Okay, you ready to go? Okay, I think it's that hour. Like to call the open session board meeting to order. Can I have a motion? >> So move. >> Second. >> Any discussion? >> Miss Bradford. >> Mr. Reynolds. >> Hi. >> Mr. Hail. >> Hi. >> Mrs. Tyus. >> Hi. >> Mr. Wetszel. Hi. >> Mr. Cleger. Hi. >> Mr. Joiner and Dr. Lorenson >> 7 I zero nay all present. >> Thank you. Uh for general information for our audience tonight, Dr. Larry Gray in Dr. Clark's absence will be handling uh the board meeting from a staff perspective tonight. So welcome Dr. Greg. >> Like to ask everyone now to join me in the pledge. >> Pledge allegiance to the flag of the United States of America and to the republic for which it stands. One

nation under God, indivisible, with liberty and justice for all. >> We have a recommendation for tonight's agenda. >> Yes, we do. I recommend the board approves tonight's January 13, 2026 open session board meeting agenda as presented. >> So move. >> Second. >> Any discussion? All in favor signify by saying I. >> I. >> Those opposed? The motion's carried. Okay, we'll move on to our district highlights. And I believe Muffley is our school of the day today. Maria, how are you? >> How are you? >> Good. >> Hi. >> Good evening, everybody. I always get nervous when I have to be up here, but uh first I would like to um just say thank you for having me here and to Dr. Clark in her absence. Dr. Gray, to Mrs. Bradford, and to our board members,

and to everybody that's here tonight, and to everybody that's watching, thank you for um just being attentive. Um I am Maria Wiggins, principal at the Muffley Elementary School, and we say that we are the best school in the city of Decar. So, >> yes, ma'am. >> That's just what we say. Um so, I'm going to go ahead and get into the presentation. Um monthly, our theme this year is racing toward excellence. So, a little bit about us. We are a family. Um, we all work together to do our part to ensure that our students are successful and continually moving toward um, excellence. Our vision statement, we educate and empower our students with strategies to adapt to everyday challenges, leading them to become successful citizens in our diverse society. Our mission statement as a collaborative team,

Muffley Elementary School promotes respectful and responsible learners by creating a positive learning environment with high expectations. Um, a little bit about Muffley's um structure. These are some of our committees. Um, all of our teachers, all of our certified teachers are on some type of committee. Um, many of them serve in several different capacities. So we have our instructional leadership team, our MTSS uh data review team, building leadership team, our PCE team, pride uh in our pride committee, CCE committee, and then our attendance committee. Um and there are a lot of moving parts to make monthly as successful as it is. So our um instructional leadership team um we work on our school improvement plan. This year we added a writing goal because we feel the importance of not just reading and math but that writing

component is very important too. So we pushed ourselves and even added a writing goal in our school improvement plan. Our building leadership team works on scheduling and building matters. Um and these meetings mostly meet once a month. um our DRT and MTSS is our problem solving team. And we also have a um a buildingwide um MTSS RTI time where our students um move around the building. We take 30 minutes out of our day and we have 30 different groups in our building and our students move to those different spaces so that they can get that direct instruction right where it is needed most. Um we also have our I piece. Um, we have a competition every year between the classes. Um, and that really pushes our students to practice that math and that reading. This

year, last year we use a little bit of Lumos learning and we have I practice books. So, our attendance team, attendance is a difficult challenge for everybody. So, our parent liaison is amazing. He's new to us this year, but he's come in and he's done some amazing work with our parents and our students. And we have what's called the woo woo wagon. So, every month uh we have a goal set and those students who meet that goal, they get to choose something off of that little woop wagon and they just love it. We also have our um pride incentives where we focus on students behavior um and we are just trying to motivate all of our students to improve in that area as well. Um these are some of our smart goals um from our

school improvement plan. I'm not going to read those in depth. they are um in our school improvement plan. But like I said, we did include that writing component this year because we wanted to challenge ourselves to um when we look at um our AR evolution um we look at where we started. So in 2021, the the black scores the reading and the red is math. Um so from 2021 to 2023, we were still in intensive. Um so then as we moved up in 2024 we were still intensive 2025 we are um at targeted um so our goal for 2026 um is to be at 49.4 before uh but we did grow um two levels in our um designation our summitive designation. So we were super excited about that growth but that just goes to the

team that we have at monthly. Everybody works very hard. Um some of the things that we feel are um that are important in our success um is our AR initiative. We we do it every year. There's always a theme. Last year we had a space theme um and we just challenge the kids every day. Um they do the homework that is assigned to him. Teachers have practice questions in the morning. Um we just do so much during starting in like early February to kick off that um to help our students with those scores in our building wide MTSS block. So in that picture where the two fellas are that is a junior TA. He is an excellent student role model academically and behaviorally and he's working with this kiddo um helping to assess him in

his um comprehension or his reading. So we use those students who are like up there and have met a lot of their goals. We use them to reach back and help our younger students too. This is something we just started this year. Um this is a slide that talks about some of our um growth monthly. Um when this slide was made, we had um 381 students. We have 57 staff members. We have 30 um MTSS groups. And the resources that we use is youth lively, six minute solutions and reworks. So that little circle um part that says 82% growth that is um that's just growth for of students who are who have growed in their particular reading group. They not didn't necessarily move to a new group but they did make um growth in the

group that they were in. So in our first quarter we had um 95 students who were in a group that was like kind of below level. they needed a lot of support to get them up and so now we have just 40 students in in those groups. Enrichment opportunities. So we have 15 fifth graders and 15 sixth graders that are in the high comprehension group. We have 14 sixth graders that are in a STEM group and then we have nine junior TAs. So those students have just continued to grow and grow. So we're trying to use them in a different capacity to help our other students. Some fast bridge data. Um this just kind of shows like a little bit of our fast brid bridge growth um just in reading and math just uh for

this from fall to winter. Um and then we just had a a bunch of pictures that we wanted to showcase some some things that we just want to show you about monthly some halfday activities. We had grandparents day trim the tree. Um a we had some animals um that the kids could come and see and pet. Um we also have something every year is called monthly cuts right before our picture day. Um our secretary, she sets up um some of the she works with the barber schools to get those kids to come in, those young adults to come in and they do our students hair, get them ready for picture day. And it's all at no cost to us. we just provide them lunch and the kids just love it. They walk away with so

many smiles and they're so happy. Um we also had this assembly, the cheese touch assembly. So this was for students who um had great behavior and great academics. Um they were able to get to throw a slice of cheese on Mr. Staples head and that was just the highlight of that assembly because he's the cheese touch king. Um if you know anything about the cheese touch, if you don't, I encourage you to look it up. Okay. Um our parent liaison, um Coach T bikes for behavior. So he we had 25 bikes donated to us and they were given out to those kids who had 100% attendance and excellent behavior and we had an assembly to brag on them and to um award them with the bikes. Some of our other pride incentives, these are things

that we do on a monthly basis for students who um like don't have referrals or a minimal amount of referrals. They get to do things such as leapfrog, a monster mash, dance party. They were given glow sticks, a cakewalk. We had a Thanksgiving relay and this year we also with the help of our parent liaison were able to give away 40 um Thanksgiving baskets. I mean it was full of stuff to to 40 families. So that was another highlight for us. We have our wonderful woo woo wagon. That's that's our attendance incentive. Twinning Tuesday. We always pay post these on our Facebook page every Tuesday. The kids love it when they show up dressed like a teacher. It's a highlight. Um and then the last thing is we we also partner with MacArthur High School

Mack Club. So those high schoolers come in and they work with our K3 classrooms and teachers and they are supporting our students with math and reading. And our quote, it doesn't doesn't matter how slowly you go as long as you do not stop. So if you want more information, you can always follow us on our Facebook page. And that is it. Any questions? >> Your writing goal, does that include cursive writing? No, this is more like the process of writing, not necessarily handwriting. Oh, >> okay. >> Yeah, but we do have the writing curriculum. Um, write um Oh, I can't even think of it. Something without tears. >> Handwriting without tears. We have that. So, we do utilize that to support with our handwriting, but it's mostly about the process of writing. Okay. >> Okay.

No questions. Well, I was going to say you guys have done really really well at Muffley with your scores especially. Um, do you think that that has a lot to do with that NTSS time that you do with your 30 different groups? >> I do. I do believe it has a lot to do with it because we we when we assess our students, we look at see where they are and then we break them up into the groups and then give them directly what they need. And some of it is some of our students are like they need help with letters and letter sounds and you will be surprised but we give them that direction instruction right where they are to help them to be able to move forward. So they're getting what they need

and then they're also getting that grade level instruction when they're in that classroom. >> So is this kind of a walk to read model kind of like >> where they're doing like is it kind of uh phonics based? A lot of it is phonics based and once they pass the phonics they get into the fluency and the comprehension and then the STEM piece we bring in all those other pieces. >> So a lot of progress monitoring >> a lot of progress every five to six weeks we are um assessing our students and then seeing if they need to move to another group. So those groups are groups are very flexible. They move in and out as needed. >> Excellent. I think that is making a difference. >> Yeah. And it's a lot of work, but

our teachers are phenomenal and they dig in and they grind and they do the work. Um, so they are amazing. So, >> okay. >> Well done. >> I just want to say outstanding sis. And you know, I feel your presentation pains. >> Okay. >> When we had to get up, it's it's it's a little rough. Start sweating, but right on. Y'all doing y'all doing great. >> All right. Thank you. >> Yes, ma'am. >> No other questions. Thank y'all for having me tonight. I appreciate you all. >> Thank you. Okay, we'll move on to public participation. Miss Bradford. Okay. Uh, the board of education would like to note the following during public participation. Identify oneself and be brief. Comment should be limited to three minutes. Any public comments submitted to the board secretary will be included

in the public record. Please note that during any board of education meeting in public participation, board members do not respond and or comment to public comments. All comments are referred to administration. Furthermore, the board refrains from referring to specific students or staff members by name and requests that public commenters refrain from doing so as well. The request that you omit names is made to protect you from allegations of liable or slander or from violations of the Illinois School Student Records Act. It is not intended to shield an employee from criticism. Miss Bradford, who do we have wishing to address the board tonight? >> Jason Johnson. Hi, my name is Jason Johnson and uh I just wanted to say that uh uh it kind of broke my heart when uh these kids have to stand outside,

they have to go to school and stand outside for 8 hours and then go to the bus stop and just be locked out. I understand about the vaping and stuff like that, but it's just too cold for the kids to be outside for like a hour, hour, hour and a half without, you know, any shelter from the bus station and just have to stand outside. So, y'all need to talk to them about that. Uh, that'll be all. >> That's it. >> Okay. Is there anyone else in the room wishing to address the board tonight? Seeing none, thank you for all your public comment. We always appreciate those. Okay, we'll move on to board member comments. Anyone from the board have anything for tonight? I do have one. I think there was uh we were going

to continue the discussion of the superintendent evaluation. >> Um yes. So, um, when we went to the the superintendent, um, or excuse me, the schoolboard meeting, um, in Chicago, um, I know that three of us went to, um, a discussion about the super eval um, program. And what we had all heard about it and they can add to that if you want to um was that the the super eval tool um is one that is used by most school districts here in Illinois. Um one of the things that they talked about with um evaluations that are oh yes sorry more into it. Okay. Um some of the issues that are um created by um evaluations that are made by school boards is that they're inconsistent. And so this takes that away. Um also there is

um a lack of alignment between district um goals, national standards um and there's not really um adequate amount of um ease for the superintendent and the school board to um align it with evidence and allow the the superintendent that you end up hiring to be able to reflect. Um this tool does allow for that which is um very good. Um this tool is subjective um and not uh um and is based on clear criteria and evidence um and standards which is good. Um, and what we heard was that most candidates coming from either Illinois or places close to Illinois would be expecting that a school district would use this tool. Um, so um, with this tool, the superintendent would come up with, you know, their own smart goals. um they would uh give a self

evaluation and reflection based on 24 different competencies um that are a part of the tool. Um the people that we talked to said that they at the beginning believe that a district should use with a new superintendent all 24. Um they said later on you could pair those down, but at the beginning they suggested using all of them. Um and then the school board members would evaluate um the the new superintendent based on that um those metrics and then the after a while that the superintendent's been there then you could adjust that tool. Um and they said that you know you can start at midyear even if you wanted to but it's a great time to start when you have a new superintendent. Um I've reached out to uh Super Eval and hopefully they could

come in and and give us a talk about it. Um but I do believe that for you know our purposes it would be a very good thing to use. um just based on the fact that that's kind of what practice is here in Illinois and that um it's a really great tool because of the ease of use for the superintendent um in that everything is online they there's dropboxes and things like that makes it very easy for them um and that when you um all of the school board members as well it's very easy for them to evaluate because it's not on paper um and it's secure So, um, all of those things make it a very simple tool to use for all stakeholders. >> Okay. Thanks. Questions, thoughts? >> I just want to I

just want to reiterate when you look at the turnover of personnel on a school board. Okay. The idea of trying to be consistent with evaluations is is really a challenge. And so, I I'm with Karen on this. I I when I listened to this, I thought it was tremendous. And u I I think they even said something about you could do it with other people besides a superintendent. I don't know how that all worked, but they they made a comment like it it could be used. We could broaden its use. Not that we would want to be evaluating what the superintendent's people are. That that's something the I I didn't totally get that. >> Yes, you're right. They do have also, you know, solutions for evaluating other admin within a school district as well if

you choose to do that, >> which the superintendent probably would be. >> Sure. So, if if the superintendent saw this and said, "Wow, this is amazing." Then, you know, they they could streamline it to be used um in a larger way with the school district. Absolutely. >> Okay. So, you are contacting them and we'll see if they can make an appearance here and make a presentation for us. >> That'd be great. Thank you. >> Are they going to contact you or they're going to contact Larry or who who are they going to contact? >> Um, they would contact me and then I would speak with them. >> And this is something that we need to have completed before we hire a new superintendent. >> I agree. >> I mean, I think both contractually and legally,

right, Luke? to have not this system but a evaluation tool in place. >> I I mean you can adjust a tool over time but I think that would be ideal if if it could work out that way. I don't know that it's absolutely required but it would be preferential. >> Okay. >> Thank you. >> Okay. Anything else? >> I got a question, Mr. President. I'd like to know did we get roadmap 2030 kick started? Where are we at with that? Can we talk to Dr. Marino at all? >> It's coming up. >> Okay. All right. I just want to make sure we're we're all on the same page. >> Okay, moving on. We'll turn this over to Dr. Gray for Roadmap 2030. >> Thank you for the intro, Mr. Hill. I appreciate that. >> No

problem. I just want to make sure we're >> No problem. Uh good evening, members of the board. Uh listen, audience, uh can you put the uh dates up for road map uh 2030, please go to the next slide. >> Oh, sorry, Matt. All right. Thank you. Uh it's all set to kick off on January 28th at McCarthy High School. Uh you have all the dates presented there. Uh what's unique this time is that on March 11th at both high schools, we'll have two board members leading a feedback session with the community. Uh so they'll have a chance to get that information firsthand. And you see the rest of the dates is posted. Everything will still be on the website, uh, both the old information and the new information so we can remain being transparent with

this process. Um, and we're excited about kicking off on the 28th. >> So, who's on the committee? Who's >> me and Will? >> Who makes up this committee? >> The people or the board members that's on it? >> I'm sorry. >> The pe the community or the board members that's on the committee? Well, I wanted to know what the representation was. >> Yeah. So, uh they reached out to people that was on the uh committee previously and some of those have agreed to join it and get it started again. I don't have the exact number of how many people said, "Yeah, we're in." But we do have a full representation of people that were on the committee last time. So you'll have teachers, you'll have community members, business partners, and uh so on and so

forth. But again, it's a full representation, >> thank you. >> Okay. Anything else? Okay, moving along then. Dr. Curry, thanks for having me up here again. Um, the people behind me are going to understand this better than you guys, but I've misplaced my glasses somewhere in this building, so just bear with me. Uh, so as as you were informing the board packet, um, we're going to amend the budget early. Uh, a lot of times if you're going to amend the budget, it's in May. We had a couple things that were brought to our attention and we thought we could just go ahead and knock it out now and hopefully not have to come back uh in late u, no, but they might help. Nope. >> All right. So, uh the process is exactly the same

as the original budget. You have to post attended budget, give it 30 days, and then come back for a quick hearing. Um the things that kind of drove this process to happen early is we had some people that were miscoded from uh in the payroll system and they were coded as administrators when they were actually four of 10 other strategists. Um, and they should have been coded under instructional improvement, but by coding them as administration, it made our 5% administrative cost worksheet, which is a requirement um by the state of Illinois to try to stay under 5% or get a waiver to publicly acknowledge that you go over 5%. Um, it was it was almost 30%. Um, in fact, it's a simple for or for us, it's 2% for the district when we correct the

ones that were improperly coded. So, That talks about the first one. The the next issue is a new vehicle. We've been talking about a new vehicle. We were hoping we could get through the year without uh and and purchase next year. We've talked about it, I think, you guys can correct me at three different finance committee meetings. We went through many different options and um Caleb Allen is here to if you have any questions uh regarding it. But this vehicle is a 1979 Chevy step van that we work out of. Um, and it's at end of life. Its scrap value is about $300 or $400. Um, we went through the entire bid process, including the state bid. And we found a 2026 Ford E350 step van for $72,699. Now, as you guys know, we do

our own work, and so we need trucks and vehicles to do the work. Uh about a year and a half ago, Caleb and his team did their due diligence and found a used one that turned out to be a really nice deal, but we had to go to Kansas for it. And he did the same looking uh and just couldn't find anything. So, um we're going to recommend that you purchase that that new um step van. And since we have the for lack of a better, we have it open, we might as well go ahead and toss it in there as an expense so that we're not coming back and asking for forgiveness later. So, um, the new Raptor software that Val, uh, Chief Tally brought to you a couple, um, a couple meetings ago

was not in the budget, but it was a hot ticket item of something that he was able to do his due diligence and get a really good price on. Uh, and it's coming down the pipe anyway. So, um, Chief Chief's an innovator, and so you guys assisted him in in starting this process, but again, wasn't in the budget. There probably would have been extra funds for it, but now since it's open, we might as well put it in there. Um, and then in the budget process, there's probably 40 people who see the budget and get to put numbers in it. And then my team of five or so go through it all again. And we missed two placeholders that were strictly placeholders as I might need this. Well, turns out they didn't. So, we brought

a um couple almost 150,000 I think back out of the budget. So, um, to placeholders totaling over 200,000. So, when we reduce them, um, the budget will look a little bit better in the in the ED fund. Um, so it's just a process that we haven't done here in a couple years, but typically most people do it later, but we have an opportunity now to correct the coding errors. And since it was open, kind of like when you open a contract, now is the time to ask for things. Well, the budget's open and it's going to be publicly available for 30 days. Any questions? >> Okay. Thank you. Thank you. >> All right. That ends our report from administration. >> Okay. Then we'll move on to our consent calendar items. Does anyone have any items

that they want pulled from the consent? Do we have recommendation for consent? >> Yes. I recommend the board of education approve the consent items as presented which includes A minutes open close session meeting December 16th 2025 freedom of information report and C bill bills. Do >> I have a motion? >> So move >> second. >> Any discussion? >> Miss Bradford. >> Mr. Joiner. >> I >> Mr. Cleger. >> Hi. >> Mrs. Tyus. >> Hi. >> Dr. Laoren. >> Hi. >> Mr. Hail. Hi, >> Mr. Reynolds. >> Hi. >> And Mr. Wetzel. >> Hi. >> Seven eyes, zero nay. Motion carried. >> Thank you. We'll move on to our roll call action items. Do we have a recommendation for the personnel action items? >> Yes. I recommend the board of education approve the personnel action items

listed in the memo from Monica Wils, director of human resources in the human resources department as presented. >> Have a motion. So move. >> Second. >> Any discussion? I just I just when I I see these I look I look through this but is there any reason why we don't get a comment about this. Is there anything special in here that we need to know about? I know we shouldn't but I just got to ask anything that stands out to you that about this report. >> Um the personnel action items. >> Yes ma'am. So this is any uh resignations anything to do with hiring. This is a summary of that activity from board meeting to board meeting. Okay. So do we have any any problems with resignations or transfers or or is this above our

pay grade? It is a complicated question and so if you would like data on our you know resignation rates and our separation rates that's something that I could certainly come to present at a future meeting. >> Okay. >> Great. Sometimes I feel like there's stories behind some of these moves and I I don't know if it's appropriate to know them, but I I would like to know them if if it's having a consequence, a big consequence on on our people. >> Sure. And one of the things that we implemented is um a survey. So anyone who leaves the district, we send them a survey asking about reasons for separation and things of that nature. I can bring that data to the board. That's something we discussed last year. So that's something, you know, you can

ask for at any time. Um, we have the details of, you know, why people left. We have all those details. If there's something you see in advance of the board meeting you want more information on, happy to answer those questions. >> Thanks, Monica. >> Miss Bradford. >> Dr. Laorenson. >> Hi, >> Mr. Hail. >> Hi, >> Mr. Reynolds. Hi, >> Mr. Wetzel. >> Hi, >> Mr. Cleger. I >> Mrs. Tyus I >> and Mr. Joiner >> I >> seven I zero nay motion carried >> we have recommendation for the employment of a school health services administrator >> yes I recommend the board of education approve the employment of uh Kayla mccur mccquiry as school health services administrator as presented >> motion so move >> second >> any discussion >> miss Bradford >> Mrs. Tyus. >>

Hi >> Mr. Wetszel. >> Hi >> Mr. Joiner. >> Hi >> Mr. Cleger. Hi >> Dr. Laorenson. >> Hi >> Mr. Reynolds. Hi >> and Mr. Hail. >> Hi. >> Seven I zero name. Motion carried. >> Congratulations. >> Do you have a recommendation for the min piatt special education administrator and administrative support salaries for 2026 2027? >> Yes. I recommend the board of education approve the Megan Piatt special education administrator and administrative support salary schedule for 2026 and 2027 as presented. Please note that the Megan Payatt Special Education District Executive Board approved the salary schedule during the December 18th, 2025 board meeting. Do >> I have a motion? >> So move. >> Second. >> Any discussion? Miss Bradford, >> Mr. Hail, >> hi >> Mr. Cleger. Hi, >> Mr. Wetszel. Hi, >> Mrs. Tyus. Hi,

>> Dr. Lorenson. Hi, >> Mr. Reynolds. Hi, >> and Mr. Joiner. I seven I zero name. Motion carried. >> We have a recommendation for the resolution debating the taxes here to for levied for the year 2025 to pay debt service on the district's taxable general obligation school bonds. Uh, those are alternate revenue bonds. Series 2011B qualified zone academy bonds. >> Yes. I recommend the board of education adopt a resolution abating the taxes here to ford levied for the year 2025 to pay debt services on the district's taxable general obligation school bonds alternative uh revenue source uh series 2011B qualified zone academy bonds as presented. So move second >> discussion. Dr. Curry, could you give a overview for our new board members what exactly this is? >> Sure. I'll just tackle the next one. >> Uh

so at some point in time, this district um and districts all over the state, previous districts I was in charge of as well, um do alt revenue bonds. And so what you do with all revenue bonds is you put the you you get the money and then the tax uh the repayment is backed by the taxpayer but you offset it with some other kind of revenue. So in our case we have sales tax money that comes in and so we offset the the yearly payment on these bonds with the sales tax money. Uh and so one of the bonds was originally purchased for 4.6 million and the other one was purchased for 59,755,000. So we pay back four and a.5 million a year for both of them. So if you if for some reason the

if for some reason the taxes dried up then they're all revenue. So the alternate revenue to that would be the taxpayer. But so far our taxes sales tax has been been funny. >> Okay. >> Any other questions? >> Thanks Dr. Curry. >> Miss Bradford. >> Mr. Cleger. >> Hi. >> Dr. Laorenson. >> Hi. >> Mr. Wetszel. >> Hi. >> Mr. Joiner. >> Hi. Mr. Hail. >> Hi, >> Mr. Reynolds. Hi, >> and Mrs. Tyus. >> Hi. >> 7 I zero nay. Motion carried. >> Do we have a recommendation for the resolution abating the taxes here to for levied for the year 2025 to pay debt service on the district's general obligation refunding school bonds alternate revenue source series 2020C? >> Yes. I recommend the board of education adopt the resolution abating the taxes here to

four levied for the year 2025 to pay debt services on the district's general obligation refunding school bonds alternative revenue source series 2020C as presented. >> A motion. >> So move second >> discussion.
