I'll start again So thank you so much board and cabinet for your trust in me I am incredibly excited to join the the woodland joint unified team and Whitehead Elementary I've heard nothing but excellent things and so I'm excited to start this chapter as site leader. Thank you Thank you and welcome We have one comment on consent agenda Christina Vannucci Thank you As part of the LGBTQ community, I thank you for your Pride Month resolution, but I also argue that it's nothing more than lip service for a social movement. Your resolution states that all children should be able to attend school in a safe and inclusive environment, free of discrimination. And yet every day at our school, children are picked on because of how they dress, how masculine or feminine they are. All the

004while, teachers turn their head. and simply chalk it up to kids being kids and kids will be mean. Faculty and staff turn their heads as students and other adults call others the F slur pansies dyke and other wonderful names that should have been excluded from our vocabulary long ago Your resolution states that board policies prohibit discrimination in its programs and activities based on gender or sexual orientation Yet female athletes at Woodland High School do not have access to lockers because they're women and there simply isn't enough to go around Maybe in August though. Single use restrooms are few and far between, often forcing students who would like to use one to go to the office and ask for a key, only to be met with a discussion as to why they want to use that

005restroom. Your resolution states that we must strive to ensure the district and schools are consistently safe and of serving of eligible. for students, staff, and families, yet openly gay teachers at the middle schools are harassed by fellow faculty members to the point of resignation or non-reelected, every one of them. Or there's discussions in the staff room of what do we call our transgender students, him, she, they? I'll just go with it. That's a pronoun, right? Or as a parent, when I have forms sent home asking for mother's and father's signature. I'm not sure what I'm supposed to sign. There's two mothers. My personal favorite is when my wife and I show up to meetings for our children and are asked, so which one of you is the mother? All of that's really reaffirming. These are

006not things that I've been told by my wife. These are things that I have seen or heard while volunteering at my children's school, attending events, and taking my kids, talking with my kids, and from my own personal experiences. So while I thank you for your resolution, I ask that you create action that's going to result in a lasting change. Thank you. Any questions from trustees? I wanted to call up and introduce Angel Bernardino from UC Davis, LGBTQIA Resource Center. Hi. If you can come up to the podium. Thank you. Angel is going to be accepting the resolution on behalf of that organization. The LGBTQIA Resource Center provides an essential service for university students, staff, faculty, and community. Can you say a few words about the important work that you guys do? You can push the mic, please. Hello, everyone. Thank you for being here, and thanks to Woodland Joint Unified School District Board for recognizing Pride Month. My name is Angel Bernardino, my pronouns are she and her, and I'm the Trans Advocate and Student Services Specialist at the

008LGBTQIA Resource Center at UC Davis. While we do not directly serve underage youth on a daily basis, our job is to nurture young adults before they go off into their careers. Many of our students go off to start educating people even here in your area. and imparting their wisdom on this very capable generation. Queer and trans youth are resilient. All they really need to flourish in life is for the adults around them to provide unconditional love and support and you are doing that today though I encourage you to continue uplifting the community throughout the academic school year. Listen to the parents such as her who just came up to speak and that's all very concerning so if nothing happens from this besides just recognizing Pride Month, then it really means nothing. But that's all. Thank

So as an ally, I'm honored to present this resolution in celebration of Pride Month with the reminder for all of us to do better, agreeing with everything that is said, and a reminder that as an institution of public education, it's our collective duty to recognize and reject bigotry wherever it rears its ugly head. I'm going to read some select excerpts from this resolution, and then I would... I'm going to come to the podium and present it to you. Thank you. Okay. Resolution 55-23. Whereas Lesbian, Gay, Bisexual, Transgender, Queer, and Intersex Pride Month is currently celebrated each year in the month of June to honor the 1969 Stonewall Riots in Manhattan. The Stonewall Riots were a tipping point for the gay liberation movement in the United States. And whereas the month of June

010is an opportunity to celebrate the identities and contributions of the LGBTQI community. in various expressions of pride and whereas all children and youth should be able to attend school in a safe and inclusive environment free from discrimination and whereas we must strive to ensure that district schools are consistently safe and affirming spaces for all students, staff and their families. Now therefore be it resolved that the Woodland Joint Unified School District Board of Trustees hereby declare the month of June as Lesbian, Gay, Bisexual, Transgender, Queer and Intersex Pride Month. And I celebrate this resolution, not yearly, I do it daily. I do want to entertain the question to our superintendent. If any of our employees, families, students or staff are in a situation of injustice, who are they to contact to bring this to their attention for proper policies and procedures to be implemented? So are procedures for any kind of concerns, let's say something is happening in the classroom, it first goes to the teacher,

There's different levels that we have and then it goes to the district directors associate superintendent Superintendent and then ultimately to the board if it comes to a more serious complaint We have a complaint process procedures that we put on our website and a lot of it falls on Felicia as well and so Through the process we consider some conflict management opportunities I'm counseling if that is part of The need based on the circumstance counseling whatever the circumstances, but there is a process You know there there may be incidents that are occurring that have not been reported that is very possible And there may be some incidents that maybe are not dealt well well with and those instances come to our attention so that we can follow through Thank you, I do want

013to say thank you to the public comment that came today. I do appreciate it I think that it is necessary that such public comments continue to come to our board meetings and bring that to our attention But I do want to just restate that I take these issues very seriously and as a school board member I will try my best to advocate on behalf of all trustee Richardson Do you know any of our data on our LGBTQIA staff? Because if I heard correctly, all of our LGBTQIA staff were either non-reelected or quit? I have never heard of that issue. And if there is an issue such as that, we do have a union and a process through our HR department to go through any kind of discrimination of that sort. But I have not had

014anything formalized that's come to my attention at all. Okay. And then on that. Back in February when I presented the resolution for Black History Month I talked about intentional ally ship. Do we have any programs or processes of intentional ally ship. And what I mean by that is creating safe spaces for kids not just the school but having our signs that says all are loved and welcomed here. Not the signs that the teachers necessarily came out of pocket for but even school site council has elicited. for their campus. Do we have any evidence of intentional allyship going on? I'm gonna need to ask Felicia, Dr. Wilson to come up because honestly it's mostly at the school level. But we haven't done anything district-wide. And I will say this, and sorry to throw you all under

015the bus, but I have heard of so many kids going to SciTech and finding a home there and finding it welcome and embracing who they are because what they're doing at SciTech is intentional allyship. So I'm saying, are we doing anything that SciTech is clearly doing right where kids were struggling at other schools with great numbers? But then they went to CITAC and found a home and then started thriving. Thank you, Trustee Fowler. I would say it's not formalized. And I will say that it is, we are working in that direction, for instance. And I will use Beamer as an example. And Beamer's not the only one. I just can't specifically remember the other three schools that are also on that trajectory. I will say that they have, they're creating what they call friendship benches,

016areas on campus where students can go and be where perhaps it's a rough recess or a rough. period of time where they can go and sit and others will know I need some I will call it love, some love, some attention, some care. So they're creating spaces on campus in that manner. They are, they will have signage. They do have signage and I know that they're working in that direction. It is not something that's formalized across all of our elementary, middle or high schools. It is something that is gaining momentum and discussion within our principal groups though and that's catching on. So it is definitely. per the direction of our superintendent if that's what she would like me to continue I can continue that formal conversation with the rest of our schools. Thank you so

I just had a question do in all the trainings that we do is there training that's for LGBTQ awareness or education for our staff or our teachers. We do a lot of training, so I have to at least answer this question as well. Thank You trustee Rodriguez actually we have a culture and climate committee that has worked this year on creating informational a brochure pamphlet type information for our staff for next fall to be used upon the approval of our my bosses information that we will be passing along to our teachers as they have requested because there is you know education that's needed and information about how do we address students

018who are in transition? What are the laws and regulations that are around that? What can we say or can't we say? Information for our families and things like that. So we have that information. Our Culture and Climate Committee has developed that. We are just in that approval process so that we can then present that to our staff, our teachers and classified staff this fall prior to school starting. So they will have that information going forward. So we are in that. Our Culture and Climate Committee is the one that's working towards that. We also will have board policy that we are updating regarding this that will be coming in the fall as well to you. Okay. So it's in development. It is. Absolutely. The brochure is completed. It's just not, you know, there has to be

I just want to say one last thing to the parents who are out there and as an ally We're a very receptive and responsive board. We're Hopefully you guys have seen that a school board in Southern, California and Temecula They had some problems with their school board and and and they use some terms that were Were not aligned with ally ship It was very attacking And here when you address the board and you let us know what your concerns are I would like to believe that the seven members of this board are receptive enough to look into that to listen and to act. So please don't stop addressing your concerns and letting us know how you feel and what is going on because

020we are here to listen and not just pay lip service. So I just I just want to say that. Thank you. Trustee McDonald. For a long period of American history, lesbian, gay, and bisexual Americans have been grouped together with transgender Americans. And while I share with everyone here enormous respect for the achievements and contributions of Americans who are lesbian, gay, bisexual, and transgender. This coalition forces acceptance of every aspect of transgenderism in order to be considered an ally of the others, and that is wrong. The political needs and aims of these groups have always been divergent. Women who love women have little in common with women who wish to have a mastectomy, take testosterone, and live as men. Men who love men have little in common with men who wish to take estrogen and live

021as women. Since gay and lesbian Americans secured marriage equality in 2015, the focus of Pride has become an effort to normalize transgender identification, particularly among the young, and extremely successfully. Transgender identification has more than doubled in five years, particularly among teenage girls, who were one of the least likely demographics to identify as transgender until the last few years, when they became the largest demographic to do so by a large margin. The increase has been so massive that it defies any reasonable explanation beyond at least to some degree social conjugation. Children and adolescents whose senses of selves are being formed and whose identities are still in flux are increasingly getting the message that discomfort with sex stereotypes imposed by society or with their own changing bodies means that they were actually born in the wrong body

022and must transition in order to live authentically. I believe that We will soon follow the lead of our European brothers and sisters in recognizing that in our efforts to normalize transgender identification, we have had unintended consequences and a reassessment is required. We must act with great caution in order to protect the increasing numbers of children who are experiencing transgender procedures as a result of social social conjugation without sacrificing the tiny number of individuals who would identify as transgender even without social conjugation, education campaigns and the social cachet attached to a transgender identity in the present. Thank you. Trustee Richardson-Feller, hand your hand up. In 1969, Marsha P. Johnson stood with the rest of her allies in her community for the Stonewall riots. I'm so disappointed in the comments that were just made. And I stand

023with my brothers and sisters in the LGBTQIA community. As a mother of three daughters, statistically speaking, one of my daughters may be a part of the community, and I don't know how. if they are, or whatever. Would I rather have a dead daughter than a son that I love with all my heart? No. I would rather my daughter, my son, the child that I gave birth to, live a healthy life with love and support and not have to hear the antiquated views of hate where they have to question their existence. So just to know I stand with my LGBTQIA brothers and sisters I am sorry that you have to continue to go through this and justify your existence I definitely want to remind the public again that individual comments of a board member are just

024that of individual. The board spoke with the resolution and will continue to speak with a vote of four or more. And that's what the board says. Again, as individual trustees, of course, we have the right to say what we feel based on whatever our views are. But an individual does not speak for the board. And again, the resolution speaks for that. And definitely, I stand here as an ally as well to all young people. in our district, advocate for all young people, support all young people, what their needs are. They all come to us from different communities and it's our responsibility to create the safest possible space. Is it perfect? Absolutely not. Even at UC Davis, it is not perfect. I work there and there are many things that happen there that should not be

025happening. There is no space. in this state there is completely safe. But we are working towards that and making a difference. And as I stated earlier, when things happen, we more than encourage we... want people to again take it to the proper person to take proper action to make sure that those individuals that are causing harm do not continue to cause harm and again we the staff needs to know about that to be able to do something about that and again this board will enforce the policies when they come before us to create that space again there's still a lot of space for growth there's still still a lot of need for doing more NO QUESTION ABOUT THAT. BUT WE WILL CONTINUE TO MOVE IN THAT DIRECTION WITH THE SUPPORT OF OTHER COMMUNITY MEMBERS, AGAIN,

026TO SUPPORT ALL OF OUR YOUNG PEOPLE IN OUR COMMUNITY TO THE BEST OF OUR ABILITY. ANY FINAL COMMENTS BEFORE TRUSTEE GARCIA? YES. I ALSO WANT TO RAISE MY VOICE TO SUPPORT THE COMMUNITY BECAUSE WHEN I SEE ANY PERSON, KIDS, STUDENTS, MOM, THEY ALL ARE HUMAN FOR ME. So just to recap, I'm an only child. My mom is from Jackson, Mississippi Chula Chula, Mississippi. My dad is from Gulfport My mom is the baby of 16 kids eight boys eight girls. My dad is the middle of five My mother was born before Browden versus Board of Education My grandparents were the second generation born freed under the law My grand great-grandfather was the first Cornelius Richardson That being said, I've always known that I was in part

028of the default culture of this country. In order to see healthy, functional black families on TV growing up, we had the Cosby Show in my generation. If I wanted to see a strong, independent black woman, usually I had to watch Dynasty and see Diane Carroll. My daughters and I are part of a new generation who wear our natural hair instead of processing it so that we can look like the default culture. Earlier today I had a bandaid on and I cannot tell you how giddy I was to have a bandaid that matched my flesh tone. This goes in deeper because when I was a dancer and a cheerleader, my pointe shoes that were flesh tone and my tights that were flesh tone never, ever matched my flesh tone. And my three daughters have a Disney

029princess. So when I grew up and I wanted to play princess and the neighborhood girls in Orange County would say, there are no black princesses, you can't play princess. My daughters don't have that because they've got Tiana. Even though she was a frog, in 75% of that movie, she's still a princess for my girls. The reason I bring this up to you is because all my life I have celebrated Juneteenth. All my life I have known the words to lift every voice and sing. And I welcome you guys now to joining me in celebrating when we were all free, finally. Because 4th of July has never felt right to me. Because in 1776, my people weren't free. Women couldn't vote. LGBTQIA people were forced in a closet. And now we have a holiday on Monday,

030and how hateful do you have to be to not want to celebrate a day off because of what it represents? So today, I've had the pleasure of meeting a wonderful man, Dr. Jackson, and I've invited him to accept this resolution, which you guys can read on the website. I want to save the rest of this time and present this to Dr. Jackson. If you will come up. I'm happy to accept this resolution, and I'd like to say a few words. I've heard some hurtful things since I've been in here, and I didn't know America was still that way. But... This holiday is about black people and when we were freed. And I just want to share some of the things. I'll share a little of my life. I'm from Mississippi, too. I went to segregated

031schools. I was bused 60 miles a day to school. The white school was five miles away. And I guess they thought if they touched one of us, they'd die. But I never let that stop me. I finished high school early at 16, college at 19, and I'm a doctorate graduate from Davis. So all of the foolishness, the racism, it doesn't stop anybody. It encourages people. And I'd just like to say to the gay people in the room, I had an uncle. We didn't know he was gay until he died. What a sad thing. He had to hide in his closet. And the other thing, just to touch that a little bit, there was a friend of mine who had a daughter, a granddaughter that was four, and told her mother she was a boy. And

032he cried for weeks. And I told him, you have to accept the truth. She know what she is. Now, the reason I want to talk a little about Juneteenth is there's a movement going around in America that's critical race. theory, I believe it is. And they don't want to talk about any of the things that happened in America. My whole education, the first 12 years of it, was white, critical race theory. We talked about Lincoln. We talked about... Don't even want to call his name. Jefferson, the guy that had the slave wife and girlfriend. We talked about all that stuff, but they never talked about anything that really affected us. They didn't say anything about why we were going to an all-black school, and the white one was up the street. Our curriculum was old

033and antiquated, three or four grades behind. So when I went to college, I had to get two educations. I had to get a black education, and I had to really repair the lack of education that I got when I went to school. So I became a bookworm. I didn't have time to date, none of that stuff, just working and school. So when I went to college, the movement was strong. I met Stokely Carmichael, H. Rav Brown. I've done a little marching and protesting, and I will do it in a minute again. But I think that all of the things that happen, like voter registration, look what's happening today. It's a crime to give a person a drink of water who is standing in line to vote. How sick is that? And 44 states put in

034voter suppression laws. And I was thinking, why did all this happen? I think if Obama had not become president, things would be a little better. It just created a lot of anger, a lot of hate, and it's foolish. You can't stop evolution. It's going to happen. I have a kid that's 10, and then I'm going to be quiet. I'm raising him to think that he might have to leave America someday, and I want him to have the economic resources to leave because I don't want him to tolerate. the foolishness, nor do I want him to become a violent man, because that's possible too. When I had my sons growing up, they're grown men now, we have to teach them to be afraid of the police. When they stop you, answer what they ask you. Don't

035say anything that they don't ask you. Don't get smart. Don't be sarcastic. just accept what they say and come home alive. Matter of fact, I didn't let them drive until they were 18, so they would really understand the problem. I hope that someday we have the critical race teaching in our system because I think that every kid should know what happened. They should know that my grandfather was almost beaten to death. for inquiring about registering to vote. That my friends that I finished high school with went to Vietnam, couldn't vote in their home state, and could not go to school with white people. But they gave their life. But we should talk about that. And it's so silly to, why does America have to find someone to hate? It doesn't work. We're never going to

036be a white supremacist country. That's over. You can forget that. That's done. Never going to happen again. There are no more people for you to use. You're going to have to work. If you want to farm, you're going to get out in the field and get sun cancer. I'm not going. I don't have to. So think about what we're trying to do to each other. Show love. See those beautiful people in the back? They shouldn't have to come to a meeting and talk and cry. or cry over what somebody else said. And whether you know it or not, you might have some gay people in your family too. Thank you. Thank you so much for sharing your story and reminding our community of, again, the many things that have happened in history and continue to

037happen still today. And, you know, we need to stay vigilant. and continue to fight for the rights of every citizen and resident and community member because, yeah, it's still here. It hasn't gone away. And I can tell you there's been changes in Woodlands since I first moved here, but there's still more room for improvement. And, I mean, the diversity of this board tells you that there's been changes for sure in the city council, but there's still room for movement. So, again, thank you so much. Any comments or questions nope moving on then to item four and this item is Information action it's to create the wooden community call to action a United aspiration for youth Community implementation committee and this this one because this this committee is not So I'm requesting this committee be created by the board and I'm offering to chair the committee This committee is not to direct staff on how to implement the the call to action staff's doing that already they're taking care of that this is actually intended to help promote the call to action and convince other partners in our community to implement adopt the the entire call to action and then decide what elements they want to work with and that is the purpose of this

041committee and so i'll be happy to answer any questions before i ask for for a motion trustee mcdowell um can you speak to the difference between this committee and the Committee report that's a bit further on in the agenda under the board committee updates When I was going through the agenda, they seemed very similar and I was a little confused Which committee report are you referring to? under the board committee updates the CWI because it has on there the The voting age charter city childcare preschool and democracy facilitate with families action plan update and I thought they were the same thing Got it. Well, there's a lot of differences. This is an internal committee to the board that I'm requesting that we establish to strictly focus on Dukatu Action. The Collaborative for Woodland Youth used

042to be known as a two-by-three-by-three, which is two city council members, two trustees from the community college, and three trustees. And then recently the... County Office of Ed superintendent started joining those meetings and that group meets once a month and identifies what they want to work on and the call to action was one of the things that that group decided to support to make a reality and now I'm asking a committee to just focus on that specifically just us. They didn't tell us this. We kind of had to find out through, like, the grapevine. So I'm kind of confused as to why they're moving them. And it's also concerning because they've been there for three years. It's their home school, you know, like, you know,

051the students, the staff. So basically make them making them start all over again at a new school with like new people kind of disturbs like, you know, their routine and stuff like that, you know. So it's very concerning because they're special needs students and you're kind of just jumbling up their world, you know. So is there like a way to where they could finish their senior year? Woodland High We kind of just want to know like what's happening because no one told us anything until basically a couple days ago Thank you any questions from trustees Kay Williams Superintendent I was just gonna comment I'm very sorry that you received information in a very inappropriate, non-supportive way at the beginning. That email that was sent to parents by another staff member, I sent it out without

052any authority, without all the information, without a way that was supportive of nurturing about these delicate issues when we have to make difficult decisions, when we have to do shifts of programs. And I do believe the special ed department has, was still... finalizing and making sure to communicate with our additional partners because these classrooms are not wooden high school classrooms. They're regional programs that serve students with special needs from across the region, including other areas in Yolo County. And there was never the intent for families to receive that information the way that they did. And so we've had to do some repair on that. So we're going to make sure that our director, if before. She leaves today. Can you please meet her in the hallway and make sure that you have communicated with that

First, if these SDC programs are considered regional, Why is it that the STC programs are respect respectively at pioneer and Woodland High? When those STC students graduate they receive their respective diplomas from the site So if they are regional, how is it? What makes them regional when they're receiving respective high school diplomas from each of the high schools? Big the reason they receive the diploma. It's because we want to include them in the ceremony Okay And then clarify that they get a diploma or certificate certificate. It's OK. Is it regional because we're accepting students that are not from Woodland. That is correct. And in calling it regional we are serving a need that students

054are not able to receive in their home districts. The majority of the students in the program shouldn't matter whether they're Woodland students or not. So I mean, but how many of our students are Woodland students in these programs? Sorry about that. So one I'll clarify a little bit on the regional piece. It is a regional classroom through our SELPA our local plan area for the county. So we do accept students from every district within the county. Currently that class has six students. Currently all six of those are Woodland students. Each year when we establish our classes There are times where we have to shift or adjust based on facilities and number of students and programs and number of spots available in all of our programs across the district. And sometimes that does require an adjustment

055or a change in program locations. So they are not comprehensive programs offered at every single school site. They are regional programs not tied to a specific site. So do we have declining enrollment. What happens in our regional programs because they are blended grade bands at the high school level there 9 through 12. And so there are times where we have shifts in enrollment. So currently our shift in enrollment is a decrease of high school age students and an increase of middle school age students. Okay, and I just noticed at the Lee graduation we had three SDC students leaving is this more of a student population shift or a student teacher shift because if I'm not mistaken the Lee SDC teachers leaving we have a teacher at Zamora who isn't coming back for maternity leave we

056have someone from Woodland High School who's not coming back so we've got a lot of SDC teachers leaving So this is purely a student grade level matriculation shift. And so there is a bubble at the middle school whereas last year we had 11 SCC students of this general service need. This year we are this coming up here we will have 20. Do we have any of our Woodland students who are SCC eligible but are not being served by Woodland. And I'm sorry you guys are just standing there waiting. But do we have any of our students that are going to YCOE or another location? Yes, we do. And can we bring them back? So all of our student placements are based on their individual needs and offers of FAPE and so that would be an

057IEP decision based on what those individual students needs are and whether we can support them in a general education setting a resource setting a regional program or a YCOE program. I only ask because if we are having shifting issues with students I get that it's an IEP it's an offer of service I get that but I also get that we pay extra extremely more to send our students other locations than to educate them within our own district in our own community. So that's why I bring that up. What I heard our superintendent say is that this situation the information went out initially. That is not the lay of the land right now. When will we get information about what is going to happen. So at this point staff has been notified both sites Woodland High

058and Lee middle school have been notified and the parents that are directly Are the students who are impacted by this decision? Have been notified as well those families. Okay, so I Just want to make sure I'm picking up what you're putting down. The woodland program is closing. It's going to pioneer So the students that were in the woodland high school classroom that is collapsing Have been placed in other program classes. Yes Pioneer does have our other two SDC programs that fit the students this The students who are typically in this classroom on that And if I could just clarify, this is something that occurs every year in one grade level or another with SDC. It happens to be this time the enrollment issue was at William High School. And what went wrong this year in

059particular is that someone jumped the gun and gave very limited information that really alerted and got families upset, as you can see. And they have a good reason based on how they received the information. Our special ed department did not have the opportunity to handle like they normally do because this happens all the time. We move students based on the needs, the resources, and making sure that we honor their IEP and that we also consider our resources available to us. I completely get that. I'm just thinking that it would behoove us to create more stability for these and consistency for this population, especially. We're bordering now on deliberation, yeah. Okay. Questions are fine, but once you start making opinions. Recommendations and suggestions. Are we going to be talking about this topic on the agenda? All

I had a stack like this of all the applications and I read every single one and I've had a real difficult time because I wanted to make sure that I had a diverse group of boys and girls and different just representation from the different types of students that we have in our district I delivered personally to announce to the students I went to school with a formal letter to personally announce to them and the reaction was very heartwarming. I also sent a letter to the students who were not selected for this particular but reassuring them that they're on a wait list and that they're going to be priority for any

067kind of leadership opportunity and I'm looking at doing some kind of superintendent forums with those students so somehow to keep them involved and then they're going to be priority first as students maybe you know think kids may move there may be students that step down they don't want to be on this you know maybe that's something that they didn't think they want. they decided they don't want to do so they are definitely going to be priority for me and then also i just want to make uh oh i'm going to camp in august so we're planning our camp trip With the kids the wish being like I'm not I better get in shape Also, I want to share that I'm very proud of lean our super assistant superintendent Leonie Medina's data not only did she

I teach world history at Woodland High School, and I'm proud to have served the members of the Woodland Education Association as president for the last six years. 069a productive spring session at the bargaining table discussing grievance procedure language the article on transfers and reassignments and language pertaining to special education We look forward to resuming negotiations after school resumes in August and coming to mutually agreeable Improvements to our contract that will in turn increase our capacity as an organization to meet the needs of our students Currently in WJUSD, 19.8% of our enrolled students have individualized education plans or IEPs and are accessing their education with the support of accommodations, modifications and special education services provided and coordinated by our special education resource specialists. These busy professionals manage the IEP cases of all the students on their caseloads in addition to providing instruction and other special education services. Resource specialists need and deserve contractually protected case management time in addition to time to prepare for

070instruction. Our career technical student organizations in Woodland are award-winning, life-changing programs that simply would not exist without the dedicated investments made by our CTSO advisors. The time is now to fairly compensate these valued colleagues for this vital work. Our district has a strong history of delivering high-quality, long-term independent study programs to students who thrive in that setting. As we continue to focus in this district on the importance of daily attendance at school, we are discovering that there are many students who have challenges with daily in-person attendance. It is my hope that our district can work to identify these students and make contact with their families to offer long-term independent study in order to meet the needs of all students in this community. And I thought I was done with my report, but I added a

071paragraph. I want to share sincere gratitude to our LGBTQIA plus community members for their presence and advocacy today. No one deserves to feel excluded. No one. The Woodland Education Association has taken some small steps by editing our bylaws and our employment contract with the district to ensure gender neutral terminology throughout both documents. For the last few years, in my meetings with cabinet members, I have been requesting that all staff and students in this district experience training and education regarding sexual orientation and gender identity and expression. It is my hope that the district will invest some of the time during our five August professional development days for this purpose. As a leader in the California Teachers Association, I have access to free, high-quality, teacher-led professional development on sexual orientation and gender identity, and I can bring

074when I ran during a pandemic I never thought that my favorite part of being a trustee would be graduation. And even this week last week was even better because we didn't have 95 degree weather during these. So I could embrace and truly enjoy and love being there. We kicked it off with my sixth grader promoting from Beamer to Douglas Middle School. So that was a moment for me. And I love the tradition of Beamer Elementary because once a Beamer Bear always a Beamer Bear and you feel that. Adult ed graduation is one of my favorite graduations to go to. The stories, the 63-year-old, the 72-year-old who graduated, the woman who was three days past her due date and looked in pain. Oh, my God, if you told me she delivered that night, I would not

075have been surprised. The woman who dropped out of school. and struggled and opened her own auto parts company and then made it to graduation and got her diploma. When they handed out the surprise scholarship awards and then just the joy and the glee on people's faces was amazing. I enjoyed the Douglas Middle School, not only because I got to attack my daughter who told me she did not consent to a hug. It was it was great seeing the 14 13 15 year olds coming into their own walking down the aisle the different personalities between Douglas and Lee seeing the three SDC students at Lee Middle School walk across that stage being at the bottom of the ramp with Sandra Mott hyping up all of the students as they came down watching them go into the

076next phase of their life. It's just Why we do what we do, you know as I'm sitting there and I'm thinking oh I want greatness for you and I don't think they get it You know, who's this lady? She doesn't know me who's telling me to smile and you did it and yes and and it's all pure and it's all genuine because So many people invested in these kids graduating, you know, I don't know not a one of the 18 African-American students who graduated Woodland High School and Pioneer High School this year, but I feel responsible and love for all of them not just them as part of my community, but I was in their shoes and I know what they've had to sacrifice and overcome. And I'm just so proud of our kindergarteners who

077promoted our sixth graders our eighth graders people who just keep going on. My eighth graders said to me this isn't a big deal. I just go to school and do the work. And I'm like do you realize that this is this is a big deal. Some people couldn't even get up and do this. Some people have so much adversity and. Take your take your W where you can and this you know, this was awesome. So Chef's kiss to all the teachers everybody who put these these events together I appreciate all of you trustees who showed up so that you could show the kids and adults how much They are the reason why we're up here So, thank you guys everybody Thank You Just quickly, you know, echo the sentiments of how great it is to

078be able to partake in graduation ceremonies and watch our students develop and walk into their future essentially and how great it is to see everyone come together whether it's principals, staff, our directors. Everyone's coming together to be able to really come to the culmination of the education, right? It's why everybody here works so hard. It's why everybody, it's why we stay late to take on the issues that affect our students and our families. For the first time, I think, we had our mayor, vice mayor. Who else? City Council people attend our Pioneer graduation, our Woodland High graduation, and our Cache Creek graduation, I believe. And I think that was also symbolic that, you know, we are trying to work together to keep bridging lessons from COVID, keep bridging, keep working together so that we can

079build this. best quality education for our students as possible. And it's the same thing that we saw within the district with everyone coming together. And so it's just a great feeling to have partake in it and a great feeling to watch everybody work so hard. So congratulations to everybody who was part of making the graduation ceremonies possible. 080this happen. And I feel that this is my responsibility and duty to roll out a red carpet and be present. I also shared with her. It's a period of emotion. It's a time of so much celebration. And I can't express to you guys all that I felt. And it was a feat. When all of the commencement ceremonies were over and it was Friday evening, it didn't feel done. The sense of happiness was still there and it stayed through the end of the weekend and still this week. But I have to tell you guys, this is probably one of my most favorite activities to participate in, not as a board member, but as a community member. I love to attend graduations. I love to see the sense of celebration and pride from our community towards our

081students and staff. Personally, this year was special for me and granted I'm one small little grain in this whole thing but it was my 10 year anniversary and it felt like a full circle to be able to share this with our students and families. But after the last commencement ceremony, some of us gathered. at a local restaurant and it happened to be a restaurant owned by one of our former students that graduated with me. And when I got home that evening, I was like, wow, like this really resonated, you know, like where my class is now 20 years later and how each of them are contributing towards our community in their own significant way. And Woodland Joint Unified has been a... big, big contributor to the success of our students. So what I want to

082get at today is our school board, our staff, our teachers, our educators and family, we are the grit. We are everything that our students need to get them from cradle to career. So I just wanted to reiterate. Being present and extending the red carpet for our families and students and staff and teachers during the commencement ceremonies each year is a huge, huge factor and makes me very, very proud. I also want to commend our students, our teachers and staff, our cabinet, our superintendent, because right away after these graduations, we switch the page and we go into summer school, end of year activities. But also getting our food services lunch program off the ground immediately and and that's a huge switch so I do want to Extend my gratitude for all of that I have also

083expressed some interest in shadowing our superintendent in visiting the different programs that we offer throughout the summer and you know just really taking note of Everything of all the successes and the hard work that takes place I am excited to see you today, Jen. Well, there was

086a presentation made by the community group that's working towards the WCC. movement into Los Rios Community College. And essentially they talked about the history of wanting to have WCC reallocate, be moved in to Los Rios and not wanting to be under YCCD. And Skip Davis talked about that. And then Ima Rodriguez talked about several of the points in regards to why it would be best for students. Essentially the same information that we talked about here in a previous board meeting. And it was just a general presentation too. to the group and the group received it well and are just waiting for next steps to be able to move that process down the line. I think maybe the We're the spartal unified school district is waiting To for their board to hear it officially and and

087approve being in favor of that movement But that by all indication that that should be coming down the pipe fairly soon And that's that's what I can remember trustee goes anything you want to add They also share about all the interns' positions and about how many positions they have filled for students. Trustee Rodriguez, do you remember that? I definitely remember the conversation in talking about, did they say that they needed more or that they were filled? No, they're filled. They're filled. Yeah. And so they were just talking about the internship that is available at the city and what is the name of the internship? Do you remember? I think it was a fellowship. A fellowship? Yes. Yeah. And so that's another topic that was spoken about. Yes, and they're going to start about the city

088on another, it's a program for the students where they know more about the city and I think next week they're going to start. That's part of the the what they shared with us Summer and the city right well someone in City Hall is one thing The let's see they had eight fellows. It's called the civic fellows program and have a fellows And then they also mentioned they hired over 80 youth. And so they were very appreciative with Ms. Carrillo expediting the student work permit process. They were very appreciative. Yes. You were like, yeah. Thank you, Laurie. They spread their gratitude to you, to all your work. If you get pulled over, you might not get a ticket. I'm kidding. Not that much. But, yeah, they were very happy with support so they can get those

THANK YOU. IT'S MY PLEASURE TO BRING YOU THE DRAFT LCAP, THE LOCAL CONTROL AND ACCOUNTABILITY

091PLAN. THIS LCAP WAS ORIGINALLY APPROVED IN JUNE OF 2021. WE'RE MOVING INTO THE THIRD YEAR OF WHAT IS A THREE-YEAR PLAN. SO NEXT YEAR WE'LL BEGIN WORKING ON A NEW PLAN. This plan outlines the goals listed here, the metrics, the actions, and the budget and expenditures that we've identified to support all students, but especially students who are low income English learners and students who are foster and homeless youth. Here's our agenda. What I want to start with is just so this is a really abbreviated version of the work that has happened so far this year to bring this draft LCAP together. It's a 133 page plan which represents a lot of work on the part of all of the departments in the district office, but especially the Ed Services directors and coordinators. whose work every

092day has an impact on the outcomes in the LCAP. Where we are right now is at the public hearing on June 15th, and then we'll bring it back for approval on June 28th. Okay, so I just include this this slide in the next slide just to share that there are Requirements quite a few. There's a there's a very long checklist that the Yolo County Office of Education Uses as they go through the their approval process So in addition to being approved here by this board the county office Has an approval process that that they go through And so these are some of the required data pieces that are included in the LCAP. Our LCAP meets all of these requirements. We actually add quite a few more metrics in ours. And this is actually just a

093short list. We have quite a few additional metrics that are not even captured here. to support our actions. The pieces that we've identified that are supportive of our goals and we feel that it's important to have those laid out in the LCAP so that we can help monitor progress and ensure accountability to the outcomes that we're looking for. So I just added one slide basically one slide per goal obviously there's a lot in the LCAP What we do in the subsequent years after LCAP development is really focus on the goal analysis. And that's at the end of each goal section. And I just added some of the highlights here. But there are several pages that are at the end of each goal that I would encourage everyone to review. In those sections, we talk about

094what worked. and what didn't get done and what, if any, changes we're proposing to make for the next year. So I won't go through all of these, but you can see these are the pieces that we've implemented, the things that we've done in Goal 1. We've met several of the outcomes that we had identified. The outcomes in the original LCAP are set as three-year goals, and in some cases, we're already meeting that goal. So, for example, in terms of CTE completers, we had, I think, a 10% increase, and we've met that already. Next year we'll be reporting on the year three outcomes. So we still have time to meet those goals if we haven't met them already, but there are instances in each goal where we're meeting the three-year goal that we set. Of course,

095there are others where we haven't met the goal yet, and there's still work to be done. In goal two, so just some of the things we've listed here, definitely goal two focuses on academics and then social emotional supports. And so we have a lot of curriculum work that's going on. We engaged in a history, social science textbook pilot and adoption. The professional development is captured there. Our wellness teams, interventions by counselors, early literacy, et cetera. Goal two is our largest goal and covers the most is the most comprehensive of all the goals in terms of its its wide ranging goal to also has the it's really the only section where we're proposing some additions. So based on the needs that we've identified this year these are a few listed out the additions that we're proposing

096for for the LCAP. So providing funds for school libraries There's definitely a need to update the The book selections the choices that are available in our school libraries And so we'd like to provide some funding for library texts to purchase books for students to use We also are proposing to fully fund at the district level the cost of sixth grade camp. So previously the district covered the cost of camp, but not transportation and schools were responsible for that school budgets. But we want to bring that whole cost into the LCAP. And then in the social-emotional support area, increasing the wellness team staffing, mental health clinicians and social workers through an increase in a contract for those folks, and then increasing our own FTE for general education behavior specialists. And then to support the work of

097the attendance staff increasing our attendance liaisons. And the rationale for these additions is in that goal analysis section laid out with the reasoning and the why for why we want those funding additions. Okay, and then in goal three some of the highlights here Coaching has been a focus for EL specialists actually and for our teachers on special assignment lots of professional development high quality being provided by ELRISE And then we do provide funds from the LCAP for sites to use for improvement strategies We have in this goal also met our English Learner Progress Goal at the second year and so we're just excited to see where we are when we report on year three next year with our progress in that area. And then finally, goal four. Goal four focuses on partnerships. We met this

098goal already. Our year three outcome was to develop 10 new partnerships. And with last year's and this year's, we've already met that goal. Implementing the YDIs, which was just going on this week here next door. And then the, well. The shorthand version is the Woodland Youth Plan, but the community call to action, our united aspiration for youth, that being approved by the Board of Trustees and the City Council. So that's a really abbreviated version of the LCAP. And I look forward to taking your questions. I may call up some of my director colleagues for assistance. But I'm happy to take questions now. And what's next is that Based on your feedback and and actually the county office feedback that we received between now and June 28th Then we'll bring a revision To you at that

No questions trust really this so under goal to propose funding additions The first bullet point is provide funds for school libraries. Now are those funds primarily for books or are those funds able to be used to do an analysis like on the amount of time that the librarians actually have in their work during their work to be able to say take books and then be able to create something with it. I'm not sure I understand the question. OK. So. Providing funds for school libraries. What are those funds going to be? Oh, so the funds are designed to purchase books so that school library techs can purchase books to add

100to the collection that's at the school library today. Yeah. And so then I guess the other part of my question is, is there any analysis about, you know, should we increase hours for school librarians to then be able to. you know actually do everything that it would take to use those books including I know they code at least some some of our you know elementary schools thinking you know K through six they have to spend time coding books and coding whatever comes in but but thinking about the librarian positions as a very important piece of being able to actually put on programming that had more to do with with literacy, right? Enhancing our literacy then to doing the kind of administrative stuff that they are on. Right. Yeah. So we did, we did increase the

101library tech hours to a six hour position for every school when the LCAP was initially adopted in 2021. So we've now had two years of increased hours. That was through the early literacy work. So we've now had two years with increased hours. for the library texts. Our understanding is that those hours have been really beneficial for library texts to be able to work more with students in classrooms, or not in classrooms, but in the library, bringing more classrooms in, having story hour, et cetera. So if I can just add, the intention of when we increase them is just for what you're seeing right now? So they were, I believe they were like four hour employees before only. And so they were increased to six hours and become where they were also qualified for benefits. So

102we went through that two years ago and that was the intention to allow them more time. And one of the things that I've heard from many of our lives are elementary specifically librarians is that they have all books that are. need to be replaced because they're old they're falling apart and there's limited fence at the school site so we want to support them with them to get new books that beef up their libraries. Yeah I was just you know maybe there isn't a way but you know if we could somehow take some of those administrative duties by find if there was a different way. to take some of their administrative duties away and leave them even more time to be able to work on pro-literacy type stuff. For example, do librarians, do they have to

103code it when they get there, right? Could it be coded at the warehouse when the books come in? Some of those kinds of- We only have one person at the warehouse in the district. So I can tell you that if you ask any position in the district, everyone's gonna say they need more time. And I think we have been- Very supportive of our librarians. They have been receiving training that they weren't receiving before. They come here and receive training that's something new that they have never received with support. They've also have had collaboration with the city library. Again, we received, we increased their time and added benefits. Now they're getting money to buy books that they've been asking for. So of course, they could use more and so can anybody else. So at this point

104I think we've done a good job on beefing up the resources for our libraries. Yeah. No question. You know but as literacy will be a very important part or literacy will be a very important part of what we do moving into the future and now. You know I think it's a good idea to think about what the role of the librarian is and and see how we can enhance beyond what we've already done. Because what we've already done is pretty good, but I'm going to say it's probably not enough. Question. Are you proposing that we buy list books and ship some of the money for more hours? No. Okay. Just making sure. Because you really need access to books to improve literacy, and you need to be able to create programming, right? So I'm just

105trying to make sure that we're not in a place where we just think buying more books is going to be able to somehow enhance literacy. You have to create the access to them. You have to create access to them via the families and how they're able to. you know provide best practices at home. So I'm just trying to make sure we empower our librarians and analyze their positions as much as possible right to see how we can get the most out of what we're able to do. Were you done before I go to which trust which is following your hand. Mike please. Thank you personally I believe the library should be open before school and after school to increase access But that's just me and not the hill I want to die on But I

106do want to die on the hill of making sure that the kids get some say in the books that are Selected because if we want them to read it we actually want to give them books. They're going to read so Getting their input on that. Do we have a mechanism to do so? Well we haven't gotten into the details of how it will work waiting for approval and then we'll definitely make that a part of the process. Thank you. I want to go back to slide eight page eight highlights from goal analysis goal two. It touches upon PD for all teachers. I just wanted to see if I could get support from the majority of my colleagues here on the board to add to the list of PD that's listed there, not only for teachers,

107but also for all staff on LGBTQ. plus inclusive professional development for our staff if that is something that we could include in our LCAP as It is a tool to improve our school climate and inclusivity of all students success questions from trustees on that proposal trustee Mott I just want to second that proposal. It was on my list to bring that up as well. So are you are you just about just to clarify you saying to add and then add more funding there or just add it as one of the options with the funding that's already been allocated for PD? I would like to add it with the funding if it's necessary. So. So I can remind the board when we add, that means we have to, there's a finite amount of money, that means

108we have to shift from somewhere else. And so just keep that in mind when we're doing that. Then we need to be able to direct staff and say, we want you to take the money. That's why I asked our CEO, he was like, so less books to be able to give more time. Like money has to come from somewhere. We can't just say, trust me. I just have a question for my own education as it's my first year doing this. At the beginning of your presentation, you mentioned that this is focused mainly on, I think you said homeless youth, English learners, you listed a few foster youth. Low income. Low income. Is it a possibility to add LGBTQIA plus youth to track outcomes among those groups as well? Is that something that's... Been considered would

109it be appropriate? We don't collect That type of information so in terms of tracking outcomes we wouldn't be able to do that for students so No, we wouldn't be able to track outcomes for Like how LGBTQ I a youth performed on an assessment or something like that. We wouldn't be able to to do that To follow up currently known but if something the board directed staff to keep track of that would have to start collecting that data To then be able to keep track but currently that is not I think we would run into With all due respect, I think we would run into some concerns confidentiality-wise and privacy-wise if we tried to collect that information. Well, I mean, universities do it, right? Students decline, right? So the students could decline. Again, if the board

110wanted to, but right now, no. The answer is they don't have the capability to do that. And again, we would run into a lot of different things that maybe the data wouldn't be accurate because of those concerns. I think where I was going with that is more that because it's not really acknowledged here, something that's being tracked, then that kind of thing can, we're not assigning goals specific to it. So that kind of thing can fall by the wayside because it's not listed here specifically in the LCAP. Just to add so the state is the one that gives us these categories for the funding and so we get funding based on these categories because the state has determined that these are populations that get additional funding so we wouldn't get additional funding they would just

111be if we wanted to list it but again we'd have to go to the hope but we it wouldn't make a difference for the funding wise for the out camp. Other questions? I'm open to to hearing from the staff if it's there's any feasibility within the budget parameters to add this We can go back and look at that and bring it back when it comes from you know approval I think I think there were be a way for we can incorporate it somewhere maybe with existing PD to blend it in I think there's room for that. Yeah, we can look into it trustee, which is the dollar And I want us to look at all of our avenues not to get stuck into analysis paralysis, but we did have our WEA representative let us know

112that she's got access to CTA LGBTQIA material. I didn't hear a price tag list on that one. So yeah. So I mean, just saying. So far I see three trustees are in support of that. So we need another. And I'm definitely in support. I would add that we also, and we've been talking about this for a long time as well as again. And again maybe we need to update our policy to make to institutionalize it but bias training to me needs to be part of this PD as well. And again we'll bring it back obviously for conversation and what they can look like. But again I definitely would be in support of what was proposed but also adding bias training because again that applies to all groups and then you can delve into different subgroups

113within that as well to again help our staff. better serve our population and again staff can go back and see what that can look like and yes there's there's free but also again we might want to look at what opportunities out there as well that have to approve and track record right of have success with all staff so Yes, I was saying which is ways that we can look into this and areas for example are our bullying training We can incorporate some of that into that training the anti-bias piece can be incorporated into that training I think there's places in the our collect school climate trainings You know school climate trains is another thing that we already do but you can also incorporate those themes into those trainings that existing trains I think there's way

114we can work with it and make sure they're highlighted so now there are four trustees that are in support of being that analysis being done to see where it can be done i don't know can you do it by next meeting when we need to approve it or something that we maybe want to approve now and revisit it again because we can modify this anytime we want we're not limited to once a year and then give you more time to do more of analysis and then maybe make the modification later you know before the school year starts obviously but what are your thoughts on that superintendent I really think there's already areas that we can include. It won't be like the whole detailed plan of the training, but we can add it into some existing

115staff development that we're already doing. I don't think that'll take that too much time. No. Are the trustees that proposed that comfortable with that answer? Trustee MOTT, RICHESON FOWLER, YERASOFF AND MYSELF. AND TRUSTEE GARCIA. I JUST HAVE A QUESTION. SURE. TRUSTEE ALIGAS. WE'RE ALREADY SUPPOSED TO BE WORKING ON ANTIBIAS TRAINING? THE BOARD HAS NEVER DIRECTED STAFF TO DO THAT. THAT HAS NOT HAPPENED YET. THAT HAS NOT HAPPENED. THE BOARD HAS NOT DONE THAT YET. HOWEVER, OUR HR DEPARTMENT HAS BEEN DOING SOME TRAINING WITH SOME OF OUR PRINCIPALS ON THE INTERVIEW AND SOME OF THE PANELS. And there's still more to do but that work has started. Yeah staff on their own have taken the initiative to do some of the elements but the board has not. I just felt that that would be I think

116a good a good place to integrate you know that training in terms of just being able to capture everything that needs to be captured. Absolutely. You know maybe that's a yellow sheet. I don't know. Yeah. So again the question was. At least well at least five of us and what I saw yes well six are comfortable with what the superintendent said as far as professional development so okay perfect other questions or comments. No we're good to move forward. I'm almost done. I got I got questions too. So I only have 20 so don't worry it's going to take too long. I'm kidding. I do but I'm not going to ask them all. That's more than that. So you know. Did you all do an analysis you mentioned that we've done well and some of these

117Let's see. What do we refer to them as? The metrics metrics. Yes Did you do analysis of what percentage we grew and then what percentage we actually went down in is that analysis you all did So what I focused on so far is the areas where we did meet the year two, or sorry, the year three outcome already, and did look at the percentage of growth where, for example, I think it was on CTE completers and then on industry certifications it was a 10% increase in the year three outcome and we've already met that. I don't have the percentage off the top of my head right now but we did look at that, the percentage increase. So that's good. My question is that you all do analysis of say go one which each metrics right

118which ones went up and what went down. So in other words that a majority of them go up and a minority go down or the other way around where majority went down and minority went up. I can't say for goal one. I know for goal two that we did not meet, we have not yet met the year three outcome for the majority of our metrics in goal two. That's really the one that I focused on because it has, I think, 29 metrics and they're very heavily focused on academics. And so we know that we're not meeting yet. There's still a year, but we're not yet meeting the year three outcome for. most of the metrics in goal two. And there's obviously a lot of reasons for this. The reason I'm bringing this up is because

119we're up to, you know, redo the goals. And, you know, of course, I'm going to propose that we have a study session in a sense, you know, to give staff direction on how to move forward. You know, I'm definitely not in favor of redoing because we again, we have not been as successful as we need to be. and a lot of these elements of each goal. So it doesn't make sense for us to go, OK, we're going to switch goals now. We're going to have four new goals. Like, no. Right? And all the work that's been done as well. Like, we need to be making, these are really good goals, right? And when they're accomplished, it's going to be, you know, game changers for our students. But we're not anywhere near yet. And so I

120just want to kind of pre. Front load the board that I'm gonna be proposing again that we have this session so we can direct staff to basically continue and in the direction definitely tweak some of these metrics is and and and and the goals for each one as well to better align with the initiatives that we have identified as a board and also You know trustee modern I were talking and you know, we get to the budget which would be short. I'm sure right about realigning or giving staff parameters for budgeting which means again living within our means which means we're gonna have to cut right so we're talking about adding adding but there's no money to add right now right money's gonna start going away the one time money's gonna start going away and

121we need to start making adjustments we're actually not going to be in the opportunity to add we're going to be forced to cut and so we need to start thinking of that EVEN THOUGH SO TO US IT REALLY IS NOT ADDING A SHIFTING RIGHT NOW NOT ADDING AND THEN IT'S GOING TO BE CUTTING AND SO YOU KNOW THAT'S SOMETHING TO KEEP IN MIND AND SO AGAIN I'M JUST BRINGING THAT UP BECAUSE AGAIN YEAH WE'RE NOT PROGRESSING AS MUCH AS WE WE WANT TO AND WE NEED TO AND AGAIN I BROUGHT OUT SOME IN IN THE PAST AS WELL THAT AGAIN GIVES THAT IF THE BOARD AGREES OBVIOUSLY YOU KNOW DIRECTION ON FOR EXAMPLE ON THE A THROUGH G RIGHT THE MEETING THE STATEWIDE VERSUS Beyond the state. Well, that's an example right that we could

122direct staff No, we want this to be the goal that it's not, you know, and again, there's there's a few other ones that Again as a board we can decide what parameters we want to to get staff So I did have one question and thank you. First of all for very Diligently Responding to my many many questions that you did which saved you a lot of time right now too. So it paid off. But earlier was mentioned, and I wrote it down, that we have 19.8% of students in IEP, and the Alphabet states that we have... 15.7% of students with disabilities. And so does that number need to be updated or? So the number that's in the LCAP is our official fall census data from the first Wednesday in October. That's our publishable enrollment information.

123So we use that number. I would expect based on the changes that have happened this year with students identifying for IEPs. that in the fall of next year, that number will go up. So we'll make the update in the fall then? Yes. Okay, perfect. Thank you. Again, the rest of just comments. Again, there's a lot of work that goes into putting this plan together and a lot of work, obviously, that goes into bringing it to life. And again, we're gonna have to have conversations about what we shift from the general fund to the LCAP or vice versa to continue the initiatives. That's why the retreat is so important because we're gonna as a board prioritize the initiatives so that staff has a clear understanding as to what we as a board are saying is the

124most important because there's a lot of important things, right? But we can't fund everything that we know is important. Some things are just more vital. than others and again just want to say thank you for all the work because i know there's a lot of work that goes into putting this document together and there's still more work to be done for sure no question about that so those are all my comments any comments superintendent no i think um you know one thing to keep in mind that is when this plan was put together was right before covet We had a huge disruption as we were trying to navigate the pandemic and then navigate to back to in-person instruction and then with all the impacts. So I am in total support of continuing with those same

125goals. Maybe we tweak, revise the actions and other strategies and tighten up some areas, but keeping those same schools, I think will be important to us to keep everybody, you know, moving forward is very. would be very discouraging, I think, for staff to all of a sudden have brand new goals. But keeping the goals and refining within those goals. So I'm in total support of that concept. Especially too because we've been communicating more with our school sites to align their site plans to the goals and they've been making progress towards that as well and for us to change. Again not that the board couldn't do that of course the board has the right to do whatever it feels fit to do but yeah definitely it would not be a good thing for our sites as

126well as they're making progress. to meet these goals as well. And again that's something that's happened you know more recently under superintendent's leadership that you know the schools are sites are expected right is not like oh if you know you need to do it right. They were given a very clear mandate to to make that happen. And then you know watching you know certain staff is in charge of making sure that that's taking place as well. 127okay. I'm not going to say that, but I'm going to pay a compliment to Christina. That was impressive, and I feel a little pressure, but I'm going to do my best here. So this evening, we are sharing with the board the proposed spending plan for 23-24. This slide here, we're sharing an overview of the things we hope to accomplish in tonight's presentation. And before I get going, I want to thank Norma and the staff over in Fiscal Services for all the hard work that's been done behind the scenes. Norma and I actually met with all of the department heads that are responsible for... unrestricted budgets and got some opportunities to get some feedback and to see how they felt about their allocations and just discuss staffing and so on. And so we're appreciative of all

128the help and I'm appreciative of all our hard work. These are some of the abbreviations and the acronyms that we share throughout the presentation and so we use a lot of lingo and we want to provide you with a page to kind of help you navigate that that strange language and if I ever use an acronym that doesn't make sense to you Please let me know and I'll I'll let you know what it stands for. Trust me. It has a purpose So I'm gonna tell you a little bit about the May revision Not a lot, but the May revision is extremely important to when you build a budget Of course, we're all eager to hear what Governor Newsom has to say about the January proposal, but that is just what it says in its title.

129It's a proposal. And as we know, the governor is going to change his mind based on new information, based on new data, based on what he's hearing from the legislature. The economy is changing. And so where we really want to hang our hats in terms of from a from a when we're building a budget is we want to see, hear, touch and feel what's in the May revision. And so we go to the school services workshop and school services dives into the details of the May revision and they put it in a language to where school districts can digest it and quantify it and insert it in their assumptions for the spending plan for next school year. And so what they do is they always prepare this board ready presentation. And when I looked at

130that presentation, I said, wow, that's a lot of detailed stuff. And that's not going to help me. be a little more efficient than Christina. So I can't put them all in the presentation, so what I'll do is I'll just take a few excerpts and I've placed them in the presentation, but just know that the May revision is extremely important and when you walk in my shoes you really want to hear what's in the May revision because it's supporting the assumptions that go into the adopted budget. But you know there's a lot of uncertainty out there. And we were hearing glimpses of the uncertainty when he talked about the proposal. But between the proposal and the May revision, we really started to learn about all of the uncertainty that's floating around and that some of these

131uncertainties have a negative impact on state revenues. And so I say that because whenever you hear conversations about postponing, corporation tax returns to sometime in October or when you hear interest rates being hiked, those all are going to have negative impacts on state revenues and eventually that's going to impact school districts. Why is it going to impact school districts? Because we are funded through Proposition 98. And Proposition 98 is a fancy term that's used to where it's basically minimum funding for education, for schools. And so what I'm eager to watch and hear is to find out how are these uncertainties going to impact Proposition 98, ultimately impacting the local control funding formula. And so... That is why we we often want to hear the May revision We want to know the impact on prop 98

132and we also want to know how is that going to impact? The local control funding formula because that is where we receive the majority of our funding in school districts So in this next slide, it's a bar graph to demonstrate how a particular part of a school district's income, i.e. the COLA, how has that changed between what we heard in January versus the May revision? And so those two bars from the left, the second ones from the left, that is the current proposed budget year that we're asking you to consider. And you can see that in the proposal we were expecting a COLA of 8.13%, but actually when the May revision came out, it was a little higher. So that was good news. But again, we're hearing these uncertainties out there, and we're starting to

133get a little nervous because this COLA is what's part of Prop 98. But it was nice to hear that what was told to us in January, it's being protected. And a little later, I have a cartoon here to kind of show you how Governor Newsom is proposing to protect the COLA. School districts are also required to think about their budgets in the two out years. And so you can see how much the COLA has changed just a little bit in the out years for when you compare the January budget proposal to the May revision. And so things are being held constant. It appears that funding for schools is being constant. despite all of the uncertainty out there. And so it's common for school services to put in cartoons to try to illustrate or demonstrate a

134concept that they want you to take away. And really what this slide is saying is that Governor Newsom is aware of all of the uncertainties surrounding what he talked about in January in terms of the proposal. And then now that they've made revisions here, it's like, okay, how is he protecting education? He's going to have to make some serious decisions moving forward. And how he's protecting the LCFF and the funding that we really are concerned about is he's making some or he's coming up with some ideas in terms of cutting to. programs known as the Arts and Music Funding as well as the Learning and Recovering Funding. And that is how he's continuing or proposing to keep LCFF whole. So there's some people on the sidelines, I shouldn't say people, but entities like the LAO's

135office that thinks that this whole approach of cutting some one-time programs to fund ongoing programs is probably not the way to go, but... We have to wait to see how the enacted budget is going to look and what they're going to finally agree on to see if the strategy that Governor Newsom is proposing holds up. So now let's talk about Woodland Joint Unified's proposed spending plan, the budget for next year. So this is our pie graph of our projected revenues for next year. And as you can see, the majority of our funding comes in the form of the local control funding formula. And that pot of money... is where the money that Christina talked about, the supplemental and concentration, all those efforts, all those initiatives, that's part of that number there. The federal revenue is

136where you find a lot of those federal programs. Makes up just a little more than $5 million of our revenue. Federal programs like Title I, Title II, all those different federal programs, some special ed programs in there. Other state, that's where you see... ACEs and expanded learning and ELOP. That's what's part of that slice of the pie. And then the local revenue is where we have a lot of the donations like Trustee Villagrana read off and some of the interest that we earn on the cash in our various pots. This is the projected revenue for next year. The next is a pie graph of all of our proposed expenditures. Clearly, the majority of our funding goes towards salary and benefits. Just under three-fourths of our budget goes to salaries and benefits. Services and other operating

137expenditures, that's where you find things like legal fees, services that we have to contract out for hard-to-fill positions, legal fees, audit fees. If we contract out for... services to help us with curriculum and instruction. That's what's captured in that category. Books and supplies, kind of as the title says, that's where we have our instructional materials that we purchase, supplies for facilities and other various departments across the district. Other outgoes where we pay for things like capital leases, debt service payments on certificates of participation. As you can see, we're a big agency. a lot going on and we we have a large budget that we pay for a variety of different things that are required to keep the district moving this next slide is a very important slide and we feel that it needs to be

138shared when we talk about the budget and that is what are our proposed or projected contributions? And if you're not familiar with conversations around school finance, a contribution is a way of saying that it's a program that receives a federal or state revenue. It could be both or it could be just one. However, the expenditures that our districts spend exceed that amount of funding that we receive for the federal government. Special ed is the first program that the general fund contributes to. So as you can see, it's just around $17 million. We also contribute to transportation, both for special ed and home-to-school transportation. And then we're also required to pitch in 3% of our expenditures to meet a state requirement for restricted repair routine maintenance. And so again, this is where the unrestricted general fund

139is contributing to restricted programs in our general fund. Budgets are supported by assumptions. And so just we have a couple of slides here to kind of get you to see or to share with you that these are the enrollment projections that we're using to develop our staffing allocations. We also have ADA that drives a lot of the funding that we receive in our district, in particular the LCFF. And then we're also running a new program, as you all know, Universal TK. And this is the ADA that we're projecting to use to develop the funding for that important new program that we have under our umbrella. These are the school site staffing assumptions that we use to staff our classrooms. And so I won't read them to you, but they're here by grade span, K-3. 4-8,

140high school, as well as Cache Creek. And then the assumptions that we use to staff are classified staff. These are the assumptions that support the numbers that we have in our budget. The revenue assumptions are important because we want to make sure we get those right. These are income to the district, and so we use last year's number to try to develop our federal revenue estimates, and as we receive additional information, we will update those estimates for federal revenue. That's our GSA, our grade span adjustment proposed revenue we expect to receive. And as you know, we receive two types of lottery funds, one to help us absorb teacher salary expenses, and then we also receive a smaller pot that we are supposed to invest in instructional materials with. We have some fringe costs associated with

141our salary and benefits, proposed salary and benefits. And so these are all the assumptions behind those fringe costs that we have to ensure are part of those projections because these are expenses to the district, whether it's certificated employees, classified employees, both management and confidential. We also budget for utilities. You probably are aware of what the increases have been on your PG&E costs at home. The school district has to absorb the same types of increases. Overall, we're expecting just under 4% increase across our utilities, and we've factored that in to our numbers. We do the best we can to work with the most current information that we have available when it comes to utilities, and then we also have some trend data that we also use to help us develop these projections to ensure that we're

142not putting aside too much money, but at the same time, we're ensuring that we're putting aside enough to help us ensure that we have enough to pay for those obligations. Property and liability insurance. We're funded through SIA. They're our provider, and they have some work that they go through based on claims experienced by our district and other districts in the pool. They provide us those rates, and we ensure that we budget the right amounts for those rates. This is an aerial view of the district's general fund. You probably want to know where these categories come from. It's come from the California School of Accounting manual. And so you can see our total revenues projected for next year, our total expenditures projected for next year. These are the percentages that you saw in the pie graphs

143earlier in the presentation. And the good news is that we're projecting a budget that is... displays a surplus and that means that our projected revenues are anticipated to exceed our expected expenditures. Going a step further, talking about the projected ending fund balance, we're projected to have an ending fund balance of about $35 million. Once we close the books, that beginning fund balance will change because we will have an actual number to use. And then in the next slide, we actually begin to show you what makes up the components of the ending fund balance. So as you can see, one of the things that we have to ensure we set aside in our ending fund balance is the 3% reserve for economic uncertainty. And so the good news is that we're able to meet that obligation

144of $4.6 million. We also have some other items set aside in our ending fund balance for some of the donations, some of the one-time funding that we have left over from funding given by the state. We have to set aside, because we haven't paid the one-time payout of the stipend that's remaining on the two-year deal to our employees. We have that funding set aside in the ending fund balance. We have some remaining supplemental and concentration. funds from prior year and then we have some restricted grants to where we're making sure that those monies are set aside in our ending fund balance and so the ending fund balance although it is a savings account there are certain portions of it that are are designated or set aside from unspent monies from previous years And so school

145districts are not only required to prepare a budget for the current year, but we have an obligation through AB 1200 and AB 2756 to also take a look at the two subsequent years. And so this slide here is just trying to summarize major parts of the multi-year projections. And I'm going to just kind of focus on three major parts that I think you need to take away from this slide. And the first one is... The fact that we're projected to have a positive ending fund balance in the proposed budget year as well as the two out years. The second piece is that we're projecting to have a surplus in those two out years. We're also projected to meet our 3% reserve and that is extremely important. That's a state requirement. That's what the county offices

146is going to make sure that we're projecting. And then also that very last line, we're projecting to have a positive certification in the current year as well as the two out years. And what that means is that we are able to meet our obligations, our financial obligations in the current year as well as the two out years. And so this is a slide that we take a lot of pride in. It's very important. It's what the county office is watching. Christina talked about how the county office is kind of zeroing in on the... On the LCAP, well, trust me, they are zeroing in on all the reports that we had attached to this document, including the detailed report of our multi-year projections, as well as the local control funding formula calculation and some of the

147other assumptions that we use in our budget. And so lastly, we always end with a slide to try to keep some things on the board's horizon. I think my third bullet there, declining enrollment, I should have took it a step further and also had maybe declining enrollment slash declining ADA. That's something that we're watching, and it's a phenomenon that's being experienced statewide, countywide. You know the concerns about special ed and the increases in pension costs. That last bullet is something that we're adding. It's when the state begins to have problems, how does the state share its problems? It shares it in a variety of different ways than the two that I have here is where they... when they owe us funding for certain pots of money, they deliver those in apportionment. And when they can't

148afford or they're having cash flow problems, rather than sending you the money when they're supposed to, they may send it to you three months later, or they may send it to you a fiscal year later. And so deferrals are something that we haven't seen in a while because the state's been healthy, but we have to position ourselves to be ready for if the state does implement apportionments. I have no evidence or any news that that's getting ready to happen, but it's something that we have to just be conscious of as we are all responsible for fiscal stewards of the funds of the district. Deficits is something that we also haven't seen in a while. Deficits is where the state is required by law to give you a COLA on your apportionment. However, because of the

149strains that they're having with their cash, if they owe you an 8% COLA, sometimes they will deficit it down 2% in order to increase the monies in their coffers, and they don't get to keep that. money that they deficit it from you. They just have to pay it back to you in a later day. And so again, I have no evidence of of coal is being deficit. I have no news of of coal is being deficit it. But it's something that we just have to continue to watch because again, as the state begins to have problems, it kind of rolls downhill or we can expect it to roll downhill. So with that being said, I also wanted to take some time to thank the members of the Finance Committee. They didn't take credit for, as

150one of the committees earlier in the presentation, but I wanted to thank President Villagrana and Trustee McDonnell and you two. Trustee Garcia, I knew it was a conflict for you in terms of time, but I want to thank you for all the detailed questions and the comments and the inquiries that you made during the meeting with Norma and I. we were appreciative of of the of the questions and hopefully we we answered them for you or we were able to have that conversation that we had two days ago to go into detail about those issues so with that i'm um i'll do my best to answer any questions or comments from the board who would like to go first trustee mott so looking at your multi-year projection slide um And then the next slide after

151where you talk about the considerations on the horizon, how much of the considerations are reflective in this year and the two out years? Is that something that you thought about and are anticipating for, or is it something that you're assuming, well, hopefully we're good and we're not? So it's a very good question. When we're waiting to find out more about the May revision and we're attending the school services workshop school services sets us up with what they document referred to as the the school services dartboard and this school services dartboard ensures that items that we need to make sure we are factoring into the current year that we're working in the two out years are part of that. So one example is I have cow purrs and cow stirs increases on there. Our dartboard actually

152has those increased rates embedded in there, and so when we prepare those expenditures in those two out years, we try to incorporate, we ensure that we have those higher rates included in there. So as best as possible, we ensure that our two out years reflect. the most current information that we have available about what those two out years may look like. But again, an MYP or two out years, they're just as good as the information that you have. And the further you go out, the weaker those assumptions get. But we're doing everything we can to ensure that they are as accurate as possible based on the information that we have. Other questions, Trustee Mott? Who else has a question or a comment? 153that I didn't submit any questions in advance. So I do apologize. You know where to find me. I promise you that this is a straightforward question. It's my recollection that our school board has committed to a higher percentage in the 3% reserve. I didn't see that reflected in the PowerPoint. Can you clarify that? Yes. That's a great question. So We have, in addition to the general fund, the district has a variety of other funds. Adult ed, food service, capital facilities, building fund, county school service fund. We also have a fund known as the Special Reserve Other Than Capital Projects Fund. That is the fund that houses the $3.9 million that the board set aside. for a quote rainy day when you generally bring forward a budget within embedded in all the detailed documents are all

154of those other funds but just know that when the when the state forms go through the calculations of analyzing our reserve that special reserve other than capital projects fund is included in that computation so that I'm saying it in a long-winded way that in addition to the $4.6 million that you see as a 3% reserve, we also have $3.9 million sitting in at a fund outside of the general fund. Other questions? Trustee Richardson-Fowler and then Trustee McDonald. So I understand that we've got COVID to contend with if we're looking back five years, but outside of COVID, maybe even with COVID, how does what we're dealing with now plus our two-year projection after that look based on five, maybe eight years ago? If you can, I hope that's not a little more detailed and maybe just

155like give me an example or so I know we've got a lot of one time funds that we're going to have dwindling up based on our excuse me, fiscal health where we're at right now. And we've got a whole lot of factors, one being sped is never fully funded by idea. And so that takes up a huge, large chunk of our funding. Are you comfortable? Are we doing better than we were five years ago? COVID not? I see what you're saying. And I think the answer to that, Trustee Fowler, is we are doing better. And I think the reason why we're doing better is, A, some of the decisions made by the board. For example, the question that Trustees of Alla just inquired about, the fact that we've set aside an additional amount for reserve.

156I think the state has stepped up. Some of the improvements in the local control funding formula, adding more money. Will this be consistent, though? Well, you saw my bar graph where you see that the COLA is starting to get smaller and smaller. I think we can expect to see... more of that type of support from the state of California because things are starting to get tight. But it is right to be concerned about all of the money we received during the pandemic. Those funds are starting to go away. But I think outside of all that, and again, this budget here is purely ongoing money. and ongoing expenditures is what's in this proposed budget. We don't have any, we're not trying to estimate carryover. We're not trying to estimate any, you know, of the one-time monies.

157It's just purely ongoing revenue and ongoing expenditures. Overall, we're doing much better. considering that the state has put in more money in LCFF and the efforts to begin to set aside funding over and above the 3% reserve, because that 3% reserve from the state of California, that's a minimum. And the fact that this board took action to set aside more, that should be commended. And it doesn't jive with our rate of inflation either. So if we had... Well, so... piggybacking on a comment that Trustee Mott made, in those two out years we're doing our best to take into consideration the consumer price index, the fact that, you know, as you move out in the out years, your purchasing power goes down. And so we try to raise expenditures to reflect that. But we're doing everything

158we can to budget based on the best information available. Trustee Moudon? I just wanted to say that I was pleasantly surprised by this budget although it is a forward-looking budget so of course we don't know for sure that this Will be what happens it's it what happens. It's the best guess given the available information It's a very different picture than the picture that was presented two short months ago when we looked at the interim budget which showed Deficit for the the coming three years So I'm looking forward to September when we have a reckoning and the actuals To look at and know whether or not we are in a deficit position or not Thank you. 159a colorful question. Betsy Marchant once said that the budget will tell you where the priorities are. What does our budget say? There's another one, too. One of my role models or one of my heroes, Ron Bennett, used to say, what gets funded is what gets done. And so I think that I would let the superintendent, she probably could speak more eloquently about it than I can, but I think we do a lot. I think we do a lot for our staff. I think we, I mean, it can always be much better and, you know, we need to do better. We do a lot for kids in the classroom. You heard Christina talk about the investment we're making to ensure all kids go to sixth grade camp. That LCAP is full of all of the priorities

160and all of the investments and the initiatives that we're doing and what's important to us. I think look at the LCAP. I'm kind of the numbers guy. I'm the bean counter. Norma's the bean counter. We see it. We know it. We hear it in the principal's voices. We hear it in the teacher's voices. We hear it in the department head's voices. The fact that we've passed Measure Y, we hear it in the community's voice. The fact that we're trying to do more to improve our schools across the district. That's an open-ended question that we could probably be here until... It'll keep me from beating Christina in terms of time if I tried to say everything too late. Yeah, I know I'm sorry if I could just add it I I would That we provide a

161lot of direct services to our students As you can see most of our funding goes towards staffing I have heard from principals that come from other districts to our district that a lot of the funding goes directed to the site SO THAT SITES CAN MAKE DECISIONS. AND SO SOME PRINCIPALS THAT CAME FROM OTHER DISTRICTS, I'M THINKING OF LISA FROM TOFOYA, COULD NOT BELIEVE HOW MUCH AUTONOMY SHE HAD TO MAKE DECISIONS AS A LEADER AT TOFOYA COMPARED TO WHERE SHE WAS BEFORE. SO MANY TIMES DISTRICTS KEEP ALL THOSE FUNDING AND MAKE ALL THOSE DECISIONS CENTRALLY. BUT OUR PRINCIPALS AND STAFF AND PARENT COMMUNITIES AND SCHOOL SITE COUNCILS HAVE A LOT OF AUTONOMY TO DECIDE WHAT THEY NEED FOR THEIR SCHOOL COMMUNITY. Can you go to slide 12, please? So to me, this is a graph trustee

It's a 73 percent or budget goes to salaries and benefits and then 18 percent goes to services and other operating expenditures, right so that We're funding right now of the operating In terms of operating expenditures, maybe that's where you meant of the 27 million. I think it's a deeper question than where is the money actually going? It's based on what are our priorities? If you look at this salary and benefits as our priorities, which really isn't because that would negate our LCAP goals. But I think and you were picking up what I was putting down. So thank you. So that being said thank you for your answer I Think you got what I was angling in but this this is just the budget I think the budget speaks

163more than just the numbers and so I was asking him to speak to more than just the numbers Just a guy said did you have a question or comment? Yes, and it's about this page in particular. I remember perfectly my first meeting with you, Luis, it was about this graphic and looks totally different. So I remember you said, you know, Trustee Viviana, About 90% of our budget is salaries and looks today looks totally different And I really appreciate your word you put here and everyone on your department, right? And so what I'll share with you is the reason why that number fluctuate is because it's a it's a fraction numerator and denominator and as that total expenditure number gets bigger or gets smaller that percentage is going to fluctuate So it fluctuates a little bit.

164I'm trying to remember when it was at 90%, but I remember being high 80s. 80s, yeah. Mid-80s, yeah. 90s scares me. Really? It was a lot for me. I'm glad you remembered that. Yes. And I just want to clarify, Luis, thank you so much for... I've been on this committee for two years and last December I go into a different committees and I think is one spot left there are no if you it has to be until December if you somewhat someone went to join because I I know be I I this December I opt out for the committee I don't know if it's someone I'm going to join or... At that point, we can have that conversation. Trustee McDonald, were you done? Trustee Bautista-Zavala? Thank you. I would like to request that you clarify

165that since this budget pie reflects a smaller percentage towards salaries and wages and benefits, can you just clarify that? That doesn't mean... That we made a less investment. No. And I just want that on the record. No. In my interpretation, it means there is a significant investment, maybe even higher than when it was a higher percentage, because there's now expenditures that have their own investment that came with more money that increased our overall budget. Correct. We receive a lot of federal and state money. And not all of that federal and state money is spent on salary and benefits is one contributor. But the bigger contributor is when you learn fractions. Numerator is the top number. Denominator is the bottom number. That total expenditure numbers is the denominator. And as it gets bigger, the numerator can

166stay the same. That percentage is going to change. Thank you. I just want it on the record that that does not mean. that salary benefits are less of an investment. It's a significant, if not higher investment. Our salary and benefits are increasing as a result of step and column and investments made by this board two years ago. Just the last thing I want to add, again, Trustee Middall and I met with, again, our eloquent staff, did a wonderful job answering all our questions. And, again, correct me, Trustee Middall, if I get anything wrong from the conversation, but we discussed about, again, having a study session so that we can kind of delve a little bit deeper. AGAIN AS WE'RE ANTICIPATING THAT WE'RE GOING TO NEED TO MAKE CUTS AGAIN BECAUSE THIS THIS DOESN'T REFLECT ALL

167THE ONE-TIME POSITIONS THAT ARE ALL THE POSITIONS THAT ARE FUNDED BY ONE-TIME FUNDS RIGHT SO WE HAVE POSITIONS THEY'RE LIKE OUTSIDE OF THIS BUDGET THAT WE AS A BOARD ARE GOING TO HAVE TO DECIDE NOPE WE'RE NOT GOING TO KEEP THEM RIGHT AND THEY'RE GONE OR WE'RE GOING TO SHIFT THEM OVER TO THIS FUNDING AND THEREFORE REMOVE SOMETHING RIGHT AND SO THEREFORE We're going to have to make some decisions. At the same time, again, we have concerns about the future. And so one of the things we're thinking about is proposing or directing staff to build a budget with less than the revenue that we anticipate coming in because that revenue might not come in. But if we build a budget with less than what we anticipate, then we're going to be good versus if we,

168okay, we're going to hit the mark and then we get less, we're going to be in trouble. If we you know say here and then we actually have way less they're going to be in super trouble right because that's that's not a good deal say we budget for more than which I wouldn't be allowed actually right by the county if we We put in more expenditures then right we have the negative so that that was that's not gonna happen but that's an error where we're like okay we're gonna like just barely right budget and then something bad happens. For example the state says you know what we're gonna borrow some of your cola this year and then we're gonna have to do something to get some cash to be able to pay our staff right

169so we we don't want to be in that situation again we'll have to discuss that and you know. I'm thinking as we create some guiding principles for staff to use not that we're going to micromanage the building the budget or you know how education is done but more develop some guiding principles a cap in a sense of you build a budget right to meet these initiatives but with this parameters and then again we'll have the conversation but I did want to bring that up that that's something again that as a finance committee we're going to be recommending to the board for consideration in the near future. Just add something just made me think of something it's important for the board to know Especially those those of us and who are still new to school finances

170Special education we have maintenance of effort So that's it's one huge budget that is encroaches into the general fund that we cannot spend less than we're spending now Well, that's an area that we will not be able to view to which are directors if we would not be able to do that Because we have to maintain him a maintenance effort So there's something to keep in mind so and then I'm sure there's other areas that I'm not naming right now But that's one that came to mind right now. I'm thinking oh, you know, we can do what you're asking But there's gonna be areas where we won't be able to touch and that's the point of the study session on budget so that the board is aware of what is allowed and what is not

171allowed and You know, we're not asking staff to do something. Obviously that's not permitted. So thank you for bringing that up that example. But there are also requirements for outside of class participation. So if. So let's say when I don't know if this exists, but if you had to attend an activity after school, but you have a job after school, does that mean that does that disqualify you from participating in this class? It doesn't. You would take a lower grade because you wouldn't be able to score the points that you would need to as part of the curriculum by participating in after school activities? No, not necessarily. So our teachers

176are very flexible with our kids. They make sure that there are activity options during the school day, like Trustee Villagrana mentioned. There are lunchtime options. There are projects and... work during the class that students can use to earn those points. But the outside of class, the community participation is part of the requirement of the CTSO. It's not something we decide. It's part of the charter for them to be considered an ag or CTE class in this case, because we're talking about an FFA class. Sorry. So our teachers work with our kids. If you've got a kid who's got extenuating circumstances, then they find a way for them to be able to earn those points. So a student would understand that if they could not make those outside requirements, that then there would be a substitute

177found for them so that they can... Yeah, they would just have to talk to their teacher, and between the two of them, they would work it out. So that wouldn't affect their ability to score the same... amount as a student that could participate in those things. Okay. So when a student signs up for this class, is it clear that they must join FFA? So it's a passive admittance into the CTSO by virtue of being a career technical education class. There is a career... Technical student organization attached to it. They all have them so by being a member of the class You are automatically a member of that CTSO whether or not or the level of participation in the CTSO activities is completely up to the student So by virtue of being in the CTE program,

178they are members, but they don't have to be active or participating members gotcha, so So they don't have to be active. It's kind of a more of a label. Right. Yes. Right. Because and that again, that's attached to the CTE label. And it comes with the the funding and the designation for FFA. It's part of the charter that they have an active FFA group. So if a student objected to being part of the FFA, they want to be part of class, but they don't want to be part of FFA. That would exclude them. I don't know how to answer that. The students don't do anything to sign up for FFA. And there's, I mean, I would suppose so. But again, there are also options to work with the teacher as far as like, I don't

179want to participate in the FFA curriculum. I have personal beliefs, personal belief issues that prevent me from say, learning the creed and reciting the creed. And our students are aware that they have those options. I can't speak to that for every single kid. I can tell you that the teachers that I have worked with personally are super accommodating for our kids who have concerns. But by virtue of being enrolled in the class, they would be counted among the FFA members. But again, the level of participation or engagement with the FFA curriculum would be up to them. So yeah, those are all the different ways that being involved in FFA helps them get that 10% of their grade. And the in-class curriculum, wow, English, involves like leadership development. So having those conversations in the capstone class, which this is, it includes. preparation for job interviews, access and opportunity to discuss industry specifications with industry leaders, things like that.
