001the Campbell County school board at this time we'd like to begin the meeting with the Pledge of Allegiance at a moment of silence [Music] thank you everybody thank you okay first item up is Legacy education presentation but I think we've got a change in it yes the chairman of the Mr Dutton is uh presentation the tonight call and asked that we did reschedule the call today and ask if we could reschedule that to April okay okay so at this time we will board will hear Matters from the floor at this time the boy will hear Madison before each speaker will have three minutes to speak please be respectful in the three minute time limit prior to speaking please state your name and address and comments must be directed to the board and not to the

002staff the audience or the media thank you first Speaker tonight be Ms Mendez good evening superintendent Johnson I wish you a good retirement that you're going to be out boating or uh golfing in a nice warm weather um so good luck and thank you for your service uh my name is Jackie Mendez I'm a resident of Eddington and I am a mom's celebrity member um in examining the 2324 budget it appears to have some questionable expenses that need explanation perhaps members of the board can address my questions I'm seeking Clarity on certain matters um so the accounting codes of your budget do not match the Virginia doe account code structure that's found that a little bit the correct codes are listed in the account code structure of the annual school report Financial section codes on

003this budget um I was not able to match with the vdoe category so um unfortunately it's um it's another obstacle created between government and the public and it's sad I'm I have in the instruction category you're proposing 70.5 million in expenses so are you counting administrators in this category does Administration salary include teaching in the schools um where the teachers only receiving a five percent raise the math doesn't seem to add up um in what category can we find consultants and professional development for staff and teaching personality to see that in the budget um technology what is 4.7 million being spent on software Hardware licenses and so could better um could better options be considered board members um revenues being projected for the district at 100 000 is the expected intuition um where's this money

004coming from and who are the private sources and I was able to look online for the explanation not very clear either in the video so um my last question oh yeah I was um I was a little bit um I was a little bit baffled I said our board members are receiving health insurance coverage um is this how I'm reading this budget curious as to why if you're gainfully employed outside the school system or retired and on Medicare um why are you eligible for taxpayer if I did health insurance um we would like an explanation from the sport um and it would be great to clarify these questions tonight in this meeting perhaps in the next newly appointed Administration and improved budget layout is recommended um so concerned citizens and parents want to review and

005comment on the budget um that's what democracy is all about thank you Miss Amanda our next speaker um good evening I'm Crystal Coleman from Altavista Virginia transparency should be the Hallmark of any organization but not so here the Freedom of Information Act appears to be the only method to obtain the truth so let's see what foia has revealed that a problem with books in the library was not new for you in specific a book in an elementary school with a clear warning on it may contain violence we would encourage parents to read beforehand if your child is sensitive to such themes and a book in the combined school which included anti-police messages alcohol drug users and profounding the latter that book is still in the library had to be challenged by parents this is in

006addition to all those I have repeatedly made you aware of why are these books there to begin with now we have the supposed resolution against divisive Concepts what a shame I was provided not one example of how the employees of our school system have been notified of this what was I given some mess about minutes being available to the public and parents and that staff members are required to follow all adopted resolutions the height of stupidity employees are supposed to follow something they know nothing about and no concerted effort was made to inform them or to make new employees aware this county has better communication when the snowstorm is coming it's all hands on deck with robocalls and email alerts but not this and then we have the GSA clubs the gender and sexuality Alliance

007clubs supposedly student-run organizations are organized around lgbtq plus issues but such groups have been known to have evolved Beyond this traditional growth and have emerged as vehicles for deep social change related to supposed racial gender and educational Justice most experts within the field of child protection refer to these clubs as centers for grooming they can very often be referred to as diversity clubs to mask the intended purpose though supposedly not active at the moment of my four-year request such clubs have met Optimus to combined and rosberg high schools with faculty moderators I wonder how many parents in the community were aware of this and fully informed about it can you just imagine what the reaction would have been when we had the Overflow throngs of the community present here during the bathroom issue days I'm

008honing up an organizational chart of who is in charge of what in this school system you those of you up at the Deus are responsible for everything it all stops on your doorstep the superintendent and every other School employee ultimately reports to you not the other way around you can choose to believe all the jogging and misinformation that the Virginia School Board Association would have you believe but when it hits the fan I owe I hope you all have really large umbrellas thank you okay I think that's all the speakers so the next item up is approval of the February 27th meeting minutes sorry got a motion by Mr Brandt a second by Mr Jones see any further discussion all those in favor signify by saying aye aye opposed motion carries payment of the bills

009Mr chairman I reviewed those bills and who to approve payment second a motion by Dr Miller in a second by Ms Parker is any further discussion you know um a horse Outreach portion of um Dr Johnson or Mr Smith if I can get a little more detail on what Services they're providing um I have a general idea but I'll just get a little more information on that I think of about 300 25 000 to harvest Outreach so just get a little better idea on what we're getting from that service and sure Outreach should a great opportunity we've got these over a period of five years that's going to give us an opportunity to to bring in almost three uh over three million dollars and we've got a match that the industry it's going to allow

010us to put I think up to 17 mental health professionals within our schools they're going to go back canceling and therapy day treatment services in each one of those schools we partnered with them with our cares for me and it scares money is going away the screen skip five but that's a local match that we have okay and I guess that's the majority of it is 17 Council of positions said the majority of that funding is that that's what that's going to do yeah we're going to be counselor that are in schools and then we have three administrative positions Harvest tires all right but this has been going for you yes just a continuation yeah that's right any more questions all those in favor signify by saying aye aye opposed are scared acceptance of donations

014to be some confusion about the first reading uh policy i i a and i i a b that took place in November um it was brought to our attention at the morning of November the 11th that the link to the board to the policy uh was not at was not working was not active um and not available to for the public to see when it was brought to our Attention our staff uh deleted that link and began immediately working to create a new one which the issue was fixed on that morning of 11 11 and approximately 9 30. UM both once that link was fixed both the public and the board members had access to that policy revision at the same time which it does adhere to your board policy regarding those postings effective tonight

015with the uh this agenda we're no longer using a link to our first and second readings of recommended policy revisions we now are adding each policy individually as a PDF document for the public and board members to see hopefully that will be more user friendly than the link that was causing some issues that you've heard about in the last several meetings and that's all I have okay thank you Dr Johnson is Matters from the board and we'll start with that's Brandon have a few things from Brooklyn High School I'm gonna see if I can get all these names correct uh in some of these areas uh open house tomorrow March 14th from 3 30 to 6 p.m theme is bringing into the hive focus on right Rising 9th graders and transitional to the well the

016Middle School to the high school that'll be a photo booth Bingo cars and people pre-concession students showcase the work Club tables and a boost of merchandise soil I am attaching the flyable a wonderful uh career no that's it uh he's the highest teacher and current carpentry teacher and he has a graphic design I'll I want to get through all the passes around and she'll see when he is fixed very nice uh Brooklyn's Got Talent was this past Friday night I had a town with a group of students at the high school and one of them for Keenan proper Xavier Tolbert who sang an original piece and Emily Emmanuel Ilana eliano thank you Howard single first one up eight Brooklyn High School seniors um Scott from Brooklyn High School to compete in the University of Lynchburg

017first annual intelligence and social studies competition in February the Brooklyn law school team represented the Ukraine in the competition and we're getting to the water outstanding delegation the concert band was excellent symphonic band was Superior and a double spring was received in sight really thank you and uh I want to congratulate Elvis on the distance of winning the tournament and I did an excellent job in representative County well just didn't get close enough can't drink it just like congratulate our basketball team they did make it to the power forward lost to uh Lancaster ultimately won so that's good when we lose to the winner but I think everybody came out we packed the gym it was a nice day thank you I don't know I don't have much but um just wanted to congratulate the

018lady General's um they advance to the regional and that's the first time they've made it to the regional since 2017 and they won their first game but uh plus their second one but very very proud of them and three of theirs also uh William Campbell combined sold three of the students advanced in the young authors contest one in poetry and two in short fiction Mr Jones just a little bit Concord the head up pretty eventful last week had a art show went down Friday and looked at it and quite a bit of talent at Concord Elementary School from from win Sox to 3D snowmen to just uh just amazing artwork for children every every child in school had two pictures posted on the wall that had had things posted and and shapes and pictures and

019so forth from the hallway from the cafeteria all the way to the gymnasium with walls covered with artwork was very impressive had parent teaching conferences which were very well attended and had a very successful book fair that's all I got thank you Mr Jones Mr Phil yeah so at the middle school um got some feedback from principal Cundiff the students and staff are really enjoying the new building there um they are having some tours this coming week for the elementary school students in the area they're going to be moving up to the Middle School um I know they're looking forward to getting into that school next year and the greenhouse is up and going uh she mentioned that living in Lynchburg article on the greenhouse and they're having a greenhouse plant cell coming up so

020um kind of utilizing not only the main building but a lot of the side external buildings that are part of the structure as well from the high school Dr Shields reported they do have parent teacher conferences coming up tomorrow night and uh some news from yellow branch that I meant to the report at the last meeting but we had the student fifth grade Braden curling won the regional elementary school vsba art contest so congratulations to the very known that accomplishment and lastly Miss Mendez you went through quite a few things I jotted some things down but if you could either leave us a copy or email us what your questions are we'll try to run some of those to the ground and give you some feedback on that so that's all I had laughing all

021these four thank you chairman um Tomahawk Elementary School had a successful book drive also recently Brookville Middle School I have sixth graders of the sixth grade class has visited and toured and they had an open house for parents and principal Martin said it was a great day great turnout everybody was excited about coming to the new school next fall I'm honored that Mr Jones let me be on Parks and Rec and really enjoying that still on the parks and rec advisory Council as a school board member I wanted to mention you know on behalf of the libraries that they provide a lot of resources for our teachers and our students for the younger kids they actually pay for the ABC Mouse program which is expensive for individuals to have I see all the principles nodding

022so thank you for that and it is free on their websites for Access there we also have field trips to the libraries are available to our schools room for class projects and arts can also be displayed at our libraries and they even have a link to a thousand things before or kindergarten link also through the libraries to help kids get ready for kindergarten so I wanted to make sure I'm now set today also while since the last school board being two weeks ago right it seems like we were just here I went to a fabulous School Board Summit had amazing classes um on First Amendment Title IX foia math policy libraries SEO met people from all over the Commonwealth which is fabulous for collaborating really enjoy all those trainings and I want to thank Dr

023Hale and again she had stuck with me almost every month and Miss Knowles for taking the time to go through the history standards that are being suggested And discussing um some of the things that they're looking at there as well so that I can understand together more and for those who don't know about our website we posted on our website and it's also on my Facebook page links to the video ease meetings and our Facebook yep bdoe meetings regarding history standards and they're going to be all around us this week and next week Charlottesville Roanoke this week in Farmville next week if anybody would like to attend and that's all I have thank you Miss Parker okay I'd like to use my time tonight to read a school board response regarding concerns with school library

024books concerns have been brought to our attention in recent school board meetings regarding School library books Campbell County Public Schools realizes the importance of partnering with parents to ensure that our students are receiving the best education possible including including having access to a variety of age-appropriate reading resources at the start of the 2022-23 school year we began a process of immediately notifying parents when the child when their child seeks out a book from one of our libraries the email notification informs parents of the book title and author allow them to be better informed and engage their children in meaningful conversation related to their chosen books the parental feedback received regarding this notification has been positive and appreciated and we're currently looking at additional resources that will help parents be even more informed regarding their child's

025books selections we hope the addition will be ready in April if a parent identifies the book they fills in Pro inappropriate and should be removed from our libraries we have a policy in place to address those concerns however parents are encouraged to immediately contact their school's principal to make them aware of those concerns our media Specialists do amazingly an amazing job maintaining their inventories that contain thousands of books and they carefully scrutinize what goes on a bookshelves however we still encourage parents to contact their child's principal regarding concerns they might have during the 2022-23 school year we have not had a parent challenge a library book or an instructional resource during the 2021-22 school year two books were challenged as instructional resources one of those books was challenged by one of our very own principals

026and it was removed through mutual agreement and one of us given a rating of young adult requiring parental consent thank you okay that's all I have at this time I believe we have a meat I need to adjourn to a closed meeting I'll entertainment motion the Short Round move that we convene and the closed meeting for discussion or consideration disciplinary matters other matters that would involve the disclosure of the information contained in the Scholastic record concerning a student in the school division specifically students number 31 and 33 from 2022-23 school year and according to the section 2.2 -371182 code of the video in 1950 as a minute in consultation with legal counsel employed or retained by public by regard regarding specific legal matters requiring the provision of legal advice by such counsel in accordance with
