004into their rooms to make them welcoming it is my hope that you take some time soon to get into the buildings and see the Fantastic things that our staff are doing having said that there are two things I want to bring to your attention we currently have over 100 openings of certified staff which in Illinois is second only to Chicago Public Schools we need you the board and the administration to make this the main priority we have got to create culture in this District that makes people want to stay and we have to figure out how to pay our people's salaries that make it impossible to leave every single unfilled certified position that we have hurt student outcomes academically and socially in addition to that we are also putting even more strain on our exist
005existing staff teachers are taking extra kids in their classes all day nurses are being asked to cover multiple buildings social workers are having to expand their case loads special education teachers are being asked to manage an overwhelming case load of IEPs and this list could go on and on and on we must see effort being taken by the district to close this Gap and relieve the pressure on staff if we don't move this needle nothing else can move the other issue that needs to be brought to the board's attention is at Dennis School the staff at Dennis is holding together as a family I visited there last week they're a very close-nit group of people but they face some extreme challenges I raised the issue of what I saw on my visit with both a
006board member and the superintendent and I trust that they will share their concerns with the rest of the board until those con those condition conditions are addressed this is going to be one of my main priorities we expect take quick resolution and the board Administration to do the right thing for teachers and for students thank you for your time thank you that's it president test test can you hear me okay that's it okay like to thank everyone for their uh comments all those comments are taken very seriously and looked into as we move forward uh we'll now move on to board discussion are there any items that idual board members would like to bring up at this point in time for board discussion I visited a few schools myself yesterday U and I was at
007Dennis uh myself and one of the comments that I I was uh open to was from a special ed teacher whose classroom of six desks was at the end of a hallway and and she was afraid of blocking a door for an an emergency exit and her comment was that they need more space at Dennis that they don't have enough teaching room area all I had was this one woman's comment but I wanted to pass it on because if if it if it's true to me it didn't seem hard for us to bring in another mobile classroom if that's what we have to do don't know if you were aware of that or not he made me aware today and so I did go by that what he was talking about I did go by
008Dennis myself today she had already spoken with Kent so we will work with Administration thank you any other items seeing none we'll move on to reports from Administration Dr Curry I believe you're the lead off tonight to Mr okay that's called the handoff right Kent must be something he doesn't really want to do there you go good evening board Dr Clark Melissa so I'm going to introduce you tonight again to the folks from anania um they're they're the solar Goods we've been working with so we have Becky Thompson and Aon Rafer from nania to talk more about their program good evening good evening good to see you all again happy summertime yeah we're all ready for kids to come back right yeah fun stuff okay do we have the presentation there we go thank you
009so for this evening uh just because it's been a few months since we've seen everyone uh we're just going to do a quick kind of informational meeting just reminding everyone about the program what we have done thus far um over the course of the last several months and kind of discuss what the next step would be like uh for your point of discussion going forward sure okay well I will go ahead and kick us off um so summary of actions to date so uh Board of Education authorized US ninia Energy we are the third party Consultants again we're unbiased we're here to help uh through the procurement process if that's something you so choose help determine the feasibility of your various sites which would make the best candidates for on-site solar at this time and
010what the projected estimated financials uh Financial impact could potentially look like uh so back in Janu on January 9th um it was approved to work through um our firm there we go you got it thank you to start running the feasibility uh of your various sites uh so then following that Arrangement um we worked with a District administration to evaluate 26 different sites and determined um through that process that there were really priorities of six sites uh that we were back here in March if you can believe it was that long ago uh to go through the feasibility and the projected financials for those locations um so with that then I will introduce my counterpart Aaron and he will remind you of the financial uh model for the district to consider as well as the
011sites that were under consideration okay and and it's a short presentation uh for tonight but so this is just a again a reminder of how a power purchase agreement Works um which is the recommendation for the way to uh to uh to procure the project so remember under this scenario the the company that wins the RFP that Solar Company would be installing the solar arrays at no uh first cost to the district the district would be agreeing to buy the power from the solar arrays at a predetermined energy rate which um would you know um we would expect to be lower than what you currently paying for grid power that would obviously shake out during the RFP process but we have some indicative uh Power purchase agreement rates that we'll that we'll present to you
012um that energy rate includes all program costs so the company that that installs the solar array is also going to own those assets they're going to be responsible for all operations and maintenance of those assets over the life of the contract and so all that is is covered in that energy rate um they're also responsible for receiving the incentives uh for the program and that's how they can that's part partially how they can offer a lower energy rate compared to grid Powers by capturing the financial incentives um there's energy production is the responsibility of the provider and so if for some reason a system goes down for example they be responsible for excuse me sending out a truck to repair that that system and um so kind of upshot here is youve got an opportunity
013for long-term operational savings without any additional capital investment um here's a this is this is another kind of reminder page so this is this is not anything new um that hasn't already been presented to the board this is what we expect for conservative estimates for your savings through a power purchase agreement uh for the six sites that we're recommending um across the board you're looking at uh under 6 cents per kilowatt hour for the PPA rate we have a flat rate so 0% escalator for the entire contract term which here is a 25 year uh contract term we have the the the the first year Savings of about $100,000 which again is is from our we're we're attempting to uh present conservative numbers here so should we would actually expect the numbers to come in
014a little bit more attractive after the RFP process and then you see your 25e net savings of over $6 million I mean obviously if if if things if uh if grid power becomes kind of more and more costly things like this then it would just add to your savings rights but again we're trying to present conservative numbers um the next slide is is if you were to I know understand that Dansby there's some uncertainty into into that that project and so we are recommending U we'll get to that I guess at the later slide but if the district were to pursue the project without Dansby for the time being this is kind of what we'd expect um again attempting to be conservative we're not really expecting to be Mater a material difference than the rate
015that you can get it's only about 10% of the total project volume um and again coming in from a conservative standpoint um we we wouldn't really expect the numbers to change much so really the main difference between this slide and the last slide is just removing just removing that row of Dansby right so you lose you know about 10% of the program savings would not be had through but but you're still talking about almost $6 million total program savings so we think it's still a very U worthwhile Endeavor uh for the district to consider uh yes what's our current rate I was actually thinking about that in the parking lot I should have so we did do it is part it was part of our analysis to look at your utility um rate but I
016actually don't have that number on top of my head unfortunately now so we can we can send that though um to provide if if memory like you um I would expect it to be this number to be between 20 or potentially even 30% or so lower than what you're currently paying for grid power so that should give you that should give you like a ballpark idea uh but again we do have that exact number that we can provide you with yeah then with this um is the PPA rate is that based on volume basically the the more solar panels we have then we can get a better rate I'm just wondering how Dansby affects it like removing those that that inventory does that reduce the savings that we might get I understand overall it does
017because we don't have the panels but does it cause the PPA rate to increase in general yeah the larger the program than the more aggressive rate you can get um but there are like there's kind of like um when you say like there's like um like thresholds I guess I'd say to a certain extent right and so like with and without Dansby you're in the the like this kind of the same order of magnitude volume of project from the Solar Company standpoint and so that's why we're not really expecting there' be a large material difference on the the aggressiveness of the rate you can get with but as we maybe let go ahead and get what we are recommend if if you're at all considering Dan like we're not we're recommending that you'd not have
018Dansby hold up the other sites because of the large you know large amount of savings that are that are available if there's any OPP if there's any possibility at all that the district would want to consider Dansby still what we're recommending is that we include it as an ad alternate in the RFP process and so that way you can see definitively what the difference is on these rates from from our standpoint and based on our data historically of of other procurements we're not expecting them to be a sizable difference but you know we don't we want to um gather that information for you during the RFP process do you mind going back to the slide with the with Dansby uh yes more okay thanks I just wanted to see what that 25 net savings was
019for oh for Dansby itself yep yeah it's over 500,000 so it's still certainly you know okay yep okay and then the uh and as far as so as far as timing um this is potential timing right so obviously this is this is subject to you know to the board um if we were to issue the RFP in September then we would most likely have the proposals due in November again that's that sub bullet there that we would at the moment um in the absence of additional feedback from the district we would recommend listing Dansby as an ad alternate in the RFP process U gave us about a month an additional month or so for proposal evaluations and some contract EV Val uh contract negotiations and so you'd likely be looking at a potential award as
020early as January or so um and then as far as the const um construction side of the project usually we're looking at a six to seven month lead time or so and so I would expect the project to start over the summer and likely complete in the M of 2025 I think one nice thing about the them being these these being all um out ground Mount um arrays is that they should have pretty minimal um disruption to the school operator ation but but that's obviously something that we'd want to take into account with particular schedule recommendations y um I think that's our last slide nope I'm sorry there's one more SL my last slide yeah so this this this Arrow may look familiar uh I think when we first came in and talked with you
021in January we were on that first bubble there the feasibility study so then uh up for board consideration potentially at the next meeting would be um voting to move forward with that competitive RFP process and actually solicit quotes from the supplier community so if we are going to vote at the next meeting to have you proceed or has this already been decided or how are we doing on this decision the board has to make if we'll bring it as an action item it'll be ready to go at the next board meeting can't be ready at the next board meeting why wouldn't it be I I we've waited for five months I don't know what we're doing why aren't we moving on this so I think part of the question is is like the overall District
022um what are we calling it The distri needs assessment yeah um I think that that is part of it is that right I mean we kind of like this is just saving money how do that have something to do with a KN assessment for the it's not for you sorry go ahead that's okay I have a quick question um so back here to the PPA financials um you list uh without Dansby year one Savings of 92,000 um and then you say it have a 25 year net Savings of 5.7 million is that like adjusted for inflation because that's not like a 25 year run there so how how does that work how do how do you get to that final number um yeah that's a good question so the um there's a couple the the
023main factor there I think yeah some some inflationary adjustment to grid power so we build in a 2% annual year-over-year adjustment again our goal is to is to be conservative in that um in that number but that there's a 2% escalation on grid power and then there's a little bit of a um of a energy loss over time year-over year and so that's built in there too but but yeah so that's it's primarily from the the 2% yeah thank you yeah okay any other questions I still would like to hear I mean are are there members of the board that are opposed to this I don't know why we're not moving forward all I need to know is there are consensus and we will be ready at the next board meeting I think you have

025um I'll jump right in but the majority of the changes that were sent to you um deal with uh policy or footnotes footnote changes pretty minor but these are the things that had a little bit of substance to them or were new and that I thought we should go through and Dr Clark concurred on this list so I could read them but again a lot of words it's coming technical difficulties tonight did we pay the internet bill we did the business office did pay the internet bill I promise you that that's assuming it's you know in the cloud or I'm joking I got to say something that's okay I did did you to Dr Clark and then Tim Tim yes I have a pretty version in front of me I can skip to the structural
026one if we'd like while we're teing that one up go ahead with yeah let's te up the structural engineering one here somebody preted that one up so the structural engineering one we'll do next okay here we go so this is uh a response to the executive summary that we received from this is really loud um that we received from Clinger Associates um and then there was a request for estimated projected costs for all of the work so um this one is not prettied up because it's it's just facts uh American dreamer um from the these are all the things that were highlighted along the way when klingner came and spoke um the uh we'll start with b the uh removal of the small metal canopy on the western elevation has been completed um we don't
027have a price yet for the for a uh that's the the last one to gather uh two bomb had no structural issues five and there's a reason that we skip three and four will do them at the end Garfield Dennis lab school so there's repair of spalling and cracking uh masonry repair replacement of pack rusted deteriorated everything bolts um tank support frame in the boiler room and replace pack rusted deteriorated steel guard so for this one working with b& doing a is one man over two days plus $200 worth of materials and then you'll see that throughout the process uh B is one man one day plus $50 worth of materials and C has been completed um six uh clean and further inspect the Rusted turnbuckle that's been completed John's Hill no majoral structur structural
028issues monor Academy for peace or map as we call it there are no structural issues muffle stabilize and repair replace existing concrete retaining wall replace pack rusted deteriorated steel guard rail Etc um three men 10 days $115,000 two men two days $1,000 um Parsons this one is has an a leaning West interior wall in the boys and girls restroom of the original 1965 building it is not in any um danger of falling in at any point in time but it does need to be replaced or repaired um this is one of the ones that was hardest to guesstimate for the folks at B&G um so we're going to have to dig down and see exactly if it's a footing issue or how to address it but three men four to 21 days depending on what's
029found below grade so 10 or a $1,000 or a $20,000 job um no structural issues at purging spalling m at South Shores one man two days $200 worth of materials um Steven deater a lot of Tuck pointing I could read all that to you but it's a lot of Tuck pointing two men three months and $220,000 worth of um materials Eisenhower High School um some guard rail work um two men two days uh two men 10 days uh $7,500 MacArthur no structural issues the Kyle Administrative Building um 101 West or Gordo that's us um all of those issues a b c and d sucessfully deteriorated slab over the basement we were working on a plan for that uh just last week uh remove and replace successfully pack rusted steel I had never heard the term
030pack rusted until this and now I feel like I know pack rusted like uh anytime I see it um replace the four heavily rusted steel rods at the base of the flag pole and removed the structurally inadequate wood columns here outside um so as you can see three men 7 Days $40,000 worth of materials two men two months $10,000 one men one man two days $250 two men one day labor only um so no so no supplies um the tech Academy lots of work to be done there but um not as costly as we anticipated two men one day $500 two men one day $500 two men five days $2500 um PDI uh a according to the the experts at B&G the excessively cracked brick Arch uh over the west door can be taken care
031of by two of our skilled laborers and three days and $1,000 worth of material and I didn't have a cost for the painted brick they really is no answer other than to hold on and and just try to make sure that we stay stay on top of places where it's popping uh away peeling away um buildings and grounds the the Kent's office um two men two month month $50,000 to remove and replace excessively deteriorated exterior dock on the West and East elevations um two men two months two men two weeks two men a month um the guide wires uh D has been taken care of and um two men one day to fully engage the uh upper threaded connection between the West canopy uh there are no major structurals at the Continental building uh the
032warehouse and the annex uh replace pack rused replaced Far East bow tie truss replace successively packed rusted um and as you can see two men three weeks $5,000 two men three weeks $5,000 that's all materials two two men in a month two men in three weeks 22 the truck garage again replace the north exterior mandor brick veneer lentil um two men four days $1,500 Harris um the seep building currently there's no major structural issues um Stevenson Elementary um which is now where the Roe is one man two days one man two days to repair those those uh issues and Franklin Grove repair sping and cracking deterioration the masonry wall one man two days $250 worth of materials and then three and four we'll bring them back up now at the end Dennis Kaleidoscope stabilized and
033repair replace a deteriorated leaning and Boeing portions of upper walls and parapets of the original 1914 three-story building and continue to restrict but the contractor price we had for repairing that was $2.1 million in last year's money and we're seeing some Boeing on the other side at this point as well so that will increase the cost and then the Dennis Mosaic building stabilized repair leaning and sagging sections excuse me of stairs and landings of the North multistore stair of the original 1910 three-story building and continue to restrict access until that's done that's $1.1 million of last year's money just to fix the stairs so trying to put it all together for you um it's 2320 man hours not counting dentist uh the dentist jobs because those would both be contractors so it's 2320 hours of
034our guys who would be here working anyway but 2320 of those hours will be now put towards these um repairs the labor cost on the low end is $85,000 of course we're paying them to work anyway but that's just so you understand the cost associated with it our guys do great work all the way to $160,000 um Supply costs are $225,000 in change um and 58 combined weeks for 52 combined employees now that doesn't mean that I'm going to take 52 and put them on this for 50 8 weeks but if you count the number of the scope and the Manpower that's what it comes to and then if you add the denant contractual work in last year's money it's 2.6 million so that's a I would say I was going to say a quick
035breakdown of the executive summary but I think it's a detailed answer um as far as costs that we were looking for earlier any questions yeah so the man hour is 2320 I understand that we already have people but do you have the B with to absorb that I would defer to Camp I think I know the answer and it's really no um what what will happen will be other projects and other other scopes of work will have to be pushed to the side um an example of when we have things like this or any other the uh the move of Dennis to to set up uh over there at Garfield that pulled folks off of playgrounds that pulled folks off of um work at other schools that are now still waiting in the queue now
036that we're back over so this is just another example of priority in these are things that are not immediate um but they do have to fall into the Queue at some point in time so when when we talk about these kind of projects do does Kent have a a program going forward that we need to hire more people to cover this kind of these kind of things that have kind of Fallen by the wayside yeah I mean we sorry to cut you off was there more yeah I mean well and you know where I'm aiming at here is that we this stuff needs to be done on a continual basis corre so if building of grounds needs to hire some more people we need to see that kind of proposal but this is the kind
037of stuff that we should be on top of I think a little bit better yeah absolutely and Kent has they've had interviews um they've hired a new Mason I believe or looking to hire a new Mason um and I've given them the green light to to at least start with trying to find find at least five skilled laborers but they're just they're also kind of like teachers right now they're not out there we need to do we need to do the best we can to reach out and find them and and provide them with an an exciting place to work you know with I'm confused when you say last year's money what are you talking about well I mean the dollar last year is different than the dollar this year so I I don't want
038to say that that's what it'll cost yeah just yeah yep than I'd have to get new quotes any other questions so are what are you are you asking for us to no I'm not asking for anything no because we have the guys and we just need to put it into the queue but I'm just bringing back the information of the executive summary and there had been requests for costs all along and so I was able to finally get some projected costs for the work that's out there and in relation to what marks was asking I agree we need to keep on top of this but a lot of these things are not like urgent right they're not they're not urgent like next week but they're the longer that you don't address them yeah no nothing
039is urgent PR people right now no we've prioritized the top three or four that need to be addressed and what needs to be addressed is Dennis we need to make decisions don't we about whether we move forward on 1.1 million and 2.1 million I mean isn't that part of the more strategic plan yeah that is part of the overall strategic plan that we're engaged in right now but isn't it a priority right I mean because you can't move forward a strategic pan without knowing are you going to use these two Bild that's part of the that's part of the Strategic plan is deciding that if I if I may yeah we're prioritizing the things on the list that are not contractor related for our side of the side of the work so like the work
040at Parsons things like that those are the things we're prioritizing um to to just piggyback on what was said about the facilitation process that is you know the the outcome of the facilities planning survey work will bring options to you and what the community and what the team and what the board have found to be the best direction to go which will include conversations about Dennis but it's not a rush today or next month we've got the modular for were locked in for another year after this U and that gives us time to address um the work and I believe Kent could talk to the scope the scope of the work was was long once they got in to do the work on those buildings if we did repair dentist correct that's building pushing upwards
04110 to 12 months to do that all add I just just an observation for you as well I think there's there's also other projects right now like I think we have two or three playgrounds that haven't been put in the ground and I think there comes a point in time where we have to step back and say if we can't do this work we need to have conversations about how we get this work done on a on a oneoff basis how do we get this work done from the outside because we're affecting Kids U we're we're talking about adult issues here that affect kids so and we've had playgrounds for two or three years that are laying in the storage lot and again we see the list here that goes forward and then the conversation
042starts about adding people and that becomes a recurring cost that lasts for decades and decades and decades so I think there's there's a lot goes into this conversation but we keep pushing things off and the things that concern me are the things that affect kids and two or three playgrounds laying on the ground for two or three years affect kids okay duly noted so the process the you're probably not able to present on this tonight and I understand that the facilities planning process I don't know what we're calling it's the overall not just facilities right um do you think we're we could get updates I believe each meeting Dr Clark has an update has an update schedule she can speak to about facilitations I I I've had people ask me like where are we at
043on that like I I don't I don't know I don't know when we're having a community Forum I don't know when we're doing this I will um not to cut you off I will get you a um a schedule I'll get you a schedule um for you're probably going to have to just because we can't get it to just speak to it so I I'll hit some highlights um so any more questions about the survey well I just have one question about the numbers yes when we estimate those numbers are we just using our internal estimates do we compare our productivity against like means methods um and our actual estimating costs and compare what what our production we're getting on a day-to-day basis you can yeah you can try I use the average cost uh
044the average hourly rate of all the members of the um Union chose collected that average rate and that's the number that I use and then his guys did something else for time so because of the way the SEI contract is stated this work is their work to complete as far as the maintenance Personnel so this is just based on their projections because contractually at this point we don't have an O we don't have an opportunity to do anything but use there but but this is uh this is these are numbers not put together by the workforce but by the supervisors Who oversee those so the numbers are pretty well based on what we see um you know commonly so I think those projections as far as time and material are pretty close in that regard
045so oh okay so then the numbers that were on the sheets you had a number hours that's how much time it's going to take but then the dollar amount that's materials and supplies and that kind of thing right yeah the materials the material costs were on each building and and then to at the bottom and then we did the hours and the projected labor costs got you so and the biggest question I get asked in the community is how do we make sure that a dentist situation never happens again and so I I know I'm throwing you on the spot um but in the overall I mean what policy or structural steps are we taking internally to ensure these things get uh get identified early and then fixed well I think you just saw it
046to be fair I think I don't know if that was ever done before a structural analysis of all of our buildings so now that we know where the masonry issues are because the problem part of the problem with Dennis was the original design but the other part was infiltration of water and moisture and the spalling of the bricks and Etc and those are the kind of things that we now have seen um a lot of different places have been pointed out to us by experts that we are prioritizing work like I I was just in Indianapolis and I drove by the the Lucas Oil Center has anybody been there first it's a ginormous brick building and all I could think about when are they going to do their tuck pointing I mean that is how
047important tuck pointing is and it's just one of those things that people get moved off of over years and years and years this didn't just happen last year it didn't happen five years ago it's just been an ongoing moving from one project one need to another that now we know we need to really prioritize um the work of the Masons I just let me just add so masonry work and and maintenance is not unique to decater Public Schools it's not unique to schools in general it's it's it's true across the board every building you look in you know just go into the downt area you see the the the Ming work that needs to be completed so in an Ideal World if if everybody had all the money and all the time we would do
048tuck pointing as needed we would waterproof the buildings every 5 to seven years and this would be a continuous an ongoing thing I don't know of any building owners that are doing that consistently anywhere in this country so um so part of this process is how do we and this is one of been my goals since day one almost three years ago is how do we move away from being reactive to being proactive so how do we work on preventive maintenance as opposed to repair and so we're making inroads into that and we'll continue to make inroads to that but that's ultimately the answer we have to get to the point where we're being very proactive not reactive thank you okay okay so I really don't want to B you with all of these you've
049seen them I've I've sent them to you I've also sent you the the reasons why the policies of changing but I do want to hit a couple 220 uh allows a public body to permit a b a member to attend remotely due to unexpected Child Care um 2270 requires a board to adopt a policy that prohibits discrimination harassment based on race color National origin as well as retaliation that's the new wording um 410 um applies to to my office requires the board to annually present at a board meeting a written report that includes the annual average of expenditures of the district's operational funds for the previous three years there is no time of the year that has to happen so we'll do it sometime after the tax levy 4160 prohibit schools for that are serving

062um so they were in 500 increments and there are two of those this is in addition to that so it's a $250 stien for returning staff it comes from teacher vacancy Grant funds that we were awarded because of our teacher shortage um and we had leftover funds so all of the funds weren't used and they're us or lose so we decided to um reward our certified staff who are returning this year by giving them $250 so I wasn't asking about the money so much but the nature of the program what so it's people who have left and are coming back or who's being awarded the stip in or what is the program designed for who even are eligible for it yeah um the vacancy Grant was designed by the Illinois State Board of Education in
