[Music] okay good evening everyone thanks for your patience while we assemble um my echoey thanks patrick okay i'm reconvening to open session the general meeting of the fairview district 72 board of education is june 15th 2022 just after seven o'clock um we have already established that we have a quorum um i would like to just remind everybody to silence their cell phones if they haven't already and join me in the pledge of allegiance i pledge allegiance thank you okay so first item of business this evening is to approve the minutes of the regular and closed session meetings of may 2022. can i have a motion and a second to approve i'll motion okay i'll motion you second or the other way around doesn't matter okay are there any comments or edits to the minutes uh

did the board remem members receive the alternate minutes no i thought that you were going to let them know that there is oh i thought you were gonna okay sorry there were just a few um issues with the original uh minutes that was were sent out to the board there was just a few things that were missing um but i mentioned that to cindy at the beginning of this week and those changes were made they were more typos than anything else so that was the only change to the minutes if there's no other comments or questions all those in favor say aye opposed say nay okay the minutes are approved so um next can i have a motion and a second to approve the payment of the bills in the amount of three hundred and

twenty three thousand sixty two dollars and eighty six cents our motion second are there any questions or comments about the bills okay in that case could the secretary please call the roll vote yes miss brown yes i vote yes uh mr akakis yes miss boozy yes okay bill's paid uh pta do we have a representative from pta this evening for a report or any other means of report nope that's good that's good that they're taking a break and going on vacation as we always do okay okay good they deserve the break okay school activity report are the members of the board administration would like to share good news from the district i just wanted to say how nice it was to come in the school for end of day end of year sorry party um

it was really fun to see all the kids and it was just it was a good feeling to be back and be in the classroom so thank you i'll add to that and as well with all the graduation events that were organized and took place that was really nice to kind of be back on routine and enjoy um i i wanted to say this evening to actually thank sargon sargon giuliano who's a vice president who wasn't able to make this evening's meeting he very kindly stepped in and took on my role at the graduation i was pretty sure that i could not get through it um without a huge coughing fit which didn't look very good in these climbs so um yeah i really wasn't very well that day so um i asked him to

to step in and he very kindly did and i understand he did a brilliant job so very grateful to sargon if you're watching thank you principles yes thank you um great and i will just add we had our first ever bike walk and scoot to school organized by our primary science teacher derek lays um although we cancelled a couple of times because of weather we did finally get it in and it was really a great event lots of students participated we hope and encourage students to bike walk or ride especially with the congestion of drop off and pick up the more cars we can get off the street not only is it good for the environment but it's good for traffic flow so um we were just really excited it's an example of a really

creative idea that one of our staff members came up that we were able to kind of run with and i'm hoping that it will become an annual event so it was a good time for everybody great anyone else well it sounds like it was a fabulous end to um a very busy school year and yeah i'm sure graduation was just so much better for being inside and in our usual environment of being in the auditorium sorry i missed it okay so um we're moving on to administrative reports um the first one i have on our list here is construction update yes i'd like to invite mr jack hayes up to the microphone from frederick quinn our construction management company jack is going to add to the update that i included in your board packet um

and we'll also be walking you through the bids that are going to be requested that the board approve later on this evening so welcome make sure that mike is good and loud thank you uh thanks for having me back again so yeah there's a few things i wanted to touch on tonight and in your action items tonight there is the recommendation to award seven more bid packages this will be the final time well we should say that differently this will be the last time currently that we're going to be in front of you awarding bid packages until probably early next year so with these seven awards that will substantially put under contract the trade contractors we need to do the work of the addition and the site work and the utilities and so forth there's

a few things we're holding off on until next year because that work isn't going to happen until the summer of 23 like parking landscaping fencing that just financially doesn't make sense to put those people under contract now because their risk of anticipating where things are going to be at next year is so high that it wouldn't be financially to your benefit at this point and it would put too much of a safety factor on them so we're going to hold off on a few things but we are tracking cost estimates for that work and one of the things that i want to kind of remind you or kind of reinforce in the recommendations we've provided to date is that the the bid prices for a variety of these bid packages have been over budget and

we've been balancing alternates in redesign and re-bidding of some packages and some value engineering ideas and tonight's recommendation kind of brings that to a conclusion one of the things that we one of the packages that's in your recommendation tonight is for earthwork which we rebid and opened last week and through some efforts from the design team and working through the process with administration um that bid result came in about 300 000 less than the previous spin so the culmination the summary of all of the recommendations we've provided to date and the evaluation of alternates and value engineering suggestions we've been able to identify about a million dollars that we've been able to earmark for savings from what we anticipated originally which will bring the total construction cost under 22 million dollars which has been the

objective all along and in large measure the items that we've identified in that process will have no material impact on the educational environment in the program space you're going to get all the spaces you wanted um it's still going to be a beautiful facility and um so it's it's kind of a win-win we were able to to save some money and just rethink how we were doing some things challenge the design team a little bit and make some other value based decisions so we think it's a good outcome and then we're also [Music] underway in construction after school let out we had a few days of making sure that the library was cleared out and teachers were out of the way um and we have been doing disconnect and make safe essentially so mechanical electrical

plumbing fire protection low voltage fire alarm getting all those systems evacuated emptied out cut off just disconnected from the library so that we can start in earnest with demolition activities which is one of the first things that we'll do um and so we're about ready for that we put up some temporary partitions today and fencing goes up tomorrow the equipment comes on friday and monday we will start demolition of the library and then the next activity beyond demolition and starting some of the site work will be site utilities and that will begin in early july so that's the construction update i know there's a lot of information in different pieces any questions it's just it's actually happening now it's real you can walk in the library it looks a lot different than it did just

a couple weeks ago but it does yeah well thank you again for your update does anybody have any questions or comments okay we'll see you again soon i'm sure absolutely um but we're pleased that we'll be um you know voting on those this evening to help hopefully move things along yep keep things moving thank you very much thanks very much for coming okay uh next on my list is uh jordan kilpatrick yes this evening uh miss kilpatrick is going to be presenting sort of a year in review um of all of the various activities and projects she's been involved with i thought it was very important especially in the first year of this position for the board to understand um you know we went we were lucky enough to hire jordan and have her start

on the very first day of school and if you recall it was a very tight timeline but um you know jordan has been you know every bit a part of our team from day one um and you know we are just you know really thrilled to have her on board and i think you will be um proud of her work um as she reports on it tonight so without further ado jordan take it over all right so first i want to say wow a scholastic year goes by so fast um it's like august december january spring break and then we're graduating and going into summer um as you all know this is my first experience in a row that like this um in a scholastic setting so this has probably been the fastest year of

life in my career thus far and i also just want to give an opportunity to say that um this has been such a pleasure to be here this year um it's been an honor to work with dr whitaker she's made this experience um just so welcoming and also the rest of the admin team too i just want to thank you guys as well um so just to get into a little bit about uh what i've been doing over the course of this year some of the goals that were set in the beginning um what was actually done throughout the year and then what we are looking to do for next school year as well so so at the beginning when i first got here i had a lot of discussion with dr whitaker about you

know what needs to be done where we're going what we want to work on and some of those things were very simple developing a parent engagement group creating a website for resources and also developing an equity statement and i am happy to say that we have met all three of these goals that are listed and i'll get into that as we go further um one of the biggest things was that i have been doing consistently working in development of initiatives in support of the equity audit recommendation so after gaining knowledge about the work that dr dubia was doing with the dealt committee i've had an opportunity to work collaboratively with the dell team and with that work we developed and created the equity statement i'm also at this time a strand leader for the family

community as an agency portion we are actively working on a equity action plan the eap um and i'm doing that of course in collaboration with delt and dr dubial it was my pleasure to complete the seed training which i think is amazing let me just add and throughout this year i've also been doing much research on just topics very equity driven material just to kind of roll out and doing some facilitated equity training and workshops for staff in this upcoming year is my goal i've had consistent conversations planning and discussions with other community partners folks that work in other local school districts i'm just talking about what equity looks like in their schools how we can work collaboratively together um things that need to be altered or added or changed and i'm seeing a lot

of similarities between some of the schools and ways that we can kind of work collaboratively to kind of push things forward one thing that i have really enjoyed over the course of this school year has been networking and building community partnerships which was one of dr whitaker and i uh biggest things that we wanted to see me do get out into the community meet some folks kind of make some partnerships so here list some of those partnerships and relationships that i've created since i've been here with the skokie public library which is one of my favorite places in skolke i think i pitched the library to everybody but skulky public library the sculpey health department the ywca district 68 who has worked collectively with me on a few different things um niles township youth coalition

and the illinois coalition of educational equity leaders and also jcfs so these are just some of the folks that i've kind of worked with met with over the course of the school year learned some things from them also giving some knowledge to them as well where student engagement is concerned i was very excited to get into all the classrooms both primary and middle school we've done collaboration with the sel team and the mid and some middle school students for our rad initiative which was awesome i've done some dei center presentations and classrooms and i've also worked collaboratively with district 68 and the library to do some collaborative library events um and i've also had a uh a few occasions to join the student dei club as a guest speaker as well so here are just

some pictures the next few slides of of some of the um times that i was able to get into the classroom with students so this was very very exciting to be in there with first grade class they made me feel like some celebrity or something but this was a good time joining the dei student club for presentation our random acts of kindness initiative some of the middle school students met and worked with me to create random acts of kindness i will say that these students were excellent they were willing to give up their lunch and recess hours to come and meet with me so we can work on this they kind of came up with the idea um on their own and then i kind of just supported making sure they had materials and also

a place to put this board um after creating the board and putting it up students were encouraged to come up to the board um throughout the week and post and write kind words of encouragement to highlight what it means to be kind around fairview here is a picture of me visiting a primary classroom this class was awesome i i don't know um if i gave them more insight or if they gave me more insight but their responses to some questions we talked a lot about what diversity means and they were very knowledgeable for their age and the appropriateness of where they are in their growth and development which i just thought was amazing we'll continue conversations as the year next year goes on as well family and community engagement so this year engagement we engage

more with our falcon families by piloting and creating our um fairview family engagement group what we call ffeg we've hosted and joined event at the library with district 68 and collaborating with the pta on some projects as well so the following slides are just some of the flyers that went out to represent some of the events and the ffeg meetings we had so in october we had our first ffeg meeting which was an opportunity for families to come out to meet me to gain insight and information about what ffeg is all about in january we had another meeting and we welcomed a guest speaker from the public health department at skokie to kind of talk about covet and we had good participation families were eager to know what what we were doing here as a

school what the community was doing and what they could expect as well we had the middle school collaborative library event with district 68. and forthcoming we are working on our student equity advisory committee this is um something that i'm very excited to kind of get into we have wrote this out and so our students have been chosen they did go through an application process we have 11 7th and 8th grade students we will be meeting quarterly forsake meetings we'll roll out the initiatives for the student body when they come back we've already had our first meet and greet session that happened may 20th before school got out and the mission statement for our student equity advisory committee is to foster student-driven equity commitments to provide a space that allows stake members to voice the thoughts

and opinions of the fairview student body and surrender the opportunity for co-creation and development of fairview district policies and procedures i am looking forward to working with this amazing group of students next year just to uplift the voices of our student body here to give them an opportunity to be heard to work a little more closely with the administration team specifically dr whitaker and also to have an opportunity to present to the board as well what's to come in our new 22-23 school year um as you all can see we had a wonderful 21-22 school year and we're looking forward to all the amazing work that we'll do next year as well so some of the goals to grow engagement programming to work and support the falcon's sake engage in social media platforms develop and

support the dei programming and develop and foster spaces for conscious conscious conversations um so next year we'll i'll be spending a lot of time specifically developing and just supporting the safe group as we're looking for them to really start kind of working and meeting and um you know like i said giving them a chance to voice their opinions and thoughts and concerns another big portion of my goal is to start doing some training and hosting some opportunity to facilitate conscious conversations with staff and faculty in the building as well and also to continue carrying out some of the goals that we set forth with the dell committee as a response to dr dubia's recommendations for our equity audit as well thank you for an awesome school year we look forward to another one if you

all have any questions i am happy to answer them oh thank you for a wonderful year too wow you've been very busy in one year this is this is quite amazing all the things that you developed already and and obviously are intending to continue to develop and improve on and add to um uh no i think it's been a great first year thank you does anybody have questions comments i just wanted to thank you so much for all your hard work we really appreciate it thank you we really do um you you definitely made a very good impression in the very first year and not just first year here but first you're in a position like this i mean you really have hit the ground running and done a wonderful job to connect our community

thank you thank you i'd just like to add to the compliments um when you haven't worked in education it is a learning curve uh school culture is very different than other workplaces other organizations and just getting to know the culture know the people understand educational jargon um you know i'm just so thrilled at you know you've been like a sponge uh taking it all in and also moving us forward so um you know just very thankful uh that we've we found you and uh that you're coming back next year and um you know just looking forward to our our work together as a team so thank you very much i think the fact that you've developed acronyms that means you're in education well thank you all for the opportunity thank you very much okay so

moving on to board policies these policies were um reviewed last month there was a considerable list um but there were really only a few that needed uh the attention of the board and i wanted to just discuss them again this evening because these are the ones on which we really need to make some actual decisions about which way we go um so the first of those is the two colon 230 which is public participation at board of education meetings and petitions to the board this concerns a policy that guides how public comment is handled in board of education meetings interestingly the language that was in there which talked about a 20-minute minimum on a particular subject and a 30-minute minimum altogether uh that has only been in there a couple years i remember that coming

in a couple years ago um but that's actually now moved on um the issue now is uh that there is an opportunity for the board to stipulate um a maximum time for um for public comment um there is the suggested verbiage from from press that surprises supplies us with the um with the policy amendments um and the issue the the thing with that is it it's for us to determine first of all do we want to actually set a limit second of all to determine which what limit that would be uh they're proposing 60 minutes but we could obviously choose any number we like um and the key thing about this is there is in the verbiage that they suggest a sentence that says the time limit for public participation at a meeting may be

extended upon the majority of vote of members at the regular special meeting in other words even if we do set some kind of time limit it's our opinion at that time in the meeting if we feel that we really just haven't heard sufficient comment from people and we really you know there are other people that we still want to hear from that we can immediately say well no we're going to go longer and and we're not going to cut people off um in my experience of being on the board we've never stopped public comment we've always continued with it and it's usually gone for about an hour uh sometimes a little bit over that um so the key question on this one is do we want to introduce a maximum time alert what would that

time limit be that's where we are thoughts i mean this is this is something we have to say you either have to say yes we're going to do some kind of time limit and you you are keen on that idea or no we're not going to so i kind of need to hear one way or the other i'll jump in um i think if you put a time limit it kind of gives us a point as a group to re-group and and discuss and then continue or not so yeah i don't think it's a bad thing with that where it gives us a breaking point and i don't think it's going to constrain the board i don't think it's a way of communicating that that we don't want to hear what people have to say

because giving people an hour is a lot of time and in my experience we've never needed to go much more than an hour and like i say with that caveat sentence where we could always extend it at the time if we really wanted to then we can do that so um clearly you'd like to say are you comfortable with 60 minutes sounds reasonable uncomfortable for 60 minutes but you have your own opinion so 60 minutes per topic or 60 minutes total total the the the language that relates to a particular topic has been removed and this is obviously you know press's suggestion in accordance to i'm okay with 60 minutes total if we can extend or yeah what we need to if need yeah yeah okay so so i i guess i you know in

my experience i don't you know if we've gone over it an hour it's been just over an hour um so i don't know that we need a time limit but i think i'm okay with the language uh as long as there's the ability to extend it if we need that i mean some of the other recommendations that they're putting in here is that if multiple individuals wish to address the board on the same subject the group is encouraged to appoint a spokesperson um in essence more often than not if there's a topic that people are concerned about we have the two sides that being proposed we're going to hear from some people that are in favor of something and other people that are against something you know i'm talking in the most sort of broadest

general terms there's usually two sides um so i think one hour is perfectly enough time to hear what those kind of comments are and what those what those feelings are and often um if we went longer than that if we want to hear something new then that's great if if we're hearing the same thing over and over i think you know the point's been made so um and it's not that the board doesn't want to listen the board does want a lesson we do want to hear what people have to say um but i think you know for the sanity of everybody um setting a limit at 60 minutes which can be extended would be um would be ideal so um if we're all in agreement then we'll we'll put that verbiage in and then

you know at any time if we feel it's not appropriate for what we're doing in the board then we can change it it's our policy we can change it whenever we want okay so that takes care of that one um or there was one other thing connected to that i'm sorry in the proposed um policy from press uh they talk about that they actually connect it to a policy three column thirty chain of command we don't actually have that policy ours is three columns 70 which is succession of authority which is basically the same thing it's just a slightly different number so ours will actually reflect the policy that we have obviously not a policy that we don't have um the next one we were going to discuss this evening is five colon 80 about

court duty the main thing about that is the text has separated out witness duty and jury duty um other than that the the verbiage is the same except the proposal was that you could include the word licensed in reference to the employees so it would actually say a licensed employee is absent due to subpoena or witness whatever um in the past we've always had it pertaining to any employee so whether it be a licensed employee or a support employee so if it's a teacher it's a bus driver or a cafeteria person or whoever they're all entitled to take time out for witness duty or jury duty and um my opinion is there's no reason for us to change that i don't think we need that word licensed in there that's just my opinion any other

thoughts i agree i think keeping it open to all employees absolutely i don't think there's any reason why let's face it we're all getting called for jury duty aren't we yes so um yes so we're going to adopt that policy but taking out the word licensed that will be removed okay good um and the last one that needs consideration is seven colon two eight five uh the the only real point of discussion on that one is there is a bullet point uh bullet point number three uh which says that the school excuse me implements and maintains a supply of undesignated epinephrine in the name of the district in accordance with the policy seven column 270. um and this policy um basically needs to either include or exclude that paragraph according to whether we do or

do not have an undesignated supply of epinephrine for emergency use in in the school um and talking with dr whitaker we do have that uh undesignated epinephrine so logically then we would include that paragraph so that's really the only uh point about that one um and that's it all the other um board policies that were in the packet from press are either no change in the policy or small changes or five-year reviews which uh inevitably are are no changes at all so that's it aren't you just so glad we can get through these parties nice and quick while we're on the topic of board policies um the board following their training their last training with the iasb you all agreed to establish a policy committee and i'm really pleased that a couple of you have

volunteered to be a part of that um we in talking with our district equity leadership team we think it might be a benefit to add a faculty member or two um or possibly jordan to be a part of that committee um to help us as we start to work through um all of our policies um with that view towards um you know embedding uh our equity statement et cetera et cetera so um i just wanted to say thank you to the board um for uh establishing that subcommittee um we'll likely begin that work a little later on in the summer um but you know if it's comfortable for everybody we would like to invite a couple of members of our staff to be a part of that because i think that will only be a

benefit um to those conversations going forward so if that's okay if i can kind of get a sense from the group if that's comfortable with you then i would work with nick and um you know our faculty team to identify a couple of people who might like to be a part of that i like that idea a lot i think um this is this is how we work at fairview we we collaborate between the different factions and different teams and so on so um any time we can do that i'm all in favor i agree good thumbs up okay so we're done with policies i'm trying to get through my agenda yeah i'll jump in um next is the superintendent um and i'll just hit a couple of highlights um as you know the skokie

superintendents and the skokie police department have been working together over the last year to identify a solution to the crossing guard problem crossing guards like many staff members you know in schools and outside of schools have been hard for the police department to be able to identify people who want to work as crossing guards you know having them maintain a regular schedule et cetera et cetera and we have worked out an agreement between all of the parties and the skokie police department is going to help support outsourcing that program through andy fraim we've been told that we're going to be able to keep our current crossing guard who is fantastic we absolutely love her um and she does a great job um but she'll be actually being paid through andy frain rather than through the

village of skokie so we're really happy to have come to closure on that conversation those discussions have been ongoing for quite some time so i wanted to mention that update to the board we have also been meeting with the hebrew theological college which is directly west of fairview they currently have a construction project they're building a gym they have a temporary construction roadway that our team identified as being a roadway that might benefit us as we get into our construction project to have trucks coming in off of carpenter rather than off of laramie you know trying to be sensitive to the neighborhood issues that truck traffic will bring in congestion so we're working with them to see if we can establish an agreement between the district and the college to utilize that roadway um so

that is ongoing um we are additionally i've spent um several jeff and i have spent uh time with the skokie park district um we have negotiated a memorandum of understanding between ourselves in the park district and working on what is called a temporary easement so that we can use the park district land again for support of the construction project so that is ongoing and once we have some of those details finalized we'll be sharing that with the board um but it's been you know just uh a real work in collaboration with these different um you know schools and in the park district um but we're we're very close to having all those agreements sort of in place you heard about our dealt training dr dubial spent june 8th and june 10th with a room of

probably about 25 faculty and staff members and rolled up our sleeves and dug in deep to the equity action planning process we are looking forward to having members of our team the delt team present to the board in september our equity action plan and that plan will be a detailed plan for the year ahead so for the 22-23 school year it will have action items those responsible for carrying out those items what resources are going to be necessary to make those things happen and then a timeline so that it's really laid out clearly exactly what we're doing um in terms of the plan so that was great uh i really appreciate our teachers who literally waved goodbye to our students and were back at school the very next day to be a part next two

days to be a part of that um and then um the last thing i'll just mention uh we did work with the teachers union to reinstate sick leave to staff members who had utilized co sick leave for covid circumstances um you know that was something that was going that was required by us and we had many staff members take advantage of that opportunity to receive some of their sick leave back um so that process is complete at this point um but you know that that was a project in the accounting of those days and and working together to to make that happen so those are some of the highlights i am i think that's sort of the biggest pieces on the report but if anybody has any additional questions or thoughts i'd be happy to

answer those any questions i was just reading the met with arkhan and associates and quinn i mean that's just going to be on on there for the next year isn't it it's never going to be moving that's great thank you very much so um the committee reports board committees and representatives the first one on my list is buildings and grounds and transportation did we sure um we had a meeting um chairperson illinois is not here this evening um but um member bush day and myself casio de silva our director of maintenance uh and jeff fair all met on june 9th the topics of discussion at that point in time were our summer maintenance projects so while we have this very large construction project going on we still have projects that go on within the building

every summer cleaning um some replacement of carpet here and there so things that are outside the scope of that project that need to be done to prepare the school for the children in the fall so cassio walked the group through all of his projects um the various preventative maintenance types of activities that go on during the summer we also talked about the construction project and update on all of that and then a change that we're pursuing uh changing our building systems provider which we think could provide us not only better service but also um a reduced cost so i don't know jackie if there was anything that i missed there if you wanted to um that was a good and it was good to hear also i mean you know you think students are out

and but it's really a busy time still here for the building and grounds and just to upkeep and refresh and get ready for the next school year it's a busy time here too and it was good to hear that and get the updates whatever thank you that's great thank you so ed red i have a report somewhere um i was able to go to the edred meeting that was um on june 3rd and uh the main object of the meeting is that they were talking about their summer project which is social emotional social emotional learning series um they're planning a series of speakers over this the summer months uh unfortunately the first one was june 8 and i couldn't make that one um but they're recognizing that social emotional learning is probably more important in

schools than than ever before with the effects of covert and isolation and uh remote learning and so on um so they're um the first one i missed was more of a definition of social emotional learning and and the significance of it the importance of it and kind of like where we are um but other topics that they're going to be covering is the issues of staff shortages special education um social emotional learning and equity and also the community connection so i'm very much hoping to to connect with at least some of the other ones that are happening over this next couple of months um another thing that they talked about in the meeting was the changes in the juice structure um they are changing their juice structure slightly at the moment there is a consideration

according to the size of the school uh based size by number of students uh they're now adding the extra layer of consideration of the evidence-based funding tier that the school falls in so those schools that are significantly underfunded um will have a a decrease in their um [Music] subscription membership to edred and those that are a higher levels of funding will have a slight increase so uh with fairview being a tier one high level in group income school uh we are seeing a small increase in the membership costs that uh we will be paying to edred but it's it's nominal and it's certainly not that significant um they also talked about their other summer projects which is uh they're going to be working on tiff reform the impact of the fact that the second payment

from cook county for property taxes is going to be significantly delayed this year and the impact of that on schools and uh they're also going to be looking at training mandates because there are 101 mandates out there of required trainings for teachers and and staff um they're going to be looking at sort of working those together and collaborating on those that they could be potentially blended or some other less significant that they used to be um and and things like that so uh it was a good meeting and like i say i'm definitely hoping to catch up with some of those sel series of speakers that they have over the summer um so next on my list is ntdse um with nora not here did i have updates you have excellent thank you um nora

was at the meeting on june 8th um and she wrote here that on august 29th is the projected date for the new building opening um currently enrolled is at 290. the extended school year runs from june 21st through july 22nd and these programs will be housed at the edison school and madison school updated on construction administrators are working through some unforeseen errors in the architects plans causing an increase in projected costs which are being negotiated and finally she wrote positive behavioral support training for the ntdse staff and satellite staff will be happening over the summer excellent thank you um and i don't pta we wouldn't have had a did you attend anything that they haven't had anything no but i i mean if they were here just wanted the end of the year stuff was

just they do fun yeah thank you okay um so freedom of information requests i can report that there was one request received in this last month and it was handled appropriately um information items and correspondence mr secretary is there any correspondence uh yes the the board received uh two correspondents uh since our last board meeting uh the first board received a thank you note from miss erin cara for the thoughtful retirement gift and the board also received a thank you note from uh ms carly gross for the flowers following her surgery excellent thank you so now we come to public comment uh where i invite the members of the audience to address the board um we require you to state your name and uh there will be a three minute time limit on your uh

speaking with to the board um the secretary will will keep time um as you approach the last 30 seconds of your time you will be reminded that you need to close your comments um is there anyone that wishes to address the board hi i'm elizabeth palmer i'm a fairview mom i think we might be saying the same thing so i'll speak first and then penny can maybe add anything she has but we're we wanted to come before you today because both of our children are in the space program and we each have a daughter who is in the 5th grade and is aging out of after school space and space is really great it gives kids a safe place to be after school they get to play with their friends and um we don't want

to leave our 11 year olds home alone after school that's not an option it's also illegal in the state of illinois it's actually illegal in illinois until age 14 to leave children at home alone although there's legislation attempting to change that but it's currently stalled so we would like to ask that you extend space through the sixth grade i think 12 is a slightly more reasonable age where parents can start to think about alternative options for their children but 11 is just too young and um do you want to talk about the library thing my name is penny henry and i have a incoming sixth grader um um in addition to extending the to uh to the space program to um so that they are ended sixth grade we were thinking too that for us

for the parents of seventh and eighth graders that maybe the library could be open on mondays and uh to at least four and then they could take the activity bus home so those were our access our suggestions and i know we're not supposed to comment but um i would really strongly encourage you to inquire with the skokie park district because they run the program and i'm not sure i did and they told me i did um i already did that and they told me that i had to talk to you guys that um also that depending on the school they decide when the kids age out of the program that's what i was told because i initially interesting uh skokie park district and that's what i was told to come and ask you and so

that's why i made the phone call okay that's very interesting i know we had that kind of uh control that's what that's what they told me well maybe you could maybe we could touch base after the meeting and you could let me know who you spoke to and we can address it with them okay that sounds good thank you thank you for your comment it clearly is something that you need to work with the superintendent on so but thank you for your comment is there anyone else that wishes to address the board okay thank you oh and yes um i've been told that there were no online comments today so no need to read any other comments out so we're finishing up with our action items now so um the first one i can i

have a motion and second to approve the fy 22 amended budget our motion second okay mr feyer would you like to walk us through the amended budget please thank you um so nothing has changed from two months ago when we presented this essentially we're amending the budget to account for those changes and construction costs that we didn't budget at the beginning of the year again this is a means of being more transparent and not wanting to budget for costs that were not yet approved by the board of education so in the amended budget we've accounted for those costs that we think will be completed by the end of this fiscal year and then we will then carry over the rest of the construction costs into the fiscal year 23 budget this is the first time

we've done an amended budget in quite some time first time i've done one but again this is just a means for accounting for those costs that were not yet approved by the board of education okay so this is just a more accurate casting of of the construction yes at this stage yes typically some school districts will make amended budgets to um any for any changes during the fiscal year but this is solely for these we've never done that if we go over a budget one area go under budget another we're not going to change the budget for that this is just for larger costs that were not yet approved okay and we're approving this budget this evening this is as it is being correct amended budgets need to be approved and submitted before june 30th

every fiscal year okay any questions so and just so we're clear this is the fy 22 budget this is our current budget that we're amending this is not for next year correct right thank you very much um could the secretary please call the roll cover uh yes miss busty yes mr carcass yes i vote yes miss brown yes you have your amenity budget and if i can just mention at the end of the meeting all the board members need to sign that document so don't don't leave too fast okay uh next item is to adopt the resolution of transfer of interest from the working cash to the education fund can i have a motion and second so move on second back to you mr fair all right this is a mechanism we've used every year

uh traditionally policy says that at the end of every fiscal year you can transfer interest earned from working cash which is not a account that we can spend out of during the year that interest can then be transferred to the fund at need in your operating funds we've traditionally done it to the education fund because it's the fund in which we have the most expenditures and to account for anything in that area but it's just a fiscal mechanism we use to make sure that that money is usable any questions okay the secretary would please call the roll cover yeah mr brown yes i vote yes mr akakis yes okay the transfer will be made don't sit down [Music] said don't sit there i wasn't okay can i have a motion and a second to adopt

a resolution to pay the june bills promotion our second would you like to explain i would love to uh so two years ago when we decided not to have a july board meeting and a lot of districts do this the same thing during the summer is you have to adopt a resolution in order to pre-approve those bills we'll still go through the same processes in sending out the bills to the board of education as well as posting them online and almost acting as if we had a july meeting by sending them out following the third wednesday of every month of that month but this would just be to approve those bills ahead of time so that we're not moving toward and typically in june we're not i mean a lot of the bills are already

closed out um there's not that much that we're they're paying for the construction bills that are going to come through i anticipate we'll send you guys ahead of time so you'll know we'll communicate with you all once we close those out probably the first week of july okay so this is just to give us all the months off well us you guys any questions could the secretary please call the roll cover yes miss boosti yes mr akakis yes i vote yes miss brown yes thank you okay thanks very much for your input okay um i think it's no not quite um our next motion is gonna have a motion a second to adopt the board policies um as listed in the board packet there's way too many to mention can i have a motion a

second motion i'll second then thank you this just requires a voice vote all those in favor say aye aye any opposed say nay okay the ball policies are approved and then finally can i have a motion and second to approve uh seven bid packages for the expansion and renovation of the school as recommended by frederic frederick quinn corporation these packages include masonry steel waterproofing and caulking doors and frames hardware drywall and framing lockers and earthwork okay um we obviously had this all explained to us i uh chat from frederick quinn earlier so i think we're ready to vote um could the secretary please call the role uh yes miss broozy yes mr akakis yes i vote yes miss brown yes okay i'm good um so items for future consideration does anybody have anything that they

wanted to mention uh the only thing i wanted to say and i know it seems like a long way away but they have actually opened the registration for the iasb conference which is in november so that's always the weekend before thanksgiving so it's usually around the 20 something of november and that's you know over the three days friday's usually training and then saturday is the main uh sessions um and then there's a small amount of people that go on sunday but i've never been on a sunday i've always just done with a friday or saturday um so i will definitely be going i'd be very happy if um anybody wanted to come along with me i know it's a long way off yet but i just thought i'd mentioned that if you are thinking about

it enrolment is now open so any other items for future consideration excellent so in that case can i have a motion and a second to adjourn the meeting at 804. whoa almost under an hour emotion oh second can the secretary please call the roll yes uh i vote yes mr akakis yes miss brown yes miss bhuji excellent thank you very much for everything thank you [Music]
