And I with being in the community for what I can remember for 30 years ago is the town in the community come together, go in to the beauty school, and give the children or the teenagers the chance to learn their craft. Sorry. >> [clears throat] >> And you gain so much from that, and I was in a rough time when I went to beauty school. My grandma just passed. We almost lost our house and everything. This school pays the tuition for my school debt. And it only cost my parents $600 to do the whole program. And I just bought my salon Doing it for 30 years. It's a great opportunity for the community. And
004to take it away to go to a tra- like a franchise, from my understanding, to Mario Tricoci, who has tons of beauty schools around the area, and you're taking a key environment from the community to where you get people who are low income or only have $5, for the week. They can literally go into the beauty school. You get the girls and gentlemen the chance to learn a craft. And you're getting a chance for the community to go in and get a a less expensive haircut. And it's a win-win. Please just keep this in mind for the future generations that are coming, cuz again, 30 years in this industry, I would not change it for for my life, at all. 005can go. Hello everyone, today. Thank you all for coming. Um I did prepare something. So give me one moment. So tonight we are all here because a decision was made, and um it has greatly and deeply affected our community and all who travel to and through Hillside and the village of surrounding ones. Um firstly to start, um I remember when I was first told that Evergrows opened a contract with the school, I'm not going to lie, I was actually a little jealous. I went to St. Joe's and there was no vocational program offered. To hear that students had the opportunity to not only receive their high school diploma, but also receive their, um, license in cosmetology at almost no cost to them, also in their area, right in their backyard where their friends and their
006family can come and receive services from them as well, that was something that I thought was amazing. And when I tried to go to school, I was outside of the vocational program. I was just going outside of school hours. I still had to go, you know, Monday through Friday 8:00 to 3:00. I still had to work a job and try to get my own little part-time income. I still had extracurriculars and trying to balance all of that because I did not have those resources to even go to a school in my community and and receive all of that, graduate all at once was a struggle for me and I did not finish. I ended up coming back after I graduated high school and kind of figured out who I was and what I wanted to
007do with life, but now that's on my student loans. And thankfully Miss Robert's Academy does offer that, but it's not the same as being able to have that opportunity given to you when you are in high school. Secondly, I just want to say that the the the teachers at Miss Robert's Academy, we teach not only because there it's an extra income, because it's around the corner from where we live, because we get paid, you know, big crazy paychecks. It doesn't have anything to do with that. The reason we teach here at Miss Robert's Academy is because we grew up in these neighborhoods nearby. We know the people here. We have roots here. My family's first, um, salons that they ever worked at were in Hillside. My mother was actually pregnant with me in one of
008the salons that my uncle and I own and run to this day. She was pregnant with me doing nails right next to Miss Tina. And life just comes back full circle. So, my family, my grandfather having a insurance company here in Hillside, my family owning a salon, Miss Tina, my grandmother owning Miss Robert's Academy, all of that is us giving back to our community. My mother being a teacher, excuse me, in um District 89 working with Irving Washington. That that's been our lives. We've been this community and we live and breathe this community. And lastly, before I run out of time, I just want to say that most students that go to big chain schools, and this is not to say anything against any of them, but a common thing that I hear is that
009they didn't receive the attention to detail that was needed. They didn't feel like they graduated and knew everything they needed to know in order to have the tools of success in the field. And when I graduated, I had done six weddings in two years. I had gotten a job. I had built a clientele and then was able to get a shop. So, I'm just going to leave it with that. Um from such extreme introvert. Um but Miss Robert's gave me a lot more than what I thought
010I was going to get to have. Um, I was able to go through the high school program. So, I definitely feel like it's worth keeping there. Um, they are like a big family to me. They are I think that was back in 2006 um, that I went there, but here it is 2026 and I'm still there and they're like a big family past the career and everything. Uh, y'all see us getting emotional about it because they are heart and they are the heart of the community. I just opened my own salon. Um, and it was not without the help of Miss Tina. So, that being said, her help and her commitment to us as students goes well beyond graduating and that is priceless. She has a heart of gold that I can't speak for any
011other school, but my and my experience when it's not broke, leave it if it's not broke. Oh, you know what I'm trying to say. Okay, you know what I'm saying. Um, I have like I said, I graduated through the high school program. While went through the high school program, I came back afterwards and graduated cuz I only found out about the program in my senior year. So, I was able to come back and finish it and it was Miss Tina who tapped me on my back and all grades and said, um, "You're not excused. You need to come on and finish." She She stayed on me and if [snorts] I didn't stay in the community, I couldn't have that opportunity to run across her again. It wouldn't have been so simple. I also taught the
012high school program for about 7 years and some of my students are here and I thank God I could still run into them today because it speaks to me to tell me that from such an introvert that I offered a lot. I gave a lot and it was not without Miss pushing me mentally, physically, emotionally, even spiritually to push forward and to accomplish my dreams and give whatever I had to give. She saw what I didn't see in me. And that you don't find everywhere. So, again, I cannot speak for other institutions, but that's my story. And I promise you I love seeing my students. I love seeing Ms. Tina. And I'm no longer at the school. I work in a salon that I run with her pushing me to do so. Thank you. >>

Um I've been at Community Barber Academy for a long time and I created a video update of what we've done with the school the 10 years. And I know there had been questions when you guys were deciding what you want to do with the barber program. And I sent the email out to everybody that's on the board. And in my software I can see that everybody opened it. Unless my software is wrong, only one person clicked on the video. And so I have it right here, but I I don't want to focus on that. I mean, I
014really just want to show what's what's been going on at the barber academy and what my experience has been like. >> [snorts] >> Because I feel like the way that we introduced this program. So, how I got involved, you know, I got involved through previous superintendent told them about the program in 2014. And the board voted us in and we've been working ever since. And Ms. Tina, who had did the program years before before me, came in at the same time because they wanted to do cosmetology as well. And so as two different businesses, we came to support community as a community partner. And I feel as though that if the board, you know, if they want to improve things, I'm with that. You know, I'm born and raised right in Bellwood, graduated from Proviso
015West. The whole reason I'm doing this program is because I tricked my high school counselor into letting me work in a work program as a legal barber when I was 15, and I wanted to create a legal pathway to do that. I kind of used that story, right? Um and I ended up getting my license after high school at 18, and I wanted to create a pathway for us to do that. So, I chucked me in that to the board. It wasn't 2 years. We did so well with the program where you guys got a CTE uh award. And then all the schools wanted to copy. And you can see that right over here. So, if you could just go on the internet, you can see I think I met the college with the superintendent.
016Um Miss Kelly was uh president of the board. And uh as well as Mr. Anderson voted in. And and and it it really put a highlight here. So, I feel like before we move on, if we're community partners, we should have been working together. And I didn't feel the need to come to those um um to the meetings. And we were working with Dr. Ortiz, who took over CTE last year. I felt like she did a pretty good job. Uh we were aggressively recruiting already. We did all our recruitment events for next year. And every uh principal can tell you we were packed. Okay. You guys have so many uh young men that want to cut hair and that were excited. Your principals see me in the schools giving free haircuts year after year. So,
017I have a lot of questions like did you guys consider the the the the principals and what we've done in the community? Uh now, before I get to the rambling, I would be able to show the video. It's a short video. It's just showing your students at work. And then and then I saw this in a lot of the board members meetings, you guys are bringing vendors up there showing what they're doing. Like you never get an opportunity to do that. Cuz I feel like the video will speak louder than anything. Because what I'm exposing to is second to none. And the school that you guys are going to, when they started the barber program, their CEO was on the board with me. I'm on one of the uh the ISCS board, which is the
018uh uh Cosmetology Barber Schools of Illinois. And I'm also on the ABS board, which is the biggest show thrown in Chicagoland area. And when they decided to do a barber program, he consulted me. [clears throat] When Troy started a barber program, they're asking me stuff. Several of the school you went to, they they they got their license from me. And so I don't understand how we don't have that conversation. Just last year um Miss uh Miss Henderson on the end um we had >> We had I'm so sorry. We have to stick to the 3 minutes for >> Okay. So, but is that a possibility for me to watch a video? And then I I could just what I asked you guys to get a chance to watch. I know you guys are >> We're

GOOD AFTERNOON. How everybody doing? So, kind of sum up a few things. First thing, I received my education license from Miss Robert's Beauty Academy. I've worked at Miss Robert's, I've worked at Empire, I've worked at Chokosky, I've worked at Act Beauty Academy. I have been able to gather a little bit of this and that from each school. I can tell you, Miss Robert's Beauty Academy has the best curriculum. Coming from Chokosky Beauty and it's not too too bad. But it is to shed light. They do not care about the education that they're giving, okay? They care about the
021numbers and they care about the dollar. So, my question to you guys is did you do enough research about where you're sending your students? Because coming from this community, they're not sending their students [applause] to this community. But you guys are wanting to send our students over there where they don't they When I say they don't care, I pulled up an article just from October of last year where there is a student that said, "Stop discrimination and expectation at Chokosky University of Beauty Culture." Just from October of 25. I also checked with the state. There are over 2,000 complaints against Chokosky Beauty of Culture, okay? Did you guys do enough research before you decided to uproot these students and send them elsewhere where they will not send their students this way, okay? So, that's that's
022that. Um the next thing is as one of the other young ladies say it, there are so many people who will tap me on my shoulder, "Hey, I know you." "Well, where "Where do you know me from?" I know you from Miss Roberts. Oh, okay. I like what you did with those students. I like how those students uh you know, how they how they're learning over there, how they're treated their customers. I mean, we are really teaching them. And like Miss Daniels said, we're there cuz we want to be. Cuz I'm going to tell you firsthand, being educated don't pay the bills. We are there because we love what we do. So, we take our time and invest it back into the students cuz like another student said, I didn't have that opportunity coming from
023my high school. My high school felt like cosmetology was not even a career. But guess what? You got some cosmetologists that make more than doctors. You got some cosmetologists that make your paycheck in a week. Okay? They make your two your two-week maybe your your month paycheck in a couple of days. You know, some people are not ready for college or college isn't their way to go, but a trade school, they'll love it. And I can tell you again firsthand, Tricoci is not going to care about your students that you're sending over there. They're going to give the same complaint that you might have heard because students complain. But these complaints are going to be so valid, you're going to sit there and the people are going to be scratching their heads like, "What did
024we just do to our students? Why did we send our students to another community that does not care about them?" And they have enough going on. I just talked to a former coworker who just told me she had a student come to her today who didn't have food. Do you know they wouldn't even help her? She said she couldn't feed her and her baby today. No None of the educators stepped up to help out, but she heard Miss Jay say she she was helped out. She was pushed on her building, the first lady. She was pushed to get her salon, even though it was 30 years later. Her family only had to pay $600 where at Tricoci, I know for a fact, tuition is about $25,000. $27.50 to be exact. They are not going to
025care about your students, and I'm just going to leave you with that. THANK YOU. >> [applause] >> TINA IVY >> [applause] [cheering] >> GOOD GOOD EVENING. I DON'T REALLY know how to follow someone like that up, but I'm going to try and I'm going to start with and this is my son. I'm going to start with let me reintroduce myself. Um a lot of board members and a lot of people here don't know me. Don't know how long I've been working at this. But I'm actually a graduate of Miss Robert's Academy first. Um it was in Villa Park, Illinois. My school closed uh C Lines in Oak Park. He was the only one that would accept my hours. And he just thought I was such a good stylist he decided to offer me a scholarship
026to do a teacher's license and I did. Ended up working there as a teacher teaching vocational the whole time. Um assistant director, director and then I noticed that there was a school desert between Villa Park and downtown Chicago. There was not one cosmetology school nowhere around here. And I convinced him to move Miss Robert's here because I wanted 209 to have the same opportunity that DuPage County students had which was a cosmetology career. We didn't have it. Miss Kelly jumped up on on board and helped. I'm going to talk talk fast cuz I don't want to run out of time. But they accepted the program. Um I was a business partner up until uh 2014. Um Phil Spragna, he retired. I said I wasn't ready, and I bought the school. So, [clears throat] everything from
027the janitorial work to electrical work that he does now, uh I know about. I have the experience. But, I came here because I believe in my community. The problem I don't have a problem with the board making a decision to move it. Well, I kind of do, but not really. What I have a problem with is the lack of respect. We came here to help the students. We stay here, and we live here because of this community. And for me to hear They said, "Don't cry." For me to hear from the community that you voted on May 26th hurt. That hurt cuz it was wrong. The other part that I have a problem with is that in that 26 May 26 meeting, it was stated that you had a industry expert make a decision about
028this. I need to know when and where that happened. Cuz I have never seen an industry expert. >> [applause] >> Never. If you had did it fairly and I lost to somebody in this community, I would lose with integrity. But, you're going to send our children 30 minutes outside of the community when they couldn't even get the buses to Miss Roberts on time? This kid is great. Thank you for your time. >> [applause] >> I'm being called deplorable because of the numbers. But, let me just say and I'll I'll finish. Our first five years we graduated 100% of kids. COVID hit, it was over. However, I say this and we called the parents all the time, all the time. If I call your mama, I call your daddy, I report it to college school, I
029report it to the counselors, I report it to people over the bed and they can't make you come to school. Who the heck am I? We did not get the support that we were supposed to have that we had the first five years. And then you turn around and I'm going to blame the board because you voted on what you were told. And what I'm here today to tell you is what you were told was a lie. I am accredited. I've been in the community state. I'm approved by WIA. 30 years of vocational in this NACCAS. I make sure [clears throat] my credentials are straight and I make sure that yeah, I'm not tough. It's called tough love because I'm creating business owners. >> [applause] [applause] [cheering] [applause] >> Della Patterson Good evening, board. I'm
030going to focus specifically on students. Um I'm quite disappointed with how this process took place. You didn't notify the people. The disrespect. I think what you probably should do is take a look at you're sending our students to the Northwest suburbs near O'Hare, outskirts of Chicago. As someone stated earlier, you can't get them here to school for first period. You still having issues with bus service. So they take the bus to school, then they get another bus first period to go there. By the time they get there, let's not talk about inclement weather. We we have a real big problem. What I will say to this board because you said that when you ran, you were transparent. You weren't transparent with these two salon owners in this community. It takes $500 to sit for the
031Illinois Cosmetology exam. If students went 5 days a week for 10 months straight, they could possibly earn $1,200 in 2 years. Keep in mind that does not include any out-of-school days and student absences. So if they begin their junior or senior year, they will not be able to sit for the exam before graduation. However, someone stood here and said I didn't finish, but I seen Ms. Tina in the store and she told me to come back. She didn't charge for that. She allowed people to come back. My nephew went through the program. Does exceptionally well. Makes over six figures thanks to Ms. Tina. >> [applause] >> Now the arrangements been made for them to continue after graduation at Mario Tricoci. They moved Mario with just half Tricoci. Without cost to the students, has anyone checked
032on that? Also, um taking that 3 hours into consideration, transportation both ways 1 through 4, something is not going to happen. because by the time they get there it's time to turn around and come back. Many of those students watch what I say will be dropped from the program if they miss too many days. The Hershey Cubrees, the student school they know how to work with our students. Did anyone research and see if this program where you're sending them 20-30 minutes away have a high school program? See, I know what's happening right now. There's a whole new law that passed about natural hair, grades. And so, what's happening is the only talk is teen or trying to get in on the ballgame. Thank you. 033was still sitting on the board, one of the things you did say when Mr. Reeves was here was that we needed to look into other opportunities. And so, I guess that's what you did. I'm a principal and project manager at JG MMA, and I'm joined here by my colleagues, Maria and [clears throat] Zia. Um first of all, I'd like to on behalf of our firm, I would like to extend our gratitude uh to the board for uh entrusting us to be your architect
034on the Proviso West Sports Complex project. Um you know, [clears throat] we're deeply honored uh to be here tonight and to give you the first project update on what our team has been working on for the past several weeks. Uh the the agenda for tonight, we'd like to give you an uh just a reintroduction of our firm and who we are. Uh we'd like to talk about the engagement process that we've uh undertaken over the past several weeks with the Proviso leadership team. Um and we'll we'll also like to share an update on our design process and talk about the schedule that we created uh to to get this project over to the finish line. And in uh in in in in closing, we would like to also go over some milestones that will need
035the board's leadership and buying in order for us to move on to the next phase of the design. Um so, JJMA uh we're a collective of 50 architects and design professionals. Uh we are ranked one of the largest minority-owned architecture firms in the country. Our headquarters are here in Chicago. We have offices in Milwaukee and Houston. And uh although there are three of us here tonight, uh just know that uh you have the expertise and the resources of three offices uh to support this project. In terms of our services, we provide architecture, interior design, graphic design and branding, signage and wayfinding, sustainability and master planning. We're also very proud to promote an inclusive workplace with equal representation of men and women. Not only in professional roles, but also in leadership roles within our firm. Our
036team is also proud to have a diverse collective of individuals that really represent the communities that they serve. And it's also important to note that our extended team of engineers are also minority and women-owned businesses. They're trusted advisors that we worked for with over the years, and they have an extensive portfolio of a number of educational and athletic projects similar to this one. And we're currently in the process of onboarding that those engineers, so we can start the next process of uh drawing and creating documents for permits, permitting the building. In addition to that, we've also brought on a cost estimator to help analyze current cost data that's really It's similar to these types of projects in the in the in the region. And what that's going to do is just help us create an
037accurate and reliable and reliable budget. And and the goal here is just to help ensure that we're using the grant funds uh efficiently and that we're directing those elements of the project to be for the greatest benefit. And for the presenters here tonight, I'm joined by uh my colleague Maria. Maria and I will be the co-project managers for this project. Uh for a size and complexity of this project, uh we did this intentionally. So, if one of us are out, you'll have one person that is always committed to the project. And and it it it and we are making that commitment because we know that this is important and because of the speed of the project, we know that this is the right way to do it. So, you're in good hands. Um and then
038Zia here, she's going to uh be one of the project designers that's going to oversee the drawing production. And uh she's also going to serve as a mentor to one of the internships that we'll talk about a little bit later in the presentation. So, with that, I'll hand it over to my colleague Zia. >> Good evening. So, for community, student, and staff, excuse [clears throat] me, engagement. So, for the community engagement, last November, DJ May had the opportunity to attend the town hall meeting and it was then that we decided that we wanted to be on board in this project. Uh we were super inspired. So, from that moment on, we wanted to be part of this launch to generation, you know, project. So, we started thinking of ideas of how to make this project
039special and make it impactful for the community. So, for the for the past 4 to 5 weeks, the team has been meeting once a week in person at Proviso to meet with leadership like superintendent, the principal, Ms. Morris, and Ms. Smith to talk about the project in detail and give project updates. And each week we talk about the project and get received feedback from leadership. Um So, and we also give a running list of ideas that were discussed as well. So, for student engagement, we had a session with the team to talk about the life of an architect, the career path of an architect, what we do day-to-day, but also talk about the Proviso project. And the students were super engaged. They were asking really thoughtful questions, and you can tell that they were super
040passionate, which got our team really excited to listen to their ideas and their thoughts, and you know, hopefully inspire this next generation. For example, this is Alyssa Cervantes. We did you make that connection to her because she's a high school senior, and she's also super interested in architecture. And she will be a intern at JGMA this summer. She also likes She's also an athlete and her soccer and volleyball, so that's even pivotal to what she is at JGMA. She'll be working on Proviso this sports complex, so she'll have the insider knowledge. It's super helpful and inspiring. And in addition, we'll be able to, you know, mentor her and support her as she starts her career in architecture. And that, I'll pass it to Maria. >> Good afternoon, everybody. We want to give a little project update on for the way and with what C&A has heard after listening to all the stakeholders, we put together this presentation for you today to share a little bit of an update on what is to come. We know that this is your current site. It's a spectacular site. 43 acres there for us to bring it to life and make everybody excited about it. We hear everyone, everyone who has been in our conversations, students, staff, leadership, everyone is excited. Everybody just wants this to sign. The community is there and we are here for that. It's an incredible opportunity and it's going to be the project of our lives, too. So, as we said, after all these conversations, understanding the needs coming from the staff, stakeholders, community and the
042leadership, we created a list of items that are the needs that are going to be part of this project, an exterior sport complex. And we call this program. And tonight, we would like the leadership of this board to buy in to move forward to the next phase. So, here we are seeing that we are going to have a soccer and football stadium with a running track. Nearby a five-field event area. Golf will be included, two soccer fields, baseball fields, tennis court, basketball, volleyball, cross country trail that will also join and see the entire thing, concessions, restrooms, a fountain plaza to bring the crowd, the pride, your colors, your branding, your energy, the students bring that up, and a community walking path that will join everything. Talking a little bit about the schedule and the next
043milestones, this is a road map that the team here has created in order to accommodate accommodate the timeline that the ground requires. And here you can see how we need to focus a little bit in design, then have time to do our drawings and documentation for permit, and then construction will follow. In a little blue star, we are telling where we are today. And here we are to ask for your buy-in and your approval to move to the next phase. The next phase, you guys will see we will present our first drawing package submittal. Um that will inform the cost. And we expect to have a general contractor on board by September that will allow us to move design and real cost at the same time. And then we will keep working until the end
044of the year in our drawings. Um we wanted to finish this presentation today with some design visuals. Those are images that we shared here the last time we were uh presenting to you back in March, I believe. Um so those are some some stills from the video. And this is just how uh soccer and football field could look like. How a place where community gets together, celebrate. As students get motivated, they really want to do well. They want to celebrate. People has a safe place where to cheer them up, or to just go for a walk, or you know, watch a movie. And here we are looking at how entire complex can be joined by a path. A path that creates a special moments for the community, where multi-generations can be together. Grandpas with kids,
045riding a bike, celebrating, but also getting in a moment where you say, "Hey, they're playing soccer. I want to do that, too." 047more interest, we can absolutely bring more in. Uh we normally do that anyway in the in our summers. We welcome interns to our office so they can shadow and and see what office environment is like. And in this particular case, we'll use the interns from Proviso to actually work on the project to get some hands-on experience. >> I'm just wondering about >> Can I add something? Today, actually, ATR and I have a beautiful with Alyssa Cervantes. And you can tell she's a young student, but it's she's passionate and she's already taking some lessons to be ahead for next year. So I want her to learn that, too. >> Okay. So I just want to make sure that when it comes to um the design of green spaces that uh there is a plant list included. Um and so the next step would be to see this in a visual, right? Is that my understanding? Cuz I'm a visual person and I want to see kind of like that overview of where everything is and how everything So that's the next step, right? >> Yes. That would be the next level of development. So right now the the preliminary stage is more focused on because the the essence of the project is the sports complex. We We want to fix the

And then we have a landscape architect who's going to complement all of the walking paths, the trails, the fields, the tree inventory of what you have out there now. >> Correct. >> So that's someone that we have on the team and the plant list will be part of our documentation as well. >> Perfect. And then one last thing, I know there's been surrounding school districts that had entertained either geothermal or [clears throat] solar. So is that going to be something to consider within this project as well? >> Well, we're looking at it holistically as sustainability as a whole. So solar and geothermal are are two tools to get there, but we're also looking at the amount of light that we're going to add to the sports. How do you make
051that efficient? Um the materials that are being used, recycled content. So there's various aspects from a sustainability standpoint that we're going to be analyzing during our design. >> Wonderful. >> Yeah, number one, I think that's a larger conversation cuz we're looking at solar and geothermal, but there's very little heating needs and or or any conditioning needs that will be used in these spaces. I think what you're talking about is something more along the lines of our electrical load here within buildings and our heating and cooling bills. I think that's something separate. Yes, that we can >> Perfect. Well, I guess when we're in design of these large fields, that's essentially where you're taking the cut if it's going in the ground. There were some concerns that that we heard from the from the
053leadership of the union that teacher referrals were not being responded to, and we didn't have a clear system to track from when a teacher put this put a referral into the end point of what the consequences were given. And now that we've had this, we did see that we do have um, some room for improvement in that area. Um, so we wanted our deans wanted to come together today to show you what that system looks like, the work that they're doing, and how we're ensuring that all referrals that get put into get placed into the system are viewed by our administration, and there are appropriate consequences provided to all students. And so, this will be a focus that we have for next year. We know better at this for this year. We noticed from April
054until the end of the year, our disciplinary referrals were rising, but we still haven't reached that 150. >> Good evening, East Aurora Education. I am the dean for the senior group. >> Daniel Lawrence, dean for class of 2027, juniors. >> [laughter] >> Angela Martin, class of 2028, up rising sophomores, they'll be juniors next year. >> Andre Martin, freshman. >> And I'm Rick Garcia, your assistant principal. >> Well, today we just want to go over present to you some data that we have. I would like to first to talk about our dashboard, and that's to provide you with data analysis tool that we get weekly. And that we review weekly the attendance and the discipline. Now, we're only
055going to give you a sample of the last week. Cuz we've been starting this discipline since April 15th of this year. Okay. >> [laughter] >> We were starting this discipline policy, the new policy with the PowerSchool April 15th. But, we're going to going to show you some data that we are going to just for the last week. Um May 25th through 29th. >> [cough] [clears throat] >> So, that was the actual log? >> Well, when you look at the same yesterday, >> So, once you're every day, we run an MBA plugin that specifies the discipline logs that have been entered by teachers. And based off the grade levels here, the act Excuse me, discipline, what happens, the administrative action, the location, and the actual incident, deans are able to see which teachers have included a
056discipline log entry, and which entries haven't been addressed by the deans. So, once we run this report, we call down each student and address the behavior that occurred in the classroom, in the hallway, and then we assign consequences as appropriate. We additionally inform the parents, inform the student, and inform the teachers as the consequence of what happens because of the behavior. But, this is ran every day. >> Just put my name. day? >> No, no, no, no, no, no, no, no, no. >> [clears throat] [laughter] >> So, so the 100 the 171 were observations submitted. But of the 171, only 27 of those were disciplined. So, those are different. So, if a teacher says, "Contact his parent." that pops it that populates in the report. So, >> You sit through it. >> There you go.
057And as you see here, this is here just all for the discipline only. Yes. >> The teachers are able to put in as a documentation. They can put in for a discipline, parent contact, concern, conference, or other. Those are the choices that they have in drop-down menu. When I sat with Miss So-and-so a part of the union, we saw that it was missing one that they thought was necessary to probably we can add into parcel and not attended. You know. So, that was the only part of what we were missing that we sat down together and we spoke at it. Because when we sitting down there, some of them put down discipline and it's not necessarily discipline. They are making documentation, calling home to parents, doing referrals, or keeping their own documentation. So, not everything
058is referred even though they might click disciplined. So, we have to read all of those log entries to make the right determinations. I can tell you which I'm supposed to. For body odor ease, had 231 school wide suspension for the year including out of school and in school suspension. >> How does that compare to previous? >> I don't have the data from last year, but I'll make sure we get that data to you. I'm thinking it is significantly less. >> We We focused more on keeping kids in school this year and so we know how it was coming and we found out later on that you know ISS in terms [clears throat] of ISS had the same impact as OSS so we tried to keep the kids in school. And so very few went out
059most of them were in they may have been a day two you know anything longer than two or three days you know we kept you know we tried to keep the kids in school as much as possible so a lot of that number that she just gave was in school suspension. >> And I can say this year a lot of the discipline was possession and uses of marijuana cases. Was between our 9th and 10th grade. Do you have any questions for us? >> So on any given day about how many phone calls are you making out to parents and how many students are coming down that you're having to pull just on an average on an average day? >> I'm going to give that to Mr. Farmer he has the highest discipline referrals. >> [laughter]
060[laughter] >> 10 to 15. >> Okay so you're pulling about 10 to 15 students down per day where then you have to make the phone calls to the parents do the follow up do the paperwork am I right am I getting the idea of what >> That's correct. That's correct. So the highest numbers are freshmen the lowest numbers are >> the seniors >> but it may be one senior in two weeks two or three juniors in two weeks. So it drops drastically. >> Okay. >> As the kids progress through the years >> Okay I was just going to >> clarify something. Mr. Moffitt may call initiate 15 phone calls for the issues in PowerSchool. However, he gets seven to 10 kids in groups being removed from classroom on a regular basis. So, that takes up
061way more time than dealing with what's in PowerSchool cuz most of them can be referred back for classroom management. But, he has that knowledge. So, on the average of how many students and families he may contact, it's way It's over 25 for sure. They come in groups of five I mean like in larger groups. They're being removed from class. >> What kind of day did you have that kind of a lunch? >> It wasn't. >> Lunch is a concept. >> [laughter] >> I'm just That's the That's things to be alive. Um and I'm I hear what you're saying. It changes from year to year. >> Yeah. >> And the dean stays with that facility. Mr. Moffitt has freshmen, so next year he'll have sophomores. >> Correct. >> So, as you go up it gets a
062little I don't want to say easier, but >> Mr. Gardner first had freshmen next year because she had seniors this year. And so, they loop with the counselors and the social worker [clears throat] all the way through. So, those kids get the relationships are built as the kids loop through for any year at the school. >> So, do the deans have other responsibilities outside of doing this, too? >> Mhm. I mean, they they support the principal. >> Yes, we do. >> Yes. [laughter] >> So, do you typically make these phone calls to parents at the end of the day? Like, when do you send them home? >> It's real time. >> It's Oh. >> It It all depends on It depends on the nature of the discipline. And so, if there's something here There are
063some At the end of the day we go wrap up at the end of the day at 4:00. They'll come in. If there's anything that came in at the end of the day, we'll wrap it up then. So, we're all sitting there They're going through it and and we're talking about any situations that really need to be dealt with, but they're also calling parents. But they're in each grade level they also call throughout the day as the as the kids come in or wise to refer something. >> So in the investigations for the the things that altercations or whatever, all that's done real time also? It has to be real time. >> Okay. >> So is the process the same for all three schools to for the most part? >> Yes. >> Okay. Is there
064an opportunity to maybe partner up or pair up the senior and the freshman? >> Yeah, we do. >> Okay. >> We we we we try to lighten the load on the freshman. Uh and part of it really just, you know, we start sorting through and sort it as they said it's all entries embedded in there where there parent contacts or documentations even from the nurse. Like all of that gets pulled and then they're sifted through them and just trying to see which ones are the best ones. Put and then dealing with them from there. Some of them are just conversations, some of them require a little bit more attention. >> [clears throat] >> Do you have a core group of folks you just keep seeing often? >> Yeah, there will be offenders. Yeah. And so
065you know, those kids require a little bit more attention. They require a little bit more support. And their parents, you know, we call you know, there are some very responsible parents and there are some kids we just have to work with. >> Do you have any like thoughts, recommendations, hopes for the coming year? >> Yeah, we we're getting prepped up for the 20 the class that's coming in. Uh because you know, >> We really like hearing from you much of the things that you're presenting. And can can can we hear from them what they would like to see and experience for the coming year? We really do appreciate you know how much we we care, but it would be nice to hear from the deans since they're the ones working in it real time, please,

Um one thing I guess as a dean, I would like to see more incentives for our students. I just feel like they're not intrinsically motivated, a lot of them. We need to figure something out to get them going because they will follow the carrot if
067you dangle it. It works in a lot of situations. Just some type of incentives, school-wide, to get them motivated for attendance, grades, behavior. Oh, we do monthly assemblies, but I want to give them more. >> I'd like to add more um time and opportunity to meet with students outside of uh it being bad news. A lot of the times when students come to see me, um the uh energy is always um that energy, and I think it's uh it's draining [clears throat] on them. I know it's draining on me as a dean. Um I'd like to move away from that a little bit and have it be more of a um a support type of situation as opposed to always a a bad situation. So, I would echo that as well. Um but I am
068I want to add also that I'm hopeful because it's been my experience that as they get older, as they move up, >> [laughter] >> as we kind of build that relationship that Mr. Hall was alluding to, they kind of get an understanding of what high school is. They get an understanding of um what they can get away with and what they can't. >> [laughter] >> I'm very excited about having first and foremost leadership. >> [clears throat] >> And what is your >> I can't wait. [laughter] I'm serious. I am excited about that. I I told Mr. Hall he can take any group. >> No problem. >> [laughter] >> I love that. >> However, I would also like to continue to support our teachers in the classrooms. Um making sure that we help them with classroom
069management. Um a lot of issues are classroom management. It's just simple issues. So, we don't When I tell you we have 21 21, that's a lot of incidents all year. It's pretty good. But, a lot of one of the situations is classroom management. Um I know for a fact, you know, I love the new way we are are rolling out this new week. It's also informing our teachers what has been done. And that's the number one complaint is I get referred, but I don't know what happened. So, this is also informing them. So, I'm going to say something. >> I'm good. >> Okay. Yep. >> I'm just looking forward to further establish I'm sorry. Further establishing the rapport and relationship with our students, normalizing the expectation, what we expect of them as students, and then
070supporting them as far as what they need from us as a support team in order to help them reach their goal of college, career, trade, or have you. So, yeah, the expectation so we're all on the same page as staff, students, and families working together. >> Mr. Christie? >> I'm an assistant principal of over all four deans and supporting [clears throat] them. But, one of the things they failed to also mention is that they help lead MTSS weekly assessments of students where we bring in counselors, social workers, and so on to address those students that are having some of those issues on the academic academic side of the house or on the discipline side of the house. And they work closely with them to design the plans, the interventions, and so on. So, not only
071are they addressing full discipline here, they're also working on overall achievement of trying to get the students to stabilize to a different level. Um so, I like the work that the deans are doing. They didn't tell you but they're modest. They calibrate a lot from one another, work together with each other, discuss cases with each other, which then helps each other with them support and allows me and Mr. Hall to over the top support them with whatever they need in reference to. So, I I'm proud of the team. Mr. Hall's proud of the team. Forest Park we've invited them. And Stevenson is just you know, like us, the biggest school of all of them. So, you know, uh outside of the graduation that we host all of them, we do contact all of the principals and have a good relationship with >> So, I think you're asking about more universal supports. That's what they were talking about. Our universal approach to help students and help the kids coming in. So, we do that across

076wanted to bring all of them together with their families because we increased the amount of students receiving the Seal of Biliteracy from last year to this year by 725%. >> [applause] >> So, for all of the work that we did at my dad's, it was uh a team effort between our school, our students, and our families. Um they have Mr. Cavallaro to come up to talk about that and his team to help pass out these certificates. I want to take a moment to recognize their work over the course of this year. I want to thank you for your support for our our multilingual department and the support that you provided our students through different um different software and and and services that you provided for us um to be to be able to bring in
077more staff to support our students. And um we don't have final numbers yet, but several several of our students that earned this national Seal of Biliteracy, we've also um moved them forward for an international seal of Biliteracy. So, we're waiting to find out how many of our students we do think the number of students that will um ultimately get that connection seal as well. I cannot tell you how incredibly proud I am of them. We are going to read names, we're going to give certificates, and this may take a few minutes. We have a lot of other students that could get this award, but we're focusing on seniors [clears throat] tonight because one of the um record you you one of the one of the um things that you have to do is graduate before you can get the Seal of Biliteracy. So, we have students that actually acquired it, but they don't get it until they graduate. So, we're going to start right now. First, we had 63 Seals this year Seals of of um, biliteracy that were seniors. 54 commendations. The difference between a commendation and the Seal is that the Seal is a higher score on the Avant test and actually gets you more college
079credit. Um, and so these students are all getting college credit towards their world language um, if they choose to go on, but not only that, they get on their their transcripts and their diploma the Seal of Biliteracy, which they can show when they're looking for jobs in the future showing that they're bilingual biliterate and cultural, which is is something that is amazing in our global society today. So, I couldn't have done any of this without Mr. [applause] Lopez. Mr. Burton, the two coordinators at East and West schools have helped tremendously. It's a huge job and I'm so thankful to be able to share with them all, which is why the numbers are so much bigger this year. Thank you. And we also have two members of our BPAC up here. Uh my children went right here. Uh and so, of course, my career was um here um at Proviso and at the feeder schools that feed into uh District 209. So, I've always been home. Um so, on behalf of the Shiloh 9 Board of Education, I would like to welcome everyone and thank our students, staff, families, and community members for your continued support, commitment
089to provide Shiloh Township High Schools. This past month, we have continued to focus on our core priorities, student achievement, equity, safety, and engagement across all our schools. I want to congratulate our graduating class of 2026 and the students who just received their um seal of literacy. Um Um it was truly an honor to watch each and every one of our graduates um cross the stage. The board remains committed to ensuring that our students graduate with a quality education that readies them for college and or careers. Efforts such as our new credit recovery platform called Subject, um academic um interventions, and expanded student support um and MTSS will continue to play a huge role in addressing learning gaps, behavior issues, and promoting student achievement. Our schools are continuing to strengthen positive school culture culture, the relationship
090building, restorative practices, MTSS, and consistent expectations. These efforts help create safe, supportive environments where students can grow both academically and socially. We will continue as a board and as a district to ensure that our schools are safe and the learning environment is respected. We are excited about the expanded Alice training our building and district leadership teams have been a part of. Building a positive school culture and climate means holding everyone accountable for the actions in our schools. We are working to expand communication and partnerships with families and the community. Increased outreach collaboration Increased outreach and collaboration remains essential to supporting students across both in uh success both inside and outside of the classroom. The district will be working with our parent coordinators, building principals, teachers, and staff to make sure the information regarding all things
091school-related uh are clear, accessible, and up-to-date. While we are making progress, we continue to adjust challenges related to attendance, student behavior, and meeting the diverse needs of our students. We remain committed to addressing these challenges with consistency, care, and accountability. The Board of Education is dedicated to working with our superintendent to strengthen academic support and intervention for our students, strengthen relationships and support with our teachers and the community and stakeholders, enhance student engagement and attendance efforts, build strong relationships with families and community partners, maintain safe and supportive learning environments in all of our buildings. We are excited for summer. We ask that everyone please be safe but enjoy the weather. You see our students out and about, speak to them, say hi, um and let you know that you support their education and the efforts
092that they're putting in, and let them know that the next school year is going to start and we want them all to be ready. Um our district will be out and about throughout the summer. We have a lot of We have a lot of opportunities to get out into
093the community and we plan to do that. I know we did a really good job last year of getting out to all of the different opportunities and different fests. This year we're taking a more structured approach, being more proactive to see and have an understanding of what is out there and continually add to this list as we find it. And it's not just about showing up to these events, it's about having our presence known, spreading our information, you know, continually connecting with the community. So, as as we're looking through it, I just wanted to just highlight what we have scheduled so far to be at. And at each of these we have at least two or three staff members that will be there representing the district. So, June 13th we have our movie night at
094Proviso East. June 19th is the Juneteenth Festival in Hillside. June 20th and June 21st will be at the Broadview Juneteenth Celebration. June 24th will be at the World Cup Day in Melrose Park. June 27th will be at the the Caribbean Caribbean Heritage Fest in Maywood. Also on June 27th, there's the community green clean and green in Bellwood. And on June 27th, it's a busy day, there's the Electric Nights in Park Forest. July 4th will be in the Westchester 4th of July parade. We'll be sending more information about that if anyone wants to attend and be on a float. July 5th, there's Bike with the Mayor in Broadview. I can't wait to let her know I'm coming to that one. That should be a lot of fun. July 11th is Proviso West the Proviso West alumni
095picnic. July 13th is the Hillside Summer Nights kickoff. July 23rd is the family bowling day at Eubanks Lanes. July 25th is Speaker Welch's back to school event at Proviso West. July 28th is the Hillside Summer another Hillside Summer Nights. July 31st Norma Hernandez's annual back to school bash. August 2nd is another bike with the mayor in Broadview. August 4th is the Hillside Summer another Hillside Summer Nights. August 4th is also the National Night Out. And so that that occurs in all 10 communities. It's my goal to get somebody at each of those. I don't know if we'll get three at each of those. We'll be able to do our best. August 7th, 8th, and 9th is the Taste of Bellwood. August 11th is I believe the last Hillside Summer Nights program. September 4th and September
0965th we have the Taste of Melrose and Maywood Fest. September and September 6th is Maywood Fest. September 12th is the Bridging the Gap parade. And I just saw that September 12th is the Forest Park Fall Fest. So I will reach out to the mayor to see if he can be there. So I will be attending most of these, not all of these as you can imagine. >> Right. It is a lot. >> But we do we will send a sign up for board members. Make sure you know about all of these. So if anyone wants to attend any of the events, we'll make sure that you're that you're aware of those. We do have new items that we ordered that are branded that say Proviso Board of Education. We will make sure that we also
097bring these of water or some type of drinks cuz I think some of us were nervous summer in some of those events. And I think I think it was Taste of Bellwood where we needed mouthwash. We will do our best to keep us keep us cool. So that's what we have in regards to community events. And the next thing I want to just give us an update on is the plan. Um and just kind of where [clears throat] we are and where we're going with it. So, as you remember, I submitted in early April an initial draft to the board. Um that we we have since made some updates to it and um May 13th, we sent out um the street a draft of the strategic strategic plan for public comment. That public comment period
098closes on 6/15. We'll then take feedback from there, make adjustments as needed. At the um at the at the June 23rd COW, we'll have we'll it'll be an upcoming info item. We'll share more information. Um it'll be presented to the board on July 7th as an information item. The final draft will come to the board on July 21st in the COW as a future action item. And finally, we will I will be bringing to the board for a final vote on August 11th. So, we do have some time um to to shape it, but as it is right now, we're I'm waiting to see all the feedback we get from the public comment to see what updates need to be made. So, I just wanted to give you an update on where we are with

Um and and Ms. Turner will um walk us through the business office update now. >> Good evening, everyone. >> Good evening. >> So, we have Mr. Grossi from Eliminate and he will be presenting our tentative budget. >> Good evening, everybody. >> Good evening. >> My name's Robbie Grossi. Um I work with the district for various financial matters and work closely with Dr. Hill. Um I'm here tonight to present your tentative uh fiscal year 2027 budget. Because today's date is only June 9th, we still have 1 month left in the fiscal year. So, this is based on really raw data. So, I'm just going to give you a high-level overview and then um in August, when we present the the final budget we'll
100go in detail and know what we need how do you finish the fiscal year etc. So by statute the tentative budget needs to be on display in the business office at least 30 days before the the board approves it and there also needs to be a an ad posted in the newspaper letting the community know that there will be a public hearing when the budget is ultimately presented and approved. So the ad will go in the paper early on June 17th to let the community know that on August 11th board meeting there will be a public hearing for ultimate approval of [clears throat] your final fiscal year 2027 budget. So when tracking when comparing your current year budget to your year-to-date activities through May your budget is tracking pretty well. So we built this tentative
101budget off of your fiscal year 2026 budget but again a lot can happen in June. The first assumption we made was that real estate taxes will increase by 2.7% compared to the fiscal year 2026 budget. Now you all know of all the craziness that's been going on in Cook County with late tax bills that is causing districts to receive the revenues much later than expected and to be honest not getting the amount that's that's due to us. So that's something that we'll have to continue to monitor closely. There is just an article that was released today that property tax bills will be sent out at least two months late for the fall. So that negatively affects the schools obviously because it hurts our cash flow. So we'll monitor that and hopefully have more information as
102we get closer to the budget. Your evidence-based funding from the state increases by about 3.3 million dollars Um, year. The state passed a a budget fully funding evidence-based funding for next year, so you'll receive that after $3 million in that. Overall, again, high level before diving in everything over these next couple months, we think revenues will increase by about 2.8%. In terms of, um, expenses, um, right now this tentative budget shows salaries increasing at about 4%. Um, obviously, before before August we'll have a better idea of the staffing pattern, later retirements, who's coming, going, new hires, etc. Um, the tentative budget shows that, um, the district will spend $6 million on construction and the capital projects plan this year. Um, that's just a holding pattern. I know things are still being talked about and will
103kind of be formatted based on, um, where the final budget is going to end up. And then, um, one other thing I wanted to touch is, I I believe health insurance will be going out. >> Yeah. >> 12 12 it was 12 to 16%. I don't remember if the final number was in yet before, um, I made this presentation. But, with that being said, I Unfortunately, that's like common across schools right now. Everybody's getting about a 15 16% raise. A school district just called me, they had a 12% raise and 12% increase. Now, if that's actually well I'm in a lower range, which is a tough spot to be in. It's it's something that we're going to, um, need to navigate. So, with all those factors in factored in, um, the tentative budget shows expenses
104increasing at 4.7%. So, your expenses are increasing at a higher rate than your revenues are going to be increasing. But, the good news for the district is, um, you're going to have have a tentative, uh, a surplus budget this year in 2026. Um, this ten- this high level tentative budget shows, uh, another surplus budget, um, with your fund balances growing from about $86 million to about $90 million. Um, we'll really be able to sharpen sharpen our pencil and really dive into these numbers over the next couple months to figure out exactly where you're going to stand. Um, overall schools are going to be facing challenging times over the next three to five years and and and beyond. I anticipate revenues to increase moving forward at about 2% a year and expenses will be at a
105much higher level than that. But so even though you guys have been budgeting well and and and were fiscally responsible, you had a surplus budget. Just the way that the finances are trending everywhere, you're you're going to need to make tougher decisions down the line. And again, we'll get in detail once we have your final fiscal year 2026 numbers when we come back in August. So that concludes my presentation. No action needs to be taken. Are there any [clears throat] questions? >> Is the budget available for us to review it and is it at a line item level? >> It's not at a line item yet. That'll be built over the next couple months. We really start diving into it the first week of July. Actually, once everything in June gets posted and we see
106what happened during this fiscal year. So as we work on on building that, I'll talk to Dr. Hill. Once that line item budget is ready, we'll make sure that we share it to the appropriate people and get that in your hand with with with plenty of time. >> Thank you. >> And [clears throat] I know you said you'll go more in detail about the spending. Is it a good idea for us to slow down a little bit? Be mindful? >> Yeah, you should you should >> I I was being mindful, but >> You should always be mindful. Again, the the district we work with the district for three or four three or four years probably now and the district has been in really good financial shape year to year. I think when I first started
107you had about a $10 million surplus. This high-level tentative budget shows about $4. So, in in in isolation, are you in a good spot in fiscal year 2027? Yes. But, how how are things trending over the last We We've spent a lot of money spent on construction, things like that. I During COVID, there were extra dollars coming in and out and and things like that. There were just kind of weird patterns to to spending. So, I So, again, I will go We will go in more detail. I think in a vacuum, you're in a a good spot right now, but you're not going to be afforded the same luxury 3 to 5 years from now where you can say, "Oh, we got money. We could do this, that. Let's Let's do this. Well, this looks
108like fun." Um it really start thinking in the long term for long-term financial stability of the district because um there was question this year about federal revenues if they were if schools were going to be fully funded. On the state side, the state of Illinois is broke, and something's going to happen sooner rather than later that's going to affect schools. You get an extra $3.3 million per year with your with your evidence-based funding state dollars. Could come Anything's possible. So, we really just need to be mindful of the revenues and how they're going to start coming in over the long term. >> [clears throat] >> Um and and and expect that expenses are going to be growing at a higher rate than revenues. So, cool it a little bit. I I I would I would

And even though we're slightly low in our revenues, we have taken in 117 million and our expenditures are 121, we still have about 2 million dollars that's coming in through EBF. And thanks to Dr. Hill's strategic thinking, we did not have to liquidate any of our investments.
