uh good evening everybody this is the community consolidated school district 46 board of education meeting for wednesday june 23 2020 at 6 30 p.m we are located at frederick school at 595 forever road first order business is a call to order and a roll call please weedman here mack is not brayden here anderson here lacroix here miller here and nash here okay that gives us a quorum next is pledge of flag of allegiance united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice okay thank you um next i need a motion to approve of the agenda so moved second miller i anderson i mack sorry weedman hi brayden hi lacroix hi and nash hi all right uh next on the agenda is uh public
comments uh we have uh we have one one you want you can just say the name miss birdwell hi my name is jill birdwell i'm a resident of grace lake um i've had three children that went through the district and uh one that's just starting as well i'm the treasurer of the local pflag group and i just wanted to come and say thank you to the board members that were involved in the pride drive that we had we really appreciate that not for us but for all the children that need to see it so i thank you thank you and i believe we have one online at this point we have two two and i'll read them um the first one is from laura diaz and she's commenting on participation in the pride drive and
she writes trustees and administrators thank you so much for your presence and efforts at gray's lakes first pride drive as a parent of children who will be attending d-46 in the fall i was thrilled to see trustees and d-46 administration at the pride drive no matter who my children grow up to love or how they identify they deserve to be respected valued and affirmed at their school according to a human rights commission report published in 200 2018 only 26 percent of lgbtq youth said they always felt safe in their classroom and just five percent say all of their teachers and school staff are supportive of lgbtq youth every child deserves to feel safe valued and affirmed your presence at the pride drive and continued support for equity and education can help move the needle on
that alarming statistic i am so thankful to your work for your work and for my children to attend a school district where the leadership leads with love and the pursuit of equity laura diaz grace lake resident and we also have from chris hartman commenting on the board of education's participation in the pride drive dr glickman and board of education members i would like to take this opportunity to express my enthusiastic support of an appreciation for your participation in the bride drive on june 20th the fact that you took time out of your busy schedules to support p flag and contribute to the event success speaks volumes about your commitment to every child and family in d46 feeling welcome and accepted for who they are your participation at the event sent such a positive and powerful
message to the community all are welcome in d46 where diversity and being who you are is celebrated when leaders such as yourselves stand up for marginalized communities the positive effects extend far and wide your presence at the event told every person there children are safe in d46 they can be who they are and we will accept and protect them as they learn and grow during a time of so much violence and hatred directed at the lgbtqia community this is no small thing it fills my heart with so much hope knowing that children in d46 are learning the importance of inclusivity empathy and acceptance under the guidance of incredible role models in the district thank you for all you do in appreciation chris hartman gray's lake resident and that is it for public comment okay next
we have a presentation we do not have any presentations all right skip that one board reports um so first of all thank you to everyone who submitted feedback if you remember a few weeks ago i sent the org chart to everyone just to get feedback i sent it back to the graphic designer who's a d127 new grad and he's been working on it he sent the version that i just sent back to you and then we have just one more set of revisions so we'll send it out to everyone again in the hope that we can think about how to use it at our july meeting and then we'll we can continue working on that second page so again thank you for everyone who gave some feedback to that appreciate it jason you got me
thinking about food systems with your comment about kitchens last meeting and i found a webinar that talks about health inequity looking at food systems and community health it's on monday so i didn't know if anyone was interested in that but if you are let me know and i can send you the contact information for it and then the other thing that i attended was a better a building back better plan webinar which is about infrastructure planning um it's related to the gri the the sustainability initiatives that the un has put together and it comes all the way back to how we spend esser funds san mateo district in california put together guidance for that so if anyone's interested in taking a look at that brief i can also send that to you as well i
found it pretty interesting christy before you move on or before we move on to another board member at the last meeting you were attempting to share information about the paper that you had published and we couldn't hear well and i tried to fill in but honestly this is information that the board deserves to hear and they should hear it from you so because i know you worked so hard on it would be wonderful if you'd share that information so there is an organization called the green schoolyards initiative and one of the committees on that from that initiative is the let's see the national outdoor covid19 outdoor learning response and they have put together a resource library that includes a whole bunch of things it looks at how schools have responded to covet and used their
infrastructure to bring kids back on campus as soon as possible part of that library involves case studies and when i looked around at our district and saw what our teachers were doing and what our community was doing and how we were using the gardens and meadow views outdoor classroom and prairie views raised beds and just all the work that was going on and had been going on i they invited us to or invited me to write a case study and so that case study has been published and i just found out 95 000 people have visited the site so that's pretty exciting um but i've sent you links i'm happy to send it if anyone wants to take another look but it was really fun to interview different principals and parents and people who worked
on our classrooms and outdoor spaces for many more years than i have and find out what the history about that was and then have it published with pictures it was super fun to do and i just have a lot to be proud of so so that's what and i apologize i did not realize the feedback was as bad as it was until later so so sorry if i burst your eardrum no you didn't at all but really thank you so much for your hard work on that project it was a real point of pride for our district so thank you anybody else um i i wanted to just uh add on to some of the other comments were shared tonight thank you for everybody who supported the board being at the parade and made signs
for the board being at the parade and came to the parade and thank you to our communities pflag for putting it together i think it was you know it was super fun and very emotional in the moment and very positive in the moment and i enjoyed it very much but then today i was even thinking about that it's more than that it's critical it's critical for students to see themselves not just accepted but affirmed here and welcomed here and i think that you know if one child saw us and made the connection in their head that this was a good and safe place for them to be then it was worth our participation so thank you to everyone who supported it and participated i just wanted to tag on so i didn't have the opportunity
to attend the pride drive but i was there in spirit supporting another inclusive initiative that was taking place on this that very busy weekend so juneteenth was on the 19th and my family was participating in a 5k to symbolize the long walk the long journey to freedom for many african-americans in this country so it was a really nice experience to share with the children i will admit i cannot read a map even after downloading the rollins savannah map so we actually walked like a 10k by the time i was done so these legs of mine are wary but the the board represented us so very well at the pride drive and i'm just really proud of the inclusivity that's just displayed throughout our community both in the juneteenth events that were taking place in lake
county and also the pride event on father's day on that sunday mrs braden hit on something that just resonated with me from the equity series learning that we're going through as part of professional development so first thank you dr glickman for affording us the opportunity because it's absolutely just outstanding and for as much as you are a student of the work and you are leading um initiatives just the amount of increased awareness that this training has brought forward has just been outstanding and one of the things that stuck with me is around pc and the conversation was around shifting from political correctiveness correctedness to personal consciousness and making sure that we have that all of our children feel visible irrespective of their ability their sexual preferences gender race religion and so there's so much work
to be done a lot of conversation around just the systems in place but one of the things that made me feel really good was that each of us are tasked to understand how can we [Music] whether it be small or large through our initiatives our policy our practices start to disrupt those systems right so it won't be like this massive overhauling but inch by inch right we'll get there together so that made me feel really good and then lastly i just wanted to thank publicly mrs miller for the work around the community organizational chart because you know while you look at it at glance it's like oh it looks like quick and easy but there's so much thought and preparation that has to go into making sure that it's clear concise and digestible for the
reader to engage them and want to keep clicking to learn more so really nice work i'd just like to she probably might be listening out in the virtual world thank joyce campbell for um driving us around for the for the event um if we can maybe we can draft a letter to to her and say thank you to her for driving preferably she has a bigger car next year only because i'm not sure how i stayed on but if we can just send her a nice note of thank you it'd be great anybody else okay uh we are up to the superintendent all right well i we're going to start with somewhat of an update for the 21-22 school year but it's not really an update it's more of an outline of a letter because
just a couple of things have happened over the past week paul and i were both able to attend a webinar from the state of illinois but really that webinar from isbe was mostly people asking for information and it wasn't really information being provided there was nothing really that we didn't already know at that point um two days ago yeah i believe two days ago some superintendents drafted a letter and it's a letter that a lot of superintendents signed i was one of them and it's a letter to governor pritzker deputy governor jesse ruiz state superintendent dr carmen aya isbe board members and the idph and i want to share with you the content of that letter so that you can understand what is the information we're still waiting for and why we don't have more
to share with you right now so here are the unresolved issues for which we're looking for clarification one is about social distancing so we're wanting to know if three feet will still be required in classrooms in the fall we're wanting to know if six feet will still be required of social distancing will still be required at meals we want to know if there will be different guidelines for adults versus students for fully vaccinated people versus unvaccinated people for regular school activities versus extracurricular activities for schools implementing a cova testing testing program as we are planning to do versus those who aren't we'll be there will there be different guidelines for non-school groups that utilize our facilities and also indoor versus outdoor activities most of that is still unclear we're looking for updated quarantine guidance so
we need a clear definition of close contacts in the school buildings and consistency with those physical distancing recommendations that we await we are looking for updated contact tracing expectations in our schools and differentiated quarantine requirements for vaccinated versus unvaccinated individuals we also have lots of questions about masking we're looking for guidance that is appropriate for schools and consistent with other settings and in fact i'm going to read you kind of a truncated version of a quote from that letter that says fully vaccinated individuals are no longer required to wear masks in most environments throughout the state if there is a compelling reason why vaccinated individuals must wear masks in schools we hope that a clear explanation and rationale can be provided we're also looking for vaccination records guidance so we want to know if idph
will provide access to vaccination information on individuals to school so that information is collected we want to know if we will have access to it finding out whether or not people are vaccinated will schools be expected or allowed to collect and maintain vaccination data from students and staff members we don't know that can schools require vaccinations or koba testing of staff members or students who seek to participate in extracurricular programs or in any other situations so the truth is we need answers to a majority of those issues before i can provide any more information about what the upcoming year is going to look like i would say that the good news is we are well prepared to start the school year with the standards that were in place last spring we're ready to go with
that so it's really the loosening of any restrictions that would be changed for us and those are changes that we are well able to make and and can make quickly um but that's where we are right now we are waiting for information and what we keep hearing from isb and the idph is we know it is a priority to get that information to you so we're glad for that and we're looking forward to hearing more any questions about anything i just shared board okay you have the same questions i have right okay um but speaking of making changes quickly and doing things quickly i have a little story to share with you about what we've been doing for the past week here in district 46. this is about jumpstart kindergarten and board you've not heard
about jumpstart kindergarten from me because this just happened so at 2 18 p.m last tuesday june 15th we received an email from isb telling us about our eligibility for a grant and why are we eligible we're eligible because we receive the early childhood block grant we have a preschool for all program that's known as pfa we are a tier one or tier two district it had to be one of the two of those and we have incoming kindergarteners who had limited access to in-person learning this year um so because we fit all of those qualifications we are eligible for a one-time governor's emergency education relief grant which is funded at a rate of five hundred dollars per child for up to 48 children quick math 24 000 so this grant is to be specifically used
for a summer program this summer a summer jump start kindergarten program for four weeks four days a week two and a half hours a day sometime between the start of july which is when our current summer programs are ending and the end of august or when school starts so that happened a week ago yesterday 2 18 in the afternoon by 9 a.m the next day we were planning a program our cabinet was meeting we talked i'm sure you're not going to be surprised we talked first about how much we wish we'd had that information back when we were planning our other summer programs that would have been awesome we had our moment we had our grumble and then we celebrated that we had we're eligible for this money and we moved on and we started
planning and um by 11 34 that day we had sent out an interest form to our staff to find out whether we had staff who would be able to staff a program at the end of the summer and good news we do um so that program that what we told them was it would be running monday through thursday from july 19th through august 12th and at about four o'clock today so a week and a day after we got the news we started the process of inviting students for the program so we're targeting incoming kindergartners who fit these qualifications they were part of our pfa program this year or they were on our pfa waiting list because we did have students as we often do i think always do who qualify for pfa but we don't
have space for them so we're also considering those children and looking at those and they were not already invited to another one of our summer programs so for example we have english learners who are incoming kindergartners i have the sun right in my eyes we're going over here okay um in incoming kindergartners who are part of our adelante program right now because they were eligible for that so those students aren't invited for this program these are only students who haven't been invited to another program similarly we have students who are who were in our ecc program our early childhood program last year who were invited for the esy extended school year special ed program happening right now so they also have not been invited for this program so in short through this program along with
all of the other summer programs that we already had planned for and have in place right now we are able to offer a summer pre-kindergarten experience for all of our students who qualified for pfa this year and also our ecc students which is a different program so we're we're really really excited about that there's three more pieces of information that i want to share with you about this first of all we do not know how many of our invited families will take advantage of the program um there are some financial unknowns so it is certainly possible that we will not get enough money from the grant to do all the things that we want to do or need to do in this kind of program we're glad to have the esser money available to us
to fill in those gaps if we need it and in fact one i'm going to say quirk of this grant this particular grant is that we can't use it for any materials there was really no explanation as to why that is but i emailed to make sure we can't use it for materials so we are already using some ester money for curriculum and materials for this program um and the last thing i want to tell you about this is that i have been very purposeful about this lengthy narrative giving you all the times and dates and it's because i am so incredibly proud of this high functioning team board i want you to know that nearly every member of our district office administrative team and many many many members of our support staff have been
involved in working on this kind of sort of around the clock for the past week and um i just wanted to let you know that these are the people that are working for you that will in a week's time get a program up and going and i'm just really proud of that team and with that i'm going to hand it over to one member of the team mr paul lewis who's had a lot of work to do on this early on this jumpstart kindergarten program but he's going to share information about another topic with us i thought it was going to be put on the spot to talk about all those things but i could if you have questions um so in the past we've been talking about the assert ii grant and so that's
a funding source for us to help specifically with unfinished learning so we want we've been working with the teams with teachers and with administrators so i'm just giving you a little bit of a preview of what we'll be bringing to the july board meeting i just wanted to share a little bit about it so the first one is we've heard loud and clear from our teachers a need for what educators would call foundational skills support and so foundational skills support is all about phonemic awareness it's about phonics and it's about word study leading to spelling so those are really important aspects of our k2 curriculum and our teaching part of the remote learning made some of that early reading a little bit more difficult for teachers to work on so we're going to be proposing
a new resource for next year it's called from phonics to reading this past monday we had a webinar all about it we had 16 staff members volunteer their time to come and listen and give feedback so that was amazing overwhelmingly the support is huge to have a consistent easy to use engaging interesting resource for our students so it's it is a workbook but it has lots more to it than just that but the whole concept and my dear friend and colleague heather lorenzo has been sharing how important that whole concept of foundational skills is because if we don't do that right it leads to significant issues later so we haven't necessarily had a consistent program or a resource for a number of years in the district teachers have been working very hard but for us
to be able to provide one to them instead of them having to create everything will be a really a good thing and it fits in the definition of unfinished learning because we think that our students especially and it's for k2 really are going to need that in-person deep dive into some of those skills while the teachers worked on it and i'm going to compliment our teachers greatly for what they did during remote learning we realized that that was something that was necessary so on july 7th we'll be bringing a proposal it doesn't go over the major impact amount but we want you to know about it and so we'll be hopefully requesting those materials to order them as quickly as possible for staff k2 to have for the next school year and i'm saying specifically
for next school year because i'm going to come back to that and on top of that the other area that we have been looking at you may know that last year during remote learning many of our companies provided free resources they extended free trials they extended free opportunities to use their products we were very very selective in the ones that we encouraged our staff to use and we actually wanted to maintain that because we wanted consistency which is part of our district goal about having a consistent resource for students so there was one that we used last year and it was called amplify reading and it was an online reading program meant to be individualized it's meant to be for wherever the student starts it's meant to help them grow teachers are able to get
reports to see how the students are doing and it also tells teachers what areas they're going to need some individual support with by a teacher and so we like that idea so we've met with we got survey data from all the teachers who were involved we got survey data from all the administrators and we met again to figure out how we wanted to move forward with that if we wanted to move forward with that overwhelmingly our students and teachers from grades three through eight i really thought it was a worthwhile resource and a thing that we wanted to consider so again at the july 7th meeting we're going to be bringing a request for a contract for one year i'm saying that specifically for one year for amplify reading for our students in grades three
through eight and what i'm really excited about as one of the things in our plan for next year that you that was presented was that every school is going to have at least a 30-minute intervention block and so that will be for pulling kids who need direct support and extra time well this is going to be a great tool for all the other kids if they don't need to be in a small group at that time so it will be very productive work the thing we heard very s greatly from from kids our students was how much they loved it they didn't want their teacher to stop the time from them to use it they wanted to keep going with the story it's it's kind of um choose your own adventure kind of a thing
so depending on how you work it the story changes and modifies and there's a lot of features in it that you get to create things and your and tools and all kinds of things so it's perfect for that age group because they like doing those kind of things with video games and so it was our closest way to do that and the thing i also like it is not just for our students who need help or who might be below it will be a great tool to extend enrich all the other many kids who will need and deserve that as well so we're um i wanted to give you a little bit of feedback so it wasn't a superb some a little bit of advanced warning or advanced information so it wasn't a surprise in
july when we were coming with that and that too would be paid out of sr2 money and it fits into how can we support kids with unfinished learning or additional instructional materials so i personally think those are great uses of that money for the one year and the reason i keep saying that it's for one year is as part of our esther arp sometimes we call it s or three but it's esser american relief act esser plan american rescue plan i'm looking at lynn because we always mess that up one of our goals for next school year from the teaching and learning department is to do a complete review of our k-8 literacy materials and so we're going to need the whole year to evaluate sources vendors material all the options that we have out
there for hopes for the 22-23 school year we would use the sr arp money to purchase a new literacy curriculum for the district so we're not we don't want to rush we don't want to make a hurried decision about that we want to take the whole year to research and evaluate and make good really good decisions so that we can spend that money wisely that has been shared with staff staff are beyond excited with the concept of new literacy materials coming for us in 2223. so we we all think that the foundational skills work the k2 and the 3-8 amplify would be a gap to fill the gap for next school year we might decide that that's what we want to continue with foundational skills or we might like the foundational skills things that come
with the new set i could not let us go another year without providing some resources for foundational skills then you asked me to also make sure i talked about and i had it written down but phonemic awareness is how kids manipulate and use spoken language so segments of words and how we put words together how all those letters phonics is specifically and in english phonics is very difficult because the rules change in in many many circumstances and then word study is understanding all the word parts prefixes suffixes base words root words whatever you would like to call those and then how they change meanings with all of those things so to have a really strong program at the earliest grades is really important to us so i'm glad to entertain any questions about all of
that but that's been what we're working on to think about how we can expand all the resources and expand our curriculum for our students and teachers nice work while you're planning a kindergarten program thank you that's a lot that's a lot of content and um rich information to bring forward and get together in just a little over a week's time i'm just curious to the number of invitations that have gone out so i sent those invitations and so the grant was for 48 students we narrowed it to 46 students who met the criteria so i sent invitations to 46 families and we're preparing for three classrooms if we need three classrooms so we'll see how the numbers work out we haven't made agreements with teachers yet but we're planning resources math materials and literacy materials
for three classrooms and next week we'll have folks making phone calls to families that haven't responded to the survey because we certainly don't expect that everyone's sitting at home waiting for a survey to come about jumpstart kindergarten so we'll be calling people too and we're trying to get all that taken care of before the fourth of july because families that's a busy time and it's harder to get a hold of people to make all those things happen but also for that to happen we need enough lead time for the buses to work on a bus route and so that's not a two or three days that's usually a two-week turnaround for when we have to have new bus routes so there's a number of things that we had to work through as a team anybody
else have any questions oh okay thank you very much um next is committee reports we have the community engagement committee yep just real quick can you hear me um just real quick the food drive for the avon cares food pantry is july 17th and 18th you should start seeing communications going out now the just the paper flyers are going out into community spaces in haynesville and round lake and in gray's lake and then the digital platforms those will start publishing some of the information in the next two weeks so july 17th and 18th from 10 to 4 you can drop your food at any building except gms and if you're a gms family you can drop it at frederick and then we'll have volunteers shuttle the food back over on that monday morning and throughout
the weekend so that's it thank you um next we have the consent agenda so i need a motion to approve the consent agenda including the personnel addendum that we got earlier this evening so moved second mr wiedman yes ma'am i did have a question about one of the the accounts payable report and this may be a topic for future discussion dr glickman but going through the accounts payable report when there's reference to outplacement tuition i know there's there's probably a myriad of criteria that goes into that i just was hoping to get a little bit more understanding as to you know all the outplacement facilities and you know i guess size and scope of how many students we have in each and what are the you know benefits of or not if it's possible to
just understand if there's a way to kind of scale that because it does appear that we have a decent amount of spend without placement tuition so i appreciate the question and definitely that would be something that we could talk about at a future meeting with data and such but i just want to make sure is that a report that the board would be looking forward to seeing is that something that the board would like true yeah okay all right we will um heather we'll work on when we when we'll bring that forth okay thank you i did have a question along those lines well i'm not along those lines but about the accounts payable report i saw we did a lot of refunds for i assume cap and gowns or something along those lines for
that what happened there i think they were just refunds for um through the normal cost of business um through our activity accounts if that makes sense they're just things that um refunds that we had to give through throughout middle school activity accounts i think that's i think that's what they were okay yeah they were according to the accounts payable they were uh i'll bring it up a lot of them said uh one second of course it's on zero front so i got a screen in here uh it says reimbursement for overpayment for graduation gown yes if an individual parent made another payment we would refund them through the credit card okay because there was like probably 20 of them in there okay we did have some students who weren't um who ended up not coming
on site for graduation so i would say it's likely that it would be those students okay any other questions okay brayden hi nash hi mccroy hi anderson aye miller i and wiedman hi all right we are up to action items the first one is a motion to approve the resolution for the development of a finance committee so moved second um sorry i blanked out there so i heard from jason christy miller and obviously myself about joining and tamika you want to be on it too about being on the board so we'll we'll start with that as our initial board meeting with all i don't know if i actually have to officially appoint them to the board you're all appointed um to the board so we'll work on getting a schedule together for that with uh
mr wildman it'll probably be you know before a regular board meeting and so we can go into some of the topics we need to go to and again it is open to everybody to come in and say your piece or throw things at me and we can go from there okay thank you uh the next is a motion dude we need to oh sorry yes we need to do that weedman yes miller i nash hi brayden hi lacroix hi and anderson aye okay next is a motion to approve the termination of employment for nicole olin a probationary employee of the school district effective immediately i'll make that motion second any questions nope okay lacroix hi brayden aye anderson aye miller i weedman hi and nash hi next is unfinished business but we have nothing under
there so we'll be going to new business uh discussion of iasb delegates for the november conference so we need um delegates for the conference and past jason has done it and steven strike has done it so we've actually done it the last two years and i just want to say it's pretty interesting experience um the parliamentary procedures that go on there there's there's high school kids there that proctor the meeting and they're running back and forth with their roberts rules of order books and i enjoyed it a lot but i think it's time that someone else could to get that experience so i i i highly recommend it is that the saturday morning jason of the meeting or it was pre-covered yes bright and early saturday morning yeah it's usually highly recommended it's usually right
after the keynote on saturday morning it's like the first session right after that okay i'd be interested i went the wrong way sorry i'd be interested unless somebody else is really really really interested or i'd be happy to serve as an alternate too yeah i didn't know if you had a recommendation jason that you were making other than yourself obviously but did you have a recommendation i think she was asking if you were going to do it i think whoever's most interested as evidenced by a floor speech right now and it's just the one plus an alternate yes yeah so christy i can be your altered okay all right there you go and i assume we'll see the the policy changes that they're going to want to have votes on coming in soon then right
yeah last year those were a little last minutes would be great yeah take a look at them a little bit we'll get them when we get them i know i guess that'll be on the topics for future agenda items yeah we have nothing yet from them uh okay uh thank you very much both of you for stepping up and taking care of that the next is the discussion of miscellaneous and substitute wage rates good evening board for discussion this evening i bring to the board a list of miscellaneous rates and substitute rates this is the first time that such thing has been brought to the board we're hoping to make it an annual item on our summer board meetings so that we can go through and adjust rates as necessary these rates are not specified
in the collective bargaining agreements because they are positions that are often filled by individuals who are not members of our district they're not employees of our district so after reviewing the big one is the substitute rate that's always a question an ongoing thing after reviewing a survey from our surrounding districts throughout lake county and parts of mchenry county ccsd 46 pays 110 for our daily sub rate the average was 113 dollars per day so we are just shy of um the average rate most districts are at 110 and 115 per day my recommendation after speaking with mr wildman would be to increase our rate of 115 per day we've reviewed this information as it pertains to the budget and that money will be budgeted for also in an attempt to recruit and retain highly qualified
subs we are looking to create a loyalty rate for any substitute whose subs over 20 days within our district so you know give them a pat on the back and thank you very much and increase their daily rate hopefully they'll stay with us more and be able to work with us and that will also attract more people and bring them over from other districts because oftentimes subs are in two or three districts and whoever calls them first in the morning or they can take a look at their schedule and pick some dates so hopefully this this brings some more subs to us um another area that if you look through this there's a tbd rate this is our homebound tutor rate which has gone unchanged for over six years um i tried to do some
research and went as far as somebody one of the administrative assistants over at um in the special pupil services department said it's been this rate for six for the six years i've been here that's all i needed to know so it has remained unchanged since then due to mrs lorenzo and i being ships passing in the night with our vacation schedules we have been able unable to discuss this but come july 7th we will have a rate for you and i'll have it to you prior to that board meeting some of the other rates we would not recommend a change um they're very stable any questions i have two mr walt thank you for your presentation so clarifying question in terms of the rates it's the recommendation to one increase from 110 to 115 and
then after 21 days uh do an additional bump of 10 as a loyalty rate thereafter yes that's correct okay and then my second question um was with regards to um d127 um like when the on the chart that was there for comparables i may have overlooked about it and see d127 on there do we have a sense for where they are with their separates they did not report on this survey okay um so they i do not have their number um they didn't they didn't respond to the survey i believe it's a little bit higher i do want to jump in though to just comment that we look at raising our rates to be competitive and typically elementary districts and high school districts are not competing with each other for substitutes anyway so somebody who
wants to teach at the high school probably doesn't want to teach second grade they might want to do middle school so and and just like with many other things that are different from elementary districts and high schools i think it's likely we would find that the sub rate for the high school would be a higher rate as well thank you for that clarification so then it's safe to say that all of those um those comparables were k-8 um there's one or two high school districts there's a couple unit districts okay um so your k-12 districts and then if you take a look um at the lower end we're looking at uh township 113. well that's the highland park deerfield high school district we're not going to be able to compete with that um 117 is
lakes and antioch as well that's the high school district as well so the higher rates yeah okay thank you chris does the loyalty rate start over every school season yeah that would yes that would start over each year any other questions regarding that are you okay to let them move forward with it and bring it to us for the seventh okay thank you next on the agenda is a discussion of chromebooks refresh for grades three through eight good evening i am happy to bring up the idea of a refresh for our 38 chromebooks this evening as you may remember in november of 2018 the district leased third our chromebooks as part of a one-to-one initiative for all of our third through eighth graders so if we fast-forward the calendar we are quickly approaching the end
of that three-year lease at the end of that lease which is coming up here in december we have to turn in all of those devices back to the leasing company so all 2500 of those devices will need to be returned in which case we need to begin securing devices for our students between now and then supply chain being what it still is from from recent months we have been the technology department has been working working hard and very closely with three different vendors to secure pricing as well as secure our next device so really narrowing in on what device we want for our third through eighth grade students as well as what device we can actually get between now and now into summer and those are somewhat two different things but i feel like i've
narrowed in on a on a device that we'll really be happy with so at this point the plan would be that at the next board meeting will bring uh an agenda item for approval for the next um 2500 2600 roughly devices for our students going forward that is this is something that mr wildman and i have worked closely on to build into the budget for next year so that it will be a purchase instead of a lease at that point and so three years from now we will not be running in the same situation mid-school year that's one thing that i'm i'm working hard on to try to get our refresh rate to the summer now instead of refreshing really two-thirds of our student devices mid-school year for a tech team and for budgeting purposes
and for workload it would be much nicer to be able to do that during the summer and we'll be able to kind of extend the life of those devices the extra half year after or three and a half years essentially so that we don't have to do that are there any questions from the board on any of that is there an opportunity to continue using these devices until the end of this school year so you don't have to do it midway through there that was one of our plans that we discussed with the leasing company and unfortunately the the financial aspect of that does not make sense at all and the the pricing was extreme it was shockingly high to to do either we tried two different options either just extend the lease another six
months or buy the devices outright and then both of those options shocked me is there any problem that having those two different lease terms causes you the the one-third of the device is obviously least for the k2 students on the onset of the pandemic so you have a third of the district's devices on a different cycle is there any interest in code terming them is there any benefit to doing that presumably at some point you know two-thirds of the population of our students will have a different device than the other and they're going to leapfrog each other as far as you know what's the latest and greatest right yeah it really device wise and certain kind of two different parts to that question device and then financial aspects the device wise what i'd really like
to get us to is a refresh where we're refreshing a third of our district every year so that we it's not a two-thirds every every two years or every three years that we can get to kind of a situation where we're refreshing kindergarten third grade and sixth grade and then those students get a new device and they keep them for three years and then they they move on and we get to get a brand new device again refreshing every three years the the all of the components of that financially we can we can plan for that long term we know every year we're planning for a third new student devices we can also that minimizes the workload so we're not off balanced with that financially in this particular case as far as a co-term lease
i'm going to default to mr wildman a little bit we were really happy with not having to take interest out on on a lease agreement with these new devices as well as the flexibility that it gives us the tech department long term by owning these devices we currently have a large number of what we call loaner devices in district that are honestly past the end of their life and we're hanging on to them to issue to a student for a day or two as they need a new one as theirs gets repaired but it would be great to own these devices and be able to retire those eight to ten year old chromebooks so that and we'll be able to do that with this next batch where these previous two leases we have to give
those devices back and so we're unable to kind of move them out of day-to-day use and into the the loaner use if that makes sense thanks any other questions nope okay awesome thank you thank you all right we're up to topics for future gen items well we have a few you have heard us talk about the air the indoor air quality assessment that we are doing this summer so at the next board meeting we will bring you a presentation for those plans so that our board understands clearly what it is that we are going to be doing uh this summer so that's a plans for our iaq which is an indoor air quality assessment also from our o m department we'll have a discussion on the rfp for nike nighttime custodial support you can expect
some type of an update from me regarding the 21-22 school year but again how robust that will be is very dependent on what we might learn between now and then we have some action items the sub and miscellaneous rates that chris will just talk with you about we'll bring you an action item for that along with those major impact forms that mr lewis talked about um for curriculum um so that's what we have for july and then i can fast forward a little bit to share that in august we're expecting to do an approval of the rfb award for nighttime custodial services and then we have a couple of presentations that we are planning to do in august one would be a solar panels report from performer performance services you may remember we you know
they will come back they'll do it twice a year and august is when they're going to do it for us again and we'll be bringing you a draft report from wald to talk about our master facilities plan because the talk with you about a draft and then in september we'll move into the actual long-range master facilities plan approval also in september we'll have policies so board members who are on the policy committee expect to hear from us soon about a date for a policy committee meeting and also a report from arbor on food services that you've asked for and then added this evening is sometime this fall information about tuition and outplay students that's what we have at this point anything that anyone has to add okay all right all right we are back up
to public comments you can come on up and hi i'm michelle connie oh hello um nope you turned that off you need to turn that back on that's why the green light stays on gaia um i'm not here to start anything negative i just want to address the i'm sorry um responsive or culturally responsive teaching learning and leading standards bill that was passed and on have an honest answer from someone about what you will be implementing in this district um i know critical race theory is not something people want to talk about or admit and i understand but i don't i cannot and will not send my child back to a public public school at all if that's just going to be the case as well as sexual education starting in first grade because i've
seen a lot from other states and schools that have done this or like did started this stuff earlier and it's appalling because there was there were videos shown to first first and second graders and as well as i believe kindergarteners about why it feels so good when they touch themselves and then the video is disgusting and not appropriate whatsoever and then one teacher had the kids do it after in class as well as the fact that i believe if you guys are doing critical race theory and you don't have to really admit it if you are or not it is not it doesn't help it does nothing but create more division when i thought the point of this was to include everyone to talk to everyone love everyone or not judge anyone by the color
of their skin when now martin luther king is being cancelled when he with his you know famous beginning of that speech about um content of character versus color of skin i believe that that is for the most part in the united states very much how we work there is racism there are racist people absolutely i was just in georgia at my parents beach house in tybee and i went to savannah and i saw it firsthand and i immediately called the police because there were children with their parents being attacked for the most like pretty much so i mean i know that it's real but it's not in our students our kids are too young and i feel like separating them in a way that brings racism into it is not okay because really my my
children are friends with all colors of i don't even know ethnicities what do you what i don't even know what the right word to say is um and they never once noticed i mean yeah i'm sure they see we see color i understand that that's not something that people can claim they don't do or see um kids especially don't understand and don't care and doing this kind of thing in education in general yet alone first grade second grade is only going to make our children notice the differences and that terrifies me because i don't want my child to be blamed for anything because he never he's never i mean my gosh he's seven and he doesn't see it and i don't want him to see it and we've had discussions with him because we do
have very close friends who have mixed race students in the school district as well and we had an issue on the bus um last year not or i'm sorry not last year um two well i guess it was two years ago um and there are direct back like neighbors back like behind us where one child um was just trying to get attention so he started some issues with my son and then it got worse and worse and i contacted the school and you know everything was discussed with who was appropriate who it was appropriate to discuss it with and then i finally just called my friend and we had completely different stories i mean there were the reports from the bus driver um but what really happened was basically kids not knowing how to finish
telling the story and wanting to make it seem like they're right and they didn't do anything wrong so they blame the other child but this child happens to be mixed race and i just immediately we had to have this conversation with them because of words that were used um and stuff and they didn't get it they just thought that they were kind of playing around and then one got angry and did something kind of island but not really and most of the other stuff were just things that we're told by told that our children told us were not true they didn't have her happen and i just i can't i can't understand why nothing is mentioned about this stuff other than like equality i'm sorry equity inclusion and all of that on your website and
no information has been given about what the changes will be when this next school year starts and with that i can say i guess i've said all i need i yeah otherwise i'll just go on and on you'll be here if you stay like until 12. yeah yeah you don't want that so thank you thank you okay jim we have two online yep i'd be happy to read rachel rezak commenting on pride month states i would like to thank the d46 board for participating in the pflag pride drive this past weekend the school district and the board are here to serve every student and it is critical for our lgbtqia students to know that everyone does indeed mean everyone i hope the full board will participate next year anna osis commenting on board support of
