006our building administrators present here this evening to come forward for a photo with our awardees congratulations to all of our january pride winners hi carol good to see you that's all right don't stay is that the biting i was hearing about the verbal a little something um i think that that's a good idea i kind of assumed that that was happening you blame it on me if you need to blame it on anybody but good thought thank you he did okay i gotta get the paper out because somehow that got lugged okay public comment item 5.1 on behalf of the board of education i'd like to thank the public for attending tonight's meeting we value the feedback we receive from our residents and encourage everyone to take an active interest in their public school system
007residents interested in speaking to the board this evening are asked to have completed a comment card and presented it to the secretary to the board when the secretary calls your name i ask that you come to the microphone state your name for the public record and provide your feedback please note that comments are limited to five minutes per person and that no discussion of personnel matters or responses to questions are permitted the board does not participate in discussion during public comment follow up to your questions or concerns will be addressed by administration through the contact information provided on the comment card taurus well i had a captive audience good evening my name is nicole torres and i would like to address the board and make a public comment about the practice of locking bathrooms at
008ohs due to unacceptable student behaviors i often ask my kids how their day was never have i thought to ask if they've used the restroom and never did i think the answer would be one that was not available for them i'm sure many other parents are as unaware of this as i was many kids just don't go at school i understand the age old problem of bathrooms being a place out of eyesight and a place where inappropriate activities happen such as smoking vaping and vandalism there's not a good way to monitor the bathrooms so the best and easiest way is to lock them this practice has been going on at ohs but sometimes the bathrooms are changed up so as to keep the offending kids from making plans to meet up but the problem is
009that good hard-working kids are taking the brunt of the solution i hear that some bathrooms are open but then not the stalls and while the stalls are needed too i have contacted administration and i was given a couple of different responses i was told that this has been going on for a couple of years but it's much more noticeable this year i was told that if it's a true emergency they need to go find an adult that has a key to open a bathroom i was also told by an assistant principal that hopefully the bathrooms would soon be open on a more consistent basis but when is that going to be so i figured this out as my own children started bringing home their uneaten lunches in full water bottles so i inquired why are
010you not eating and drinking i was told that they are not eating because if they eat they have to use the bathroom so students are choosing to go to school hungry and thirsty rather than sit through class having to use the bathroom because they ate people need to eat in order to function and learn and if they don't eat because they don't have a bathroom to use or just hold it that's unacceptable this is literally the conversation at my home and in the friends homes the last few days so in this case the bad apple kids are ruining it for the others and a basic human necessity is being taken from them my kids don't want to miss class and sign out of an ap class to go across the school to find a bathroom
011that's available or for an adult to open it for them they want to be able to go during passing period so a majority of kids are being penalized for the transgressions of a few not to mention the health implications of not eating or drinking training your body hold it all day the medical necessity for some or the female issues experienced by half the student population the other implications to consider are these locked bathrooms used as shelters in case of tornadoes is this a common practice at the other high schools what about at the junior highs is it happening there as well again i fully understand why locking seems necessary but i want my kids and their friends to be able to wash their hands with soap because that's being taken as well and the bathroom
012should be available to them and of course it should be free of kids smoking vaping bullying and doing other various things i don't have a fiscally responsible or viable solution for you at this point other than taking parent volunteers to monitor the bathroom but i do know that my own son has even asked me to say something because he wants to be able to eat breakfast and lunch on school days and not have to miss class to go find a bathroom or someone to unlock unlock it so i would respectfully ask that someone contact me about what can be done and how i can help so that we can make the bathroom fully accessible to our high school student population thank you for your time wayne harshburger so good evening my name is wayne harshberger
013457 baroque drive in oswego i have three children one in college two in the district one's a junior and one's an eighth grader as some of you know i've talked to the board multiple times about various topics that are usually a sporadic incident okay like one thing during the school year unfortunately this fall has been very rough for the entire family there's been multiple incidents over the course of three months involving my children and the entire family and i'm seeing a demonstrated pattern of behavior from the district staff and teachers that is completely unacceptable and does not live up to my expectations as one a taxpayer and two a parent i have been communicating with the administration and staff to the best of my ability i'm not happy with the responses the interactions after a
014bullying incident inappropriate inappropriate discipline inappropriate responses in fact no responses okay there's instances of two emails no responses from the from the appropriate people we had a 504 meeting completely ridiculous okay completely ridiculous the answer was well good grades so everything's okay no you don't understand right good grades does not indicate perfect things at the school third thing we had a shoulder injury we're now two months into it we're now doing physical therapy no one bothered to inform the parents okay i understand there's a policy of ass as a kid but when my kid gets kicked in the shoulder from a somersault that should be elevated to a phone call okay so again there's a pattern of behavior if this wasn't one incident i wouldn't be up here so i don't want to speculate on
015the exact root cause of this but i suspect it can be tied back to lack of training with dealing with bullying issues and dealing with social emotional issues it could be tied back to lack of good policy and procedure that seems to be grounded in doing the bare minimum required by either state law or policy and lack of professional skills how long do you think a business would be in business if you got no response after two months right that's lack of professional decorum so what's interesting is i stumbled on a news article bullying how oswego schools handle the problem that was in the patch in october the news article makes it sound like there's a wonderful process okay if my experience was were a mere fraction of what i read i wouldn't be up
016here tonight okay it sounds awesome it's not we've lived through it when your child is told by a classmate why don't you just kill yourself and the district doesn't do much now you know why i'm up here okay i am severely disappointed so my questions to you what's being done on a day-to-day basis to prevent bullying in the oswego school system what is the actual process for handling bullying in the school system and does the 308 staff admins and teachers have the proper training to handle social and emotional issues from my view the answer is no and many of you know my wife's a school psychologist that works in the plainfield school district so i'm up here because normally i allow her to take the lead with the kids this has gotten to a point
017where i've said dear i've got this i've got this not you i have it so these situations are getting in the way of the learning process in my view so i can imagine this one excuse will be lack of funding i'm going to argue what are the priorities the priorities need to be to ensure the kids have a safe learning environment and you're not providing that i want to thank you for your time this evening and i'm looking forward to starting some constructive discussions i'm hoping eventually item 6.1 board member comments who wants to start i can start i usually do um i don't have much in the way of things that i've gone to this month but i do want to say that uh the issues that have come up tonight and i know
018we don't directly address the public comments but you know i want to make sure that all of us on the board are thinking about the bathrooms at ohs and the social emotional learning of kids in the district and how that is um i have a couple questions about that is now the time to ask a couple questions let's let's uh wait a little further along yeah that's okay i wrote them down but it would be with regards to those two issues and i think it's important when we come to board meetings to ask the questions there so the public knows we're asking them so we know each other all of us have asked them and that we got some information that uh kind of what i'm interested in is making sure that people are sealing
019the deal and we all know what is expected and what should be going on so that we don't have any uh problems that we don't need to have so that's my only comment is that i think people out there need to know that we are keeping track of this stuff and we want to make sure it's taken care of thank you very much um 8.6 would be item 8.6 would be where we can put a little bit of that in okay thank you anyone else so we haven't had a snow day yet um and i'm starting to think about vacation plans for the end of the school year dr sparlin so if we can work on that need to have a little bit firmer plans um so if you could uh that just be my
020recommendation okay um but um we are into our second week of second semester um i had the opportunity to visit over at the teaching and learning meeting last month or yeah last monday last tuesday so sorry last tuesday um and i'm not gonna say anything about it because they have their time later but um it was really nice to see at that meeting the teachers presenting um that were involved in the process it was nice that they were really working on finding some good solutions to some of the problems that that we've seen come through over and over and i was i was really excited to see that so thank you to all of the teachers involved with us for all the hard work they've been putting in and i know that that is multiplied
021down at the building level other than that i think that we are off to a good start for the second semester it's not as nice out again the snow days um but it you know if you could just kind of make sure that we don't have too much snow the rest of the year that'd be fun that's pretty much all i got is just i want to make vacation plans weekends weekend weekends only weekend's only for the snow that's that's my request i think that's what we're looking at this weekend a little bit of snow on friday or saturday very good well keep up the good work and happy birthday thank you very much again as we said dr sparlin had a multiple birthday or a multiple of five birthday those are the big ones
022so it's very exciting ill over break but he's he's made it through yes so that's that's what i have unless anyone else has any other thing else we'll move on okie dokie 6.2 board committee reports so teaching and learning we had our meeting on last last tuesday so january 7th and we focused on the literacy and math framework and it was it was great to um it was great to hear so that was certainly one of my highlights i'm echoing what um lori had to say and that it was great to hear um you know from some many of the people on the committee and many of those being teachers so that was awesome to get to hear directly from them another highlight is that both of these committees about the math and literacy committees
023um are made up of k through eight um teachers and um and staff and i think that's great too you know there was a nice energy um with amongst the group um and i think it um it is building uh you know what i've heard a number of times is it's really helpful for the building the different levels to be able to get together and there is often limited time and opportunity for that just due to busy busy busy schedules so uh the fact that that opportunity was created i think was really great and um it was a really it sounds like pretty collaborative process um and and so that was awesome too so um the math framework it sounds like they have kind of done their work they have developed that framework everybody should
024have received that in your um in your email uh the pres like the the infographics and the presentations that we kind of had um received so you can take a look at that but the k throughout the k-8 math framework is done and it sounds like it's going to be um felt getting out to the teachers soon like this when for this friday for junior high so they're starting the work on the the you know the professional development and and um you know informing teachers about that so that's great and you know i think that was another piece too is that it's really um clearly there's a you know i think a thoughtful um thoughtful rollout for the for the professional development and um and and so that it's not going to be something hopefully
025that teachers feel too overwhelmed with um certainly building on existing strengths and and then you know and then working from there um literacy framework is still really kind of in the works and that will be um be something we see more final drafts i think in the next yeah you know soon um and so more to come on that any any questions or faith do you have anything to add to that thank you very much uh superintendents report all right thank you ms doyle uh my report for this evening is a little bit short first off happy new year and i hope you all had a wonderful holiday season we're able to spend time with loved ones and family as you said lori we started the second semester of the 1920 school year this monday
026and we're looking forward to another great uh semester here in 308 i had the opportunity to get into many schools last week and it was wonderful to see all the smiling faces and with it with the children and as well as the staff back at school i wanted to also publicly congratulate our girl swim team on placing third in the state this year it's a wonderful accomplishment by a great group of young ladies who have represented not only themselves but our school district 308 an excellent fashion and i'm very very proud of them and my final comment for this evening is one that i make with a heavy heart this weekend we lost one of our administrators bill nunemaker assistant principal at oswego high school passed away after a courageous battle with brain cancer bill
027joined district 308 and the panther family seven years ago and quickly became a valued and respected colleague mentor and friend to many bill was an extremely dedicated member of our 308 team and he will be missed by all who knew him and i just ask that we keep bill's wife and the ohs students and staff in our thoughts this week it will be a very hard week for all who knew him you know we were there very early this morning and we came together as a staff and we provided some lunch so everyone was able to break bread and you know and get together and i think that went a long way the scat team was at ohs today providing providing services to students and staff and we'll continue to do so for the next
028couple of days but at this time if it's all right i'd ask that we have we observe a moment of silence for mr nuttermaker thank you and that concludes my report for this evening thank you item 7 approval of the consent agenda are there any questions on items or are we ready for our motion can have a motion i make a motion to improve all items under consent including 7.1 minutes from the december 9th 2019 board of education meeting open and closed session and 7.2 to acknowledge the foia requests received by the district second this is kroger hi mr lightfoot mrs moyer aye mr bauman aye mrs swanson aye mrs doyle aye ms morgan aye motion passes seven zero item eight information okay tonight under information we have seven items to share with the board
029of education the first item is 8.1 which is a resolution authorizing the issuance of tax anticipation warrants in anticipation of the collection of taxes levied for the 2019 year uh christie just stole my thunder thank you so the amount is the same as last year we're looking at 25 million dollars and as last year this will be put out for a tax exempt public offering are there any questions what does this cost us in interest each year the interest is estimated to be for this amount about 160 000 dollars is it fair to ask how close we are to not having to take these that is a fair question you'll see later in my projections where um we would be with a successful referendum anything else so with a successful referendum next year we would
030not have to do this or the following year um probably several years we do expect that because even with the successful referendum remember we wouldn't receive that revenue for a year but it would take a few years to get the fund balance up to that point where we would have enough to carry us over and it's it's march april that those are lean times waiting for those tax revenues to come in so without a successful referendum though is there a foreseeable future where we would not have to take these not right now no okay thank you christy ta dws have been issued in school district 308 since what year okay so it's a long time it's a long time practice here in 308 and how many years are we have we been at the 25
031million mark this is our second year 25 million uh before that i'm sorry this is our third year 25 million 16 nine yep uh 2017 was the first year we went to 25 in 2016 we were at 15 million went up christy do all school districts have to issue all all taws districts do not if they have a healthy fund balance that that gets them through those low revenue times any other questions on 8.1 okay 8.2 is interfund loans and transfers christie so this is just part of the tiw process part of that process is to take the money that we have in our working cash law fund excuse me and transfer the that those dollars to the funds that would dip below zero um before the taws were received so that's just part of
032the um uh procedure okay oh i'm sorry and we left the amount blank because uh pma is reviewing our cash flow projections and then we'll have the final numbers uh for the january 27th board meeting for the next board meeting when we ask for action very good and item 8.3 is the steward farm landlays we have some land that we lease on a regular basis yes uh there are currently six fires at the end of this month this time we are asking for a two-year lease and that is because um the current rate is cited by the usda in kendall county is 249 per acre and this lease is for 300 per acre so we'd like to lock that in for the next two years any questions on item 8.3 i had a 8.4 school
033maintenance project grant i understand we have a good chance at uh getting some money here is that correct that's correct the state has allocated about 44 million dollars to this um to this grant and that means that almost every school district would be eligible to receive that so we do feel very confident that we would receive the 50 000 which is a dollar for dollar matching program and i have used uh the oh i'm sorry the old post chiller project as part of as for the grant application okay any questions there very good good work good work with it yes good work with that but i do have actually a question about this um with our school maintenance issues it kind of goes with this and with the next item for the chillers um we've
034been having to take out bonds to cover the facility maintenance that's correct is there an end to that need in the foreseeable future not into the foreseeable future without a successful referendum no and when we had done on in the facilities committee years ago you'd created a facility maintenance plan it was 25 million if i remember correctly over how many years do you remember matt i don't remember the years um it was wonderful but it was right unfunded it was unfunded and it it was almost just like a working exercise it was a 10-year plan was it a 10-year plan 25 million over 10 years so most of our buildings are in groupings of the same age right so maybe my questions more for the next item but is there any ability in your projections
035to address the growing maintenance needs that these buildings are going to have in our status quo projections no the the plan would be to do just what we did several three years ago which is to borrow money to address those maintenance needs so when we keep borrowing the money the portion of our sorry property tax bill that goes toward debt service correct increases over time so it would happen that over two or three issuings of these that it would make a pretty significant impact that we would notice is that how it are you saying if we did on the debt service line of our property tax bill we would notice if we didn't borrow money we would notice that we have had to continue to borrow money and not reduce that because we've been looking
036at restructuring bonds because the one of the real fixes is to be done with the building debt that we've had for all the buildings and that number will keep getting pushed back if we have to keep taking out more of these right so one of the strategies with the debt service tax rate is to keep it even it's just like your mortgage to keep that you know that amount to be the same every year so right if we wanted to keep that even while we're borrowing more money we would have to extend the debt the the current debt on the buildings okay all right that brings us to item 8.5 which is chillers for three of our buildings old post elementary ben narzik and thompson junior high christy yes um thank you so we had
037two chillers fail at the last cooling season so old post in thompson have failed and bed narcic we're asking or recommending that we move forward with replacing that chiller as precautionary before it fails because it is at the end of its or not the end but it's it has exceeded its life expectancy at this point we did bid these as a package all three at once in hopes of realizing like bulk pricing and you can see that uh the bid results that are provided for you the uh nine bidders did come to the table and uh the difference between the highest and the lowest bidder is only about a hundred and forty thousand dollars so um very competitive pricing there and i do have charlie jones here from kluber architect um to answer any of
038the technical questions i did i did not see what type of chillers they're based on the building a couple they're they're unique and i don't have the specific manufacturers for those right which i get but my concern was what was that building we did replacement parts my concern is replacement right replacement so the the issue i think she's referring to is a few years ago we had to replace chillers at uh the wheatlands and i believe homestead and the reason was when those two buildings were built we used mexican a train product that was new to the market at the time and it subsequently no longer manufactured because it didn't meet the needs of of consumers including us um and it was i think if i'm remembering correctly we split the cost to re-tube one
039of those units and then it still failed or something along those lines um i i i don't want to interrupt but i have questions too so yeah am i ironically my husband does i can come back to you with the exact manufacturers like that's my concern my concern although i appreciate the lowest bidder my concern is what kind of machine are we talking about is it something that we can replace in 20 years or is it something that and we can provide that i can certainly provide more information okay what's the lead time on replacement because i know that we've seen some of our schools have to rent out portable units um because it's six to eight it was six to eight months when i'm here it's it's eight to 12 months yeah not months
040but it's 12 weeks in terms of the the delivery and that is the only driver of these projects is when they're when the when the units are when their units are shipped so for instance i know that one of these schools um this the unit broke last at the beginning of the school year and and portable units had to be brought in and we were paying for portable units as well which christie is at a cost that was initially factored into our budget to be well we were able to put that into our fund 60 so it's not hitting our operating budget but we're rolling that into the cost of the replacement i guess my my question and you can tell me i'm wrong is that we tend to focus on costs and so while
041i can appreciate that we may be receiving some volume discounting by including the third chiller for banarsik i look at four years in the life of a school district is a very long time and i'm not saying that financials are going to be better in four years than they are now because nobody knows that i'm i'm i guess i'm i'm saying it's hard for me to spend tax payer dollars now to replace a chiller that might have another four or five years left in it so what's the what is the rationale there from a dollars and cents standpoint but narcic was on your 2020 plan uh to be to be replaced within this window in fact i think it's behind on that that that was a schedule sooner to be done right and i think
042going to what laurie's saying that we're we're renting a unit right now or we had to rent a unit for old post so part of the the theory is to avoid that cost if it breaks down in the middle of cooling season we have to provide something but it's working right now right uh yes it is i was going to say again at my house i i don't replace my furnace until it breaks and maybe i'm crazy but that's how i operate and so you don't have a thousand people in your house either i i i don't but i i'm also not spending 400 500 000 on a chiller you know it's i think being responsible as being proactive so not necessarily waiting for the day for it to happen but i think in to
043to go along with ali's question i i think was going more along the product was the bid put out with a certain uh type of unit or a certain range of of units that they must provide within that bid i don't have the list but typically there's three manufacturers which goes to the bid laws that you have to have variety so i can give you what we specified and i can give you what ultimately was picked there's some other bits of good news that might get you off the cost part two in a in a positive way the good news is all three of these do qualify for comed rebates and so those values will be coming to you i think it's between 15 and 30 000 depending on which unit you're talking about and
044the replacements that are there and the apparent low bidder is also currently working in the district and has re is replacing the chiller right now at oswego high school so it's a reputable firm that the district has worked for in the past and is currently doing similar project projects for you so i know it doesn't address the it's not broken don't fix it but um there are do we know if we're actually seeing a savings by doing a bulk like i'm just seeing one price here for three total what is like is there a breakdown like oh well buy two get off you know i don't know like i think that's kind of what we're saying is how much does it cost to replace one is that 500 000 and so now this is you
045know 1.3 and so it's a little nuanced because the old post project includes um because these are uh central foods chillers to electric fusion chillers so there's a change in scope and so we need additional electricity to do that at old post so i mean they're little not one for one but i can tell you from an aggregate when we looked at the total volume together it's certainly less like we were looking at closer to 1.4 and so everything to come in just under that 1.3 is it is or you know at the 1.2 a little bit more is good um i also think it's indicative of how tight the numbers were that they were they were all seeing it the same way but i don't have the exact breakdown when we did the initial
046budget um these these ranges fit but again it's not a one for one because there's some nuances between this the different buildings but if we want to see them broke out then you've got to re-bid it right this bit as a three-part it was bid together we didn't specifically ask them to break it out we can ask the two little bitters what the rough test would be i know that um the type of work is the same so if you're thinking that they and i don't know how they're planning to do this but we know the complexities that bernard seek a little bit more than the other buildings as well that if they've phased them as those units came in because the the duration for replacement is between one and two weeks so once you
047get the unit you're like bing bing bing they'd have the same crew doing that there's certainly efficiencies in that you have uh one supervision for all of that that's that's saving you money for sure i just keep going back to the the major differences between the industrial chillers and the home systems like ellie actually this is an area i actually kind of know something about but the lead time is is huge you can't replace your furnaces i've heard dr sperlin say in a weekend you can replace at home your furnace weekend you can do it in a day these units as we're talking about drawing more electricity having our architects involved um refitting these it this isn't a small project and it's not something that we can that we've been able to successfully handle only
048dealing with when they break the old post one this happened in august why hasn't it fixed yet because it takes that long to get the parts and it takes that long to get the units in because these are custom um these are made for our buildings for our architectural plans as most industrial things are so that you can't get them off the shelf you can't just go run out to the distributor and pick them up they have to make them um so for me i'm looking at a binary chiller at 18 years old and this is probably i would imagine the last one of the three that would be replaced it could be 19 years old or closer to 20. yeah the old chiller is 23 years old but it broke at 22. um the
049thompson chillers 22 i think it broke at 20 a few times so to me i start looking at the maintenance cost of trying to maintain these and it's just if if we can't get it done quickly with the rentals that we need it's just this is this is probably going to be a more cost efficient way to go overall and just from what i'm experienced with um i feel comfortable with it with the 18 years i wouldn't go less than that just because i know that it's not going to be 18 years old when we actually fix it what day was this bid let when it was let out it was out before the holidays it went out the bids the drawings were available i think the wednesday before you all went on break the
05020th and then so that there was a pre pre bid meeting on that friday and then they had over the holidays okay so play with me here talk to me about the timeline from august until december 15th for us to put the bid package together when were you contacted by the district to put a bid package together we originally had discussions after the old post unit had failed but because of the lead times and even if we were able to just draw it up at that moment and get something together it wouldn't accommodate your chilling period when you needed it because you had students coming into the building it made sense to do the temporary solution and then get accurate bidding documents out on the street what i'm getting at is we knew in august
051that there was a broken chiller and i can't understand why it took four months to go to bed i see what you're saying look no i get i get what you're saying i understand we can't predict when something's gonna break and i understand that we can't replace it tomorrow there's a difference between what i'm hearing about a um a six eight or a twelve week lead time on an order and the amount of time it took us to put a bid together it looks same seems like we spent four months trying to put a bid together no it didn't so basically what i think i'm hearing her say and the way i took it is that in august when we needed the unit we weren't going to be able to get it fixed say before
052october 1st because of the lead time so since we couldn't get it fixed by the time our cooling season would be done anyway there's no particular need to have it before about well hopefully february but really april um so they may as well take their time and make sure they get the bid right um so that's kind of how i was taking it because it's it's just based on when we would be using it but for replacing the old ones the six to nine months is one that i've heard from the previous school that went down as well and i believe fox chase and trauber both had those issues um but it was because of the brand that was purchased i think so i think that's why the replacement but that's beside the point to
053your point about why it took that long i don't think that it was an incompetent decision so much as i think it was if you can't get it by october 1st you might as well take your time and do it i'm not saying anyone was incompetent no i i know you're not i understand we were at the end of the cooling season and there was no rush my point is is that i don't think it takes four months to put a project out to bid if and when a system in the future fails it does if you want to buy three in that one while they're thinking i had another quick question can can we assume that if we're getting an energy rebate that these systems are going to be more energy efficient thus saving
054us some money on our cooling bills yes they don't provide them unless they are more efficient thank you does anyone have any questions i'd like to have them come back with before we bring it for an action item yeah what kind of chillers yeah we'd like to see what kind of chillers i think we want to see what the is there a warranty or is there not i'm guessing we're not asking for anything beyond i know we have the ability to do that right at additional cost i don't think we're willing to do that i'm curious to to know what the prices would be if we went back to the top bidder and said what if you did this on an alternate basis so these two alternate a would be including banarsik i'll i'll be
055honest i'm uncomfortable asking a bitter and i that i'm not allowed to give all the bitters the same same you didn't do that in the first i can do it do it however you want to i'm not comfortable voting on this until i understand the cost breakout yeah if it was not bid as an alternate you would have to rebid it correct i would rebid it okay so let's get the information um and once we have more information on the units and with some more detail we'll kind of go from there is anybody else interested in remitting it no i'm not no no i have a lot of confidence in the people who do the work so i do too uh that's good for us to express i'm sure you do but i think we
056should have i look at it as this is one of the first times that we're looking at a project and being proactive on something instead of all of a sudden there it is it's on our face we look it's broke now now we got to do this we're scrambling for a fix we can actually make a decision to take care of an issue before something arises i don't think there's anything wrong with that i think it's being responsible again i i'm not arguing that that isn't a good decision my concern here is we don't know what else is coming down the pike but i do know that we have a finite number of dsub d sub fund bonds boiler goes out or something else from a mechanical nature and we don't have the money and
057we have to take the time to sell bonds that slows us down and here we are we're pre preemptively prohibiting that from happening we should be replacing these units before they fail on us i don't know if i agree with that okay so thank you for that i'm sure that will be helpful for christy yes we'll provide the information that was just uh stated you're welcome item 8.6 is act 101-0 as a threat assessment team and procedures tonight we've asked val patterson to present an information make an informational presentation in regards to this act val it's all yours thank you i want to make sure it doesn't appear that i can advance the slides okay i good evening i'm happy to be here this evening i have an overview for you of a very important
058public act regarding violence presenting prevention and threat assessment procedures kenya thank you sorry thank you um in your presentation next right there we have a definition of threat assessment of course we're looking at facts that when you appraise observed or reasonably observable behaviors you can identify potentially dangerous or violent individuals and assess and manage them that's the definition of threat assessment however when house bill 1561 became public act 101-0455 it was signed into law by cover governor pritzker on august 26th it has multiple components and different roll-out dates for different pieces and i'd like to give you that large overview so this overview will highlight some of the changes and requirements for the districts in key areas that are important to schools but also have multiple dates of when they need to be implemented and
059i want to assure you that our district is complying with all of those pieces next slide please so the first piece which is already fully implemented is that the school safety drill act beginning in fall of 2019 would require that all schools have at least one armed intruder drill involving students and law enforcement within the first 90 days of the school year so what was implemented was the within 90 days piece and our district fully complied with that in this past beginning of the school year another component is the annual school safety meeting which must include some very specific work which is outlined here our district has always had an annual safety meeting our annual safety meetings will now comply with these pieces beginning after february of 2000 or 2020 next slide please finally procedures
060for threat assessment if you go back and think about the definition of threat assessment they want to be sure that schools are able to adequately address a threat assessment procedure for any situations that arise in their building so our district has threat assessment procedures that were adapted from press administrative procedures there are two required components one aims at targeted school violence prevention so that piece is about preventing school violence and the other piece is threat assessment teams which are a bit more reactionary to events that may be occurring in the school so at this point that requirement was december of 2019 so those procedures are adapted the next piece is threat assessment teams and there are two levels the building threat assessment teams have to have certain membership school administration teacher representation school counselor social
061worker psychologist and law enforcement official as needed or appropriate the the established date for having that building threat assessment team in place is february of 2020 we've already identified teams and provided some initial training so we're moving through that piece quite nicely next slide please the district level team has a membership component that's a bit different it's administrators and they do specify that you want district building and special education teacher representation school counselor social worker psychologist law enforcement emt or other agencies as needed this would comply and help with sort of the mental health component pieces and also student and parent stakeholders so that district level team we've begun to identify the membership we've had some pre-meetings with people in the district to get started and that will be in compliance by february of 2020
062as required a key note here is that the district threat assessment responsibilities are to go after those two components the targeted school violence prevention program which is aimed at preventing situations and overseeing the building threat assessment teams that may be dealing with situations that have occurred next slide please finally the information sharing is a bit tricky but we do know that we will be able to comply and must comply with family educational rights and privacy act otherwise known as ferpa the act that we contend with quite a bit in student services illinois school student records act and there's an exemption under foia that the work of the district and building threat assessment teams it's not available to have that information before yet okay next slide and in closing this overview is to have kind of
063a bird's eye view of the big important pieces coming along with threat assessment they impact many other policies and procedures in the district our district threat assessment team membership will be fully established and functioning by february of 2020 and i anticipate that you'll be seeing quite a few status report updates in the board of ed updates from student services because this is a tremendous amount of work that will be encompassing all schools in the district many staff members community agencies first responders there's there's a lot here that will all come together to support that our schools are safe and aimed at prevention and response and finally you'll see related policy updates and sample policies from press and as those come through our legislative and policy committee i i think they'll have a little more meaning
064just having this overview here tonight any questions i'm going to start with a couple things one to speak to tony to the concerns you've had before that i share with you about there are some things in here with the school violence prevention that i think i would like to get from you a little bit more information i'm not going to put you on the spot tonight with that but we do i think i think it's appropriate at this time to start looking at some of that and how are we actually handling those things in our buildings at the elementary junior high and high school levels and hearing from some you know different public comments and different areas that um that i'd like to know more about it so if we can get some more information
065on that too um you had said you've made a good start in training the team membership you've said will be complete by february 2020 a few weeks from now but when will the training work be completed is my next question we led with training we had a sandy when it will be completed well i'm sorry are you anticipating it being completed this school year oh the training it actually happened in october for the building teams because we had a sandy hook promise grant that we were working through from the department of justice so we had put that training on a year before the law was passed and implemented already in october so um i think that um tony add what you think oh yeah you want to request on this but i think that we'd
066like to request some more information about how the threat assessment how the prevention programs are being implemented at our different schools as well as how that fits into the social emotional learning piece is restorative justice and how this is working in with building personnel is this a practical solution are these because we are not we don't have the funds available to put toward these things um just a little bit more of an over view into some of these pieces and i understand that this is a report that you will be presenting to us regularly but i think we just like a little more detail okay and then yeah one of my big questions is about that communication piece where there's that expectation communicated to the people in the buildings so when you're talking about the
067high schools is there an expectation that teachers or administrators or superintendents or people from across the street in district administration are visiting bathrooms to make it possible so there's a little bit more supervision so that these bathrooms don't have to be closed as much is there any discussion happening about that is there any expectation that that could happen because if the adults are going in and out of the bathroom frequently it would be much harder to be the kid who vapes and if you know that the superintendent stops by sometimes you don't want to be the kid who vapes when the superintendent comes by but i don't know if we're doing any of that do we have any of that tony i can tell you that i had i personally had a conversation with the
068assistant principal at ohs uh this week regarding this issue because it was brought to my attention so i also wanted to know what we're doing to address the address the issue so we are doing what you're talking about we're we're getting ready to implement it fully to be able to open up all the bathrooms sometimes when a bathroom has been closed it's been uh due to maybe due to the bathroom being vandalized and that it needs to be you know if it's if it's graffiti it needs to be cleaned off or what if it's something that needs to be fixed that needs to be done so it's been temporary temporarily closed i understand there are still a few bathrooms that are closed at this point and in my conversations with the ap they devised a
069plan to utilize our dean's assistants which are our security along with our department chairs in the building administration to have those frequent checks and to have a presence to hopefully so students hopefully not have not to do this type of behavior anymore and that it would be our our intervention and that we will progress monitor that intervention and hopefully if it works and then we could probably back off on it but we are addressing strongly enough how much i think that that matters i know as a teacher in the building every day i use student bathrooms on purpose because it helps cut down on people shoving toilet paper down the toilet it's an expense to us if it's a dangerous threat it's a real problem when those kids are in the bathroom but the thing
070that i don't get the impression from my students that i know is that there's frequent adult you know presence and i think that however that has to work as far as contracts and expectations i think that that has to be one of the things that that is part of the deal a random adult presence um i wondered too when i was looking at the social emotional learning stuff um as far as the threats go as far as kids using the bathroom as far as some of this stuff with with danger that we've had in the past few years how has the communication been improved in the last few years because we tell people they have to read the handbook but i still keep asking the question do the kids get told right to their face
071in an assembly of some kind at the high schools this is what will happen to you if you do this these are the consequences this is the kind of stuff that you might not think it gets you into trouble but it definitely does because the clearer we are then it's less painful for the board or for anybody in authority to have to come down on the kids because we know they knew so can you answer that question has the communication gotten so clear that there's no doubt in a child's mind i think there's room for improvement in communication but there there is a significant amount of communication about student behavior and expectations right i know that i know there's a significant amount but i want to make it absolutely seal it so that there's no
072way i can share more information about that and then the last thing is can you tell me if there's been any new diversity groups that have been meeting at either of the high schools as a result of the diversity equity and inclusion committee i do not have that information but i can get it for you yeah that's a big hope is because tony some of these kids understand the threat assessment will will definitely add in the presentation but i think this has to do with threat assessment because i think that kids that feel left out of school kids that feel marginalized are some of the kids that you're looking at in a threat assessment so that's why i wanted to so we're going to continue to address this we'll have the further information from val
073right if you have further questions for for her that she can get to us for more information go ahead if you can email them to her and that way we can make sure that everybody gets to share the same information and i know that we are looking at presentations from the diversity equity inclusion initiative as well going forward as well as several others going forward into the second semester um so just in the interest of giving you time to prepare for for those um please make sure that you email them all your questions okay next well i just had a quick question related to the teams um it was you know kind of clearly spelled out who's expected to be on on some of these teams which is great i'm wondering about um um some
074of the other um uh you know other groups so the um um teacher assistants and and whatnot because what i've heard is that sometimes the the um the recess supervisors yeah the the teachers might get some of this really concrete and pretty in-depth information um and they're certainly they try to do a handoff you know or or whatnot to um other staff who are with our kids um but that that is an area that could be strengthened is that what what's what are you looking at in terms of training for for um other personnel and are they part of the teams that's a really good question so the district threat assessment team will have oversight on the building threat assessment teams so they would be devising in the interest of prevention communication all of the
075questions so far that i've heard this evening this district team would be mapping out and planning how building teams would then implement and there's a difference between training to know what to look for which all staff would have and training in how to respond to a threat which involves an individual student record and would be a much more limited um group of individuals to be resolving i'm wondering just real quick about the annual school safety meeting what um when when is that occurring is that during um like school improve like when does that it's it's typically early in the fall and it involves administration from all school campuses it involves the regional offices that regional office of education all five police departments both fire departments several other agencies the kendall county health department any agency
076that has an interest in the community safety protection they're all there and we work through an agenda that is the required pieces for that meeting that's annual okay so that's a little okay that's helpful i was thinking that that was a like for the staff and personnel but that's for the okay and if you look back at board updates that i provided around october early november of this year you can actually see the agenda items that were covered i just what i what i'll just continue to put forth is that i think you know from that district level that's going to oversee and monitor that what i have you know continuously heard is that a focus for those uh for other staff um that they're getting you know that there there is maybe a need
077there that they're um that they're getting that support and training and um and all of that inform information so that's just feedback no thank you so much so go along with what heather's saying so we experienced some of this when the henry pratt thing happened in aurora um and like communication is a big piece but like what we discovered i think as a district was any really anybody with a radio can be helpful in a situation like that like your maintenance your janitorial staff your security your and how i i don't know i mean i'm sure it goes into this in the building level but how are you disseminating information are teachers on some kind of text alert system because those exist are we just building wide saying it over the intercom are we i
078mean in our case it was on the news and every kid had was glued to their phone but when you're holding kids for two hours because there's a situation around a building you've got parents who are concerned we had parents lining up we had maintenance staff from all over the district who had to maneuver parents to different buildings like it was it wasn't just and you know anything like that could happen anywhere for sure so those those are questions i look at also thank you because you are kind of the unsung hero of all of the like every student service security question ever created in a district but um oh and then also my other question was to go along with tony's um i don't know if there's any life safety grants i know at
079westeros we did some life safety grants and i'm sure that you're somehow tied to it although it may not be your area but we got sensors for vaping yes which yeah we're woken into that aren't we yes i've already had several meetings many conversations and it's been hugely successful um in solving a lot of you know every high school has kind of the same kind of problems yeah well unfortunately yeah so there's just you know there's some things that are grants that are out there that would help but thank you oswego police department has mentioned a couple they'd like to apply for with us so we're we're investigating all sources of funding i just had a question val and thank you again for the presentation tonight i had a quick question and something i saw
080i think back on the on the first slide there um and maybe it's just the way it's worded but um you know every year as part of my volunteer activities i take athlete protection training classes to to try to help me um prepare for the worst case scenario in in a child that lets me know that he or she is being abused and that i need to report and when i was looking at some of the wording here that kind of goes a hundred percent against that type of training which basically says you cannot observe a child predator just by the way they look and i would say the same could be said about a child who's a potential threat in a school i understand we're talking about folks that have access to private information
081on students what i'm i guess i'm making more of a statement in saying that we can't identify those students that have never acted out in the past have never approached a counselor with a concern have never said anything to a teacher or a parent and and that's where i i feel for the frustration and for the i don't want us to have you know false good fuzzy feelings about all this because i think at the end of the day we can prepare and we need to prepare and that's what this is about but we cannot identify ahead of time potential threats no and the deeper training that comes again at that high level overview but just a statistic i've had a lot of training with the secret service and the fbi through some of the
082channels and the groups that i'm involved with in school safety and one of the pieces is there's an inordinately high percentage of even especially students that were not on a radar that committed some very you know violent act and yet when they got post information and looked back at it um i think the the percentage of cases of these type of things that have occurred that have something they refer to as leakage where there was information available whether it was to other students or social media or there was some thing that could have been used to say oh that doesn't seem right or see something say something kind of a piece and that's not a universal panacea for the whole problem but it's very significant that even the secret service says by teaching these basic
083principles of threat assessment and making everyone in your community aware of them you put yourself in a much better position to observe or pick up on something that would be considered in their opinion like a leakage something ahead of time that would tell you something's off in my last comment obviously we public hacked or not we need to do these things and prepare for them i'm just curious on anyone you don't have an answer what is this costing us in time it's quality work i'm just saying here's something else we we must invest in that's not directly tied to kids in the classroom it's safety we have to do it i'm just curious you know and you don't really it's more rhetorical you don't need to answer but yeah what how much how much money
084are we putting in time and effort on something like this that we're not getting reimbursed or grants or those type of things i know we can try to get some money yeah i won't answer that but look in in the um updates that are forthcoming i i note that question and there are there is some stratification to how we're implementing this that will be surprisingly not you know a new silo we will be using some existing structures and groups that are currently already meeting to take on this new work in ways that will make it hopefully efficient i understand i'm always surprisingly it might surprise you i'm always cognitive of the amount of extra stuff that we put upon our staff that go that's above and beyond and has to be done but is not
085100 focused on our main goal understood thank you thank you valerie okay our next item is item 8.7 was it which is an updated five-year financial projections with a successful referendum christie can you enlarge that at least so we can see the bottom that and the the last yellow line so uh and you have this also in your board docs and i've included the the rollbacks that were approved at the last board meeting this projection that you have here does include those roll backs including as a placeholder about 422 000 for the gifted model we know that will change because faith's department is working on that but we want to leave something in there as a as a placeholder in addition to that this includes a three million dollars annually to address those board priority
086for and those are the things that we've been really discussing today and with that that would eliminate the need to issue those short-term bonds those uh five to five-year bonds to address building maintenance and technology infrastructure and then again talking about the taws eventually we think that perhaps within this five years by the end of fiscal year we could be at the in a position where we would not need to borrow taws or at least significantly reduce the amount that we would need to borrow to get us over that uh that low period of revenue so at the end of the five years we're looking at a fund balance of 48 just under 48.1 million dollars and you can see that's about 19.82 percent which is just under uh the board approved 20 fund balance
087or the strive to get to a 20 fund balance so so just to be clear to that earlier conversation we had so even even even if the referendum were to pass we cannot guarantee that by 2025 we would be able to eliminate tw's is that what is that what you're saying well i mean i can't guarantee right now but we do i can guarantee that we could at least reduce significantly reduce the amount that we would need to borrow no that that's fine i just want to make sure that that the board was clear because i think the question earlier was hey would we and i think there was kind of a yeah but now it's it's more of it's still a maybe because we're talking about projections right so the the fund balance here
088is 48 million we know we're borrowing 25 million but it's all a timing thing you know when that revenue comes in and when the expenses go out so we know at the end of the year our fund balance would be 48 million but remember a large portion of our revenue comes at the end of the year in may when the tax may june when the tax receipts come in the three million annually to address priority for um is there um um do there is there is our general plan related to that are there a pretty specific bullet points related related to that are we just kind of um you know putting some buffer in there now we have uh i've worked with rob and i know uh heather's worked with the tech department to put
089together a you know what would we do with that three million dollars so we've prioritized what needs to be done uh for the next five years and how much um to remind me how much are we budgeting annually for curriculum five hundred thousand five hundred thousand annually that's included yes that's right and just to clarify as we look over the years the expenditures that increase year over year where there are those and we've had this argument well we need to cut year after year but that main increase is going to be contractual correct right because it's all of ours and benefits any other questions okay thank you all right item 9.1 we're on to action items there are no questions so we weren't going to talk about the other like we were we're the rollback
090one was just this is just a supporting document yes of what we talked about yes last time okay okay any questions on item 9.1 the board policies can i have a motion please i make a motion to approve the following board policies section 2 school board two colon twenty two colon seventy two colon one hundred two colon one oh five two one one ten two colon one forty two colon two hundred two colon two twenty and two column two sixty section 4 operational services 4 colon 20 section 5 which is general personnel 5 colon 50 5 colon 285 then section 6 instruction 6 colon 65 second second mrs swanson aye mrs doyle aye ms morgan aye mrs croner aye mr bauman aye mrs moyer aye mr lightfoot aye motion passes seven zero item nine point
