Fire Department um on the morning of August 24th Anna our student Anna Ordonez um was on her way to school just like any other day she was seated in the last row of the bus when a vehicle struck the back corner of the bus on the way to school Anna and the other students were thrown from their seats immediately after the impact Anna picked herself up off the floor of the bus and began to assess the situation before even attending to her own injuries she went straight to the aid of one of the students seated directly in front of her who was also thrown from his seat she began to console him she was seen hugging and checking him for injuries then she heard another student crying and went straight to his Aid and began

to console and calm him down this was a student who had limited verbal communication skills was wearing a safety harness and was not aware of what the Imp caused the impact these factors did not even stop Anna but she knew she had to help and calm the other students while consoling students she began to use her cell phone to call her own mother to let her know that what happened and she was okay she then passed the phone to the other student to call his parents to let them know she was okay in partnership with the bus driver and the bus aide she continued to support the other students until paramedics and police arrived on scene it was not until the EMS actually arrived that Anna considered her own injuries we are very grateful that

there were no students staff or community members injured during this accident but Anna's selflessness and attention to others was observed not only by the bus staff But First Responders and with partnership with the Arlington Heights Police our fire department we would like to acknowledge Anna for her heroism and bravery during the accident of August 24th [Applause] thank you aromatic Piccolo would like to say a few words on behalf of the Arlington Heights Fire Department thank you principal Warren Keith Harrison sends us regrets he wishes he could be here but as an honor guard member he sent me on behalf of him as well as one of the paramedics on the scene foreign tonight's fire department is awarding the certificate for the outstanding actions aiding fellow students and bus driver after the incident on September 10

0092022 not only were these actions selfless but also completed while being injured during tonight's fire department wishes to recognize these actions with our thanks on this day October 19th [Applause] thank you all righty yeah one two three images [Applause] thank you I also have the opportunity of recognizing another former district 15 student I'd like to introduce PJ Dix who's currently a senior at Palatine High School and a member of the Boy Scout Troop 188. last year PJ reached out to district 15 a previous teacher Lauren Christ as well as us at Conyers Learning Academy looking for an opportunity to do his Eagle Scout project he as a former district 15 student enjoyed multi-sensory opportunities and came up with his own idea of creating a sensory path as well as a music wall to enhance our

backyard classroom over at Conyers Learning Academy with partnership with members of his troop PJ and his parents fundraised and found an opportunity over the summer to develop an amazing sensory path and re-energize our music wall that we had in our backyard classroom PJ wanted to share a few words before we thank him today foreign [Applause] so first I wanted to say a very big thank you for the board and for Thomas nights really appreciate it so this sensory path of Music Hall that I built is for my Eagle project which is a very big step to complete the eagle scout rank the Boy Scouts and it's a really great honor to get energy all that Congress has done to help me along my Eagle Trail and I chose the project mostly because when I was

three I was diagnosed with autism and Honduras really helped me navigate the Social Challenges I was faced with and I really couldn't have done it without them and I'm just really excited to create this book thank you [Applause] thank you we'd also like to thank PJ PJ raise so much funds for his project and was very fiscally responsible um where he had oh just over two thousand dollars remaining in his project that he was uh donated back to Conyers Learning Academy to help increase some of the opportunities in our backyard classroom and keep his uh his legacy going forward as the students use and potentially abuse some of the different areas so thank you again to PJ PJ before you go I'm up here on the board um I just wanted to add one extra

special thank you so you may not know I'm an occupational therapist so I know firsthand what those that sensory pathway is going to mean to those students at Conyers thank you for that but I am also a fellow Eagle Scout so I know firsthand the amount of work that you put in to get that achievement uh in in Scouts um President shupai also knows I think some of her sons are also Eagle Scouts so um as I I grew up in scouting I know what that means to you as an individual and the work that you put in I am also the cub master at pac-140 an assistant scout master for troop one troop 32. so I wanted to give this to you this is a coin on one side it says once an eagle

always an eagle and on the other side it's kind of vintage because it says Boy Scouts of America which doesn't exist anymore let's actually just BSA now so I don't know if you've gone through the whole process and earned your rank yet but either way I wish you luck or congratulations and wanted to give this to you just as a Keepsake for you to keep for the rest of your career thank you are you too old for a high five highlighter no no one's too old for us thank you thanks Mr Warren thank you PJ all right we will open our meeting for public comment please remember that this is not a dialogue between you and the board if you have a specific issue which requires a response superintendent Heinz will get back to you

please excuse me or the designee superintendent Heinz or her designeeable back to please state your name identify any group that you represent limit yours to no more than three minutes if someone previously has calculated something with which you agree please state that you agree rather than reiterating the entire comment and finally avoid any comments that are specific to any person student or staff member respecting that person's right to privacy this is not the Forum to comment on Personnel issues Rob Coleman thank you hi portobed my name is Rob Holman I live at 392 West Wood Street in Pendleton I have two girls who went through District 15. uh one's now in our third European high school and then there's a graduate school studying political science and democracy they both received Top Notch education through District

01515. I'm also a member of the yester 15 committee we're a group firmly in support of passing the referendum on the ballot in November we support the district's efforts to provide high quality education to our children and preparing the district for the Next Generation I want to take a brief moment to thank my committee um for sure I haven't spent hundreds of hours of effort over the last three months we have we had a couple dozen people knocking on doors letting people know that there's a referendum on the ballot and reminding them to vote um for everyone here I have exercise in support of our friend in my car if you'd like one or more uh following the the uh please look for me in the parking lot right after the public comment section if

anyone has time this weekend and each of the next three weekends we're canvassing I can find you a list of names and a script to follow um when you knock on doors two's considering us and please consider giving giving us an hour of your time between now now uh the bed members your team has built a strong plan and I hope that our community supports it I'm proud of our district and firmly in support of this referendum I thank you to for your service to our community folks to make this happen we have to go out and vote so please vote Yes per 15 on November 8th thank you thanks for all the effort that you're making as well as many many of you Terry Paulsen um I just had a question before I begin

my comments I hope you'll I know you're not supposed to answer questions but I went to the website this morning and it said that public participation will occur for a minimum of 30 minutes during each regular and special open meeting with reasonable constraints set on individual comments do you have so many public comments tonight that you can allow us to have more than three minutes I believe you're referencing a policy that is posted in the agenda that goes back to the early 90s which is still in play and it essentially states that the board will always give a 30-minute spot so no matter how full our agenda is there will be 30 minutes for public commentary but there's also a policy that restricts the comments per person to three minutes so it's a bit of

a balance Mrs Paulsen all right then about the inappropriate Pro materials in our D15 schools your current Library collection policy leaves a lot to be desired given the number of pro-lgbt leftist resources listed in it it could have been written by the Human Rights Campaign did you know that last spring the Ala chose a self-described Marxist lesbian as their president she posted openly on her Twitter feed in support of drag queen Story Hour her top-sided work is entitled querying queering the catalog she gave a presentation where she said that she wants to quote subvert normal family types end quote we're talking about mom dad and kids want to know why because it excludes her as a lesbian she's a lunatic does this sound like someone you want recommending books for our kids because the Ala

is the First Resource listed in your policy she and activists like her are using our schools to confuse and destabilize children consider this there is a book in the Marion Jordan grade school library entitled Born Ready the true story of a boy named a boy named Penelope it's about a transgender boy named Penelope I don't even know what that means even more disturbing is the fact that this book was written by his mother who just happens to be the chair of the Human Rights Campaign Foundation board do you think it's just coincidence that she just happens to have a transgender child she is not only destroying her own child she is using him or her to further her own personal agenda what kind of a mother from hell is she and these are the kind

of people writing books that your Librarians love so much books like Lily and Duncan also found in the Marion Jordan grade school library here's a plot summary a young teenage boy begins to transition into a girl with the aid of hormone blockers while her new neighbor stops taking his mood stabilizer and ends up institutionalized that's in the Marion Joy grade school library Aristotle and Dante also found in the same Library there's a quote but Dante enjoyed kissing and I suspected he liked masturbating too I thought masturbating was embarrassing I didn't even know why it just was it was like having sex with yourself having sex with yourself was really weird superintendent Edgar told us that the Librarians had weeded out adult content last summer yet somehow the book tricks and these books remained how is

that possible do our school librarians have some sadistic reason to confuse and hurt children because that's what they're doing anyone who believes this kind of material is appropriate for children has no business working in a school they need to have their head examined your community should not have to beg you to stop School Employees from sexualizing our children please do your job foreign thank you Miss Paulson Lee Bennett hello bordeau Lee Bennett speaking on behalf of boys volleyball again um last time I addressed the board I spoke to some of the reasons why this is important I wanted to share a few uh additional observations and uh put a question on the table for the for the board so in uh recent statistics show that according to the National High School Foundation volleyball continues to

to grow in both boys and girls even at a time when overall Sports participation is down so the the trend towards the sport continues and is shown in an attachment provided with my green sheet and in emails to uh District employees the vast majority of area school districts provide boys boys volleyball and in that same analysis we show that the lack of girls but not boys volleyball results in district 15 providing one less sporting option for for boys for boys as my son was wanting to point out as he went through the program um so so my question for the board as the transition hopefully is made to offering a middle school program will that allow the district to provide uh intramural sports for uh Middle School boys at that time it's important time frame

to introduce them to this sport at a competitive level um an additional question is if other opportunities at a lower level can be provided in the interim and so that kind of solution is available and then finally I just want to close with a detailed request as you consider updating the Middle School gyms please don't listen to the basketball coach and hide the volleyball lines in a subdued color uh definitely um Pastor James Pittman Pittman yes p-i-t-t-m-a-n OS good evening again I'm uh James Pittman I'm the pastor of New Hope Community Church here on Palatine Illinois um I do find it strange that we're in a situation in our community where we're asking the school board to step in and ask some of the School Employees to stop sexualizing children in the school system not

only is having conversations with um students that parents should be having with their with their children it's also strange that we find ourselves in a situation where we are asking again the school board to come up with a policy when it comes to books as we read last week I mean it's our last month books that have no place in schools let alone middle schools right but unfortunately we have the same problem indeed to 11. it seems as though they're going to vote on a policy with their sex education uh next month and these standards were written by lgbtq activists and it's again it's sexualizing kids in school so people at our church and in the community we we wanted to let the people in our community know what was going on and so what

we came up with is these door hangers and we go these these door hangers and we we're educating people in our community what exactly is an SB 818 we started passing out last week thousands have gone out we ran out pretty fast we had to order some more and so some more coming in I believe either tomorrow or the next day as we will continue to educate the people in our community what is actually going on in our schools when it comes to sb818 um people have responded shock and awe that this is actually going on many people did not know what was an SB 818 and we're shocked that they were actually bringing these topics up in sex education don't have to go over it again we talked about it last week shocking and

so we have someone in our um group that is experienced with coordinating things like this and we've been very very efficient um someone actually emailed us concerning these door hangers and they accused of of propagating misinformation we're a church I responded to the email we are committed to the truth if there's anything that we have disseminated that is wrong or misleading please let us know we will change it immediately needless to say that person who wrote the email did not return um the email on a QR code it allows us to explain in detail what's going on with sb818 and again this is a way in which we're educating the community it is said democracy dies in darkness these door hangers we found very effective to explain in our communities the evils of SB 818

and what's actually going on with our children so I'll leave you with this Ephesians 5. says this is the word of God take no part in the unfruitful work of Darkness but instead expose them for it is shameful even to speak of the things that they do in secret but when anything is exposed by the Light it does become visible and we intend on continuing continually to show and educate the evils of sb18 818 and how it sexualizes our children and that it should we ask we think we believe it should stop thank you thank you Pastor Pittman Gene van wovelier okay our first simply want to address to individuals that are watching on video right now um with regard to the referendum years past I had been a adamant voice of no to any

referendum presented to me and the reason for that was the previous referendums had been simply asking for money with no Direct um place that that money was going to go I called it a slush fund they were asking for 130 million dollars for working cash and I basically was adamant and said no this referendum I simply want to address the fact that these dollars can only be spent to improve and help maintain the schools as we have them today no one is asking to build new schools we are using the equipment the facilities that we already have but they do need to be updated and repaired um it was brought to my attention at one of the meetings that there has never been a long-term facilities maintenance plan in District 15. which is horrendous but

that has nothing to do with today we cannot go back and change previous boards we cannot go back and change our superintendents we can simply go from this point forward these repairs and improvements are necessary this 93 million dollar bond is necessary it has been published that it comes down to an increase in your taxes of approximately twelve dollars a month for a three hundred thousand dollar home which is about the average home in Palatine break that down even further that's that's I challenge anyone that is hearing my voice to sincerely tell me you cannot afford 39 cents a day to improve the schools and the education of the children in this town the other thing I want to address is uh person got up here regarding Banning books and I had found a quote

these are not my words but words that I agree with Banning books gives us silence when we need speech it closes our ears when we need to listen it makes us blind when we need sight Banning a book is never a good idea and the final statements that were made that touched me with some by someone that probably needs to open their mind a little bit more and that was regarding transgenders and gay individuals and there was a comment made that made it sound like a parent of one of these individuals was a terrible parent and to that I say parents and families of gay and transgender individuals are not terrible parents for allowing and encouraging their family member or child to be their true self contrary to some beliefs we consider ourselves to be

blessed with these love-filled individuals thank you Jane superintendent's update Dr Heinz hi there thank you um I have quite a sore throat I'm going to try to move through this as quickly as possible so bear with my my voice we've had another busy month in the district we had our first strategic planning session where we had a number of community members a significant number of staff and administrators participating zubair and Sam are part of the committee in terms of board representation and we've spent a lot of time talking about Mission Vision and some of our core values in the district we'll have three more meetings in the months to come the POC and Rolling Meadows have had some wonderful events that have pulled the community together put resources in the hands of some of our

neediest families and we are planning a fall Trunk or Treat this Friday and I believe then we have a Rolling Meadows or a YMCA event as well so we will be at Falcon with our costumes done if anyone wants to show up as a scarecrow you can join us to pass out candy and other Halloween items we'll make sure you have information before you leave tonight um we are onboarding our new executive assistant Stephanie who's here with us for her first meeting let's give her a round of applause [Music] she was here for just a very short time and I had to figure out how to do all of the work behind the scenes work to put a board meeting together she's doing a great job we're very happy to have her here and I

don't know if Julie O'Hare is listening but she's been trying to help out from um from home and from her new position so the board meetings will go off without a hitch so and Sandy Kramer also has been very instrumental in helping with Stephanie Clara and Ben just everybody has really leaned in and welcomed Stephanie and and we're just a wonderful team a great example of how everyone pulls together when things need to get done Cheryl Azore who's the new director in HR and I have put together an AP working with all of our assistant principals as many of them are new leaders and we had our first meeting and it was really very insightful we shared things that they're working on things that they're struggling with and they have a lot of suggestions on

how to continue to grow and build their capacity As Leaders assist their principles and support the students and families that they're building so we're excited to um to build this this group and to really understand what it is that they need to become better leaders and how we can help support them through our work together we've had a number of safety meetings Dr qualchuk and our First Responders put some wonderful agenda items together that are really focused on making sure that our schools are as safe as they can be crisis go our digital app is up and running at our schools we've had a number of safety drills and they are really helping us vet our camera proposals and some of the other layered safety mitigations we're trying to put in place at our schools

suppose those meetings are going quite well a big shout out to our our bus drivers they continue to to work hard we have a number of routes that are doubled um Claire and Tom Bramley and Tom was here I don't know if he skedaddled here he is they work every day to to do their best to get ours uh three three tiers to school and from school um on time we are having difficulty with that because we still are short drivers so thanks to the parents for their patience and to Claire and Tom and the principals at our schools for just being as patient as they can while we continue to try to be fully staffed so if driving a bus sounds like something you'd like to learn more about we are going to have

a drive a bus day this Saturday from 10 to 1 oh right here in this parking lot so if anybody listening would like to drive a bus or alert get on a bus to see if it's something they might want to do um now's your chance come on out on Saturday we have scheduled our first parents as partners and superintendent communication meetings to take place later this month and I'm really looking forward to getting those groups back together to share what it is that we're doing as well as to hear from both our parents and one rep from each school what the schools are focused on and what information and support they might need from us those are always wonderful meetings and then lastly I'm going to provide a quick update and our moving 15

forward recap so we've been talking about this for quite some time I know that I've been here a little over three years and this was one of my biggest items on my to-do list from the board's perspective we've been at work with this proposal for over three years and we were very intentional when we designed this to benefit every student school and the communities in which we serve we have been engaging with the community over the last six months very heavily to ensure that they understand that we are focused on three gears working together to repair and restore our facilities 1.7 million square feet of facilities 20 schools and three buildings we want to update our learning spaces that means spring full day kindergarten to District 15. while also then transitioning our Junior High facilities

into middle schools sixth through eighth grade with that will come updated Library spaces we have eight libraries that went under construction and received a nice facelift this summer and we want to do the other 11 schools we also will need to retrofit some of our classrooms if our sixth graders move to middle school we will have room in our buildings for full day kindergarten but our sixth graders that are are five-year-olds and our sixth graders are not the same size so we will have to correct and adjust some of our classrooms um that's that second gear and the third gear has to do with improving our student transitions from elementary to Junior High which we hope will become middle schools and high schools so we have a nice linear way in which children matriculate through

the district instead of for example our Stuart our Paddock SRP students spent six seven years together they are then split between three Junior highs and again between high schools this plan helps bring a very nice linear flow from one Elementary to one Junior High to one high school some of the other anticipated benefits this plan will bring forward is our school district our schools rather will be healthier safer and more secure this plan does bring 360 degree cameras to all of our schools from an exterior perspective we will also add additional cameras inside our schools and all of that will be woven through a monitoring system in the front School offices so our secretary's clerical assistance and our building administrators know who is on our property and approaching our property from every door so that

is that is how we believe our schools will become safer and more secure we the work that we're doing um we have talked a lot about the um decennial report that was written to the board of education and the superintendent back in 2014 that is something that is done every 10 years at every Illinois school um we're going to get after everything that was identified in 2014 within this plan I started in 2019 so five years into a 10-year plan they're coming back in 2024 this plan would allow us to close out that decennial report of 2014 and put the district in a position so it is not going to be behind the eight ball our facilities will be healthy the um next time the crew comes I won't be nervous because we will be

ready and our schools will be much healthier we have a one year one to five and a six to ten Master facility plan that was written as part of this work so we furthermore we know the condition of all of our facilities and we've planned school by school to what units need to be replaced at what time and budget budgetary dollars will be attached to that work so we so no future border superintendent will find themselves in the position I did when I started five years ago we want to make sure that we reduce costly emergency repairs because we are going to prioritize the the mechanisms and the infrastructure that is the oldest and most significantly Beyond its useful life and we will take care of those things first within the one to five and

things that are still have a little little juice will be taken care of during the six to ten year plan in our facility video that we shared our presentations we talk about some of our accessibility issues and some of our students one of whom started in our video um has accessibility issues within her school she is wheelchair bound she cannot open many of the doors in her own school because the handles are outdated and she needs adult assistance so we want to improve accessibility issues by widening doorways changing Outdoors making sure that we have ramps and wide enough entryways for all of our children and staff who use Walkers or wheelchairs so they can freely move through their building HVAC is part of the plan and that will improve Energy Efficiency we will also bring

Energy Efficiency lighting to the the schools if the community votes yes and we've talked about updated classrooms in terms of full day kindergarten but we also will need sign slaps for our sixth graders if they head over to the junior high they don't have access to labs in sixth grade because they're within an elementary building so we will add Labs as needed to our middle schools full day kindergarten is something as a lifelong educator that this district is long overdue for we will go from 155 instructional minutes with our kindergarten teachers to 400 instructional minutes and they will use every minute of that time to instruct our children to make sure they are successful in kindergarten and ready for first grade and Beyond we are working with the American uh middle level Educators the association

of middle level Educators as part of a book study in a middle school committee to learn about elements of a middle school and how to bring the Middle School mindset to district 15 which will allow not only um academic rigor but more time for social emotional learning electives and before and after school clubs and extracurriculars and we will certainly look into you know volleyball as is this is one of those um electives uh reducing overcrowding this is something that has plagued the district for quite some time we have schools that are overcrowded and underutilized um some of our schools are at 104 or 114 capacity While others are at 75 or six percent capacity as planned through boundary line moves as well as some additions we will balance the enrollment in all of our schools

and we've set our Target to 80 to 85 which will allow us for larger class sections to move through or for schools that are going neighborhoods that are experiencing growth for example by Stuart R Paddock SRP kenges has been torn down after 100 plus years in the community they're going to put housing there so SRP store in our Paddock is going to need room because where they when they build town homes or Condominiums we know families and children are going to to come we're watching and we're involved with the potential Redevelopment of Arlington international Racecourse to potentially be the new home of the Chicago Bears that will certainly bring [Music] a lot of excitement to the Arlington Heights area it is within district 15 boundaries they do intend to build low as well as high

density housing which will bring homes and children to The Rolling Meadows school system so we need to make sure that we have room for additional families and if you're watching the Motorola Redevelopment that is bringing more children near in the Schaumburg area near International Village so we have factored all of that into the work that we're doing here and lastly we believe that this is going to help protect property values because it's going to make district 15 more of a contender we have an opportunity here to do more than just change boundaries but to really change what it is we're doing in our schools and that is something that this you know myself as the superintendent and my team have been very focused on we've spent many many meetings together talking about new curriculum and

how we're updating a curriculum to be more responsive to the needs of our students that's where the magic happens we all know that in the classrooms we want Dynamic resources in the hands of our teachers to be used with children and we believe that is ultimately another benefit of this moving 15 forward plan so we have if you could go to community engagement we have we'll talk to anybody we've had the tables at Harper we're going to have the POC candy crawl our trunk or treat at the Y uh we've been at beard and Warner and we pitch to The Realtors so they understand what it is that we're focused on here and moving with moving 15 forward and why we believe um our Realtors should know what's happening in District 15. so prospective homeowners

are interested in moving into District 15. we went to the Plum Grove homeowners this meeting last night and that was that was a big rowdy crowd there were a lot of people there really listened gave us some great positive feedback asked a lot of questions leave the presentations to the league of women's voters at the chamber and we just continue you know to speak to anybody that invites us to talk about the plan coming soon there'll be one last uh postcard sent to um over 40 000 homes within the community because we are really committed to making sure that people in our very large District are very well informed about the plan so if they choose to vote on November 8th they can make an informed decision as to whether or not to support this

initiative or not so we have a few school-based sessions left Let's see we did Plum Grove last so we have Carl Sandburg tomorrow I'm going to need tea all day and Tuesday night at Walter are selling we'll be back here so that will conclude our school-based Roadshow all right so that's my section um two weeks ago we put this packet together it was voter information education week so this information is put put on social and it's on um our website if you choose to vote as Lisa Shupe said you have the preposition language there the proposition language there it'll be at the I think it's the back side of the ballot there's voting dates and information if you go to the next page Becca um we have over 30 precincts within our boundaries 10 of

our schools will be used as election sites this is the second year in a row that Illinois schools are closed during elections so as I said 10 of our schools will be will be utilized um business and auxiliary Services if you go to the next site thanks nope sorry that's one Financial software is is being converted right now to something cumulative that is not a typo that's actually how they spell it um and it's it's going to take about six months of pretty significant work to move from from One Financial Software System to another one and Diana's department has worked very hard to finalize the FY 22 audit and a budget that was approved not too long ago communication they have been coordinating Community engagement supporting 15 forward continue to utilize social media to again

inform the community and our efforts and she is coordinating those who Excel and the teacher of the year nominations we have a lot of strong candidates within the district hard-working staff so we do hope colleagues nominate one another to be recognized for the above and beyond work that they do every day in our schools Educational Service Department I'm going to read from here completed map testing and fast Bridge testing so those are our Universal Baseline assessments [Music] um sorry um and the parents of students eligible for the next step of gifted eligibility have been notified a few years ago if you recall we updated our gifted and talented eligibility criteria so um we're heading to step two the second cycle of academic intervention has begun for both reading and math and as you know this

is our second year having math interventions we're very excited because we have opportunities we have a number of children that are not at grade level and these interventions are helping close those gaps we're opening the opening of the extended day program at Winston campus Junior High and Jane Adams in collaboration with the boys and girls club um is is unfortunately paused because we don't have drivers at this point with our three-tier routes um the Boys and Girls Club pickup would be after six o'clock so we're looking for additional drivers to hopefully be able to drive children home from this wonderful after school opportunity which would give our students a couple additional hours for homework support for enrichment activities so again we just continue to to to try to find drivers so we can provide these

Extended Learning opportunities and we continue we're continued with high levels of student need from our social workers our psychologists speech and language and occupational therapist we've talked with the board before about the rise that we've seen in social emotional and mental health related issues all of our staff are working very hard and are facing um you know additional challenges with our students in the classroom but our related service team is is really very much impacted because we're just seeing a lot of need across all of our schools so a lot as the information here says more than a typical number of students are becoming eligible for services at preschool and primary levels and we believe this is likely due to the remote learning and the shutdowns and just the interruption of covet over the last

few years so we continue to recruit higher and doing everything we can to retain the staff we have in a very tight educational Market okay next Human Resources we're recruiting and hiring and it had just like we should put that on every slide we're recruiting and hiring in every Department there's just not enough and not enough people to go around we have an upcoming job fair to be held from 12 to 3 at the Palatine library on the 20th and the 31st and the 7th and the 14th so if you're looking for something to do district 15 would love to employ you HR is compiling information and documentation we have an upcoming isbe audit there are a lot of departments involved in that and that is zubair's sister-in-law I was invited to talk to Winston

campus Junior High Scholars and we took super took a selfie and sent it to zubair and interrupted him during his work day but um did you really I'm sure she's thrilled she's not like thanks Dr Hines all right so that was a great day with the Winston campus Scholars by the way multilingual last night they had a multi they have their mpac multilingual parent advisory committee meeting and that is really something to to see they learned about report cards and preparing for parent-teacher conferences we had how many different translated languages seven languages so um Melissa from Renee's Department did the presentation and then it's broken down into their native language and I loved what you wrote in your email today Renee that they felt empowered to participate so that's a wonderful outcome thank you not

enough of these around to to participate in those conferences the K2 bilingual class lesson studies and the seven eight English language development training is um underway junior high after school reading and writing programs have been launched and a bilingual Ukrainian program has been added to Lincoln and that happens anytime you get 20 or more children that speak the same language in one school and I believe that this group is also um opening or developing a Ukrainian parent Advisory Group so that's very exciting to see and we have one other school I think that's close correct three Willow Bend Lincoln so we're singing in blocks like so many communities around us district 21 in Wheeling District 59 in Elk Grove District 62 and Des Plaines we're seeing an influx of families from the Ukraine so every

time there's 20 or more um children that speak one language we have to find a teacher so we were excited to find one Ukrainian teacher if we need to find three more you're gonna need a it's going to be hard but I know you could do it you can do it all right next student services the creation of individual safety and crisis evacuation plans for students with motor needs is are underway and I believe is that the first time we've had that that's a new initiative and I think that's outstanding and long overdue so congrats to the apartment for putting that together CPI training for all building level administrators took place last week the CLA sensory walk dedication as you saw with PJ took place and it was it was delightful and there's a really

cute video of all the kids just and fully enjoying it it's heartwarming and then coming up next week we have a spark meeting a panel of adults with special needs and they'll review the moving 15 forward initiative this is a very involved group of parents that have children with IEPs if probably the student service equivalent to Renee's multilinguals bpac and they meet almost every month correct Dr uh Scully wonderful teaching and learning has been busy too they're preparing for an upcoming parent University on understanding PBIS and coding scheduled for November and December we're delivering embedded always perfect seems like always delivering from embedded professional development to support teachers using the new math curriculum and you're going to hear a little bit about that tonight like any new curriculum there's Growing Pains but this is a

dynamic team that wants to help ensure our teachers know how to use all of their new resources and feel supported in doing so they're leading the district's preparation for the October is the audit which is starting on the 25th of next week and implementing revised materials and Warehouse processes to streamline the ordering and the delivery of materials to you know roughly a thousand teachers and other members of our staff that need materials I think that's the end of the alphabet I'm glad okay uh just a quick shout out and if you wouldn't mind just because I know they they sit home and they listen um October 21st is principal Appreciation Day so and if you're interested in nominating your principal for the principal of the Year award which I hope there are many listening in

that we'll consider doing you can click the website there that's through the Illinois principal Association and the application is due December 31st so um thank you thank you to our principals and assistant principals you are the heroes at the helm of all of our 20 schools so thank you for what you do each and every day to help our schools do what they do on a regular basis so congratulations thank you and we appreciate you all right thank you thank you thank you to our marvelous bus drivers bus driver appreciation day is October 21st we are very much very much appreciative of the bus drivers that we have for all they do each and every day to transport our students safely to and from school we simply literally could not do what we do without

our drivers because without them our kids aren't getting to school so thank you is certainly not enough but thank you nonetheless for everything that you do for us and don't forget to keep recruiting and you can come and drive a bus on Saturday here at Walter R sunling to see how it feels to get behind the wheel of a big yellow machine and that concludes my report thank you thank you Dr Hines um does anybody have any questions for any of the content that uh Dr Heinz has covered is the heat on in here yeah what's that is the heat on in here that's cold that's cold yeah I'm about to put this shirt on it's like a shawl oh my goodness anyway so yeah so with regards to the uh moving 15 forward I

just would like to restate for anybody you may not know that the High School boundaries are not changing correct whatever high school you go to the kids are still gonna be going to those high schools that's not changing and one big part I want to point out also the plan is is that it's something for everybody in the community it's not just for one school or one area it's for all schools throughout the district yeah thank you Frank that is all what happens Lori if we uh if it doesn't pass oh Lisa um well November 8th is the election November 9th we have a board meeting um I think at that point in time we would just really start to talk about the 93 million dollars that we as the district are bringing forth Diana

and Liz Hennessey is when we take the show on the road have talked about um that 93 million dollars and I think pretty much a couple things will will be brought before the board what part of the the plant you know are we going to cut in half so will we be able to bring full day kindergarten oh no um will we convert the junior highs to Middle Schools doubtful will you direct us to just do infrastructure probably but we will regroup in November and we'll come back probably in December or January with a proposal but one thing we know for sure is that we have to balance enrollment and that's going to be hard to do without moving lines and building additions so we're going to have to balance enrollment um probably no later

than the 24 25 school year so that means boundary lines are going to move and we're not going to get allow these other benefits that we've taken on the road over six months and then I just recapped so we would bring a proposal forward to the board either in December or January and see if you gave us our stamp of approval and then we would enact whatever the recommendations are from the Board of Education and then when you say boundary lines are going to move no you know knowing moving 15 forward inside and out after so many presentations the boundary line movement that goes with that is based on moving to Middle Schools additions doing a number of other things in order to uh to realign that and so it's more positive in the way

that it it's set up so when you say boundary lines are going to move how does that work if we don't have the opportunity for the build outs in addition so in our presentations that we've taken on the road and you can that are on the website and we could probably even find one to pull up there 20 tabs open right now we could probably grab it but we have many schools that are over capacity Hunting Ridge is always at the top of the red bar graph it's at 114 capacity Plum Grove Willow Bender at 104 capacity there are other schools um Pleasant Hill don't have the list in front of me but I do actually I do in this packet no the the schools are going to have to be balanced so we are

going to draw redraw the lines yep oh you're there thank you um Hunting Ridge is at 114 capacity Willow Bend in Plum Grover at 104 capacity Central Road is at 99 capacity Winston campus at 98. Sanborn at 93 Pleasant Hill and at 92 and paddock at 91 so that means that those schools are overcrowded and we're going to need to reduce the enrollment at those schools so we are going to be moving boundary lines and not getting all the other components within the plan because we have to balance enrollment and we will not have enough money to do the additions at all of the schools to keep the capacities as they are we've set the capacity bar at 80 to 85 so we have room for future growth larger sections or new housing developments so

part of our work would be to redraw the lines re-engage with RSP and Associates our boundary company to have us fix the boundary lines without building additions and that you know that is never a pleasant conversation and it won't be well received in the community but that's what will need to be done yeah yeah and feeder patterns what happens with the feeder patterns we don't have that linear look we can't get it done I can't do it at all without the additions and the movement of the kids correct so we don't get to fix a number of of problems and bring some of those educational priorities forward and that's you know foundational within the plan from the beginning we've called this a holistic plan when the boundary task force was formed before I got here

was 2017. it was about boundary lines over the last number of years we've really moved away from just boundaries to a holistic plan that will move the district forward educationally what happens inside the classrooms to a facility perspective to the the linear nature in which kids should ventriculate through a school this would be the proposed feeder pattern that this plan brings forward bar graph yeah thank you this is what we've taken on the road and what we first showed to the board back in back in us everywhere we've gone the schools above the line would really be taking a close look at and then the other schools below the line we have to fill them so we would have to really take a look at our Maps again and redraw the boundary lines to reduce

the capacity with just the 93 million dollars that the board brings forward because we have so much other infrastructure work that has been identified it's around 80 million dollars or you know thereabouts so we would not have enough money to do the additions to keep the lines the way they're proposed in this plan yep I hope it doesn't come to that but we do okay any other questions comments all right all right um discussion information reports yeah Dr qualchuk she's already there good evening I'm finding my place on the paper and the board stealthily moving across the room actually this this housing report Blends right nicely into what we were just discussing um so this is the time of year every year that the district have to has to submit our enrollment numbers to the

state we at September 30th is the cutoff date and then based on that enrollment after October 15th we submit our our enrollment from last year to this year we're down 63 students in total from pre-k all the way up through eighth grade however if you go to the next slide um however we are seeing like for example at the very bottom we increased just in our preschool at our Early Childhood school we increased 60 students already this year um we added an additional classroom at CLA and if we continue if our preschool numbers continue to Rise um we'll probably have to add yet another classroom and the difference with preschool in our district is it's not that students start like in August at the start of the school year the day they turn three if

they are eligible for services they can start school so they can we have kids that can start all throughout the year um we we are seeing growth every year if you if you go back again um and if I want you to look like diagonally down so if you look at 21 22 for example and then go to the kindergarten column and you're going to see 1023 kindergartners last year and I'll go one more row down on the diagonal and you'll see that first grade says we have 1 160 first grade students and I've kind of highlighted that graph so you can see how through the years we always go from kindergarten we always increase with a minimum of 100 kids from kindergarten to first grade in district 15 and then usually as that grade

matriculates down each year when those kids roll up to the next grade level we usually pick up a couple more kids until they get through to eighth grade this year we gained 137 first graders just from our kindergartner numbers from last year um 20 21 21 22 our numbers were lower in enrollments um those were coveted years we had remote learning some people weren't sending kids to school so our numbers did drop we saw a much smaller drop now from last year to this year now just like um now with you know um with all the house sales that happen people wanting to move to the suburbs now during covid um we are anticipating that our enrollment will go up in certain schools across the district we have many families I would believe that send

their kids to like a private school or a daycare center because they offer a full day program for their kids we only offer the half day program so the kids have to be shuttled back and forth or if parents are working if we were to go to a full day kindergarten I think we would see our kindergarten number start to jump in kindergarten and not just in first grade um you'll notice on the bottom it's the first time in six years we've ever had such an increase we haven't had an increase in our Early Childhood Program at like six years ago was the last time our number went up and it went up significantly by 60 students you can go to the next slide um so that just gives us our numbers right now across

the district we have in total 11 046 students enrolled through our preschool through eighth grade we were talking about capacities of buildings 10 of our buildings went up in enrollment nine of our buildings went down an enrollment and one building stayed the same so um that's the issue we deal with there are certain schools that are just overcrowded I have I have schools that like we we call it um a class size Target you know the board of education has set numbers like what would be the ideal like for example we'd like to see 24 kids in a first grade classroom it's a Target it's not set but that's what we want to stay at or if possible be under we have schools like for example Hunting Ridge this year we could have probably added

another section of a grade level but they literally didn't have a classroom to split that like that third or that fourth grade class up I know Willow Bend um Mr Harris has you know already knocking on our door because he has seen such an increase in his enrollment in years past so like for example maybe they used to have three sections of first grade but now they always have four sections of first grade which then goes to four sections of second grade third grade and as that has gone down over the years he he won't have the space now next year if he needs another classroom he's like I'm out of classrooms so it's really things we have to consider because then sometimes you know you have to do things like you know we call

it like art on the cart like you have to give up an art room to make it be a classroom and that our teacher has to travel or you know different we have to be become creative on how we can create classrooms and buildings okay so you go to the next slide um oh this is just yeah we have we have building going on in the district um obviously right now that former Motorola headquarters typically years ago that area off of Algonquin came to Hunting Ridge we we were like there's no room at the end we couldn't bring any more students to Hunting Ridge this year so you know we had contacted the the developer and we instead are taking the students in that whole area and they are now attending Frank C Whiteley and

we had to already change that order because we literally didn't have room to send them to Hunting Ridge but like Dr Hein said we have that area inches by Paddock the race course um there's just there are there is a possibility of our enrollment really increasing over the years and now we go to our staffing levels so um this year we have 997.67 full-time equivalent of certified staff members that we have allocated however we are currently 15 staff members we have 15 openings that we haven't even filled from that number and something new that we've done this year that we really haven't done or especially at this level is we've actually filled 11 positions this year by staff members from a contract agency like we are we are trying to recruit but especially in our

um our related services like psychologists or social workers we don't have as many candidates and um we're having to go through an outside agency to fulfill some of our positions our biggest areas of need of course ours and every other District around are teachers in special education related services and bilingual educators um Mrs urbanski was just talking about Ukrainian like just as as those numbers increase once we get 20 students that speak a language in one school we are then required to have a teacher that can instruct them in that language so we're seeing we're seeing demographics change in buildings and then create different needs across the district um and that is my presentation if anyone has any questions see I did have one question for you I noticed that in uh the year 1920

we were around 12 000 students and now in 2223 we're down in 11 000. so we're down about a thousand students but the number of full-time teachers has gone from you know 910 to 997. so I was kind of wondering um so we got 87 teachers more but a thousand less students how is it that that turns out that way so some of those just this year like we we re-implemented having our um lit teachers our library Innovation teachers across all of our schools we um the board approved to be able to hire more related Services because we knew after covid we were going to have a lot more students that were going to qualify for social work or need support so that's more positions for social workers or counselors psychologists um many of those

positions we were able to be funded through um Federal grant money that we got from kovitz that's and we like interventionists for example we knew and so did the government which is why they gave districts additional funding is that we were going to experience um a pretty severe learning loss with a lot of our students from being basically remote learning for two years so we've we've had these extra positions added to try to add extra support it's really not so many classroom teachers that all those positions are it's more um various positions to help support students okay determine Staffing it's hard this is a large a great class that we graduated and then we have a small small and unusual kindergarten class coming in with a beautiful diagonal because there was saying and first sitting

there trying to talk about the only thing um we we have that in grade both in those numbers just continue to grow so you know we're rebounding after losing a number of kids during covid because they didn't come to school or if they were remote Learners or they were learning somewhere else so you know these are our coveted years but the biggest dip that we've explained is this was a very large section and then the following year we've had a small kindergarten section our kindergarten numbers have rebounded a little we have a slightly smaller kindergarten class here and we do really believe that with if the voters tell us yes in November and we bring full day kindergarten Here um they're going to start coming in kindergarten instead of just continuing to sign up for

district 15 either in first grade or second grade we have large in-grade growth numbers early and then we sometimes see a dip um later as the kids get closer to the junior high if they're at a private or a parochial because our understanding and our belief is that the parents want the kids to get to know and make friends in junior high because then they're going to send them to one of 211 or 214 high schools and as Claire said the additional staff members really are supporting everything that we're doing post covet the uh do you guys remember remember when we went to um the full full-time hire of the substitute teachers when we were having that's that's added them into that were there 20. yeah we're not fully staffed but great lace with and

but it is 20 positions in that number in that count they're just not transferred the dollars basically from sub dollars to full-time positions so some of the 997 those positions those are positions they're not necessarily all filled 15 are open right now okay okay and not all teachers right there's like right they're not Union but they're not all correct a classroom teacher and then we also potentially have like work shortage problem yeah I mean it would be a nice problem to have of the referendum passes like we can cross that bridge when we get to it but that's just like anticipating significant growth in numbers is a great thing but gonna come with some fun things to manage one of the conversations we will need to have as a result of the girl dollars that

we've received having to be expended by the end of the school year is can we sustain all the additional positions within from the budget without Federal covid relief dollars so that'll be part of our analysis at what positions and at what level can the position can the budget sustain the positions that were added using those Federal relief dollars and haven't we all didn't we already have a I forget when it was exactly but there were breachers that were from the additional influx that we had during the pandemic that we have we have since let go yep the remote staff the ones we hired right 40-something remote yeah so that was at least this department they do an annual like reduction of if we need to um and that's just really linked as why you know

Claire's report is always what is what is our enrollment and the Staffing that supports that enrollment um all districts will be facing that receive federal dollars anyways the same you know conversations that we're going to need to have if you if you use some of the dollars to buy additional staff um higher additional staff you just have to make sure you the budget without that influx of federal dollars that are budget consistent okay thank you thank you thanks Claire Dr Edgar and okay I got it right good evening Dr Hines presidentship High members of the board Dr Hines you sound like we feel I wish you a quick recovery thank you for giving us a moment today to talk about one of our most important functions my name is Tom Edgar and with me today

are Robin Cook and Emily McFadden two of our directors in the department of teaching learning now responsible for curriculum and instruction we have one more director Janice Mathis who's in charge of libraries our warehouse materials and Technology that's not part of this presentation but she's part of our leadership team as well um this seems a little bit mundane perhaps to talk about curriculum updates but actually one of our most Central things that we do curriculum is a foundation for good teaching IT Supplies materials that align with what the state considers the most important priorities for kids to learn and gives teachers directions and resources to approach those bits of knowledge that students must have in order to be competent as they leave the district if you go to the next slide Becca we do this

always with the Strategic plan in mind what's important here I think for our attention is actually the circle on the left Page that reflects the four commitments that we have facilities teach facilities teachers students Etc results being the last the importance of the skull is it conveys that there is a intertwined independent relationship between each of those things none of them act independently in order for students to learn they must be taught well if they're taught well they learn results improve curriculum is an essential part of providing teachers with the resources in order for them to teach effectively creatively and dynamically with our changing population we'll begin to talk a little bit more about some of the things we've implemented this year some of the growing pains that we're experiencing with those but we're going

to start with why it's so important that we continue to look at how our curriculum is functioning what needs to be updated investing in the most modern resources and supporting teachers in their use if you go to the next slide Becca so it's always important to begin to talk about why and in the last board meeting we had we had some Community comment in which a few members had talked about the results that are reported on the district report card the district report card is a publicly available website where any Community member can look at District performance variables and they they span anything from state test results to attendance teacher metrics student metrics Etc now I will say that we're going to have a more in-depth conversation about our students performance in November that'll be

facilitated by our Educational Services Department and myself several other people will be up here talking about the full story and I will also say that the comments I think from the at the board presentation or the public comment a month ago although I think there's some context that would be important to have to fully understand I do think we also agree that there is always a sense of urgency to make sure that our students are learning and are performing at the highest possible levels that they can and these two small graphs from the Illinois report card depict that now you'll see the fir the left one talks about last year's state test results in both reading and math the light green is the district the dark green is a state and even though we outperform

the state we are not performing at a level in which we would want now it is true that a little Banner they put at the bottom that covet is certainly a contributing factor to it you see that across all the area districts and across the state you see that it's beginning it has shown its impact and continues to do it however we need to be mindful that we still need to serve those students regardless of what history they have and we need to continue to move them towards where we want to be to position them for success in high school and in the future now you'll see in the little bar graph or the pie graph next to it that's our science results a little bit better but still not at a place where we

want it again impacted by covet for sure yet still there is a sense of urgency I think we can all agree with that it is important that we are Vigilant and provide the best most modern resources we can in order to support students to move the needle forward so that these grafts look better and better each year now if you go to the next graph this is something that I presented last year if you recall we were looking at how the district fared with coven and this is our internal measure of the map test it looks at reading and math and you can see that the line is fairly flat right now for a covid centered discussion that's actually something pretty favorable right it says that we were fairly insulated against the effects of covet

not entirely but mostly reflects the efforts of opening for students that were able to come in had Etc but it also shows that the line is flat we'd like to see it moving up and again it just speaks to the importance of not really taking a break even though that covet has made everybody tired not looking at reducing our efforts in this area even though at times it can be expensive it is important to continue to move forward and provide our teachers with the best resources we can so that they can do their best jobs with students every day and now to my colleagues that leads us to a conversation about high quality teaching and learning right and we always like to start whenever we talk about high quality teaching and learning with our most

important asset which is our students and having a clear picture of who our students are we are currently educating Our Generation Z and Alpha if you didn't know they started over we're back at Alpha Mill um and to kind of uh Orient ourselves you have to think about a lot of our students or all of our students that are in our classrooms do not remember a life without the internet they are younger than smartphones than iPads and Instagram they've always had devices and technology has always been a part of their world um so one thing that is very true about all of our students is that they have an unprecedented amount of information at their fingertips right they can nearly access anything in a quick search and this is a part of their reality that

we need to have as a part of our context as Educators I'll go ahead to the next slide Becca thank you also don't Rank and click again also to orient us to what we're teaching towards right the reality for us it was is very different than the reality for our students if you take a look at even just Fortune 500 companies and what their most valuable skills are in the left somewhere between 1970 and 1990 these were very siled skills that these places were looking for when they were looking to for employees and now in 2022 and Beyond because who knows what jobs will look like as our our children and our schools graduate and move into the workforce we're looking for much more robust skills things like critical thinking mental flexibility teamwork right self-leadership

those are powerful things as opposed to somebody just being able to you know have good typing skills so that's something to think about these this is a different reality go ahead Becca to the next slide thanks this is a different reality than what most of us were brought up in our schools were based on an educational system that was preparing students for a Workforce that looked much like what you see on the screen we were doing assembly line jobs which is why our classrooms looked this way right we were preparing students for that future because we knew those were the jobs that they were moving towards um 2022 it was very different right okay going thank you our workplaces look different so we need our classrooms to look different we need the materials within them

to be different we need our teaching to be different so we we really need to be intentional about preparing our students for this different future if you go to the next slide you can see that the district has been hard at work at not only do we have a strategic plan but we have developed a portrait of a graduate and our vision of who a person is when they leave their experience here at D15 are people who are able to enter this modern society and so with that we have this this guide of who we want as our graduates and what we want them to be able to do and know and um engage with and so for that we have also uh an instructional an instructional framework in our instructional framework sets us up

as Educators to be able to help guide the learning so our students can be these graduates so it's with that that um starting a couple of years ago we launched into our curriculum design um in implementation models and really if you take a look what's what's kind of mind-boggling when you look at this and I think gives a real a real picture is you can see starting in the 2021 school year we were still working on our k6 Ela we were working on getting all sorts of other adoptions up and running and this is in the height of covid so not only are teachers engaging in this unforeseen time and our students are navigating this you know uh complete complete shift of what is normal for them but we are continuing to move forward in

figuring out and determining what it is our students need what are the resources that are going to get help get them there and what are the instructional moves that teachers use with those resources that lead to these outcomes so you can see we've really been on uh quite a vigorous Journey for the past few years and last year we did some piloting and we since that time have come to the board and you've been kind enough to grant us the opportunity to move forward with different curricular materials and so this year we are in the midst of adapting a new K-5 math we have six eight science and we have seven eight Ela and again we know while covid in some capacity is behind us we are still dealing with the everyday real effects of

what that situation provided and yet our teachers are are still learning they are still in there doing the work every single day um on behalf of our students um so so when you look at this graph it looks great and pretty like we're updating things but there's a lot of work going on behind here that our teachers are doing um and that's really important to know because we're only going to get to that portrait of a graduate by doing the work and we're asking a lot of our teachers and they're showing up and they they are I I've never seen such dedicated professionals show up every day with the realities that they're facing whether it's Staffing or what students are bringing to the table and they are still showing up and they're looking at new

curriculum that are new resources that are asking them to teach in totally different ways than they have ever been asked to teach and for some of our teachers I'm thinking about our seven eight ELA teachers they haven't had new materials in 20 years and not only are they engaging in with new materials they're using two programs so we're not asking a light lift of people um and I think it's really important to to own that um because none of this is going to be possible because they're the people that are doing the work so that leads us to where are we headed because we're not stopping um so the first thing is back in 2019 um it was our intention to review our health curriculum and covet happened things got a little derailed um and

so we are picking back up with a review of our current health resources and materials and scope and sequence and what that means is we've decided in the meantime to press pause specifically on um portions of our health program the sex ed we're pushing pause because we really want to do a thorough look at what is it that you know is required to be taught but also what what makes sense what makes sense for our community what makes sense for us and our staff and so we want to take a really thorough investigation into that so for the time being we're pushing pause um those students typically are in seventh grade when they get some of these materials they will get it in eighth grade whatever this new design is and and obviously we will

be bringing that back to the table for you all um to be part of hearing what those plans would be um so those are not students that would be missing out entirely but we do want to be mindful of we want to do the job right so we could push pause and and you know get our answers um so that next year we can have things organized so that's a little bit about our health the next is social studies um the state of Illinois on a pretty much yearly basis adds mandates of different topics and for a really long time one of the things that the district has done is just found little ways to shoehorn it in um and the hard part about that is that makes that makes things choppy it makes things

lack cohesion lack kind of a story and sense of what it is that we want kids learning and understanding um so throughout this year we're going to be looking at our current scope and sequence we're going to crosswalk it with the mandates from the state of Illinois so that we can have a really cohesive scope and sequence we have plenty of resources we're not we're we don't need the resources we actually have all of this in place it's about making it make more sense um so we're going to be taking the year to be doing that to make sure we're meeting the standards but also providing an adequate social studies Journey for students so with that being said like I said this is no easy lift um for our staff and I think that it

we owe it to them to be honest about that um and so with all of these challenges whether it's logistical whether it's just the sheer exhaustion um we are so grateful to our teachers our building administrators our district colleagues um this this has been a large Endeavor and it's going to be going um you know this we're done with the days of a One-Stop come in for a quick training and you're done um if you think about driver's ed you don't just get behind the wheel one day and drive perfectly it's going to take some time you got to learn all of the different features like a break first before you get to start you know putzing around with the radio ideally that's the ideal way to go um however um you know we're trying

to be very mindful of our realities and the needs of professional development and those two things are are quite honestly at odd sometimes we know what best professional development looks like and the fact is there's not enough time in the day or capacity for that to happen so what we have done is really tried to build a more larger um kind of overhaul vision of what professional learning can be and that means thinking of our Institute days not as one-off days but is a cohesive series if you will like a club sandwich right you have your two pieces of bread on the outside and one in the middle okay so you know we have those opportunities um we also have opportunities where um we have different District administrators in our instructional coaching team going to

all of the buildings in our district and working with teachers on specifically our K5 math and our six eight science um started today again these are these are additional opportunities where we are going to keep having touch points so that it is not just one day one off but an ongoing exposure an experience because even if you learned everything in one day you don't retain it all you're still just you're making your way through it um so we have those happening we also have our instructional coaching team who do a phenomenal job of working with teachers in their individual buildings and so you can really fine-tune the learning opportunities for teachers in that kind of environment and our coaches are they're pivotal for making that happen um so we're we're very thankful Emily can I

just ask you to talk to Robin about an absolute our instructional coaches are are critical even more than ever now because of the sub shortage yeah um so we we made a very difficult decision um our instructional coaches do work in their home buildings they do a lot of embedded PD with a cap of 10 substitute teachers a day to serve all of our ESC educational departments um for professional learning needs it is it was just it created a dire picture there was no way that we were going to be able to reach all of the teachers aside from Institute day without thinking outside the box knowing that there are real mandated um trainings that have to take place uh specifically and being of student services and in our multilingual department and so as as

a way of being creative our instructional coaching team is actually going in as the SWAT team to all of the schools and while um our fantastic assistant director Louisiana and Robin are are co-leading and leading our math PD our instructional coaches are covering the classrooms of those teachers so they can attend the PD and that takes them out of the work that they do but the fact is that we we know how important professional learning is we know how important it is to have an um not just a one-way communication and PD plan we feel very very much that it is important that we as people of district office are in buildings working with teachers um so a lot of us go and teach classes I've had the fortune a good fortune of even doing

that the past couple of weeks um we go in and we co-teach with teachers we do the same things our coaches do but we needed to use our coaches in another way in order to get some time with with our teachers and that's that's a sacrifice um but the fact is we believe in professional learning and our hope is that people can not only see um our coaches are willing to to walk the walk because they are um but also see that they can go to learning with their coach and Lily and Robin and then they can carry it forward and go meet with their coach again to talk about those same things because they were all in the trainings together so it's it's not ideal it's not the way we would hope to continue

but the fact is this is our reality and we want to pay respect to it so um we are going to continue we're continuing on with all of these things and um we'll move on to our next fun topic which is greeting and report cards the the next favorite thing to talk about um so uh some of our adjustments that we reported to the board when we made our adoptions last year is that we wanted to make sure that when we adopted curricular materials it wasn't just about buying the stuff we talked to you in the spring about curriculum is not just stuff it's about what our goals are what are the standards how are we assessing students what are our instructional moves and a part of that assessment piece is uh really a big

part of that assessment piece is rooted in our grading and Reporting and how we give feedback to students so in the areas that we adopted new materials and updated materials we went through with teachers over the summer and partnered to look at our grading and our report cards and we started shifting to a more standards-based report card this isn't too far off from what our actual report cards looked like before they were very skill based they had skills listed and there was a Mastery scale that represented some some grades there were letters that represented different levels of Mastery and then in some grades there were numbers that represented different levels of Mastery so what we did is we worked with teachers and collaborated to identify what areas that we wanted to replace those skills with

actual standards that the state requires of us it makes it a lot easier for teachers for parents for students to understand because when we talk in the classroom about teaching we usually tie those things to standards so making those things connect and correlate on the report card was important to us we want to make sure that as we were doing that we were being comprehensive we also updated some of our SEL standards we were one of the first States we were the first state to adopt the SEL standards a long time ago 14 years ago I believe um and so there was also a portion of our report card where we had um some like study skills is what they were called homeroom study skills and so we replaced those with our SEL standards because

again they were much more aligned to our standards that we are required by the state to adhere to um so it helps us with consistency across the district continuity related to our work and the materials that we're using you can go to the next slide Becca thank you and just to give you a little um sneak peek at what the grading rubric will look like when those report cards go out are uh consolidation of those like I had mentioned at different grade levels we had different Mastery scales and it just didn't seem to make sense and so we Consolidated those into one Mastery scale into more of a traditional scale so you can see the old scale is on the left and our new scale is on the right shout out to data services department

for the hours and hours and hours of work that they had to do it sounds like it would just be a little click of the button but it was not they were a very big partner in this um and and I think the biggest piece to connect to this is that this idea of these standards are connected not just to what the two students are getting that day in the classroom or that lesson in the classroom they're connected to what they're getting in a year what Emily was mentioning about looking at curriculum in a coherent way this is a really a big reflection of that because a lot of our standards are not just stuck in one grade or one lesson or one activity they spiral from grade to grade and this just continues to

reinforce one of our favorite sayings in our department that learning is not is a journey it's not a Sprint right so really getting to this idea of we don't have to get the cram it all into the kids right now this one day when you have them in front of you that trust that we're going to build this learning over the year and then you're going to pass it on to your colleague next year when they have that student and we're just going to continue to do that to build towards that portrait of a graduate that I've only talked about before oh yes more more fun homework um so as you can see on the right hand side isby actually has homework guidance and we adopted that during covid and we have not changed it

uh we've gone with isby's guidelines um and as you can see it increases by grade but they have about a maximum total of minutes per grade um so our amount of homework time has not changed in district 15 over the past couple of years but one of the things with new resources and materials means that some of the work that comes home may look different and um so for example in math we've shifted math programs and so before you a student may have gotten a page with a bunch of different problems right you know 20 different math problems um what it may look like now are less problems one to three problems but they are more both um I think higher level they are more Rich they're more based on the actual thinking we want

kids to do so um as we are adapting these new programs I think there's a couple things number one things are going to start to look a little different but also just kind of like with driving teachers are going to find new bells and whistles as they continue to use the materials and so it may start to look like one thing right now here in the fall but as teachers get used to things that homework May shift it may start looking a little different as people delve further into their programs um it's cruise control yeah absolutely so um just you know just a note about that so um our teachers like I said are working hard and they want the work that kids are taking home to be meaningful um and so as part of

that things are just they're shifting we're continuing to evolve so last slide thank you all right so uh teaching us learning has rebooted this year our parent University we've already had two sessions one of them was just today um we the ones that we have done virtually both of ours this year have been virtual we record them they are posted on the district website um they happen on Facebook live our first one was about our curriculum updates and the report card updates today's was about uh the report cards report cards are coming out this Friday for junior high they're coming out next month for our um first through sixth graders so we did some collaborating and talking about how to interpret a report card how to talk to your child about it and how to

set parents up for success for going to conferences um so we're really excited that we've you know been picking that back up November 15th we're going to have a conversation about our positive behavior interventions and supports and then um in December we're figuring out the date still we will do our annual year of code and we're really fun excited for that that's a really fun one so you know these are just things that we are continuing as we have new curriculum and um we're continuing to work on because we want families to be a part of the work that's going on here at District 15. very exciting thank you all so much it's a lot of work and I Echo everything that you've said or teachers are working very hard um to get used to

Rich and different curricular resources and approaches it's not been easy we've you know been in communication with CTC trying to get some additional support as our teachers work to to fully you know utilize the new resources so we thank our teachers for staying patient and diligent and for all the supports that we're pushing into the classrooms and we're going through some Growing Pains but we're going to get there together so it's part of the reason we ask that they come here to really let the board know of these new curricular initiatives to ensure our teachers that we hear you and you know help is there and it's continues it's on the way and it will continue and we just have to be patient with ourselves and and we'll get there so it's exciting it's hard

but at the end of the day it's really going to help us with what we're trying to do for kids is to help them really learn and up really see that portrait of regret would happen as they move through our system so thank you guys all of you Megan and Lily who are who are not here and Janice um thanks for everything you guys are doing all right time we've got another exciting topic thanks Emily and Robin hit the road and and just the last comment I do want to recognize these two as well as Janice it's it's been you know in any transition it's always hard but it has uh been made positive and productive largely thanks to the efforts of these two and the teams that support them so thank you both of

you and I just wanted to recognize them in front of you I did just like just a couple of questions just curious with anything else nothing I promise nothing like you most importantly although I wanted to say thank you for recognizing the teachers in your presentation tonight um as you said like it's just it's unbelievable how some districts don't recognize their t-shirts and that's why some of them are fleeing the districts that they work in so um thank you for that and also in general the district and the board for recognizing the importance of PD and trying to make it happen in any means possible in their school day because it's impossible and you're doing it so thank you for that um my questions are really just more Curiosities so do when you put those

pictures are the works The Works Place versus the classroom that's very eye-opening and it's part of what I do every day in environment changes that work but um I noticed too like the current classroom in that picture isn't all of that different from the 1950 classroom right so I was just curious if you know assuming referendum passes and we're doing all these wonderful things and all these cool curriculum changes and updates and all that is kind of examining how we structure internally in the classroom part of like that broad picture and some of that work has already been occurring I know that a lot of our schools have been piloting flexible seating that's really awesome I'm talking about especially in our new library spaces that's prevalent a lot of our classrooms that either had desks

especially during covet when we did through the clean out to try to make space for people for just people to spread out is there was a lot of rethinking of the spaces so as opposed to going back to like oh let's just have our desks in a row right thinking flexibly about how can we use tables how can we even if we can't buy new desks use those desks to reorient students so that they're not sitting in those little rows that you saw in the picture right that they're facing each other that they're utilizing even the desks as a flat working space in a collaboration space so there's a lot of creative things that have been happening already and I think Jim just to piggyback a little bit on that is not only we've talked

about you know Gear 2 learning spaces right the libraries but when we look with that when we work with our Architects on visioning what a middle school would look like Thomas Jefferson conversion from elementary to Middle the libraries will be Central but then they're also creating these what kind of spill out spaces where kids can learn outside of their classroom outside of the library they can collaborate and it really does get at that modern workplace because learning takes place in a variety of different ways and in a variety of different places so that's part of you know the TJ conversion Plum Grove will have spaces that will fill out spill out from the library so kids and classrooms can work in a variety of settings and then we're looking at the other schools sunling would

receive an addition and then Winston campus already has quite a bit of space they have the district's largest library because they're a K-8 school but we're looking to make sure that we have those spaces being built in during construction because if we're going to open and improve we want to add additional spaces where kids can learn more 21st century with a 21st century mindset that learning takes place when kids can collaborate and they have agency over where they want to learn how they want to learn do they want to sit at a desk do they want flexible seating do they want to work on the floor we're really being intentional to to bring as much of that 21st century thinking into our schools you know 22 years into the 21st century we got we got

something left I was very impressed with those a lot of the people that were part of that planning I know you and I sat in that meeting for a couple of hours and they were very very involved in wanting to make sure that we had the right kind of storage space for teachers the right workspace for students no matter where they were yeah I was I was also really impressed when we talked about it with the Middle School models and things like that and I was hoping that that was part of the plan for elementary as well next one again more curiosity this may already be happening in classrooms but I know with all the really fun things planned for curriculum and all the work that you're doing with that in part of the professional

development do we already have or are we planning to like do like Universal type strategies for instruction like the one I'm most familiar with in previous current and previous employment is like Kagan strategies and those kind of things like that also goes with the environment and all that kind of fun stuff is that also part of the big picture or maybe already is yes yes yeah very excited uh you know it's interesting because like I I wanted to actually respond to your first question but it was answered so well so we have been engaging um our teachers in science professional development with the new program and we had uh an initial meeting that led to that professional development and some of the comments the teachers made that were really positive in this group was one

said we're actually doing science and Science and one teacher had met you know I had mentioned in science we're doing less like non-fiction reading than we used to and I took that as a positive in two ways the new curriculum is very Hands-On and very discussion small group based and with that there's an inherent structure in which students can support each other it's easy to scaffold needs within that type of framework and it's not around listening to a text receiving information it's around Discovery and Discovery with your peers so a lot of these curriculum are much more oriented towards discussion focused pieces like Keegan strategies and whatnot where small groups are actually doing a large part of the learning and now the teachers facilitating their actions providing them with new questions to approach and you

know pushing them in one direction or another with bits of information so that the learning process is much more active than what you would see in those right so yeah so that's exactly what yeah and I want to make sure I assume that a lot of that is already done I was just curious how much of a product is correct like there's a lot of those pieces and samples in place to help support that when we also adopted the instructional framework a few years ago we spent a lot of time with our instructional coaches and getting feedback from teachers and we also developed an instructional Playbook that's common across the district so that is a resource that has a Consolidated list of of instructional strategies and along with those for each strategy There's an actual

like one pager that can help a teacher guide through what's the purpose of that strategy how is it tied to our instruction framework what are some resources and research around that strategy and then what are the steps to implement or to plan Implement and reflect on it and so those are tools at those one pagers and those strategies are tools that our instructional coaches utilize in their coaching conversations and they're also strategies that our buildings have been embedding in their school Improvement goals for the last few years since it's been in place wonderful and last one I promise and this one I think I already know the answer but I think I just want to give you an opportunity to kind of speak to it because you know for maybe parents who have their oldest

child is younger and their last experience with education was high school or college right how much of all this really great things that we're doing in district 15 with the curriculum and all the things that we plan to do with our students how closely does it align with like 211 expectations for incoming freshmen having a lot of conversations with them especially math that's one artistic relation that's like very sensitive for parents right because there's an advanced track that's what it tends to be a topic that is you know on people's minds and so in any of these moves we usually meet with their curricular people to just make sure like are we on the same page do we want to collaborate do we want to do professional development together we've talked about we've been a

part of some of their teacher meetings and they've been invited to ours as well so we try to make sure that that's working that's awesome some of the things we I had met with Department chairs from all three of our high schools and we were talking about some of the instructional shifts and things that we're trying to have kids do and uh the response was I'm so jealous um and so they they felt like we were really setting kids up excellent for high school in a in a very strong position but also I think that they felt like we we perhaps were starting to move forward a little bit and push the envelope us what good instruction looks like that's great we've definitely heard that the superintendent level that they see that and they appreciate

that Tom and I were at a meeting he joined me at a meeting with the superintendent in 54 and 211 and um you know curriculum heads came and we really are starting to talk more and just continue to push for greater articulation especially around math out of level placement um because we know our kids are getting solid math instruction here and we want them to be ready to populate some of the higher classes you know when they get to friend or Palatine High School or Rolling Meadows 214 wasn't at the meeting because it was just the feeders to 211. so I think there's even more collaboration and dialogue and that's nice to see that's great yeah thank you okay great question for you so we're talking about the um trying to achieve better you know

better proficiency and all the subjects with the kids um so how is things how are things been going with recovering from the learning loss that we saw occur in 2021 you know now that we were getting back to normal testing the kids have we seen an uptick in their in their uh proficiency we're actually going to go through the information in November in more depth one of the things that we've seen is that you know our teachers are telling us that kids show struggle from that period where they were either remote or whatnot they're just gaps that they had and whatnot and that's why it's especially important that these curriculum are actually things that we're using to continue to try and support them to move forward uh in terms of upticks we're seeing still a

stable trend right it's still a stable Trend and we're really hopeful that part of these curriculum updates will start to move things forward we continue to see outcomes for kids to be very different based upon their demographics we always have had high achieving High performing groups that are doing well and we've always had less less resourced more difficult achievement performing groups and with that we're actually seeing some areas where there is some movement forward especially in early literacy and things like that so we do have some very positive results to discuss at our November meeting you know but we know that this this epidemic has created kind of some uneven learning and so we're seeing areas where we're having success and we're seeing areas that we'll talk about in November where we need to continue

to shore up okay I mean actually I have seen a little bit of work with some first graders and I have seen a big Improvement in first graders are able to do compared to what they're able to do last year last year in an epic disaster uh like they could not read or or write and it was for like almost the whole year yeah but this year they're already able to read and write and they're doing much better so they've already recovered at least the first graders yeah recovered quite a bit one of it's good news uh so there's a couple of Faith there yeah a couple things you really supported us with board is that uh you know last year we really looked at updating a couple major things one is our intervention resources

for students that showed struggle before we had really a singular option for students and we've we increased those options and made sure they were highly effective and then you supported us with staff to actually Implement that so that we could reach more kids because we did have resources reading Specialists and whatnot to address extreme need but we simply did not have enough meaning we had to turn kids away even though they displayed need the other thing that we really invested in heavily is our assessment system we've always had a strong assessment system grade two forward we did not have a strong system K1 which is arguably the most sensitive years the most important years to keep a real pulse a Vigilant watch on student achievement so we invested heavily in well heavily as relative we

invested in in state-of-the-art tools to be much more precise in how we monitor those skills so we can respond so I'm glad you're seeing that and I think you know we are seeing again now that students are returning to you know the regular instruction and whatnot where they're responding to it but again we also as we were talking about you they were talking about an uptick in students with IEPs in the early childhood level a lot of those kids who were in the very early stages those were the ones that were affected most and again we're seeing areas of success scenarios again that we still have to continue to Monitor and still you know use our resources to address so but we'll be talking more about that in November but there are many positive things

to share thanks yeah thank you all right all right thank you everyone thank you thank you you're a lot of designations [Laughter] one more and this really be this really links to what you were asking about and when Tom was talking about November so this is just a preamble yeah so um in 2018 is be adopted an accountability system we discussed that years and years ago and the accountability system was a replacement for No Child Left Behind and it was aligned to the every student succeeds act and essentially the system was a meaningful departure from how accountability systems had operated in the past and that meaningful departure was in two ways first the accountability system focused on a much more diverse and holistic approach to understanding school and student performance in the past the only

thing that was looked at was proficiency on a state test at the time it was iset they moved away from proficiency because they realized that if you are a student who has struggles because of whatever a learning difficulty resources maybe you just stumbled during covet and are trying to catch up now to where you were that you might not be proficient yet you might be showing quite a bit of academic growth so the state expanded their view of student performance to include not only proficiency but student growth student engagement in terms of attendance their participation on the school climate survey they looked at a Science assessment results which they had never included and they also include progress to English proficiency for those students who are not yet English proficient so you see there are many

areas that the state has included in looking at how students are doing second major way that Essa changed from No Child Left Behind is the way that they support schools in the past a school designation or a school categorization was really meant to try and penalize schools if you were identified as a school needing some support it was really a kind of scarlet letter in a sense that you were you were essentially told that your students are not performing adequately and you simply needed to figure it out the difference now is they try and flip that narrative by saying actually if you are looked at in terms of a designation of some kind it really is supposed to be a supportive approach there are small amounts of monies that the state provides and some consultative

services to help schools look at how to improve student performance not just reactive poor performance so the two ways are really quite a positive step forward in-house of the state tries to support its schools in bolstering student performance across the various areas so each year since 2018 the state has issued these School designations there are four exemplaries the highest is meaning that you're in a top 10 percent of schools commendable means that you're in the between the top 10 percent so you're 11 or or lower and top five so there's a wide band there but none of your student subgroups are underperforming so that means you are a healthy school targeted which means you are a healthy school yet you have a underperforming subgroup and comprehensive which means that you have large needs falling in

the lowest five percent performing of schools so those those four areas were originally deployed in 2018 and then covet hit and since then they have simply just maintained the original designations okay and at the time in 2018 we had four schools identified as targeted schools then the following year that actually moved three of the schools moved off the list we had one and now we're at a point where we are going to be receiving new designations from the state we actually already have but they're under embargo meaning they can't be discussed in public before they're released from the state right that's an agreement they have with news sources we have reviewed our results we have an educator preview and we'll be talking about those in November we have very good news to share with you

guys so I I suppose that's kind of a tip of the Hat in some way but our efforts through covid and the things we've done have proven to have been beneficial to our students and we've seen very favorable results of that we certainly ignore knowledge too that there are areas that we have to be vigilant with and will continue to monitor but as we are looking at where we're going we're seeing actually positive responses and it's reflected in what we anticipate to be the 2022 summative designations the district will receive in November so they'll come out on October 27th across the State Illinois so we wanted to give you just leave overview the night so you um the designations are it's been a few years and so the community knows to watch for it on

the 27th and then Tom will come back in the November meeting and and run through the actual data once we once we're allowed to do so ah thank you all right thank you John cool may have a motion for acceptance of minutes oh make a motion to improve the minutes from the September 14th 2022 regular meeting of the Board of Ed chicken and executive session as attached discussion all those in favor aye aye aye motion carries um Section 8 board committee reports Ed read blank uh legislature Smith Sutton and there's really nothing to report yet I'm sure something will come up next month I think at The veto session get together and usually give you something to report sounds good easy month the uh one five Foundation yeah yep uh one five Foundation actually have

been quite active and busy uh lots of emails kind of going back and forth with some just uh you know behind the scenes activity making sure that the foundation is healthy and active um The Family Fun Run that was scheduled is postponed to Spring of 2023 uh the teacher mini grant program is up and running the foundation received 15 applicants and they're currently analyzing the grant requests to see which ones they would hopefully be able to approve and the foundation might open a fundraiser to help support those initiatives um I can just pay you back on that I was going to say because we didn't have the fun run because it was the recipient winners because the monies that we hope to earn as a result of the final run we're going to be used

to pay out the midi Grant recipients or to allow more of teachers to be awarded dollars to support their innovative ideas so okay yeah I think that's why they're saying they might do anything I would probably go so far as to say that they will likely do a fundraiser there's a donor out there or a donor exactly and reach out they will also be participating in like the candy crawl that's happening at Falcon Park um in the parking lot this coming Friday I think there's also one here in District 15. so the one on in Falcon Park is from 6 30 to 7 30. they'll have lots of candy and fun giveaways for the kids the foundation is still looking for new trustees so if someone is interested you can check out their website it's

saying on policy five colon 240 suspension and press 109. she's looking right now but that sounds right in the addition that she wants to add instead of it being mailed because you've done that in the past correct right that way that it's we insert that policy applies to personnel is it um seven colon two two oh oh suspension procedures and that policy references and footnotes that one was updated I believe so that sounds correct what expulsion procedures right option yeah yeah seven two times and it's written request all right Claire so it's seven to ten under one before a student may be expelled the student in his or her parent or Guardian shall be provided a written request written request to appear at a hearing so you want it written as well as digital or
