002propose any additions um and then adopt there are five policies that ISB has requested or require the district to make a response to you yeah you all have the but you can have another copy anybody else need a copy of the package good all right [Music] Miss don't open come over here so um I I guess my question to the board is that do you all want to go through all of the policies or just the ones that we're required to respond to so our presentation was just a five so that's all we have all right so some of these responses uh are very minimal uh so we'll just go through it and then I'll give you the administration's recommendation and then we can discuss uh where the board lies um press polic board policy
0035250 leave of absence the only thing that we had to do is to identify how many employees we have and based on the number of employees we have that's the language that we adopt so for us our district would be 50 to 249 employees okay five what's this say 5220 you just off the website let me see I think it has a page 5 250 I'm sorry page 4 six out of 101 okay I'm looking okay it's like towards the bottom it's U it's section off right behind stat 52 46 out of 101 so is so the part that if you look on page 47 and the green okay it's brop so it's the child extended in that section so the only thing we have to make a determination on is the number [Music] of
004P you printed this yourself to me this was given the last me okay so I guess yours is a couple pages but here it is right there right there so where it says Q so essentially this one just requires us to identify the size of our district and based on the size of our district the language changes so the administration's recommend just to accept the um the recommendation for districts of 50 to employees so unpaid Le for work is available employees who experience loss child so forth but according if the district employs 250 or more employees on a full-time base and employees entitled to a total of 12 weeks unpaid please within one year after the employee notifies the District of law but for our district the recommendation is take this one take this one

006the reference I'm sorry 6 230 I'm sorry that's my phone 230 that was my page 66 and when looking at number five and number five says um the program our library media program adheres to the principles of American Library Association Library Bill of Rights which indicates that materials should not be prescribed or removed because of partisan or nonr or doctrinal a disapproval and what that means is we can't take books out the library because we don't like it M that's a new state law so we uh accepted the default language from the state that says uh the program adheres to the principles the other alternative would be the pro the practice of banning books um or other material within the District library media is prohibited so either way you're you're saying that we can't do
007that but the top is what IB recommends as far as language yes we've never had this before no we've never had an issue with that in this District but outside of our district most the district that don't look like us that is a common practice for them to man different types of books well the the right so that's the hard part when you start to say we can't talk about this but we can't talk about this now you're discriminating right so this state policy says that school districts cannot prohibit books um based on what you believe okay this the why I mean just straight to the point right here I know you chose said the practice of banning otherin the district libr isoh that's it well I I think the the the top answer is

010reg uh tuition so the administration's perspective was that um if we allow teachers to bring students of n who don't live in the community then we would have to allow anybody to come into the school U and not pay tuition so I mean well so us going to default continues the practice that we have I have a question Y how many teachers will want to bring their kids over here and in who classroom would they want to put them in that would but we've had teachers and staff to have students here previously I'm talking about now well not now but talking about right here in the Pres I'm not talking about yester or tomorrow I I would tell you I have not dealt with that in this District because the policy says no in my
011previous District our policy was no as well but because of Co you know people we want the teachers to come back to school and parents said what my kids school is closed I need somewhere for them to go and so what end up happening was the flood get and what happened with that you had a lot of people take advantage of the opportunity to bring that kid and then it was well I like Miss Harris in third grade I don't like Miss Dixon so it became the issue could it be Miss Harris teaching up in third grade better than miss dixler doing job could that be the case I mean if we were building with one classroom per grade level and your kid was in third grade and you were a third grade teacher you
012would be teaching your kids yes so I ask question one of have ch so I better invested I also want to know what happens other not we can't talk about necessarily but we talking about signing H1 visas for folks that have to scho District they don't have to live within and and yes and that's based on the state of Illinois well the UN the United States that's based on them there more of an accountability type of a deal um so my question is is there is there is there only a or is there that's that's your only option no we continue to not allow it or B the board uh creates a nonresident emission Poli and then we would have to work with the attorneys based on in the state to see to cify what
013that looks like Mr I agree with the administration because you will open up a flood gate if you change and say that anybody can come here that me means that Chicago can send all their low achieving students along with their behavior problems and along with the Suburban teachers all schools can send them right here and we cannot get rid of them and so we become overcrowded and we're already teacher shortage so we're still trying to be trying to get teachers and we do not want our student our classrooms to go more than 22 to one because if you let everyone in you're going to have at least 35 to one if not more and then we're short on space too we got a new building but when you start letting everyone in you will see

019child of the district employee doesn't specifically say teacher so it's any employee of the district okay anybody that work here not just anybody I don't I don't think the union would allow you to say only teachers no I'm just saying just staff period staff all staff correct okay but if they have to pay to I mean okay if they willing to pay tuition what's the problem but again if we going to go by policy let's go by all the policies that's all I'm saying so when I sit here and say you cannot pick and choose what policy you want to go by because you the board that's all I'm saying as a whole for all the kids and one thing for sure if a teacher's in there she going to make sure her kids educated
020so that means all the teachers all the kids that's in the classroom the extra 28 kids that's in the classroom are going to get educated that's all I'm saying so I would like to say this because I do know personally that there have been staff and teachers having their Cho me they didn't like how the district was moving they got their kids about here um and as far as I'm concerned they still don't like the way the district is moving so why are we making any waves for them when we're not moving the way we're supposed to be moving M so that's a no-brainer and as a community member I don't want to have anybody outside of this District coming over here that we had to pay our taxes for them to get them kids
021free education whatever I mean because technically they wanting more money they're not worried about babysitting they're wanting money babysitting is the last thing they I beg you different when I was in the um District I did U bring my child to school and that did help severely what area you still help de I didn't like I didn't like I didn't like that was CPS no no I did not like how things was being ran but I was in the the school with my child but that did help severely and it helped it did um open up some things for teachers brate kid to school and that just helped them up so you it depends on the situation not just to say okay it's not babysitting sometimes it is with child care and so you have
022to look at every everybody's situation is different that's all I'm saying we don't have the resources resources for what for babysitting it's not babysitting you said me babysit no it's not if I'm working and my child is in the school where I am so when I get off work I I stay like doing my thing and then that's my the child care so that's not like baby the teachers are gone or they stay late or whatever and they have to rush to try to get their child from child care so it's not like oh I'm taking the kid to the school and the teacher GNA babysit just like Dixon said that they the teachers going to teach their kids in the school that's the education everybody else get taxer you know what excuse me I

024about you but that's what we've been doing about teacher and St what about the community listen The Village was getting ready to build a huge apartment complex excuse me that means that we cannot turn those children away but we got teachers here with their children coming here free so then they takes the seat of a child that live here in the district where we going to sit them cuz right now we have 30 what how how many in the classrooms what's the most have the most have is 30 no no I know that but how many you know off hand we have we don't have any class at Max we have a couple classes at the primary grades where um we are teetering what is teetering we may be two to three away from so
025again you're looking at 28 29 students in the class and they have to have an aid in that class so what happens when somebody asking they take out do they do that I don't know yes they do they do I suppose well they do it don't well unfortunately um we do have to take AIDS out of the class sometimes and they have to fill in and substitute teachers our contract yes they do our contract allow for a affing and Serv um here's my last piece to this recommendation I'm perfectly fine with the board creating a policy but here's the caveat if you do that then I think you need to create a reverse policy as it relates to any student because it becomes an issue when you say teachers bring your kids no no you
026know no questions but then what about kids who come from other places so I think if the board is going to move in the direction of allowing the teacher or the staff then there has to be some consideration given about kids who don't live in the community and they want to come let's let's talk to the attorney about it I mean to be honest because like you said you create the policy it says as such and you create the policy talk talk to the about what what if we if we de side or whatever so that the teachers come my whole thing was about the teacher stand because it's a we have to first of all there has to be teachers in place who want to come here exactly so what are you talking about

037was coming I did mind but it was coming out of my paycheck but that child got the best education on that west side because she was with me but they had some fantastic teachers in that school especially one that she stayed with for three years and she became a math genius and a science genius and so I was glad to have them because like I said we had some fantastic teachers and here we might have one or two but I don't know what else we have here I don't see anybody standing out you know receiving Awards and things but I do give credit to my teachers here because they are good they are trying their best but sometime you kind of you run kind of short because of other things that goes on but the

040students parents last guarding their own only when the alleged offense is firearm possession uh this policy expands the notification duty to include drug related incidents and Battery of a staff so the the question is would the or like to expand the notification of Duty or align it with the subset B what this means essentially is we have a responsibility to or the principal has a responsibility to contact parents immediately when certain situations happen uh even before you talk to the kid investigate some things you have to talk you have to notify the parent immediately right now the policy only talks about possession of a firearm but the addition or the amendment expands the notification duty to includ drug related incidents and Battery of a [Music] staff so when they say a00 ft from of the
041school so exactly where with that I'm here that's not part of the the amendment this not part of no the amendment is only a green right here so they're asking if we want to expand the definition of what you have to notify a parent of only for firearms or do we want to expand it to drug rated incidents and Battery of establ should be all that's the administration's recommendation to expand it to capture all of it okay so what is this I have a question my question is when do we get notified who is at the board I mean at the end we you saying the parent the principal and I'm sure you get notified right yes so when do we get notified because we be the last one to find out what's going on
042so well usually the board would be notified once the situation is under control but not while when it happens it take place and so well usually happen it place if it if it takes place then we're probably dealing with it so the board probably would not be receive a phone call within the first 30 minutes to say uh we had a kid to come with a gun now you may get a call within an hour and a half once we've gotten to some level of resolution meaning the police have been identified the student has been apprehended uh the legal authorities are at the school we made sure everybody was safe so it's I mean it's part of the protocol to notify the board but you finding out 6 seconds after I find out is probably
043not logical just because there are other things that have to happen prior to that I just as as is we should know about three seconds after that I I'm talking about the that was unnecessary and we we've had this instance we've had this instance before and again especially so we have an emergency management plan and we have to jump into action with that Emergency Management plan and I am a huge part as a superintendent as the commander of the incident so everything has to go through me uh police notification uh if we have to notify the let's say it's a hazardous somebody has a chemical or something we think it's drugs but it's really something I'm making stuff up on the fly but there's a process and a protocol so before I get on the
044phone and start calling board members I have to make sure that the situation has been mitigated and that all students are safe in the building and then please no go ahead go ahead so one once the pro protocols have been in place everything is contain then notification of the board will happen now can I say can you please just I'm just saying I'm just saying it's like you two have a conversation so can okay can we please just just asking a question I know can we just move it around okay does anyone else have something to ask in regard to this I feel that um the board member if you have a gun the board member at least the board President should be notified whoever that may be but at least the board president need
045to be notified because what if I mean the board president has other people and I mean that knows other people like what's going on at your school it's a gun you like a gun what's going on so the boy president is not in the know and doesn't and then they would be blowing your phone up a board president would be blowing you up but if if it's a gun then maybe they could come to the school or whatever the case may be to be in the no because if a board we not in in the know at least boy president so I'm not I'm not I'm not saying that you're not notified at all that's not what I'm saying what I'm saying is being honest if there's a gun in the building my top priority
046is not to call the board president my top priority is to make sure everybody is safe we meaning we have to do soft lock down hard lock down that's my top priority once I determine that everybody's safe everybody's in place the risk has been mitigated then we start going through the process hey board president this that and the other it happened before I've called the board president then send an email to the board so it's not that it won't the board won't receive the information I'm just saying have a little Grace and understand that we have toage the situation just one question so if that's a scenario if I'm a teacher and I'm seeing a gun on a student I have to notify my boss correct so in turn I notify my boss within seconds
047or whatever when I see it in turn if I'm notifying my boss as a staff person as a teacher then at what point is that turn around that you notify your boss at least the boy president so the difference is when that teacher notifies the principal um usually the teacher is going to notify the principal in secret they're not going to let the kids know because then you going to cause a Friendzy so they're going to notify notify the principal so that the principal can take action part of our Emergency Management plan uh is that when the principal figures it out you have to notify district office because we have to step in and make other things happen so it's not just a game of t it's actual action that has to happen in the
048mix so I'm not saying that the board is not a priority but the top priority is to make sure that the situation at the ground level has been mitigated before you do anything Dr Alexander all respect all due respect I get it but sometimes that could have just been delegate call the boy president let her know and we'll provide more details um to with to her that's it and that's perfectly fine I'm just saying sometimes in the instance if it's actually happening you may not even have the ability to call the board president if it's if something's going on they may not even have the opportunity to call me so that's what I'm saying it's it's not withholding information at all it's more about maintaining Safety and Security on site I'm in agreement with you
049Dr Alexander because when a situation happens like that you don't need any extra people coming into the school getting involved when they don't know what's going on and once you settle everything then you let me know because I know that you know what you're doing and once everything is done hey I'm satisfied you taking care of it good CU what can I do what can I do I'm just an extra person in the building and now you got to look out for me instead of who the people are or if I want to come up there because I'm getting excited about I need to see what's going on no after everything is over with notify me you took care of it that's all that's all I want to know you took care of it yeah

051kids they share information before the staff you know and they call their parents they calling their parents and then the parents come up in a up you got to calm the situation down before it get really out of so yeah you do situation that other is there any other instance in which a student is allowed or guaranteed a certain amount of anonymity um is there I don't know about so this the second the second provision allows for an expectation of privacy on the part of the student is there any other instance that you know of where student is guaranteed some sense of um anonymity uh as to I don't know if that's about classes that are taken or some other are there any other instances in which a young person might be guaranteed their right

074to the union um as I shared this is the calendar is something that essentially is negotiated between the board in the union so I took this back to the union um and they their feedback essentially was that they wanted to keep the calendar as is they were fine with the if we had to change um Lincoln Day for president and one of the things I think I fail to say is Lincoln day is the state holiday so you have Lincoln's day which is State President's Day is federal Lincoln day is the day that the state gives you off not President's Day they take the state holiday you can petition to have it changed but Lincoln is the day off that's why this district is always taking Lincoln day and not presidents every District does something
075different some districts have a holiday waiver which means they don't have to take holidays at all or they can pick and choose uh one of the I'll give you an example uh um some districts do not take Veterans Day because they take e it is a Muslim holiday they have Jewish holidays Muslim holidays so their Boards of Education have petitioned the state for a waiver to say we want to take this holiday versus that one so um again I I put the the recommendation back on the agenda as it was stated uh because that was the agreement between the board and the Union uh uh we have very the district I'm saying has very little discretion on how the calendar looks because there's parameters that are outlined in a contract that are negotiated uh when
076school starts the last day of school this year like I said is going to be an issue in odd I'm sorry even years only because of election day the state came out rule I think two years ago that said you have to take elect the Federal Election Day off as a holiday so every even year CU 24 is even every even year when there's an election you're going to be impacted by that one extra day on your calendar and so the response is um we can't move our calendar to get out before Memorial Day and you can't move it because what that would say is now you've shorted your 176 attendance days and four um contracted professional development things for staff now you can extend it you can add more days of the calendar but
077then you will have to go back and negotiate with your staff because they are only contracted to work for 180 days so again miss love this calendar is not um a personal preference I would be here anyway so it was not a personal preference but this is a calendar that we had to go through the Union process to do but in the CDC it says that the board has the last CDA C CDA okay CBA always get my ini has the last word on the calendar and if there's modification on the calendar then we just let the uh Union know about it that's what you sent to us so the the board approves the agreement between what administration and the union has done if the board makes a change outside of what agreement has been

082started that second week or so of August but in the past they've had all of these ancillary days off that drove the school year off into May so we were able in two years ago to consolidate and that was working with Dr Reynolds actually before I started we were able to consolidate the calendar um so that the teachers would the students and teachers would get out before June so that's how we got to this place okay when I looked at the calendar starting date was August 14th okay I looked at the week of November and I thought that if the teachers worked the 25th and 26th and they were off of 27 28th then that would be somewhat satisfactory February schedule I looked at the date for February 10th which is the day after the
083Super Bowl that you mentioned and uh February 17th which is President's Day not the 12th but the 10th and I looked at the high school calendar too and uh for high school Richards they're taking off uh the 10th and they're taking off the 17th and I looked at their uh calendar for Thanksgiving they're taking off the 27th 28th and 29th and they're working the two days then I looked at may and may Friday May 23rd is the last day for Richard's High School also so I thought we could finish up on the 23rd because we were using the two days in November that we that the 17th take uh the 17th February 17th is one day replacing that day in February and May 27th is the other day that's replacing the day in November so
084and I understand exactly what you're saying however you have to understand that as much as we try to align calendars with the high school district every district has totally different operations but they have to work the same same number of days that's that's you have to understand the high school and if I'm not mistaken District 218 has extended hours we don't yes meaning you can let's say they do so their uh professional development that you have to take four they may have five total professional development days but that's because they added an hour to eight Wednesdays or 10 Wednesdays because they start at 9:30 on wednes so that's a different type of a schedule than us again in high school they take days off for assessment we don't so it's not going to be a

103but just the idea to wind down just like he said that's not whatas I don't want you to down and go to the meeting and stuff early releases about intens professional development okay explain something to me about profession development the students get out at 1:00 M the teachers have a half hour to for lunch or whatever teachers get their lunch during the school day but I just saw something in the meeting that uh on that was typed up that said that the meeting will start at 1:30 so they got that half an hour I just saw that started for lunch that's for transition what transition whatever M what time do they finish 3:00 3:00 3:00 okay so it's an hour and a half yes is that all they need absolutely not that's all we can
104get so that's something that has to be negotiated with the union we actually get 30 on on those School Improvement days we actually get 30 extra minutes out of the teacher teachers get off at 2:30 but on professional development days they get an extra 30 minutes well what happened to the 11:00 11:30 time that the students used to get so that's called a half day that not exist in the state state law says you have to be in school for five hours in order for it to count as a day of that's true so that half day concept it does so especially if our school day was 8 hours that could work a half day could work however we have the shortest school day in the state of ill yes we do yep so when
