Arlene Clancy was a longtime Shelton educator and taught at Elizabeth Shelton School, Barry School, and finally Ripton School, where she was later named principal. And as many of you know, that is this building. She was a tireless champion of students with special needs, working in many capacities in education until March of 2020 when CO and her

For the purposes of just discussion, I'd like to have someone entertain uh provide a motion and a second, please. I would suggest it be a motion to approve. >> How should that be? >> What are weing? Uh the first item that I'm passing out to the board members um is an updated financial walk updated as of this morning to kind of indicate where we are with the budget so we know what we have to cover with um in terms of rectifying the budget for 2627. There were many iterations of this budget and most of all was the one that was approved in February that got sent to city hall. I I need the board and the public to understand how that proposal from February has changed to the one we have. So um as you are all aware the budget that was approved by the board in February was a transparent all-inclusive budget. What was

005determined at that time was we outlined all the expenditures um that the board of ed has relative or the cost in the city. The three main drivers in that budget were of course healthcare, special ed costs and um contractual contractual obligations for employment um at the time and we don't have to reiterate the entire budget process but we know that um there was movement and discussion on either end between our recommendation in February um with the city and throughout the budget process. So the final allocation from the alderman came when they approved um 2.1 million um an allocation for our budget itself. So what then we need to do our task is to rectify the difference between what was close to a $10 million request I'm using a round number $10 million request down to

006a 2.1 obligation. I there were many discussions that took place with city officials uh most importantly the mayor in terms of how we were going to um rectify that difference. Uh I met with the executive board on several occasions. We talked about several iterations of what we can do um to accommodate those three drivers. First and foremost, when we got the allocation from the city, we knew that uh $1 million was for enhancements in our budget. When you look at the total cost that we had for the February budget, we did talk about adding positions into our school system. Um, we knew right off the bat that that was going to be jettison cuz then we were in a a position of where to retain the positions that we had. So then it left the

007idea of um healthc care, special ed, and then the contractuals. Um the biggest aspect of that of course is the healthc care piece. Um, in multiple discussions with the mayor, uh, we talked about how healthc care would be covered with the city. Uh, and I think, and I'd like to defer to Mr. Smeargalino, um, who had the most recent discussion in terms of one of the final decisions in terms of how we would cover the healthcare piece. Mr. Smeargelino, would you like to speak to that? >> Thank you. um myself Jason one is athletics one is building and grounds so that gives us the opportunity to meet mayor because we have several projects going on one of those which when we met with the mayor we're very pleased here it's finally going to be falling

008her field and uh there was it appears even the scoreboard will happen so those were the two objectives ives. We went there to talk about in the meanwhile of course Jason and I started talking about budget and [clears throat] you have to remember as the superintendent just said um when planning the budget we did it different show contraction this time we showed it all over healthc care bed here and there and I wouldn't recommend it. That's the bottom line. So contractuals and uh just take it from there because through our conversation with uh the mayor uh it indicated that hey you've been over for how many years did he get paid? What would that tell you? So um I walked away very confident. I I am very confident cases that I feel that matters as

009they were in the past will be taken though I I don't know if there's any other [clears throat] like here. >> So so based on that >> ask a question before you go forward. >> No ma'am stand up. So ba based on that uh discussion and a discussion that I had myself with the mayor uh in meeting with the executive board, it was determined that we would focus on the budget um by keeping healthc care status quo as it has been in previous budgets before. So when you again looked at the $10 million request that we did in February minus the 1 million for staff enhancements, now you're going to subtract the healthcare which was the largest component um of of that 10 million $10 million. Um that left us with special ed covering overages

010with special ed and also to meet our contractuals. Um what you have in front of you is the financial walk that indicates those contractuals as well as the the specialed costs. Um that as you can see this this walk so that the board can see it in terms of numbers in front of them. Um you'll see the increases in column number two, total increases as you're familiar with in this walk, and then the final proposed budget for 2627. Um which gives a final outline of 84,718,741. Um that number will cover our contractual obligations as well as um projected special ed costs in our budget. So once we've determined that number, the increase in our budget, as you can see in in column number three, is 3 million 98, uh,914. That's the number we needed to

011look at. So in working with administration, that was the number that needed to be covered to rectify the budget. With all that being said, I'm going to pass out sheet number So, I want to >> Oh, thank you. >> reference as sheet number two is being passed out. I want to just go back to the comments that I made at last month's meeting in my superintendent's report. You know, no superintendent wants to have any contraction of a school system. No superintendent wants to have any cuts in a school system. It is always a hope and expectation that your school system will thrive and we continue to expand upon our school system. Um with that said, um I need to work within our the means that are allocated by the city and I need to respect

012the decisions that are made by our elected officials and I need to respect their decisions in terms of working with our taxpayers. So that's where it put us at the we had to make up a difference of 3.9 million. You can see the total at the very top where it's indicated as budget deficit. In working with that, the primary focus was there were there were two drivers for me when looking at a budget. One is to have the least impact on our students. Um the decisions that are made by us as adults should not have the biggest impact on the children that we serve. So that consistently came into my forefront when trying to look at these. The other piece which has always been a focus of mine um since I took the position as

013superintendent is to try to preserve people's livelihoods. Um we have people who work for our system. We respect every position that we have in our school system and in any means possible I will make every reorganization or shifting within the organization to try to preserve a person's job. So with those two aspects in mind, um we started to to break down where we can get down to net zero. So if you follow along with me with this amended budget, you'll notice that [clears throat] the 3.9 million at the top, which was indicated in the financial walk, the first sheet you had, we can apply the 2.1 million that the city allocated to us. So we negate that. You will notice that there is a line that says uh personnel uh reductions and reorganization. I'll speak

014to that in one second, but that goes to about 1.4 million. And then a reduction in supplies and materials, a little over $100,000. And then um adjustments to special ed transportation um and special ed costs, which I'll speak to in a minute. With these adjustments made to our budget, we net a zero, which will give us an operational budget of um effective July 1 if passed by the board. Um what this budget recommendation does not include, as discussed, we will preserve full day kindergarten by passing this budget. We will also preserve um all extracurricular and athletic activities for our students by preserving this budget. I know these have been hot topics of discussion. I know there's been a lot of vocalization by our community in terms of those aspects and I want everyone to understand

015that if the board passes this budget um those those aspects will remain intact because we made the adjustment for health care we do not have to look at impacting those particular pieces. Um, under the personnel item for reduction and reorganization, um, in working with my administrative team, we were able to look at a lot of different positions. We have had several openings throughout this year. Um, notably one, our technology director, as you know, resigned in January, and that's been an open position. Um, we have several openings that are coming as of July 1 because of retirements or resignations that took place. Um, we looked at developing new positions and how we can do things a little bit more efficient. you try to salvage people's employment. So that's where reorganization comes in play. And in that

016personnel reduction reorganization, um we've basically reorganized 29 total positions within the budget. So looking at these positions, not not all 29 positions have been eliminated. It's in terms of how we are going to change the positions to stay within this parameter and get that cost savings. um eight certified positions will be eliminated and six non-certified positions will be eliminated. We'd have to eliminate those positions um to to make up this difference. Those position eliminations do not necessarily directly correlate with laying off people. As I said earlier, my main focus was to was to preserve people's employment. Some of those savings come with um retirements and elimination of positions where someone was retired or someone has resigned from the school system um because they were moving on to another school system or just general reorganizations that

017we had. Uh another factor in terms of the personnel reorganization um to to make the 1.4 4 million is also a reduction of some temporary employment assistance that we've had throughout the school year that we will then reduce um to try to salvage that number. Um reductions of supplies and materials I think speak for itself. Uh we do not have a large supplier materials um within the school system as it was but we are willing to in working with the office of teaching and learning to identify some areas that we can do some reductions. special ed transportation and adjustments. You did see the number of $1.3 million in special ed costs. Um we were already to identify some tuition costs that we can reduce that number with. Um in my meetings with the mayor, he

018has also shared with me um the ability of Shelton Student Transportation to possibly take on some more um runs, out of district runs for a greater cost savings. Um, I've been in communicating with him several times, including graduation. I've identified a list of runs to give to him and hoping that he would be able to come through with that and help reduce our costs in that area. With all that being said, um, it would net a zero and if the board of ed approves this budget, we will have an operational budget as of July 1st. >> Well said, sir. That's all I have to say. 019do any of you have a written agreement [clears throat] from the mayor or the board of alderman or any guidance from our attorney that if our healthc care goes over, which is a pretty good assumption that it will, that city hall is going to pay the bill? I >> I if I may answer that. Yes, please. >> Okay. First of all, [clears throat] clear all should know that we're selfinsured. >> Yes. >> And anything can happen self in the past. Keep going. Last several years if that area in the red picked up. Okay. It was never never written ever. But it got done. So I I hope that answers your question because you know anything can you know healthcare can go down good. But then again we could have something catastroph that that happens and

020and it'll cost one person a million dollars. We don't control that. We don't know that. Right. So we're doing our best guess estimation and that's number that is in there before we continue on to also uh always make sure how we monitor debate all comments the other person. Um with that being said just all comments go through the chair to the other person so we don't get into a personal debate. Um >> Oh sorry. >> No that's okay. No you did perfect. You both are. Uh, and tell me if I'm out of line for the other three people. he has said that this is okay and that um we're good to go. >> May I may I ask a follow-up question? Thank you. Absolutely. So, in terms of this um fiscal year, which will be closing on June 30th, um we haven't seen the final f final financial numbers. We will see them next Wednesday. Um, I think it's a fairly good assumption that we'll have a deficit on our healthcare. Is the mayor going to pay this year's deficit? Do we know? >> I don't know if any of us can speak to that because there's

022no death as of today, but I can tell you this that we will not look at him on Wednesday. >> I'm sorry. Can you say that again, please? >> We will not be looking at the numbers on Wednesday >> because the meeting is canled. Oh, our finance meeting is canceled, >> I believe. So, uh, we canceled the regular meeting and the finance meeting. I I was going to mention that in housekeeping. Just I'm just being a little facicious with you. By the way, um, June and July meetings are both cancelled unless there's an emergency man uh that I need to call for a special meeting. But right now, both of those are >> So, how will we know how we're going to close out the year in term in terms of our finances? When will

023we know that? >> Okay. So, we'll report that out in August. I mean, we have to >> we have in the past we >> we have to close out I'm looking at Jackie and I don't mean to speak for her, but we have to close out our books. All of our bills are not going to clear by the end of the month. So, we have to let all those bills transition, which has normally been the case for the board where a final closeout number is usually projected in August. >> Mr. Chair, I have one more question. >> As many as you have. >> Thank you. Um, may I have a copy or as a board may the board members have a copy of the legal opinion from Mr. Stannic in terms of our healthcare? >>

Uh, this was all verbal in the executive session of the executive board. >> Can he provide us with a legal opinion in writing in terms of our healthcare deficit for 2027? What I'd ask you to do is give me a formal request in writing not to be. I want to make sure I meet what what you're looking exactly for and submit I will give permission submit that directly to the superintendent and as well as to the attorney and they can answer it and put me on it as well. That way you know ask your question I make sure it gets answered correctly. But absolutely anytime any member wants an legal opinion happy to get it. And just to follow up on that, is that the same would

025that be the same opinion in terms of your meeting with Mr. Stannic of our special education costs? >> Can you repeat that question? >> So if our healthc care is in a deficit in 2027, as it has been for several years, um special education usually follows the same pattern. Um, are we going to ask the city to pay those costs as well in 2027 if we're over? And can we have a written opinion from Mr. Stannic on that as well? >> That I believe he's already issued and went to the board under 10 uh 222B. Um, should there be a deficit and special education, we would have to make a formal declaration to uh the board of alderman and the mayor at the same time requesting that. And I believe he had given that last

026month. Um, but that's kind of a standard operating. We have correctly budgeted for special ed in this budget, but god forbid we should do a runover. There are steps we would have to take as a board and formally notify the authority having jurisdiction. >> Thank you. >> With that >> if I may, but I just want to clarify because my understanding Mrs. Panazo's question um that would be for next year. For this current year, if there is a um over expenditure in special ed for this year, we have already fulfilled our obligation under 10-222. We have notified the fiscal authority three times in writing that that we project a deficit and then according to the law as as chairman F is indicating um our attorney has already put that in a legal briefing and if

027you I I think I shared that with the board. If you don't have it, I can give you another copy of it. 028you. >> [laughter] >> I just uh would like some clarification regarding the last leg legislative session in the state of Connecticut. There were increases made to cities and towns for excess cost sharing. How did Shelton fare in that process? So you are correct that in the past legislative session um they had passed a one-time what they call a supplemental for ECS that was allocated for all districts this year um not to be repeated anything after uh they can make a new decision next year but but it only spoke for this upcoming fiscal year. Um Shelton, the Shelton Board of Ed was allocated $365,000 um through the excess cost grant, this uh supplemental grant. Um that money is coming to the city of Shelton. As the legislation is written, the municipality can choose to um pass

029that money through, which would go directly to the board of education um or as the legislation has written, they can use that as a reimbursement for money already allocated. Since the board of alderman um allocated 2.1 million, they determined to use that as a reimbursement for the city going towards the 2.1 million instead of passing it through to the board of education. So, it's >> no. So, so the the 2.1 million allocated by the city technically should be minus $365,000 in this grant supplement in terms of what was actually allocated by tax dollars and that was communicated uh to Jack and I by the finance office in the city of Shelton. >> Thank you. >> You're welcome. >> Further questions? Um I'm feeling very uncomfortable um with putting, you know, our personal finances on the line since we are volunteers and we are the only board that's held personally liable if we go over and that concerns me. And [clears throat] I was told yes. And that obviously and I I said as our chief legal adviser, my people need to know that they're not putting themselves in harm's way. And I would not let any board member do that if I consciously knew that that was the case. And again, [clears throat] that was a long conversation. 033there council asked the question. Fair enough right here in the department. I will say that I believe we feel comfortable by him stating to us and it was only just stated to us. So >> um we will be I we be meeting with HR to kind of indicate the positions that we're looking at um check and double check and then we will begin the process of informing the employee asking them to to come to central office so that they can meet with um meet with HR to kind of delineate what's

There were some items that we would normally have done at the June meeting that we need to take care of. So we moved it to tonight. One of those items is um all the members that are employed that are not in collective bargaining. The board every year looks and and does their um annual increase. Um again I have for the members of the board as they see it every year. These are the the members who these are the members um who are not in collective bargaining. um what is what is proposed and you can see the breakdown would be a 2.5% increase um to

039um our bargaining units. So we were using a standard rate that we've been doing with the bargaining units. Was this an averaged rate? You know if uh say one unit got three and the others got two. Was it weighted or was it uh from the most prevalent or largest unit? give a little bit more. >> It's it's that's a tough question to kind of answer because most collective bargainings have have um steps >> and levels. These these individuals do not. Um but when you do look at the collective averages of what's happening with those groups, you're we are looking at a 2.5% increase to most bargaining units. Yes. I mean, this is a minimal raise if you really if you want to really note it that way for these people. So appreciate them, you know, negotiating the way that they did to, you know, help us with our budget. 041on staff as a medical adviser. He helps us with physicals. He assists our nurses on staff with medical decisions. Um, he has been an asset for the board of education. His contract is up. Um, so because his contract expires as of July 1, this motion would be to to empower me as superintendent to renew it, negotiate, renew his contract with with the board so that we do not lose him. We need Mr. I'm sorry, Dr. Casablanca um because he does physicals for sports that will take place in August and if I don't renew his contract in July 1, um we would be at a disadvantage in terms of how we're going to accommodate those physicals. entertain a motion based off of uh the superintendent's recommendation. Um, it has been the board's policy that they pay for the rings for our young athletes. Um, and they get their state rings. Um, I am asking

044again because we won't have a June meeting if we can if the board will approve the purchase of that.
