packed that being with our kids would have on our high school students several of them were alumni of the purging program and said wow everything looks really small now you know and they came back and sort of realized this was my start and it was really neat to see sort of that Circle of belonging from our high school kids like this is a connection to us this is part of our community um 80 percent of the kids that volunteered the first time came back the second time and two of the kids that didn't come back the second time contacted me directly to say I can't be there that night can I come the next one absolutely so we are very excited to see how this sort of budding partnership is going to develop over time
and um I think Leslie and I are both hoping for really great things out of this so thank you have a good night [Applause] foreign sorry last but certainly not least is Mr Jeff Dace who will wrap up this evening's District highlights as he will share with everyone details about December's tick tocks videos where we can help make the home to School connections happen Board of Education superintendent Clark um glad to be here before you all again just to let you know that the next Tick Tick Tock video for The Homeschool connection has been released on December 6th we're not showing it tonight because it is a little lengthy compared to the other ones but there are tips for homeschool connections and the content areas for the 12 days of winter break that students can
do with their parents at home just so we can reinforce the instruction while they're on winter break after all education is fun so just letting them know that it's available so for the community that's watching please have your students get on and keep them engaged during the winter break and enjoy the break also thank you thank you all right [Applause] all right we will now move on to our public participation the Board of Education would like to note the following during public participation identify oneself and be brief comments should be limited to three minutes any public comments submitted to the board secretary will be included in the record please note that during any Board of Education meeting and public participation board members do not respond and or comment to public comments All comments are referred
to Administration furthermore furthermore the board refrains from referring to specific students or staff members by name and request that public commenters refrain from doing so as well the request that you omit names is made to protect you from allegations of libel or slander or for violations of the Illinois school student records act it is not intended to Shield an employee from criticism Miss Bradford who has evaporated do we have anybody wishes to speak to the board this evening and or comments to be added to the record uh yes we have Mark Burch yes my name is Mark Birch I'm a product at Decatur Public Schools grew up at 814 Westwood and walked in Mary W French Woodrow Wilson and Stephen Decatur High School I had four children that all graduated from Eisenhower with high honors
I jokingly tell people my dummy graduated third three mechanical engineers in the air airline pilot I'm here to speak about the excision you're going to make tonight about Woodrow Wilson I was involved in the complete renovation of School of Music as an ironworker for Christy fultz that built that with that milk University a building that was as old as the Woodrow Wilson structure and helped Jack up the whole North West corner of the building to remove two building columns and to make room for the stage so the very interesting project until a qualified structural engineer goes inside the building to determine the Integrity of the structure opinions of its viability to be renovated is just that an unqualified opinion so do your due diligence and and before you tear a building down make sure that
they cannot be saved because I also worked on the student Commons building which is another old building that was added onto and renovated and uh turned into a very viable new structure the complete gut of all the mechanical and internal uh parts of the building and like I said don't look for the perfect solution look for what the best solution is for our students which is the most important thing thank you thank you Brett Robertson hey good evening I'm Brett Robertson and I'm here to also to talk about the former Woodrow Wilson building I'm representing a history of the Heartland tonight history of the Heartland is a 501c3 non-profit that Champions historic preservation in the Decatur community we were pleased that the city took the action to acquire control of the old building that had
been left to deteriorate as a neighborhood eyesore and we're also pleased that the city and all of you the the school board are now engaged in in trying to work together in an agreement to return the property to the school district um where potentially this site could be used for a for a school once again however we need to strongly object to the plan that was proposed in the school district's press release the press release suggests that the next step should be a complete demolition of the property this would be a foolish and wasteful step in our opinion The Next Step should be in engineering evaluation an exploration of the cost of building a new school based on reusing the current structure of the Woodrow Wilson building the interior would be completely gutted and modernized
this approach has been used successfully for several Decatur buildings already most notably the former Roosevelt Middle School building on Grand Avenue which is 12 years older than Woodrow Wilson was repurposed for residential use so a similar approach The Old Firehouse on Franklin Street was gutted and rebuilt using its original structure as the bre law offices the most recent example is the former Firehouse at the entrance to Fairview Park this property is actually being expanded and it's fully utilizing the original structure of the building although the interior will be completely modernized for other purposes I think this approach is especially germane because the Woodrow Wilson building was constructed using reinforced concrete with a brick facade exterior in the life of these types of buildings can be measured in in centuries this is also very expensive type
of construction to demolish so neither the school district nor the city should rush into a plan to spend hundreds of thousand dollars on a demolition uh using taxpayer dollars you know to raise a structure whose whose bones are are solid even if the interior is a shambles which it likely is and of course that you know creates a poor impression to the community but uh as a previous speaker said I'd urge you to get a professional engineering opinion about the the structure of that building before you act the interior can be fully gutted and modernized without raising the building as a Next Step the option of rehabbing the building should be explored by a qualified engineering and construction Architecture Firm the cost to do this would be a small fraction of the demolition costs thank
you very much thank you next we have will Wetzel hi I'm a Wetzel um I'm going to take off my uh public uh Persona hat for a moment and talk to you as a parent my daughter Eva is uh seven years old she's in second grade here at dps61. and one of my concerns has been is her school does not have a secure entrance and we were told that the bold print plan had canceled that you talked about this very significantly uh Mrs Lewis brought it up uh in in comments that you even shut down the conversation about that you didn't want to alert people who might have bad intentions to schools that might not have secure entrances and I know a lot of schools have a lot of schools have classrooms that open the
outside every single classroom in my daughter's school opens the outside and it's very difficult for me to square up the idea that you're going to buy Woodrow Wilson and if John's Hill the demolition of John's Hill is any indication 1.17 million dollars your half of cost is about 500 000. and the question we ask ourselves very much around this time and when we're life searching is um you know if you had a million dollars what would you do and I I want you to think about that if you had a million dollars if you had half a million dollars would you tear down a blight at property for and I'm sure that you've already figured out what you're going to do with this property past information has indicated that that's how you all operate but
that's neither here nor there um and it and it really sucks because I can't because there's no there's no secure entrance I can't promise my daughter that she's going to school safe every day and there's 325 other children in her school and I would like you to think about those things as you make this decision as you cut whatever Legacy you want to make as you cut whatever deals on the way out think about kids like mine who who aren't guaranteed a safe entrance into their school thank you we will now move on to student ambassadors reports is there anything to report this evening foreign yes I do have a report for you this evening um good evening everybody my name is Jamie Keck and I'm a student ambassador I'd just like to give some
highlights about things that are going on around our high schools really um since I am the vice president of my MacArthur's um FFA program I'm gonna first start out by highlighting some things that are going on in our AG program we're going to be doing our secret santa program with um American dreamer STEM Academy where we will be buying their kindergarten classrooms Christmas presents um because that's an underprivileged area in our town um sorry and then um at our um local Farm we will be we just had some goats born so uh when we have one of our students creating a prosthetic leg for a baby goat which is a very interesting project um our English Department hosted a November English writing contest which received over 40 submissions and we had 10 winners the life
skills game just recently took place and it was a great morale booster for both schools near the end of the semester I'm pretty sure Eisenhower took the win but we'll get them next time um Sydney Walker and Chase Cunningham were both awarded the Rotary Club scholar athletes of the month this month which is a very great accomplishment our construction trades class is learning to install Seamless Gutters with a former Eisenhower student for had a Habitat for Humanity houses which I think is really crazy um cheerleaders from both schools are going to be going to London after having received all American status to perform in the New Year's Day Parade out there and I those are just some things going on around our schools that I thought everybody would like to know about thank you very
much we will now move on to board discussion is there any items the board would like to discuss um I've brought up the idea of a board needing to survey our staff and I still think we need to talk about that but in the process of thinking about that I mean what we want to find out is is what our employees think about how we're doing in this District including how the board is doing and the other thing that kind of relates to that is exit interviews and um I don't know if exit interviews are available for us to see but it's something I would certainly like to get copies of I don't know if other board members would also like to but if employees are leaving the district and they give us reasons why
I think that would be very important input I don't know where these are stored or how they're kept so I I was going to ask superintendent about that she's not here right now so it's just something I think you do I mean we would like to see we are doing exit exit interviews is there any problem with the board observing or about seeing the the notes from them or I'm not necessarily sure about that now should be a discussion got somebody coming up I I think that she's otherwise yeah um I'm sure Mr dais will make a note and and yeah Dr Clark Luke background with exit interviews oh thanks so Carla our recruiting specialist is doing those um she sends them out to everybody who leaves we have about a 60 completion rate on
those about 60 of people respond we do have those um that feedback as well so we could share that if you'd like so yes okay I would definitely like that and I I believe there's a situation right now but I believe that the the surveys moving forward it's being negotiated and it's moving forward okay okay um great promotion policies I had asked for a written statement of that I don't know I what we got in the weekly update was the graduation requirements and the curriculum but that really wasn't what I was asking for I was asking for what are specific written policy is on great promotions so that's something I would like to get us a copy of yeah no problem I know that that came up we thought that was submitted so it was
just a misunderstanding about what I was asking for I think no I thought okay no we we was understanding the great promotion policy and it was pulled so that's no problem okay um and then I've been told also through the weekly update that um we talked last time about opening up positions for teaching assistants and in the weekly update it was stated that there will be a meeting tomorrow I think HR is going to have a meeting tomorrow with the important people to get that going so I'm good glad to hear that okay because I've been told there's some people ready to apply and so I'm glad to hear that okay thanks all right Jason's going to slide over to read the script oh here comes Andrew Maybe sorry forgive me um so we're done
with board discussion oh sorry uh we will now move on to our reports from Administration I'd like to call Bishop Livingston and principal Nikki Fenderson to the podium to present an annual report from Robertson Charter School thank you president and uh board president and the superintendent in absence and Mr days and all of the board members uh glad to be with you again we are very excited in this new season to embrace the Dynamics of educating students post covet and I hate to say postcode because it's not over yet so the latter part of covet hopefully it is a new day and a new challenge that none of us have ever faced before secondly We are continuing to work on improving climate and culture we think that is key to providing education and we're doing
specific things like a new thing we're doing even working on now is a food truck Fridays that we're going to invite local vendors to come and put their truck outside the school so the staff can have different varieties and it doesn't cost us anything it creates Partnerships and so forth the third thing is on a higher level is continuing to focus on emotional Wellness now because we believe that students do best and staff do best when they are emotionally well and so we continue to provide strategies for that one of the newest things that we've done is hire a full-time apparent liaison we're really excited that had been vacant for a while and that person is there to create new Partnerships with the community when we have parents that need whatever it is rental assistance
food we're creating workshops and so forth for them in fact we're working on now survey to not just find figure out what parents need but what do they want and so to us the key is providing people what they need in a way they want to receive it but all of that is for me and we wanted to share most of the rest of this time on what we're doing academically and in inside of our school and so I'm going to yield the rest of the time to principal Fenderson good evening board superintendent assistant superintendent and student ambassador um well we can clicker all right no go so about RCS um most of you um were here last year so you know that we opened in 2001 with the intent to service at-risk students and
give them an alternative education option we currently have 282 students K through 8th grade our philosophy of education is all students have the right to learn all students have the capacity to learn and everyone is a student we I just want to spend a little bit of time talking about our incentives we talk about as administrators yeah we want to reward the things that we want students to do so we want to make build a culture of rewarding those things that we want to see in our students so one of our APS brought all brought over three and five star Wildcats so this is a little summary of what we do but five star Wildcats have A's and B's Two or less excuse absences one tardy and no referrals three stars students have all A's
B's and C's there are less unexcused absences three or less tardies there are less referrals and what those incentives look like for five stars they get monthly field trip and so later in the slide I'll show you some different activities that they've been able to participate in free game admission extra credit passes dress down days they're entered into a monthly drawing and they also get concession credit with our three star they have monthly reception half game and half off game admission extra credit passes and of course they're entered into monthly drawings so this is one of our receptions for our three and five star Wildcats that's usually held during our our lunch time we got to take them bowling so they went bowling in November and then just last week they went ice skating and
for some of them it was the first time on Ice including my little guy and so it was interesting to see them enjoying and just filling the rewards of doing their best at school also with student incentives we do student of weeks so we have TV displays in our hallways so um the well just to backtrack a little bit teachers submit a student K through 8th grade every week and so we get pictures of them we put them in the hallway we put them on our video screens so that everyone that comes in our building knows who our student of the weeks are and then we also have where they have monthly lunch with me and then this year first time we have a wow uh a wildcat mascot we are in the process of
naming our mascot so we'll be having a survey go out to parents but he showed up at one of our home games and our teachers students and parents were excited to see our mascot [Music] who are also excited that our sixth grade girls were a DPS City champs this is the second time um that they've been able to claim that um claim that uh right title yes sorry thank you claim that title we did bring back our dance team we had a dance team would you say like seven or eight years ago um that that uh performed at games and so this year we brought a dance team back so they had their first performance about a week and a half ago student Behavior just a little bit um on that another incentive that we
have is 30 and referral free so just for numbers out of our students and right now we're at 282 students so we have 124 in September October 115 and then November 136th students that were tardy referral free with three and five star Wildcats September we had 135 October that number stayed and then November 119 and remember the three and five star Wildcats includes academic performance the tardy and referral free is just Behavior our goal is to eventually get to 80 percent of students academic data just looking at month by month students passing all classes this is first through eighth grade September had about 155 October 174 in November 145 so it we saw a little dip um with that the numbers fluctuate because we have seen a dip in enrollment too so it wasn't um
the same group of students so we've seen a decline in enrollment too which adjusted those numbers but what we've done to help our students because even though we're past covet we're still seeing the covet effects especially with students getting in turning assignments and and asking for help that we're doing a bi-weekly check-in for students that are failing three or more classes that's first through eighth grade and then our goal is for 80 of students to pass all classes just on our iar here is some data just comparing us our students to the district and then just to hone in with where we are internally we um are definitely seeing some growth here 2020 there was no data 2019 Ela is blue and math is Green from 2019 to 2022 we went up a significant amount
with our students with Ela math was a struggle it seems even in our Benchmark testing data that math is is a struggle for students so that's one of the areas of focus one thing that we're doing K eighth is we've built in a an enrichment time in which they get additional time each day in reading and math to reinforce those foundational skills that teachers um because of a curriculum you know just don't have time to get to curriculums here at grade level some of our students are not so the enrichment time is that time to focus on foundational skills that we know our students need to be successful this year we were able to take our students that met on iar testing will met and exceeded to Six Flags so we took them on a
Saturday they had an amazing time we let them kind of buy into the incentive so last February we met with students we gave them a little survey had them tell us if you test well if we see good effort you know and then kind of went over what that looks like what type of rewards so daily we had daily reward um things that they were able to do Friday they um we built in free time to their schedule and then so the students this year got to see that reward for trying hard and doing their their best on the test we were commendable with our 2022 iar data as you guys know we're one of three DPS schools to receive that commendable designation with attendance we are sitting at 90 our goal is at 92
percent we are working to improve that that's one of the other pieces to the three and five star Wildcat as well as the academics is being at school our updated Planning Center looks wonderful if you want a nice Zen filling come on over and check it out but our our Planning Center teacher has put a lot of thought into creating an environment where students can come get redirected for Behavior as well as get support in academics she also runs small groups and so our goal right now is to have an average of four percent of students or less that need to be in the Planning Center for Behavior right now we are averaging about six percent parental support one of the things that Bishop talked to talked about was our parent liaison doing more things
to help with parents get them in the building but also provide opportunities for them so we're doing a Trade Fair in February where our parents can come in it'll be open to the community but we'll have businesses that come in that are looking to hire and so parents can come in and get connected with those businesses any questions I know thank you thank you thank you that will end our report oh I'm sorry I went too far yeah I like to call Dr Curry Chief operational officer to the podium to present a tax levy update Dr Curry hello uh thanks for bringing me to the podium Dr Clark and President Taylor I just wanted to uh note that the estimated eav over the last week dropped about a million dollars and since we started um
started watching the estimated eav around 10 21 it's dropped roughly about three million dollars but so right now we're settled in at about 752 million 890 so we're building our tax levy based off of that minus the Tiff and the EZ so um your uh the pardon me the uh tax labor presented to you for approval tonight includes a full Bond payment which the board can at some later time choose to Abate any more than already statutory required the tax payment is going up due to uh issue three years ago two years ago where the tax rate was increased due due to unabated Levy bonds the tax rate rose up 31 cents last year the tax rate dropped 51 cents to kind of even out the over Levy the year before this is the year
that it becomes back to normal Levy and so we're going to be at about 592 to 598 or sorry 492 to 498 as a tax rate so my recommendation is to approve that and if you choose to Abate any further we've got until February to do so any questions does everybody understand what he's saying okay everybody good all right thank you that will end our report from our Administration I will know we will now move on to our consent items does anyone have an item they went pulled from consent items to discuss and or vote on separately yes I would like to pull uh item f as a separate item okay so we have to move just a little slower because she is filling in for Melissa right now so I just need for you
to make sure that we are writing it the way that it needs to be okay you're gonna pull it to vote on separately or discuss that discuss or vote separately discuss and vote separately okay okay so just don't read f okay let me know when you're ready okay ready yeah I recommend the board approve the consent items that's presented which includes a minutes open close session meetings November 15 2022 and special open closed session meetings November 30th 2022. 035right six I zero nay one absent do we have a recommendation for item F job description diversity equity and inclusion yes I recommend the board approve the consent item as presented which includes F job description director of diversity equity and inclusion do I motion some moved second second discussion yeah I wanted it separated because first off I really think a job description should never be in the consent items I think this is something that we should always be discussing because discussing because it's a new position it's not continuing a position that we've had for a long time so it is a important thing to discuss I believe um I have no problem that the job descriptions for diversity equity and inclusion which is a very common um position in a lot of organizations these days
I have no problem with that concept I would like to see how it fits into our organization when I ask for an organization chart last time I saw in the weekly update that you listed the leaders but I we had an organization chart last summer given to us that was very detailed within each department you know what employees we have what positions we have in each department and so I think it'd be important to see how this fits into the total picture um I also think sometimes when we're talking about making sure that minorities are treated fairly and given all due respect I kind of compare it to the Black History Month which in the last few years some people have said maybe we just focus on February and that we don't do it all
year round so I I'm not sure that's correct and I'm not sure what I'm saying is correct about you know how it needs to be worked at I know our professional development staff have worked a lot and we've hired Consultants to talk to all of our staff about diversity and how we handle any issues coming up with that so I just think it needs to be looked at in terms of how it fits into the whole organization and how professional development will relate to a director position like this okay roll call up Mr Taylor hi Mrs Lewis aye Mr Scheider I'm going to abstain just because of the things I just talked about Miss Banks aye aye Mr Clevenger aye Mr Dion aye 5i zero nay one absent one abstain motion carried we will now
