001will come to order may I have a roll call please thank you ateer here anna Reno here Han here Khan here shoe pie here Taylor here Wong here thank you very much the mission of school district 15 is to produce world-class Learners by building a connected learning community thanks for coming out tonight A lot of people I know there are a lot of awards that are going to be given and recognitions and we also have some conversations happening in the community that I'm certain will be acknowledged this evening as is often the case with Staffing changes speculation they create a great deal of concern and they invite much chatter within the school community such as the case currently with the recent change to the leadership structure at Plum Grove Junior High School while I understand

002the desire for people to know the specific circumstances and reason for Dr Wilson's departure sharing any additional information would be a violation of her right to privacy with speculation on social media as well as in the newspaper it's important that the district 15 community be reminded that Personnel matters are not only complex but we have a legal obligation to keep certain Personnel information confidential please know the district and this board do not take matters such as this lightly to recap dances on March 3rd 2023 The Plum Grove Junior High Community was notified that principal Dr Carrie Wilson would become the new assistant director of Human Resources located at The District's Educational Service Center and that Frank C whiteley's current principal Faith Rivera would take over as the new principal of pgjh effective July 1st 2023.

003while this news was bittersweet not only for the Plum Grove Community but also the Whiteley Community the move provided a career opportunity for Dr Carrie Wilson to round out her tenure in district 15 as a member of the district office this was a career step that she had expressed interest in taking for many years on April 21st 2023 staff and families were informed that Dr Wilson would soon begin her transition to the district office a couple of months earlier than had been anticipated and that Dr Meg schnoor assistant superintendent for Educational Services and former principal would serve alongside assistant principal scaffidi for the remainder of the school year at that time the transition plan for Dr Wilson was to have her begin her work in the HR department while participating in the many celebrations to

004wrap up the school year at Plum Grove foreign it was our belief that this would have been the best way to support not only her transition into the new role while also being able to share in activities and events to bring the school year to a close it would also add to the end of Year celebrations as it had in the past the district wanted and expected Dr Wilson to be part of end of year events as well as graduation in the same manager manner she had in the past she was to be part to honor her eighth graders unfortunately Dr Wilson informed the District of her desire not to participate in any events at Plum Grove honestly shared we understand that change of any kind is difficult but even more so when it includes

005an administrator who's been a valued part of our community for a significant length of time we hope that the community will respect the position of the board of education at this time understand the limitations imposed on the district as Dr Wilson's employer and model for our students that while we don't always like or agree with certain decisions we must accept those made by the leaders elected or employed to make them hmm Pledge of Allegiance can we have Kimball Hill come up please [Music] good evening president I don't need this microphone no you don't good evening president shupai Dr Hines members of the board and members of the community my name is Michelle La Canada and I am the proud principal of Kimball Hill Elementary School with me tonight I have some very talented sixth grade

006student leaders as well as as well as our sixth grade teachers who lead our video production Club so I'm going to pass it on for them to introduce themselves share a little bit about the work that they do and then lead us all into the Pledge of Allegiance good evening my name is Stephanie Vossen with me is Tori sarantakis and these are some of our most dedicated sixth grade leaders who have committed to the entire school year of helping run our video Club so I will let them introduce themselves and tell you a little bit about what we do at our club hi my name is Julian Gonzalez hi my name is Anna Maria Berger good evening I'm Audrey Crooks my name is good evening my name is Jordan Santos my name is Jelani Davis

008recognition PTA Reflections winners [Applause] good evening president shupai members of the Board of Education and superintendent Dr Heinz thank you for this opportunity to recognize and celebrate the following students for their talents and creativity in the Arts my name is Julie holdeman and I'm the first vice president of programs and the reflections chairman for the Northwest Suburban Council PTA PTSA Northwest Suburban Council oversees all ptas and ptsas in District 15. we are the liaison between our local units and the Northwest cook region PTA Illinois PTA and National PTA all ptas can participate in this National PTA Reflections art program this program gives students the opportunity to share their talents in the areas of Visual Arts photography video production dance choreography music composition and literature there are four age categories primary Intermediate Middle School and High

009School this year's theme was show your voice we are very proud to have had 88 students from nine schools participate this year in the National PTA Reflections program art entries were submitted to the Northwest Suburban Council and displayed at our annual Reflections showcase and student recognition on January 30th students artwork went through blind judging using criteria and standards used by all ptas across the country 54 students artwork Advanced to the Northwest cook region PTA that oversees district 15 Arlington Heights District 25 as well as Schomburg District 54 ptas 39 of those students artwork Advanced to the Illinois PTA and tonight we're here to recognize our students with special recognition at the Illinois PTA level and that advanced to further judging at the national PTA level these students were recognized this past weekend at Illinois PTA

010Spotlight event at Millikin University we are so happy that they are being recognized here at district 15 tonight so we would like to congratulate the following recipients of the Illinois PTA honorable mention Awards forward when you hear your name Aja P from Pleasant Hill for her literature peace title save the world from pollution from Walter R sunling PTA for her literature piece titled story of stolen voices tonight Juliana M from Winston Campus Elementary couldn't be here but we'd like to recognize her as well the recognition for the Illinois pta's distinguished artist Awards Hudson G from Marion Jordan PTA Miss Emma s Winston campus Junior High PTA for her visual arts piece titled butterflies better when they find finally our last recipient isn't here with us this evening but we wanted to mention um that we

011did have Olive H from Winston Campus Elementary her photography piece titled Hymnal Methodist Church has advanced and is currently being judged at the national PTA level we'd like to congratulate all our students for sharing the reflections program is an amazing way for students to to open up and share what some of one of the best things that are with inside them and so it's one of the things we look forward to as a council every year and we can't wait to see what entries are given to us next year because the theme is I am hopeful because congratulations to all of our recipients thank you thanks Julie a little bit to get off the screen same thing with parents any parents that would like to step up and get a close-up picture from the right

013we are here and we would like to give Maria an opportunity to accept her award here in District 15. behind hi hello I feel happy to be here tonight I am proud that I can talk with my device I love to talk about people and TV shows I love to learn about science and tell people about what I learn my device helps me talk about these things I love adding new words to my device I want to thank you Mrs Earth and Mrs Bussey for teaching me how to use my device thank you goodbye thank you I also want to just thank members of her AAC Squad behind us who have been supporting Maria over the years again random number you want to take one more picture okay everybody get in there she's ready there

014you go there you go man all right perfect are you ready thank you that was wonderful staff recognition above and beyond uh good evening everyone Dr Hines president shupai members of the board my name is Tamara Byrne I'm the assistant principal at Carl Sandberg tonight and I alongside with our principal have the honor of recognizing Miss Molly Carney our school's instructional coach who has been selected as the staff member that has gone above and beyond for the month of May um Molly goes above and beyond every single day she's a dedicated team member at Carl Sandburg and actively seeks ways to support all members of the Samberg Community she serves on many building committees and constantly looks for ways to clarify communicate and unite our school to make it a better place for our students

015and our staff most recently Molly has been a dedicated thought partner for our math Ela and science departments as they are implementing new curricular materials that are challenging for even some of our most experienced staff Molly meets with departments monthly and is often seen co-teaching with teachers to support their professional development in addition to supporting our teachers Molly is also a great support to our students she has created Sunshine snacks to provide students an opportunity to travel around the building and deliver treats to staff in the afternoon the students chosen for this privilege have a great opportunity to build positive connections with the Sandberg staff Carl Sandburg is so grateful that Molly is one of us thank you foreign [Laughter] [Music] we have another uh staff recognition yes very excited tonight uh good evening president

016shupai members of the Board of Education it's superintendent Dr Hines I think we need a few more flowers in the hallway doctor doctor can come in the room yeah we are very excited to honor our very own Dr Morris from Pleasant Hill this evening each year the Illinois PTA receives nominations from their local PTA units to recognize outstanding contributions from their volunteers teachers and administrators to the pta's mission this year Dr David Morris was selected as the 2023 Illinois PTA outstanding administrator of the year foreign I just wanted to share a line or two from his nomination his PTA shared that Dr Morris is an exceptional educator who has made a profound impact on the lives of students and families at the Pleasant Hill Community so we're very grateful that you were able to join

017us here tonight and appreciative of all that you do for your school by myself all right congrats ready one two three congratulations and congratulations and one more staff actually two more staff recognitions so uh the next national Louis University bilingual reading specialist cohort because it's very exciting good evening president shupai members of the Board of Education and Dr Heinz it is a real pleasure to be here with you tonight to be able to help celebrate and recognize the accomplishment of this special group of bilingual teachers and nine of their colleagues who could not be here tonight this group has just recently completed a nearly three-year journey to earn their reading specialist endorsement and what was special about this group is that their work focused exclusively on teaching literacy and strong practices in research for multilingual

018students it was actually a cohort that was the first of its kind here in the state of Illinois and we were thrilled to partner with national Lewis University to bring this opportunity to our staff and these teachers stepped up they have devoted over the course of those three years over 500 hours not just attending classes and doing homework and writing papers that they also provided valuable feedback to the instructors for their courses they did additional research that will really help move our field forward across the state and to help us better meet the needs of multilingual students so they actually helped develop a course at National Lewis University that focuses exclusively on Spanish literacy and as part of an intensive internship program that summer they provided a total of 1 420 free hours of one-on-one

019tutoring to 71 district 15 students so these teachers have definitely developed a very special skill set and they will without a doubt help move our district and our students forward and their dedication their passion their skills and their knowledge are a powerful force that will certainly position all of our district 15 students for a very bright and literate future so please join me in applauding and celebrating their accomplishment thank you any families here that want to come up and get a photo yes exactly if you'd like to come and take a prideful photo come on up yes of course she does thank you thanks for working so hard for us and one more and then the real um National national board certified staff recognition yes so a more staff recognition for this evening thank you

020for bearing with us we have a lot to celebrate as we as this is our last board meeting during the 2022-2023 school year good evening president shupai Dr hydes members of the community board of education I'm here to celebrate the success of some of our staff who have received either a renewal of their national board certification or new national award certification sometime during the school year this is a small picture of how how many staff members we have that we get to celebrate but I thought I'd let them introduce themselves to you guys as well so hi there I'm Debbie good in Sanborn School hi I'm Beth please check from sunling I'm Cynthia Fletcher from Thomas Jefferson and if we could give a round of applause for those who are not able to make it

030possible Redevelopment at Arlington Park uh in Prior prison stations to the board I've talked about two bills in particular uh house uh I'm sorry Senate Bill 1350 this is the quote Mega project legislation it's the 114 page bill that would allow a developer of a site and we're talking Arlington Park to petition the Illinois Department of Revenue have it declared a mega project and then sort of begin a process of determining a base value for the property determining what a pilot payment payment in lieu of taxes in the statute referred to as quote the special payment would be and then what this taxpayer subsidy would look like the amount of taxes not paid that would represent the subsidy so that bill was introduced by Senator Gilles be in early in February February 6th I was

031sent to the assignments committee it's still in the assignments committee it has not gone anywhere the general assembly is scheduled to adjourn a week from Friday so May 19th it's unclear and you can never know what's going to happen with the bill and things can happen at the last minute that will surprise people but to date this bill hit other than adding just a handful of co-sponsors there's been no progress on on Senate bill 1350. so the other bill that is noteworthy is Senate Bill 1391 this was also Senator Gillespie this was a very concerted effort to reform the Tiff Act tax increment financing so part of the Arlington Park Redevelopment may include the use of tax increment financing its Economic Development tool available to the Village so there were many positives in in 1391

032originally in terms of allowing school districts to opt out providing much more say for school boards on what a tiff would look like shortening the duration of the Tiff prohibiting transferring of funds between contiguous tiffs so there there is now a an amendment Senate Amendment two which takes out all this good stuff unfortunately and it it just really has three changes it gives the joint review board a little bit more Authority with respect to the extension of a TIF district it sort of codifies what is currently sort of a understanding of the general assembly with respect to extensions it allows the jrb to vote on whether there can be a contiguous or overlapping Tiff currently that's not a power of the jrb and it also requires any transfers between Tif districts to be approved by

033the jrb all the other things I talked about are not in Senate Amendment two uh nothing has happened with this bill since March 31st there was strenuous opposition from the Illinois Municipal league and I think that sort of put the brakes on it so it does not look like there's going to be any Tiff reform certainly not along the lines of what uh Senator Gillespie proposed which was really a fantastic well thought out she had sought input for many different interest groups uh in the original 1391. the last bill that's worth talking about we haven't talked about it in any prior meetings is House Bill 4040 so this was introduced by State Rep Marty Moylan he is the former mayor of the city of Des Plaines and has been a state rep for some time

034now so what what he does with 1440 is take the mega project Bill and instead of having it overseen or the oversight responsibility with the municipality it creates a what his Bill calls the Arlington Mega project oversight board so that there'd be voting members the the mayors of uh Rolling Meadows in Arlington Heights the three School superintendents for district 15 211 and 214 and then the one state senator and two State reps overseeing that area so they would have the ability to vote on approve the project it it is uh sort of a form of Mega project and again not sure where this one's going it was introduced with great Fanfare you'll recall there were a number of sort of front page headlines when this bill came out I know representative Moylan is pushing it

035hard but again you know the the finish line for this general assembly at least as currently calendared is a week from Friday so not sure what's going to happen there but those are really that's your legislative update that's what's going on I know uh the codes and uh folks were out here last month and that's sort of what's happened since then so any questions from board members there's really no conversation at all happening on that boiling bill at this point is that it seems like you know we haven't seen anything on it I know the the team from cozens closely monitoring it uh you know if there's thing perhaps there's conversations in the background but we haven't seen anything more on it as of you know an hour ago basically so anybody else have any

037um as you're coming up if you'd like to sit at the uh at the table that's in front of me and grab the microphone make sure that the little green light is on so that uh so that everyone can hear you and um and feel free to move the mic up and down [Applause] hi my name is Calvin worst I'm a seventh grader from Plum Grove Junior High I think there should be a co-ed volleyball league in Middle School volleyball is important to me because I've met friends had fun and as a physical activity that I enjoy it would be nice to have a team for those of us who aren't interested into some of the other sports this is a great team activity where everyone has to be involved the wrestling team is co-ed

038yet mainly thought of as a boys sport there is not that much of a difference between girls and boys volleyball skills at my age so volleyball could be co-ed too or if there was a cheer team which would be mostly girls but could be co-ed then there could be a boys volleyball team I hope that next year there could be a volleyball for team for middle school boys thank you thank you Calvin we appreciate you coming out it's tough to sit there in front of everyone then very important thanks Mr Bennett you're up yeah first of all thanks Calvin for coming out and demonstrating that boys that want to play volleyball are not just the figment of my imagination Lee Bennett resident of Palatine hello board and audience breaking news Wheeling district 21 announced plans

039to add boys volleyball to their interscholastic offerings so next year district 15 may be the only North cook District that doesn't offer boys volleyball but by now you may be tired of hearing me speak about this one specific sport so today I will cover a wider variety of sports at last month's meeting much of the sports discussion revolved around a process for asking the kids what activities they were interested in for Internet interscholastic Sports offering there's a practical restriction to finding other schools to compete against let's look through the offerings of 50 nearby districts to see which sports are con contenders for possible expansion what commonly offered sports or avail are not available in this District anyone care to guess which is the most common sport not already offered going out on a limb as

040a volleyball boys volleyball yes give the lady a prize yeah well in second some form of cheer is in 68 of the districts all the sports offered in D15 are offered by at least half of the area districts wrestling weighs in at 58 percent soccer at 54 is on the margin and just 26 percent have a girls offering soccer and boys volleyball are the only IESA emerging Sports they don't have a state tournament yet the remaining Sports offered a rather uncommon the girls only options of softball at 12 and Phil field hockey at six percent would only add to Billy's perceived unfairness the co-ed options of golf at eight percent and bowling at four percent could be fun two sports in the news for planning billion dollar stadiums for spectators are noticeably absent neither football

041nor baseball are offered at Area Middle Schools also adding a spring baseball or softball would conflict with the local pcbs offering that extends well into the summer so choosing a school-based offering over local leagues would result in less participation for some students similar to issues seen when the district added soccer brief commercial break for the Palatine Park District coaches are needed for a co-ed volleyball camp the week of August 7th contact Mark dolphin at the park district or myself for more information so our golf or bowling serious contenders for expanding District Sports even if they are they don't use utilize the precious gym space the stated barrier to the expansion I advocate for the sake of currents and future students like you just saw or please take concrete steps to provide competitive volleyball for the

042other half of District students even with all the constraints of next year there are opportunities to make progress in fighting the perception that this sport is just for girls thank you thanks Mr Bennett Freda reminger thank you my name is Freda redinger and I don't represent an organization I just wanted to um share how I felt when I found out that um Mrs muncianti was no longer the gym teacher at Lincoln Elementary School I went to Lincoln as a child I lived in the area most of my life I'm a former district 15 employee and a former parent of district 15 students and I've known Jen um Mrs muncianti for a long time prior to knowing her as a friend she was my son's gym teacher everyone that I knew in my area would always

043say very kind things about Mrs musionanti I've never heard a negative thing about her um when I were to district 15 I would say that I knew Mrs M and they'd say oh she's wonderful we love her and the things that we've done together in the community she and I put together an Easter egg hunt that was held at Lincoln for two years this past year we were unable to have it because she was removed from her position and the prior two years we had at least 60 children that were present maybe more it was open to the community she put a lot of time and effort into it without her I couldn't have done it and my daughter she chose her to be her confirmation sponsor because of her character and her love of

044children and the fact that Mrs M has or had a huge um container of shoes Jim shoes for students that they couldn't afford you know shoes or they didn't bring them she could have they could have them no questions asked and that was out the kindness of her heart um she is a wonderful character and just a lovely woman and I just wanted to share how I felt when I found out that she was no longer working at Lincoln and I'm sure a lot of other parents and students and prior students feel the same way and I want to say one more thing and she also was in charge of um a um volunteer Club at the school and I don't know if that's going to be continued on without her being there so thank

045you for your time thank you thank you Katie piacini [Applause] hi I'm here on behalf of many of the students parents and faculty at Plum Grove asking particularly for the board to reinseek Dr Wilson for the remainder of the year the communication particularly that was sent out said that leaders are in a place to ensure that PGH P Plum Grove Junior High doesn't skip a beat a previous quote from a leader on the board reads that we Inspire kids to become informed curing students this is not correct the confusion and Chaos of the students that this has caused the students and faculty is beyond real the decision made on behalf of the board is abrupt the to end Dr Wilson's term one with prior to the close of the year is disrespectful to her as

046a leader of 15 years she was a daily inspiration to students and faculty Dr Wilson supported parents and students and as you can see from a principal you know from The Learning Academy kind of drilling Academy look at how proud he is in the student center there and she was too moving her to a board position simply wasn't part of our plan plan and I think that there's many of us in this room that know this the anxiousness that's been happening the fights the Disobedience the disappointment by all everything the uneasiness in the hallways the school dance it's not it's not okay the kids are not they're already unease they're ending the school year one of their best years seventh grade eighth grade to another year of distress and this is like literally a text

047that I get from my son as I'm on the train home from the city mom the school is going downhill I'm not sure but I can guarantee I'm not sure but Dr Wilson isn't here she's the one thing that kept her school together and now it's gone it's a total circus fights are happening everywhere so at the end of the day receiving this as a parent out of nowhere on the train is just absurd and putting my opinions aside this is a student's opinion this is somebody who walks the halls and removing her as their leader so abruptly has caused them to actually skip a lot of beads the hallways aren't the same the class isn't the same the greetings at the door aren't the same the dance isn't the same in graduation isn't going

048to say going to be the same so at the end of the day I think that as Leaders of Education that the empathy for the fact that the removal was so abrupt with one month left was not a consideration of the students or the faculty thank you foreign thank you Bonnie Miller thank you hi I'm Bonnie Miller I spoke last board meeting about the offensive books that are in district 15 libraries I described a book called A Brave New World a graphic novel and I also talked about the graphic novel Slaughterhouse Five I owe you Lisa an apology and the board and Maya community on an apology because those two books are not in the library um it is a long story as to why I thought they were but I assure you that will

049never happen again um truth is important to me and I never want to mislead anyone I'm sorry and I thank you for holding me accountable by looking it up for yourself um and I also want to apologize to Natasha who spoke after me because she also brought that book up but she was going on my word so I'm sorry Natasha if you're listening with that said there are many vile books that are in D15 that do need to be removed and we will be challenging those books in the weeks to come and I look forward to working with you to resolve the problem meanwhile I would like to offer up a suggestion that a friend had passed on to me and I thought it was a great idea D15 libraries need to be more transparent

050D15 parents need to be informed about what books their children are checking out especially with the increasing amount of controversial books that are in our school libraries when a child checks out a book why can't that information be sent to the parent portal creating a list of books that the parents can have access to right now most parents are blind to what books their children are reading so why not give them the tools they need to better parent D15 parents you should be asking for this feature in the parent portal parents if you like this idea please pursue it with district 15 board members and I will also be pursuing this matter with with you guys in the weeks to come thank you Miss Miller can uh was it possible for you to give us

052employees a hundred and ten percent and it flowed directly to the students Jen is a take charge teacher you can always count on her when you need something one who wants to desperately all succeed every student that has passed in front of her he truly does care she never saw things as mistakes but with through patience and kind eyes would work towards solving whatever situation was in front of her she always dealt with any challenge with the best interests at heart for all concerned and then would move forward all the while learning and teaching to interact and care about each other she learned from the best and I will mention some names Vicki cavaronta Gail Russell Tom Burke and the list goes on finally Lincoln was magic it loved with all of its soul and

053we loved Lincoln back Jan musianti loves Lincoln she is a lion I am also so very sad for the kiddos that have been left behind as I was part of her service Club volunteer team and I was abruptly taken away from that and there has been no replacement and there will not be for the remainder of this school year those kids are now left with nothing thank you Julie Holderman foreign good evening president shupai members of the Board of Education and Dr Hines my name again is Julie Holdman I am here as the first vice president for the Northwest Suburban Council PTA PTSA I am here tonight to ask that you approve version one of board policy 9 colon 090 and support the establishment in each School of a parent-teacher Association PTA PTSA by Charter

054with the Illinois PTA and the national PTA the Northwest Suburban Council PTA has had a long 63-year history with district 15. and it was chartered on March 31st 1960. before I was born before many of us were even born through that time we have worked in conjunction with the administration while offering consistency and a strong foundation for our local unit leaders in times of trouble and when units were thriving units learn that they can work smarter not harder by utilizing National PTA created programs and resources apply for National PTA grants network with local and state leaders for advice and planning ideas as well as local contacts and vendors the logo for district 15 which is right above Dr heinz's head up there is a Schoolhouse with a tree in the middle the trunk of that

055tree appears to be the symbol of a person that symbol can be interpreted in many ways the school district providing the education and Health Services for all of its schools and the students but it can also represent the PTA in its role of facilitating family engagement and building a bridge between the school and families within District 15. the PTA Council acts as the foundation or the trunk supporting the branches of each School local unit the leaves represent all the local unit programs they provide to enhance the education of their students and meet the needs of their school community when we work together we can lean on each other network and we can not only make our individual schools stronger but work together for a unified school district and community Northwest Suburban Council PTA provided programming

056for our school Families Our spark program is a council sponsored special education parent support group that provides networking for special needs families and monthly parent education events we also worked in conjunction with district 15 to create and provide a district-wide parent education a parent's role in an emergency situation we were very proud to bring that idea to the district and ask that program that was seven years ago in the past because of all one of the lights are going on in the in the country um but I'm not going to spend any more time talking about the council because our local ptas are shining and they're working hard making the mission and purposes come to life in their schools we've had local units who have fallen by the wayside and have worked tirelessly with the

057council region and state to be reinstated with the IRS be in good standing and be successful fully functioning units we have local units that have provided mental health programs promoted inclusivity with Multicultural Affairs translations in Communications so that everyone is apprised of what is going on and everyone can be actively engaged partner Partnerships between schools for collaborative food drives hosting Internet safety Pro program's anti-bullying program stem fears inviting guest authors illustrators to promote literacy and so many more we had an award ceremony last week and the programs and recognition was overflowing we are so proud of all their hard work there is a difference between PTA and PTO or parent organizations PTA has local and state leaders that truly care about our local units and their leaders we want them all to be successful so

058all of our children can reach their full potential finally the PTA provides a common foundation for all district 15 schools no matter what part of town they reside how many languages are spoken if you are a title one school or if you are an elementary or Junior High PTA provides an opportunity to work smarter not harder by collaboration and bringing our community together I ask you to please consider approving version one of policy Section 8 thank you so much for your time and consideration [Applause] thank you boy this is high good evening ladies and gentlemen my name is of course Terry Paulson and I'm here to to talk to you tonight about your District gender policy I hope to maybe challenge your thinking about it especially as it relates to District policy I read that

059wrong anyway the people who promote gender ideology are asking us to believe some very specific claims for instance do you believe really that there are hundreds of genders and that we've been forcing kids to be male and female for thousands of years until now when we all of a sudden discovered this I can't imagine that you do because some things are just self-evident but that is the claim if you don't believe it then why were district 15 teachers given training and how to reduce gendered language in the classroom in January they were told they must be inclusive but it turns out that being inclusive actually requires excluding something like certain words such as boys girls Mom Dad Grandma and Grandpa Etc in other words include excluding the reality of male and female from everyday conversation

060when a teacher models this in the classroom is it possible that it will ultimately Give Kids the impression that it is rude and inappropriate to even say these words in public if we explore the same train of thought a little further what are those same teachers supposed to do if they have a student who identifies as the opposite sex how do they affirm those students if they're not supposed to use gendered language or do you only use gendered language with trans students this is confusing because it makes no sense it doesn't work even by his own crazy rules and it doesn't work because it's not based in reality reducing gendered language in the classroom is not yet a requirement in D15 but D15 does have an internal policy that mandates teachers and staff use preferred

061pronouns and it mandates punishments for those who refuse in other words teachers who refuse to lie and pretend that a little boy is a little girl will be disciplined forcing teachers and staff to conform to this absurdity is the ultimate orwellian exercise if you are really worried about censorship this is it when you can't acknowledge objective facts that's censorship but still I hear some people say if kids are not gender affirmed they are more likely to commit suicide if it's not apparent to you yet that is one giant politically motivated lie the studies do not show that as the government governing body that sets the course for this District I'm asking you to stop stop moving forward with the implementation of gender ideology at least at least until you've truly examined it like all terrible

062ideas this too will eventually collapse under its own weight the only question is how many people will it destroy how many children will it destroy before it does I urge you to please minimize the destruction say no to Candor revise the school policy or the district policy that's children and this your community are depending on you thank you awesome well I don't know how I'm gonna follow that hi everybody all right I'm terrible at public speaking so I'm just going to read uh good evening board members my name is Michelle rushing and while I may serve as the PTSA president at Plum Grove Junior High I am not here today to represent the PTSA even though I know that they all agree with me and my feelings one take I really not get this you

063guys Jesus okay all right we do not appreciate being lied to we all know Dr Wilson wants to stay at Plum Grove and continuous lies are insulting I'm here today to represent our Plum Grove 8th graders whose lives who've managed to completely disrupt yet again particular 8th graders have already been stripped of so much they they've missed all of the fun activities in sixth grade due to covid they had to mentally manage the hardships of returning to school at a new and larger School while following the ever-changing covet restrictions due to a complete lapse in leadership at the district they are now unable to compete in the track and field state competition and most recently you have with only a few weeks left in the year pulled their beloved principle without notice without closure and

064in a heinous and embarrassing fashion I'm going to give you all the benefit of the doubt here and assume that you weren't aware of this action in advance but here we are now and you have the power to fix it our kids are upset our parents are upset and our staff is heartbroken everything has been a nightmare over there since you pulled her from the school fights of increased behavior is out of control you have no idea how much Dr Wilson actually does at that school by herself I've never met a person in this District or any other for that matter who cares more or Works harder for her students staff and Families and you've left us with an assistant principal who I didn't even know existed until two weeks ago and I met the

065School volunteering all of the time uh where am I okay oh we have planned so many things for these kids to finish off their Elementary School years and the students parents and staff want Dr Wilson back for the rest of the year it's not the same without her and this isn't something any fill in can manage any way that any of us find acceptable everyone wants Dr Wilson back permanently but we will have that conversation this summer because of my position at the school and within the community I became a natural go-to for the Plum Grove Community that wanted real answers when this all went down since then I've received hundreds of messages from teachers parents bus drivers Pas crossing guards students past present and even future they're all horrified by the way you treated

066someone who has poured her Blood Sweat and Tears into our school for 15 years when I tried to figure out the real reason that the heart and soul of our school was torn out like a criminal I was told that she was considered a liability initially I thought they meant that she was a liability to our students which I knew could not be true after further investigation I realized that she was being accused of being a liability to the district because she actually does her job and she does it better than anyone apparently that threatens upper management now I realize that the information that you receive maybe comes from the superintendent and maybe comes from some moles at the school after leaving Dr Wilson with no assistant principal last year at an absentee assistant principal

067this year if you can't see harassment here you need to look harder your job as an elected board is in part to reflect the wishes and well-being of our students and parents we wish for Dr Wilson to be reinstated immediately for the remainder of the year and I'd highly recommend that you review both sides of these false accusations over the summer and bring Dr Wilson back inevitably with an apology thank you Miss Russian Tom Burke tamberg Mr Tom Burke and small Molly that's a real tough act to follow right there I hope you guys get reinstated with principals and good teachers are hard to find okay um with that my name is Tom Burke I had the great Fortune of teaching in district 15 for 35 years okay in those 35 years I've had the

068awesome opportunity of teaching at Lincoln Elementary School for 28 of those years I'm not here to toot my own horn I have come to express a point of interest in those 35 years of teaching I've seen good teachers and I've seen Bad Teachers the good teachers would do their jobs and administrators by the way would do their jobs and and go beyond their duties to make it special for the community and their staff and mostly the kids uh the so-so teachers do their jobs and go home would be times when situations would arise that didn't always work out for the best we've all had those moments in our jobs if we reflect on that in moments like these we would reevaluate and learn from those situations that came up and again would be known and

069we would know how to handle it the second time it would be different and we would get a second chance second chance okay when I was ready to retire I wanted to have the best candidate available to take my place my principal and I looked for three years three years to find the right candidate someone who was caring nurturing dedicated to the school the community and a team player with the staff most importantly caring and willing to teach the students to to go down the right path after teaching with Mrs musianti for several years watching how she truly cared for the kids watch how she interacted with them helping them to become successful and feeling good about themselves we knew we had the right candidate in our eyes she was supposed to uh in in

070our eyes she had surpassed all the expectations of becoming a truly excellent teacher she has taken on all challenges and met them successfully I feel that Lincoln needs her to continue to thrive and her role as an outstanding member of the Lincoln Community she needs to be reinstated for the sake of the school staff and mostly the kids and she loves and cares for on a daily basis good teachers good administrators are hard to find she truly is a remarkable teacher thank you very much Mr Burke Tim Smalley hello neighbors and the distinguished board thank you for having me to be allowed to speak I'd like to speak on someone who grew up in Schaumburg I live in Palatine I was born in Chicago for my goals for the outcome of middle school and high

071school children I have three goals that I would like to see and as we move into the next year I'd like you to consider that this is important for children for instance the first goal would be to learn facts they should learn history math English geography that sort of thing also they should learn how to think reason logical uh logic critical thinking science how to avoid logical fallacies and also they should learn skills on how to get by in life such as how to write a check how to deal with banking home economics human sexuality gym math governments art so those are the things that I would like to see a child to grow up with how to do that I think that as you decide on what sort of best practices and policies to

072use for children moving forward I think that you should certainly consider well-reasoned best practices policies based on facts evidence reason critical thinking studies ethics and of course parents feedback but I think that that should be taken with a grain of salt because objective reality objective facts are more important in my mind than subjective opinions I think that there's a lot of harmful things that we should avoid and as in the last election the local election uh the big topics were sex education and also Banning books I think that if you were to look at the studies and I did a brief search before I came here that sex education does work abstinence only doesn't Banning books is generally bad but certainly we can discuss that further I also think that religion in public schools should

073not be a foundation for education religion should not be in that there can be um there can be classes for comparative religious classes but it should not be endorsed by the staff there should not be organized religious activities and I say that specifically because for this local election the new hope um excuse me the new hope church had tried to sorry okay the New Hope Church had actually put on their website that they had recommend they said you can only vote for these two people uh dargis and Hagee and so churches are now telling their parishioners who to vote for which goes against the Johnson Johnson Amendment and they've been reported and I hope that this church will lose their tax exemption that's why I'm bringing up religion now the last point for that is

074if we were if someone were to prove that a religion or a God is real then certainly we can bring that into schools but until that time religion should be considered a mythology and it should not be taught as a foundation thank you very much anti back very short for this chair [Applause] superintendent Heinz president shipai and members of school board my name is Jennifer musiani and up to a few weeks ago I was the PE teacher at Lincoln I have been teaching at Lincoln for 22 years I've been in the district for 25. I have been removed from my position because I was asking a question and was concerned about a student I have been an excellent teacher I've won awards including PTA teacher of the year I sponsor numerous clubs every year organize

075fundraisers and food drives my service Club works in the community garden at Prince of Peace church which donates food to the Palatine Opportunity Center we've done cards for kids for Shriners Hospital we were making blankets for project Linus I brought many activities to school including the Chicago Bears Mini Monsters program the Chicago Blackhawk school program the Chicago Wolves fitness program and if you look to play 60 among and many others I was a pitbull Mentor a rainbow's leader a PTA teacher rep and I've hosted parent Knights assisted with musicals chorus concerts reading nights and Fine Arts nights I attended Student Activities outside of school including games and dance recitals I've written grants to get new equipment for students and resources for teachers I have been a leader in the PD department and always willing to

076go above and beyond for my students and for my colleagues I was removed from my position I put on paid leave for three weeks and for an item that I have never been trained on and I did not have know how to deal with the situation I was removed for asking questions and being honest with a student giving them facts my students suffered because I was not allowed to do my job there were several Subs who didn't have PE background I couldn't lead intramurals or service Club I couldn't coach the sixth grade track team I couldn't get Field Day organized and also since I had to leave so abruptly I was not able to say goodbye to my students and staff if the district is serious about restorative justice it should apply sorry it should

077apply to staff as well as students if the district is serious about fairness and Equity they should allow staff and students to have their beliefs without retaliation I truly care about the students and district 15 and I would like a chance to be back at Lincoln thank you thank you Jeanette Harris Jeanette Harris foreign Dr Hines president shupai and board members my name is Jeanette Harris and I'm finishing up four years as the Illinois PTA Northwest cook region director prior to this I served as this District's PTA council president for two years my message to you this evening is to think about if we allow every school's parents to choose their own parent organization will that create Unity or chaos do we need to divide up our parent groups when we have such an exciting

078yet Monumental change forthcoming isn't the community of one parent organization going to be valuable having one recognized parent organization with support and oversight which reaches from local to National levels creates Unity of purpose and continuity of information it's the closest way we can get to equity between parent groups across our diverse District different parent organizations have different priorities ptas have one Mission ptas are here for all children whether they remain at one school next year or change attendance to another school I am asking you to vote for version one of board policy 8090 and keep our parent organization working together as a community to move 15 forward thanks Jeanette thank you to everyone who came out for public comments we appreciate your input and your thoughts we're going to change up the agenda a little

080bit of a just a real quick update on sunling Plum Grove and TJ Jim and Joe actually do you want to just briefly what um since last month sunling moving utilities and everything's progressing at sunling nicely is this on everybody here okay um so we started uh foundation work we relocated some utility work so everything's progressing um Foundation Works gonna start here uh pretty soon and um not too many unforeseen conditions so all is well here at sunling um site Logistics has worked out well um there's a little bit of overlap but everything's going as planned Plum Grove we just started moving dirt um we're still waiting on one permit to come through but we did get permission to start moving dirt and start getting our staging in place and foundations will start here shortly

081at Palm Grove and TJ uh TJ Pine Park we started stripping some topsoil finally we had a little pause in the rain which is nice um we uh the stairwell has been removed some other miscellaneous demo has been completed foundations have started at Jefferson as well so all three are sort of running parallel with one another right now so all is good ah just miscellaneous site demo [Music] miscellaneous Mass grading so yeah it's going great okay all right oh good um okay so let's jump into Jane Adams I will um just like to introduce first before we go any farther we have Chris Killinger here from archon they'll be talking about their project assignments and Dan krita from wolves so we'll start with Jane Adams and that would be um Chris uh so at Jane

082Adams we're continuing with the design phase of the project to put an addition on the building to put five kindergarten classrooms in that Edition it does flip-flop the grade levels at that building so it's going to also add some corridors in in uh or add some Lockers in a corridor that doesn't have lockers right now uh we are also going to renovate some subclassrooms to provide better restaurant facilities for those needs more Ada accessibility and adult size changing tables for those individuals with those needs we also have a alternate to renovate the library as well as expanding the cafeteria with those additional students and providing a flexible space with that expansion in that cafeteria if we want to go to the the floor plan you can see what that is looking like right there on

083the you know what I'm gonna go up there and point uh in the top right you can see the addition right here this is the five classrooms we do need to move that ball field over to make way for that uh let's go to the next slide for the actual floor plan uh you can see here the five classrooms that are kindergarten size this is our cafeteria expansion and renovation we are have an alternate here if on bid Day pricing is favorable the district has an opportunity to renovate that Library also another alternate to renovate some of the special offices uh provide additional sound transmission class walls instead of folding partitions that don't really provide the Privacy that is really needed this is one of those restrooms that we're renovating to provide better accessibility to

084it for those students and those special needs in those areas as well as one that gets housed in the addition off of one of the other sip classrooms that is Jane Adams Amy and Amber what do you think two thumbs up it's good when we got the Jane Adams cheering session in the back okay I'll stand for that yep so uh at Winston campus we are renovating uh pieces of the Dual Elementary Wing uh to and adding on a multi-purpose room Edition for that need of the school there we also have an alternate to add a sixth grade stem classroom in the area of the building uh there's also another alternate that renovate some of those smaller three classrooms by the library into two larger classrooms and providing some flexibility with an operable partition in

085those classrooms uh we are also renovating a playground by that dual Elementary Wing if we can go to the the site you can see here this is the multi-purpose room Edition for this dual Elementary Wing uh we're renovating this playground here this playground will actually be taken out since it's by the Middle School area uh this would be the middle school or the sixth grade stem renovation and the classrooms up here the next slide actually shows the floor plan a little better uh no plans for the second floor but again here's that multi-purpose room Edition that's going to house uh lunch periods and PE it's going to have its own kitchen to serve those students and uh also in the Dual Elementary we're at renovating one of those classrooms to be the Dual elementaries for

086an office which gives us the opportunity to provide a main entrance for the school upon entering that vestibule visitors will have an opportunity to go to the middle school or to the elementary Wings office so for those of you that knew Winston when it was one campus they're going to get rid of the Babcock entrance and repurpose the current elementary entrance how it used to flow so that on the Palatine roadside but I like what you guys have proposed that you can steer the Dual parents that need to go to One Wing In One Direction in that same space and then the middle school I think is a great reimagination of how to use that space we also on that multi-purpose room Edition have the opportunity for an after hours entrance so if you want

087to close off the rest of the school you can have this piece of the school open we're adding some doors here so you still have access to restrooms but then you're not in the rest of the school building that's any questions okay all right Dan thank you thank you thanks good evening everybody I'll be presenting three phase two projects and three phase three other Stitch slightly just for visit type of construction that is required for each of the projects so starting with Frank C Whiteley we're doing a two-story Edition on the first floor will be three kindergarten classrooms and I'm stacked above that there'll be three classrooms with some support storage and some individual restrooms to give kind of anchor that end of the building minor playground renovation just because we're just kind of scraping

088up against that playground area so we've got to do a little bit of adjusting if you go to the site plan um the south end of the of the site then that uh three that two-story Edition will take place you can see we're just against the the playground area so we'll do a little modification but it's pretty straightforward the uh the dashed line there shows that edge of where the existing and the new come together and that will be the oh okay so I'll get new here the three kindergarten no you're fine sorry the three kindergartens uh the proximity made a lot of sense to put the three K's um close to the other two k's will be a five section building um we also be able to give right size those kindergartens and give

089some parity to the current the existing kindergarten so you see they're very similar in size and they each have a restroom and included and the second level stacked on top of the W3 classrooms there's a little bit of space in between that to create a little bit of a learning Extended Learning environment along with the conference room an office for support staff and then two individual restrooms that can be used for either child or staff depending on how the building wants to use those spaces that's that's it perfectly any questions on lately all right we will jump to Lincoln School a lot of things going on here um this has become a six section building so there's two additions actually happening one's a one-story Edition and again it's it's geared to to create two kindergarten

090classrooms that are in proximity to the other k- classrooms as well as renovate to the room so we have a very Equitable kindergarten pod so to speak and then the two-story class or Edition um will contain three classrooms a flex classroom for that art music because of the size of the school it has a flex room now that can support either art or music in addition to the current art music that already exists and then some support spaces and ESL resource in that building I mentioned the kindergarten classroom renovation we are finding some spaces inside the building to do some renovation to just amplify the the support staff in there there's a lot of spaces and a lot of needs in that building um so from an ESL and special services we are finding those

091those niches for staff and and students and then renovating the cafeteria by lowering the stage so we have a flatter area there that can accommodate a little larger section of students at the cap at lunchtime uh the lrc will as Chris mentioned that's going to be a big day decision if uh bids are favorable that'd be an area that you could add to that the project it'll be in the project bid but it's going to be depend on how pricing comes in on bit date uh for the site plan um edition's going here at the west side and then at the top at the East side of the building that's a two-story Edition this is the kindergarten one story Edition also works at the scale of the building because this is already as one story

092and the two-story piece that shuts out the play area and then uh you can see we're doing the I mentioned the the cafeteria renovation the flatten that stage and create a more uniform footprint so more tables can fit in that area and then you see a lot of little I'm sorry no you can go ahead of this right now look I pushed the button too hard I timed it perfect I was gonna speed present there can you go back one slide I'm not good at this uh there's that pot of 6K classrooms two existing two renovated two new um and then the addition at the first level there with that art music room with a little extra space for support and storage and then on the second floor okay yeah that's fine um fishing rough

093here but then the second floor will have two classrooms in an ESL space along with the office we've got assigned names the offices because we want to make sure we landed everybody that needs a home in the building but the school certainly has flexibility to move that around accordingly once they get situated in the building questions um all right awesome and the principles by the way have been really involved in this and and Ann and Renee combing through these faces making sure to your point Dan behalf sorry Scott that the principles have been very involved combing through this basis as have Ann and Renee making sure that everybody that is going to need at space has the right space so that is we really very much appreciate that because 2025 is it's going to be

094a big unveiling and it we have to be very precise so we appreciate all the collaboration and Diana's relinquishing her control okay thank you our moving on to Pleasant Hill pretty straightforward we're adding four classroom Edition um I'll show you where it lands have actually helped solve some some sight negotiation of grade we're also renovating some support staff space reconfiguring those site walkways as I'll show and then uh two alternates one is a renovation an expansion of the Learning Resource Center and then second being renovated the music room just to create that space to be a little larger than it was trimmed down at some point in time and we're kind of recapturing that space so the addition here is back to the uh I'd be the north side and near the drive uh right

095now if you know that site it has a kind of a grade change there and there's a menagerie of steps and ramps um that'll all go away we're solving that by creating exits directly to on-grid uh to the drop-off Zone and then down some steps and out to the playground area so where that Peak roof is we're building right out in front of that there you can see the four classroom Edition uh we stepped that back a little bit just to create some open space there so that doesn't feel like a corridor because that will be a pathway for students to leave cafeteria and get the playground as well as leaving and coming and going from the drop-off area and then I as mentioned the lrc being bit as an alternate as is the music

096space pretty straightforward we're also capturing a large area in the lobby that currently exists and adding some support offices there it's an expansive area that really could help create some support space that uh is it's really underutilized right now and Dan are you giving back some of the lrc space that was taken out of a pleasant hill a number of years ago as well yep um it's hard to see but the entries here that right now the books jog the book area jogs here but this line across is all now currently classroom or support space we're recapturing that entire area so that will now be aligned with the standards for your lrc spaces questions on Prairie Hill now we're going into phase three these will be bid just a little bit later um Grace Sanborn

097is the first one we'll talk about tonight a one story addition there'll be three aim and Mild classrooms in that Edition as well as one classroom also to support that program and then three special service support spaces we're also renovating some classrooms to convert the space that we're attaching to and then there's some supports patients also getting addressed within the building so if uh the playground here and the parking lot off to the to the South the four classrooms are going across that line it was a logical place for addition because this the uh it doesn't compete with the playground very much and it also already had a corridor that kind of stopped there so we just extended that out and then the aim and mile spaces will be contiguous with the current aim and

098mile spaces so they'll be really a pot or a cluster of rooms that they could use and feel like they have one home base in within the building um we are exploring the possibility of a couple more spots here that we might add a little space on uh we're working through some of that programmatic detail but right now this is the anticipated footprint that you'll see out of that that building and then here's a little closer up look it's all one story uh again the special service rooms and one additional classroom to get to that section needs for the building pretty straightforward condition actually any questions on scene enter here [Music] I can't wait to see you next time appreciation at uh Kimball Hill we have a one-story Edition it'll be two Kinder own classrooms

099will be anchored by the other kindergartens and then two General Ed classrooms we're actually going to be cutting through and I'll show you in the plan one of the rooms so we're replacing one room to accommodate that to make this connect it's a tight sight to add space to so we're kind of taking a left turn to accommodate that we're also renovating a kindergarten classroom in that connection space and then some support space inside and then some hard surface play renovation as well so you'll see um that left turn will take out one classroom which we're replacing create a kindergarten and then add two kindergartens in an additional classroom to get the the programmatic needs for that building clusters all the kindergartens in that corner of the site I'll jump to the the floor plan

100not a lot of interior renovation planned for Kimball Hill one thing we are doing is we are setting up that addition to be able to build on top of it so different kind of roof structures so in the future if this is a site that requires some some growth that can go up as well as out a little bit on that campus to accommodate future growth and then really just the Rook plan here but you would in the future if you built on top of that you would cut through a classroom and replace that in that uh organization any questions on Kimball no uh will event so um Willow Bend's smaller Edition two kindergarten classrooms and it has a similar feel to what we're doing at Lincoln in the kindergarten area we're also renovating two

101kindergarten classrooms and then creating some support space within the building as well so um the uh the edge of the site or the woods and the cuts across here here's your drop off Zone this one shows up kind of light um the 2ks currently are looking at going to the back side of that Edition where Lincoln we were looking at the front side we are exploring is is early or as current as this week having conversations with mwrd as well as our civil engineer at the potential of flipping this so it would be much more like Lincoln to add those two kindergartens um because we're finding that there's a flood plain there's some ambiguity where that flood plain starts in the back of the site so we may just try to avoid that conversation completely

102and just do something much more similar to we're doing at Lincoln it'll entail a little more renovation because the three classrooms would flip to this side so we can keep the four kindergartens together but I think ultimately that might be the best call so we're working through that detail and see that flip here the next time we present there's a close-up of that so you can see how that would mirror itself um if that's the direction you choose to go I'm sure Bob is at home on his couch doing jazz hands uh this we're doing a little bit of remodeling inside the building but mostly just to make the connections the current building we've found places there is a potential at the second level that we might capture some space on the second floor to

103accommodate some support staff we're working through that's a need or not but we're real close to having that all landed any questions on Wilbur yeah you were going to talk about the one area that we're working with right with the village for the the yeah yeah that flood plain again the conversation just started on where that line truly is some earlier information showed a little back towards the woods of the stream there and um it may actually older information might tell such close to the building so we'll avoid that if need be as opposed playing with the schedule constraint where we find out too late and have to move it so we will more to come on that all right Jimmy want to talk thanks Devin sure so the I use this uh the library

104Renovations um the districts are going to be doing this year CLA Central Road Kimball Hill Hunting Ridge Marion Jordan does will be similar to what we did on the uh seven we did last summer and the four five previous summer leaving just the ones that you just saw that they may or may not have within their construction if it's not then we'll pick it up ourselves and it still will get done so it's not like it's on the table for not being done um that type of work is listed there ceiling tiles lighting carpet paint furniture parking lot improvements we have Virginia Lake without the bid and that'll be going in front of you guys later for approval the original budget was 500 we added scope to make it right and it still came in

105under budget so very excited about that that's going to take care of the lot that concrete hodgepodge in front that's all broken up is included the playground's included so um it's adding parking getting rid of some of the obstacles and making a cleaner better drop off for the buses so pretty happy about that and then Pleasant Hill the front drive is being redone the Bus drop off and pickup is completely destroyed and that also had a budget of 200 and it came in at 175 180 something like that but it was under budget and there was some added scope there too so it really came back good pricing and then you want to mention those oh and Rolling Meadows is doing part of their project and they talked about we brought forward maybe two years

106ago now but because of circumstances and everything else now they're going to be this summer coming along our South property line bringing in a larger pipe and redoing that area from the creek all the way up to the street that is in front of Kimball I don't know the name of that but they're bringing it there for now and then they're they still have the proposed stuff that may happen in the future but that's as far as they're gone right now get over the clicker thanks are you ready for it yeah any questions any questions any questions on that then we're gonna jump right into this and we're going to give you an update on some Lawns yep so we want to let our Architects and Nicholas construction go adios bye thank you they've been

107working their tails off thanks the uh The Good the good news updates are awesome okay sorry Liz so um this is the presentation that we went through with the finance committee um in May I think it was May so these are the portions of the the debt the referendum bonds for 93 million we have uh 43 million of that left issue and then we have the non-referendum bond pieces which are the death certificates and the d sub bonds so we're going to talk a little more about those tonight go to the next page this was the original schedule and if you notice we had 32 million in 26 for dsub bonds if we go to the next page because we've got in red you see we have more spending happening in 2024 meaning we have

108to get some of that 32 million sooner so that's going to mean 15 million in 25 and 17 million and 26. so those are funded with those DEC bonds so let's go to the next page which again I apologize it's small if you have it on your screen you can see this is we issued 50 million of the referendum Bonds in January and we have 43 million that we're planning to issue in November according to the schedule you just saw so the good news here is that we are really spot on with interest with the impact on the homeowner exactly as as we talked about actually a little less and that includes a 50 basis point cushion so let's go to the next page and talk about the death certificates so as I mentioned based

109on the cash flow needs for moving 15 forward in the five-year Capital plan we're going to do these this portion of the debt at the same time the debt certificate issue is for 36 million it's been paid over 20 years and it's paid back through the operating fund so it does not increase taxes to the taxpayers that's always been part of the plan but the district needs to budget that 2.7 million annually in its o m fund that's in your budget so November for both the referendum bonds and the 36 million so that's total of 79 million in November so now I want to talk a little bit about the requirements for the issuance of these non-referendum bonds debt certificates can only be used for capital projects they're subject to the debt limit there's no

110public hearing no petition period simply a resolution of the board so that's the the requirements and I contrast that with alternate Bonds on the next page and those are also paid from operating funds but they have a backup tax levy behind them so investors look at them as a super secure double barrel bond is what they call them and each year as Diana transfers the 2.7 million from the O M fund to The Debt Service fund to pay the debt service the tax levy is abated so there's more paperwork involved but what it gives the district is perhaps a lower interest rate I'm not talking about a lot of a lot of uh a lot lower it's three to five basis points but right now we're in a really kind of shaky market and as

111I was we're talking a finance committee that this could save the district over the 20-year period anywhere from 75 000 to 120 000. so you know that sounds like a lot of money over 20 years it's not that much money but it is going to make I think the bonds sell better so uh the other requirements on these alternate bonds is petition period and public hearing um so that involves publishing a notice in the newspaper that the district intends to issue these alternate bonds uh and if seven and a half percent of the registered voters submit a petition it would force that portion of the bond issue to referendum you could always go back and issue death certificates if that happens but I don't you know the security is exactly the same it's not increasing

112taxes to the community same as the death certificates it's just more paperwork there's also a public hearing required um so those are the additional requirements but again it saves you money and makes the bond sell probably a little more uh creates a little more demand okay so the alternate bonds um the reason I'm bringing that up now also is because as we we're looking at our sources we have 15 million of debts d-sub bonds meaning non-referendum bonds like your life safety bonds that you issued a couple years ago they're paid from The Debt Service extension base and this is a part of the tax levy for debt but it's limited to a dollar amount that goes back to the year 1994. so it just extends that same dollar amount with a CPI Factor on on

113it to the taxpayers so it's not an increase but it's not a decrease it's an extension of that payment so um as we mentioned we'd want to do 15 million in 2025 to fund the construction program and 17 million in 26 for a total of 32 million sorry we're on page 10 sorry okay right there you go thank you and the we've scheduled these Bonds in such a way that you'll have additional bonding Authority in the year 2030 when it comes to the six through ten Capital plan which is is part of your 10-year Capital plan so in order to issue these D7 bonds we also need to have an authorization uh by the board uh so the board would approve a resolution of intent and published in the local paper starting a 30-day petition

114period if 10 percent of the voters submit a petition registered voters that would cause that piece of the debt to go to referendum as well so it also requires a public hearing and I thought it might make sense to get this part of the authorization done now at the same time we do the alternate Bond authorization while the referendum is still fresh in people's minds because this has always been a part of it these two two pieces of debt so um that's the dsub authorization so let's go to page 12 or the next page and talk about how we would authorize this so here we are tonight reviewing the same financing plan that we talked to the finance committee about and the finance committee um you know Anthony Wenda if you want to jump in

115I think you guys were were okay with going with alternate bonds instead of debt certificates because of the save the savings right correct yeah okay um so uh your next board meeting June 14th we would approve these authorizing resolutions both for the d sub bonds and the alternate bonds after that we would publish the notice in the paper and that would start the 30-day petition period and they just run two Publications but they'd run at the same time we would then have a public hearing um on August 23rd at your regular board meeting on both the alternate bonds and the d-sep bonds and then we would approve the parameters resolution at the September 20 board meeting and issue the bonds subject to approval of the board delegates similar to what we've done in the past

116in um September October or November depending on market conditions but in any case we'd want these Bond issues closed by November of 23. okay so that meets the construction draw schedule okay so you'll be seeing me the last thing we talked about at a finance committee was the sale of bonds the first 50 million we sold via a negotiated sale and the reason for that was we wanted to make sure community members had an opportunity to buy those bonds and we accomplished that we had over 1 million of the bonds sold to local retail investors we went through an RFP process and for that underwriting engaged Robert Baird is a senior managing underwriter the next sale will be around 79 million and and based on the market conditions right now the size of the deal

117will be very attractive to bidders and I'm suggesting we go back to a competitive sale where Underwriters compete to buy the bonds um that's what our our Underwriters and Market people are saying right now is going to get the district a more competitive interest rate uh I may come back to you this summer depending on what happens in the market we got a debt limit crisis we got lots of stuff going on and change my mind so I'm just saying right but right now that's her disclaimer that's my disclaimer yes but right now it's looking like a competitive sale would do very well especially with the size and especially with the two Geo bonds so um that's it any questions [Applause] thanks for your patience yeah yeah it works out well thanks Liz thanks for

119of it over and over again for two years but I do I write it into the presentation at one point we've already hired Adam while it's Robin's work on this project uh with Robin has been a terrific thought partner but has also been the logistical glue that has allowed us to move forward very smoothly so I just want to thank you I don't think that we would be where we're at I was honest with you without her partnership it's going to do the exact the exact same accolades than a real driver and organizing it putting it together formatting it just keeping us moving so thank you very much So today we're giving an update on a project that started much earlier in this year and we are re-reading our strategic plan to be implemented in

120the 2324 school year forward as our prior strategic plan refresh as a sun setting today's outline for what we're going to cover is just our larger process and we have some guests from Hanover that will speak with us virtually hopefully fingers crossed about some of the process that we partnered with them too oh this is Stephanie moving things around no no thank you sorry anyway uh talked about the draft of our structure so you'll see the the larger framework of our plan and where we're moving talk about the timeline and then really where we're at in terms of how a multi-stakeholder group looked at data and identified key priorities that they felt the district needed to pursue in the next couple years to remain competitive and move our student body forward let's blame it on

121Becca here we go all right appreciate to get it in slideshow mode she's letting people in it's okay oh she's loving people all right so uh in 2019 uh we worked as a group to update a previous strategic plan we called it our refresh and with that we established four main priorities for the district that we have pursued over the course of several years even under covid and you can see that you could have seen if if you were paying attention before that we had four main priorities a we called them commitments a commitment to student commitment to staff a commitment to updating our facilities and a commitment to results and that has led our activities over the last several years but as we reflect on where we've come and where we're at we realize

122that we have a balance of many things to be proud of and yet challenges to still approach so even though we tend to exceed the state average on our tests even though our makeup is very similar we still see that there are several groups that do not even though our growth is very healthy some groups grow less than others academically each year we've expanded the access to our accelerated programs here we go but we still lack behind and access an opportunity for some groups so even though we're very proud of where we've come there are still areas that we feel we have to significantly pursue for both our general student body but also for Equity among all of our groups now to my colleague Robin um okay so thank you for framing a little bit

123of our our background here my God so thank you uh Dr Edgar for framing a little bit around our reasoning so as we started to dissect um more about our historical data and some of the work that we've done in the district and talking about what the needs are we really started um transitioning from where we were in our strategic refresh when Dr Heinz entered the district to where we wanted to go we knew very shortly after Dr Heinz joined the district that at some point in the near future we'd want to build out a full new strategic plan to address some of these things after our refresh and we knew that we needed to do some foundational work before we were ready for that so A couple of the key components of our work

124that we wanted to really ground ourselves with are a lot of the things that we've spoke with you over the last few years about we adopted an instructional framework so that we had a common vision of what our learning spaces looked sound and feel like for our students and for our teachers we've also started to really talk about that Center logo there is is one that we're latching on to very strongly because we're trying to talk about how all of our work together intersects how all of our work is integrated and that it is not siled and it cannot benefit all of our students unless we're talking about all of those pieces together things like SEL Behavior academics cultural responsive and linguistically responsive practices and trauma-informed practices so those are lots of things that you've

125heard about as a board that we're really trying to draw the dots for people connect the dots for people in our district and connect their learning around that so we've been doing a lot of learning around that with our staff we also engaged and presented with you last year about our portrait of a graduate right we can't develop our strategic plan if we don't know what we want at the end for our students and so it's key instructional design backwards design process that we talk about as teachers and we were doing that as well so so as we were building up for our strategic plan and setting those foundational pieces we felt like we were getting to a good spot to start working on our strategic plan and some of the first pieces of that

126is not to actually build out goals or action steps it's actually to do a lot of data digging a lot of research a lot of collection of data a lot of planning and and collecting information quantitatively and qualitatively from our stakeholders across the district and our community to try to get a sense of really where we are where our students are where our teachers are so we started that last school year in the spring of 2020 we worked with a research institute called Hanover research they've been helping the very critical thought partners and they are actually here today to join us where are they let's see if they're up there hand over and over you know they're not here just kidding not no it might be too late for they said no they've been like

127we've been texting sorry okay well well we can we can work through it it's okay no we're good we're good so we've been working very closely with Hanover research I'll talk with them later and apologize send them something nice for staying up late with us um but they have been critical thought partners for us they're very highly regarded Research Institute in the educational world if you know anything about educational white papers they have published policies research briefs um on on almost everything related to education and so they are a core resource for us when we're doing any kind of research on anything that we talk about in our district and so we knew that we wanted to partner with them because they do such high quality work so they helped us organize our data they

128helped us plan and collect all of that data so that we had a clear picture of where we were we presented some of that data to you over the last few years as we started to really disaggregate where our students are um and so we've teed up this conversation for you and we wanted to make sure we did that too well for our strategic plan committee okay oh and so one of the things that's important is that the breadth and depth of the data that Hanover helped us collect and organize is broader than we've talked about in the past we've looked at our staffing patterns Staffing demographics student achievement various things that we've presented here but it really looks at many more aspects of the district once they helped us organize this collect it and

129then organize it we began to engage with stakeholder groups and those stakeholder groups first work was to go through all the information to begin to identify where the district was performing well and where there appeared to be areas that could improve or were a desired priority to make the district more well-rounded in its outcomes so we looked at various stakeholder surveys along with our data to come up with an idea of the major pieces of movement the district had to make in order to push forward and so that was in the first two meetings we had a larger facilitated group of about I don't know 50 people so we're under 50 people and in community included parents community members there were students who were involved District administrators teachers just a variety of people building administrators

130I think there were some board members who came and so they were representing all the various you know interests of of the district and what it is producing as far as student graduates they came together to look at this information worked in groups to identify areas of priority which we'll be talking about later and so what's important to know about that is the information that was compiled is more thorough and thoughtful than we normally have because we have a strong resource to help us do more than we can on our own but we also had a large group of various perspectives about the district's value and what's important for the district to pursue go through that information to decide what the priorities appeared to be these groups also dove into what we really feel is

131important for adjusting potentially our vision and Mission as a district and also our core values connected to that and we'll share some of those those drafts with you later in the presentation so after that initial meeting we also had a follow-up time with our committees to start working through the different priorities goals aims and then we've been circulating all of that work from those committees dates together to uh to a lot of different stakeholders in our district so we've gotten a lot of good feedback all right um so just to orient you for a moment because I know some of this the information may have been it looks different than some of our strategic plans in the past uh so the overall plan structure is that there is a larger priority or priorities they recommend

132Hanover recommends no more than five or less than that ideally and we've landed on four which we feel are really um well-rounded and address all of the things that we identified with on our stakeholders data sets and within our committee work so you have four different priorities within those priorities there are aims which are very large broad level um almost like goals and then within those aims there are goal subsets and then there are also action steps connected to those so everything that you see on the left of the red line we have worked through and then after we established this with the board and both our new strategic plan into hopefully moving forward with that then we will continue to work on building out action steps and pulling together people within our district to

133make those finalized and then also continue our journey on some of our our data metrics that we're going to talk about so one one thing I want to just mention in terms of the transition between these slides and actually the two of us is our our last plan was really the first plan we had where we had organized work and goals and as we developed that we had a structure somewhat similar to this focused on the work focused on what was important to accomplish as we move forward with Hanover we pair it with another priority that we want to better emphasize than we had through our last plan and that is the key performance indicator and so a key performance indicator is a set of data judiciously selected to represent areas of critical importance to

134improve to reflect how our work is impacting things in the district so here's an example of a graph from a student who takes the map test so this is an actual graph here and what you can see is we are tracking this student's math achievement over time time it's very clear that when you track it this way you can see where they start they started high and in the green and they're maintaining that as the larger national student body improves you can see they're following right along with it so key performance indicators are meant to be transparent and clear and quantitative to that degree so that you could look at it in a very similar way graft if wanted to but at the very least looking at it from period to period so you can

135see numerical Improvement against a larger goal okay so as Robin had mentioned there are four key priorities they're very broadly named to reflect general areas that the team wanted to focus on and build out more specific goals and sub goals in it is success in belonging that reflects student achievement and growth but also social emotional and in like School engagement and involvement so knowing that you're part of a larger Community as part of a district 15 student staff engagement and retention looking at ways that we can maintain high quality staff diversify our Workforce look at targets for training to make them even greater masters of their craft than they already are uh community and family engagement ways that we can communicate better with our parents and find out ways that we can better involve them

136not only with their children's education but also inviting them into our schools to be more involved with the activities that we do inside of our buildings and finally the facilities improvements in moving 15 forward transitions we felt that there are so many moving Parts in the physical components of our of our facility plan that it was important to enter this into an arm of it so that we track this as carefully as we do the other areas um so as we mentioned part a large part of our committee's work when we were together to or to was to come together and start to brainstorm what our core values are and from that we started to then create our vision a draft New Vision and Mission that would ideally be pulled together with our strategic plan

137and for the launch of next school year so our drafted vision is potentially actively engage all Learners to believe that they can and will learn and then our mission is by leveraging strengths and providing high quality support we will honor our diverse Learners in reaching their full potential and our group was a very spirited group when it came to talking about core values this was one that I think we spent quite a bit of time talking about and really hashing out exactly what the right terminology was and so they established these six core values or excuse me these five core values belonging collaboration engaged Community results driven and safe secure and updated physical environments um so as Dr Edgar mentioned our first priority is success and belonging and obviously through some of the language that's

138here in the aims and goals you can see that this is really about how are we combining in this idea of engaging students having them feel safe within our schools and our learning spaces and helping them to develop academically in our group and our committee work there was a lot of discussion around this priority understandably because it is where a lot of people feel like the meat is right like this is really where we talk about academic achievement academic growth social emotional learning and engagement and so this originally actually started as two separate priorities and then the groups through the day converge together because we did our tables literally got closer and closer together Sam was a part of our group and we we went back and forth on weather to keep these two areas

139separate or put them together we've been really talking over the last few years about how this work is intertwined that these two things cannot be seen as separate we are not here just to teach Behavior here and then talk about academics they cannot be done apart from each other and so the group felt very strongly about keeping these together and we wanted to honor that when we built out these aims and goals the second priority around staff engagement and retention is it's kind of a parallel to that first priority especially in the sense of belonging um something I think that um is something we don't talk enough about is about staff healing that part of the community and that sense of belonging just like we want for our students and so we thought it was

140important to make sure that there was a key a priority that was really focused on our staff engaging them creating a sense of Wellness finding ways to to keep them in our district um and and help our students see themselves and our staff right and especially another piece of this that can't be forgotten is our staff's learning right this is something that I think professional development isn't always talked about in the realm of Staff engagement and retention and is it a key priority that we cannot forget the third priority is community and family engagement if you look at the aims you can see that there is an emphasis on increasing our information provision to parents making sure that students are we have a sufficient Outreach for them and one of the ways we're looking at

141that is actually by looking at how many of our parents complete and respond to our five Essentials parent survey and how they actually rate US on the school Outreach area so we're looking at specifically at how they would be viewing our efforts in an area directly aligned to outreach to them the other areas are looking for ways to involve and engage parents in their children's education in the school community so how can we build better Partnerships and prepare our parents to work with their children understand what they're doing and help them as part of an extension of schooling and therefore you know by having them informed enough to understand it they can work and extend the school day with their kids ads and feel comfortable in engaging with us with questions and asking for assistance

142and things like that and finally it's looking at better leveraging Our Community Partnerships we have several Partnerships that exist the POC is a prominent one looking at ways we can expand our Partnerships with various Community agencies to provide more to our families and students at school and Beyond then the final the final part is the moving 15 forward Master facility planning and you can see these are the main cogs and the main aims that are associated with the moving 15 forward initiative with the facilities improvements that we even started to talk about today [Applause] now um this is a a preliminary presentation to give you guys and our community information about the structure of the plan as it's forming areas that have been identified as important priorities to pursue basic movements and directions that we're

143beginning to focus on there's quite a bit more work before this plan is considered complete both for the board level also for the district level of all the action plans and work so you can see this is our proposed timeline we are looking to have another update in June where we can talk more about the specific metrics and ways that we're going to be monitoring the district's progress and Reporting on that to the board and Community as well as the action steps that we are the actions have some goal areas that we continue to develop that really specify the types of work and who needs to be involved and each of those work steps to move forward and finally how to communicate with the community after the board is able to see if this and

144and speak on whether this is a plan that fits with what their ideas of the district priorities are and finally talking about the scorecard and how that will be updated uh based upon his schedule and report it out to the board to showcase our progress and areas where we have opportunities to still improve and with that we're ready for questions can you speak a little bit about what this will this will look like at the school level I know that was something that we had talked about of how this trickles to our schools yeah um so a piece of this that is not completely showcased here is that within each of these goal areas and the metrics that you see identified within the specific goals is the breakdown of all the kpis so a lot

145of the key performance indicators that are identified are very building level and specific they're also District level we can disaggregate and aggregate that data at any level that we'd like depending on who's reviewing the data um I I a pivotal piece of this is our building level mtss and Improvement teams right we have a regular flow of work that they engage in that we're about to actually start at the end of this month they'll start their goal setting where they'll review their data and where they are now and set goals for the next year and what their teams will be focusing on they we many of our teachers are committed over the summer and they start to do that work ramping up for the start of the school year so after they set their goals

146then they start to kind of think about what that will look like at the building level right like what's the learning that's localized at their their building levels to support these District goals where are their teachers at they monitor that through surveys within their own buildings and then they also engage in walk-throughs throughout the buildings where they are collecting data connected to some of those metrics you know for example we adopted new curriculums this year that's a specific kpi that's listed in that first priority is the percentage of teachers that are utilizing the Adaptive curriculum percentage of teachers that are utilizing high impact instructional strategies we're going to be building out this year for those adaptions for the example we were really just trying to get people's legs under them right like start using the

147materials get used to the structure over the next two to three years we're going to vary targeted learning goals for each of those years related to those adaptions and those will be pivotal pieces of this right that's how some of that that through that connects and there's that through line there so as we build out that data and our score card like Tom mentioned which is going to take us a little bit of time probably in the next six months or school year then we will be able to have a district level scorecard and ideally building level scorecards where the metrics are the same that they're aligned they're looking at those and they have a way to check them on a quarterly basis ideally so your your question is a similar one to what I

148asked and you know Robin Robin's absolutely right with talking about how schools have goals and whatnot that align to these but if you look at our planned skeleton there you'll see that each priority goes to Ames each aim goes to goals but then each goal goes to two separate action plans and so one of the first steps we did with our leadership team which represents all of our building administrators and start to engage them on feedback for each of these goals what do they believe this would look at like at the district level what do they believe this would look like at the school level and that feedback was used as part of our preliminary steps in developing the action plans with our working groups so I think the the key thing is strategic plans

149can often be seen as a district level phenomenon and not necessarily as relevant at Daily practice within the schools and so part of our work was to initiate and gather information to help make sure that we had two-part action plans where there are School components and District components together in our data analysis the school focus will become a lot tighter around core core competencies within reading a map and we're going to move back to as part of this work a more standardized way in which School Improvement teams use the same structure to set goals yeah I did um we had that for a number of years moved away from it during covet and we just need to head back in that direction so that's also how we'll make sure the school's goals are connected to

150the district goals because nothing's going to move otherwise yeah this was our first year of having district-wide goals and it was you know it was a change so um but we're excited we have those District goals related to curricular adoptions and core usage of in that achievement kind of Realm of work and then next year with our movement towards um working with safe and civil schools for our Champs initiative we're also going to have some common goals across all of our schools related to behavioral work as well I got a question uh how you guys going to determine what the kpis are going to be so those have already been determined we can share those with you they're part of a larger document where we're kind of housing all of these things um I think

151we had originally envisioned that if there were some other smaller teams or groups within the board that would like to really dig into some of those and have some smaller conversations we'd be happy to host those conversations over the next month or so but a lot of the kpis were selected in partnership with Hanover I think one thing um that like what Dr Heinz had mentioned is that in the past there was kind of a grab it different metrics depending on what schools were working on or what their goals were and now that we have District goals um it's it's a perfect time for us to kind of align under all of these common kpis and so as opposed to it being something random that a team picked as a district we're going to be

152utilizing those same kpis and so real school yes yes and you've already got a list of the kpis and for each of these priorities that'll be that'll be our next meeting okay yeah all right yeah we're trying to do this chunk by chunk because otherwise it would be a six hour strategic plan that's true not with me Lisa were there she's watching us so she's clicking off the time right now I absolutely love the framework of all these priorities um uh when I think about growth and achievement through a special academic growth it's easy to it may be easier to um to quantify that and have more objective data but I'm I was sort of interested in this second aim of sense of belonging and engagement enjoyment for um students can you speak a little

153bit more about how we're gonna um find that and how we're going to measure that within our student body and considering the vastness of our number of students and and the differences amongst our our schools yeah so many of the the way the goals are written tells you a little bit about some of the key metrics they do I isolate some of the key performance indicators but there are additional that will help us especially a lot of these data sources we already have in-house right so we're able then now to kind of organize ourselves to look at that and these indicators are very strong in giving you a sense of do kids actually feel a sense of belonging or safety like I can hone in especially on that 2E component around supportive environment so five

154Essentials is a survey that we take every year is required by the state it's part of our our score our school report card right it factors in it's our climate survey it is a statistically valid survey and within the area of supportive environment there are certain measures that students get asked about things like safety collaboration academic success right there are certain pieces that connect to that idea of Engagement and enjoyment um and so we're able to then really get an idea of where our students are feeling that they are I think a lot of what your problem your question is getting at is the how right we'll be doing that and as we build out our action steps that's going to help us really hone in and focus our how because I think a lot

155of what we've been doing is trying like Dr Heinz had mentioned is we're trying to do a little bit of everything and this is going to really help us to focus our efforts right we've done those curricular adoptions for a lot of core resources in the realm of achievement and sense of a belonging because all of the materials that we have selected also have behavioral components they have social emotional learning supports they have supports for our El Learners the sports for our students with disabilities and so there are are ways for us to all align our efforts for that and really focus in on doing that well over the next few years as opposed to we're trying to put a lot of that curricular other curricular pieces on hold until we try to get these

156ranked okay one day I think um there's additional things and I I agree with Robin like it can be a little camouflaged because the action plans aren't there but if you look at 2A and 2B these are really uh providing sensitive and time uh time relevant supports to students in an increasing and strategic way and 2B is making sure those work right so the idea of belonging is if a child has needs and isn't being successful in school there are systems that turn that around right that that's one of the major goals in those systems are effective if you look at 2C that's our office discipline referral system that's when a child engages in a behavior that violates board policy and it's large enough and significant enough to involve the front office so building Administration

157and you can imagine those are handled in a myriad of ways but one of the goals is to make sure that there's a restorative practice that's indicated in restorative practices are those things that are done to repair any emotional harm that's occurred as a result of this incident both on the parties that have had it occur with them and the party to which did it right to the idea is inviting them back into the school environment and then mental health we're looking at our mental health outcomes these are actions that should improve the way that we identify students as having mental health needs we're looking at reducing those needs through different actions at the schools so we would see an improvement in our Savers ratings that's ourselves our screening of students for mental health issues

158and then finally as Robin said the way that our students would respond as they report on a survey about their supportive environment feeling that the environment is safe for them feeling that the environment involves them and is responsive to them if you put these all together and we're successful in meeting these with the action plans you can see right now ideally you would have students then that feel more of a belonging to the community of their school I was on the staff engagement piece in most of the corresponding goals we say increase versus having a numeric or some sort of metric and so one of the things that we had talked about in the equity committee meeting is technically if you increase by one you've hit your goal because you've increased right so how are

159we establishing Baseline data is that the rationale for why there's maybe not as many metrics in that goal if you could speak to that that'd be great yeah I think a big piece of this goal and some of the action steps again that you're not seeing is that some of the work especially in partnership with our new CTO that's coming on board is that we have a lot of cleanup to do on our data systems right internally and that's just being very transparent and so when we were looking to identify the metrics here we wanted to make sure that we were not putting false goals here and a lot of our work was around making sure that all of these goals are written in what they call smarty language right so they need to be

160attainable they need to be measurable inclusive Equitable and so as opposed to putting an arbitrary number there we we will be working towards as we build out the scorecard this next year because it's hard to build a scorecard until you've got all the data right right um and so that is something actually we've already started talking with already and so MJ's that'll be a lot of her work but also I think when we talk to Ann from Hanover she said you know you're in a rebound face from the pandemic so you know when we look at our data what's our true Baseline and then you know to Robin's point we're going to start to build from there so once we get all of our data sets in and analyzed for this year because Hanover's been

161working on our data sets over the last couple but you know now we're post pandemic no one was taking the um assessment virtually we were all together it's the the we're getting a new Baseline with our data this year so I think once we see how that comes in we can set goals that's a good point to highlight I know especially for the priority One a lot of our work and this I mean even in that community and family engagement priority um although especially for like our five Essentials and some of our achievement data um you can't put a hundred percent right that's not attainable it's not a smarty goal our strategic plan May span as much as five years but some of that data it takes it takes time for those results to manuf

162to materialize and so we wanted to make sure that we weren't obviously you can't put a hundred right 100 achievement for everyone although we may want that very much we need to be reasonable and make sure that our goals are attainable so many of them were written in the essence of looking back over the last five to eight years or were we at the highest and how do we get back to that since covet thank you okay last thing I'm so sorry um so uh there's statistic out there about moving and and um students when they move from one part of the city to another part of the city there's the stress of that um we move four blocks and my kids were really stressed about that and we're in the same school district but

163I'm looking at those facilities priority for facilities in movie 15 forward the um aim three to improve student Transitions and I just don't want to lose sight of that that we're going to make a huge move um in uh you know 2025 and um is there anything that we have in place um right now to ensure that that transition um is smooth and that we are being proactive versus reactive after the fact um you know our our students and our staff are going to feel the brunt of this um and we don't want to come back you know mid-year with all these concerns because we we know it's going to happen yes so I think there's two pieces to that right there is obviously like this District alignment that we've been talking about that always

164helps with any kinds of transition right some of the reasons we're not waiting for some of this alignment around goals and metrics and what our work looks like in our classrooms look like until we don't want to wait for that until we're done with our transition we want to set that now so that when we do start to shift and kids are moving to a different classroom it still looks and feels like the classroom that they came from right especially if they came from within our district so I think that's important to highlight I also because we know about moving 15 forward there's been so much thorough planning involved in that we're starting that we've already started that work we actually have a middle school committee and a full day kindergarten committee that's going to

165be meeting later this summer to just start the work and get things going with so that we can involve teachers and some of that work and help them with the transition and those committees will continue over next year leading right up until all of the transitions with moving 15 forward and within those committees we're talking about all of those items yeah and then I think over the last few years we have been working with staff HR especially has been working with staff to figure out where their certification lands what their preferences might be we've been moving Staff last year we'll have more staff move for this coming school 23-24 and then as part of the middle school work we'll have even more staff members moving so we're going to be and we're trying to notify

166folks and make the moves and give folks that want to move that opportunity to do so so that's a one piece of it and then we have work to do in terms of communication with our families to make sure they're aware if they're in the area that's going to be moving so that'll be work that and communication that will be taken care of um during this upcoming school year so there aren't surprises and then we'll have transition activities just like we do when sixth graders go to the junior highs they'll go to their new location so that's all part of the plan RSP we have um an address locator will activate inner District transfer will look slightly different so there's many layers of of how we're going to build those transitions but something we're all

167very cognizant of yeah how many meetings did you have with staff Lisa a lot 20. 20 schools and a lot of meetings I know we're getting into graduation site um season and um at the end of last year's graduation I mean I still remember once the Paladin always a paladin and you know at that time in which we move students I mean you just can't say that anymore I have a couple more questions uh one was about a forward priority are we going to be setting kpis or goals following the initial implementation so I know the focus it'll be part of the six to ten okay right and then that last you have the three you have the three gears and then the fourth category is the one to five yeah or the five year

168plan and then it'll be the development and the six to ten but that's all a moving Target based on the market cost escalation what we can afford if there's changes in scope we keep working on and we're going to need to massage that document over the next five years perfect yeah that's a constant source of conversations like a weekly discussion no no exaggeration yeah all right and then the other question was around I know a lot of the community and family engagement um goals focused on the five Essentials survey and you know ninety percent of parents who completed the survey will indicate this level of support so I'm curious how are we ensuring that the representation of our families who are actually completing the survey is Equitable so that we're getting you know validate it

169we're not just hearing from the parents that we hear from often which is great but we're also bringing additional families into the form I think all of Illinois would love the to know the answer to that question because I'm kidding aside our response rate's very low so one of the goals has to be how do we encourage more parents to actually take the survey and then you know of those that take it so we've done events and we've we send reminders and we've talked about kiosks and we just have to be more we have to go probably go into the communities well I mean and that's why I wonder if that's part of if it's baked into one of the goals to actually say we hope to increase our you know participation by whatever it's

170written into one of the kpis that are part of this uh priority and I think um it's because when you think about these corresponding goals these are very big picture what you want at the end of five years right because ideally if you're talking about a five-year roadmap for that increasing the amount of participation is like step one piece right and so that would be a component that we could bake into this the scorecard and that would be something that we'd want to hit and continue to hit but that should be we're hoping that that would be something that we can check off very early and it wouldn't be a long-term five-year goal because ultimately we want to get here and we're going to need to do some of those steps along the way for

173sale for the public so check out the 150 Foundation website or if you do receive District email the district email was sent yesterday with that information as well so check your email that's it all right thank you very much finance committee Anthony Wenda yeah the finance committee we met April 24th and I know Liz was up here talking a little bit about one of our agenda items which was possibly pursuing alternate bonds so we talked about potential savings there with the district again it's not a huge amount but I think around 100 000 average over I was a 20 years so but again I think Liz had mentioned ease of sale with those bonds I think there's a lot of positives to take from that um the other component is we met with uh PMA

174Investment Services and uh due to interest rates being as high as they are we are going to be earning more in our uh interest earnings due to those rates um and next year we are also forecasting slightly lower interest rates but still higher than we've seen in the past on the other side of the coin to that is there was a delay in tax bills for Cook County as we've discussed before so that means we have less money to invest overall and then those Investments of course need to be short-term ideally I think six months or shorter to stick to you know CDs and bonds what we can do but uh so we got to kind of work with what we have but bottom line is uh it's gonna be positive for us so yes

175indeed hey midi zubair and Sam we uh met with Robin and we've spoken with Dr Heinz as well I think we had a couple meetings since our last uh meeting and so we are going to continue working on the Strategic plan and determine the different ways that the equity committee will be able to support implementation and continuous monitoring of the plan as well sounds good thank you very much um all right discussion with regard to the two board policies uh first one that we're on the second second reading and then the second that we're on the first reading the uh the first is 9.5 the board policy is eight oh nine and it is with regard to PTA PTO parental organizations there are now three options that are up okay could first ones exclusively PTA

176looks like the second one is PTA and PTO and the third one is there's going to be a just a list of whatever organizations decide to be formed so they put in exhibit a is that correct sort of completely open-ended let's see that one seems very ambiguous yeah and the exhibit a would list by school what the designated parent organization clarification yeah yeah that's a good idea a little background on the logic yeah it comes to us um I had contacted them might come version three comes to us from age lyric I had contacted them to see what the difference or the implications would be from the version one to the version two um and they have a lawyer that deals exclusively with board policy and was very familiar with this policy in particular and

177this is what she suggested she said if if you do this and it both by parent organizations then you can add a separate exhibit and you can list it could then even include if a school had a booster club or some sort of formal parent organization um you could list any organization per school that the board or the district's approving for them to use our name our local to be part of like you know um Red House School Organization Red House school booster club and then we would we would have the soul um ownership of letting them use our our name in logo or not and if we did not approve of that club then we would not allow them to use our name and logo but she said then that would avoid having to

178always revise your policy you would just revise your exhibit a if you're changing names for a organization or an association or a booster club and we talked about too that if that were to happen so if a organization was coming to us for approval they would have to submit their bylaws in order for us to review and approve as well right yes and that's that's spelled out here in the policy for you that yeah they would have to bring things to us that we would then approve to put them on our list and exhibit a and is it then it's is it the board specifically that's making that approval or is it somebody in district office that would be responsible for that I think that that would come probably through our superintendent's office um because

179we would want to make sure that they're adhering to our board policies and our practices if they're applying to have their name on that list but because it's part of board policy we would bring it to you as well right right and what about the finances of it then is that something that obviously will be within their bylaws something that within the exhibit a they would have to present when we're going through the approval process of what the checks and balances are for their finances as a group would that be something that would be part of that would be in their individual bylaws like for example the other group that brought us their are sent to you guys they're sample bylaws of how they're going to handle their financial statements and then for them too

180and then if they want that one tax classification they by law for them to have that tax exempt I think they have to be audited every year well who oversees that is that the IRS no I mean each individual group that we're adding is that then flowing through through exhibit a is that something that we're monitoring or is it really kind of a separate entity like PTA and PTO who's overseeing their audits Laurie no I'm saying anything that they're that's in within their bylaws or their financials or anything that they're putting is that just that organization but they're using our logo like I'm I'm confused by this one this Heather's new one so how much I guess how much oversight does this board and or the superintendent's office have with this third option or is

181it really just each individual person is under our auspices but they're still their own entity right so they get they can get approval through us if if they if they present a a package to us that makes sense and and looks good but then after that if we felt that they were not following our policy we could take away their right to use like the school's name is their their name in their organization she she said honestly she said any group of parents can get together anytime and raise money for a school and donate money to a school but if they want to be called that schools organization she said they would then have to go through you for like we would have to read their bylaws to approve that we're gonna you know approve

182and I I would imagine just like in the ptas or ptos that the principal would have oversight of their their bank account and their spending I mean that that's my experience no involvement they have a seat at the table but they don't have over to me it doesn't seem like there's really any difference that I mean either from two to three no I mean it's not it's not that's like we we're giving our Authority if you provide us a copy of your of your bylaws and you and and the the the items that we are requiring for us to you know kind of allow them to use our logo and whatnot are the same in all three of these versions right um well if they're will we approve I guess right now yes we approve

183that we have ptas in the district so yeah I mean the only difference okay do you want to limit this like the threshold that you're like you have to be a PTA or a PTO in order to you and then the one that with the exhibit is just saying hey anything goes unless but but you still got to follow the same part here so you could have PTA PTO or a booster club booster club you know group of concerned citizens all you know those could be all parent organizations as long as they have a have bylaws and file these four five or these seven you know requirements then we're fine with it it looks like that's what it looks like to me Claire which of these versions would um allow for a booster club if

184it was version one when it would um a booster club still be allowed to form because that's that is specific to just PTA version two is PT and PTO I know there's no um inclusion of a generic booster club so if they if um as we talked about before there is an there is a booster club in one of the schools we can add the language back in it was crossed out which we had we had removed the word booster Club because we didn't we didn't really feel like we had like true booster clubs here in District 15. we have we have a band I think director that does a little fundraising to earn some money and then buys the band T-shirts but it's not like like for example from high school has a huge

185booster club but they don't have a parent-teacher Association or organization that's that's their huge Organization for the school there's a booster club for that instead and I think it's interesting if you just get into a vocabulary because sunling band has called or can calls there right they have their band boosters they call it but pgjh has one also but it's not set up in the same way they do a once every two years um a fundraiser that essentially helps to support the band apart department helps to buy some additional things that they need you know so it's not major major fundraising and it doesn't happen every year they don't call themselves a booster club but essentially they are do they have monthly meetings and bylaws or they just do it's a group of parents doing

186the fundraising like that's what Heather said any group of parents could do a fundraising for a school yeah right right so version three then would allow ptas ptos booster clubs with with the addition of requiring them to have a set of bylaws that we approve but but I guess the question that still becomes who has oversight right because with PTA we know PTA has the oversight I mean I don't know I mean I think that the we're permitted to remove our remove them from you know from our list of approved approved organization parent organization yeah we're allowed to remove them does that mean we're actively looking over right that's the sake because we would remove it if something were brought to us if somebody came to our attention and say Hey you know this group

187is is really strange then then we could we just say well you know in that case we'll just remove our right and number six is that they have to agreement to maintain and protect their finances but number seven says that the money given to the school cannot be earmarked for in a particular expense the organization may make a recommendation but the cash it must be given to the district to use at its discretion so a club could not if they were using our name they couldn't say we've raised this money and we are buying smart boards just for the school here which might not be Equitable than for other schools so the district might say no you can't do that here's a suggestion what that school might need maybe some additional Library new furniture and

188you could use your money for that like yeah because that was one of the concerns that that representatives from the PTA were saying hey if we if we allow everyone to have free reign then we're going to have you know there won't be Equity across the district you might have one district one school that's everyone is donating left and right and they have all sorts of additional things so as long as we I think we should probably retain some control as as to that aspect like okay yeah um you know you're not going to use that to buy you know Gourmet vending machines or whatever and that is essentially pinpointed then in number seven yeah exactly right exactly right yeah so I guess with number seven [Music] because I and maybe this happens right now

189even with the PTA so if there's going to be a purchase for the school do they run that suggestion through the principal currently or the district or how does it currently no it's the principle you know board meets with the principal tip typically monthly and or teacher reps if the way to the PTA you know we would love to have a book vending machine and some of the schools have some of them don't it my president's PTA meetings they give updates on what they're doing how they're spending money what events they're throwing they get ideas from each other and sometimes the principals will say like this is something I I we would like do we need would you help us fundraise and that's what they do or sometimes the PTA comes with the suggestion so
