003Santa and the Grinch um and some fun exciting new things we're going to keep a secret we have to show up and see I will be serving Pancakes there will be pancakes can I can I be serving oh you will be yes yes that is my favorite I get to see everybody it's lovely okay it's a fun way to kick off um the Christmas season so but I am really here tonight to present a check to the district back in September on the 26th we uh honored alen Reyes and his uh and his family's dedication to our district with kindness day a day for our students to to show kindness to others and remember His example so we this year had our shirts designed by two high school students alen would have been a senior
004this year uh Diana rosalo and Amaya Taylor did a fantastic job of Designing a shirt they we had extras printed and we should have had more extras printed excellent we sold 400 and 26 shirts which is outstanding [Applause] I want to thank uh the family for allowing the foundation to just have allowing us to have one small part of all of the work that they do around alen's birthday but it is an absolute honor to help with the shirts and getting them out into our district and showing uh that love and support to them is really cool so we have big check oh the big check the big check is out and it is the desire of the family to donate this to the band program The Band program has over the years you they've
005raised so much money um that the band program is pretty well off right now so we are going to uh hope that some of this money goes to our music teachers and into our elementary buildings so this is $1,750 my God tonight [Applause] amazing thank you so much thank you so much yeah you want picture yes yes of course and I remember when we first started doing the work they were able to repair instruments that the district already owned they were able to bring in more stands and more actual music they were able to purchase new music I mean the the lives that continue to be impacted is just amazing so as one band mom to another right like amazing and they sound even better you hey there you go new and upgraded instruments yes
006they certainly will amazing thank you how would you like us to do this yes great you got it no you got it going on I love it and the foundation beautiful wow 1,700 it's amazing thank you so much the big check I love the big check um I know the impact that it's had and so the fact that we get to start branching out and doing that in our our PR schools as well that's amazing yeah and we're showing kindness to others absolutely keeping it going any questions anybody else wants to sign up for yes everybody come volunte we had a lot of fun at the October Fest so maybe maybe there's some pancakes involved okay so just say I'll bug you again be you know I will thank you Sam you thank you so

009their dedication in a volunteer service so of course um by tradition it is definitely much more better said from students and so we do have students here tonight to show their appreciation and demonstrate what they love about the school district and because they can clearly say it much better than me love it so we are going to start with the South schools if Scott you would like to introduce your individual first that would be greatly appreciated we have Rona Maguire who's one of our outstanding fifth graders who's a great all-around kid and is a good a great example of what Southwest has awesome thank you so much I know right good evening everybody my name is Rona MCG and I am currently a fifth grader at Southwest Elementary tonight I will be telling you about
010why I love my school one thing I love about Southwest is that all of the teachers are very nice and helpful for example when a classmate of mine was struggling with the work yesterday the teacher sat down with them individually and helped them with the work the teachers even take a great interest in all the students not just their own every day we are welcomed by teachers when they open the school doors to start the day each teacher trying to wel welcome each student by name I think the teachers really like the school as well because even when they retire they come back to be substitute it's true our school really focuses on the positivity of student life bulldog bonuses are awarded for good choices and are a very big deal our school already earned
011over 18,000 in the first quarter we have currently upped our goal to 22,000 I also participate in a student board called PBIS PBIS is a group of 20 students nominated to help model group behavior and remind others to do the same we get to work with the teachers to help pick rewarding and fun assemblies to celebrate the good choices we all make lastly Southwest is a place for kids to speak up I feel like the teachers here and change things to help us be our best to help us be our best we are part of a wonderful school system Southwest is the [Music] best that was thank you so thank you so much jacket I know and it matches the shoes did you see it match the Sho oh it does match the shoes you
012had such nice things to say Thank you so so much and you did a great job so thanks for being here love it okay okay I'm excited to present from Southwest I have Jade Carz with me today she is one of our fifth graders and she's one of the leaders on student [Applause] council hi my name is Jade Perez and I am a fifth grader at Southeast Elementary the teachers there are amazing they care about us and make learning fun and exciting our school is a place where everyone feels welcomed I am currently a member of student council the girls volleyball team and have participated in multiple clubs I have met my best friends throughout my years at Southeast and I'm happy that others can experience this as well my in my school we learn
013to respect each other and appreciate our differences I'm very proud of our school it is a place where we can grow meet lifelong friends and learn new things every day I am excited about all the great programs available at Southeast now and in the future thank you to the staff for making our school such a wonderful place J what's your favorite Club um probably chorus very good [Music] Mar is proud of that in the background of course Horus thank you very much yes and Miss Barry from Northeast um I have Harley depos fourth grade student she's famous for being on the front cover of the Evergreen Park [Applause] Library hello hello my name is Harley duas and I'm a fourth grade at Northeast Elementary School Northeast is the best we never miss a beat and
014always Rock our role everyone is kind and caring we support each other and celebrate each other's achievements together we also have really great clubs some are for fun and others help us become better people like the first love you club that teaches self love even though we are in a learning environment they make sure we enjoy and have fun the teachers and staff at nor East are kind helpful and positive they're always there when you need them and are never lazy I was sure our school board cares about his students and shows that by making sure we have healthy meals available for students who really need them School District 124 always tries to keep us safe make sure we get to celebrate as a community and give students second chances while encouraging us to be
015the best people we can be thank you for [Applause] listening I love how you worked Northeast theme into there R I was like hear you good job thank you so much I'm very excited to uh announce jacn blanas from Northwest she's our student president and fifth grader at our school She's going to do a great job thank you so much good evening everyone my name is Jaclyn Blas and I go to Northwest Elementary School District 124 is an amazing community and I am so grateful to be a part of it I have great teachers and many learning opportunities this year my teachers are Miss Larsson Miss Baldwin and miss szac my teachers make learning fun and engaging for example for book tasting my teacher used to a Starbucks theme she used Starbucks because it was
016related to Starbucks we got little lanyard that that we worked at Starbucks the room was decorated and H in tables held genres of book books for us to sample right now we are taking a 40 book Challenge and moving our gingerbread people across around the Candy Land as we read there is always something new at Northwest also I have many opportunities to participate in student life I am in the student council chorus student ambassadors drama club and lunch helpers I don't have a favorite because they are all all very fun making it all possible it takes a lot of work but we appreciate everything you do Evergreen Park is is an exciting place to to grow and [Applause] learn thank you so much and c I am excited to introduce bam Pippen she's a seventh
017grader at CMS she's very involved she's a student leader she's part of singing Panther choir and now that I'm in front of everyone I'm blanking on all the other things that you do and she could tell you more and then she also brought Jan to also share so we have two people who are gonna share [Applause] awesome welcome welcome welcome thanks for being here I love the partnership that's good I want to mention really quickly all the other kids I feel like they were very very well spoken for their ages you jumped ahead because I was going to say that when everybody was done oh my gosh so composed and confident wonderful such a good job um starting off with a quote said by one of my teachers Mrs Dominic um she's a club in
018a minut she has a club that I'm in Multicultural Club um she said we have so many different cultures and backgrounds in the school but even with this diverse group we all come together and I'm really glad that she had mentioned that cuz after she had said that I had realized I do have a whole bunch of different different friends with different backgrounds and I'm glad that our school allows us to come together and just be all friends together when Dr Mueller asked if I'd like to speak at this board meeting I was slightly nervous cuz I knew that I loved to my school I knew that there was so many great things about my school but I didn't exactly think about what specific things that I liked and my first thought was to ask
019the people of my school cuz well they go to the school the first thing that they said was that they like this lunch that's good the pizza specifically thinking on that well food is very very important it keeps us nourished throughout the day and a whole bunch of people can Bond over that so I'm glad that the school pays attention to those details I also love the assemblies I don't know if you've been informed on the fun Olympics or not but basically it's um like you have to get your grades up and you have to pay attention in class and you have to keep your yourself in check I guess to make sure that you're not doing anything inappropriate or something that you're not supposed to be doing so the fun Olympics keeps us where
020we're supposed to be in mind and heart and all things good while letting us do something fun for doing this stuff so we get rewarded for our hard work we also learn patience and good sportsmanship now something else that is pretty great about this school is our staff these teachers genuinely care about their students like sometimes I found that like I was very confused in class or maybe I really did not understand my work so I was starting to feel overwhelmed and always when I feel overwhelmed there's a teacher there to help me um an example of this is my advisory SL maath teacher Miss Dicky I didn't understand the math and I feel like I was going to be like falling behind with my grades so I sent her an email and she emailed
021me back that she would not give up on me and now anytime I look like I'm struggling she'll come near me ask if I need help and she'll give me the help that I need another teacher I would like to bring up is Miss Kelly she's always there for her students while also hosting two clubs student leadership and newspaper while we're on the topic of clubs CRA offers many clubs such as newspaper Crea bars Club Multicultural Club choir what else MTH yeah there there's oh it just goes on and on so with these clubs though we get the opportunity to bond with each other from 6th to 8th grade when you typically want see each other properly through the school day you get to meet each other after school and just like Bond so also
022our curriculum is awesome so we use this curriculum well let me see how do I put this so have you guys heard of prodct tree yes so project tree is pretty much like it starts in third grade when you're in third grade if you're pretty good with your math you get to go and do fourth grade math pretty much by the time you get to eighth grade though you get to do high school level math and from 8th grade the high school's also implemented High School Ela yes so Central with the high school gives students the opportunity to get a little Peak into the high school so Excell is it a good peek Dr Thomas is a teacher at the high school of course he has a vested interest in both our our middle school
023students and the high SCH wonderful great job guys thank you all right job so I'm curious from our Central students are there any clubs that we don't have that you think we should consider oh what would you like us to add I think they heard that okay she's thinking well you can think about it and you can let Dr Muller and myself know if there's anything else you think we should consider for clubs okay all right thank you so much I really do want to applaud our students um I know how hard it is to get up and speak to a it sounds really scary a board of education I hope you now know that we're not scary at all but um I I also I I loved what you had to say and I'm
024I'm so proud of all of you and I'm so proud of our buildings and our our teachers and our staff so um thank you for being here this evening I really appreciate that and there's cupcakes there's always cupcakes so just saying there you go so of course that was in honor of our school board members and again you guys do very deep work but you all remember why you're here and it's for our kids and our schools and we really appreciate everything that you do you should read your cup I think it's really funny I thought of Michael I was like he's going to love this humor so our board member is a noun it means one who solves problems you didn't know exist in ways you don't understand see also superhero Legend and rockstar
025I like I like Rockstar that sounds pretty great um so that is and it's filled with candy look at that what could be better right so so thank you thank you appreciate it all right next up on our agenda is Mr Jim hady for our health Life Safety report and to our students if this gets a little weighty or cumbersome or boring or boring I I wasn't going to say boring Mr amiller I was just going to say if it gets a little tedious uh we will not be offended if you need to go grab your cupcup grab your cupcakes and go and do whatever it is that you are going to do with the rest of your evening so I just want to give you an out if you need it um and then
026we can proceed I I love board meetings but I know not everybody might so um okay I just wanted to the bo give you that Grace to and thank you again and grab those cupcakes okay Mr Hennessy sorry about that I want to hear what you have to say but I always seem to have to follow up after the kids they do such a good job fair we like you too Jim and you get cupcakes too so it's all good so October 30th was our annual health and life safety inspection and when they showed up they brought two new volunteers which means they're going to be training them which means they're going to be more thorough yes we did awesome you I could they were more every building every building there went more rooms than
027they have in the past and we did great um amazing the main things that they found were a couple too many extension cords here and there the fish tank it yeah like okay that makes sense it's got to be grounded be grounded a few violations that they found we were able to correct within the week so amazing the report has been given back to self cook and we got the all okay I have four new staff this year that have never had to go through this before like making sure their building is ready and they jumped right in wanted to learn what was love it approved what wasn't approved and they made sure that everything was great obviously right great one school had no violations once again Southeast with no violations doing a little happy
028dance second second year in a row so um but overall we when I first started we had a few hiccups um but I think we're starting to rain everyone in we get a lot of new staff each year and I have to send out many reminders of what's allowed and what's not but I think people are actually starting to read those emails and excellent and pay attention so overall we did great I was very very pleased when we got the report than awesome thank you for that I I couldn't believe I every one of them I was like there's nothing to say on here you did great no I mean like I said half the stuff we were able to correct right there awesome yeah so well done um any questions good news right than
029thanks for all you do absolutely Mr grossy has a long shopping list of items on the agenda today my good I'm personally a little stunned they find the tax Lobby board you know you didn't want the fifth graders to stick around for the tax BL I don't understand yeah it's okay um statement of expenditures pretty consistent expenditures from last month salaries and benefits being the main part and then wrapping up the construction uh revenues not as many revenues evidence-based funding plus some Grant revenues um reminder we received up what we expected tax-wise for the first six months of the school year already so as a result I'm expect uh the fund balance went down again but not to you know that was expected so it's not shock or anything like that so now I'm going
030to present the tenative tax Lobby today today I'll present the ten uh tenative tax levy and then on our December 17th board meeting um I'll bring it again to the board to approve the tax levy and then I need to go file it with County Clerk by December 31st got it 24 this slide shows the history of the CPI just a reminder of how up and down it is the historical 10e average is right around 2.5% um this year it's at 3.5 4% and at this exact moment looking towards next year they're expecting for it to be back close to that 2.5 average that they've had historical breakdown of revenues um this shows our revenues from the budget for next for this current fiscal year 71% of our uh revenues come from real estate taxes
031so it just shows the importance of this Lobby the recommended tax Lobby for this calendar tax year um is for a total of $2,917 $1,700,000 in the Ed fund $1.6 million in the special ed fund which is through the Ed fund as well um $2.6 million in operations and maintenance fund 1.5 million in transportation fund 200,000 in working cash 400,000 in imrf and 600,000 in Social Security and this year I did it a little differently than the past years where historically I've put majority in the Ed fund and made sure that we had positive fund balances but the Ed fund's pretty healthy right now so I'm trying to spread it out a little bit more just to you know transportation for example is going up so I just want to make sure that we have
032that all covered so the recommended action for the next board meeting will be to adopt tax levy that will capture the 3.4% growth in the district's limiting funds above his prior year maximum allowable extension and something I'll talk about in this shortly is that we also receive the property tax relief Grant again which is very exciting and to apply for that Grant which will generate 1.8 million in tax abatements beginning in the next live year amazing so we will be adding our expected 3.4 but we will be able to upate yes yes which is awesome that's amazing so for everybody listening at home and big deal guys that's a really big deal that's like a coupon from the state of Illinois for all of us right so like we're all concerned about our property taxes
033and so this is $1.8 million that's not going to come out of our property taxes the state of Illinois is going to grant that so it's a nice little windfall for us yeah that's a good coupon a that's a really illino doesn't issue many golden ticket for for baiting roughly 1.8 million each year so $3.6 million over two years we'll receive roughly $1.5 million on our base for evidence-based funding just annually for forever so it's a it's a good tradeoff and it's it's great it's a win-win for everybody it's great for the Community yeah that's remarkable and then this last slide is um a new law it's Public Act a couple months ago is actually brought up um so you have to present at one point in the school year at a board meeting to
034Pro to show your fund balance against your average expenses over a threeyear period for the operating fund which is the Ed fund the operations and maintenance fund and transportation fund and our our percentage is at 34.6% and so so what this new law is is if the percentage is at 250% then the state's going to make you do a reduction plan just to show that you're spending your money that you have just because there's been a lot of fund balances in the state for schools last year so this is a new law I I'm very curious to see what school districts have 250% actually have that's oh my God situation would be in for sure it would be wonderful right um but um how are they not spending money on their students and staff would
035be like how yeah so we're safe at this moment yeah I think so I think I'm just jealous that's all you know just just jealous that would be great any questions on the tax ly presentation so this was you needed to this the law was that you had to present it to us at a board meeting and prove that it wasn't 250% yeah it just Mak so you have now made the law excellent this isn't this is a new one so that was okay I got you I think a lot of um business managers putting it in their londs or reports just because kind of aligns so sure absolutely okay thank you and then as previously discussed um we are eligible to receive the property taxt relief Grant which is very exciting this is the
036second time that this the district has been given this opportunity and in order to receive this grant we'll have to aate taxes for next two calendar years in the amount of 1, 84292 per year and return we'll get an additional 1,567 479 added to our evidence-based funding Revenue an yes right that's that's that's a big deal that is a really big deal big deal um and we will keep applying every year that we're able to on the EP podcast not the one that you were all on when Senator Bill Cunningham came on and explained that only districts that are really good get that and now here we have it like again well managed responsible fiscally you know Forward Thinking um so it's really great that it's very exciting it was uh when the spreadsheet came
037out I was very happy so maybe Eric was doing a happy dance oh my gosh worth it absolutely great my gosh um um later on there will be a resolution to authorize intervention in proceedings before the state of Illinois property tax appeal board yes um essentially that's just uh to reuse Franc for three more years right which is just a consistent practice that we've been using it's big words that we continue on with what we're doing yeah excellent yeah that was a long s and then we do have a p tab um that I'm bringing to you guys today to approve later it's for the Harris Bank they appeal their 20 20 and 21 taxes and they're seeking $ 23,5 in total refunds from District 124 and they're seeking 17,8 24 from District 231 um
038so I just wanted to bring that to you guys your attention today appreciate that there's any fundraising organizations in the room a good sponsor to seek out this year might be beim mo Harris that is true and um as Mr amiller pointed out uh for those at home um we have the PAB amounts budgeted every year yes so we we know that that happens and so we have that budgeted so it's not suddenly we owe another $20,000 for something it's yeah we have that yeah it's not like they send us a physical bill for it it'd be great if we didn't have to it comes out of our um yes exactly so and again we account for that it's not news I mean it's news but it's not right right problem um working cash fund
039Bond updates so on November 7th we had a district rating due diligence call where we just explained the community our finances the schools and we had people listening and then yesterday we received our bond rating which goes along with um you know our hearing which is going to be coming up in December and then today I'm bringing to you guys the board to adopt the parameters ution which is a result of just the work we pretty much been doing y that's an action item yes for later on our inent agenda and um and that's also really good news yeah so yeah um the taking on this Bond um I wanted to draw attention to the fact that we are finishing some Debt Service before we take on more Debt Service yes so again it shouldn't
040have an impact on our taxpayers knowing how we're trying to be more responsible and responsive it's not um going to increase at least not at this that's not going to increase um noticeably for our taxpayers so this bond is it's kind of like a home equity line of credit when we need a bigger a bigger pocket right right for some projects um so it's what districts do to fund those projects and then we had one Foya from Prairie farms and that has been completed is that the mil milk company I want to say yeah the milk okay all right some market research I know I guess like who drinks milk okay let's check that out anyone have any questions so we are taking action later on um the tax levy hearing date and time the
041tentative tax levy the um PAB uh franic being with us again um and then the uh the bond and the tax okay all right that's a lot I told you you had a lot seven a lot seven agenda items that's a lot thank you thanks ER hello glad I didn't have to follow it the kids I'd rather follow um so being November we have just recently gotten our summative designations which the state puts out annually um it is multiple measures that are used um to classify all of the school districts and provide them with that designation so recognizing that um schools are more than just one test there are lots of things that go into um the success of of schools and so these multiple measures are used um for that purpose they are developed
042in collaboration with stakeholders throughout um throughout the state and they're designed to identify schools for supports and for improvements in areas that are needed um so this includes schools with student groups need Sports and um in otherwise High performing schools you might have a school that is doing wonderfully um in a lot of areas but maybe has one student group that isn't performing where you would like them to be that school needs support for that student group um so it really identifies them in that way uh these are the measures that are used for the K8 ban um you see Ela and math proficiency at 7.5 % ELP progress to proficiency that is what that means so our El students who come to us they um we want to um help them to become proficient
043in the English language um over a course of years so that is their progress to proficiency measurement chronic absenteeism is what that should say that's 20% the climate survey which is our five essential survey is also worth 5% um of our total score science is 5% and then Ela and math math growth also in there at 25% so all of those things you can see that really the focus in on that growth percentage making sure that all of your students are growing not just your students who are struggling but your also your proficient students and your um exceeding students we need to make sure that we're growing all students um so all of those indicators then um come up to a 100 points so really what you're looking at is how much of that 100
044points are you able to get um out of all of those areas and it is broken down into stud student demographics so you will see tonight they're going to present on their all student group and then also any student groups that they have within those buildings in order to have a student group you have to have 20 or more students that um you would have scores for so there are some where you might say I don't you have maybe an e student group at one of our buildings well they would not have 20 students at that grade level that would count towards that um that student group size so was that my last slide our schools are oh okay here sorry our summative designations these are the um these are the designations that you can
045get exemplary would be schools performing in the top 10% with no underperforming student groups so you might have again a school that maybe their all student group is in the top 10% but they might have a um maybe children with dis disabilities or their um their El students might not be performing at that level they they are cannot be exemplary then um commendable are schools that have no underperforming student groups but who are not in the top 10% and then you would be underperforming if you have one or more student groups in that um in that level so if you remember a couple of years ago Central was in underperforming because we did have our El students um that were in that were identified as that student group so I encourage you to take a
046look at their Source tonight when you see them um we're pretty excited about it um and then lowest performing would be students uh schools that are in the lowest 5% so um I'm really excited I think that we have put a lot on our teachers the last um few years with curriculum changes and different expectations and things like that um and they have definitely risen to the challenge and um we've seen some really great growth in a lot of areas so um the schools are going to present their scores what Hast is up you're gonna see the data Denise thank [Laughter] you good the moment we've all been okay so um first of all I want to um you know there's a lot as we all know a lot of hard work that goes into
047this and behind the scenes and you can't really capture all the strength and all the goals that we have um I do want to thank my staff um first off for just showing up every day um we of course are going to be talking about you know the academic component but there's still the social emotional you know that we balance and we know that that has to come first and is our main priority because we can't get to this place without addressing the social emotional concerns um and struggles that our students have so I commend them because we're doing that we have our therapist hats on and our doctor hats on and our mother hats and our father hats so um I really commend them for a job well done as well as the support
048that we have from admin from you from my colleagues like it's just it's this whole everyone it's a team a team effort um so I do want to highlight um if you just look briefly at our 2023 to 2024 score I'm super happy with the growth that we've made in all of our um subgroup areas um I think that again we still have work to do but happy that we're um trending in the right area um or the right direction um couple big strengths um our chronic absentee has been dropped from 26.69 last year to 14.7 holy cow I do want to commend Meg Franco who has done a lot of work um I see you a lot Dr and Banick and I started this journey when I was an AP at um Northwest and
049so he's like this is I'm going to put this on your plate and then Co hit so then absent yeah everyone was absent no one was present so um and then we were recovering from covid and um so when Meg came I'm like Meg I'm first challenge I'm giving you is this one but she's done an incredible job um we've done little things last year to start implementing um but she we have a stu a school attendance in tardy policy um that we run I know all the school schols use it I know she collaborates with Kathleen as well um working behind the scenes but super proud of this but because we work best under systems so we now have a tiered system and holding parents accountable but also offering them resources and support if
050they need it in these areas so um super super proud of that um we showed an increase in our Ela growth um ra calculation um from 55.4 two overall to 59. 56 and then our growth for math was slight so this is kind of what we're targeting right now but so we have a program um it's all about following up and being consistent and that's exactly what we're doing um so we're also looking at some more personalized learning um and this may come in like the package of differentiation or maybe some different scheduling um individualized uh skill groups that we're offering now after school for our first graders and our second graders especially in the areas of el um Ela phonics and then math numeracy so um we have created th this new program this
051year where um before we had offer homework help for students but now we're going to do a skills-based um kind of tutoring service for them um the other thing is we are we looked a little bit different at some um at our data we prior prioritized second grade um in uh the area of reading also and um they're doing skills-based uh groups they teered those and the teachers they're actually like switching classes a little bit and differentiating homework and just processes so we're super excited about that um again always working to um provide and concentrate on school culture um that we inclusive and supportive um we Embrace diversity not just within the months of those you know those big months but every day all day that comes within our classrooms within the books that we're
052sharing with our students within our morning announcements um just making them feel you know and you heard it tonight from the students yeah yeah we got to Rack our rle and feel valued and encouraged to um succeed um and then oh just one more thing that we're continuing to do um just these work this workout Wednesday schedule that I have this grade level PE time it just provides um kind of a six- week swing schedule we call it so once every six weeks teachers are meeting and talking about academic data data then once every six weeks they're talking about Behavior data then specialed um articulation and then individual teacher meetings that Megan and I have with the teachers we sit down and talk about tier one and then they have time for grade level collaboration
053so I think that that really that designated time is helping um in the area of our growth so touching on each of those areas consistently yeah so that's it any questions that's I know I'm tired but it's good thank you so much no thank you oh my [Applause] god hello hello um I'm going to be sharing with you information about Southeast um so we just like to start by saying that we're incredibly proud of our staff and our students for their hard work and dedication to teaching and learning um as you may notice on the screen we have a lot of different student groups at Southeast and our teachers work diligently to meet each student group where they are at and to support their growth moving forward so as a school we had strong growth
054in our overall score increasing from 63 points in 2023 over 66 points this year notably our Hispanic and Latino subgroup continued showing strong growth um improving by over 22 points in the last three years and if you remember the last year this was one of our Focus areas so we're proud to see the growth that we've achieved so far and we'll continue supporting their growth um we also showed an increase in our math growth scores from 44 points last year to over 59 points this year um and some of that comes from the work that we've been doing so we had an adjusted pacing guide to ensure that we covered as much material as possible before they took the I test we've had data meetings to look at both Benchmark data and to look at
055IR data just to make sure that our instruction is matching what we're assessing students on and we' really utilized our instructional coach to support teachers and then also to do some co- teing to make sure that our curriculum is being implemented well our chronic absenteeism rate has decreased um we were at 23 points or 23% sorry in 2023 down to 16% of students count as chronically absent and so some of that comes from the work we've been doing with Comm um communicating and partnering with families and then we've also added in some additional incentives for students so raffle prizes ribbons um like a traveling trophy between the classrooms just to kind of bring some awareness and focus on this issue and then our El um progress to proficiency scores have increased by over 10 points
056from last year to this year from 67 points to over 77 points so things that we're going to keep focusing on um we're working to meet the needs of our diverse Learners with a focus on math lesson planning and implementation we're working with both math forall and Dr Jen Dale to support some intens of cycles of like lesson planning um instruction and then reflection on those lessons um we're also focused on our Ela growth scores so we're in the second year of implementing ccla as our new curriculum um so we've adjusted some pacing guides kind of similar to how we did with math like after we've taught it one year we know kind of what we can move faster through what things we need to focus on um and as a district we have a
057focus on um Ela like common assessments um both through our curriculum and then with a focus on writing um and then we also just have a continued focus on increasing attendance because when our students are there then they're able to access our strong instruction um so we're really proud of the hard work of all of our um staff and our students and are just really grateful for the community we have with our family staff and students at Southeast there any questions on that I guess these are just the graphs that show um the bottom right corner I just want to point out our math growth so the yellow is this year and we have had a really strong focus on math um so it's just great to see all the hard work that everyone's putting
058is really paying off so was this the first year that southeast's El population was large enough to be measured is that what I'm getting in it's in third fourth and fifth grade and that's where you see a GL year way to um children with disabilities just because we have slight fluctuation every year in that third fourth and fifth grade group um so yes that's why like they were on last year and now El is on and the children's with disabilities is not included any other questions okay thank you [Applause] Dr banic so just to um reiterate like thank you to my staff they did a great job and we had some great growth and they've done a lot of work to do that so I just want to start off by thanking them and all
059the work that they've done um over the past few years in terms of moving forward with the students um so we as you can see from our designation scores we did have a lot of great grow growth um so overall going from 59 to 78 so that was a great increase from uh 2023 to 2024 uh some of some notable things to look at our chronic absenteeism rate dropped from 20.4 to 12 which was great once again thanks to me Franco and the work that she's doing with that as well too also one thing that I'm really uh proud of is our gaps between our low-income students and other students decreased um so in uh 2018 we started off the the gap between like um all students and students in low income was there's an
06018 point gap in reading a 20 point gap in math so that decreased to eight in reading and five in math in 2024 so it's a tremendous growth and closing that the achievement Gap um other areas of growth that we're looking to continue as we move forward is obviously continue to improve attendance rates uh so we're still working on that it's a never ending Saga uh also focusing on math lesson planning so similar to Southeast we're also in the math for all so using that as a way to own lesson plans to make sure that we're reaching all students and we're also just making sure that um with the the pacing guides and things from the district working on that with the teachers to make sure if there's any gaps or anything we need to
061fill to make our students more successful and then one of our lower scores was in writing and so we're looking at the district this year is creating writing rubrics so just helping teachers put those in place and looking at opportunities for students to increase the amount of writing they do within the various subjects so and then these are just some of our scores so for 202 I see the black africanamerican are they included now in in 2022 the black african-amer are they are they included in the low income because I didn't see or it wasn't enough in that group so there was in in 2022 there was enough that subgroup so it's again it goes back to that 20 and so then in 2023 and 2024 we didn't have enough to to report that got
062it now got it thank you great thanks Dr [Applause] Southwest all right so I am super excited uh to be standing here before you to talk a little bit about this um uh it's been an exciting couple of weeks when the when the numbers came out I'm definitely uh had a feeling and had been flirting on this it goes up and down um but uh had a had a good feeling when we left after after talking to teachers and just um their response on how seriously the kids took the test and how much effort they saw um and so uh we did come out as Exemplar this year um and that is a testament again to the hard work um of our teachers um every Point matters uh and you've heard some of the the
063the things that have been talked about by the staff those those chronic apps and ISM pieces which account for 20% of your school report card um so we were at 6.6% Chronic absenteeism which puts us back at pre-pandemic levels um we were we're actually below pre-pandemic levels 2018 they started this um and we were falling between seven and 9% chronically absent so to be at 6.6 uh last year was really helpful uh for this um and that is kudos to Kathleen um and and Jackie is here also and she is on the phone in the morning after our teachers take attendance uh and sometimes that makes the difference between a kid uh getting there and and not getting there so it is it's a total team effort I'm trying to communicate that with parents through
064our through our Kino uh report card system with with Dan Lee um and just really seeing the total picture um uh for for how important it is to to be in school um I wanted to talk a little bit about SGP um because that's where uh the majority of points are available to you uh and and make a make a big difference so for for example for us um because we don't have an El population that 5% gets folded into our growth metric which means that 53% of our our school report C comes from growth so if you were to get all of your um you know growth points you would be almost 70% of the way there to exemplary um so 53 out of 84 um so you have to have those numbers um
065in order in order to receive that designation so the way they calculate SGP scores is similar to our uh our star scores and so what they're looking at is similar students and how quickly or efficiently they are growing compared to their peers so they take um same grade level same subject students who scored the same on their previous assessment so you take a fifth grade student who scored of 790 on their fourth grade I math assessment and they take all of the students across the state that scored a 790 on their math assessment and they line them up next to each other let's say there's kids and they say go start the school year and then the next year they take that test and they see the score and you get a ranking from 1
066to 100 that's your SGP score it's not how well you grew compared to everybody it's how well you grew compared to the kids who scored the same as you same subject same grade um so it's really important whether you're already proficient um in meeting State Standards or you are um uh exceeding State Standards you still have to grow and they're going to compare you to the other kids who grew and exceeded and and that's that's really important because we look at you know um just because a student got a five on I doesn't mean that they had a high growth score um so it's something that we have to pay attention to and so then they take the mean of um those SGP or the mean of each student's SGP and average them and that's
067where you get that Grill score so just looking and sitting in the back at all of the other schools and those numbers that are above 50% right in almost every single subject in every single School in our district across the elementary level means that our kids are growing faster than kids in other Elementary School Districts and that's awesome that is a district-wide thing right there and um so that that is how that's what pushed us over the edge this year and what we'll continue to focus on is making sure that we're touching all of our students whether they're in bucket one or bucket five um uh in terms of their performance um the the other thing that I think is just important to to note is um the proficiency data targets um continue to change
068in our state right so just because um we have received 100% of our proficiency points the expectation for all schools will go up each year until we hit the year 2030 um 2033 where the expectation is 90% um so it's really important that we keep moving kids from bucket one to bucket two to bucket three all the way up to bucket four which which is the those meat um that meat level of performance um because those are changing and if we stay where we're at right we're not going to continue to get um 100% of the points a couple years from now it's really important to think about um so we'll continue to monitor those various performance levels um in the effort uh that if we we know that if we move kids from level
069one to all the way up to exceeds that that will result in growth um paying attention to the um standards aligned instruction and assessments we spent a ton of time as a district collabor ating and making sure that our kids are getting the um sufficient at bats of challenging enough work um to make sure that when it does come time to sit for the assessment that they're prepared um and that is uh connected I think to our uh the curricular resources that we now have in the district the kids are engaged they're challenging um and it's really pushing them uh to grow and be better um and so we've talked as a as a as a a building leadership team just to think about what are the things that we're doing um uh because we're
070doing a lot of things well and how do we do what we're doing well a little better just continuing to make those little tweaks um because you know we may have gotten this this um designation this year but there's no guarantee that it's going to happen again next year we have to continue to grow um and continue to work towards that and um so these are some of the the charts obviously those Ela growth and math growth scores are are huge uh Mrs OA who's responsible for our fifth grade ELA here um as the highest uh uh SGP out of all the um subject and grade level areas so I don't know if she knows that or not but she did so and then you'll see that chronic absenteeism number get as close to 100
071as possible we're really shoot to get everybody there because we know that's important as well look at the the stair steps like each year you guys are hitting that number and then you're just trying to improve on it and that's just very impressive for sure yep and we've we saw we saw definitely with our math um now that the kids have have are going to live in Eureka starting in kindergarten um we're seeing as you work down the line the level of proficiency continue to increase our third graders were or our fourth graders were a little higher than our fifth graders our third graders were a little higher than our our fourth graders because they they've been exposed to that same program um they're speaking the same rigorous language and having those conversations about math
072so awesome thank you Dr Muller hi everyone Hi um so for the 24 school year CMS is commendable which we're very proud of um we will as Dr Carlson shared at the beginning um remain in school Improvement status for a full fouryear cycle as we did receive a targeted designation in the 22 um 2022 school year for the English Learners subgroup um but we do have a lot to celebrate tonight um so I'll share a little bit of our strengths and our areas of growth and our action plan and then when we go to the other side with the graphs I'll share some other highlights um that I want to note so overall our summative score for all student groups saw growth so we had 59.7 two points last year um and now we have
07364.5 five and overall the two celebrations I really want to point out is the significant overall growth with our former e students they had growth from 60.92 to 78.4 6 almost 20 point growth which is great and then also there was s some significant overall growth with our um although there might be a Tyle on there maybe there's a typle on my notes um with our low income students from 56.63 to 65.6 4 which is great and then math math growth is really the celebration tonight we saw significant math growth um all student groups Grew From 3733 to 53 um 36 which is almost 16 points which is great and then we had some major highlights um with some of our subgroups our children with disabilities went from 38.87 to 49.2 our black and African
074American students had growth from 38.5 4 to 49.0 n we also saw significant overall growth for our in math for our former e students with growth from from 36.380710 and then we also saw growth um in all student groups for our attendance so last year we got 59.6 four of the points um and this year we got 68 point One n so 10 points growth which is great um our main areas of growth are related to um Ela growth um last year was year one in springboard implementation so we do expect to see a year one implementation dip so we are going to continue to work um on reading growth through intentional planning our Common Assessment analysis and just again a focus on our high quality tier one instruction and then there's also um a
075huge area of growth uh that we need to focus on with our children with disabilities specifically in math and Ela proficiency and attendance um so we're going to Target and address our students with disabilities through the following so math for all CMS is one of the um schools participating in math for all so we're going to continue to engage with that and that should have a huge positive impact on all of our students but especially our students um with IEPs since it focuses a lot on differentiation and then we're going to continue to intentionally plan so Megan lock and I are going to continue to work with our um students in our co- talk classes to just make sure that they're receiving access to grade level content within those classes and ensuring that they get
076any additional support they need and then through um Becky's group the academic Bridge subcommittee group will also continue to work on academic proficiency and growth at the district level so to make sure students with disabilities K8 are have access to grade level cont content in our growing and then also attendants so the Deans and our associate principal will Target attendance intervention specifically for students with disabilities and then just some more highlights on this screen um so for our overall summi of score we did see again significant overall growth with our um limited English proficient students and they had growth from 38.6 two to 55.2 so that's almost 16 points um and like I shared earlier our low-income students also had growth about 10 points so from 56 to 65 and then for math um there
077was again significant overall growth with our Hispanic and Latino students they had growth from uh 34.2 4 to 63.7 four so that's almost 30 points of growth as well um and then for attendance we did see um significant overall growth in attendance with our limited English proficient students um last year we got 38.7 two points and this this year we got 60 so it's pretty good um increased by 22 and then there was also for attendance significant overall growth um with our students that um identify as two or more races from 53.85 to 83.33% any [Applause] question do you mind if please I just want to give a shout out to like all the staff of course and I I in my tenure on the board one of the very first things I remember Dr
078Woodland and Dr Carlson wanting to tackle was this idea of like curriculum vertical integration and that's a really fancy way of saying like making sure they like what they're learning in kindergarten is adaptable and talks to them the whole way through 8th grade and I just feel like what we saw tonight was like proof of concept right there and so just like massive Round of Applause to [Applause] everybody thank you so much and I do my principal team is Rock Solid so thank you so much for all everything you do and Dr Carlson definitely needs a call out on this the amount of work I vividly remember my lising tours my first year and the teacher saying we need to look at curriculum and I'm like yeah we do and so that's what we did
079and it's been a great journey but I really appreciate the teachers being willing to jump in and take the heavy weight because that's what they do every day so thank you so much job well down guys yes thank you awesome can we do something for our schools that just like kicked all this butt like as a board is there like a of course we can a reward or like a a morale push or something that would be valuable of course we can can our principles give us some ideas like in the next couple of days to make this a timely celebration of course we can I love it it's Brant great idea I'm excited to follow up or follow after um those presentations and kind of piggyback on the sentiment that um working with this
080admin team is amazing and even District office and and Ashley and a lot of that work we do on our specific committees and how everything Blends together um not just for you know students with disabilities but for all of our students um so as I talk about these you know some of the updates in my committee we'll kind of talk about that job job embedded PD that um Jen and Ashley are so gung-ho on that I really feel like has made a huge difference within the district so um special education committee update I again I'm not going to read it because I feel like every time I give an update but I do put the purpose in the vision of our committee um we have kicked off um the whole committee twice our first kickoff
081was in September and then we met in person as a whole group in October and then our subcommittees most of them have met already in November December and then we'll be back together as a whole group in um January we have eight new members um we had a couple um resignations last year as a district and we had to recruit new members um so really took that opportunity to kind of diversify our group um we had a Dean join our group we had um an another El teacher join our group two Jed teachers which we really were kind of looking for those Jed teachers to join um I'll talk a little bit about our uh least restrictive our Aller subcommittee really focusing on prek so wanted to recruit some of our prek so added a
082pre or early childhood teacher and then two prek parent professionals so total eight new members which you're very excited about um so give you a little bit of updat our AC academic Bridge which um Jenna Mohler kind of referenced as well um so their goals are continuing to focus on increasing um student achievement is measured by the mclass which is our K1 um District assessment and our star reading and math for all k38 students so we've been doing a lot of professional development um so math for all we're doing um at specific schools um they've been focusing on PD for co- teing at CMS and then specifically designed instruction um and diverse Learners specifically designed in through for K through 2 um specifically designed instruction for 3 through five and then Middle School um similar
083um goals in regards to that just kind of gen Ed special ed it's specifically designed instruction is just an approach to teaching that meets the needs of you know our diverse Learners um and again I feel like this this PD and this support is not only for our special education teachers but also for aana teachers because we just have so many diverse Learners um it it has three core elements content methodology and delivery um so I really feel like that has been huge and beneficial providing that for all of our teachers and then doing some more deep diving into you know accommodations versus modifications um I think that you know what I've said to to our teachers for so long is we're so used to the same accommodation or the same modification for students but
084we need to be creative we need to think out of the box there's so much out there um explicitly teaching so we're really trying to um teach our specifically our middle school students to be to Advocate more for themselves and what they need so really explicitly teach teaching them how to use their accommodations or ask for those accommodations track those accommodations and then show them how that can make a difference in how they that you know they do educationally and then consultation time so a little bit of what Jenna said and I think we're doing this at CMS specifically but we're doing this across the district really trying to support and find times to support our general education teachers with planning instructions for students for the students for our students that require um that have
085disabilities so they can access the curriculum access their accommodations access their modifications so um that may look like more problem Sol solving meetings just some standing times within different buildings for staff our staff to be over there and kind of um problem solve through some of those questions again making sure all our kids have access to um grade level curriculum and that they can um be successful so our behavior subcommittee um so our behavior subcommittee is really um the goal is aligning to all of our students with individual Behavior plans um we all of them H currently have goals um that address um their skill deficits that um would require them to have the behavior intervention plans so we are looking for those students to continue um making progress towards those goals goals um through
086month monthly um quarterly goal updates progress monitoring um again a lot of PD that we're providing we know that we have different students that are coming in with different needs across the district um we've provided a lot of behavior management training um to our new teachers always um but we're also providing that to some of our second third and even Beyond year teachers um crisis deescalation training trauma and form training and then some other goals that they have are targeted behaviors you know lots of teachers love like you you can't even make up all the scenarios in regards to behaviors that you see in the classroom but there's some behaviors that you will see across the district so kind of running through some of those Target scenarios and how we would respond to those how
087the bcba or behavior interaction respond to those um videoing those responses so she could model and Coach um we're going to continue our neurodiversity week with our student that was a huge hit last year um with our student lessons um we are talking about how we can streamline some data collection procedures at like the tier two and tier three level for students struggling with behaviors wanting to make sure that um we intervene early enough um and then create additional parent communication regarding PBS practices so these are some of the goals and tasks that this um subcommittee would like to do throughout the year some have been done already some are still a work in progress and then the LR committee the least restrictive environment so our goal is to increase the number of Early Childhood
088students receiving services within the general education um so typically in our prek PL prek classrooms um students receive academic and maybe some social emotional support but we're really looking to um relook at all of our early Childhood Program um talk about inclusion what is our program philosophy now um establish some new systems and supports revise the program and standards and then providing like ongoing professional development to support high quality preschool program so we've done a little bit like out in the community looking at other preschool local preschool programs um talking about how they embed their service providers into those classrooms to make those students successful so um those are some of the goals in regards to that subcommittee and then our high quality I AP committee so they're continuing to progress um to Monitor and
089do the audits um random audits on our IEPs quarterly so we are focusing on increasing from progressing to Mastery and specific our specific IEP goal statements and our present levels of functioning um so one of the things that we noticed last year we have a lot of um the procedural things in our IEPs but we need to make sure that our IEP goals and present levels are aligned they're aligned to grade level standards um their benchmarks make sense they're developmentally appropriate um so that's what they're going to focus on this year um when we talk about PD opportunities um we're looking for more PD opportunities specifically for special education teachers on how to um use their specific data to um write those goal statements and those present levels of functioning um send to staff oh
090like so one of the things that we talk about all the time is there's not enough time there's not enough collaboration um especially when you're doing your IEPs a lot of times you know teachers are obviously busy in the day teaching their plan time is for plan you know we're trying to talk about how they can like spread that out and maybe you know work on bits and pieces of the IEP over time and not just crunch time um so one of the things you're talking about is just making sure that we're sharing those Resources with teachers as much as we can finding opportunities if we have a great PD to BL out that time whether it's during a PLC or a teacher Institute to watch that PD on um or you know go over
091that PD with staff but also giving them those um PD so they can watch on their own if they'd like um continue to promote goalbook that's a resource that we um bought last year that and highlight the new and updated features um one of the things that they really focused on last year because of feedback was like speech and language goals and aligning those to standards and things like that so they're always updating and always have like really short PDS um and resources so a lot ofcl resources they've had now to like rubrics and things like that which is something we're always looking for and then so we'll continue to audit the IEPs quarterly um we do like to put out the staff Sur surveys to our special education teachers to see what they're interested
092and getting more of and then collecting our gold book analytics so last year um when we looked that our gold book analytics they were like through the roof I mean we're really utilizing that so it was exciting I mean you could dive down a rabbit hole and spend a whole day but like again like sometimes you just need the time to do that so making sure we're we're finding those um times like bringing their data so then they use that hour of the PD we're providing to kind of go down the rabbit hole and goldb for specific students so those are our updates that's it and of presentation thank you very much wow that was a lot too no mosque row everybody's making things happen keeping keeping it moving keep it moving I know I

095yes and I believe I got a I got a message from Bill Rosland that they were being installed as of last week and this week finished so all 36 Vehicles will have a camera inside excellent front view as well as back and he sent me photo proof that's great and so that was good news I just said have he that and said let the board know yes they we're they're almost finished I'm like okay they'll be happy to hear that and um so um we also spoke about an incident that happened in the cafeteria um there they had a plumbing issue um where the drain was backed up and they had to call out uh a plumbing company to fix the drain with a plumbing company put some acid in the drain put a lid
096on it right put a lid on it and caused the explosion in the cafeteria area the kitchen and it's bad wow so wow they are um don't really know what happened but like everything just saw DAV like this brand new St kitchen cafeteria kit to really good kitchen like everything but they're fixing it but that yeah but yeah but however yet whatever they have to avate the oh gosh dig down and pull up the PIP because there was cement because there may be some compound in there that shouldn't have been there shouldn't have been there and they don't know how far how long how much oh no okay they said that um the co-op will not have to pay for good I wrote that down so so that was the flooring too the flooring did
097not have to pull up like it's bad so is the like cafeteria out of commission then it's out of commission and but they have the second floor cafeteria right that's right still serving the food so not hot meals but they're still serving um free breakfast and lunch for feeding our students yeah so yeah that's that was an interesting meeting that was interesting yeah it's kind of bad okay okay wow I love that that was it so it's not coming out of the budget no but it is causing trouble with dat day I mean they're still able to serve the students and um you know and the students are not in that area of course so but just the just looking at the pictures they cannot keep their asset canot get that asset those are two

099I know that we got our snazzy lossy 24 2024 resolutions committee report um I did resend them via email email today sorry today sorry um so um it feels like so this year they decided to do all of the do adops first and this is for the delegate assembly at the conference is coming up this weekend so delegate assembly um 850 uh plus school districts in the state um have the opportunity to send a delegate to the delegate assembly at conference on Saturday that's me and it's cool I love it I love the process of it and I've been doing it I have a lot of pins I um so I've been doing it the whole time I've been on the board which is this will be my eighth year um I got a lot
100of pins um but it has evolved in that time as well and so this year they grouped everything in do adops first um and what I do want to say is as a reminder as with our board meetings and agenda the do adops are part of the consent agenda so at any moment when we are going through this at the delegate assembly a district can stand up and say I want to I want to remove it from the consent agenda and so it will be addressed individually and I got to tell you that happens to almost all of them we we we like and that's fine like that's the whole point is we should have those conversations um so they the do adopts mean that the committee are recommending that we do that the assembly
101does adopt them but yeah there's like it will they'll all be bumped it's fine it just makes it go a little longer but it's fine um and so that being said even though they do adopts I want to hear from my board because if I do get an opportunity to vote I want to make sure that I'm voting in our voice right so okay so um the first um item is dual language and this was from a very specific High School District um it was the iasb shall support legislation affirming the attainment of the um Illinois state seal of literacy what's happening in this district is that they have bilingual students and even though they're not studying to be proficient in Spanish they are receiving instruction in the Span in Spanish for their poor curriculum
102topics so they're getting multiple classes in Spanish during their class during their day and so this District wants to then make it um that they're getting their dual language program because they've received non- language classes in Spanish in Civics AP History geometry Etc so I was like okay right that made sense to me um and District or I I mean it applies to everybody else too but um everybody else would fall any other District that has a similar situation and it's high school but again we all vote on all of it so yeah but it's a good question so thank you um number two is the evidence-based funding authorized charter school funding um and the do adopt is that the iasb shall urge adoption of evidence-based funding for State authorized State authorized Charter Schools as
103well so um it's not just like random I feel like opening a charart School let's have fun kind of thing it's it's yeah it's purposefully um and just like every other public school in the state addressing areas of student need including lowincome special education and English learning education so it's just sharing the funding with them as well so does that make sense you're not liking Charter Schools I don't like Charter Schools okay all right so I got I got five to one and that's okay um I'm a little frustrated with it but I do understand that if it's a student in Illinois that falls under those you know that falls under the evidence based funding areas then but noted fair enough all right um so I hear 51 so are charge schools under IB as
104well if they a state approved Charter School like if the state is kind of like overseeing the charter school then they would fall under the umbrella of the state of Illinois if it's like a private charter school that's funded by private Corporation then they would not fall under that umbrella because they're being funded from private Source like maybe Microsoft and they don't need evidence-based funding because they got Microsoft they don't get they right exactly um number three on the um do adopt is um Tiff accountability and I was like oh we just did this so um it is tax Inc financing accountability it was um a skoki school district 69 the iasb shall advocate for the Illinois general assembly and Governor to enact legislation that reforms the Tiff process in a manner that is sensible
105and responsible keeps Community whole keeps communities whole and prioritizes accountability to taxpayers so we just went through the Tiff process and it was straightforward it was it was not quick but it was straightforward and um and it worked out well but that's our experience and it might not be the 850 other District's experiences and so um this was actually 40 years since the position statement was adopted and it's been 30 years since it's been amended so like it's time um so the committee determined that the school districts face numerous challenges as it relates to to tiffs including overuse length of tips tiffs Etc so yes we need to make some changes yeah do that seem fair I thought so like um and again having just gone through it with a positive outcome I can imagine
106how it's not positive in many other districts so um so last year we had um something come through that was about the um centralized state agency for employment history reviews I I remember we had that conversation and so it's coming up again um so we looked at something similar last year and we will see another one that's also similar on the do not adopt because it's the same right so but keeps coming up so I think we need to work on that right um so be it resolved that the iasb shall request that the Illinois legislature require the is isbe or other appropriate entity create a Statewide database right so we didn't want to use the DCFS one we talked about that like last year that was the option and we know we need one
107so let's create one that's what that one is also um give the opportunity to ship some of the liability in the end true because if it's a database that they build their support and we ran through it and we did our checks and balances you know and something came up later yeah it's on them versus us doing our own checks on on us well said okay y that makes sense um okay uh and excellent number five is HealthCare coverage um that there should be created a unified health plan for school districts to up into there isn't one okay right like and there probably should be I was like and they're proposing CMS right the State Health Care System um so because I was a little bit confused on that create a unified health plan for
108school districts to opt into to provide Equitable insurance coverage to all School staff across the state committee determined that the high costs of providing high quality health insurance to District employees and The Limited availability of insurance plans for school districts in multiple counties is a serious problem so essentially you want to create your own plan where all Educators could become members yeah therefore you have a large network of coverage that you independently kind of like own and operate and now you're not having private insurance companies who would be taking something off the top of each of those making the districts pay extra fees so they can remain yeah you're just going to sort of pull us all together make it cheaper so kind of like the the county does now with with County employees and
109the state does with state employees they're all part of a central management where they could be better question I got you competive so no I was just trying to figure out if that was part of the state system to join the state system or is it a individual separate system that the schools will be creating I think their schools would create resoled require Illinois Department of central Management Services to create a unified Health Plan okay okay so I don't know if theyve answered that no I mean but it would be better um so the actual document has like seven more paragraphs um so if you want if you want to learn right alone it's out there I'm just saying it's all available um number six on the do adops was the amendment to POs to
110position statement 708 and that was if your schools if none of the schools in your District are polling places right now they're still required to be closed on Election Day and now if none of your schools are affected by that you don't have to stay closed so we could use that day like if none of our buildings were being used we could use that day give it back to our I like that day off give it back to who no no I mean we it be a student attendance day so you were required the students comeing in no but I just feel like that c that's a slip for the slope I feel like to creating more problems with getting people out to vote true now that was my thought too is if you might
111have to have daycare you might have to schools are closed our teachers can vote in their own communities abolutely without taking them okay so we would actually prefer no that they stay closed yes on Election think I didn't think that I just thought about oh that's kind of a waste you know everyone having to it enhances access to democracy Absol I mean everybody's required to be two hours of right two they they can I think allowed to have two hours off vote I like you guys that's awesome okay so they are so we would actually say that they're saying vote but so we would say no them make them closed okay love it all right if I get the chance I will speak with our voice I love it um so next are the resolutions
112that received a do not adopt number seven was cell phone usage and again all of these can be yanked and they could still be appealed so even though it's do not adopt right now they're not on the agenda but anybody can stand up and say I want it on the agenda and it'll go back on the agenda um cell phone usage specific spefically school districts will be required to create a policy that states that student may not use wireless communication devices during the instructional time so the argument uh is understandable however the committee didn't support a Statewide mandate so that was there whenever they start using musts yep that's that's L me sometimes is an educational anytime we start saying and those are the ones that never make it when when when we start saying
113must like yeah um Okay so must is do not adopt okay so do not all right um office let's see office of Inspector General South Cook division the iasb shall support request and encourage legislation to develop a state funded office of Inspector General so all I see is dollar signs right and so why it's a why it's a do not adopt is what I'm hearing support the Do Not compelling arguments were shared to establish no IG but there's a laot there are laws and processes in place already that apply so like don't need to do this because there's that's exists in other one and departments that don't exercise and enforced those laws we don't need stff that they don't utilize to do they're supposed to do why would we build another one I hear you
114um okay so no uh nine is Faith's law so ehrs the um employment uh this the database that we talked about so this is just a repeat yeah flipflop of and then number 10 Rachel and I had a little chitchat about this because I sent it out so right now um right right now the proposal is to create require all Schoolboard candidates to have a criminal background check before submitting their petitions it makes sense to me I'm sorry but that seems like a slam dunk the argument for do not adopt is that so I really want input on this one because I'm not sure which way to go the Do Not adopt is because it would make it a different standard from other elected positions because other elected positions don't require background checks which and
115that I know it's a good idea on the service as it sounds but it impedes democracy in essentially it should have because there's no other office including of the United States who has go through a background check before they can run for it should be something where it includes like only things that involve like detriment to children because I think that's the that's the point like when I go get my fingerprints done as a School employee like that's what they're looking for and I think that like if I'm going to be a school board member I'm going to have access to building so I'm G have access to Children potentially so that I feel like should be a Line in the Sand now I think that like anything beyond that scope is something that does
116not affect my ability to have this position or my ability to have a voice in the community um so I think that like there should be a search but if they're going to do it only to a certain extent where if I had like you know issues 20 years ago where you know maybe I had a weapon in my car nobody was hurt like that would not fall under that same guidance because it didn't involve me affecting children so what this says too is that they would have the require all School Board candidates to have a criminal background check before submitting their petitions right but here lies the problem who writes the rules who's going to write the rules who's going to govern the rules so in other words just like you said you do
117the check you might have something slightly in your background 20 years ago is that a disqualification does that disqualify you or not or question who writes those rules now so does the state of Illinois write the rules or what are when you do a background check what would be considered a disqualifier because that Dan impace democracy once again you know and that's why in elections and when you're going through your candidacy it's left to the people and left to the person who you are running against to do their due diligence to dig into your own your background and discover things about you as same as as the people can because if you left it to the government then the government would use anything possible that they could use to disqualify that candidate so their party

119and there there was State language so I guess that there is a policy for getting that if there's an issue with somebody who gets on the board got it um you know like David said it's one of those where I feel like again to limit some of those things beforehand and kind of blanket appeal I do think it's an issue I mean I do see like if again the the access to Children is the thing that like really kind of gets in my bra concerns me um you know and it's would be one more page in my packet yeah I was going to say for those of you that just submitted your paperwork again so so there is there are checks and balances if they're actually elected is the thing so this would be the
