001Um, I am reconvening to open session of the regular meeting of the Fairview District 72 Board of Education. It is May 20th, 2026 at 7:05 p.m. We have already established that we have a quorum. Um, I would like to request the members of the public be respectful of everyone at this meeting. Please ensure that you have silenced your cell phones and please join us in um the pledge of allegiance. to the flag of the republic for it stands one nation under God indivisible with liberty and justice for all. >> All right. I'm going to start with approval of minutes of the regular and closed um meeting of April 15, 2026. May I have a motion and a second, please? >> So move. >> A second. All those in favor of approving the minutes of April

00215, 2026, say I. I. >> I. >> Anybody opposed? Say nay. All right. Minutes are approved. Next item is approval of payment of bills. Um, can I have a motion in a second to approve the payment of bills in the amount of 1,29,710.71? >> So moved. >> I'll second. >> Anybody have questions? Would the board secretary please call a roll call vote? >> Yes. >> Christine, >> yes. >> Jack, yes. Raphael Kavor, >> yes. >> Phillip, >> yes. >> Diana Diaz, thank you. >> Bills are paid. Next item up is parent teacher association report. >> We have Sylvia here. >> Hi. So, today we had our eighth grade students and staff versus the eighth grade parents. Um, a huge thank you to all the parents and the staff. I know it's a long day for

003them to stay and do, but the PTA does appreciate it. They did raise a good amount of money to help go towards the PTA. This Friday, we have the eighth grade dance that the PTA hosts. Um, it's going to be a busy few uh weeks for us. Next week on Thursday, we have kindergarten field day that we host. We also host the eighth grade graduation reception. Last but not least, we're excited about our field day, which is on June 3rd. Um, that's a huge one. So, thank you to everyone. Uh, I know the staff and the community all comes together to kind of throw the kids a really nice feeling. So, we appreciate it. But that's all. Thank you. >> Thank you. >> Next item is school activity report. Does anyone from the board or

004administration have any good news to share? >> Hello everyone. Uh I just want to ahead of time apologize if I miss anything because it's a very busy time and we try to look to as many things as we possibly can. Uh so first thing I wanted to uh note is uh we have a contingent of students that are very active in participating in math contest and we had the Niles West math competition right uh after our April board meeting uh against center schools across Niles Township. Fairview got first place. So that was something that Yes. Yes. I think back-to-back years, uh, Mrs. Shedro, uh, Miss Pley, Mrs. Pru, they they go to those competitions and they they just they love being able to see our students in at the high school be able to do

005that. So, that was excellent. Uh, and then shortly after that, we had the Fairview math tournament for grades four through six. Uh, students participate in a series of activities here. It's it's hosted and led by all of our staff, some in the math department, some not. And so, a lot of hands-on deck, and then we invite parents to the auditorium to see who won the competition at the conclusion of that. So that was just an at fair view competition with only falcons. Uh we went to camp Timberly uh again this year. So that was a wonderful uh wonderful trip. Miss Reeb is a first year science teacher. She was the one that organized and planned uh obviously coming off of Mrs. Massath last year kind of guiding her in that direction. She did a great

006job. We had a beautiful day in Wisconsin. Um students really enjoyed ziplining and the horseback riding. right at the end of the the the trip uh some some kind of nasty weather came in and everyone got home safely. Our bus drivers are excellent. So, um that was great. Uh we also had our band and orchestra concerts. Um shout out to Mr. Connor, Mr. Park. Um I know there was that for fourth grade as well. I don't want to steal uh Miss Shivoka's thunder, but you know, I just always say to the crowd, especially like hearing our students in the winter and then come back in the spring, the amount of growth that that Mr. Park and Mr. Connor do with them is absolutely incredible. So, I also want to applaud them. They came together and

007did a uh a piece with the orchestra and band together, which I think is the first time maybe in my tenure that we've had something like that. Uh and so it was a really neat to see all the students on stage performing at once. So, great job. Uh and then we had two high school senior events that we always get really excited for. The first is a a gratitude walk and that's led by Niles West where they have graduates from all the center schools go back to their center school and walk the hallways one last time. Uh, and so all of our students line and staff line the hallways. They do two laps with their gowns on uh, and kids make signs, they see younger cousins and siblings, and it's really just a special moment.

008They take a picture, uh, together out in front of the building. And then we invite them back for the senior celebration uh which we've done now probably for about 15ish years uh where they come to the nest, they eat chicken crispos, they get cake, and all of our staff comes down to the nest to see them and talk about all of their future endeavors and off to to college or trade school or whatever that is. So that happened this past Monday. Kids did not want to leave. Had to rush them out of the building as much as we could, but they just enjoy seeing especially now for them it was all new because they hadn't been many of them to the new building. So that was really exciting. So I think that's all I have.

009I'll pass it over to M Shaboka. So thank you. >> Okay, we have um a lot of field trips happening in primary. So two that have have already happened, third and fourth grade went to Susicle the Musical at Niles West, which was actually really great. We even had some of our students in the performance because it involved so many children. But there were also a lot of alum there. So it was really really neat for the students, the third and fourth graders to see what's maybe possible when they go to high school. And they just love seeing those big kids. So that was really fun. Kindergarten went to the Peggy Notart uh Nature Museum a couple of few weeks ago now uh since the last board meeting. And then coming up tomorrow, actually, second graders

010are going to the Brookfield Zoo. And then on Friday, first grade is going to the Lincoln Park Zoo. And then next week, I believe it's next week, third grade's going to the Botanic Garden. So, a lot of opportunities for students to have that experiential learning. As I say, we also uh I think it was two weeks ago, it could have just been last Friday. We had the second grade poetry tea, which was so wonderful. It was the second time that we did this. And the second graders get up in front of all of this. This space was packed. Every chair was filled. There was standing room only. and they get up in front of all of these grown-ups and read their poetry. Many of them read more than one piece or they read pieces together

011and it was just so so lovely and uh really proud of them getting for getting up first of all writing poetry and being so mean thoughtful about what they were writing but also being able to speak in front of a large audience is very hard and they nailed it. They did such a good job. We also had uh bike scoot. So poetry tea was two Fridays ago. Bike scoot and walk to work or work or school day was last Friday and we had over 140 bikes or scooters and who knows how many walkers. It was awesome. So I know a lot of people came to that. The vibe was so fun. We had music and the tennis courts. We have a video of all how many bikes we had. It was actually really incredible. Mr.

012Lays will always say you don't have to just wait until that special day. you can ride, bike or scoot to work or school every single day because he does. He's a very good model in that way. Um, as uh Mr. Leeka just said, we had our we wrapped up the music season with fourth grade the finale last night with the fourth grade concert. So, thank you once again to Mr. Connor and Mr. Park for doing such a great job with their students. Um, also just on the the coming up, we have kindergarten graduation on June 1st and then the next day, June 2nd, we have kindergarten meet and greet for the incoming kindergarteners. So, it's really fun um to get to get eyes on those kiddos. And um what's really special having our preschool here

013is that we have so many of our preschoolers. I think it's 20 it's over 20 of our preschoolers are moving up into kindergarten. It's so helpful because we we know these students already. So, that's really wonderful. And then also just on when you think of the education front, we have our May institute day next Friday. And one of the things that we're starting next is our science DLT. So we're going to be looking at our science curriculum. So we have a team of teachers that will be starting that process. We start that now. Work will start over the summer and we'll continue through next year. So there is a lot happening on all fronts. So lots have happening at primary. Any questions? Okay. Hello. I am very happy to report that since we last met,

014the PFA compliance visit has happened, which is great. Hey, and the best part of it is that we were given a three-week window, and they came the second day of our 3-week window, which was great. So, we were we didn't have to wait all two and a half, three weeks to have them come. So, they came, they were here that Tuesday, May 5th, Wednesday, May 6th, and it's over. So, we'll hear back probably sometime in July um or sometime in the summer, but it's good that we have one under our belt. So, then we won't get um a visit for another three years. So, now we've been through it. We know what to expect and um hopefully everything will be okay. Um in terms of our current preschool, hard to believe that next Thursday is

015their last day for this school year. Um we're going to have a big celebration. Um, what we did last year, we're going to do it again this year, is we go to the park and we have popsicles and the families come and then we have a tunnel for our incoming kindergarten, our exiting preschoolers, incoming kindergarten students where they go from preschool to kindergarten and we take pictures and we send them home with the families. Um, and then May, I'm sorry, June 1st, the same day as kindergarten and graduation, we have our preschool meet and greet for our new preschoolers for next year. So, we're really looking forward to that. Thank you. >> Short and sweet for me. Uh MAP testing finished up this week. Thank goodness. That was our last testing of the year. So

016those uh test scores will be going out tomorrow via parent square. You can look for those. Other than that, looking forward to wrapping up the year. We've got a few summer uh technology infrastructure projects to start on in June and July. And uh should be a pretty busy summer. So cheers. >> I have one question for you. If if there's um extra charging cords found at the home, what should we do with those? >> Hypothetically, hypothetically speaking, >> I found one. >> Maybe I don't know who's >> you can you can bring it back or keep it as an extra for at home. >> Okay, thank you guys. Um next item is our board discussion. Would the superintendent please introduce the reports to the board? >> Sure. We're going to start out with our annual

017insurance insurance and wellness committee report and Jeff is going to provide that information for the board. >> SW Okay, thank you to the board of education. Uh on a yearly basis, we update everyone on the goings on of insurance and wellness. So, um we've had the insurance and wellness committee meeting for uh committee for a long time now. It was a new thing back in 2013, but now we've kind of evolved into a a new um great group who looks at our insurance offerings every year uh based on costs and suggest changes, but also it's kind of evolved into what we now look as wellness committee. There's our group for the year including our esteem Mr. Corey who meets three to four times on a yearly basis planning events for the for the uh school

018and the employees and also look at our insurance plan. Again, it was formed man, a long time ago to look at our first to look at our health insurance plans and look at cost savings, but also there's a big push for wellness and there still is a push for wellness and long-term health savings and that's what we're looking at and also create a spirit of wellness in the school and you guys all got your sweatshirts tonight, so that was good. Uh, not going to bore everyone with this, but the current state of insurance market is is crazy. So currently pharmacy costs and medications especially GLP1 so the fat loss drugs are currently causing plans to skyrocket in premium costs. Uh there's a growth in high-cost claimments and especially in regards to cancers uh specifically after

019COVID when people were putting off preventative visits and there was a spike in in cancer discoveries and treatments. Uh there's a rising cost in services currently. So with with hospital consolidation, there's the cost of those services because there's a market uh they have a little bit of I don't say monopoly but there's a little bit le there's less people they can go cost shopping around. There's been an increase in post-pandemic services postpand like I mentioned and then regulatory pressures in the government they're putting on hospitals currently. So a lot of these factors go into the driving the high cost not only in our plan but in the market as a whole. Our district has a healthy EPO plan and what I mean by healthy is it's a very rich plan that uh offers our our

020employees a great deal of coverage. Uh we're part of what's called EBC which is a insurance pool of 135 school districts now that pull their resources together to purchase insurance on the open market. Uh current currently we're with Blue Cross Blue Shield for medical and our PO plan is looking at a 16.2% increase this year. Now, you may say to yourself, "Wow, that's really high." But if we were going to market right now with our experience, go on the open market and purchase health insurance for employees, we'd be looking at a 20 to 25% increase based on our experience as a district. Uh what happens in the pool is that we're our risk is mitigated by other districts experience as well. Uh the EVC pool average over the course of the last 5 years is

0219.7. We've seen it 16.2. And in two of those years, we drove the cost down even further because we changed what's called our plan design. So our plan design is deductible co-pays, things of that nature that go into our plan. Our HMO the last 5 years, Fairview's had an average change of 8.5. This year is the 13.4 and the pool as a whole is 16.4. So our HMO is performing very well as opposed to the pool as a whole. We've been we've historically the last five years performed better than the pool as a whole. So all that to say with insurance costs being the way they are and the market being crazier than ever, our increases are high. However, our increases relative to the open market are what to expect right now. So with all

022of that out of the way and we looked at we looked at different cost savings measures. Like I said in the last four years we've changed our plan design twice and we had never done that before. So we looked at that this year. We thought we just did it last year. Let's try and despite the big increases. Let's keep it going and try and focus more on wellness activities for this year. So our our committee and all of their good work has done a lot. Our increased participation in wellness screenings. We're at about 70% of our employees participate in wellness screenings and that's in March. uh our Falcon Fit mantra. We've got the Falcon Fit swag that comes out every year and it's become a new thing. Everyone's looking forward to the logo and the

023and the stuff they get every year. Now, we had some recommendations this year. I wanted a winter hat. We didn't get a winter hat. We got a sweatshirt. So, um step challenge. We have the step challenge that happens every November and that coincides with kind of our kickoff to the holidays and tour to Fairview is something that Miss Trisha Klein put into factor last year when we were a couple years ago when we opened the new part of the building. We're like, "Hey, get to get to know the building a little bit." So see how many laps you can do around the new part of the building. So that came back this year as well. Great participation in flu shot offerings that we give our staff. Um and then wellness Wednesday is kind of merged

024into a whole seal week. And we still have the random acts of coffee. So we deliver coffee to employees during the year to kind of brighten their day. And this is all paid for by the premium savings we get by by having this committee. So by having this committee and having these activities, EBC gives us a portion of our premium back. So we got $11,000 back last year because of these because what we do as a committee and that pays for everything we do as a committee. Next year, again, continue to monitor the health insurance landscape and cross our fingers that the insurance increases are lower than they were this year. Uh relook at plan design changes, which we do on a yearly basis to see if there's any cost savings in there. And then

025again, continue to look for new ways to boost the health wellness offerings at the district and increase involvement. And that's it. >> Thank you, Jeeoff. Thank you to the committee. That's a lot of work. I think we all believe that if we help our employees be more healthy, that that hopefully that helps bring insurance costs down a little bit. And we have a pretty healthy group. I mean, people really do participate and get very competitive with some of these different things, which makes it fun. So, thank you for all of your work on that. I appreciate it. Um, next up we have board policy review second reading. So, I'm sure you all did your homework from one month to the next. And we will be I'm happy to answer any questions about any of the

026policies. There really aren't a whole lot of choices with any of these policies that you have to make. Um, primarily driven by um, you know, legislative uh, efforts and whatnot. So, I'm happy to answer questions, talk about the policies. If you're good, we can carry on. >> Everybody's good. >> Okay. Um, finally, the superintendent's report for May. You know, a lot of my report is a lot of what you've already heard. May is just a very busy time. I would say that, um, Carly and our preschool team are very humble. It was very stressful to not know when Isby was going to show up. Um, they don't give you notice. they just show up, which I could argue could be a security concern because they should let us know ahead of time. Um, but they

027did a remarkable job um in a very stressful situation. Um, early indications from the woman who was on site was that there are a few minor paperwork types of things that we need to address. Um, and I'm hoping that that's really what we see in the final report. So that too adds to the stress level of this is that they come in they don't really tell you too much and then you sit and wait until you know 60 90 days to get your report. So um the whole process is a little bit cumbersome and you know hopefully we will glean something to help us improve our program because certainly we can always improve but um between Carly and Jenny Marin and Sandra City it was really a heavy lift. So thank you again. Um otherwise

028in our in my report um you know we are planning for summer. Casio is uh put together his maintenance projects for the summer. We will have a few teachers moving classrooms. Um so there's always that kind of work going on and then regular maintenance that we can't do during the school year when students are here. So he and his group crew will be busy. Um but other than that any questions about anything on my report? Anything you want to know about? I just have actually >> Yeah. annually we have to reapply. Um and so actually another kudos to Kari um and Jeff who worked on it together. Um we just completed the application. It was due May 15th. So that's been submitted. Um so again we wait to see you know if they are going

029to approve you know the items that we've put in there but >> okay that is it for the board discussion. >> All right next item is our board committees and representatives. Raphael any updates on Edra? >> Um not too many. Just that the uh both chambers are going to be um closing session here in a couple of weeks. Um, and there's just a few uh Senate bills that are being heard in the executive committee mostly focused on like artificial intelligence regulations. A lot of the things that we'll probably be implementing in our third reading or whatever the readings are on the board policy. So, um, but that's it. >> And then Jackie, any additional updates on NTDS? >> Have a meeting next week. >> Okay. I'll have it in June. >> And then Christine, anything?

030Next item is Freedom of Information Act. I can report that there were two Freedom of Information Acts received since the last board meeting and they have been responded to as required. Um, we do not have any information items and correspondence for this month. Um, at this time I'd like to invite members of the audience to address the board in public comment. The public comment period is designed to gain input from the public and not for immediate response by the board to the question or comment presented. If you wish to address the board, please come to the microphone and state your name. The three-minut time limit will be set and the board secretary will keep time. Okay. And I can confirm there were no online public comments received as well. All right. We'll approve our action

031items. The first one u have a motion in a second to approve the education support personnel compensation for fiscal year 26. So moved. >> I'll second. >> Any additional comments? >> All right. Would the board secretary please call roll call vote? Saji Phillip. Yes. >> Raphael Kore. >> Yes. >> Jaclyn BJ. Yes. Christine. >> Yes. >> Diana. >> Yes. Thank you. >> Okay. May have a motion in a second to accept the retirement request effective June 2030 for employees 63713 and 238842. >> So moved. >> I'll second. >> The board secretary. Please call roll call vote. >> Yes. >> Jack, yes. Christine, >> yes. Adiaakis, >> yes. >> Saji Phillip, >> yes. Raphael Kavar. >> Yes. >> All right. We have a motion and a second to accept the retirement of educational support personnel Jane

032Beck. >> So moved. >> I'll second. >> What? >> One more time. >> So moved. >> Just now your turn. >> So moved. >> I'll second. >> Okay. For the board secretary, please call roll call vote. >> Yes. Um Rafael Kore. >> Yes. >> Jacine, yes. Christine, >> yes. Phillip, >> yes. Yeah. May >> I have a motion in a second to accept the resignation of certified teacher Alex Clif? >> If I don't give you a motion to stay, >> we don't approve. >> So moved. >> Would the board secretary please call a roll call vote? >> Yes. >> Dana, >> yes. >> Jacqueline BJ, yes. Rafael Kavor, >> yes. >> Phillip, >> yes. >> All right. May I have a motion and a second to approve the employment of personnel >> right now? >>

033Yes. >> Um name is Andrew Kaplan for the assistant principal position. So moved. >> A second. >> Would the board secretary please call roll call vote? >> Yes. >> Jaclyn Boug, yes. >> Rafael Kavor, >> yes. >> Christine Zuka, >> yes. >> Saji Phillip, >> yes. >> Diana Dakus, >> yes. >> Okay. Next item is items for future consideration. Does anyone have any items they'd like to share? >> Yes. Well, I do. Um I was talking a little bit with um Karen and Zinny just on the idea of potentially looking into like an online platform for language since we're not offering it, but maybe we can offer it to the community as like from Fairview that they can have like a membership or something. So, I was wondering if that's maybe something we can look

034in over the summer um and something to offer for families. looking to see if we could like subsidize online classes or programming that for interested families they could take advantage of, you know, according to their own child's schedule, you know, when they, you know, it would seem as if there should be something that they could do online at their own pace. Um, you know, and if we could help subsidize something like that, if nothing else, to vet programs and and bring to the community, something that we would recommend. Um you I think that is a very good middle ground on this topic of um language instruction for right now. >> Feel like when they go to Niles West specifically you there I think there's 15 languages I'm going to say um there's so much so

035it's hard to kind of pinpoint but I think if we can offer something um it'd be nice. So >> so we'll work on that. >> Thank you. >> Anybody else? >> No. Okay. May I have a motion and a second to adjourn the regular meeting of Fairview Board of Education. It is 7:32 PM. So moved. >> Second. >> Okay. With the board secretary, please call roll call votes. >> Yes. Yes. Yes. Yes. Raphael. Yes. S. Yes. Thank you.
