as a means of negotiating a fair contract with the board of education so we can turn our entire focus and energy to our incoming students the Board of Education notified us of its request to open this contract for negotiation 17 months ago in February 2022. our association used that time to survey members research comparable districts run numerous calculations and projections and prepare a package of proposals to bargain once the sessions began with negotiations now halted after nine sessions and not resuming media until mediation begins on August 1st we're requesting the board's team be adequately prepared to negotiate a fair contract during the mediation process so our membership will be able to vote on a tentative agreement with the board before our contract expires on August 14th which is also the first day of school the
board should be aware our association filed a 45-day notice with the Illinois Labor Relations Board on June 22nd notifying the labor board our contract will be expiring the final notification filing in this part of the process is a 15-day notice which is fast approaching on July 30th ultimately signaling we will be working at the beginning of the 2023-24 school year in District 100 without a contract again we call in the Board of Education to be amply prepared to begin mediation achieving a fair contract for the teaching staff is ultimately in the best interest of our community our families and our students before this situation negatively affects the 2023-24 school year foreign [Applause] thank you for your public comments this evening and we appreciate your comment in regards to contract negotiation we want to make sure
Fenton has a fiscally responsible budget so we can continue to provide our students with the robust academic and extracurricular programs we are caught in the center of our fiduciary duty to taxpayers of Bensenville and Wooddale we have great teachers at Fenton and we will continue to support our teachers and provide compensation that is both Fair on both sides thank you next item is recognitions Rick good evening creating a charitable Foundation is a goal that we've had for quite a while it's a fantastic mechanism for generating non-traditional funds for causes such as classroom mini grants and college scholarships uh James has been instrumental at keeping this goal in the Forefront and making sure that we research strategies and come up with plans then one day out of the blue I got a call someone who took
one of our alumni building tours said that her friend had set aside some money and wanted to create a scholarship but he didn't know how um we assist with outside scholarships all the time and coincidentally thanks to a lot of James's leadership we had just researched a bunch of ways to manage our own philanthropic endeavors so the timing was perfect a seed was exactly what we needed today we're going to recognize Bill Curran who graduated with the Fenton class of 1956 and his wife Joyce balinski balanski correct yep she graduated with the Fenton class of 1960. we have a large plaque on the wall by the front gym honoring Bill's brother Patrick who was missing in action during the Vietnam war in 1969. he was flying a reconnaissance mission when his Tower lost radio contact
it wasn't until June 1996 when his crash site was finally identified the area was excavated two months later but the remains were not returned to the United States until June 2002. thankfully Patrick Curran is now resting in Arlington National Cemetery Bill and Joyce are the perfect examples of Fenton family they have returned to bison country to create a scholarship fund so that Patrick's Legacy can continue through a lot of our exemplary students now and in the future Patrick Curran was part of the Fenton graduating class of 1961. he served as student body vice president and he participated in football wrestling track volleyball and theater we provided bill with six finalists for this inaugural scholarship he was to choose three in an exciting turn of events he decided that all six of them were worthy of
getting some assistance in their causes for changing the world each of these students possess skills goals or character traits that reflect the person Patrick Curran was or had one day hoped to become if he'd come home I was a tad nervous after our senior awards banquet because once we were done Bill kind of got swallowed up by a large group of people who wanted to shake his hand so uh obviously Bill we've done some outstanding work we're proud of all of our alumni but we're especially grateful to you and Joyce for being the first of many noble causes that our Fenton foundation will have the privilege of overseeing so I look forward to working with you in the future next year comes around and we can help cultivate some more Future Leaders so if you
like it's unlikely that my classmates of 1956 would have expected to see me up here and doing this and probably not my wife either but life was good to us my brother Patrick was close to both of us and it's only same fitting way to remember him Fenton uh and Bensonville and Wooddale were relatively small community still is although it has grown rather substantially since 56. and we look forward to continuing uh these scholarship Awards on behalf of my brother Patrick thank you [Applause] if you could go around with Mr Cameron good to see you yeah thank you very much does it means can you see again okay thank you [Applause] oh yeah good morning all right next we have FCCLA if I can get Esther Isabelle and Sophia [Applause] all right family careers and
Community leaders of America commonly known as FCCLA is a career-based club here at Fenton Miss Kelly Engel is their faculty sponsor but she's unavailable tonight the newest addition to the Engel family is due any day so she's at home resting but I know all three of these students and I'm confident to say that they are among the hardest working students we have and they are outstanding ambassadors to our school I have a statement from Miss Engel that I will read today I would like to honor students Esther Zachariah Isabel karjecki and Sophia Diaz and their accomplishments this past spring semester with FCCLA FCCLA is a National Organization where students have the opportunity to explore career opportunities and build Real World skills by developing projects engaging and participating in events and competing regionally and nationally for
scholarships and awards the work of FCCLA helps students and teachers focus on a variety of Youth concerns and career Pathways such as education Hospitality Human Services and Design on February 10th Esther Isabel and Sophia competed in the career Pathways of Education in the children's literature children's literature Regional event at the College of DuPage Esther complete competed solo and Isabel and Sophia competed as a team all of the students were required to submit a lesson plan of a storytelling experience and then perform their storytelling presentation in front of a panel of judges this is definitely not easy to do considering they had to pretend there was a class of children in front of them but invisible students Esther Isabelle and Sophia all advanced to the state competition which was held April 14th in Springfield Illinois Esther
was awarded with a bronze medal in Sophia and Isabel were awarded with a gold medal not only did Isabel and Sophia receive a gold medal ranking but they were also awarded as most outstanding from their panel of judges Esther Isabelle and Sophia took great initiative with developing a lesson plan creating beautiful props memorizing a children's story and much more to create an engaging engaging storytelling experience for young children Hester has been a dedicated FCCLA student at Fenton and I Kelly Engel am excited to say that she will be attending the University of Wisconsin in Stevens Point next year to major in family and consumer Science Education Esther has expressed how much her family and consumer science classes and teachers have made a positive impact on her High School experience and her future career choice Isabelle
and Sophia are also active in the family and consumer science department here at Fenton and will be finishing up their High School careers next year hi Kelly want to thank administrators at Fenton who do who not only support and see the importance of FCCLA but also the family and consumer Sciences Department as a whole I can't wait to see the years to come how FCCLA and our family and consumer science department will continue to impact students and Inspire them to chase their career goals and make a difference in the world thank you Esther Isabelle and Sophia for your hard work this year and everyone else who listened tonight [Applause] so we'll take them out for the picture go up and around there we do a lot of pictures here right here Massachusetts that's fine there
we go right next time [Applause] thank you our next item is informational items James sure we have five items here first up is summer school update Mrs Ward um second semester will start on July 5th they go through the 25th we'll have full numbers for you in August once everything's wrapped up and all the credits are counted but from what we can tell right now we have close to 300 skating in the two semester semester combined so about 50 of those students are incoming 8th graders so they're here to get oriented listen skills you need some new friends make some connections so Graham's lit math skills which is a two semester program for freshmen our multilingual program which we've run before but this year it's a little bit different because we're partnering with with minds
and District Two teachers with our kind of teachers Margaret Vargas is doing that so the kids are really you know those are the types of students who want all students but particularly our multiple students make sure that are transferring from one building to the other they're doing a lot of fun stuff in the culinary labs and things like that so and then we have our new program we have about 30 students that are taking some requirements to get ahead so they can take drivers to Ed and consumer edit so that you can get those out of the way in the summer so they can do different things during the year and then of course the majority of our students are working on credits so we're running classes in math English and PE and then our
program which also has a lot of students in them one other thing for private event about summer school is that we're really offering our kids the whole gamut of services not everything that they picked into school year but pretty darn close a lot of schools have problems Staffing their summer school and so sometimes you might get somebody who's not necessarily a math expert to do math but at Fenton we have our English teachers and our Math teachers teaching content area we have special education and El supports for our students we brought in additional Math teachers and special ed teachers to help support the math students our courses are personalized and flexible so I think we think of like the whole school for the summer school and kids just um in a lot of these classes
so that if they already got a scope during school year they just have to show individually the ones that I missed and then when I finish they can leave early or they can move your accounts Okay so it's like that and you have morning and afternoon sessions so there are some kids who call in from five to eight pm so that works for some students for their a lot of times during summer schools do you finish a class or being in credit they can go over schedules and elsewhere in that of course to make sure that they're fed with breakfast lunch and dinner even session so it's really going well Peter Castro was a summer school principal and so thank you Kate next up is water mitigation project update earlier this evening as you guys
know you were all present we broke around in regards to our water mitigation uh project and just wanted to again thank the board for having a vision the courage to move this project forward and just wanted to reiterate for the folks who are watching on the other side of the screen is that why why did you guys do this and what was the reason it's because we had the water issue we had a flooding issue it was destroying our building or destroying our campus our parking lot our Fields what does that really mean it hurts the learning of our students so bottom line that's that's why you good folks took care of that on some other notes um a little bit more detail-oriented we had our first construction meeting on Tuesday we're going to have
these Tuesday meetings every two weeks with our construction team and that construction team will consist of the gilbein construction company Str Architects Erickson engineering and our Fenton administrators this team will meet every two weeks as I stated and for the next two weeks the focus of the project would be Demolition and digging as you know we have huge water tanks that that has to start digging we also did some soil burning samples and it looks solid okay it looks stable which means there are no issues thus far fencing has been placed around the work area to keep our staff our students and our community safe um next up is stem project update here okay as you know um you also approved this board C uh continues to move forward uh Fenton forward in regards to
facilities uh the stem project update has uh started uh just real quickly when there is a new building being built in this case our stem Wing which is a two-story Wing 34 000 square feet there is a process and this architectural process takes six steps as you see on the board they are pre-designed and planning schematic design design development construction document construction Administration and occupancy when the building is built now this happened with the water mitigation no we had to dig a big hole and put a tank underneath so really not much there so right now we're in phase two of the of our stem Wing project in this process is what we call SD schematic design and it consists of Administrators and our Architects the focus of St at this point is the floor
plan big scope Big Ideas and the needs of the district is also integrated with with SD there's once again a big picture idea how many classrooms per floor what type of classroom and the floor layout of of these the first and second floor next slide we also are visiting board as you know you've started visiting school districts in regards to facilities for at least a year and a half now this summer both June and July we're taking our division leaders and teachers inviting our teachers to also visit some some stem Wing districts or stem Wing classroom in June we visited Stevenson's high school as well as Vernon Hills we'll have another outing two more schools in July and we'll continue to invite both teachers and our division leaders next slide more stem Wing project here
in this one is related to our bond sale and I'm going to hand it over to Mr Martin stem project happening this is how we're going to pay for it with with bonds the board heard a comprehensive preview of it last month in terms of the timeline what that might look like so here it is so on June 27th this past Tuesday a competitive sale was conducted there were three Financial firms that did bid on the bids or the bonds for sale FHN Financial Key Bank and Robert Baird FHN came in at the lowest total interest cost of that 4.050930 percent so they were pleased with the turnout anywhere for this size of a bond issue from three to five firms they're happy with that type of response so that that went well um the
details of the bond proceeds that was just happened and this is the first phase net proceeds of 14 million five hundred thousand dollars they are tax exempt the payments won't begin until next fiscal year so next July will be the first payment for these payments out of our operating funds um the call provision um first time at first point we can look at refinancing them at July 15th of 2032 so about 10 years out nine years out we did go through a rating profile with standard and poor so we did Elevate our rating to double A Plus which is the second highest rating so we're pleased to receive that rating I think that helped with the sale as well and the interest in in our bonds our financial advisors everyone is aware I think PMA
Securities and the underwriter is going to be FHN Financial could you go into what contributed to the AAA Plus rating you know one of the things they do I think they looked at well they look at a number of financial pieces our audit our budgets our stability of the district the community at large the tax base you know the community itself the offerings and the growth so all those things kind of get rolled into the financial analysis by s p and they do an evaluation there's an interview with them a comprehensive interview but a lot of financial components it's a great piece to go through particularly if you're newer to the district too to learn a lot about the district and the community and and the tax base and all the financial underlines the largest
taxpayers and that type of thing all kind of falls into that rating so great question and it's a good experience to go through and really do a comprehensive study really of the district's Financial Health so the next steps the bond sale delegate approves results our delegate is our board president June 27th he signed off on that yesterday Chapman and Cutler they're the legal firm representing Us in this matter they'll prepare the forward closing documents on June 30th the district will study them have an opportunity to review them we'll return the signed documents that Chapman and Cutler by July 8th and then the final closing will be July 18th so the closing will happen the 18th The Raid will not change but that's the final process in going through all this will happen on July 18th
thank you Mr Martin Nick 4.05 percent was the average and back in May I should mention uh the the estimate at that time was 4.24 so it did drop about a point two percent age of what it was estimated at uh a month or so ago very nice thank you thank you Mr Kovac next up is a summer facility projects on top of the water mitigation project and the stem project we are also maintaining improving the facilities for this upcoming school year so we did that by photos just real quickly a photo that's not up there as you know we do tile replacement every year this year we're doing social studies as well as science that will take place in about two weeks and and the plan is to get it done by August 1st
top row left side there that is the PE slash ad office we're putting up walls putting up more technology there so it's more orderly and sectioned off it's a bigger space for our staff and quite frankly there's Windows there so a huge Improvement also with our staff there they will get they will be getting new furniture um next picture in the middle that's the wrestling room I do not believe it has been painted since 1975. it's done so what you see there is Fresh coat of paint uh the the white the orange and the blue stripes there as well as the ceiling we're planning to do the same thing with the field house once again probably has never been painted since 1975. the ceiling the walls will all be cleaned up and painted as well
the huge huge thing for our students and our and for our coaches bottom bottom row left picture that is the art office more LED lights there a new door more windows and new coat of paint there bottom row right that is our life skill classrooms as you know about three or four months ago I reported that the nedsec the life skills class enrollment has increased for the next five seven years netsec will be releasing two classrooms instead of one because of the high enrollment and we need to connect those rooms together so Tommy Coble and Jose got a big hammer and just knocked down the wall there no we we have our boats doing it professionally this should be done in about two weeks so some of that project that's going on here in regards
to foia we received three foia since last meeting first one is Prairie State Wire basically require requesting for all Dei communication Dei stands for diversity equity and um diversity equity and inclusion in regards to invoices and payments or contracts since January 1st 2019 that has been resolved smart procurement is a quarterly vendor request that we receive every quarter that has also been resolved and lastly NBC Chicago they're requesting for foia documentation regarding lawsuit and settlements from public records challenges from January 2013 until the present we have nothing on file so that also has been resolved any questions thank you it's all Mr President may I have a motion and a second to go into closed session for the purpose of the appointment employment compensation discipline performance or dismissal of specific employees of the public body
or legal counsel for the public body including hearing testimony when the complaint lost against an employee of the public body organs legal counsel for the public body to determine its validity however a meeting to consider an increase in compensation to a specific employee of a public body that is subject to the local government wage increased transparency act may not be closed it shall be open to the public and posted and held in accordance with this act five Illinois CS 120 Slash 2 C1 also for the purpose of collective negotiation matters between the public body and its employees or their representatives for deliberations concerning salary schedules for one or more classes of employee five Illinois CS 120 slash two c two moved second roll call yes yes yes really yes um closer foreign we're back in
Open Session next next item consent agenda may have a motion to approve the consent agenda as presented so moved second roll call yes go back Redskins yes Figueroa yes Goodrich he's walking back in he's abstaining due to absence is there another Boardman yeah Lewis yes here he is Mr Goodrich we are moving to for the consent agenda okay thank you Mr Goodridge enters a yes for the consent agenda thank you motion passed iasb press policy recommendations Faith's law may have a motion the dev Board of Education approved the iasb Press policy recommendation regarding face law as presented and discussed at the policy committee meeting held earlier this evening so moved second discussion move to vote roll call Regal yes kobec yes ridzinski yes Figueroa yes Goodrich yeah eight Yes Lewis yes 2023 2024 new textbook
purchase all right sweet um let's take a look at the amended um data there was an addition of the healthcare application everything else is the same with Healthcare occupations but you can see up on the top and then there's a more of a detailed below so every year new textbooks obviously with Michelle coming in we have a bunch of new classes never proposes career Pathways so you'll see some textbooks being adapted there some updated science textbooks and DL multilingual textbooks and then the big one is a couple years and piloted it it was actually approved in 2022 but I just wanted you to see what the breakdown of that um so those are the presentative textbooks for Sports one question yeah introduction to education is shown here as zero dollars on the first page but
we're buying a quantity of 25 dollars or is that a quantity of 25. yeah continue thank you I wanted to double check no we're just confused so thank you Mr Goodrich um you said these are updated in some fashion some of those are like AP environmental that's already a class that's existed the current textbooks that they're using is eight years old and it's not necessarily aligned with what the College Board is asking the AP courses dictated by the college board so after eight years they're asking for a new textbook so it's not a new course just an updated textbook whereas if you look at something like early childhood education that's a new class for us so that's a new a brand new Next month um so there's there's not new placements for reports that are
simply worn out or been misplaced that's right that will be on the next slide these are brand new purchases they have a motion to the Board of Education approved it wrong one may have a motion that the Board of Education approved the new textbook purchase for the 2023-24 school year as presented I'll make the motion second roll call Regal yes ridzinski yes Figaro yes Goodrich yes paid yes Quebec Yes Lewis yes 2023-24 consumables and textbook replacement so Mr Goodrich perfect segue so this is where we look at some Replacements so some classes have workbooks right that need to be replaced every year consumable supplies something that is binders that we particularly for our freshmen to make sure that they are organized and ready to go so that's an example of what would be a consumable
supply and then textbook replenishment so books get uh worn out have to be replaced sometimes we have more students come in so you just have to order five more additional textbooks or novels so that's what goes into consumable materials and replenishments is this in line with our normal expectations from year to year yes thank you Bruce if kids lose their books they're responsible for them does that mean they have paper and they have to pay for them yes it has to leave yeah tell me about it yes they are responsible somebody never is good oh I know who pays I'm just I'm just glad because when I was in high school I ended up with like 13 French textbooks in my house at one point that I had to finally return I didn't have to
pay for any of them but yeah no they do I agree without paying those fees so yeah they have a motion that the Board of Education approved the 2023-24 consumable materials and textbook replenishment proposal as presented so moved second roll call Regal yes Figueroa yes Goodrich yes paid yes go back yes rezinski Yes Lewis yes motion passed District 100 Consolidated District plan fiscal year 24 federal grants may have a motion that the Board of Education approves the Illinois State Board of Education fiscal year 2024 Consolidated District plan Fenton Community High School District 100 as presented second read first oh thank you Kent discussions yes yes um so the Consolidated District plan this is actually Mike barrago I'm pinch hitting for him he's on vacation but uh what this is is in past years uh there
are about seven different grants that were given to high schools and so what the state did was Consolidated them into one plan to make sure schools that everyone in the building was talking to each other and that their programs were all aligned with each other to make sure that there wasn't waste so this is a huge Grant um a Federal Grant and you all had the the packet that I believe was like almost 25 Pages um so the state is really looking for us to be accountable and make sure that we are looking at data we are talking to different stakeholders so that our programs are in line with what the state wants so you read through all of that I'm not going to read it to you but just so you know Mike barrago
has been working really diligently with me with Lorenzo on El with uh Rich Watts on special ed funding with Eric on homeless funding with Michelle on Career Pathways so we're making sure that we're all talking to each other and we're not spending money on the same thing over and over or just making sure that everything goes together um this is mandated yeah let's give her a little cursor we look through it all right I think I think probably the most important thing that the state is looking for is Equitable access and this is something that Fitness always ahead of the curve on to make sure that we are that all of our students are receiving the benefits of the federal funding right we know that we have our Equity audit we know that we have
our our doubt our strategic plan all of those things fall into Equity so we do a great job of this the other parts of this grant is just showing those different systems and exactly what we're doing at Fenton which again we've presented on all of these things at the board Michelle's presented on College and Career I've presented on what we're doing professional development along with Mike barrago um Eric talked a lot about Counseling Services the safe environment making sure that we have funding in place for homeless students and SEL programs technology student voice all of these things mtss plays a large role in this making sure that we have interventions so these are just more of the specifics to show the state that we are meeting their goals and expectations special ed requirements foster care
right that falls under Eric in the counseling department and then the last part of the process is that the board approves it uh well there's multiple grants so roughly about the budget this year is about 1.5 million total in Grants that's astrograms it's IDs well that only represents about eight percent of our entire funding so budget this is what is the funding allocation no go ahead so I see all this stuff up there and here is well it it it it offsets costs of providing services to kids but the majority of the funding is local funding yeah the funds the school yes oh yeah there's a lot of unfunded mandates that we are required to adhere to it we don't want to not get the 1.5 million even though it's not even close to what
we're spending is what it boils down to three dollar counts but that eight percent just to be clear that is eight percent of our operating budget correct right not eight percent of the budget for those things that you flash on the screen um right yes bad thing is what Reid was getting at so of those things this probably covers a significant portion of what we're going to be spending in those specific areas correct okay absolutely well the feds aren't going to give us all the money and then let the taxpayers just you know we get to keep all the taxpayer money here this is just a offset for our for the general fund for the school okay move to close discussion to go to a vote roll call Regal yes good Rich paid yeah go
back yes redzinski yes Figueroa Yes Lewis yes motion pass contract renewal for 2023-24 okay um we bring this to the board every year some of you will probably remember that so I can use ever management for our food service operations here and we do participate in the federally funded national school lunch program meal serves include breakfast lunch and after school snacks the contract does allow for one-year extensions up to four and this would be the fourth and final renewal with Arbor we actually have had them it'll be our fifth year the first year doesn't count it's the inaugural year and then there's so you have that first year and then four-year one-year renewals after that uh annual rate adjustments are may increase by the Consumer Price Index or three percent whichever is less um for
the 23-24 school year Arbors requesting an increase beyond the normal contract Provisions due to continued High operating costs primarily the cost of food products and I think probably many of you who have gone out to eat at the grocery store can kind of see what's happening out there in that food landscape there among other things um so with that being said their requested increases tied to the December 2020 to Consumer Price Index which was as the board knows seven percent um the Illinois State Board of Education which oversees this program they will allow us to remove the contract terms that we currently have in place for this exception if so if the board so desired to move forward with a greater increase than what's allowed currently in the contract we have looked at the impact
of the requested increase and project that the program will still break even and we looked at just the reimbursable meals um so the you know we get reimbursement for every reimbursable meal that we serve so free reduced full price meals we looked at and we'll break even looking at that with our projected reimbursement with our projected increase in meal prices if the board approves that with our next action item it doesn't take into consideration how a cart sales so that would be an added piece that would assist the program as well and we do a fair amount of a la carte sales as well okay someone wants to buy an extra sandwich or a drink or something like that so with that being said we are recommending to renew the food service contract with Arbor
for the 23-24 school year with the seven percent adjustment I will say we've done kind of a anecdotal comparison of other districts and what they're paying and other districts who have gone out to bid their meal prices are coming in higher than what this renewal would be for um so if the board if that is any Solace to the board we may even though it's a seven percent increase we may still be better than than what some others pricing is coming in at with the bids um and our ultimate goal really is to break even with the program um and and that's kind of where we're at right now so we are recommending the increase we would go out to bid then in the fall for the following year to run the operations I will
say overall we've been very pleased with Arbor they've got great staff and it's not been easy Staffing that they've struggled but now they for the past I want to say most of this past year they've had a full staff so that's no easy feat and and the board's been very generous with them in the past I will say as well we've you've increased wages allowed a wage increase to bring them up to 15 an hour on average so that was uh you know very generous of the board they're grateful for that um yeah you know it's School food so it's not Gourmet by any means our participation is fairly strong though so if that's any indicator but it you know I mean it's it's it is school lunch so it's uh yeah I mean I
I will say the Mexican bar is probably one of the better items in my opinion but yes absolutely yeah but Bruce and I know and we'll travel no no worries yep that's a good idea so this would be a one-year renewal and and the final renewal under this current contract sounds good thank you you may have a motion that the Board of Education approve the contract renewable extension commencing July the first 2023 through June 30th 2024 with Arbor Management Incorporated for the provision of food service management so moved yes roll call Regal yes paid yes Kovac yes redzinski yes Figueroa yes Goodrich yes Louis yes motion pass meal slash a la carte pricing for school you 2023-2024. okay so this kind of goes thank you goes hand in hand with the with the renewal of
the contract um every year we look at the pricing of what our a la carte prices are as well as the meal prices individual meal prices um they have proposed price adjustments for School meals and a la carte items effective for the 23-24 school year the suggested a la carte prices changes are included with this memo I think it's about 10 percent uh increase across the board for the various a la carte items that they offer they are based on 10 cents per item yes the increases are based on the rise in the cost of food and supplies as I had mentioned and the increased a la carte equivalency factor and that's a methodology that they're used to calculate that with the by the state and federal lunch meal standards um so in addition to
that this is this is where it gets a little strange but it kind of goes back to the previous conversation about federal funds paying for or subsidizing other programs you know in addition to the local funds so what what happens is we have to comply with this paid lunch Equity provision required by the federal government and in essence it applies to only the paid meals the district has discretion on the a la carte pricing but the purpose is to ensure that School meals are charging and Equitable price for the pay for paying students so full price students paying lunches coupled with Federal reimbursement so they don't want to get into a situation where districts local funds are subsidizing the federal funds so that that's kind of what that and there's a whole calculation that you
need to go into with that um so uh you know in order to comply with that we have three options either raise meal prices contribute to non-federal funds to the nslp program or apply for a waiver we are recommending a price increase and again this would only apply to the full price meals paid students to raise the lunch price by a dime from 310 to 320 breakfast would increase by 10 cents from 185 to 195. we did increase prices last year this has been kind of unusual we typically don't try to do that or avoid that I should say um just because it you know but this is kind of an unusual um circumstance with the economy being the way it is and the cost of food and whatnot so there would be back-to-back increases
in the lunch price we did not increase breakfast last year um but we are recommending a 10 cent increase for the meal prices and the a la carte increases as proposed as well from Arbor this is a quick clarification um in the board book we're saying 10 cent comma 0.01 is that a typo uh uh on the recommendation I'm just looking at the thing James sent out earlier um it just says there we will recommend that the board approved the 10 cent comma 0.01 comma increase uh it should be 10 cents yeah so it's just that we've sold okay just wanted to clarify yeah it should be 10 cents yeah per each meal breakfast and lunch sounds good thank you sure may have a motion that the Board of Education approves the meal price increases
beginning in the 2023-24 school year as follows paid lunch increased by 10 cents for a cost of 3.20 paid breakfast price increased by 10 cents from 1.85 to 1.95 on a car prices shall be adjusted I'll make the motion I will second the motion roll call Regal yes go back yes rosinski yes Figueroa yes Goodrich yes paid Yes Lewis yes Ville Park District Fenton intergovernmental agreement I have a motion that the Board of Education approved the intergovernmental agreement between the Bensenville Park District and Finton Community High School as presented I just had one question on the agreement before we vote uh uh just need emotion and then we're going to get okay all right so moved all right discussion um is this exclusive used during that time exclusive use only if Finn can utilize the
fields that if there's someone else in the field that we have right to remove them from the field that's correct okay it just wasn't spelled out in here that's why I was asking right so once again this is IGA with the Bensenville Park District due to the water mitigation and disturbance of our fields we they are kind enough to allow us our our students and our staff to utilize both Veterans Park as well as Sunset Park for the summer and fall session so we are a strong partner as you saw earlier this morning with the Bensonville Park District huge shout out to Joe Velez and Mr uh Rich Johnson now do you recognize that they showed up in force for our groundbreaking and I was very pleased to see that along with their board members
yep any inspection on here that they're talking about that is before each utilization or correct so okay cool thank you mm-hmm roll call Reagan yes ridzinski yeah Figaroa yes Goodrich yes paid yeah Kovac Yes Lewis yes motion passed vincentville Park District athletic trainer agreement may have a motion to the Board of Education approve the athletic Training Services agreement with go for health care for a three-year term option b beginning July the first so move second discussion okay is there something that's already in I couldn't get into something that's already been placed and there's a brand new program it's been it's in place yeah we've had a trainer for ever since operating programs that we offer and operate in not only us but all schools pretty much at the high school level certainly have a lay
athletic trainer on on either in-house or contracted this would be contracted this would be a contracted agreement it's renewal rather than brand new Services it's a it's a renewal yes that that's correct what a brand new service a brand new company well we've used them this past year for uh a partial year but they are would this would be the first time we'd enter into a multi-year agreement with them same amount of part-time agreement over the multi-years it's yeah the rates would be the same as what we're currently paying actually they'd be a little bit less because we would enter into a multi-year agreement yeah you know in terms of the hourly rate they would be it'd be less than what we're currently paying now all right yeah yeah you haven't expanded their hours already
no okay no it's right around a thousand hours roughly during the school year so nine months roughly about a thousand it's part time roll call Regal yes Figaro yes Goodrich yes paid yes Kovac Yes redzinski Yes Lewis yes School Bus purchases one of two motions may I have a motion to the Board of Education approve the purchase of two 20 2017 school buses for a price of 63 869 dollars per bus from Midwest Transit equipment total purchase would be 127 738 dollars that will be paid from the 2023-24 fiscal year and to authorize the trade-in for two buses so moved second discussion so we are recommending to purchase these two buses that are coming off lease we did review a lot of options um we also um were reviewed our current Fleet as well we
thought we'd be able to get away with just two buses for next year to replace two buses we have two that are in pretty bad shape they're 14 years old and 12 years old that would be the trade-ins um so with that being said we're recommending to purchase these two and then the next motion would be to lease two and part of our reason for staggering that with Leasing and buying we're trying to um eliminate the need for leasing we did that several years ago we've got a couple of leases still left we are recommending another lease tonight and part of the reason was you know the fund was kind of upside down the transportation fund buses are expensive the whole transformation operation is is not cheap to run so we're trying to minimize the
costs as best we could with the minimal uh Capital outlay um however you know we do employ a full-time mechanic we do maintain the bus as well that's why we think purchasing these buses makes sense however but you know to purchase four buses you know we're looking at you know a quarter of a million dollars we felt that that was just too much to take on right now that's why we're recommending kind of a hybrid of purchasing these two that are coming off lease and then leasing two newer buses for five years and perhaps we always have the option to buy at the end of the lease so that's kind of why we're presenting it The Way We Are Tonight these are non-convertible leases is that correct right thank you well we're buying our old
buses we own our history yes it's even better yeah how long were these how long did your leases last uh this particular one is five years yeah I think you said you'd already know the history yeah they're maintained well we have a full-time mechanic we don't put a lot of miles on it on them um you know it's a consistent Fleet across the board so we have parts that are all interchangeable after five years yeah and that's gone up they're just like to order a new bus now there's at least an 18-month lead time um that's why we've first of all two bus new buses are um a minimum of around a hundred thousand dollars um that's why we've been buying newer uh older buses that are you know I remember you wrote another reading
or something you can ladies and brown we talked about it last month yeah okay roll call Rego yes Goodrich yes Hade yes Kovac yes redzinski yes Figueroa Yes Lewis yes School Bus leases we have a motion that the Board of Education approves the entering into a five-year lease agreement with Midwest Transit Santander Bank for two buses as proposed with an annual combined lease payment of thirty one thousand nine hundred and forty three dollars so moved discussion move to close discussion and go to vote roll call yes Figueroa yes Goodrich Yes Lewis yes HVAC purchase slash installation may have a motion to the Board of Education approves The Proposal from Prime Star contractors in the amount of forty eight thousand nine hundred and seventy five dollars for the installation of the eight vac units in addition
to accept the proposal from temperature Equipment Corporation in the amount of twenty five thousand eight hundred and Seventeen dollars for the purchase of the units the project will be paid for in the 2023-24 fiscal year with Esser Grant funds Esser Grant funds one of the federal grants so moved Russian across this I heard two numbers all right um uh I thought I wrote it in there um it's it's all together worthwhile also to try to replace two units at the same time or something like this that's what this is yeah this would be two different units the unit cost of the units would be that 25 917 and then the installation cost would be that 48 this would close out to be the remainder of our sr2 grant so yes that it would be Grant
funded okay roll call Regal yes Kobe yes ridzinski yes Figueroa yes Goodrich yes paid Yes Lewis yes multi-departmental office furniture replacement we have a motion to the Board of Education approves the quotations from key furniture for Kai furniture for the replacement of departmental Slash office furniture in the amount of 990 and 24 cents some moved second discussion is there any value in the old furniture um not really I don't know but I know there's Villa Park office supply that you know deals and used furniture I mean like a flea market we've used them yeah and we we have a relationship with them so um we can actually we're going to go over there tomorrow for some other things not not related to this but we can see if they have any interest in uh taking
it off our hands most of the this is kind of a mixture of all different kinds of pieces yeah some of it is actually been built by I think some of our folks too yeah it's built into the wall some so like half of that stuff is built into the wall you even even if you wanted to move it you could and you'd have to have to like destroy it to get it out of there there's no way you can you can remove it okay yeah this is this is actually through a source well conduct which is a bid contract so that that's the source for this purchase it makes it easy roll call Rego yes resinski yes Figaroa yes Goodrich yes paid yes go back yes Lewis yes resolution appointing new registrar slash paying
agent I have a motion that the Board of Education approve the resolution appointing a new registrar and pain agent for certain outstanding obligation of Community High School District number 100 to Page County Illinois second discussion are we going to be using New York Mellon trust again or are we switching to someone else we would switch everything over to Zions it's just to be more consistent a better price and just everyone would we would all use the same paying agent for the debt payments and it is recommended by our financial advisor they've had a good relationship with them they've they've recommended really that science is a good bank to go with are they a regional or national I think they're National yeah roll call Regal yes Figaro yes Goodrich yes paid yes yes rezinski yes please
Lewis yes 2024 Board of Education meeting schedule may I have a motion that the Board of Education approved the 2023-2024 Board of Education meeting dates scheduled as presented so moved second discussion uh the board discusses at the last board meeting uh we uh you guys agreed that it would uh board meetings would be the fourth Wednesday of each month except for November and December and March will take place in the third Wednesday of the month move to close discussion in the vote roll call Rego yes Brzezinski yes Figueroa yes Goodrich yes paid yes Kovac Yes Lewis yes motion passed um administrators administrators salary adjustments may have a motion to the Board of Education authorizes the superintendent to adjust the Administrator salary effective July the first 2023 for the 324 fiscal year adjustments are exposed administrative
salaries for an overall increase of four percent this will not include administrators who are in their retirement track so move second discussion yes yes what is a retirement trend that's um staff who are eligible to receive a retirement benefit in their final four year it's for staff who are eligible for a retirement incentive in the last four years of their Employment contract pardon me is that called pension spiking that's called an end of careers increases adjustments for incentives six percent unusual increase well it would be well in this case it would be two percent beyond the normal increase it's in lieu of the normal increase yeah and it's in lieu of the normal increase it's not above the north with the normal it would it would be for this year it would be two percent
beyond what the board is giving everyone else so it's in lieu of not in not in addition but I give you extra two percent gone retire yeah it's so okay so they get a two percent Justin yeah see you later well it's just it's a fixed six percent correct right it's a fixed six percent once you're on that retirement track is that like four or five years before your retirement date approximately you have to give a a five-year notice over the last five years you get six percent uh four four years four years five year notice for and you've been four years yes so that it's fixed at six percent so even if we gave the teachers ten percent they're only getting six right so there you go it's a lock-in roll call Rego yes
Figueroa yes Goodrich yes Hade yes Kovac Yes ridzinski Yes Lewis yes motion pass committee reports um Bishopville Community Foundation uh go ahead Ken uh it's a it's a great great place for with a lot of opportunity to do things and we will exercise in that space otherwise nothing to report I would encourage um you know either the boosters or whoever to do some mini Grant applications to help support our football team during their uh this next coming upcoming season I think there's some money there that could be well suited to helping our students get where they need to go and I'm hoping that that is conveyed to those who can do such applications we're meeting in July so I'm hoping we see something in July report Dei committee uh we haven't done anything yet so
we are planning to get together next month board finance and Facilities committee don't mean we just had the groundbreaking together a lot of mitigation so the ground has thus been broken put out I think we're that covers it board policy committee uh we talked earlier this evening we had the faith law stuff being put in um excited to get that mandate done and uh nothing else to report at this time delegate yourself nothing to report lend no meeting this month nothing to report that's it wait a minute I think I got it yeah we met June 12th and uh it was the operational board meeting nothing to report just some insurance renewals approval approvals and Financial reports nothing else nothing major all right next board meeting Slash new business Wednesday July 26 2023 at 7
