I'm coming to you today on regards of my actions on last board meeting. I may have conducted myself in unprofessionally, but at this time I'm coming to you all to apologize for my actions on what I did because I am very adamant and very passionate about these kids because these kids are our future and I want to be able
003to say I was a part of that that person's life as he becomes something more than what he is. Thank you. Thank you. [Applause] Dela Patterson. Good evening, board. I'm here basically to give thanks for project that had been talked about from for some time that is now in the process of coming to fruition. Many are grateful for you, Mr. Speaker Welch. Your generosity that will have a transformative impact on our students, athletes, and our entire community community. $40 million is truly a testament to your commitment to education as well as our young people. Thank you for trusting in our institution. We are proud and look forward to an upand cominging worldclass sports complex that will u be built at provisor west high school. Again I say thank you. Um I was sitting on the
004board when this was talked about probably mid time I was on the board. Uh I attended the uh facilities master plan meeting early last December when it was talked about and to see that $40 million will come to provide we deserve it and um great job Patrick. Patrick Ford. [Music] Sorry if I mispronounced your name. Neon Nelson. That's okay. pronounced wrong my entire life. So what is it? Nan blame that lady way back there. My mom good evening board. Um I just want to say first of all congratulations to all the student athletes that went down state. Um it's not easy being a student athlete. Um just know that you're special and this is not the end. You guys are going to do great things if you stick with it. Stay involved. Stay disciplined. Stay
005obedient to your parents. Stay obedient to your parents. All right. And uh I just want to say to my son, Mai, stand up, son. [Applause] You are indeed special. Don't let anybody tell you different. Believe in yourself. Believe in God. And all things are possible through him, through Christ who strengthens us. And you know that you've been taught that your entire life. That's why you've been able to overcome so many obstacles in your short life. Um, before I run out of time, uh, we really have to do even more to uplift our student athletes. Yes. Yes. Especially in this day and time, they face so much. I've never seen my son uh in a state of depression before, and that was new to me. I didn't know what to do. Me and my wife cried
006many nights. But everybody knows basketball is his love. That's what he's trained for all his life. But God said, "I'm going to celebrate you in a different way. Not what you were accustomed to. I'mma put you in a situation around people that's going to uplift you and not tear you down. And because coach Johnny, I met him. He probably don't remember this. Mai had to be in about fourth or fifth grade. We were training over at OPRF at the track. Everybody know me. I I push him, push him. And Johnny said, he came up to me. I didn't know him. He said, "Does he do track?" I said, "No, he's a basketball player." He said, "You should let me get him." But that's how God works. All these years later, we came to provide West
007to train. Johnny was always there. Come on in. Don't worry about it. He asked my son to come out last year and he said, "No, I'mma focus on basketball this year." here. He asked him again to come out and he said yes this time. And y'all know the rest. Coach Dave, I appreciate you, man. They uplifted my son's spirits and then God did the rest. [Applause] Sam Robinson. [Applause] Good evening everyone. I just wanted to say a couple give a couple words of encouragement to the uh Proviso West track team. I have been a part of this uh I say mama mama Robinson track team uh since about 2017 2018. Uh my son uh Patrick uh received a scholarship and now my son Paxton who qualified for four events within the track field. I am
008very [Applause] Everyone knows him as the singer. [Applause] And Braxton knows that mama doesn't really do public speaking, but I must say my son has done a lot. He has over I can't a lot of everything. And I must say to coach Johnny Jenkins. Johnny and I, we go way back 25 years. And I allow Johnny to take on the responsibility for my son and coaching him and helping him and the group of friends that he made. Uh Braxton is a better person. I have seen him blossom so well. He's a young man. He is God-fearing and I'm very very thankful for all the coaches that was involved in helping him mold him and my son has a scholarship to Chicago State and thank you for as well. I was require payroll coordinator for reviso.
009Um, I know the ins and outs of RISO. Do well, do well, do well. I know you are the new superintendent. All of my kids have came through. I challenge you to do better and just keep doing it. You have your team. Stick together. At the end of the day, you all agree for the students of Provo. I will back you. You need me for anything. [Music] [Applause] Um I believe this is Nikita [Applause] [Music] too. Um you like family. actually helped me get this job a long time ago. But I'm glad these kids keep doing what they doing. I hope they keep doing quality cuz we work hard. I'm back again. I'm sorry. But I just want to talk about the flag football program that me and coach tra um coach Vic started that
010they actually gave to another coach that was actually fired and for molesting girls and they still looked over me and him building the program and gave it to him as well. Um, after we built the program, establish established a great team, win wins and everything, they still looked over me, me and Coach Vic for building the program and gave it to somebody else. Also, wrestling, wrestling, my girls was number two in conference. I had number two in the conference. That's hard to do, especially if you only been wrestling for 6 months or a year. Most people don't get that. They also looked over me and gave it to somebody that was fired for putting kids in the 8 to 18 saying that he had more kids when he only had two. He was putting 10
011and 15 in there and gave them my position or trying to get them for my position. I worked hard with my team this year every year. But this is this was my time to shine my girls because they don't think girls can wrestle. We worked hard. We only want lost one wrestling match this year against Damage Road North. Everybody else will beat, you know, and I feel like that's wrong that they keep doing that to me. I put a lot of work and it's not hard. It's not easy doing what we do, what I do or any woman coach do like coach T who lost her basketball position. We've been working with these kids forever, you know. But I made sure my team was won. They went to they won for proviso. They didn't look
012at us as a team that was weak. They looked at us looked at us as winners when we walked in. They respect us. No write ups or nothing. we won every match for them to look over and give it to somebody that not even that got fired but doesn't have the credentials that I have as well and I'm really hurt about that you know and plus girls need to be around females it's a lot of stuff going on with men touching girls and all that in that school and I don't want nothing to happen to none of my girls none of my students period but to get I get on the mat and wrestle with my girls to get them ready for it I don't sit there and coach I actually learn with them so
013that's a lot that was hurtful that I'm here that they trying to put somebody in position that I fought for and I made sure we win. I make sure we go to other schools they respect us, you know, and my girls go in there with respect and I just wanted to talk about that and bring some, you know, notice to you all because I go in there with respect and win to make sure these kids come home and got a great relationship with their parents and all my girls had great grades. That was another thing. Great grades. And every year I got to go through for me standing up being a type of mother cuz I am a mother too of an only child who was number one in the nation in Taekwond do. I
014want to make sure my girls are safe everywhere they go so I don't let anything just happen to them. I be there for them. So that's what I wanted to say. [Applause] Patrick Ford. Last call. And we are honored to hear today to have students and staff that will be recognized. So I do ask the board of education to step down as I will take the podium and start announcing. We will start first with our um teachers who have just recently retired. Uh the first group I'd like to we would like to recognize are our the our cohort of 2025 retirees from
015the district. um these these individuals have been dedicated and passionate for towards our students, for our districts, towards our families, and we are um we are it's going to be very sad to see them go. Um but we definitely appreciate all the hard work that they've put into our community. The first person I'd like to bring up is Mr. Mark Min. Congratulations. [Music] Thank you. Next is Mr. Larry Williams. [Applause] Andreas, [Applause] Angela Lancelotti. [Applause] Vega, [Applause] Louis Ars. [Applause] It's like some of these people started to retire early. So this is my favorite part of the year because I get to recognize students that have put in a lot of effort effort in their world language classes and also in their English classes because they are either receiving the commenation or the seal the commenation towards the seal of biiteracy or the seal of biiteracy. So the difference is um for those who are receiving the accommodation first of all they showed proficiency in English and another language um and the the accommodation is they had to have a 3.5 or higher on their access
017on the literacy component. They had to have an ACT score composite of a 21 or a 20 or possibly an AP English language and composition score of at least a three. And for world language, they needed to have an AP language and cultural exam score of a three at least and a stamp 4S score at least a four. So these students on their diploma and their transcripts trans t transcripts, sorry, I can't speak tonight. Will receive a seal or accommodation on their actual transcripts and and their diplomas. So, this is a great um honor for me to recognize these students that put a lot of effort in uh throughout their years here in their world language and their English classes. So, I'm going to start with the commendation towards the seal of bi literacy. If

Those are the students from PMSA from Proviso East High School. We had Antonio Gassi, [Applause] Michelle Moreno, [Applause] Marielle Morales Montiel, and Samuel Venes Jr. And finally at Provis West High School, we had Marilyn Artiaga, Gabriella Diaz Ogas, and Daniela Carmona. [Applause] So, not only are these students bilingual, but they're also biiterate. And some people ask, why would you want to be bilingual and biiterate? Well, some of us are triilingual and triliterate, too. um because that way we can help that many more people. Uh so I these all I wish all these people the best of luck in their
022future. I know they won't need it because they're going to be able to help at least twice as many people in their futures. And I'm very proud of you all for putting forth this effort. So, as Mr. Calier said, it is a very difficult feat for our students and not many students in the state of Illinois will will graduate with that on their diploma. Um, and as I said, it is great. You could help more people, but it also in the real world makes you more marketable. So, I'm excited for these students as they enter into workforce or into school. They're
023just going to be that much more ahead of the competition. I also just want to take a moment to um really appreciate our staff who have helped mold these helped mold our students to get them to this point and it's truly remarkable to see just how many students um are getting these accommodations and it's just a testament to our staff to our community to our school district but most importantly to our students. So let's just give them one more round of applause. And so next we want to close. The last uh part of recognition is around our athletes that have qualified for state this past spring. And it's I'm proud to announce that we have quite a few people um that we want to recognize. Um first at Proviso East at the high school track
024and field team. Before I bring up the students, I just want to take a special moment to thank the the coaches, Devon Ben, Dave Brower, Veronica Harris, Myra. Thank you coaches so much. I know that you put in many more hours than our stipen calls for and uh you go above and beyond and because of your efforts, we are celebrating many many students here today. Uh first, I would like to call up Tori Robinson Thomas. W Tori competed not in one event or two or three, but four. Tori was the state competitor for the 100 meter hurdles, the 300 meter uh I'm sorry, the 100 meter hurdles, the 300 meter hurdles, shot foot and high jump. Congratulations. Come on. And students, you just never know where your life is going to take you and what is going to happen or where you you know the things that might be.
026And I remember when I was teaching at Haye Elementary School, there was this young student who was very memorable, her mother, and um I didn't even know at the time that she had um talent in track and field. But from what I understand, from learning about her journey, she would she was dedicated to the craft. She traveled to get to the right coaches, which actually were here uh in the proviso area and then went on to become a state champion. Then she went on to running college and then she went and represented Nigeria in the Olympics. and she is now one of our coaches for the Proviso West uh track boys track and field team. So just saying you just never know where the world will take you and what you may do. So students
027you may come back to us 10 years from now as Olympians. We just don't know. And so I just encourage you all of you all of our athletes to continue your grades to continue your craft in the in this in these games that you participate in. and uh Mai's father who really did say it the best. It's also like best when we celebrate, recognize student achievements. That's always my favorite part of the meeting. Um, I want to take a moment to highlight the several positive development developments happening across our district. We're excited to welcome several talented individuals to our team, including our new PMSA principal. We have a data researcher coming and the deputy superintendent of school improvement. It's a lot
032lot of words. So, um we're very excited and they're very talented and they're going to really help us transform the district. Um under Mr. Mohip's direction, the PMSA transfer policy task force will begin and they're going to develop a clear and transparent policy for student transfers into and out of provid Math and Science Academy, PMSA. This approach allows for broader input and collaboration while ensuring that we're focused on an inclusive process. So, um I think we've had an overwhelmingly large response to that. So, more information will be forthcoming about that. Um, as many of you know, our district has been awarded a $40 million state grant, which is an incredible opportunity. While we await further details, we want to reassure the community that we are committed to transparency throughout this process. We will actively seek
033public input and share updates as information is confirmed. In addition, we're transitioning to a new structure for committee meetings. We're moving from a traditional from traditional committees to a committee of the whole. Um and this brings several key benefits. One is that we have enhanced debate, more open exchange of ideas and a less rigid structure during our committee of the whole. We call them cow meetings. So if you hear us talking about cows, it's our second it's fourth Tuesday of the month. Um this also gives greater board member participation. It allows all board members to engage directly in discussion. Uh there's more thorough examination of issues before formal decisions are made. So the whole board will see these items several times and have lots of opportunity for input. Um it's a little bit more informal
034solution focused conversations that support collaboration, idea sharing and innovation and it's opportunities for learning engagement from all board members. Uh we believe this change will strengthen our goal of responsible board governance and lead to better outcomes for our district. Also, we're proud to offer the free lunch for all children 18 and under this summer at Proviso East and Proviso West, Monday through Thursday from 10:30 a.m. to 12:30 p.m. The program runs June 9th through 30th and again July 7th through 24th. We're helping to keep our students fed and supporting families during the summer break. Uh finally, we're looking forward to our safe summer proviso movie on the field which is this Friday. It's free to all Proviso families. Uh there'll be free snacks, some lemonade. Uh, the movie starts at dusk, but our gates open

U, Dr. Grossy is has helping us in our finance department and he has been so patient. So I wanted to just bring him up out of order so we could get him uh through his part. Good evening everyone. Good evening everybody. Good evening. Um for those who are new to the board of education, my name is Rob Gcey. Um I have an opportunity to work with uh several school districts in Illinois as an outside financial consultant. Um it's considered a good best practice to have a a set of eyes on the district's finances to monitor finances and to look at it from the lens of uh what I see throughout the state and what other schools are experiencing. Um, I've been working with the district for the last couple years and tonight, as Deborah mentioned, we're going
037to talk about um where we see the school district right now as you're entering into the preparation of the budget and beginning of the next fiscal year. Um it about a month ago I had to present at a schoolboard meeting and it started off similar to this one with the accolades for the students and it was an all positive meeting and I went clapping and clapping and then I started my presentation and they clapped and I talked about kind of like where they're at at this moment in time and then they clapped and then it was like you guys are probably going to be broke in about two years and I was like it was a terrible night. and Joe Pal said this is not going to be the case today. I'm I'm I'm going
038to continue. This has been such a positive menu that I that that I that that I'm very happy to say we're going to continue with a positive message. Some some elements of caution, but but but but um you're going to give my honest assessment of the school district and the conclusion is going to be something I think you'll be happy to see. So uh to start off just a little brief brief history of the district's financial condition. Uh this slide compares excluding major capital activity the district's revenues and expenditures according to your audits. So you can see that the blue bars represent revenues and the red bars represent expenses. And uh you can see that every year since this time, these last eight years, uh the district has kept its expenditures below its revenues, which
039is a positive. You can see there's been a large increase in both revenues and expenses since 2022. That's something that all school districts in Illinois are seeing because um the state of Illinois and all all school districts in Illinois received a significant amount of federal aid from uh COVID relief funds and uh a change in the school funding formula has dumped a lot of money to school districts, corporate personal property taxes. This the Illinois Department of Revenue made a mistake and overpaid school districts. Anyway, long story short, his from from a historical perspective, and I've been working with schools for a lot of years, the growth in revenues over the past few years has been as high as it's ever been. This graph compares revenues versus expenditure. So, the zero line is a balanced budget.
040So you can see that essentially since 2022 uh excluding major capital activity, the district had a structural surplus of around $25 million a year. Uh that's that's that's a solid u non- capital surplus. In terms of capital investment during the same time period, the district has invested a little under $138 million in its facilities. 30.6 6 million came from bond proceeds. Uh the majority of the cost came from fund balance reserves and from these co s coser dollars that you that you receive. So when you put together the structural surpluses and given the fact that the commitment to capital's actually exceeded that uh fund balances have actually declined since 2020. Uh the red bar represents your board policy which is a minimum of 128 120 days of reserves. The black bar represents what ISBY recommends
041which is 180 days to get the highest financial profile score from their financial rubric that they use to evaluate school districts current financial landscape uh in the district. Excuse me. Skip the section or did they change the Well, who says that? Anyway, um I've been I've been I've been um presenting to different organizations um school groups and and school districts about concerns I have generally for school districts in Illinois. Um I I have I have been, you know, working with schools since the mid1 1980s. I'm old. I didn't want to say that, but um so I've seen the good, the bad. Um and I'm concerned about the next several years, and I'm very concerned for school districts that have not positioned themselves well going into what I think is going to be challenging times. Your
042district is not one of those districts. You've done a good job of maintaining a structural surplus. Your fund balances are healthy. um not the health not as healthy as all the you know other some other districts because you've committed funds to capital but um you've put yourself in a good spot. The districts that have not um are the districts like I mentioned that I was at last month. Um but I think that all revenue sources are going to be challenged for school districts in Illinois. First of all, the three primary sources of local revenues for schools are real estate taxes. So, in Cook County, Cook County is a tax cap county, which means that your taxes can only grow at the rate of inflation. Um, over the past three years, the levies that the board
043approved in 22, 23, and 24 have averaged just under 4.5%. Um, in 20 in that's in December of 24, the levy percentage increase was 3.4%. And in December of 25, the levy increase is going to be 2.9%. And right now, year-over-year, inflation is 2.3%. So, it's more than likely that your major source of revenue, which is real estate taxes, is going to grow at less than half the rate that it has in the past. Corporate personal property taxes, as I mentioned, the state of Illinois made a mistake. They overpaid districts. Um, so all districts corporate personal property taxes have dropped over 200% in the last two years and are projected to drop another 15% next year. And then interest rates are also declining. They they grew significantly. They were almost zero for many years. Uh
044but uh the Federal Reserve is uh now starting to lower rates and that may impact that revenue source. In terms of the state, uh this is my biggest concern. Uh the top graph represents uh the state of Illinois's surplus and deficit and you could see that other than in 2001 the state of Illinois essentially always has spent more than it brought in uh to the tune of $5 billion surpluses towards the end of this period. Right before CO hit, I actually received a call from the state that calculated what it would look like if they cut school funding by 32%. That's how bad it was. um they owed about $6 billion in outstanding bills. They were paying hundreds of billion dollars in late fees. Um and the district was in the state was in really
045bad shape. Then CO hit and and for all the bad things about CO, one of the good things was it helped school districts and the state of Illinois financially and the state of Illinois received about $8 billion, was able to pay their bills and was able to um continue to increase funding to education. So all the things they were talking about went away at least temporarily. Now all all the major associations are talking about a fiscal cliff and the state of Illinois and the governor's office itself is projecting deficits to go back to 4 to5 billion. So we don't know how that's going to impact school districts down the road, but that's a concern that I think is going to hit schools at some point. on the federal uh side. Um obviously we're all kind
046of following what's happening at the United States Department of Education and in Washington. Uh as as at this point in time, um we don't believe it's going to have a significant direct impact on schools in terms of losing title one money or special aid, special ed reimbursement money, IDA. Um my greater concern is if federal funds are taken away from the state of Illinois for the fight that's going on there that that may cause more of a problem in in the state of Illinois to their already fragile financial condition. Uh just I think this is a really important chart uh just to keep in the back of your mind. You can see since between 2006 and 2017 funding for Illinois schools was basically flat. uh the the foundation level of $6,119 per kid. It was
047the same for many years and um you could see that uh when the evidence-based funding formula came in and the resources came in through COVID that funding of annual funding for schools grew significantly. So now the state of Illinois has to sustain $8.5 billion dollars worth of funding unrestricted funding for schools when it was half of that less than 10 years ago. specific to the school district 209. Um, in terms of revenues, 65% of your money comes from the state of Illinois. Excuse me. So, it comes from real estate taxes. So basically 65% of your money grows at the rate of inflation and the other pieces of the of the chart more than likely will not increase much during the year during over the next 5 years at least the way it stands right now
048which means that your revenues are going to grow about 65% in CPI this this is what CPI has been which is the maximum you can increase your tax levy over the 33 history 33 year history of tax caps and you can see that how high it was historically in 23 24 and 25 and how it's trending back down towards its historical average of about 2.3 2.4%. In terms of expenditures, just like with all school districts, 56% of your money uh come is is is or% of your budget is paid through salaries and benefits. Um which is which is a pretty normal distribution. 13% is out of district tuition, which is probably a little bit on the high side relative to other school districts that I work with. Um, but but other than that, the distribution
049looks pretty um pretty normal. The other thing I and final thing I want to point out is um your district's outstanding debt. So every school district in Illinois has its own credit card limit essentially. How much debt you could issue that's not subject to subject to going to referendum and it's called debt service extension base which is basically how high can your tax levy be every year to pay off principal and interest on your debt. So for 2025 that number was $7,220,000. And this compares the red line is if is if inflation is flat because it's this line grows at the rate of inflation as well. And the green dotted line is if inflation grows at 1 and a.5%. And you can see that your district is a little below your maximum allowable levels. Um
050in each of the years in in all you could issue about 30 to $35 million worth of non-referendum bonds to address capital needs. I would say one of the biggest decisions that this board of education will have going forward is how much more money do you want to invest in capital? So, so right now again you have depending on how interest rates move because that affects this you have about $30 to $35 million on your credit card for capital. You're obviously getting your $40 million grant that that's going to address a specific project. Um I don't know what your needs are and where they're going to go from there. Um, I can tell you that uh this budget um has a that that Deborah's going to present in it preliminary form has less capital than
051historically um to try to keep fund balances short up going into this uncertainty that we're might be facing. Three recommendations. Uh the district must closely monitor expenditure growth and take steps to align expenditure growth to revenue growth. So ideally and mathematically, if you can keep your revenue growth and your expenditure growth the same, given the fact that you're starting with a structural surplus, you'll never run out of money. And that's obviously the ideal situation, but it's also will be very challenging to keep expenditure growth at 65% of inflation. There's especially costs since co special costs are going up significantly. labor costs are going up significantly with the supply and demand issues. So, there's a lot of challenges. Now, a really positive step that that Deborra's going to talk about in a second is a a
052a committee that's been formed to to kind of put a laser focus on your expenditures and and make sure that you analyze each expenditure before just greenlighting and and passing it on. This is a real positive and this these are the things that school districts need to do now when kids are healthy so they don't get into a situation like your district got in what are 15 years ago or whenever the and a lot of school districts have gotten in in their history getting ahead of it and making sure that you're doing the right things uh at the beginning. So before I get into both one two and three divers talk about this briefly. Greetings everyone. I want to present a document under superintendence um mo administration when he came on board he wanted uh
053after conversations that I had with him he wanted to review all his expenses and so what we did was come up with this purchase requisition form so any expense that is over $2500 must be presented to a committee and that committee will determine determine whether or not we will move forward with that expense. And this is to closely monitor to ensure that we're not having any wasteful spending that all the expenses we have are aligned to our district priorities. So if you take a look at this document briefly, you would need to share with us your purchase details before anything comes to the board. The vendors, you need to identify a funding source, which is a practice that we have been implementing the last couple of years. We want to make sure that we're consistent
054within that manner and you must receive principal approval. So, it's very detailed, but more importantly, there's a section that says based on this expense that you're seeking, how does it align with the district priorities? And so, you need to share with the committee that if you're spending $3,000 on a said item, how would this meet the needs of kids? And so I think this is a real we had our first meeting this week and it went really well and there were some tough questions and so we didn't approve any expenses because we asked those individuals to come back to the table to give us more information and so once we review those expenses then we would get back to that individual or that department to let them know whether or not we approved it. And
055so that's a practice. So with his recommendation we were already ahead of the game because we had already started this. So that's saying that we are all in line together and and then uh second point is that uh and I talked about this just depending on the scope of the major capital needs uh you should consider um trying to use fund balance reserves as little as possible. Keep those fund balance reserves strong and consider either non-referendum bonds capping into that cap or going to referendum for uh large projects. And then third is that the district should continually regularly update its financial projection model prior to making major financial decisions. The goal of Deborah and I is that once the budgets adopted by the board in August and um we have a better handle on what's
056going federal government, then we're going to do hard projections of where we see the district over the next five or six years. But we wanted to give an update tonight on what's going on. district has done a really good job financially. Um, and and you put yourself in a great spot. You have healthy uh structural surplus, which is great. Even though you've invested a lot of money in capital, your your fund balances are still strong and healthy. You're well positioned for the future and and doing the little things like you're talking about with with with financial decisions that's going to put you in the give you the best probability to to maintain strong financial health without adversely impacting student learning in your district. So, you're doing a great job and hopefully I continue a little
057bit the positive mojo that's that was in this office in this room. before I started. So, any big questions or I I have a question for Dr. Hill regarding the uh what is it the review committee? How often do you convene? Is it like every Thursday or as needed? No. Great question. So, during the summer, we're meeting twice a week. We're meeting on Mondays, we're meeting on Thursdays. During the school year, probably during the month of September and October, we're more than likely still pick up with two days a week, but After that, we will move to one day a week. So, before a requisition is even entered into the system over the $2,500 limit, you must get approval. Thank you, everybody. Thank you. So this evening, next up is a presentation of the preliminary
058budget. Again, this is a proposed plan. Um this evening I will share that plan, but understand that throughout the summer we still will be making some adjustments to that. um but we want to move forward with um publishing the notice in the paper and so I will go over what that process will entail and what would take place during the next couple of months. So first up is our budget timetable. So today I'm presenting this budget to the community and the board of education. Next week on June 17th, this tentative budget will go on display in the district office and a notice of public hearing to be held on August 12th, 2025 will be placed in the newspaper. Following that, on August the 12th, we will hold a public hearing on the budget and the
059board of education will approve that budget. From there, it is filed with the Illinois State Board of Education within 30 days after its adoption. And by law in the state of Illinois, we must have those budgets approved by September 30th, 2025. But I just like to move ahead and just prepare and have that all done prior to that date. So next up, I want to speak to what are some of the drivers that are affecting our FY26 budget. So first off, there will be proposed a 3% increase to our real estate taxes, a $500,000 increase for evidence-based funding, and at the moment, as Dr. Gross mentioned there um won't be any interference at the moment with our flat with our state and federal grants. So the amounts that we have been allocated more than likely
060we will receive those same amounts the next fiscal year as well. some of our expense drivers, there will be about a 4.5 increase with our salaries, but we anticipate that our staffing levels will pretty much remain the same as they did in FY25. [Music] And then we also allocated $6.4 million in capital projects. Um, but keep in mind this is this includes a $4.5 million retainage that we have um from the prior year. So, we still have a balance of the work that was already done this year. Next up, we're looking at our budgeted revenues across all funds. So, if you take a look at this chart, you will see that from FY26 to FY25, what that change will incur. So, we're looking at a $3 million real estate tax increase. The $500,000 in equity
061based funding, that would be an increase about the same a million in federal grants. And our local revenues would go down slightly by $200,000. And you will see that right here in parentheses, the same as well as our state grants. Next up, our budget expenditures across all our funds. So we are seeing that between salaries and benefits there will be an increase by $2.5 million. Also we will have our budget expenditures will include at least $600,000 in our purchase services, $200,000 in our general supplies and materials. And then there was already work done. Um this year we spent about $17 million on capital projects. So there will be a deduction in that area because as you can see we will budget for $7 million this year and as I stated part of that is includes
062a balance that we owe. Next here we have the breakdown of our FY26 budget by fund. So based on where everything stands right now, not including um our capital projects, we're looking at our budget to be somewhere around $112 million, but our proposed revenue will be higher. So that was the uh surplus that Dr. Grossy was talking about earlier. Um and with this preurchasing review committee that we do have, again, that's a better way for us to track our expenses to make sure that we are aligned to district priorities. So if you take a look here with the revenues versus the expenses, this shares with you where we have been. So during 2017 all the way up, as you can see where this red bar is at, the district has had some very healthy surpluses.
063Um, as you know, um, ESSER is no longer ESSER was real good to provide district 209. We were able to get a lot and I mean we spent every penny. We didn't return any money back. um to the federal government. But with that being said, our surpluses will continue, you know, to decrease because we don't have those funds coming in. Next up is the end of the year fund balances. Um and this includes for FY26 as Dr. Gy mentioned earlier. And as you can see here by these bars, it is best that we have at least 6 months expense reserve. uh six month set aside just in case anything were to happen and by the end of next year we will be over that six uh sixmon expense which is really really good. Um if
064you recall during co many districts did not have um any reserves set aside and they had to figure out a plan and how they were going to pay their salaries and different things of that nature. But that wasn't the case with proviso district 209. And so even though um we were had to uh transfer funds from my ad funds to our capital projects fund, we're still at that six-mon level which is pretty healthy. And that includes the end of our tentative uh budget presentation. Um are there any questions regarding that? Yes, ma'am. So um Dr. Gy, that's correct. Sorry. He said that our out of district tuition is a little high. Yes. And then I saw that we're going to increase that by million dollars. So have we looked at why it's so high and
065kind of evaluated ways that Right. So every year tuition increases with our out of district placements and so we're just trying to set aside a little um money. We'll work with the spend director regarding that. But from my last two years of being here, I've seen an increase. So we just want to make sure that we have something set aside to offset those costs in the event that happens. So that's just the normal. That's the normal throughout the state. And as I shared when you take a look at your bill list, 13% of our budget deals with out of district placement. So that's a significant amount. Um we at least have at least 10 to probably 15 out of district providers and that's not including pace. Thank you. So speaking of that, when I'm looking
066at our special education department, uh we have about 24% of our students that are receiving special education through IPS that are out, which is about four times the average um for district cost. So it is high. So that is an area of growth for us to try and welcome back students in responsible way. Um but that does account for why as Dr. Gy mentioned and you saw that we do spend more money than the average district on placement. Okay, next up we have the treasures report. So if you take a look at the treasures report for the month of May, as of May 30th, 2025, we have received 100% of our revenue for fiscal year 26. So that's good. You want to make sure if we say we propose it that we're bringing it in.
067So, we received all our dollars that we were expecting. So, that's good news for us. Um, as it relates to our expenditures, right now we're at 96%. Um, I anticipate by the time June hits and I come back to you in July, we will be right there, if not slightly over, but I do know we will have more revenue coming in. So, it will offset those costs. And we are tracking um every expense that's coming in. Are there any questions regarding the May treasures report? This is for 11 months. We have only one more month to go within this fiscal year. So that'll be presented um in July. Dr. Hill won't let us anything. So they're tired of me. The answer is no. Don't enter any requisitions. Don't do anything until July 1. So, I

So, jumping back into the superintendent report. Uh, as we begin the month of June, I'd like to take a moment to recognize two important observances that reflect the values we strive to uphold as a
069district. And speaking of Pride Month and Junth, Pride Month is a time to recognize and celebrate the resilience, contributions, and identity of the LGBTQ community plus community. And it's also a reminder of the ongoing work we must do to ensure that all of our students and staff, regardless of gender identity, sexual orientation, or expression, feel safe, seen, and supported in our schools. Creating inclusive environments is not just about celebration, but it's about building trust, fostering belonging, and removing barriers to learning and participation. As educators and leaders, we have a responsibility to model respect and affirmation for all members of our community. That means addressing bias, challenges, exclus challenging exclusionary practices, and making sure every classroom is a place where students can show up fully as themselves, supporting LGBTQ plus youth and staff is not a
070political issue. It is a matter matter of human dignity and educational equity. Junth, which we observe on June 19th, marks the day in 1865 when the last enslaved African-Americans in Galveston, Texas, finally received word of their freedom. more than two years after the Emancipation Proclamation signed. It is both a celebration of emancipation and a somber reminder of the enduring legacy of slavery, systemic racism, and inequality. In Illinois, Junth is recognized as an official state holiday and rightly so. For a district like ours where the majority of our students are black and brown, Junth calls us to reflect not only on history, but on our current reality. At Proviso East, only 8.1% of black students are proficient in ELA and just 2.4% in math. At Proviso West, those numbers are 8.1 and 1.3 respectively. These statistics
071are not abstract. They reflect students with dreams, talents, and potential who are not yet receiving the educ educational opportunities that we deserve. So, as we honor Pride Month and Junth, I ask that we do so with the intention. Let us reflect on the meaning behind these observances and more importantly let us recommit ourselves to action. Whether it's improving instruction and ensuring fair policies, uplifting student voice or addressing in inequities, we all have a role to play in moving our district forward. Let us lead with empathy. Let's act with purpose and let us continue to work together to make proviso a place where every student can thrive. Um, as president Barbara had mentioned, we are moving towards inclinity the whole or the cow. Um, we are doing these two weeks before every board meeting and really
072it's an opportunity to give board members um in a chance to interact with our with anything that is coming to approval. So, as you may notice as we're moving towards this, there may be less conversation and less discussion at these formal board meetings. Uh but know that these conversations are taking place when we look at items before they come to an approval. There are u at least four times where we may be able to provide information to our board members that uh initially at the committee of the whole meeting then we have the first board meeting where the item is information or discussion. We do have the opportunities for board briefings and then we move this to a second board meeting where they will go for approval. I will mention that every week we are
073still committed to um a weekly board update and everything that is on the agenda will be addressed in the weekly board updates prior to approvals. Um we are also beginning a transfer policy task force. U when I when I joined the district um it was an area that of concern that we needed to look into. As I went about doing the work of of of being a new superintendent and entering into the district, I realized that we needed more time and more voice. Um, we started this task force um asking for invitations that closed on May 30th. And while I was hoping for 10 to 12 members, we ended up with 50 people that volunteered, which is phenomenal for a community where I was told that it is challenging to get community input. And so
074instead of um limiting those voices to 12 and having one task force, we will have three task forces so that all members that apply can be part of this um important conversation and the focus will be will include these areas but won't but we won't limit it to these areas as we engage in the conversations but interested in understanding how we transfer students in and out of not only PMSA but to our math and sciencemies at east and how we remove students or provide supports as they're as we find students challenging in these in these programs and also how we provide these opportunities to families that are new to the district that may have missed the application process for their students from eighth grade. Um moving on, we have um been the recipients of an
075additional $100,000 in excess funding from the from the IDEA grant from the state of Illinois. So, um, we are being given a very short time to come up with a plan to spend $50,000 for reading intervention and $50,000 for math intervention. These are the types of problems I'd like to have, um, because it means we have an opportunity to spend more u more funds on our some of our most challenged students. Um, so right now we're currently exploring our options and because it's it's a late a late end date, we'll have until 8:31 to make these decisions. Um on 5:30 we had a wonderful end of the year staff celebration and over 300 student oh I'm sorry students over 300 staff members and some board members were were able to join. I do have some
076pictures here um somewhere of the event and it was it was a great opportunity. Um Alex and I cooked uh Mr. Calieras and Lisa Roach kind of took on the responsibility. We really wanted to cook for all of our staff members. found it important for us to to do that service and really to just show our appreciation and it was um you know truly just a great time for us to come together as a community. I wish more would have shown. Uh we do have 800 staff members. We had about 300 in attendance. So I'm hoping as you know I'm hoping as we continue to do more of these things that um we able to we'll be able to reach more of our staff. Um and then finally just a reminder we have a family
077movie night at Proviso East this Friday. will be showing I believe it's the movie is Minecraft um and it will begin at 7 PM. So there is a lot of information out there in the socials. We moved into discussion. So first is the press policy 118. This will be the second reading, second of three readings for these policies. They've been presented. Uh first at 428 at a policy policy meeting held by um by board member Hixon. Um and as I mentioned before, the press is a service provided by um the Illinois Association of School Boards to ensure that our school district is compliant
078with all policies. Next, we have um Taylor who will give some information on our transportation extension. Good evening everyone. So for your consideration tonight, we would like to uh start with the first student extension. Uh this extension is uh an additional two years. In 2022, Proviso Township High Schools bid out transportation and first student was the only bidder and was awarded the contract. Uh the contract was three years mandatory with two years optional. The options on the contract is a 3.5% increase for year 2526 and 2627. Proviso needs to remain above seven routes in order to receive a 1.3% discount. And in the column that says proviso east and west high school on the top for 2526 the routes will cost us $236.76 if we are above seven rounds and we do have more than
079seven rounds at all three schools. This increase is a 3.5% increase for year 25 to 26 and 2627. uh 3.3% will go to salaries that first student and two ten of a percent will go to overhead first student. Any questions about the first student agreement? Okay, moving on to the Johnson Controls building access control service plan. This plan will provide updates on our software for all of our uh key fobs on side of the building, outside of the buildings, inside the buildings to get us in classrooms, office spaces, and also in IDF and MDF closets. Uh this also will be a comprehensive scope of work in the summer. Every device within all three buildings will receive an evaluation and do all the branded maintenance. After speaking with our IT department, this software update is uh
080expected to be outside the house because secure is a private company and requires additional training. So, Mr. Swanson and I spoke and we come to the agreement it's best that we service this out. Any questions about JCI? I do. Yes, ma'am. I wasn't able to ask at the uh cow meeting. Do we have any opportunities to add additional entry points or how does that work? Yes, we do. Um, how it works, we need to locate those entry points and then just come up with a scope of work, get it funded through Dr. Hill, get it approved by the superintendent and then I can execute the work with JCI or either sec security 101 and voice a day. Are there any discounts because we have a contract with them or any opportunity because we use them
081for maintenance. So, yeah, there's there's opportunity for discount depending on how many additional badges we want to add throughout the building or throughout the district. So, obviously, if we add one, it's going to cost you quite a bit more. If you add 20, you know, that's going to drive the price down. Um, SEC Security 101 and Chicago Voice of Data has been a great partner. They are they are uh supply companies underneath MC Williams Electric. So we will not be going through a prime contractor like a Williams Electric if we choose to add additional devices throughout the district. Um that is something I can work on and uh identify locations with Mr. Mohip and whoever he deems necessary to make those decisions and we can get pricing on it for sure. Thank you. I believe

President Barbin, Secretary Morris, and or Secretary Smith and Vice President Morris. Sorry about that. Uh, in front of you here is our Gail Resources Contract Renewal. This is a service that we've had for the past five years. Uh it is where our students go to conduct their research utilizing Gail. So we discussed this at the committee of the whole meeting and in that discussion looked at uh and talked about the idea of EPSCO and ProQuest. These are two other services provided more at the collegiate level. Right now our recommendation is to go with Gail. This is again just an information item at the time. We're looking at that being a more userfriendly
083though EPCO and ProQuest are out there. We do want to continue looking at that especially with uh what President Barban mentioned the idea of having that research team coming to Proviso and carefully looking and analyzing uh that as we move forward. We did also poll teachers. uh we got 124 out of the 290 respondents uh sent in that we do have a small percentage of of teachers utilizing it. So it's reported at 23% of respondents. So about 24ish teachers are utilizing it or 77% are not of those utilizing it seeing that there are more teachers saying it's easy to use versus not. And we are closely looking at ways to continue to promote this and having more students utilize this, have more teachers utilize this, getting and providing more professional development. So we are taking
084a look at ways and creating a plan to increase this usage. This is something that we find very valuable increasing students uh exposure to research and researching uh different texts and incorporating that information into their writing. So whether it's providing PD offering tutorials in our core classes, looking at different quick start guides and also this idea of a curriculum integration. So we've been looking very closely and working with uh Miss Lee who are a technology integrationist. she's been doing and leading a lot of this work and we're grateful for that and continue to try to increase and promote this very valuable resource for our students. The cost is just a little bit over $50,000 uh at time right now and again we are looking to increase this overall usage. We do have also information on
085the student usage as far as retrievalss versus sessions and searches. So all these are specific terms in that sense with Gail. So whether they're just searching and how many times they're actually sitting down conducting searches versus actually finding something when they're searching and grabbing it. That would be the retrieval aspect of that. And it's broken down into those different contexts. So we can see where those searches in what areas those searches are being conducted. And then we have that information across all three schools. We also have that broken down and the total retrievalss by product. As you were just seeing the numbers, this kind of gives a more sense as far as the pi graph on what areas are being searched and retrieved information more versus again those total sessions and how that's kind of
086broken out. So, it's fairly uh equal across all of these different areas that we're seeing. Any questions about Gail? Again, this is an information item looking for action potentially next month. I can see having used the Triton uh right researching opportunities, how Gail could be a little more user friendly to a high school student. that's kind of like the training wheels into um it's just going to be really important to get that usage up and and have everybody like teaching staff understand or have opportunities uh within the media department library um really start to promote and talk about the possibilities and how to use it because especially at college level we're going to need to learn how to research. It's our English language um development curriculum that we currently have. Um we don't have a set aside time during the day for English language development. This would be brought to our English language learners during their ELA block of time. So they would have um the English language arts teachers would would give students the opportunity to access some of K12 during that that time frame um just to make sure that we are following first of all state mandates that we are teaching English language development but also this is going to show improvement on our access scores and also the amount of students receiving that
089that seal of high literacy hopefully down the line. So, it's really the ask that we are able to uh to continue with this program and make sure we get a strong kickoff um for next school year. So it it has forms, it has um information about access scores that teachers have access to to determine how to differentiate for students in their classroom. So we're looking to again start off the school year strong, make sure that teachers understand what it is and how they
090can use it regularly to keep track of their students towards their progress towards the proficiency in in all four domains of reading, writing, speaking and listening. Any questions? This has been a partner of ours going back to the inception uh of PMSA since 2005. 092is allowing the beginning band, the concert band, and music appreciation. One thing that came up in our committee of the whole discussions was around merit being at the math and science academy, not at at East and West. So addressing that here, the Proviso East and Proviso West being a larger school. There are more students taking uh different band opportunities and having other band opportunities. So in a sense by having more students there are are larger uh larger band opportunities there and then the need for the full-time equivalent teachers those what they call FTE is larger at proviso east and proviso west right now I think if I recall it is not two full-time teachers at the math and science academy so where we do have Mr. Matt Brown here at PSA who is retiring. That was also one of the things that kind of led to this initial decision around merit supporting just the math and science academy and not uh proviso east and proviso west. and questions around merit. This is something that we've kind of been looking into uh the past year and something that we are looking to potentially implement for uh this upcoming school year. We do have a new special education coordinator uh beginning July 1 who is in the audience that will also be working very closely hitting the ground running July one working with our teachers uh at this she's I already know looking into the program itself.
095Uh but this is something that we're looking for action next month. The cost is rather large given the number of students utilizing it but right now we do not have an established curriculum for those students. So, we're just doing this final little vetting, giving uh Miss Schmidt's start July 1. This is something detailed to lesson plans, giving specific scope and sequence and an implementation guide, and also an initial uh professional development for our uh teachers that are utilizing the program. And quick question. Can this eventually decrease the out of district tuition that we pay in some ways? Like can we increase our in-house services to eventually decrease that out of district tuition? So I think it is one thing that plays a factor into the multiaceted needs of what is occurring with these recommendations and
