014of July 31st an unthinkable tragedy occurred and we lost seven members of the district 15 family but the last impacted our district as a whole the communities of Carl Sandburg junior high school and Central Road Elementary School were directed directly and indelibly impacted by the loss of five current students and two parents at the Board of Education meeting tonight September 14th the district would like to recognize the individuals who immediately assembled to create a plan knowing our community's need for support to process the loss would be immense though was the middle of the summer and many were not assigned to be working the district 15 staff at the school and District level were quick to respond to develop and execute a response plan to meet the needs of our community Counseling Services were immediately made
015available at our schools for any member of the community who needed assistance an evening training for parents and Guardians on how to help children process grief and loss was prevented just was presented just a few days after the loss occurred and therapy dogs were made available to the attendees the following staff should be commended for their skill professionalism and true understanding of compassion for human emotions Liz Ashman assistant director of related services Dr Rachel Bland director of mtfs Tamara Byrne assistant principal of Carl Sandburg Junior High School Dr Tom Edgar assistant superintendent of teaching and learning Ellen fugelstad psychologist at Pleasant Hill Lauren Green assistant principal of Central Road Melissa Melissa Jairus social worker at Central Road Erica Johansen principal of Carl Sandburg Junior High Kristen Jerka special education coordinator Alexandra Castle social worker at
016Walter R sunling Maria majuska social worker at Virginia Lake Dr Megan Meyer trauma-informed Learning and psychologist coordinator Deanna nemchak student advisor at Carl Sandburg High School David Pierpont counselor at Carl Sandburg Junior High Joanna rezepka psychologist at Carl Sandburg in Central Road Joanna shastachuk principal Central Road Dr Laura swanland director of comprehensive mental health and related services and Kelly suyrzek social worker coordinator please join me in sharing our appreciation for these wonderful staff members [Music] thank you again for everything that you did thank you [Music] flash you come anybody else we will now open the meeting to public comments please remember that this is not a dialogue between you and the board if you have a specific issue which requires a response superintendent Heinz will get back to you please state your name and identify
017any group that you represent please limit your remarks to no more than three minutes if someone has previously articulated something with which you agree please state that you agree rather than reiterating the entire comment and finally please do avoid comments specific to any person student or staff member respecting that person's right to privacy this is not the Forum to comment on Personnel issues three hmm three three Pastor James Pittman uh right here we'll let you sit down yeah grab a seat and whichever mic you like um there should be a button is the green light on there if not you can just press it all right you're nice you're ready to move all right almost brought up the word the greatest man and a lot of things ever walked through so he said he's disciples
018Temptations to sin was sure to come the world through the morning to whom they come it will be better for him if the Middle School his home around his neck and you were attached to the Sea then shouldn't cause one of these little ones of course these are the words of Jesus gave Christ disciples showing great care and concern he had with children well I'm here tonight because there's an issue that has come forward and we've been aware to meet the people at New Hope Community Church in the state it seems as though um now it's on okay sorry um it seems though 818 was passed and it is an Illinois learning standards for sex ed and some districts as you all knows has opted out and I'm told that district 15 has in fact
019opted out but that they do use an organization called Candor health last week we met with a teacher who once taught in the Arlington Heights area in school and he said in 2021 and March 2021 uh Candor switched what they were teaching from the beginning of the year so the parents signed off on their sex ed and in March of 2021 five months before Governor pritzker signed SB 818 they actually switched what they were teaching and what he started they were asked to teach in March was nothing like what the parents signed off in the fall uh the new curriculum was radically radically different I'm not sure whether or not Candor did this in D15 I'm not I'm not sure at all um so Candor posted on Twitter in August 30th that they hadn't changed
020anything due to SB 818 and that was true because they switched to five months before he actually signed it um again what were their motives I can't say for certain but it seems as though they switched it so that they wouldn't have to so they could save when it was signed hey we didn't change anything but Candor does in fact align with the new standards in many areas including teaching kids and and when I got in here I walked in just want to make sure I did not want to say this with kids in the room so the kids are not here so so here's what um it aligns with the fine what does that mean three minutes let's go yeah I'm sorry we updated the policy to to three but since it hasn't been
021updated on the website yes okay that was three minutes I'll go fast I'll go fast change okay no worries a couple more minutes okay don't worry it says it says the standards define vaginal Aura on anal sex in seventh grade that's Candor that's 12 year old children um describe steps in using barrier methods correctly external and internal condoms and dental dams maybe I'm old I don't know what you use a dental down for in areas like this and I don't think 12 year old children should know either um explain the range of identities related to sexual orientation in seventh grade hair how to abide lesbian gay queer two-spirited I'm I don't know what that is asexual and pansexual I don't want to know what pansexual is but your 12 year old kids also gender Expressions
022explained is existing along spectrums you're not it is currently found in seventh eighth grade programs um if I were to I'm out of time if I were to take what is taught here go to my church and have a conversation with 12 year old girls and boys but this SB 818 and the sexual ass I would be arrested should be if I were to talk to 12 year old children about these things I should be does that make it okay if you do it in a classroom that was very disturbing when I find out found that out and very disturbing at people in our church and so I don't know what you all know I don't want to assume but I think sexualizing children whether it be in a church or in a classroom 12
023years old I think that's I think that's wrong I think that's wrong thank you Pastor Pittman [Applause] Vicki Wilson good evening I'm here tonight as a member of New Hope Community Church taxpayer and former D15 parent as you heard we at New Hope have researched the so-called national sex ed standards that Illinois was the first to adopt these standards are not National they were not written by the U.S Department of Education they are not federal law instead they were written by three radical independent political organizations based out of DC and given this title now you said you've opted out which was initially good news and when the question was asked what are you teaching instead I found out that D15 is using Candor Health Online modules in the junior highs and had field trips there
024and this is a red flag after speaking with a former middle school teacher in another district and others we now know that unfortunately an opt-out is pretty meaningless or can be so we would like to know what portion of the standards does D15 really cover is it 80 or 90 percent because it appears as long as a district is not doing a hundred percent they can say they are opting out I was told that kids at some schools on the first day of school were told they can use any bathroom they want in D15 is this true boys and the girls girls and the boys um Candor Health recently tweeted an article on pleasure-based sex sex ed entitled should we be talking to kids about what it means to have good sex it's very telling
025what their true motives are they do not care the age of consent is 17 in Illinois they do not care that when compared to teams who are not sexually active teens who are are significantly more likely to be depressed and attempt suicide the motives of this company are not to look out for the best interests of children that is clear so why are you spending our hard-earned tax dollars with them it's pretty egregious by itself let alone when the academic results in D15 are so dismal according to the isby report card in 2015 49 of D15 kids were ready for the next grade level in 2016 that went down to 45 percent in 2017 42 percent and in 2018 40 percent uh were met or exceeded standards in English in 2020 there was no data
026and in 2021 32 in English and 36 in math these numbers are simply mind-boggling it appears it's way past time to get back to basics public schools in Illinois are at a crisis point it's sadly not surprising that Illinois was the first to adopt these standards we have a governor when he's not looking locking children out of schools is using his wealth to be a leading funder for radical and dangerous transgender activism as reported in the north Cook news in January the pritzkers donated 6.4 million dollars to Lurie Children's Hospital in Chicago the same Larry children's that was reported by Chris Ruffo to promote a binder Exchange program to assist teen girls in binding their breasts to look more masculine they also promote a kid-friendly website that has a sex op sex shop selling sex
027toys and much more also the non-regulatory transgender guidance from isbe is punitive against teachers who disagree with the insanity and requires schools to deceive parents about their own children they've loved and raised their entire lives the people in charge here in Illinois think if there's a disconnect between someone's brain and their body that the answer is to mutilate and sterilize children teaching kids whose brains are far from fully developed this ideology has led to kids who are now suicidal because they've changed their minds and can't fix their bodies the stories are very grim parents who are listening I urge you to opt your child out of any and all sex said you have no idea what the teacher is sharing in the classroom that is not part of the official curriculum or what any outside
028Consultants that are brought in are teaching your child it's not worth it I urge this board and administration to get back to basics respect parents who have raised their children according to Christian values keep politics radical gender ideology and the sexualization of children out of the classroom push back against the cruel Insanity coming from the so-called leaders in Illinois thank you you Vicky Terry Paulson good evening my name is Terry Paulson and I too am a member of New Hope Community Church and a resident of D15 like Vicki I was recently married aware of the isby report card for D15 and as she already pointed out the snapshot of academic progress found there is appalling I put it a little differently than she did in 2021 68 of D15 students failed to meet grade level
029standards for English 64 failed to meet grade level standards in math science is better 50 are at grade level maybe your first instinct is to defend the district and blame the lockdowns but the history that Vicki just read says something different and the 2019 scores are almost as bad I'm trying to wrap my head around this because what it means is that our Administration and teachers are utterly failing in their primary mission which is to give kids a basic education that is the job we elect you all to make sure that they do their job the isby report card makes it clear that they are not superintendent Heinz well I'll skip that one it seems like this ought to be the number one agenda item at every meeting until this is corrected is it if
030this were all it would be really bad but unfortunately it gets even worse there are books in D15 libraries that are completely inappropriate one of them is right here at sunling it's a book called tricks Amazon says about the book five troubled teenagers fall into prostitution as they search for Freedom safety Community Family and love there are many depraved passages in this book I'm going to read you just one it is short quote his fingers snake into my hair pull my face into his and when his mouth covers mine rum and mint flavor his tongue the kiss I return is not gentle and when his body rocks against mine he is hard against the throb growing faster and faster between my legs he is strong my heart pounds as he wraps my right leg around
031his hip lifts beneath my short denim skirt he finds nothing but skin and hot wet wet pulsing his fingers start there and work their way inside my body screams for orgasm but not like that F me I beg his eyes feral meet mine he smiles props me up on his knee UPS unzips his fine silk trousers brings the swollen knob of his blank just outside my thrumming blank say please apparently some people in our Administration think this is appropriate material for 12 and 13 year old kids do you as teaching Reading Writing Math and Science become just too this book was reissued in 2017 so I'm going to assume that at least some of you signed off on its purchase the ever more perverse sexualization of our children in our public schools has become public
032knowledge do you really think that the administration 's judgment could be trusted they put Boys in girls locker rooms tampons in boys restrooms and are confusing kids about gender while at the same time hiding their confusion from their own parents see the isby guidelines you are asking us to pour even more money into a project that is not only failing at its primary Mission it has clearly gone way off the rails this is wrong it's all wrong you are our Representatives this is your responsibility and I'm asking you to do something about it thank you that is all we have for public comment um superintendent's report yes thank you um it's hard to believe we're in the fourth week of school but we are opening ends days went very well we had two days of
033opening Institute where we had a guest speaker we had over a thousand people listened to Dr Doug Bolton he's a clinical psychologist and he talked to us about the importance of SEL both for students and adults and really talked at Great length about specially post pandemic making sure that we're addressing the social emotional and health needs of our students so the principles worked very hard to have a number of you know welcome events to orient new staff to set goals as a building and the teachers worked hard to get their classrooms ready not only for walk your schedule or meet the teacher but for the start of a school year it felt great visiting schools and seeing all the pictures online in terms of having our kids back to what felt to be a lot
034more normal or typical of a school year so it's it's nice to see um School feeling like school again and the beginning of the year although Fast and Furious is off to a strong start we've had a lot of Welcome Back picnics PTA events and we're kind of rocking around already into September um we have an ongoing communication and information sessions scheduled for moving 15 forward we had a very busy spring and summer we continue to reach out to make sure that the community is informed about our moving 15 forward plan most recently and a second postcard was mailed to homeowners within our 35-mile boundaries we're working on another tri-fold publication again to make sure that folks in the community that don't have children within our schools know what this plan entails so that should
035be mailed out within the next few weeks we have additional information sessions planned and Claire if you could Advance the screen one by the way we have a virtual session on September 28th so that's for folks that can't come out or it would be easier if they just listened in from home and then we have five upcoming information sessions at our four Junior highs and one additional Thomas Jefferson which should moving 15 forward uh be approved by the voters on November 8th will become our fifth middle school so you can see uh folks that parents that have or folks that live within the community can attend the junior high that's closest to their home and we're asking our parents of elementary students to find their feeder School to attend those sessions we have some additional
036Community sessions on the books as well if you can advance one Claire that would be great we will be out this weekend at the local Palatine Oktoberfest event we will be a grand we're going um talking to the legal men's voters so any group that wants to come and speak to them we are happy to do that we will provide information about the plan additionally we've been continuing our focus with Safety and Security planning at our August meeting you received a memo it was then shared out and posted on our website in terms of all the ways in which we are looking to ensure that our schools are as safe as can be some of the gentlemen that were here tonight are part of that safety assessment that's going on we're looking at all of
037our our classroom doors our locks and we're determining if we're going to change those mechanisms giving teachers greater flexibility to open and close the doors from within the classroom strategic planning preparation has been going on since the spring we have our kickoff meeting tomorrow and I believe zubair and Sam will be the board representatives for that meeting we're excited to work with Hanover research on creating a new strategic plan that will guide the work of the district for the next three to five years we have interviewed and we will you will find in the Personnel report tonight we are recommending Stephanie hodormarski be the new executive assistant in my office with October 3rd start date once the board approves it I would like to thank Min and Clara and Becca and Sandy and Claire for
038sitting in and Lisa Ness finding candidates helping with the interviews and ultimately we all agreed unanimously that we have the Just Right Next executive assistant the next Julie O'Hara although those shoes will be hard to fill we are excited about Stephanie starting and then lastly I've been visiting ptas attending PTA meetings to share District updates and answer any questions that are specific to schools moving 15 forward or any of the other work we have going on in District 15. so that's from the soup's office Claire and Tom Bramley will provide a transportation update to keep you abreast of what's happening with Transportation especially in light of the driver shortage and that will be shortly Tom you can head on up but we're going to do it at the end of this presentation tonight you will
039hear from Diana and Josh about the fiscal year 23 budget they'll give you an update on the audit that was that is underway right now we'll talk about the first district-wide payroll and finalizing summer construction projects in particular there's always punchless items at the end of summer construction but Paddock was our largest summer construction project and we're still working to finalize the HVAC project at Paddock schools are looking great though oops sorry ed services we have a full service Community Grant partnership with the boys and girls club we're working on that and we will likely bring information to the board at either the October or November meeting so you can learn more about what the community Grant partnership with boys and girls club will allow us to do with our students in terms of extending
040the length of their school day time additional time for instruction these are some of our neediest kids additional time for some additional support homework help there'll be clubs there'll be a variety of things they can do it really is to just extend the amount of time that they spend in school versus you know at home the 21st century Grant Title II title one and ebf the evidence-based funding is coming through with the educational service departments all of those grants are kind of in full swing right now the related service team many of whom were here tonight to recognize for their their huge efforts in response to the tragedy at Central Road and Carl Sandberg their day-to-day dealing with shortages additional shortages which are clinician shortages just like bus drivers there aren't enough social workers and
041psychologists to go around at this point in time to help you know address the growing needs of our student body so they continue on almost a daily basis to figure out how to shuffle the staff that we do have to ensure that the IEP minutes are met within all of our students IEP plans and even students that don't have an IEP maybe a 504 are just experiencing you know a short-term need for additional support it's a it's a daily dance to figure out how they can shift staff to cover all the needs that we do have mtss intervention Cycles have been initiated that means we're starting reading and math intervention so kids that need additional time learning how to read and learning how to you know utilize all the math standards and meet the math
042standards at each grade level are getting additional support um we have a new program in North cook and we are a pilot school district Winston junior high will be the school that they will collaborate with and what alap is going to do is allow us to identify between 25 and 30 students that would benefit from additional mentoring and they will have their own mentors assigned to them they will work closely with the school closely with the students teachers they'll do a lot of Parental and Family Outreach and rep services so we're very excited to be to have been selected by North cook District 65 in Evanston will be another pilot school for this new program at the North cook intermediate service center human resources are we're very front and center interviewing for that new executive
043assistant I just talked about they're preparing for the first payroll run of the school year they're doing a lot of sub training thankfully where we have seen some progress some forward progress in addressing a shortage is with our substitutes we have picked up a few more subs and we do provide very robust training for our substitutes so they know how to teach when our teachers are out sick or attending professional development so we're excited about that and they have again continued to double down their efforts and we're doing more and more job fairs by the way members of the board if you would like a magnet for your car that advertises that we're hiring let us know we are most of us most of us have those on our cars um and we are actually
044picking up people like people are coming up and asking more about it so in addition to the bill billboard on Route 53 you too can have a magnet just a lot of snow if you'd like one from the multilingual programs Department another like all of our departments another busy month they had a wonderfully successful welcome back picnic on the 10th that was sponsored by our Spanish bilingual parent advisory also known as bpac they're preparing to launch a parent Mentor program we had it last year if you recall now we're expanding it we're going to launch it in three new schools Jade Adams Virginia Lake and Lake Louise we're excited about it we've screened enrolled and we've completed State requirement documentation for 776 new El students and say that number one more time 776. so that
045department has helped process that many new El families in UWL additional support that's no small feat in and of itself we're planning for professional development for all staff as every department is for 2022-2023 and we've been sharing Renee did a presentation to Cabinet just the other day the access growth reports and we're identifying strengths and opportunities for growth um across our student groups and grade levels to see who is closing the Gap and and proficiency and who needs additional help out of student services that we're as a they have the second district sorry Wilson training this week Wilson is a very Dynamic um tool for helping children especially those that have language or reading issues and we're excited to have that in District for the second year in a row new administrator training about special
046education was well attended there's a lot to learn about special education when you're new a new teacher or a new special educator so they're providing a lot of support to our new administrators so they grow their understanding of of special education IEPs and kind of the rules and regs that go along with special ed we're continuing to do our permanent permanent record review there are organized and we've inventoried up to the letter K and I know you had mentioned how many records have you handled roughly and so that's thousands they're touching every student that's come through here that's here now alphabetically so thousands and we're going to get that organized and digitized and nobody will ever have to do that heavy lifting again because once it's done we're kind of going backwards and then we're
047going to continue to use that process moving forward so no small feat it's wonderful and we've we used our summer helpers we we put them to work they earn their their summer paychecks um and then there is a special education teacher shortage bus driver shortage still a sub shortage clinicians Social Work psychologists uh special educators are in high demand and we have a few programs where we have kind of a patchwork quilt of support we're moving teachers around we're using retired teachers long-term substitute teachers our administrators that have building um programs special ed programs within their buildings are continuing to interview we will likely be looking to December graduates to see if we have a new influx of of folks there just are not enough um candidates out there and we're hearing this in every
048school district it just impacts the district as large as district 15 more significantly because we have a thousand you know teachers and a good portion of those are special education teachers teaching and learning they had a successful Institute day focusing on teacher development and staff and student wellness so there were breakout sessions based on your grade level and your content area or your departmental area of focus so thanks to teaching and learning and all the Departments that were involved in making Institute days such as success those are powerful days and we we really try to get the biggest bang for our buck out of those opportunities that we have through the offerings that we provide at Institute day we are implementing um new curricular materials that's going well in science and in mathematics in particular
049and Ela at the junior high level we will likely at some point this year hear from teaching and learning because we would love to know how these new curricular initiatives are going in conjunction with the new curriculum report cards have been updated to align to the common core standards so typically that's a practice that when a new curriculum is looked at or when the state sends down new standards which they did during Common Core and Ela and Mathematics you would normally change your report cards at that moment in time the district years and years and years ago didn't but now as we refresh these curricular areas we're going to make sure that the report card aligns with the new standards um we've had an expanded approach to parent University offerings and we're really focusing on
050helping the parents understand the new curriculum so for example if you're a parent of let's say a sixth grader using illustrative math or a junior high parent and you want to learn about the new English language arts curriculum we're going to have parent Knights to provide parents with an overview a time to sample some of the the problems or kind of a day in the life or a moment of life of a student using that curriculum and then there'll be a time for a q a because parents we know are our kids first Educators so the better equipped they are to understand and help with with the homework that comes out of those content areas the better um and then we they were working on the implementation of the kindergarten level kids assessment and that
051really helps us understand um each and each individual kindergartner and how they're arriving to us are they at are they at kindergarten Readiness do they have skill gaps um some of our kindergartners have never been to school never been to preschool so they come to us with with no knowledge whatsoever of letters some are coming from other countries they don't have pencils or any formal schooling so we're really going in some cases well beyond or well before kindergarten Readiness and this assessment helps us know how to approach each child okay so I talked about moving 15 forward we've voting information we're sharing the mail invalid applications for that election we're being accepted starting on the 10th of August early voting takes place October 24th through November 7th election day is November 8th anybody that's interested
052in learning more information about how to register to vote please vote please go to the Cook County clerk's office and the website link is here we'll provide it in the board briefs it will also it is also on our website and you know that is something that we're focusing on getting everybody in the community registered to vote because whether they vote Yes or No for our plan we do want a community that takes part in the election process so there's information on how to register to vote on our website on that is it for my update we're going to transition for a few minutes Claire and Tom are going to provide you a more in-depth presentation about all things transportation thank you Lord good evening president shupai Dr Heinz a member of the board and
053your board packet we did provide a transportation update for you um Tom just whispered that he has some updated numbers for us on that report um sometimes you do you want to start with the number of students we transport every day right now and or that uh I've changed when we put the number together last week for your uh the the board report it was 8298 students physically on buses as of this evening that number has gone up to 8 355 that we are transporting every day twice a day and and I would say that that number has probably changed because we get several requests for transportation and changes I don't know how many approximately come into the office every day Tom we've had a lot of changes um and we're still getting um additions
054uh people moving into the district uh I've always said we offer a lot in this district and that attracts people to the district so our numbers usually start growing from now until about November then we have a lull and then of course we'll get the new incoming kindergarteners in narrow spring and so we are you know sure we implemented the the tier Bell scheduled to try to help reduce the number of drivers that were required on each tier we are running a three-tier bell schedule again this year and our first year we have all of our Junior highs and we have Jane Adams and Winston Campus Elementary which are our schools that house dual language programs and students that attend those dual language programs come from all across the district so we put them on
055tier one because the buses have a little bit earlier time to start to go across the district and bring kids back when we started the school year off I think we had about 90 routes on that first tier unfortunately we don't have 90 drivers at present so we have doubled up some of our routes and I think we're down to 87 routes right now on our seven routes on our first tier but we still don't even have 87 drivers um even since we did that the board member I think we're down now to 79. we're actually the drivers that are actually um employed in the district as of this evening is 82 but we have four uh which brings us down to 78 and I've got another resignation from Friday which will bring us them
056to 79. yeah sorry Something's Happened go the other way so daily Tom the assistant director of Transportation our bus driver trainer they drive routes every morning and every afternoon to help cover but that still leaves us short staffed um so we have had to double up some routes which is causing some of our our routes to run late and with a three-tier system one you're laid on one tier that's a ripple effect for that driver before we can start to the next tier so it does Ripple down we are doing um job fairs every single week and if you look at the numbers that are in your board report we've had since since the last um since August of September we've had 19 applicants we've interviewed 13 of them although that's probably an old number
057also because I know you said you had two interviews today it was that actually three interviews this week two or today uh unfortunately the the last one didn't turn hey he's coming to the um situation of not turning up but we had two applicants this week both who are um hopefully very interested in joining us we have four candidates that are in the process as we we've explained at many meetings before it takes about six to eight weeks for a candidate to go through the training pass all the state exams before they become a driver so we do have four candidates in the training process um and um and then in the report at some some of the candidates out of the 13 that we interviewed accepted a position somewhere else or um one of
058our candidates in a passive physical physical examination um so it you know when you think we have 19 applicants oh we'd have 19 more drivers when it's all said and done we we might end up with three sometimes three or four we we have changed the process of our training uh We've brought it a little bit more in depth we're at one time before we could train a driver they had to get their CLP that is their commercial learning permit from the state which meant they had to go and do four written tests to get there what we've done now and it started this week is if somebody's interested instead of just giving them the book go read it go do the tests we're now bringing them in and starting the training process early so
059we're helping them get their own tutoring center for them because we we think somebody should have got through those written exams fairly comfortably within two weeks but we were we were calling people that were five six seven eight weeks out before the evening got to the CLP standard so we're trying to help any future candidates by bringing them in and doing classes in the house to get the written test done we had 107 requests for parents that asked if they could pay for transportation this year we were able to accommodate 48 requests um and really what it boiled down to was did we did we have a seat on a bus that we could add a child to and the family requesting the paid transportation did they already live on an existing route that our
060bus was running we um we didn't want to reroute buses at all because we did not want the bus to take any longer to get to school than it is we don't want to make the routes any longer and I know in years ago in years past when we used to have a surplus of drivers sometimes we would actually add additional routes to go to like certain areas that might be within that 1.5 mile boundary but maybe parents thought that you know that was too long to walk but we we don't have any additional drivers to be able to do that this year so we were able to Grant 48 requests time hopefully um and then lastly I'd like to talk about our transportation to Saint Teresa's they have decided at present not to use
061our our transportation because when we we discussed with Saint Teresa's last year and all through the summer that we would have to move their they would have to be on the third tier for us to have the seven additional bus drivers to accommodate the bus routes that they had and we did try we even investigated the possibility with six private busing companies could we hire out and have their transportation so that they could stay on the the typical bell schedule that they were on none of the other six plus companies would even pick up the job and um that Saint Teresa's chose that they would prefer to stay on their current bell schedule and not have the transportation leader they thought that would be too difficult for for their families so at this time they're
062not using our busing which then um allowed us to take some of those drivers on that third tier and it has we are in the process right now of some of our routes on the third tier especially some of the routes from Conyers Learning Academy because there again you have a school that's located in Rolling Meadows but students are from all over the district at Conyers so those loud those routes can run long and many of those students are students that might have a harness and it even takes even longer to undo or you know put a student on a bus or take a student off the bus so we've used those additional drivers that might have been slotted for the Saint Teresa routes now and we're dividing up some of those Conyers Learning Academy
063routes that we can try to make those shorter that I think is that is our update do you think you could just remind the board when we were a two-tiered system how many drivers did we have we made the hard decision in February to switch to a third tier because we were already feeling the impact of the shortage last year yeah when we were at uh two-tier system we needed in the region of about 145 drivers to cover the routes last year when we started the year we were down to I think it was about 127 and then very quickly went down to 123. um when we did the initial three-tier system last year um we had a 120 122 row sets but again as it came closer and closer to this year um we
064were losing drivers some people just after covert just said they'd had enough others were retiring uh many reasons and we we have worked as hard everybody it um HR people doing the job fairs I've gone along as much as I can to try and entice people in as much as possible and we'll keep working at that I think there's a job fair next week Saturday at Falcon Park we're still trying to get a date in place where we're going to try and invite people in to our bound within the transportation boundaries of sunling where we're actually going to allow people to get behind the seat of a bus and drive it in the parking lot to show them that it's not as difficult as they think to try and entice a few more in as
065well we haven't got the date for that one yet but I know the Falcon Park is not this Saturday but the following Saturday and we want to thank our our community and our parent members for being patient you know we understand um it's frustrating when buses are running late um we just we are in a predicament right now that we literally don't have the the driver to sit behind a bus I know someone just just to clarify because we did get an email and a parent so sometimes I see two people on a bus why isn't the other person driving a bus some of our buses students on those buses require an assistant and and the assistance that we hire that are on our buses they don't have their CDL license they're hired to be
066an assistant to help students on the bus they don't trust me I I'd have him behind a bus if they had their license yeah so um the event on Saturday September 24th is the Palatine chamber business expo and Community Showcase at Falcon Park and it starts at 10 o'clock and we will have a a booth at that event okay so it's not just us but it's it's a whole Expo through the chamber and Tom and Claire just thank you so much no it's a daily minute-by-minute headache um you do a lot of brain solving a lot of problem solving people typically don't call or email when they're happy so thank you very much just for doing all that you're doing to try to get everybody to school and from school safely and on time when
067there's just a massive shortage of drivers your creativity is to be commended all right thank you can I also say the office staff that the dispatchers the secretaries it answer the phones the drivers the AIDS are all doing a magnificent job sure all right thank you both thank you [Applause] all right overview of the Communications Department oh we're gonna do a budget first six one do you want to go budget first yes please look at how I skipped right over the budget I saw Josh pop up out of the corner of my eye I'm like wait a minute wait a minute all right let's let's talk about the budget good evening oh they're now bright green okay all right good evening tonight we'll go over the FY 23 budget can you hear us in the
068back Scott okay I'm the chief School business official of the district I'm Diana McCluskey and I'm Josh shoot I'm the director of fiscal services for the district um so the budget is our road map for the next year ahead it's our best estimate of what's going to happen you never know some unexpected events might come up or unexpected expenses or more Revenue might come in you never know but this is our best estimate of what it's going to be going forward districts must adopt the budget annually within the first quarter of the fiscal year and we use isbee's mechanics of a school budget in order to build the budget there's a couple of notes about how long things need to be in the newspaper and on file at the district that I won't go into
069that because it's just kind of boring so uh School District budgets are based on fund accounting each fund is essentially a separate entity that can only be used for certain things so the educational fund fun 10 that's the largest fun everything that the district does for the most part that has to do with classroom teaching and anything that's not related to anything that other funds do goes in fund 10 that's the majority of everything that we do since we're a school district fund 20 is used to make sure that the buildings stay maintained and clean and the kids have a safe learning environment Transportation fund that's Tom's area that he just spoke about to make sure the kids get safely to and from school uh imrf Social Security that's used we're required to do the
070benefits of the teachers and other staff taxes go in there and we pay out the benefit amounts from that fund working cash fund it just has a little bit of money left over from an old bond issue about a hundred thousand so right now it just collects interest and at some point you can use that tort fund is used for all the districts liability insurance so and workers comp claims that service fund is used to fund all the principal and interest payments for the district's debt capital projects funds and life safety fund that is used for making major building improvements or improving the health and life safety of each building let's start with the revenues the first sliders overview of the adequacy target this is addressing the state revenues that every District received them in
071Illinois it's a new relatively new model since 2017 it's based on a formula uh in which the state actually calculates something called an adequacy Target that's specific to each school district and it determines a dollar amount based on the needs of the district's student body it's a very complicated formula the next calculation that's done by the state is the local capacity Target basically they look at our local revenues property taxes cpprt maybe a few other miscellaneous uh revenue streams and um and between the two of those they determine what tier each district should fall into whether or not that district is has enough local revenues to meet that adequacy Target or not tiers are one through four here I think I've covered the first two major bullet points um tier four is the wealthiest designation
072they have 100 or more greater of the ability from their local resources to meet that adequacy Target uh we are tier two and tier one being the lowest we're being the most neediest um districts um they can only Meet 50 or less of their adequacy target and some of those districts many are in downstate Illinois um Waukegan Beach Park Aurora for around the Chicagoland area so we're in two and that means we fall between 50 and 90 percent of our ability to meet adequate and adequate level which we know that implies so again we're at 83 right now um we've been at more like 78.79 I believe it moved up a little because of the grant funds that we have that we carried over um FY 23 our ebf from the state is 17 million
07317.6 million all right our next slide is a another continuing with discussion discussion of revenues again local revenues are um just generated right here in our in our community and in the district boundaries and of course the main one is property taxes so we need to point out that the Cook County Clerk's Office has not been able to finalize the property tax levy that we presented back in November and December the tax bills are going out late normally they go out in August we pay in September right August and September I'm thinking July and August but August and September we expect that their calculation will be done in October and it has anticipated that bills will go out in mid-november and payments will be coming in in December so that's like if you didn't get
074paid you're you're your boss ran out of some money and he's going to pay you but you're going to have to wait four months okay so how are you going to pay your bills so we're going to be in that position we're going to have to dip into our fund balances into that 34 percent that we've been having for several years now in order to carry us over but so let me go over these highlights a little bit first um so the property tax revenue I estimated is about up 5.5 million or 3.98 again it's on a 1.4 CPI again Cook County districts we are subject to the p-tel we cannot just ask for whatever we want as an increase to our property taxes it's a law and the law states that we are it's
075either five percent or the December CPI whichever is less so the current CPI that we're under is December 2020 which was 1.4 percent so those bills that are going to come out in the fall are reflecting an increase of 1.4 percent inflation has been running at seven and eight percent as we all know from the papers okay so our total property tax revenue is about 145 million versus last year 139.6 so again because of this late um billing from the late uh determination from the clerk's office generally districts with less than 50 percent fund balance will need to borrow and we're 34 so we have a lot of company so we will have to issue some tax anticipation warrants in this District that's what just that in this that's what school districts rely on for
076short-term borrowing um we have it set up through our Raymond James has been working with us on this we've done a lot to Josh and I've done a lot of work on for our cash flow forecasting but we will need to borrow and we have to set that up ahead of time we can't wait to see what exactly our shortfall will be but we do anticipate in December we will need to tap into um whatever what you will you will see in the action items um the amount of warrants that we need to um put in place at this time there will also be another transfer alone from the Transportation fund also that we'll be able to tap into I want to clear something up about the triangle assessment Northern Cook is on that three-year
077cycle and that's that is Palatine um if you own a home in the district you may have received already a reassessment of your home's value and it may look quite it probably does look quite large we're all we I don't live in Palatine but my community is seeing the same level of increases forty percent fifty percent maybe lower than that too but the ones that come to our attention are forty forty percent I want to remind everybody that we we are in the we are this community this Northern Cook County is subject to the p-tel the property tax extension limitation law we can property taxes cannot go up any more than five percent or this that December CPI when you do your Levy so again whichever is less so again even though the assessments are
078coming out now they look they look maybe scary most of us a large increase in a reassessment will cause a property tax rate excuse me to decrease proportionally so if it's three thousand fifty cents whatever that rate is was last year it's going to decrease in proportion so that your property tax bill can only go up by five percent or the CPI whichever is less unless you've done some major work on your home unless you've put a huge addition on your home that you know it did increase the value because the market value is has gone up because of that addition so um again the current assessment corresponding tax levies so those assessments also will affect the tax bills next year fall 2023. again just a reminder to all of us you know it's been
079a we've had a boon in our real estate and the value of our real estate over the last three years finally what you're seeing on your tax assessment I the market values have gone up they have gone up um and one last comment if you can follow me one more thing Lake County reassesses every year County does it every three years so then you know like people in Lake County that's just baked into their taxes every year but we here in Cook County we get a sticker shock maybe or it could go down too does go down too every three years one to the next line please um in in this year's budget there's a couple transfers the annual transfer just to pay leases on our copiers but that's just mandated by ISB so we
080transfer 80 000 from the Ed fund to The Debt Service fund transportation is going to transfer 4.75 million to the educational fund to cover one more year of learning loss um expenses so the fund balance and transportation fund was around 90 100 percent so that allows you to have some cushion and years like this when you need to fund some expenses that are not non-recurring basically and then the O M fund is going to transfer 5 million to the capital projects fund to continue doing the maintenance and capital projects works that you've been seeing in the last couple Summers to get the buildings back up to where they need to be um in the meantime waiting um for referendum as well you it's to continue and lay the foundation for that State revenues Diana mentioned
081earlier the evidence-based funding 17.6 million that's one that's the biggest state grant that the district gets Transportation reimbursement because it's the full first non-covered year we're budgeting at 4.4 million which is around the regular amount that we had been getting and then there's some miscellaneous other state grants bed private facility orphanage and other estimated at 1 million Federal revenues Esser ARP idea ARP we're getting around 9.7 million that's a one-time funding source so that doesn't recur like the idea flow through Title 1 Title II those are used to address learning loss but we have a slide later that'll go into more detail with that idea and title around 5.5 million they focus on the needs of special education children children that are English English Learners and also low-income students national school lunch again it's the
082first year that's not covet so we're going to be getting back to regular lunch service hopefully and that's budgeted at 4 million which is the historical average okay so on this this is just a summary of the revenues compared to FY 22's budget FY 22's unaudited actuals which are very close to probably the final numbers and then the budget and then the difference increase or decrease per fund and you'll see the top half so is the operating funds and this does we do show out the transfer from Transportation which will go into the Ed fund so um we have a 8.7 million dollar increase or 6.2 million [Music] um overall funds again just want to mention that the transfer the transfer from Transportation into the Ed fund um that that balance has built up over
083time and the transportation fund and um it is it would it's we really don't you really don't want to have a fun build that kind of fund balance on a regular basis it's the Ed fund that we need to pay for the day-to-day operations of this District so we want to we want to keep a cushion in all the other funds but it's the Ed fund that we really want to you know direct all our resources towards so this is a bit of a correction too from the years of having built up that fund balance uh we'll probably adjust the levy next time going around and then the pie chart to show us what we always kind of the most continually um uh this has been just the continuation of percentages in the past 74
084property taxes on state and federal balancing out as we have a little less Federal this year and very small portion of other local um expenditure highlights we have about 2 000 employees in this district and we have five unions and the increases to the staff and those unions is based on collective bargaining agreements we have some nice curricular um adoptions this year Math Science and English art language arts that were presented last spring and we also are purchasing many district-wide literacy materials or materials for our libraries um we also have a lot of Technology upgrades we always purchase additional Chromebooks to replace the oldest Chromebooks security initiatives to keep the data safe and keep the information flowing and server backups Dave's team is always looking to make sure that we have equipment that's there and
085ready and able to handle anything so when covet happened their team was able to do that and they're just continuing to make sure that we have the infrastructure available uh deferred maintenance there's a lot of different capital projects that have happened over the summer HVAC a lot of Library upgrades so they're upgrading both the facility and also the collections flooring and asphalt so a lot of the parking lots will look a lot different than they did before the summer concrete work as well a lot of that's going on it's just deferred maintenance that hadn't happened in the past that the district is now focusing on with that five million dollar transfer every year um on the next slide self-insured the district is self-insured so we have money that we take from paychecks every period it
086goes into a fund that can't be touched or used for anything else that's used to May pay medical dental vision Etc claims this this pasture was really good that's 3.82 below 3.82 below the budget which is good you can never fully budget it because it's all base on claims sometimes you'll have a good claims year sometimes you'll have a bad one you want to have a good year like this but you never can tell for sure um our health insurance went up 5 5.4 percent which is below the industry average of 6.5 so our Brokers really work hard for the district they they did really good on that they did good on the Cyber liability which a lot of districts saw like 100 percent increase or 80 and I think ours actually went down a
087little bit we also got 1.5 million in Pharmacy rebates that's a program that we have with CVS Caremark so once a quarter we'll get a rebate since the district joined that program we've saved over six million dollars so then the summary of the expenditures Again by Fun we break out the transfer from the transportation again so you'll see the increases and most of the font I'll except for Life Safety we're using up the bond sale of a couple years ago which will be great although that is going down because we're going to use it what's left in there um and so operating funds total increases are by 20 million but overall District increases are about 15 million and then the expenditure pie chart which you know demonstrates salary and benefits dig a large portion of
088our um could you speak a little bit louder okay sure thanks um should I go back are you okay with the last slide okay so back on the expenditure chart um as we are a service organization the salary and benefits take up a Lion's Share of our costs 76 percent and then you'll see the rest are pretty are very small comparatively less than 10 percent and but I'm going to point out that principal interest and our outstanding debt is only three percent of our entire expenditures covid Federal relief dollars we have still some coveted money left to spend this year we intend to spend it all this year it's almost 10 million it's based on again the amount we got originally was over 22 million correct and it was based on the percentage of low-income
089students in the district which currently is at about 33 percent these dollars have been used to increase staff allocations to address the learning loss as you see up there um needs from low income the addressing the needs like of low-income students with um disability some students with disabilities the English learners and homelessness meals technology and particularly lately social and emotional mental health support again reminding everybody these were most of this is all an impa direct directly related to the impact that the pandemic had for the last few years all right so our last um accounting heavy duty slide here is the budget and the projected fund balance so I've listed revenue and expenditure budgets for each fund separating out the transfer you can see the Surplus or a deficit in each fund and then the
090last column is our projected ending fund balance still at 67 million um with you have to include the transportation when you look at all this though the fund I mean the transfer from the Transportation fund um before that we have a surplus of 1.4 million or 1.3 million all over all the over all the funds I think what we're always the bottom line though we always want to know is what's what's left in our in our in our savings or in our what we call the fund balance here in the school district we're still going to we project to be at 34 percent so we still have that that um safety not that cushion a rainy day fund we anticipate at the end of this year all right points of Pride we have a lot
091to be proud of we always do especially this year we had some we we bought wonderful curriculum resources that we're implementing this year a lot of so teaching and learning um our leaders over there I have worked hard on curricular resources the professional development to respond to the differentiation needed throughout our student population we have reading and math interventionists Dynamic Staffing to address social and emotional health needs which we we applauded those those people tonight our libraries many of them are looking wonderful and I encourage everybody to go see them at the eight schools um the three-tier bus system was huge but it has created efficiencies even though it's it's it's it's called some inconveniences for some families as you can hear the driver shortage made this almost inevitable our five-year Master facility plan many
092of these summer projects were determined based on that five-year facility plan and then what we have now moving 15 forward where we we hope to repair and restore our facilities update learning spaces and improve student transitions depending on the election in November that goes so what questions do you have for us got a question with regards to under the education fund and the expenditures right there's a pretty substantial increase in the supplies of materials from about 6 million to like 12 and a half right what was that mostly mostly yeah that's where curriculum is posted okay so the curriculum is being purchased is going into the fiscal year 2023. yeah and a lot of that is the Esther ARP dollars so that's why we we can afford it anything you want to answer that yeah
093no it is mostly curriculum so there's a there's a five million dollar curriculum purchase built into this budget as Diana said it's our money okay yeah I was just wondering if it was if that was part of the fiscal year 22 but it's in fiscal year 23. it's 23. yeah that's that's why I was wondering how it was you know allotted it gave us three years right now save money back or trying to sustain spread those dollars over like a two to three year period but the grant money is anything that are unused any dollars that are unused will go away at the end of this school year and we'll make sure that we don't you know leave a penny on the table we were we may be doing some short-term borrowing that you mentioned
094and then also potentially leveraging some of our fund balance additional okay so I was curious about like what percent is coming from the fund balance versus the short term and are we not able to cover that Gap through the fund balance alone and uh at at this point on this agenda there's 10 million in tax anticipation warrants so that that funds a little under two payrolls for the district okay um and that's in the Ed fund education fund yeah right so about the 10 the 10 millions in the ad fund and then we need to borrow three million for The Debt Service for The Debt Service so the rest of the money that is being covered between now and when Cook County releases the payments is being covered by The District's fund balance so every
095year every month we spend about 13 to 14 million uh 12 million on payroll and then one to two million on regular AP like just the the bills that keep the district going so we're gonna have to use up the fund get that fund balance of every penny but down and then in addition to that we have um a transfer alone different than what is in this presentation because that's a permanent transfer from the Transportation fund that we'll have to do a resolution later in the year but we're also because that will still leave about five million dollars in the transportation fund balance we're also going to have to loan that money from transportation to Ed fund probably too we'll see but we want to make sure we can meet our expenditures yeah yeah okay
096and then my other question was that I anticipate just as folks are becoming more informed about the moving 15 forward plan that they would want to understand how if at all it's accounted for in our budget so if you could just speak to that how moving 15 forward is in this budget yeah we're not and not exactly but I want to make sure that that's okay I think that's clear sure so in the moving 15 forward plan again we have three areas of funding the 93 million that the district can contribute we're looking at 93 million from the district and 93 million of new bonds that would be issued if it passes so that's that takes care of itself if it passes it doesn't so but the 93 from the district is 25 million um
097right out of O M and then I believe it's 36 million of debt certificates and then the rest would be what we call Debt Service extension base again which is 32. 32. so those The Debt Service extension based bonds that will roll off and we'll reissue those would not well none of that affects this year's budget all of it is going forward again we do have 5 million this year from an o m going to capital projects those that that 5 million is is going to start chipping away again at at projects in that five-year Capital plan but in the the 110 million that we've talked about in the the boundary if the if the uh if everything goes well in in November that is not that we would not be spending any current money
098out of so that's all next year the debt certificates that we would borrow that principle and interest is next year's budget anyone knows anything else thank you both thank you thank you thanks very much this is a lot of work I know I work okay Becca right good evening president shupai Dr Hines and the Board of Education thank you for letting me present here today on the uh Communications Department very excited to be here if you could go to the first one for me I just might give a brief overview for those who don't know of what the communications assortment looks like there's myself the chief Communications officer I have a web and print specialist on my team Sandy Kramer and we also are appreciative to have right now part-time support in our Repro Graphics
099department so they help out with any print requests that we have because we do only have somebody part-time right now they're primarily focused on our curricular pieces that we need support with and we also are supported in our department from the or by the executive assistant to the superintendent's office and District translator Claire enough we are um with over 11 000 students 2 000 staff in a large community we're proud with our statistics for our newsletter and email data so as you can see from the slide here we get about 24 000 views on average for our family newsletter uh each month we get about 4 000 views on our staff newsletter and about 23 000 views on our board highlights or board briefs newsletter that we send out following each of our board meetings
100so these are the three main newsletters that we send out each month and then as you can see we did send out a variety of other emails throughout the year last year we had about 3 000 emails that were sent from the district and that includes all of our newsletters any crisis um you know we pulled that data includes any email that we sent at the district level so that could be to one specific school it could be to one specific staff group that includes it all we send quite a few notifications to make sure everybody stays informed and then we do have about 7 000 mobile app notifications for our app as well for our website uh we do have Sandy does a great job with overseeing the Monumental task of 23 websites so
101that is all 20 schools have their own website the district website and we also have our moving 15 forward website as well as one internal staff website so in that site we restructured it within the last year to help it be more of a resource center for our staff so we're able to share things like benefit information all the specific logins that they need to have are in one space and then I'm also very proud to share that she has done a lot of work to increase our accessibility on our website by about 10 percent and I want to say that's at least since I started so within the last year and a half she's been able to do that we have a program that allows us to kind of see where we have anything
102that we could make more accessible and she's done a lot of work and making sure that we don't have any broken links we have updated PDFs to ensure that they are accessible um and there's different varieties and different options for viewing for anybody that visits our website she also I wanted to point out usually watches these board meetings and lets us know if everything's functioning on the public end for our YouTube channel so I just wanted to say thank you Sandy if she is watching She's a great support for our team so as you can see I posted up here some of our follower information for our various social media channels we do for the district have Facebook Instagram and Twitter and we also this year started a Facebook page for each of our schools
103so I have been working with all of our principals some of them have various levels of knowledge or you know user-friendly ability to use social media channels so I've been working with each of them to kind of get them running we've been sharing different ideas for posts if this is not something that they typically do just to help them get started there and as I approach my second year in the district I'm excited to share some goals for the Communications Department the first being to increase effectiveness of our communication with our families by six percent the next is to increase Effectiveness with our staff by 10 and those are both based off of a communication survey that we put out in the past school year we did put it out a little bit more passively
104just with everything else that we had going on between covid and other surveys that we were putting out we kind of included it in one of our newsletters and we're hoping to get more responses in future you know reissues of that survey but hoping to get some increase in effectiveness of how they feel the communication is from the district we'd also like to share 50 of our proud to be 15 stories and the school year and then also increase our social media followers by 10 just because based on those numbers as you know we have 11 000 students and while we know that not everybody uses social media we want to make sure that people are following along and they're hearing the great stuff that's happening in our district another big portion of my job
105is Crisis communication so that includes assisting in writing communication that goes out to our families or the community supporting staff and also addressing media requests and so a couple of points that I wanted to just share for our families are if you have an incident or there's an update for your school you can anticipate to receive an email and also a mobile app notification so for those who do have the mobile app downloaded that pushes right to their phone and then it when there is something more urgent or there's a crisis situation they can anticipate in an email a mobile app notification as well as a text message typically the text message will direct them back to their email just because we only have so many characters within the text message that we're able to
106share so it'll direct them to at least push an additional notice to them to let them know there's something a little bit more urgent they're also we we do phone calls when needed typically that's more you know if there's a specific student that that parent needs to be called or it's a specific situation and then also if there's a situation that involves specific steps that we need our parents to take we put that on our web website as well as all the other notifications outlined and one example of that is when we needed to evacuate one of our school buildings we made sure that there was a pop-up notification on their School site as well as the district's website of where they should go next reminding them not to go to the school because you
107know as we're trying to evacuate the students from the school they were all going to be walking outside we want to make sure they were able to arrive to the relocation site safely so those are kind of just a brief summary of the emergency communications of what families can expect there we've also the district has been doing have has had a strong focus on community outreach and it is quite a feat with a district of our size but a couple of the recent activities include uh participating in Chamber of Commerce so that's a great way I found them very fun to attend the meetings and getting to know different business owners within our community we also participated in the Fourth of July parade this year and we will be as Dr Heinz mentioned at the
108Chamber of combat Commerce business expo coming up so those are some fun ones there and next up is one of my favorite things so Dr Hines when she had started in the district started the hashtag proud to be 15. and since my time in the district I've found that there are so many unique stories of why people are proud to be here proud to be a part of this District um and I've really found a lot of joy in being able to share these stories I think one of the really exciting pieces or really fun pieces for me is the amount of people that I've met since my time here who have gone to school here themselves and decided to stay here in Palatine or in the local area and have their children go through
109the district as well and that includes not only our parents but we've had a lot of Staff members we've had a lot of community members so whether that be at our safety meeting where you know we had a fireman or a police officer who'd mentioned that they went through our schools as well and really trying to find and search out those stories that we're able to share those too because I think it just speaks great volumes to the district and the community that we have that people are so passionate about our district that they would not only want to stay here but also put their kids through our schools as well and I'm very excited to share that the district was uh recently awarded two Awards through the Illinois School of Public Relations Association communication
110contest so one of them was for the moving 15 forward overview video and one thing with that not only have we used that video in a lot of our presentations I think a few of us here in the room can probably recite the video ourselves but we did a lot of work even on the back end that some people might not see we partnered with the multilingual department to get the whole transcript for the video translated and then I went in and made sure that each of those portions aligned with that part of the video so if somebody wanted to go in they could watch it and it would be translated in that time in Spanish as well so we've done a lot of work as I as I said you know we've used the
111video a lot but there's also a lot of work that we've done to make sure that it is a real tool and resource because it does provide such an overview for what the plan is and helps to kind of get that word out there in a quick summary and so we wanted to make sure that it was accessible for as many of our families as we could and then the other award was for proud to be 15 social media campaign so very excited about that one as well and Dr Heinz Scott and I got to attend the award ceremony last Friday which was a great time as well do you have any I forgot to put a question slide in there have any questions for me thank you very much thanks all right may I
112have a motion um so approve minutes please or um Board of Education executive session of minutes from the August 11 20 22 meeting of the Board of Education as attached second all those in favor all right all right motion carries um board committee reports Frank Edward uh the legislature is not in session there's nothing really new going on yet The veto session will start in November so probably have something then nothing new now all right keeping it easy again that's right yeah one five Foundation Dr Heinz since Mr Taylor's not here so can you click to the next sorry thanks so the one five continues to meet we have a monthly meeting and then there's a meeting before the meeting planning meeting um and we are excited to announce that we will have an inaugural
113fun run walk on Saturday October 15th it will be um conducted or held at the Winston campus Junior High School on their track and we would love for board participation you can bring your family you can bring your neighbors it's open to everyone we are going to have we're having it in October so kids little ones can run in their costumes if they'd like so we're going to just make it a fun event and it'll be hopefully a successful fundraiser for the one five they're dedicating the funds that they raise from this run walk to fun teacher mini grants which allow our teachers to write proposals to do additional creative things in their classrooms so the more money they are able to array to raise the more money they are able to grant our teachers
114so put on your running shoes and join us October 15th check-in starts at eight I believe the run will go off at nine and it depends on how quickly you can run one or walk 1.5 miles is how long you're going to be there there will be a DJ and you know other things to kind of pump up the jam on a Saturday morning so we hope you can all join us it's going to be a fun fun event thank you very much finance committee Anthony or window no new updates to report at this time all right Equity committee zubair Sam I have nothing to report at this time but we'll be participating in the meetings tomorrow so yeah sounds good all right we've got a item 8.5 it's the first and second reading both
115of the uh the Press board policies that were on the uh in the packet on any commentary for questions I believe Wendy you had one it was by Michael said you want to talk about it and then Claire can share um what she's been working on Claire and I think Matt maybe we're involved in one of the policies that we're going to discuss today okay this is in regards to um the curriculum content [Music] um code six um zero six zero and you know when I read through this um this is the the policy reading that we had just before break so it was the June policy that we um that we pushed over um when I read through this content I actually there were so many discrepancies and I probably could list about um
116six things I'd like to change in here um but I realized that in terms of um what's most important um I am going to focus on just one and that is uh number 18 and I don't know if you guys want me to read it out loud um in all schools the curriculum includes instruction as determined by the superintendent or designee on black history including the history of the pre-inflamment of black people from 3000 BCE to 88. 1619. the African slave trade I'm sorry is this a revised one packet is the Pressed one and then the second copy was the one that with the revisions you suggested so that the board can see both versions okay the pre-inslavement of black people from 3000 BCE to A.D the African slave trade slavery in America the state
117of the reasons why black people came to be enslaved and the vestiges of slavery in America slavery in this country and the study of America the American Civil Rights Renaissance as well as the struggles and the contributions of African Americans when I read that that specific uh information it just um it just dawned on me that you know really um utilizing the more formal way of which how we look at or um we um we don't really say um black we should say African-American I just I thought it was just a little insensitive and that's what I'm asking for is to just remove all the words that um that describe a race as a color um I mean certainly I don't want to be called the brown person in this room um likewise for everybody
118who who is white in this room to be described as your your race being your color so I'm just asking that we specifically take out the word um black and then when we talk about the there was a portion of there when we talk about the the slave trade um really really changing the ethnicity to the really the African slave trade they're I mean when we go back into history there was a culture that was attached to this before uh African-Americans came to this country they were part of a different country country and we I just don't want to take that away so I am just asking for the revisions to include um just being sensitive and if if African-Americans choose to say that they are black um that's fine that choice should be up
119to them but in terms of policy we should consider that that we should take the formal designation and so when Wenda brought those revisions to to Megan myself um we contacted our lawyer at hate with our with our Law Firm that specializes in policy um our biggest concern about changing the language of this policy is that it's related to curriculum and so the legal firm I'm just going to let you share with you what they shared with us in some Our advice as to the various curriculum Provisions in the board policy 6 colon 6-0 that we discussed um is to use statutory terms that is for the board policy language to track the statutory language when press which is the the company you know the updates we get when they update their policies they are
120generally are careful to ensure the policy language is consistent with the statutory language this is particularly important for curriculum where the district must ensure that its curriculum aligns with the school code and isbe regulations as well as ensure that it is the policy is consistently sets forth these requirements for these reasons and because the policy is the board's statement regarding the district's curriculum we recommend the policy reflect the statutory language and then also we discuss practically that instructional materials for each curriculum area could use different or more expansive terms or language than what appears in the law but for the board policy you would they recommend that we consistently align with the law so what we use in the classroom doesn't necessarily have to align exactly with what's in the statute but I think what
121we're being advised to do is to align with the statute in our language in our board policy so that's what we are presenting to you this evening for a decision and our lawyer also you know mentioned um just like um the man that was here earlier tonight um typically board policies come up for review every five years so you know she cautioned and she said in five years people on your board could be changed your Administration could be changed and if you've you get the policy to to to review it and update it you might have changed language that didn't align with the statutory language and you might not remember you know she said it's just something to be cautioned about because you might not it might not be documented or why why do we
122change language a certain way from from what the what the state has put in their statute right and having been in the classrooms I think we can all attest to the fact that the terminology that's used as African-American there's very few people who are comfortable saying black Americans or you know any other descriptor but our guidance was to align with the statute primarily or in this decision-making opportunity for the board to align to the statute for the policy so that's what we need to bring to all of you for a decision our observation they wrote the statute in one press put it they use the word black then they use the word African-American they keep going back and forth It's almost like I wonder if they're trying to be my speculation are they trying to
123be inclusive and use both terms because they don't pick one term and stick with just that one term but um we just wanted to make sure that we had consensus from the board before we change the language conversation discussion we're just talking about changing changing the word black to African-American I don't have a problem with that and I mean just the rest of the language is the same I guess where you wouldn't put African-American when we were talking about African people so that that adjustment is already there so my view of it is uh the changes are are acceptable probably I mean I don't I mean I I think that the the concern that the attorney was referencing about of just following the statute verbatim uh I don't think um well you know you uh
124lawyers are designed to be very very cautious about everything but uh I'm sure as long as the more important thing is that we're teaching what is actually required by the law not what the term used in the in the policy is so if you're confident that you know we're going to be teaching what we're supposed to be teaching for the law that I don't mind anything else at my perspective is we hire a group of attorneys for a reason to protect us from issues and if their perspective is you you can cover your curriculum as you see fit what a policy is a different animal and is written in a certain way I'm inclined to follow what the attorneys tell us to do what guidance of any do we give Educators about language around race
125and ethnicity as far as guidance I mean there's we've done everything that we've done with regard to CLR and making sure that we are addressing how people want to be you know addressed in their interactions with other people I'll be honest I very rarely hear anybody referred to as black or white um typically been African-Americans been African-American for a very long time although the ISB designations are white slash Caucasian Caucasian black slash African-American title crew are you agreeing that that's how it's written in by isby so you know a possible Middle Ground which would allow us to align with statutory isby and school code those are all the big ones that guide our work right to Lisa's point we pay our our legal to mitigate risk but it to to give voice to what Glenda's
126saying and zubair seconded what if we did uh the way esby does it white slash Caucasian black slash African-American that's the designation when you're online would that would that suffice because then we're covered and then there's a there's a choice component within the language and it's not going to let that work for you can um in terms of it's just that word pre-inflamment of black people that still should be African um and and you're right when where it says everywhere else Beyond before landing in America then then it can be African-American slash black fine that sounds good to me so what I would recommend this was a second reading on this one yes unless you can capture that language exactly like right now and rewrite it you want to pull 6 colon 60 we'll re
127rewrite it again and bring it back in October so it's clear you're going to have eyes on it to sign off sure so we'll vote on the other few there's just one or two and so whoever makes that motion yeah just needs to back out six colon 16. until the October meeting okay I have it here but here we've got five calling 240 four colon 110 you've just got a couple thanks Mike and Claire no okay I know where it's not in here oh I see them but there's no motion so this is right yeah okay so we'll just have to should we push the whole thing into the next yeah let's push the whole thing to the next meeting do we need a motion for that just the uh do we need a motion
128for that it's not it's not in an action that's true okay don't say anything yeah where's Julie when you need her you know okay okay so we'll we'll see it again for um next month as a a third reading an emotion very end emotion okay otherwise we won't really do it uh on the board policies and the other comments nice move on um action items we have a motion for 911 make a motion to approve the Personnel report recommendations for the administration certified and non-certified staff members as presented second discussion all right shoe pie bye one I ateer I Anna Reno aye hunt aye motion carries item 9.2 I make a motion to approve the adoption of the physical emotions this one I make a motion to approve the adoption of the fiscal year 23
