Abstain from B, please. Trustee Wilson. Aye. Abstain from B. Trustee Reiser. Aye. Trustee Matson. Aye. And abstain from B, please. Mayor Baldermann. Aye. Motion carries. Okay. First up, we have consideration for approval request for temporary use for a storage facility 2125 West Haven Avenue Cherry Hill Business Park, Robin. Yes. Um, currently Northern Builders has a storage building on property on Spencer Road that they use in conjunction with uh different construction projects within the Cherry Hill Business Park. They are um having to uh relocate that facility. Currently, they have a office trailer um on Haven Avenue, the north side of Haven Avenue. It's a very long skinny piece of the property and they are proposing to construct a uh 30 by 48 foot uh storage building on this property. It would comply with all of our
setbacks in the I1 district. It would be served with the uh extension of the driveway uh leading to the property from Haven Avenue. Um this is a um elevation of the proposed building. Um because this is a temporary use that's not allowed to be approved by staff, it had to go before the zoning board of appeals. They recommended approval of the temporary use for a 5-year period and then if it's still needed after 5 years, Northern would have to come back through the process. Um but we are requesting your approval tonight and I know Mark Fordon from Northern Builders is here if you have any questions. Okay, good. Any questions for Mark? No? All right, is there a motion to approve the request? So moved. Second. Motion by Trustee Skole, second by Trustee Christopherson. There's
nothing further. Roll call vote, please. Trustee Christopherson. Aye. Trustee Galuza. Aye. Trustee Skole. Aye. Trustee Wilson. Aye. Trustee Reiser. Aye. Trustee Matson. Aye. Mayor Baldermann. Aye. Motion carries. Okay, next up we have consideration for approval resolution authorizing and approving an intergovernmental agreement for school resource officer between the Village of New Lenox and the Board of Education with the New Lenox School District as well as approval of a resolution authorizing and approving an intergovernmental agreement with New Lenox School District 122 regarding reciprocal reporting and the use of body worn cameras. Chief. Yes, sir. Uh we have these three IGAs. Um the body worn camera use and the reciprocal reporting use will be um put in place with no end date. And the third, the SRO agreement with the school district will be re- uh re-looked at
every year. These uh IGAs need to go in because uh new laws have changed and we want to replace the IGAs that we currently have. Very good. Any questions for the chief? All right, we'll take them one at a time. First, I need a motion for approval of the resolution authorizing and approving the agreement uh for school resource officer. So moved one two three. Second. Motion by Trustee Reiser, second by Trustee Skole. There's no comments or questions. Roll call vote, please. Trustee Matson. Aye. Trustee Reiser. Aye. Trustee Galuza. Aye. Trustee Wilson. Aye. Trustee Skole. Aye. Trustee Christopherson. Aye. Mayor Baldermann. Aye. Motion carries. Now, I need a motion for approval of resolution authorizing the intergovernmental agreement with the school district for reciprocal reporting and the use of body worn cameras. So moved. Second. Motion by
Trustee Skole, second by Trustee Galuza. There's no comments or questions. Roll call vote, please. Trustee Christopherson. Aye. Trustee Galuza. Aye. Trustee Skole. Aye. Trustee Wilson. Aye. Trustee Reiser. Aye. Trustee Matson. Aye. Mayor Baldermann. Aye. Motion carries. Next up, we have a resolution for approval uh consideration for approval of resolution support of Municipal Housing Authority. Um This is uh as many of you are aware, uh we put out information here from the village uh of a proposal down in Springfield that would completely uh change uh the way that we approve housing and zoning here. Uh Robin did an excellent job of going through this just absolutely garbage uh legislation. It's nothing more uh I you know, I know you'll be surprised that I call it how I see it, but um we have uh a governor
that has ambitions on the White House and affordable housing is one of the biggest issues in in the country. And so uh in an effort to try and appease uh the people that want to see that addressed, uh this would allow people uh to put um ancillary uh structures in their backyard without board approval. They'd be able to uh reduce um the size of lots by in our town maybe 75% um just completely change um the character of our communities. And more importantly, and again, Robin did a really thorough job of going through this. And I certainly hope, and I know one of the COGs used the information because it was really more thorough than I had seen come from anyone else. Um uh it could have impacts on our water supply, on our sewer,
uh which could create a public health crisis. Um Springfield is constantly complaining about Washington wanting to impose their will on states and uh Springfield says, you know, we have state rights, we have state rights. The the federal government shouldn't be doing this. Um quite honestly, I I agree. I agree with Springfield on a lot of that. But yet, they turn around and do the same thing to us. Uh with solar, they've said that counties and municipalities don't have the right to reject solar. Um if that gets pushed and challenged, we're going to have problems which will change again the character of our community. It takes away our authority. Um it's just a never ending They continue to take away our local government distributive funds. How we are the ones that provide services, yet we're going
to have to do it with less money uh than we are entitled to. Uh which what what was at 10% back in 2011 has dwindled to 6.47. They want to take it down another point two or point two five percent. Uh we're losing millions. We are. And it's been estimated that municipal municipalities uh since the reductions have taken place have lost 11 billion dollars. And we know all government is local. We plow the streets. We police the streets. Our public works staff uh takes care of water and sewer. Our our village hall staff takes care of our residents' needs. And we have the worst property tax structure in the United States. That's why people are fleeing from here. And this is now nothing more than an attempt to satisfy a political personal political agenda that
would um destroy communities. It people would flee. Your biggest investment would turn upside down. I mean, honestly, if if this ridiculousness I I can't believe it's going to pass and I've talked to some of our legislators. I can't believe it's going to pass. If it gets anywhere near close to passing, I'm going to come back to you and tell you we spend every dime we have to buy up every scrap of land in this town. So we can decide who we want to sell to and not sell to because if we don't, then we're just going to see uh zoning that we don't want to see, that we don't want to see. Affordability is an issue. It's a problem. It's a problem in this country and wanting to address it is important. Cost of gas,
cost of food, mortgage rates, which are still historically low, but mortgage rates and make it harder for for people, young people in particular, to get out of their parents' basement. But with this thing, they don't have to get out of your basement. You can build a shack in your backyard and let them live there. This is This is uh garbage. It's absolute garbage. So, Robin, again, thank you uh for all the work you did not only for us, uh but it's but it's benefiting anyone that's taking advantage of it and I know ARCOG is using that information. I'm hoping it's been passed on to others. Um but >> [sighs] >> between this and the local government distributed fund uh that they're trying to reduce even further, um what Springfield is doing to the state and
they're looking to change the flat tax structure again, which the voters in 2020 overwhelmingly said no to. But they're trying to change that amendment and if that happens, they say it's a tax on the rich, they're only going to tax the rich, but what it does is that means you have to trust Springfield that they're not going to change your tax rate and that they're not going to start taxing retirees, which in this broke state with their bloated budget and the ridiculous programs that they can't afford to pay, it'll all come on our backs through income tax, through property tax. Um and this is just one more way that we are taking a state that should have every opportunity with our transportation, with our access to fresh water. We've got rail, we've got air, we've
got highways, we've got that water, we've got everything going here. We are should be one of the richest states in the country. And we're seeing that erode further and further and we're seeing the wealthier people hop the border. So, that all falls back on everybody else. The middle class is being eroded and um we're just we are a broke state. We are a broke state. So, um tonight, the uh request is that we adopt this resolution in support of the municipal housing authority. Is there a motion to that effect? So moved. Second. Motion by Trustee Skole, seconded by Trustee Madsen. Comments or questions? >> [clears throat] >> Roll call vote, please. Trustee Madsen. Aye. Trustee [snorts] Reiser. Aye. Trustee Galuza. Aye. Trustee Wilson. Aye. Trustee Skole. Aye. Trustee Christopherson. Aye. Mayor Baldermann. Aye, motion carries.
Okay, next up is consideration for approval of a resolution authorizing the execution of a grant of easement agreement with Shawn Mathias and Donna Mathias. Uh sorry if I'm pronouncing it wrong. Spencer Meadows, Robin. Yes. Um so, in conjunction with the Spencer Meadows subdivision at Laraway Spencer Road, there is some offsite um storm sewer and um water main that needs to be constructed. Uh so, this grant of easement from the Mulchet property includes a 35 by 36 ft um easement for a storm sewer connection as well as a 10 ft wide um permanent easement and a 25 ft wide temporary construction easement to extend water main along Laraway Road. Ultimately, both of these easements will fall within uh Will County uh uh right-of-way because the Division of Transportation is looking to acquire um this land for
the expansion of Laraway Road. It's just timing-wise, the county has not acquired it, which requires easements. Um the easement agreement does say that there'll be no permanent structures, um signs, buildings, anything located within the easement. Um but at this point, staff is recommending that the board authorize approval of the agreement. Okay. Any questions for Robin on that? All right, if not, is there a motion to approve the resolution? So moved. Second. Motion by Trustee Skole, seconded by Trustee Galuza. There's nothing further, roll call vote, please. Trustee Christopherson. Aye. Trustee Galuza. Aye. Trustee Skole. Aye. Trustee Wilson. Aye. Trustee Reiser. Aye. Trustee Madsen. Aye. Mayor Baldermann. Aye, motion carries. Okay, the next two board uh deal with Spencer Meadows. The first is setting a surety for the offsite water main and the second is setting a
surety for mass grading. Uh the offsite water main, Will's got that. Will and Mark are recommending that we set that at $937,287.50 with an expiration date of March 23rd, 2028. And for the mass grading, the surety of $269,201.69 also uh with an expiration of March 23rd, 2028. Are there questions on either one of those? All right, let's take them one at a time. Is there a motion to approve the setting a surety for the offsite water main? So moved. Second. Motion by Trustee Reiser, seconded by Trustee Skole. If there's nothing further, a roll call vote, please. Trustee Madsen. Aye. Trustee Reiser. Aye. Trustee Galuza. Aye. Trustee Wilson. Aye. Trustee Skole. Aye. Trustee Christopherson. Aye. Mayor Baldermann. Aye, motion carries. Now, I need a motion to approve the setting a surety for the mass grading. So
moved. Second. Motion was by Trustee Skole, seconded by Trustee Madsen. There's nothing further, roll call vote, please. Trustee Christopherson. Aye. Trustee Galuza. Aye. Trustee Skole. Aye. Trustee Wilson. Aye. Trustee Reiser. Aye. Trustee Madsen. Aye. Mayor Baldermann. Aye, motion carries. Okay, next up is consideration of ordinance authorizing the Village of New Lenox to borrow from the public water supply loan program. Uh this is uh has been structured by the IEPA. It is modified to match our particular request. This is for $2.5 million uh uh to replace the water main on Gougar Road, Hawthorne Lane and First Street. Um this is the first formal step in seeking project funding from the IEPA for this. We are going to ask that we waive second read so we can move forward on uh this application. Any questions on that?
All right, so is there a motion to waive second read? So moved. Second. Motion by Trustee Skole, seconded by Trustee Wilson. All those in favor signify by a voice vote of aye. Aye. Opposed, motion carries. Now, is there a motion to adopt the ordinance? So moved. Second. Motion by Trustee Skole, seconded by Trustee Galuza. There's no comments or questions, roll call vote, please. Trustee Madsen. Aye. Trustee Reiser. Aye. Trustee Galuza. Aye. Trustee Wilson. Aye. Trustee Skole. Aye. Trustee Christopherson. Aye. Mayor Baldermann. Aye, motion carries. Next up, we have consideration for approval of proposal wayfinding signs integrity signs for the Crossroads Sports Complex. Uh there'll be two of these. These are wayfinding signs. The next one's for promotional signs. Scott, you want to talk about the wayfinding? Uh yes, thank you, Mayor and board. Staff is
uh looking to add new wayfinding signs in the beer garden that will help uh guests more easily identify food service lanes and improve the customer experience and services as well. Very good. All right, is there any comments or questions for Scott? Is there a motion to approve? So moved. Second. Motion by Trustee Reiser, seconded by Trustee Madsen. If there's nothing further, roll call vote, please. Trustee Christopherson. >> Aye. Trustee Galuza. Aye. Trustee Skole. Aye. Trustee Wilson. Aye. Trustee Reiser. Aye. Trustee Madsen. Aye. Mayor Baldermann. Aye, motion carries. Next we have consideration for approval of proposal for the promotional signs with Integrity at Crossroads. Beth. Yes. Um we're also looking to add some signs to drive visitors to Crossroads into our New Lenox businesses and um the Children's Museum as well. We're looking at two scoreboard
signs near the playground at the Crossroads, one on field five, one on field six, and then we're also looking at wall-mounted signage by each concession stand window. All right, very good. Any questions for Beth on that? All right, is there So moved. Second. Motion by Trustee Skole, seconded by Trustee Wilson. If there's nothing further, roll call vote, please. Trustee Christopherson. And I will second that. >> Okay, motion's been properly moved and seconded. Any comments or questions? Roll call vote, please. Trustee Madsen. Aye. Trustee Reiser. Aye. Trustee Galuza. Aye.
