This is just the final culmination asking the board to approve a resolution in the open uh in the regular

002meeting that approves 8.5 million moving from the ED fund to on M, which there's a second request that will then move those funds from O andM into capital projects to finish off the construction work. So that's that's the simple explanation for the resolution tonight. Any questions from anyone? All right. So, I do have official election results and uh they are I I believe they're presented here the order in which they appeared on the ballot. So, Jessica Pritsker received 4,048 votes. James Dolan received 4,080 votes and Eva Gileio received 4,079 votes. So, those are the vote totals for the four-year term for school board. Congratulations. That was a lot more votes in the last election. Um, can I have a motion and a second to approve the results as presented? So, move. Second. Moon. All those in favor? I. I. Any opposed? I shall encourage and respect the free expression of opinion by my fellow board members and others hearing before the board respecting the privacy of students and employees. I shall recognize that a board member has no legal authority as an individual and that decisions can be made only by a majority vote at a public meeting. I shall abide by majority decisions of the board while retaining the right to seek changes in such decisions through ethical and constructive channels. As part of the board of education, I shall accept the responsibility for my role in equitable and quality education of every student in this district. We are very proud tonight to honor three of our hardworking students as they are recognized for their exceptional use of assistive technology. We'll learn a little bit more about what that is in a moment. We have Francesco and Brian who are here tonight with their families. And Harley, who I believe is watching from home. So, if you can see us, welcome Harley to you and your family. Uh, and at this point, I'll turn it over to our student services team for some more detailed recognition. Thank you. Thank you, Dr. Deli. I'm going to invite two members of the

011student services team up here to introduce themselves. Kristen Caceres, the assistant superintendent for student services. Natalie Zealus, director of student services. Erin Ross, assistant technology facilitator. And we have one award winner here. And actually, it ended up being two at home viewing today because of um a little mishap at school, but we will celebrate Brian when we see him at school. Um we do have Fran here. And so we are really thrilled to announce an award winner today um and our strong partnership with Infinitech Coalition. So, Infinitech is a is a partner of ours whose main mission is to advance independence and inclusive opportunities through um technology. They offer trainings, access to equipment, access to specialists. The partnership doesn't end with just us here at the table. There are teachers here um that work with

012our students and work so hard. There's families here that are also partners with us and we're so proud to work collectively to see our um students excel. I'm going to turn it over to Natalie to talk a little bit about how the Infinitech mission also aligns with our strategic plan. Yeah. So, our partnership with Infinitech aligns with many aspects of the strategic plan um specifically our core values which are embracing diversity, equity, and inclusion um into our classrooms. And um one of the ways that infinitech helps bring our strategic plan to life is by providing some of the resources to our learners so that um they can become part of the community in our schools. And so I'm going to turn it over um to a little bit more exciting. Erin's going to introduce the

013kids and show some videos. And so they're the reason everyone's here. We're so excited to honor Francisco Perez at AIA and Brian Lopez Ortiz at Pleasant Ridge and Harley Rilelet at Westbrook for their outstanding use and mastery of assist of technology. Um, I brought my iPad with me today so you can kind of take a look at the communication system that um, Francisco uses so you can see an up close visual. Um we're going to show the three videos of our Infinite Techch winners and at the end we'll invite um their teams and our our winner up for a group picture. Tonight we proudly celebrate Francisco incredible 14year-old student at Middle School District 34 which is a member of True North Educational Cooperative. Francisco is a charming young man with a fun personality and a

014contagious laugh. He is a kind, positive, and hardwork, his family, and Daniel type. To help him share these interests with others, he uses an iPad with words for life in both English and Spanish. This tool supports him as he leaps the language barriers and communication challenges that are sometimes associated with autism. His augmentative alternative communication device is more than just a tool. It's his voice, his bridge to learning, and his key to meaningful connections. Whether he's at school, in the community, or spending time with his beloved family, he spreads joy wherever he goes. Francisco is a great asset to his family. He enjoys hanging out with his father and his brother and looks up to them very much. In turn, he is an amazing role model for his little sister. At school, he is a

015motivated student who enjoys sharing ideas, asking questions, and joining in class discussions. Francisco enjoys community outings, and he was especially comfortable using his AAC device while interacting with View police officers during a recent community. Beyond using his device to communicate, Francisco, he guides them to specific functions or settings they in English or Spanish. This not only empowers him to advocate for his own learning, but also helps others become more effective in supporting him. Francisco has many interests. He likes looking at sports logos and photos, playing basketball, and swing on the sensory swing. His favorite activities include meal times, cooking groups, and vocational tasks. When asked to describe him, his teacher said Franciscoante, which means Francisco is a star that shines bright. Francisco's enthusiasm, kindness, and determination make him an inspiration to us all. His teachers

016are incredibly proud of him. His unwavering spirit and his well-earned recognition as an infinite technology award winner. Francisco, congratulations. [Applause] Tonight we proudly celebrate. 018I can't top the uh the video. Very uh very impressive. But um did want to uh u update on a couple of things. First off um u on the Pearson project. Um uh Director Dolly uh did uh come and and speak on that. Um and then one of your board members as a as a citizen spoke on that. Um you know not as a board member though. Um unfortunately what happened is the next meeting you had a next trustees meeting you had a meeting then they had a meeting and they went and passed it on first reading. So, um, the the couple things for tonight in my three minutes, um, I wanted to to tell you that there's there's another project up on Wednesday that's different from the others because it's a project that's been

019on the U fiscal reports for several years, actually since 2017 18. The reason why is that the village wouldn't let the developer project is something else. So I it's different than the other ones, but there's a there's a big parcel. It's it's 1842 Lehi, but there's some big parcels of land signal and others that I I would urge this board to keep a very close eye on what the village is doing. I I really do feel for you be, you know, the 2025 there's a reassessment. Hopefully that'll improve your tax base. you know, you're doing the best you can as far as as managing your finances, but you do have a a problem and that's a very tough situation. And then the second thing is, you know, I when I last fall was at a

020different school at the Glenn, you know, do do take a close look at your that school resource officer program. You know, as I as I said before, you know, if if to me if if the if the village of Glen View um is going to supply two two police officers here, you know, those are municipal police officers that could that conceivably could be deputized. Um you know, take a close look at that program, whether that's a good idea. If you think it's a good idea, then then don't let the village of Glen View pick up 75% of the cost. Pay 100% of the cost. I don't think it's a good idea. You police officers are quickly available anytime you want them. But take a look at that program. That's that's all I really had to

So, uh, throughout this school year, we've used a platform called Bright Arrow, and that is the platform that we use to send emails, text messages, and phone calls to

025our families. Um, some of the features that we hoped were going to help us have effective communication are not working the way that we hoped they would. So, we are moving towards uh are hoping to move towards another platform called Parent Square. So, that will allow us to not only do one-way communication out to our families, but once we get some of those things set up and rolling out to our staff, there's also the capability to do two-way communication. All of that's fully translatable in our family's languages. And it has some other features such as secure documents and um other fun things uh such as the parent preference for their communication. And so as a parent, they'll be able to select if they would like an email for every notification that goes out or if

026they would like a summarize uh of all the emails at the end of the day. And it allows them to have a little bit more um options for their preferences. Are there any questions? I I mentioned it was sort of like from the office the woof app that they came up with where you get a text phone call. And the one other thing I will mention is the one thing we talked about Scott was the uh ability for us to not only have the platform where it sends out the messages kind of in a news feed platform for our families but then if there is an urgent message that needs to go out that there's an option to kind of supersede that and that can go out directly to the families. Sounds more robust than

027we have right now. That's correct. There any other questions or thoughts? I saw the only other thing is uh language translation. How does this help us by either accelerating or expanding our language uh and accessibility of like the newsletters as opposed to having it auto translated? Yeah. So right now the platform that we're using um we were kind of told that it would automatically translate into our famil family's languages. So let's say I'm a parent and my home language is Spanish. when I assign up in uh P school for my language preference, it automatically translates the message to our families when they receive the message. However, one thing that we've noticed, and this is kind of a big thing for us, is that not all of the translations have been correct for this school year.

028um some of the languages that are a little bit more common maybe like Spanish have been doing okay, but um we've heard of other districts as well um who have seen just messages that are clearly not translating correctly. Um and that was kind of one of one of the big draws for us. So this platform has again the automatic translation into the family's language. Um and we've heard of a lot of other school districts who have been using it who have not had issues with that. Good. Uh, can we get a motion and a second to approve the resolution as presented? 029250038 D225 petition for withdrawal from True North Educational Cooperative 804. Dr. Deli, thank you. You feeling a little deja vu or I don't know if that's the right descriptor for it, but if it looks like a familiar topic, it's because it is. Um, District 225 is interested uh, effective July 1 of 2026, which happens to coincide with our withdrawal date from TR uh, True North, wishes to withdraw from the cooperative. Um while they are taking a slightly different pathway toward their exit, um they are asking that the member districts approve a resolution to withdrawal um much like we asked the other member districts to do. Um because of the timetable here, uh we're asking that the board uh consider and act on this this evening. This indicates our support that 225 has assembled all the

030necessary requirements to exit accordingly and would like to exercise their rights to do so. Uh this is a vote to uh help them in that journey. Dr. What do we know about their own in-house capabilities to support the program? they I I I'm confident that the work that they've done and are planning to do will situate themselves to be able to serve uh their children, our children um uh appropriately. When their journey began, they were a little bit behind us. Uh but I know they've they've done a lot of work to do some catchup and so um uh I'm confident that they'll have the ability to do that. They are taking a pathway however that um does not require them to have the external evaluator like we did. So we had we had that I

031guess added level of sort of external endorsement um which I do not believe is part of their process. They do have to submit however a comprehensive plan like we have assembled and submitted to ISBY for their approval. So, um, that's what I know about their general readiness. I do know from being at the True North meetings that they have brought a lot of students back in house and they've bought a building in I believe Northbrook is it where they're going to be for their transition their transition students. So, they're they're definitely uh building their capacity fairly fast. Went ahead and bought a building, huh? Yeah, bought a building. just money laying around for them. Did I say that um and I assume for the record I mean they supported our similarly same type of thing.

032Yes. And I believe it's best for the kids to be educated in their home community also. So are there any other thoughts or questions? All right. Pritska. I. Motion carries. Now we have our discussion section. We have the number one fiscal year 2026 tenative budget and call for a public hearing. Mr. Miller. Thank you. So, tonight we're going to go over it's a first read of the FY 26 tenative budget. So, just for our new board members, we'll review this tonight. I'll ask you to approve this in June and a resolution to call for a public hearing which

033we would have in September. So, we take the month of July off and then we'd pick back up in August with the first read of the final version. So, as you may or may not know, we've got nine different funds that I'm showing on the screen. These are the revenues and expenses for each of the funds. Obviously, most of our money goes through the general fund or the education fund. It's where we pay most of our teachers from, etc. Um when you look at all funds which consider the last bit of construction work that we're doing this summer uh some some of which is related to the referendum final construction component of the referendum and we show a uh all funds deficit of almost 9 million. we tend to look at the operating funds which

034don't include a couple of the funds in the all funds because they tend to uh sort of cloud our view of day-to-day operational funds. So within our operating funds we've got a deficit of um 2.8 million and we'll review where that's coming from in the coming slides. So we typically show our revenues which are made up of 89% local funds mostly uh property tax dollars and then on the expense side most of our money come goes to salary and benefits 75% uh then closely followed by purchase services and some of the other uh smaller percentages. So most of our property tax most of our revenue is coming from property tax dollars most of our expenses salary and benefits. So, I've got a list of assumptions that I won't bore you on. These are local revenue

035assumptions. I always post this presentation on board docs the following morning, so you can take a look. A lot of these assumptions mirror what we talked about in our citizens finance advisory committee presentation in February. Um, the one that I'll point out here is that CPPRT seems to be declining. It was uh double during the pandemic, but it seems to be declining and we project it to continue to decline back to prepandemic levels in the next year or two. We've got state and federal revenue assumptions. These for the most part remain flat. Unfortunately, if they don't grow, they're bringing down our overall revenue growth, but I've listed it here. And there there are some changes from from previous, but for the most part, these remain flat. We've got our expense assumptions. Again, most of which

036is uh what's what's driving this is our staffing, the increases, the benefit increases. We're on a calendar year basis for health benefits. So, that's always something we um take a guess on or make an assumption about for the calendar year 26, which is a part of FY26 uh purchase services and so forth. We did have an increase in transportation because we recently uh both bid out gened and renewed our special ed contracts. And so this just shows culmination revenues on the top, expenses on the bottom. We show you uh how last year ended, we budgeted for this year, how that's going year to date, and then what we're proposing for the uh for the next fiscal year. And again, this is just a look at the operating funds showing this $28 million operating deficit uh

037for this tenative budget. And um yes, uh potential refinements. You know, we always hear the word uncertainty sort of in the news and the media about everything that's going on and sort of changing daily or you know, daily. And uh this is minutely minutely um obviously this is going to carry us in for the next 18 months. So I'm sure whatever we're thinking now won't be the same thing we say 18 to 20 months from now. But this is a budget. Budget is an estimate of revenues and expenses. So what I'm telling you now is there's a good chance for these potential refinements as we go into the final version. interest, income, health and dental. There's some being some work being done in the health uh area right now, grants, both expense and revenue, and

038other things that come up. So, over the next several months, as things continue to change, we'll try and capture them and put them in that final budget form. As we've been talking about, for the second year now, we're trying to set aside dollars for curricular materials as they come up. Um, I know Matt and and his team have been working on different iterations of curricular adoption. And so what we're trying to do is uh frontload him with the dollars so that when he needs them, when the appropriate time comes, he's got the money to to help support those programs. And then some of the highlights, you know, um this year our expenses exceed our revenues. We do have budget in here 2.75 million for our withdrawal from True North. That's the assumption right now. That

039could happen in June of FY of June of 26. Um, we've got the earmarked funds for future curricular materials. We've got 7 million in estimated construction costs this summer. I'm sorry, for this fiscal year, which is different than this summer. Uh, and the budget includes now what we're we're deeming sort of a normal $3 million set aside for our long-term uh, building maintenance plan. Now that we've, you know, just finish redoing and upgrading all of our buildings, we want to make sure we maintain them as time goes on. This is the requirements for the estimated budget. So, we need to make sure that um, it's on public display for at least 30 days. We'll hold a public hearing and we just need to make sure we submit that to ISBY by September 30th. And so

040I mentioned a little bit of this timeline, but but here it is again for your review. And with that, any questions? I just want to ask like uh is this consistent with the CFAC presentation we had in February as far as a deficit you're projecting? Very close. There's a little difference and we've got a whole breakdown and that's typically what we review with CFAC, but yeah, there's some FTE changes and you know, I would say we have a better version. We have a better idea of transportation now than we did in the projection. Couple other things, but yeah, for the most part it does align. And and a large part of this deficit, you can almost say is related to almost leaving true north. Correct. That's right. There's a $2.8 million deficit and 2.7 of

041it is budgeted for the one time withdrawal fee. Right. So, well, the last le last capital. Yeah, they may have pulled some of those back a little. capital PL capital projects isn't included in that operating yet. Yeah, but that uh that's up for discussion which the fee to leave true north right now. Yeah, this is just an assumption that we've baked into the tenative budget. What actually happens and what information we get? Yeah. Eric, can I ask one clarifying question too? Thought you showed $650,000 for curriculum material set aside. In the memo, it had a million. I presume that there might have just been a a carryover from one document to the other. That that may be true. And if I had to guess, the million is is right. If I made a mistake on

Um the supplies, I know that we have kind of baked in supplies. is we made some assumptions about supplies. What's our buffer andor our assumptions and any flexibility or backup funding if we need you? We we didn't have the supply assumption. Correct. Right. Have we seen or do we have a anticipation of challenges on the revenue side from state and federal given some of the shenanigans going on or is it still sort of very much wait and see guesswork type? Well, uh I mean you can chime in too. I I think unfortunately we're in more of a wait and see mode. I mean the the way federal dollars work of course is that they are processed through the state. So the extent to which the state is positioned to subscribe to any strings that are attached to dollars is is really a state matter. Although it has been reported that um the federal government has reached out to local school districts directly asking them for

044information. uh for instance about curriculum that's being implemented which have then been referred to ISBY who has then issued a response. So we're watching it very carefully and I think that will be more a product of um the position that the state takes um as these matters come up and I believe they did fund the evidence-based funding formula at the same number as last year. Right. That's that's the rumor. The only thing I'm hearing now is um they may start to further prorrate statemandated categoricals like special ed transportation reimbursement, gened, things like that. They've preliminarily I heard that it's looking like another 15% proration on the amount you get approved for. So it may be that state funding goes down a little bit, but not related to I don't think anything else kind of we're

I mean, we're lucky in the sense that, you know, comparatively speaking to other districts, we don't have a large part of our revenue is not, you know, state or federal, but on the other hand, we don't really have a lot of give in the budget to begin with.
