Second meeting to order. Uh Kayleie, could I have a roll call, please? By the way, I think it's uh 1802. Sorry about the lateness. >> Jim Fen >> here. >> Kate Goutach >> here. >> Lorraine Rosner here. >> Patricia Moon >> here. >> Rich O' Conor >> here. >> Joey Palagi >> here. >> Jason Navs >> here. >> Carol Ponazo >> here. >> Anthony Sparagino >> here. >> Also in attendance, Ken Sarinich, Jackie Tulings, John Calhoun, Kristen Santelli, and Tracy Hussy. Uh, pledge of allegiance, please. Jackie, will you lead us? >> Okay. Pledge >> to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. [laughter] >> Mr. Sarinich, will you go back into our budget? That's what
we're here for. Uh yes sir. Thank you. So um what I have for the board and for the public once the board gets all their copies if you don't mind passing down it makes life easier. Um this is the final walk that was proposed. >> Well I have extras for the >> public. Uh th this this is um the final uh budget walk when we had our last budget meeting and where we left um with the contractual increases um the request and increase for additional certified staff um and and all those monetary pieces to cover um building and maintenance costs and some equipment uh requests from the building desks and such. Um as we left off at our last budget meeting that gives us um a proposed budget for 26278 million uh 570,27 which correlates
to a 9.6% increase. That's where we left off. Kristen, if you don't mind, can you get this to Kaylee and anyone so it's public record? Um, as I I open myself up to in my office for any feedback, discussions, questions, commentary from the board, I appreciate all the conversations that I've had with individual board members and such about their recommendations. There was one recommended proposal um that I'm going to give as an updated option that I'm passing out um for and that that proposal was because of the continuous uh requests and increase that we do face over time in the non-certified area that we would propose a modest increase um for three additional non-certified staff members. and then of course the adjustment made for their employee benefits. So if you look at the two handouts,
the two handouts that were that were given Thank you, Kristen. I'm sorry. Want to make sure that everyone sees what we're talking uh we look at the two handouts that were given to you. The first handout um which is actually marked uh option one at the top was where we left off last Thursday. The newest handout, which actually I know has marked option three, but just you know, option three. um is is the same format with the addition of three non-certified staff members and the benefits adjustment that we have to make. That brings the the uh number that we had to now 88,754,77 which is then brings it to a 9.83% overall increase. Um, I will turn it back over to the board for questions, discussions, possible proposals, however you'd like to. >> Okay, with
that being mine, uh, one thing I've always found a lot easier in the budget is that start off with is there anyone that would like to changes to the budget with additional amount or decrease? Oh, they can't. >> There was a suggestion made about adding reserve counts. Is that yet to be addressed or not going? >> That that is option two. If the board would like me to share option two because as you can see the number order one and one one and two. Um, option two is is just if we took the original budget from Thursday night had the same monies. So, we're not adding or deleting anything, but instead of putting the health employee benefits um towards an increase in the percentage of the budget um we move that and request from the
city um a reserved account like we've done in the past um with employee benefits. This is that option as Mrs. Fouta just requested. Uh again, the the totals are the same. >> Can I clarify? I just want to give a little data behind that. >> Oh, no. Okay, go ahead. I'm sorry. I'll I'll >> So, so as far as the employee benefits, um what I did was the health insurance line has been flatlined as you know as the 8.16. Um my proposal was to bring that health insurance by 10 million and the difference that we're projecting where the health care is going to be the difference of 2.6 million put it in um the employee benefits line but a reserve account. Um this way here it decreases that overall percentage to 6.4 which I think
will be a little more well also too we're adjusting that line get it closer we are where the actual number is and that's right around that 10 million benefit >> excuse me I'm sorry >> has the floor she's on >> I just wanted to uh verify whether the three additional non-certified are included in option two. >> They are not included in option two because the the additional three certifi a non-certified proposal was given to me after this proposal was made. So we didn't but I asked Jackie to bring her computer that produces these spreadsheets to be able to if they had to at a moment's notice add or delete she could say any adjustments to the totals if necessary. >> Absolutely. Jackie, uh, if you wouldn't mind because this is, uh, what would be the
amount to add? Is it three or four position? Three. Three, I'm sorry. Uh, to add the three additional positions, what would be the dollar amount to option two to add that? Just so the board knows. So it's going to be 85 500 and that is going to be a non-certified and [laughter] >> her phone. >> It's the advocate that's >> No, it's it's it's Jackie wants to make sure that it's accurate. So I know her [laughter] >> and this comes out to >> there's some of it that's still no >> okay so that is going to in column 2627 staffing requests that is going to increase and the number is going to be $864,500 which brings the overall increase percentage to 6.89%. >> What's what's the total amount for those three positions? >> 855 85,500.
>> That's what I need to know. So then the the bottom line number, you guys could do the adjustments later, would add 855 to 8627190. Correct? >> 855. >> No, but then you also have to make the adjustment for um health insurance. Okay. So Bottom line, what is the total amount to increase for three position? >> Very easy for everybody to understand. >> So it is going to be >> 85 step a time. >> Yeah. I'll take just so I know which page to look at. I'll >> walk your way right through. No. >> Uh 184,500. >> That's not going to be But everybody hears 184500 at three positions with salary and health. So with that being said, going to go back to budget number one. Option one, that's the first one we brought up.
Is there any additions or alterations of budget number one, which does include the three positions? Am I correct? >> Option one does. >> No, option one does not. Option option three includes the positions. >> Said there was no more options, but we're going to go this way. So please keep in mind folks if the three positions you want to add them is 1845 500 you may recall my first thing for the board to consider doing is follows. >> Are there any ads or deletions to option number one? >> Okay. >> I would add the three additional nonarch. I will move that we add three additional non-certified staff to option number one >> at 184500 be my guess >> at 1845. >> There a second. >> I'll second. >> I second. >> Okay. This is non-binding
but uh all those in favor of adding the three positions to option one say I. >> I. >> Many being opposed. That motion will carry. With that being said, what would be the new uh dollar amount for the total budget of option one? Well, that that's the that is the sheet that's marked option three at the top. We've already included that. >> Okay. >> And we passed that out. And the total budget is is >> at the bottom the 80 the 88 million754707 and that's a 9.83%. >> So before I walk on to the next portion, is there any other ads or additions to option one? We saw anything they wanted to cut, didn't like? >> Would this be where we add the reserve or is that the >> uh right now? No, that's an
entire budget. If you wanted to add a reserve on top of that, I I would I would say to uh you that I don't think you have you have to do that with this budget and I believe that's something that's probably more on the oldermatic side. I believe that's their >> I have a question Rosner >> when we were awarded the reserve last time was that awarding done when we were sitting before ENT and the alderman before or after I'm just trying to remember procedure just so so when when the reserve was established by the board of alderman which would have been two years ago at this point They made that um proposal motion and passed it when they set the mill rate allocation and whatever that meeting date was in May. That's when that
was >> it was downstream where we did >> it wasn't it wasn't during our presentation. It was it was it was finalized when the budget was finalized. >> Understood. >> Okay. >> But the amounts were in the budget. Correct. 1.3 and the additional 2 million health >> insurance. and and if I may just follow up with that. So to to Mrs. Fuling's point and to the what is being debated and to kind of reflect of Chairman Fen's comment is um if no additions or deletions if we've established the three non-certified the final number remains the same whether you put it in a reserved or you're putting it in the overall percentage as Mr. Ian was saying, you know, we either we either present it as a reserved or present it as the full number and
then let the board of alderman as they did the last time decide whether they want to establish that reserve or not. Either way, the the the number still remains the same. We're not adding anything additional. Right. I don't want to get off track. Stay on the primary option one. Last call. Any additions or deletions? being none. Now you have another decision to make as a board. Do you want to take the option number two and I'm going to go along the assumption because the board just positively passed it that we'd have to add 184500 for three positions. So that amount would obviously increase and I'd let the office staff obviously work that up. So then the discussion comes do we want to present a budget that is at 6.46 and showing a reserve. I have
a comment but chair will always comment last. So is there any comments between selecting a budget one with showing reserves and one without >> I definitely think we should show the request for reserves. I think we did last year even though we didn't get it but we've got to put it out there to keep it in their brain. Okay. Anyone else? Sir, you want to say anything? >> I I prefer not to cross. >> I prefer not to have it in >> Okay. Nothing else. >> No, I'm in favor of the budget. >> I have a I have a question. >> Um I would um endorse Mr. Smearino's um proposal that we ask for the money up front in our budget. Um the money um is appropriately budgeted based on our needs. We've had three
meetings to show where our needs are. So I agree that the money should be budgeted and we shouldn't bring one in a reserve that may or may not come. >> Any other statements? >> I get a clarification. >> Who does? [clears throat] Um, when we're saying including it, we're talking about the benefits for the three additional staff >> on which uh you're talking about option two. >> That's where I'm not sure where we are. >> It is included. Yeah, >> because we we voted for it on option one. That's why I did it there and I just said uh we'll keep it in also on option two um with that amount. You don't let them do their adjustments if we select that option. Is it included at the top or at the bottom as part
of the reserve? >> It'll be up top. >> Okay. >> If I may, because I just want to make sure Miss Cuche has an understanding because based on your last last statement whether there's the reserved or not the reserved, the money is still going to remain the same. >> I know you said I want to do the reserve so the money's up front. We're still going to present the same dollar amount. I mean what what what is what is being proposed is do we want to be transparent and this is the total amount and then have the discussion with the city about how they're going to do it or and again and that's I think what Mr. Spiralino and and I don't want to speak for that Mrs. Pazo was saying let's put the money
up front and then let them decide how they want. So that's as opposed to the reserve. The reserve doesn't diminish our our diminish or add to our overall spending. It's just suggestions on how that money would be appropriated. >> Any other comments for the chair comments? I'll always notice I know where >> I would like to reserve the um allocation of our reserve for discussion with ENT and the alderman rather than have it our choice. leave it as it is and then in the discussions later when we're doing our presentation um >> as an option >> yes >> give them >> correct >> any other comments being none I believe as a chair the correct thing and having served on the other side of the aisle I say that I mean you know holding up
that be chairman of a town c um is that doing option two I believe is disingenuous both the uh and no slight towards anybody. It's it's an idea, >> but I don't ever want to be seen at least from a personal standpoint as a board that's not telling the full truth. If we come out with 6% and they'll say, "Well, that's what you can try to accept." Now, we know we need the reserves because that's part of our budget. if they want to do a reserve account, we can't tell them what to do. By the same token, when they fund us, how where we all lot that money to is up to this board at the direction to the superintendent. The other part of that is is the public. Uh they need to know exactly
what the increases and what's driving it. And I believe by us, you know, saying reserves, it will give them a falsehood. And I I I I could not vote in favor of that. And again, I know what we're trying to accomplish, but I think we always have to be forthright in our actions. That's my So, what I'll do at this point, I'm going to do the following. You're not going to I'm going to ask you to vote for option one or option two. And we'll do and whichever option is selected that has majority of the board, that is the option we'll move for we'll take the next steps on. So, with that, uh I'll start from my left. Joe, which option do you choose? Well, one second. >> So, you are voting on option one.
>> I don't think you should go by the the one and two that's on these pages. I think I think it's >> I think it's either reserved or not. No reserve. Right. >> We do it that way. You're telling me uh reserve or no reserve? No. >> No reserve. >> Number one doesn't have >> Yeah, correct. Cuz we already made changes to >> No reserve. >> Okay. >> No reserve. Oh, >> no reserve. No reserve. >> I kind of knew you were voter. Lorraine, >> no reserve. No res No reserve. >> Okay. >> No reserve. >> Mine and your vote don't count, but go ahead. >> Yeah, no reserve. [laughter] >> I think you all know where I'm going. If I said the other way, I think I you know, you guys would have to
throw me out of my head. All right, so we're now on option one solely. Correct, everyone? >> Correct. >> With that moving forward, that shows a budget. Give me a half a second. C can I have a point of clarification? >> Yeah. >> Yes, you can. >> Um when the board is taking an action for no reserve, which is fine. Um does that mean no reserved on health benefits? Because we did establish in previous workshops that we would do a reserved on special ed. Are you asking administration to move that special ed number to the overall number because that would then increase the 9 >> higher >> cuz because the statement of no reserve we want to be clear on what it no reserve move it up top. >> Okay. I want the public and
also board of ENT I I I remember the questions last time as we sat there they were quite confused as to what was going on reserve non-reserve and it was an extra whole day discussing that I want them to see exactly where the increases are and then if they want to establish a reserve account that's on them at least that's the way I feel. So then I would I would ask um >> Jack Jackie if she if you can give us just the updated totals then because that so so we would be working off the last walk with the addition of the non-certified staff which the board has already agreed to move forward with and now moving the $1.3 million that was earmarked and reserved actually under um tuition. So that brings us to 90,54,77
and an 11.44%. >> Let me repeat that number. You come up with a new number for the board moving everything up top with the three positions. $90,54,77 which would represent 11.44% increase. >> Correct. >> Yeah. I'm just May I just question? >> What it is? >> Go right ahead. Okay. Looking at option three. Option three has a certified staff in there. So that's a 9.3. Okay. So make me understand this. How are we going 9.83 to from the 1.3 >> because when we when we covered >> you understand >> okay >> this was deleted from the >> correct. >> Mhm. And we said we wanted to put everything up top. >> Okay. >> It would go under tuition. >> Okay. >> Yep. That number. >> We'll have to take in quick without having something hard
in front of you. >> Questions from any members of the board >> on the dollar amount and what exactly what we're doing? >> Chair. I I can you know if if >> Well, I was going to say for the for the purpose of the board. I know what your comment of a lot to take in without if you want to take a short recess, we could print it so you can see you can actually see it if you think that's beneficial for all of our board members. >> That would be helpful. >> Yeah. >> Does that >> five minute recess >> that will include the tuition line? >> Yep. Yeah. >> Yep. >> So Jack, if you want to update that and email it to me, I'll go back to my office, print the copies.
>> Yeah. I just think it would go everywhere. >> I think that's a good idea. >> I know. I just we got >> understand what we are looking at. No, just take reserve out of it. >> Yes.
