Welcome to our guests uh either here in person or watching. I do have a couple of recognitions I'd like to cover this evening that are uh very fitting. Uh first, we just completed our

003second year of offering the Pathways to Biiteracy Award, which has been a very big success here. Um, thanks in part to you Raquel and a team of people who made this very successful. The Pathways program serves as a stepping stone to the seal of biiteracy recognizing high school graduates who have achieved achieved a high level of proficiency in both English and another language. The seal is added to their high school transcript and diploma. In the second year of the pathways program here in district 34, we had 144 eighth graders on track to earn the seal of biiteracy. Seven students demonstrated proficiency in more than one global language and all of the students com completed a combined community service hours as part of that experience. So we must acknowledge their hard work both for the students

004and the staff um who supported them in that particular journey. So I just wanted to call that out because it's um truly a highlight that we're very proud of. So kudos to all. Uh secondly, this evening we have uh two retiring cabinet members who must be recognized. Uh, so you can begin your awkward stares at both Kristen and Kevin because they both love this kind of thing. Um, Kristen Caceris, assistant superintendent for student services and Kevin Doran, assistant superintendent for human resources are both retiring this year and this evening will be their last board meeting at least that you're required to be at. you can always come back um to to visit. Uh Kristen has been in district 34 for the past nine years, dedicating her work to ensuring that every student has the support,

005resources, and opportunities they need to exceed. Her leadership, her compassion, and commitment to students and families have helped strengthen services and support structures across the entire district. Special services encompasses a sizable range of responsibilities um most of which are unseen by the casual observer. There's really a lot of form and function to the work that uh Kristen does and has done so well for so long. Uh at her core, she's a natural advocate for all children and families. Uh which at times is a challenging balancing act. uh but you've always done so with your intellect, your compassion, and your objectivity. And we thank you for all that you've done. Uh but mostly for being a wonderful colleague and friend. So thank you Kristen. Um hold your uh party poppers uh because I'm going to come

006back to you in a in a second. Let's turn our our attention now to Kevin. Kevin Dorin has been a part of district 34 since yes. 1994 serving as a teacher, a coach, a principal, and most recently assistant superintendent. Throughout his remarkable career, uh Kevin has influenced thousands of students and their families. Just think about all the lives touched over such a long period of time while supporting countless staff members over the years. Um Kevin, you were among the first to greet me on my arrival in the district and uh you've been a great thought partner uh for me and have helped me immensely over our time together. So I thank you for that. You've also done the same for many teachers, aspiring administrators, and current administrators over the course of a of a long

007and successful career. We thank you for all that you've done and most uh importantly for being a wonderful colleague and friend as well. Uh to both of you, we wish you all the best that retirement has to offer, including time with your families and friends, uh and being on a schedule that's not dependent on the demands of the job. And so, as you enter this new chapter, we'd like to give you a parting gift to symbolize that uh life's a picnic when in retirement. And I have something I'd like to give to each of you. Um, don't uh Toto is not in the bag, so you don't have to worry about uh something creeping up at you. [applause] >> [applause] >> Those are my comments on these two. I don't know if anyone else has

So, I've I've known you guys for like a long time. Kevin, my youngest just graduated college. You had him in preschool. >> Um, I really want to thank all the work you've done, Kristen. The amount of work you've done to get us uh where we are from our true north days to now is amazing. Thank you so much. I don't think people know how much work you put into that and it's it's great. And Kevin, uh it's great knowing you as a friend. It's great knowing you as a board member. And good luck in retirement both of you guys. And we'll see you back here in the fall for

009substituting. I just want to echo outstanding careers both of you and you know part of why District 34 is where we are is because of the long-standing commitments of folks like yourself and your peers and you know the boards that have supported you and the guidance you provided to others as they've come in. So just thank you. Enjoy retirement and uh it's a 100 hoursish Kevin of substitute time that you can do right >> 100 days even better. I just want to say thank you also. These jobs are often very thankless and you're always keeping up year to year. Nothing's ever the same. Even though you've been doing it for many years, there's so many things that shift and change. So, thank you for handling all of that as well as you have. Listening to

Uh my name is Kathleen Bectiari. I'm a mother of three children, two who attend

014Hoffman Elementary. I'm speaking on behalf of our advocacy group made up of parents, community members, former educators, and former schoolboard members. We came together because we care about this district and every child and staff member in it. We are here as partners and collaborators because we want to see real lasting change around emotional and physical safety. As we close out this school year, I want to start by sharing gratitude for our district's teachers and staff who show up every day for our children. We appreciate and applaud everything that goes into a school year. Three months ago, I stood alongside fellow parents with concerns about classroom safety, inconsistent communication, and whether our district had the systems in place to support all students and staff. Tonight, we acknowledge that this board and district leadership made an effort

015to listen and engage with the community. We've seen commitments communicated to this community. a train the trainer program that addresses the regulated classroom with district-wide staff training plan this fall. Increased associate allocations, behavior support programs, and more underway. We agree these changes are moving in the right direction. The district recently announced a more standardized communication protocol for classroom disruptions. We followed the link to the guidance document and that link returns to the same language shared previously, language we appreciate, but that leaves a critical question unanswered. The protocol states families will be notified when a principal determines a substantial disruption has taken place. We're not questioning that commitment. We are asking what substantial means. Right now, that definition appears to rest on individual principal judgment with no written or shared criteria to guide it, at least

016to our knowledge. We know from experience what that looks like in practice, a classroom evacuation following an incident and no communication home. We are again asking administration to establish and share objective written criteria defining substantial classroom disruption consistent across all D34 buildings. This matters because trust between D34 leadership and many members of the parent community is fragile. Trust isn't rebuilt through intention. It is rebuilt through communication, personal experience, and data supporting evidence of change. In May, we said we looked forward to understanding what these commitments look like in practice. That question remains. Investment without measurement is intention without [clears throat] accountability. We're asking the district to commit to a reporting framework with specific outcome metrics like behavioral incident rates, time students spend outside the classroom, staff climate, and family communication experience. Not just training completion,

017but what happens in classrooms afterward. We encourage you to share that data with families regularly and let this community see the evidence of change, not just hear about it. We are genuinely excited about the changes we hope to see in the next school year. There is so much good in our district, so much to be proud of, so much to celebrate, and equally so much to keep refining and reforming. Please know that this community wants to partner with you. 019a few moments ago. First, we have uh Jesse Feld is here with us this evening. Jesse is going to be our new assistant director for preschool and district services. Jesse is currently the assistant director for preschool, I'm sorry, assistant director for student services in Apticus Trip School District 102. She has also served in a variety of other student services related roles in um Apticus as well as a couple of other local school districts. And we will welcome Jesse as of July 1 to district 34. Thanks for being here, Jesse. And welcome. [applause] Uh also also present this evening, we have Kelly Quaid. There's Kelly. Kelly will be our new director of business services. And Kelly currently serves as the business manager in Oak Grove District 68 in Lake County and has also served in a

020variety of uh business department roles in local districts as well. And we also will welcome Kelly to District 34 as of July 1st. Thanks for being here, Kelly, and welcome. [applause] Thank you. We're going to move on to section G, consideration of other resolutions. The first one is 20ax 26-045, resolution of interfund transfer operations and maintenance to capital projects, otherwise known as fun with accounting. Over to you, Michael. >> Thank you very much. We discussed this last month. Um, this is a transfer to stay true to the board's uh determination to fund about $3 million a year in construction projects until we

021finish everything that uh is basically on the capital plan as of right now. Um, this will go ahead and fund the summer construction for uh FY20, the end of FY26, start of FY27, and then we will be bringing back a transfer for next year. Um, I don't know if anybody saw the news last week where the treasur's office has said the bills will not go out till about two months after anticipated, which puts them at October, November. So, roughly the same as next as as this past year. So, what we will do is look at a transfer and time it accordingly so that we don't create any additional cash flow issues and we are working with our consultants to try and avoid any tax anticipation warrants for next year if possible. As a founding member of this cooperative, District 34 has been immensely proud to stand alongside you for decades, working collaboratively to serve the exceptional needs of students and families. Together, we have built a foundation of support that has deeply impacted countless lives. We have been incredibly pleased to see the cooperative embrace a new direction recently, one that strengthens its core mission and modernizes its approach. While district 34 is preparing to depart the cooperative to align with our evolving local structure, we want to explicitly recognize that True North and its member districts have always been and remain student focused.

027We are proud that we can help True North move forward into this successful next chapter. As we transition, we carry that same student first dedication back home where we're excited to continue supporting our district 34 students within our Glue schools. We leave a deep gratitude for our shared history, immense respect for True North's current leadership and vision and absolute best wishes for the cooperative continued success and it was wellreceived by the cooperative and they actually thanked us for helping them nudge along to a better spot that they're in. >> It's really well said, Scott. Um, then our next section is J reports, the foyer report, number one foyer report, and the number two monthly budget report. Anyone have any questions or concerns on that? >> No concerns, but comments. Uh, first, Michael, thanks for throwing some of the the commentary and the text in there and your interpretation. It's kind of helpful to tack and trace some of the trends to what we're looking at with the uh the two-month delay. I thought I read

029somewhere that the state was also going to be offering uh maybe potential for bridge funding. So, just to get out in front of that, is there anything that we need to do to prepare for that so we don't have to do a short-term loan or anything like that so that in the event of these continued delays that we aren't finding ourselves in a a continued rock in a hard place position? >> Yeah, they released the the criteria and it's a little bit different than last year which made it nearly impossible for a school district like ours to get. The criteria still is a little nebulous in the concept because they're trying to say that everybody is eligible so long as they meet the three criteria. One of which is that you you are dependent upon

030local property tax money and we are at 89%. But there's $300 million. It talks about the first come first serve. There was a lot of talk that that is still going down to uh the south suburbs rather than the north suburbs because of overall need. And so once they release the final details of what that's going to look like, we'll investigate. Uh again, we're hoping because of if we get some of the tax money that we were supposed to get for this first installment, it may create uh a situation where there is not a need for tax anticipation warrants based upon the way that the levy has tracked since the Glenn came on. So that would be the hope and then also responsible transfers for construction. So we're eyeing all of that with PMA or

031PTMA now uh on where our investments lie. any investments we make, we're making sure that they're shortterm uh so that they are not uh wrapped up and and we can either liquidate them or go ahead and utilize them as cash. So everything right now is scheduled to end around September, October so that as we approach that time, we do have cash on hand. Uh so there because I know this past year we had to go ahead and and and break some of the the dates and so that caused a little additional interest. That's something that we will definitely work, you know, without having to do. And if we can qualify for the program, I think it's something we definitely are interested in doing if needed. >> And how far behind are we in revenue? >>

032So, if you look at in the projections, it it it's a little messy because obviously it takes everything into account. We're about $5.2 million shy in property taxes of where we should be. were 5.5 total million dollars I believe it is in actual revenue that we anticipated. Uh and yet if you look at that it's about a 4.5% um I think 4.5 or 4.8 under where we were last year at this time or where we anticipated. And our expenses are actually 4.5% greater. And yet because of the fact that we're under budget on expenses and that is remarkable and it's a big credit to the administrators, the building level administrators, the teachers, everybody for being financially prudent because this was not an easy year with everything that went on and then there were three CSBOs

033in the time. So the fact that we're so far under is a credit to everybody because that's when a lot of spending sometimes can get out of control. But I will say it's an incredible group to work with. And so as we look at the budget for next year, we are looking at some on-ramps and off-ramps regarding potential spends that could be done later and as well as some transfers that we don't need to make right away so that we do try and protect against tax anticipation warrants. But the key will be if we get that remaining $5 million because as you know nobody knows what the distribution years are even though they're telling us what was for 25. The 25 makes the same statement that used to with its in prior years. The end

034of the 24 distributions did as well but there used to be an actual distribution statement on the treasur's website. There is no longer that there. The last one as I said last month was October 31st. So they're begging to get that out and we still believe there are zero refunds that have been given. So even though our refunds are not huge and we get those back in a rears the following year, it still puts us in a position of trying to do a little bit of guesswork. So any pressure that we can continue to put on the county and Tyler would be effective to try and figure out that kind of mess that we're heading towards. 035have and the expense management to be able to not have a very negative situation at the end of the school year and that goes to everybody that beyond this room. So, thank thanks all the teachers and and administrators to to make sure that that was where we're at. >> Ask a question. I just wanted to uh now that we are managing our own money in house per se, I assume you're going to be more mindful of like working cash going forward because now we have an idea that the county is terrible at this, >> right? >> And they're not going to get better within the next two years. >> Yeah. So, we're going to maximize our working cash levy going forward. We're also looking to transfer interest earnings back into working cash to bump that

036up, especially as we sit in a position that we don't need those and the interest earnings are starting to go back up again as you know because of the economic situation. So totally being mindful of getting working cash back up to what it's supposed to be which is a rainy day fund and then also utilizing different ways to have money go in there but also if we need it have the money come back out so that we have the flexibility to loan oursel money so to speak from our savings account rather than having to go out. And uh just from another standpoint, if we can ever get our fund balance in a situation that's as good as all the other taxing districts in Glen View, uh you know, we could buy we could buy tax

037anticipation warrants, right? Because those rates were pretty good. >> Mhm. >> And it's a nice short-term investment that gives you a nice return on it.
