001Good evening and welcome to the uh water pollution control authority meeting of March 25th for the town of Trumbull and I'll call the meeting to order and it is 601 and I ask the role clerk to call the role. >> Frank Craiger >> present. >> John Break >> present. Bruce Ilstein >> here. >> Sean Green >> here. >> We have a court. >> Great. >> The first um order of business is I need a motion and a second to approve the February 26th meeting minutes that were distributed to you the other day. >> So moved. >> Second. >> Have a vote. Please raise your hand. >> Abstain. abstain. >> Oh, do you need my vote? Cuz I was going to abstain because to be honest, I haven't read them. >> I was not present. >>
002The abstensions count as votes, so you're okay. >> Okay, then I would rather abstain because I I've just been so busy today, I haven't read them. >> Appreciate it. Okay. Um, so Margaret, we had two abstensions and two yays. So, the the motion passed. Correct. >> Correct. >> Thank you. Um, I'm going to ask Bill to discuss the um yeartoate WPCA budget report. >> Just need to bring it up and I got to go back to my email. >> You know, I read in the Trumbull Times that they published the entire town budget. >> Yes, they did. And we're listed as not as expense but as an enterprise down below everything. >> Us and the golf course. >> The golf course. Right. Yeah. >> Right. >> It's been that way forever. >> There's a statute
003on um this type of self-funding organization. I just want to bring up the um oh the the year-to- date budget. I want to bring that up, but for some reason >> that would be from last July 1st to today or is this an annual budget? >> It's the it's the the annual budget. No, it's the operating budget year to date. >> Bill, do you want me to try? >> Yeah, if you could, please, because I'm having problems not having two screens. I could bring it up as well. >> Bruce, if you could. >> Yep. >> You see it? >> Yes. Can you blow it up a little bit? >> Says I am, but it's not looking bigger on my screen. >> Yeah. >> Uh, >> you got to go up top and hit that plus.
004>> There it is. >> Yeah, I think you can. Oh, if you have a touch screen, you can do your own. >> Nope, it's not a touch. >> So, this is the year to date um operating budget for 2526. Um, you can still see we still have available budget. Um, John, you asked last month about where do we stand revenue-wise. So there there's the revenue 6 million816 has brought been brought in and uh actually we're in pretty decent shape. we have percent used. So we we still have budget left on most of our items to make the next uh three months. Any questions on any of the items? >> These are what they're the end of February or what is this? >> So this is uh for February. This will be February, >> March, April,
005May, June with four months left in the year. >> So yeah, >> this is Jim. The question I have, excuse me, I have is in the far right column percentage use. Why do some of these read 100% at this point in the year? >> So maintenance revenue. So that that's where they we have already encumbered. Well, first of all, the the sewer revenue, sewer use. >> Mhm. >> That is what they've taken in so far. That's not what they've paid out. what they've paid out would be down in the the bottom column where it says >> no I guess I don't think it's a big deal just from a bookskeeping standpoint kind of rep report standpoint I mean we'd still be taking in additional use charges for the rest of the fiscal year though >>
006yes that will always be 100% you've taken in exactly what you have or >> Okay >> yeah it's just it's a brain bender for us who are non finance people, but that's how they do revenues. >> Okay? >> It'll always be 100% and you just keep adding to it. >> Yeah. If you notice the numbers, the the the credit's a negative number. >> Yeah. >> Got to be a finance person. >> Where's our connection fees showing up? the connection fee, but they don't. So, the connection fees would be miscellaneous revenue. >> No, it's not very much. >> Yeah, it's 2,000. That's that's what they just the connections that they do on an ongoing basis. >> We haven't had any big big uh projects come in. >> Okay. Those are just sewer permits and registration fees
007for the sewer contractors. Right now >> after miscellaneous revenue, it says oh salary full-time right >> person and salary seasonal >> salary overtime uniform. >> Y >> where do we pay Bridgeport? >> We pay it under contractual. >> It's a big number there in the middle. >> Yeah. >> Service contract. >> Okay. We haven't paid them everything yet. >> No, we have not. But we issued the we issued a uh purchase wreck for the contracted amount based on an assumption of usage and then at the then in Jul July in July we do a true up where we >> so that's so that's the the incumbrances. So, you issued a PO for the full amount. You only spent 4.728 million and you still have a remaining 2.86 to go, >> right? All right. How does
008how does it add up? Total sewers enterprise is 11 million. I don't get the math there. Oh, I see. I I I see why. Yeah, that's just the >> that's just expenses, >> right? >> And then when you go to year-to- date total, it's only 52,000 because it's offset by the 6.8 million, >> right? >> All right, that's pretty good. Who makes up the uh So, we collect about $8 million. Is that right? >> That's correct. That's correct. >> Who picks up the other three million? >> That's in the enterprise fund, I guess, in our capital. >> Okay. >> And and don't forget we there is also connection. There's also uh the sewer usage fee >> that's part of sewers, right? >> Right. Right. the the ma so on your sewer bill there's two parts
009one is for usage and one is for the maintenance portion >> yeah the maintenance is what like $35 a quarter or something >> yes that's correct $ 34 >> that that shows up in that third line item right >> 6 million8 >> yes >> where does the on the assessment show up on assessment >> the assessment shows up on a different thing because that's the assessments are paid on a different account. >> Okay. >> That goes to the tax collector. You you see the principal bonding number down the bottom that we pay for the for our bonds and interest on the bonds. >> Yes. So, >> you don't have much left in the way of capital outlay. >> Oh, no. I'm reading that wrong. You have a lot left. >> Yes. >> 700,000. Who was
010looking for? So at the end of the year, what's left in that account, the capital outlay, they usually take like 600,000 and they move it into the 83 account, which is basically our uh general fund where we that's where we pull out a lot of uh our outlay for like projects. >> That's where you would come up with the $400,000 share on the Reservoir Avenue gravity line. >> That's correct. Well, we have nothing to vote on. So, if anybody has any questions, please ask Bill or we'll move on. No questions. >> Okay. Um, you know, there's two I have a year-to-ate WPCA budget report you were going to go over and then an operating budget update. They're one and the same, aren't they? >> No. One's 2526 and the other one's 2627. >> Okay. Well,
011let's do the other one. >> The 2627 is what we submitted to the board of finance. It was voted on last night and they approved everything so far. The next step is town council. So, so far our budget is what we submitted. Okay, thank you. >> Okay, >> now we're going to move on to um new business and Bill's going to explain what this involves, but it's a request for an eastern resident to hook up to our sewer. >> So, Bill, if you could, there's two attendees. Well, I see there's two attendees. Okay. I know Barbara Murray would like to is if you could bring her in and I'm not sure who Michael is. >> We'll ask him to identify him his name and address for the record. >> Uh Miss Miss Murray, I'm promoting
012you to a panelist. That way you can join the meeting and speak to the commission. Please uh accept the invitation. Just a little bit of a background. Um, uh, Barbara Murray is requesting to be connected to our our sewer. Um, she is a resident of Easton at two Lilac. She has property that butts Madison Avenue. Um it's it's a small piece of property. It's about a.3 acres and she has approximately 4.7 acres in Easton. It's a single family resident. Um >> so it's both it's both in both towns but the >> No, the house is completely in the house. I understand the the the plot is in both towns but the residence itself is on the eastern side. >> That's correct. >> Okay. >> And the access is from where? Just Madison. >> Madison Avenue
013only. >> If I can bring up a map. You give me a second. I have it if you want me to share, Bill. >> Um, I have a I had printed it out. >> Okay. >> So, I I take it the.3 acres is in fact taxed by the town of Trumbull. >> That's correct. It's approximately >> Bill. When was the sewer put in here? >> Oh, back in the 80s, I believe. >> Would there have been a sewer assessment to that plot? >> There was no assessment >> land. I'm having problems there. I'm working from home. My slow my computer's a little slower at the moment. >> I need to upgrade that dial up. >> Yeah. >> Um >> or you can accept Mr. Stein's kind offer. >> Yeah. Okay. Um, I'm going to need
014to recuse myself. I think, let me just address it with Jim for a second. Our firm represents the sewer contractor proposed here. I think that may raise a conflict. >> If I were to vote in favor of it, it might be viewed as a conflict or I don't know. I feel Mondo is a client of the firm. >> It's safer. It's safer if you do if you >> recuse yourself. I think just if you're not sure. >> Yeah, I I think that's more prudent course of action. >> I I think >> I don't think there's a direct conflict there, uh, Bruce, but uh we want to be overly cautious about it and you could >> I think so. >> I can't >> not really the issue. uh before the commission of course but whether they
015get business or not but u >> I know >> okay >> for some reason I can't find Oh there it is it went away over there okay now I got it now I can share okay >> I like the picture that's not it let me There it is. Is that what you're looking for, Bill? >> Yes. >> Um, >> can you show satellite? Can you go to satellite view? >> There you go. Better. the um the portion that abuts uh Madison Avenue is the portion that's in trouble. It is roughly like I say.3 acres and it's trying to pull up and it does. Let me go through this again. Um, and the property is in in East. It's officially known as two lilac. >> Is 4581 Madison the same property? >> Yes. >> Okay. Now,
016you were saying there was no um assessment on this. Was that >> That's correct. >> And was that an issue of the time? It was considered an eastern property. What What was the rationale at the time? If you even know however many years back that was, >> it was it was an eastern property at the time. There is a lateral that is brought off the street, but that's as far as it goes. It was never assessed. >> Where does the lateral come off of Madison or Lilac? >> Madison. There's nothing on Lilac. Lilac is >> It looks like it's all east. >> Yes. >> If you would like I I could pull up the GIS GIS mapping. It kind of show Margaret so you can see the the portion. >> Yep. Okay. >> Let me
017just get there. I don't know why I can't. >> Okay. >> Can you see that? >> No. >> Yeah. >> There we go. >> Okay. So, this piece here that's outlined in black is in Trumble. That's 4581 Madison Avenue. It was a lot which is why it was not assessed at the time but they did provide a lateral. The property here. Can you see my pointer? >> Yes. >> This property here is to Lilock Lane in Easton, which is why you're seeing the town line right there. >> But they put a lateral in. But they did not assess it. >> Correct. >> That is correct. >> Was that I mean it doesn't even look like a legal building lot. So why I'm curious why they put a lateral in >> that I can't speak to.
018I don't know. >> Yeah, it's hard to say. >> But but you have confirmed it's it exists. >> Yes. >> Okay. Um Miss Murray, what is there what's the reason you need this? Um the reason being that I have three um uh septic systems on the property. They're 63 years old and they're starting to fail. Um there's, you know, environmental concerns that could impact the groundwater and the uh surrounding area. Um there's tree roots that are invading the system and are causing blockage and damage. and seasonally the there's a high water table uh that further compromises the uh systems performance. Uh replacing these outdated septic systems would require an extremely elaborate and very expensive new design due to the site condition making it both technically uh challenging and financially burdensome. Uh so for that reason
019you know and and um it's it's you know I've spoken to the health department you know and they've viewed the situation and you know they recommended you know to to try to connect to the uh sewer system as best and most you know reliable for a long-term uh situation. And I'm not asking the town of Trumble to extend any lines or provide any in additional infrastructure or, you know, I'm just asking for a permit because the lateral is sitting there and my husband and I are two elderly people and um you know, we can't afford an elaborate um uh septic system and I really would like to have this resolved without having a crisis in my home. Hey, you said you have three systems currently. >> Yes. Yes. Yes. >> Three independent currently operational systems
020or two old ones and a one you're using now that's a potential third. >> No, there there's three there's there's two bathrooms. It's a very small home. There's two bathrooms. Each bathroom has a system and then there's a system for the kitchen sink and for the laundry room. Oh, good lord. >> It's it's a mess. And and and the trees are are very large uh mature trees and they've all, you know, um the roots uh and and they're very, you know, they've been here for many, many years. So, it really can be a health. Then I back up to the reservoir and all my services, all my services, my water and and and uh you know my electric everything is at the uh Madison Avenue address. I mean I use that as a legal address.
021Okay. >> Bel remind me of our in our previous practices. I mean we have given um connections to people who have who are adjacent to the town of Trumbull who have condition who have >> problems um and I know we've charged a a connection fee. I don't believe we've charged any sort of retroactive assessments. Is that incorrect or correct? >> Um that is incorrect. >> Not surprising. >> All right. So the requirements to connect from Bridgeport is that the town well first of all the contract with the with Bridgeport states that we won't won't accept any sewage from another municipality. Um, we can only we can only accept s they can only we can only tr uh transport to Bridgeport waste water from from the town of Trumble municipal town of Trumbull. Anything outside of
022the town, we'd have to go to the Bridgeport and request permission. So if Murray dumped their sewage into the Trumble lot, then we can take it. >> What's that? If it was No, if the sewage was was made, where's the sewage being made, John? >> The house isn't even 50 feet u from the line. I mean, it's within 50 feet. It's, you know, I'm almost >> doesn't matter. The house is the house is in east. >> I understand. I mean, that's that's uh where it is. I mean, I can't change that. But anyway, >> and the lateral is sitting on the property. >> No, it's not. It's sitting in the shoulder of the road. >> It's not It's not on the property. The lateral doesn't go on your property. Um the um >> still in
023trouble. So this this used to John just to clarify Birchport used to let us manage it ourselves but recently they want they've enforced the contract and they want us to you know if we if we want to connect somebody it it's kind of a rigma rule. >> Well in the past we've actually sent them to Bridgeport where they got approval and >> that doesn't work. >> That's how I remember it. Is that correct Bill? and they no longer >> want the past, but but that no longer is the way it's handled. It's handled now the way Bridgeport asked that we that the town of Trumble has to go in favor of it. >> Now, what if Ms. Murray went to them and said, >> "No, >> I would like to do this." They insisted it
024has to be us. >> She already went once and they denied her. >> Uh, excuse me. They said yes. And then they said no, you have to go through Trumbull to do it, but you're they said you're you are you're cut in from uh Trumbull and uh your driveway is in Trumble. They said that they would approve it, but then they told me and they said told me to call and I called and left you a message, Bill, and then uh the woman called me back and said, "Oh, it's got to come through Trumbull first." But I went down and and I I was there at the facility. uh and uh you know I stood in the hallway while they looked at everything and they so they they felt there was no issue or any
025problem but it had to go through the approval of Trumbull. >> So Bill procedurally they they what want us to go to one of their meetings? >> Yes. >> And and have somebody stand there and on behalf of the the Trumbull WPCA formally request approval. >> That's correct. >> Yes. the um >> I I I know I'm going to regret this, but what if I volunteered to go to their meeting and make such a request? I I feel badly for somebody who's paying taxes to the town of Trumbull. >> Well, their taxes are $100 a year. John, >> I understand. But this nonetheless, they're paying taxes to the town of Trumbull. Mike John I think I think I think we have to be cognizant of the fact is that there's another situation brewing in town
026where there is a similar situation but the development that's going to go in is a multifamily apartment complex so we have to watch any precedent we said I wouldn't be adverse to this if we could put some kind of deed restriction on it that it's only for a single residence That's it. >> I don't think possible. >> You don't think that's possible? >> Well, we don't have a written set of policies to to follow, unfortunately, that that we could vote to amend. Jim Jim, correct me if I'm wrong. Is that statement accurate? >> What exact statement, John? that is there a written set of policies that we could vote to that that exist that we would be voting to amend to put that limitation in place? Um I'm not aware of any such document. >>
027I don't think there is but I I don't see how it could be enforceable. I couldn't give you a quick opinion off the top of my head, but there's no way to enforce that. If the connection is is made and allowed, any subsequent owner can use it. >> You could put restrictions on anything and and it we would we would >> wait. Let's clarify what Jim just said. He said if this connection was allowed, we couldn't restrict subsequent users. I don't think that's the issue we're talking about. Um Frank is saying can we have a limitation that says um >> one resident >> basically if if we're using the rationale and I assume that the project I I can't remember the that project that Frank was referencing is it adjacent to Trumbull or actually have
028property in Trumbull but I think the distinct >> it is the same that they have property in Trumbull and it's a small fraction thereof. My understanding is they bought some property in Trumble, >> right? >> Well, if we didn't approval, why couldn't we put in our approval that we're approving this solely for a single family residence? If anybody ever wanted to do beyond that, they would have to come back and apply. >> Then what if they don't? >> Well, then they can't >> disconnect it. >> I would put in there I would put in there that it would get disconnected. >> We do that. >> We put a valve in. So, so your concern, >> Jim, your concern is the the other 4.7 acres could become an apartment complex in 5 years, 10 years, whatever.
029>> I don't I don't think we should set the precedent that if you have a sliver a sliver of land in Trumble that you can connect to our sewer system. It's a $200 million system that there was never an assessment on this property. That's why I asked that question. So, you know, the $2,500 connection fee hardly pays for the price of our system, but I understand hardships, and I'd be willing to consider it if we could put some ironclad restrictions on the connection that it's for a single family, this house in particular, and that unless it's another, you know, that's it. It's for single family, period. And Jim's saying is we can't do that >> and that neither that and that doesn't matter unless somebody's will somebody's authorized and nobody is at this point in
030time to go to the city of Bridgeport and say on behalf of the town of Trumbull I'm making this request. So um because apparently they want to be difficult on how the procedure. So >> can't can't the homeowner themselves deed the town some type of restriction. homeowner if she voluntarily puts on there that there's a restriction of some kind. >> Yeah, we we've used restrictions like that on real estate development. >> The town sells property and it's deed restricted to single family. I have never heard of any type of deed restriction that prevents a subsequent owner of the same property from using a pre-existing sewer connection. >> How would you enforce it? They say, "Well, okay. Yeah, we agree to it." And the property gets sold, and the next guy comes in, >> builds a
031100 units, and say, "Well, I'm going to use it. It's mine. I own the property." >> If there's a restrict John is saying is is is she she agrees to put a deed restriction on the property. >> It would run with it would run with the land. >> It' run with the land. They couldn't say we didn't know about it. >> I think there's two things going on. I think Jim is saying you can't restrict the use of the sewer down the road. And I think what the other people are saying is deed restrict the entire piece to a single family. >> The pieces in east we don't how do we do that? >> But if the homeowner came to us and said I'm deed restricting the five acres the 4.7 in East the.3 in
032Trumbull I'm going to deed restrict it to single family use. then that would be a different story. >> You can indeed restrict it to single family use when you sell it. >> Why can't they just put a a restriction on right now? >> Who is it with? It's like an agreement with themselves. I I don't know. >> Well, if an owner owns a piece of property and wants to give an easement to the next door neighbor, they could. >> But that would be between two different parties. But only only the uh servant estate would have to sign it. The owner granting the easement would have to sign it because it's only restricting their property. >> So who who would sign it here? >> The homeowner >> is an agreement with Trumble. >> Guess Trumble would
033have to accept it in effect. >> Bill, is the lateral that that's installed there sufficient capacity for a multif family use? It could be. >> It could be. Okay. Just grasping at straws here. Trying to think of ways we could. >> But I also want to note that we have a contract with the city of Bridgeport that requires their approval. >> And we authority to approve this without their consent. >> We we we we we got >> would still be contingent on it. It would have to be. Yeah. But before we decide to help out, if there's a if there is a financial hardship, I I wouldn't I wouldn't recommend it unless we could put some kind of restriction on our approval that it's only for a single family home. And if and if if
034the if it later gets developed into multiple residents or multiple family, the the um the the lateral will be disconnected. But you can't just end up in court. That's their sole method at that point in time of discharging the wastewater. We're just going to disconnect it. Then what? >> You can't. >> Well, if it's a house, it doesn't matter. It'll always be a house, then it doesn't really matter. Why not? >> If they put up If they put up 10 houses, then it's a problem. >> No, no, no. Even if it's a single house, it matters because they don't have any other way to discharge the waste water. Then this is the same. But the the but the agreement would be is it only is for one house period the house that's there and if
035they if it changes to either you know more to more than one house then it this connection is no longer valid. >> Wouldn't they have to come back to WPCA at that point? >> I don't think so. >> There's an approval. >> I mean they're they're not in our town. We don't control what they do. I mean, if it was our town, we could deny a building permit until they got approval from the WPCA. >> And I I see the whole situation rife with complications and enforcibility problems. It wouldn't have to even be the next owner. It could be two or three owners down the road. It's not No, >> I I get all I get all that. properties in perpet land stays the same. Um, well, I'm just concerned that we would establish a
036precedent. I don't I don't want to establish a president. Um, I I mean, I feel bad. I I You're telling me we can't put a restriction on it? So, okay. >> I don't know of any way to do it, and we don't have Bridgeport's consent. I I I don't see. >> Well, they've never denied consent before. Well, I guess they have. I take that back. >> Well, we don't know what they're going to do. >> They told me that they would approve it if if Trumbull agreed. It was up to Trumbull. >> That's not what they're telling us now. That When did you go see them? >> Hang on a second. I went um it was sometime in >> letter November of 25. >> Yes. >> Did Bridgeport had changed Bridgeport had enforced the their
037contract with us prior to that, didn't they, Jim? >> It was November 14th, 2025. >> You mean for other non residents? >> Yeah. When did they say they're going to enforce, you know, change the policy and go back to the contract? >> I don't know. That that was a communication Bill had with them. Not not with me, but it's in the contract, right? >> It's in the contract. >> No, no, no. I I agree it's in the contract, but they they waved that for the longest time and then they said, "Okay, we're going to bring it back." If I may, they changed their policy according to their minutes of October 21st, 2025. >> Oh, so there you are. So it was very close around that time. >> And I I also wonder whether the administrator
038was aware of the applicant's actual residence at the time of that. it was not. >> But um but I I I see two major obstacles toward approval of this uh right now. So I don't know how you do it, but >> John Burke, what's your thoughts? Uh, I think like all of us, we'd like to help out, but if I'm I'm surprised that we can't do some type of restriction. If I'm told we can't, then uh certainly can't have it if it becomes multi- houses on that lot or something. I don't know because I think back to when we approved the I guess development that's probably not happening as far as I know on the Monroe Trumble line where some of it was going to be in Trumbull and some of it was going to
039be in Monroe. We approved that knowing >> knowing it was going to that some of it was in Monroe. Um, in fact, I I argued for it. Um, um, because they were a Trumble taxpayer. I get that this is just a sliver of a lot, but I I I still try to give as much respect as I can to Trumble taxpayers who pay money to our town. Um, >> and my family's been a part of Trumbull for 50 years, and I graduated from Trumbull High School in 1971. It just so happens I have a house that isn't sitting it's sitting 50 feet from Trumbull. So I've been a Trumbull girl many years. >> So is there's nothing that we would do if somebody if somebody has an existing property in the town of Trumbull with
040a single family home on it and they suddenly said like we saw on Reservoir Avenue, we're going to build an apartment complex behind it. And the argument is that we wouldn't be able to charge connection fees for that and get appropriate compensation because um there's an existing connection to a line on on the property. >> They find that hard to believe. >> That happens every day. Every one of these applications for apartment buildings, there's homes already and they can't just attack attach to that home. They have to come to us. But >> John, that that was all in trouble in another tone. >> It's really not the same situation. >> Just a crazy idea. Uh what if uh the property became all Trumble property that East East allowed the address to change? The land would
041become Trumble land. Then we have complete control. No, >> it does happen from time to time. Remember up in the Monroe eastern border, they transferred a lot of houses several years ago. >> Can ask the last first selectman about property in Trumble that got taken over by the state and re reconfigured >> and built a school. >> Yeah. >> Yes. Look, the only thing I could tell you was I I I could try to research this at some point, but it's a very unusual and um you know, arcane little issue here. I I don't know what authority I'm going to find to enforce a restriction on a different town owner after they've already received an approval. But I think what everyone is envisioning is that the deed restriction be you know given at the same
042time the approval is um in effect so that they then restrict their eastern property by filing I don't know a land use restriction document in the east land records restricting it to a single family home. >> Is that irrevocable, Bruce? >> Yes. >> So, I I didn't hear the question there. What >> was it irrevocable? And the answer is yes. >> Irrevocable. Yeah. Yeah. I don't know. I >> Well, part of the restriction would have the words in there saying this restriction runs with the land. >> A strong legal term. It means it doesn't go with people. It goes with land. I've seen many of deed restrictions that never got followed through. >> That's what lawyers are for. >> Yeah. Well, >> I think it's a very risky proposition for a number of reasons >>
043and being that it would create a health issue to disconnect it is a problem. Well, the see I don't see I'm having trouble with that one because we wouldn't necessarily disconnect the single family home as long as it existed. What we're saying is you can't add to that that line. We already have that situation in town. Um I I'm I'm struggling with why that is that hard an issue to deal with. >> I don't think I agree with John. I don't think that's a hard issue because you you've restricted that parcel to one single family home and so a multi-use property can't be built there. >> Why don't Why don't I suggest this? I I I think we should give consideration. Um and but I'm not going to I'm I'm not going to give consideration
044unless we know we can restrict it. And it looks like we need to do some more research. Um, and you know, we're not going to be able to do it in in the next 30 minutes. Um, would it be okay with you guys if we just table this and let the lawyers on the commission think about it and and see if we can come up with some kind of ironclad restriction? If it's not ironclad, I'm not going to vote for it. No, >> it has to be. We have to have control. I think I think tableabling it's the best idea. >> Okay. T I'm on a motion that we table this till next meeting and that that um we have a I'll discuss it with Jim and then to discuss it with Bruce and John
045figure out what we can do. Can I have a motion to approve that? >> So moved. Can I have a second? >> Seconded by Bruce. Um, I have a vote. >> Abstain. >> John. Okay. >> Yeah, I was here. >> Three. Three yays and one abstension. >> Okay. >> May I ask who abstained? >> Bruce. >> Thank you. >> All right, Miss Murray. I'm sorry that we couldn't give you a quick answer, but >> I appreciate you taking the consideration and um you know, it's it's really going to be a hardship. Um I probably won't be able to uh to live here and I really wanted to, you know, I bought the the property to to walk it and enjoy it. I even brought bought a uh golf cart to drive around and I plan
046on being here. My mother just passed at 100 and I plan on being here a long time and uh you know but I can't afford what what would what it would entail and um you know especially when the lateral is right here and we're two senior people. It's not like we don't even have children. Okay. >> I you keep saying you can't afford it. Have you gotten an estimate as to what it would cost you to re redo your septic? >> I I've talked to a few different people. Yes. What what what what kind of pricing are ahead? >> Uh you know without them doing the actual testing and coming in and tearing apart the property, they can't give me an absolute but but looking at you know what B maps we have and walking
047the property and um you know I've got water coming in the basement. Okay. uh and and I've got, you know, it's very uncomfortable and and and I don't want to end up having a real health uh situation. Um I'm very well of health. I'm 50 years I've been a hospice nurse. So, you know, I I want things meticulous in my home and I want to live healthy. >> But no one's even given you a rough estimate. You're saying >> somebody threw out a number of like 35,000. I I I've had a couple people that I've talked to. Okay. And that's that's a lot of money. I mean, I went and I took a $10,000 loan to have the connection done um here because I thought there first of all, I wouldn't have even started if
048I knew there was an issue. Um, but I went I started I, you know, I did, you know, hired uh Jim Mondo and uh gave him $4,800 of the $10,000 I I borrowed and uh, you know, I expected to have this corrected for $10,000. >> Okay. Well, this has been tabled. We're going to look further into it. >> We're going to try to make sure we cover our bases. >> I appreciate anything you can do. Thank you for your time and for, you know, talking and and, you know, looking into it. >> Thank you. >> May I sign off? >> Yes, you can. Thank you. >> Thanks. >> Thank you. I'm trying to find the lead button. >> Bear with me. I got it. Thank you. Good evening. Good night. >> Good evening. >> All
049right. Well, we we'll talk about this in the next before the next meeting. Um if there I I don't have any other new business um the um to discuss. Uh before the meeting started, Bill Bill did indicate that he did find the additional capital funds from our last meeting with vessel technology. So we're we're good to go on this the stipulation that we put on that. Um other than that, does anybody else want to talk about anything? >> Yeah, there there's one thing I do want to mention. commission. It's come up in discussion with the administration a couple times, but just, you know, we're in the last year of our contract with Bridgeport. I believe it's paragraph for section 2.2 states that unless we exit the contract, and that's a defined provision in there or
050in default, uh, it automatically renews for three more years. And obviously we're not exiting and we're not in default. So that's what's going to happen. >> Do you do you put them on notice or you just it just by default goes three more years? >> It it it says it's automatic. Uh I recommended the bill that the WPCA on its letterhead send a uh an email or whatever just uh to confirm the fact that uh we're renewing for three years per the contract. Does the contract provide for the the cost for the next three years? Is that negotiable? >> That it's it does not specify, John, to answer your question. And uh essentially, we have been charged at the same rate that other users in Bridgeport charge. So, it's there's no differentiation. >> We're a
051mega user, >> but we are >> us to be another user. So, we get they can't charge us a different rate. And you know, they probably would like to charge more, but nonetheless, it's the same rate that they set for all users in the city. >> That gives us some protection. >> Yeah, it's true. Um, we're also paying for their bad debt. We're also paying for all their sewer line maintenance. So, and their capital buying of trucks and all that other stuff that we don't use. Plus, we're paying for our own. >> So, So, but that's the status on the uh on the contract. So, that's coming. >> Should we negotiate should we try to initiate negotiating a new extension? >> Well, all we can do right now and there has been some outreach by
052uh the DPW uh to their counterparts in uh Bridgeport uh to get a discussion going. All we can do is request meetings and try to get a uh some kind of conversation going with them. We don't we don't have any way to force them to the table and without filing a lawsuit. Maybe they'll cooperate, maybe they won't. You know, >> they'd be stupid not to cooperate. They we have no place else to go. >> Yeah. But that's that's why >> one of the reasons they don't have to cooperate. >> You could say >> this is kind of like the uh Eastn Connection, >> guys. This is their cooperation. You keep paying us and we'll cooperate. That's that's their cooperation. >> I assume we're a profitm enterprise for them. >> We make them money. >> I
053think we're >> I think I think we pay our bills unlike their other clients. >> Well, yeah. The question really is, you know, whether we pay too much for what we get >> going down this road, but the um, you know, the alternative is Stratford or Fairfield and >> yeah, >> unless we reopen that, but I would I think it's worth trying to reopen negotiations with Bridgeport. >> Well, like I said, there has been outreach. There has been a preliminary discussion or two with from the George Estrada at BPW and a particular individual in the Bridgeport administration who was at least was receptive to the points raised but hasn't really gone very far beyond that but trying to get that u on a schedule at least. But uh where where do where do they stand
054with their project? Does anybody know their $400 million investment? >> That's the first stage of their projects. Yeah. >> Money didn't get spent before they build it. >> They're under a consent decree to have Well, they've been under a consent decree for 30 years, but um thought the state was serious this time. Bill, tell me. Yeah, I I believe George um Strata was at one of our other meetings. Um I I believe there was some um receptiveness to allowing Trumbull to attend uh the meetings. I I mean before they won't even let us attend their WPCA meetings and I think that there has been some movement in that direction. Did you hear about this bill? >> I did. I did. I think they were receptive to us being um at least have representation from Trumbull
055at their meetings. >> Right. >> The rationale, Jim, being that that we are not residents of of Bridgeport. Therefore, not >> not even though we're customers, we're not residents. >> Right. Right. >> We are. It's like it's like it's like the Connecticut's agreement with the New York Metropolitan District Transit Authority. We don't have a seat on the board. >> It's like taxation without representation is what it is. >> My god, I've heard I've heard that before. Um All right. So, unless unless you want to talk about Yukon basketball, we're going to I'm going to ask for a motion to adjourn. The Yukon game is starting so late on Friday night that we'll be asleep before it >> start in the second half. The last game I slept through the entire second half. >> The first
056game is the one that ran late. I stayed up to >> 12:45. >> Yeah. Well, so did I. But the um Yeah. Anyway, I watched the women the other night. She's It's almost embarrassing how good they are. when >> the uh Okay, I have a motion. >> Have a motion to adjurnn. >> So moved. >> Have a second. >> Sure. >> Seconded. Have a vote. >> The motion passed. >> All righty. We'll see you next week. Jim, I'll talk to you about this >> next month. Next month.
