Can I get a motion to reconvene the committee of the whole meeting of the Proviso Township High School Board of Education? Move. >> Second. >> Miss Smith, please call the role. >> Miss Malinero, >> I. >> Mrs. Hixon, >> I. >> Mr. Okampo, >> I. >> Miss Morris, >> I >> Dr. Fischer, >> I >> Miss Barb, >> I >> Miss Smith. Oh, I'm sorry. I motion carried. Please stand for the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> At this time, the board of education opens the floor for public comments. The board will receive public comment from any individuals present this evening and have submitted a
request to address the board for the established procedures. Comments will be limited to three minutes in accordance with board policy 2230. We believe that all participants in the meeting desire the best outcomes for our students, families, and communities. As a reminder, this meeting is being livereamed and will also be archived and available on the district website. As a reminder, if you want to request additional time of five minutes, an email should be sent to either Superintendent Mob or board president myself um before the meeting starts so that we can preapprove that. Thank you, Miss Smith. >> We have one public comment and that is from Yini Nunos. >> Hi everyone. >> Hello. >> Hi. Good evening. >> Good evening. Thank you for spending time here in the afternoon making sure that our students and educators
and families have what they need. My name is Jenny Moer. I submitted I think on January 9th an email to the board via the township um prescribed website that you guys have an email I voted request at the five minutes. I that's just me now. My family um had a special situation. My sister's visa was a visa was approved to come to the United States. I helped registered my knee experience which ended up then having my dad have to go to the um emergency room uh because we he has Alzheimer's. We had to take him out. It was just a whole ordeal. Um but I'm amazing basketball coaches. Um, but I am here to see if we can find a solution to the front office staff and to the registars's office and to the uh
behavior of the principal there to ensure that Latino students or any students really that come with special situations are able to get registered and attach to the superintendent to speak to the assistant superintendent to get a child entered into school. My nephew was 17 years old is 17 years old and had we waited a couple more days we would have missed a cut off for him to enter as a junior language development. Um so had it not been for my knowledge of the academic um education and Illinois affinity network group fellow that seeks to maintain and retain minority educators in our field. um and I might my nephew might have never right uh of academics. So I'm not here to um find fault. I'm here to find a solution. I believe that many other Latino
families and many other families that have special situations might have been um a system to track that. Is there a system to know how many people have come into the building to register that they in fact have registered? that they have reg let's just say 4 days of when they initiated their registration and that their transportation their activities and sports have started because social emotional um learning social emotional and mental health should be at the top of our and the behavior from the principal the behavior from the front office staff gives me pause to the safety of all students in provisal West. I am not sure that they're properly trained to understand the civil rights that um all students have regardless of to call home, to call a house here in Provisa Township. There are
other methods that um allow us to register kids into schools and to get them that solid foundation of academics that we want. >> Thank you. That concludes public health. >> It's all you. >> All right. So, moving on through the agenda. The first thing we'll talk about are the finance items. And I wanted Dr. Hill, just to get an update on the property tax situation. As you know, we were delayed. We we've seen some relief, but not fully. So, Dr. Hill, >> good morning. Good evening, everyone. >> Good evening. >> Well, as long as we're talking in the mic. >> Okay. >> Good evening again, everyone. In reference to our tax revenue update, we are still short by $20 million. Thus far, we have received $16 million of our expected revenue. The last amount we
received, which was about two weeks ago, was $77,000. So, we are still anticipating that revenue. The county has not given us any update as of yet when those funds will be dispersed. But I want everyone to also know we're due a spring distribution as well. So if the fall distribution is delayed, chances are that the spring will also be delayed, which means that we are pretty much upside down um within our budget. Typically around this time, we would have brought in at least 50% of our revenue and right now we're somewhere around $36 million. So we are pushing to make sure that there is revenue that we can depend on which is our state and federal programs. So we're making sure that we complete expenditures now on the 5th of every month so that we
can at least bring that revenue in um to keep us afloat while we are waiting on our tax distribution dollars. >> Thank you. >> So just a couple of things to add. Dr. Hill and I are both on different um I would say lobbying groups, right? >> Coalitions, right? So this between CSBO's assistant finance and superintendent to really try and spur some movement from the county, right? And so this is this is an organized approach from superintendents from North Crook, West Crook, South because we're all impacted right now. And really just asking us or or asking the county to just give us some information, right? Like even just knowing when this when the funds would be released could be helpful for our own planning, right? So thankfully and fortunately we have not had to go
to tax warrants. Other districts have. We have not had to sell any of our investments early. Other districts have. And we have not tapped into our reserves. Other districts have. Um but we are >> we are low. We are running low. >> We are dangerously close. And so we have put a we have put a freeze on all unnecessary spending. Right. So this freeze is not impacting students. It's not impacting salary. But some of the things that we would have done that are kind of nicer to do right are non-essential things. We we've had to put we've had to put a pause on that. And then also even the things that we are letting through just adding extra scrutiny towards it. Um the thing is though that we are guaranteed this money. Um right. So
so we know it's coming. It's just a matter of when that money is going to come. >> And so right now when you see the bill list, we don't want to continue to have like these 30-day notices coming up. I know that was a um you brought that up last month. And so the goal is the bills that we did not pay during the month of January, we will be paying for this February board meeting. And because we did bring in some revenues last month, we will make sure to pay this month bills, but we are looking to track as Mo Superintendent Montioned any unnecessary spending. But we are ensuring we take care of day-to-day operations. So whatever the kids need, we're doing our best to get it. But it must be like emergency, making
sure transportation is taken care of, making sure that we're able to pay our employees. So those are the priority items at the moment. >> And obviously spending down our title, you know, our federal funds or grants, we're sending those down as well. >> So keep us in prayer. >> Thank you. >> No, thank you. >> The next is an update on the salary study. As you know, we had Baker Tilly um who was doing the salary study for us. We had a meeting in all three of our high schools that was held on January 15th where any of well everyone was given a position analysis questionnaire. we they have up to tomorrow to is um not mandatory but advisable for them to please uh complete the questionnaire. It'll probably take maybe 20 to 30 minutes
to see if they kind of match everything give it it's okay and then that is due on FE we need to confirm 10 peer high school for comparisons. So particularly we're looking three schools maybe two schools something of that sort um to make sure that you know you know they kind of are equal to us. So we are still reviewing for them to pro uh to let them know which 10 we want them to use. >> Okay. Thank you. Thank you. >> N are there any questions? I'm moving on to the facility items. >> Good evening board. >> Good evening. Uh we have a few items for your consideration this afternoon and this is u these projects are in the early developmental stages. So proviso East High School we had a great collaboration meeting with
Mr. Hull and his team uh to identify some needs related to bringing the the tennis courts up to date and potentially adding some pickle ball added that we believe that's necessary. Uh you'll see the per perimeter chain link fence and the windcreens. We believe that's necessary for tennis to have a a good playable situation that we have tournaments and practice out there. Also, the existing fence will be damaged during earth moving equipment to projecting a $1.68 million reconstruction in the existing spot alternate because the team here at Proviso East wanted to make sure we get some pickle ball. So we added in a $600,000 ultimate all building is to make sure that we have adequate lighting. So that is part of this project as well. And then a colorcoded monthly calendar. >> Any questions on
attendance? >> So currently there have not been any that might be a concern but um >> yeah so during the day we show them what we're doing then they normally give us a thumbs up saying replacement. So that's why we are shining on the side of hoping that we don't have to go through that we will get a permit and will not be required to get storm water >> or those courts have not had any issues. >> No. >> Okay. Yeah. One thing to add um this is and what I bolded this cost is estimating this might cost but we are going to take it to the all of them were a significant amount of money more and listening to what to another spot and redo baseball courts because we what we're able to handle
financially >> a bathroom project actually across the district. So frustration, we've decided to utilize bathroom, bringing in new water lines, bringing in new waist lines. So the two bathrooms at the tower and the bathroom right back here by room 134 and then 234th which is on the top floor. In by room 134 and then 234 which is on the top floor. We're using a stacked approach instead of the uh ones opposite. >> And just will add brought this project to LT. I was looking for just to do the ceilings and the lights and there are anytime you start doing some projects. So after our buildings like these bathrooms are not to the code that a new bathroom should redesign some of our bathroom. So so for instance to use a special needs if you're in
wheelchairs per say, right? So making bathrooms that are handicap accessible, right? So, some of those stalls are pretty near. Sure. You know, we're going to do that. We'll we'll we'll see what these bids, right? You guys have been at East and West. These bathrooms could do the redoing the ceilings and the lights pricing to figure out, you know, what it is that we can afford. But these are through everything that needs to be done in the building. But in my view, if it's dark, it's dirty. I think the new lights we have are updated. They haven't been updated since a very long time >> then incorporate that no door but no you >> and some of the piping yeah behind the walls but most of the floor >> and no lip pipes >> okay >>
we do copper that's why we want to use the stack approach as you know the long because it's going to cost a lot >> thank you all right over provis west we plan to do And then at math and science academy we did leave under expected amount when we can actually add to the scope. >> Thank you. >> All right. Moving on into educational services. I did not have a good place for this one so I added it here. It's just a policy. >> This is actually view it. There's any changes please, you know, let me know. And this is exactly what it states. >> So you'll see this again. >> Yeah. All right. Next, um Mike will talk about the soon laptop purchase. This we feel like this is the right time to buy.
We don't want to buy any earlier because then we be getting so by the time we bring this to you in two weeks from now we're expecting board. So u normal students and then what I do is I send that out at BCC all of our vendors say hey this is what we're looking for. is the due date has been our vendor that we have bought from in the past two years. Um, Staples Technology Solution, they always tend to come in quite a bit lower. The pricing they are like, "Hey, February 1st, it's going to change again. It's going to change. It's going to change." So, I'm bringing this to you. This is the cheapest lowest quote I have. They're all going to request changing. was lowest one which was 879. You can see the
the massive increase um on if there is an option. Um last year I ended up I brought it in February. Actually HP is going to bring the prices down. So I kind of work with the vendors to see what it all depends on what make sure to keep those um and attach them in the uh board weekly update that Mr. provides. >> Thank you. >> 80,000 >> and this was last year. >> I'm sorry. I >> No, no. So, I'm going to kind of monitor that and see if you know again pushing it back if we can get some more. >> Moving on into school improvement. I promise I won't be talking so much at the next board meeting, but I have a couple more things that I want to run through um that I
was taking the lead on and the teachers as we're rolling out this instructional framework. And so, you know, as we've spoken about this a lot, this is something it's our it's our priority this year. It's something we're going to continue. And now, I'm not saying that that our department chairs and our team have not been doing a phenomenal job. They have been um an organization that I've worked with in the past, both in Chicago and in u in Ohio that have about 500 teachers in Ohio. So, I know the work that they do and I know how they do it. Part of the reason that I'm thinking about bringing them on um how things were going um 83.7% of the teachers that responded was close to about 11 framework is based on but when I
asked them um some follow-up questions how well they understand the learning objectives so about seven you know something we've been working on for about six months where a third you know third% of our teachers are still struggling with and then when we looked at focus instruction which is one of the harder and then this last question really struck because I said has the roll out of the provisal instructional framework been too fast and 49% of the teachers said yes and so I am going to as we plan right we are going to pause kind of where we are we've made it all the way through collaboration um is to have discovery education come in and provide discovery education come in and do some custom professional development our instructional framework and so with this every we're
we're looking to be reading math science social studies teachers and we would the other teachers that are in that four year a day on learning objectives, a full day on these digital content toolkits for each of the schools. Um, and it's about $10,000 just for that and that just gives each day which is something that we would train on with them. Um, the thing here that I'm able to provide our teachers through this what we would be doing is a full day with our teachers. I don't want to ask teachers to come in after school is to us that we are actually going to pull them out of instruction so that we can get this professional development. I think through the course of this it would set us up right now what we're trying to
do is half days and PLC's on Wednesdays and I feel like again these experts that I've worked with in the past. So, and all in all, it's 36 professional development days um for to do because we just talked about, you know, we're on a pause, right, for school improvement, and that's where I would want to target this work um to use that TIFF funding from the city. have a question. Um 220 actually do this training and do the same concept seeing that we've we have quite a they create something fairly simple to similar to this program to roll out for the teachers and do the same and this program I feel we have like I said quite a few administrators on staff that's supposed specialize in a lot of these areas and are they able
to do the training to um give the personal development to the teachers? So they they can do that. What I'm suggesting is that we bring the experts in to train everybody, right? So training our administrators, training our teachers all at the same time. And so I'm not a big fan of the train the trainer that translation. I want people that are experts in this that have worked in this for many years to be able to come and train our teachers so they they get that direct instruction from those people. >> Okay. I love the idea, but I thought that's pretty much why we hired all these administrators even more. That's just 225 is almost paying to >> We hire them to support our teachers. And if we're talking about the umers, we're already here in
the district. So, it's new learning for everybody. >> I have a question. Is this the AI? What? Well, I'm just coming with this, but can we negotiate that price just a little bit more? Um, that isn't asking them um to give more. And I think as a school board, we need to So, is it possible that we could go back and ask them if they could bring this cost down just the program that's out there? >> Well, I was just going to say the reason I'm bringing this particular organization to you is because I've worked with them in the past. >> My other question is 36 professional development full day sessions. That's over a span of >> It would be for the remainder of this year, March, April, May. It would be once it's it's
it's it's 12 cohorts. So each cohort would get three sessions. >> So back to back >> once per month over a span of three months. >> You got it. >> But I'm happy to take this bid. The reason again the reason that I have recommended this organization >> and I I'd like some education on AI. special education teachers would go in with the cohort science or social studies. So, I'll design that for the bid and then I'll put that out and we'll see what comes in. >> I mean, if we put it out for a bid, will this delay I'm sure this is going to delay the roll out in some way, right? >> It might. Yeah, it Yeah, it would. But I understand the concern. It is a lot of them. >> It's a
lot of them. >> Is this something that can be done over this? >> Right. Not all >> and taking away from their talent. >> My only concern is >> and the value in this are they going to >> like take it seriously and really invest their >> minds. We've all done different professions. >> Yeah. Because if they're struggling, we're not going to say struggling, but if they don't feel that the robot is going too fast >> to be to jump that learning curve up, right? Like to cover that gap of >> um I think David alluded to this. If we to keep any um any of the information, we can kind of go back it or >> train the trainer model. I'm not crazy about but it is cheaper. >> I disagree with the train
the trainer model as my professional. >> Yeah. If we're going to spend the money, we should do the right way, right? Like training the trainer is maybe it's Yeah. >> Okay. I will create a bid, put it on the market, see what comes back. And I don't think I'll have anything for the February board meeting, but I should have something by March. >> And if it's a way we can accept >> All right, I'm a little nervous to go on to the next one though. Um, our So now I think we have a phenomenal communications team, some type of expert to come in and help us really just tell our story in a different way, right? And so somebody that's being able to come in aligned with some type of framework, some type of proven
communication strategy, um communicate best to our community and then collect information on how well that message is staff on how to do communications or how to improve our communication systems. So to see if we were to bring in something, I would bring that as an information currently on my communication team. What are the um the titles that we currently have >> which we've seen? >> You've seen some change. >> Yeah. >> Except communication. Our parents aren't necessarily receiving it effectively um across all platforms consistently. So I still know a lot of people and they're like, "Hey, when I'm wake I'm being awake awake awaken at um in the morning like, hey, is this cool?" And also with like our website, like when I go to the website, I click stuff and I get 404 messages
constantly on links, stuff is not there. Um, I have to kind of play with it to get it to open. So yeah, I mean, I think those are some internal things that we might be able to fix, but I'm looking for someone to help us with >> uh narrative to our communities and like more like >> I don't I don't know if it's modern, but I think it's more effective something that's gonna tell our story >> and and really essentially have the story of us told by us not >> by others. >> Okay, >> I'm here for it. That makes sense. I get it. >> I'm I'm a little bit hesitant >> for this specifically >> for any strategy work >> storytelling. Well, not just that, but in process that a a firm would do
and like do a couple things. It would be I I would assume send an RFP. >> That's what that's what we're talking about is that's how I'm interpret outsource the currency that we have. Okay. I'm trying to add value to this >> feedback. There's there's a whole >> thing. >> Not trying to dissuade anyone. I'm just >> No, that in downtown. There were several vendors that did exactly this. >> Perfect. I I think I think that that's an amazing way for us to tell our own story. It's pretty important to our students to like have their story being told in such a positive way that rebuilds a lot of apathy that we find in a lot of those very negative >> just this week >> statements >> it can help set the narrative right and
then you know you can be like oh I don't know if I want to >> and so and to be clear our communication has been doing a great job >> if you saw some of the videos we put out organiz Right. And so it can't alter the story which I don't think is factual. >> And so this is really about us being able to highlight the greatness that is provisal. The changes that we have made in some other communities that I've been in. We really do have to compete to have our children attend our All right. Moving on. Uh the one last thing I just wanted to update on was Molly board attended one did not. >> I want to thank Molly. great conversation. But as I was as they were leaving, almost everyone said,
"Thank you. Um, this was long overdue." Spent that time to come up with a and so from that two hours we spent together. There really were some we are excited. I still have to go through this gallery walk with voting all provisal school district not all our school districts doing something. was again it was very well received and it was time to spend >> and she was sending me text messages about how phenomenal school districts that came out. So Nikki and Molly. So thank you ladies. Oh, and what I what really stood out to me was there were at least three or maybe four people in that room who came from members um or superintendent coming back into the system that they were raised in. So that for me was like really nice more of
a conversation on any questions about >> n >> one item we presented it to you in December uh in the cow and at the board meeting and approved so we can get get this work started. Um, Jen is leading this if there's any questions. >> Thank you. >> Okay. May I have a motion to approve the after school ACT preparation partnership with academ? >> Miss Malino. >> Hi. >> Mr. T. >> Hi. >> Mr. Okampo. >> Hi. >> Miss Morris. >> Hi. >> Dr. Fischer. Hi. >> Business. none new business. The only thing um I have well guess I have two things um just to um us having close sessions at the committee the whole because this is really designed more to be informative gathering information um getting public comment but so that we can
kind of be a little close session we should try to move away from um cow session so I wanted to just get a because there was some discussion today I know our regular board meetings start at 5:30 is 5:30 :30 for the cow just to be consistent. So every second Tuesday we have a 5:30 VOE meeting in >> but for the cow at 6:30 >> it is and I mean the for the board meetings though we run much later because we have a two-hour close session window and >> we could try understand if we don't get through everything go back at the end >> I mean I was We're talking about just the cow like leaving the board of education meetings alone and just moving the cow meetings because my concern is without a close
session >> without a close session and if there's an emergency right if something comes up where you need to have us in a closed session we can always just bump them the open session >> is that I would prefer to have both because it gets very confusing like oh wait is this the cow that starts at 5:30 or is this the record meeting that starts at 6 or if it's an option >> with the administrators that come to the meetings That's a very long day for them already. Um, and then bumping that to six for them when we've I mean that's been the practice for we can kind of play around with it. But I I would like to hear from the staff and administrators because they're here very early in the morning and that's
pushing them even later to get home. And >> it makes perfectly good sense as long as >> because I know there was one cow session where the executive session lasted a little bit longer than it should have. So as long as we're committed to having this be open session starts if we even need that as needed. >> Yeah, I agree with that >> because when we once we post it right for the we have to adhere to that timing. So to just be consistent with our timing. So if we keep our close session to the board meetings and in case of emergency, we can always but just so we can be consistent so we're not all what time is it? So 6:00 for the cows and then let's kind of leave the board meetings as
is for now but open it to further discussion because I don't I do want to be considerate of our administrators, our IT people. >> I have a question for you. The purpose um of this meeting is really to let is it necessary that they need to come back to a school board meeting and say the same thing that they just said two weeks ago. What we've been doing in the past is those information items we're really not we could just add and then the weekly updates that we send you. I think and and tell me if I'm wrong I think we're preparing you with a lot of all the information you really need to make that decision. >> Agreed. >> Yeah, agree. >> So, our board meetings really can become more efficient. Are there any
final questions on any of these? >> And that's what we've been doing with the action items, which I think is great >> and not maybe going over the information items as thoroughly, right? And just kind of there. >> So, >> and I think that was the intended purpose, right? that we have all these opportunities to ask questions, but maybe perhaps because we're in like that groove of we we read from the admin. So, I mean it could just be a discussion of do we need to maintain the cow every month or you know cadence but that's something we could talk I just for now I just want to set the time for the cow >> except because we're going to have to we're going to have to vote on a new calendar soon our >>
calendar has been done through >> I think it's April or May I have to look on the website >> April or May yeah >> that might be faster >> I think that as long long as we provide the public with the details at the board meeting specifically because I know that if uh a member cow or cows um so we don't necessarily have to regurgitate the information because we're aware but just as long as the slides are presented so that the public can >> we could probably do it >> there and the public if they go to that meeting they know yeah that's all I care about because we know But there's some people I think even tonight you've mentioned like been a long established procedure and I think it's in the school code any
confusion I think we should add like a blurb that if you request if you want a blurb that we read and on our website >> like the day of >> but they may not be looking at the booklet or I mean the information online to see they need to request the five minutes. How come we trying to preview what they want what they're comment about speak for five minutes? >> It's more about timing, right? Because we're everyone's allowed three minutes. If we have a hundred people show up, right? If there's a >> allow like that allotment of time goes way beyond >> we would probably take the top first real time. opportunity considering we haven't had a whole lot of public comments and then use discretion >> correct >> do a rule like that whatever
that number may be >> okay >> so I mean giving that information in the speech that we say every day right and there's lots of new it's every school board has the same school code it's a three minute so if we're putting it on the slip as a last chance reminder if it's on our website or if it's on and I we say it every month or actually twice a month >> with a really valid concern. No idea about the >> right on the sheet. Let me say it. >> Okay, let me help you out here. Uh you uh and M Campbell and I have have actually been a part of a lot and even though they hear that timer going off and we keep saying thank you, thank you, thank you, they keep talking.
So back body and yes we would love for everybody to be able to speak for five minutes but at some point you have to cut it off. The rule is can we just stick with that until we as a board decide what we want to do and let the administrators and the superintendent in these lovely >> Mix I do want you to go home. Okay, I want you to get but I want to point us back to what our board policy says and it says in unusual circumstances >> and when an individual hasn't for more than three minutes. But what what strikes me here and this is something I think we need to spend a little bit more time really understanding some of this verbiage here but it's it's somebody has a an ADA request
right or there's a translation that's needed that's then going to take more time um that's when we were said yes you we grant you those five minutes but it was typically done and I think listen I don't want to just try and spitball as we're here but what I'm thinking is that person when they're filling up you need more time and this is the reason why this is what we could say, but what circumstances causes you to need additional time, >> they could put it in there and then Janessa could bring it to you. >> Close session we have to talk about in the public. So, it came up at the last meeting. So, I wanted to bring it out. What I could do is is is put some put a couple options or just
put what I think is from hearing this conversation looking at board policy just come up with procedure that probably what I think would work >> because I just remember like my first board meeting like you don't know the rules right and you want to speak but then you don't know so like I think we have to have some flexibility but also boundaries in mind
