00126 regular meeting minutes. If there aren't any questions or comments, I'll take a motion. >> So moved. >> a motion. Okay, thank you. And I need a second. >> I'll second. >> Thank you, Alice. Okay. All in favor signify by saying I or raising your hand. >> I. >> Any opposition? Okay. Okay, I think we have everyone. Uh so the motion passes. Uh any comments or questions from the general public? >> I do not see any attendees in the audience. >> Okay, terrific. Thank you very much. We'll move on to new business. Um the first order is request to approve the eligibility list for tradesman/leadman HVAC under the Parks Department. It's open and competitive. It was open and competitive with 100% training and experience. And you can see that eligibility list has been sent to
002you. Any comments or questions? >> Well, this is um you know, a trades position where we typically do not get a lot of qualified people to apply. Um this particular person happens to be very qualified. So, hopefully that'll work out. If not, we'll simply You've already given us permission to repost. We'll repost, but since we have one qualified candidate, we would like to move forward. >> Okay, I just have a comment or maybe a question. It says on the uh agenda here that it is uh tradesman/lead uh man HVAC, but on the eligibility list it's lead uh No. The agenda says electrician under the second one. >> Yes. >> It says electrician and this is HVAC and they are they the same job because >> No, they're two different lists. You should have another list
003for the >> I do. >> Yeah. >> I do. But the what happens is that maybe I'm not clear. When I take a look at >> there's a typo on the electrician list. >> Okay. All right. >> Okay. >> Yeah, because >> Well, when we get there we'll correct that. >> Okay. All right, very good. Thank you. I appreciate that. >> No, no, no. Now I I now it's very clear what the confusion is. I caused it. >> Okay. >> [laughter] >> Good catch, Anne. >> All right. A motion to accept the eligibility list for the tradesman/leadman HVAC under the parks department. >> So moved. >> Okay, and a second? >> I'll second. >> Okay, thank you. The motion has been made and seconded. >> So I have that for Alice making the motion and
004Lauren second. >> Oh, okay. Okay. >> okay? >> Yeah, yeah, that's perfect. I think that I think there was a tie, but that's perfectly fine. >> Yeah, yeah, it's fine. >> The hall in favor say I or raise your hand. >> I. >> Two, three. Lauren >> I. >> Okay, great. Thank you. >> [laughter] >> And no opposition and okay, very good. Motion passes. So we'll move on to the second request for the eligibility list and here is where you're going to make the correction, Steve. >> Correct. So clearly my apologies to the board. That should say tradesman leadman electrician. It is a different job, obviously. Not obvious if you don't type it correctly. Um Um and um I will uh fix that with the board's permission after the meeting. >> Okay, so just so
005that I am clear on this, the the agenda says one thing, but the top of the eligibility list says something different. Which is the correct? >> The correct is No, the agenda is correct. >> Okay. Okay. All right. >> So the the you you are I am requesting that you um approve an eligibility list for tradesman {slash} leadman electrician. >> Yes. Okay, thank you very much. Any questions, comments, concerns about that from the board? >> Nope. >> Okay. I could use a motion to accept the eligibility list um as just discussed. So it it'll be corrected. >> Yep. >> I'll make a motion. >> Thank you, Michelle. And a second? >> I'll second. >> Okay. Everybody set? >> [gasps] >> The The motion has been made and seconded. All in favor signify by saying I
006or raising your hand. >> I. >> Okay. Uh no opposition? Hearing none, um motion carries. Next is the request to approve the eligibility list for administrative assistant pension and budget in the finance department. It too uh will be open and competitive with 80% training and experience and 20% computer skills. Um I just have one question, Steve, and that is that again it says administrative assistant on the agenda. Is that administrative Roman numeral number three? >> Uh yes, there are number there are three levels. We are getting rid of the designations of one, two, and three. >> Okay. >> But the the the jobs aren't changing, meaning if it was a three, it stays a three in terms of pay grade, but um those were generic titles. So, they would be an admin one could be
007anywhere. We're moving towards administrative assistant with a specific title for a specific department. >> Okay, and so that means that um deputy town clerk is a above a three, administrative assistant three, something like that. >> Yes. Right. >> All right. All right. Thank you. Any other questions or concerns? If not, I'll entertain a motion uh to uh approve the eligibility list for the administrative assistant pension and budget center of the finance department. I'll make that motion. Anybody want a second? >> I'll second. >> Thank you so much. The motion has been made and seconded to approve the eligibility list for the administrative assistant under pension and budget in the finance department. All in favor signify by saying I or raising your hand. >> I. >> Okay. >> I. >> Any opposition? Great. Thank you. Hearing
008none, the motion carries. Terrific. Moving right along. The final is a request to advertise and recruit for the deputy town clerk under the town clerk office. It's open and competitive with a 100% training and experience. Uh Steven, any comments about that? >> Well, this is a new position that's being created um above the assist There are assistant town clerks uh presently. Uh there were two. One has left. We will be filling that spot. You'll actually get that request next meeting to recruit for that. But we're also going to create uh a position of deputy so that there's a a true number two underneath the town clerk which is uh very similar to the arrangement we have in the building department where there's a deputy uh building official and uh trying to think there's at least
009one other where there's a number two person below the department head. And one of the reasons for doing that is the town clerk, of course, is an elected official and can change. It hasn't recently, but at some point it will. And the deputy therefore needs to be in charge and in fact will probably train you know, an incoming someone who's elected for the first time as town clerk isn't going to may not know a whole lot. So it's very important we have a number two who understands all of the functions and can in in fact act as the town clerk in his or her absence. >> Okay. All right, very good. Um I see that it says 100% training uh um and experience. What kind of training is that? >> Well, you'll have to have
010a particular if you look on the job posting you'll see that you'll need you need a certification. You can't just be a dep- a town clerk. You need a uh state of Connecticut cer- training program which gives you a certification. >> Okay. All right, very good. Thank you. It's a kind of embedded in the ex- in the experience piece. >> Correct. That's right. And we would require experience in the town clerk's office, but the key piece would be the certification and you can't get the certification unless you're working in the town clerk's office. >> Yeah, okay. All right, very good. Thank you. So, a motion to advertise and recruit for a deputy town clerk in the town clerk office. Um, anyone make that motion, please? Somebody? Thank you, Michelle, and I'll second that motion. Uh,
011without any further questions or comments, um, please signify uh, approval by raising your hand or saying I. >> I. >> Okay, I think I got everybody. Um, any opposition? All right, motion carries. I'll set Steve. Okay, we're going to move on to the approval of the transfer list. I see there's one request. >> Yeah, not surprisingly, the remaining assistant town clerk is asking to be put on the transfer list and he he will have the opportunity therefore to interview for the deputy job. That doesn't mean he gets it. It just means he has the opportunity without having go without having to go through the testing process to be uh, considered for the position. >> Okay, terrific. Thank you very much. Um, and the approval of the transfer list. Anybody? Somebody? Thank you, Michelle, and a
012second. Thank you, Alice. >> [laughter] >> All in favor signify by saying I or raising your hand. >> I. >> Any opposition? Hearing none, uh, motion carries. And uh, no report this morning. >> Yeah, I didn't do a report this month. I've been kind of doing them every other month. Um >> Okay. >> just because. >> Okay. Any further business? No, then I will entertain a motion to adjourn. Thank you all very much. Enjoy the rest of this beautiful summer day. >> Hang on. So, who made the motion to adjourn? >> Nobody yet. >> [laughter] >> I'll make the motion. >> Oh, sure. Now they all jump on it. >> [laughter] >> And Alice seconded it. Okay. >> All right. Who made the motion, Lauren? >> Yes. >> All right. All right. And we are
013adjourned at 12:13. >> Thank you very much, everyone. >> Bye, everyone. >> Bye. Thank you very much.
