All All in favor? >> Anyone opposed? student representative reports. >> Um last week we had um team awards which celebrated the academic achievements and like leadership achievements of the students throughout the year. Um next or this week on Friday we start finals um mostly for eighth graders who are taking off Spanish or French and students who are in algebra or geometry 1. Um there's eighth grade promotion on June 18th, which is the last day of school. Um tomorrow through Thursday, eighth grade school will review their high school schedules during lunch periods. Um yeah, play day was at the end of May and the eighth grade and the seventh

004grade had field trips. Eighth grade to Boston and seventh grade to um for our seniors. Uh this past month we've also had some fun events. Um last month we had our senior skip day and we also had our left recreation where we got ice cream because last year we were jealous. Um uh and now this month this week have our senior exams starting this week. Um we have our graduation official next week and yeah it's all coming to a very cool close which is um exciting but also a little nerve-wracking but I'm excited and this is also my last so that's how you're going to be seeing this face. >> All right thank you. So, um the BOE chair report um some of you participated last week in the uh meeting on the budget. We've

005agreed on a budget to come forward uh for the community to vote on. It's important to remember that the vote is Tuesday the 16th and that is also graduation day. Um, I raised that question because or that comment because it's really important that we encourage our family and friends to get out and vote. However you choose to vote, it's we really need as many people as possible. Um, and it's all three towns. Just because it failed in Hebrin doesn't mean that Andover and Marboro don't have to come out and vote again because it's actually a different budget than they voted on the last time. Um, historically we do see that those numbers tend to drop, but um, you know, we really encourage you to get out and vote. Um, encourage your family and friends, bribe

006them, do it on your way to graduation, whatever it takes. Um, please come out and and cast your cast your vote. Um, and that's it for me. >> Yeah. So, um, I do plan on sending, uh, several communications over the course of this next week uh, as a reminder to that exact point. Um, I wanted to make sure that I was communicating with families in a way that it wouldn't be something that I communicate with a week ago and then kind of gets forgotten as we get closer to the referendum date because I am concerned about that as well. Um, so I do have several reminders that I've written and plan on spacing out over the course of the next week to send uh to some new families in the community. And I agree with

007you just every vote counts. Um, we definitely need to get people out there again. Uh it's exciting time of the year as Granite and Avery did a great job of capturing all the fun and exciting things that have been going on across the district uh between Get Out and Play Day, Raptor Recreation Day, uh the senior outing, um the middle school awards events that have been taking place, um the senior prank, which was which was quite funny. It was a rave set up in the school, but the day started off at 5:00 am with several of the seniors gathering in Mr. Mater's front yard. Um, and uh, it's a great, it was a funny picture of Mr. Mater standing there with about 30 seniors. Um, but that was, that was good. Um, obviously graduation is

008upon us uh, next Tuesday. Um, I was having a conversation with Dr. Brelle earlier this morning and I looked at her, I said, "Wait a second. Is graduation next week?" And she said, "Yes, it is." And it's been a bit of a blur over these past few weeks. As as you can imagine, there's been a lot of things going on. Um, but we're we're really excited for our seniors. We're excited for all of our students to get to the end of the school year, enjoy a very welldeserved and students and teachers to get to the end of the school year, deserve a very well-deserved and hopefully restful and enjoyable summer. Um, and hopefully we'll have more days like we had today uh in the months ahead. Um, I wanted to just close by thanking both

009Avery um and Brianna for serving as board representatives for both the middle school and the high school. Uh Avery did it for this past school year. The great news, Avery, is you got another shot at it. You can apply to do it again as when you uh at the beginning of your junior year. Um and uh if you have any interest, you did a great job representing uh the middle school. We appreciate it. And Brianna, you did it for two years for us for the high school. You did a great job representing the students of of uh your your graduating class. We're excited for you. What do you got planned for next year? >> I'm going to college. >> Nice. She definitely needs. So, and I just have uh some partying gifts for both Avery

010and Rihanna as a token of our appreciation for you, Sir Once you get a chance to open them, um if it's something that you'd like to exchange with the school store, you can certainly do that. Okay, that brings us to um item eight on the agenda is the student program spotlight, the recognition of the CADE student leadership award recipients. >> Yeah, so this is a just a wonderful part of our evening. I said to our students who are being recognized and their families that are here to join them and support them that you know um the student program spotlight is certainly the best part of the uh meeting in my opinion um where we are just recognizing the great things that we have

011and the great students and staff that we have here in the district. So the Cape Student Leadership Award um is uh given out annually two students from the middle school and two students from the high school. Um Dr. Brisgall and Dr. Sherusi are both here to rep uh recognize the students um in their representative schools. We're going to start off by having uh Dr. Serusi, who's in deep in the conversation, uh get up and talk a little bit about our middle school recipients. So the paperwork we had two nominees for seventh graders. The first one we'll talk about Addison Cherry. Addison is a seventh grade student at Ram Middle School on the gold team. He is well grounded. excelled academically. Some of her interests include dancing, but playing lacrosse where she plays midfield. Outside of

012school, Addison plays lacrosse on the grand youth team as a senior. She loves lacrosse and being a senior means that she is the oldest age group and a leader of her youth lacrosse team. Addison has been dancing has also been dancing for five years and has been to a number of sites. She takes Afro, hiphop, ballet. It also helps to teach tap and acro classes for yog. Addison loves to dance because she gets to dance with her friends and they can tell stories through music. The gold team describes Addison or Addie as a compassionate student who cares for herself and others here at Red Middle School. Addie has maintained academic excellence throughout this school year despite having high marks and strive for higher wanting to wanting to complete understanding concepts being presented in her class.

013Addie has worked as a peer math tutor through much of this school year. She is a good leader and coaches her peers when they are struggling. Addie is respectful to students and teachers alike. Addie always brings a positive attitude to the school building each day. complete this month. Congratulations >> [laughter] >> You can look at mom and dad. [laughter] June Randa is a seventh grade student at Rand Middle School on the inquiry team. June is a very well-rounded student. In addition to her academic excellence, June participates in a number of extracurricular activities in sport. She is a member of the math club future problem solvers, the track and field team, and is part of the backstage group for our drummer. Additionally, she plays fire and band. Outside of school, June likes to play soccer and

014enjoys writing, drawing, and reading. The inquiry team teachers stated that June is a student who embodies the rare combination of academic tenacity and deep personality. Throughout this year, she has distinguished herself, not only through her commitment to her studies, but through the quiet, consistent way she elevates the community around her. June's most remarkable quality is her inclusive leadership style. In collaborative settings, she's the first to ensure every voice is heard. Actively seeking out the input of others and creating a space where everyone feels valued. Beyond her social contributions, June's perseverance is truly inspiring. She is a go with the flow student who handles challenges grace. Even when navigating difficult tasks or stepping outside of her comfort zone, she remains dedicated to her growth and consistently puts in the hard work required to succeed. June June

This student has consistently demonstrated what it means to be a leader in our school community. As a class officer, editor and chief of the year, director of the unified drama, and a member of chamber singers and drama club, she has willingly taken on significant responsibilities and challenges while helping others succeed in the art. Her leadership extends beyond our school walls as well. Through her work as camp counselor at Neto Camp and her service at

016Culver Distant Living, she's shown genuine concern for others and a commitment to making a positive difference in her community. Whether working with young campers, supporting senior citizens, or collaborating with peers on school projects and performances, she approaches every responsibility with compassion, dedication, and professionalism. What makes her especially deserving of this recognition is her ability to bring people together. She leads with kindness, works effectively with others, honors her commitments, and approaches challenges with maturity and diplomacy. Her positive imp influence can be felt throughout our school community, and she has earned the respect of both her peers and teachers through her actions and parish. 017of school life as a threeseason captain in cross country, indoor track, and outdoor track. He has earned his teammates respect through his dedication, work ethic, and ability to motivate others. His leadership extends beyond athletics where he has excelled academically while balancing an impressive communion to music. He has been a member of the Connecticut All State Choir, the CMEA Eastern Region Choir, Charter Oak Musical Music Festival, and the Triam Music Honors. So beyond his many achievements, what truly makes him deserving of this award is his commitment to helping others. Through his involvement with Grand Pure Helpers, his work as an assistant basketball coach, and his work as a counselor for the Young People's Center for Creative Arts, he has consistently dedicated his time and energy to supporting mentoring, supporting, mentoring, and encouraging. So whether in the

018classroom, on the stage, on the athletic field, or in the community, he exemplifies the qualities this award is designed to recognize. Commitment, integrity, collaboration, compassion, and leadership. 019uh, I think one error with a number that was in one of the um, one of the minutes. Drew pointed that out, which we appreciate. That was fixed. 020bid for um an RFP for a food service management company. We have the ability to have um four additional um renewals. Um and so this will be our first renewal with Chartwells and um the state of Connecticut has reviewed our documentation and has provided the ability for Dr. McNamera to enter into contract with this with the company again. Um now it's just up to the board to say >> okay. Do we have a motion to authorize the superintendent Dr. Colin McNamera to enter into amendment number one with chart walls for the upcoming 2026 2027 school year. >> I'll make a motion. >> I'll second. >> Okay. >> Jessica Hall was the first and then um Amy Romanchuck was the second. [clears throat] Item 10.2 two is an update and discussion of projects requiring bonding. >> So, I just wanted to just take a few minutes and and kind of give everybody an update of where we are. Um, as as we had discussed in previous board meetings and with both the finance

022and facility subcommittee um we had um procured the services architecture firm named >> prior thank you. I'm sorry to put you on the spot like that. uh Fry Iron Associates to to really look at the list of priorities that we had identified of projects that we needed to be done um and try to get um to try to get a better idea of what the total cost for those projects would be and and looking at um how they're going to end up. Some of them are going to be eligible for different reimbursement rates from the state depending on the project and a variety of other things. Um I wanted to just get a sense from the board um how we wanted to move forward. they have completed that report. Um, and we had talked initially

023about having potentially a special meeting to review and and discuss this as a collective board. Um, if that's something that the board wanted to do, we could look to do that at some point. Um, you know, we could we could look to do it as a special meeting in potentially in August. We also typically do have a fairly light agenda for a regular board meeting in August and so we can just include that as a part of the regular agenda where we have representatives either attend uh the meeting and kind of go through a list and we can discuss priorities and whatnot. Um I just wanted to get a sense of of some some direction that the board want to move forward because we have to discuss a number of different things. Number one is

024prioritization of projects. Obviously, some of those priorities are going to be pretty easily pretty more easily than others more easy than others to identify because just, you know, a roof is a roof and a roof needs replaced sooner rather than later. Um, but there's going to be other things that, you know, we have to talk about. And then the other thing that needs to be discussed is kind of the process that we want to use because we do have some options with regards to the timeline of going to bonding. We typically it's done either in November or it's typically done in in March. Um, I'm sorry, May. Thank you. I knew it was an M. Um, it's typically done in either um November or May. Um, I I am cons. >> It just threw me

025off for a second. >> She has an opinion. [laughter] >> She wants to go to Bonnie May. Um, so, uh, we just have to talk about that. And um I I would be remiss if I didn't say after the latest budget process that we've gone through and the challenges that we faced um I I just think that we need to be very thoughtful about that. Um there's obviously just things that we need to talk about and things that we need to consider. So um I just am looking for a little bit of direction. If we wanted to have it as a part of the agugust meeting, it would probably be a longer more mey agenda in August. Um, if we wanted to not have such a long needy August agenda, we could maybe look at

026having a meeting very early in September as a as a standalone second meeting. >> Is it possible? I feel like I'm, you know, how worms here. We already know that the town is cleaning and bonding. We know, I believe Marorrow is cleaning and bonding. Is it Andover? No. So is there a way for us to meet with you know the boards of finance for Marboro um obviously under the included level you don't have a bond but I think we have to have a larger conversation around um all the projects that are going to go to bonding and how are we going to prioritize them because if three different bonds come at the community, nobody's getting anything through and I don't know the process on how to do that, but I think we can't ignore the

027fact that um everybody's got something that they need and and how do we how do we go about it? So, I'm wondering if there's a special meeting that includes the boards of ed um the towns and the court's finances. >> Yeah, we could certainly work on doing something like that. Um, if we're going to do that prior to discussing our individual needs, we probably want to do that sooner just so we can get a sense from the other sending panels. >> Do our individual needs go through the facility subcommittee first? >> So, we've really gone to the facilities and finance subcommittee. discussed discussed kind of the needs and and really the the what we had talked about doing was engaging with fire associates having having them do more um specific cost analysis for for the

028different projects. They also what they do is they take and then we they have the ability to kind of add to the dollar amount that they've come up with for this snapshot in time because you know if this is a a project that we're not going to bond out because it's at a third level priority. So, we might not we might phase the bonding, right? We might phase the projects and say, "Okay, we're going to clump these seven projects in the first and and here's what we anticipate as the cost." Well, it might take another year until we go out to bond on the second level of priorities so we can add a year's worth of of anticipated cost increase to the to the projects themselves. So, um, yeah, but the idea of doing it

029if if we're looking to go to bond next year, which is what we've talked about to this point, it's just we do have to consider the timing. >> So, I think Heather's point is right. We need bringing the local boards, the finance at least, but also the community. We saw people here talking about that and how great that tour was. I wish I'd been able to be there. Um, but I wonder the same sort of thing bringing making it a very specific, very wellannounced a community meeting for, you know, RAM's long-term plans regarding bonding and let make sure it's everyone knows about it. Everyone wants to come can be here and if we take a tour of 50 people around the facility, fine. Um, but to to show you I'm not going to take them

030up on the roof, but you know, we can show the some of the things that that need work and show them around the facility at the same time and show that actually we don't bite. >> You know, I I think that would be worth doing and I think that would be not a regular meeting but a special meeting late September or something like that. Yeah, we would just have to make sure that um we just have to make sure that if we're going to call it a special meeting that we have enough board representation to have a quorum. >> Yep. >> If we don't call it a special meeting, >> then we can't have that many board members, >> then we we're limited to the number of board members that can actually do it. So,

031it's it's it can be a bit challenging. Um, I I I want to be cautious too about about um not being able to proceed because it's it's often hard to get 11 people to say, "Hey, this is a day and a time that works for for individual board members. It's going to be a greater challenge if we say, well, now we need to take the collective boards of finance and from this town, this town, and this town and bring everybody together and find a date that works." I think it's better to do the community one as a community to say this is what we think we need before we go to the board of finance before we talk to them in detail and tell them well look we can send them a letter say we're

032looking at bonding but um I would rather to have this board say okay we see the things that are coming we've prioritized them and these these ones got to be done soon these ones can wait a little while these ones can wait a little longer if necessary and then to be able to go to the boards of finance and say, "Okay, here's what we've got. What have you got? You got, you know, if if you're going to bonding for huge project for, you know, for the town um then, you know, maybe we can time things in such ways. But until we have that prioritization, I'm not sure what how much of a meeting how much good meeting with the assignments." >> Yeah, I would echo that. I think we need to have a good idea

033of what we absolutely need going into a meeting with your voice. That's imperative and I would suggest that we use that obviously. It's there. It's already on the calendar. We use that meeting to do something substantial related to the budget. Perhaps make our plan and then have a special meeting with them for September of some time. >> Sure. And yeah, looking for direction. >> Um, folks online, board members online, >> any thoughts or comments? So I guess then we'll use the August meeting. Is that are you thinking a discussion and then a different date for a tour or what are you thinking? >> Well, honestly, I would if if there are things that to look at on a tour, I would like to be able to do that, too. see see what there is to

035have to I think the best thing would be to do discussion like we did for the budgets and allow people to make comments and ask questions that clarify um and not and have it be a um back and forth. >> Does that make sense? >> Yeah. So we can talk with representatives from prior and associates to make sure that they can be here by the date that they'll schedule August meeting and yeah we can >> out of school days we can't get the video students to come take that the video that that would actually be very useful to film the tour and that's the that's the video you put online >> you know not quite the polished thing that you would get if did it up front, but in some sense better. >> Yeah, we

036could um but we have we have IT workers in the district who can capture. >> Any other comments on that topic? >> That'll bring us to item 10.3, the audit for the 2025 2026 fiscal year. starts in closure 10.3 in your packet. >> Yeah. So, I just wanted to just update the board on where we were with this because obviously with the um error that was discovered uh the finance error that was discovered um after our last audit that had not been discovered by our previous auditing firm. You know, there was a desire to move in a direction of having somebody else, a different entity, look at our finances, go back and do a review of previous audits that have been completed. I reached out to some colleagues of mine and essentially was provided with

037um name and contact information from with um Leslie Zol who is a representative from Clifton Larson Allen which is a very large um auditing firm and financial firm. And you could see on the second page on the back page of attachment A of the memo. I asked them to provide us some information about um towns and municipalities uh boards of ed that they've done work for. You can see it's a comprehensive base. They do a lot of work across the state. Very reputable company, very reputable firm. Um one of my colleagues said that they've worked for this firm for the 15 years of being superintendent and they do an outstanding job. So even I had some conversations with Leslie and one of her associates and essentially landed on moving forward with having this group um

038try and perform next year's audit as well as go back and do that deeper dive on the previous audit books. Um the reason I wanted to bring this to the board's attention is that typically their fee that you can see at the bottom that they are um going to be charging us is $55,000. that is typically a dollar amount that would require us to go out to uh per our budgeting procedures would typically require us to go out and do a request for proposal. [clears throat] There are circumstances that allow us to not go out for to to do an RFP. One of them is timeliness. There's a variety of things in the context of the policy itself that allows the superintendent to bypass that process which we do on very rare occasions. Um, this

039is one that I felt was substantial enough because it would have just delayed us uh with engaging with a firm if we had to go through the entire RFP process and essentially we're going to start with cycle tomorrow. Um, so anyways, we just need to move forward in a very timely fashion. So I just wanted to bring it to the board's attention. What I would anticipate doing is having CLA do the uh the audit for us this year, do that deep dive back looking at our previous audits, and then we'd go through that RFP process during next school year, right? Earlier in the school year, go through that RFP process. If it turns out that COA is the continues to to serve in that capacity after going through the RFP, great. It turns out that

040we end up moving with a different auditing out firm as a result of the going through the RFP process, then then that's fine, too. Um but that seemed to be the best approach um from from my perspective. So I just wanted to bring it to the board's attention and see if anybody had any questions. This point what we need is trust more than we need lowest price. Yeah. Honestly, RFP is about finding the best qualified thing and I don't think we have the expertise right now to decide who's best qualified. And hearing advice from and seeing that list, including Hebrron and Marorrow and and um Manchester on that list, like, okay, this is somebody trusted by our local folks. >> Um, and that's that's right there says a lot to me, right? >> I'd rather

041go with somebody we think we can trust after the mess we've had. I don't It's not that I think there's anything wrong there except that we want the best we can get. >> Yeah. >> Yep. And and in speaking with um Leslie from um CLA, you know, she said that they could if if they get through that review of previous audits in a more um you know, typically we have the audit report presented to the board in February. um if they're able to go through the audit reports, the previous past year's audit reports and be able to provide us with a with kind of a report out prior to February, then then we'll it's just so we we can get that to happen sooner later than that time. >> But but their first priority would

042be audit for 256. >> They're going to do that they're going to do things concurrently. Okay. But but what she said to me is that anytime they transition and take over a a business, they they'll go back and look usually at at a minimum the previous year's audit report. And what I said to her is obviously we're looking for you to go back further than that. Go back five years, six years and and really do that >> before the the first year that we have that that gap. I mean, I think we want to go back one year before that at least. See what was there, what was right, and then see what happened starting that year. So that's that's probably seven years, isn't it? Six years any >> which is probably a lot more

043than we're used to doing. >> Yeah. >> But it's still I think that's necessary. >> This this document is only or this fee is only for the 25 26 year, right? It's for the 25 26 years plus the plus that >> is that I didn't see that in the writing. >> Yeah. So I I didn't see it as well. That's why I had a a conversation with her following receiving this and I just said I want to make sure that I have an understanding and we she does understand. >> Okay. >> Do we have to approve this then? >> Technically no. However, we have to account for revenue and that there is a shortfall in revenue of 95,775. Well, let's try that again. $95,775. Um then, uh so there's a revised net favorable position of $47,860. um at this time. Um when looking at revenue, our excess cost um again came in a little bit less due to the fact that we have student movement. Um so we had to reduce for the students that moved out that were higher cost special ed. Um in positive news, we had some unanticipated revenue that encompasses tuition and special ed services. So, um that used up um or netted out some of that by $63,344. Um basically currently right now we are seeing um where

045there's significant savings include salaries, benefit and purchase services. And some of this is due to uh staff movement. Um our open enrollment for health insurance benefits is late after the budget is approved. Um and then our purchase services is again um directly related to some of those special ed students that have moved out. Um again this is for May 31st. In August we'll review the final uh for the year for this fiscal year in August. Um for capital improvement um we have a net of the available position of $47,13246. 40,000 of that um is spoken for for sidewalks, but we're going to be starting that in July 1. So, a purchase order has not been entered in this fiscal year to encumber that $40,000 as of yet. Um the reserve for educational expenditure fund currently

046reflects $31,2.96. Same idea here is that because um we took 235,000 to uh reduce the ask for next year's budget to put towards the loading dock project that again starts on July 1st. Um so it's a good experience but just not that outside early morning experience. Um and uh we're hoping for good weather on the 16th so we can have graduation outside and not have that indoor as well. Time will tell. It was um him and Mrs. um and he said, "Oh, I have at least three more years of doing this." Because at the end of those three years, all of the students that he's had will have graduated. And she felt the same way. And I just felt like, oh my gosh, what a great message >> to the kids. I don't know what happens in Marbor and Andover.
