i'm calling to order the regional school district 8 meeting to allow for comments on the proposed ram multi-use turf field project the regional school district eight board of education warned the towns regarding the board's intent to consider a motion to send the question to bond and amount not to exceed three million five hundred and sixty thousand to a november second 2nd 2021 referendum for the ram multi-use turf field project the regional school district 8 board also published the warning in the river east i will not ask for a motion to assign i will now ask for a motion to assign a moderator for tonight's district meeting i make the motion that we assign kathleen goodwin as tonight's moderator second thank you any um discussions we're good okay so i'm just going to read a public

comment do we need to vote i don't oh yes you want to vote and and for this vote um for the ram board members any district residents anyone who is a property owner in hebron andover marlborough may also participate in the vote for the moderator for tonight's meeting and we'll do that by raise of hand so that any in the audience can be recognized all those in favor of kathleen goodwin as moderator for this meeting please raise your hands aye hi and we have two property owners in the audience who are are there any votes in the negative congratulations thank you feel privileged to read the statement he burned andover and marlboro community engagement and attendance of board of education public meetings is welcomed the public comments segment of the meeting agenda is set aside

so the board of education may receive public comments procedurally public remarks will be limited to three minutes and citizens will be asked to identify themselves is there anyone present in the auditorium who would like to make a comment relative to the ram turf field project okay you can come up to the microphone and state your name and your town and address the vision's a little different when you're explaining to belt by fox meeting evening um maybe on the board of ed we're not here about 17 years ago and this has been going back for years and we've been trying to get this started first of all i would like to thank the quarterback and administration for really this is as far as we've come and it's right on the doorstep from a pipe dream from

seven eight years ago going back to when we were playing a cc coach here to give a unique perspective being a teacher at another district who kind of went through the same process and i've seen the benefits as a coach parent educator um on how many uses fertility can you could bring to the kids of rank uh but going back to about seven years ago we had a c tournament game and this all kind of started when we had this game with a big game and um we showed up at the field and the referees being the field on safe and we'll play it we had the scurrying things in this development remembers this we had to get things together the game had to be played and we ended up having to go to the

closing school and play the game which we did end up winning which was a nice little bonus happy birthday so great keeping people we like being being classified but um you know today is the perfect example we see the weather outside today and most of our programs will be shut down to the gym today we could have been outside even with all the rain we've done as a coach i've been on multiple facilities by the way we're on one of three schools out of our 32 that don't have this type of facility and we've been on field where we've had a torrential valve for 10 minutes so i'm just excited about the benefits that we bring to kids at ram marlboro hebron handover um youth programs it has so many possibilities holding graduation band practicing

to have the middle school and i'm not worrying about grasping about it down planning the field of rest so i'm really excited about it and in education i'm not going to leave you with this we always talk about them well we need to evolve we need to step up our game we need to give the kids a key right in our communities um she has to compete with our surrounding business thank you ray come on up good evening i'm michael caprice from thirty harry trump connecticut um thank you for allowing us to support as a coach in the parenting town i strongly support the investment in our children's athletic future with this problem our current facilities are inadequate being one of the last districts to go to church to go to a turf field has

put our athletes at a disadvantage as a coach we consistently preach to our players they should practice like they play currently we cannot do that as a coach we try to utilize all the time we have especially in pre-season when the weather is the worst to prepare our players for the upcoming season imagine starting your season conducting trials team practices in the baseball uh in the basketball game out in the parking lot around the tennis courts or even in the front field in front of the school there like we've had to do in the past when the field becomes unplanned with weather conditions when the weather does cooperate we find ourselves practicing on a small overused online field that is shared by many other sports programs in town by constructing the new turf field we

would be able to practice outdoors during independent weather maximize instructional time with increased flexibility provide a better atmosphere for all our student networks board of education's mission statement is to provide the students athletes with a safe and reliable environment unlike unlike natural grass turf fields are consistent with natural grass there are many variables that will that can and will change how the game is played and its relative safety with the turf field those variables are eliminated and our players coaches and officials can focus on the game and not worry about the field's conditions the airfield will greatly reduce the strength but on all our athletic roads with the multi-use start facility project and the lights we would be able to host night games that would overwhelmingly enhance the experience for all our players currently we

play most of our home games at 4 pm for varsity at 6 30 p.m for jv games during the week many of our parents have to miss some of these games you can't get out of work early the jv game and many of those in the early seasons are canceled due to not being able to see the safety of the game is called by the officials right also one of the other issues that we have is the safety of using the lacrosse field while track practice is being conducted especially behind our nets feeding the walls of the long jump the distance throwing areas so with this project the lights and netting will allow for a safer more flexible use of the area that will benefit a number of programs all at the same time right

in closing a new turf field is only open at that point necessary to our community yes it will cost money everything does right but it is investment into our community and children as a coach this project gives us a competitive edge that we are currently lacking with our inaccurate in adequate facilities as a resident this project upgrades and makes our school districts more attractive to others and as a parent this project gives my future ram raptors the facilities they deserve so thank you for your time please support the project and stay safe thank you michael would anyone else like to come up um i've been here i've been coaching in this school for five years now i'm starting in middle school and as previously pointed out it's been since i've been here at the very

least um to be honest i think a turf field is gonna allow our community to grow and allow the youth programs throughout our high school program to come together as one uh one point i brought up within uh when i was first tired i would like to see a new program get involved with high school programs i would like to see us especially at the football level be able to play baseball field because that's something i did when i was younger of anybody who has that memory whether it's a another sport play at the high school as a young athlete you see it as some sort of a dream come true and it makes you gravitate towards wanting to play for that school wanting to play for your high school you've been there before you

know what it feels like you want to be those sexual activities um i think that's something that lacks here and that's our field is going to be able to bring that back for us extensively and hopefully our youth program should be able to play on it we're not worried about i wish i could stand up here and tell you that grass painted doesn't need to be mowed every week doesn't need to be lined every week doesn't mean it doesn't get overused it doesn't get soaked i wish i could tell you those things about grass but the truth is that's not three on it at any time of year during any storm right now tonight is a perfect example um we have 65 people on the roster football program imagine 58 59 i practice today and

i can't house them in the high school gym and i don't want to sit thirty kids home until they can sit on the practice so tonight as a group we can't do practice but if we did have a turf field we'd be crass other than that like i said i can't upset enough the ability for us to bring the youth program up to the high school because i do understand that we have lost athletes to uh to behavior to east catholic and other this is the schools here i think everybody here i've seen that owner get a great education here um some of the questions i can even tell you the answer to so i think part of that is our athletics and the third field is going to help keep those kids that decide

to go to behavior class to bury east hampton or wherever it is they do go it's another argument for us to come here thank you dakota is there anyone else who would like to make a comment okay we can ask if there's anyone virtual yeah is there anyone virtual would like to make a comment um i i will just make a comment that um i really think the gentleman who just said we should practice where we play probably everybody has internalized that and knows that but i just think that is such a key and an important point so thank you sir for bringing that up thank you judy um i think that's it nobody else okay um mr trudeau i just want to commend you on hiring such great staff that come here and advocate

for our students thank you coaches for being here um at this time i think we're going to adjourn the meeting motion to adjourn call a motion to adjourn i have a motion to adjourn i'll make a motion to adjourn i'll second it thank you all in favor mary sue yes judy yes okay thank you everybody motion to adjourn so we're going to call um our meeting to order our district meeting no this is not our just i'm sorry regular meeting uh seven o'clock i'm gonna do roll call first i hope everybody online can hear us joe can you hear us yes okay we'll start with joe joe connor hebron judy judy benson clark marlborough rough shadow hebron mike mike morris hebron mary mary martin still sue stuffy marble gene gene wilson marlborough jessica jessica dapsis

hebron and lauren laurie blake andover and i'm kathleen goodwin hebron who please stand for the pleasure leaving i pledge allegiance and to the republic for which it stands one nation under god indivisible with liberty and justice for all comments even andover marlborough community engagement and attendance at board of education public meetings is welcome the public comments section of the meeting agenda is set aside so the board of education may receive public comments procedurally public remarks will be limited to three minutes and citizens will be asked to identify themselves because the board of ed is limited by the freedom of information after discussing only matters on the agenda the board of education is not permitted to engage in discussion of the comments presented are there any public comments okay hearing none um i it's my pleasure

this evening to introduce a new member of the ram family trisha dean is our new board clerk this is her first meeting so she's just getting to know us so as we make motions throughout the meeting or second emotion if if you could also state your name that'll be very helpful for trish as she puts the minutes together so welcome aboard trisha welcome welcome okay number four um since there's no public comments we'll move on in the agenda number four add or delete agenda items um i make a motion to or i'm asking for a motion to move or do i need a motion scott or can i just move it yeah um so a motion to move item number 9.1 which is discussion and action regarding the multi-use turf field to move that ahead

in our agenda to um number that would become number five is that okay i need a motion i'll make a motion to move uh 9.1 multi-use turf field project to number five it's rob shadow mike morris i second it any discussion okay judy yes thank you rob yes mike yes mary jo yes sue yes jessica yes lori yes and i'm yes as well motion passes so this um following the district meeting we just had that was the public's opportunity to share [Music] any thoughts regarding the project with the ram board really what the motions and the motions as they need to be read appear in the board minutes and these are reflective of 9.1 b in your packet which has the um complete resolution essentially what these two motions will allow us to do is

to send the question of moving the turf field to a referendum on november 2nd 2021 in each of the three counts so we would need someone to read the motions as as stated in the agenda uh would anybody like to read the motions and state it in the agenda again i don't mind okay rob do i read both or just one you have to do one and then one day one in the discussion all right resolution to appropriate three million five hundred and sixty thousand dollars for the installation of a new turf field track and lighting at ram high school and to authorize the issuance of bonds notes or temporary notes in an amount not to exceed three million five hundred and sixty thousand dollars to finance the appropriation you have a second a second

yes thank you judy benson clark marlborough and hello to our new person thank you for doing this any discussion okay judy yes rob yes mike yes mary yes joe yes sue yes gene yes jessica yes flooring yes and i'm yes motion casted unanimously we have a second resolution that needs to be read would somebody like to make a motion reading 9.2 as written in the agenda sure rubble resolution to submit to referendum the resolution to appropriate three million five hundred and sixty thousand dollars for the installation of a new turf field track and lighting at ram high school and to authorize the issuance of bonds notes or temporary notes in an amount not to exceed three million five hundred and sixty thousand dollars to finance the appropriation we have a second very second any discussions

hey hearing none i'm going to call a vote judy yes rob yes mike yes mary jo yes sue yes genie yes jessica yes lori yes and i'm a yes motion passes unanimously well congratulations we're sending the question to referendum um just some um directives moving forward so this officially puts us into the quiet period um in which during very much no district funds um nor any of us in the formal capacity of our jobs or positions within the school district can promote the project so um anyone can promote the project off-site as a parent as a coach of a youth organization but as board members in our official capacity we will no longer be able to promote the project through the referendum on november 2nd i just texted our it director to remove materials from

the grand website again the quiet period will take us there however other groups like facts and folks not directly associated with school certainly continue to scott for clarification is that board members and employees correct yes okay thank you so congratulations and uh i'd like to um thank the board of ed for its hard work um specifically of course the facilities subcommittee um uh with uh joe o'connor um leading that of course and i know joe put in a lot of time and i want to recognize joe's efforts on behalf of the ram community and also to the board of education for working collaboratively collaboratively and demonstrating our support by unanimously voting this forward so yes congratulations to the board event this is a great time for us to be board members and um a great

time for us to support our community and to support real progress thank you thank you i mean i would like to extend my thanks to all the ram staff that certainly supported this but um in particular joe connor he and i were road warriors and they took the selectmen for the finance meetings which a lot of other board members did as well joe though and stepped up the plate and presented each of the lengthy presentations and it really was on the firing line for making the presentation still answering questions did a beautiful job represented worked very well represented um graham very well and so it's a pleasure thank you for all your efforts thank you and thank you all the other board members you guys uh all did a great job this is a team

effort so um i appreciate it and scott just one quick question we can write letters as individuals in newspapers correct and promoting the project as long as you don't reference yourself as a member of their writing as as representing the grandparents education that's correct okay thank you and thank you for all your hard work scott and kathleen your support appreciate it to everybody scott thank you thank you for leading us for being the superintendent into our administrative team veterans here um it's a pleasure to serve to to work with you guys this is awesome i feel like we well this is the first start so i'm feeling pretty good about this and just as so so there's a another not quite as um thrilling piece of agenda 9-1 that we also need to look at

you're not going to want to applaud after this although it's it's just part of doing business um so if you look at 9.1 a um when we moved forward with the turf project we contracted bsc and called timbers marketing and the board approved an amount for paul timber's marketing not to exceed 6940. tall timbers was instrumental in hoping to put together the um the powerpoint presentation they developed and printed the newsletter and and and the postage to send that newsletter out to towns because we don't do postage anymore everything that we do for the most part is all through email and digital communication we no longer have a non-profit um postage license and so as a result of that the cost of sending the newsletters home exceeded the cost that you approved by so i'm

asking for a motion to allow us to pay tall timbers marketing the extra 540 which covers the cost of the posts which being that we don't have the non-profit mailing license so based on um scott's exclamation explanation do we have a motion to allow 540 to go to paul timber's marketing pay for additional and just to add to that it would come from the um the drainage project in the capital fund so we have the money there it's not coming from the operating budget it's coming from the uh what was originally allocated to address the proposition field okay anyone want to make a motion i'll make a motion all right based on this the board of education will need to make a motion or appropriate funds i uh make the motion to appropriate the amount

of 540 to the turf field project to cover the expenditure of the postage for tall timbers marketing llc thank you you have a second second by joe thank you any discussion can i just add would someone do a friendly amendment to add that the transfer will come from the field drainage project element i'll make a friendly amendment transfer that from the field drainage project second any further discussion how much uh is in the fun for the turf for the drainage that's going to come up in the financials uh eva do you remember up hand with the amount no i don't have that number up the top of my head okay thanks yeah okay um call a vote then judy yes wrong yes yes mary yeah joe yes sue yes he yes jessica yes glory yes

and i mean yes motion passes to the funds for postage thank you so scott you want to do your report sure um [Music] first of all again thank you everyone for your hard work and moving this forward um in terms of my report of what's happening in ram it certainly has been a busy summer and you know i'd like to start out with also thanking um eva christine hartwig our building administrators for doing really an outstanding job of preparing and moving us forward for this year we all thought that this was going to be an easy year compared to last year and i promise you it's turned out to be just as challenging exciting to be welcoming back our students we will be spending some time this week with our new teachers wednesday and thursday

we will be posting seven new teachers for our teacher orientation dr swoozie and gary bell have been welcoming middle school students to the middle school walk through so that parents and students can get used to the new building on thursday we'll be hosting our fresh our incoming freshman for our ninth grade orientation our seniors will be returning to make the wall in the senior study area so a lot of the things that we weren't able to do last year we were very happy to be able to do this mr trudeau is welcoming back all of our fall sports so we're deciding to be hosting a full sports season we'll be welcoming all of our new all of our teachers back a week from today on monday for three days of professional development and the focus

of that is really is going to be student engaged and bringing all of our students back into the building we are most interested in making sure that we do what we need to do to ensure that we engage those students and get them back into full the first day for students is thursday september 2nd we'll be welcoming 385 middle school students and 832 high school students the building administrators have been sharing information with parents for the last three weeks so we've been doing our friday we started our friday updates earlier this month so that our parents students have access to all of the new information and the new mandates that we're all working with and even as i speak trying to fully understand i'm sure that you're all familiar with the fact that we're working

with two executive orders from the governor one is the in-school mass requirement which is in effect through september 30th and then just at the tail end of last week the governor announced that all school staff must be vaccinated by september 27th we're still trying to well we're still waiting for the details what exactly does that mean what are the options for a teacher who decides makes the decision not to get backstage what would the testing look like and under what circumstances can they do that so you know i think the messaging that we're sending home to parents and students is very specific about what the school year will look like but there's still some open-ended questions that we have and we're hoping that the state's going to give us that guidance this week so that

would be able to take over the beginning one of the challenges that um open related challenges that where i say we're all dealing with not just ram but districts across the state is the challenge of hiring feeling vapor positions we've been very fortunate in filling our permanent positions yet we have some long-term subset of having some challenges fulfilling we have some certified staff that are challenged for us and i think universally across the eastern part of the state finding bus drivers is a different challenge so we anticipate that we're going to have to combine bus runs it'll be more of a challenge for teachers to get buses on field trips for street light buses for athletic events so hopefully um as we move into the school year more people will be willing to embark on

that uh that area but right now as we say um it can be a challenge to fill in terms of some updates and i shared this with me earlier this summer but some of the capital projects that we embarked on the air conditioning for the head-end room the auditorium light control room high school locker room straight into the offices um currently working on engineering that those plans that'll go out in the fall and then the plan is installations middle school in blue and armstead trends aren't stair trending replacements we're waiting for some of the backlog materials to each of the impact on manufacturing the 316 field with crosstalks if you haven't driven on campus or if you've been driven by make sure you drive by wall street we replace the net with the 25 foot

chain security camera and server updates and we completed a total of thousand dollars so busy in the area of facilities where custodians work tirelessly this summer and those of you here appreciate the shining floors just really how nice everything looks it's raining a bit hard now to fully appreciate how nice the outside of the building is but they've done a great job to sell it so we're excited to welcome back our students and provide them with as normal a school here as we possibly can while adhering to the mandates and doing our best to make sure everybody is next good thanks dad any questions for scott um we want to wish of course the staff a great school year you know no noticing of course um some of the challenges that they have to deal

with this here with mass and vaccinations and everything that has changed of course the facilities do look awesome i noticed that coming down the hallway as soon as our kids get on it though so pretty anymore but that's the point i guess um but yes um wishing the uh ramp staff the best for a great and as you said as normal as possible school year you know coming up only empathize with them and thank you to the administration now you guys been busy over the summer getting it ready and if you should do this and if you should do that it's not your normal normal situation but thank you for your hard work and for being available over the summer and the communication has been awesome thank you great moving on so the consent agenda

has a request for childbearing leave from caitlin lapetta um caitlyn is is asking that after she fulfills the fmla leave that in accordance with article 17 section a of the teacher's contract that she takes the remainder of the year um which is appropriate and aligned with the contract and then i'm sad to say that jeremy zarrell um has submitted his resignation he's has has had a very successful side business as a contractor and um as you can imagine um he's found that to be highly successful and movement and so we wish jeremy obviously the best jeremy was that wasn't socialized public educators need to be paid more so we would just need a motion to improve the consensus we have a motion to approve the consent agenda sure rob will make a motion to approve

the consent agenda thank you rob you have a second oh second lori blake judy yes rob yes mike yes mary yeah joe yes sue yes gene yes jessica yes lori yes and on the yes motion passes unanimously we wish our departing staff well okay moving along old business we don't have any we're up to financial stock financials is that eva good evening everyone so in your packets under um 9.2 a is where my part starts here so we are focusing in on the end of year last year oh and before i start to answer joe's question there was 63 000 left in the field drainage project um so we are focusing in on last year's figures um since it's year-end um and i need to do some transfers to get that in for the audit

i'm just going to start off the bat here so um it was a coveted year we had basically um remote learning so there were times that we weren't using certain things um such as transportation decreased tuition costs and other items that um leaves us with a projected net positive position of one million fifty six dollars i'm sorry one million fifty six thousand one hundred and twenty seven dollars sorry um and as i said the key factors driving that were um personnel uh you know not having um certain sports played and other overtime expenditures purchase services which included our student transportation that was not utilized through the year for field trips and or regular to school and from school we also had tuition and private placements that were less than anticipated um so based upon the

projected favorable net position due to a legislative change which now includes regional school districts we're able to carry forward two percent of our budget which would equate to six hundred and twelve thousand three hundred eighty five dollars and this could be allocated by the board after audit is completed uh to capital non-recurring or and or sick and severance um the remainder of approximately four hundred and forty three thousand seven hundred forty two dollars would be given back to the towns as credit offsets for their 22 23 budget um and as i stated that we went from a one percent able to do one percent to two percent based on this past legislative session um so our revenues unfortunately did take a little bit of a hit which was a shortfall due to not being able

to rent out our building in other areas there which was a shortfall of approximately two hundred thousand and eight dollars our capital improvement fund as of june 30th 2021 has a net profit positive projection of a hundred forty thousand nine sixty four so this um we had certain items here which um we had twenty three thousand nine hundred eighty six dollars for six security enhancements that never happened um we had available was forty seven thousand one hundred eighty eight one hundred eighty eight dollars for outfield design for the high school baseball field um the balance also includes the fencing of route 316 field which has not been paid out as of yet because it is not completed the capital non-recurring fund as of june 30th 2021 has a net positive projection of 174 200 226

please note that the majority of this is from the dot project which has not been um closed out as of yet we're still waiting to finalize all the figures and we're waiting for invoices to come from the town so that we can pay the contingency amount um in addition there were available funds that were the board approved in may excuse me one second because i'm going horse that the board approved for projects in may which included the turf field and then of course we were taking money from the competition field drainage and the remainder of the route 316 fencing pupil services realize savings in their lines based upon covet related savings are there any questions that i can answer based on this why didn't those two projects those two capital improvement projects happen which too

um sorry the uh the security upgrade and then the the baseball outfield design so the security enhancements it's my understanding that the facility subcommittee wanted something but during the budgetary process but didn't really define what they wanted and unfortunately one of the key members is no longer on the board so i'm not sure what the subcommittee was going to decide to do with that but it was post audit and then the second one is because if i remember correctly and scott can correct me if i'm wrong is the contractor that we're working with which i believe was bsc group couldn't really decide how best to help the outfield because they couldn't really determine what was wrong and i think they want to investigate it a little bit further okay that makes sense thank you yeah

and that's exactly that as you said the other piece on the security piece is that because we really went into coving so we you know the the facilities some community was looking at that security piece like it really was focused on evening security we've been in code for three and a half so it really was a moot point it kind of became what it is we were going to hire second shift security but scott didn't feel we needed to based on yeah the limited amount of strengths understand and i think the baseball piece is an ongoing discussion and you never correct that bsc couldn't find exactly what it is so i think that um they don't know what to do we'll continue to engage but we didn't spend it rather than right exactly that makes

sense great thank you so do those things need to come back stop at some point no they don't come back so this is a separate fund so it'll also roll forward just like your capital non-recurring does so at some point if there's money and the board decides um that what is there is not what we wanted to do originally the board can then reappropriate those funds to a to a different project i think that the facility subcommittee is certainly going to want to have some additional discussions on those items and then mr o'connor has his hand raised thank you go ahead joe thank you um so the the two hundred thousand dollars that um revenue shortfall in revenue is how is that um that was last this is last year's budget is that where we

were talking about what we're talking about is last year's budget and is that 200 000 uh included in the one million dollar surplus or is it no so so what happens there is i i believe the auditors will do an adjustment for that one million dollars don't don't quote me on this because that this is my first experience of having to do revenue that didn't match up to what we projected for so i'm assuming they're going to have to do an adjustment that will bring down the 1 million dollars that's why these figures are always anticipated or projected because the auditors will do their adjustments during the audit process okay i want to make that point clear that we were you know we're not talking that we have a million dollar surplus so okay all

right i don't have any other questions but i do have i i'd like to just make a comment that we um this was part of our um discussion for the turf um that some of these you know the towns that we were having so um i i would like to you know and i mentioned this to to scott leslie that um we as a board should probably typically we wait until november december to do our audit i would like to make the recommendation to the board that we um have the superintendent uh give the superintendent the authority to um request the ought to be done sooner than as we previously do so mr o'connor the audit is already running it's been running since may it doesn't get completed until statutorily through december 31st when the

audit is completed unless they need an extension um it gets completed by december 31st then um it gets presented to the board in february so it it it's statutorily they presented in february my point is that we would we should think about if we can get it sooner that way we can make some decisions quicker than february so they're currently working on the audit so it takes a while to work on the audit so they have until december 31st to complete the audit by statute okay i think we're talking apples and oranges eva but by i understand what you're saying but i'm i'm asking that if there's a way for us to speed they have till the 31st statutorily to complete it is there a way for us to expedite that uh in any way

fashion or shape or form so we could make some quicker financial decisions as a board that would be that's my question um i don't see how there is a way to speed it up because they have to review all our books and there's certain things that they're waiting for one of them being the state statute report that has to be filed by september 1st um there's also new guidelines that they have to look at other items so there's lots of things on the table so um and like i said annually they start it in may and they keep going through that time process so i don't think there's a way to speed it up okay thanks if there is i i we we should we should act we should look into it though if there

is a process for that thank you yep just to be clear it's the reason that i think joe joe's asking about this is that the timeline you know anticipating uh a positive result from the referendum on the turf field that there's a pretty tight timeline to execute you know to go through the steps post the uh referendum to execute uh all of the key steps to get to the timeline where we could actually break ground at the earliest time you know call it next summer so that the field and the facilities that we're paying so much money for are available uh for the following season i think that's i mean correct me if i'm wrong joe but no that's right mike and it really would be it's also the bonding you know what i mean

so let's just hypothetically say we have uh we'll use the number nine hundred thousand um if we have that surplus there was some discussions uh i don't think all the board members were involved in all the meetings but there there's definitely been some sidebar uh discussions from the town uh trying to make it you know cost neutral or you know um you know to the to the taxpayers so this would be uh i think that we've um you know last year returning funds uh has been a very good show of faith that we want to work with the three towns and that this this discussion came up in um several towns you know so i i that's the reason why uh if we could make a decision sooner you know if it does we do

have a positive uh vote result uh that will help us make some decisions i think with the three towns engaging them into hey we have this money maybe we instead of borrowing you know whatever to 3.5 it comes in it you know whatever the number minus that because uh correct me scott if i'm wrong we can once we do bond we can't make early we can't pay the bond off correct that's true that's correct joe though in our the projected timeline um the the audit will be have completed prior to all of the discussion that we're having now so you know we're looking at final design in march bidding in april bid award in may so we're not going out to bond until may anyway so also i think joe i think i think that

even with the current timeline it's gonna it's gonna work very well with this so that if we have the money we'll have the opportunity to have this discussion for the towns to work or the board to make their own recommendations for how to use that money to impact the bonding amount that's great i did not know that but that thank you scott for that explanation appreciate it and then legally you guys can only keep two percent so anything above two percent needs to go back to the towns so that's up for the towns to decide how to give you back that money if that's so in essence the two percent is a credit offset to next year's budget so i mean anything above two percent yep understood thank you okay all right are there any

other questions on the operating budget okay so hearing none i'm moving on to food service so in um the packet b you will see the whole year's worth of the food service um you have income and expenses there and there is an anticipated again we're waiting for finalization from the auditors um that there is an anticipated loss of one hundred eleven thousand nine hundred twenty eight dollars and sixty one cents are there any questions on the food service okay hearing none in your packet is 9.2 c is the student activity reports um through june 30th and they all balance with the bank are there any questions in regards to student activity okay hearing none um the transfers in your packet are 9.2 d these transfers are transfers that need to be motioned or action is

required by the board of education to finalize the year in order to ensure that object codes are not over expended these i am presenting these transfers for you there are four transfers entry 216 for 219 2 2 hundred and nineteen dollars entry 220 which is four thousand eight hundred and twenty seven dollars and twenty eight cents entry 232 which is three thousand two hundred and sixty dollars and fourteen cents entry 234 which is 227 thousand 42.73 so for a grand total the um the motion can include the grand total which is thousand forty nine dollars and fifteen cents um needs to be approved by the board of education the largest um transfer which is entry two three four is a year-end transfer where historically um available salary lines and benefit lines are transferred up to

unallocated personnel are there any questions that the board may have before making a motion if i don't see that document on the google in the folder online unfortunately it didn't get put into the google docs and i'm not sure why but it is in the paper um handouts that were um mailed or handed out well you're not there so yes they were handed out to everyone this evening um so they're in the packet but they're not online okay okay thank you lori do you need anything since you don't have it in front of you uh no i just you know like to see it as as well as hearing hearing it but it's okay eva do you have anything else bro nope that was it okay so do we need to make a motion yes

you do all right um so would somebody like to make a motion for the uh for transfer should we do them separately can they be done altogether even right correct that we can do this as one motion yes you can do them as one as long as you reference all the um entries so there's just four entries i i can do it okay uh make a motion that we approve the uh following four transfers entry 216 for 2919 dollars for the change in the priority of year end entry 220 for thousand eight hundred and twenty seven dollars and twenty eight cents for change in priority of year end entry 232 for three thousand two hundred and sixty dollars and fourteen cents for changing prior to year end and entry two three four for seven thousand

forty two dollars and seventy three cents for year end transfer to unallocated personnel the grand total aforementioned transfers being two hundred and thirty eight thousand forty nine dollars and fifteen cents thank you mike do we have a second second by joe thanks joe [Music] any discussion okay hearing none i'm gonna call though judy yes rob yes mike yes mary yeah joe yes sue yes gene yes jessica yes glory yes and i'm a yes motion passes thank you very much thank you thank all right you along here subcommittee meetings and i believe dates so that yeah i guess i you know with our um with our subcommittees the right now the certainly known as active subcommittee for a good reason has been the facility subcommittee which we'll need to meet again soon but i think we

got off of the schedule a bit and partly because there wasn't a lot to do with a lot of these subcommittees because a lot of our emphasis was placed elsewhere um you know obviously we're going to have a change in subcommittee membership follow after december with a slate of new board members coming on so i guess my my question um would you like jan and i to take the the subcommittee schedule from last year and just move it forward and then we'll keep those meetings that um you know we find are are necessary and if if there's a subcommittee that doesn't you know cancel that meeting but i wanted to see what your preference was does it work just to move last year's schedule forward and then we can work from there i think that's

a nice uncomplicated way to do that okay okay and we'll do what we'll do is um is this week we'll we'll take last year's schedule kind of move it into this current calendar and again some subcommittees may need to [Music] modify that schedule a bit again i think facilities have some things that they need to look at so we're probably gonna meet sooner than later but you know i don't think any of the other subcommittees at this point really don't have anything critical on the list but so we'll do that we'll share that with everybody and then we can discuss it at the september meeting any uh questions for scott on the calendar from the board any questions regarding um what subcommittees you're on great thanks scott uh reports from the subcommittees well facilities safety

transportation i know you guys have been meeting and we now have a turf field project going to referendum finance and audit i don't think anybody met negotiations will be going into executive session to discuss the non-certified contract policy does that mean program communications if that me do you have anything for us from so um east con's meeting is always the day after our board meetings so the last updates from eastcon was that they were watching um mandates and worried about staffing positions um especially some of the non-certified positions so that was that main um update and they're um you know looking to really watching their budget closely as well and that was um that was fairly tight tighter than normal but they had some covered um savings and then as far as cabe i should

have sent you all forwarding you all in email today about the um the big cave um convention that many of you have gone to in the past um so that that you should be receiving that and then um mike and i were both went to the water's edge to um a recent summer leadership i um got there early and stayed i did did not stay for dinner but this is a plug for ram actually so my daughter texted me during the workshop and she got her dream job offer for the fall her summer internship at ey panned out so she asked to go to dinner so when you're you know when your 18 year old and 21 year old want to go to dinner i stayed for the workshops and went to dinner with them

but the theme was really around equity um an inclusion charlene russell tucker spoke at that point she was the acting um head of the department of education she's since been appointed as we know to the commissioner i think her um little talk was uplifting and i'd love to hear mike's perspective but you know she basically said we've got a lot of money coming into the state and we will find ways to move students and student achievement and if districts are struggling please contact her directly um so you know it was it was a lot about um being open to equity and inclusion i happened to sit at a table of panelists and um you know they shared their perspective from another district the state uh shared what is trying to get um minority candidates in

or or candidates teaching another that reflect the student body better um mike do you have anything to share from that event it was so great to see you there thanks judy i think the thing that came that stuck out to me the most was that uh and it was refreshing to hear this from other superintendents uh that uh uh you know there's a lot of i don't want to call it noise but there's a lot of i think a lot of what's absorbing the majority of the discussion time is uh is centered around things like diversity and equity which has its place in the discussion um there's there's a lot of discussion about crt and some other controversial subjects and and um certainly masks and mandates and all the things that are you know occupying

the news and a lot of the discussion but one of the things that they they were the superintendents who were presenting on one of the panels had tried to reinforce to everybody is that there's a significant amount of other things that need to be uh absorbing the majority of our time which are the nuts and bolts the blocking and tackling of actually um educating the kids and uh that and that that there's a lot of work and a lot of effort a lot of it that you know that probably deserves or should deserve the lie and share the attention um and so we you know just to make sure that everybody refocuses on the idea that things like turf fields and staffing issues and finances and all like i said the blocking and tackling and

nuts and bolts of of running and managing a school don't get drowned out by um you know controversial subjects that deserve their equal their their their appropriate amount of time but don't deserve more time in the room than than the things that you know sometimes you know someone might argue are very critical to actually being able to execute on a daily basis so yeah mike that's a that's a great point and i sat with them and i can't remember um the name of the windsor superintendent um and his chair but we talked about that after and one of the things he said on the panel is that he had some board members and folks going to him and saying you know what about critical race theory and many things and he said he said to

them basically we're not touching it and he's an african-american gentleman who very much believes in inclusion but in his opinion that itself was hot buttoned he said that he would be of course always working for equity but as mike said he didn't want to get off track on student achievement student engagement and all of those kinds of things that really mattered so i what i really heard him say was he would continue and would do that work but he wouldn't un i think he called it foolishness or something like unnecessarily get involved in something that that didn't need to be an argument mike did is that kind of what you heard from him yeah i think he just uh like i said he he he felt that you know any any one of these subjects

can have their appropriate amount of time and attention but it it can't be the lines here it just can't be it can't be all of the air in the room because that there's just too much other things to do that are critical to success so thank you kathleen thanks judy thanks mike for sharing and thank you for going anything else about committees or that we've had i think we're done with that yes um and you thanks for forwarding that information to the board members thank you kathleen um at this time public comment okay no public comment at this time there are some informational items a calendar of events from the high school in the middle school any questions regarding the calendars for scott or any of the administrators no okay i just have one question

the freshman orientation is at 9 00 a.m is that what that says on the 26th yes yes i think it really starts at 10 and registration on the calendar it says 9. oh yeah well on this if this right it's just the distance you better be here earlier [Music] think that it was stated at ninth and it's really kind of if i have sent out the parent memo and mine said ten o'clock and so let me just uh click here very quickly okay so that just might need to be checked on the website too because does this come from the web website scott yes okay because yeah you'll end up with a lot of parents here i did send them the correct information and i um i will send something out again before there is

thank you hey anything else okay so um at this time we're going to um and for a short amount of time to go into executive session regarding the discussion of the recently negotiated ups eu contract so we need a motion to go to executive session you need a motion to go an executive session what would i do it out with mr leslie and invite me to join and invite mr leslie to come so do i have a motion to go into executive session i make a motion to go into executive session and to invite superintendent scotland thank you mike second thank you mary we'll take a vote i go into executive session is that a yes judy yes yes sorry rob yes mike yes mary jo thank you yeah sue yes jessica yes laurie yes
