thank you well good evening everyone and welcome to the Monday August 14th meeting of the Campbell County School Board good to see everyone here everybody's back ready to go back to school now I know I know your teachers and administrators and everybody's been working hard through the summer but it all comes uh comes together tomorrow morning when the buses roll in so good luck at this time let's start out with uh pledge allegiance to the flag and then a moment of silence I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you foreign okay uh item two we gotta we're gonna do a little switch up here this morning we're gonna switch up
A and B under presentations I think we're still waiting for some parents to come in so we're going to uh switch up B and we'll have uh uh Dr Ronaldo with crisis management Plan update good evening Mr chairman Dr Stanley members of the board I'm coming to you this evening to share information regarding our 23 school crisis and division crisis plan and while I'm the presenter please I want you to understand this is a completely collaborative effort when it comes to the safety and well-being of our students across the division I've attended multiple Department of Criminal Justice trainings uh one just a couple of weeks ago with 12 of our 14 sros I think the two sros that were not there were in their own trainings for uh the Sheriff's Department we had Dr renella
from Concord Elementary that was there and also Dr Shields from Rustburg high school that was there and as I've attended these as I've attended these DCJS trainings one thing resonates completely with me is that the work that we are doing in the work that we have done is far exceeding divisions across the Commonwealth and divisions across the country I could say that with certainty and Folks at these dcgs conferences have also backed that up so tonight I'm going to give you an overview of the process of the development of this plan and the components contained within it there we go the crisis response plan is our framework for preparedness and the protocols contained within the plan are how we respond to a crisis before during and after the protocols that are within the plan are
aligned and then executed within the schools to division leadership and then with our County with our County's First Responders as I just mentioned a second ago we value and we work very closely with Tracy Fairchild the Department of Public Safety with Randall Johnson or Fire Marshal in the sheriff's department and our team of sros and and again we do have the best sros uh out there we're very fortunate for Captain lawhorn's leadership and also Lieutenant Mayberry's leadership and support because it makes a huge difference I also work very closely with Mr Sisk and Mr Hudson with this plan as well the different components that I'll talk about briefly there we go the purpose of the plan is to have set protocols in place before and during a crisis and the goal of the plan as
a result of these established protocols drills exercises and training is to have a rapid unified response in case of a crisis from the schoolhouse to division leadership into our Public Safety and First Responders at our July I'll probably get the hang of this before I'm done had our July leadership conference Dr Stanley presented Four Points of focus to the division first one was creating safe learning environments for our staff and students second one is creating a student-centered culture through Collective efficacy the third one was the focus on quality instruction and the fourth one is connections with our parents and families now I want to share with you what we are doing to create these the safe learning environments within our schools as it relates to the crisis plan and what systems we already have in
place and how we are connecting this important work to our families and our communities as a division we're required to complete multiple surveys safety inspections and safety audits after the collection of this information we disaggregate it we share it across the division and then we make appropriate adjustments to our crisis plan and our protocols for example some of our recent survey results showed that we had to make an adjustment to our threat assessment protocols so Nell Mickelson who works with our counselors got our counselors together that information which uh was created and then shared and embedded within our threat assessment teams per code threat assessment teams are established within each School that consists of Administrators SRO a counselor a teacher or teachers and the goal of that threat assessment team is to assess individuals students
who may pose a potential threat to the school or a threat to themselves I think it's important to know other noteworthy findings of our survey of our safety and climate survey included that our students perceptions of connectedness and belonging to their schools far exceeded the regional and state levels also students fears about school violence were below Regional and state levels so that's a positive in our staff perceptions of school safeties and sros making addition making a positive impact on school safety also exceeded Regional and state rates an example of how we use the information from the safety inspection and audit when Dr Shields completed his safety audit we unpacked that information and we identified a need for some additional fencing and some and some barriers to where students go in in between the different buildings
at Rustburg high school for further protection so we take that information we apply that to Grants that we apply for and then we get that get the resources to then make these changes to our plans and to our actual schools here are examples of measure security measures and practices that we currently have in place across the division we have just recently updated our Raptor visitor management system which identifies registered sex offenders so they're not gaining access to our students and schools the training and the updates for this were also supported by Mr Hudson and his team we have metal detector wands in each of our schools and training was provided by Captain Lawhorn and David Hawkins for our administrators for appropriate usage Internet Security is constantly being monitored and upgraded by Mark Hudson and his
staff we have security cameras in all of our schools and buses and GPS systems and all of our buses which we continually maintain and upgrade and last year we also started to install Vape sensors in each of our high schools the technical center and Cornerstone and we will start Vape sensor installation at our middle schools as well the most recent safety protocol that we have started in the division is the one at the bottom right is the implementation of the standard response protocols and I know that Dr Stanley had shared this with board members at the July meeting we made this change in going towards the standard response protocol because it unifies the language and the vocabulary of how we respond given to a crisis and that is so critical that we speak the same
language within the school as division administrators and with our First Responders as well for students it gives Clarity for expectations and actions for administrators and teachers it simplifies the process of training staff and students and for division administrators and First Responders it gives us that common language and protocols which gives us a greater predictability to respond to events as they occur SRP training was provided to all of our administrators by Captain Lawhorn back in July and this summer all of our sros and administrators trained their staffs on the standard response protocols I'd like to share with you an example of share with you an example of how we are actually taking this information and connecting it with our parents and our communities and this is from just a few days ago at the open house
up at Concord Elementary and Dr renella started to share this information with the parents that were at her school that evening [Music] so in Campbell County all of our schools all of our teachers have now been trained in what is called standard response protocol and Michelle is going to help me because I have a handout for every parent of what this is and I want you parents to read at the top of it how do SRP standard response protocols it is for the instances where there is either crisis there's an emergency there is a time when we need to be as safe as we possibly can be and have a common language previously we've had things called a modified ideally if we need it to basically put our building in a secure circumstance or if
we have a full lockdown we also practice fire drills we have fire journals once a week for the first month of school and we have been once every month after that moving forward we are going to have five different scenarios and this is why again there is Common Language the first if there is an instance where we just need to keep classes or a group of children and teachers off of a certain hallway or out of a certain area I will make an announcement and we'll say we're on a hold and where we're on hold so for example if we had a medical emergency right outside of this Pub out of the gym in the hallway we would call a hold for resource drive and that would mean we would ask that no one come
on resource drive and then once everything is all cleared up we would say they can hold it is released secure secure is kind of what I was talking about when we say a modified but secure could be there's something happening out in the community and we just need to make sure our building is secure doors are already locked we would not be letting anyone come in and we would not let anyone go without classroom doors would be locked but teaching would carry on this could be like in Rustburg does example of the presentation there was obviously it was about 20 minutes worth of presentation that was provided to the Concord families I also know that Dr Shields did the same with his community and uh with his parents as well he's started to share this
information as I know other schools have our next phase of school safety and crisis response planning will be practicing our protocols in the upcoming months so we get into the phase now as it was alluded to in the video we will start to do fire drills one time per week and then one time per month following that we'll do four lockdown drills throughout the year we'll do bus evacuation exercises throughout the year too that we're required to do one within the first 60 days and then one after January and then we'll conduct multiple tabletop exercises and during those exercises the crisis teams within the schools they take a a particular crisis or scenario say a missing student or an intruder in the school and they talk through and they walk through those different protocols and
then they share that information with their staff as well as what to expect what will the standard response be to it and then what is the protocol after that standard response has been established also on a Division level we'll be refining our standard reunification methods which is when if and when we ever did have to do a an evacuation and a reunification of a particular School in an area we'll be going over those protocols in the hopes of doing a division-wide reunification exercise we've done those in the past pre-covered and we're looking to begin those again now that we're getting out of covid is to start practicing that reunification method and those practices and protocols that being said I do hope that this overview has been uh has been beneficial to you I've tried to
give you the essentials of it without getting too much into the details of of what it is we do in particular situations but I am open for certainly any questions that you may have or comments that you may have at this time we're the Altavista Police Department in Brook new police department involved with this with the standard response protocols um I don't know if we I don't know if they are or not I assume that they are Captain Lawhorn yeah well I would say that in the uh in the spring of last year the initial conversations that we had were in hurt and certainly included altafest Hotel police and hurt so they're having the same conversations and it's from my understanding that they're adopting these same protocols yes thank you Dr Stanley thank you so
um you mentioned like fencing at Rustburg High School um have you identified other needs that the Board needs to address or uh urgent needs or not necessarily that the Board needs to address so the way that the process works is we look at these audits we look at the surveys we look at the inspections we look at the results majority of this is funded by grants school security and Equipment grants that we apply just finished the application and I think it was over three hundred thousand dollars worth of equipment and resources that we have asked for um so no nothing immediately from the board I think it's more of an awareness of how much collaboration and how much communication and understanding understanding that it takes a lot of people to get this done so in
terms of resources I would say no Dr Miller I think we we have a process for that I think probably the biggest thing that the board could do is as you already do is continue to support this work as we're going forward by communicating to parents and families what it is that we're doing so they have an awareness and they can help out because they are a big part of this the families appreciate your proactive approach here and being out in front of it do too much so no it's a continual thing and and I'll say this with complete transparency I've inherited something that has been established for for years the work with the sros and Captain Lawhorn and his folks is it is um yeah it's incredible work that we're doing and I can
say definitively compared to other divisions when we went down to the criminal justice training in Hampton for several days I mean we sit and we talk what sessions are you going to what session should we be attending to debriefing after that how that impacts us um you don't see that a lot from the other divisions I don't mean that critically but as much as we do when we take that time to do that we're very fortunate I'm very fortunate we're very fortunate as a division and we've got a lot of support from the sheriff's department uh another community members in that regard we get a copy of presentation yes sir absolutely yeah it'll be good any other well I'd just like to say I appreciate that we're doing such a good job um I expect
nothing less um and the fact that we set the bar for other divisions is where Campbell County should be so keep up the good work I agree thank you Mr chairman um follow up on what Dr Miller was inquiring about so I trust after you finish your Audits and find out kind of your hit list of what you need to do at each school with that totals up to and what kind of funding you get from the grants if additional funding is needed you guys will come to the board for that funding and we do that okay we yes yes sir so yeah if the we asked for 300 000 worth of resources if we get two hundred thousand dollars worth of resources then I go to Dr Stan and say this is this is
where we're sure can we yeah the answer is yes move forward with something just because we don't have guessing out of a grant right yes sir no I I advocate to the utmost of of whatever is not covered within the Grant and work really closely with Ms mcclanahan's team and supporting and working on that Grant so yes sir understood all right thanks yes sir thank you thank you Mr chairman I got one question who makes the call or whether it would be like an evacuation or a lockdown or any other orchestration that or the SRO or who would be the administrator at that school solely yes sir yep they will make a decision to activate any one of those five responses well in the other times where you have a threat assessment team that evaluates
the the circumstances and and helps make that decision but at the end of the day it's the principle okay and then we'll add to the principal will collaborate with their own you know so thank you yes sir thank you very much okay next up the regional water tower Showdown winners Dr Hale and Miss Patrick foreign good evening Dr Stanley chairman Epperson and members of the board this summer we were able to make some updates to our Middle School summer school curriculum and embrace the theme of water and along with that we were able to some of our students participated in a regional water tower Challenge and we are here tonight to recognize these winners but also give you a little bit more information about that and before I turn it over to miss Patrick who
is our science instructional specialist and she serves K-12 I really want to thank her for her hard work and embracing this project as well as all that she does to support our students and especially to support them loving science so at this time I'll have Miss Patrick share out of all the things that I've ever done in Campbell County this might be the thing that brings me the biggest amount of pride I am so proud of our students or their families our teachers the administrators everyone who was part of this program so back in April Dr Hale um said I want to make summer school for middle school students a little bit more and I was like okay sure that sounds great maybe we can bring in some stem I went back and with seconds
later I had an email from one of our partners from the Lynchburg water resources and she was telling me about this uh Challenge and I said well Dr Hale I think I have your summer school project so we went through and we looked at different curriculum and we were able to purchase a curriculum from the Smithsonian yes the Smithsonian Institute and we were able to bring these students a real world challenge where they were looking at ways to bring water to their communities sustain clean water and not only did this look at the science and the engineering it also looked at reading and writing and doing math it was a fully integrated program okay so part of the program was a field trip and the students actually went and actually scaled on top of the
Lynchburg Water Tower and they had a chance to see how the water comes in through the Peddler Reservoir they learned a little bit about how water is provided to different communities they played games they had some fun and then they were able to participate in this stem challenge where they had some constraints where they had to look at the structural efficiency the container had to be able to hold up to two gallons of water and they these kids totally rocked it so we went to the Smith Mountain Water Authority on July 8th which was a Saturday you had to be there bright and early in the morning and our children did really well I'm going to take just a moment to show a video this is a little bit of uh the promo about the
whole program everywhere you look there's water infrastructure underground pipes treatment plants and the most visible of all water towers Tower show up at magnificent Heights and sites throughout our cities and towns often a main piece of our community Skyline but even more importantly they're part of a vast complex system to distribute clean drinking water to communities this summer there's a special challenge just for you together with your team we challenge you to design and build creative efficient and sustainable water towers for the water tower Showdown maybe it might look like this one or this one or perhaps this here's what you need to do gather a team at your school neighborhood summer camp wherever start brainstorming how you might design and build one of these water towers in your community that's right you are the
engineer once your Tower is built you'll pack it up to present it at a regional competition held at the Smith Mountain Lake treatment facility here you'll meet other teams from across the region and present your Tower to an industry experts each team member of the ultimate water tower will earn major bragging rights and a 75 gift card but don't worry second and third place Towers will also win a special prize so are you up for the challenge ready to invent the world's most efficient and beautiful water tower we can't wait to see you and your Towers at The Showdown foreign basically the whole entire components of the water tower challenge our students did so well in fact when the judges were looking over everything they said that they've never seen one not leak at all
and some of the projects that they had were so sound in their engineering there were no leaks we actually placed and we had two placed winners so we had a first place and a second place winner and I'm going to start first for recognizing our second place winners a few girls could come up here [Applause] so I don't know if you can see on the picture that was their Tower and their teacher told me that they had a little bit of a snafu with the tower like it actually fell apart and they had to do a little bit of restructuring and Engineering right before the competition they ranked second place and there were students from Lynchburg city they're they're gifted students entered this competition and then there were students from Roanoke as well as Bedford
who are all part of this so I was with my great pleasure that I present this certificate of recognition to Kristen Miller and Ariah black both from Brookville middle and her first place winners go to two students from William Campbell combined school we have Xavier Waller and Jeremiah Martin and they are going to be recognized for their contributions and for walking away as the first place prize winners it's pretty amazing Xavier could not be here tonight he had football practice but we have Jeremiah and we have the tower Jeremiah since you have this beautiful um Tower would you like to talk to them a little bit about what you did oh okay [Laughter] um so when I first started I was like a little nervous because I know what I was doing so so like
but mostly like it both like texting my friends like we help like remember what we gotta do and stuff like like all the stuff we got from we got from the front of school and other stuff we stopped the soccer motels and all that stuff so basically like the most like fun to buy left like with like all my friends and stuff since I don't we get to see them that that much during the summer see you yeah they did a wonderful job um the engineers they've judged these projects in Norfolk North Carolina and again they said they've never had one not leak and this one was leak proof so yeah so anyway thank you here's a small token of our appreciation for your hard work and effort thank you and thank you board thank
you good job that's awesome okay next up we will hear at this time the board will hear Matters from the floor each speaker will have three minutes to speak please be respectful of the three-minute time limit prior to speaking please state your name and address comments must be directed to the board and not to the staff the audience or the media and our first Speaker tonight will be Mr David Gifford though I'm David Gilbert from 285 Beasley Road I won't take up a whole time tonight but I just saw something last couple weeks it really impressed me and I wanted to bring it to your attention then I wrote it out so I can read it have my words more clear over the last two weeks I've enjoyed seeing Dr Crystal Edwards the superintendent of
Lynchburg City schools in a new light before this I only saw her walk in the halls with colleagues in the various Lynchburg schools where I substituted however in a recent new teachers meeting she shared her thoughts in the 90s as a young New Jersey science teacher I shall summarize her narrative like this her initial methods did not support her desired results afternoon another new visual of Dr Edwards occurred at the LCS convocation on August 7th I do not remember everything she said but one stream struck out struck out stuck out she recently read something that challenged her to go 21 days without complaining but admitted to the whole assembly that she has to keep starting over because she has yet to achieve that goal the new LCS School Board is asking their faculty and staff
to generate Solutions instead of complaints and Dr Edwards has courageously made herself example number one leading from behind is not on her to-do list it's really a wonderful thing when you see leaders of really working to be what they want to lead others to be and it really impressed me with Dr Edwards and I just want to offer that to you to notes I'm not criticizing anyone I'm just saying that that's a wonderful thing when we see it those who are leading are really leading because they're doing the things that they want those who follow them to do thank you Mr Giver our next speaker is uh Miss Crystal Coleman good evening I'm Crystal Coleman from Alta Vista prior to the last board meeting I hand delivered information to Dr Stanley that emphasized my continuing
concern with the content found in our school libraries in addition I provided detailed information on policies adopted by Bedford and Hanover counties that have addressed such concerns while I realize that it's been a short time between the last meeting and tonight this is not a new concern and has been repeatedly voiced at these meetings for well over a year surely Campbell County has the fortitude to address them I can only hope that at some point this evening we are told exactly how parents of our children will be thoroughly notified regarding the new screening information to be accessed in the library we are past time in the need to address this our children cannot continually be exposed to material whose ultimate goal is to desensitize them to extreme ideologies and highly sexualized content all under the
purported guise of education and worse yet social emotional learning this past weekend Miss Mendez and I had the opportunity to attend an in-depth seminar regarding just these topics this seminar was spearheaded by experts in the field and left no stone unturned or questioned unanswered the insipid nature with which these Twisted ideas are incorporated into our children's learning especially with the social emotional curriculum is outright disgusting and frightening Miss Parker you are also there to hear all of this there is not one person on this board that can stand up right now and swear they know what our children are being exposed to not one of you would permit anyone in your family to fall victim to it either the time is over for avoiding the topic this community needs to hear the plan that the
sport has to tackle these issues how will you make it clear to School Employees what will not be tolerated how will you protect the most precious part of our community our children there can be no gray area here this is a wonderful community that has been so successful in the past with many things and with things that we just heard tonight especially in our response and I was still working them during the covet pandemic together we can tackle this as well thank you thank you Miss Coleman next speaker Ms Jackie Mendez well good afternoon good evening my name is Jackie Mendez and I'm a resident in Evington Virginia and I'm a member of Campbell kids children deserve better better scores in Reading Writing and math emphasis on their academics is the priority of all those
involved in decision making as well as implementation so I wanna let's turn the page and offer them a brighter future that will prepare them to be confident knowledgeable and purposeful with strong academics once they're out of high school to pursue their god-given talents a few of us participated in this Workshop in Fairfax called our hidden curriculum what is the purpose of Education spent four hours going back and forth and doing SEL access exercises and learning a lot more about transgender issues and Miss Parker was there so my question will be is would be interesting to hear what she thought the workshop highlighted and you guys perhaps could gleam some of the staff and for clarity and discussion I'm going to bring this up again the board passed a resolution to ban divisive Concepts and not
utilize a 1619 project materials to teach all children in Campbell County one year later and more we still haven't Incorporated that resolution it's not policy so it's just a resolution sitting somewhere in a manila folder on someone's computer so I'm asking that um this gets addressed publicly here in this in the coming meetings and not saying well out of sight out of mind I think it's important what's coming down a very serious things that are going to impact children and we want to be on the Forefront of being on the offense so in this community we're looking to eliminate divisive Concepts as well as create policy that is enforced and administered to all employees of the district we would like an update on this request thank you Miss Mendez okay next item up is approval
of the July 24th meeting minutes Mr chairman movie we've approved the minutes of July 24th 2023. second we have a motion by Mr Brandt and a second by Mr Phelps is there any further discussion if not all those in favor signify by saying aye aye opposed motion carries payment of the bills Mr chairman I reviewed those bills and and moved to approve I just want to make a note I'm Sorry Miss Patrick isn't here but notice we bought a lot of paid for a lot of science equipment learning material in this past month so hopefully our science department is well supplied news okay we have a motion by Dr Miller and a second by Mr Jones Is there any further discussion all those in favor signify by saying aye aye opposed motion cares McLennan acceptance
of donations tonight you have seven donations that were listed in advance of the meeting unless you have specific questions I'd ask that you approve them as presented blue motion we had a motion I got a motion to approve okay Mr Phillips I win we have a second we have a motion by Mr Phillips in a second by Mr Maddox is there any further discussion comments yes uh chairman I'd like to thank Mr catron I hope I pronounced that correctly for his generous donation I don't know the gentleman but for a new Press Box in memory of Larry catronym I saying that correctly yeah uh Catherine Katrin I mean that's awesome so thank you to the Catherine family yes absolutely if there's no further discussion all those in favor signify by saying aye aye opposed motion
carries consideration of non-resident tuition what's my plan in here tonight you have 99 applicants being considered for non-resident County tuition unless you have any questions I ask that you approve them as presented we in line with last year or more right on target move approval second we have a motion by Mr Brandt a second by Mr Maddox is there any further discussion all those in favor signify by saying aye aye opposed motion carries Mr Sisk I believe we got religious exemption good evening Mr chair members of the board tonight we have uh several families who have requested a religious exemption they have filed the proper paperwork if there are no questions I would ask that you approve those move to approve second motion by Dr Miller and a second by Mr Jones Is there any
further discussion all those in favor signify by saying aye aye opposed motion cares we also have tonight uh two first readings for policies personal leave and vacation leave uh very small updates to those but there was some ambiguity and that I think that clears up to ambiguity in the policy second readings tonight which would be up for a vote or policies KQ and Leb if it's your pleasure I'd request you approve those two policies ocean to approve I got I got one question lab do we have a lot of students that do that I think it's alternative we have some yes and we have students who we have students obviously at uh at cvcc and we have students all over the place doing different programs so we have some of that okay okay we have
I think it was Mr Phillips yep we had a motion by Mr Phillips and a second by Mr Maddox is there any further discussion all those in favor signify by saying aye opposed motion cares thank you sir thank you Mr sis Miss Hundley Personnel report thank you Mr chairman members of the board before I ask for your approval I will go ahead and let you know that we do not have quite all of our positions filled there's six positions that we ended up not feeling to start the school year but we do have plans in place for all of those positions some of it will include schedule changes for students unfortunately that involve elective positions we could not fill or virtual options as well um what were those positions there were three elective positions two
special education positions and then a literacy Coach position that we didn't fill um Altavista combined William Campbell Rustburg middle and Brookville High School but we do have plans in place principals we're on that I also have a question on observation we have one gentleman who is going to be a bus driver and a cafeteria worker yes it's going to work out okay it does yes so it's four hours I believe for each position we have a handful of those positions I want to say eight to ten or so don't quote me on that number but not very many but that does happen where we need people in the cafeteria and then they can also benefit the transportation department and drive for us as well I like that yeah a person with a doctorate as a
special ed teacher can you remind me which school oh gosh I don't I don't I don't recall that off the top of my head I'm sorry specialist I'd have to look but how are we doing on bus drivers the short or Dean driver he bought four on board this summer 14. right now we have sir 14 sure do we have some like doubling up on routes they're going and coming back on quite a bit of that how's our electric buses working out sir how are our electric buses working out they're working out well we have an issue with one more Chargers down but other than that thank you can I say that one of the things that's come from the shortage has been a need to condense routes Cornerstone so we now have our Cornerstone
students having to meet at a central location throughout the community to catch a bus and obviously that's not ideal as we hire more drivers we'll revisit that but that's something that we've had to do as a last minute to meet our transportation needs if they behave they can get picked up in front of their house that school would be tomahawk for the special ed teacher okay I can't think of the name right now I'm sorry oh Natalie Bennett yes okay yeah I believe she's coming from yeah another School Division in the area yes I'm just curious she has a doctorate in special ed I'd have to double check I don't remember if it's a doctorate in special ed yeah I don't know if it's a different endorsement but we will so you know those positions
that we did not fill will keep those posted and that is one benefit of being on a block schedule as well at the secondary level we can hopefully fill maybe a couple of those second semester because we'll have student teachers that are finishing up colleges that will be putting out graduates in December so we may be able to fill some of them then so any other questions approval do we have a motion already approval okay we got a motion by Mr Brandt a second second by Mr Phillips is there any further discussion all those in favor signify by saying aye aye opposed motion cares thank you Miss honey could I share a couple things with you so I got your approval with that but I do have some good news as well so it's um
definitely not the best situation that we don't have all those positions filled but two good pieces of information um I have mentioned in the past that we have hired people for some of our positions but they don't have a teaching license this is really exciting to me it may not be exciting to everybody but we are partnering with a program that the doe the Virginia Department of Education approved in their July board meeting it's called I teach and we were able to get our application in along with around 30 34 School divisions in Virginia to partner with this program it is a quicker more affordable more flexible for our teachers alternative route to licensure I just can't stress enough how much of a benefit this is going to be for our teachers that have a
provisional license or don't even qualify for a provisional license so we just held an informational session this past Friday and we had 40 teachers that attended there are more that would qualify so I think that once the word gets out and they hear that they could become a teacher in a year for only three thousand dollars we'll have more people that will participate in this program so I'll keep you posted on that and once I get information about how many of our teachers do participate in this program but it's really exciting in the world of licensure where it's been a little bit difficult the state has been behind with processing applications and we're trying and they're trying but this will definitely be a much more affordable and easier way for our teachers to get their
license within the year correct so that's one good piece of news and then I also wanted to mention we had obviously all of our teachers are back this week started last week our new teacher week that started on August 1st we had new teachers around 100 new teachers that came August 1st through that Friday it was our cruising to success this week we put a theme on it it was really truly a team collaborative effort with all of the departments in our central office between the secondary World elementaries special ed technology we really all came together and planned what I believe is probably the best new teacher week that Campbell County has ever planned it was we gave them time for reflection and collaboration they had fun I know that you met one of our
Mentor coordinators we have another new one this year but those two really are Dynamic and our new teachers really got some good information that week and then intentional professional development it's a really hard balance to provide new teachers what we know that they need without overwhelming them we want them to be ready for their first week of school with kiddos but we don't want to give them too much information but we want them to be well prepared so I believe that we heard some really good feedback from that and already have plans to make it better even better next year but I wanted to share that if you speak to new teachers ask about that week okay thank you okay Dr Stanley thank you Mr chairman I've got two easements that I wanted to bring
to your attention tonight that I'm looking for you to authorize me to move forward with one is an amendment to an easement that's already at Brookville High School this is an easement that's right there on Timberlake Road down from Hardee's where Columbia Gas has their equipment that feeds the the gas to the school in the community and they need us to expand that on all sides not not a tremendous amount but they want to put in new equipment and put in some upgrades and they also want to put it on a concrete pad we've been over there and looked at it and we think that that's a good move for everybody it will certainly upgrade the services to Brookville High School as well so I ask you permission to move forward with that one and
then I've also got one ascites at Rustburg middle school that has come about because of the new road that we've put behind the school it's simply a side easement that will ensure that there's no obstructions to sight on the back side from Rocky Road to Cardin Lane so you need these separately or do you need them I think you can do them together and it's fine I'm out of motion need to get a question for us yeah there he has been at Brookville has already taken into account our project yes they won't have any impact on that correct it won't have any impact on that and we've also been out there and we've looked at you know considerations for the water issues that we've had in the past and we've made sure that this is
not going to impact that is it gas line along the let's go the work comes you know it does not because it goes from the road down directly to the store that's correct and then the one at the middle middle school do they have to change the grading or something there or I mean what is the what is the easement going to be for they've already put the grade in right and so this is more of a formality than anything I mean the road is already put in it's just to basically Grant the Atlanta to Campbell County to ensure nothing is ever going to go there so that that's there currently okay okay and Dr Sam yeah that's where Cardinal runs into Rocky Road correct it's just a right away there to allow better Vision
to kind of move out into Rocky Road there correct okay correct let's show it a movie that we give a dog sometimes um okay to sign both for Brooklyn high school and Roxbury middle school okay second got a motion by Mr Brandt uh and a second by Miss Parker is there any further discussion regarding the two easements if not all those in favor signify by saying aye aye opposed motions carry okay Dr Stanley more updates well first let me say I want to congratulate our staff for the great job they did with new teachers you know when you talk about new teachers you know there are a lot of things that impact retention I think burnout I think salary and sometimes lack of support and I think that we've done everything we could possibly do
to support our new teachers um and and I just want to thank our staff those were four really good days and I think teachers walked away one feeling great about their profession and number two feeling good about joining Campbell County so I was very proud of them um second thing I've got is we've got two schools that I want to bring to your attention who were recognized by the state for being Exemplar schools and out of 2 000 schools I owe more than 10 in 2000 schools in Virginia 48 schools were recognized with this accomplishment we've got Brookville High School and we've got Rustburg high school and basically with the accomplishment signifies is that all of their kids all subgroups met the state benchmarks when it came to Sol testing and that's quite an achievement
so congratulations to those two schools and also rosberg Elementary was recognized for being a school of continuous Improvement because they've had continuous Improvement for the past three years so it's actually uh the three years prior to last year but I'm very excited and we're excited for them and certainly the Brooklyn Rustburg congratulations wow that's great yeah very good good stuff and I mean you know obviously our last week our open houses went very well they were very well attended it was exciting to get out and see kids walking in the buildings to see parents it was good to see our principals leading meetings with our parents and getting them better informed with the schools tomorrow's a big day for us we've got orientation day for all of our Pre-K kindergarten 6th and ninth graders and
then obviously on Wednesday we've got our first day of school so we anticipate things going very well I want to give you a brief update on construction projects I don't know if you've been through Rustburg lately but we've been kind of holding our breath hoping to get an access road put in on the weather for the past two weeks has not been really Cooperative but luckily today they made a lot of progress and we feel like we're going to be in good shape for school to start um and they're they're currently putting in a turning lane in front of Rustburg middle and I know everybody thinks well why in the world didn't we get this done over the summer but I can tell you the folks at Blair and and the grading people that they
hired they moved a lot of dirt over the summer and I don't know how they could have done it any faster we just caught a couple bad days of rain and that put us behind so sorry for any inconvenience that we might have this week but I assure you it will be worth it and then in terms of the Brookville renovation project I just want to let you know that Blair has been meeting with teachers and they've been meeting with administrators and teams in Brookville to kind of get their their needs assessment what they what they would like to see in a renovation and those meetings have gone very well the last thing that I have for you is has to do with budget I don't know how much you're watching the news but you
see an awful lot of uh articles in the newspaper about how the Senate and the and the house are looking for compromises and ways to produce a budget until we see what that looks like we don't really have any amendments for you or a lot to offer I will tell you that we're going to operate on a worst case scenario and when we do have a clearer picture we'll we'll make those amendments formal and bring them to you for approval um did that have any impact on our contracts Stanley on that on the RMS project as far as the timeline goes for the track and the field with any new information in that regard or how the progress is coming there yeah we're just hoping to get it seated this fall because I don't know
if it'll be done but obviously we got a landscape plan that we want to have in place and we'd like to get all of our field seated this fall and going into the winter best time to do it and then once we have the parking lot done in the access road and it starts to cool off a little bit we'll talk about having an open house for the community to come in and see this facility that we're also proud of okay all right would you clarify that exemplary school is that 50 total schools in the state 50 48 total schools in the state receive that recognition not just High School not just High School total School total school it's amazing yep just for clarity I did a quick they recognized two and a half percent
of the schools and we got three of them so that's very impressive that's impressive so I would expect nothing less for Campbell County that is great but yeah very proud can you share that information with us we'll be happy to people that's it it's a little bit all right Madison board Mr Jones would you like to kick it off I got a little bit uh Dr renellas plural I guess thank you for your presentation thank all the work you've done it's really good to see that we're I don't want to say leaders but we're leaders in that field of safety and I mean that's that's something nobody can criticize I don't believe Dr W Vanella I'm sorry they cut you off I mean I was just getting into it and they and they pulled the
cord on you but would you share with the board what you sent me today is no need for me to say what you did on your open house how successful was your open house we had a 424 children all but 32. come to back to school wow that's great that's great thank you um those water tower Showdown it's very impressive again I mean I mean we we see so many of our students be successful when they're when they're giving tasks and I mean looks like every meeting we're seeing quite quite accomplishments from from all the schools in our you know division Brookville High School William Campbell High School most of the time it's Brooklyn High School gives first place and William Campbell gets second but by Gala here it is William Campbell took first place
in Brooklyn a second as long as we get to them the donations are extraordinary we certainly appreciate every donation and uh really really nice I think all the administration the teachers and everybody for getting ready for school that's I mean it's it's exciting and it's um you know you look forward to the beginning day but just want to thank everybody for the efforts getting ready um the Governor's School just so you know we got 28 students going to the Governor's School from Campbell County uh tuition is like 4 700 bucks a kid but really a great program and that's all I got thank you Mr Jones Miss Phillips yeah I've got a little bit of information from yellow branch that they are having their back to school week with teachers and went really well and
the PTO is doing a great job there sponsoring a back to school bash with food trucks activities and other things for the families and students on August 31st from four to seven so sure to take participation in that if you're around at that school that's a great opportunity and thank you to for the PTO for doing that Barry stole my thunder on everything else but I'll follow up anyway Dr anello great job great presentation um just to follow up with Dr Johnson mentioned last year after one of the unfortunate shootings that the state superintendent contacted he in Campbell County as a go-to division on what we were doing so you're exactly right you guys are leading the way yep Mr Lawhorn thank you for all your efforts doing an outstanding job there and you're not
even scratching the surface of the efforts that are going on there so keep up the great work in that regard and Dr Hale um I've gotten emails about opportunities particularly in the Middle School in relation to stem opportunities for advanced students so thank you and thanks to miss Patrick for your efforts that's exactly what some families and students in there we're looking for so to the students that participated in that that was all really really great effort and great participation on that so thank you for being proactive in those regards and yeah lastly just thanks for everybody I know beginning of the year a lot of effort has went into getting the schools prepared thanks to the administration to the bus drivers to the teachers for all the hard work that goes into getting ready
for the students to head back this week so I appreciate all the hard work all right thank you Mr Phillips Mr Parker yes of course a lot of echoing today but um thanks to miss Hale and Miss Patrick for that was great the stem for summer school I mean you know what how awesome to think about the summer school kids because it's a little a lot less time and not as many students so that was incredible really enjoyed that and I have had just have to say generally a lot of the things that you don't see us do up here right I've had numerous people reach out about hey can we have this program here hey what about this program there and I refer them to their principals or to our decision makers and they
are always met with sure let's sit down talk about it let's figure out if it can work you know I don't you know just like we might have a Strings program at Liesel Road Elementary you know from just an email from a parent and then she talked to the principals and you know so it happens more often than you see it and I appreciate everyone everyone that I've met so far through ccps has been open and just ready to do more for the kids if we can do it um I've attended a lot of classes the one that's the folks here in the audience have attended as well SEL also attended education on Pals and vows and learning about the literacy act and I was mentioning it to Dr Stanley he said we're going to
get a presentation at our next meeting about the literacy act and what ccps is going to be doing around that foia required disclosures closed session Roberts rules all kinds of stuff you know now I'm just trying to you know get it all in where I can retrieve it to talk to our teachers our open houses you know I have Brookville tomahawkin Brookville middle right there by my house I couldn't even Park um so I would leave and come back because I didn't want to take up space from a family but I came in I didn't get a chance to see Christine but I met our two assistant principals and um they are just Overjoyed to be here I can't remember which gentleman it was said he's been waiting for years for a position to open
up at Brookville and they came from Amherst and Appomattox and you know just they seem to just fit right into the culture and um regarding our teachers our mentorship I talked to I usually go in at open house and talk to teachers that don't have kids in there see if there's anything I can do for them and um I was very pleased to hear that the teachers are appreciative that it's not just the first year but we're providing services to second and third year teachers too that apparently you know maybe in the past wasn't as strong so that was great to hear so thanks to anyone and everyone I don't even know who's responsible for that but thank you for that parents were ecstatic the elementary school was amazing I saw Dr Ronaldo and we
talked about some great things there too and thank you for all you do and Deputy Lawhorn when I am outside of the district I'm constantly asked about different parts of our program the SRO program and our security is usually at the at the Forefront of what people are asking us what we're doing how we're doing it our discipline you know Mr appreciate all of your time that we've spent talking about discipline but other areas look to us too you know we have low numbers and great results so I'm very proud of that as well so I don't want to just keep gushing over with those types of things um see second third year teachers the I teach sounds fabulous I've got a few people I'm gonna reach out to about that who've always kind of
felt like they couldn't they wanted to get into teaching but haven't one more thing yes please um Paris or instructional assistance that may have a bachelor's degree just like you're describing that we can get into teaching to having the pipeline for next year awesome that's awesome thank you Michelle yeah absolutely thank you so much and um Dr Stanley and actually Michelle and Tracy too I was asking uh if they see less work in the summer opposite for them so thank you to central office and I'm excited for the start of school next week thank you Miss Parker Brent um say the same thing we could be all night talking about the same thing but you know we we got a lot of great things going on in this school system and uh if you come
to the meetings and you hear great great things and uh I'm very proud of our students faculty all of the folks and staff here um it's it's amazing all the great people that we have and it's just a great big thank you so I don't leave anyone out I want to say thank you to all because it's you know everyone needs a little reach back and pat yourself on the back because everyone has done a fantastic job and I look forward to this coming year uh and I hope everyone has a great fantastic year yeah thank you Mr Brandt Mr Maddox um I'd like to thank Lord Watkins State Farm Insurance she gave she called a grant scholarship whatever she gave one t-shirt out of his combined school three Adele music school 100 a pop
for us for school supplies and I'd like to thank Ms Thomas and Mrs Anderson for their spent two hours at the elementary school this morning that's immaculate in the high school I am shocked what you've done in six weeks it's a complete Christian union or back and I guess for me being a small town the buzz is everybody is like thank you she lives closer that's all I have thank you thank you Mr Maddox Dr Miller yeah just um you know an observation I I didn't really realize it but I think I am a little competitive and and I I like being best and I like Campbell County being best you know at the end of the day we're here to teach kids and we always tell ourselves it's what's best for the kids and
if we take care of safety if we take care of our teachers and and address those at the exemplary way that we are then they can spend more time dealing with teaching kids which is what we're here for so just you know the just being the best at that is so important and it and it makes me proud to be part of part of Campbell County and um Miss Hanson I'm sorry I didn't get to talk to you before this board meeting I hope you have everything lined up and and please tell those two kids how proud I am of them they're winning that I mean William Campbell you know it's way down the road down there but good things come out of Brookneal so I'm really happy for for you and your staff and
those kids I did talk to Mr Bennett he's glad Summer's over he says Summer's a lot of paperwork get the kids into the schools so he's excited about his new teachers and getting his kids back so yeah so I'm proud of all of you thank you just just a couple things uh again just echoing Dr Bernal thank you for all your hard work and everybody's involved in keeping our kids and Mr Lawhorn thank you guys all of you for what you do to keep our kids safe I mean at the end of the day that's the number one thing for our kids safe in school and and we go to you know we can lay our heads on our pillow at night knowing that we've got the best looking out for them so thank you
very much for that and then I just you know I didn't really think a lot about it until you said it Dr Miller but two out of 48. Campbell County Schools Rustburg 3 out of 48. that's right but I'm just saying that's just amazing when you stop and think about it the numbers and that just speaks volumes to what we're doing here in Campbell County and I think we all ought to be proud of what we've got I don't think anybody rests on that I think everybody wants to continue to push push push to do better but wow what an achievement I think that's great and congratulations and thank you to everyone that's some that had a hand in that Christine thank you absolutely I went to the open house last week and I attended
the Brookville High school and the middle school and just the excitement was in the air everybody's ready to get back and even my grandson which I didn't think that would happen but he he's even excited about going back to school so thanks to everyone for all the hard work this summer in preparation for the school year I wish everybody a great good start to the year and a successful school year this fall and that's all I got does anybody else have any other comments questions I'll entertain a motion to a jar so move second we got a motion by Mr Brandt I'm second by Mr Jones there's no further discussion all those in favor signify by saying aye aye opposed meeting adjourned foreign
