003right, it's summer, so we do not have um students or staff here to present, but we do have some um celebrations that ended our year that we want to share. Um some congrats to our graduates. Um their graduation ceremonies were really wonderful um and meaningful to the families and and to the students and to those of you who passed out um diplomas to the kids. Um we also have um graduates of our uh class of 2026 retirees. We had our staff celebration and we gave them a send off. Um there are some staff members. All of them are going to be really really missed. Um and our last day The band does a great job coming out and entertaining people as they come for the last couple of days. Um, lots of hugs, especially our

004fifth graders who were hugging their teachers goodbye and eighth graders. South Park did a great um clap out of their fifth graders. It was so cute and their retirees as well. They clapped them out. Um everyone lined the hallways to give them high fives as they um left the building for the last time. So um kudos to South Park for that fun and meaningful end of year. Um, as we talk about stronger together in this community, we will be participating along with all of the other public entities in America 250 Deerfield events. Um, will be in the Fourth of July parade. I think Kate and her family are joining us. Um, and we submitted a bunch of stuff to the time capsule. So, the village is burying a time capsule that will be opened at

005America 300. And we had some students write letters to their future selves. We had some photos of kids favorite um places in Deerfield and we put in some high five Friday photos as well, some yearbooks. Um and one of our students will be at the ceremony reading his letter to his future self as part of the ceremony. So yeah, very very cool. That is definitely stronger together. All right, thank you so much, Kathy. We're going to move on to Mike Simick and the superintendence report. I want to speaking of the graduation, one of my favorite memories from the graduations this year was uh grandfather came up to me very specifically was seeking me out and I knew he had something that he wanted to say. So he's like over he comes and he says, "Look,

006I've been to a million of these things. I had all kinds of kids, all kinds of grandkids. This is the best ceremony I have ever been to out of all of them." He said, "Thank you so much for everything you do." And so he was, you know, really fusive and his appreciation is very heartfelt. Wonderful. >> For those of us that for those I was there, but for anyone that wasn't there, what's the um three words? What's Oh, sorry. >> I was like, >> what's the three words you say when you start your speech? Be >> Oh, be brief, be bright, be gone. >> Yeah. >> Audience loved it. >> Yeah. >> Yes. It's always good when you get applause when you leave. So, uh, but really, really well done by both of the middle

007schools. The staff really, uh, do a terrific job. It's always really heartening to see how many of the staff attend as well. Uh so it's great night of celebration. So a lot of people think that the school year uh ends and then we all kind of take a break and there's nothing that happens in the school district. I can't tell you how many times people have asked me, "Hey, do you get the summer off?" And it is an insanely busy time if you are in central offices. actually in most cases uh the busiest time because if you do not plan well you do not execute well and also one of the things that uh you see around the district for the summer work and Dr. Philippy and I dropped by Shepherd prior to the meeting

008today. Uh it is unrecognizable over there what they have done. Absolutely astonishing and it's even more astonishing that they can get all that work done in a single summer. So super busy. Uh we've had our leadership retreat which was very wellreceived and I had the entire leadership team with us. And so uh like to say thanks again to uh Kathy and Danielle and also the executive team and all those who participated in that making it a really productive use of time. We uh definitely moved the ball up the court at that uh uh two days of retreat. We also have extended school year and so that is a really really busy time for Joanna Ford and uh the staff of student services uh where we continue to educate kids right through uh the summer. They're

009at Wilmont this year. Uh super busy there. And then upcoming we're going to have a huge amount of professional development. This room will be constantly occupied. Uh later in the summer, we'll have middle school ELA science and also social emotional learning teams in. We'll have building thinking classrooms which the board has experienced here uh this past school year. Have advanced learning specialists. They have training on parent square. It's a communication that all of you are receiving that we're utilizing now. And we're also going to have continued work on AI with uh LEAP, the organization facilitating that. And then safe and civil schools will be with us to train as well. And that is the work that we do to uh be proactive in responding and prepping students to be more successful uh at school and

010creating an anticipatory set, if you will, for them and unifying the message from one building to the next. So what fifth grade does and the language that is used is the same as what sixth grade does for example. Uh we'll also be planning for not insignificantly uh redefine 109. What that looks like is the Walden and Wilmont plans. We'll be going you'll be hearing about that more but uh we're proceeding through the planning process for them with the with the village and the plan commission. We'll have new educator orientation again in this room. We'll have a couple days of institute days for all of our staff. We'll be launching the gift of failure book discussions. And then importantly, you'll be seeing more work done and we'll be communicating about uh and finishing up our work

011on the rebranding of the district. So, uh it will be a different looking place and hopefully uh through all the professional development a different uh feeling place by uh the end of the school year and going into next year. So, very busy time for uh this building and for administrators and many of our staff across the district. And that is superintendent report. >> Mike, what do you what do you think like the rebranding? What? >> Sorry. Do you mind put >> Oh, sorry. the the rebranding name for both like what's the goal of that? What are we >> I'll ask Kathy to weigh in. It's very important. >> So, um throughout the whole referendum process to redefine our facilities, we heard a lot in direct conversations and in surveys um throughout the community who we

012are to our community and who our community wants us to be. Um, and it's a good time to um, you know, a brand is more than a logo. It's who we reflect back to our community. And, um, the, um, Little Red Schoolhouse does not reflect some of the things we heard about being future focused and innovative um, and achievement. Um, we also heard directly from um the Deerfield Area Historical Society that they would prefer that we don't use their house as our logo because it causes some confusion and everyone thinks that the historical societ historic village is ours which it is not. um and when building. So that's the district brand doesn't quite match. Our school brands are um early miscellaneous kind of um and we don't want to as we're creating these new schools.

013We don't want to put clip art um to represent them in the areas where we will be using them. Um and we want something that's kind of cohesive. we are, you know, stronger together. We've done a lot of discussion about that and bringing people together. Um so we want all of our um brands across the district to have some cohesive elements and cohesiveness to them. >> Good. Mike, can you describe a little bit what extended school year looks like for our attendees and how do you qualify and what do we do? And >> I got it. >> Oh, that's Joanna Ford. >> Thanks, Joanna. >> Yeah, so we're serving um just over 50 students at Wilmont this summer. Um typically

014it eligibility is decided at a student's annual IEP meeting. Um lots of criteria we look at. The big one is regression. You know, after long extended breaks, do kids tend to show regression on their IEP goals? We also take into consideration just kind of general circumstances and our kids who have the most complex learning needs who really even if they haven't regressed need that ongoing instruction to keep making progress. So we are really fortunate in this district. We have a team of staff, our own staff that really seems to love it. We love having them. So we don't have a difficult time staffing where a lot of our neighboring districts do. So we're very fortunate there. We do try to run it as more of a classroom environment. So, um, our younger kids still are

015excited to come. I'm sure you can imagine by middle school, not quite as much. So, trying to, you know, we do do recess, we do some projects. Lauren Maldonado organizes a day where it's like a touch a truck um event. So, but really grouping together kids by similar ages and grade levels so that they kind of have it's really it's really nice um to see because we try to be really intentional about some kids who struggle social emotionally and with friendships like pairing them up. It's an opportunity to be with kids from the different buildings. So, sometimes it backfires, but most of the time we're excited about the kids, you know, making new friends. So, so far so good. >> Yeah. Okay. Next up is community participation relative to matters on the meeting agenda policy

0162230. District 109 has two opportunities for public comment where many organizations offer only one opportunity. Our policy stems from the community's long-standing commitment to public discourse and representation. We take all public comment very seriously. And while it isn't a back and forth, but instead an opportunity for the board to listen, please know that we listen carefully. Our first period of communic participation is solely for items related to the meeting's agenda. And the second period of community participation near the end of the meeting is open for all matters. If you wish to comment, please fill out a community participation form located on the podium and hand it to Rebecca Rudd. We will call you up one at a time to the podium to speak and please limit the length of all comments to no more than

017three minutes. Would anyone like to make a public comment? Hearing none, we're going to move on to theformational items tonight. And I believe we're starting off with Kathy. >> Yeah. Um, so Mike talked about um being at Shepard and seeing the work there. Um, the middle school summer work is well underway. This was um before day one. So um they have made great progress. They are on time and we'll show you those after images in August and um looking forward to some ribbon cut. that was always coming in August. >> Um and then we have our community engagement around um the village review process. Um we did submit um our documents today to the village for initial review before the plan commission public hearing which is July 9th. Um so that's rolling and then soon

018on its tails will be the process for Wilmont. Um we have our good neighbor open house on August 5th and the public hearing um for Wilmont will be September 24th. Um, of note, the July 9th public hearing, we sent our required certified mailing, um, we went beyond the requirement and sent beyond 500 ft of the boundaries that went out today. Um, and the hearing, it is a village hearing. is not ours, but because the village wanted to make sure that there was space for anyone and everyone who is able to attend and speak, um that hearing will be held at Wilmont. We couldn't do it at Caruso. The park district um is using it, so we offered up Wilmont. And that will be um under village control on July 9th. >> July 9th. I also

019recommend to the board if you haven't if you didn't go to the Walden Good Neighbor openhouse highly highly recommend if you're in town to do the Wilmont one all of the key partners that are engaged with building whether it's Bear whether it's utilities I mean we had a preview of it at the committee the whole uh last month I think it was but phenomenal just the detail and the information and the chance to talk to community members members about how they feel about it and their opinions. It's great >> and it's a much more robust turnout than the the the pre-referendum kind of meetings that we were setting up. So, definitely recommend it. Quick question. So, we submitted uh our plans to the planning commission today or earlier this week. Um, are we expecting uh

020some comments back prior to July 9th to kind of address any comments to then represent? >> The submitt that went out today was to the village team. So, the village team will review that submitt and they'll provide any comments before our and then we'll make any revisions that they request before that it goes to the plan commission for consideration. >> Got it. >> The public documents will be posted on the village site on July 3rd. Well, sorry. Can any of the the materials that are used at the Good Neighbor open house from the our partners present, can that be shared with the board for those that can't be there? >> Yeah, I think uh at the last committee of the whole meeting, all of those boards that we had in there were all the same

Uh the question is whether or not uh if the board is seated together for example and then if anybody speaks on behalf of the board you have an OMA thing but you don't lose your ability to be a local citizen because you're on the school board. >> Okay. >> So the two people thing would be open. >> Yeah. There's a table for the board members. >> Yeah. So that would be so for example the board could

024all attend as citizens uh one of our public meetings if we have a table or a area. Hey would you like to have a conversation with the board two people only can be at that >> and then another person can be hiding in the corner and just be watching. We're going to ensure that there is uh invitations to the full board to get up to two members for the ones that you would like to see board representation at. for the other ones that we don't necessarily need board representation. I wonder if it's useful or helpful to still garner like were you

025anticipating attending? Cuz I to me like for example the village board meeting if all of us were like yeah we all want to go. I don't know how I feel about that versus like oh hey one of us is available or two people are interested. So I don't know if that's going to be helpful information to gather or not. It's up to you and Mike. I'm happy to answer any questions that you may have. >> Any questions for Dr. Philippy on FOYAS? >> Just a comment. I like how you identify bots. >> That is new in the law in Illinois. Uh that you can push back against a suspected AI submission. And uh interestingly, we received a seventh inquiry from the same outfit uh after I sent those two responses. So prove they're >> the bot responded and said no I am a human and I responded that you must call me in the state of Illinois and I have received no phone call. So >> wow that is fascinating

U Mr. Simick, I'll have you start off with review of board norms and next steps from the May 27th, 2026 close session IASP workshop. >> Yeah. So, we had a a close session workshop with the school board representative Laura Martinez that we are able to meet according to Illinois law, able to meet in close session. At that meeting, we reviewed the uh board norms that the board has established and then reviews on an annual basis and then looked at next

028steps which means what are the additional goals that the board has for itself uh for the coming year. So the board does this annually and like to say thanks again uh to the board for their attendance and engagement and that important process. It's just a a healthy and beneficial thing to to be together for that time. >> And I'll just clarify a few of the next steps that the board um put together that Laura Martinez from IASB helped synthesize for us. Um one of the first things uh the board plans on doing is the board president's going to work on modifying the public comment script. Um the board felt strongly about ensuring that speakers feel heard while also managing expectations and um it's time for a bit of a refresh on that script. So Ryan

029Quo will work with the district on that and present it back to the board. Um next up is working on a potential culture guide related to board work and board norms. That's more of a living document that boards in perpetuity can access. Um there was a school that Mr. Simick shared an example of that the board thought was fantastic and felt like a right fit for us. So that's another next step. And then um potentially discussing current committee structure to ensure that the current committees are meeting the needs of the board and whether or not the board contemplates um either some changes or different alignments to better meet the needs of upcoming work. Um and then finally uh discuss practices of recording board meetings. We had a committee of the whole meeting prior to today's

030meeting that and started that conversation and we'll be continuing that conversation along with these other next steps at future committee of the whole meetings of the board. So are there any other things from Mr. Simick before we open it to everyone else? Okay. Anyone else um any feedback on that meeting or anything else you want to share? >> Yeah, I just wanted to say I appreciate the time for that meeting. I know there's a time and I think there's probably even a cost to have Laura here too. So I appreciate that the district kind of makes that a focus. It helps kind of refocus, I think, the board to kind of that bigger picture stuff. We get we get into this minutia a lot about the board business, but I think that's it is a

031super helpful meeting to kind of think about the year ahead and what we want to accomplish in the board and what even long term more than a year ahead as well, which I think is ultimately our board's job to figure out the vision, the long-term vision too. So I just wanted to say even though it can be hard at times that meeting, I think it is a valuable use of time. So, thanks. >> Totally agree. Anything else from anyone on that topic? 032It is Kelly's favorite time of year. We have five items of annual housekeeping. The first of which is a resolution to appoint a treasurer and assistant treasurer. Uh um myself and Ben to serve in those roles. Uh and also attached here are the required treasurer's bonds. Any questions. >> All right. Next up 6.5 annual bank depository approval. >> And by board policy the board must approve uh the banking relationships that we have on an annual basis. So this is the most updated list uh listing the banks with whom we work. >> Any questions on that? Hearing none. 6.6 resolution to designate interest >> and we do this annually to preserve our ability to make interfund transfers with interest that is earned over time. So this uh report shows the interest that's been earned over uh

033uh more than a decade. >> Questions related to 6.6. Six. >> All right. 6.7 resolution to approve serious safety hazards. >> And the board needs to take action on this on an annual basis. Uh so that we can um one designate areas as serious safety hazards for purposes of providing free transportation to students that reside within those areas, but also so that we can claim those areas on our annual transportation claim with the Illinois State Board of Education. Um there have been no changes for quite some time. Um which is not surprising given that we're in a fairly built out community and our schools have not moved in that period of time. >> Um can you explain how we designate a hazardous area and what does that process look like? >> Yeah, so the Illinois

034Department of Transportation has a manual. Um, so often times when my office is contacted, um, we'll receive inquiries about, um, well, my neighbor doesn't shovel their sidewalk in the winter, therefore, you know, uh, we think that's a serious safety hazard. Um, they have very prescriptive guidelines in terms of what qualifies as a serious safety hazard. So they're looking at things like um walking along a roadway, crossing a roadway, speed of traffic, age of the students, different distance from the road, whether it's set back 4 feet, um whether it's immediately adjacent to the road with a curb, etc. Um and the Illinois Department of Transportation requires you to go through um those various hazards and score it. Um and if you exceed a particular score um then it would qualify as a serious safety hazard. So

035the the process whereby we would uh get this approved by I do is that we uh would have to fill out all the required paperwork. Um if we believe that there is a serious safety hazard, then they would have to vet it and approve it. Um in my eight years in the finance office, we have not had a new serious safety hazard. So on occasion, families will come to us. We will review it and review the route. Um, and if uh we provide the same guidelines that uh ID do has um and if we believe there's a serious safety hazard, we'll complete the paperwork and submit it to IDOT, but they ultimately have to say yes, this exists and then we bring it to the board for approval. >> With the uh proposed year in

036which two campuses will be on one site, does this I don't want to say null and void, but does that just kind of go on pause because aren't we everything changes then? >> Yeah. Well, we're we we're proposing free transportation for anyone that will utilize it because it will assist us greatly in reducing the volume of traffic. So, we are not going to undertake that massive uh uh you know uh undertaking to identify if there are other serious safety hazards for that one year for those students. We're just going to say transportation's free for the Kipling and the South Park students that would be attending the old Wilmont and Walden campuses. and we're going to be abiding by any construction code safety requirements around those spaces anyway. So, we're going to be correct safeguarding. >>

Correct. >> Um when like I guess I know it's a necessarily like a an undertaking on our part, but now with what will be in a few years the movement of the entrance in like Wilmont as what we're proposing, do we see any additional there? I guess there isn't new risk there because we're moving away probably is safer. When housing developments come on board, we assume those they're far enough away that they're driving. So, it's not a walking safety hazard for us to now bring in. >> Yeah. None of the new housing developments that are coming online would qualify. So, uh for instance, there's a development uh adjacent to South Park. Um but that has uh those students would be coming across where there's already a crossing guard. So that's a strong enough control

038that you wouldn't qualify as a serious safety hazard. Um and then the other development is on the other side of the tollway which is free transportation because it's, you know, >> on the other side. >> Yeah. Um so u but again, you know, if there's anybody that's listening that wonders if they qualify for a serious safety hazard, we can provide the same documentation and work through whether or not um there is a serious safety hazard that has not previously been identified. Just point of clarification and one you just said um for the busing during the year that the two it's just the school that's not somehow I got confused that it was both schools were getting bus but just the one that wouldn't normally be at that school was going to get bus thank you

039correct any other questions related to 6.7 okay hearing none still Dr. Philippy 6.8 Eight resolution. So exciting resolution to set a public hearing. Education fund to operations and maintenance fund interfund transfer. >> Yeah. And this sets off a cadence of uh requirements that need to happen for the board to move dollars from the education fund to the operations and maintenance fund to ultimately the capital projects fund. We have been doing this every summer for quite some time now. Uh but this has been part of the redefine 109 plan that we are moving these operating dollars into the capital projects fund to pay for the totality of construction while keeping that referendum number at a level that was uh ultimately palatable and approved by the community. >> Any questions? >> Thank you. Dr. Fischer, >> uh, the policy committee was hard at work on May 26th in the morning reviewing the latest, it's on releasing the latest um, subscription from press policy reference educational subscription service and looking at how that matches up with the board's current policies, making suggestions for changes, improvements, overhauls. So, we took all that into account, produced the red lines in front of you, and I'm willing to entertain any questions you have about those policies.

041>> Are there any questions from the board? >> Um, no questions, but we did um it was really robust and I think one of the policies that came up was um the instruction policy 650 about being healthy in our schools and you know, what does that look like? And I think um I think we've talked about it and we've heard from the community about it and I just think that there's more to scope out around with the redefine 109 and what does healthy look like inside of our schools? What does that mean to the kids that we serve? Um and I'm looking forward to those conversations whenever they are appropriate. But we did discuss it um with regards to the policy stating that schools will support and promote a healthy eating environment for our students.

Dr. Philippy. >> Yeah. So um you think about insurance for the district. We are members of two uh insurance pools. So we are a member of a very large uh pool for um our medical and dental insurance, the EBC pool. Um but then on the liability side of things, we are a member of a much smaller pool, ESSICH. Um and that is uh the pool through which we procure all of our liability

043insurance. So you know um insurance that would kick in on any kind of a you know claim on one of our autos, um cyber insurance and the like. Um uh we are one of the only districts uh in the region that is not a member of the much larger click insurance pool. Um both of these programs are administered by the same team. Uh they're uh subsidiary of Gallagher. Um and uh you know what prompted uh some questions about that was um you know some of the recent issues that we faced in terms of um you know uh litigation um asking questions about whether or not um there may be better coverage that would be available to us in a much larger pool. Um and uh you know I don't think anything would have been different

044uh whether we were in ESSIC or in click um but in those conversations um it is clear that we would uh realize uh some higher limits in coverage as well as potentially some lower costs. We cannot directly compete and bid um in one pool versus the other. we would have to seek membership in click. Um uh but uh that was a conversation that we had uh with the Gallagher team uh and uh one of the members of the Gallagher team is a Deerfield resident uh and has a long view of uh these various pools. Um we joined and were one of the founding members of this Essic pool all the way back in the 1980s. Um and uh at at that point in time that click came about after that and started to grow rapidly

045um we just didn't join on to click we stayed where we are. Um but given that we think we can realize uh some better coverage limits and some better costs. We think it is advantageous to seek membership in click. Um and to do so we would need to pass a resolution here uh this evening um indicating our intent to withdraw from ESSIC. So, we would recommend that the board take that action. >> Just from a timeline perspective, um if should the board tonight pass that resolution, what is the timeline or is there a gap between the ESIC ending and click starting and is there a chance click says no? >> Uh no, you know the um there is not a gap. Uh the meeting focused on uh the uh various uh measures for the co-op relative to academic progress uh to IEP documentation, therapeutic practices. These are the goals that the organization is establishing for the coming year. They also are establishing a true north facilities team and then continuing to work on communications uh with parents. It's one of the items that came out in the course of the uh interims uh placement at the uh co-op and their enrollment

061is at 260 which is three under their budget and I believe there's also a governing body meeting as well. Yeah, we met as a governing board last week. Just a few updates. Uh, one is in effort to be constantly efficient, effective, and great with the finances. Uh, District 225, Glen Brook North, um, is offering to host all the board meetings. That, uh, allows True North not to have to spend a half a day um, setting up for board meetings in the Gymnasium of Northshore Academy. It also then helps students not lose a half a day of gym instruction once a month, which is fantastic. And so thank you to the hosts at Glenbrook 225 for having us. Um we passed a budget for the 2627 school year. We also did action items on some administrative

062contracts and including our two interim superintendent, Jim and Jimmy, who will be back with us for one more year. Um for those that have followed along at all, that is an absolutely fantastic and delightful update. They have been nothing short of amazing this year. for the region. Um, and a strong True North is a strong region at large. And so they're going to stay on one more year and be vital in securing a permanent executive director for the reinvented cooperative. Um, and then we did a um reorganization of the board and so after three years I am no longer president so I get to go watch and just eat popcorn. So that will be uh moving forward. Laura Breakstone from Lake Bluff, I did that correctly, I think, is going to be the new president
