001um recognize a student from John's Hill on May 8th in Springfield during the Illinois principal Association Abe Lincoln region breakfast Johns Hill student eighth grader abubaker was recognized as an outstanding student leader in school his principal Michelle bonebreak nominated abubaker and here is what she said about him he consistently exhibits the desire to learn new Concepts he is courageous enough to work Beyond his comfort zone he encourages his fellow classmates frequently offering positive feedback and is a very strong student leader abubaker is always willing to participate and Lead initiatives or activities in class he is an outof the-box Problem Solver and demonstrates maturity Beyond his years ladies and Gentlemen please join me in congratulating abubaker as an outstanding student and school citizen with the IPA and he is here today [Applause] too did I pronounce
002your name right oh yes good is there anything you would like to share with everyone uh yeah can make sure you speak to them all right so I I just want to say a few things about how like John Soul has been really good for me and a bunch of other students John soul is a really nice school all the people there are amazing everyone there is friendly towards you everyone there is willing to help you and it's overall just an amazing school that of also of course has lots of Arts integration that really makes the learning experience much a lot more fun than it would normally be it just does a great job at teaching kids and I believe it just is just really good really good at preparing students for the future thank

004here tonight to talk about our year and how we have embraced change and how we have faced adversity and done what we do best and rise to the top in life we encounter numerous challenges and Dennis lab school and family staff and students faced one of the greatest Challenges ever testing our resilience determination and strength Dennis lab school family and Community embraced these lessons successfully transforming adversity into a catalyst and using it for success and together we will continue this journey has monarchs Rise um if you remember it was about a year ago today we started with a three-week delay and here we are a year later so today's highlights are going to show a little bit about what we've been through this year and hopefully we can capture that and share that for you
005first and foremost I want to start off by thanking Dr Clark Schoolboard members Our Community Partnerships with micin University St John's Episcopal Church maratha Church um the Nazarene CH church and the beautify Coalition um of decer DEA defta despa Teamsters Human Resources buildings and grounds thank you Kent Meer couldn't do it without you the custodial crew PDI teaching and learning staff Steve Nichols Steve Nichols wonderful video expert um the faculty and staff of Dennis lab assistant principal um office and staff families and students and the Safety and Security team and all the other volunteers for making our year a success it takes all hands it takes a village and all hands on deck to be successful I'd like to take a moment to thank this guy right here he is the vision and the why
006behind Dennis lab school my kids started there and um it's what brought me on board um his vision and his determination and his support to help me get through this difficult challenge this year um I've been I I like challenges but this was nothing I'd ever done before and I wasn't quite sure how we were going to do it um but with his without his support I wouldn't have been able to do it and um I just want to say thank you it started from the very beginning we um you guys got us our space we've used every inch of our space um our world at Dennis lab looks a whole lot brighter behind those smiles and um you'll see just in a few of our um pictures hopefully it shows you that we continue
007to smile and um rise up to the occasion and face this adversity with great success when I say we've used every inch of Dennis lab I'm even talking about the windows uh we made it our own um the middle schoolers came down and taped the windows and started decorating it so we used every inch of that campus to make it feel like our home we jumped right in um in after starting in the late start with our traditional Halloween parade um sending our kids off campus to celebrate careers and visiting Milan campus so we continue to do several of those Traditions that we had on our C campus and made it and brought it to our own on our new campus um we fastp fored right through till um December and we one of the
008difficult challenges was trying to find all of the things out of the other building and bringing them so for example um we continue to shine we found our LEGO League board and equipment and our coaches gathered our team together and um we were highlighted by the decar Arts Council as winning the um 2023 Christmas card announcement so again another celebration um we then had to relocate from Tabernacle and go to um D1 Nazarene Church where um that staff there is absolutely amazing um they put all hands on deck worked with our students on a practice so that we could give one of the most outstanding Christmas concerts and it was just a wonderful opportunity to get us through about halfway through the year we continue to shine with just a few of our outstanding monarchs
009whether we were winning the spelling be or taking second second place at the Mount Zion contig whether we were winning Awards in sports or whether we were just celebrating Ela and math victories in the classroom we continued to celebrate our monarchs this is a remarkable um time you'll notice we have two retired teachers that's Mrs um Edrington and Mrs Krauss we had to get really creative at the beginning of the year with how we were going to cover our classrooms and our staff these two wonderful retired teachers volunteered and came in they came to me and they're like Camy we have a problem one they were teaching co- teing in fourth grade they said we have a problem one of our fourth grade students is reading at grade level what do we do I said
010not a problem set a meeting let's come up with an action plan this is what we're going to do this was a a few months later before they had to um leave after their 120 days um and we celebrated raising um 70 reading levels in fourth grade so instead of one student at reading level we now had 16 reading at or above grade level and so we invited families in celebrated with pizza celebrated our teachers and our students and our families for the remarkable accomplishment that they they did during that time of the year and we embraced every moment we took advantage of the solar eclipse we used every inch of outside of that campus um I just love these pictures the smiles of the students I love the one in the top right hand
011corner where he's just all alone in the grass just soaking up doing his own thing um but it's what we do we took it that campus you helped us get it set up and we made it our home two of our outstanding um activities that we did last year we focused on this year being the spring and Book Festival or spring festival and the book fair we had that on um April 25th from 5:00 to 7: Marin Church opened it up we were able to house about 500 people that came in feed them um play games um and just celebrate education through games and activities and books and reading and it was just a marvelous outstanding event we were able just last week to bring back our seniors um invite them and do a senior
012walk through through our hallways like I said we took the Halls we brought them back we made Dennis lab our home and invited them in and it was a wonderful celebration to celebrate our seniors we continue to showcase our monarchs of the month um when they do outstanding things and Leadership and citizenship we recognize them and celebrate them um throughout the month our final huge project uh again thank you Mr kraton for planning and designing this um it is one of my most favorite things to be a part of and that's our project based learning Showcase Event we had our dress rehearsal and our main event was Thursday May 23rd thank you for those that came out and celebrated our students all on the campus um showing off their Project based learning for the year
013with presentations it's just a remarkable event um I did put in the link if you haven't seen it already I'll share it with you but again Steve did a fabulous job of capturing that and putting it in a video and um getting that out to our family am and our community it was our highlighted event and it was a complete success we aren't done yet everybody else is celebrating being done we're trying not to be bitter but we have a few more days left tonight we celebrated um our Kindergarten Celebration today on Friday you'll hear us on WSI as we do our edgu Spotlight June 1st um we are celebrating with the Episcopal church right over here from 10: to 1 on Saturday they are doing a family and student celebration with pancakes and and
014sausage and breakfast from 10: to 1 so come on out and celebrate as we continue our year June 3rd Dr Tony Sanders will be visiting our school and doing a walkthrough we're looking forward to that June 7th will be our eighth grade sendoff and celebration dance June 10th and 11th will be leadership team meeting days where um my team will get together and we will talk about next year and um come up with our action plan using this year as a foundation and a Launchpad for next year and then June 18th will be our last day of school and in the bottom right hand corner I'm excited that we are getting a book vending machine and they did a custom wrap for Dennis lab so that is just a little bit of our rep that'll
015be in the building for our students to use our Monarch Awards to use next year as the journey continues I have learned that um or we have learned um the hours that it takes you do not just wake up and become the butterfly growth is a process I've learned a lot about myself as a leader I've learned a lot about my team I've learned a lot about our community um and it's just absolutely remarkable as we continue our journey we're going to continue to use this year and start on time and launch into the 24th 25th school year we're going to continue to have interviews and hire and our goal is to be fully staffed next year we're doing a specific detailed School Improvement action plan um we our goal is to show student growth
016in um Ela and math we want to cont uh contribute to we want to continue to improve attendance we have held strong this year at 88% but we're going to keep going for more and Target those half days and try to get up to 92% We are continuing to plan throughout the year and um setting aside dedicated planning time for engaging lessons I've ordered a whole lot of new things for technology that that students and teachers can plan for engaging lessons in the classroom we're going to continue to base upon Mr kraton's Cornerstone of B and PBS B is we are in our third year and it has absolutely been remarkable parents are on board we're seeing it effective in the classrooms we're now to the level where students will come into the office and
017we don't even have to say anything they'll just turn and start having conversation and work through it and it's just so powerful to see it in fruition and just having them have conversations and be successful and reheal that what is that Bist Bist is um the training is coming up there's a three-day training that is behavior intervention strategies as a team and so it is a program and I don't really like the word program but it is um we all use consistency with the verbiage and the language that we use when we're interacting with students we let students know that is okay to not be okay but you are going to be held accountable am I missing anything um that's about it yeah and we just it's a behavior intervention plan and it's it it
018takes a long time to develop and build those relationships and especially build that trust that we are going to be fair and consistent but we're going to hold them accountable Mr gron has done a dynamic job of implementing um this year a point system so now kids know that if you want to go on the trip you have to have less than four points for that quarter um so the kids understand and um we've had to have those conversations like I'm sorry that your behavior needs to improve you'll have a chance to earn that back if you want to go to the end of the year so it's just a behavior um plan that are using that we are finding successful results um we are going to continue to strengthen and build our community resources
019and support and then we're being very creative in the use of our 24 contractual hours we're having differentiated faculty meetings because we found that we have a lot of different levels of teachers coming in so if you're a new teacher coming in and you're not familiar with mtss then you're going to have to go to that level 101 and if you're more an experienced teacher you might go to level 304 but then we're also giving you the opportunity led by our staff to get whatever you're needing in those um faculty meetings and finally we still need your help um as deis lab continues we need um support and Essentials in order to create that Catalyst needed for effort effortlessly transition we feel like we have been in survival mode and we are excited to go
020from survival to thriving and we know that we can rise to the occasion and we can be successful Keith and I both have a vision of what we want this school to be and we have put put in I cannot even begin to tell you because we started the school year with only two of us uh missing that third assistant principal so we have put in countless hours and making sure that we are going to achieve um the vision that we both share so we do need like a safe and secure entrance Lobby we need space to accommodate speech for K5 and 68 we do need still a social work area we need a guidance counselor office and space for meetings especially when outside resources like Heritage come in and want to have those confidential
021meetings we do not have any space at this time for those meetings so we've been giving up our office or trying to share that space we are looking forward to having an office space for behavior interventionist and the behavior transition room we're still in Need for storage for extra supplies for PE equipment and uniforms um we are asking for continued stability in time to use the and develop the staff and the systems that we have in place to practice to improve our dentist lab team um we still need a designated Library space we're trying to be very creative with the hallways and the outside space and the classroom space to make that happen we still need a Care Room space for K3 and 46 um or 4 through eight we don't like putting mixing The
022Littles with the older kids um when you're doing and and being successful for B it's better if you can keep them in a separate space they their needs are different and we're looking for an improved space for our teacher Lounge because our teachers need a time and a break too from the difficult hard work that they do um and being that we're hoping we're going to start the year off with a another assistant principal at the beginning of next year an office space for them right now we're currently having our desk um Mobile on carts as we try to reel across campus and all around but that's just a little bit as we continue of the areas of improvement so tonight's Spotlight hopefully shared a glimpse of our fortitude and leadership as we continue preparing

024Curry uh is going to share some finance committee updates good evening everyone I'm glad to be back on this monthly basis here for these Financial updates I felt like I was talking really fast with a lot of numbers last time so this time I have pictures of numbers so um couple things just want to talk about two uh two revenue streams and we'll start with uh cppt our most recent uh property replacement tax came in on the 9th for 1.4 million um also we made some journal entries um which we do this time of year to then backfill what we budgeted and all the all the different funds so we budgeted 5 million in the Ed fund it currently has 5.6 because of the rest uh budgeted 1 million now there's 1 million in transportation
025budgeted 1.1 million in imrf now there's 1.1 million in imrf and capital projects so those four those bottom three are all filled to the the budgeted number and anything that we get on top of that's going to continue to go into the Ed fund but I have a feeling we're done for the for the year with our cppt I budgeted 7.6 and we received 8.2 and last year it was 12.5 the year before that it was more just I've talked at at Ed Osby about the fact that this numbers continue to drop this was just a unexpected bonus for every school district that gets cppt um and it's starting to go back down to normal and for us normal was about 5 million the other big one for us is the community facility sales tax
026our most recent sales tax distribution came on 520 for just under $500,000 so so just for you know review these receipts are split between fund 30 which is Debt Service and fund 60 which is our capital projects all initial proceeds go into fund 30 um and we use those to fund the alternate Revenue Bond payments for this year that's about 4 and a half million so the first 4 and a half million went to fund 60 or sorry to fund 30 the rest went to fund 60 which is capital projects so Debt Service has 4.5 in it capital projects is sitting at 1.89 million right now um but there's still one more dispersement to be received and last year was 561,000 so we should be a bit ahead from last year people are still buying
027things and working on their homes and and doing these sort of things um I budgeted six and a half we've got 6.3 with another like I said hopefully five plus coming in last year I budgeted 5.2 and we saw 6.7 so it's slowly climbing which is good just a few other things from the meeting itself um we talked about our new budgeting process with the folks who were at the um finance committee meeting uh this year we invited all department heads and principles to individual budget planning meetings like come to the office you sit with um the my team which was most often Cheyenne Patterson who is our uh director of budgets and accounting and uh Dr slz Who is off the Assistant Director of Finance and we had some really great turnout and some
028really great conversations we actually learned some things about some of our um budget line items that have different names in different buildings so we're we're cleaning some things up as well but we did a post meeting survey and got excellent feedback especially from the principals and athletic directors they felt like they learned something just by being in the room um the cleargov agreement you guys remember a while back we approved cleargov it was a three-year commitment we were able to get all three years into the grant under subscription model so you will be seeing a much larger payment than we talked about because you're going to see all three years in one payment with the grant money before the grant money's gone so you'll be seeing that the next uh probably the first week of
029July um property tax levy this was some good news I think I estimated the eav at 840 841 million when we first when we finally uh made a decision on the on the tax levy in February it had dropped all the way to 832 million the final came in couple month a month or so ago at 839 million so the tax rate for next year will be $481 we've consistently been in the mid to high $44.90 range so it's a little bit of a little bit of a break um and just a little bit about what I'm trying to do uh get decator face out there as well I just recently presented at the Illinois Association of school business officials meeting on our process of building a better budget with a colleague up north who's
030also building a better budget and I think if you talk to any csbo unless they're lying to you they'll want a better budgeting process it's just it's either you're doing it by yourself in a small District or you're relying on a bunch of people to give you numbers and then you got to try to put it all together we currently do ours on Excel we're hoping clear gov does a better job of that um but what my colleague and I plan to do is continue to present along the way of our journey so that we can share with other folks and um I sent a picture to Dr slz of the of the room it was full so everybody's interested in I'm sure the topic not the speaker and I'm also scheduled now to present
031a triple I so those of you that go to Triple I if you want to be bored to death about the non-cap tax levy I'm your guy um my colleague will be presenting on the pel tax levy so that is um everything that you may have missed is there anything that I didn't touch on that somebody would like answered said a Sunday presentation no I've given Sunday morning presentations for years but no no not a Sunday morning presentation do we have any more big expenditures coming out of the capital fund this year well we're working on the track process the the turf and track and that will be coming out of that at MacArthur yes and then maybe some roof work if necessary some patching but nothing nothing out outrageous that we don't that we
032currently know about you know you're not sure if something needs to happen over the summer but just uh side note uh Sarah nle principal nle was able to receive a write for and receive a grant um and so we're going to put some fencing up at purging around the three playgrounds hopefully we can get it done before the end of August when the grant grant runs out but hopefully it covers the whole cost I was out there today measuring it out so anything else I'm just really glad to see you pushing the budgeting process down because I I really truly believe that the more we can engage our management folks in the budgeting process and the more they understand the better we're going to function as an organization so I commend you for that agree
033and thank you so much anything else okay thank you thank you we have any any other committee reports this evening there are no other committee reports this evening from Administration okay we'll move on to board discussion uh is there any board member that has anything they'd like to discuss this evening well we we had a discussion last meeting about cell phones and I just want to report that I I talked to Paul Figaro who was at the graduation for MacArthur and I said you know how how do you guys handle cell phones and he said we we have holders in the classroom on the doors where the kids can put their phones and if a student is caught using the cell phone during class time in the classroom the phone is taken away from them
034and taken to the office if this happens three times with that student the third time the parents are going to be responsible for coming to get the cell phone he said the hardest part about this system he says it took us three months to really get it to where it was really working well and the hardest part about it was the parents the parents he found to be the biggest stumbling block to to putting in a such a uh Sy what staff position was it you said you were talking to Paul figu the previous superintendent he he came to the graduation at MacArthur okay all right just FYI you know that's on my heart that we have to do something about the cell phones in our classroom thank you anything else okay see none we'll
035move on to reports from Administration um I think we have Clinger and Associates with us tonight to continue uh their report out yes we have Kyle hannel from kinger and I believe this is our last report is it not Kyle all right I'll turn it over to you thank you Mike so yeah this is the last of um I'm presenting five uh buildings that I looked at and it's the last five of 25 that we looked that as part of this structural evaluation project uh couple of buildings on here the addage of Save The Best For Last it doesn't exactly apply a couple of buildings are two of the the worst buildings that we looked at and two that are currently unoccupied because of structural issues um the five buildings I'm going to be presenting
036is the number three is the Dennis Kaleidoscope building number four is the Dennis Mosaic building number 15 is the MacArthur High School Number 20 is a building in grounds uh building called the Continental building and then number 22 is the bliing grounds a building called the truck garage so I perform the inspections of all five of these and uh cooworker Alan lucens is doing qaqc of our reports so the first one the Dennis Kaleidoscope building kind of located somewhat in the middle of the town here at 520 uh Westwood Street uh this the original part of this building kind of on the left side there was a 1914 building uh just to its West or left there was a 193 or 1973 Edition that was a stair Edition to the right was a 1973 Edition
037that was twostory and all the way to the far right was a 1973 multi-purpose room one story Edition um in the green there where it says the 1987 Second Story Edition that's CU that little square of that um East Edition there was only one story at some time they added the Second Story to build it up to the same height as the rest of it there so this school is a school that we had actually looked at back in June uh when we are called in to give a second evaluation of a specific issue at this school that involved the uh roof um the the roof parapets and upper walls of the the 19 um 14 original building but we focused that inspection on just Those portions now in De December when we went back
038out there way will to look at the whole building in addition to relooking at some of those portions this is just an elevation it's the South View of that main 1914 building probably be the most recognizable for people have have drove by this school um a quick executive summary so we like to try and separate them as high priority recommendations and low priority recommendations for structural um obviously the high priority recommendation here is either repair replacement of the 1914 building upper walls and perits and installation of tiebacks or bracing for the top of that wall um we we provided a report previously but it'll be addressed again in our in our reports now of um the safety Factor the the the safety problem of the tops of those walls currently um on this on the
039main 19143 story Edition on all four sides the low priority recommendations um that we found when we looked at that all the rest of the building is there's repair and replacement of deteriorating and missing exterior guard rail and hand rails in multiple locations um there's roof ballast and membrane repairs needed for areas that are leaking and and pooling water on top of the flat roofs there's uh exterior wall brick veneer tuck pointing lentil repairs needed um some of those are not just on the 19 um 14 building some of those are also on the the additions too the 1970 additions then we have repairs replacement or removal of deteriorated cornice and exterior retaining walls so there is a there's a retaining wall on the far East Side East of even the 1970 editions that's near
040the um sidewalks that's leaning um heavily towards the sidewalk is basically failed and so it either needs replaced or repaired um and then there is interior exposed steel uh painting repairs required um that's for a few areas of very humid conditions where the steel is starting to rust and surface rust and possibly pack rust and then there is also interior masonry wall tuck pointing in water damage repairs they on they're on the the lower priorities but when you take the accumulation of it it all somewhat adds up so these are a couple of pictures of that 1914 building um sometimes pictures don't do it quite the justice but there are there's a decorative um kind of cornice terracotta cornice there or um terracotta decorative spot up on the parapets that it's it's pulling away from
041the wall and it's pulling the parit and the walls out also so the walls had up had I think it up to six inches out of Plum where it was leaning away from the building there and it the um what we found by crawling around in the Attic is it it wasn't tied on the east side and west side to the actual roof the the outer brick walls it wasn't tied to the roof level the last place that was tied was near the ceilings of the third floor only at the like two interior walls that are kind of third points so you can kind of see in the right photo how it's bowing out it's it's bowing out there and it's somewhat comes back to like a third point of where the the lower interior
042brick walls stop um but those aren't continuous all the way up to the roof and so it was probably worse on the east side um and we found um that it was pulling away from the the roof um diaphragm there but the west side has a similar just not quite as exaggerated problem going on with it um the reason why uh back in June and and still in our our um reports here we're going to we're going to recommend it stays unoccupied for this area until repairs can be made is the the safety risk of that collapsing down it's it's got the surrounding 1970 editions on each side of it and it's up in the air to at least two stories in the air from the the grade so if if the wall goes down
043then it it could be a total collapse of everything else there these are a few photos from up on the roof um kind of the left photo looking down the north wall it's hard to see in just a coule photos but you can kind of see the profile of the wall bowing out um again it's kind of kind of Bo out at in in thirds of the wall and then the photo on the right is is showing the same thing it's the top of the parapets and we have some really tall parapets they they go all the way up to about 6 feet high in places and then as low as 3 feet on the south side but it's it's trying to pull away from the roof but it's also kind of Bowing in another
044plane also a few other photos of some of the things you ran into we're going to be noting in ours in our report is the left photo is up on the roof of the 1970s Edition it's hard to tell on the photo but there's guard rail where one of the posts coming down with the base plates actually just floating in the air it was me to probably land on top of that wall um but the wall doesn't extend as far there so the only support was is kind of way off in the distance on the far wall and then all the way back to the corner so it it's just not providing adequate uh safety if you're if you're actually going to try and push on it or use it so maintenance people will have
045to be where there until that can be repaired and probably have to be replaced with um either a new set of handrail or or a modification of that handrail then on the right is an example some of the handrail we did see um where there was handrail on the exterior stairs the base plates are are very pack rusted and deteriorated and eventually will just break off from those base plates if they're not repaired or replaced up on the roof of the 19 uh 7s Edition kind of in the middle in between the twostory and the gym Edition the left photo is just showing there's a a screen wall that's made out of masonry and brick and it's got some really bad tuck pointing needs um and some some tuck pointing of the brick and masonry
046there if if they elect to um keep the screen wall up there it's basically a way of hiding the rooftop unit so it doesn't look so bad from the down on the ground um the photo on the right if you can tell it's near it's up above the South main entrance it's just a decorative uh terracotta kind of cornice and it's been really a bubble gum together with uh basically sealant and cocking but the far right side if you can see through my reflection there of the window it's it's shifting on you so it's also in danger of of potentially if it was a heavy wind load or something wanting to push out it could if it shifts far enough and and becomes um kind of like can't leave it out it could fall down
047too if not repaired these are a few of the um interor ior steel um framing that I was mentioning had some pack rust and surface rusts on it the left photo is it's actually in a basement area below the 1970 uh West stair Edition and it's it's somewhat common when field welds are performed on on clip angles of steel framing and then it doesn't get repainted so then it ends up being bare steel or bear welds that in a human environment like gets in it'll it'll be the first place to start to rust and pack rust um the photo on the right is there's a a small one-story Edition um just kind of North West of that multi-purpose shroom 1970s Edition the steel uh roof support framings in there never got a primer or paint
048uh coating on it so they're just they're bare metal and they're they're basically covered with surface rust so they would require either being replaced cleaned painted something to keep up with that so they don't further deteriorate so we'll move on now to um Dennis Mosaic School so it's just kind of down the road west of the last one we looked at there kind on the west side of town it's at 1499 West Main Street um even more additions than the last one it started as a 1910 building kind of on the northeast side there and and that's a a three-story building it's two stories above grade and one down below lower level then in 1927 put an addition to the west of that it's fairly similar construction but they use some steel joist instead of
049wood framing for some of the the floor and and roof supports then in 1954 they did a large addition to the southwest corner that has a multi-purpose room in stage area along with a three-story classroom addition to the South and then in 1974 they did an office Edition on the Southeast corner there and then in 200 three they added a canopy addition to that so couple of exterior elevations so people can recognize this the the one is that 1974 Edition um the one on the left says Den Dennis lab school and then the one on the right would be the north elevation of the left two3 of it is that original 1910 building the right third of it slightly brighter brick color is the 19 uh 20s Edition so executive summary of this building similar
050to Kaleidoscope this is a building we've looked at in the past in June um but we only looked at a portion of it the portion we looked at was the the main stair it's on the north side of the 1910 building um again we we are bringing in and we're coming in and doing a second opinion on a structural evaluation for an unsafe uh stair condition with in December when we came back we're able to relook at that stair but also look at the rest of the the building in entirety so that our report will include all the rest of the things we found also so that high priority uh recommendation it is repair replace the multi-story stair and Landings in the 1910 building it's a large stair it kind of has like some areas
051that go up um as a real big wide stair and then they Branch back in smaller stairs they meet up and go big again it's it's it's kind of a it goes back and forth all the way up to like a third level um the low priority recommendations we got brick veneer tuck pointing and repairs in the exterior brick walls um I think a a majority of those are on the south side of the 1910 building and it's mostly because it it appears they've done a lot of Tuck pointing work in the past on the other portions of the 19 10 and 27 buildings um exterior wall opening lentil and exposed steel repairs I think a lot of those are related or or involved in the 19 um 54 Edition and then some in a
052connecting building between the 1927 and 1954 Edition and those are just the the steel lentils um that hold the brick veneer um up above where there's a window opening in the brick wall if those start to pack rust then they expand and they push the brick up and they crack all the mortar joints uh roof ballast and membrane repairs there was a lot of roof leaking and a lot of water pooling on top of these roofs they're all flat roofs that slope to either interior drains or scuppers and when you got water sitting in places because they can't get to the drains for a long time it's going to find a way to try and leak in um we got repair replacement or removal of existing retaining walls so similar to um the kscope building
053Mosaic on its West Side um running along the sidewalk and and um near the street they have uh a con retaining while it's not very tall but it's it's um very very badly deteriorated both leaning spalling um kind of just crumbling um it either needs replaced or it needs to be removed in the soil regraded to try and not have a retaining wall and then there's other retaining walls to the north of the property that are made out of Timber that are similar they're they're leaning bad and neither need replaced uh like with new concrete walls or modul walls or try to regrade the soil to not have the retaining walls um there's interior masonry wall tuck pointing and water damage repairs some of the tuck pointing um on the interior side involves the 1954
054uh building that's stack stack Bond so instead of a running block where they they stagger the joints of the CMU they just stack them all on top of each other and then they're getting a crack in the vertical joint that goes through all of them and that's especially near the backstage area of the multi-purpose room um the serviceability repairs and strengthening to 1910 and it's really 1927 also building floors so that's listed in the low priority recommendation but it could move to a high priority if the findings uh show that they need strengthened so when I was in uh these buildings they were the the main classrooms were empty on the second floor and first floor and the floors were very uneven sagging very bouncy with just a person in them sometimes extra dead load
055can kind of kind of dead that some but um I think they need evaluated they were completely covered to where you couldn't get measurements of them at the time um but they should be reevaluated before you put students back in them I would say to just check that when you get a full load of kids with desks and chairs and everything in there they're still up to code for supporting the low they should so here's an example of some of the exterior retaining walls and you can kind of see the the condition they're in and um they're over on the west side of the property there's a there's a a set of stairs there where the like the rise and run of the stairs kind of varies as you go up and there's no handrail
056on either side to grab so it's usually you want to try and keep you know the same rise and run as you're going the steps just CU if you're in the dark or you're you're walking your feet get used to that Cadence of the step but um and then you can kind of see in both the pictures where the concrete's crumbling on these retaining walls and they're leaning B out towards the sidewalk these are photos up near the upper level of the three-story stair um that we're recommending get repaired or replaced uh they they lean heavily towards the mid span of the opening of the stair and this is like a third floory little area at the very tops of the steps where they've had to cut inches off of the bottoms of the doors
057just to get the doors to open and not just crack into the you know stop on the wall on the floor there so it's it's under no no live load at all right here and it's sloping more than two degrees like more than an inch and three feet um so that's why it was that's one of the reasons why you can you can tell it's deemed unsafe to have you know these should be designed for like 100 pounds per square foot live load on it if it was ever used in emergency where everyone's leaving the stairs at the same time so um currently it's it's in a state of um being unstable to where that's just way beyond serviceability for deflection um both of those are kind of looking at the two sides of those
058stairs there this is down at the middle part of this three-story stair in the 1910 portion so where some of the first things that we noticed were these columns above the posts at the at the end of the handrail that go up they were kicked out around two degre kind of starting at the top of the handrail post and it appears that they didn't get spliced well with that handrail post or there's a chance they were added to try and stiffen the floor landing above it in the past and then that's just put more loading pressure on The Landing at the first floor level um to where I don't I think it's I think they thought they may have done good or or if it was in at the beginning it it needs redone or
059rechecked and um because right below this there is no additional post it doesn't continue all the way down to the to the basement or to a foundation it's just in between one random level of of stair run is what these got so we you can tell there's large split in the wood framing around it too so our our um recommendations really haven't changed since our June on this because really nothing's been done to it since then so we have kind of the same recommendations on needs repair or replace for this there so the MacArthur High School um it is located kind of the west side of town um if you look at its overall aerial map all the kind of tannish um it's it's the the ballast Rock that's tan colored um is all original
060from the 1957 original building then all the white roofs that you see those were all added in 2014 during building editions there so um it's split into areas a through F it's kind of helpful because all the rooms are labeled a something or if you're in the a area B something so I try to keep that when we're putting our report together and and when we're looking at specific areas in our report so here's a few elevations the the left one's kind of a North elevation the bottom right one's kind of a it would be a west elevation and then an interior signage that people might recognize from going to this High School um executive summary is good news on this one there's no high priority recommendations um it's in overall very good shape um
061there's obviously building this big there's going to be locations of low priority recommendations for structural um one of them is repair and replacement interior ex exterior guard rail and handrail kind of a theme we've seen um repair replacement of exterior concrete or stone steps um one of which was being under repair in December uh while we are there doing our inspection uh exterior wall opening lentil and exposed uh steel repairs roof ballast membrane and missing roof drain cover repairs that's pretty minor but it had some standing water Up on the Roof similar to some of the other schools we've seen the the on the older 1957 portion um and then roof and basement water infiltration and damage repairs that was in the area a over on the left that has the basement area A and
062B and then in some interior masonry wall tuck pointing a few examples that that left stair that I'm showing there that was uh it's like Stone over top of a stair that was those stones were in the middle of getting paed back in December as they were starting to widen uh the gaps so they're filling the gaps and getting those relayed they're they're starting to move some and then the photo on the right is just it's a stair that leads down to a lower level um kind of a closet room on the area a over on the West Side uh and if you look at the stairs at the top they're deteriorated and spalled and it just not like a straight nice flush um surface and then down at the bottom there's a lot of
063debris build up that was covering the the drain down at the bottom of the stair Landing these are some examples of again of the handrails so when they get embedded in concrete like that they they condensate inside and they get moisture build up and they can start to pack rust or um they on the photo on the left it's sometimes when the water gets in there and there freezes or the pack rust expands it pops the concrete off so we've got some handrail situations that not major safety risk cuz there it's not like a long drop but it it's an inconvenience to someone if they're holding on to a wobbly handrail and chance that it could be a safety if they made them fall over this uh is a couple areas near the north entrance
064where they've got some canopy large canopy uh pipe colbs that come down they get embedded down into the concrete and similar to it's just like a larger version of those H rail it's starting to try and pack rust around the base of it so maybe like adding wheat poles or something or keeping up with the painting on those could be an easy repair and then the photo on the right it's hard to see in this photo but it's it's kind of an exterior wall that goes up and holds one sign of the large um signage that says MacArthur um it's got some steel posts inside there and the steel posts are right now getting exposed to soil and weather and it's starting to surface rust those posts here's just some examples of some of the
065the roof um items we saw saw there was there was water um pooling and ponding on some of the flat ballasted roofs the the newer 2014 white membrane roofs were in very good shape didn't see any signs of even ceiling leaks or anything below them but the older roofs we did see multiple locations of water leaks um coming down staining in ceilings and then on the right photo you can see one example of that roof drain is missing the cat portion on it and so like it can get debris and things down in it um and clog it up and then there's piece of white trim that you can kind of see that that flashing there is where they take the membrane they turn up and and and dive it into the brick wall that
066flashing there has been loose and popped off for a portion of it here's some examples of those water leaks that we saw so in the ceiling I think the left photos of the area uh building that you can see the roof leak down through there and it's staying in the ceiling tiles and then also I think this one's maybe area A or B near one of the north um exterior doors water leaks come in um and it's it's starting to pack rust the door framing around that so in the basement so it's either area B I think this is area B um which is over on the the West Side there's a basement down there they've had a lot of issues with water leaks coming in and getting on the floor so like the left
067side you can tell they've had to try and peel up some sticky carpet squares um because of it's constantly getting flooded with water and on the right photo you can see there's some evidence of how the water is leaking in through a basement wall there on the right next building we looked at was the building and grounds a small building grounds building called the Continental building so it's right here in the middle of town kind of by the um office the maintenance office building and it is at 9 or 390 East sagoto Street for anyone you don't no it's probably not a real noticeable building it's a little pre-engineered building it looks like this on its main elevation from what you can see from the road so executive summary no high priority recommendations and then
068the some of the low priority recommendations there's an exterior stair um support and Anchorage repairs that are probably needed and then some exterior dock bumpers that could be repaired or replaced and some exterior concrete cracking repairs needed um these photos are showing those those small cracks in the it's actually you're seeing like the edge of a floor slab near where that dock is and then on the photo on the left it's an old dock um bumper and that Steel's just it's got surface rust and it's been hit enough times that it's Bend in some of the plates up and and the right side of the door trim's been bent a little bit by hit but nothing a real serious um structural concern at all just more cosmetic this is just what the inside of the
069building looks like so it's a a pre engineer metal building uh and still in very good shape uh you got like one area you can see on the left where the the roof insulation is trying to Sag down but that could be easily fixed with you know taping the joint up so the last building I'm going to present on here tonight is another building in grounds building it's the truck garage just kind of south of the last building we are we are looking at the Continental building um at 300 East Soro Street so this would be the east side of the building that's got uh three overhead doors um for their trucks to go in here um maybe some people would recognize it if they've seen that view of the building so executive summary the
070high priority recommendations there is one exterior M door on the North side um that had a brick vineer lentil repair needed where the it appeared the L the lentil did not bear on the brick um and it was the the the Brick was basically being supported by a wood frame for the door and then low priority recommendations some brick tuck pointing um addition of brick veneer Expansion Joints to help some of the the alleviate some of the cracking in the brick veneer Overhead Door concrete beam repairs for the headers of those overhead doors um we're recommending some Ballard additions near the overhead doors to prevent the small portion a wall in between the doors from getting hit with vehicles and then interior M wall tuck pointing few examples of um the overhead doors where they
071have the concrete beams the the bottom of the some of the concrete beams are starting to spall out because moisture's gotten into the concrete and started to pack some of the rebar and it's and it's trying to expand and it's popping off some of the concrete patches have already been done on this in some places in the past but the few places that they have't it's it's starting to um show itself again this is that one manand door that we we we we said it's a high priority opt um recommendation just because for the safety of opening that door you don't want a chunk of brick falling down on your head or something if you open the door slam the door shut you can it's hard to tell in the photo you can kind of
072see the edge or the end of the the steel lentil almost as if they like widened a previous window into a door space and they didn't update or repair the length of lentil that's supporting the brick above when they did that this is just some photos of a typical inside portion of that uh building the steel has a primer paint on it but there's some areas that the primer paint's starting to wear away and probably needs uh repainted or touched up this is the roof so the left roof of this truck garage it's been replaced about two years ago I think it was in 2022 um and so the photo on the right you can see some evidence of some water damage on the the roof decking and roof framing but it's it's likely old
073damage from back before they re-roofed it and I didn't see anything active um now that it's got the new roof on it the the one thing I did not is the chimney there just kind of got an open flu top to it it probably should use a a cap or cover um because when you look at it from down below that chimney had some water leaking down on the inside of the building that's all I got for my five buildings so if you had any questions let me know any question sorry for that this evening any any uh discussion from board members any any further questions from board members um on and I know there's a Bigg report coming out but on the Denis School stairway is that a issue of foundation or do you
074have a root cause was not a foundation issue um I think it is down at the bottom level of stair we could see from down below it had had um it's just wood framed and that wood framing had attempted to be sistered a few times um there was a floor slab that they investigated because there was a floor slab below the stair it wasn't where the stair stringers were bearing though they found that it was only like solid for the the upper like two or 2 and a half Ines of concrete and and then it kind of got into just like a Sandy mix and had some voids under it um but it really wasn't a foundation issue it's just a um undersized framing or damaged or deteriorated framing issue thank you yeah I think
075for our staff uh Dr Curry Dr Clark uh next steps uh we've seen and we're going to get more detailed reports on each one of these issues as I understand and each one of these schools will have a detailed report um when do we begin to talk about the estimates to do the repairs we've seen the repairs we we haven't seen the full report yet but then when did we begin to plug in numbers to the equation uh because that's going to be an important part of the decision-making process going forward yeah I mean part of that too is I'm sure with wood framing we wouldn't replace with wood framing right so like do you get quotes then from other vendors then for the work into the to the stairs we got a quote when
076this first happened um we were able to get one company to give us a number I don't want to say because I don't remember I've slept since in same with the uh the work on the exterior wall at the one building um but now that we know that there's two siid you could expect that number to double um as far as getting numbers now that we have a total picture and I know this is not the most exciting topic for for everyone but I feel like I've been in every building now in parts of those buildings that I probably would have never gone into uh and learned a lot about spalling and Tuck pointing and pack rust but also the fact that almost all of our buildings are in sound structural shape right so the
077some of those repairs are going to be inhouse and handled um at at not a huge cost more of a Time issue than a cost issue but the big items will have to get someone out and we'll have to start making decisions on what those things cost and that will come in through the uh facility Master planning process those numbers will be part of the decision making does that help thank you it helps I'd just like to see those numbers start to roll in sure sure we one step at a time and that's the next step thanks we're going to try and summarize also so we got all 25 reports done um we're GNA we're getting them Q QC by our head um architect right now and then we're going to we're going to submit
078all those but we're also going to submit one executive report where we're basically going to have the conclusions of all 25 of them in one small report so that you can look at that first and then if something Peaks your interest then you can jump over to that other you know report for number 13 building and instead of having to go through every because we know we we include a lot of photos because that's the easiest to to note but it's we know it's a lot to look at 25 different reports if we can summarize it for you that's what we're going to try to do of the high priorities yes yep and just to make sure I'm clear in non architect talk they're still in draft form and you're getting them FedEd by your
079your interior team correct the all all 25h hour reports right now are in draft form um but they are getting qaqc right now and we can have those ready very soon qaqc quality insurance quality control yep exactly correct Y and who is it that decides which project we start with is that the board is that can't the least expensive yeah so that's what uh Mike is talking about in terms of what we are presenting to the board so we'll bring a big picture to the board certain things can be attacked right right now though okay certain things so but go ahead what I was going to say overall though I mean that does all tie into the facilities master plan that we're doing right I mean like if it caused if the if something is
080completely outside the realm the possibility of being repaired then we might shift population to a different building is that right first a possibility I mean it it it's all relative to what what the what's determined by the board but you will get costs associated with repairs for uh significant uh deficiencies right now and then you'll have to weigh that versus you know what other options are out there just one more followup and I'm going to kind of put you on spot but as our as our board looks to the Future um the question I think I've been asked probably two or three dozen times is how do we make sure this never happens again that we never have to close to to a school building so in your professional opinion what things should we focus
081on to make sure this never happens again well I I've got the question before it's hard to determine like how long a design life of a certain building or portions of a building is um the two buildings we're talking about were from the 1910s or 1914 um and they were Wood Construction and then um wood wood doesn't last for forever and if in any building um if you can keep the maintenance on it really good um and keep the water out of it then it may last longer than the buildings that you can't keep the water out of it um but I do know you know building materials now are a lot better than they were in the 19 T and things and so a lot of our reports are talking about a lot of
082you know loadbearing brick walls back then in back in the day where now they're using steel framing to support things or they're using masonry block or pre-cast concrete panels to support things so um to prevent it in the future you don't go back to constructing it how they did in the 1910s but that was all they had to use back in back in those days but for existing buildings keeping it a watertight envelope and preventative maintenance are the two things we should focus on yeah and this is a good start getting all your buildings looked at now if there was another issue that we would have ran into we would have we would have found it now and we went through 25 buildings and we we only looked at two that were really like you
083shouldn't occupy these spaces for two for two concerns and and b& G just did us uh priority list of all the the roof years and those are going to be needing uh replacement over the next 5 to 10 years just uh a new roof is just you can just ballpark 2 million a building for a new roof um depending on the larger ones even more but they've they've gone ahead and created that master plan for roofing to keep buildings watertight didn't I understand too from a previous conversation that we were going to that Kent was interested in looking at an overall facilities rolling Capital development plan so that we did these assessments on a fairly regular basis and we kept all that in that database and kept rolling forward on correct that's that's that's something
084Ken and I have both wanted to do since we got here um but there's a a lot of things come out of left field right now but that's the end goal after the facility master plan is done you know what direction the district is heading and then you build your fiveyear rolling plan as you mentioned so it's all part of the same process speaking left field though we mentioned maintenance is kind of a way to prevent this kind of thing I mean maintenance wouldn't have prevented the stairs that were built with wood on a insufficient Foundation though right so so what we uncovered when we were looking at the stairs is at some point someone had tried to repair portions of those stairs I think maybe even those posts added might have been an attempt
085to repair got um probably bringing in like a structure from the get-go and having them actually like design the repair would have been helpful um long longterm range of it um but we're just we're uncovered what we're seeing and so any other questions thank you thank you thank you we appreciate it okay and now I like to call on Mr da come forward make a report on our resolution on racism as Mr da um comes forward for those um members of the board those members new to the board resolution on racism and correct me from Rong Mr today uh was adopted by the board in 2020 yes ma'am okay August 2020 is it I just wanted to make sure they knew where it came from okay all right uh good evening everyone um I come
086before you to give you an update on the resolution on racism last update was September 12th 2023 so um this is a um lyy deck however there's only like seven slides that are major updates the others are ongoing work so you will see that and the slides are colorcoded on the difference first I want to give acknowledgement to the district diversity equity and inclusion team who met U monthly several of these schools have Dei or Multicultural clubs where they were integrating the activities throughout the school year and had voice in the process as far as things that U matriculated throughout the throughout the school year so I did want to give them recognition also these are the schools that had school-based diversity Equity inclusion teams whether they were called Dei team some were called Multicultural
087clubs or Unity clubs as we have as you can see on the screen and we had several Dei leads that were leading that work with students adults and some had Parents on their teams as well throughout the school year we did advertise diversity and inclusion um dates and months where you know we could recognize diversity and inclusion throughout the school year you can see it was a self-reporting process as far as with the schools um you can see was reported during semester 1 from August to December of the school year and then semester 2 from January to May so a total of 69 overall reported of diversity and inclusion engagement events wanted to give special recognition to Hope and John Hill Magnet School because they had uh more um robust systems of reporting their engagement
088throughout the year and again a lot of the work this year because this is new is developing Baseline data that we will go into next school year and improve throughout the year so they're giving us some good foundation that we'll we'll have great talks and engagement as far as making improvements for next school year uh section one as you can see this is not um colorcoded from last time so this is ongoing work as far as um like first class educator they're still doing work it's embedded within the district at several schools they've also been brought back I think you all approved the contract at the last the last board meetings so they're still an integral part in the work when we're talking about diversity equity and inclusion throughout the district then we still have
089several partnership with several vendors throughout the throughout the community and the good thing is a lot of them um several of them are not outside vendors but they're vendors within the community so they're actually helping out the schools as well and again um several activities that are ongoing we're focusing on you know instructional Illinois instructional requirements as far as working with teaching and learning and seeing where we implementing that where we're recognizing diversity as far as with the units of studies that's requirements for the state of the for the state of Illinois and we reported this back in September where we've had we've included the hiring questions for anyone um filling out applications to be employed with the cater public schools and adjusting the reporting the reporting systems which also we'll have information about that
090later on in the presentation section two we've already have policy policy 1610 educational philosophy and objectives and just to read uh few from that says the district educational program will seek to provide opportunity for each student to develop his or her maximum potential so when we talk about developing that for each student that has Equity all over it so when you're trying to drill down to each and every individual student you're trying to meet their individual needs So within the the policy that was already in place before the resolution on races we're we're already addressing Equity when when done correctly the instructional program would provide for diversity equity and inclusion we've also developed a um Equity statement which is um on our website then is not policy but a equity statement because this was part
091of the resolution on racism and I'm not going to read it word for word but this is the equity statement and it was back and forth with the diversity equity and inclusion teams where they brought it forth to their teams at the school level we submitted it to Dr Clark for her her opinion then went back for another revision and this is the final um DPS Equity statement that we have basically you know addressing the equity of each stakeholder and not only just students but also staff members as well so this is uh posted on our website and our diversity Equity inclusion uh website but um the the key part about this it it was voice amongst all of the team members and even students had voice within this in this process so throughout this
092process of Dei we're trying to include as much as possible the student voice so whenever we have an initiative the question always comes up of how can we involve the students in this um section two again ongoing when we talk about curriculum and content and seal that's Department of te and learning which they're following up on that and that's embedded within their their initiatives throughout the year uh same with section four we've already added juneth on the calendar calendar holiday holiday indigenous people's day recognizing that and as I said recognizing the Multicultural dates and days throughout the school year section five again honoring um the holidays going back to that in instructional Illinois instructional requirements which is embedded within the teaching and learning work so this is ongoing work as well and again you know
093um the resolution on racism addressed like races or offensive imagery I would I would be happy to say you know we don't have that within our schools but it is you know opportunities for growth when we're talking about having positive messages around our schools and teachable moments for our students uh section six you see the trainings when we talk about explicit bias training um it was two courses that was added as far as lgbtq I I A Plus students and diversity equity and inclusion right now we can see um how many staff members completed that uh throughout the year so those were added to give the give the staff more insight more knowledge on how to not deal with but um address and practices that would again drilling down to each student's individual needs to
094meet their to meet their needs uh section seven this was last reported as far as the hiring aggressively recruit and developed teachers and staff the update for this you can see throughout the school year this this information was pulled I think May 1st so as of May 1st it was 74 diversity hires and you can see the breakdown as far as as far as teachers all the way down to student service personnel and then you can see the breakdown as far as race and ethnicity section8 um annual report board highlights inside and outside the classroom luckily didn't is finished today so it's at 100% now everybody has done their highlights shared their highlights throughout the year as far as with the complaints that went through the Department of Human Resources we've had 11 formal staff
095complaints and um 11 were unfounded and again ongoing work we're talking about um nine and 10 you've seen I know Mr Khan he gave the report as far as with student services and the update on the student code of conduct section 11 resource um Affinity groups I would say you know still area of development we have we we do not have Affinity groups per se but however you know when you talk about Dei groups they're not identified as Affinity groups but when you have let's just say the Dei groups Multicultural clubs and unity clubs those are people who have common interest so technically they they are Affinity groups because Affinity groups can be defined as a group of individuals that have the same interest and are trying to support that never forget um I think
096they I think they okay it was changed on here I didn't see it well inclusive data presentation completed annually uh Dr Gray he he gave the report as far as the data and progress for teaching and learning I think a couple of board meetings back and again you know this is a journey um not a destination um this is the ongoing process of the work throughout the school year but I I I do you know with the activities that's going on within the buildings and throughout the year we definitely have that awareness the awareness has has increased as far as people doing activities and recognizing those Multicultural dates but again this is an ongoing process so we always want to want to improve and with that um any questions so after that you will see

123well too so we can see down we can see all the way around uh this kind of came up uh they're looking at the bigger events but also some of the the uh think of John Hill right uh we were trying to come up with a a solution to get coverage down in the Park area to extend that fixed video uh and this kind of presented its head as uh the the best solution um boring fiber and boring power throughout parking lots and getting them light poles can be very very cost costly to do that and this is an inexpensive way that we can use our our sun to uh power power some cameras and all the cameras are uh will be the Ava vigilon Motorola brand that ties right back into its's backend that
