001call this meeting to order. If everyone could please stand and join us for the pledge. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you. Roll call, please. >> Trusty Matson, >> here. >> Trusty Scaliz, >> here. >> Trusty Riser, >> here. Trusty Christopherson >> here. >> Trusty Wilson >> here. >> Trusty Galuza is absent. Mayor Balderman >> here. All right. Board, if you don't mind, I'd like to move uh my report uh up to the front here. We have uh uh request uh for you to approve my appointment to the police and fire commission. We had an opening there. Um, April Desandro, our former chief, uh, is spending time
002with family and she served us well, not only as chief, but on the police and fire commission. And so, we have an opening. And so, uh, we have Dennis Cummings that is here tonight. Uh, Dennis is certainly wellqualified for this position. He's for quite some time asked to be involved in the village and uh, so I think this is a great opportunity. Dennis, if you could stand up and and come forward. Come on out, Dennis. [snorts] >> How are you >> doing? Good, mayor. >> Good. Yeah, Dennis is here. And if you want to just tell the board just a little bit about your uh your background in municipal service. >> Well, my background in municipal service, I worked for the village voc from 1977 till 2007 and um worked my way up from maintenance
003guy to uh up to foreman. Uh in between that uh I also worked six six or seven years as a paid on call firefighter for uh Oak Forest EMT. Um I was an alderman in Oak Forest for about a year about a year and a half before we moved out and came to Tinley and um sold real estate for a couple years after I retired. So did a little bit of everything. >> Yes, you have. Yes, you have. You've been dedicated to the communities that you've served and now you want to be involved here and you want to do. We certainly appreciate that. >> Looking forward to it. >> Absolutely. So, uh, I would look for a motion to, uh, appoint Dennis to the police department. >> I'll make that motion. >> I'll second it.
004>> All right. Motion by Trusty Riser, second by Trusty Madson. Any comments or questions? >> All right. Roll call vote, please. >> Trusty Wilson, >> I. >> Trusty Christopherson, >> I. >> Trusty Matson, >> I. >> Trusty Scaliz. >> I. >> Trusty Riser. I, >> Mayor Baldin. >> I motion carries. Dennis, we look forward to having you here. We've got a great police department. We've got a community that supports its police department. Uh, certainly uh the board and I do as well. So, we appreciate your willingness to serve. >> Well, thank you, mayor. >> We know you do. >> I'm looking forward to it. >> Absolutely. Thank you for being here tonight. >> Thank you, everyone. >> Thank you. Welcome. >> Okay. Next, we have two presentations going to uh Kim Oxedter, our outstanding finance
005director. Uh one is the GFOA certificate of achievement for excellence in financial reporting and the other is certificate of rec recognition for budget preparation. Um this is the 40th year that we have received this for financial reporting and the 30th year for budget presentation. Uh, as you have all seen as as Kim has made presentations here, as we've had the auditors here, there's an awful lot that goes into uh what Kim and her department do and uh it reaches out to every department in the village. Kim, do you want to talk just a little bit about those two awards? >> Sure. [clears throat] The financial report is uh the audited statements on in addition to um statistical information um management discussion and analysis report um some of the requirements um that GFA require you know
006additional items that they require um in order to get that award. So um needs some statistics and some performance enhancements um performance statistical information from all the departments. So um the award um although we have gotten it for 40 years, it's uh it is something that we have to work towards every year. It's not a given. So um you know I appreciate the uh support I get from all the departments and uh the you know the board and everything regarding that um getting those awards. Um the budget award is a much larger document. It's a little bit more there's a lot of policies uh besides the numbers there's a lot of policies. there's a lot of um information about the uh the village as a whole. Um and uh that's really a subjective award a
007lot of times. Uh so it's nice to see that we get that award. Um it's not easy to get that that one. Um once again, it's a team effort. Uh every department contributes in order for me to fulfill all of their requirements. So um I'm happy to that we get it every year and I'm always it's like I said, it's not a given. We always have to work towards it and there's always criteria changes that we have to make sure that we adhere to. >> Absolutely. And you all have seen the budget of course and you've gotten the audit reports and they talk about how many auditors are down here and how long of a period of time it takes. Um and they're always incredibly complimentary of uh Kim and of her staff and all
008that. So congratulations and we appreciate that. Next, we have a proclamation for National Family Literacy Day from the National Society Daughters of the American Revolution. Uh, this was established by the 103rd Congress in 1994, marking its 31st anniversary on November 1st and highlights the importance of reading and learning for the entire family and emphasizes the impact that parents have on their child's learning. day celebrated across America each year and focuses on special activities and events that showcase the importance of family literacy programs that empower families and build a nation of readers. Literacy programs across the United States will [clears throat] observe National Family Literacy Day by holding readathons, book drives, workshops, family activities at schools, libraries, and community centers. As many as one in six adults struggle with reading and writing. And by learning to
009read, individuals can gain self-respect and confidence and strive toward goals that otherwise would not be achievable. The National Society of Daughters of the American Revolution is a nonprofit, non-political, volunteer women's service organization dedicated to promoting patriotism, preserving American history, and securing America's future through better education for children and adults. And education is one of the cornerstones of the National Society of Daughters of the American Revolution. And the village of New Lennox is committed to increasing literacy by promoting promoting and supporting literacy programs. Therefore, on behalf of myself and the village board, we proclaim November 1st, 2025 to be National Family Literacy Day in the village of New Lennox. We have a representative here. All right. If you'd like to say something. I just I think I I don't know if I need that. >> Okay.
010[laughter] >> You know, when I conduct my meetings, I have to project. I just want to thank everyone for this. This means so much not only to our chapter, which there's the AR chapters throughout the United States, there's the AR chapters overseas, and this is a big part of what we do. Thank you. >> Thank you very much. >> [applause] >> Okay, next up is our consent agenda which consists of eight items. They are the minutes of the regular meeting for October 13th, 2025. Ordinance amending special use for final PUD plat 17861 and 17871 Barnhill Drive, second read. Ordinance creating a class SE liquor license casino night for Providence Catholic High School. Approval request for the use of council chambers for 2026 for the new Lennox Community Park District. Setting a charity for Cherry Hill
011Automan. Ordinance amending chapter 90 of the municipal code. No parking. Bligget road meter road second read and raffle licenses for 2026 for the new Lennox girls softball and new Lennox Historical Society. Does any member wish any of those items to be pulled and discussed separately? Is there a motion to approve the consent agenda? >> So moved. >> Second. Motion by trustee Scaliz, second by trustee Christopherson. If there's nothing further, a roll call vote, please. >> Trusty Madson >> I. >> Trusty Riser. >> I. >> Trusty Wilson. >> I abstain from a. >> Trusty Scaliz. >> I. >> Trusty Christopherson. >> I. >> Mayor Balderman. >> I. Motion carries. Okay. Next up, under order of business, we have consideration an ordinance granting special use for preliminary and final PD plat. The patio at the southwest corner
012of US Route 30 and Prairie Road. First read. Jeff. Yes. Uh included in packet is uh the draft uh ordinance as well as the proposed plans for the patio restaurant which will be located at the southwest corner of US Route 30 and Prairie Road. It also has frontage along Haven Avenue. Uh the next slide shows the proposed site plan. Uh the restaurant will be 9,233 [clears throat] ft. It will include a 719 square foot patio at the northeast corner of the building. It will also have a drive-thru along the western and southern portions of the property. Uh storm water detention will be focused at the northwest corner of the property and based on some unique grade changes, there will be retaining wells placed along the route 30 uh frontage as well. Uh in terms of
013access, the US Route 30 curb cut will be closed off uh based on those grading issues. Um but as you can see from the site plan, there'll be two proposed points of access from Haven Avenue. uh their easternmost uh curb cut was uh designed for an entrance only because of its proximity to uh Prairie Road and that would avoid accidents with people traveling and turning from uh Prairie Road. Uh the main access would be further to the west and that would be a full access onto Haven Avenue. Uh during the uh public hearing at the plan commission on October 21st, there were some comments and concerns with additional traffic which which will come from a a new use on the property. Um but staff does point out that um vehicles exiting the site can go
014east uh to the to Prairie to Route 30 traffic light and then soon the roundabout at Seed and Haven will be opening up and that will really help traffic uh east and west on on Haven Avenue. So, yes, there'll be some increased traffic with the daycare to the south when they uh when the parents are picking the kids up between 3:30 and 6:00 as well as when Metra gets out. Uh but with that uh improvement at Cedar and Haven with the roundabout, um staff feels that and the curbcut locations would allow for adequate ingress and egress of traffic for this proposed restaurant site. It is a challenging site for redevelopment. Uh because of that, as you can see on the next slide, there are a number of proposed zoning ordinance deviations. Um the plan commission
015was supportive of all the deviations. Um the conference of plan recommends uh mixed use for this downtown district site and it does call it out as a major opportunity site for redevelopment and one of the uses that is called out is a for a restaurant. So this would be in compliance with the comprehensive plan. Um again the plan commission was supportive of all the deviations with the only exception is on the rear building wall there is a proposed internally illuminated uh wall sign that we will be facing a single family home. But after the plan commission meeting the applicant did agree uh to remove uh it being internally illuminated and instead being indirectly illuminated by building wall lights. And uh if that were to be approved by the village board, staff recommends that that uh
016light be turned off at least 1 hour after the restaurant closes so you don't have a wall sign with that has a light with it uh not shining towards a residential home. Uh the next slide shows the proposed landscape plan. There will be extensive landscaping place throughout the entire site. Um staff's just highlighting along the south perimeter there are 13 parking stalls facing south towards a couple of homes as well as the daycare facility and staff's recommending that you have a continuous row of 6' tall juniper evergreens and that will help screen vehicle headlights as well as uh reduce noise from the drive-thru. The next slide was just received today. It is a sightseection exhibit and it shows with the grade change from Haven Avenue um combin combined with the setback distance from Haven to
017the drive-thru window as well as the menu board um the screening that I just mentioned will um adequately you know buffer the um the vehicles the vehicle headlights as well as reduce noise from the drive-thru. Uh the next slide just shows the details of the outdoor patio. Um it's 719 square f feet. It can accommodate up to 34 seats and based on its location at the northeast corner of the building. It would be screened from the home to the south. That would help buffer and and reduce noise. Um staff has no issues or concerns with the proposed patio. Uh the next slide shows the two proposed monument signs to be placed along the route 30 frontage. In the central portion along Route 30, there'll be a small sign here. It's an electronic message center sign.
018And then at the corner of Prairie and 30 is the more traditional sign uh for the patio. And staff does point out these signs are much uh shorter in height as well as smaller in area that would be allowed by the the sign code. So they did reduce those Uh the next slide shows the original proposed rear wall sign. It will no longer be internally illuminated. And then this is the slide we just received today showing the back lit indirect lighting. It's a soft glow so it won't be create any uh light issues to the surrounding properties. Uh the next slide shows the proposed uh building elevations uh for all four sides of the patio restaurant. As you can see, it's very attractive. Uh unique architecture, uh recessions, projections, a lot of glass windows, um
019a diversity of materials. Um there is masonry. There are a few building code waiverss being requested. Um 1-in wood plank, which is that darker brown you see on there. Um we did receive the specifications uh on that material, which was reviewed by our building department, and it does meet the international building code. Um it it is resistant to uh fading as well as weather conditions. So again, no issues or concerns with the proposed building materials. The next slide just shows the details of the materials I just pointed out. And then uh lastly uh a lighting and phototric plan was submitted. As you can see, there's lighting placed throughout the site. And uh staff does point out that the light fixtures along the perimeter of the site will have side shields. So the illumination is directly
020only on the site, not to surrounding properties. And uh staff is also recommending through the uh draft ordinance that the lights along the south perimeter in closer proximity to the single family homes will be turned off at least 1 hour after the restaurant uh closes. Um but overall um the plan commission at their hearing um did close the hearing and did recommend approval of the special use for a preliminary and final PD plat for the patio and that was subject to working through final engineering final landscaping. Um staff already provided our comments. Um they already addressed the rear wall sign and in terms of traffic they deferred to the village board to get their comments. >> Sure. >> So just seeking village board input on the plans and ordinance at this time. >> All right.
021Very good. Thank you. All right. Petitioners here tonight. Someone wish to come up and speak, just state your name for the record, please. [clears throat] >> Uh, Steve Kolopoulos with with the patio. >> Thank you, Steve. Is you've heard staff's report. Is there anything that you want to add at this time? >> No, I think they did a [clears throat] pretty good job summarizing what what our plans are. >> All right. Very good. We appreciate that. Um, I would just ask if you could maybe sit up front. Um down here we have a couple people that wanted to speak, although uh that's not required at this time. We always do allow residents to come speak um prior to the board so we can hear any concerns that they may have. Um Bob Bowendana, please come
022up. >> Bob. Bob, how are you? >> Good to see you. >> Thank you, Mr. Mayor. Bob Bodana, 791 Wildwood Drive, New Lennox, of course. >> Yes, sir. I do think the patio would be a great addition to our city. Uh we have a lot of good restaurants, but I've always enjoyed your food. So, you know, the question I have again is safety on the street. I couldn't tell by the plans and I looked it up, but once you come off Prairie, is there going to be a dedicated right-hand turn lane to turn into the patio? >> All right, that's that's a good qu. Are you talking about on the far east? Uh end. >> Yeah, correct. Correct. >> All right. So, Will, have you looked at uh >> Yeah, I don't think there was
023any we didn't have anything happening to traffic or anything from from what's out there. It is a a fairly wide uh section through there. Uh that that we did look at doing anything different. >> Is that a But there's a pork chop there. Is that what there's going to be for a right in right out or how we how is that traffic? But that traffic is signed right in right out. Correct. On the east. Okay. So, you have to you can only come in, >> right? My question or my problem is because because I used to go down to Cedar until they started the construction to go to my house, >> but it's a short street >> prairie and unfortunately a lot of our residents don't know what a turn signal is and I can
024see them coming off a prairie. >> Yeah. almost stopping dead like they do off of Route 30 going into McDonald's and Burger King and stuff. And it just bothers me because during certain times of the day that's going to be really really busy. So I would if there was a way to make a dedicated right-hand turn lane there or move the far east entrance over one or two car lengths if that's possible. You're talking about because of cars coming off of >> correct coming off a prairie because once they have that turnabout done, I think that's going to be a very busy >> road. >> Well, you're right. I want It's always been a busy road. The problem is that nobody's ever gone anywhere because nobody knows who's supposed to go. And that's why the
025real engineers, not the Facebook engineers. Yeah. >> But the real engineers were out there. And clearly that roundabout is going to keep traffic moving continuously. Um, and to [clears throat] the developer credit, um, they got rid of the Route 30 because of that that McDonald's. You're right. I know exactly what you're talking about. Very dangerous. It is. And, uh, the state wants to see fewer curb cuts on Route 30. So, we were really happy to see the developer not try and push that. And uh they were looking initially I think for full access at that far eastern entrance, but for the very reasons that you're stating, staff worked with them and they were happy to accommodate right in right out. So I I get what you're saying, but I I really do think uh it's
026it's going to be okay the way >> I hope so. That's all I got. >> Hey, and I you know who knows are those people and I and I trust them. But yeah, >> I just wanted to bring it up just to put it out there. Of course. >> Thank you for your time and patience. >> All right. Thank you, >> gentlemen. Look forward. Just want to clarify. It's an entrance only, mayor. >> It's entrance only. Oh, it's not right in right now. No exit only. Yeah. We want to avoid any issues with traffic at the intersection. Entrance only. >> Yeah, Bob. That's even better. It's only entrance only. So, there will be no cars pulling out. So, it's not even like anyone has to >> wait if someone's pushed over too far. That's That's
027better. So, it's only right in. >> Perfect. Thank you. >> Excellent. Thank you. Okay, Lori Lindberg. >> [cough and clears throat] >> Lori Lindberg, 210 South Prairie Road. I'm a little concerned about the same conversation you just had because there's parking spaces right when you come into that first right turn in. If one of those cars is backing out and another car is backing in and we start stacking up on Haven just um west of Prairie, they come around that corner pretty fast. That could be an accident. I travel that way a lot, probably more in the last 60 years than anybody here in this room because I show apartments, I do other things there. um that corner, they blow the stop sign all the time because most of the time there's trees or green
028greenery. I I call in when that happens, but they blow that and when they want to get to Route 30 or they want to get to the train station in the morning, they don't wait there to let the cars coming off at 30 go right or left. They just make a full semicircle in that area and that's the stacking thing all through blocking all the traffic over there. That happens on a weekly regular basis. I don't know what you can do about that. That's why my concern is all of the traffic coming in and out at this place. That's I think a pretty dangerous place. Further west, not so much because there's a few more cars stacking. But we've also got the people picking up their kids and they're in a hurry to get in
029and get out. I you know I I see it. I see it a couple of times every day. Um you're going to do what you're going to do, but I'd like I just feel better knowing that I made that point. >> Okay. >> Um I think it's a dangerous situation. I think it could be improved on. >> Okay. >> Um I want to know about the variance on the west side lot. that backs up to the church. I don't think that's the full 10 or 15 feet. >> The uh vill's landscape code requires a 10-ft buffer yard along the west perimeter. It's a variable buffer yard. You can see from the plan, it's between 6.9 to 9.4 ft. So, in most uh areas, it falls within a 25% deviation that staff can approve without going
030through a variance POD process. It's only adjacent to about four or five spaces that they really need that deviation for. But even in that reduced buffer yard, they are exceeding the village's landscape code planting requirements. So they are providing extensive landscaping at least 3 ft tall at installation that will screen vehicle headlights from the the adjacent church site. >> Okay. Then speaking of landscaping, there's a mulberry tree on that property. It's been there a long time. It's probably the premier specimen. It's called a unique specimen in Will County. I've had people from Morton Arboritum and other people call the historical society and ask what was going to happen with that tree. And recently it happened again. So I talked to the owner and he said he was going to tear it out and put an
031olive tree in. So, I hope you meant it when you said you were going to keep that tree there. >> I'm going to keep that mir. The people that >> said that because your daughter's green. I think I think your daughter >> I was going to send her to your house if you didn't keep it. >> All right. Well, I guess the malberry tree stays then. All right. >> There you go. >> Um, and the light poles that we talked about buffering them so that it doesn't go over into the other properties. >> Sure. Um, I I like the people. I like the product. But like many things we do, and I understand long costs, I understand development. I've done a lot of it. It It's all about money, but I feel like this is
032a size 15 foot going into a size 10 shoe. Again, it's tight. You've heard me say that before. Um, the parking spaces are not the full size that they normally are. They're downsized. they're shortened or whatever. There's just a lot >> that if it's not accurate, >> right? The parking sizes are smaller. >> There is a requested deviation for 9 ft wide by 18 ft deep. Uh the village board has approved that deviation for a number of commercial developments. The larger 9x 20 or 10 x 18 is really reserved for like grocery stores, um commercial uses that require shopping carts, larger items to be, you know, put into a vehicle. So, for a service type use like this, 9 by 18 is not on there. >> But the radius is tight. I want that to
033be noted. The radius is tight, especially when you come in on that first entrance. >> Well, the you've got parking right there. >> The New Linux Fire Protection District did uh require a firetruck turning study and it did meet their requirements. The only exception was they have to do a little bit of shaving of the curb at the entrance, but outside that minor alteration, it did meet the requirements for firetruck uh access throughout the site. Okay. >> And I just wanted to clarify because there was a curb cut on Route 30 before we couldn't have a ride in ride out >> on Route 30. >> Mhm. >> Well, I think it was the grade issue, right, Jeff? That was it was it was a grade problem there. Yeah. >> And the state wants us to
034get rid of curb cuts on Route 30. There's too many curb cuts on Route 30. As you just heard the gentleman speak, there are issues of safety. And so we were happy to see that the developer was willing to I mean losing a route 30 access for them. Yeah. So they uh we were happy to see that they put safety first. >> And the village has a route 30 corridor plan that does recommend you know limiting >> limiting more curb cuts. Yeah, for sure. >> But you're going into basically a residential area. So I I I was one of the people that was concerned about the roundabout when the train backs up because again I travel that area many times a day. Um, and I've been in those situations where the train is backed up
035and it goes quite a way down south on Cedar Road. So now when we're adding more traffic this way coming from the east to the west, it's just going to multiply that. They've got what 30 some parking spaces there. That's a lot of extra traffic. And that's if they just go in and out one time. So, >> well, that's the that's the whole point of the roundabout. And I too for 31 years have lived here and have seen traffic by um the daycare backed up because that was such a horrific intersection where people were heading south on Cedar kept stopping not knowing that they were supposed to keep going. People who are heading west at the stop sign were going two and three and four at a time when they weren't supposed to. That's why
036we have the roundabout there. So [clears throat] the daycare doesn't have those backup problems. So it does move traffic more smoothly. So um again I [clears throat] I can't uh give any credence to the to the social media experts of engineering out there who think that the roundabout uh is not a good idea. It's been a disaster there. Um and I've said it many times. There aren't accidents at that intersection. And that's because everybody stops and stares at each other and doesn't know what they're supposed to do. that roundabout will move that traffic uh more freely. So, if anything, it's going to help the daycare uh get that out. I also will say that [clears throat] when Lincoln Station was being built, there were people saying that that was going to cause a problem over
037there with traffic, and it's caused no problem uh with traffic whatsoever. Um, [clears throat] not to mention, they said it was going to be section 8 federal housed uh homes, and it's it's nothing. it's the exact luxury apartments they said it was going to be and they're almost completely fully leased. So, a lot of bad speculation um gets put out there. Um what's happened with the roundabout number one, what's going to happen is traffic's going to move more freely. It's going to be safer for everybody. And as far as 15 and a 10, um we are thrilled to see uh the patio take an interest. They are spending a tremendous amount of in of of money and time into this. And you say it's about money. It's not about just about money. It is about
038amenities. People want these amenities. When we put this out there in the 18 years I've been mayor, and I say this, there's been a lot of excitement for what we've done. Just on social media alone, I have never seen a reaction to people so excited to patio coming to this spot. uh as a matter of fact just came up again a month ago. Are they still coming? And we said yes they are and it blew up again. So I think staff always does a great job working with engineering. Um the proposed developer here and business owner has made a number of changes based on what staff has said wanting to be a good neighbor with lighting with the in and out. Um so I I think they've addressed all of those. Um, yes, there's going
039to be more cars, no question, coming to that area, but the plan is to redevelop that area and that's going to happen. It is it is an acceptable use for where it's at. >> Well, when I was involved with the development of the American Stores, Julasco and Nelson Plaza and the Walgreens on the corner, um, I talked to all of the developers, including American Stores, to put Nelson Road in, make it extra wide, and take it all the way through to Haven Avenue. And the reason for that was so that traffic once the village would put in the south end of Nelson Road, traffic from um Country Creek and all those subdivisions could come that way, they would no longer have to go up Cedar Road. >> Yes, we got that accomplished here. Correct. By
040putting Nelson Road through. >> Yeah. I was the one that brought it to the village. >> You you >> I was the realtor. I was the the negotiator with Carrie Hansen. Okay. and um John Noacowski and then later Mike Smith. >> Okay. So you were the realtor. >> I brought them in. I went out and got the people brought them in. >> Were the people who lived over there worried about the traffic that the jewel was going to cause? >> The people were actually in there. >> The the people were not uh concerned about it at that time. There weren't as many houses out there at that time. >> Yeah. >> It was mostly u farm fields. I sold the um Archabal Farm and the Pester Farm, those two parcels, and they were not concerned,
041and they owned the east side of that property also on Nelson. So, they were actually kind of happy that it was coming in. It was done with great enthusiasm from the town, >> as is this patio. I have never seen enthusiasm for a restaurant like I have here. And so, um, I just wanted to say that did take a lot of pressure off of Cedar Road when we put that road in, especially when the village, you had half of the money from Arrow Haven >> in given to you, and you had to come up with the other half to put it in. And once that happened, a lot of cars go up and down Nelson, more than two cedar at this point. >> So, >> yes. And that's why we extended Nelson because gear was
042getting inundated with traffic. So, we I'm my point being is that I've got a great deal of confidence in in our engineers and our staff and we make these moves. That's why we're putting this roundabout in um because we do care about safety and we do want to make sure that we can develop but do it in the right way. So, I certainly appreciate your comments. >> I thank you. >> Yes, sir. You >> can't put this issue to address >> here please. [laughter] I thought you did, but >> I don't want I don't want it ends up put in my kitchen or something. Yes, I guess they maybe they got to get approval from the architect for to to uh to see where if this if this tree stays or >> it's salvageable. >>
043What's that? >> Because we'll need to talk to the landscape designer to make sure that the the Malberry tree is salvageable if we're committing to keeping >> We'll do our best. We say >> I'm But here, let me ask you something. [cough] >> [clears throat] >> I know nothing about landscaping. If for whatever reason that malberry tree is not part of the plant. I don't know how this works. Is there a way it can be safely uprooted and moved? I don't know how how those things >> I'm not qualified. I don't know how to do that if it's possible. [clears throat] I just don't want it to to say, "Hey, you just got to stay here and got it." >> And all somebody such a minor thing. >> Well, you own it. You can do
044whatever you want with it. But I appreciate you trying to accommodate. >> Yeah, we'll do our best to to see if we can keep the true >> and that's right. That's what we should do. We should try and accommodate when we can. >> Sure. >> Understood. >> All right. Thank you. >> Steve, is there anything else that you wanted to add at this time? >> Just in general. No, I mean, we're we're really excited about coming. You know, we uh we actually met [clears throat] met with Mayor Tim here one time and he showed us this site and and we kind of fell in love with the site. We fell in love with the community here. Um [clears throat] we're excited. We're a family business. This is it. my dad and my brother Matt here.
045Um, you know, >> you have an outstanding reputation. >> Thank you. >> And when's the last time you you built a new patio? >> So, this is our first new This is This will be number seven. The last one we did was in 2014. So, it's been >> So, 11 years. >> 11 years. So, we're excited to do a new store and I think we got the right community. Um, and you know, we want to serve good people great food. I mean, that's our goal. >> And this site was very challenging and I know we had a number of conversations. It was more expensive in the engineering. It was more expensive in in the land, in the dirt, whatever, everything you had to do out there, and you [clears throat] stuck with it. >> There's
046quite a bit. Yeah. Quite a bit of challenge to get it to work, but I think what we ended up with, the way it I think it's going to flow really nice. It's going to look great. >> Um, I think it's going to work. >> I love the new building design. >> It's going to work. So, >> all right. I'm going to, if you wouldn't mind, I'm going to open up board comments or questions. Anything that you haven't already heard from plan or that you haven't heard from uh the petitioner. Go ahead. I just think that sometimes um I'm happy that you came and spoke. I just think that sometimes it's hard to see the big picture and um I think that we have residents that come all the time when we have a new
047project in the works and they're [clears throat] not happy about it. But it turns out to be really great and I think that this project is awesome and I'm I know that we're all really like honored that you chose New Linux for [clears throat] the patio. It's going to be great. So >> that's a great point, L. That really is people coming in voicing their concerns that what government that's what government's supposed to do and sometimes there is that fear. Um but I think we've got a pretty good track record because we have such an amazing staff and because we've had people like yourself that are willing to compromise and work and listen to residents uh hear what staff has to say, hear what the board has to say. Uh it's worked out well. That's
048a great point, Lindsay. Really is. a lot of those concerns are addressed as well in all those fine details that you guys really took took notice of and it's very evident in the plan. So, you know, it might seem like a concern, but if you look at how they approached it, it's obvious that it it can be addressed. >> Yeah. And and and [clears throat] I think traffic absolutely is a concern. It's it's a residential neighborhood. There is a daycare there. Um, we are looking to redevelop that that triangle, but without question, it is a concern and it's and it's one that needs to be addressed by our engineers and our staff and and anyone that has a comment or question about it. Um, but you've made changes to address that and we as a
049village made changes to address that even prior to you coming by doing what we're doing with the roundabout. >> We're optimistic about the roundabout. We're not traffic experts, but I've drove by. We spent some time here on Friday, you know, last week. >> Sure. >> Driving the area and looking at all the traffic, and I think that roundabout's going to work. I mean, it looks it's beautiful. It's it's >> could not stall traffic any worse than it's been stalled for the last god knows how many years. That's for sure. >> All right. Anything else? I was just going to add that um coming from my background when you look at that site and we've been talking about that's a very difficult site to engineer um to pack everything in there the way that you have
050and there's going to be some give and take to make that happen. Um and I think that the your engineer and you and staff working together has done a great job at doing that. Um those deviations that we are are looking at here uh I think it's necessary to to get to an end goal. Um, I wanted to say also that uh in terms of deviations on building materials, I'm a strong proponent of our halfmasonry requirement on our homes, but when it comes to commercial buildings, there's a wide world of good, durable, um, good-looking building materials, and you guys have done an excellent job at selecting um, uh, materials that are going to look good for the long run and hold up. So, I just wanted to add that, too. >> Yeah, >> thank you.
051Definitely reminds me of what Target redid with some of the Yeah, there are some great materials for some of the commercial. No doubt. >> Yeah, we we own our own buildings. We're invested in this. When we build, we plan on being here forever, right? So, we're not building these things for the short term. We we own them. So, >> I'll be honest with you, that is the other thing. This is a family-owned business that been around forever. I've been fortunate to know the family for quite some time in my other profession uh where they were in Bridgeview and I was These are good people who stand by what they do and you're going to be a great addition to our community. >> Yeah, thank you. >> It's a nice family restaurant. >> No doubt. >>
052It's a family restaurant and you you know we you attract a lot of families and it's from young ch children to to seniors and >> Yeah. You you've built that reputation over the years. All right. Thank you. We appreciate it. Thank you. Okay. Next we have consideration for approval of a bid award Cooper for Wood Streets water mane replacement. Mark. >> Yes. So first of all it's Cooper Ash and Wood. There's a mistake in the memo. >> Um so yeah as the board knows as part of our plan to replace infrastructure on the north side. Uh we broke it up into three three parts. This is the first part. Um October 16th we opened up bids. There was 13 biders. [clears throat] Uh the lowest responsible bidder was PT Pharaoh with a bid amount of
0531.1,871,327. That was under budget and uh PT Pharaoh has done work for the village in the past and staff is comfortable with them. Um so at this time it's staff's recommendation to accept this bid and award the contract contingent upon expected IEPA loan approval to PT Pharaoh. >> Very good. Any questions for Mark on that? >> All right. Is there a motion to approve the bid award? >> So move second. >> Motion by Trustee Madson, second by Trusty Wilson. There's nothing further. A roll call vote, please. >> Trusty Christopherson. >> I. Trusty Scaliz. >> I. >> Trusty Wilson. >> I. >> Trusty Riser. >> I. >> Trusty Matson. >> I. >> Mayor Baldin. >> I. Motion carries. Okay. Next, we have consideration for approval of proposal northeast quadrant water main design for Christopher Burke Engineering.
054Mark. >> Yeah. So this is the second part of uh the water main [clears throat] replacement up there. It's uh going to take place on G Lane, Hawthorne Lane, and Fur Lane between Cooper and Cedar. Um bidding would take place in the fall of 2026. Construction beginning in the spring of 27. Um so this proposal is for design of of these [snorts] water manes [clears throat] and staff's recommendation to accept this proposal. >> Questions for Mark on that? Motion to approve. >> So move. >> Second. Motion by Trusty Riser, second by Trusty Manson. Was that okay? >> There's nothing further. A roll call vote, please. >> Trusty Wilson, >> I. >> Trusty Christopherson, >> I. >> Trusty Matson, >> I. >> Trusty Scaliz. >> Hi. >> Trusty Riser. >> I. >> Mayor Baldwin. >> Hi.
055Motion carries. [clears throat] Next, we have consideration for approval of contract extension slip lining. Mark. >> Yes. This is uh [clears throat] we've been doing slip lining for several years to recondition our sanitary sewer pipes. Um the original contract was um 2020 or 23 24. We extended it last year. This year there's a provision in the contract to extend it with an increase um a negotiated increase. Um vision sewer has proposed an increase of 3.2% which is in line with the Midwest CPI and the Chicago Neapville CPI. Um, so at this time we're recommending renewing the contract for one more year with the increase and an amount to not exceed $225,000. >> All right. Any questions for Martin? [clears throat] >> All right. Is there a motion on the contract extension? >> So moved. >>
056Second. >> Motion by Trusty Scaliz, second by Trusty Christopherson. If there's nothing further, a roll call vote, please. >> Trusty Riser. >> I. >> Trusty [clears throat] Madson. >> I. >> Trusty Scaliz. >> I. >> Trusty Wilson. >> I. >> Trusty Kustaferson. >> I. >> Mayor Balderman. >> I motion carries. Next is consideration for approval of proposal police department janitorial services advanced building maintenance. Mark. >> Yeah. So, we've been having issues with our current uh janitorial service at the police department for some time. Uh we've given them several warnings, given them several notices to uh clean up their act or we're going to get them out of here. Um October 14th, I gave them their final 30-day notice. Um and they stopped showing up on October 16th. I questioned them on the 17th and they
057indicated they wanted to uh terminate the contract. Uh by that time we had already lined up a couple um quotes to do that cleaning over there. Below was from advanced building maintenance. Uh they previously cleaned here um prior to Emer and they did a great job and they still clean our carpet and tiles and all our buildings. um they can do it for $2,600 a month, slightly higher than the 24.8656 that we're currently paying. Uh but I think we're get a much better uh return out of them. So the contract would run until April 30th, 2027. >> Very good. Questions for Mark on that? When when can they start? >> Today. >> They can. >> Yeah. >> All right. Very good. >> Cool. >> All right. Is there a motion to approve the proposal? >>
058So moved. >> Second. >> Motion by Trusty Riser. Second by Trusty Madson. If there's nothing further, a roll call vote, please. >> Trusty Matson, >> I. >> Trusty Riser, >> I. >> Trusty Wilson, >> I. >> Trusty Scaliz, >> I. >> Trusty Christopherson, >> I. >> Mayor B. >> I. Motion carries. All right. Next. F through G. Consideration of ordinance establishing a special service area 30 number 37, Lakes Park subdivision, and special service area 38, Lakes Park town homes. Jeff. >> Yeah, since it's been over 60 days since the public hearing with no objections, uh the ordinance establishing the SSA uh for Lakes Park, um both number 37 and 38 are up for village board approval tonight. >> You take them separately or >> Okay. All right. So, it's uh 37 [clears throat] and 38.
059Is there a motion? Um see. All right. Do we adopt a closed ordinance for special service area 37? >> So moved. >> Second. Motion by Trusty Scaliz, second by Trusty Wilson. If there's nothing further, roll call vote, please. >> Trusty Christopherson, >> I. >> Trusty Scaliz, >> I. >> Trusty Wilson, >> I. >> Trusty Riser, >> I. >> Trusty Madson, >> I. >> Mayor Balderman, >> I. Motion carries. Now, is there a motion to uh adopt the ordinance for special service area number 38 for Lake Parks Town Homes? >> So moved. >> Second. >> Motion by Trustee Scaliz, second by Trusty Christopherson. Uh, any comments or questions? Roll call, please. >> Trustee Wilson, >> I. >> Trusty Christopherson, I. >> Trusty Matson, >> I. >> Trusty Scaliz, >> I. >> Trusty Riser, >> I. >>
060Mayor Baldwin, [clears throat] >> I motion carries. Okay. Now, you got the same thing in H and I except for this is for special service area 39 for Tierling Lakes Phase 1 and special service area number 40, Tierling Lakes Amenity Center. >> That's correct, ma'am. >> Anything to add to that? >> Nothing to add. >> Any questions for Jeff on that? I will take them one at a time. Is there a motion to uh approve adopting the ordinance for special service area 39 Tearling Lakes phase one and phase one? >> Some move. >> Second. >> Motion by Trusty Madson. Second by Trusty Christopherson. There's nothing further. A roll call vote please. >> Trusty Riser. >> I. >> Trusty Madson. >> I. >> Trusty Scaliz. >> I. Trusty Wilson. >> I. >> Trusty Kristofferson. >> I.
061>> Mayor Baldin. >> I motion carries now. Is there a motion to adopt the ordinance for [clears throat] special service area number 40, Tierling Lakes Amenities? So moved. >> Second. Second. >> Motion by Trusty Riser, second by Trusty Madson. If there's nothing further, a roll call vote, please. >> Trusty Madson. >> I. >> Trusty Riser. >> I. >> Trusty Wilson. >> I. >> Trusty Scaliz. >> I. >> Trusty Christopherson. >> I. >> Mayor Berman. >> I. Motion carries. Next up is consideration for approval of purchase Illinois Shines Community Solar Subscription Sun Central LLC. Brian. >> Uh, thank you, mayor. This is not so much a purchase as it is entering into some agreements. I'll give a little background about the uh about the program con considering it's not very widely known but Illinois shines as
062a state of Illinois program uh it targets 100% uh use and clean energy by 2050. Uh one of the incentive programs to achieve this is community solar uh which offers reduced costs for uh electric supply. In our case um that reduced cost would be 20%. Uh this is for about 70% of our electric accounts. Uh saving us probably over $100,000 a year up to 190,000 uh depending on the the comet uh rate. Uh the length of the subscription is initially 10 years with two automatic 5-year renewals. Uh they will not begin until the end of 2027. The solar facility has to be built still. Um despite the long-term uh commitment, the village has a no penalty out uh assuming that the solar farm can replace us as a with another account, which shouldn't be a
063problem. Um >> is there anything that what I mean, what if we don't see the savings? >> Yeah, you know what? I I thought the same thing when I was first approached with this. It was like this is a no-brainer. what what am I missing here? >> You know, I contacted the uh village of Lel cuz they just entered it >> and it was >> it was simply that we sign up for uh to subscribe to a solar farm uh and get our power off of that uh and we save 20%. And it was it's that simple. I I talked to our uh the company that procures electric for us every couple years and and he said it is a no-brainer. It's it's that simple. So, >> okay. I guess the only other thing I
064would ask is I mean are there other ones out there that would offer greater savings or >> Yeah. And actually our procurement uh electric procurement uh people do offer the same thing. Right now they can only offer us 10%. >> Okay. >> Um initially when we were approached with this it was 10% and then some more solar farms uh came in line to be constructed so they were able to offer us our 20%. >> Uh I just found out today that um one of the local school districts just signed up for the program and they were only getting 10% too. So okay getting 20% is good. Yeah. >> Yeah. That's great. All right. Any questions for Brian on that? >> And that's a guaranteed savings, Brian, or >> that's a guaranteed 20% based on the
065KMED rate. >> Okay. So 20% less than combat guaranteed, >> correct? >> Okay. >> Yeah. Who knows what comet? >> Yeah. >> How long would we give it to see? Would we give it so many months? Would we give it a year? >> No, we're locked in, right? >> Locked in for >> So So we're locked in. The program itself won't start until 2027, right? >> We're locked in for 10 years. However, with 180 days advanced notice, we can get out of that if we wanted to. >> Yeah, that's what >> But you said provided they could find another user to >> and so far the company I'm working with that's providing this uh has said nobody's gotten out. I mean, it's 20%. >> They're guaranteed 20% better than KMED. There's not I mean we
066would never want to get on unless there was some grid issue where we weren't getting the electric we needed or something, right? >> Yeah. It's all coming through Comet system. >> That's all their stuff. So, it shouldn't be an issue, right? >> Yeah. So, we would still pay the uh the delivery fees through Come, but the supply itself we get the 20% off on. >> Yeah, that's great. >> All right. Any other questions? All right. Very good. Good job, Brian. Um, is there a motion to approve the purchase or the subscription? >> Yeah. So, move. >> Second. >> Motion by Trusty Riser. Second by Trusty Christopherson. >> There's nothing further. Roll call vote, please. >> Trusty Christopherson. >> I. >> Trusty Scaliz. >> I. Trusty Wilson. >> I. >> Trusty Riser. >> I. >> Trusty
067Madson. >> I. >> Mayor Balderman. >> I motion carries. All right. Next up is consideration for approval of a change order additional safety railing for the sports complex. Brian. >> Yeah. One of the fields at the sports complex has an about an 8 in drop behind home plate uh to eliminate the hazard. You know, we've tried other things like painting the uh painting the drop off safety red. And we've installed a drink rail behind a portion of it to eliminate some of the trip hazard, but to completely remove it, we need to add a safety rail. And uh to do that, uh fabrication, painting, and install would cost us about $24,158. We compared that with uh some pricing doing it in-house and for only like $3,000 more, we're going to get a better product and
068professionally done >> warranty and everything else. >> Yeah. Yeah. And that was at my request. I was up there and there is a a drop off by that field on the Northwest. And first of all, we don't want to see anyone get hurt. That's most important. But I can assure you it would cost us a lot more than $24,000 if somebody did. So, thank you for checking on that and getting this price. Any questions for Brian on that? >> No. Okay. Is there a motion to approve the change order for the addition additional safety rail sports? >> So moved. >> Second. >> Motion by Trustee Madson. Second by Trusty Scaliz. There's no comments or questions. Roll call vote, please. >> Trusty Wilson. >> I. >> Trusty Christopherson. >> I. >> Trustee Madson. >> I. >>
069Trusty Scaliz. >> I. >> Trusty Riser. >> I. >> Mayor Balden. >> I motion carries. All right. I'll take the next three. consideration for approval of a resolution authorizing a use license agreement with Northern Illinois Soccer League. Uh you had information on this is a soccer tournament hosting over 50 local teams on November 8th. Um this is going to uh they'll provide the village 10,700 in field rentals and additional revenue through food and beverage service. So, so this is nice that here we are in November and we're still renting out fields there for tournaments, not to mention practice and everything that's going on there. So, is there a any questions for me on that? Is there a motion to approve the resolution? >> So, moved. >> Second. >> Motion by Trusty Scaliz, second by Trusty
070Wilson. If there's nothing further, a roll call vote, please. >> Trusty Riser, >> I. >> Trustee Madson, >> I. >> Trusty Scaliz, >> I. >> Trusty Wilson, >> I. >> Trusty Christopherson, >> I. Mayor Balderman. >> I motion carries. Okay. Uh now we want to get uh approval for a proposal for kitchen cleaning services from Chicago Land Pro Wash for the sports complex. This is for the beer garden and for the concession stands. Uh obviously with the health department with everything we're doing up there. This is important that we've got a company come through there. And it's only for 2011 190 uh annually. Any questions on that? >> How often do they claim? Is that Mark? Do you know what uh how often they're up there? >> Is it twice? >> Yeah. >> Okay. >>
071For and the bear garden alone is a pretty good price for what they're >> I agree there. So uh and as you know we're looking to move that to a full-time restaurant. So um that'll be good. >> All right. Is there a motion to approve that proposal? >> So move. >> Second. >> Motion by Trusty Riser. Second by Trustee Scaliz. If there's nothing further, a roll call vote, please. >> Trusty Madson. >> I. >> Trusty Riser. I >> Trusty Wilson. >> I, >> Trusty Scaliz, >> I, >> Trusty Kristofferson, >> I, >> Mayor Baldererman. >> I, Motion carries. And then finally, approval of proposal for class cleaning services for Divine Shine at the Crossroad Sports Complex at $700 per month. Uh, that's for the windows of the beer garden. Um, and $8,400 per year. Obviously,
072there's a lot of those rollup doors. There's a lot of glass in there. And I hope you don't b that because we're looking at the design of the indoor >> [laughter] >> It's going to have a lot more glass. So, any questions on that? >> All right. Is there a motion to approve the proposal? >> So, moved. >> Second. >> Motion by Trusty Scaliz. Second by Trusty Kristofferson. If there's nothing further, a roll call vote, please. >> Trusty Christopherson. >> I. >> Trustee Scaliz. >> I. >> Trustee Wilson. >> I. >> Trusty Riser. >> I. >> Trusty Matson. >> I. >> Mayor Baldwin. >> I. [clears throat] Motion carries. All right. Thank you board for approving that appointment that I had to the police and fire commission of Dennis Cummings. Um Halloween's coming up. Be
073safe. Kids are out there. Ebikes are out there. Everybody's out there. Uh and hopefully it's not raining. It's going to be a little cold, but it's going to be one of the better Halloweens we've probably had in a while. So, I'm sure it'll be a lot of hopefully there's a lot of kids out there. Hope they have a good time. Uh that's all I have. If there's nothing for me, village attorney, >> nothing. >> I guess I'm also current tonight. There's nothing for the village administrator. Payroll and dispersements. Trusty M. >> Yes. I make the motion to approve our [clears throat] monthly dispersements in the amount of 4,568,57866. In addition to these dispersements, approval is needed for a payroll in the amount of $547,46348 cents paid on October 17, 2025. And that is in a
074form of a motion. >> And I will second that. >> Okay. Motion's been properly moved and seconded. Any comments or questions? Roll call vote, please. >> Trusty Riser, >> I. >> Trusty Madson, >> I. >> Trusty Scaliz, >> I. >> Trusty Wilson, >> I. >> Trusty Christopherson, >> I. Mayor Baldwin. >> I motion carries. Anything else, Keith? >> No, sir. >> All right. Thank you. Questions, comments from the floor. Mike, >> would you like to speak? >> Is that right? >> Hello, everyone. Um, I'm Mike Vancampen. This is my wife, Kelly. Uh, we've lived in town for over 21 years. I sent you an email last week. Um, I hope you got it. I want to share the email with the board. >> Sure. Go right ahead. >> Go ahead. Go. >> Hi, we hope
075this find email finds you well. After exhausting many resources, we cannot think of a better person to turn to than our mayor. over the past year. New Lennox lack of ordinances. >> Sorry, has allowed >> don't >> has allowed our neighbor to weaponize things such as blocking mailboxes as well as parking several company vehicles along our street Andrea Drive with no purposes other than to prevent anyone else parking on the street. I'm sorry. I didn't expect to come up and cry. It's okay. >> As mentioned, >> our neighbor has been intentionally blocking our mailbox. The police non-emergency have responded several times after our mail was not able to be delivered. Due to the ordinances, there was nothing they could do. We have directed the PO to the post office. We were directed by the post
076office which prompted USPS to put a notice in their mailbox in instructing them to stop locking the mailbox. In response, neighbor moved their vehicle. >> I'm sorry. >> Would you like me to read it for you? [laughter] >> I'm so sorry. >> No, don't not expect us. >> That's okay. I'm sorry that it's causing this kind of distress. All right. Sure. >> Um, let's see. [clears throat] In response, neighbor moved their vehicle away from directly in front of our mailbox and instead position their vehicle close enough to where uh our mail um to where our mail lady must make multiple maneuvers to not only deliver our mail, but also to get out and continue her route. Uh, please see provided pictures and video. The responding officers have mentioned that they deal with similar complaints at
077other residences, but have no resolution since New Lennox does not have ordinance from preventing such behavior. New Lennox also lacks ordinances regarding company vehicles. For months, our neighbor stationed several company vehicles along Andrea Drive. Uh, not only do we lack ordinances for company vehicles limitations and residential areas, but we also have no ordinances how long a vehicle can sit on a street before it's considered abandoned. Um, new police say the vehicle is not abandoned as long as it moves once in a blue moon. Well, it's requires more than that. It has to have properly registered plates. It has to >> But this is what we've been dealing with. >> Yeah. Yeah. It's been rough. >> I mean, but that's kind of the state statute. It's not as long as it's properly registered uh and can
078it can park there. So, but that's okay. Uh the van has been parked in the same position for so long. You can see the road discoloration. Uh when they do occasionally move or slightly reposition themselves uh to avoid it being considered an abandoned vehicle when we utilize street parking, our car was boxed in by several company vehicles as retaliation for parking on street. Please see provided picture showing a severity of it. after they blocked in the car. The car they blocked in was shot four times with the BB gun. >> This is under investigation with NLPD. Um your vehicle was blocked was shot four times. >> Oh yeah. >> Okay. >> Y >> uh video link will also be company vehicle doing a burnout in front of our house. As you can tell, our neighborishers
079are ongoing. We are in the process of finalizing our approval to install a privacy fence and create boundaries between the two houses. During this process, we learned that our fence can only be 3 ft high in the front if the neighbor's driveway is 40t away from the property line. This is a safety measure, which we understand. However, when our neighbor was parked so close to our driveway obstructing our view to back out of the driveway safely, there was no ordinance or safety measure for this. With the recent allowance of golf carts and ebikes on the road, we should ordinance in place to make it safer for all. >> Um, ebikes are not allowed on the road. There's actually state statute that everyone talks about this in communities, but um there are state laws that kind
080of regulate that as well. Um uh with winter approaching, we'd like to address one more issue. The policy is as follows. On street parking, snow toe. In order to effectively cur all streets from the curb, any vehicle parked on a roadway must be removed. Failure to clear the entire road surface hinders further removal of snow. As soon as the snow depth reaches two inches or greater, all vehicles must be removed from the street. It's advisable, however, to remove your vehicle as soon as it begins to snow when parking overnight. Keep in mind, it may snow while you're sleeping, creating a problem early in the morning. Village code provides for ticketing or towing vehicles of this ordinance. Our neighbor does not remove their vehicles from the street when the snow has reached 2 in or greater,
081resulting us having to shovel the the street by our house last winter. Will the village be enforcing? Yes. Um, will we be enforcing these policy and issue tickets or towing? Um, yes, we will. It's one of two things. It's either when public works is out there uh clearing the streets, if they're having a problem, they'll notify the police department or if we get a call from a resident to the police department. But typically what happens is um when they're out there mark right plowing the streets, they'll notify the police if the cars are blocking. So that usually comes from our public works department. But you can also call. >> I have called and and nothing was done. So >> you you you called when >> I I called and what they do is they go
082and knock on the door and if nobody answers the police drive away and I shovel the street. Last year it was a mild winter. I don't want to have to do it again. >> Well, not only should you not have to do it, but at the very least a ticket should have been issued. >> So don't and that that's why we're here. >> Yeah. Well, that yes, that's something that we can certainly talk to our chief about and to let his people know if there's a call from public works or if there's a I mean, yes, if it's the middle of the night, they will try and knock on a door and say, "Hey, move your >> I'm not talking in the middle of the night." >> I understand what you're saying. No, you you
083clearly are expressing frustration from somebody who you feel is is deliberately trying to make your life miserable. Um, so thank uh thank you for that. Excuse me. >> So, I I guess I'm gonna ask, are we going to come up with an ordinance where you can't park in front of mailboxes? >> Well, that is a federal issue. I know. And that's why >> I've been to the post office. The post office tells me to go to the police station. The police station has no ordinance from this village. None on record. >> Christina, is there >> Well, we can we can certainly check it. I mean, >> if you could, I'd appreciate it. >> I Yeah, because I mean, I don't have a problem with it. And then um you know in regard to company vehicles,
084I'm a blueco collar worker. >> Yeah. >> Excuse me. >> Yeah. >> Um I I believe you should be able to have a truck and go to work. >> Sure. >> But when you park several in front of the street in the house and nobody else can park >> and you know what I'm told because they're a D plate. But when they're a B plate and all fully lettered and they're all fully commercial, you know, insured. What? Isn't that a commercial vehicle? >> There are We do have >> You don't have I've been through this. I've spent the last year with Judy Police Department, the code enforcement, there's nothing. >> The B plate also is a pickup truck as a B plate as well. >> Correct. And I'm talking about a fully leed truck, company
085trucks that I know have to carry commercial insurance. And any other town that's a commercial vehicle and new Lennox, it's only it's above a Dplate, which >> that's there's plenty of vehicles that are labeled with a B plate that are fully lettered that are commercial vehicles. You guys just don't recognize them as a commercial vehicle. And I'm not saying don't bring your truck. I believe in that. I'm a blueco collar worker. >> Yeah. It could be someone's business that >> Right. 100%. But when you start bringing two, three, four, and they sit there and they sit there. I pay taxes there. It's not it's not a company parking lot. >> Well, well, no, that that's a good point. But I mean, what kind of business could he be doing if he has four company vehicles
086that never >> It's Wolf Seal Cody. They do a lot of work for this village. And I hope to God it's public bid work because if this is given to them I I have a problem with it. >> Everything is public bid work >> and and and I'm thankful for that. But I'm just we don't know where to go. We were at wit's end. >> It's been very frustrating. >> Well here well here's what I would tell you what typically happens and I'm sorry that you I can see you're frustrated. I'm sorry to see that. What I can tell you what typically happens and we have a great police department. Have you called the chief? >> Because here's what I would say. What we do, and we have done this on a number of occasions,
087our police will get involved in the extent of talking to the neighbors and saying, "Hey, listen. If you continue that, if there's a neighborhood dispute, if you continue this, then we're going to be forced to issue you citations when this happens." >> It's frustrating because they've been out three times a week for months now. They say you have to go to civil court. >> Wait. So, we we have gone I have not gone to chief. I talked to detective sergeants and what winds up happening is they turn this all into a civil. Everything is civil. So it's gotten so bad around my house that I had to go with Ariel to court your your Ariel to file a no stalking, no contact order against these people. This is relentless. >> Did they grant it? >>
088I was granted it, but now they're hiding. They're not being able to be served. They hide from the police. >> Okay. >> This is on a regular basis. So they so you were granted but they were not served with this. >> One of them was served the other two were not. I had my whole family protected from part of that house. There's mult dwelling with multiple families living in there and my family has been tormented and it all boils down to parking stuff. Parking stuff. >> Okay. >> But I want help, please. >> Yep. I will talk to the chief first thing in the morning. I I would like you to call my office tomorrow afternoon. I don't know if you ever did get our email. It was sent to you last week. >> Yeah,
089it all depends on where it was sent to, if it was sent to the general email or not, but co call my office tomorrow afternoon. I'll speak with the chief tomorrow and we will do everything we can. And I think we could certain certainly look at although I mean I no one's ever talked to me about someone parking in front of their mailbox before, but obviously if it's deliberate um we can look at an ordinance for that. Absolutely. >> Yeah. Then >> and now you know, like I said, I I I really I'm a blueco collar worker. You should be able But when you're bringing three or four vehicles and plus all your other personal vehicles, and here's the problem. They're only they only have enough room for three spots beyond the sidewalk. So, where
090do you think the other four or five vehicles? >> No, no, no, no. That that's a whole another issue. Somebody bringing their company vehicle home is different than having five company vehicles parked. >> Correct. That's an entirely different scenario. that is, you know, using it as a company parking lot. That's not bringing a work truck out. >> And everything that we have told you, if if you find the email, I can share it again, but please share the pictures with the board because >> we're at wit's end. >> Oh, call me tomorrow afternoon in my Thank you very much for your time. >> No, of course. We appreciate you being here tonight. Sorry you had to sit for an hour, but >> Oh, good. Thank you. >> All right. Thank you. Take care. >> All
091right. Thank you. >> All right. Trustee Commons, Trusty Riser. Um, I took a drive around the Commons the other day and saw all the scarecrows. Very creative. If you haven't done it, take a cruise, take a walk. >> Was packed before the meeting of people walking around out. >> Yeah, that's great. >> Now we get the mix of the Christmas stuff in there, too. >> That's right. >> Um, and Kim, once again, congratulations. Great work. >> Thank you. >> No doubt. Very good. Thank you, Trusty Madson. >> Uh, nothing tonight, sir. >> Thank you, Trusty G. Did I take your Halloween trick-or-treating stuff? I'm sorry, but you usually are very good about safety. >> Yes, sir. Thank you, >> Trusty Christophers. >> You can always repeat it, too. Right. >> I have nothing else today.
092>> All right. Thank you. Trusty Wilson, >> nothing tonight. >> Trusty Scaliz. >> Nothing further. >> All right. We have no need for executive session tonight. So, is there nothing for further? Is there a motion to adjurnn? >> No move. >> Moved. Second. >> Motion by Trustee Madson. Second by Trusty Scaliz. All those in favor signify by a voice vote of I. I. Oppos. Speeding a jerk.
