Yep. Welcome, everyone. Call the meeting to order at 5 p.m. Is there a motion to approve the agenda? Moved by Trustee Bautista Vela. Is there a second? Second. Second by Trustee Rodriguez to approve the agenda as is. All those in favor say aye. Aye. Any opposition? Hearing none. Approved with the absence of Trustee McDonald and Trustee Mott. We are going to... Any public comment before close session? No public comment for closed session. So we're going to recess into closed session still at 5. And we'll be back as close to 6 o'clock as possible. Thank you, everyone. Good evening. Good evening. The board will need an additional 10 minutes until they come out. Thank you. Thank you, everyone, for your patience. We're in the repast in closed session. And just we were going through the public
comments. I'LL MAKE A COMMENT ABOUT THE PUBLIC COMMENTS WHEN WE GET TO THE PUBLIC COMMENT PART. I KNOW, IT'S KIND OF FUNNY. THANK YOU AGAIN FOR JOINING US. I'M RECOMMENDING THIS MEETING AT 618. TRUSTEE RODRIGUEZ HAS OFFERED TO LEAD US IN THE PLEDGE OF ALLEGIANCE. Moving on to E2, which is announcements of any action taken in closed session or items to be approved in open session that were reviewed in closed session. Regarding closed session item D1, the board took action in closed session by unanimous vote of all trustees present to accept the superintendent's report as its final decision in the matter. We have two public comments on F. Mayor Beth, you ready? Christina Bonucci. I am concerned about the information in the minutes from the last regular board meeting. While I thank you for capturing
my statement regarding the work that still needs to be done to support our LGBTQ staff and students, I'm bothered that there's no mention of the comments made by the board members. There's no mention of the impromptu statements made by Trustee Fowler, Garcia-Zavala, and Villagrana openly voicing their support for the resolution recognizing Pride Month, nor is there any mention of the hatred that was shared by Trustee McDonald. The minutes do not capture the shock many members of the gallery expressed as we were told that our community did not matter and that supporting our community only created confusion among children. Nor does it capture the fact that many of us left this room, which you called safe, in tears because of the hatred that was shared. Trustee McDonald's missing statement forgot that Pride Month is about acceptance.
It is a recognition that each of us has a right to live. Pride is about supporting one another through life so that each of us can determine who we are, whether that is gay, straight, queer, transgender, or cisgender. Pride is about being able to express yourself, not having to conform to the societal expectation because we know that when we force children to conform, what we are teaching them is really how to hide. We know that when we force them to hide, we are telling them that we don't love them and that they are more likely to end up homeless, use drugs, and to attempt and commit suicide. The minutes do not reflect that Pride Month is a reminder that as a teacher, my job is to love and care for and to validate every student
that comes into my classroom. Every student. If that means using a different name, I will do it. If that means using gender-neutral pronouns, I will do it. Why? Because I'm a teacher, and a student that does not feel loved and cared for or validated. is a student that I cannot teach. And while dialogue is a good thing, and unfortunately she's not here to hear this, being a teacher is not open for discussion. Stacey Mounce. Hello, my name is Stacey Mounts and I am a nearly 30 year veteran teacher in Woodland Joint Unified. During my tenure, I've seen a lot of hateful things at school, in our community and our society. The hate and vitriol spoken by Trustee McDonald at the last board meeting was icing on the cake. On an evening where our district was
purportedly supporting Pride Month and our LGBTQ students, you used your platform as a leader to denigrate and create an unsafe environment for members of our community. You should be ashamed of yourself. And the rest of you leaders who sat silently by ought to be ashamed as well. It's not enough for you to have said, she doesn't speak for us. It's not enough to say, I don't agree. It's not enough to shake your head. What you should have done was loudly stomp your feet and say, no, you are welcome here. And we will all create a safe space for all students. The audience listened to you spout statistics. Here's some stats I want to share with you. 41% of our LGBTQ students seriously considered attempting suicide in the last year, and youth who identify as transgender
and non-binary and people of color reported higher rates than their peers. 14% of our LGBTQ youth attempted suicide in the last year, including one in five trans and non-binary youth. 56% of our LGBTQ that wanted mental health care weren't even able to get it. 67% of our LGBTQ youth suffer from anxiety and 54% suffer from depression. Nearly one in three youths said their mental health was poor most or all of the time due to our anti-LGBTQ policies and legislation. 64% of trans and non-binary youth reported discrimination based on their gender identity. A majority of our LGBTQ youth report being verbally harassed at school because people thought they were simply part of that community. Roughly half of our trans and non-binary youth felt their school was affirming, and those who did reported lower rates of suicide.
Trans and non-binary youth report that when all the people they live with respect their pronouns, they report lower rates of suicide. Being different is hard, but it is who we are. Seeing the statistics and recognizing the daily struggle just to live should serve as a wake-up call. We all should be striving to provide our LGBTQ youth a safe place to come and learn and be productive. School might often be the only place these kids feel love and acceptance for who they are. Shame on you for using your public position to threaten their safety. We as a community of teachers, parents, students will not stand for it. Are there any questions? Any questions on the consent? Yeah, that was public comment for the consent only. I would like to pull item 3A, minutes from June 15th
board meeting. Any other items? Is there a motion to approve minus 3A the minutes from June 15th? Is there a motion to approve? I'll make a motion to approve. Second. Second. Motion made by Trustee Rodriguez, second by Trustee Garcia to approve the consent agenda. Minus 3A. All those in favor say aye. Aye. Any opposition? Hearing none, unanimous approval by all trustees present. I would like to motion that the board meeting minutes from June 15th be rewritten to include the statements by Ms. Trustee McDonald and those included in the public comment. Would you like staff to type those verbatim into the minutes? As closely as possible. What do you mean? No, precisely, please. Yes, please. There is a motion. Is there a second? Second. All those in favor say aye. Aye. Any opposition? Hearing none, unanimous
approval. Biotrustee is present. Moving on to H1, which is approved gifts to the district. Is there a motion to approve? Motion to approve. Second. Second. Second motion by Trustee Garcia, second by Trustee Mott. Correct? All those in favor say aye. Aye. Any opposition? Hearing none, unanimous approval by all trustees present. And this is a cash donation, a monetary donation of $400 to Beamer Elementary School from Catholic Charities of Yolo Solano Incorporated. Thank you so much for the donation. All right. So moving on to I, which is public comments. So we have the comment I was going to refer to earlier. We have 13 voicemails and we have 16 in-person comments. Oh, 18 now in-person. And so we have now a limit of 20 minutes on agenda item. Can we move to increase the amount of
time we have for comments? We can. The only thing is, again, we'd have to do that moving forward for any item that is before us. I'm okay. Clarification, what topics are the public comments categorized in? Thank you. So the 13 voicemails and the 18 in person are referring to our regarding to Trustee McDonald's comments. And then there's more, but those are the ones that were identified in that fashion. All right. Can I motion in regards to those that were sent in writing? No, these are just voicemails and in person. Okay. Can I motion for those that are in writing be added to the minutes? I don't think there was any in writing, right? Yeah, there wasn't anything in writing. Nothing? Okay. Question. Yes. Any way to identify if the comments are from local? Woodlanders or
not. That's that's irrelevant irrelevant. Yeah, okay I was just saying if it's for a sake of time, okay We have to allow anybody to comment regardless of the residency or regardless of the topic How many minutes are we looking at at all 29 people? three times 29 It's over 90 minutes over an hour and a half I motion for 45 minutes So we're gonna ask the public to not comment Again, this is the meeting of the Board of Trustees and we're deliberating on the question before the board. I think 45 minutes is probably... It's the discretion of the board. What about 30 minutes? Again, it's up to the board. No second. Your second 45 minutes I'm going to motion for an hour and ask folks to keep it as tight as possible so that we
can get through as many and See if we can actually shut the phone off at three minutes I would love to see as many people speak as possible No, the phones are shut off and where everyone should offer effects. Not just the phones I'll second with the friendly amendment that people individuals that are coming up be lined up and ready to go other comments No questions So the other thing too is individuals on their own you can choose to take two minutes or one minute to allow everyone to speak. That's up to you completely. We can't tell you to speak less but it's your discretion to do that. Everyone's entitled to three minutes and we'll respect everyone's time to do the three minutes up to an hour so far has been the motion. Any other
discussion or questions? Okay. You'll keep track of. We are going to call the five names that are here so they can line up and then we will call the next five that way those five are ready to go. And then we are going to start with voicemail. So the first five names for in person. We have got to vote. Yeah, I know. We are asking Claire for a question right now. Any other questions or comments? No. Okay. So again, I struggle again because we have to again move forward, right, without concern for the topic, right? We can't be specific to a topic. We have to be objective and whether it's for agreements with us or disagreeing with us, we will have to allow in the future up to an hour now, right? We're setting a
precedent for that. And if that's okay with the board again, I feel like we did that during COVID. We did. Absolutely. Yeah. And they were not in favor of what we were doing. Absolutely. Yeah. So if we listen to the folks and, and Hey, everybody here is not going to be our fan. No, absolutely. Or my inbox. Yep. Again, just making sure we're all clear as to what we're setting. Um, and I think it's good to have a discussion in the future as to how to put some subjective, uh, parameters, you know, say like 30 people versus 40 people. We increase the minutes based on that, uh, instead of. Kind of how we're doing it now, but you know it is what it is now and I just want to make those comments before we
vote Okay, all those in favor say aye. Aye Any opposition hearing none. I'll unanimous approval to extend the public comment for per topic for tonight up to an hour Just special note it is unanimous approval by those with absence of trustee McDonald correct All right, so we're going to alternate between voicemail and person, and again, we'll do the voicemail, and then we'll call five names. Yeah. Hold on real quick. Question? So the first five to just be ready to come up, please, are Laura Brubaker, Marjorie Watkins, Ashley Brown, Sarah Larkin, and Karen Zanol. And actually, one more comment before we start the voicemail. So we heard loud and clear from the community that we definitely needed to have said more. And actually, Trustee Rodriguez and Trustee Fowler and I have been having conversations about trustee
is going to submit a yellow form to bring up another resolution to take affirmative steps and actions to show again not just words that again convey messages but actually intentional acts that the district needs to do or can do. Again one of the things that happens when people make statements that allows us to ACCELERATE SOME OF THE THINGS WE WANTED TO DO FOR A LONG TIME THAT SOMETIMES THE COMMUNITY IS NOT READY FOR. BUT WE CAN DEFINITELY DO THINGS TO SHOW OUR SUPPORT FOR ALL OF OUR YOUNG PEOPLE. AND TRUSTEE RODRIGUEZ IS GOING TO SHARE WHAT HE'S GOING TO BE REQUESTING AS PART OF THE RESOLUTION. JUST SO YOU'RE ALL AWARE OF THAT BEFORE YOU MAKE YOUR COMMENTS. TRUSTEE RODRIGUEZ. So in continuing to support the lbgtq plus community in our district and our community
at large We are proposing that we take up a new resolution at our next meeting which reaffirms the district support of the LGBTQ plus community and touches upon the following points We will strongly reiterate the rights for all students families and employees to feel safe and respected in the district and that includes our LGBTQ plus community. We will recommit to the notion that our district will actively pursue and be purposeful about creating an environment that is physically culturally and emotionally safe for all students and that includes LGBTQ community and the rest of the district community. Third we will ask our superintendent to make anti-bias training and DQ plus trainings and education for all administrators teachers and staff in the district a priority and this would also include all Woodland Joint Unified School District trustee board
members. So we'll all participate in in trainings. Fourth we want to reiterate that the Woodland Joint Unified School District does not coerce encourage or indoctrinate students into any specific gender identity and fifth we commit to doing all we can to make sure that along with all students that, that along with all students, including the LGBT community students, their voices will be heard and taken seriously. Unfortunately, it's not in the agenda so we cannot deliberate on this but these will be submitting the yellow sheet so we can agendize and have a conversation about what that resolution there will be a draft will be brought forward for the board to consider which could be amended modified and changed you know we will take public input on that language as well that we'd be more than happy to
consider. Okay with that said we're gonna start with the voicemail first and then we'll go to in person. Hello Board of Trustees. I'm calling to comment on the statement the Trustee MacDonald read during the board meeting on June 15th. If you are a member of the public and listening to this board meeting for the first time, I encourage you to listen to what McDonald had to say. Her comments begin at the one hour and 36 minute mark. I'm repelled by her statements and her supposition that transgender issues are wholly distinct from LGBTQ plus issues. Mr. Zinfaller was keen to point out the intersections of goals of equality among these groups of people is uniting. has been so since the beginning of pride movements in America. Transgender persons have stood side by side with queer folks
and allies advocating for equality. The notion that transgender identities are a form of social contagion is harmful to trans youth and contradictory to her duty and will have much more to say, I am certain. I needed to add my own voice to the chorus of Woodland community members that are condemning her statement. I want to start by thanking trustees. Viagra now Fowler Mott Garcia Rodriguez and Batista Zavala for speaking in support and affirming the validity of trans people in all LGBTQ AI plus people in the previous meeting I was however deeply upset by the misleading and ignorant comments made by trustee McDonald who seems to have fallen victim to the social contagion of this anti-trans bigotry that is spreading to school boards and state houses across this country the claim that the increase in transgender
identification is the result of social contagion lacks any credible evidence. The experiences of transgender people are real and valid, suggesting that the acceptance of transgender individuals negatively affects our children perpetuates a harmful narrative that contributes to the rising harassment and violence against trans people. According to the Department of Homeland Security, 20% of all hate crimes in 2021 were motivated by bias linked to sexual orientation and gender. As an elected official trustee McDonald abused her platform and the taxpayers time to give voice to this dangerous rhetoric I am calling for trustees McDonald's immediate resignation from this board As a member of our school board, you are entrusted to serve all of Woodland's students and create an environment that fosters an understanding, self-acceptance, and inclusion. Your remarks betrayed that trust. I can no longer trust you in
the best interest of my children and our community's children. I hope... if she was here, that she would be able to grow as a person and come to see how factually, scientifically, and morally wrong your statements are and your views on trans people. But your education and personal growth should not occur at the expense of our community's youth. We cannot allow your prejudice and fear to guide the critical decision-making of our school district. When you campaigned for this seat, you put out minimal information about your views on any... substantive issues. Believe me, I looked. But now you have disclosed these controversial and dangerous views, and it seems only right that the voters of trustee area two deserve the chance to decide whether they want you to continue to represent them. Your recent statements have rendered
you unfit to influence policies and education for our children It's impossible to live up to the WG USD vision of excellence for all when you refuse to the Recognize the validity of some if you did not resign by the end of the next school board meeting I am prepared to move forward with initiating a recall Filing a notice of intention requires at least 30 signatures. I have already collected 20 As of this evening, with a little over 24 hours of effort, we are serious about this and we are not going to back down. We're dying now and save our district the time and expense of a recall. The constituents of trustee area two deserve better. Thank you. Thank you. Voicemail, please. Hello. My name is Tawny Sweeney. I am a fourth grade teacher at Ramon
Tafoya Elementary School, and I am calling demanding that Emily McDonald resign. Her comments targeting transgender people were very shameful and dangerous to youth, transgendered employees, and transgendered people in our community. They show a real lack of understanding of history. Transgender people have always been leaders in the LGBTQ community, from the emergence of the transgender movement in the late 60s to leaders to the modern emergence of the LGBTQ movement in the later 60s with the Stonewall Rebellion. Transgender people, along with lesbian, gay, bisexual, and non-binary people, have always been marginalized. forced to live in poor communities, experience discrimination in the workplace. And it's unacceptable that she is trying to use transgender people as a wedge issue to defy the LGBTQ community and our wider community of people who work day in and day out to provide
free, quality, equitable public education for all. I'm on the trustees to vote for her censure. I want to express my deepest solidarity with the transgender community in Woodland and with the LGBT community and with our LGBTQ staff at WJUSD. Transgender people have been leaders in the LGBTQ movement and people's movements throughout the eras of history. They have always been leaders and they will continue to be today. And we stand in complete solidarity with them and our LGBTQ community and all educators working to provide public education. And we always will. Thank you. Okay. All right. Greetings. Superintendent Ortega Lampkin, President Villagrana, and Board of Trustees. My name is Marjorie Watkins and I am a proud teacher in our district and I have the opportunity to have two daughters in our in our district as well and
one of the things that I just wanted to share in the interest of time is bring everybody back to the fact that we have the language here to support our students already. And it's based in our equity statement. It's clearly board policy. It's board policy 0415. And I just want to reiterate the fact that all students, all students deserve excellent schools, which are culturally responsive and set high expectations, a high quality learning environment and equitable resources to ensure that they are reaching their full potential. POTENTIAL. THOSE ARE OUR WORDS. THAT'S OUR STATEMENT. OUR KIDS DESERVE BETTER AND WE OWE THAT TO THEM. THANK YOU. NEXT VOICE REMOVAL, PLEASE. HI, THIS IS TONY, FOURTH GRADE TEACHER AT RIMONE TAKOYA ELEMENTARY SCHOOL. PLEASE USE THIS PUBLIC COMMENT INSTEAD OF THE ONE I LEFT PRIOR. SORRY, WHAT WAS
THE QUESTION? OH, NEXT VOICE REMOVAL, PLEASE. Hi, my name is Barbara Hyde. I'm calling to voice my dissent in a public comment to the censorship of Emily McDonald. I am a strong adherent to the idea of free speech, and if we cannot have free speech, then I don't know where this country is going. So please, please, please allow her to speak. Thank you. Good evening. Superintendent Ortega-Lampkin President Vitigana and members of the board. My name is Ashley Brown. I am a teacher in this district and above all I want my students to be alive. According to the 2022 survey from the Trevor Project more than 50 percent of transgender and non-binary youth have seriously considered suicide. Roughly half of that population found their school to be gender affirming, and those who did were less likely
to attempt suicide. Gender affirmation begins with acceptance and support. It does not begin with medications or surgeries. Rather, support, love, and acceptance. Trustee McDonald's words on June 15th were nothing less than dangerous and divisive. Someone who holds such beliefs has no business representing the Woodland Joint Unified School District. According to the 2019 Safe Place to Learn Act, Education Code 234, it is the policy of the state of California to ensure that all local educational agencies continue to work to reduce discrimination, harassment, violence, intimidation, and bullying. It is further the policy of the state to improve pupil safety at schools and the connections between pupils and supportive adult schools and communities. Trustee McDonald has threatened the safety of transgender students, employees, and community members, and as such is unfit for the role of school board member.
Thank you. Next voicemail, please. Hi, my name is Barbara. I'm a lifelong Democrat and a lesbian. I want to put on record that I disagree with the content of the letter from the Democratic Party regarding Emily McDonald. I have a niece who has undergone so-called gender reassignment medicalization, and it has not benefited her mental health at all. In fact, it has deteriorated. I think it's an abomination that Ms. McDonald is being censored, and I hope you will reverse the decision about that. Thank you. Bye. Before you start your comment, clarify to the public that there's no censure. It's happened. It's not agendized today. I think there's been a lot of miscommunication that was put out into the community. Again, the board is not taking any action today on that, has not been discussed as a
board. No vote has taken place to undo, and no vote is scheduled. So, again, just want to make sure that the public understands what's on the agenda for today. Thank you. I never expected in the year 2023 to be standing here introducing myself this way, but sadly here we are. My name is Sarah Larkin. I am a lesbian who loves, supports, respects, and has lots in common with my trans siblings. I'm actually second generation queer. I grew up in the 80s with a gay father and spent much of my life operating from a place of silence, shame, and fear. I went about much of my life hoping my family and I would just kind of fly under the radar, that we would stay safe. I'm still trying to understand and heal the damage that has
caused me at 40 years old. I refuse to make a whole other generation live that way, to feel shame about themselves or their family or friends that they love. My oldest son has two households in Woodland. One of them is in Area 2. It is my job to provide a safe community for my children, and I don't believe it is in the best interest of our community to have Trustee McDonald continue to serve on our school board, given her comments in the last board meeting. I'd like to say after all these years that I'm impervious to this toxicity, but I'm not. My phone has been blowing up for two weeks over what she said. It was shocking and it hurt. It hurt a lot of us. I would like to respectfully request that Trustee McDonald
steps down from her position in order to make room for someone who is willing and able to come to this table and take care of all of our children, including our trans youth who need our love, respect, and support. It is all of our jobs to make sure our children survive and thrive. Thank you. Next voice mail, please. Hi, my name is Alex Trotter. I'm an alumni of the district, and I'm now teaching and coaching at Lubin High. I was made aware of the abhorrent comments pointed at the trans community from Board Member McDonald at the last board meeting and wanted to express how distressing hearing these comments were. Our students are bundles of intersectional identities. Each of these identities make our students the passionate, hardworking, and determined people they are. From the comments made
at last meeting, students that identify as part of the LGBTQIA plus community now know there is a person that harbors dangerous ideas about the community. This person has a lot of power making decisions for them in a place where they spend eight plus hours of their lives five days a week for most of the year. They are now being forced to choose. to be quote unquote safe by checking that part of their identity at the door or to be even more on guard to ensure that they are able to survive in a place where they are supposed to be able to learn. How in any way does this support the board policy number four, having a safe nurturing environment necessary for learning? This policy acknowledges that students need to be in a safe environment to
learn. I would argue that having to check a part of themselves at the door of school is not a safe environment. OUR STUDENTS DESERVE TO BE THEIR WHOLE SELVES IN THE CLASSROOM TO LEARN AND TO BE A PART OF THE COMMUNITY IN THE DISTRICT. THE LGBTQIA COMMUNITY DESERVES ACTION ON THE PART OF THE BOARD TO MAKE SURE THAT THEY ARE GIVEN A SAFE AND NURTURING ENVIRONMENT IN THE DISTRICT. I HOPE THAT THERE IS ACTION ON THIS ISSUE. HI, I'M HERE REPRESENTING THE WEST SACRAMENTO DEMOCRATIC CLUB TO SPEAK AGAINST THE RECENT COMMENTS MADE BY TRUSTEE MCDONALD. This her comments fit in with a broader pattern of increasing hate speech crimes and anti LGBTQ plus legislation across the country as a club We strongly condemn these remarks and urge the WJ USD trustees to make certain that
strong safeguards are in place to ensure that LGBTQ plus students have every available opportunity to find the loving support from their school community including the trustees that they may not be getting at home. I won't repeat the stats from the Trevor Project that I had because they've already been said, but I will say the West Sacramento Democratic Club stands strongly with the LGBTQ plus student population and those educators helping to create the safe spaces they need to grow and thrive. We strongly support the Woodland Joint Unified School District's commitment to be a safe, supportive, and inclusive environment for all students. Further, we would like to take just a minute to not just stand in support, but stand here in awe at how absolutely amazing our transgender, non-binary, gender non-conforming, and gender diverse kids really are.
To all of these amazing kids listening right now, you are wonderful just as you are. You deserve joy. You are worthy of love. Please know that you have allies and strong and loud support. We are so grateful for your presence in our communities. And if you could please line up Tanya Garcia-Cadena, Catherine Seward, Nathan Perkis, Moises Diaz, and Jesse Loren. Next voicemail, please. Yes, hi, my name is Ori Heaton, and I am a resident of Woodland, California, and it has been brought to my attention several things that were going to be discussed at your next meeting, and I'd like to make a comment on item I. I noticed in some of the wordings you talked about, 8% of the children in seventh grade are identified as trans. Now, as a person who has a childhood
of bullying and abuse, I highly applaud any efforts to eliminate bullying in schools. However, 8% trans, how many of your students are something percent not majority population? By making special rules to protect the trans. population of your school, you're creating a privileged group. And so what happens to the protection of other people? I totally disagree with this. Your bullying rules should be broad. So anybody, any child that is bullied within the school system should be addressed appropriately, not to create... I'm very concerned about the loss of privacy that you guys want to allow males identifying as females to be able to share the same area as the girls. And I find that highly offensive as when I was a girl, I had problems going to the bathroom and being around just other females. It was
embarrassing for me to even make any noises going to the bathroom, and I can't imagine what it would be like to have a boy in knowing somebody. who was born male in that space. And I'm also aware of what happened in Edmonds, Oklahoma, where a boy who identified as a girl followed a girl into a bathroom at a high school and raped her. So I do not think that is appropriate. I think single-sex spaces should be protected. Also, the... thing of menstrual products in boys' bathroom. When I was going to school, we never had menstrual product dispensers. We brought our own because you always carried an emergency pack. And this sort of product should be left maybe in the office, school nurse, maybe a dispenser, somewhere where it's monitored. terrible waste of money to do
this. It's a waste of money. For my tax paying money, that I pay taxes, I hate to see my money wasted like that. These are my comments. Thank you. Good evening, Superintendent Olivia Lampkin and President Villagrano and trustees. As a young child, my father attended school in a Texas border town. He wasn't allowed to speak his native language or he'd be punished. Speaking Spanish was unacceptable. My maternal grandfather grew up in Oregon. He was not allowed to use his left hand to write with, or he'd be punished. Being left-handed was unacceptable. Why do I bring these two things up? Because when society stopped punishing students for being who they really are, we, suddenly, had an onslaught of bilingual children and left-handed students. When in reality, they'd always been here. They just weren't safe to be
their true selves. Did we normalize speaking Spanish or being left-handed or did we finally accept students for being themselves? While I understand that everyone's entitled to their own personal beliefs and biases as humans We all have them as an elected official or a person who has had a level of power bestowed upon them It is our duty to represent all The comments made by Trustee McDonald indicate that she is not willing or able to represent our transgender students, mainly because she doesn't accept them for being their true selves, and I quote, this coalition forces acceptance of every aspect of transgenderism in order to be considered an ally of the others, and that is wrong. From this statement, I would conclude that Trustee McDonald does not consider herself an ally of transgender students. The comments made
at the June 15th meeting clearly violates the Woodland Joint Unified School District non-discrimination clause. I believe that the role of our school board trustees is to ensure that all students feel welcome and accepted for who they are. Are transgender students new to our schools? Of course not. Are the majority of us finally becoming open to the idea of allowing students to express their true identity? I truly hope so. Thank you. Next voicemail, please. Hello, I'm Marlene Molina. I'm the EL specialist for the middle school. I'm calling because I have other professional commitments this evening and I'm unable to be present with my colleagues and the community that I support. I wrote the Board of Trustees and Cabinet the night after the board meeting on June 15, 2023. I was deeply hurt and upset by the
comments made by Emily McDonald against the transgender community. I was hurt that statistics were further used to support the hate that she feels towards this part of our student community. I felt heard by many of our board members who responded to my email. However, last night I received a response from McDonald, and it was the same response verbatim. that she sent to one of my colleagues. I found that unprofessional and disingenuous. As she ended that, she hoped her comments at the board meeting would start a broader conversation. What she did was in no way a part of a conversation. It was a value rooted in hate and judgment with little regard to the community of students, parents, and educators that she harmed. I have heard them say they do not share the opinion of Emily
McDonald. However, this is bigger than an opinion. As humans, we can have opinions and preferences. about objects, foods, and the like. However, when it comes to our community of students, it is not okay to spew hate and bias views, but then say, that is my opinion, or I do not share that opinion. Having an opinion and having the hate to discriminate against a group of students are not the same thing. We know that over 50% of transgender youth have considered suicide. The USD is better than this. And we do not tolerate the Department of Education supporting transgender youth in schools. He was saying a student deserves to learn in a safe, supporting setting. Discrimination as the Department of Education has reaffirmed. Discrimination based on sex and sexual orientation and gender identity isn't just wrong, it's
prohibited in American schools. What Emily McDonald did is prohibited and discriminatory at best. There is no true conversation that... can happen when there is hate involved. WJUSD students deserve better. They deserve the best. I urge her to resign her position as a trusted leader of our community. Hello, my name is Catherine Seward and I moved to Woodland when I was 15 years old and began attending Woodland High School as a sophomore. I am now 25, still living in Woodland in District Area 2, represented by Emily McDonald. I voted for her and I also eagerly signed the petition to recall her. The three-minute statement she made against trans youth is not representative of my views or the views I held when I cast my vote last year. With my small amount of time, I'd like to
break down the arguments made in her statement. Firstly, yes, there are small sections of the lesbian, gay, and bisexual community who do not agree with trans ideology. There are also small groups of gay and lesbian groups who do not believe in bisexuality. They lost sight of the goal. The goal has always been to be seen as human beings with rights. Bigotry is still bigotry even among marginalized groups. Every group has bigotry and bias, even the LGBT community. But that does not erase the identities of transgendered individuals through all of it. human history. On May 6, 1933, one of the first Nazi book burnings was a coordinated attack on a private institute studying sexuality. Over 20,000 works of intersexuality, homosexuality, and transgenderism were burned. It is also assumed Dora Richter, the first trans woman to undergo
reassignment surgery, was murdered during this attack. The Circle of Hermaphroditos was the first trans advocacy group in the United States. It formed in 1895. As early as 7,000 BCE, there are depictions of androgynous individuals in early human civilizations, and every civilization in human history has a word for what we call intersex and transgendered. The argument that transgendered ideology has only been pushed in the last five years denies the visibility trans people have fought throughout history to obtain. You say there is no obvious explanation besides social contagion with no thought that the possibility of more accepting society might make youth feel safer expressing their concerns with how society sees them as individuals. You call this group a tiny amount when there are 1.6 million transgendered individuals in the U.S. This is double the amount of police
officers in the United States. Science and history agree that transgendered individuals are valid and gender affirming care is the best way to alleviate gender dysphoria. The idea of social contagion says to me you don't believe our youth are capable of thinking for themselves. A mastectomy is an amputation, not a piercing. I trust that children and people can decipher their own feelings within their own bodies. The second leading cause of death for my generation is suicide and trans youth are eight times as likely to have attempted suicide. The increase in depression rates amongst youth has also been attributed to social contagion way back to when I was a teen. These mental health problems are not new. However, in more recent years, it has become less taboo to talk about them. I am tired of adults telling
kids how to feel instead of teaching them how to navigate with their feeling. I am not transgendered, but I am gender nonconforming and know what it's like to feel unaccepted by those who are supposed to be protecting me most. I stand here today nearly 10 years from when I moved to Woodland, nine and a half years since my last suicide attempt of four, three and a half months before my wedding that I should be planning right now to make it known that adults who make statements like the one Emily McDonald made spreads hate to these kids and these kids can feel it. I hope Emily McDonald, her recent actions do not reflect how I feel the school board trustee should act. They do not reflect the views I had in mind casting my vote when
I signed the petition to recall her. Thank you. Next question, please. Good evening, Board President Villagrana, trustees, staff, and Woodland residents. My name is Dylan, a member of the Davis Pride Committee, and I was so glad to join many of you for Woodland's second Pride Parade this past weekend. I was motivated to speak tonight in general public comment because I've heard from countless parents, educators, and Woodland residents who are concerned about the dangerous rhetoric being put out by Trustee McDonald. As a gay black man who didn't come out until adulthood, I understand the harsh impacts of words like hers. Children are always listening. Queer kids are particularly listening to every negative comment, every joke, and every slur. Like I did, they will likely see those comments as directed at them. Each comment will be taken
as an articulation of how much we value them and their role in this community. In moments like these, we also have to think of our teachers and classified staff, some of whom also belong to the LGBTQ plus community. Such reckless rhetoric puts a target on their back too, reminding Californians of the bigoted Briggs initiative of the 1970s. But it plainly, no one who spoke so cavalierly of the students, teachers, and classified staff in her care should be in a position of public trust. Trustee Emily McDonald must resign. And if she refuses, I know that this community stands prepared to exercise their democratic rights to recall her. And I'll be there to lend a helping hand, making phone calls and knocking on doors. Thank you. Good evening, trustees. My name is Nathan Perkis. I came and
spoke at your special meeting the other day. I am with the Yolo Pride Democratic Club, and we also partnered with the Yolo County Democratic Party on preparing a statement within 24 hours when we saw this reckless statement of Ms. McDonald's. I'm not going to say very much right now because the statement's out there, but I did want to just talk about a couple things. First, I appreciate, personally, I appreciate that there is a movement to create some training and an action that is happening. What I didn't hear in that action that I really hope, I think it's very important, is a censure of Ms. McDonald. This is important because this isn't a censure that we're asking for of a private citizen who is standing on a corner talking about their free speech rights. There is
a commitment by the district members here to safety for creating a safe space. And that means there needs to be accountability for words and actions. So each of you, I look to you and I ask you to please look at how do you feel about what was said and what can, what. What can the public take away from this in terms of your position on these words? Because I think that's really important that that level of accountability be something that our students here, our young people in the community here, that they know that this means something to you. Thank you. Next voicemail, please. Hi, I'm leaving a message for public comment. My name is Chris, and I am calling in to support trustee Emily McDonald. I'm saying no to her being censured. and no to
having to compel her to submit to a mandatory re-education as requested. School board members who are elected officials should be trusted to honor the First Amendment rights of individuals. Freedom of speech and to deliberate ideas with honest and open discourse, which includes listening to opposing points of view with thoughtful intellect, is what makes America one of the freest nations in the world. Assuming Ms. McDonald did not engage in her own due diligence is quite frankly insulting to her integrity and more importantly to yours. I also want to advocate for parental rights for making decisions of what age and content with regards to sexual information may be most appropriate for their child. The assumption of the district should be that parents know their child best. transparency between the school about controversial and or sensitive topics, in
fact, all topics, is of critical importance. Once the school and the government keep secrets from parents, we are no longer a free nation, but one endorsing a totalitarian regime. Parents who entrust their children to your care need faith that you will uphold these core sacred values and tenets. Thank you. Before you start, I just need to remind the public you absolutely have a right to have signs. You just can't block the view of other people by having the signs up. So please put the signs at a lower level so that everyone has a right to see. Please put the signs down. Thank you. Good evening Woodland Joint Unified Board members. My name is Moises Diaz. I am here representing Yolo Pride Democratic Club and a new recent proud member of Yolo County. I love this
county very much. I've been learning a lot since I moved here in 2018. and I've been inspired by the community resilience and coming together. What I wanted to say is that Trustee McDonald's comments two weeks ago were very discouraging and a little threatening because I was hearing a lot of Christian nationalism in her language, and I think that's very dangerous for any person in a position of power and authority to be speaking in such a way. Schools should be places where children are free to learn. and feel safe especially when we still have households that are actively hostile to our own development i know that when i was growing up and i was having a hard time coming out i looked to my school teachers and my school friends to validate my existence to validate
the dignity of my life so trustee mcdonald shame on you those are stupid words to use you should resign next voice well please Hi, I am a parent of three and I'm speaking to public comment item I for tonight's agenda. I'm absolutely horrified that the YOLO Democratic Party is calling for the censure of board member Emily McDonald. Whether you agree with her statements or not, calling for Emily to be censured is cowardly and immature. We need more conversation and diversity of viewpoints regarding issues dealing with gender identities, not less. Rather than engage in respectful discussion to gain an understanding of a viewpoint different from your own, you resort to silencing someone's voice. If you think this protects kids, you are mistaken. What a terrible example for the youth in our community when they themselves will
encounter a different viewpoint. Freedom of speech protects the speech you disagree with since agreeable speech does not need the protection. I am calling for the YOLO Democrat Party to rescind their draconian statement. Thank you very much. Hi, my name is Jessie Lauren and I'm actually the vice chair of the Central Committee and I would just like to state I would double down on our letter at this time. Superintendent, trustees, and staff, thank you for being willing to adjust the minutes to reflect the comments from your last board meeting. And thank you for drafting a future resolution. Thank you so much for being willing to entertain an open mind and open ideas. Trustee McDonald, by the way, can have a public opinion. She could have a public opinion in the public, or she could represent all
students on the school board. but she can't do both. I'm a retired teacher. I have 20 years of service at Travis Unified School District, and the best way I learned, at least, to ensure a wholesome learning environment was to welcome all kids, to make sure that they were all welcome in all their colors, in all their beauty, and in all their difference. And I want to encourage you to champion, to continue to champion students, to champion, I champion the direction of the, District especially supporting Pride Month. I ask you to keep going Please continue to support the most vulnerable among us Creating a welcome climate for your teachers and staff and especially students creates a crucible for learning keep going Please please don't get discouraged by an outlier Keep going. Thank you for your leadership
and for all the leaders that are here tonight in support of the LGBTQ community. Thank you Before the voicemail, I'm gonna call up the next five Kelsey Goldman Nellie Kirshner Liam Lundberg Jenna Meyers and Debbie Decker please hi, my name is Carolyn Madsen and I have been a Taxpayer in Woodland for over eight years. I Read the editorial and the Daily Democrat castigating and misrepresenting Emily McDonald. I should hope that the board would respect her First Amendment rights to freedom of speech and would give thoughtful consideration to her quiet, reasoned perspective on the harmful ideology being forced onto the earliest ages of our students. Thank you. Hello, my name is Kelsey Goldman and I was born and raised in Woodland and I attended our public schools through high school as a non-binary and queer person.
My experiences growing up here pushed me to get a master's in education and a law degree to help protect all students. First and foremost, I want to state clearly that being transgender is not a bad thing and neither is exploring your gender identity and ultimately discovering that you are cisgender. Being a teenager is a time to explore, and you should be able to explore in a safe place. Your school should be safe. There is nothing that comes with being a transgender teen that is not reversible. The rhetoric that Trustee McDonald used against transgender students is the exact same rhetoric that I heard on a daily basis about homosexuality when I was a teenager here during Prop 8. These statements were not true about gay people then and they aren't true of transgender people now. The
rhetoric is not only incorrect, it is extremely harmful and dangerous. Not all speech is protected, especially dangerous speech. As a student, I had more than one friend kicked out of their home for their sexuality and gender presentation. This environment led me and others to chronic suicidality, which some of us including myself survived thanks to the support of our teachers. There have been many statements already about the statistics, and so I will omit that part. The important part is that that study showed that having school belonging makes a significant contribution to the past six months' suicidality of our transgender youth. Schools are important. They can save lives. The rhetoric that Trustee McDonald said placed the very lives of the transgender youth in our schools in active danger. I hope in my heart that Trustee McDonald truly
cares and wants to do good for our community's children. And I truly hope that they will step down and spend time learning from the transgender community about what they can do to actually protect our community's children. Thank you. Next question, please. Hello, my name is Allie Snyder. I'm speaking to public comment item I. The Yolo Democratic Party's recent statement targeting school board member McDonald for her comments regarding the harms of gender ideology has raised serious questions. Why is the Democratic Party of Yolo County ignorant to the profound homophobia underpinning the gender identity movement? Upwards of 90% of homosexuals were gender nonconforming as children. Now, instead of reassuring these children it's okay not to fit outdated stereotypes, gender ideology tells little boys who like dresses and little girls who shun Barbie dolls that maybe they were
born in the wrong body. So they should take puberty blockers that spent them, wrong sex hormones that sterilize them, and have surgeries that make them medical patients. for life. This homophobic movement is systematically sterilizing and mutilating future generations of homosexuals for profit. So why does the Democratic Party of Yolo County promote it? Another important question they must answer is why they continue to spread the dangerous myth that so-called gender-affirming care is suicide prevention. This misinformation is wildly irresponsible and inaccurate. It is irresponsible to tell parents and children they will kill themselves if not affirmed. It is also not true. The reality is suicidal ideation comes from underlying comorbidities such as depression, ADHD, homophobia, anxiety, and trauma. Affirmation that one's body is wrong only adds to this distress. Furthermore, while those who adopt gender identities might
say they want to kill themselves at higher rates than others, the tragic reality is completed suicide rates go up more than 19% after so-called sex reassignment surgeries. This terrible truth, as well as the increasing rates of detransition, led Sweden, Denmark, Finland, and the UK all to stop the medicalization of minors. Why hasn't the Democratic Party of Yolo County educated themselves on these facts? The time is fast approaching when all who participated in this toxic ideology will have to confront the evils perpetrated in its name. Very soon, everyone will come to know a detransitioner, maybe even one who was medicalized as a minor, when they could not possibly have consented to sterilization and genital mutilation. The question the Democratic Party of Yolo County should be asking themselves is, how will they apologize for celebrating it? Thank
you. Please, please. Really, I have to follow that one? That's really what's going to happen? I think my soul just left my body for a minute. So we're going. The time's rolling. Listen, unlike a lot of people in this room, I was actually here when this happened. I was here at the last meeting with my youngest child. We were here to celebrate. We were waving our Pride progress flag. And to those of you that are sitting here, I first of all really do want to thank you. My daughter was very upset by what happened, but seeing you at Pride helped. because she realized that Emily McDonald is an outlier in this community. I have. I spent two weeks thinking of what to say to Emily, and she's not here. So I'm going to save that.
I'm going to save that for Emily, and I'm going to give it to her directly. But what I do want to say, I want to direct one comment to some of the people that are calling in or that are in the audience so concerned about parents' rights and Emily McDonald's free speech. And I think what they don't understand is that when you're a public... official and you're elected to serve on a board, there is, you know, Brown Act, Robert's Rules, you all know this, I know you all know this, but people in the audience don't. There is a difference between censoring someone for the content of their beliefs and censuring them for not following procedure. Emily McDonald. voted unanimously to approve a consent agenda and then is telling people that she didn't support the resolution.
She didn't make a public comment. She didn't debate before she voted. She just came out there, she voted for it, and then she pulled a bait and switch and she said some really hurtful things in front of our invited guests, which was embarrassing, in front of our families, our children who were here to celebrate. in front of a parent who had moments before gave a really emotional plea to have more understanding and support for LGBTQ families. And that's the problem with what Emily McDonald did. I don't like what she thinks. I don't agree with what she thinks. She can think what she thinks, but she doesn't get to say it in that forum. And the people that are here worried about free speech, you're missing the point. It's a bait and switch. That's not what
it is. To the rest of the board, thank you for your work. There is still work to be done. Please move forward with all your plans and keep fighting the good fight. Thank you. Next question. Oh, that's it? I do have a quick question. If it wouldn't be rude and would be allowed, honestly, the main person I wanted to speak to is not here. Would you mind if I faced? these people. Another reason is I do have a little bit of a PTSD from my back being to people, especially crowds that I'm not fully with yet. I don't want to be rude to you guys at all, but two weeks ago when we were here, there was not this many people here. I was just as nervous walking into this room. You never know what
you're going to walk into anymore. My two young kids were sitting right here. And this board member, when they spoke, they didn't hurt me. I'm pretty good steel. I'm 46. I'm a veteran. I've been a law enforcement officer. I have seen the ugly that hate and fear spread. But what I wasn't prepared for was to see my 11-year-old. look up from a book because they understood the words and it hurt them and it scared them. And my child, my two, both of our kids, our kids, they are so intelligent and they are so thoughtful and they are so loving and they are so caring. They are doing everything right. And if we don't continue to support all of these wonderful things about them, as well as things we're afraid of for them, we're going to
lose them. It may be by their own hands. It may be at a pride celebration where somebody does something bad. Our kids are already afraid to be at school because of mass shootings. That's what I want to see us focus on. Regardless of your purpose for being here tonight, we have to do better. All of us. And I do wish to see a board that is exactly as it was stated to me two weeks ago, that is fully unified and is fully 110% on board for every single kid. Every kid. Every kid. Thank you. Well, now I'm worried that I have to follow him. So my name is Jenna Myers. I have been a teacher at Lee Middle School for 16 years. And I'd like to start out by sharing a poem. This was a
poem that was presented to the history departments of all the secondary schools as part of our ethnic studies training. And I'm going to tell you, part of it is in Spanish. I'm not a Spanish speaker, so please forgive. But it is in La Caixe. So, tu eres mi otro yo. You are my other me. Si te hago daño a ti, if I do harm to you, me hago daño a mi mismo, I do harm to myself. Si te amo y respeto, if I love and respect you, me amo y respeto yo, I love and respect by yourself. Excuse me. So I want to say first and very loudly, very clearly to my students who have come through my door or not yet, you are loved and respected. Bye, room. No matter your ethnicity, your religious
beliefs, your sexual orientation, or your gender identity, you are loved, you are respected, and you are safe with me. to Trustee McDonald, although not here, I hope she's watching. I want you to know that you have done harm to our community. WJUSD's mission says that we are here to prepare and empower all students, and that means all students. And if we are not including our most vulnerable populations in that, then why are we using the word all? You have done harm, and you do not deserve to speak. For our students and you do not deserve to sit as a leader in our community. Thank you President via grana and trustees superintendent Lampkin and cabinet District staff and community. My name is Debbie Decker and I'm past president and former member the wjusd Board of Trustees
My comments this evening are in regards to resolution 5523 recognizing June as pride month I was disheartened and deeply disappointed by the remarks made by Trustee McDonald about the resolution. While she claims she supports the LGBTQ plus community, she perpetuates perception of conflict within that community with transgender persons. Additionally, she claims a statistically significant rise in the number of young people, girls in particular, identifying as transgender. No source for these statistics were provided and a notion of societal cachet for identifying as trans is bizarre. Children do not undergo physical transition procedures. Children identifying as transgender and their families and their medical and medical professionals undertake a process that entail that discusses the aspects of transition with support for their journey. Transgender persons have been subjected to all manner of persecution for decades, for millennia. In
many states, persecution has been codified into law. The rhetoric expressed by Trustee McDonald is dangerous. It suggests to those who seek to persecute trans and LGBTQ plus community that they have an ally in a position of power. It also sends a dangerous message to those children and their families who are struggling with their identity that their struggles are not valid, that are not seen, nor supported. I was gratified by the response of the rest of the board to Trustee McDonald's remarks. I was also gratified that most of the trustees attended the Woodland Pride event on Saturday where I joyfully participated with my church community. In 2019, I was honored to join fellow trustee Jake Whitaker as he brought forward this resolution. I know that district leadership will continue to support LGBTQ plus students and their
families. And LGBTQ staff, putting words of this resolution into action, I appreciate your proposal, Trustee Rodriguez. Representative John Lewis may rest in power speaks of getting into good trouble now is such time. Representative Lewis also speaks about the arc of society and it always bends towards justice. With community support and action, love wins over fear and love always, always wins over hate. Thank you. Elaine? Elaine. Good evening. Thank you for adding the extra time for us members of the community who showed up today I've never been to a school board meeting I have been an activist in the past On different issues, but tonight I'm here because I saw something that made me worry about the future I am deeply concerned about your considering a call to censure not censor a board member whose views
differ from those of the loudest, most divisive, and hostile voices of the YOLO Democratic Party, its LGBT wing, and even many passionate, sincere people in this room. The words and actions towards Opposing View and the noise while others speak have made clear that some of these folks are bullies of the worst sort, calling Opposing Views dangerous. Hiding behind a veil of kindness and compassion while seeking to undo the results of a democratic election and violating a board member's First Amendment rights, along with mine and everyone who agrees with me. Furthermore, the demands for this board member's so-called re-education through so-called anti-bias training is anti-democratic. and is a blatantly Marxist-Communist tactic to intimidate and silence opposing views now and in the future. Reasonable people differ on the issue of whether social contagion is the cause of
the astounding rise in gender dysphoria among young people, as well as nuances of sexual identity and gender. A recent New York Times article speaks directly to this issue. For example, Dr. Marcy Bowers, president of the World Professional Association for Transgender Health, which advocates for medical affirmation for trans-identifying youth, is herself a trans woman, a surgeon, and a gynecologist. In this recent New York Times article, Dr. Bowers is quoted as follows, there are people in my community who will deny that there's any sort of social contagion, or at least peer influence on some of these decisions. It is not the role of this school board to make determinations on the substance of these topics, nor is it your role to ignore the results of a free and fair election. You should not disallow the voice and
perspective of an elected board member. You should, however, refrain from violating a democratically elected member's right to free speech and for her right to represent like-minded voters. I urge you to reject this radical agenda. AND HOLD PAST TO FREE SPEECH AND DEMOCRACY. FELLOW TRUSTEES, THERE'S ONE MINUTE LEFT. EXCUSE ME. EXCUSE ME. EXCUSE ME. I UNDERSTAND. SO THERE'S A MINUTE LEFT AND THERE'S THREE LEFT? THREE. SO WHAT IS THE WILL OF THE BOARD? WE ONLY HAVE THREE MORE COMMENTS LEFT? YES. EXTEND THE TIME TO ACCEPT THE NEXT. How much time is that? We can make the motion. Was that nine minutes? So make a motion to extend the time for nine more minutes so that we can hear the last three comments. I second. There's a motion to extend by three minutes. Second by Trustee Mott.
All those in favor say aye. Aye. Any opposition? Hearing none. Acknowledgments approval to extend the time by nine minutes to hear the last three comments with one absence. Dori Jensen. Followed by Marie Perea and Alan Hurst, if you want to line up. Hi, my name is Dorda Jensen. I live in Davis, California. I moved here to Davis in 1969. Lived here pretty much since. So I go to Woodland a lot. I think Woodland's a very nice place. Anyway, I wanted to talk about the tone and thrust tonight and when I think your real role is. And then I'll give you my opinion on the comments by Ms. McDonald, Trustee McDonald, that I heard. I watched it by video. And I'll give you my own opinion as well. So the tone and trust tonight, it just
seems like everybody's, you know, a lot of people are very emotional. They're talking about, you know, we need to feel valued or safe or I don't know. It's just I thought the role of trustees were to ensure education for students. And that would be pretty much in my day. the three R's, reading, writing, arithmetic. Especially now after COVID when many students would have fallen behind, it seems like you should focus on that to be sure they're ready for their careers or whatever they would want to do. But instead, all this time has been taken up by having a safe space or making them thrive or I don't know what. I don't hear anything about actually the... the role of the three Rs, reading, writing, arithmetic, especially after COVID, staying home, as you know. Then it
turns out what I wish you guys would do, and I don't know if you do it anymore, do you teach the Constitution at all? I mean, they're supposed to be in high school or whatever, I don't know. But I learned about it a lot. It was very interesting to me. And I wish you would teach it because we have the First Amendment rights and the Constitution overrides is the law of the land. It overrides any regulations you might have or any state laws or whatever. And so just because the trustee McDonald might have spoken against your regulations or whatever, she has the First Amendment right from the Constitution, which is the law of the land. Also, do you guys want a closed system? Do you want just an echo chamber? Sometimes the worst decisions come
because there's no voice saying, no, that's a bad idea. I have a different way of doing it. Don't you want to rethink the way you approach things by having somebody with a different point of view? And furthermore, regarding her, what her statement and my own statement, I thought her statement was fine. Nothing seemed out of order in what she said. And as for my statement, I don't know much about. you know, transgender stuff. I just want regular teaching for students through the age of 18. And then they can figure out what they want, you know, any kind of surgery or hormones or whatever at the time that they are 18. And furthermore, I hope you've heard the old phrase, sticks and stones may break my bones, but names will never hurt me. Yeah, I've been
called names and maybe I'll be called names tonight. But I... Please remember that. That is a good saying. Thank you. Have a good night. Before the next comment, just to, yeah, we do still teach the Constitution at our schools. Just to answer the question, I'm not being funny. I'm not being funny. I'm just answering the question that was asked. That is a fact. We still do that. And also... The foundation of learning as human beings, unless we feel safe, we have a hard time learning. Everyone knows that, whether it's at work or whether it's in the classroom, whether it's learning to be whatever career, if you don't feel safe, you are not going to learn the same way. I mean, there's extensive decades worth of research around this fundamental understanding of being a human being
that we have to feel safe to do that. So one of our responsibilities is to create. Now is it perfect again? No, we are nowhere near what we need to be We may strive but we're going to continue in that direction and we as a board We are committed to having a safe learning environment for young people so they can learn everything They need to learn to be happy healthy and successful adults. However, they define success, please Hello, thank you for hearing me. My name is Marie Perea Marcus and this is not my first school board meeting in California or in other states where I have lived that addresses some of the same issues. I just want to say that I married Bill Marcus eight, nine years ago and he passed away two years ago.
And when I moved here, I'm like, what am I going to do in Woodland? I have always been a social activist, and so was he and his late wife. And that's one of the things that really brought us together. And I have been blessed by being in a very diverse family, a large family. And I'd like to just say Latino family, but that's not true. I have many cultures in my family, many gender identities, and also many sexual identities. They are not always the same thing. And I want to say two things. Two-spirit is a Native American phrase that takes place in most indigenous cultures. Isn't that a lovely phrase? Two-spirit? Rather, it's such a nice acknowledgement that we are not one thing. And I'm just going to give you one quick history of Woodland
and me and my budding in. When I got here years later, I was... part of the movement of getting June recognized as Pride Month in Woodland. The history I heard about was that there was like 19 years before me that many people had tried and failed at city council meetings. We had a lot of people backing us up. And there was also a young man who came along much later. I couldn't be there because my father-in-law, who was 93, was having a birthday. But we finally got the proclamation in 2018. And I know there's a newer one now, so we have many. And isn't that great? I was very happy to hear that the school district might be adopting something like that as well. I would like to just say that I am a retired
licensed marriage and family therapist. Before that, I was a cultural arts coordinator for the city of Richmond. I have worked in government, which is sort of similar to school boards. We also have protocol. When you work for a school district and probably also for a government, and I was a cultural arts coordinator. Thank you, ma'am. Are we done? Yes. I just wanted to tell you about my son. I thought I had three minutes. You did have three minutes. No way, I was watching. Yeah, the timer said three minutes. Thank you. Just one, please. I'm sorry. I just want to say my son is not here. Thank you, ma'am. One of my children, because he was afraid to be here. I understand, but... No, you don't. No, I'm sorry, we have to stay through the time.
I know, I know. I'm a mother. Thank you. And it's hard to have children be afraid to go somewhere. Thank you, ma'am. Ma'am, thank you. I'm sorry, but... Hi, I'm Alan Hirsch. My daughter is gay and maybe transsexual. We'll see. And I couldn't help being... I was confused. And I was, you know, but my job as a parent is to support my child. to support my child however he grows up and chooses to be. And I want her environment where that's going to happen and not where there's rhetoric that makes her uncomfortable. And I turn to the book of Genesis where we have this couple who disappoint their father, but he will still support them. And I think that's the model we need to take. I know there's references about tolerance and intolerance of free
speech and whatever, but the difference here is when you're platformed on a board, you have a higher responsibility about public morality versus private morality. Now, people can make individual decisions about what they want to do, and that's their right in this country, but this board represents the public morality. I mean, the private morality of whether you want to have an abortion or not, that's a private decision. That's a private moral decision you should make if you want to, your sexual behavior. That's your private moral decisions. But the public moral decisions, that's a higher level, and we should be careful. When you submerge the two, you become fascist. That's what fascism is, when there's a totalitarian. That's what totalitarian means. There's no morality but what's decided by the state. And that's what I'm concerned that this
board represents, a public morality, and enforces a negative sense of certain people and their choices. And I'm part of a tribe that has been discriminated about for thousands of years because we did not follow the rules in the Bible as some people interpreted it. And we had the rhetoric, and we had the hate, and we had the consequences, and the words began to turn into action, and we know what happened to the Jewish people. So we need to have, there's grounds for intolerance for tolerance of free speech. If you want to have your thing as a private thing, but we assume you put it in the public sphere, then it goes over the line. So thank you very much for creating a tolerant environment for our children and supporting them however they want to grow
up, as we learned from the Book of Genesis. Thank you very much. That's it for that. We have three that didn't state what they were for, so comments. Go ahead and call. Yeah. Tammy McMillan. Followed by Sue Alves and then Norman Campis are the three. Good evening. I'm going to make it real quick, people. So get your notepads ready because here we go. I have been really quiet sitting back there for a long time, but my time's come. And I'm really irritated. So here we go. Regarding the Woodland High class that we heard about last week, or two weeks ago, ridiculous. Can I just say that? Absolutely ridiculous. Those are special education students. Those are severely handicapped students. And those students need a lot of prompting on changes to their environment. Many of those kids
have been together since they were in kindergarten, if not preschool. And now you're going to change their offer of FAPE. Their offer of FAPE, which includes a location without an IEP meeting. I'm telling you right now that that is a violation of their IEP. And if they haven't already, they should contact the State Department of Education to file a complaint. Number two is that in regards to that, you should have known before that. Let's be honest. We all fill in those slips in March saying if we're returning or not. And you should have known way before the last day of school or even letting a teacher tell them that they're being relocated. That's poor judgment by Woodland Joint Unified School District. So that's my part on more than high school's special education class. In regards
to my nephew, Jonathan, he is transitioning from eighth grade to ninth grade. And Jonathan has made tremendous growth at Lee Middle School from Ashley Crawford, who I'm very sad to say is leaving you because she's an excellent special education teacher and you're not going to get somebody like her. But I just want to say his transition meeting was very late. It was the last. full week of school. That is ridiculous. There was no elective choices left for him. Jonathan cannot do band. He's an autistic student, so you can't put an autistic student like Jonathan in band with all that noise. That's going to drive him under a desk. There's two things that he felt like he would really be interested in, and the principal totally just flat out told him, nope. There's no room for
you, and ninth graders don't get to do leadership at Pioneer. Rude. And let me tell you, I'll be at her door every day until my nephew gets his choices. And also, my nephew reads at a second grade level and he's going into ninth grade. Part of that is your fault as a district. Part of that is his disability. But yet, when I asked if there was books on tapes for him, for his history and science classes, I was told, no, you better fix that real quick. You guys are way behind the ball on two different items and you need to fix it and you need to fix it quick. And that's inclusion and alternative curriculum. You all people are really quick on the ADG. What about the kids who are in 12th grade and read
at a second grade level? Where are they going? Where are these kids who can barely do math doing? They can't do algebra two and they can't do chemistry. Thank you. I did want to clarify that we didn't allow a teacher to do anything. They did it on their own. There was no authorization for the communication to go out from a teacher. Hello, my name is Sue Alves. I've been a resident in this area for the past 45 years. My children attended Woodland Schools. I served as a teacher and principal in the Woodland School District for 25 years and am presently serving on a board of trustees for a community college. I'm speaking this evening in reaction to comments made by one trustee at the last board meeting. Ms. Alves, I'm going to ask you to
pause real quick. Was there still time left in the extension, or did we run out of time? No, I know. We can redo it. The slip didn't have the topic. I understand that. We only extended it for three more comments. The board would have to move again to extend. My apologies. You know, right? You're on the board. You know it has to be done. I move to extend another three minutes. All those in favor say aye. Aye. Please start again and we'll start your time again. My apologies. It's okay. I can start off where I left off. I am speaking this evening in reaction to comments made by one trustee at the last school board meeting regarding our transgender community. I was disheartened and disturbed by her misinformed comments, particularly as she serves in a
leadership role as a trustee in our district. As an educator familiar with Woodland Joint Unified School District, finding documents of affirmation in the board's commitment to serving all students was not difficult. Within Joint Unified School District Board Policy 415 states, the district is determined to reduce persistent disparities in achievement performance and socio-emotional adjustment among subgroups based on factors such as race, ethnicity, language, national origin, gender, sexual orientation. gender identity, gender expression, socioeconomic status, or disability. Ms. McDonald's reference to transgender identification as, in her words, a social contagion is damaging to the socio-emotional adjustment of our trans student community, to say the least, which is contrary to board policy. The Woodland Joint Unified School District recently adopted a resolution, 5523, Lesbian, Gay, Bisexual, Transgender, Queer, and Intersex Pride Month in June of 2023. Within this resolution,
it is stated, whereas we must strive to ensure that the district schools are consistently safe and affirming spaces for all students, staff, and their families. Again, it is hard for me to imagine feeling safe or affirmed as a trans individual after hearing Ms. McDonald's comments at the last board meeting. And finally, the Woodland Joint Unified School District mission statement is to prepare and empower all students for a future of endless possibilities. Ms. McDonald's comments were harmful and disempowering. In this case, it's not a matter of having an opinion or having a First Amendment right. In these cases, it was blatantly going against board policy, board resolutions, and everything that I've known this district to stand up for and with our students. Thank you. Before I call for a break, we only approved one. Oh, sorry.
Is it a different topic? What's the pleasure of the board. Make a motion to hear this one last comment and then we and then we will stop. Motion by Trustee LaRiga second by Trustee Richardson-Fowler all those in favor say aye. Aye. To extend one more comment to no objection unanimous approval with all trustees present. Thank you, I just want to say my name my name is Norman gum piece I've been living here in Woodland for the last 20 plus years and I had been also a teacher at Lima school Finishing up in 2009 for 16 years I was born in California and There's words that I'm gonna say now that I heard as through my childhood growing up wet back beaner That's just a few and I could keep going. But I just want to
share with you that I didn't melt when I heard those words. I didn't run and hide. There was nobody to protect me. But you know what? I was able to persevere and I feel like what we're teaching our children when they hear maybe some words from one group. Because I see three groups here. One group is the trans group. The other group is bullies. And there's another group who is like oblivious. So we're trying to say that the bullies are going to dictate what the policy is through and that this member McDonald was saying and what she says is going to be melting students' lives, corrupting their lives. I'm trying to figure this out. I'm kind of like reconnecting with the district. But where are we at? Are we kind of building a strong future?
Are we able to connect and say, look, it's not about your sexuality. You're a person. Be the best person you can be. I don't want to be telling a second, third, fourth, fifth, sixth, seventh, eighth grader about sex. When I was growing up, I was confused. I didn't need an adult coming in and telling me, hey, maybe you should go that way. My mom, my mother had to speak to me. And if we don't have parents, maybe we should be educating parents. Instead of going after the kids and telling them, maybe you should go there. Oh, wait, support that group. No, don't support that group. What's going on? Have we lost it? We're like the leaders. We're having to get these leaders and we need people to think to be able to get through tough
times Because tough times are gonna be coming and we can't just be like putting programs are gonna be like, oh are your feelings hurt? What's going on? So I have to say thank you before I call a break any comments from the board of trustees Trustee McDonald did text the superintendent with her deep list of apologies. She said this is literally the most busiest day of her year and the business that she's in, that she's getting ready and she's on her way. But again, she did want to extend her apologies. With that said, I'm going to take a five-minute break to use the restroom and we'll be back and continue our meeting. Thank you so much. 30 seconds so we can reconvene in 30 seconds as soon as we have quorum we will continue the
meeting Thank you everyone if you can take your conversations to the hallway, please okay, we're reordering our meeting and Moving on to reports. We will start with the superintendent's report Have a very brief Reporter statement to the board as your superintendent and coming to continuing to work with you to ensure a safe space and welcome an environment for all our staff and students and Respecting the diversity of our community as reflected in your board policies vision and direction I also want to specially say to our students That we embrace you each of you just the way that you are and I want each of you to be happy to be proud and to know that you are safe to grow and learn in all of our schools. And that concludes my report. I was informed
that our California School Employee Association is not doing a report. So we'll continue on to our Woodland Education Association. Good evening. So our incoming president. Becca Bernard was not able to come here in person as she is healing from an orthopedic surgery so interesting how classroom teachers Schedule these things so that we don't miss our time with students But she did send some comments that she wanted me to share she has This is me speaking Becca's voice. I've always believed that it takes far less energy to love than it does to hate This is why I've never had a problem accepting people for who they are, even if their choices don't align with my own. In high school, I knew my best friend was gay years before he told me. It was pretty obvious considering
he ran our GSA Gay Straight Alliance Club. And when he told me, I hugged him and reminded him that I would love him no matter who he chose to love. This past year, a parent reached out to our principal, asking if there was an LGBTQ club at Douglas. Without hesitation, I volunteered to be the advisor. Our Lion Pride Club wasn't a place for me to tell students how to think or what to feel. It was a place for them to feel safe and accepted for who they are, to be with other teenagers just trying to figure out their own identities. I want to share an excerpt from a thank you note I received at the end of this school year from a student I had the honor of teaching for two years. You are an
outstanding and astonishing teacher that I am so grateful to have had. On the first day of orientation, I noticed the pride flag on your window, and although I'm not part of the LGBTQ plus community myself, I could tell that you were an accepting person already. You told so many eye-opening stories, and I love how you always called people out for the little things and how you never failed to stop others from body shaming. So many of the little things you do have made an impact, and I love your passion for helping the earth because I share that passion. Promoting love and acceptance creates a better learning experience for all our students, and it takes so much less effort than the hate and ignorance that Trustee McDonald chose to promote. She created an unsafe, hostile, and
even life-threatening space for our trans students, community, and staff members here in Woodland. This is why she should resign from the board and allow someone else to serve who is willing to love and accept. all of our students for who they are. So that was Becca's comments she couldn't make. And now I am here delivering my very last WEA report after completing six years of service as the president of the Woodland Education Association. It has been my honor to do so. Thank you for this time on the agenda. After the June 15th comments made by Trustee McDonald that were insulting, invalidating, disrespectful, hurtful, and harmful to our trans community members and those who love, honor, and respect them, the Woodland Education Association Executive Board took a unanimous vote to call for the censure and resignation
of Trustee McDonald and to support a recall campaign in the event that the trustee does not step down. I want to take a moment to thank Trustee Villagrana for reminding us all of the importance of having safe spaces, the importance of establishing safe classroom environments in order for learning to take place. That's exactly the truth, and I'm completely heartened to have so much support with that idea because it's absolutely true. And so I'd like to take a little bit of time here to share like a little bit from a CTA training. In my comments at the last meeting, I indicated that we do have access to free high quality training from our CTA cadre trainers and that I have been promoting this training as president for a while. It is important then, yeah. that we
do familiarize ourselves with Title IX. It says that bullying, harassment, and discrimination against transgender or gender nonconforming students, it is covered by Title IX. It's a federal law that prohibits sex discrimination in schools, courts, and also the United States departments of both justice and education have concluded that discrimination because a person is transgender or gender nonconforming is illegal sex discrimination. Question before you continue. How long is the presentation? It's five slides. Okay. Yeah. And I'm sharing it with you because, so although I've been president for six years, I've only been teaching here for seven. We've never had any kind of training about any of this stuff. So it feels good that that it's going to be happening now Students do have rights at school students have the right to be treated according to the gender
they identify with Schools cannot require any kind of medical evidence or legal evidence in order to have their gender respected Students have the right to be called the name and pronouns that are consistent with their gender identity Students have the right to not be bullied or harassed because they are transgender or nonconforming. If school administrators become aware of bullying or harassment, they must take action to end it. Students have the right to equal educational opportunities regardless of gender identity or expression, including not being punished or excluded from school activities or events. Students have the right to dress and present themselves in a way that is consistent with their gender identity. This includes how they dress at school every day, as well as for dances, graduation, and other school events. Students have the right to use
restrooms, locker rooms, and other facilities that are consistent with their gender identity, and they cannot be forced to use separate facilities. Students have the right to privacy concerning their transgender status and transgender transition. Any such information kept in school records must be kept private and not shared without the student's permission unless the school has a legitimate reason that's not based on gender bias. Students have the right to not be harassed or discriminated against based on gender stereotypes, including stereotypes about sexual orientation. And just this final slide about the California Teachers Association Human Rights Cadre Trainers. It is one of the benefits of our membership in our labor union that's also a professional association that we have access to be trained up as trainers. And these folks have experienced high quality training. They have strong adult
learning, teaching, and facilitating skills. They advocate for educators, students, and the community. They have training and content expertise in race and social justice issues and are committed to delivering authentic, inspiring, and transformative programs to CTA members and other school staff. And because of the benefits of our membership in our professional association, we can make this high-quality training available to the district free of charge. for your consideration. Thank you, and then that concludes my final report. Board members, who would like to start with the report? No hands going up, no reports then? Okay. Again, my report is just again that Trustee Rodriguez, Trustee Richard Fowler and I, again, we're working on language on the resolution, and again, we invite input from the community on that resolution. that will have action items behind them, not just, again,
words. We hope to hear from our young people as well as to what their needs are in our district so we can make those a reality as much as possible as we can. Again, clarifying that censure was not on the table, hasn't been a conversation this board has had. If you follow the logic of freedom of speech, you could argue that a board member has a right to speak, and then the board has a right to also speak against whatever is said. And it's a conversation, I guess, if you want to say that right. So you can't argue that only one person should be able to say, and then the other group should not be able to say something against what was said. It contradicts, right? And again, I'm not saying that the board has,
because we haven't had the conversation, but if the board did, that is one of the... things that a board can do as a governance body right to show its There's a bunch of words that I can use right now. Disagreement, I'll just stick with that word for now, about what a board member, this body says, right? It was clearly stated that the comments that were made were very hurtful. Like, there's no question about that. There's not denying that. Now, what the intent was, I have no idea because I'm not in that person's head. But I did hear from committee members that it was hurtful, and I believe that it was hurtful. So, again, if you follow the logic, then freedom of expression applies both ways, not just one way. I just didn't want to clear
that up. You know, we as a board are here to serve all of our young people. We're not here to in any way prevent expression, right, of ideas either. We're not going to censor anybody. Again, we are not able to do that, first of all. We all ran for office to serve all young people. I have been criticized actually for being an advocate for all, which I think is a little ironic. But I can't say that any of us here did not run with that intent to serve all our young people, even though we're like the Froman area, right? And only our area can elect or not, right? But once we're elected and we are on the board, We took an oath, right? We swore an oath to be a trustee to this district. And
it's for all young people, for all individuals in this community to be trustees of the resources of the community and invest them to the best of our ability for our young people. That concludes my report. Moving on to J5, any board committee updates? Seeing none. Moving on to... K-1, which is approved local control accountability plan. We had the public hearing at the last meeting. It comes for approval. If there's not any questions, we can take a motion at this point for approval. Is there any questions from staff, for staff? Can I get a motion for approval? I have a question. At the last meeting, I think we had some discussion about... about adding some references to requirements for anti-bias training. We had made a request for that. I did kind of read through the report
and I was hoping it could be pointed out to me where that was specifically addressed. Can you come up please? I asked the same question over email. I'm sure we have maybe even a page number. Yes. Sorry. Yes, we have a reference to what you're referring to is the providing anti-bias training for all staff. That actually appears in two places. One of them is in goal 2 in action 2.2 professional development. It's on page 74 at the bottom of page 74. And then it also appears in goal one. But page 74 is in the professional development section. Trustee Mott, any other questions? No, thank you. Thank you. Trustee Bautista-Zavala? Thank you. And follow up to Trustee Mott's question, we also had a conversation about adding the LGBT training. Was that added to the LCAP? And
if so, where? I don't remember that. Can the staff add? I remember we had a conversation and we asked if it could be added. And if I'm not mistaken, Superintendent, you had stated something along the lines that you would work with staff to see where you could identify it within the parameters and funding. Yes. So we will embed it into our anti-biased education training within that. Can we add language that specifies that in the LCAP? We can. Pleasure of the board. Yeah. We could add including just to more clearly, including. Raise your hand if you are in favor of adding that language. Okay. We'll just extend those sections and then include that language. Thank you. Including. Thank you. Any other questions or comments before we take a motion to approve? Seeing none, is there a
motion to approve the local control accountability plan? Anything you'd like to say before? No, I just wanted to offer some commentary just in case any of the trustees had questions about the next two items, the EPA. Perfect. Moving on to L2, Resolution 59-23, Education Protection Account 2324. Questions? No questions. Is there a motion to approve? Second. Okay move by trustee what this is a ball a second by trustee Rodriguez I was in favor say aye
aye any opposition hearing none You know I'm disapproval of all trustees present With that said who is interested on being and being in this committee just a quick question What's the turnaround period for the boundary study proposals to be reviewed? Okay, you want to do so that's as early as we can or push it later So so I'd be more than happy to volunteer if nobody else is interested in being on it I would like to volunteer as long as we could ON BOARD THE TRUSTEE CAN DECIDE WHAT TIME WORKS BEST FOR THEM.
