Heavenly Father, we just thank you for this this wonderful weather you've given us these last few days. Lord, I just pray that you've been with all the staff and students as summer school comes to a close. I thank you for watching them and their families, keeping everyone safe. Lord, I just pray for the students that

002are here tonight that we honor them and we show them our appreciation what they've done and the accomplishments that they've had. Lord, just please be with the business that's being done here tonight. Have your hand upon it and just watch over us in this upcoming Fourth of July. It's in your precious name that I pray. Amen. Okay, very good. And with that, we will move on to some really special recognitions tonight. Excited about zoom right up. I'm going to go right over here and I have it all. I love this part of the meeting. It's the best part. Okay.

003So, we are going to start with a recognition of our 2022 uh Granite City, Illinois Salis Post Dispatch Scholar athlete, Miss Ellis Stanic. Ella maintained a 5.6 GPA. That's incredible. While being a standout athlete on the volleyball, basketball, and softball team, she was also recognized on May 11, uh, 2022 at Bush Stadium, which I kind of want to hear about because you missed something else, right? You were went to that and there was something that night. Secondary honors something NHS. NHS. That's right. And I was like, but I mean, you were at Bush Stadium, right? I mean, that's pretty cool. So, I want you to come on up, Ella. There was a great article I know it's on our uh website on Ella that was uh put out. It was amazing. Look at that picture

004too. So the fact that do you don't you uh do you do any kind of work too on top of this? Like I do not know. I don't know how you could I'm just saying. So are you going to come over here? So uh we wanted to just recognize you as well through the board of education because when you have students like this that represent this level of commitment and dedication not only to academics but to sports. So, I just want to make sure that we hand it to you. I'm really proud of you. [Applause] Stephanie. Yes. Ellen, please tell us what our plans are in the future. Oh, yeah. That would be a great I know that I should ask you to tell it. Want to tell us what you're going to be doing?

005I haven't decided on a major yet, but I'm going to attend SA. You can do anything you want. Do you have any interest though? Which label area science, but I haven't narrowed it down yet. Don't do you. Wait till you figure out what you want to do. That's a good plan. Well, congratulations. Thank you. Also, we have a recognition of Grand City High School student Emily Sykes for her top 10 finish in the shot put at the IHSA indoor and outdoor stage tournaments. Miss Sykes placed third in the indoor tournament and seventh in the outdoor tournament. We are so proud of you. So come on up. We have been to a lot of indoor track meets, but I don't remember seeing shot put. So like where exactly do they do that at the indoor? They

006do it like in the middle of the track usually. Oh, are there people around like in case something goes crazy and get shot a little bit? I mean, is that ever a problem? Have you ever seen them do it? Good. That's good to know. We're really proud of you. Thank you. Great job. Great job everyone. [Applause] [Music] [Applause] That's pretty amazing. Okay. And now this is exciting. We have three Coolage Junior High School students um that finished uh at the IESA state tournament and went to the state tournament which is really cool all by itself. So, I really want to make sure that we recognize them tonight. We always hear about high school students. I don't think often we get to see what our junior high athletes are doing. So, I think it's really important.

007So, I need Landon Harris to come on up. Second in state in the mile, right? Okay. Antonio Dean, come on up. Fourth in state and high jump. And that is and Chloe Allen second in the state in hurdles. Is Chloe here? Hurdles are scary to watch. I always feel like you're going to fall. Every time you go over a hurdle, it makes me nervous. So, let's get your your very excited for you. Landon, there's yours. Antonio, here's yours. And let's smile for the camera now. Now you're smiling. That's fine. We can't wait to see what you do in the future. Okay. And is did uh Miss Mertz come tonight? No. Well, I have to talk about this because it's really cool. So, Miss Kim Antonovich Merch, who teaches at Mitchell, she is I think for

008if I'm not mistaken 18 years, she's been our green school coordinator, which is amazing. Um, this last year in a competition with Madison County Schools, they recycled 140 pounds of plastic bags, 393 pounds of soda tabs, amongst a lot more paper in that recycling, which we had would not have done otherwise. Um, even now they're looking at charging us for recycling, which is crazy. Um, that's why we kind of went to the bottle refillers and stuff, not just COVID, but to help with this. But she has really given her all and been a part of this Madison County competition for that many years. 2004 I think she started with the recycling. Um so she won the Madison County Green School Coordinator of the Year. So it really is a big deal. Um I already told

009her great job, but I just going to hold it up because I'm really proud of her and all the work she's done for this long. So good job Missovich Mertz really dedicated. I know that um Allison Downing also was recognized this year uh at Madison County. both at Mitchell for doing some tree planting and some birdhouses, which also I think is they just go above and beyond. So, I just wanted to make sure they got recognition. So, I think we're good. Uh, thanks everybody. Great job. Well done, Miss K. Thank you so much. I'd just like to to talk about the uh the pilot company. Um they run the Flying J. Um it's not just a gas station. This is amazing place uh over in Ponchoon Beach and they award local school districts. They have a program uh through their company that they help local school districts make grants. Um they awarded us a $5,000 grant to use towards like STEM technology or things like that. When I accepted that, I made sure to tell uh Tanya, Miss Tanya Green, that we are very appreciative that we have this new program at Coolage. We have

012two new STEM classes. She goes, "Well, let me get back to you." And then we found out that they were able to give us another $5,000. So, we $10,000 from the pilot company to use towards our new STEM program. So, I just and I asked them to be here tonight, but they're out of Tennessee. Couldn't get here. But, I think they're going to have a remodeling reopening out of the Flying J, I think, in September. And I think we'll go out and, you know, be there for that and and and thank them again in person. But I just think to have people, those kind of community sponsors who are willing to help the kids in the area where they have their business is just really cool. So I just wanted to thank you. Uh at the end of last year, we talked about and maybe they just it just hasn't happened yet, but we talked about possibly bringing back the assistant coaches for the tennis team and the golf team. So, is that I mean, is that something that we're working towards or uh am I just not seeing it yet? You know what I mean? There has been mention of that and we have looked into it. I think mostly we're trying to figure out if some of the other ones if they need as many because they don't they only have one person. So that's what I mean. They only have one. It's a safety issue I think. And so that is

018something that Mr. Parker and I have discussed like really recently. So I think that that's definitely um in the works for that. Okay. And then not to show nepotism, but with the emergence of girls wrestling that's become a little bit of a problem if you only have so many coaches because you have different um sorry let me correct myself. The emergence of girl wrestling is not a problem. the staffing, but the staffing numbers becomes an issue because I mean I personally volunteered and went over and I chaperoned a trip just because they needed a chapel or else they the girls couldn't have gone just qualify for state. Oh wow. So even if we have somebody who's available to do that. Yeah. Just Yeah. That's good because no one as the program grows. That's a good

019point. Yeah. Yeah. Because I think they sent three more girls for which is really exciting. Have to thank you for that. Not to get something for my husband. No, no, no. It's for the girls though. for title. That's something we have just discussed. It's just a matter of cost where it goes. But I think with the tennis and the golf, uh Eric makes a great point. You know, nowadays if something happens, you're over you take your team and leave or whatever. And so that's something and then there's so many other ones we need to so we're reevaluating looking at maybe some of the numbers of that and maybe because I think it's very important that they feel like they have someone with them. So we in fact I think we had this what's today? Tuesday

He has been a substant training with the district for approximately two months. We

026educational vocational education student and district safety coordinator. Um, I know you have received, Mr. President Bo, you received detailed information below about this item. Administration is prepared to make recommendations or to hold an executive session. The new administrative position will be dedicated to both our district vocational CTE program as well as developing a district-wide student safety process. Hi. None. I. McMasters. Hi. Hi. Item 8 I, easy CBM benchmark and progress monitoring assessment. You're going to tell us all about CBM. I'm pretty excited about this actually. Um uh and Mickey can tell us probably more, but the authoration is requested for the

027purchase of ECCBM progress monitoring assessment and learning management system. I I think what's important about it, it's a researchbased learning intervention that gives us more data, more data points for us to help assess these kids throughout the year, not just like a test here and a test there. Mickey, do you want to say your input about you see how many? Yes, we can use it with benchmarking three times a year, but they can also do weekly progress monitoring. They can It's curriculum based measurements. So they can pinpoint, run reports, find out where the students are struggling with what specific area and then it'll give us more information to help us make our decisions on driving instruction and and interventions that need to be put in place. It'll also be used um as part of the

028triangulated data that we need for the special education referral process. Right? We're trying to pinpoint that and have a little more data for those those types of things. in Riverside Insights is the company through the program's purchase. The cost of the program for 3,500 students in grades K8 is 24,300, but we have the option of adding more students as the need arises. Additional cost would be 680 per student. Um, funding is provided through the CARES grant. Approval is recommended. Is that 100% funded through? Yes, it is. Plus, it's it's just something I think that we needed for a long time. I'm happy that we could put it there, but I do believe curriculum and benchmarking and progress monitoring is huge and there's been lacking a little bit in the district. So, I'm thrilled to be

These are all standard press policies we're approving that update that our normal routine items and I read through them all the I mean I read through them all and decide what we have to do what we don't have and a lot of the ones this time were very minor changes right and there were some co issue pandmic type things for and I read through all those because the laws change so they just reflect what's going on legally. So we're just following and just so the public knows there is the board does have a subcommittee which is the policy committee which member Linda can chairman of

031they have reviewed these and it was their recommendation that the full board accept these at their last meeting in May and she goes through them all the time. Um we are purchasing this with e esser funds. I I can say that we can do it's a threeyear for a cheaper price, but you can do a one year. Um I even considered the idea of maybe having the student safety program

032director maybe now oversee this program maybe do a program evaluation every couple of months making sure that it's monitoring meeting with I would say the high school uh administration in particular um but I I think that I know that they think this is a good program as well to be able to try to find um issues that may arise and students that need help that's the main point we're not doing the therapy part of this is just strictly the safety net of monitoring our own student use of our own um equipment and programs. Brad, did I say that correctly? Correct. Do you have and and student accounts? So, it's not it's not any private student account. It's in the account that they would use through our school district. So, anything with gcsd9.net, right? It would

033not invade any of the other ones. So, it's just a content analysis that looks for uh defined concerns and student school issues. Um that's where I'm at. What's the pleasure of the board on this? And currently the proposal is for the three years, right? We can we can do we can reduce that to a one year with just it may be a small increase of cost. I asked uh the representative today so we can monitor the program. If we like it, we keep it. If we don't, we don't use it in the following years. I ask a question just a second. uh from Tom. I think my understanding is we don't necessarily marrying this, but we're just dating it. Uh if we want to go 30 days notice, we can suspend anyone working with the

034company. Right. That's not my understanding. I don't think it's a 30-day thing for three years. I thought on section seven and said with a 30-day written notice, we could opt out. Where's the That's at the end of the contract. That's that's at the end of the contract, Bill. That's a condition preceding to op not renewing. We had one that was a 30-day thing. What was it? Were you going to use something else that was a 30-day? I can't remember. But yeah, this one is a year. It would be a year. I just looked a year a correct. Since either party may terminate the services under this SLA at any time by providing 30-day written notice to intend to terminate. What page is that here? Page four of the SLA. That's what I thought. I just

035read that. Can we look at that? I did I did read that. I believe in 30 days we can get written notice. If we don't like it, we're out. Can I um Can I ask him? But if we have to There are there are a lot of questions I guess about the company. I see a lot of positives and I I I really admire because of the national news that we're trying to be proactive and look at something one more bullet in the belt there that can protect our students. I like that. But it's also companyensive and uh you know if we have this under our the new uh Tim Moran we just hired uh to oversee safety. We have this where in one semester he reports to us and we're getting good value for

036our dollar and he thinks this is an effective tool. It's not got a lot of community backlash or it's not too invasive then you know he may say yes we really want this part of our program but I do want to know I just my question really was we can opt out but 30 days. Well, Bill, I I'm looking at the gaggle terms and services and on page three 10 it says customer may terminate the services of this agreement at the end of any contract by providing 30 days notice and it's a three-year contract. Yeah. So, it's just I don't Well, but that is not the same. Yeah. I don't I don't think I have I just Yeah. I don't know. I don't know that we want to I mean I think we need to

037be pretty sure if we're going to enter into a contract, you know. So, can I put you on the spot, Brad? Sure. So, currently or up until now, how are we monitoring devices? So, we do monitor all student activity through internet um because of SIPA. Um on campus only or from home as well. It's on or off. Anything that is on any device or any students account. So, how do you I don't think I don't think I think that was true. I I think quite honestly it's over Google. It's what we use on the Chromebook, but it's not phones, it's not Facebook, it's not Instagram, it's not any of anything with a school district account. Yeah. So, if they sign up, we're under the idea that all our students are monitor. It's only if they

038use their Chromebook basically and they're on our Microsoft 360 or the uh Google program. If they're using anything else, we're not monitoring it. It's anything using a school district account. So if you are logging in with a school only if they use that a if they students know that's being monitored use every other account. I'm just saying if they're investigating a subject and there's a hot button word. I I looked at the list of hot button words. One of them for example is gang and that could be a hot button word. Uh that could generate a question. Doing research on different topics. you know, if you're order ordering guns and fertilizer, I have concerns here. Uh, but basically, they have to be using the school site. Yes. And we are monitoring that, but it's a

039fairly expensive service. And I just wanted to know if if the opt out option was there, we could just have Tim come back in one semester evaluate and say, "This is so valuable." Now school districts do enjoy enjoy tort immunity to where The burden of proof against a school district would have to be willful and wanting misconduct. Did we purposely disregard that post to endanger the life of that student? That's a pretty high burden that that plaintiff would have to prove. And part of that comes down to have we I mean it sounds like we're taking

Um, a Minneapolis student wrote a journal entry detailing his mental health struggle struggles and what helped him to get better. Even though his mental health was improving improving and that was the point of the journal, I was flagged by Gaggle and social workers called his mother. Um, in the article that was written by Slate, he said, "I was trying to be vulnerable with this teacher and be like, hey, here's something

053that's important to me because you asked. Now, when I've made that clear that I'm doing a lot better, the school is contacting my counselor and freaking out." That same student went on in the article to say that he's now much less likely to go to school officials with sensitive topics because he feels he can no longer trust them. Uh just and in Minneapolis just yesterday Minneapolis announced that they're ending their relationship with Gaggle. I know they cited budget issues as the main thing but they've had two years of a lot of public outlash about this and I think that I don't think Minneapolis public schools is going to come out and say we don't like gaggle. But I think it's I think that's definitely something that they considered when they ended this program. I think

054they tried it and I think they had a lot of backlash and I think now they're choosing to go a different direction. Um like that was mentioned. I think that you know whether they get paid $10 or minimum wage um employees have said that they are capped at 38 hours a week so that they don't get uh benefits. They're just contract workers. The level one people who see the um who flag things and flag the terms. They're just independent contract workers. Some of them even work remotely. In fact, the CEO of Gaggle, Jeff Patterson, acknowledged that moderators who work remotely with little supervision or oversight could easily save copies of students new photographs and share them on the dark web. That's the CEO of Gaggle admitted that he, you know, these are people who have

055came out and said that they are um they're, you know, getting paid minimum wage. They don't have any there's no qualifications. You don't have to have a psychology background, a counseling background to be one of these level one people. They're just subcontracted out and they're pretty much seeing child pornography and seeing kids at their most vulnerable times. Um, so that's like part of the labor issues that Gaggle has. A couple years ago in a deleted blog post on their website, Gaggle suggested that school districts could use their services to search terms such as health insurance or strike to prevent teacher work stoppages. uh that was on Gaggle's main website, but it's since been deleted since there was backlash about that as well. I think that there's just not enough independent research on the effectiveness of

056this. A lot of Gaggle's uh things about life saved and how many people they've saved is their definition of life safe. There hasn't been independent studies on the effectiveness of Gaggle itself or school surveillance in general. I think the business model, I know we're not doing the therapy, but a lot of the former employees talked about having a quota of having to flag 300 things per hour um and try to get numbers up because then they use those numbers to say that mental health problems are increasing. They use that to sell gaggle services and then they get a kickback if they u refer students into therapy, which is their other way of making money. So, I'm going to wrap up there. I just think the bottom line, I think like, you know, Gaggle is good.

057I think they have a good mission. I think there's uh I don't think anyone's bad for supporting it or bad for working for Gaggle. I just think it's going to do more harm than good. I think if you look at these articles and the former employees like taken individually, you can say, well, the article's biased or the employees are, you know, disgruntled. But I think taken together, I think it just paints a picture of something that I'm very uncomfortable with. I mean, it's mandatory 365 247 surveillance of students. Well, there's no reason for me as an administrator to pursue anything in regards to a student and their sexuality. Right. Exactly. So, there's no reason for me to follow up with that. And I know unless that would be causing that student some sort of distress at some level if they're in crisis in regards to what maybe another student has said to them or if it's something that they're dealing with in regards to a family member, then we would try to help that student. 061not well I wouldn't be concerned about their sexuality whether they were you know gay, lesbian or transgender. That's not We're there to help those students, right? Um not to out them in any way. There would be no reason for us to do that. And I know you guys would never do that. Like that's not something I'm saying. But my point is like they're already outed at that point. I mean, principles know that they're gay, but they didn't know before. Well, that's true. So, I mean, that's something that's like extremely extremely personal to LGBTQ, especially you. So, that's that's knowing that they privacy. Well, the way we do it now, as as Brad's explained, I mean, they could be outed now, even without gaggle. The possibility exists that they find something, you know what I mean?

062I mean, they could be outed. They're monitoring the systems now. But if the sexuality is brought up, it's only in conjunction with another form that they reported to an administrator. It's not if it just said I'm gay, they're not going to report it to administrators, right? It's going to be if it's in conjunction with I'm really struggling with this. I'm considering self harm or someone's being horrible to me or there's a threat to me. I mean it's not going to be they don't report to administrators from what I can tell for anything I read. Well Zack your was reported to administrators. It was report to administrator but even in that example it's still just to say just getting I don't know the explic explicit details of it but this but there's always some professional judgment.

063I mean like again things I get flagged for I will get like bullying violence and it's like a kid's biology now you know like I mean so you look at it it's annoying but you look at it you have a professional judgement on that we had a chance to talk about it a little bit after it was presented at the last meeting and I you know this kind of information isn't um something that doesn't come to us already um but I think you know the the mode that it comes to us now it may be you know we don't we don't get it electronically we don't get flagged whatever whatever, but any information that we have in addition to, you know, the norm is is helps us help students. 064perspective, I think like, you know, trust your administrators to handle the the information that's given us to use to to help students because we, you know, I feel like it's on student accounts. I guess that's my big thing. It'd be different if we were doing any kind of there is no expectation of privacy. Correct, Mr. School. Yeah, we explicitly say I know that's true, but I mean just because we can do something doesn't mean that we should do something. I can but I think often the kids know um I'm using a district, you know, device. And so oftent times I feel like when they're presenting that information to a teacher or on a school district device, it's it's often a cry for help. They want someone to know to to, you know, not that we

065have to act explicitly on that information, but just in the in the interest of a conversation. You know, our social workers are fabulous, our guidance counselors are fabulous in helping students deal with some of those times that are difficult, confusing, you know, struggles. So, can I ask what what happens to the perpetrator? I mean, is there any is there anything that can be done to halt or stop or to to with with the person who is perpetrating these these are you speaking in a bullying situation just exactly that bully that would be school that would be reported I mean even if you catch one absolutely person who's threatening to the school I mean to get that ahead of time I guess I was just weighing privacy against student safety and life and I'm not trying

066to be argumentative I don't believe they are mutually exclusive, right? But I think we need to be very careful on both ends of that of how we because one person's security is another person's threat, right? I would say we thoroughly investigate instance that comes to like any one issue can become two days of investigating you know easily and um so if if I have any concerns about it it is the onset of the number of sheer numbers of kids that we know are struggling I mean it's nationwide it's you can open any newspaper and find that our kids are struggling right now so so a slightly different question, but can you talk to me about like, you know, like the homework that's been done? You know, like you have all these people, you're doing you searching all this, which is great, but now what's the oversight look like? That's very concerning to me. I I just and it's only on school stuff and and I think we look at it and I feel a lot better if we have a student safety person looking over it all the time.
