finalized, we urge the board to openly discuss how workloads, expectations, and services will be aligned with reduced staffing levels. We would also like to acknowledge the extensive classification study process that the district and our team have been engaged in for the past three years. Significant time and public resources have been invested to comprehensively review and update more than 90 classified job descriptions. While this work represents meaningful progress, the process is currently stalled due to the district's position to move job descriptions forward for member approval without corresponding salary placement. Our state association has advised that job descriptions are not complete without salary alignment and
059may not meet the requirements of the 610 approval process in their current form. Additionally, we do not believe our membership will approve job descriptions absent that information as it adds duties to the job descriptions without a salary. As a result, a substantial investment of time and funding is at risk of remaining unresolved. We urge the board to stay aware of this issue and to support a path forward that brings this longstanding process to completion. We appreciate the opportunity for continued dialogue and partnership as the district navigates these difficult decisions and we look forward to working collaboratively to ensure transparency, equity, and thoughtful consideration of the human impact behind each decision. Thank you. Thank you. XK3, report from Woodland Education Association. Good evening and congratulations to our new board president Rodriguez Happy New Year trustees superintendent
060and members of our community. I hope you had a restful few weeks off My name is Becca Bernard. I'm the president of the Woodland Education Association And I've taught seventh grade science at Douglas for nearly a decade Tonight I am more than excited to share long-awaited news that after two sessions of state mediation, WEA has officially reached a tentative agreement with the district. We've been negotiating for over a year, and it's time for our educators... It's okay, I feel the same. Everybody okay out there? Yeah? Okay. It was just so shocking, wasn't it? I was shocked, too. Okay. We've been negotiating for over a year, and it's time for our educators to take a collective deep breath. This agreement didn't happen by accident. It happened because our 500 plus members organized, showed up, and stayed
061united. Before the holidays, 80% of Woodland educators had committed to doing whatever it takes to support our bargaining team. That tells you that these issues are not small and not isolated. They are deeply felt across our district, and we recognize the... the district's willingness to make the necessary movement at the table to come to an agreement now. This tentative agreement includes a 3.5% raise for this school year, $1,000 annually towards health care costs, a $5,000 retention bonus for teachers who stayed, and the establishment of a committee to address health care costs to improve benefit options. However, it also included a critical win for our members by rejecting punitive language that would have tied movement on the salary schedule to negative evaluations. Our educators showed up and demanded support, not threats hanging over their livelihood, and
062I am very grateful that their voices were heard. WEA's bargaining team and executive board unanimously support this tentative agreement and will be recommending a yes vote to our members. Ratification details will be shared soon and after a short intermission we will dive right back into our contract reopeners for 26-27. We will continue bargaining wages, benefits, and working conditions to fight for the safe and stable schools our students deserve. This tentative agreement is a step in the right direction, and we're truly just getting started. But it matters to recognize milestones like this because they represent real progress for educators and stability for students. Lastly, I want to thank our members for showing up with unity and strength, those who wore red every Wednesday, who participated in walk-ins, actions, and site meetings, and the hundreds who packed
063board meetings to advocate for our schools. The unity we've built this year is the real win, because our power comes from our members, and this agreement is proof that when we stand together, we win, and so do our students. Before I end my report, I want to share a few concerns our members have about the budget conversation happening tonight. We understand the importance of long-term planning, but what remains unclear and deeply concerning is why the district continues to be so fixated on cutting positions and shrinking student supports while sitting on an enormous amount of reserves. As I might have mentioned once or twice, according to the district's unaudited actuals, you have an ending fund balance of $78.5 million, with about $60 million of that being unrestricted. In plain language, the district can create a positive
064budget without destabilizing school sites if it chooses to use the resources available. Yet tonight, we're still looking at proposed reductions that directly impact students, like cuts to paraprofessionals, EL support, and other services. And before anyone tells me that one-time money can't be used for ongoing costs, I'll just note that the governor's January budget projects the state conditions will trigger the 10% reserve cap for school districts both in the 25-26 and 26-27 school years, meaning districts will need a real plan to responsibly spend down excess reserves in ways that actually support students and stabilize schools. So the question isn't whether you'll have to plan to use these reserves, it's whether you'll choose to invest them strategically in classes now to strengthen teacher support, retention, and culture in Woodland. My ask to this board is simple. It's
065time to create a transparent, long-term plan showing how you will use reserves strategically to protect students, preserve programs, and invest in stability, rather than cutting the very positions that hold schools together. Your board priorities emphasize an equity lens, strong classroom instruction, and safe, healthy learning environments. WEA fully agrees with those values. Now we need the district's actions to match them. WEA is ready to continue partnering to stabilize our district, but that stability requires real investment in schools, not fear-based budgeting. Thank you. This concludes my report. Clarification. Question? Yes, Trustee Villegas. I have a question. Trustee Villegas has a clarifying question. Did you say 80 or 90% of the, I didn't catch it. Before the break, it was 80%. Okay, thank you. And was that of the respondents or the total membership? 80% of our members
066were willing to do whatever it took to support our bargaining team. Thank you. Thank you, Trustee Villagrana. Okay, we'll move on to K-4, report from board members. Do any of the board members have a report? Anybody like to start? Anyone? Trustee Rodriguez-Mohica? Thank you, I would like to take this opportunity to request support from the board to Give our superintendent direction to bring the six period item as an information action item on January 22nd I SUBMITTED A YELLOW SHEET FOR THIS AS AN INFORMATION ACTION ITEM. I WANT TO SEE IF I HAVE BOARD SUPPORT TO DIRECT THE SUPERINTENDENT TO HONOR THAT YELLOW SHEET AND BRING IT BACK AS AN INFORMATION ACTION ITEM. SECOND. POINT OF CLARIFICATION, ARE YOU ONLY INTERESTED IN HEARING THE REDUCTION FROM SEVENTH PERIOD TO SIXTH PERIOD OR ARE YOU INTERESTED IN
067HEARING ABOUT OTHER SCHEDULING OPTIONS? I DON'T KNOW THAT WE HAVE TIME TO DO MORE THAN WHAT THE STAFF HAS ALREADY PREPARED. I WOULD LOVE TO HEAR MORE OPTIONS, BUT I THINK THAT WOULD BE A SEPARATE ITEM. SO FOR THIS ONE, IT WOULD BE THE INFORMATION PIECE, BUT THEN ALSO ACTION AT THE 22ND MEETING. THEN I CAN ONLY SUPPORT INFORMATION. SO DURING YOUR BOARD REPORT, YOU'RE ASKING... FOR BOARD SUPPORT TO GIVE THE SUPERINTENDENT DIRECTION. YOU ARE ASKING FOR A SHOW OF HANDS? YES, PLEASE. YOU ARE AWARE THAT THE YELLOW SHEET THAT YOU SUBMITTED IS IN THE PROCESS WITH THE AGENDA PLANNING GROUP? Yes, I believe it's coming back on the 22nd, right it is definitely coming back on the 22nd It could not come back. Well, it could have come back this meeting, but we chose
068the budget priority over that and Then the assessment was through the agenda planning committee that the issue was important enough and should be treated as a major issue and Generally speaking. I'm sure there's some exceptions but generally speaking those types of issues go information first and then they come back for action and in that in in that space is you know how the agenda committee is trying to deal with with your yellow sheet so it seems like I know that that it's something that's very important to you very important to those who who support you FOR AN ITEM. THERE IS A PROCESS FOR DOING THIS. IT IS IN THE PROCESS. I UNDERSTAND THAT. I THINK I'M ASKING FOR BOARD SUPPORT BECAUSE THAT WAS WHAT I YELLOW SHEETED. ASKING THE BOARD TO HONOR MY REQUEST. ALSO,
069TO MAKE SURE THAT EVERYONE ON THE BOARD THAT HAS BEEN A PART OF THE CONVERSATIONS HAS AN OPPORTUNITY TO ACTUALLY BE ABLE TO PARTICIPATE IN THAT DISCUSSION. OK. Well, I guess one of the things, you know, I'm interested in trying to support all of us. I'm not sure that, I think that, you know, the process by what you're asking for is already ratified in our bylaws. So we could take... we could do a show of support, but even if you say you gain that show of support, I'm not sure that that would supersede what's already in our bylaws about how to deal with this kind of a process, right? So let's just... So if we went forward with this, you know, then I think the next action would be for me to ask the superintendent
070to go back to legal to see if this process is somehow superseding what our bylaws are. Our bylaws should really dictate how we move forward. And those bylaws dictate that you submit a yellow sheet. The yellow sheet then goes to the agenda planning committee. And the agenda planning committee tries to come to consensus on these things. And those who have the, so if you can, you come to consensus. And those who, and if you can, you can. And we did come to consensus about how this would move forward. And the final say seems to lie with the superintendent and or the president about how to move forward with an item. And so if we do try and move forward to see if there's how many votes you'd like to move forward with action and action
071for your item, you know, this is the groundwork that we'll have to get through to see whether or not, you know, that if you had a successful showing of four votes could get through. The bylaws that we already have in the process that we already have I just want to explain Sure. So if I'm understanding, you're good with the show of hands, but you'll just have to do a little research on the back end to make sure that we can carry that forward? It's not that I'm not necessarily good with the show of hands, because I think there's already a process in place to try and meet your needs. And I don't think that anything out of the ordinary has happened, right, in terms of how we deal with these issues. And so, but I'm,
072you know, I'm willing to. try and facilitate you know what you're asking for but even if I do facilitate it and even if you do get that vote I think there'll still be a secondary question that I will take back to the superintendent to our legal whether or not it's it's legitimate in other words whether or not your if you got four would supersede the process we already have to agendize items yeah okay superintendent do you want to add any Anything before I did I move forward this had my hand up and you're giving her a chance. Oh, I'm sorry. I'm sorry. Thank you So I just want to clarify something this yellow sheet was submitted while I was still board president and it was my Understanding that when this yellow sheet came through we
073were prioritizing for this item to come on the January 22nd agenda That's what it was slated for as submitted action Item, that's the way she submitted it When I came off as board president, the new executive board changed that. And when I was board president, I was told, we cannot do it on the first board meeting because we need time for the research to take place. So then it was slated for the 22nd. And that was after the review of the executive board. We revised we looked it over we talked about it and we said okay. No problem Let's put it on the 22nd. I come off as board president and this morning I find out of this change. I Did not I had no idea about this With all due respect. I'm no longer
074the board president. I respect that but What I was told and the direction that was given when I was board president was that that item was going to come up as actionable on January 22nd. I step off and excuse me if I'm repeating myself, it's changed. And I find out about this change completely last minute during a conversation that was completely unrelated to this that led to this conversation. So I'm expressing my frustration. that I was led to believe something before I stepped off as board president and now I'm a member of the board and it's completely different. So I am frustrated but I also feel disrespected and I feel that now Trustee Rodriguez's item is not being honored as submitted as a yellow sheet. And she now has an opportunity to do a motion
075and I don't know that you can supersede if the majority is If the majority does in fact approve what she's asking for tonight. Yes, and my comment was that we would try and clarify that Superintendent do you have any? clarifications The yellow she was turned in as an information action after the Trustee mojica and I had discussions. She did adjust it to information action the agenda planning committee reviewed The requests that we do all the requests and you know follow the bylaws of it it is within the board with our bylaws it is within the agenda planning committee to adjust The action it's still honoring both requests the information and the action but in two separate meetings and so they do are able to do that I did speak to legal counsel and it's very
076clear in our bylaws that the agenda planning meeting makes That you know the process that we have and so but if the board wants to give direction to Me to work with the agenda planning committee to review that again, then that's what we'll do But there can't be a motion on something that's not a Gentiles an action on on a board report But there could be a show of hands for direction Trustee Brubaker. So I want to preface this by saying I was I had to miss the agenda planning meeting where this decision was made but I do support it because historically we have Taken time to weigh very important decisions in my mind. This is not much more drastic of a change for our students than as if we were closing a school because
077it's going to drastically change how their schools are structured and I think that that deserves Information and time to think I understand trustee Batista Zavala's concern that she was not aware of this until recently, but that is the structure of how decisions are made. When she was on the agenda planning committee, other board members did not necessarily know our decisions until the agenda was coming out. So I apologize that that is the way it happened, but that is just how it happens when you're not on agenda planning. I think this deserves to have all of the time and due diligence to examine and think about the decision that it deserves. Thank you, Trustee Brubaker. Trustee Baldi-Cimbalo? This item came to the board when I was board president and at that time it was determined that
078it was going to be placed on the June 22nd as actionable information. Thank you for clarifying that, Superintendent. So we had already decided that at that time. You guys took it upon yourself to revise that and take it up again for reconsideration how you wanted to agendize it aside from the way we had already decided it. So you guys took up this decision two times. And the way we decided it when I was board president, you overruled it and you changed it. So not only did we invest hard agenda planning time the first time, we wasted that time and you guys reconsidered it and changed it. I feel like my time was wasted and the decision and effort that we made looking through the agenda, the yellow sheets that were submitted was a waste of
079time. I mean, why was it even reconsidered? We had already made a decision. I FEEL DISRESPECTED. I MEAN, I'M GOING TO STOP THERE. JUST TO CLARIFY, WE DID NOT DISCUSS THIS PARTICULAR ITEM UNTIL THE FIRST MONDAY WE GOT BACK FROM THE BREAK. I DISAGREE. WE SHOULD HAVE NOTES THAT WOULD BE ABLE TO SUBSTANTIATE WHAT DATE THAT WAS. TRUSTEE VIERA? From our recall we already have a legal opinion on whether a motion can be made to agenda things and I recall that the attorney said yes we could so if you can look up that memo again and send it to us because that's again the board as a whole has the ability to control the agenda the bylaw doesn't give authority and there's no language in the bylaw that gives the agenda planning committee authority to
080Agenda is it different than when the request of the board member is because the board member could have at the time that they submitted the yellow sheet said you know I make a motion that they'd be submitted this way and the board could have voted to do that again There's no language that says they can or can't so I don't know how you interpret that They can when there's language says yes or no At this point I could make a motion to suspend that bylaw And if the majority of the board, we would suspend that bylaw. And then we could then move to agendize the item. And again, that is all within bounds of Robert's rules. So again, I don't want to go. Can I finish? Yes, sir. I don't want to go through that
081process, obviously. Right. To me, it's simple. Agendize it as action information. It's a compromise. Right. And we land in the middle. And we move forward. And there might not even be support right now. I say let's see if there's support. It might die because there's no support. So we're spending a lot of time when there might not be four board members that want to agendize it as action four. But to me, it's about respecting the request of the board member because every board member has the ability to request items to be agendized, right? And they should be agendized how the board member requests it or else three board members are deciding, which is a minority of the board, how things should be considered. you know away from moving away from the request of the board
082member even how the agenda item is worded like the board member should decide how it's worded not three board members who are minority of the board a majority of the board can change that but again a minority to me doesn't make sense how that that could happen so again let's just see if they're supportive if there isn't then we're done with it instead of carrying on about this so BEFORE I FINISH, THERE WAS A VOTE AND THE MAJORITY DID VOTE TO MAKE THIS HAPPEN, TOO. THAT VOTE IS STILL IN PLACE. WHICH VOTE ARE YOU REFERRING TO? WHEN WE VOTED TO GO FROM SEVEN TO SIX PERIODS. YOU'RE AWARE THAT VOTE VIOLATED THE BROWN APP? NO. THERE'S NO RULING ABOUT THAT. So according to our legal counsel after we had him look into that the vote
083during the budget discussion for the 26 27 school year that vote to Eliminate six period for the starting that you 2728 school year was invalid because it was not properly agendized. That's not what the language in the memo says the opinion of understand it Our attorney is it there was a violation of the brown hat. That's not what the read it again Am I missing something superintendent? I've had several discussions with our legal counsels again today right before the board meeting and that that vote it was It's like it didn't happen because it was not properly agendized. The language in the memo is not that certain I Understood it to be a violation of the Brown Act So, okay, it seems like we've had a pretty good discussion. I'm willing to entertain. It sounds like
084Trustee Mojica-Rodriguez is asking for a show of hands to see for a direction to be able to... to supersede what the agenda committee has decided, which is for the next meeting to have your item up as information only. And so. TO HAVE IT AS INFORMATION ACTION. I'M SAYING THE AGENDA COMMITTEE HAS ALREADY DECIDED TO PUT IT ON AS INFORMATION ONLY. THEY ARE ASKING FOR IT TO BE INFORMATION ACTION. ARE THERE THREE? JUST PORTAL CLARIFICATION. HER REQUEST WAS NOT TO SUPERSEDEED. THAT WAS NOT HER LANGUAGE. So I just want to clarify that but go ahead. Yeah, okay. Thank you very much. So just to be clear, okay You're asking for to see if there are four votes to change the current agenda planning committee's decision to make to bring to be able to make the issue,
085the item of moving from seven periods to six periods, information action. You're looking for four votes, essentially majority. Okay, so. May I reword that? So what I want is for that item to be as I submitted it in the yellow sheet, which is an information action item. So I'll say I'll say it again, right so I'm seeking support From my colleagues on the board to give our superintendent direction To bring back the six period discussion on our January 22nd meeting as an information action item which would change the way it is now currently designated by the agenda committee. And I learned about that this morning, so I suppose so, but that wasn't my intention. My intention is for my item to be honored as I submitted it. Just trying to bring the full context. That's
086right. That's also full context. Okay. Are there, can I see hands? I would like to make a comment about, yes, so I would like to have enough time. to how long is gonna be that to the item to to see all the options to see all the We have enough time. So that was my curse my only concern the what? I'm not sure if I understand the question but at the next meeting it'll be as the agenda planning committee has Designated the next meeting it will be information only and then the following meeting it will be information action. So When we happen when you have an item is like we did the budget right I present information Sometimes when we present information, you might have other questions or additional information that you want me to
087bring back. And then when we're ready, when we bring everything back like tonight, we're ready to take action, right? So in this case, the request from Trustee Mojica is to bring out its information and action. So get the information on the same night and take action on the same night. The board can go either way. So what would happen is that we would not, the board could take action that night and not have an opportunity to bring back any additional information. And that's your decision. I JUST WANT TO SHARE. I WOULD LIKE TO SET PROCEEDS AND EVERY SINGLE ITEM IS TREATED THE SAME. ANY ITEM AGENDA SAME FOR THE PUBLIC OR FOR US AS BOARD MEMBERS, I WANT TO BE Treated as the same same process this time is is difficult for me and but
088I was support the trustee totally good mojito for this time. I went out honoring my my first boat to you Okay, so Is there four hands that are supported supporting a direction? Okay, there are four hands that support a direction FOR INFORMATION ACTION AND I'LL REQUEST THAT WE RUN THAT BY LEGAL TO SEE IF THAT'S POSSIBLE, IF THAT SOMEHOW THAT DOESN'T, IS THAT SUPERCEDING OUR AUTHORITY ON THE AGENDA REVIEW COMMITTEE. YEAH, WE HAVE VERY LITTLE TIME BECAUSE BOARD PACKAGE IS TO TOMORROW. TOMORROW. SO. Would like to ask my colleagues to try to get through the budget reductions tonight in that case so that we have enough time to actually consider this important topic at the next board meeting since What I think justifiably should be a discussion over two board meetings can be have the
089appropriate amount of time to consider Yes, even more reason why we need to make 99 to 100 percent decisions tonight. Yes, and and I just like for the superintendent to know that we I entertained that vote because I want to be As understanding as possible, but I I think I have a firm belief that the agenda the agenda complaining committee has final say as to how I THINK THAT IF THE POINT YOU ARE MAKING IS THAT FOUR VOTES ALWAYS dictates. It's not 100% true because there are Brown Act violations such as the last time. So it's not like an omnipotent, powerful 100%. I think there are legal possibilities where that may not be the case. Okay. Just a bit of it. I didn't say that I didn't say any of those things. Just clarifying. Yes,
090but I did Yeah, just I'm saying that you said if you're saying thank you. I'm saying I didn't say thank you. Just a bit on Does anybody else want to offer a report? what from where uh-huh, so I had the opportunity to attend the majority of a CSBA webinar about the governor's proposed agenda on Monday, I think Keep it brief because there was a lot of information. But one of the things that I thought was kind of interesting is They were discussing how we're proposed where the proposed budget right now has a possibly illegal reduction in PROP 98 FUNDING TO PUBLIC SCHOOLS WHICH IS NOW THE THIRD YEAR IN A ROW THAT'S DONE THAT'S HAPPENED AND THIS IS AN EVEN LARGER PERCENTAGE THAN IT HAS BEEN OVER THE LAST THREE YEARS. THEY WERE SPECULATING THAT
091PERHAPS PART OF THE CAUSE OF THAT IS BECAUSE OF THE, WHICH DOES NOT MAKE IT JUSTIFIED TO BE CLEAR, IS BECAUSE OF THE INTERRUPTIONS IN FEDERAL FUNDING THAT'S CAUSING THE STATE TO HAVE TO SHIFT MONEY AROUND TO TRY TO FILL THOSE HOLES. WHICH I JUST WANT TO HAVE BEYOND PEOPLE'S RADARS BECAUSE THERE MAY BE things happening that don't directly affect schools obviously but they still affect our schools. I think there was one other thing I wanted to mention but I don't know what it is so I'll stop. Thank you. Are there any other reports from board members? Okay seeing none I do not have a report I'll move on to K-5 information board committee updates. Are there any board committee updates? I WILL GIVE THE UPDATE THAT THE STAFF EVALUATION FOR THE BOARD OF TRUSTEES
092HAS BEEN SUBMITTED BACK TO THE DISTRICT TO LOOK OVER THE DRAFT AND WE NEED TO MEET AND DISCUSS IT WITH OUR SUPERINTENDENT TO LOOK IT OVER BEFORE WE BRING IT BACK. as a draft to the board. Also the evaluation committee will be meeting with the board in closed session at our next closed session meeting. And that is my update. Okay, moving on to L, teaching and learning. Information review quarterly report on Williams Uniform Complaints. Is there a report presentation on that? This is information only. No, just a written report. Are there any questions from trustees? No seeing none. Okay Thank you for the information We'll move on to item M Facilities and finance. This is an action item approve award of contract for category 1 e rate funding Okay, let me I just want to
093ask if there's any any questions just see I do I know that the If we can have information as to why we went with the higher bid instead of the lower bid. I'm not comfortable paying extra. So if I can help you understand. Okay. It's a great question, Trustee Viagrana. Essentially, E-rate allows us to not only consider cost or the amount when we're... making an assessment or an evaluation in terms of a vendor that we're going with. We're also able to take into consideration other factors as part of that process. And I'm trying to go off of this in memory, but there were a couple things when we evaluated the lower cost proposal, there were some shortcomings of what they submitted. And you're able to count those as points against the ranking when you're going
094about evaluating the proposal. So essentially, the lower base vendor or the lower cost vendor had a couple of marks in that area. And then there was also some other factors that we weighed that caused their rating to be much lower than the higher rated amount for our recommendation. And so that's why we're able to. The process, even though it was lower, there were some other criteria that they failed to meet, and it caused their overall ranking to be lower. Are there any other questions from trustees? I just want to say, before clarifying, I like the overall scores, how you indicated 95 versus the 80, on how you were rating the two different organizations. So thank you for that. I'm not just going with the cheapest who probably has the most outages. Right. There were some
095other there were some other hoops they needed to jump through that they didn't quite live up to. And that that factored against their score. Customer service all of that. Thank you for being thoughtful and mindful. Okay. Any other questions. All right. Can I get a motion to approve the award of contract for category 1E. Second. Moved by the motion is made by Trustee Richardson Fowler second by Trustee Garcia. Okay, we'll go to a roll call vote trustee via Rana. How do you know you can come back to me? Okay trustee Monica Rodriguez. Yes Yes Trustee Richardson Fowler. Yes Trustee Bautista aye Trustee Garcia. Yes Trustee Brubaker. Yes Trustee Rodriguez. Yes trustee via Rana. No, no Okay, we approved an award of contract for category 1E rate funding with six yeses and one no and no
096abstentions. Very good. Okay, before we move on to M2, does anybody need a five minute break? Are we good to keep going? Everybody's good. Okay, so we'll move on to item m2. It is information action review proposed budget adjustments and reductions elimination of particular kinds of services We have a public comment Okay, you have Becker Bernard Hello This is a question that I had for Lewis Wiley, and unfortunately we weren't able to connect because holidays and all of that. So this was the question I had the last time when I tried to ask in the middle. Apologies. When you're moving items over for some dollar amount from the list that you've been given, what happens to the budget for that one-time grant that it's getting moved into? So when you're saying, like, we're going to
097move this money from LCAP or something to this other one-time block grant, okay, is that grant block, is it empty? There's nothing that was assigned to already? Or are there other items that were already assigned for that one-time grant that are getting bumped or reduced because of the movement that you're creating, right? That's like the thing that I was really stuck on at the last conversation is how are you magically moving something over into this other category? What happened to the things that were in that category? And I apologize for explaining it to you the way I would to my students, but that's the best way I can explain it. It just seems confusing to me how you can shift nearly $5 million or something from one fund source to another without understanding what took
098up that space of that $5 million before the transfer happened. I hope that makes sense. If you want me to clarify, I can. But I just really would like to understand that when you're making these decisions because it doesn't make sense to me. That's all. Thanks. Thank you. Superintendent I don't know if you want to comment on that if you'd like to get back to her I'll try to adjust the term representation, but if we're gonna get really specific about the meat. Okay. Thank you No other public comments on them. Okay, so we have to so let's continue on with them, too All right, so we're here to continue discussion on proposed budget adjustments and reductions This like I said earlier in my board report. I mean the my superintendent report. We've had two Very
099thorough discuss meetings to discuss this So I'm bringing forward again This I'm gonna go really briefly because we've talked about this a lot But just really briefly just for the public who's here for the first time just to summarize some of the discussions we some of the things I've shared of why we're needing to Cut approximately or just eight eight point eight million dollars and that is because we need to reduce our deficit spending We need to develop a strong multi-year projections. So when we talk about multi-year, that means we've got to project that we already know that teachers get a step and column adjustment in their pay and their checks. I mean, all of us, you know, staff, so that we need to project ahead of time. We need to project retirement as an
100increasing. We need to project increased cost of many things. And so we need to turn in a healthy. Projection that we are going to be in good standing financially to the County Office of Education and that's got to be a three-year We also need to maximize our available funding and there's some comments today about that now Let's try to discuss describe it a little bit about how we try to maximize available funding to try to Get through just like the governor is doing I'm trying to weather the storm as we're going through this process We want to also to prepare for increase of costs automatic. We already know like PG needs going up as in your homes and you can only imagine what our bill is here the district so we can we have to
101uh anticipate for increased cost of things everything is going higher as we all notice as we go to the grocery store and it's not any difference for the district the paper is more expensive the ink cartridges and many things are increasing costs so we need to prepare for that as well we need to prepare for decrease of funding, especially one-time funding. Some of that funding is that we received during COVID. We received a lot of one-time money and it was great to get that support and we were able to hire additional staff. And now, unfortunately, that money is going away and we need to start, unfortunately, addressing what we are going to do with the staff that we hired during the money as those monies are going away. There's also things are happening with the
102federal government. potential impacts on what we're going to get from especially title one title two title three anything have to do with english learners those kinds of things are really high at risk and we need to prepare in case we do not receive those funds and then we need to support our races and ongoing ongoing costs of our races that we we are giving because our teachers support it, our teachers deserve it, and we need to adjust our budget in order to meet that obligation so that we can continue to move forward as a district. So that is why we are needing to make these adjustments. Now, when income is coming in, we are spending more than is coming in. So right now we in June those presented to the board received this presentation on
103our audited actuals and at the time we've had five million dollars of deficit spending so Because what's coming in we're spending more than it's coming in. So I Like to explain it for those. I think there's a student here still it's like when you get a paycheck in your house Your own home when you get a paycheck, but you're spending more than your paycheck You luckily have some savings that you can use to weather the storm But you can't count on your savings to keep going forever spending spending the same amount So you have to adjust because that savings isn't going to help you right it will help you For certain things, but you got to be very careful how you decide to use those savings That is our reserves. And yes, we have a
104high reserve right now we do but the restricted reserves The ones that are restricted, those are the ones, that's the one-time money that we're shifting the two to be restricted. The unrestricted, I'm waiting for another board meeting for the board to make some decisions because that's unrestricted and they can prioritize. The restricted, they can only use it for ELOP. So all our carryovers from different budgets kind of combined together, the supplemental concentration monies that school sites don't spend, all those other pockets of one-time money that maybe there was carryover, maybe we didn't hire enough, we weren't able to fill positions, maybe we were planning to do a staff development and decided not to. So all these little pockets come together to make this amount. So it's not like one account, it's all these. layers and
105that creates some the reserve and some of that is a lot of it is restricted and Again, a lot some of it is unrestricted. So what we're doing with this budget Reductions, I I know that we need to address the reserves and that and we are but actually money takes time to spend so some of those one-time pockets have a plan to keep certain positions for two three years So next year you'll see it go down a little bit, but it's gonna still be there. It's gonna go down there but there's actually positions in those the Undesignated that both once those are the ones that the board has not made decisions on So I hope that helps a little bit. So the other challenge that we have is the majority of our funds go to
106staffing. So when you have a budget and the majority goes to staffing and now you need to cut, there's no way around it but to have to cut staffing to address that. The other challenge that we're having is that enrollment continues to go down and we get funded by enrollment We get even one-time money comes by enrollment just about every grant comes by enrollment And so as we get enrollment, we're getting our l caps getting smaller or one any allocations are getting smaller our ad a we're getting less It's getting smaller but if we have been Spending more money because of that one-time money that came in and because we've had some leftover money That we've been able to hire additional staff But we can't continue that because those two lines do not align and
107that is not something that we can continue to do Because we will be in the situation like other districts are where they're not Having enough money Some districts are in trouble for not having enough in the reserve. So we're in a good position that we do have enough money in the reserve to weather the storm, but very dangerous to use that for ongoing positions. And we do have some right now, especially in some of the one-time monies, but those are going to slowly go away and they're continuing to go away. So we've got to start pulling and addressing that because that can't be sustained. And that's what we did try to do last year. And we're continuing to do this year. And unfortunately, That's gonna happen again next year the next a couple several years
108that we're gonna have to continue looking at readjusting So we try to readjust try to save it wherever we can pray you reprioritize so decisions that are made today You know next year we'll be discussing and we can reprioritize and and keep looking at the budget And that's just the way that school budgeting works Again, we are not the only district. This is not something that just willingness and Having challenges with these are some old things. I the same same slide, but this is happening everywhere. We have the Physical problems the sex city unified as you've been hearing the news Davis is looking at potentially closing schools. We have many districts who are trying to figure out what are we going to do if we lose federal funding and You know, you've heard of Oakland
109and just everyone is facing budget gaps with very few options and not very popular options. We went through the process of considering using what we consider going through the process. We really worked really hard to use an equity lens as best as possible. We really worked really hard at focusing on activities to support the board's priorities and the LCAP goals. We looked at see how can we shift things and move things around? How can we reallocate? And then how can we recognize that yes, classroom instruction is a key for student learning. And so we also consider the impact of students and families. And we want to make sure that our schools continue to be safe and clean, that we still maintain healthy environments. So you will see on my recommendations, we have no counselors or
110anything. the counselors or you know uh of those types of things uh nurses or anything like that on on the list um and we have uh we try to do everything we can to continue to high quality programs and instruction so just a real that was very very quick so those of you who weren't here before i'm sorry but we're ready to move on because we've heard this out but but we i just want to talk a little bit um regarding becca's question because um that is so let's say you uh You know if you if you have a carryover it kind of goes into this other pot and that carryover in different in different Starts building up And so some of that carryover, we cannot use for ongoing cost because it's only one time.
111Once it's gone, it's gone. And that's why we try to be very careful on not using that carryover or the reserves for positions. But actually right now there are many positions in that. In the one-time money, that's part of the restricted reserves. And actually we do have positions in there. And so we're going to have to start. And we're going to be bringing that down. It's going to take. time to go down especially if we have them for one year or two years or three years but it's there to support us through this and that's how we got through some of the things that we have benefited from but unfortunately we're going to be having less less than that and we and we sometimes we do have something left because the positions didn't get filled
112or different things that happen it's very complicated but i'd be happy to sit down and show you we have it all right now it's all allocated but you know that can that can change So the first thing I want to do today because we've had lots of discussions I don't I don't want to go line by line by line because the trustees have already gone through this line I think twice But what I like to do is just start making some decisions as we know time is a factor and we already want to spend a lot of time next year on another next Board meeting on another topic that I think is gonna be very lengthy as well So and I want you make sure you have your minds very clear for the next discussion
113at the next board meeting So what I like to do is just get down to start making some decisions. The areas that are green, I do not necessarily need a board to take action on that. That's just being our attempt to be transparent of how we're moving things around. That's us trying to save positions. That's us trying to save things or move things into one-time money because we want to make sure we keep positions in the LCAP. which is ongoing. So that's our attempt to move some things. For example, look at here. I got to put my glasses on. So example, we moved, we were running out of a lot of options. So, you know, the Puente counselors, those are out of, these are all federal funds. And so what we did was we looked
114at all the federal funds and we said, well, if these monies don't come back, if these monies don't come back, We need to start assuming that's not, we've got to be prepared. Let's make decisions now, assume they're not coming back. Let's go through this and what positions are on there? That's my priority. What positions are in there? And how can we save some of these positions? And one time money while we're waiting to see what happens with the federal government, while we're waiting to see what happens with the state. And so that's how the Puente counselor ended up there because I don't want to cut the Penta counselors right. Very critical important for our students. But let's put it there for now because if I don't get Title 1 money and if I don't make
115a decision now we're going to lose that Puente counselor. So we're going to move it to one time money and move some other things out to save that position. There's other things such as. Things that were like okay, you'll see some of these things we have to absolutely have to continue regardless whether we have to you know the These monies so let's move some of these to El Capo is more secure El Capo is ongoing and then is there anything in there? We just can't we don't necessarily need or we need everything. We need more actually. But we can do something else or adjust in this meantime. There's some open positions. Well, let's not fill those open positions so that we can save some jobs. Let's not fill those. That's why I'm recommending that we
116eliminate these open positions that are in these title funds and that we eliminate that we have monies for a professional development administrator. That was really hard. That was the position that we had, we didn't have before COVID and we were lucky to have that and it was great. So I'm recommending that we eliminate that. And then the paraprofessionals to eliminate a Title III. There are many newcomer paras. There's just happened to be one in that Title I's funny. So why I'm recommending right now for the board to... look at the eliminations for this particular item to protect us in case we do not receive federal funds so i'll stop there and just see brubaker i move that we eliminate the positions in pink that are currently vacant on on page nine uh i don't see
117the page number on the slide on this nine yeah and that's number 51 52. okay can you can you refer to the um Item numbers that you're talking. Yes. Sorry. I couldn't see the page number because it was behind the superintendent said yes I would like to move that we eliminate lines 51 52 53 and 54 which are currently vacant positions There's 53 is not making and 54 is not make it but the first two are okay I would like to move to close positions listed in 51, 52, 53, and 54. Okay. Is there a second? Second is with Trustee Bautista Zavala. Is there any discussion? I support 50. Hold on a second. Trustee Richardson-Fowler? In eliminating the positions that are currently occupied, what happens to the people who are occupying those positions? They if
118they well the there's a process that goes through HR and so there's a process whether they have seniority and They have a right to the the bar we've been working on seniority list then we work with our bargaining units to make sure that people have the right to make sure that they that they're put on the right Priority list on and they go through a process before we determine layouts Okay, I should probably ask Noel are you following the same process of last year of going around and then having two questions and comments I yeah, that's that's how I try to do it My second question is if we're eliminating this para position Are there any other vacant para positions that need to be filled or are all of the other para positions? So For
119special ed we always have positions open right that's a Given so for example if this position here if they want to stay in a district we have positions right and so they would be given rights to if it's interested in that Thank you. Are there any other questions? Trustee Garcia, yes, I support 51 52 and 53 no 54. Okay gotcha. So, okay and well Okay, well the vote so you're saying You don't you don't support The the 51 50 with 3 to 4 just 51 52 53 Okay, and there's a motion for 51 through 54. The motion is for 51 Is there any other discussion before we go to a vote no, okay Well, I think the the motion is for 51 52 53 54 so we'll take that vote if it doesn't If we
120don't get the majority vote then we can maybe come back and consider yours. Okay. All right. So here we go there's a motion on the floor to Support the elimination of items 51 52 53 54 seconded by trustee Bautista Zavala take a roll call Trustee Villagrana, how do you vote? You can come back to me Trustee Rodriguez-Mohica, how do you vote? Yes. Yes. Trustee Richardson-Fowler? No. No. Trustee Bautista-Zavala? Aye. Yes. Trustee Garcia? No on 54. No, okay. Trustee Brubaker? Yes. Trustee Rodriguez? Yes. Trustee Villagrana? Yes. The motion passes with five yeses and two nos. So items 51, 52, 53, and 54. THE ACTIONS WILL BE TAKEN AS STATED IN THE DOCUMENT. THAT IS PAGE 9. MOVING ON TO PAGE 10. THESE ARE ALSO THINGS THAT WE MOVED INTO ONE. CAN WE GET PERIODIC UPDATES OF
121WHAT OUR TOTAL CUTS ARE AT AFTER VOTES OR BEFORE WE GO ON TO THE NEXT THING, PLEASE? I THINK WE DID SOMETHING LAST TIME, RIGHT? YOU WANT A RUNNING TOTAL BASICALLY AS WE CUT? AND I HAVE DANIELLE AND KATHERINE, IF YOU CAN BE UPDATING, KEEPING TRACK. SO RIGHT NOW, THE BOARD, THAT WAS $350,000. ITEMS 51, 52, 53, AND 54 ON PAGE 9. OKAY. OKAY. EVERYBODY GOT THAT TOTAL? YEAH. All right, so we're moving forward on to page 10. Hey a pinched in again These are just showing the board for and for transparency What we move things around to try to make space to save other? Positions into one-time funds and we'll have to address these next year Some of these things are our actions and activities and professional development timesheet things that in case we
122don't have enough one-time monies we you know but but promise have some important trainings um that we have in the district um but moving them into one-time monies instead of keeping it in ongoing money to save positions um the only thing i want to do i do want to highlight on number three number three um that is slated for there's two million dollars there and as i presented at the last board meeting that one is in the um one of the block grants is $2 million. And in that presentation that I gave you at the last board meeting, I said that there's some flexibility there for either to consider whether there's additional things that happens with the state federal government, or we haven't planned summer school, summer planning. staff development yet. There's a little bit
123of flexibility there for that, but I recommend that we consider some staff development because we have adoptions that are coming and we probably need some things, but we still have to work with the union on that. This is what we normally have allocated for five days, but it doesn't have to be five days. It could be three days. So there's a little bit of flexibility there. The other rest is, so that's something I just wanted to highlight. I DON'T NEED ANY ACTION ON THIS. I JUST WANTED TO POINT THAT OUT. OKAY. ANY QUESTIONS ON PAGE 10? NO. OKAY. MOVING ON TO 11 AGAIN. THESE ARE JUST SOME THINGS THAT WE MOVED INTO. JUST AGAIN. But we're trying to I'll just highlight a few things to demonstrate where we're trying to keep positions and use that
124one-time money which is part of the unrestricted that you see the community and get a cafe specialist we're proposing that we move to FTE out of the 11 into a grant that would be the community schools grant. We also are proposing that we move some of our para literacy paras into one-time block grants and then some we got some we got creative on finding that well can we since custodians in our schools also support ELOP is there any way that ELOP can pay partial? part of their salaries. So that's what I talked about, about trying to be resourceful and what the monies that we have. So there, but there's no action on this. It's just going to, it's a brief overview. Any questions? I don't need any action on this. Any questions board members? Okay,
125we'll move on from page 11 to page 12 reductions Okay, the next one is reductions. This is where I do. I will need actions or board approval We want we're recommending that we would do some reductions and this is stuff that is currently in the El Capo We're proposing that we reduce a timesheets by 20 by 25 percent on all goals in the El Cap We're also recommending that we reduce 25% of only concentrated supplemental grant budget from sites and that was based on information on April 22nd of 2025. I asked staff to give me a report of what stuff our sites have spent and we had over $600,000. They had not spent which tells me that we can afford to take a little reduction to help out with this process to save a few
126jobs as well by cutting 25% since they were not spending it before. And we only had May and June, so there was not much more. And it's doable. We also looking at going through the LCAP and across all the goals and reducing some of the supplies and materials. We also looked at reducing some contracts under the youth development grant goal, which is goal four. And reducing two EL specialists because our EL numbers are also going, are being reduced. So it just aligns to the current. needs that we have with regarding numbers in our for English learners just like our enrollment is going down English learner enrollment is also going down with it as well so those are the reduction recommendations so we leave it here for the board president to follow so I'd like to
127try something and see if we can maybe take care of some of these in in larger groups so we have line item 18 through 22 if if somebody would like to take any of those item numbers and take them out of the group for a separate discussion. We could vote them individually. You can state any of those item numbers that you want to speak individually to and those that don't receive, those that do not, are not asked for individually, we'll vote on them as a block. Does that sound like a plan that we can try and, Steve Richardson Fowler? Just want to ensure that with eliminating the two EL specialist positions. We will still be able to meet the needs of our EL students Yes, and so we would just if you recall there was
128a little chart That where we showed you the current FTE So what would happen if we were to reduce to then Maria would go back with her team and she'll just have to reassign and making sure that we're Everybody's covered and they'll have to be adjustment. So maybe there's an eight instead of having maybe one school has currently I'm just giving an example Has a full-time if you'll specialist but their numbers have gone down So maybe they're only going to be there 80% of the time and they might be assigned for you know One day a week at another school so we'll have to adjust and our EL specialist entitled to the same overages that sped specialists are. So if my caseload is I can only have 15 ESN students and you're giving me 18,
129I get an overage per pupil. Do EL specialists have the same? No, because it's a different role. Okay, let me just kind of implement our process, right? Let me take a right, we'll come down this way. Any other? Any questions or comments to Trustee Richardson-Fowler's comment? Yes, me. Okay. Yes, that was one of my question about the English learners and my understand what Maria Orozco say is about every single school. We have a specialist that's correct. Yes. It may not be the same as now Well, it's not gonna be the same as that well some of them some of them may be as name is out because they're they're gonna the ones the highest numbers but some of the other ones that need to be adjusted it's gonna all be based by numbers and so
130then that could change every year because the money already looks at that every time we look at Assignments like when we assign nurses or LVNs we look at the needs we look at okay This school has more students who need diabetic attention So we're gonna need somebody there full-time so we kind of make those that would be something that staff worked on But everybody will have we have to there we have to make sure that students are being identified That they're being assessed the parents have notifications So that those things aren't we have to do Can I follow up on that question that baby asked? Yes. Okay. Okay. So that being said it sounds like it'll be a little bit more equitable so does that mean with the caseload number that the because there's like
131one EL specialist for Lee and one for Douglas even though they have vastly different populations. So it'll be more equitably distributed. Exactly. Exactly. That's what I wanted to clarify. Thank you. Trustee Mojica-Rodriguez do you have a follow-up comment on on Trustee Richardson-Fowler's original? I actually, so the EL specialist come up on another slide and then also in the option, so I was gonna request that we actually pull it and continue this conversation after. Okay, I just wanna kinda go through our regular process, but yeah, gotcha, okay. Okay, Trustee Bautista Zavala, did you have any questions on this? Yes, my request is, Trustee Garcia. Yeah, it's the same request, my request is to pull out the 22 for this block. Okay. So there's a yourself and Trustee Hica Rodriguez have that same thing. Yeah. Okay. Trustee
132Brubaker. Do you have any comment? I don't have any comment other than we can pull out the 22 for sure. Trustee Villagrana. Any comment? Okay. So it sounds like we will pull out item number 22. and then we'll come back to it to have discussion. Meanwhile, we will then be voting on item numbers 18, 19, 20, and 21 to support these reductions. Let me just quickly, item number 18 is other timesheets for 20,000. Item number 19 is site fund reduction for 270,000. Item number 20. is a materials and supplies for 20,000 and item 21 is youth development network reduction of 35,000. Okay, is there a motion? Second. Okay, who made the motion? There's a motion by Trustee Richardson-Fowler to accept the reductions 18 through 21, a second by Trustee Garcia and I will call a
133roll call vote. Trustee Villagrana. You can come back to me. Thank you. Trustee Rodriguez-Mohica? Yes. Yes. Trustee Richardson-Fowler? Yes. Trustee Bautista-Zavala? Aye. Trustee Garcia? Yes. Trustee Brubaker? Yes. Trustee Rodriguez? Yes. Trustee Villadurana? Yes. Yes. Okay, by unanimous vote, we voted to approve of the reductions, items number 18, 19, 20, 21. And now we have 22 left. So we'll go back and have a discussion on 22. Does anybody want to start that discussion? Trustee? Yeah. Oh, you want to do it, the other one? Yes, because the EEL position, I think there's 2.5s that come up later. So I was recommending that we wait to have that conversation together. We'll just wait when we go through everything else. Yeah. Okay, so we'll come back to reductions item 22. Okay, so this is a where it starts getting
134more difficult more recommendations for Eliminations I recommend that we right now discuss item 23 through 27 those do not have anything to do with Staffing so I'm wondering is the board like to take action on 23 to 27 before we get into the more difficult discussions Okay, is there any comments on that? Move for approval second. Okay. It's been moved by trustee via Ghana seconded by just Richardson Fowler to To move to make a vote on the elimination of item numbers 23 24 25 26 and 27 Just to be a grana. Yes. Yes Trustee Rodriguez mojica. Yes Yes, trustee Richardson Fowler. Yes Yes, trustee Bautista Zavala. Aye. Trustee Garcia. Yes. Trustee Brubaker. Yes. Trustee Rodriguez. Yes. Okay, by unanimous vote, we have approved the eliminations, item numbers 23 through 27. The next ones are are
135because a little more difficult. We have some positions that we're proposing to eliminate. We're proposing when we received a lot of the block grant funds the COVID funds and we were faced on coming back to opening schools. We wanted to support students with literacy especially at the lower grades and we had some monies at the time to do that. because before that would only be a dream right but we were lucky we're like oh we got this money for one time to help us with learning loss that happened during covid and so we proposed to have some literacy parents but unfortunately those monies are are no longer able to sustain that however we are recommending that we don't eliminate all of them that we just eliminate 17 and that we retain some of them to
136continue working in our combo classes and some paras to assist us in our low performing schools. So the elimination amount would be, that amount would be 900,000. The other section is that when we were, we also have some ELD classes. You received an email from me that had all the sections and you noticed that there was some ELD classes that were very, very low. enrolled and so right now when money's tight we just can't afford to have two three students in the classroom so we're eliminating some of those sections We also have a cafe specialist. Again, the cafe specialist came from the same idea. We had COVID money, and our parents needed some drastic need to learn how to use the Chromebooks. I'm looking at Barbara because she was making the packets. And there was
137a lot of support that was needed. So all this money came to help us get through that, and it was great. And we had all this. one-time money and and we got used to it and we hate to lose this but the money is is slowly going away so we have to face that and we just can't sustain to keep what we had with that money that came in to help us through that time and we're proposing to eliminate nine of them out of the 11 and to keep a few to through the school A COMMUNITY SCHOOLS GRANT AND RESTRUCTURE HOW WE'RE USING THEM BY PUTTING THEM IN THOSE SCHOOLS. AND WITH THAT, WE ALSO HAD A CAFE MANAGER TO SUPPORT THAT, BUT WE WOULD NOT NEED THE MANAGER IF WE WERE TO DO THIS
138MOVE. AND THEN WE DID, LET'S SEE. We did eliminate a director position and we recommended we officially eliminate a director position at the district office, a director of college and career readiness. And that's a position we haven't filled. We kind of restructured at services and we restructured, Lori is still helping us in a different way. She's actually got, she's still a director and she's helping us with Cash Creek and she's still doing some. District office level things for example, she'll be presenting the six period item next next board meeting so she's still very involved in ed services and So but we saved the position a way to you know, try to be creative here So with that I'm recommending the board approve these eliminations Okay So we're looking at items 28 29 30 31 32
139does anybody want to pull any of these items I don't know who I'm sorry who had their hand up first just which seller just a bit I I don't know I have no idea whose hand was that okay just but I would like to motion to approve the elimination of item number 32 director of college and career readiness okay and okay so that's the motion that you're making can Okay, so we'll go, I was hoping to try and see if we could. Nope, there's a method to my madness. Go ahead. Okay, well, there's a motion on the floor to be able to eliminate number 32, Director of College and Career Readiness. Is there a second? Second. Second, Trustee Garcia seconded. Okay, is there any discussion? Just a clarification on on that item item 32 There's
14075,000 under El cap and 121 under general fund is the elimination amount a combination of those so correct 290 something Or 190 something a position was multi-funded. Okay. Thank you Is there any other discussion comment? Okay, we'll vote to approve elimination of item number 32. Start with Trustee Villagrana. How do you vote? Yes. Yes. Trustee Rodriguez-Mohica. Yes. Trustee Richardson-Fowler. Yes. Trustee Bautista-Zavala. Aye. Trustee Garcia. Yes. Trustee Brubaker. Yes. Trustee Rodriguez. Yes. Unanimous vote to... ELIMINATE ITEM NUMBER 32. OKAY. NOW WE HAVE ITEM 28, 29, 30, AND 31 LEFT. TRUSTEE VILLAGRANA. I MOVE TO ELIMINATE 29. MOVE TO ELIMINATE 29. OKAY. SECOND. SECOND. TRUSTEE VILLAGRANA MOVES TO ELIMINATE 29. IT WAS SECONDED BY TRUSTEE BUBEKER. IS THERE ANY DISCUSSION? NONE. OKAY. SO PUT IT TO A VOTE. TRUSTEE VILLAGRANA. YES. Trustee Rodriguez-Muica? Yes. Trustee Richardson-Fowler? Yes.
141Trustee Bautista? Aye. Trustee Garcia? Yes. Trustee Brubaker? Yes. Trustee Rodriguez? Yes. By unanimous vote, we eliminated now item 29. So 29 and 32 have been approved for elimination. We have item 28, 30, and 31 left. Does anybody? Just to break I would like to move to eliminate item 31 item 31 there's a motion to Eliminate item 31 is there a second no second for trustee Viet on it question yes, whether eliminating this leads to eliminate the other ones or To me I guess I'd rather let me Subordinate positions first before the supervisor position because if we eliminate the supervisor but don't eliminate the subordinate positions and what's gonna happen then so I guess that's that's my Do you do would you like to take trustee Villagran's comments just to be Ricker and amend your motion
142anyway I'm asking for an amendment. I'm asking question. There's no second yet. Uh-huh Yeah, which is just based on your concern. I don't know or do you want your motion to continue? OK so yes the motion was to approve the elimination of 31 cafe special programs manager motion made by Trustee Brubaker. We're waiting for a second. Is there a second. Or it could be withdrawn so we can go to the other one first and come back. I think that's the procedural. I will withdraw. OK Trustee Brubaker withdraws. All right. Yes Trustee Mojica-Rodriguez. I was going to recommend that we actually pull 30 and 31 so we can discuss them later. OK. As together. Yeah. Is there an objection to that? No. Okay. 30 and 31 will be pulled to be discussed later. Okay. There's item
14328. Trustee Brubaker? I would also like to request we discuss this one later. I am in agreement with you. Any discussion on that? No. Okay. We will pull item 28 to be discussed later. Okay. So we've approved. item 29 and 32 and we'll come back to the others at the end of this discussion and can we get the running total so far She's texting me. So hold on 12 and page 13, please five thousand nine hundred I mean five million five point nine Okay, can you please? Can you restate what you just stated so far we have cut five point nine million dollars Just about this is about did you have a question? No, no, that's that's just for all three pages 9 12 and 13 Yes, okay. Okay clarification just to be a run
144the statement was that we cut 29 and 32 But we actually cut 23 to 27 29 and 32 correct in this page on this page we cut 26 29 and 32 wait no no we cut 29 And 32. And 23 to 27. And 23 to 27. Oh, sorry. I forgot to look at the top. I was just focused on the top. So it was 23 to 27? So 23 to 27, 29, and 32. Okay, and that is in the cumulative that they just gave. Okay. All right, let's move on to page 14 of eliminations. Okay, so we have a list here. These are all unfortunately positions and so we have some positions from different departments here. Many of them are from the district level positions. We do have a position that we want to eliminate
145from the technology department. We have a new director at this time and I want to give him the ability to assess the department and to decide which position to eliminate but we want to eliminate one position with technology department we also have a position in an admin position that we want to eliminate from the special ed department one warehouse specialist from the MNO department a risk manager that is a position from the human resources department a personnel TECHNICIAN AGAIN ANOTHER POSITION FROM THE DISTRICT OFFICE FROM HR PAYROLL TECHNICIAN ANOTHER POSITION FROM THE BUSINESS DEPARTMENT AND A PAYROLL TECHNICIAN ALSO FROM THE BUSINESS DEPARTMENT A CUSTODIAL TWO FTE CUSTODIAL Some are open positions and we'll have to adjust and redistribute our remaining custodians, but they are open, unfilled positions. An assistant principal, that is a site
146position from Woodland High School. Secretary Three. These are the last three are all open positions at the district office as well. And two EL specialists are .5 positions. They were also unfilled. And I just texted Maria to see if they were still unfilled. But those were unfilled. Those were extra. Those were .5s for some schools that had one. A FULL YIELD SPECIALIST AND AN ADDITIONAL .5 YIELD SPECIALIST. WE ARE RECOMMENDING THOSE ONES THAT NEED THE MOST, A FULL TIME YIELD SPECIALIST AND ELIMINATE THE OTHER .5. SO RECOMMENDATION IS THESE ELIMINATIONS. OKAY. SO LOOKING AT ITEMS 33 THROUGH 43, PAGE 14. DOES ANYBODY WANT TO PULL OUT ANY OF THESE ITEMS? TRUSTEE VIERANA. I guess I'm going to pull through my motion. So I have a motion that we eliminate 33 through 41. So we'll exclude
14742 and 43. Do you have a motion to exclude 33? No, to eliminate 33 through 41. Second. I'm sorry. So your motion is to accept the eliminations 33 through 41? 41. 33 through 41. Okay. That is a motion. Is there a second? Second. Second already. So trustee Villarreal made the motion. Who is the second? Trustee Garcia. Okay, is there any discussion? Or questions? 33 through 41. Any discussions or questions? Trustee Richardson-Fowler. Where is the assistant principal position? Sorry. No, no, no. Thank you. Any other questions or comments? Okay, so we have a motion, it's been seconded. We'll go to a vote. Trustee Villagrana? Yes. Trustee Rodriguez-Mohica? Yes. Trustee Richardson-Fowler? Yes. Trustee Bautista-Zavala? Absent. Okay. Trustee Garcia? Yes. Trustee Brubaker? Yes. Trustee Rodriguez? Yes. That's six yeses and one absence. And so the 33 through 41
148motion passes. We have now eliminated numbers 33 through 41. Okay, we have 42 and 43 left. Does somebody want to pull that for further discussion? So there is more. Yes, just to group it together with the other eel positions, please So these are the 42 and 43 is what we will try and mesh together with the previous. Yeah line item. That's right. Okay Is there a second we weren't taking motions to pull stuff earlier Well, I just want to make sure well, does any is there any opposition to that? How that is that better any opposition? No Okay, just want to make sure okay, so 42 43 We will now discuss with the other EL line item. Where's our tally? So right now we have 6.9. So what is remaining, we've gone through the whole
149list, whole recommendation. So what is remaining is three FTE for EL specialists. We have remaining the cafe manager and the cafe manager. positions and we'll do the thing. Oh, and literacy Paris. So that was a discussion last time. And so at the last board meeting, you asked for some options, some other options. So the only options are to not eliminate as far as we are recommending. So whatever we do to keep you're just not eliminating and we're just will be less of what the recommendation is which is the board the board can do but that only does all that does I just want to be very clear we are very limited I don't have any more ongoing money to put it in I only have one time money and we'll have to address it again
150next year. and the one-time money that we have, we also don't have enough to keep all those things, all those three, everything you wanted to wait till the end to discuss. But here's some options that were presented last time. These options don't have to be the same. We can discuss. So one option would be to look at the cafe specialist, kind of redesign it a little differently, and to have two with the community schools. those two would be paid by the community schools grant and to keep the cafe manager to be here at the district office not only to support the community schools with those two cafe but to also support district-wide parent engagement and workshops. We've always had, we haven't always, but many times we've had had the opportunity to have somebody at the
151district office to coordinate parent trainings and workshops and still support the principals. And so that manager position would be used in a different way to do that and to support the community schools by keeping these two cafe, but those two cafe would be split and have to support. Those four community schools may be paid out of the grant so the cost for that would be to keep would basically be you the cafe manager which would be 102 Option two is to do the same thing have two cafe specialists that will continue to support that was not continue that will start supporting the community schools and there was a The board asked for me to look at what it would look like to keep some of the cafe at the secondary schools and So that would,
152we would have one of the community schools is a secondary school. So that means we only need three. And that would be $156,000. So these things are just additional costs. Just want to remind the board we're here to reduce. But, you know, you decide. That's the ultimate, your decision. On those two options that the board wanted me to bring, I recommend option one. EL specialist, you also asked what it would look like to decrease. And if we were to decrease, if we were to keep, if we were to reduce, I asked that what it would be, what it was, what it, because there was a discussion at the last warming. I know that was like a little confusing because we've had so many times, so many weeks go by. But there was a discussion about
153CAFE doing, I mean, the EL specialist having that part of their job responsibilities to coaching 20% of their. their job. But in reality, we know that hasn't really taken off for many reasons. It's not the yield specialists faltering. There's no fault in anyone. It just never took off. So that really hasn't gone fully for all the years that we've invested in getting them trained. It really hasn't taken off fully as we have wanted it to be. And so we kind of said, well, what would that equate to? What would 20% if we were just to kind of see? And that equated to three FTE. And so if we were to do that, I'm sorry, I'm having a moment here where I'm trying to remember what we discussed. It's been a lot of information. If we
154were to decrease three, we would decrease by having that idea of the coaching just because that's all something that was discussed. Cost for one EL specialist, each time you want to add one from the ones that we're recommending is $127,000. So let's say the ones that we talked about three, they're in the recommendations. So if you want to keep one, that's $127,000. If you want to keep two, that's times two. If you want to keep three, that's times three. Okay. I just wanted to let you know what one costs. And then I'm recommending, though, that we stick to the original recommendations. The other piece regarding the paraeducators, the board asked me, well, what would it look like, what would it cost if we were to have at least one paraeducator at all our schools and
155keep some more at our lowest performing schools? So if we were to put one para literacy position at each elementary school and one para, an additional para at our four lower performing schools, so those low performing schools would have two and everyone else would have one. It would be $170,000. I hope I explained that right, Kat and Danielle. Okay, Katherine, I call her Kat, my nickname. So these are just to help you. I'm not recommending these options, but the board requested some options. There could be different options. You can have other ideas. You can have more discussion. You can have me bring additional options to the next board meeting, but just wanted to, I know that these are the three areas, this cafe. the EL specialist and the literacy pairs that are the most difficult
156ones that the board's having with right now. So, and there may be some thoughts that you've had since we talked the last time. Trustee Garcia, you had a- Yes, I have a question. Question. So, and according what you explained, superintendent, so instead of 900 on the line 28, it's gonna be 730? We're gonna be adding so 900 minus 170 is 730 it's gonna cost us I'm recommending that we cut what's in there, but you want me to keep some it's gonna cost more Okay. Yeah, is that correct? Okay so So, okay, so a lot of information, right? A lot of discussion, but since we wanted to bundle a reduction, item 22, English language learners, and then with 42 and 43 under eliminations, can we start discussing that first? And then we'll go from there. So
157who would like to make comment first? Trustee Mojica Rodriguez. First, I have a question. For the EL specialist position, I want to gain clarity on the cost. Let me pull up the right slide. On slide 12, on the reductions, we have for 2 FTE, it's $254,000. So that is the $127,000 I think you mentioned, right, per. But then when we go to slide 14 with the 0.5, It doesn't add up to 127. It's 48,000 and 48,000. Is there a reason for that difference? Danielle, can you come up? That's because we pulled the exact costs of those two positions as they were unfilled. And because they're unfilled, they would be the least senior positions. And so it's a little less expensive to produce those. Thank you. Can I keep going? Is that okay? One more? Any
158comments? Yeah. Yes. So thank you for clarifying that. And I want to make sure, and I know superintendent, you and I have talked about this already, but it took me a while and I still am not a hundred percent sure that I've wrapped my head around this. So in reducing the duties of the EL specialists by 20%, right? So we're saying no more coaching. So by 20%. That instead of them filling up their 100% FTE the way that they have been doing already with probably just you know shifting around of responsibilities What we're saying is what we're saving is that we're thinking of those as 0.8 positions Is that right? Is that what takes us to the three FTEs that we're saving in that way? So we will not be able to tell you exactly
159how much each school would get Right. Because I can't tell you right now that every school is going to have 1.8 because not everybody has enough students to get a .8. Some schools are going to maybe get a .4 and another school might get a 1 FTE. So we're just going to have to look and through an equity lens to see where the needs are. And all of them have an EEL specialist but they're not going to necessarily have it the same. What's going to happen is Maria is going to have less EEL specialists to work to redistribute. Okay, but I want to make sure though that I'm understanding this right in that instead of saying so we're saying that they not all of them coached right before some of them probably did but not
160all of them actually met those 20% coaching responsibilities, but they were still full-time employees. So they were filling up their time. I'm imagining by maybe doing some more small group work or doing more assessment or whatever it was, right, but it was still a full-time position. So what we're doing by reducing the responsibilities or eliminating the 20% coaching duties is we're saying all of their responsibilities stay the same minus the coaching, and now those are 0.8. That cobbled together will add up to FTEs. But I'm trying to understand, is that how we save the three? No, that was just... I probably shouldn't even have shared that. That was just a discussion that was brought up by Trustee Villagrana you know as to as we were trying to figure out well you know how much FTE
161do we need and I was basing it on numbers and I was basing it on my original recommendation I was basing it on numbers and I was basing it on decline of English learners special of English learners English learners numbers have declined but our staffing has not declined to match that. So we are continuing to have the same staffing for less students, and we just can't sustain it. So that was my original recommendation, but there was a discussion about coaching, so I wanted to kind of show you that what I'm recommending kind of matches with the coaching and the numbers. So if you look at it through the coaching piece or you look at it through the numbers, we still need to reduce regardless. If you look at it, I'm just going to use a
162justification. If you look at the numbers, the numbers are going down. The FTE has not gone down with it. If you look at it through the coaching, well, what about the coaching? Well, the coaching hasn't really happening. So we can't say that the coaching, that we've been doing it and that we need it to continue coaching because I don't have the data to back it up. I've asked for that data and we just don't, we don't, we don't have it to sustain enough to bring, for me to bring it to you and say, no, we need the coaching because look at all the coaching here are all the, because they, they do, they do collect logs and we don't have much to show. And again, not a fault of the eel specialist. There have been
163very few who have, and the ones who have been able to are the ones who have had less eel specialists. And coaching is a very difficult thing for a, it takes a lot to have that trust and all the dynamics that goes with coaching. I understand. Thank you. I have one more question, but I'll wait until we go around. So you had your two questions already? Yep. Okay. Is there not is your comment on trustee Michael? There's his comments No, okay trustee. We'll just go through the flow. But just reaches and Fowler. Do you have a comment? No trustee about this is a vala trustee Garcia trustee Brubaker So I just want to reiterate that I know you've said this a million times superintendent, but I so I apologize this this Apologies for that sound
164The change you're recommending not on the slide but in the previous slides is just to right size the program to our existing student population needs. Okay. Okay. Thank you Any comment to just a break yours comment? No, okay I mean, I think that in general, because the numbers have gone down over the time, over I guess the last 10 years, it seems like it's reasonable to make some careful reductions. We want to be able to meet the needs of our students and keeping that in mind, but it seems like some reductions reasonably calculated would be something that is reasonable. Those are my particular comments at the moment. Trustee Vietta? Okay, we're back to Trustee Mojica-Rodriguez. Thank you. So on this slide, it says that the option is to decrease by only three FTE instead of
165the four, the four FTE. And when we were going through the slides and pulling these items, we only have three positions on the slide. Yeah, I just noticed that was a typo. See? Yeah. So it would be two instead of three. So decrease by only two instead of three? That's the second option. Right now we have three in the slides. So this slide here should have had two instead of three instead of three. Yeah. Okay. So the typo is on this slide. It should say decrease by only two FTE instead of three FTE. Yes. Does that change the number, the cost? If we do two instead of three. Yes. It does change the number. What does it change it to. Does anybody know. So each one is 127 fractions. So OK. 127. So we're recommending
166that it's not it's they're not each two of them are 127 and another one is 48 plus 48. And these numbers are one thing that I want to make also clear. Once you when you cut certain positions depending on who ends up coming on the seniority list some people make more than others So it's never going to be quite exact because some people You know I've been here longer than or shorter so more likely towards People who have less seniority so we kind of look at the lower number or average number to kind of give us a an Idea what the cost will be so it's never going to be those numbers exactly sometimes we take them off off That's that's why that there's a little difference there But some of our real specialists have
167been here for a long time Those are what those have been here for a long long time. They have a lot of seniority So it would be it would impact our newer teachers, unfortunately Trust maker Just a clarification. So I understand that the position for each FTE is 127 But the way that it is on the previous slides eliminating three of the EL specialist positions, so the two EL specialists plus two FTE and then plus 2.5, that actually adds up to 350,000. So there is a slight difference there, right? Because of the reason that Danielle shared that those 0.5 were at a lower rate. So really if we eliminate all three of them, it would be a savings of 350,000, correct? And if we decide to eliminate only two of those then it would be
168350,000 minus 127. Is that right. Yes that would be what we would how we would calculate it but we won't know until we know who's on the list and how much they're making. OK. Is there any comments on Trustee Mojica's comments. No. Anybody else have any comments to be made here. OK. We've gone round and round. Should we can does anybody want to make a motion or or should we? consider having The superintendent come back and have maybe a more Cleaned up version of what she might suggest considering our conversations today trustee Michael there I would like to seek board support to eliminate by two FTE. So basically the option that's up there, but fixing the typos. So eliminating two of the FTE instead of the three. And that would cover what item number? Is
169that reductions and eliminations? I don't know what would be the cleanest way to do it. If it's just. Do we want to say one of the it would be to FTE of your specialists? Okay, so it would be instead of three. They're being recommended through all these slides like 22 so line item 22 Line I'm 22 on page 12. Yeah, so then that would be actions So yes instead of line item 22 on page 12 we you would recommend so instead of eliminating two FTEs at 254 it would be eliminating one FTE or reducing At 127. I think you just tell me how many FTE. One. Because the numbers are not going to, okay, one FTE. So what you can do is to eliminate the 2.5s. And, you know, again, those positions are open. And
170so we just won't fill them. We won't fill either one. So it's one FTE. Because we can't pick who I understand. Yeah, so just pick one at 1ft and it's easier for the for the minutes and Just to eliminate the point the point the two point fives Or it means either way you can do one from the two or the two point five. I'll say it in whatever way is most helpful. But what I want to make sure that the board understands that I'm asking for a reduction in two FTEs in the EO specialist instead of the three that are currently on the slides. So it will be easier is slide number 14. That means everything on slide 14, 33 through 43 would be eliminated if the board wants to eliminate those. 2.5, that's one
171FTE and it's just cleaner. That everything 33 through 43 would be eliminated. It's just cleaner for staff to keep track. So I'm gonna, okay. Point of clarification. Yes, Trustee. Do you want to eliminate two positions or one? One FTE. Oh, they said two FTE. You did say two. Did I? I apologize. So I meant to say that I want to keep two. Now I'm getting confused. So the option up there said decrease by two. So on the slides, it's a reduction of three FTEs of your specialists. I would like for us to be able to reduce by two instead of the three. So I'm trying to save one position from there. Perfect. And there was a second? Okay. No, is it? Second. Is there a second? Trustee Beva has made a second. Is there discussion?
172I'M SORRY. LET ME GO BACK. TRUSTEE MOJICA, CAN I ASK YOU TO CLARIFY WHAT WE ARE? YES. I WILL TRY AGAIN. YOU CAN GO AHEAD AND TAKE SOME TIME. SO BASICALLY YOU'RE LOOKING AT A DIFFERENT OPTION. OKAY. NOW I'M LOOKING AT IT DIFFERENTLY. THE BOARD WANTED DIFFERENT OPTIONS. THEY DID NOT CONSIDER KEEPING SOME OF THE EL SPECIALISTS. WE ORIGINALLY RECOMMENDED 3 FTE to you know, it's a 3 So this slide would be that if we decreased by by 2 instead of 3 So you're recommending we decrease by 2 instead of 3 I'm recommending we go with that option right here by 2 instead of 3 so we would reduce 2. Yes 2 FTE WILL BE REDUCED. SUPERINTENDENT, I'M GOING TO ASK YOU TO RESTATE MOTION. THE MOTION WOULD BE TO REDUCE TWO EL SPECIALIST POSITIONS.
173THAT IS THE MOTION. IS THERE SECOND? TRUSTEE VILLAGRANA, YOU AGREE WITH THAT? I WANT TO MAKE SURE EVERYBODY UNDERSTANDS WHAT THEY'RE VOTING ON. IS THERE ANY DISCUSSION? SEEING NO DISCUSSION, PUT IT TO A VOTE. TRUSTEE VILLAGRANA? Yes. Yes. Trustee Rodriguez-Muica? Yes. Trustee Richardson-Fowler? No. Trustee Bautista-Zavala? Aye. Trustee Garcia? No. Trustee Brubaker? No. Trustee Rodriguez? Yes. The motion passes. Four yeses, three noes. Okay, so with that, item number 22 is no longer in play. Okay, and neither ends. So just to be clear 42 and 43 are they in play so We only we only eliminated. It was just for those day. Yeah, okay So basically basically don't think of those two positions Maria can use it as one Okay, or however, she needs to I just want to make sure we have it right in our
174notes we have approving number 42 and 43 as being eliminated and then For number 22 or saying one FTE instead of two. Is that right? No, that does not sound correct No, we're just eliminating to FTE probably to make it easier if you look at slide 12. We're limiting to FTE So we're just going to go with item number 22. Okay. Thank you. Okay. We approved 1821 Yes, yes Trustee Brubaker question. So if we're trying to account for how much For lack of a better word overage where we're looking at at this point We should think of it as being a hundred and twenty thousand over what we were aiming to cut. Is that correct? Roughly, so we're cutting less than we were aiming to cut by approximately 120,000. Okay. Thank you. I just want
175to make sure I understand Okay, and so now item 42 and 43 still need to be taken up. Okay, so Shall we continue there? Somebody want to make a comment? I want a clarification. Yes. If the motion was to cut and do a reduction of two of three, is 42 and 43 still actually in play? Because we've already considered all three positions. That's my understanding. Okay, so 42 and 43 are no longer in play. Right, that's my understanding. That's what staff's understanding. Okay, so 42 and 43 under eliminations were part of the package. Yes of the last motion Yes, okay, so they no longer are in play and now we have a line item 28 and line item 30 and 31 to deal with All right, does anybody have a comment on any one of
176those? Trustee Brubaker? Superintendent, I just want to make a clarification. On the slide on the screen right now, you said that the cost of each EL specialist would be approximately $127,000. Is the $170,000 for the option for literacy paras per full-time position or per all of the staffing? I just want to make sure Danielle come back because I'm kind of I know that we have it would be good to have a board to know like how much a average pair educator costs. We would have to look that up but this is for we have 11 elementary schools is that correct. OK. Eleven elementary schools plus four additional paraprofessional sets 15 paraprofessionals total we would retain. that option. Does that make sense? Does that help? I'm looking for how much that would cost. It's gonna cost
177you $170,000 off of so the $900,000 what was what was proposed if you would like to retain some additional paraprofessionals it's gonna be an $170,000 off of that $900,000 which I think Bibiana what number did you come up with? $730,000 which would be the total reductions. Don't look at this right here. This is go to the slide where they are at Okay, so Yeah, boo on page 13. We still have items 28 30 and 31 to consider Trustee Brubaker. I would like to motion that we keep I'm talking about item number 28, literacy paraprofessionals, one at each school site plus adult low-performing schools and allocate the money from item number three for the summer professional development for one year and look at data as we're rolling out our literacy plan and decide at that point
178how much we would like to keep. Okay, can you repeat that? cut some paraprofessionals but downsized so that there is one at each elementary school site and an additional one at our lower performing schools for the next school year and we will then revisit it after data has been collected to see their efficacy as we're also concurrently rolling out our literacy plan. So you're recommending a partial reduction what I what I can do if the board want that's what two things we could do we can go ahead and take Action on that or I can bring back if the board wants to tell yes We want to look at that and I can give you exact number so that it's more clear what your decision you're making I I think I would appreciate Coming back
179and having a good look at it So one for at each school and two at each school and then take out all this other stuff there's no confusion about that what that would be and What the savings would be for the budget? That's what we're trying to do Okay, is there any comment on trustee Rue Baker's comment trustee Richardson I'm sorry. Did you say you support it supporting coming back? support come back. Okay with with the New information I withdraw my motion and request information at the next meeting to have more clarity And I just want to make sure you were really all of us are really clear what we're deciding. Right? Okay, so So you're making a motion No, and you withdrew it. Okay, so there's just general information right now that it would
180come back if we don't pass anything other than that. Okay. So I'll go next. I actually, you know, because literacy is our number one goal. To me, even though I know we have to make eliminations, to me it doesn't make sense to make any of the cuts. To me, I would rather use the line item of the sum of professional development, where there's two million and change there, to carry them over for another year to continue to do the work on literacy. And I'll wait, I won't make a motion on it right now. I wanna see what the rest of my colleagues feel about that. I support that 1,000%. I do too. I can't cut them. So I can bring those two options forward so that you can see what that means. And then I
181will also be reminding the board that it's only one time money and we'll have to face it later. But that's what's gonna, that's what can help us through this. I will bring those two options to the continued discussion. And I'm fully aware that we have, there are very tough decisions to be made, but if we could still continue those particular services in exchange for other services which are very important, they're not important, but this is our number one goal. And, you know, just as a tangent, there are some possible literacy monies coming down the pike. through the state possibly and maybe you know if we push it down the road a little bit we might be able to find a way to sustain it differently. Okay Trustee Brubaker. I know that there's a lot of
182controversy about our reserves but I also want to say very clearly that we have the luxury of being able to make these hard decisions more slowly because of those reserves and this is not I'm not saying what we're gonna end up doing for sure one way or the other but This is not us being scared of making decisions. This is taking that luxury to be smart about our decisions and Thinking about the effects on our students. So I just want to put that out there We have a luxury not all school districts have and I'm grateful for that. Okay in the other comments trustee. I don't know Not not at this next meeting because obviously it's not enough time but a way to to make the literacy Paris sustainable is by making significant cuts somewhere
183else so at some point I you know again if the board approves and you know y'all can think about it and we can decide at the next meeting I would like to actually start to looking at if there's schools that we can shut down or shift over that would save significant money that we can invest into these critical positions that we all see are needed again allow our schools are under enrolled WE ARE GOING TO BE LOOKING AT REDISTRICTING AND MAYBE AT THE SAME TIME WE HAVE THE CONVERSATION. AGAIN, THAT WOULD BE A SIGNIFICANT SAVINGS THAT WOULD BE ABLE TO APPLY TO THESE CUTS THAT WE DON'T WANT TO MAKE. SO FOOD FOR THOUGHT. NOTHING TODAY. JUST FIGHTING THE SEAT AND WE CAN TALK ABOUT IT NEXT MEETING. OKAY. THANK YOU. ANY COMMENTS ON TRUSTEE
184VIADRANA'S COMMENT? NO? OKAY. SO I THINK WE'RE BACK TO TRUSTEE MOJICA. IT SOUNDS LIKE WE WANT TO TAKE UP THIS ISSUE AT THE NEXT MEETING WITH SOME OPTIONS BEING BROUGHT BACK. Is everybody okay with that? Yeah? Okay. So we have the. Okay, so the three remaining things was EL specialist, the board agreed to eliminate two. And for the literacy, we're gonna still continue talking about that. We're gonna come back with two options and continue discussion. So now what's left is talk about CAFE. Yes, items 30 and 31. Would anybody like to start a discussion? on those items. I guess we see them as working together because of how we talked about bringing them forward, right? So would anybody like to start those discussions? Trustee Mojica-Rodriguez. Thank you. Because things have shifted in our district and
185we also are fortunate enough to have the community schools grant that will allow us to continue some kind of parent liaison. I would like the board to consider reimagining the cafe program to something that's just going to better meet our needs now given the community schools grant that we now have. I want to kind of bring that up to to have a discussion as a board because I'm not sure that the positions that as we design them and originally imagine them for cafe specialists actually meet what we're going to need now in the shift towards community schools so I'm going to kind of stop there and see kind of what the board thinks about that So I'm saying a reimagining of this and giving our superintendent direction to help us with that reimagining. Would that
186what would the positions look like. What would the responsibilities be because if we're making reductions we would have fewer parent liaisons responsible for more schools and families than what we have now. And I don't know that the current position descriptions allow that flexibility that we're going to need. So I'm asking for discussion right now. I haven't made a motion. Is there any comments on Trustee Mojica-Rodriguez's comment? Seeing no other comments, I'll make a comment. I think that... I think that they're two different things, although I understand we're talking about eliminations, right? I think we should focus on, it sounds like, in your opinion, the CAFE specialists, special programs, items 30 and 31 may not be meeting the needs. I think that seems to be. PART OF YOUR RATIONALE, RIGHT, FOR REIMAGINING. AND SO I JUST,
187AND THAT COULD BE PART OF RATIONALE FOR VOTING FOR ELIMINATIONS. I THINK THOUGH REIMAGINING SOMETHING DIFFERENT, THAT WOULD BE TO ME A YELLOW SHEET, SOMETHING DIFFERENT APART FROM THIS PARTICULAR DISCUSSION, EVEN THOUGH I UNDERSTAND YOU'RE GIVING YOUR RATIONALE FOR WHY. AND THAT'S MY COMMENT. OKAY. Any comments on my comment. Trustee Villagrana. No just that I'm in support of elimination and then giving direction to the superintendent to reimagine these positions and bring them back to the board as an agenda item in the future to to discuss. That's all. Okay. So is there any comment on Trustee Villagranas Trustee Mojica-Rodriguez. So this is what I was thinking. I think I just want to make clear that I'm not proposing complete elimination. It's just more of a how can we bring this back to better design these position
188descriptions to meet our needs. But it would be an elimination of the cafe specialist under this item so that then our superintendent and her team can. re-imagine what that might look like and we can have a future discussion. So I'm happy to yellow sheet it later. I just want to make that clear that it would be supporting the elimination of this to re-imagine some different kind of parent liaison role that would no longer be named CAFE. And when in addressing the long items you are talking about item 30 and 31 CAFE specialist and the CAFE special program manager. Yeah, okay. Any comments on Trustee Mojica's comment? No? I think that this is an opportunity to draft this need in a way that fits the needs of the current student population. Because when the CAFE specialists
189were originally brought on, I remember it was to address the pandemic aftermath. And just like other positions that we created to address the pandemic and the aftermath, we've already done away with those. And this is one that hasn't been addressed. As much as I don't want to eliminate these positions, we have an opportunity at the table to be able to recreate it so that it best suits the needs of our student population now. Like we're not post-pandemic anymore. We're past that. So we have an opportunity to address the budget challenges, but then also trying to craft a job description that we can afford. in the amount of staff that we could afford, but then that also addresses whether we need management to oversee these positions or if there's an existing personnel staff member that can
190oversee them. And then how can we bring them back in a way where we could afford them, but then also build on them if we have future funding opportunities. Also maybe embed them into the community schools. funding opportunities that we have with those grants. I also want to say going back to post pandemic, if we've recreated positions that were brought on post pandemic, this is one that's still lingering and it's not fair that we continue to have it and not reshape it or rebuild on it like we did the other positions. This is one that needs to be addressed. I know that I've said a lot of things regarding the cafe. specialist consideration for elimination. I believe in these positions. I know that they have made an impact on our students, but it's not sustainable
191in this specific number of FTE. And I think that eliminating them, considering eliminating them, the elimination won't take effect until the end of this academic year. So if... Trustee Rodriguez-Molica brings a yellow sheet forward with the directive of asking the superintendent to bring a plan forward for the board to consider implementation of a new job description, a new position, a new team that would start in the fall, we wouldn't have a gap in services. So that's only my recommendation is that it be considered as soon as possible, that this, you know. yellow sheet have sufficient Timeline so that a plan could take effect in the fall that is sustainable and affordable You know for an academic year or two Those are my comments. I believe that was a comment on trustee Mohica comment, correct? Okay
192trustee Richardson Fowler Trustee Baptista Zavala you have any further comments? Trustee Garcia, do you have any? Yes, I have comments. First, I want to apologize because I had to leave the meeting before the end. But before I go, I want to say about no on any cutting of cafe positions because these positions are big support for me and for many families. And that's why I vote no on the other items too. And just to be clear, Trustee Garcia, that pertains to item 30 and 31, both, correct? Are there any comments on Trustee Garcia's comment? No? Trustee Brubaker? I was a little uncomfortable with the idea of just shifting paying for the cafe specialist to the community school grant because I think the community school grant. can do a lot of things for us. I am
193more comfortable with the idea of a reimagined idea. I'm not saying I'll end up supporting it, but I think it's worth exploring. So in the interest of that, I would like to move to eliminate number 30 and 31. Second. We have a motion to eliminate items 30 and 31, and we have a second by Trustee Bautista Zavala. Discussion? I think I have some things to comment. I think that it is true that the CAFE specialists and the programs were created during COVID. And so there is some, I think, recalibration that needs to happen. But I don't, you know, it's hard to say what that means, right, without actually going through that. And so my only concern is... I'm sure the cafe specialists are providing very important services right now and What what is a transition
194plan for those students that they are serves servicing? If we eliminate them What would be a transition plan? I know we've kind of talking about this yellow sheet, but If we don't ever agree on what that would be, what would help support the students who are currently being served by cafe specialists, superintendent? I don't know if you can answer that question for me. If we eliminate it, not knowing if anything new was going to happen. The role of the cafe specialist is not necessarily direct service every day to students. It's when parents come in to ask for assistance or there may be a family who's struggling with attendance there may be a family needs to be connected to a resource which is something what community schools are gonna do so they're not necessarily like they're
195not gonna receive something every day because they're not served directly every day by a cafe so that's really hard for me to answer. Now there could be a special case or there's a particular student that needs additional because they're going through something and that your specialist might spend a little more time with that family for a period of time it could be all year but they don't necessarily serve. They don't have a list of students that they serve every day. So I would not be able to have clean data to provide to you because that's not their role. But would you say if we did eliminate these positions that we would make a concerted effort to understand who they were serving, what they were supporting, and be able to try and meet those needs in
196other ways? Yes, and what is Trustee Mojica suggesting, I think it's a way that we can come up with something that it could be done through the community schools. because the community schools are designed not just for the school where they're at, but to serve that area. And we have, so there's an opportunity there. So we would make sure that the students who, because we didn't put eliminating social workers, our social workers did not make it on the list, right? We didn't put counselors. The counselors did not make it on the list. Though we have other positions that support students that did not make it on the list so we have still the ability of those folks to refer students to the community schools where potentially there could be a different imagined position that can
197go out and support families. It will just look differently. It won't be the same. It will look different potentially. You know we'll have to see you know pilot it to see if. It's possible that it may provide more coordinated efforts by community resources than what we currently have. It's possible, but we haven't done it yet, so I can't say that. Okay, so it sounds like there will be a concerted effort if this cut happens to be able to understand what that means for our students and to try and meet. and support them as they go. Okay, are there any that was a? Yeah, I wanna comment back to the, but the superintendent. Trustee Garcia? Yes, yes, that was one of my concerns with the superintendent about if you wanna have some schools, that was one
198of my ideas that that school can service to another schools. Okay, is there any further discussion or comments? We have a motion and a second. If we can vote before I leave? Yes. I want to make sure there's no further comments. No? Okay. So we have a motion to accept the eliminations of line item 30 and 31 with a second. And we'll no more discussion. We'll put that to a vote. Trustee Villagrana? You can come back to me. Trustee Rodriguez-Mohica? Yes. Trustee Richardson-Fowler? No. Trustee Bautista-Zavala? Aye. Trustee Garcia? No. Trustee Brubaker? Yes. Trustee Rodriguez? Yes. Trustee Villagrana? Yes. Okay, the motion passes with five yeses and two noes. So we will move forward with elimination of line item 30 and 31. Okay. Okay, so we got a lot accomplished tonight. So what I will do
199is work with staff to bring back the clean total numbers that we were able to save. today and then bring some options for the literacy that were described there was two options one was to have one at each school and the other one I'll have to rewatch the board meeting because I don't remember right now but I'm sure my staff took notes for me and then and that would be it. So one of the challenging things of having a board meeting back to back the board agenda is due tomorrow. I won't be able to have a PowerPoint. My staff is out on Monday. This is a holiday. I'm going to do everything I can possibly do on Tuesday and Wednesday to try to get it on the agenda. It won't be on the PowerPoint. The
200attachment will not be on there. It's possible that I might not be able to have it attached until the day of the board meeting but I would like to at least try to get it on Wednesday night. So I just want to be that because that happened last time people were confused that why it happened and this is how it happened. I think you were not a board member that time and it was like well we can't just turn it around that fast. And we have a Monday holiday that our staff deserves to have to having this long evening and trying to get back to those things. So I just wanted to be clear to be clear to the board and the public that the the the. This new stuff that was brought to me
201tonight will not be published tomorrow It will not be included in the board meeting packet on Friday But it will do a possible to have it by at least Wednesday and but potentially could be the same time of the poor meeting And the yes and the minutes gonna take some time as well So the minutes of Paul are not gonna be in the board packet tomorrow because my staff needs time to put it together and Yeah, yeah, okay So we will be moving on from m2. Thank you trustees for the deliberate work and this is very difficult work and You know, they're kind of not the the best of all options are not always available But we are trying to work hard to make the best decisions possible move on to item in Public comment
202for items not on the agenda. My understanding is we have two public comments Our first public comment is from Gretchen smur And the second is Kyle Pease. Push the button. Yeah, yeah, am I good? Okay. Thank you everybody My name is Gretchen smir. I am a retired teacher. I'm also a volunteering at Whitehead. Yeah My I'm coming from you guys were like deep in the depths of the details and I'm coming from like being in the classroom and looking at things and I have real concerns about Us failing our students and filling them big time. We had the young the young people from the high school come and speak tonight they were articulate and they were together what i'm seeing right now at whitehead really concerns me and it's not because of the teachers it's
203not because of our great principal and our good we have good teachers we have a great principal but we continue to pass kids on when they're not ready to move on We have students that don't come to school, and the rewards don't help, and the cute posters don't help. Their parents know they don't have to come to school, and the state does not enforce that law that they have to be in school. So we have kids getting behind year after year. We've got classes in the sixth grade that I'm working in now. The majority of the kids are at fourth grade. We have some kids at first and second, just about nobody at grade level. Okay, and it's not just whitehead because we're an orange in the district And I think we really need to
204re-examine what we're doing and how we're moving things forward and I'm not faulting anybody Okay, because I see it as a structural problem not just here in Woodland but throughout the state and Actually, the real thing is is throughout the country. The US is failing our kids And it's not because people aren't working hard. I probably would have stayed here if Ms. Lamkin would have still been here. I wouldn't have left the district. Okay. I see there's a great principle at Whitehead, but because we're letting kids just pass and pass and parents see that, things are falling apart. The behavior we're seeing in classrooms, and this is real different. You're at Spring Lake or you're at Zamora and I've been to those places. Okay. Piece of cake. All right. The behavior is not the same.
205We have extreme behaviors that interrupt and make it so that everybody doesn't learn. Today I'm working in a small group. I've got a kid that is constantly interrupting, making it so that I can't help the rest of those students. The rest of the students are losing. And it's not that the principal isn't there to help, but when you have those students in the class, it's a real problem. And we really have to look at it because everybody knows. Everybody passes. No consequences for not coming to school. No consequences for not behaving And yeah as a country we're failing our kids and I used to think it was I've been in like three four or five districts at this point after 40 years of teaching and I've seen it just go down here and downhill and
206downhill Thank you. Thank you Our next one is Kyle Pease SPEAKER 7. Hello. Sorry to make everyone wait here but you know I'd be kicking myself if I didn't respond and you know leave my comments. So first you know thank you President Rodriguez the trustees and the superintendent for entertaining us and thank you for your tough work tonight. I know budget cuts are not fun for anyone. um they're hard decisions and we all have our own experiences that we bring in um i'm kyle pease i am a chemistry teacher and an avid teacher at woodland high school this is my sixth year here and i am the wea vp as well and i'm going to talk right now about the seven period day thing i know you guys are probably tired about hearing about it
207but um i'm kind of a little confused about the justifications um for it and a little frustrated i feel like the board's not really communicating why they want to cut it. You know, I can handle if we do like a robust kind of information dive and then we just don't agree at the end. I understand that. And, you know, I've been watching this board for almost a year now. And, you know, I'm just not really understanding the motivations behind the seven to six period day other than just on a line item. It saves us money. You know, The priority of the priority of your guys's budget cuts were to not affect the classrooms as much as possible. And this is something that affects not just all the high school students but every single middle school
208student and every single elementary school student every single student in your district coming up. Yeah for all students and all your staff as well. Based on the conversations tonight and it seems like the rush to vote for like hey, let's get this Actionable next next meeting. It seems like you guys want to come to a decision on this really quickly and You know, there's no rush for it now says it's not going to affect next year's budget I know it's a big planning thing for the following year, but we can take a little bit more time to You know meet with our students meet with our staff meet with and see what the needs are There was a comment saying that graduation requirements can be changed as a district. That is true, but the state
209graduation requirements have changed over time. So for instance, we have an ethnic studies class that students have to take. There's no other option. So I encourage you guys, you know in these next if you're gonna vote on it next week and you know Look at it next week. I encourage you guys to spend the next week then talking to our students Seeing what they think what their experiences are again. I want to point out that this Specifically affects our students in our specialty programs our sped students our EL students. They get less elective choices If you're a band student, I want to practice playing your instrument for four years. It affects you, you know if you And then it just kind of pushes all your electives towards your junior and senior year. And then you're
210not really allowed to dive deep into these electives, these CTE programs, these Spanish classes. And so, again, I encourage you guys to do more research. Please talk about it before you vote next week. Thank you. Okay, no more public comment for item N. We'll then move on to item O, information request for future agenda items. Does anybody have any comments on information requests for future agenda items? Trustee Mojica Rodriguez. I'll just state again that I will be submitting a yellow sheet for the reimagining of the cafe specialist positions. But I already shared my rationale about that earlier. So just a reminder. Thank you. Anybody else? Trustee Richardson-Fowler. I put in a yellow sheet about exploring our own Da Vinci program so we can stop hemorrhaging 7th and 7th through 12th graders to Davis. Thank you.
211Trustee Richardson-Fowler, any other comments? No? Okay. Then we'll move on to item P, information. Closing comments. Are there any closing comments tonight? Just a blue maker. I would just like to thank my colleagues for powering through and getting a lot of work done tonight I think we're gonna be able to Have more time allowed for our important discussion at the next meeting and I really appreciate us all working together to get that done Thank you Any other closing comments trustee Richardson Fowler? I have been looking forward to this calendar so that I can put it up in my classroom. My students were looking at the other one saying it's not December anymore, Ms. Candy. So I'm so glad to put this up in my classroom tomorrow. Thank you, guys. Okay, and I just have a
212closing remark. Of course, there are many opinions and a lot of passions in regards to our different themes that we take on here, but at the end of the meeting, we all have to work together as best as possible, regardless of whether we agree or disagree, and we are better as a board when we can work together as much as possible. That's my closing comment. Thank you. And we'll move on to item Q, date and time of next scheduled regular board meeting, Thursday, January 22nd, 2026. Closed session starts at 5 p.m. and open session at 6 p.m. And we will move on to our adjournment. Thank you. Have a good night.
