Hi everybody. We are reconvening to open session the regular meeting of Fairview District 72 Board of Education. It is December 17th, 2025 at 7:03 p.m. We have already established that we have a quorum. I'd like to request that all members of the public be respectful of everyone at this meeting. Ensure you have silenced your cell phones and join us for the pledge. All right, we're going to start with approval of minutes of the regular and closed meeting of November 19th, 2025. May have a motion and a second to approve the minutes of November 19th, 2020. >> So moved. >> I'll second. >> Any questions or corrections? >> All those in favor of approving the minutes of November 19th, 2025, say I. I. >> Anybody oppose? Say nay. Minutes are approved. Next item, we um may

have a motion and a second to approve the payment of bills in the amount of 175,650. >> Any any questions about the bills? >> Board secretary, please call vote. >> Is this Uh Christine, >> yes. >> Jacqueline Bou, yes. Rafael Kavor, >> yes. >> Saji Phillip, >> yes. >> Ward, >> yes. >> Thank you. Good evening everyone. So we always have a lot happening at the at the school. So right now as we speak the girls varsity basketball team is in the championship game which is where Mr. Leeka is tonight. So hopefully they are winning and he is cheering them on. It is also concert season in December. So we had several concerts throughout the month. We actually just finished our last one with our fourth graders today. So we've had band and orchestra for

the last several weeks. Each week we've kind of featured one. And I just want to give a shout out to um Mr. Connor and Mr. Park for their work with our our students in music. Um especially when I think about fourth graders, just about every fourth grader plays some kind of instrument. So, I think it's really great to give them that exposure and many of them continue on through middle school. So, I think that's wonderful. We also have our holiday um parties as you just said from the PTA coming up this Friday. And another big thing this Friday is Mr. Leaka and I are not going to be alone. We are going to have two additional principles for the day. These are raffle winners from our PTA 5K. So, being the principal for the day

for primary is Miss Noel Linbeck and then for the middle is Hannah Witworth. So they are going to be very busy. We plan to do some walkthroughs and some observations and you know just make sure everything is working smoothly on that last day before winter break. So a lot of fun things happening in our classrooms, a lot of festive spirits and just you know fun activities for kids. So we're really enjoying this last week and we just hope everyone has a really great holiday break and rest relaxation and comes back ready for 2026. Thank you. Any questions? Uh only one bit of good news for tonight. Uh the robotics team is coming along nicely. Our first meet is in about a month from now. Um the great Gretch Winning is here who was kind enough

to share her son's build from last year. It's a version of the game that he just competed in last year. So we were able to kind of get those videos and pictures and kind of uh model our robots around that. Obviously Paul is a much better builder than what we are, but we've been working through that and the coding and I think we're we're ready to go in about a month. So, good stuff. I've decided to present on the levy after all. So, 25 minutes be good. No, I'm uh we still are waiting on the tax bills still. But the good news I wanted to share is that our work on the strategic plan keeps going forward. We had a meeting today about our security audit and we'll be excited to present that information to

you in I believe January or February. We're trying to plan that with the company right now. But the good news was the findings were all positive and it's work that we can get done and we felt very very good that an outside company came in and looked at our facilities and looked at our operations and said you guys are doing a great job. So it's credit to Cass and his team and then the district's leadership. So that was great news. I just wanted to um tell Mr. Connor that George's and all the kids um I I'll piggy back on that. The numbers of students I got the jack. Yeah, and I was prepared to say everything that Cindy just said. >> So, um, so yeah, so this is actually it even started before this summer.

Um, last year Katie and I came together and we were talking about this idea. Um, because she knows some schools that have done it. I know some schools that have done it. And so we were like, this would be really fun, you know, like this is a great way to teach not just academic skills, but all of those real functional skills that our students need. Um, so yeah, so Katie and I started and then with the help of our admin and likely and then also the ENT admin, it was like a really nice, this has been a fun project for, you know, we have them in our school, let's really include them in on everything that we're doing. So like having our classrooms all work together, admin, everybody has been like a really fun experience

for us. You wanna So, thank you guys so much for having me. I'm just so grateful to be at Fairview. You guys have an amazing community. So, it's super cool to represent NCDSC and I'm just like I love Michelle and it's just been so amazing. So, thank you for having me. So when we came to this idea, we always we started this with a mission statement and we wanted to create something that we would drive all of our instruction. We wanted to build upon this and support our students. So I'm going to read our mission statement that we created. Our mission is to provide meaningful hands-on opportunities that build confidence and social skills in an inclusive school setting. The Falcon Snack Shack is dedicated to helping students grow as communicators, decision makers, and team members

through structured real world learning opportunities. So, the rest of this presentation that Michelle and I are going to give really drives with this mission statement as like the top part of our of our snack shack. So, basically how it works is we start off um usually on Thursdays, I send out a little email that has sign up sheet so the teachers can sign up to come at we have uh five different time periods during the day that it's open so that whether you're working middle school or your primary your staff I mean our maintenance staff come down like everybody is invited um so it just kind of helps not that you have to sign up on it but it helps also give us an idea of how many people are coming and making sure that

there are customers for every single group that's coming if not like there have been times that we've been like what are you doing right now I I know you already visited the snack shack, but are you free? So that like everybody has a chance because our students love being the employees and selling to our teachers. It's just so much fun. So the the teachers will pick a time slot. Their walk-ins are always acceptable. >> Yes. >> Well, we have, you know, you're getting a little ahead of us here. [laughter] for you coming up. Um so yeah, so teachers, everybody can like just come in and walk in even there's times where like our students are outside the hallway for like who they can. Um and then so it's it happens every Friday uh at those

times. And then in the snack shack we have snack all kinds of snacks, drinks. Um there's also a weekly Falcon Surprise that we'll talk a little bit about and that's Katie's classroom and my classroom coming together to make something for the the teachers every week. Um and then it's just a really nice small structured predictable program for our students to take part in. So we have received over the 30 donations from the ver Fair View teachers which has just been so amazing and that's just what keeps it alive and like Michelle said it's very repetitive. The kids know it happens every Friday and it's all because of all the support from all the teachers. So, we are just super grateful and it just shows how amazing Fair View teachers are. They want to help with

our inclusion project. They want to just keep having the kids be happy and so it just really shows how amazing the school is. So, that's Mr. Lays with one of our students. He comes every Friday and so he always has to fist bump one of our students. But you're going to see three teachers that the snack check just means a lot to them. So, you're going to hear from them. It was pajama dance. Well, that day. Just want to add that. So, the Falcon surprise happens in my classroom. It has been great because I have about 18 years worth of random craft supplies. >> So, our kids like literally they're all usually taking a part of this. We go through um like Pinterest together and try to figure out what we can make. We go

through my cabinets. We're pulling stuff out trying to figure out what we can make for the teachers um every week. And it's really fun too to see some of our classes. Our classes are different as far as kids that we have in there. So, um for Katie's class, we have kids that need a lot more basic functional skills and then I have my students who might need more communication or academic skills and those kind of things. But it really gives my students like a really great opportunity because when her kids come in, first of all, they love it. Like they love being together. But I have some of my kids just like take control and they're like, "Okay, you're going to do this and did you get this?" And they're like helpers to the other

kids, so they make sure they get all the tools or the things that they need in order to make the crafts. Um and then they just craft together. Um that bottom picture uh with the student who has his hood on um and then my other student that's next to him, she was just like, "This makes me really calm." he came and joined her, you know, and he's like, "Yeah, he needs to really go out, you know." So, it's just a really nice opportunity for both classes that everybody gets to use like the skills that really help them shine. And then these are some of the student roles. So, we have a greeter, we have a stalker, we have a cashier, we have a bagger, and we have a photographer. So, those are just some pictures

of some of the students. And each job is flexible. they change it every, you know, week and we're really building that the functional independence piece and, you know, helping them kind of master those skills and really work on those skills. And then these are employees and they're just so we love so we have aprons and so um Mrs. Kristen, the maker space, she created these aprons for us. She made the little logo. We're wearing our shirts, so we have uniforms. And so we're really helping the kids when you work one day, you have to wear a uniform, you have a name tag, and then we have to treat it with respect. So you have to take your apron off, put it in the right spot. So we're really teaching them those customer service skills and

to really help them um you know, thrive and be in the Fairview community one day. >> So then the academic connection. So obviously on that, they have their own Falcon dollars that the created um and so they all laminated or whatever. So there's their money like not only are they having to count what the teachers are giving them to pay for their items, but then they we have these little bags that are the wallets and then the kids have to make sure like that there's at least so much money in each wallet. So there's even like when we're having a low moment like you know less people in there, there's still all tasks for them to do. They check inventory. they, you know, go through and make sure there's enough money and all the bags

for the next teacher that are going to come through. All of those things are taken care of. Um, reading just, you know, following the scripts that Katie has made for like all the students. Some of students need them and some don't. You know, there some are better at the communication skills than others. Um, so but for our ones who have less communication or I have some that are just a little on the shire side, it really helps to have that those scripts there of would you like a bag? You know, something that we take for granted that's very simple to us. they need support on. And so we have those all available for them. Um speech huge opportunity for them to work on those speech skills because they are having it's like putting them in

a position where they have to have an authentic conversation. Even for some of our students where it's more basic where they're just asking what would you like? I need this money blah blah blah. Um but our teachers who are so great at also like coming to you know they know all of our students and they're they're pushing them a little bit higher each time. you know, the kids get more and more comfortable with them. How are you today? Oh, that's my favorite candy. What's your favorite candy? You know, so it's that spontaneous speech is also something that everybody works on and it's nice for them to be able to jog those skills and really work on that stuff. Occupational therapy like we got the bagging, we got the restocking, all of those skills are being

worked on. Functional performance, just the flexibility too as far as the job tasks, you know, there's times where we have to be like, I know that you like to be the person in charge of all the food, but everybody to take a turn. So there's this rotation that's going on of jobs that so everybody gets a turn to do everything. Um and then social work just staying on topic with um teachers doing social interactions amongst not only just the staff but also themselves. Um you know and we have some that are like the manager who have kind of taken that position themselves and they really like to let everybody know, hey, can you go get this? Can you go do that? You know, we need to do inventory now. We need to look for this.

And so it really is a great opportunity. There's so many skills are being worked on during just the short periods of time that they're working. >> And I think the coolest thing is both of our students now they want to work at Walmart and be backers together. So I think this opens up how they can be in the peer view community. What jobs are out there? So that was really cool to hear. So how it all connects. So it really just is boosting their confidence. We have seen every week they're getting more and more confident just talking to people. I have a non-verbal student and he's using his device more to communicate to people. Um flexibility. There's times where we have to teach them it's okay that there's it's not very busy right now. This

is part of being at a, you know, a job and working. Um those customer service skills. So teaching them, you know, when you go into the community with your parents. I'm hearing a lot from my parents saying, "Oh my god, this reminds me of the snack shack." So we're really teaching those everything is all kind of connecting together just those positive adult interactions and it just has really strengthened our partnership. We are just so excited what we can do beyond this and I feel like we have all these ideas and it's just like bundling up and we're just really excited to share with you guys today and just really grow and support our students at the end of the I mean to give you an example of that, we literally started thinking we would just

give a water bottle and that's always available. And then what was really great though is that through like all of our giving staff and teachers, the donations started coming in and we get stuff like, "Oh, we just had a giant birthday party over the weekend. I have like 20 bags of popcorn. What else am I going to do with them? I'm going to give them to the snack shack." So like we get tons of donations um all the time. Like just new stuff like that. It's been amazing. So, we've asked the students what their favorite part of the snack shack is. It's everyone's right. And that just so you know too like that was one of our brand new students this year and that was so helpful to like have this opportunity for her to

get to know all of the teachers you know like it was just they were coming in she was able to have conversations with You know, it's just a really nice opportunity for her to really get to know her. >> This next student is in eighth grade and so he wants to be a photographer because of the stack shack. Mhm. So, we have lots of ideas. Like I said, this started out real simple and then just over the time and our kids are like the ones that really help start those ideas, you know? Like I had one student who's like, "Okay, we have the bags, but like what are they going to use to shop with?" And we're like, "Okay, we got to get baskets." You know, like they're they just keep building and building and

building. And um so it's really important that it's been a full community program or we've all been working on it. Um it's something that we all look forward to every single week. Um to to know that the the Snapchat is coming. It's a highlight the end of the week for sure. Um so our related service providers come in with students sometimes in order to practice the communication with kids. Um, we also are introducing Snapchat coupons that we've also had the uh students on the innovative uh team that work with Jenny Ch. Um, they've been um creating a coupon for us. So, like for some of our students who might need a little bit of extra motivation, you know, whether they're working on behavioral skills or completing work, you know, on time or things like that,

there's a possibility for them to earn a reward so that they can come in Um, right here you see a picture of Tara Peterson. She loves the Snapchat. She's a frequent flyer. She comes in regularly every Friday and she just thought it was so neat. She had to show her class. She had the class come in and what another great way because like the kids were all asking all of our students like the different questions like what do you guys do here? Like what do you have? What do you whatever. So like they're all having more and more discussions and communication. Um, so yeah, so there's just lots of opportunity for us to to continue to grow. >> So the last thing, um, we hope you can come to our store. So we're going to

pass out little coupons. You guys can use it any Friday. Um, we put the times you guys can come. But this is just, it's very short, but a quick thing of what our store looks like. Thank you guys. Thank you. >> Thank you very much. I have question. I have question. Can you involve the other classes come too for not just the teachers that just stu some other students from each classes may maybe you know each class by class. >> One of the opportunities that we're trying to get other students in is by getting that opportunity to earn you know uh the privilege like come in and to shop at the the snack shop. So one of the things that we haven't done yet but we're talking about is um with is to be like

that's part of the PBS raffle maybe. So like they can you know earn that they can put in their points that they've been earning forever and then they can come and and shop at the snack shop so that everybody to shop. >> Thank you. [laughter] >> Please do. Yeah, anything snack size. Um, therapy teachers loveies and I'll enjoy [laughter] >> and sparkling water. >> Thank you so much. >> Great job, ladies. Great job. >> Yes. I And I piggy back on that. You all trust us. Thank you. You trust us to try new things and sometimes we try things. Doesn't always hit the mark, but nobody gets upset. Nobody gets in trouble. Um, but we appreciate that because like I said at the beginning, this is very innovative and and it's risky. You know, they

they took a chance with this idea. It could have been a failure, but you all support us and trust us to do right by the children. Um, and that means the world to us. You know, we don't really need more than that um is other than your support um to try new things. So, thank you for that. >> Okay, I think we have the microphones working. So, I'm going to ask you all to use your microphones for the rest of the evening. Um moving on to the next item. Um I wanted to present the amended 2627 school calendar. So, not this school year but next school year as people are planning. Um, we have a couple of u recommended amendments. So, the board already approved this calendar, but the hard part about approving a two-year

calendar is sometimes things change and we have to come back to it. Um, so that's kind of and also I promised you that once we made some changes this year that I would come back to the board and report to you how those changes went because we did try some things that were really different um this year including starting school with two institute days. We felt that was really important this year because of our reading curriculum that we were rolling out and needing to have professional development time. Um, and we also wanted to offer for the first time a meet and greet for the students so they could drop off supplies, get to see their classrooms, meet their teacher very briefly. We felt like that would be a great, you know, just a great thing

to to build into what we do. And the feedback was positive. um parents and teachers reported that students kind of got those nervous jitters out by getting a chance to just come by a very low-key way. The parents um get to see their classroom. Teachers reported it was so nice to not have to deal with all those supplies coming in and trying to get them organized on the first day of school and whatnot. Um and of course the professional development time we always we can use every minute um that we have there. So um you know we will continue with that pattern of starting with two institute days um in 26. Um the first day of school will be on Monday, but it will be a half day of school um rather than our typical

shortened Monday. So students will leave school just like this year prior to lunchtime. Um we always find that helpful because lunch is a whole process in itself. You talk about drop off and pickup. Christine, lunch is a whole another thing and moving people through a lunch line and all of that. Um so to get the children in and get them um you know comfortable with their school routines again it's helpful to have that half day. Um, the next thing is November 3rd is election day. It's a Tuesday and we do not yet know if the state board of education is going to require that midterm election day to be designated a a state holiday. Um, if it's designated a state holiday, we would need to be closed that day. Um, fair is not a polling

place. So, I've always struggled with that because election day, at least in terms of a safety issue, doesn't really impact us. But on a larger election, you know, it is it's a process. It's an educational opportunity. Children go out to vote with their parents. And so there's there's reason why um election day can be um very educational for students outside of school. Um but since they haven't decided uh whether or not it will be a state holiday, I'm suggesting that we build in a planned remote learning day that day so that if um election day is a regular school day, it's not a state holiday. will just have a regular day at school. Everybody will be here normal week. If it does become an election day and we don't a day off, a state holiday,

we probably won't know that until August, September. Uh so I would recommend that we build it in as a remote learning day. Um so that the teachers can kind of carry on their instruction that they start on Monday, students can continue on Tuesday, the day of school counts. Um and it gives us some flexibility um at this point in time not knowing what the future might hold for that day. Um that's election day. Um the other dates of interest are spring break. Um the high school this year kind of went out of alignment with our typical calendar guidelines. They're coming back to what we have known as our guidelines here in Niles Township for next year. So the spring break will move back to the week of March 19th through the 26th. typical um and

we would have parent teacher conferences that week prior to so aligning with the high school is very important to us. Um it was a little frustrating that the high school did something different this year and we all had to kind of change our calendars to match up with them, but we don't want to put our families through that hassle of having some kids on spring break and other kids not. Um so those are the recommended changes um that we approved this evening. I'm happy to answer any questions that you might have. Um, but there's really nothing out of the ordinary here except for that election day. That's something that, you know, we haven't had to really deal with previously. Questions? No. Okay, great. Thank you for that. Um, second reading of school board policies. The

policies were included in your packet. Once again, um, nothing has changed from last month to this month. So, I'd happily entertain any questions that board members have. I would recommend that later in the evening that you approve the policies as presented. Um but if you'd like to discuss them, we can do that now. Questions, comments? No. Okay. Um and then finally, the superintendent report. Much of what we've already covered um was included in the report, and I really don't have anything more to add unless board members make questions or comments about anything that you read in the report. All right. Next. item is our board committees and representatives. Jackie, any updates on NTDSC? >> Yes. Um, so as Michelle and Katie mentioned, space uh adds to the ongoing NTDSSE uh discussion every meeting that we

have and um despite them completing a construction project basically when you did and they've been looking for space. It didn't work out. They we did it was approved at the last board meeting to discontinue the high school program in the 26 27 year unless there's something that changes. They've just had exponential enrollment year after year at uh with NTDSC. So yeah, a big one. Um like I said, it's just been an ongoing discussion if there's any solution and it's just um so that's where that is at. And then >> can I just add one piece here? Um district 219 has not been a part of the cooperative um cooperative for quite some time. They send high school students to the co-op for services. Um they pay a non-member rate. So their tuition for their students

is more than those of us who belong to the co-op. So I think it's really important that the public understand that it's not that NTBS is um saying goodbye to the high school, we're cutting you off. They have been out for many many years. Um and at this point in time um when our own students the cooperative member students are needing a home for their classrooms, we have to eliminate some of the tuition paying customers, so to speak, um first because they are not members of the co-op. So, the high school has the space, the high school has the resources. Um so, that seemed like a very um a very easy transition. And in fact, NTDSC has offered to staff the program for the high school um so that we can alleviate some of the

space concerns um that they're facing and so that the cooperative member district students are not the ones who are being displaced and moved around. So just I just wanted to be, you know, very clear. You did a good job. >> You did a better job at explaining what I wanted to go into. >> I know I was gonna try to explain that, but Cindy did a much better job. So thank you. Um yes. And then uh the uh we approved the transportation contract with Northshore. Um collective bargaining uh is coming up on the horizon in 2026 with NTDSC and we are nearing a finance audit uh in the final stages now. So hear about it in the next meetings. Thank you. And and while Jackie was speaking um Mrs. Tamuda joined us via phone. Um

so I don't I don't know if the game is over but they won. >> Oh, they won. Okay. Yay. Okay. So, the girls won the championship. That's amazing. Um, and Sarah, we we have you on the line. Um, so can you just let us know that you can hear us? >> Okay, great. Okay. All right. So, we'll just carry on and uh remember that you're on the phone and that you want to be a part of the rest of the meeting. Thank you. Freedom of information. There were two information. >> Give us the summary. >> Yes, we received a thank you letter from preschool teacher Sandra Reidi thanking the board for the flower arrangement received. She said that they brought her joy while while she recovered from surgery. All right. Public comment. At this time,

I'd like to invite members of the audience to address the board and public comment. Public comment period is designed to gain input from the public and not for immediate response by the board to the question or comment presented. If you wish to address the board, please come to the microphone, state your name. Three minute time will be set. The board secretary will keep time. And I can also confirm that there were no online um public comments received today. All right, we'll move on to um approving of action items. Um can I have a motion in a second to adopt the 2025 tax levy? >> So moved. I'll second. >> Jeff, do you have any further comments? I know you presented last month to the board. I don't think anything's changed. >> No, nothing's changed. In

fact, I'll just on the first two items, nothing's changed on the levy. So, we're doing 4.99%. And then the supplemental levy is something we do every year because those bonds that we issued previously, things change as far as interest rates over the course of time. So this just amends that. It's a resolution to make sure that we're covering all of the changes in those uh because we have to levy separately for those funds. We don't ask the board for that. That's already set. Okay. Thanks. >> All right. Would the board secretary please call a roll call vote? >> Raphael Kabore. Yes. >> Sasha Phillip. >> Yes. >> Esther Toma. >> Yes. >> Sorry. Hbert Witworth. >> Yes. >> Diana Diaakus. >> Yes. >> Christine. >> Yes. >> Jacqueline Bougie. Yes. >> All right. Uh, next

item. Can I have a motion and a second to adopt the resolution authorizing a supplemental tax levy to pay the principle of an interest on outstanding limited bonds on the of the district? >> So moved. >> I'll second. Anything additional we need to add to that? No. >> Board secret. Secretary, can you please call roll call vote? >> Yes. >> Jaclyn Boug, yes. >> Rafael Kavor, >> yes. >> Saji Phillip, >> yes. >> Hbert Witwitworth, >> yes. >> Diana Dakus, >> yes. >> Esther Tamura, >> yes. >> Thank you. >> All right. May I have a motion and a second to approve the board policies as discussed? >> So moved. >> I'll second. Would the board secretary please call? >> Yes. Diana Diaak. >> Christine Sya. >> Yes. >> Jacqueline Bjet. Yes. Raphael Kabor. >>

Yes. >> Saji Phillip. >> Yes. >> Witworth. >> Yes. >> Mr. Tamura. >> Yes. >> Thank you. >> All right. May I have a motion and a second to approve the amended 2026 2027 district calendar? >> So moved. >> A second. >> Any additional question? >> Uh board secretary, can you please call roll call vote? >> Yes. >> Hbert Witworth? >> Yes. >> Saja Phillip? Yes. >> Raphael Kabore. >> Yes. >> Jacqueline Bouj. Yes. Christine Soya. >> Yes. >> Diana Dantakis. >> Yes. >> Erura. >> Yes. >> Okay. And finally, we have a motion and a second to approve the three-year contract for the new superintendent, Miss Karen Shivoka. >> So moved. >> I'll second. >> I'll third. >> I'll fourth.
