001ready um good evening ladies and gentlemen and welcome to the policy committee um Nicholas bman from his be the policy director will be speaking and we're going to be covering powers and duties of the Board of Education and de dation um board members term of of office that's 2. 2.50 we're going to be discussing board member qualifications 2 .4 we're going to be discussing 2.70 procurement of um architecture engineering and land surveying Services also the cell phone policy that we'll be going into affect the 2425 school year Mr B welcome um first I want to thank everyone for having and I appreciate you all coming out to discuss for policy on a Monday not the most fun subject in the world but a very important one um so today we're going to be discussing press
002issues 112 113 114 um and then the cell phone policy um flag for discussion at your District I have them all linked as PDFs up here so I figured we just start with uh the issue 112 draft updates um and you should all have the packet as well in front of you um some of them are very minor updates to the legal references or cross references so in those instances I'll move pretty fast past them unless anyone has any specific questions if you find them moving past uh fast past one of them please feel free to you know raise your hand and let me know you have a question or whatnot um but we do have a lot to get through so um might as well dive in does anyone have any questions before we
003start not you can diving in um so if you open the issue 112 draft update packet that's what we'll start with um it's one that starts with 2170 procurement of architectural engineering and land surveying Services um so these are all of the draft updates from the issue um 112 press issue 112 obviously policy 2170 didn't have any major updates to it um it's a pretty short policy as it stands the only updates were General legal reference updates um so if no one has any questions about that we can move on to the next policy which is 445 um the insufficient fund checks and debt recovery policy um so this one we added um some general cleanup we did some general cleanup we added an initial subheading for insufficient fund checks um that was just for
004clarity um and then under delinquent debt recovery we also added some additional language uh we struck the term in the future so now it says a local de recovery program may be available through the Illinois Office of the com controller we just struck the term in the future if you are interested in contacting the ioc to consider offsets and whatnot if you're struggling with collecting debts um you can do so we just do recommend you go through your board attorney first because there's a lot of um lack of clarity in the area so go to your board attorney if you have ever ever have any questions or concerns about collecting debts for your District um it's pretty straightforward update and then just legal references at the B um and then 4100 was next in this
005issue uh this was pretty straightforward as well um he simply updated in the statute they change cert uh certified to license employees um so we just mirrored that in the policy um this is just for the insurance management policy um again really straightforward there and then just legal references and uh added a cross reference to 7300 extracurricular activities 5230 is next um this language may seem a little strange on the surface but it does directly mirror what's in Statue um this is the maintaining student discipline policy um and it says uh a teacher's ability to Foster appropriate student behavior is an important factor in the teacher educational Effectiveness the superintendent shall ensure that teachers other certificated employees um and persons providing a students related service that person providing a student related service strictly refers to
006the licensed Educational Employees except for individuals employed as care of professional Educators so again this is just something that was directly put in statute and when that happens we put it into policy um so any questions about rewarding that or anything like that please feel free to reach out to me as you did um all right so what what what are certified uh it says teachers and other certified license so you're talking about social workers or yeah I I believe so and again it just we pulled it directly from the statute and those aren't always very clear about what you know will be said exactly but if isby if you are ever under a compliance review at your district isby will directly be looking for this terminology so they basically can check off a box
007that you have it listed directly with the stat 7305 would be next and this was I believe very simple updates we just added references um acronyms to ycsa um and then outdated legal references and that was it for issue 112 So issue 112 is pretty straightforward 113 and 114 are a little beier um so we can move on to the issue 113 packet unless anyone has any questions on anything we talked about only question I had was on 4100 with the insurance management Y and when you talk you spoke about the cross reference with 7300 I was just seeing if there was anything in reference to because this is extracurricular Athletics I don't know if there was and I'm searching through policy right now just to see if there's anything in tied to activities as
008well yeah I can see the connection for that for the athletic piece but know at times you know our activities or something they'll they may go know off campus and you always want to make sure that yeah the insurance management stuff I didn't know if that was inste 7300 specifically you're saying uh well 7300 specifically is letics I was trying to comb through that really quick to see if makes any reference to extracurricular I get what you're saying that was my only oh see the students they me in 7300 they do mention extracurricular and co-curricular activities in there it's just not directly in the title that's what you're saying right yeah that's fine okay you go with that yeah a good question okay anything else on issue 112 draft updates if not we can move
009to issue 113 um so you can grab that packet it's a little longer um so this the first policy will start with its 220 so it's a pack if you're looking for the packet it's the one that starts with policy [Music] um and essentially we just add language again mirroring what's in State Statute um so yes everyone have p with starting with policy 220 um so some of the biggest updates here was we added entering contracts in accordance with applicable federal and state law again hold directly from statute and then number 10 used to say evaluating the educational program and approving School Improvement and dis District Improvement plans District Improvement plans have been completely eliminated from the statute so um the main powers of the and duties of the board would now include just those
010School Improvement plans and not a district Improvement um I believe that was it for this policy except for a minor title cor correction to 5120 so we'll catch those minor errors from now and then um yes are School Improvement plans in just formerly District Improvement plans were those formly the same thing I believe they were separate uh District as a as a whole versus like an individual school and now they're saying that the board can um their power is only over like a school specific Improvement plans I don't even know if District Improvement plans are an actual thing in it's more of a strategic plan to see like a strategic plan got it thank you that makes language I understand yep thank you awesome okay 2120 is next um so we struck languid that refer
011to some old dates so beginning in the fall 2023 obviously we wouldn't want the new board policy anymore I'm add the legal reference down here to the open meetings act straightforward there 2200 is the types of Board of Education meetings policy um and just general cleanup here until you get to number five on page two um this was updated in response to uh changeing statute adding reason boards can meet in closed session uh which is discussing uh denying admission to school events or property so you may have heard that they a great mind but now it's in your board policy as long as it's adopted by the board we make a couple references to this as well throughout other policies that are touched on this issue so you'll see that as we move forward um
012all right then we can move to 2220 Board of Education meeting procedure and this one was a pretty popular uh addition that is now in our sample policy uh essentially it adds a reason that board members can meet remotely um which is unexpected child care obligations um so right now there are three reasons the first one being personal illness or disability employment or District business a family or or other emergency and now the fourth one is now unexpected Child Care obligations um so that's added there and just cleaning up the legal references as well uh 22202 an exhibit um this is straightforward again we just added a reference that um because this is the motion to adjourn to close meeting all of these check boxes are just reasons that the board could adjourn the Clos
013meeting close session um and you just check off the box with for whatever reason your meeting in close session and we added that it can meet um to deny admission to school events so just a reference to that and we can move to 410 long as no one has any questions which is fiscal and business management um this is new um if you look at number five um it says a superintendent or design shall perform each of the following and number five is present a written report that includes the annual average expenditures of the district's operational funds for the previous three fiscal years at or before the board meeting in which the boards adop board adopts its L um so it's an additional requirement now that's uh required for the superintendent or doesn't need to
014present that evidence to the board um we make a couple references to it throughout our more of our updates so you'll see it but um yeah that is mandatory so any questions please let me reach out let's see 460 purchases and contracts was in press issue 113 and I believe this one did not have any major updates so when that happens it just means it was General cleanup um so formatting things like that should be good there 4130 um sorry3 what was the what was the update in 460 460 was Pro uh likely just general formatting oh just for like that I'll double check to make sure there may have been a question attached to it or um some comments but I believe it should be just general it might be helpful to also just
015look off the screen [Music] too um 4130 is next this is the re reduced price food services policy um essentially you'll see that second sentence was added uh if State funding is available for the healthy School meals for all program the board will annually determine if it will participate in that program so again it doesn't say you're participating in it it only says you participate it in it if that's a new program that's being pushed um uh throughout the country not justo and then 4130 would be next um and this was simply updated regarding when to send um who to send this form to so this is the free and reduced price Food Services exhibit um and it just basically says the following notification is provided to all households of suud this now instead we
016just said provided we can give direction as to who or to when um and this notification is also provided to households of students transferring to the district during the school year um so just tying up some loose end there that if someone transfers to the school district during the school year they will also get this notification um down here under the meal charges for meals provided by the district um we have new language here directing parents and Guardians to apply for meal benefits if they do not have lunch if if have lunch debt they do have lunch debt in commitment to providing meals or snacks to those who request them um so if uh they have uh launch debt or anything like that you're basically going to be telling them to apply for benefits um
017and then this sentence at the end also says the district will provide a federally reimbursable meal or snack to a student who requests one regardless of the student's ability to pay or negative account balance so just ensuring all students are fed and what not um and then the rest was just general clean up so if no one has any questions we can move to 460 um and this was General cleanup uh regarding instead of saying restrictive use pesticides is are will not be applied now we say the ation of any restricted use of pesticides is prohibited um and then we struck that old date under col tar sealant and that was it for 4160 and then 53 is next um this is the hiring process and criteria policy essentially um this was only an update
018to the legal references um so very straightforward here none of the language was touched of course any questions just let me know yeah exactly that's important and that's where the procedures come in so if you have any questions about how to implement these policies or what it states in board policy reach out to me because we have a ton procedures that will help the district like actually Implement what it's seeing policy when you say reach out to you do you have a card yes I don't have my cards with me but I'll give you my email if you can find also I'm sure Bend will be able to pass it out as well 5 190 keacher qualifications again very straightforward just to fix the Le of references no updates to the language and then 5200
019is next and it's the same thing just reference updates then we go on to 5220 as long as everyone's ready um and on policy 5220 um was updated uh permitting PRS annu to substitute each for 120 paid days or 600 paid hours in each school year through um 63026 so June 30th 2026 they're allowed it just gets more freedom to all that the substitute teach um and then under emergency situations this new subsection um regard is regarding the use of substitutes under emergency situations such when a teacher is unable to fulfill his or her duties you'd be able to have them substitute teach for a maximum of 30 days or 90 days if you reach out to um the Roe so just more flexibility regarding substitute teaching what not of the district and then we
020can move on to 5250 which is leaves of absence um here we added a subsection on page two the child extended bement um basically providing an unpaid leave benefit to employees who experience the loss of a child by Suicide or homicide you see that q1 in that subsection that means we have a question attached to it which means there's an option related to that subsection um I do have those questions um I did some those to you so we'll go over those um long as we get U time to do so um but yeah new subsection there and then under leaves for victims of domestic violence sexual violence gender violence or other crime of violence um we added language permitting employees to use vessa leave to grieve uh attend or attenda matters necess necessitated by
021the death of a family or household member who was killed in a crime of violence um so again just like more uh uh we language there and then down here this is an entirely new subsection title leaves to serve as an officer trustee or representative of a specific organization um entitling teachers to 10 days of paid leave per School term for federal advocacy work um if they are elected to represent a Statewide teacher Association in such work um this is this is optional right did let me double check if that's optional that's essentially um if you ever have any questions about what's optional what's not what not what I'm doing right now is logging into Press online okay that usually is a good source of finding out if something's optional make sure okay it does
022say it's required by Statute okay um so if you'd like I could sign further information oh no I just wanted to know whether it was okay seems to be required but good question um and then Under covid-19 Paid administratively leave um the subsection was much longer obviously now it's going to be much shorter and just say when applicable paid administrative leave related to covid-19 will be granted to eligible employees in accordance with state law and that's all for that policy and then 5330 would be next um on this one again this is a simple update we added under other leaves because this is for uh support Personnel we added child extended bant leave under number six here so really straightforward there and then just general legal reference updates and then if we're good there we
023could talk about 65 just School accountability um this again the only change here was we struck District Andor School Improvement plan so no more District Improvement plan now it just has school Improvement plan so that means for each of our three high schools there has to be a separate School Improvement yep yep exactly 630 organization of instruction very simple update the legal references is so nothing to talk about here unless you have any questions and then 650 is next which is the school wellness policy um and essentially we added a subsection it's at the bottom of page one top of page two um with titled uh goals for other base school activities um this came in from a request from the ISB Nutrition department to include this language um so it just says goals for
024school-based activities include um supporting and promoting healthy eating environments promoting and participating in Wellness activities um and schools will offer other school-based activity to support student uh to support student health and wellness including coordinated events and clubs so again those are just goals doesn't tie you to anything it's just general best practice the rest seems to just be legal references so if we're good there we can move to 660 which is the curriculum policy um and essentially on this one you look at number nine in the list which is on on page two um we added um beginning of the fall of 2024 in grades 9 through 12 the dangers of fentol has to be taught um essentially that was just legal required by Statute now to include instructions on the dangers of fentanyl um
025beginning of the 2024 2025 school year you have questions about implementing that I would reach out to your board attorney um but yeah yes that is now a requirement to have in curriculum down here we just struck some dates Under 12 and 13 that referred to the year 2022 as well as 2023 under number 14 the other major update to this policy lies number 16 which adds uh instruction on Native American nations sovereignty and self-determination um so you just need instruction on Native American um and everything that rels to them so any questions there let me know and 18 uh specifically touches upon the Native American genocide in North America um struck that date number 23 and then the rest is legal references so we're okay there look at 6230 which is the library media
026program policy um essentially um there's a question that goes along with this one um essentially if districts want to continue to receive federal funding for their library programs they either need to adopt the statement that you see in number five which states the program adheres to the principles of the American library association's library Bill of Rights which indicate that materials should not be prescribed or removed because of partisan or doctrinal approval disapproval you can either adopt that sentence or there's an additional sentence which states um just a general sentence like Banning um a written statement prohibiting the practice of B books so it's simpler when we get to the questions I'll explain the differences between them um that's to continue to receive federal fund um and number eight was just struck because we move to
027number five it just Rewritten and move to number five rest are just legal and cross reference updates and then 760 is next um which is the resident policy so we started with adding the subheading about residents of students with disabilities this came in from um pressed board member feedback um so whenever we release a press issue we have a press Advisory Board uh which is full of uh board attorneys throughout the state review cour reporting out um and one of their suggestions was to add this uh subsection um just giving more of a reference point to um how to determine residence of students with disabilities so it directly links to the statute um and then that was essentially it there is a question tied to this one regarding you may have heard um allowing students
028of uh employees at the district to attend uh the school district tuition free but I'll get to that when we get to that um the questions but just a some more options regarding that and then 770 is next which is attendance and treny this one just had a legal reference update or can move past this one unless anyone has any questions and if not uh 7160 is next which is student appearance um this had a pretty substantial update which um added the language the district also does not prohibit the right of a student to wear or accessorize the student's graduation attire uh with items associated with the student's cultural ethnic or religious identity that is explicitly require um so we can keep that in the board policy instead the board for adoption um and again
029any questions just let me know and then 790s next and that's the student Behavior policy this is one we're going to dive into a uh deeper a little bit later uh regarding cell phone use of the district um um and then but regarding issue 113 updates you look at number eight on page three he added reference to using a writing service and or generative artificial intelligence technology in place or original work unless specifically authorized by staff so obviously as I'm sure you've heard and you know AI is quickly emerging area vastly developing and whatnot um so we anticipate a lot of updates coming out regarding AI as those uh cases are are settled and whatnot so just be on a look up for those in the in the near future U but for right now
030this is the only addition regarding AI that we have um and then just updating some dates and then under the required notices subheading we cleaned up a lot of this language um basically say in addition upon receiving a report on any of the above one through three which are what you're required to notify about the building principal or design shall notify the superintendent or design and any involved students parent Guardian this last paragraph is General quean up regarding um notifying law enfor enforcement for serious incidents and also reporting battery to the Illinois State Board of Education there's also Al a question um on here um so we'll get to that um when we talk about questions but yeah so there's going to be more General options regarding this subsection specifically and just some legal reference
031updates and we can move to 7270 which is administering medicines to students um the major up updates to this policy where was under self- administration of medication um number three used to refer to the Illinois food allergy emergency action plan and treatment authorization form Now it only refers to an allergy emergency action plan so it was just retitled by ISB so we captured that title [Music] appropriately um and then another major update is uh school districts are now required to maintain a supply on on undesignated opioid antagonists um to administer as necessary um I believe that's the only one of these four that we have in here like asthma epinephrine and whatnot that's explicitly um required by law um you may want to look into that to make sure you have undesignated or t in
032your District undesignated means it's not for anyone in particular it's just a medication that can be used someone's having ATT next subsection that was added was school district supply of undesignated oxygen feat this is completely optional language um if you uh basically asking if you uh do you contract on your special ad is it through uh uh PA Pace yes okay so there's no special ed services within the district specifically okay so if that's the case you would not need these undesignated oxygen T subsections um we you do some of the pace we have some in the school East have some I know West have some and we have one1 they have one1 them yeah we we have Pace as a cooperative for some of our services but we do have services in in okay
033cool that's great that's good to know so when we talk about this auction P question we'll dive deeper into it but it is completely optional either way um and then we just updated the opioid antagonist subsection there some general cleanup um this vo subsection is basically protecting with District something about the opioid antagonist y so are they good for extended periods of time I mean like an epin for example is only good for like a year but the opioid an you don't you are they dated are they a drug that's dated I'm I can't speak to specifically dat we got we got a registered nurse City they referring toic thank [Music] you yeah good great [Music] question um and then if there's no other questions about this and we'll talk about the oxygen tanks when
034we get to the specific question for each policy but if not we have a couple more here 7285 uh the anal access prevention response and management program policy this is the smallest update ever if you'll just see it under legal references we just struck that letter e so unless anyone has any questions about that you can keep pushing on to 8:30 visitor two in conduct on school property and let's see this one okay um so this specifically relates to what I talked about earlier uh of the board now being able to meet in Clos session to discuss denying admission to future events so this language has been updated for n um we took out more here um in that second paragraph um because it doesn't refer to specifically meeting it just refers to uh particular
035events within the district um it's a very complex area so if you ever need to meet to discuss Banning someone from the district premises or whatnot again we do recommend contact your vage well this policy 83 is that just during scho hours or um I don't so I believe it should be for yeah I believe it's for Community use as well so after hours if they're coming into the district whatnot show your ID yeah it might be this section might be let me see yeah yeah it it should refer to all right here it's not re when large numbers or community members are are attending board meeting visitors are not required to sign in but must follow school officials instructions yeah so the policy in general refers to conduct uh for visitors but that SED
036right there means they don't have to like follow like signing in and whatnot there's no students in the building and whatnot yeah but I would think that the distinction would be when there are no students in yeah so what where did you find that sentence specific I found that one in the paragraph that says starts with all visitors to school property are required to report to the building principal office I see and these occasion yeah so if it's it's those instances you are not required to sign in but policy still applies um and I believe that should be it for a 30 and that's it for all of issue 113 that was a major update that we got through so there excuse me can I ask a question s when you um finish with this
037and then you present your recommendations to the board so that they can do an adoption of the policy is that done in open session or how is that done so that we know what they done in Open Session yeah oh okay okay um so if everyone wants to open up the issue 114 draft update packet starting with policy 240 board member qualifications um essentially this policy was updated regarding reasons making an individual ineligible for board membership um we added and conviction of an Infamous crime my first question when I read this was what is an Infamous crime um so the answer I got was Pap is very unclear about it but it does say that examples are are um examples of an Infamous crime include but are not limited to any felony bribery and perjury
038it's like those Major Crimes but again it's not very clear in the statute um but it is in the statute so we that it specifically for a reason to um be eligible for board membership that was in there um just some legal and cross reference updates and you move to 2260 which is uniform grievance procedure um I will say overall in issue 14 the major thing we did is um include policy 2270 which is a brand new press policy um so you will not find this in your current manual but essentially it's about discrimination and harassment on the basis of race color and national origin prohibited so this is specifically when there's discrimination and harassment related to these areas you would follow 2270 specifically um it's at the end of the packet so any new
039policies that don't have upd to them it's it's at the end yeah it's on it's 43 of 53 2 260 no so this is um you're just required now to have a specific policy on discrimination harassment based on race color so you can still use 2 260 in all other instances but anything based on race color or national origin 2270 um so obviously I want to have the full board you know do a deep dive into this because it's a new policy um it essentially mirrors like what we've said in 260 but again it just dis specific to these IND of race color National um so basically if we want to go back to the top um the reason I reference it now is because a lot of the updates in issue 114 are simply
040making references to 2270 um if we want to go back to 2260 um you'll see that we make a direct reference of that new policy 2270 um under number four so this is the uniform grievance procedure so now it's just telling you um that discrimination and Har harassment on basis of race color or national origin essentially go to policy 2270 for that um and again you'll see that a lot we'll plug 2270 a lot through all of these um pulling harassment policies things like that um Mr as do we have a non-discrimination coordinator or management I recall the last time I addressed it was when mral was here it's typically over HR so now be labeled as mron over HR but I remember updating it at one point to Mr when he was here and
041I have to assume that it's uh now but I want to make sure I want to make sure that somewhere in our policy we had to yeah there you go y there you go yeah right right there that was the last time I up a press list him so that's probably upate we need to make we had that and then Dr Thomas there and so what I will say about this is that updates to the non-discrimination coordinator or complaint managers do not need formal board approval okay so um Ronda if you want to reach out to me and we can get um we can just get these changes straight away um to whoever the appropriate parties are this is so I have I can send a full list of all the policy their referencing if
042that's help as well sorry were you looking down here yeah so we'll update all those yeah I'll get I'll get those right now I'll uh Miss V Brook and Miss uh s have access to press plus and we can make those changes yeah I will say this is it's been Brenda because she's been doing it's Brenda she's been doing it yep um and I will say that is one of the most C CH this we get is just swwa crimination but it's really important that that be done I'm aent I don't even know who to call absolutely okay we need to Y we'll be back absolutely so we'll get those updated um again just so four and five related to those new policy that new policy 2270 um and I believe down here we add
043more inclusive language um to say uh in set of one of each gender to each of a different gender um and that's under appointing a non-discrimination coordinator and complaint managers like we said we'll get this language updated um and then just updates to the legal references and cross references and then 2265 will be next which is the title line grievance procedure um so this policy used to be titled Title 9 sexual harassment grievance procedure we retitle it to just Title 9 grievance procedure because now it's not just about um sexual harassment complaints under title n it's any complaint under Title 9 um so not just sexual harassment um so um this basically we did this a little bit early um it's you probably have heard about the title 9 regulations that are coming out um
044essentially by adopting this it'll be on ahead of the game when they release those title n um amendments and whatnot so we just caught it early um so now it's title Title 9 procedure um we also want to um Renda I'll I'll contact you about this but you want to fill in the title L coordinator information on as well um just some updates to some titles on and um that was basically it for this policy I've got some questions that are attached to it that we'll go over at the end of the meeting but if we don't have any questions we can go to 4190 this is the targeted School violence prevention policy um essentially the change we made here is in that numbered list um number three says require all District staff volunteers and
045contractors to report any expressed threats or behaviors that they represent a threat to the community number first four says encourage parents students parents Guardians and students to um report any threats so just added some language um like asking people to report any suspected threats or anything at the district um and that was it for so 510 would be next the equal employment opportunity and minority recruitment policy um and again what we did here is we just made a reference to policy 2270 because this is the Equal Employment Opportunity policy now you'll know uh any uh anything that relates to race um and things like that you can uh go to directly to policy [Music] 70 um so another one we clean up those names and just general legal reference updates cost references there aren't any
046questions so far I 20 is next um and this one is the workplace harassment prohibited policy again just a straight forward reference to 2270 that new policy well that he's not descrimination coordinator to complaint manager names and then under investigation process um again more references to 2270 so again that was an overarching be in this press issue uh cleaning up references to that uh new policy um and that's essentially it for this one and then we can move on to 5300 which was just legal reference and cross references so unless anyone has anything else there keep going 710 again another reference to just directing readers to that specific policy as needed General legal reference Updates this is the cross reference update and then 710e is next um we added the reference of 2270 and 2265
047this was just missed by us it should have been here earlier um so again we'll catch things from now and then every now and then and um we'll edit the policy so you'll see 2270 and 2265 referenced here under the Equal educational opportunities within the school Community policy and then under number eight um we also added a reference to um the uh what we discussed in issue 113 prohibiting schools from denying students the right to wear or accessorize their gradu atire with items associated with their culture ethnic or religious identity so just a reference to that specifically under the Equal educational opportunities um exhibit and that's it for 710e so 720 would be next um basically uh added we added protected categories to the prohibition on bullying appearing appearance soci economic status and academic status
048again pulled directly from the statute um we'll update the nontermination coordinator and complaint manager info and then under investigation process um another reference to 2270 um so writing investigations regarding race color and national origin we direct people to 70 now same thing under retaliation for hiad and then it was just legal references and cross references other than that should be good 7180 is next that's the prevention of and response to bullying intimidation and harassment policy uh we added some protective classes here um essentially um basically um some of them were cleaned up and already in the statute but things like uh physical appearance socioeconomic status academic status parenting status homelessness marital status um those are the items that were added this prevention respons to buing list and then just general clean up on this these

050that one so we're almost done with issue 114 before we can dive into 7 190 in your questions um but basically 2270 again it's a new policy that we talked about you want to have the full board do a deep dive into this um but it is required now for boards to adopt and then lastly i00 was Rewritten it's a staff development program essentially the major thing to look at uh this Rewritten policy is we added a subsection additional training requirements um basically uh listing training required by state and or federal law that is not required to be specified in policy so strangely enough uh there's training that's required to do at the district it's not required to be sta in board policy so uh based on feedback that we got we included a specific
051subsection called additional training requirements that lists all of the requirements that you don't necessarily need to be stated in board policy but still need to be followed um and then again number 10 uh is Revol uh revolves around the new policy 2270 and I believe that was all we had there so we got through three press issue updates which is huge and as long as the board adopts these press issues your district will be completely up to date with legislation that has been passed so major props these past three meetings have been rough but awesome job there um so we have two more items to discuss today which is the cell phone policy as well as the questions that um related to these draft updates do you have a preference B which discuss first I

053me here tonight um Is this Burning need um I think across the district I know that our principal over at West has um a a a big um movement ready to go for next year but I think for a a districtwide policy something that needs to be in place um to make it more firm across the board so that all of our students are are put on an even playing field so that they can all have access um would certainly be beneficial um the phones have taken over they've 100% taken over our classrooms they've taken over our hallways they've taken over everything within the buildings um and in speaking with colleagues at each of the three buildings it does not see different here at pnsa than it is at West than it is at East
054um so just some of my notes um that I've taken down here I think that um some of the benefits if you would um definitely we would be looking at increasing our security and our safety um by having those phones secured throughout the school day um giving them access to their cell phones only in the hallways only in the lunchrooms um only in certain situations they don't have the self-discipline to control that and I think it's up to us to help them do that um it's become an addictive personality for them and we're not doing them any favors we talk all the time um across our district about creating equal opportunities for our kids and we are not creating an equal opportunity by allowing them I apologize by allowing them to continue to have them
055in their hands because they're not focusing on their schoolwork um if we can create a way there's several opportunities U possibilities to have them help secure them whether that's securing them in their hands or securing them in cell phone lockers um either way would be some sort of an investment and there's pros and cons to both I know that the the Yonder packet uh Pockets um would be a possibility um but those are a little bit easier to hack um for our students um but removing the distractions and getting them back to being comfortable with being bored um our students don't know how to be bored they don't know how to be uncomfortable um right right there's no and there's no consequences right and so um I try to I I I try to um
056you know remove cell phones from students hands and I am met with you don't pay the you don't pay the bill I'm not giving you my phone um or I met with scares or I met with they just turn their back to me and ignore me um I mean the laundry list is extensive so I really feel like the policy that we have is is not it's not structured enough it needs to be super firm and um I I hope that as a board perhaps maybe you guys can contemplate some some possibilities of removing that Temptation getting it out of their hands and getting them back to studying getting them back to focusing um taking the games out of their hands taking social media out of their hands taking the cheating out of their hands
057um it's so easy for them to snap pictures and and to text answers and to um I mean if it's not from distraction to gaming to social media to just you mentioned bullying um the fights I mean that's how these things get organized they get they get orchestrated from within the classrooms um the same handful of students on a regular basis are in the hallways they orchestrate their meetings they're filming the fights I don't know if you all go on Instagram and look at the page it's it's disgusting um and they do it because they have an audience so all of those things can be taken away and give them an opportunity to Dole I teach driver's ad right I have to spend an entire week with my students teaching them how to how to
058make a signature they don't know how to sign their names um and and like I just would like to see them be okay with I'm bored with what's happening right now I'm going to sit here and doodle on a piece of paper I hate to go back to 1984 but I'm going to go back to 1984 and I'm going to make the prettiest signature I possibly can in the margins of my paper um if I'm an artist go ahead and doodle if I if I like writing go ahead and and you know experiment with writing a poem or if you're bored with something go kick a ball up against a wall our kids do not know how to be bored and and we've taken that away from them and I think we're doing them a
059great inservice um and an injustice because uh they're not learning they're not learning in middle school I can share this with the policy committee cell phones are not allowed in Middle Schools I don't know where in 88 no and in Westchester too I don't know where we lost it that when these kids go to high school then it becomes okay when they for years they've been structured as to put your cell phone in the locker and then when they go to come to east pmsa west then they have it's freefor all our students don't even know where the lockers are at yeah I have something I was at West I took a tour of West and there were kids on their cell phones but I was told by teachers who teach J West that sometimes
060their computers go out and they are actually not necessarily engaged in misusing their cell phones but using their cell phones because they're doing as a part of class you're shaking your head Susan I was told that yeah sometimes and you know what as a teacher at West and a former teacher here at PSA it is up to us as teachers to get past that so today we didn't have the internet so it was a matter of taking material going down photocopying it teaching a dang lesson and being a teacher and stop relying on oh your computer doesn't work take out your phone that's a bunch of in my opinion it probably very unpopular amongst my colleagues that's a bunch of nonsense teach lock them up today lock them up it's it's terrible I'm sorry I'm
061so frustrated it is we are not helping our students we're not helping them so whether it is Banning them and getting the parents on board and I understand there's a there it's a fine line between you know what if there's an emergency I I get all that a parent of a high school kid I get it um but there's a lot of benefit that comes from this and like anything there's there's going to be growing pains um but I know that our kids would would they would come around they would learn how to socialize they would learn how to collaborate they would learn how to have conversations with their teachers they would learn how to think outside the box the things that they should be doing in school they should be learning it is not
062my job as their teacher to teach them what to think my job is to teach them how to think and they don't know how to think because they just want to look everything up and it's bad enough that we we say get off of your devices and yet we give them a device and I get it it's 2024 coming postco being a one toone you know um school is that's just the way that's the way modern teaching is but there can be a time and a place for that 100% I even went as far as looking can we put Jammers in the schools but that's illegal that's illegal Jam them all no teacher nobody needs to be on their cell phone during the day but that's a federal offense so that one that one didn't
063work out I think it also has to start at home with the parents they have to be the ones to be on board to follow this policy because I can tell you right now we're struggling with our students who are special needs now the parents are not giving them cell phones but they're giving them smart watches iPhones and we said they cannot have it but they will argue with you no they need to keep it I want to track my child your child is at school it gets dropped off at the front of the school and picked up and driven home what do you need to track they're in school they're special needs students but the parents will not follow the rules so that is part of the problem that's that's why I came with
064the board for policy if the board makes a policy follow well I can tell you something I'm a board member in a different district and as a parent if there's a board policy it's a board policy as a parent that District that's it jel and then oh oh I have a question so my personal opinion is that I think cell Phong should be banned completely in all three schools I spend at least five minutes when the kids first come into my classroom put your cell phones exha in my classroom I do not allow students to have cell phon so you have to start like at the beginning of the school year and tell them what your polic so when they come into my classroom they had to take their cell phones and put them in

067cell phones out and they film the fight and that's constant that's like every single the averages across the board are 6% increase in standardized test scores in 14% increase for low achieving students by taking away the phone and banning the phones is a really cost efficient way of doing it having cell phone lockers or the Yonder pockets and those that's expensive those things might be ways of bring a phone to school when you say it or they I don't know that would be I think that they should have access you know when they're not school everyone could I understand that with the fights being started and being the safety concern and all of that and the increase in testing scores we already have low testing scho so we do need a bump in an increase
068but if we can just keep it 100 for a second it really starts in the classroom first I mean if a teacher tells me I can't have my phone and put my phone up then that's what it's going to be from the beginning of the school year to the end of the school year but trying to B and the cell phones I don't see how that's going to be beneficial to us because we see that there they're supposed to be only out during cafeteria while we're in the cafeteria they're out in the hallways so we can say we want to ban the cell phones we can say we want to put it in the policy but who's enforcing this policy is that going to be like how are we going to get that well that's

071a f so there's different ways for these safety concerns are coming up but are we what are we doing to make sure these people are are doing this right just to respond to that there's a difference Dr in being able to as a school district that's our that's our computer teams we have access to teams we can read that we have zero right to go in your phone and read it just just back talking about he's not our B at all because actually when I was at Roosevelt we found that a lot of kids were actually using some of the Google apps to communicate just like we teens on we work on the computer and online they would start a document they would share with their friends and they all communicate through that document right
072so it's it's one way to it's it's one thing to say that cell phon vum is going to make a d it's not I mean it's not because well the research is showing different the research is showing the schools that both well the schools that have taken it out are showing vast improvements in their performance in New York City in like 2017 they went the other way and they still didn't see a difference in the data it it comes down to the data anytime you talk about data it can be so we have to be very careful with I also remember being in in school in the 80s when we had a section for smoking in my school I was right there with you and now we don't allow smoking anywhere in any public building

089of districts and Boards don't do the live hearing process so I'm assuming that it'll be a no from the board but yes a live hearing meaning instead of um I can go to the let me go to the policy oh okay okay okay um so it says well live hearings are only required for postsecondary institutions Elementary and School District we choose to offer them as part of a hearing um so basically uh hearing it would say require that any individual designated by the district as a decision maker receive training on anyy live hearing I think instead of a live hearing um that would be like recorded and whatnot um that like I believe so so default in the uh in the uh policy but if you did want to go with clear convincing we do
090have the option uh 5100 uh this is just a required question um for districts that have a practice of providing instruction in life saving techniques and first aid you'd be able to add um this policy 500 which states an opportunity shall be provided for all staff members to acquire develop and maintain the Knowledge and Skills necessary to properly administer life- saving techniques in first aid um so if you offer that we can um include that in the policy if not by default it's not included um so you just want to look into whether that's being offered at the district or whether you want to offer it in the future like a CPR y 5250 um this is just a simple question how many full-time employees does a district employ and we'll Ed it appropriately based
091on your response 6230 um this is the library question okay um so basically these are the two um sentences you can adopt if you still want to receive funding for library library funding the first one that's in the by default in the policy states the program aderes to the principles of the American library association's library Bill of Rights which indicate the material should not be prescribed or removed because of partisan or do doctrinal uh disapproval the alternative to that is simply saying the practice of banning books or other materials within the district's library media program is prohibited I would say I've seen most districts opt for that first one but if you want to take a harder stance on it um and be more clear about your stance on it you could opt for the
