All right, we're going to bring the uh board of education meeting for the Granite City School District number nine to order. Uh Tuesday, November 18th. Uh can I get a roll call? >> Vinnie >> here. >> Christy >> here. >> Bradley >> here. >> Stacy >> here. >> Curran >> here. >> Silva >> here. >> And Linnaman >> here. All right, we have quorum >> and Miss Mayber, we have a quorum. >> Uh, if everybody please stand for the pledge of allegiance and the invocation given by Pastor Mark Maynard with Calvary Life Church. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Let's pray. Our God, we thank you for this Thanksgiving
season. Tonight we pause to remember all those maybe never get mentioned. We pray for our cafeteria workers, our custodians, for our support staff, our secretary. Lord, for the workers, for the parish. Lord, we thank you, of course, for our teachers, our principal. We thank you, Lord, for this. Lord, we are grateful for this community. We're thankful for every bless. >> Amen. Thank you. Thank you. >> Thank you, pastor. >> All right, we will move on to public comment. Uh, we didn't have any speak. >> Not in open. >> Nobody in open. >> You want to Would you like to talk there? >> I see somebody raising their hand, but I do not I did not have >> any information from them. >> I know. >> All right. Go ahead and step. I guess we just
want to make sure that it >> no student information. >> Yeah, >> good evening. >> Let's resend elementary school. What I like to bring to your attention tonight is the concern I have with such late dates for the scheduled parent teacher conferences. Conferences this year are November 24th and 25th, followed by the rest of the week off Thanksgiving break. Conferences for next year have already been approved with by you with a 7 to2 vote for November 23rd and 24th falling in line again with Thanksgiving break being the following days, the 25th, 26th, and 27th. Today marks the 64th day of student attendance of the first semester of the school year. There are only 82 days of the students attendance in the first semester. We are 3 weeks past the halfway point of the semester, which
should be an ideal time for parents to begin discussions with teachers and staff about how their children are doing in their classes. Parents are still waiting until next week to then have the conferences with teaching staff and learn of their children's successes, areas of concern, and for some potential learning curves and plans to accommodate students who specialized learning such as IEPs and the 504s. And the two day sorry and the two days of conferences, students will not be in school. And after those two days, the conferences, staff will have Thanksgiving break and will not return to the classroom until December 1st. At December 1st, students will have three weeks to adapt and improve their classroom goals or should try and catch up on the difficulty or missed assignments. The three weeks after conferences, students and
families will have to begin refocusing on subjects of difficulty, forming new habits or study techniques, or families will begin making plans set forth by the school district in the form of IEPs and 504s. No matter what the strategic plan is, students are expected to improve and maintain these techniques for the future. In reality, these three weeks of new plans will barely begin to set in and make a difference for the students before we give them another 3 weeks off for their winter break. In fact, if a student is in need of certain accommodations and testing is needed to make these accommodations, it may not even be set up until after winter break. Can I continue? How much time did you set that up, Brad? >> Two minutes. >> It's two paragraphs left. >> And now
we're expecting a child with needs that are not being met to take three weeks off from school, return to their classroom after break, and then take a test which addresses and scores these special needs. How is this supporting students academic success, which is within the board of education's mission statement? I understand teaching staff at the high school level. Oh, excuse me. Perhaps in the future, separate weeks of conferences can be considered and discussed between the levels of school. Some teachers may not like the idea and think it's not fair for some staffs to get a break start before others. But this is but what really isn't fair is lack of dedication to supporting the children's success. Thank you. >> Thank you. Thank you. All right. Is there anybody else for public comment? No. All right.
We will move on to uh approval of the minutes of the regular meeting of the board of education held on October 23rd. >> Still move. >> Second. >> Roll call. >> Christie. >> Hi. >> Bradley. >> Hi. >> Stacy. >> Hi. >> Curran. >> Hi. 012Silva. >> Hi. >> Linnaman. >> Hi. >> Vinnie. >> Hi >> Christie. >> Hi. >> And Bradley. >> Hi. and Stacy. >> Hi. >> All right, we have some old business. Uh, table from the last meeting. Section 9A, the GCSD9 board protocol approval. Below and listed on the GCSD9 website are the GCSD9 board protocols developed by the board of education. The protocols were developed during the training with ASB at the October 14th, 2025 special board meeting. Approval is recommended. So moved. >> Second. >> Discussion. >> Yes. I had a question about this before which I kind of think was why we held it just because of I'm very much into communication and I didn't want this to sound like we were limiting communication with either staff members or what have you. It's only if we're
going to a building or something acting as a board member. But if you see me in the grocery store, don't feel bad about running up and talking to me, please. But, you know, it's pretty much what we've done already. We just put it down. And I didn't realize because when I first started, we did not do protocols like this, but evidently four years ago, they did. So, they kind of keep a list of protocols. So, if somebody knows when do I have to put something on the agenda, it's kind of a guideline to go by. And it's not a for the other thing like if we're going to go visit a building, we give a heads up, but we don't need permission necessarily. It's a should. We should just best practice, but we don't have
to have permission to go to a building. Right. >> That I just wanted to clear that up. Also, it's not a just best practice like, hey, I'm going to go visit the school, but it's not like, hey, can I go visit the school? Right. So, >> all right. Anybody else? I'm good. >> All right. Roll call. Sorry >> Curran. >> Hi >> Silva. >> Hi >> Linnamman. >> No >> Vinnie. >> Hi >> Christy. >> Hi >> Bradley. >> I >> and Stacy >> I. >> Then move us to new business. Uh section 10E a proposed three-year renewal of the GCSD9 e-learning plan. So, first we will have to uh hold a public hearing. So, I need a motion to temporarily adjourn the board of education meeting and open a public hearing. >> So, moved.
>> Second. >> Who was second? >> Erica. >> Silva. >> Hi, >> Winnman. >> Hi, >> Vinnie. >> Hi, >> Christie. >> Hi, >> Bradley. >> Hi, >> Stacy. >> Hi, >> and Curran. >> Hi. All right. So, we are adjourned and we will hold the open public hearing. >> Yes. So, basically um the state requires us to even though we have this e-learning plan to have it renewed for three years. So, this basically is following the same plan that we used last year for our e-learning days. We're only allowed to use five of them. Um there's a bunch of different expectation and protocols in place that the state causes us to have. And so we've actually have this on our website already. We've already notified PA families about this. But with this, we have
to do this uh renewal. We send it to the Madison County ROE. They keep track of it. And then in 3 years from now, hopefully all of us are still here. We'll do it again. Uh we will try and do this a little bit sooner next time. Uh as we were going through things, we found out that this had to be done. And so if you're a family member and you got an email from us, uh we we gave the plan out. Uh it had to be 10 days before we had this hearing, uh we sent it out. I had to send it out to union leadership. We had to post it on our website. So we're just following all of our protocols, but really nothing has changed in the plan. It's just that we
have to uh check a box to do this. So that is basically what we're doing with our uh renewal of our five for our e-learning plan. And we can only use them for 5 days. >> Is that for inclement weather? So that's yeah that's within inclement weather. Um last year we we used three uh and we did not have to take any emergency days. And so then that helps us with our calendar uh to know when we're going to when we're going to get out. If we go and we use all five days then we can go back to use our emergency days to when we will add days at the end of the school year to the calendar. Um I know we try and utilize that as much as we can. Uh communication goes
home with the students uh via email. Uh we have obviously have our Chromebooks. I know with our younger younger grades, they send a pack at home with the families as too. Um, and I know some of our older classes, even though it says only one Google Meet, but normally each hour has a Google Meet for our high school students, so they can get on so they can contact with the with the families. So, it's just a nice option that it gives us, the states allows us to, but it's only 5 days. It's not more than that. >> Okay. >> All right. Uh, do we have any public comment concerning e-learning? >> Nope. Uh, so I need a motion. >> So moved. >> We're going to close the public hearing and reconvene the regular meeting. So
I need a motion to reconvene the regular board of education meeting. >> So moved. Second. >> Roll call. >> Benny. >> Hi. >> Christy. >> Hi. >> Bradley. >> Hi. >> Stacy. >> Hi. >> Curran. >> Hi. >> Silva. >> I. >> And Linnaman. >> I. All right. So we're back in session. Uh, I now need a motion to adopt the resolution. >> So moved. >> Second. >> Becky a second. >> Becky second. >> Roll call. >> Christy. >> I. >> Bradley. >> I. >> Stacy. >> I. >> Currin. >> I. >> Silva. >> I. >> Linaman. >> I. >> And Vinnie. >> Hi. >> All right. Now I need a motion to approve and execute the three-year renewal. >> So moved. Second. >> Any discussion? Roll call. >> Bradley. >> Hi. >> Stacy. >>
I. >> Curran. >> I. >> Silva. >> I. >> Linaman. >> Hi. >> Vinnie. >> Hi. >> And Christie. >> I. >> All right. Uh, section 10B, the evening academy assignments for the spring semester of 26. The GCSD9 administration requests the approval of the following evening county assignments for the Granite City High School to meet in the spring semester needs. Approval is recommended. >> So move. >> Second. >> Any discussion? Roll call. >> Stacy. >> I. >> Curran. >> Hi. >> Silva. >> Hi. >> Lamman. >> Hi. >> Vinnie. >> Hi. >> Christy. >> Hi. >> And Bradley. I >> All right. Section 10 C. Sixth hour assignment for the spring semester of 26. >> GCSD9 administration requests the approval of the following six-hour assignment for the spring semester of the Granite City High School.
Approval is recommended. >> So move. >> Second. >> Any discussion? Roll call. >> Curran. >> I. >> Silva. >> I. >> Winnamon. >> I. Benny, >> hi. >> Christy, >> I >> Bradley, >> I >> and Stacy, >> I uh section 10D, uh, request to appeal, uh, out of school suspension. We'll be holding that for executive session, >> 2C9, >> under 2C9. All right. Uh section 10E tax levy resolution for the 2025 taxes collected in 2026. >> So yes, there's a few things we need to do here. The GCSD9 board of education needs to adopt a tax levy resolution for the 20 2025 tax collected in 2026. The proposed resolution is computed on a 15% increase and an assessed evaluation. This would result in a tax rate of 3.9425 which would be.1001 more than last
year's $3.8424 two authorized public not uh authorized publication of notice proposed property tax increase for the granite city CUSD9 and truth and taxation certificate copies attached. These are required anytime you exceed 5%. And then thirdly, uh to set a date December 9th, 2025 at 6 p.m. in the boardroom as the time and place for the public hearing for the 2025 levy. >> We need board approval. >> Yeah, you have to approve. You have to approve the estimated res. >> We'll bring the final resolution on December 9th after the public hearing. >> Yeah. All right. So, I need a motion. >> I'm sorry. I just had one question. What did you say, Tom? I didn't hear you. >> This is just an estimated uh tax levy. It also sets the public hearing which we have to
have on December 9th. On December 9th, we'll bring bring forward Zach the final resolution for the tax after the public hearing. >> Okay. Thank you. I just couldn't hear you. >> So moved. >> Second. >> Any discussion? Roll call. >> Benny. Hi >> Christy. >> Hi >> Bradley. >> Hi >> Stacy. >> Hi >> Curran. >> Hi >> Silva. >> I >> and Linnaman. >> I section 10F student worker pay adjustment. >> GCS9 administration request that the board of education approve the student worker pay rate at $15 an hour from 13 regardless of age to make the adjustment retroactive for the 2526 school year. Upon a student worker's 18th birthday, they automatically move from 13 hours to 15. This would allow for consistency in pay. Approval is recommended. >> So second, >> any discussion. >>
Roll call. >> Christy, >> I. >> Bradley, >> I. >> Stacy, >> I. >> Currin, >> I. >> Silva, >> I. >> Linaman, >> I. >> And Vinnie, >> hi. >> All right. Section 10G, a tech sub for student Chromebooks. >> Currently, we utilize co-ops workers in the media center to assist with student loginins and Chromebook issues on a daily basis. We have one co-op in the morning and one in the afternoon. The afternoon co-op is graduating December, and the co-op program is not able to fulfill the position with another worker for next semester. In order to continue services for students, authorization is requested to utilize a tech sub in the media center for 15 hours a week at a rate of $16.25 per hour with no benefits. This position would be until the end
of the 2526 school year. Approval is recommended. >> So moved. >> Second. >> Any discussion? >> Roll call. >> Bradley. >> I. >> Stacy. >> I. >> Curran. I >> Silva. >> I >> Linnaman. >> I >> Vinnie. >> Hi. >> And Christie. >> Hi. >> All right. Section 111A, Freedom of Information Act requests. >> The Freedom of Information Act requests listed below and on the GCSD9 website were handled by administration. >> All right. That will bring us to section 12, executive session. Exceptions noted under five 120 open meetings. And we will be going in under 2C9 student disciplinary matters. >> And this one too >> and >> 2C1 the appointment employment compensation discipline performance or dismissal of specific employees of the public body. Can I get a motion to go to executive session? >>
I move. >> Second. >> Roll call. Stacy. >> Hi, >> Curran. >> Hi, >> Silva. >> Hi, >> Lynaman. >> Hi, >> Vinnie. >> Hi, >> Christie. >> Hi, >> and Bradley. >> Hi. >> All right, we are in executive session.
