okay all right let's recall let's order of our regular meeting and start with the roll call please here president moses here ariel owens president jerry olson here president david seymour and first up is our public participation and recognition members of the public who wish to speak to the board should complete a request card prior to the start of the meeting this section of the meeting will be reserved for comments from the public all comments should be limited to three minutes criticism of individuals is not in order we have two public comments tonight and the first one is from mr jimmy zucker did i pronounce your name correctly yes that's correct good evening my name is jimmy zucker i'm an instructional assistant employed at the caleb high school currently i'm the secretary of the union starting
next week i'll be the co-president alongside with mary ellen larsen i'm here to speak a little bit about security uh here in the school district uh it's not a position that i am fully employed in but it is a position i stop for regularly because of our short staff we're short about 50 assistance in the school district right now our assistants on a regular basis or our security assistance rather are cussed out sworn at and even in the last few weeks have been threatened so that's why we are coming to the school board and not human resources at our next labor management meeting and we will be asking for first that someone from the ed center be appointed to oversee all of security because right now each security guard pretty much security assistant rather goes
to their building principle and we need something that's more comprehensive that they can all report to and that they all know what to do we will also be asking for an upgraded uh job description that includes what to do in the case of a physical altercation and the best prep methods of breaking those physical altercations up especially when you get to the middle school and the high school levels we are cpi certified but that doesn't always work with some of these bigger kids we need a more comprehensive training which brings us to what our third asks will be which is uh that the d428 partner with the illinois federation of teachers they offer a three-day comprehensive uh racial it's all racially sensitive uh training program and uh we can talk through that and we can
figure out the best methods through that uh our ift union rep cameron sweeney and rene wagner do that on their own they can come in we ask that you do this during the school day and the reason for that or at least during a collaboration time and the reason for that is that our assistants often have second jobs because they can't afford uh to work full-time and live on their own into celt they're also coaches and they also have things going on after school so that's why we're asking to do this three-day training during the collaboration days or during school time and we ask that they get covered and we also ask that assistants who regularly sub in those positions are offered that training as well thanks again for all you do i know there's
a lot going on in the district right now and it's just one piece of the puzzle we'll talk this more over our next labor management meeting and going forward through the fall semester and i look forward to working with you all as the next co-president of dfsa thank you thank thank you all right and our next public comment is colleen chavez about i'm sorry about communication and expectations i'm sorry i didn't read what it was about last time um this school year was remarkable both in how difficult it was for students teachers staff and parents but also how it brought to light things that can no longer be pushed aside the way we teach our kids to read and write has been ineffective for a long time this year we got to see how ineffective
our behavior plan is as well to be clear i have nothing but respect for our staff and our teachers who work hard they deserve our support i'm a stay-at-home mom i have more time than most people i have a degree in elementary education somehow this is not enough to effectively advocate for my kids i'm tired of hearing let's wait and see i'm tired of hearing that's technically grateful i'm tired of being told that the school has no responsibility to help my kids improve until they fail i'm tired of having to guess at what they consider failure look at our district report card for the last 30 years the parents in this district have or lack the same skills they did when they were students stop relying on parents in this district to be less educated
less literate than the people who run the district in schools how do you genuinely expect parents to advocate for their kids when there are roadblocks every step of the way the process they went through was frustrating and confusing and led me to distrust the people i was working with it will take me more than one calendar year to go through the iep 504 process with each one of my kids to ask for help they should have already gotten without me asking through mtss right now what kids are learning in school is that it's best to be quiet and unnoticed or wild and distracting that there are not enough teachers not enough time to pay close attention that their needs are not going to be met and their job is to ignore that in order to
meet the teacher or classroom needs they're learning that they're dumb and not worth helping they're learning that when they attempt to communicate a need for help also known as behavior they will be ignored punished or labeled a bad kid we need change which i appreciate is in the works and we need clear communication we should start by setting expectations so that we can hold each other accountable i'll start i expect that my child will be taught and to read in a scientifically proven way not balanced literacy which has repeatedly been shown to be ineffective i expect dyslexia to be identified and remediated with the urgency technique it requires before second grade the longer we wait the less effective and more expensive it is i urge you or i expect you to identify and publish in
easy to understand language and in multiple formats the skills and abilities students should have entering or exiting each grade and identify at what point they will receive extra help would you please if you would like you could send it to us an email so we could read your full statement thank you next we have board correspondence does anybody want to i had an opportunity to visit jefferson last week to go to science club that was really fun we did some chromatography charting i had a good time with the kids and really appreciative of the work with mrs ferris and liederberg i hope i pronounced her name right um thank you this wasn't an official meeting but i did i was picking my son up from tyler the other day and the building office professional and
handed me a couple letters about school lunches that students wanted to share with me so i will scan those and share them with all of you but the main thing i took from it was that the hot dogs are pink which is not good and that they really would prefer happy meals on days that they do so i will share those i do love getting those kind of things from students any kind of feedback from students is good to know and then i also there was we had our first strategic planning committee meeting um last was it last week or the week before i'm sorry it all runs together last week i think we meet again this week um so and there is a survey that was sent to each board member if you could

last board meeting this is an action item it is recommended the board of education approved the board meeting schedule for the 2022-2023 school year as attached is there a motion second roll call please and harness yes anthony david yes sarah moses yes ariel owens yes jeremiah and then next is subject g core values and beliefs discussion we have this on as informational if possible it would be great to move this to action tonight for the strategic plan committee since our last the last time we talked about our core values and beliefs daisy and i looked at all of the recommendations that were sent afterwards we tried to compile them and bring it into concise language i know i was late getting it to you today it was just that's just how it went but were
there any questions or any revisions or are you okay with them you want to read them sure i can read them and our vision just as a reminder our vision and our mission was already our vision of mission was approved so we have district 428 is committed to values that govern and allocate resources with a student focus these principles shape our aims program development and support systems they direct instruction curriculum and assessment to positively impact students lives helping each student achieve their full potential we have four commitments and core values one the first one is centering students this is probably the most different one but it kind of brought together ideas from many of them and that is that we believe our students should be the center of every decision we make we will strive
to use a holistic approach to provide a safe and rigorous learning environment that prepares each student to achieve their full potential number two is equitable and inclusive learning environments we are committed to removing barriers to learning addressing opportunity gaps and prioritizing the needs of student groups historically marginalized and underserved by schools we recognize the need to examine norms and systems including curriculum and teaching methods for biases and practices that continue to perpetuate educational injustices number three is unity and collaboration we envision a district with a unified staff working in collaboration to further student learning we will strive to equip and support our teachers administrators and staff to make positive differences for each of our students and number four is engaging families and community we are committed to engaging families in decision making and welcoming the
community including each diverse stakeholder to be partners in preparing all our children to be successful we are also committed to engaging students to practice responsibility toward creating a socially just society by encouraging critical thinking skills civic engagement and service to our community any other comments or concerns suggestions uh it is information i would like to move it to action if possible because we meet again this week and we're just trying to get that work done that's been kind of waiting in the wings so we took off the high expectation zone we did but we added rigorous learning environments it was just the language in some of them yeah we tried to borrow language from those to bring them kind of together so we did what equitable and inclusive learning environments no would you would you
say rigorous in um in centering students should be the center of every decision okay versus high expectations we believe in maintaining rigorous standards and high expectations for all students our key to academic excellence and lifelong learning we hold high expectations for ourselves in creating meaningful learning opportunities that captivate our students attention and provide them with rich experiences we expect that our staff will be fully supported to excel at their craft process so the staff part moved to the unity and collaboration and with the diversity of good and inclusion position that we have also approved we felt that it is also important um to include that other one the second one to make sure that obviously that there is emphasis to the commitment that we agreed on and with that hiring of that person or obviously
approving that position so we can hire a person under that that align with the practices that we're looking to be assessed and evaluated i mean the only really missing here is there's not really much on academic excellence which is what we're really here to do well that's what the high expectations one spoke to that was on there last time i just don't think it speaks directly to you oh maintaining rigorous standards and high expectations for all students are key to academic excellence and lifelong learning we hold high expectations for ourselves in creating engaging meaningful learning opportunities that captivate our students attention and provide them with rich with rich experiences we expect that our staff will be fully supported to excel at their craft that's the high expectation i kind of like that better but i
feel like pretty much all these are similar in a lot of ways there's a lot of like overlap all right it's pretty much all about equity unity and collaboration which is nice those are good obviously things to do i just you know we're here to educate the kids so i think maybe that should be at least a little more prominent but yeah i mean i'm not going to argue with it though no i'm being equitable just you know to clarify being equitable is meeting the needs of the students and meeting the students where they are at to support them so that they can achieve their fullest potential would you like to suggest adding high expectations this speaks more of the methods than you know desired outcomes i just you know i mean like is it
just an observation yeah do you think the the um the last line of high expectations should be in that one okay it's kind of encapsulated in the other one okay what does everyone think about that adding the fifth heading yeah i'm fine with that i think that's a good suggestion okay um would be okay with like moving distance since we have been going kind of back and forth david did you hear the last one wait i suppose i got to talk to this david yeah i hear you uh but i'm not able to hear so i'm trusting that you guys are uh that's dangerous all right we've had them out there for a while they just wanted to add something about um academics and excellent what sarah high academic expectations and then also providing students
with rich engaging experiences could we call it academic excellence yeah truly okay so with that i would like to move that we approve these the five democrats yeah core values um and commitments i'm okay with whatever we decide sending into action though okay i don't have a problem with that all right then i move to approve the the core values and commitments statements is there then we have to use motion to move it to oh yeah i moved to move it to action thank you thank you you are getting good at that second yes thank you jackie anthony david yes sarah moses yes ariel elements yes jeremy olson yes yes david seymour yes so now it is recommended that the board of education approve the um commitments and core values with the addition of academic
excellence as presented with the addition of the academic excellence is there a motion second roll call please anthony david yes sarah moses yes ariel yes jeremy olsen yeah yes david seymour yes all right we got it where are you done we got done phil okay um next is new business subject a possible expulsion of student number zero five one seven two two this is an action item um that was presented to us by kyle curtis and it is recommended that the board of education approve the recommendation for expulsion of student zero number zero five one seven two two for the remainder of the 2021 2022 school year and for the 2022-2023 school year is there a motion so moved david yes sarah moses yes ariel owens yes jeremy olsen yes casey ramirez yes david seymour
yes amanda harness yes um subject b is the example i think david oh sorry david i have to step away from you okay thank you so much for joining us as long as you could thank you good night um subject b is the 2023-2025 school improvement plans and this is informational and it's being presented by billy weirmo and sarah montgomery tonight and all of our wonderful principals are here also so thank you for coming good evening everyone um samantha said thank you to our building principals for being here they were the ones who did a lot of the work uh in collaboration with their school improvement teams um and us giving them feedback and going back and forth it was been a journey starting since the beginning of the school year it was um so
every year in may we come to you with our school improvement plans and the it's a little bit different this year because we're starting a new cycle so this is our new three year cycle and within this cycle we wanted to share some highlights here with you so we'll start with the highlights of the current sips that are getting um expiring this year and what the highlights are of those the accomplishments and then what we'll carry over into the next plan i'm sorry philly could you present something you clicked in the document the other document it has your presentation we wanted to highlight a couple things with our last cycle so within our last cycle um our teachers and our building administrators were really able to get more clarity with the common core standards especially
now that we went into covid the state of illinois gave us their priority standards and that's something that we had to follow although their priorities were like everything except for like two standards pretty much but so we had to become very familiar with um those we also this year as you all know we struggled a little bit with our math data so we focused on our math talks within the elementary school and our new curriculum adoption we also were able to increase our nsgra levels for our students that rise data that we brought to to all of you in the winter that played a heavy part in it we were able to be consistent with our pbis language and as we implemented our pbis we were able to help our students become student leaders so
at some of our schools we empowered our students and had them take some ownership not only their learning but um some of the things that they did throughout so they're getting back into those thoughts thank you thank you ben and jackie um our parental involvement increase which you'll see here in a little bit that that's some of our goals is to increase our parental involvement so based off of our five essentials and our title one survey we were able to increase some parent communication and engagement our student engagement with the growth mindset we were also able to increase that and our increase in student attendance for students iconic so those are highlights for elementary so i'll go ahead and let sarah talk about secondary thank you and it's secondary we've seen positive growth in parent
engagement even with covet and the copa disruptions once things were opening back up hosting events pta revival at huntley middle school student leadership increase in different student opportunities for new clubs and experiences to support our diverse groups of students sel looking at the mtss framework we've done a lot of focus on the different areas of tier 1 tier 2 and tier 3 within the mtss framework in supporting and challenging all students for that academic excellence as you guys talked about within the mission um we looked at the scl tier 1 instruction advancing student opportunities which is also a formal name of work that's been happening at high school looking at underrepresented populations of students in advanced classes so ap classes dual credit classes and just advanced coursework within different threads so for instance cte making
sure the student is interested in welding that they go into the higher level welding classes and possibly on the dual credit as well and also within the middle schools advancing students opportunities through advanced coursework and like i mentioned earlier student clubs there's also been a lot of work on writing across the curriculum math interventions esl math our co-teacher supporting push-in services for our classrooms and great success with that and then also the middle school revising the middle school scheduled to have two teams to provide equitable supports for different groups of students they don't have to cross teams so those are just a couple of highlights but as you know there's always room for growth so areas that we need continue supporting and or that our buildings need to continue supporting is ways to support student
safety physical aggression define disrespectful behavior so those are things that we're going to work on as a teaching and learning department and student support service team to be able to help support our buildings with that moving towards student ownership to get high levels of engagement we were just talking today to barbara budmart on how we could implement some educational experience hands-on experiences with our within our fourth grade curriculum because we have our students in second grade getting some hands-on field trips third grade we want fourth grade and then we have fifth grade newman stem so those experiences we've found that students like samantha said our students that feedback that we get from the students those are the things that they really remember so we want to make sure we give them that opportunity we also
want to provide tier 2 loan support for seo because we feel that we have the tier two there but we just need to make sure that we're doing it with fidelity and additional collaboration time to focus on implementation of our symbols of this plan that we're presenting to to you all we really need to capitalize on that plc time within the next school year within secondary for the cycles of what will continue from the previous school improvement plans into this next cycle will be the work of the map interventionist co-teaching small group instruction for mtss tier 1 and tier 2. expansion of the reading teachers you have approved the additional reading teachers at our middle school and high school to provide additional supports for tier one and tier two the esl math co teacher supporting
that tier one writing across the curriculum which is tier one again continuing the parent community partnerships and then the expansion of the mtss tiered supports for ela math and social emotional learning and social emotional learning we'll also make sure that we will focus on student safety and attendance chronic toronto which you will see in the individual building's goals next we look at where how did we get here what was the process that we used what did our buildings use i say we i mean we collectively as the building administrators their school improvement plans and then tnl and sst also supporting so they began reviewing the current sips that are concluding this year and looking at what are the targeted growth accomplishments that we have highlighted also what are the strategy accomplishments and then also analyzing
what was there that we didn't have that now we need to attend to because of covet and the disruptions or how do we support our students that are coming back so you'll see some shifts in some of the school improvement plans professional development principal and assistant principals had a series of professional development with teaching and learning and ini looking at theory of actions action excuse me school excellence framework analyzing leading and lagging indicators and then also we provided sip work group sections that looked at data data needs data literacy what data do you have what data do you need how do we review this data what do we do with the data and then how do we support growth and then we also developed five lab we already had five lab but we've refined it
so five lab is a data warehouse where you can pull early warning indicators of academics and attendance behavior you can drill down from the school from the district to the school to a particular classroom all the way down to individual students and we'll continue to refine that and then within the sip clinic we looked at tnl supports actions deliverables and how we can support those goals with the mtss the multi-tiered systems of support so how are we going to reach our academic excellence right you all have seen the middle of the year data we don't have the end of the year data that'll be at our board meeting in june that you'll be able to see that our teachers are still assessing and then our assessment coordinators has to compile all that data for us
so you'll you'll see that coming up so we have the middle of the year data i'm not going to review i'm not going to go through the through it in detail because you all have seen it already but i will highlight on how tnl plans on supporting these goals so first and foremost here's some kindergarten data for letter sounds you have seen this data professional development supporting work studying phonics is one of the things that tml how to support our schools is structured and court support instructional support coaches and then a collaboration and then during our plc's and then also professional development like we said and so did this right here's a repeat but somebody uh earlier talked about our our balanced literacy framework um i i do want to let you know we've been
meeting with niu and it's not bounce literacy framework for science of reading it's really right now we're working with niu to partner with them and figure out like meshing the two and making them both work because balanced literacy framework does have some great components so the science of reading but i think we've come to a conclusion with the professors at niu that we've met with that it really needs to be a balance between the two so we're working with them to figure that out together so this bounce literacy framework was up there prior to us meeting with niu but this came up and we wanted to address it and make sure that we're doing what's best for students um also given professional development on the nsgra assessment we found that this assessment can be subjective
and we just want to make sure that our teachers are assessing the way that they need to be assessing and of course using our instructional coaches and collaboration so our humanities managers which we asked for at our last board meeting that were approved they are going to be the ones who are really going to be driving a lot of this so their support within the buildings as well and helping different plc's do that data review and instructional shifts that need to happen and then for the math it's very similar except in here we have our steam manager supporting quite a bit a lot of what we found out within our curriculum our new curriculum adoption for math is that we're lacking number sense at the very kindergarten from the very start so we sent out
a survey to our staff and we asked them do we need to change the scope and sequence that envision has suggested to us to fit our needs and our students needs and we found that at fourth and fifth they want to give it another so far from the data that we've compiled they're wanting to keep it the same and try it out another year because you know it wasn't a typical year um the big thing that uh our k through third wants to change is to give them a little bit more number sense prior to diving into the suggested scope and sequence we're also planning on implementing math talks within our vision and providing that professional development for our teachers and our building leaders and a lot of that like i said would be that
by our state managers really yes is it okay to ask questions it's all good for you i can write mine down do you have a preference um i mean let me get through this slide and how about um because this is just all elementary data and then it would be secondary so we're going to stop in between elementary and secondary couple well you'll remember it between them i'm writing it down okay all right thanks so this is our sel data that kind of provided to us earlier this school year at the elementary our teachers do a measurement using the savers report and we found that we need more sel support so working in collaboration with his team is how we plan on supporting the buildings with the sel support so now i think you can
answer questions um first okay well thank you of course um so my question can you just say you were talking about balanced literacy and then changing something about but then i uh we met with some niu professors who um they're starting to go more towards the science of breeding yeah for their speciality so we know that we have these students coming into our district and if we're doing balanced literacy they're doing science of reading then there's going to be a discount so we want to make sure that we're doing what's best for kids and we're and for our incoming teachers as well right because if they're here in our district and they're learning science of reading but we're doing a balanced literacy framework then we want to make sure that they're ready so what we've
done then is we've collaborated with dr paige niu sally blake and um jill springer who's our literacy toza and we're really trying to get the best out of the two and mesh them together because a lot of what the balance literacy framework lacks is the word study in fives we've supplemented word studying phonics in there but the science of reading really highlights that and so we're working on something where we're even thinking of having that our county-wide teacher institute day some professional development not just for our staff but for the whole county um on how we can support that and mesh it together because these are very strong programs and have you know their strong points how do we bring them together was the focus of that with our work so i'm sorry no good
i don't know no because i mean i googled it based on the comments the balance reading that talks about the phonics i just remember when i visited um watching all the rides happening at all the schools the program um i went through a jill and jill had talked about utilizing a reading specialist to train our elementary teachers in teaching reading because when you go through you know school to learn to be an elementary school teacher you don't necessarily learn like the evidence-based aspects of teaching reading so is that kind of something that you're improving when you're talking about training yeah yeah okay so um i forgot my question no um good thing you wrote it yeah i um i just was noticing some some trends in the data that were interesting to me and i
wanted to ask you about it the the thing that jumps off the page of me is that certain schools actually struggling more than others and i didn't know how much time that you guys spent sort of interrogating that but like one of the things that really stats me is like especially with it looks like from kindergarten like for instance cortland with their letter sounds and recognition of letters is super lowest in the district but their first graders actually pop back up when it comes to reading so i thought that was bizarre you know and i thought was there something going on in kindergarten there that maybe we're missing and then the other thing that sort of jumped out at me is like jefferson also seems to be struggling in those areas as well so is
it is it like a school-dependent thing or is this i would expect them to all be fairly similar i guess but maybe not uh to be very honest with you i think you have to walk into each individual school and you'll see a big difference between each individual school but cortland is is actually the the highest coordinate the higher achieving one they have the lowest in the red if you look at them oh so i'm reading it backwards yeah yeah so we want our students in the blue and the green but the way you were reading it looks a lot more attractive [Laughter] so but um yeah that's the um they actually uh jen was probably like what are you talking about kindergartners come to us like the community prepares them not necessarily the school
just remember this is still the middle of the year correct so we don't have the end of the year you'll see that at the state of the district right so you'll see the new version of that we just don't have that all right and to go back to your questions you're a little bit on how our school is different we have talked about that with our team just talked about it actually on thursday with our instructional coaches in that we are looking to see how we can support the schools that need the most support so one of my non-negotiables that i let them know is that we need an instructional support coach at full time five days a week at um at our three media's buildings got it okay so yeah can i welcome you
to come and check it out can i ask because this is kind of high level each of the schools make their own school improvement plan that's very specific to their internal data within their buildings correct so that it is addressing like the the difference the differences and needs does that right yeah okay correct yeah well now that i'm reading it the right way looking at secondary is it okay to transition looking at secondary we'll start with the high school and their sat data and the sat data is is older we don't have like the elementary when you get into secondary as many data points our sat data for this spring assessment we will not get until the fall pushing pushing late july early august and so not new data again to you you'll see the
ela and the math breakdown school and district are the same because it's one and the same we don't have two high schools how tnl will support the schools is using the humanities steam management team humanities and steam manager to make sure our current assessments are aligned starting with the common summative assessments and then supporting the plcs what does the data suggest what is within their assessments how are they aligned how are they differentiated to support the different content objectives and our needs of our students also the instructional coaches being a guide on the side supporting and collaborating and then targeted professional development khan academy college board resources literacy literacy tools then when you look at the middle school math data again very similar to elementary using that c manager to provide plc support data literacy
what does the nwa map data say how do you pull those parts apart pull the reports apart and then how do you differentiate for your students and provide them in different group opportunities within that tier one and then also within the tier two as part of the mtss framework also professional development and again assessment alignment when we look at the middle school ela data bringing in the humanities manager being that guide on the side again providing that data literacy support what's in the nwea reports how do they cross-reference that to their common summative assessments the literacy infrastructure which we've been using now for this past year providing professional development and bringing in different components of differentiation small group instruction writing reading listening speaking and then also assessment alignment the secondary attendance data um you know
has has really taken a wild ride as we've gone through kobed a wild ride for a lot of different reasons transportation kids having to stay home to support some of the littles in their family who can't come to school or a variety of reasons so working in collaboration with the student services team and teaching and learning to support the implementation of the sel curriculum at all levels having training at the beginning of next year for all of our secondary programs and then supporting through again our two departments also collaborating with face family events parent university in events to help support our parents and engagement and also advertise what resources that they may access in our school district and our community bringing in community resources questions just a quick question what defines chronically absent at what
point is someone chronically absent chronically absent is a student who misses five percent of the school year and that is for any reason so sarah gets the flu that's five days even though my parents called me out chronically truant is missing ten percent or for us it would be nine days and that's a mix of the unexcused absences or if you get over that nine days even if say sarah got mono i was out for a week my parent called me on a doctor's note for like don't have a doctor's own take the doctor's note off of that but then after that i can't continue to get called out unless i have a doctor's note or i've played the trumpet at a military funeral or whatever else is in school code so unexcused absences classify
in the bucket of the chronically absent yeah so when they're excused they don't fall into this bucket correct so is that about 36 days thank you i'm good thank you sorry about the numbers next thank you that seems like a big number it is yeah it is but don't keep in mind that um they also have the mental health days in there now that are also excused um there are a lot of different variables my kids could get out not that i'm trying to make excuses you said it wait if they're if it's an excused absence it doesn't come towards us or it does sorry if you're absent you're absent in the chronically absent okay okay you are counted so and we have tons of kids that have a quarantine this year yes okay yes
so truancy is different yes and do we have that in here too no because those numbers don't pull the same okay so we can make sure that we include the state of the district we'll make sure we get them because we do get those yeah from the out and we have the roe okay sorry that's what you're asking yes we will have i'm not as concerned maybe about you know like if somebody has mono or something because that happened to me in high school too but if there's like kids like we have our kids not showing up for you know ten percent of school year that'd be important to know yeah and then we refer them to the regional office and we will pull those numbers from there who gets referred i think this is
concerning too but there is the silver lining that our demographer said all of our students are basically accounted for where there are still districts that haven't found some of their students after coped but so that's good they're just not in our buildings so we know where they are [Music] well we're working on that and you see as our kids get older they tend to be more absent as they have their own getaway vehicle right the middle school sel data is similar to the savers but at the middle school we have the bass and again this was the data provided by kyle and his team and teaching and learning will work with student services to support implementation of the scl curriculum at the different levels of the mtss framework to support and also use the early
warning response system and interventions to help support our students next we'll dive into the school improvement plans for the 2023-2025 cycle and real quick i'm just going to jump in and say i should have said this from the very beginning but the reason we showed you the data for at elementary for language arts math sel because those were the common themes within the school improvement plans and that's why sarah showed you her data on attendance language arts and math so first we'll start off with high view of the elementary goals for this new cycle um there's a lot that goes into this so we were trying to figure out how can we bullet this and like i said the common themes were literacy uh mathematics and social emotional learning at the elementary so within that
we talked a little bit about the balanced services framework and how we're working together with niu to also mesh together with the science of reading but not only is there that but we also need to make sure that we're following our biliteracy practices and embedding culturally responsive teaching or relevant teaching um that we're following our mtss tier support so our tier one tier two tier three model so right here we just broke it down for you to make it easier so you're not going through every school improvement plan unless you want to stay up at night so then our strategies under literacy we want to provide culturally responsive relevant teaching pd the next step forward that is what we use for our word study in phonics our balanced literacy pd our student gold conferences it's
all right here i'm not going to read it for you but these are a lot of the strategies that are embedded within our school improvement plans to that teaching and learning is going to help support so similar in the land of secondary for the middle school high school looked across the different buildings plans pulling out the high focal points and our focus is on literacy mathematics social emotional learning and then attendance so i had already mentioned the middle school literacy infrastructure at the high school i briefly referenced the sat readiness and the common core curriculum standards alignment mathematics the middle school focusing on reveal program use aleks also i know number talks was one that was used common assessments again you'll hear a lot of that because we want to make sure to support the
plc's that people have common formative and summative assessments so when they look at the data they can talk the same language and then look at how to group students to support all of our learners social emotional learning will include freshmen on track which is a measurement within the illinois school report card looking at the success and failure rates of our students developing an early warning response system and then reading teacher targeted support so as you know the high school through their fte requests focus on the freshman level bringing in some additional staff additional reading supports to provide tiered instruction for level one and level two in the mtss framework and then also bringing down some of their flat freshman class enrollment numbers um attendance looking at the mtss tiered identification and support again early response
warning looking at those chronically absent chronically true students making sure that we take a very quick look at the beginning of the year to catch those students and get them to school work with their families work with community agencies because we know if it goes beyond several weeks a month it's harder and harder to get kids back into school and also of course that parent engagement piece which i alluded to goal strategies for the social emotional learning and the literacy in the mathematics i touched on many of these throughout the presentation so similar to billy i won't bore you with reading it i know that you pre-read it and have it in front of you today or those of you in the audience have it in the board docs um i don't see anything in
here that i have not already talked about throughout the presentation lastly we linked in here our building zip plans for each building except for elbc because they don't they have a different and the strategies will be fluid say the beginning of the year starts and you know they are a month and a half in and likely you've really tried this we need to kind of shift it a little bit then they can their goals will still remain the same but as they see that they may need different resources or different steps within their strategies then they can hone those any questions for us i'm excited thank you so much [Music] oh do you have um oh you don't have a question you were correcting me thank you um okay so do we have consensus to
bring this back then that's an action yeah you do but i just have a quick question sorry you know going back to this balanced liberty literacy framework thank you couldn't find it on the page because we had a comment card today that mentioned that in a derogatory way and it sounds like you're dealing with that correct um and i know i wouldn't say dealing with that we're brainstorming on it's not one or the other it's really making them work balanced right there's a convergence between the two theories yes the balance of literacy and science of reading yes okay and and that seems like even nationally that's probably a common thing that's going on then not just when we actually we i have to look in my office shifting the balance yeah that's what i think
okay cool well i'm glad we recognized that at least and we're working towards us yeah and i mean niu professors are they're they were great i know they're heavy on theory um i'm a practitioner kind of guy so we kind of worked together and we were able to to come to a consensus that it is something that needs to mesh together thank you so much i i just want to also thank the school leaders that are in the audience tonight and those that couldn't make it for making sure that we have a true school improvement plan that will line up to the school district goals that were determined by the board and all the work that you put into it and the work that they did this year to show that there's been improvements as
they have put through what their performance looks like is awesome you can actually you see the difference and i think it'll show during our final state of the district address where individual school data will come out and it'll really show that the work has been improving where they want it to so thank you to all of you for your work and diligence in that as well [Applause] thank you next is subject c the northwestern illinois association nia 2223 contract this is informational and presented by kyle curtis good evening so for the last i believe it's eight years it might be nine years our district has worked with northwestern illinois association which is a non-profit special education cooperative that provides various services to our students with disabilities so occupational therapy physical therapy they consult with us
on various behaviors related to disabilities we support autism programming vision and hearing services so every year the director of student services would come forward to the board just to present the recommended contract through nia for the upcoming school year and so that is one of the attachments that i've included what we do to get kind of the number and the needs of services a couple of months ago we started to sit down with nia and kind of go through what their evaluation of student needs are for the following school year they kind of formulate those needs based on past trends which obviously has been a little bit more challenging the last couple of years because it's hard to truly see a trend with a disruption education so but that's kind of the process we go
through i have the opportunity to sit down with them and ask questions get more clarification on what services are needed i could go back and ask for additional services so it's a really good collaborative conversation at the end of that they cost out what their recommended services and fees are and so for the upcoming school year it would be 1.4 million dollars in little extra the 75 of this is paid through the individuals with disabilities and education act which is our idea grant the rest of it is covered through the student services general budget so that'll open up to any questions no questions do we have consensus to bring us back for action thank you kyle oh you're still you're here item are subject d additional summer hours this is informational um during the month
of june our bilingual program coordinator works to provide professional development in various curriculum development and staff most of three there's five days in total that uh she would work throughout the month of june three of the five days are covered through a grant uh the other two days uh we're requesting that we provide her compensation at the per game rate so she can do training with staff and curriculum development and the total cost would be 878.67 any questions can we vote that's just information right yes thank you thank you um subject e dcta elementary art letter of agreement this is informational um good evening has worked with billy in writing this loa due to the changes in our school calendar for next year because of plc's which will meet two times per month they are
requesting a change in their language and their contract for elementary art the change is that the district shall provide art education to students in grades k5 for no less than one 30-minute period throughout through the use of the specialists so this loa is just editing the language in their are there any contract no this is super straightforward consensus to bring it back yes thank you and then subject f is dcta instructional coaches summer hours letter of agreement and this is also informational uh mr sales correct we have a second letter of agreement um related specifically to the instructional coaches and what this is is that instructional coaches would um do some work in the summer but we would give them those days back throughout the school year so instead of paying them per diem or
paying them for that additional time it's basically a swap so they'll do some work in the summer up to 10 days and then we would give them that time off during the school year you have a question is this how do we normally do it like this or do you normally pay though this is not something we've done with instructional coaches in the past was this something that we were recommending or the dtca was recommended we worked collaboratively on it um sarah i didn't run out yeah it actually started before billy and i got into our role phil had started it working collaboratively with the instructional coaches and we came in continue to work on it with them so as an agreement to have them come in and provide the teaching and learning department and
support the buildings and principles to professional development that needs to happen over the summer and planning of different professional development events throughout the school year so this was a way to bring down small costs that flexibility of using the time um during the school year i guess my only question would be and clearly you guys would be the experts on this i mean is it is it okay for us to be short instructional coaches during the school year so we did have that conversation um and we both posed that same question and in that discussion um we agreed that that could be something that could be worked out between the buildings that they serve and being cognizant of that this is not meant to give them a longer spring break or a longer weekend but
meant to repay them for the time that they've worked in the summer and there was part of because i was in one of the meetings part of that discussion was that there are times during the year that it actually makes sense for them to take off because there's less instructional coaching to do around finals or um conferences because there's not the it's not the same kind of workload for them right so would it be wise to put some language in there that states something along the lines of that rather than just saying the days could be used during the calendar year is it in there i'm sorry i've been hearing you so we did talk about that and avoiding days like teacher institutes in which they help lead professional development but then at the different
levels early elementary later elementary middle school and high school there are different days that ebb and flow with the calendar and events that happen that are slower or busier times so that's where we left it to be flexible with the managers and the directors and yes there were problems there would go from there and this loa does expire at the end of this 22-23 school year the contract also expires at that same time so that's something we can reevaluate at that time of negotiations to see how this worked in the first year it is a relatively small how many people are how are the instructional cultures eight eight so 40 years old but i guess my only thing is if i didn't didn't memorize it but if there's if there's language in there that allows
input from the building principles i suppose to help decide on what those days are if this person's going to be able to just go whenever they want because it seems to me like that as long as there's mutual agreement that those are the right days for them to give back then you know i'm fine with it but i just would hate to see somebody get in a position where somebody really just wanted time off for personal reasons and it was just bad timing because obviously we didn't want that to happen as long as there's protections for that in here then i'm okay with it we did have the conversation specifically with dcta and that is exactly what it was and um the belief is that we we this was written in a spirit of collaboration
and that it would if the practice would be in spirit of collaboration it does not expressly state that but that is the spirit in which it was written this is going to change our contract with them just for this school year because this expires at the end of the 22-23 school year with the contract are there any other questions it is just informational tonight do we have consensus to bring it back for um action yes yes and then subject g we are tabling we're not ready for this one um coleman 19 paycheck protection mou um so what do i need to make a motion of tablet right um so i would like to move to table subject g covid 19 paycheck protection mlu is there a right is there a motion yes okay second second
uh yes okay i'd like to just say i'd like to ask that we put an agenda item on for um updating board protocols about how we um put these types of items on your agenda so you want to have a discussion about your phone calls yeah i'd like to have that put on there just like referring to the yeah updating our process for how that gets put up those types of items get put on the agenda okay um subject his here course with a within a course and this is informational future so prc is a committee um that is identified in the dcta contract and they do a variety of things one of them is the salary credits for dcta members to move on the salary schedule another thing is the curriculum for course within
a course for staff to take courses to move on the salary schedule and they're also the calendar committee this agenda item includes the minutes from our most recent meeting that includes courses for this summer for course within a course classes that dcta members can take we've reviewed it as administration and as a prc committee and we would like to bring those forward for approval in addition to the staff members that have requested to get credit for the coursework that they are taking are there any questions so this is this is um according to the process like spelled out in the contract that teachers are requesting or staff are requesting prior approval so that they know they'll be able to move in their lanes correct and it may be prior approval for courses or prior approval
for a program or for a program and some of those courses that they take may be the course within a course curriculum that the district offers okay and so then they've been kind of vetted and made sure that they it makes sense correct is there consensus to bring it back as action yes okay thank you thank you and number eight superintendent updates good evening everyone so i'm just going to give you a big picture on the milestones and actions for the strategic plan as we are right now um just a couple of highlights so you'll have the report actually in the board docs but here's a couple that i just want to make sure we highlight so under the strategic priority number one student achievement articulation meetings have been organized for elementary middle school and
middle school high school and the meetings will be finished this week teachers will discuss their standards and students achievement levels from instruction so that is working it's happening making sure the children are matriculating appropriately part two is that mentoring team met to begin talking about the goals for next school year with mentoring first and second year teachers so that will help support new teachers coming into the classroom making sure that they are on track on task to continue to do the good work that they are learning from our esteemed teachers that are mentoring them we will continue to collaborate and discuss the middle school win small group instruction vision for next school year for sel and quebec academic subjects i know that that's been kind of like going back and forth what does it mean
what does it do you know how do we schedule it so there's still some back and forth on that but we'll continue to work with um with the union and administration at the middle schools to make sure that that the appropriate strategies are being completed the at those levels lined up four minutes for mtss i want to move over to improvement innovation so the vision 2025 strategic plan committee that samantha mentioned earlier is currently gathering stakeholder feedback which some of you would have received a survey i believe cabinet principals union leadership and the board have received those surveys we please ask that you complete those so that we can begin to gather more feedback to refine and share our public facing three-year strategic plan after this year so we expect to have that and be
able to share that to the community about that out there probably through a town hall and other means uh we're working on finalizing the mtss framework and self-assessment so we call that sam of mtss this is one of the implementation tool so that's coming forth under student services mtss consultants actually completed the walkthrough of the school buildings as a way to evaluate the district's implementation of positive behavior supports so we were able to get that done you'll be able to see that data as well at the state of the district in regards to technology meta has expanded its data center into cal our partnership continues to grow including the recent 50 000 decal education foundation investment in stem so thanks ben for working that out there with those guys we have also applied for the
third wave of ecf emergency connectivity funds so we're well on our way in getting that information uh under priority two community engagement and marketing the face framework now lives within the mtss framework so you'll see an update to that i believe all of you have access to it and you can now uh see that for yourselves and what that looks like um let's go over to finance because it looks like uh cindy and team have been working really hard over there so uh sr3 application was submitted and isb has done their initial review i know that we had some back and forth and some re-fixing and sending it back um but it looks like we finally got it in right kemp for all the way through yeah crosstakers is requiring much more detailed information and
rationale for the particular grant so this has been um quite an experience for kim and team to get that done so thank you the process has also started on the deliverables uh so uh daitanya and lori are working collaboratively to develop a plan for each um building and departmental budget book formalized system for budget requests and the school finance 101 so well on its way and the only thing that we're still not ready for based on the fact that all these other pieces have to be done first right so is the meritorious budget implementation continues not to be on on track but the development of the involved items does coincide with the process and will be used as a jumping off point so we are ready and able to concentrate on developing this document so
those other three documents have to be done before we can actually do that one and then hr the director of diversity equity and inclusion position was approved by the board thank you very much that role will support the recruitment development and retention goals of the organization so that we'll make sure that we line up through our diversity plan our strategic plan and then the overarching goals that the board has postponed that's it for me today any questions i'm sorry who's on the strategic planning committee the so we have a committee phil you want to tell us another committee i collect that with emily waller dennis is on the committee samantha is our board representative sits on um so do we have are we considering adding like uh a teacher an assistant a student uh well
all the other pieces ones that not initially once we get the survey back then it will go to like that town hall possibly where we'll get feedback from multiple groups including community members okay so i guess like i'm just wondering if we would have once we do that would we add you know potentially like teachers and assistants into that so what the process will someone would look like the way that you all went through for determining what the priorities were for the district so you'll we'll be able to go through that pull together the data that we get from everybody else and then set up the strategic plan draft to be shared with different groups so that each one of those groups will then give us feedback and then we'll re-align that with that okay
so there'll be opportunities for stakeholders uh as we continue this is just the first step okay but but this specific committee we won't have teachers or assistants there are teachers on there and principals i i see the principals so well emily emily's an instructional coach sean is a teacher is there any other so strong of the teacher but also it's the way that the strategic plan is built right so we use the 11 different informational sources to develop the initial draft so the initial draft is inclusive of both of the town hall meetings it's also inclusive of the teachers winter survey it's inclusive of the feedback that we've been getting along the way when i was in room for tnl it's been inclusive of the student level building level data former strategic plans current development
of strategic plans the need assessments five essential surveys so we have a wealth of voices that were put in to develop the initial draft what we're doing right now is we're reconnecting to share the strategic levers to confirm that we have the right strategic lovers um last item is the meeting will be adjourned connection item is recommended that the board of education will adjourn as their emotions all in favor [Music]
