001how many the november 15 2021 regular board meeting will now come to order will you please stand for the pledge of allegiance [Music] and to the republic for which it stands one nation under god indivisible with liberty and justice jaeger here miss miram here mrs buttimer here mr estes here mrs hill here mrs syed mr lobach here dr martelly here dr bruno here so to begin this evening we have a recognition and i will turn to dr kaskowski to facilitate that well as everyone can tell by our projection screen today is board member appreciation day i would just like to on behalf of everyone in district 41 express our appreciation to the d41 board of education members for your service thank you for giving of your time and talents for the good of the community's

002children well on behalf of the board thank you melissa i will move right into i was going to say you have another recognition i do and actually i'm going to turn it over to dr mccluskey and katie will you do the pleasure of introducing tonight's celebration good evening everyone um i wanted to introduce tonight nick who is our pro one of our problem-based learning coaches here within the district um he's here tonight to share some of the celebrations in our partnerships within our community and even outside of our community and how those are impacting our students and our schools so with that nick press the button and there you go perfect sorry um hi everyone i am nick papin i'm the elementary problem based learning coach um i'm speaking to gabe to give an overview

003of again some of the wonderful partnerships that we have within the community and beyond um i want to start by saying thank you uh to the board of his appreciation day so i'll start with that um and then thank you for the opportunity to facilitate some of the partnerships that we have um they have been doing a lot of really amazing things for teachers and even as we face some crazy circumstances over the last couple years here um they've continued to support us uh the first partnership that i wanted to talk about is the work that cantini has done for us they've been very flexible and very supportive during as the transition times that we've had through virtual and coming back to school um so uh prior to my joining the district cantini had actually

004been very supportive of pbl and other projects that teachers uh wanted to work on and one of the ones that always sticks out and when we meet with them which has been a couple times over the last few years they always talk about the ada accessibility problem-based learning project that they did prior to me joining the district and so that to them has been something that they latch on to and they reach out to us and like trying to get us included so um that's just something that that they always mention but uh beyond that and what's been more recent is that during the during the last year when we were remote they did a lot of um they were very flexible and helped us to create presentations for virtual field trips and multiple grades

005on social studies and science topics they were also very supportive in providing educational materials that we could use to present during virtual classes just to try and get them that hand well hands-on experience that they could in a virtual setting um the shed aquarium has actually been a very helpful partner so that's one of our beyond the local community and resource i actually sit on their teacher advising advisory council where me and other educators in the chicago and region are able to look at educational programs and provide constructive feedback as well as being made aware of like the current programs and the new programs that they're actually seeking input on before they implement um these uh support the schools that are not only in chicago where they do a lot of their outreach but also

006to beyond out here shed aquarium has supported us through field trips and programs for a while but as part of my work with the teacher advisory council the educational administration of the shed aquarium invited me in to conduct a training on problem-based learning and inquiry for their staff um just based off of some of the feedback that i've talked about about how we implement things the purpose was for me to give them an opportunity to look at how they can incorporate more inquiry and problem-based learning methodology into not only current practice but potential future ideas as the shed aquarium continues to navigate the waters of operating educational programs during a pandemic and beyond because they're facing some of the same struggles that we are this opportunity really gave me the opportunity to highlight the great

007work that uh is happening here in d41 to them and provide uh hands-on support and ideas to our community partners so i've already taken some of the stuff that we talk about at the teacher advisory councils this year and have brought it back to some teachers and i'm actually implementing this week with our some of our hands-on experiences that'll be highlighted later on um and the final partnership that i wanted to highlight was the forest preserve district of dupage county they have also been very supportive and uh to the point where they've actually included pbl approach to some of their programs and have included a pbl webpage on their website based off of the work that they've done with our district so they've provided teacher pd hosted programs on site at a number of their

008locations provided a variety of hands-on experiences through their educational loan boxes and have been very open to so much more the level of knowledge and openness has been amazingly supportive as both of our organizations are also working to shift through how things are done uh their flexibility will even lead to their support for a family family science engagement night that we're going to be hosting on december 2nd there's going to be a flyer coming out for that um the flyer for the event uh is going to have the link to a virtual event that we're going to be doing and the theme for the night is actually going to be engineering which is going to be a lot of fun we're going to be hosting a virtual session where we're going to do hands-on activities

009um we will also have those representatives from the forest preserve come and talk about how they're using the engineering process here in glen ellen at the willow brook wildlife center so that is not the exclusive list of all the amazing partners that we have um there are so many more that go beyond what i even do and i too many to count on this list but i just want to highlight some of those programs so thank you for the opportunity to do problem-based learning and inquiry within our district and support those partnerships so while we certainly wanted to celebrate our partnerships with our community and outside of our community i also want to make sure that we give kudos to nick for the work that he's been doing to not only keep everything going within

010the buildings as virtual experiences for our students but also extending outside of district 41's walls and really participating with the shed the shed sought him out because of his expertise in inquiry and in problem-based learning to really help to support his the staff at the shed to make improvements to their educational pieces that they're providing to districts all over illinois and so i think that that's definitely something to celebrate and highlight that a staff member here is able to help the larger community in illinois well let's yes please no stay there sorry stay there i wanted to give the board an opportunity to offer any comments or questions particularly perhaps about some work that you're doing exactly in in the district so let me just kind of turn to the board and see if uh

011any questions yes if i could just say nick thank you so very much and uh katie mccluskey as well thank you um pbl and inquiry is the cornerstone for creative thinking and inquiry um helps foster all of what we're looking for in our students in 21st century learning so without that cornerstone of problem-based learning they don't get the authentic learning opportunities that they need so i'm just thrilled to see what the district is doing and i'm glad that the shed has reached out to you um so keep up the good work thank you i don't have any questions but just thanks for your work and all this that you're doing you know before i continue down nick maybe you could take a minute and talk about some things you may be doing here uh in

012the district if you'd if you'd like oh okay can you take a minute to do that dr mcclassy all right so um so some of the things that we're taking from the shed aquarium is they do have like a squid dissection lab and they were very kind to open up uh some of their resources and share some of their programming too to me to support our one of our fourth grade classes that are going to be participating in that um and one of the partnerships that i didn't mention was the the glen ellen park district um renee frigo specifically who is just a fantastic resource and has done some really great things with the um the environmental side of things um uh has provided us with acorns that are growing in third grade classes as

013they're studying the life cycle um i'm trying to think what else is happening right now sorry there's a lot happening i'm sure and some of those will be planted here in the within the district yeah at churchill yeah taken from the classroom and put uh within the district lines and um within some of the parks around the district so the kids will actually get to see some of the product of their effort as they well and so the trees will live beyond them so they'll see it for a while yes yes well very good thank you thank you now let me turn here to the to the end and ted any comments or questions for nick no no no questions just thanks so much for your efforts thank you jess how about yourself i don't

014have any questions but i'll just well okay maybe i will at the end but thank you so much uh it clearly bring a lot of enthusiasm to the role and i know it's a big job because there's just a lot of opportunity and not a lot of people in your role so thank you for all that you do for that i know that in my own kids the problem-based learning experiences are really what they remember and have tell stories about so i appreciate that you're bringing those opportunities to all of our students in district 41. and i guess in terms of a question that i'll throw out there for you um you know how can the board be more supportive of you and the work that you're trying to do it's a good question [Laughter]

015you know i don't really have anything i do feel a lot of support um besides just at the at the level of uh dr mccluskey helping out and giving us a lot of freedom to uh reach out to partners and cultivate new partnerships but i think a lot of the the work has been done in the past to pave the way for some really great work that's being done and so i think we're just i get to reap some of the rewards of some of the great work that's been done before me from the other coaches and from even my partner alison gruwing who's not here tonight but she's been doing a lot of great work as well so yeah thank you nick i would say more of my trials those are probably your best

016what was that sorry i would say more about trials those were just phenomenal well jason were those your comments or do you have other thoughts i was joking because i participated with him on that it was a ton of fun i really enjoyed it so i think it's great what you do just that wide variety of thinking that you put out there with this program it's evident that the kids enjoy it and they really get into it and that you can really see their minds moving in in complex ways yeah thank you taba no questions just thank you for what you're doing this is wonderful awesome thank you and let me ask if angela or amana have any questions or comments for our guest no questions just thank you for what you're doing for the

017district and just in general thank you no questions for me as from me as well just thank you for everything that you do oh thank you very much ladies melissa were you about to say something like your hand was coming up my hand was not coming up but i'll never pass up an opportunity to say anything um you know i thank you nick for the great work but i think we also have to go back to last year and say a big thank you to you and allison who we we plucked you out of your typical roles um to work differently for us last year and just do what kids needed to do so i know you're glad to be back doing um pbl's and you know but thank you um i know last year

018was a very different year for you guys and and i appreciate that you embraced that and and really stepped up into that so thank you thank you and nick i i wanted to say that i think this is the first time i've heard about one of our pbl coaches actually leading an inquiry or a pbl training for a partner um and maybe others have occurred and i just wasn't aware but that kind of reciprocal relationship i think really kind of elevates the the work and whatever your knowledge and experience base is so i appreciate that relationship and i just have one question for you and i guess it plays off of what melissa just said about kind of plucking you out i was curious what attracts you to as dr martelly said this kind of

019inquiry-based learning which really is at the forefront of the kinds of skills that young people are going to need to be really quite effective and prosperous in the world so what attracts you to this kind of work it's a great question so i love science i'm a passion i have a huge passion for science i'm actually wrapping up my master's degree from miami university and teaching biological sciences and with the focus on inquiry and conservation so um there's just so much real world application through science and social sciences with inquiry and it really is the real world application of the language arts and math and so i think when we get to see um situations where students get to use those critical thinking skills in the 21st century skills that we are promoting within pbl

020and inquiry it's really inspiring to see students get to take ownership of their learning and because they're going to be the future leaders so you just get to see a little glimpse of their futures when they take on those projects and it's really amazing thing to see oh you said it very well well thank you for the work thank you for being here tonight dr mccluskey any final words before we let our our guest uh i don't know whether you're on teacher parent teacher conferences from another room or you're you get to go home no he's here with us um no i think i would just like to say that you know nick is also extending this into a virtual science night as he was talking about district wide for our kindergarten through fifth grade

021students it is going to be on december 2nd we chose to do it virtually so that everybody could participate that wanted to district-wide so i would say it will be a really fun event for families any board members who want to jump on to experience it as well i would definitely encourage you to do so and we're just excited to provide another opportunity to our families to extend engineering and the sciences to the parents as well outstanding well nick thank you very much and with that we'll let you uh get on to whatever else you have for the rest of the evening and thank you for that exactly [Applause] all right melissa i'm going to stay with you reports all right the first item is the annual immunization report so as most of you already

022know we are required to annually post our immunization data this is not covered related data on our website so this is my required notification to the board that our nurses have submitted our data and we will also make it available on our website to the public the second item that i want to talk about tonight is a plan to gradually phase back in volunteers during our school day before i walk through that i just want to give a status update and share with everyone that last at last week's meeting with dupage county health department all of the dupage superintendents communicated a very strong desire to be part of conversations with isb and idph to develop criteria and a plan for scaling back on mitigation measures when things are ready particularly when it comes to masking

023and social distancing as those are two of the main mitigation efforts we asked the dupage county health department to convey this message on our behalf many of us would appreciate the opportunity to be part of the planning and have a consistent plan and process for all districts across the county across the state would be better but we'll start with the county i will keep the board updated on this tonight i'm very happy to report that we will begin a gradual phase-in of during the day school volunteers and i'm just going to talk through some of the highlights of that very quickly with the board so beginning the week of november 29th through the december 3rd um principals will determine their needs for up to five weekly volunteers in collaboration with pta the week of december

0246th through the 10th volunteers will be identified and will be sent information regarding any changes to how volunteering inside the building works no later than december 10th volunteers will bring their proof of vaccination to the building nurse will confidentially maintain a list of volunteers and copy of the vaccination record katie will provide um principles with the kda will provide principles with information to send a volunteer specific to any pandemic protocols i think it's going to come to us first and we'll put that information together um and then we'll get it to principals so that they can share it with anybody who's going to be volunteering in their building and then on an ongoing basis volunteers for the upcoming week will have to bring in their proof of vaccine by friday for the next week this

025process is only a temporary process we are um investigating a secure email system to make it easier for the volunteers and and for our medical staff to um take care of any required documentation and once that's in place then it that will become easier but this is um just for now so that we can get a start on gradually bringing volunteers back in when i did discuss this um epta exact council we're going to take a slow approach to phasing things in um it was when i when we talked about this with krista we talked about wanting to proceed with caution we don't want to step in and and then see an escalation and transmission or anything like that and have to pull back so we're going to um start with five um i would

026anticipate it might be connected to um media centers but that will be at principal's discretion and they can work that through with their pta um who always helps them with their volunteer processes um so that is really just our um tentative plan to begin moving forward on this it does not require board action and you know we're taking small steps in the right direction to open up things and um increase the amount of adult support and assistance we know that our parents are very eager to get back in that that is what i get for today that is that very good all right we'll turn to student i'm i've got you in my sights now huh let's turn to board reports let me first ask julie hill you have a few reports yeah that's why

027it started with you i've been busy so i will start i guess with the national i guess iasb legislative update um so this is kind of long i'm going to tick through some bullet points here but um until this afternoon my report said the house of representatives passed the infrastructure investment and jobs act last week which will affect schools and i'll go through that in a second i just saw headlines this afternoon that the president has signed it so it is um a law um so as detailed in the iasb federal legislation update that i think all the board members get right in your emails some highlights include a total of 65 billion dollars for broadband investments to help families access the internet and afford devices 5 billion for clean energy school buses which we'll

028see again in the resolutions later in the meeting uh 500 million over five years for competitive grants to schools and non-profits for energy efficiency improvements 200 million over five years to remove blood contamination in school drinking water it's part of a much bigger drinking water program and it reauthorizes and extends until 2023 the secure tongue twister secure rural schools and community self-determination act which helps fund schools in 700 counties that have federal forest land um illinois specifically is expected to receive at least 17 billion from the program um highlights that may especi specifically affect schools include at least 100 million um to expand internet broadband coverage across the state and 1.7 billion to improve drinking water including lead pipe removal so that is my legislative update um let me click through a couple things here

029i attended the hadley pta meeting in large so i can read it um pta meeting on november 2nd and um they had a lunch report they had a decorative pumpkin contest um a sixth grade homeroom class won it and i missed the teacher's name when they went through it so i'm sorry i can't um give them a shout out but they had a coin based voting system um and that resulted in a generous donation to lurie hospital um i know my headley kid uh quite enjoyed that contest so that was fun for them uh virtual parent teacher conferences and on-site are happening as we speak and throughout the week basketball is starting up volleyball is in progress and one bragging point for hadley the u.s news and world report ranks hadley in the top 30

030percent of all middle schools in the state they were 128 out of 1 243. so that is that's pretty cool um their inspire kindness fundraiser was very successful color run which i feel like that's been a while now but maybe not um they had over 400 participants it was huge kids ran around the land behind here behind the school um and had colored powder thrown at them and had a great time they got over two thousand dollars in profit from that event um cabaret night was their drama uh conclusion to the drama club's fall season they had 64 kids um they had comedy they had music they had dance they had acting um i attended that also but i didn't put that in a separate board report but um some fun talent and it was

031it was a cool experience and i know it was a celebration of effort and talent and flexibility because at the last minute they moved it inside so um and i put in here thanks to gina wood for being the fearless leader also i would say thanks to dave scaramato's team who i have no doubt was in charge of rearranging the auditorium for that to put on but um if not you know take the credit uh golden apple awards this month went to dina savara and helene harry cola um curriculum enhancement grant applications are open until 11 19 winners will be decided by winter break and they have canceled their december meeting and they will meet next on january 11 i have one more and it should be the shortest hold on one second sorry guys

032i'm just gonna use the whole meaning okay ben franklin pta meeting october 20th um they said their membership is up they suspect it's because people didn't join and then didn't have access to directory spots so if you've lost your access join the pta you'll get it back september and october grade level events were fun and successful for the kids if you are looking to volunteer at ben franklin through the pta you can contact megan legal uh franklin stein fest which was supposed to be their big outdoor sort of halloweeny festival unfortunately got rained out they did provide the dinners that the families had ordered and the cupcakes and they drive through fashion um and if you didn't get a cupcake you missed out they were delicious but um right so they did a great job

033that was that was crazy but uh so many things to them for figuring all that out for everybody um charleston rat fundraiser reports record-breaking profits at over eight thousand dollars which is amazing the literary pumpkins yearly display was the last week before halloween and i know the kids love doing that too the online anderson book fair just ended and it closed i think like just a couple days ago and community outreach held a costume in candy drive um right through the end of october and that's all i have thank you well thank you very much let me kind of swing around here and see uh taba any reports please i will be attending the abraham lincoln pta meeting tomorrow morning tomorrow okay thank you next time ted so i attended the pta council meeting and

034the bulk of which with the discussion on uh phasing back and um adult volunteers in the classroom which is kind of old news now following up from dr k's comment but there was also a pretty good discussion um about how they're looking to send down some of their surplus and various uh charitable donation possibilities either in the community or as a as an additional scholarship opportunity those are the two big highlights of that meeting thank you thank you ted how about dr matelli on the other hand here no reports there all right thank you sir jess um i attended the partnership for educational progress board meeting and we are adding new members and we've always had all the feeder districts have been a feeder districts to the glenbard schools have been a part of pep

035but we haven't had as broad of participation in recent history and so we're adding members back to our board so that's super exciting and all thanks to erica nelson's hard work of networking and and bringing people back into the fold so it's it's nice to see some revitalization going on in pep and i think this is going to be our 30th year that we'll be celebrating um i should take better notes because i'm terrible going from memory but so don't quote me on that but there'll be more to come about that um and the glenbard parent series has some great sessions coming up this wednesday there'll be a noon session and a 7 p.m session regarding what do you say how to talk with kids to build stress tolerance motivation and a happy home so

036definitely check that out and then thursday there will be a session that's both for english speaking families and spanish-speaking families habits that form healthy family relationships and then on december 1st katie hurley will be in for a noon and a 7 pm session positive thinking for teens tools to improve mood build self-esteem and motivation so those all sound fantastic and skills i know we could all use um and i probably went to some other meetings okay very good thank you jess and mr lobock i'm on wednesday the 10th um i attended the churchill pta meeting [Music] read my notes here beginning of february they are planning their parents social so churchill parents will be on the lookout for information regarding that and they also plan on their starting plans for their spring drama production and

037chess club to be held at the school also they have put out a book both in english and spanish outside for families to explore while on the school grounds so if you're around churchill i recommend you take a look i'm a take a literary journey with your family through the for the book outside uh that's a lot of fun um i also want to give thanks to our own katie ducey for her work on the cova vaccine clinics that she helped put on the district i know that we were able to get how many vaccines katie a lot it's over 700 yeah so over 700 vaccines were ever given out with second appointments given and there's a fourth one all right there's a number of that [Laughter] you know i just want to say thank

038you to you for all the hard work that you're putting in and i know that i want to trust my gratitude just i really appreciate it so thank you very much for that that's what i got okay good um i'm i'm i'm not going to forget them actually so why don't we give them a chance to jump in here right now so miss yeager a board report please i'm excited to report that band orchestra and choir will all be able to have concerts uh in early december all of us students are very excited despite a few restrictions put in place in order to keep everyone safe we're we can't wait to perform and show off all we've been learning in class lately thank you very much and alana this weekend on saturday the hadley speech

039team had their tournament which i thought i'd report on since it was actually hosted by hadley this year we competed against richland and shanahan junior high the speech team for anyone who doesn't know is basically just a club where students participate in different scripted improvised or poetry group events uh they then rehearse or memorize depending on the event they participate in up until the event date of the tournament on the tournament date there would be three judges which would see a batch of performances at different times and then rank them one through three one being the highest and three being the lowest each judge would also present certain performances with the judge's choice award which is exactly what it sounds like like a judge's personal favorite we usually have around two other school speech teams

040competing with ours but this year was a bit special because the tournament was hosted by us and the other two schools came over here to compete on saturday it went pretty successful for anyone who's curious the hadley students participated in a total of 22 events ranking 17 first division performances and four judges choice awards which is a pretty big accomplishment thank you very much oh that jess had a thought okay he triggered it all right uh hadley also visited the um fenwick science competition and i went my daughter was in it and um hadley i think scored fourth out of all the schools that were there um and i think there were at least five students in the top 25 from hadley and it was a very competitive event it was really exciting to be

041ranked fourth out of i don't remember how many schools but there were a lot more than four well i'm glad you remembered that well thank both of you for your your first board reports we'll look forward to hearing more from you let me just close our reports by acknowledging that i attended the continuous improvement team meeting and i'm always very impressed by the comprehensiveness and the rigorousness of the discussion that occurs with these school leaders and there was a particular focus on professional development on training and an assessment of that and how they thought that was going and uh to see that being discussed and thought through i think puts a proper weight on keeping the buildings keeping the people in the building the staff really focused on the kind of learning and and having

042the kinds of skills that they need to really be effective so it's quite a intellectually stimulating meaning although somewhat exhausting given about two hours worth of back and forth so i wanted to acknowledge that and also as jason did just to thank katie aducci for the very very very long hours 24 7 focus on health within the school she's got a very difficult job she is implementing and abiding on policies that are set outside of the school but she does these with fidelity and in good faith with a lot of grace and we're very grateful for the service to the district and i want to thank steve hively he's not here but hadley did host one of the clinics and there were three and and the fact and it occurred i think at our previous

043board meeting and which one happened and when i look back historically you saw the role that schools actually schools as a setting played going back to the 19th century in addressing smallpox and then in the 20th century they were at the absolute epicenter of addressing the polio and then rubella epidemic so the history of public health actually includes the role that schools play so katie you're continuing quite a noble tradition and we want to thank you for that okay did i miss anyone i did not miss anyone really jessie i don't know what it is just as another thing i went to the clinics and they were incredibly well run and i went to give you a shout out but no i can pile on it was really really well done so thank you all

044right okay now we will move to public participation anyone wishing to make public comment should please report to mrs milk at the back of the room you will have three minutes to address the board at about 30 seconds i will politely remind you that your time is about to end all right so with that mrs moak do we have anyone for public comment please thank you very much my name is dr susie warden i would like to go over the district 41 mission statement we embrace the future with optimism working in partnership with our community on behalf of our children we develop intellect engage creativity foster responsibility and build positive and collaborative relationships to enable all children to thrive in a changing and increasingly global society when did we decide to become a medical facility

045encouraging children with virtually zero viral risk of dying from this virus setting up vaccination clinics and hadley junior high and schools around here and you just said that but it's it's not that we have zero deaths here children are not a trans transmissible organism this is not your job vaccinations decisions are between the parents and the doctors and should not be in our schools as a board your job is to educate the children not immunize indoctrinate and push global agenda again almost one out of two children here cannot read or do math at grade level so according to the who as the kobe inoculation programs continues its rollout there are massive reports on the adverse events the most rampantly used and quoted is the u.s disease for control and prevention vaccine vaccine adverse events reporting

046and in europe unknown to many the world health organization has its own adverse events monitoring called veggie access it is a web-based tool to retrieve summarized stats on the vaccine side effects that have reported to the world health organization on their website veggie access claims that it was designed to deliver greater transparency to the medical safety system by providing a basic overview of the potential side effects reported in association with any particular medicinal product for this article for this article we assessed the database and encoded the covid19 vaccine as the drug of interest it shows 2.4 million reported adverse drug reactions and we have this in our schools adverse drug reactions involved in following inoculation range from mild to redness at vaccination sites to severe adverse adverse events including death this adr 30 seconds to

047talk to one astounding and will not should not be ignored in the past getting 50 deaths after using an experimental drug would have already led to a market poll it hasn't why who knows 2018 31 reported adrs per year 2019 86 and 2021 as of this count 2.5 million okay what are these drug adrs blood and lymphatic disease system disorders congenital familiar uh genetic disorders musculoskeletal neoplasms nervous system disorders dr warren can you finish up please so these stats should be alarming to you you will not hear this if you're still listening to cnn the pharmaceutical companies and the dollars they're making are running this world instead of vaccination clinics i propose that we should give the children therapeutics that have stopped this virus for 60 years as we as concerned community members will do

048everything our power to educate more people about this everyone talk to warden police reactions to urge the board not to have these clinics within our schools let the parents and doctors decide you teach thank you we parent thank you dr wood mrs mom hello i'd like everybody to know that i am immunized i'm not a green bay packers fan i've also had the covid uh pfizer coveted shots twice so i'm um well i thought i was safe but we still have to wear these masks so i guess i'm not safe the stats that you won't hear here about kovid in dupage county there are still zero deaths for anybody under the age of 20 from coven 19. yet we are doing a wonderful job of making sure that our five to 11 year olds are

049now getting vaccinated congratulations we are doing such a great service for the community i look back at the last six weeks of covid data that the that is out there by the idph and this is the county media alert for covid under 30 years old we've had zero deaths from anybody under 30 in the last six weeks 30 to 40 year olds there have been two but it's misleading because it's deaths with covid not deaths from kovid and there is a difference there the old people like me 50 to 60 year olds and that's why i'm not immunized i have the covid um vaccine i guess if you want to call it that there were 10 deaths and above 70 and above uh there were eight um suzy already went through and did a really

050nice job of explaining the statistics um and and talking about the fact that that this is irresponsible for a school board to be going ahead and making decisions and and putting pressure on parents to get these things done this is a parent and doctor decision you are not experts in this stay out of their lives stay out of their decisions it doesn't take a village to raise a child it takes good parenting teach the kids thank you bobby [Applause] making sure everybody can read my shirt freedom is not canceled just so everybody knows that parents not teachers should decide what values are taught to their children it is a mistake to infer that the moral values and political disposition of the teacher are somehow superior and take priority over the values held by parents as

051a hired school district employee teachers are not speaking as citizens for first amendment purposes and the constitution does not insulate their communications from employer discipline teachers absolutely do not have a first amendment right to teach whatever they want in their classroom a great example a young third grade teacher at lincoln school on tick-tock she showed everybody she was so proud filmed in her classroom at lincoln school this is quoting her let's discuss something you don't think white supremacy and white privilege exists check yourself that's exactly how she sounded um and also and i'm thinking gosh she that's on film what is she teaching our kids when it's not on film let alone other teachers whoa and in the background um i wonder in her classroom was there an american flag there are elements of crt

052critical race theory being taught in various ways for many years why why are schools etc teaching our kids to go backwards teach reading math science and yes history too we have learned from the past and grown i'm going to quote a mom they don't understand that crt focuses on a student's skin color whereas most kids are not even aware they should look at any kid differently it's having the opposite effect one out of two not proficient in math and reading i'll quote a dad i don't co-parent with the government my daughter doesn't need big government advice on medicine sexuality her value based on skin color or anything else she's not your child she's mine we pay very high taxes for schools what are they teaching our kids parents have finally woken up more and more

053looking into researching what is really going on in the classroom etc are you really teachers or mainly activists what about board members etc are you mainly activists too white children are not white oppressors stop it god created all of us equal no matter what skin color and nationality truth knows no color figure out what brings us together not separates us very sad that we even have to speak of this tonight good evening i come to you tonight as a mother and as a citizen of glenn ellen i am a certified holistic health coach and a gut practitioner my findings raised significant concerns both medically and legally of the current mass policy in place masks are ineffective for the purpose claimed by the mandate potentially harmful and only authorized use by an eu eua mass are

054ineffective and in many ways they harm it's a myth that mass prevent viruses from spreading the overall evidence is clear standard cloth and surgical mass offer next to no protection against fire size particles or small aerosols the size of a virus particle is much too small to be stopped by a surgical mask cloth or bandana a single variant a sars cova ii is about 60 to 140 nanometers or 0.1 microns the porous size and a surgical mask is 200 to a thousand times that size wearing a mask to prevent catching stars covered two or similarly sized influenza is like throwing sand at a chain-link fence it doesn't work additionally children have been repeatedly shown not to be drivers of this contagion it is well accepted that children have a statistically zero chance of dying from

055covid the cdc shows that k-12 mortality rate from or with covid is point zero zero zero zero three and in dupage county we have zero deaths any intervention especially one that is prophylactic must cause fewer harms to the recipient than the infection since children have the lowest death rate from covet infection the cost benefit of requiring children to wear an investigational face covering with emergency safety issues is especially difficult to justify anthony fauci was very clear that asymptomatic transmission was not a threat he stated in all the history of respiratory born viruses of any type asymptomatic transmission has never been the driver of outbreaks the driver of outbreaks is always a symptomatic person by requiring children to wear a mask you are promoting the idea that the mask can prevent or treat a disease which

056is an illegal deceptive practice it is unlawful to advertise that a product or service can prevent disease unless you possess competent and reliable 30 seconds ma'am substantiating that the claims are true there are no efficacy standards on child size mass and respirators under osha but there are proven microbial challenges as well as breathing difficulties that are created and exasperated by masking children requiring children to wear a mask that's the stage for contracting any infection including covid19 and masking the con and making the consequences of that infection much greater in essence a mask may very well put children in at an increased risk of infection and if so having a far worse outcome the fact that mask squaring presents a severe risk of harm to the wearer should standing alone not be required for children particularly

057given that these children are not ill and have done nothing wrong that will warrant an infringement or infringement of their constitutional rights please conclude your comments ma'am promoting use of a non-fda approved emergency use authorized mask is unwarranted and illegal this mandate is in direct conflict with section 360 ma'am please conclude your presence here to be informed of the option to refuse the wearing of such device misrepresenting the use of a mask ma'am you can leave your comments with the board viral protection and i'm misrepresenting i'm going to ask you to please step away from the mic and allow other people to speak under the fda it is clear there is no waiver or liability under deceptive practices excuse me ma'am as much forcing excuse me ma'am we have a we have a norm here

058you've used more than your three minutes medical product with the child's consent is illegal and immoral mrs moak did you call someone hi very good good evening good evening my name is jill klaus and my husband michael and i have two children who have been educated in the 41 schools and tonight i would like to ask the board unanimously support the passage of iasb resolutions number one and number eight in advance of the meeting i shared with the board in writing my thoughts on why supporting these resolutions could be so beneficial to the children in our district in that document i highlighted that the current grade given illinois teacher education programs for instructing future teachers in reading methods was a d or an f according to the national council on teacher quality iasb resolution number

059one would spurn the state to improve teacher education programs to adjust their methods to better equip soon-to-be licensed teachers to effectively teach young children to read i think we can all agree that teachers educated here in illinois deserve to have their education be in line with what experts determine to be the most effective reading methods our children deserve to have teachers properly educated to meet the needs of all readers which brings me to iasb resolution number eight addressing the radium curriculums in kindergarten through eighth grade this resolution urges the state to adopt legislation that all illinois elementary schools would deploy a curriculum based on the science of reading and the journal for the institute of multi-sensory education has stated that quote the science of reading has proven that a structured literacy approach is a necessary

060foundation for reading success as i shared with you in writing 45 percent of third graders in district 41 scored below basic reading proficiencies in 2019 and being witness to my own children struggle with the balanced literacy curriculum of this district i feel strongly that structured literacy is the only way to make sure that all children within the district can unlock the tools in their brains and learn to read and therefore unlock all that our district's education has to offer them and at a future date i would love to share more with the board in detail the experience my daughter specifically had with literacy instruction in d41 which included intense advocacy efforts from my husband and i on her behalf and i really hope honestly that our story can serve 30 seconds ma'am for some positive

061change in the district as it pertains to literacy however at this point i simply just asked the board follow along with the recommendations i believe ms hill that you've made as the iasb representative and unanimously support adopting resolutions number one and eight so thank you for your time tonight and for your service to the community thank you very much man good evening hi rochelle thank you for the face mask very holiday like um my name is chris warden i'm a father of five i'm one of the eight to nine folks in front of district 41 administration building for the last three months peacefully protesting against things such as parents choice unnecessary jabs and freedom for all which is apparently a difficult topic to comprehend for a majority of community members and definitely for your school

062board leaders let's set the sec the the record straight here he i'm going to use he just because we can't use names in here but he knows who he is he tried desperately to move us off the corner clearly to distract us all from really what's going on within the walls and administration he's gone as far as to state we were harassing children photographing children etc which has simply depict us as bad people we're not bad people very bipartisan we just have other concerns as people have different opinions etc he went as far as to organize a little media showing inviting some of his comrades at wgn and other news outlets he shows up with the administration building first i've ever seen in a suit ready to entertain his friends in the media with his

063rhetoric that day even brought in a plant yes a plant to stand with the mothers grandmothers 75 year old women okay these bad people brought in a plant a gentleman about six eight dressed in a grim reaper outfit holding a sign the earth is flat so the media would take he was with these women that's how far these people go that's how far this guy will go no one knew the individual that clearly was a plant that he slowly walked away with one of our wonderful residents we have on film screaming at old women older women excuse me ha newton another accomplice in the charade oh now he's fired up now he got the press out so he could do some damage to the moms and dads put out there on his famous woe is

064me speeches which he loves and desires to do on a consistent basis as you probably heard tonight unfortunately in other fake news some of the community bought into it it's as close as i had someone out in actually arizona that's from naperville that had dialogue with my brother-in-law last night was in arizona he said oh can you believe what's happening there's people harassing children on the sidewalks of a district this rhetoric's got to stop didn't work didn't work for him didn't work again it's not going to work 30 seconds mr ward hang on he failed once again then he felt he had to pull out the big guns and i'm skipping over the community meeting he went to unannounced with his little posse of people with their little stories about how people were harassing children

065he contacted tara costa howard the infamous infamous state rep he attempted along with her to create a law to keep us off the property that failed this is yet been again another eye-opening series events to make it even more clear to me and others how important local campaigns are for years we as a family have ignored school board meetings and felt all boards cared about kids education rather than now realizing sadly some are more interested in propelling themselves into a place of power and ultimately running for other players please conclude your remarks mr warden i first and foremost before i leave this podium i like to thank certain few on this board that have been willing to communicate with me through this process and i will forever be grateful to you all and i understand

066how difficult it is to work under these circumstances thank you so much thank you very much mr warren okay thank everyone who made public comment this evening and we'll move into the presentation part of the meeting and we'll start with the humanx survey results and marcy you will be facilitating our presentation hello i think i'll be doing that lana papavik from humanity we'll jump right in there uh good evening board i'd like to again follow with everyone's footsteps thank you so much for your service to your education community um presentation is on the screens in front of you i'd like to draw your attention to the human ex culture and climate survey taken this september next slide as a reminder culture and climate surveys are very standard in the business community it's something that is

067fairly new to the educational sector when we talk about climate culture as a reminder climate is the environment in which you're working in and how your employer sets you up for success to do the job that they're that they're asking you to do culture is the way we behave within that working environment both are necessary um for a healthy culture and climate in order for the talent within that organization to be best utilized next slide um this survey is insight into excellence it is confidential and anonymous survey for the main purpose that more accurate data is collected around perception data participation really gives this data its integrity so i'll point that out how many participants per year have have taken the survey and this is a survey given to all staff classified and certified it's

068a broad spectrum non-customized so we use it in all industries business education and athletics 74 questions that are filtered down into 15 different dimensions of culture and climate uh with four different questions stems asking eye questions team administrators supervisor questions and perceptions of the whole organization next slide so i just want to draw your eye to the very top first and foremost out of the 425 employees in glen ellen 41 271 took the survey it is 64 uh informed this year as we indicated in the 2021 uh participation the 15 different dimensions are in hierarchy order out of a likert scale of possible five to score engage and inspire is number one last year and this year engaged inspire remains the top dimension as reported by 271 employees any dimension that is above a 4.0

069or above is already considered in the good to rate according to our research and across nationwide the first the top five dimensions are self-reported by teachers classified and certified that they are engaged inspired in their work they believe in the quality and excellence of their work they have a continuous improvement mindset are proud of the work that they're doing and innovative and creative in their work when we look at the five lower dimensions we can see that the mission conscious is the lowest dimension meaning business decisions in alignment with the mission and vision training and development so they feel supported and equipped career development and performance planning as you can tell that there were there was a consistent drop in all of the dimensions this year and we'll talk about that in just one second

070on the next slide this is the other way that the data is being um shown when we plot satisfaction and engagement the two main drivers of culture and climate in the upper red circle uh it is showing us that 62 percent of this 271 employees are highly engaged and highly satisfied two main drivers of culture and climate in organizations when we look at that total of the top corner in 2019 it was at 85 percent 2020 89 and in 2021 77 highly engaged and highly satisfied um what we're wanting to show in this three by three is uh moving the moving making changes in the culture and climate so that we're moving the condition uh from the lower left up into the upper right always trying to make improvements in our cultures and climates to

071make sure that people are moving and have the opportunity to be highly satisfied and highly engaged we can go to the next slide the top five questions as informed by 271 individual voices you can see here the question stems mostly i statements i am continuously seeking ways to improve my productivity i'm engaged in the work that i do i feel great pride in the work that i do and i'm driven to contribute to the success of this organization and i'm committed to the success of the organization again data should do two things for us it should give us opportunities to celebrate and opportunities for improvement um and generating further questions so this is really a celebration to be able to say that 271 of your employees in glen ellen41 classified and certified are telling us

072that this is how they feel when they walk in the door every single day um and these are again the teachers that are in front of your children every single day next slide the lowest questions on the survey again the lowest question is listed at the top their business decisions are consistent with the mission and the values i feel in on things again communication training and development performance planning and relationships the number 67 the reason why i have that highlighted that's a new question um in the bottom five and number nine at the very bottom with the asterisk is a question that actually graduated it's no longer in the bottom five it is actually higher than it was last year so again these bottom five questions are all opportunities for further inquiry and identifying what

073professional development can follow in order to make adjustments next slide this slide shows across all of the schools and all of the departments and working groups that participated the participation again participation is important in perception surveys as it gives the data its integrity you see that our first year we had uh you know nice participation as a district the last year was our highest participation um and this year participation um fell to 64 um next slide and so is our um our data from 2018 2019 and i mean from 2019 2020 and 2021 um we've shown a drop in the district overall but you see where all of the schools dream boxes are and again this is self-reported by the teachers and the employees in the building following this data and what has happened this

074year is that every one of those working groups from the schools to the district to the administration um are they're following our protocol for uh taking this data um individually from their school buildings and using it to set goals um in their buildings so teacher leadership teams have all participated in examining and looking and analyzing this data this data has been shown to the faculty as a whole and teacher leadership teams with their administrators are actively creating action steps and goals toward improvement by choosing three dimensions one from the top two from the bottom in order to start creating improvement in their climate and their culture in their buildings um if you'd like to go back to the three by three please yep that one thank you so we um talk a little bit about

075um i've i coached 24 area school districts um through this type of work and when we talk about the pandemic and the impact of the pandemic we really can't show any correlation to from the pandemic to culture and climate not just in education but even across all industries and the reason for that is that if you look at the 15 different dimensions those are areas that systems can do something about actively change those conditions culture and climate and those are what we can control otherwise pandemic and outside environmental causes for changes in our climate and our culture within our companies really is something that we can't control as employers so when we talk to the teachers the teachers really have a better control over their culture and climate through those 15 dimensions so we're all

076actively sitting down talking about how can we make things better there really is no correlation to be able to say well this is the year um because of the pandemic in education it's very unique that every single year there are different implementations that come down some years it's curricular some years it's technology some years it's actually building structures and there's no real way to better under to understand the direct correlation of any of those implementations and how that affects culture and climate in your employees the best that we can do is really survey our employees like you have and gather that data and put that data in their hands and really empower every layer of the organization to be sending golds towards improvement um so i we really can't say last year with the 74

077percent uh glen ellen 41 was one of four districts that actually showed growth in the time of a pandemic the other air the other districts were north chicago 187 a k-12 cedaw hawthorne 73 and glen ellen actually showed an increase in their dream box which is the percent of highly engaged and highly um highly satisfied employees this year with the 62 percent drop um that is a that is individual conversations that we're having at the building level and administratively as well to better understand looking at the data and the dimensions what are ways that we can improve this but again there's no correlation that is to a pandemic or any other type of implementation through our education system thank you any questions from the board well let me see if jess please about how long

078on average does it take to complete the humanx survey 30 minutes 30 minutes and uh the time given in terms of the time span that it was administered was the same as previous years but about how long was that yes we typically give a week and we have been consistently administering it in the same time frame okay i guess i just i am really disappointed to see the participation rate drop as much as it has um you know it's a tough year and i think uh our teachers i don't everyone that i've talked to has said it but now is is even harder than it was last year so i know the um the burdens on them this year are really hard but i do see that some of the metrics that are lowest rated

079are a part about being part of the process and feeling included and and this is this is the part of the process and being included that the board is choosing to spend money on and i like to get my money's worth with a lot of participation so i just really hope that next year we see the participation rates go up um i have just for just one second if you can go to the 15 dimensions please um that is something that i can assure you that in each one of the buildings when i was talking with the teacher leadership teams and leading that work out that is something that was my question as well every year with the administrative team we're and you know principals in the building were very creative and were very intentional

080about um how the surveys is coming out something that i did discover um is that i'm new to coaching the district um with humanx and i've been working as you know with the board of education and then with the administrative team and so this work has been very intentional working with culture and climate is something that is very thoughtful and needs to be thoughtfully um carefully administered and implemented and so it is just now reaching the teachers and the teacher teams and it is an investment of time the reason this work didn't uh really happen last year was again it was a lot of zoom meetings so for teachers they often get surveyed quite a lot and when they don't see what happens with that survey data then they're not really understanding or motivated to

081continue to complete it so my restructuring and reboot with the teachers this year was really going in deep and really understanding what the power in their voice is to be able to complete surveys like this so they can help themselves and so that was really clear to all of them and i've gotten really great feedback from all of them with a better understanding especially when we're engaging them in the goal setting process so again for the three years it takes momentum but it's intentional momentum and culture and climate is something that you want to be intentional about thank you for bringing that up that sounds that's really good to hear and i appreciate that perspective um i guess you know my understanding teachers feeling like they're part of the process and the decision making is

082is important to me i value that and you know my understanding is that we have plc's we have blt's we have so many different layers of of participation i guess i'm wondering like what is emerging from your conversations as what's what's missing uh it's in terms of structures and the the things that a board would have any control over the best that you can do is really continue to offer them the opportunity for to value their opinion and continue giving them the survey continue with the coaching building the literacy with the administrative team and with the teachers it really is something that um like i said in the business community consistently happens more often an eye on culture and climate uh this is something new that fairly new to educators is to really be thinking

083about not my profession and what i do but rather what are the circumstances in which i'm doing it and why is that important um that we support each other and we support each other's uh colleagues and teams in order to create an environment where it's easier not harder to do the work that we're asked to do any other questions from the board no no jason svelano before we let you go and i'm glad you went back to this page so that the top five dimensions the bottom five uh can over the years that we've done this um has there been any change they look very consistent to me as i recall certainly the top five do do you recall um there's been there's a change from year to year in the mean but in terms

084of the rank order of what are the top five what are the lower five i think this looks almost exactly the same what we've seen we've seen a lot of communication has been in the bottom in the past in the bottom five and development here so communication actually is up a little bit higher but so with that exception otherwise those 10 have remained very consistent okay and it's not necessarily so yes it is similar very similar and the way they are but um the whole point of showing the 15 is that all 15 are critical to have in an organization culture and climate and it's not really the way they're ordered that's important is that they each are growing um individually across the board so a perfect template would be that they would all be

085at a 5.0 sure thank you all right well thank you melissa do you have any no um spellana just a quick question we've moved up you know timing of the surveys you know we've moved it up earlier so that we can get the feedback and the building leadership teams can have a good chunk of the year to actually work with svetlana um as she said that's new for us we used to administer the survey but didn't follow up with the coaching and and the work that happens at the building level so this is the first year that they're actually getting that in-person hands-on coaching are there any timing changes that you think we should consider for the future or you know giving it as soon as we can pull it off in the year continues

086to be optimal yes from my experience when districts administer the survey is not the impact on this type of data it's how quickly you get the data and how quickly you put it in the hands of the people that are going to be doing the problem solving typically across the chicagoland area they um some many many districts administer this on day one institute day just for that reason so that they can get the data back quickly and then you have the rest of the year by the time the gold setting again goal setting takes the most amount of time it's about a two and a half hour to three hour commitment from teachers and teacher leadership teams which i have been very sensitive to in a sub shortage um that we're in right now so

087the commitments that your teacher leaders are giving to this work has been very impressive and very intentional but the timing really doesn't matter it's more about when we get the data what we do with this data so we have the rest of the year to actually make improvements in the culture and climate okay one other thing i would ask is when you work with building leadership teams as bob had said we have a structure called continuous improvement and we review the data that the teachers give after every professional development opportunity that's offered so it would be interesting to put this data next to that and it's different i understand but the results look different as well um and so i'm wondering you know it might be something interesting for them to look at the way

088they respond in the humanx survey and then you know the the surveys that they take immediately following pd and so i wonder if some of that as well things are still fresh in their mind um because in those surveys pd absolutely came out as a strength and i'm not saying that it isn't but you know it's some so i'm just wondering if we can find you know what the difference might be there um you know sure just something interesting good data um it really is about generating questions and action items and if you're specifically looking at training and development the conversations that i'm having when this is looked at within the school when school teams are looking at this training and development lives outside of just the department of teaching and learning it's about the

089continuum of support so my conversations have been no matter what your teaching and learning department is implementing supporting training and developing uh what are the scaffolds and supports within the building as colleague to colleague media across all those meeting times how are we supporting and transferring all that knowledge and support to us in the building specifically so training and development across any organization is always inclusive of all not just one department leading the work okay chess please this is a little tangential but um the board took a human ex uh did a humanx thing and but chris and theiva were not a part of that is that something that they can be added to or so this year so again like all of our surveys you will be surveyed again oh okay so that's coming

090um and also the new board members also didn't go through the leader 12 talent development that we did um and that is something that we were talking about possibly doing um january february whenever your time frame is so that we can do the team the board of ed culture and climate as well as the new team blend of talent which by the way is a side topic i've also started each one of the schools showing interest from the administrators and teacher leaders all have taken their talent assessments they have all received individual feedback and analysis from me and all of the buildings have received their team blunts so better understanding their talents as teams for more effective and efficient teaming within a supportive culture and climate so truly you know there is a lot of

091literacy and knowledge and building around this like i said culture and climate is something that we're always actively working on and very intentional and careful thank you thank you thank you okay we're good well thanks for the good work thank you thank you so much it's great to see you in person yes we'll do it again soon all right thank you very much all right our second presentation is the 2021 preliminary property tax levy and our finance officer eric deporter is going to lead us through this presentation okay yeah if you think back to our last meeting october we did a levy 101 so tonight really just a refresher on the timing tonight you know the board will be presented the preliminary levy which is an estimate of what the levy will be filed at

092the end of december and later in the agenda tonight there'll be a request at the board approve placing the levy on display it has to be on display for a minimum of 20 days before it's approved so that was some information we went over at the october meeting tonight i thought we'd walk through the actual calculation uh just as a point we did have a finance committee meeting last monday we went through this calculation in detail had quite a few questions back and forth with the finance committee so after i go through this calculation if uh either ted or chris want to add a little to that uh calculation discussion feel free to do so but i thought we'd go through this first so this is the same sheet we've used as uh in previous

093years and and i've really designed it so it's user friendly so the very top part of this i call it step one is where you go through the uh the process of figuring out your cpi increment so each year your levy is permitted to increase by the cpi as well as new property growth so in step one what you see we're doing here is we take last year's extension the 48 million 744 number and we multiply it by 1.4 percent so that shows you what the new tax dollars for fy23 will be namely the 682 thousand dollar number so that calculates your revenue base for the 21 levy so that's step one basically just adding that cpi increment step two is where you go through an estimate and again it has to be an estimate

094because at this time we don't know what the actual new property growth for our taxing district is we won't know that amount until we get our levy reports from the dupage county clerk in the spring of 22. so this exercise is where we need to go through and typically what you do is you look at the historical trends so what you see in step two is just an is the actual new property growth that this taxing district has experienced for the last i think that's 14 years up there so at the very bottom you see we have the estimated 2021 number at 25 million dollars so let me explain that that's obviously higher than we've seen in quite some time back to before the 2008 year the reason it's set at 25 million is we

095fully expect it to be higher than what our actual new property growth is and we're doing that deliberately because the way the tax levy rules work is if we were to estimate new property growth at an amount less than it actually turns out to be we're leaving tax dollars on the table and we would not be eligible to collect them this year or any year moving forward so the goal here is to pick a number if the intent is to maximize the levy that is greater than the actual new property growth that we expect to receive so then what the clerk will do it will automatically lower that number down to the actual new property growth so importantly and we discussed this last meeting there's never a situation where we can get more tax dollars

096than p-tell would permit so if we if we aim a little higher than p-tail calculates the maximum amount available to our district the dupage county clerk automatically lowers us down to the max and does not give us the extra dollars so one other thing i want to talk about here and it is kind of a unique thing for the district this year is there is actually one tif district that is dissolving what a ticks tiff district is it's a tax increment financed business district that a municipality or village creates with the intent to spur business development within a particular geographic region so for glen ellen 41 we actually have i believe eight tiffs in total the one that's dissolving or expiring is the glendale heights tiff number one so just kind of a brief description

097of what that is it's a small area adjacent to north avenue there's a little bit south of north avenue and a little bit north of north avenue just a business corridor there that was created 23 years ago with the goal of inspiring business growth there so it's ran its life it's gone through the 23 year cycle that a tif typically exists for and the village of glendale heights has voted to dissolve this tif because it's ended its useful lifespan apparently so what that means for us is the value of the property within that tiff the value that the tif was created compared to the value of that property when the tif dissolved so for instance if it started as a group of properties worth approximately two million dollars in eav equalized success valuation and today

098it's worth 10 million dollars the spread between that two million dollar starting point and the 10 million dollar ending point is called the accumulated tip value so basically it's the value between where that tiff began and where it's going to leave so the tax code and more specifically school code mandates that when a tif dissolves that accumulated tip value so in that example would be eight million dollars comes on to our tax rolls as new property growth we haven't had the access we haven't had access to tax that property because it's been frozen at two two million dollars for 23 years so when it comes off it's treated as new property growth does that explanation make sense somebody have questions on that it's kind of a strange thing it doesn't happen very frequently but it

099does it is happening here this year so for that reason that's why we've elevated this estimated number to 25 million because the example i used coincidentally is the value so it was approximately 2 million when that tip started it's approximately 10 million today our share should probably be closer to 6 million i'm estimating it being at 8 million just because i don't want to aim too low and also taking into account the inflation and heights you know rising home values it's very possible that the value of the eav which was at 10 million at the end of 2020 when it's valued at the end of 2021 it may go up 20 so that's why i want to leave that tif accumulated value at 8 million if that makes sense so for that reason if it

100says 25 million we're really estimating that we will have 18 million or less and new property growth and our traditional taxing body which i think based on historic trends is sufficient to capture what we will actually realize next slide this the top of the screen really is just a calculation tool it shows you the taxes that would be returned at that different differing new property value estimates so if it was six million nine million total all the way down to where you look at step four and since we've estimated it at 25 million dollars that will return new property tax revenue of 809 000 now keeping in mind i don't believe that we will have new property growth equal to 25 25 million dollars so this is aiming higher than i expect reality to come

101into with that you've really done the two steps uh in doing the the levy calculation step five really just illustrates uh what we've done above so that first line that 49 million 426 is the tax revenue base that's where we took last year's tax loving added the one point four percent cpi increment the new property tax revenue is eight hundred nine thousand dollars which we just went through that brings you to fifty million two thirty six three ninety one the next line is to add our bond and interest levy so to explain what this is in 2017 when we passed the referendum we issued bonds 24.2 million dollars at that point it creates what's i refer to as an amortization schedule on how we're going to pay those bonds back over 20 years the county

102clerk has that scheduled they know exactly what our our debt service payment will be so i include it here it's the 1.777 512 but it's just part of the calculation the clerk already knows what that amount is so that brings our estimated 21 total levy to 52 million 13 000 903 looking at step six step six is really just to determine whether or not there needs to be a truth and taxation hearing as you can see at the bottom of the screen here we do not eclipse five percent so we're not we're not technically required to do a tr to truth and taxation hearing but historically this district does one every year and i intend to do it in december uh that's where you have the opportunity for public comment about your levy that's the

103calculation is there anything ted or chris you wanted to add that i missed i wouldn't dare try to add something what you just said there but thank you for the meeting that we had last week was very informative as was this presentation great i i just wanted to highlight that the the total increase as shown on your work the worksheet less than half half of that is increase on existing property if you scroll back up you can see the um previous page yeah the previous page right 682 000 right and then the increase on the new property tax right a new property is 809 correct so so the you know the the increase on existing property really is the cpi 1.4 percent correct so that's calculation as i said earlier later in tonight's agenda there

104is an action request for the board to approve placing this preliminary levy on display it will be advertised in a local newspaper and then we will return with a request for the board to approve the levy on the december i think 13th board meeting and then it will need to be filed prior to the last tuesday in december questions any other questions or comments for eric this one the 18 million for the eav that you've you're using for new property growth outside of the expired tif um did you cross-reference that with like the tax assessor or anything or is it just based on our history yeah what we we do have the opportunity to talk to the two assessors we have the bloomington township and milton township assessors that are that comprise you know 99

105percent of our taxing district the milton township is the vast majority of our properties i was not able to get an estimate from the assessor this year i did get one from milton and it was only about eight hundred thousand dollars and that's consistent with what we've seen in years past so i don't have any reason to believe that there will be an atypical experience this year meaning that growth would be much higher than expected okay thank you appreciate that insight thank you eric and thanks to ted and to chris for their work on the finance committee okay and as eric notes we'll come back in our action part of the the meeting to address this all right so let's move on to some discussion items and the first one up uh is the adobe

106licensing and andrew uh we're in your we're in your cat your ball game here so i don't think to show you but i can talk you through what's there um in the past number of years we've been issuing licenses just kind of as needed basis those as needed licenses only have covered adobe acrobat pro for users that have needed it for staff members at about depending on the year ranges anywhere from about 200 to 500 a license what i've looked at and what i'm proposing is that we license all of our staff and a majority of our students especially the upper grade students with the creative cloud licensing which gives them the whole adobe suite with photoshop and the the pro and all the things that adobe has to offer and that's at a four

107dollar and seventy six cents a user licensing while it is a increase in what we'd be paying it's a consistent price and a much lower user uh per user cost and then it also offers a lot more uses within the classrooms especially at the middle school level as well as in the upper grades at elementary and it does not matter whether it's a pc chromebook or what have you it's platform agnostic there are some benefits that can be used at home as well outside by going this route of licensing this way well i know board members had opportunities to send in questions and number of people did but let me see if any additional questions for andrew on the licensing no okay very good thank you andrew well the second item on the battery incapacitator

108refresh is also yours yes so we have a large and we have a typical ups battery backup some people may have them at home for their computers and things we have a very large almost closet size one at the district office to help maintain our infrastructure should there be a power outage and have continuous power flow to our infrastructure room that was bought well i had the report for me but about 15 years ago and it's gone through one battery refresh and what i'm asking is that the board sign off on doing another battery refresh batteries last about five years as part of that if we also refresh the capacitors that are in there that will get us through the 20 20 year expected lifespan of the unit before we need to do any kind

109of research and proposals for replacement of the entire unit so this would get it through its full 20-year lifespan very good again now there were questions submitted ahead of time any other thoughts forgot to ask for a picture because i'm actually familiar with with those big ups when you're thinking of ups you might think of those smaller it stands about six feet tall and about four feet across and it has i think about 40 car batteries in it yeah and your car battery typically is a five year life span on it you're lucky and this is continuously cycling so it kicks in when the power goes out before our generator kicks in so we don't have any loss of power for that um that our majority our major infrastructure yeah it's pretty impressive yeah very

110good all right and that's behind a fault somewhere right andrew nobody has access but you exactly okay all right well very good thank you andrew all right our third item we're going to go back to eric to talk about the five-year capital project uh update sure so tonight is the time that we come and bring what we really like to call our rolling five-year plan basically it's our capex spending that we have planned out for the next five years to address you know not only health life safety needs but just some pressing needs that emerge you know for instance the summer 22 project list if you look at the attachment um shows that we have a so a good number of hvac units within forest glen that have well passed the life cycle you know

111expected lifespan uh so we're going to go through really in phases in that building last summer we did some work in that building to replace some of the older units this summer of 22 we're proposing to address five additional rooms these are just rooms that have you know inconsistent heating and cooling and this is really an energy efficient update we're using equipment that's far more efficient than what's existing in the room not only is it more efficient it's also quieter provides for a better act you know climate for the children so it's just a better learning space all around um i wanted to highlight that i know there is you know i think the next agenda item is the summer 22 capital plan discussion specifically but if you look through the five-year cycle you'll see

112noted kind of glows when you look at this five-year plan is we did put a placeholder in for some solar work for the summer of 23 and i want to just talk a little bit about what that placeholder represents you know we asked a third party partner to give us an estimate of you know what solar would look like if we were to deploy it at hadley this is the largest structure in the district it has the most roofs landscape that's what really is critical when you talk about introducing a solar array is you need square footage to place it and you want to do it in such a place that it's not hopefully an eyesore to your community so we did ask that third party to give an estimate on what you know level

113of solar coverage we could put on this roof um there is a preliminary design that was returned to us estimates that project that approx approximately 1.5 million dollars importantly it would return i think the number they gave us was about 45 of the energy consumed in this building so they could supply basic almost nearly half of the energy consumed for this building what i want to stress though is that was a kind of a rough estimate you know and as we move forward and if the board directs us to do so it is an interesting time right now there's an energy bill that was passed in the state of illinois that's going to provide i think there's an appropriation for 15 energy credits and it's kind of a time sensitive thing meaning only a certain

114finite number of projects are going to be approved because once the appropriated dollars are accounted for there are no more dollars available so with that in mind you know we put this as a placeholder to kind of start that conversation this evening we have been given um you know from the partner that gave us this estimate the offer to come and speak to the board explain some of the specifics of the proposal how it would work what the return on investment would be what it would look like all of those things so those details would be forthcoming but we just put it in this plan as a as a placeholder for tonight looking through the remainder of the the three years i don't know if dave you want to elaborate on any of the things

115that jump in there or really they're pretty straightforward they're known hvac updates you know if you recall back several years ago that was an initiative of the district to really update those mechanical systems that had not been touched in quite some time we still have a number of systems within our buildings that are out of date past their usable lifespan or expected lifespan so those will be the bulk of the projects moving forward any questions there were a number of questions that folks submitted thank you for walking through all of those eric do you want to merge right into the summer sure thing open that up and see exactly so as we did for this previous summer we really are focusing on trying not to disrupt many of our buildings we want to keep the

116impact minimal because there is still a chance that we'd have you know kind of expanded summer programming possibly we want to leave that flexibility to us so we don't want to be you know taking apart a bunch of our buildings with that in mind really we have most of our work as i mentioned earlier focused on forest glen and some hvac heating and cooling improvements in addition to that there is a the fax room here at hadley which has i want to say is close to 20 year old equipment in it right now so we did go out to bid for that project uh we received i believe 12 12 bid packets that project will include almost like a a full scale update to the and dave could speak to this the lighting the case

117work the fixtures they use to do the preparations um questions yeah six cook i mean i i it's a full functioning kitchen basically there's six six stations within this classroom that you know the teacher uses to go through examples with students so that project was you know kind of on the boiler for a while it was a specific request i should say it was on the list for a while and it was a specific request that came from hadley we did go out to bid and we did get some favorable bid returns on that the last two projects we have uh an hvac unit at lincoln that's giving us quite a bit of problems so we're going to address that and then there's a small parking lot fix in lincoln as well okay thank you

118very much any questions additional questions comments all right eric thank you you can stand down you've been busy and our last discussion item is with melissa in reference to the shield testing agreement right if everybody can think back to when we were getting ready for this year and the board approved the agreement with university of illinois for shield testing we were under the impression at that point that the funding for shield testing would take us through the end of december and after that districts would be required to pay for shield well the status of shield remaining free um they have notified all districts that that will extend through the remainder of this school year so we have to amend um that agreement just to reflect those dates so the district does not build at all

119for testing it's completely done on a voluntary basis but if we want to continue we will have to amend the agreement okay questions on that katie anything you want to add kda i just i verified with um the people from shield that we would be able to keep our third party provider med calls and all their staff that are at each one of our schools every day of the week so really nothing changes the only thing that would change is if we did get less than 100 participants out of school i think they could drop us but if we sign this agreement then we are committed to them for until the end of the school year to continue with exactly as how it's been the whole year thank you katie is that it melissa okay

120yes julie are we in danger of being under 100 participants at any school that's dangerous you know what i mean no no no there's maybe one school that has like lincoln has the lowest enrollment they're around 200 so so you'd have to lose a pretty good portion of that too yeah um you know it it may our numbers may change as more you know children become vaccinated if their parents choose to remove them from testing so it remains to be seen and then we also have a large number of staff that are participating as well thank you katie thank you julie and thank you melissa okay we'll move on to uh our action items the first is the consent agenda are there are there any items where members would like to be removed from the

121consent agenda to be considered separately hearing none may i have a motion to approve the consent agenda which includes employment recommendations and resignations on the personnel report the october financial reports as noted on the meeting agenda in the october 18th and november 1st open in closed session minutes and the november 8 special meeting minutes as presented i so move good we'll call mrs moak mr estes yes this is bobby yes mississippi mrs hill yes dr marshall yes mr oliva yes dr bruno yes we also have some recommendations to work through the first uh there is a board policy adoption or uh you may have a motion to adopt board policies as outlined in the board report motion need a second second any discussion i want to thank the policy committee for spending the time it's

122a an extensive amount of time and thank you for bringing this forward all right roll call mr smoke mrs hill yes besties yes mrs yes doctor kelly yes mr robot yes mrs yes dr bruno yes the second item deals with the adoption of the isb resolution positions uh before i call the motion what i'd like to do there were three resolutions that the board had some discussion about and i'd like to just go down the board to get your yay or nay and we'll do this on resolution one and then resolution eight and then resolution ten and once we have that we'll then call up the motion and ms hill who is our delegate will then have a coherent set of positions in which to act on so let me just kind of turn the

123left on resolution one and and you're deciding whether to vote yay or nay on julie's recommendation so dr martelly yes thank you julie yes jason i gotta pull the recommendations i want to vote yes for the resolution but i think yes you're good yeah okay yes yes okay just to clarify this is just for the number one just for one yes yes no uh no and i'm also a no but that resolution uh is supported five uh to two all right resolution eight okay we'll just do it again but maybe i'll start on this end a table yes no no yes yes and well look what the red would do okay well they will skip you yes yes okay julie yeah yes and dr martelly yes all right uh i am a no but the

124resolution passes or we vote to concur with julie's recommendation five to two and then the last one is resolution 10. all right um we'll have to go back around the end here dr martelly please yes yes julie jason you need to bring it up i just want to she's recommending yes okay yes tiava no yes yes yes yes and i'm also a yes so that resolution our support for julie's recommendation passes six to one okay so now we've got all of these resolutions together the discussion we had two weeks ago there was agreement on all the remaining resolutions so now i'm going to call a motion to adopt the resolutions or the position that julie recommended and we have taken action on clear all right very good may i have a motion to adopt the

125iasb resolution positions as outlined and submitted motion second any further discussion mrs milk roll call please mrs yes mr rusty's yes mrs mr lolac yes dr martelly yes mrs hill yes dr bruno yes thank you very much julie thank you lots of good work no problem all right all right item three hey bob can i just say thank you to the community member for sending the articles that i read and to chris and bob for also sending articles for us to read it was educational and confusing but we did have quite a bit of information and it was well said and it was something you had to take seriously and we not only appreciate the information but the format uh and professional nature in which you brought the information forward you weren't the only one

126but but thank you uh and thanks to dr martelly for bringing his experience to the board on this topic all right item three approve a memo of understanding with gea on the district 41 e-learning plan may have a motion to approve the memorandum of understanding with the glen ellen education association with respect to modification of the 2022 teachers agreement regarding e-learning as presented motion okay second i think we got it all a lot of seconds there any discussion we'll call mrs moak mississippi mr lobock yes dr martial yes yes fourth item is the 2021 preliminary property tax levy may i have a motion to approve the 2021 preliminary levy and place it on display on november 16 2021 and set the date and time of the truth and taxation public hearing for december 13 2021

127at 6 30 pm at hadley junior high and approved the publishing of the attached notice of public hearing in accordance with the truth in taxation act as presented ocean second any discussion roll call missing milk mrs yes mrs butterman yes mrs yes the next item is the adobe licensing purchase may have a motion to approve the purchase of 2500 licensee licenses of adobe vip enterprise at an annual cost of eleven thousand nine hundred dollars to be funded through the technology budget as outlined earlier in the meeting second any discussion roll call dr martin yes mr local yes mrs hill yes mr rusty yes this is bottom row yes this is yes dr bruno yes and then finally the summer or maybe it isn't quite final yes it is the summer 2022 capital projects may have

128a motion to direct assistant superintendent eric deported to begin implementation of the 2022 summer capital project plan and grant approval to sign appropriate agreements with performance services inc and the qualified low bidder bowler construction company inc as presented earlier in the meeting motion any discussion roll call please mrs spiderman yes mrs hill yes messiah yeah mr oba yes dr martelly yes mr rusty yes dr bruno yes thank you very much we have also on the agenda the board governance learning together and we do have an item here report on the board governance self-evaluation workshop dr bruno i think that we did do this i thought maybe there was something melissa was going to add here it did look familiar thank you i i would like to just take a moment to just note for all

129of the folks who are in attendance that we we very much appreciate your being here we appreciate the degree of concern you have for the issues that you speak to which is why we very respectfully listen and acknowledge your being here in your time i would i would ask all of you that as you engage in those issues that you keep in mind that the rules that we set for the times for people to speak to speak is an attempt to keep the business meeting running and to allow other people an opportunity to speak it's not an attempt to keep you from saying what you came to say and that if we go beyond if you go beyond that time frame it doesn't make the strength of your argument or the concern of your argument

130any better and it doesn't mean that we hear any clearer it just creates a bit of a disruption that makes it hard to run a business meeting so we want vibrant discussion we encourage it uh we just ask that you cooperate with us at all meetings well thank you very much all right upcoming me just was your hand did your hand yes can i uh suggest a couple things for learning together in the future now's the time okay well certainly we're all going to triple i this weekend i think we'll see what that is just briefly oh i have no idea what that stands for we're going to learn stuff about how to be school board members this weekend maybe dr mattel can sell yeah superintendent csvos and school board members triple i it's the

131big three organizations in illinois that um in terms of leadership for school for school for public school districts so that conference is a compilation of sessions that's put together by all of those different organizations sorted into topics to make it easier for board members and anybody else attending to navigate so our board has always had a pretty strong presence at those sessions and then brings that information back to the community yeah so certainly we'll probably want to debrief um at one of our future meetings about all the cool things that we're going to learn about how fun it is to be a school board member and um also i think this discussion of student transportation i think is coming up but i just would like to learn a little bit more about um what's involved

132with that issue because i know that's a concern a community member is brought to us and then um i i personally am interested in knowing more about the continuum of differentiation personalized learning and iep i think i think there is a continuum of i don't know doing something for an individual learner customizing their learning experience but it i think there's a continuum and i just would like to learn and understand it a little bit better since it is mentioned 29 times in the comprehensive learning 2025 report that we are a part of well just thanks for the recommendations and the learning together is meant to be a place in which the board can better understand it's not a it isn't a report it's not a presentation it's an opportunity for the perhaps the district to

133help educate the board so that's why we have this on the agenda thank you okay we have upcoming meetings the next one is monday 13 2021 we'll have a public hearing on the levy and then the regular board meeting and then next meetings will happen in 2022 monday january 3rd we will have a committee of the whole meeting where i think we will be revisiting space and then tuesday january 18 22 will be the regular board meeting uh are there any items to be considered as a future agenda item i just want to share with julie that we did not forget about her request to tackle back to how are we supporting kids moving forward after you know you had asked about unfinished learning so we are working still with nwea we have not forgotten

134about your request thank you the board will not be going into closed session this evening so may i have a motion to adjourn this like this motion motion second any discussion mrs milken no no hi all right in favor say aye aye aye aye aye i'm meeting adjourned thank you very much
