013make sure that they move that needle and raise those scores that's a lot that we ask of them and we're so proud of them and don't think for a minute that we don't appreciate what you do because we really really do and we will start with ladies first and Kristen chanos thank you so much for all you and Elizabeth Martinez I know you're at home she's very ill and she was not able to make it tonight but we appreciate you we know you deal with a lot of challenges and I know you're home listening cuz you told me you were going to be watching and we appreciate you and we know it's been a difficult and tough year and I'm trying to give you all the supports I can and we all all there for

015you [Applause] everyone all right at this time we are going to have the uh reports and communication from the superintendent of schools and the first portion of that is going to be um a presentation by our hya and Associates for our superintendent search so if they would like to come on up uh the podium is [Music] yours do you guys have a PowerPoint or anything or do you guys have a PowerPoint or anything no okay just make a TR [Music] you you want the agenda yeah well that's the guy I don't I didn't get anything you guys don't worry about don't worry about it hello members of the board it is indeed a pleasure to be here thank you for having us and uh we are ready to share with you and have a discussion

016about the superintendent search for district 209 so uh without further Ado we will begin and uh first of all we need to take a look at identifying who is going to be the board Theon for the school district and for the search usually is the board president uh I believe you received a copy of the agenda for this uh discussion okay great good so I don't know if you had a chance to uh really look at that but usually as the board president there's anyone else who is going to be identified please let us know okay Sam I want to identify you s I'm sorry no I was saying I wanted to identify St we'll have that discussion later okay thank you so uh I don't so you discuss regarding the okay very good thank

017you then uh District staff contact person there's someone we will need to work with and setting up the focus groups and other individuals that we will be um interviewing as a part of this process so we'll need to know who that person is going to be you can definitely let us know uh after today if that person is not been identified then uh Ken you want to talk about the process yes and good good evening and so if I may let's go from the end to the beginning and so we need to identify what is the week that the board would perhaps be available for all nine board members to interview the Slate of candidates which normally is five to seven people we have tentatively uh designated the first week in March would all board

018members be available to interview candidates the first week in March is the question excuse me s seven board members with five candidates will everyone be in town the first weekend or first week of March I don't yes December so all seven would be available the first week in March no to interview candidates it normally would take three days if you wish to interview five candidates I'm assuming it's typically done week during the week like a week day not week time what day trying to figure that out but so during the week it it's based upon the board's um preference I think the concern is that the I think we all have day jobs so yeah so if there's something we could do in the evening or on the weekends to be more in line with

019everyone's schedule so we don't have to take off so much time from work that would be ideal that is correct and so I apologize so normally the interviews take place starting at like 5:00 going on to 8:00 it's 3 days so 3 days during that entire week so it doesn't have to be three consecutive days okay but you need to have all the board members present for the five candidates uh during that week and is that um in person or is that online uh we would recommend it all be in person because you want also see your your candidate okay but if it's not possible with the board that's doable okay um we can have U maybe Janessa send out a quick doodle and find out when we're all going to be here that first

020week okay maybe expand it to the second week in March just to make sure that we can capture enough tires thank you thank you it's just important because when you're interviewing your chief executive officer the future one he or she they want to meet the entire board because they want to know who's the entire employee employer excuse me and also the same time you want to see who he or she is and it's always best in person versus virtual okay so with that said is the board interested in interviewing five persons or Seven Persons normally boards when to just look at five something in the process if have seven Great potential was possible but so the Board needs to keep in mind that each interview is 2 hours in length so if you're looking at

021Seven Persons that's 14 hours of your time plus break so most boards they said just give us your top five which in that case it's going to be 10 hours of your time during 3 days or during that week at least if you start thinking about this or have some idea as to how many U candidates you would like to see and you know you're absolutely right maybe that you have seven outstanding candidates and you may want to see all of them but uh usually if there is a ballpark figure of about how many but we will bring you all of the names so that you know everyone who has applied for the position and then you decide um who it is you would like to meet with there'll be two rounds of interviews the

022first round as well as the second round and the first round after the first round you would narrow the number of candidates you would see for round two I also want to add do not feel that you're rushed okay we work for you and we go by your time so we're just making a recommendation that we could you could conduct the the interviews what I heard right now is the second week in March with all seven board members present sometime during those three days of that seven week in March okay let's now backtrack so when would you think would be the best time to do the focus groups that is the community groups uh The Faculty uh the students and ET and we work backwards I mean I think to start right when we come

023back we break in January would be IDE the sooner the better yeah the sooner the better is best and we want to you know it was good to see a number of people here I wish I had a chance to address them before they left to let them know how important this process is and it would really be important that the district lets the community and uh the internal as well as external stakeholders know this is one of the most important decisions that you make and we need everybody to be a part of this process and to give their feedback regarding uh how you what you're looking for in the next superintendent so we really want to emphasize that with whoever the um district contact person is in the liaison that that information gets out

024there [Music] so that said I'm and correct me if I'm wrong we're looking at maybe the middle of January or the end of January and lastly we have an online survey which can be conducted on anyone's cell phone or laptop takes about 10 minutes and do we have a preferred time of the year that we should do the online survey which again it's 10 to 15 minutes and we would normally recommend that this is conducted during the same time as the focus groups unless the board right no that yeah that sounds fine we can okay so everything will take place near the the middle or the end of January and we will go from there and we assume that the board wishes to have this online survey in English and Spanish we might want to

025put it in a few other languages as well I think at one point we had done a survey in the district to find out the top like the top three or four languages spoken by students so if we can just you know cast a wi in as a as possible you know especially when it's something so accessible as an online survey okay and we we can easily uh modify the survey based upon the information we received from the board contact uh we would recommend only three uh specialized uh uh customized questions we do not recommend recommend any open Line questions because this survey is also a public document and it's been our experience in the past that when you have it open to anybody saying whatever they want which is anonymous it really is not

026uh productive and anybody that has any concerns or beef they raise that and it just kind minimizes the the results so we do not recommend that this be an online or open survey but it's also a a survey that's based upon scientific and research based thank you okay another area that uh the board will have to make a decision about and it doesn't have to be tonight is confidentiality you know individuals many times who are sitting superintendent or uh may not well usually do not want their names out there and so the board has to decide how open is this process going to be versus how confidential it's going to be I will tell you that you're likely to get more candidates if it is a confidential search uh at least during the first part

027of the process if not the entire process versus having an open search where someone's name is out there if they completed an application or they applied for the position so the board will need to decide how you want to handle the confidentiality of the search process so you want to think about that okay we will need to and Ken talked about having a schedule for interviews uh with the board members so the it would be great if we could get these individual interviews with the board members as soon as possible the three of us are available to do that so if you said you were available tomorrow we would make it happen so if we could get these in before the holiday that would be great and then we can start moving on to the

028other uh interviews and if you could start thinking about who are those individuals in the community uh that you feel either need to be interviewed individually or as a part of focus groups so there may be some uh officials uh City officials or others and there may be uh other uh Executives Etc or anyone you feel this person needs to have an interview rather than being a part of a group or those who you need believe need to be a part of focus groups so we want to start thinking about that so that we can start letting individuals know that this is going on send them invitations to be a part of the groups or for an individual interview and also knowing how do they want to be interviewed you know we talked about in

029person uh there's also the possibility of a virtual and a telephone so those are all options we don't want anything to be an obstacle to individuals being interviewed for this process it would be wonderful if we had an overwhelming number of persons who took part and shared what their thoughts were about uh the qualifications desired in the next superintendent okay Frank you didn't get to meet Frank the last time so I'm going to ask that he do a short introduction and then I'll go on with the process thank you Con well good evening board and I was unable to be here when they presented a few weeks back but I'm Frank hon I am a sitting board member and so I wholly appreciate the work that you're doing I was solely blessed when you recognize

030the students tonight because that's what it's all about and that's why we put in this time to be able to bring out the best in those students I first want to thank you for partnering with Hazard young in this major task because as Schoolboard members one of the biggest decisions we make is finding that leader that's going to help us carry on that vision and Mission that we have going and so I'm honored that you chose us to be able to help you in that task because we want to find that leader that's perfect for Riso and there are a lot of great leaders out there but we want the one that's a good fit for your District your school community and your students and colie talked a little bit about the groups and it

031is absolutely critical when we begin to prepare that leadership profile report that we have input from as many folks as possible because we want to know what does that person look like what characteristics do they have to have to be able to step into this critical role and lead your district and as Connie mentioned we're available for emails face tace virtual whatever and in that list you see some of the folks who want to be able to see involved parents Guardians students PTO leaders so we want you to be able to determine those groups for us that we'll be able to engage in this very critical process online survey so with that said the online survey groups normally are the staff parents and Guardians students and residents but then every school Community has a unique

032U group that they would like to uh solicit input from so does the board at this time time have any other group that they would like to solicit from for the online survey again we have the staff the parents and Guardians which is the same students and residents what about alumni I'm sorry what about alumni that could be one I think um Dr caralis has um a great group uh in her superintendent Round Table it be really great to give it to the superintendents of all of our foundation schools and so they can distribute it to their parent or to the parents there who have kids who will be you know ideally coming into District 209 and this is something too where I think um different village presidents and Mayors have have you know requested

033to be a part of this as well so we can distribute it to them and see if they have like a they could put it on like the Village website or like in a newspaper or newsletter something like like that to to make sure that we're reaching even more people who might not have children in our district but might be alumni themselves and and for sure for sure taxpayers um so they have input as well any other ideas I think that's a good idea give to the mayor they can put it in the newspapers yeah give to the other superintend yeah to their parents yeah Community groups that usually we work with usually our schools yeah any school partner that's a good idea anyone who provides any kind of like service or partnership to our

034district should be um given the link and and ask to disseminate it to their audience as well that's a good again okay can do that again there's only five groups and so we work with the the board contact person and so what many communities do or school districts do is when they send out the invite uh to those person say we would like to have you participate based upon your repres representation of this particular group and so it makes it very clear so people know exactly what group they're going to respond to and they can also respond to different groups they might be a parent they also might be a staff member and so they could respond to the survey based upon the lens that they are looking at at this time and again I

035should also add that people say well can anybody kind of scan the system I said no so so so we know that if somebody's trying to do this on the same IPA site whatever it it it gets boun so again it's we we have gone through this many times to make sure that the system is not compromised so thank you we talked about uh somewhat earlier the number of candidates to slate it's really up to the board and here again because of the uh importance of this decision you need to ask yourselves as you're thinking about this how much time do you have because you have need really need to give each candidate the same amount of time and so it's up to you as you think about that but then also was it was

036wisely said uh if we have a number of great candidates we may want to talk to all of them so uh the board will have to make that decision and we come back in order to share with you uh who those individuals are who have a then you may have a better idea of how you want to move forward uh internal candidates uh districts uh vary differently on how they want to handle internal candidates usually we handle internal candidates uh as the board would like for us to but in many instances the same way we do external candidates and so uh it's up to the board to give us some direction on how you would like to handle that uh in some instances we come back if we say that there is a particular candidate

037who um you know we would not recommend and maybe we've had some people who didn't have the certification some people who were uh working as uh custodians or working at just in positions that have not prepared them and wouldn't bring them to the rank of superintendent so therefore but we would still let you know that they did apply for the position so uh that's how we proceed with that k regarding candidate expenses uh we do not recommend that the board reimburse anybody that's in the Chicago land area for any mileage expenses however they're from down state or from another state uh we would ask if the board is willing to provide any uh reimbursement for mileage expenses and again this is not a question that has to be answered tonight but would be answered through

038the board conversation with the board representative and then lastly for your final candidate if from out of state uh the question would be would they reimburse the candidate uh for onate expenses and maybe perhaps one night overnight expense so again that is the only expense that the Board needs to determine at a later date again we do not recommend anybody coming from the Chicago land area to be reimbursed for any expense once verbiage or language is determined by you the board or your Communications person we're going to post that on the hya website and so we want the language to be exactly what you want it to say because we'll have a lot of hits there's a lot of traffic and so we want to be able to advertise and say what we want wanted

039to say and get that out there as soon as possible so as soon as you can determine exactly what it is that you want to say in terms of the advertisement then we'll work with you on that and be able to get that up and running on our Hy website so it would also be on your website as well as the hya website um hya receives thousands of hits because we also carry other uh position that are available that other search firms may have so ours are at the top but we also we find people from other Searchers come to our website and look at what positions are available so we do want to get this done as soon as possible so we can start advertising that this position is available so we will need

040some verbiage from the district about the highlights and just what makes this a wonderful place to be for an aspiring superintendent or a sitting superintendent so once we have the advertising or the ad determined the question is does the board wish to have online print advertising I will share with you right now it's the last two years most boards do not wish to pay for print advertising because everything is so online now some words still do especially the large ones like Chicago or LA or Houston but most of it's going to be online and so once the ad is officially uh determined we would recommend that the board uh only look at online uh advertising which would be uh LinkedIn um um Ed link Ed administrators and Etc from AA so again this would be

041no more at a cost of $2,000 but again in my not be any based upon the board's uh direction using just online advertising let me sort of just sort of add to that we also use social media so therefore LinkedIn as well as uh you know Twitter Facebook Etc we use the account that hya has also the district's uh account is a way of advertising that and uh another area that was not mentioned is napy and as well as the uh Latino Association those are available there is a cost of I believe $560 for those two sites and to advertise there so uh there are some options that you have but we really believe that a lot of the online takes care of a lot of what you need and getting it out uh through

042our Associates which we have from coast to coast uh with hya so therefore do keep in mind that those are some options that are available thank you when we begin to collect the applications we want to make sure that we have as much information as possible so we want what we call a full resume we want a listing of everything they've done the jobs they've had we want full names addresses contact information for references and we want a cover letter stating why they want to come to Proviso and we feel that is very critical because hopefully they will have done their homework and we'll know why provisor is a great place to work and a great place to be a leader and so we want them to be able to let us know and let

043you know why they want to come not that they're just looking looking for a job but why it's critical that they want to be here additionally uh many boards will ask for an additional prompt or something that they would like the candidate to address and some would want some other application materials I don't know if there's something that you may think of right now immediately as a prompt that you would also o like the candidates to address or any other application materials so I'll ask you that at this point in time if there's anything that comes to your mind an example would be someone may say in a paragraph or two describe your relevant experience in successfully addressing the achievement Gap things like that nature so yeah many times it's around uh a pressing issue

044that the district may have and you would like to just have that person address that in writing when they're submitting their material so that you can see that the only thing I can think of right now would be kind of the feelings on Dei initiatives and how they would that would be something I would want to hear from each but that would also come out during the certainly certainly so the point being something that's critical and important to you should be addressed by the candidates each one should be able to address that and address it in a manner that's satisfactory to you salary oh sorry okay one of the things that you as a board will need to decide is the compensation range that you feel is appropriate for the candidate and I'd ask you

045to think in terms of total compensation because that way you'll get a better better picture of what we're talking about so we're not talking about just salary but health insurance any other type of things housing allowance vehicle Lou whatever but that's not something you have to decide tonight of course but as a board come together talk about that think about what would be an appropriate range so that will help us and guide us when we begin to talk to potential candidates and it is something that they will ask so we at least want to have a ball pack part figure uh to let them know that this is what the district is thinking about the next item is residency expectations and uh we don't know of course where our candidates will come from um as

046a district you can make a determination whether you require them to live within the provisor area or if it's satisfactory if they live within the Chicago area but of course I would expect that you would want them on site every single day of the week you know and not working virtually but uh you can make a determination whether you feel like The Residency within the provisor area is critical or not again that's a board decision that you can make the last area before any questions which may come from you has to do with our community involvement we know that the community has the ability to be involved with the online survey as well as the focus groups and we always remind people who if someone says well I didn't have a chance to say what

047I thought about this everybody and we want to be sure that everyone is made aware that these opportunities are available the board could also decide um at the end of this process when you get to a single finalist or semi finalist that you have the meet with the community and many times uh that's something you sometimes have to be careful uh about and uh but you want to take a look at just how you want to proceed uh sometimes people start having conversations and uh they need to realize at all times that the board is hiring the superintendent that uh the board members have been uh elected to make this very important decision that where there may be some input from the community if the board decides to do that but it is a board

048decision so those are the pieces that we wanted to share with you and we would ask at this time if there is anything else that you would like to discuss question if we decide to do the confidential rout then that's going to change a lot of these Pro processes right we're not announcing to the public if the people are requesting to remain confidential absolutely you're right so these some of these processes would shift as it relates to public involvement and things of that nature you're absolutely right yes can we get an idea not now but later on those two models depending so we know which way we can go publicly if we choose to do confidential versus public right yes you can uh it could be that um you know it's totally confidential until the

049candidate is uh announced it could be that it's totally confidential up until the end where you have maybe uh two or three candidates and uh their names are out there Etc but the board wants to be you know careful that you're taking into consideration everything that has been gathered from the leadership profile report and that you are making the decision and that anything that the public may have to say is uh you know information only but the board has to make the decision because you have more information than what anyone in the public would have so yes but we can definitely give you some information on some different models that can be used thank you m will you uh will you be developing a rubric as we go through this whole process just so we

050could um kind of bet the um the experience or or not the experience but the qualifications uh in in conjunction with what the community and parents and students and the board ones uh we will have uh the information AA a to you there will be a that survey or that uh LR LPR that you will receive will have information from the focus groups as well as information from the community survey so that you can see it broken down by group um it's also we're able to break it down by race to see what people have had to say and about uh what they're looking for and what their expectations are so we'll be providing that right because we as a board have toand develop a rubric to in order for us to choose a candidate

051based on what um criteria some uh districts use a rubric some I do not use a rubric they have a conversation about it so uh if you want to use a rubric in the end in order to uh just sort of see where each of the candidates falls in the various areas that is something we can defin work on it's just hard to do things from memory done and check it it's to remember MH definitely we're here to assist in whatever way you need us to other questions okay so um president uh I will either look to hear from you or someone who will uh let me know where we are with some of these so that we can get started as soon as possible right I um took a lot of notes on what

052you said the different questions you had for things for us to start considering now um I'm working on an email I'll send it to all of my uh fellow board members tomorrow um they can give me feedback who would like to leave the superintendent search how many candidates do you want to interview closed or open search um and so on just the things that you suggested that we start thinking about now so if we come to a consensus kind of this way that's information we can give you and and save that time you know to to give you some basic uh criteria to go off of um so board please look for that tomorrow um and then we can get started and then any information you have if you want to send it to me

053um especially to answer Mr Alexander's question about how the two models would be different the open versus the close I can deonate that as well yes definitely without a doubt any other questions also on the confidentiality I mean U we could you could ask the candidates they mind I mean if they mind we keep them confidential if not well I think we want to treat all the candidates in the same way so we wouldn't want to release some information on some candidates and not release on others so I think we want to be consistent in how we handle all of the candidates so that everybody has a fair chance okay but thank that was a good point okay if there are no other questions then we will continue uh with the information I receive uh

054from you and we'll move forward so thank you so much for your time and attention we're anxious and ready to go and I've already had some people indicate interest in this position yes and we haven't even posted it yet so the sooner we can start this uh the better we are before people are snapped up you know from by other districts so we really want to get started with this and let you have a really great selection of candidates thank you thank you thank you so much for coming in yes Mado if you could do the um the doodle and send the link to me I'll put it in this email and then we can capture when everyone will be available in those first two weeks in March all right thank you so much okay

055continuing with the superintendent report m greetings everyone at this time we will have the Troth tax station hearing you have the we're a little ahead of schedule you certainly can move it part if you want it's on the agenda between items 12 and 13 but it's we're still under number 10 right now there really is no script it's really just allowing the business office to present the tax levy and then opening it up to the public for any comments okay well we will begin at this time oh I'm sorry okay we now hold the truth and Taxation hearing related to this year's property tax levy I will turn it over to Dr Watson Hill for the presentation and afterwards open it up for public comment if any specific to the lby thank you okay thanks

056I got a question why was this not given a n number it almost look like a heading for items 13 through 243 I'm saying this was not a signed on item number it almost looked like a uh heading for the item 13 through 24 is that so it the the action item on the board's agenda is number 15 the the approval of the tax levy okay there was some concern ra after the agenda was first drafted that maybe we should inform the public that there's going to be a hearing as part of that item so that was added later it could have been a separate item it could have been included under the superintendent report it sounds like that's how it's being done but the motion the action item to approve it is separate from

057the superintendent's report so we're kind of getting the information now and then we'll vote when it's time for number 15 it just looks confusing good evening President Grant members of the board members of the provisor community I'm here to discuss the tax L most of the funds the district uses to pay for teachers and pay for operations uh maintain our facilities those come from uh property taxes this slide shows the property taxes represent about 63% of our overall Revenue now that makes obviously approving the levy one of the most important actions that the board takes in any given year um the amount of taxes that can be le levied is governed by tax cap law known as pil property tax extension limit law this law limits the amount that the district is able to Levy

058to either the rate of inflation or the 5% cap under the law this past year uh because inflation was 6.5% is measured by the Consumer Price Index we're going to be limited to the 5% cap the administration is recommending that the district levy the full amount of the 5% for the following reasons number one making sure we've got adequate reserves to support our operations uh number two making sure we've got the funds to um to cover or to provide for increasing labor costs so with inflation increasing we're expecting uh to have to cover increased labor costs we need to have the funds available to do that and then number three maintaining our facilities making sure we have the funds necessary to invest in our facilities now this slide shows you what our overall ask will

059be which is the 73 million $738,000 5% because we are allowed to tax any new property that comes on the rooll and so we add uh an estimated amount to cover any potential new taxes into our ask because if we don't ask we won't get it but they will not tax existing property above the 5% cap now as part of the process we need to uh legally we've got a sh what our fund balances are and those are listed here this was as of June 30th of uh 23 and now looking at our timetable we reviewed this information last month the last board meeting as required by law we presented a tentative tax ly on December 1st we advertise in the local paper letting the public know that we would have this hearing today and

060today we're having our public hearing after which we will be asking for your approval of the proposed tax levy and then by December 26 we'll need to file um the documents from this meeting with the clerk to make sure that the tax levy is in place for the district for next year that really concludes the presentation and we're ready for questions if there are any any questions for Mr M did you say 6.2% uh 6.29 6.29 so that would be an increase in the property tax did I us say that help pay labor so that's to well it's really covering all it's covering all everything labor definitely is our biggest expense so we be part of that so this is a public hearing it is did we post it as we have to post that

061as such we did it's been posted yes sir's tired TI psych we used to stand yeah I'm I'm looking I just didn't see it on the agenda that's why I think it's number 15 on the agenda There's an actual action item says approval of 2023 T but it doesn't say it usually says public hearing has been our L the last three years so it's buried I know last year we 4.6% I'm not I'd have to get back to you regarding your prayer to that but it's limited to the lesser of the Consumer Price Index increase or the 5% cap um historically the Consumer Price Index has been uh much less than 5% so years 2% 3% it's only in the last couple of years that it's exceeded the cap amount right that's the F been

062increas in the TA the um the interest rate since of January 2022 which has brought the inflation up to what you said but currently it's going to stop increasing um it's going to stop increasing the the number as next next month so to get it to get down inflation to at least 2% which is normal right right it could be that next year we will not be a want to go up to 5% if inflation is less than 5% will be limited to whatever it is so be taking the 5% because we need the monies for labor yes sir labor facilities just everything the district needs so what in percentage how how much would that increase taxpayers well for existing taxpayers it will be a 5% increase on the School portion of your tax bill

063right which is the majority usually I mean the largest number on the uh tax we haven't done this since when 5% it's been quite a while years like more than three years once you take I mean once you increase the the tax rate it's never going to go down you just take a lesser amount correct I mean you take less mind because the L small percentage would it take a three or a two or four but in this case we need to take a five because of inflation correct how does how does a lag you know inflation was 6.29 a year ago now it's not that I think we're 3 something right now so how long does it take for us to see that right we'll see some of it next year but we are

064still collecting well right now we're still we're collecting taxes from last year we won't collect the taxes from this Levy until we won't begin collecting the taxes from this Levy until about a year from now and then that will overlap a couple of our fiscal years we get half the tax in one fiscal year half the tax in another with this put the 5% would that put us out a deficit with our current Financial uh plan uh not from from an operating standpoint let me um that if we don't take the 5% would that put us at a deficit with our current budget for the following years because I don't think we have a high Financial F we do so you're just changing it well it's always a it's always evolving it's always a moving

065Target um if we were to take less than 5% I think it definitely would put us in a uh a position where we'd be less likely to hit our targets what was our what was the what was the forecast did we do a forecast yes what was I don't recall off but I can get that information for you I'm just trying to see if our forecast was 5% I mean oh no it would not have been 5% no it's never been we usually have a very good handle on where the taxes are going and we we're tracking with our ability to L so the CPI is 2% we would have projected 2% so we've done days of doing our facil do you guys discuss this in the facilities committee the the tax lby yes portion

066no we we talked about the finances the the financial snapshot and Dr G is here to assist that for any questions along with Dr Hill but uh what you're asking is if we maintain the same tax rate consistent tax rate right instead of doing the 5% what would that number look like right I just want to see what financially what state will be in if we didn't take the five I'm asking why we taking the max I mean I would like to do that but you know also got to think about the taxpayers on tax prob absolutely I mean that's a definitely a great observation um one thing I would add though is that while we do have an operating Surplus we have an overall deficit because we are uh we've got facility needs and

067commitments that we're covering and that exceeds our um operating Surplus so we are at a deficit if we don't Levy to the maximum amount that would increase that deficit yeah you have to remember we have a 52 what happen if if you if you lower the levy but then you you do a bond that is also an option that's another option that is an option you know cuz we Calles we Finance the bond a later date I mean the f is forecasting 2% inflation rate the next year by 202 the end of 2024 once he get control of the inflation which he is so yeah I just think we should have looked at that bonds versus levity because we also have to at the best interest of our taxpayers because this also makes me think

068that you know we we're we're pushing for five because we might end up in a deficit if we're forecasting for the next three years as the district well the bond option is is always out there it's certainly something that could be looked at at any point by when do we have to submit or approve it in order fall behind get budget for next year uh we have to file uh an approved Levy by December 26th if we do not then we will not get the funds when do we us should work the last month pretty much exactly the same time every year yeah I don't know about I mean it's the end it's like last minute thing I guess I mean inflation's got to go down but at the same time I don't you know

069we don't want to be in a bad that shap with our finances for the next few years but we also want to look out for taxpayers too I've never seen this um that's why I'm asking what was the last because it matter I live in mwood and I'm pay high taxes and have nothing for it and they just went up again so well we've got options that can be looked at at any point in the future uh bonds have been mentioned as one of the options another option is we could potentially aate uh taxes so at any point in the future that the board wants to take a look at those uh we can certainly bring those options forward so is our financial audit audit or auditor recommending a 5% Levy or was this done

070by out did we Outsource this m we do so that's what this is their recommendation of 5% ly take the max so we don't have to do a bond or or was that their recommendation well I think the recommendation really flows out of the fact that inflation that that we're dealing with inflation we got to cover increased expenses and so this is our opportunity to do that inflation lags it's dropping but we're still six months behind or a year correct your re your revenues lag behind R inflation so inflation was high last year this is our opportunity go and recoup the money uh to cover that not pay for exactly I just I mean I don't know all the information this versus that I don't yeah got question go ahead um Mr boy when we

071started the facilities master plan we presented it to the public the agreement was that we would not raise taxes to complete any of the facilities master plan within that plan we had uh built in a mechanism to make sure that we had after the funds that we had were depleted the requisite funds after every fiscal year to continue and I think it was like a maybe a 4.5 or 4 million that we were supposed to have to continue to feat into that is that still in place that is not in place what happened um my recollection is that the surpluses that we had um it was it was no longer necessary because we were running surpluses that sort of made up for that and as part of that initial plan Bonds were included and so

072that's that's really the the main factor that uh prevented us from requiring additional l yes and refresh my memory those are the bonds and that was a plan that Dr Henderson had presented to the board sometime last winter or spring right that was the pro that was the process that they were trying to explain to us about the bonds last year and what we needed to do to do pretty much what they're almost suggesting that same yeah I think there was a discussion of bonds February March of 23 okay this is just for the levy we're talking about what the levy should be so I'm looking at last year's and last year's had a 4.6% increase I'm just trying to clarify for myself if we ask for um this amount now this doesn't mean that

073we're necessarily going to get that amount right we should get that amount we expect to get that amount okay and so this is so the new property when it says $40 million do you mean like the new property that would be taxed is worth $40 million is that the property value or that's the value that we would see from the levy no 40 million is our estimate okay of potential new properties that might come on the rooll okay so let's say if they put an Amazon up across the street right we're thinking okay we're going to get potentially that's $40 million of value that we want to tax even though it wasn't on rolls right so and this would be in perpetuity so this Amazon thing or whatever whatever some big thing was built in

074provis of Township 5 years from now they would be subject to this tax rate or whatever that Levy was that year yes and no CU sometimes the municipalities will negotiate a deal so they come in for 10 years and then so this is just our estimation of what we think would possibly be out there or coming soon right and that doesn't affect any of the existing properties existing properties it'll be a 5% increase okay the 40 million is just our estimate and it's a very high estimate because we don't know and so we estimate a big number to make sure you don't miss out on anything does anyone else have any questions for Mr Moody where are we at with the and and maybe it'll come up I don't know but where it may come

075up don't worry about that's not even your I was going to ask where we are uh financially with the facilities master plan right now where where are we at financially are we is that the deficit that we talking about I know we just moved 38 from the education fund to continue um and I'm not sure amand of War we may want to look at this I I I have no idea the the facilities master plan was a 5year plan we've got to be going into year six 10 years 10 years what's that so with the facilities was 10 plan I was I was talking about this the other day with u l the budget is far and Facilities as far as what we plan we've done everything we every major thing that needs to be

076needed to be done in these schools has been done H was the you know number one you know kind of have the environment for the students you know have them comfortable that has been accomplished I mean a lot of the the saf mostly everything all the safety has been done right now it's mostly with the exception of e it's mostly kind of want or LT can you speak to that yes sir so if we have to put a h on of construction we definitely can Ian there's one face left which is already pending and the works but yeah so so good evening uh the original facilities master plan was rolled out in 2018 in a totality of $77 million with $4.5 million each year added to that fund uh for 5 years we started the

077program over at provido West High School redoing the track and the following year we started at East culinary and then Advanced manufacturing at Proviso West we are done with our three-year funded program all the additional funding that we had got from speaker Welch Co funding that put an additional 14.9 milon into the facilities master plan we got audited last year we provided that audit to the state and we were able to keep that money but we do need to do a FMP refresh and we sent out an email yesterday or the day before explained the purpose of will of what the next steps are related to getting together with the principles before um February so we can come to the facilities meeting in February with the plan of what those projects should be once those

078projects are beted uh education is obviously the main one we want to make sure we focus on updating science labs or robotics lab updating a photo booth whatever that might be that the principal would like to see educationally then we want to do some site work over at provisor West the south parking lot is polarizing as we speak it has not been um upgraded for proba about 22 years we do have some real Sol provis West that are 32 33 years old we need to do that work um we do need to add in some type of ventilation in our main gymnasium over at Proviso West High School and we do need to do a major renovation and or a rebuild of the Fieldhouse that provides East High School it is um a struggle to

079keep most of these components operational in these spaces because most of the stuff is original to the building so we do need to do some type of U recommendation from superintendent of course we do need to do some type of refunding the FMP uh but we are in year four of 10 um we are actively engaging in conversations as we speak to get the FMP refresh U Back on the calendar and identify projects related to site work infrastructure work and education work to make sure that we hit all three of those because that's what we uh originally said we would do in original FP without raising taxes operat in Texas well originally we had the 77 million but then right right before Dr Rodriguez left he was talking about another uh I think 100 million

080to bring us up to a 10year plan that's why I mentioned the 10e plan but you're abolutely right it's 5e planning War year six so last facilities committee meeting I requested that we uh get an an update and if they could print the exact same schedule same uh you know work that needed to be completed in each schools with the percentage is the exact same one highlighted and colored because you most of you guys remember that big piece of paper with all three schools and all the line items for to be completed so that's what person is going to bring it back up and I told highlight it in a way where we could see what's been completed for my original plan and then see what else needs to be done and see how we

081Finance and we should have that draft to the U the month of February Perkins will receive that email this week right so without this 5% Levy I'm thinking or without even the bond I don't think we'll be able to do any more work no pretty much without making the taxpayers pay I guess that's the thing so we should be weighing what's best do we lower the levy I mean we said 4.6 last year what about the year before we started the fac know year before would have been somewhere in a 2 to 3% range I'm sorry the prior year would have been less than that so it was 3 something let's say and then 4.6 and then not shut up because of inflation sh for that janary 2022 so this gives you a little bit

082of history on it look like 21 it was very low you see right now we're at 5% and this gives you a sense of where it was in the past so we were less than 3% all the way to 2013 except for right under two I mean I just really quick I want to point out what we're talking about inflation and how it affects us and how the cost of everything goes up and and raising the money that we need it's not just facility master plan it's you know the food we have to buy to provide for our students it's you know the paper that we need to print things out it's it's our what our employees are paid and the money they need to buy food for their families like it you know it's

083it's just so such a much greater you know need it's it's really the suppion is affected everything we do um so this just something to consider as we're voting on this does anyone else have any questions for um Mr Moody or Mr Taylor at this time if that we can um turn it back over to Dr Hill I one more question um maybe I asked so this was the recommendation of our auditor or uh no sir it's the internal team who is the internal team about the me no because it's got so many people you got weing so many different we talking about we talking about this right talking no that would be that would be Dr Hill with support from myself Brock gry Paul stering it's a consensus it's a consensus that this is

084what we need to help fund our in future yes ma'am so we need to the taxpayers taxes should increase to pay for labor and facilities and so how much money do we need for the next a forec we we do we we had a 5e forecast that was um included with the uh presentation in November and I think Mr gry did a a forecast 5e forecast at the finance committee meeting uh a couple weeks ago so does that forecast show I mean the Lev the ly goes up and down as we see in the gra depending on and it'll be just for 2022 cuz we're a year behind right 2023 corre going forward so this this what we're requesting today will be Levy over the next calendar year right for 2024 yes so then I'm

085sorry you said you're going to look into the possibility because when we started the facility master plan the the instructions that we gave to Dr Rodriguez was known in taxes so we if we cannot afford to continue the construction at this time then we may need to put the construction on Hall rather than continuously beginning because even if we do begin the new construction if something else comes up I when is the when do this end the the facilities master plan was not meant to be Perpetual it was not meant to be continuous this was a specific plan that was presented to the community to do specific things and if we've run out of funds for whatever reason for that then I think we need to stop doing that until we can recruit those funds

086but we did not and if we're going to go this route then we need to consult the community and let them know and this was my question about it being in the agenda as a public meeting and people knowing for transparency exactly what we're talking about because the public doesn't know and then they'll get the bill and have missed the meeting no survey we did all of that with the facilities master plan we bought the public G we explained the financing so they knew it wasn't a a side step it wasn't like something that just hit them we did not raise taxes so now if that's a possibility now then we need to look at the work that we've done and just stop if we can't afford it then don't do it but to go

087to the public and ask them we need the public I I would feel comfortable with public approval or at least an article or at least so they could know so they they could let us know you know at a public meeting at a hearing that's in the agenda I didn't know it was a public and if it was posted but it needs to be bigger than what I think what we're doing because we're talking about a lot of money moving forward and then we're at this stage and we have not even presented we don't even know what the future priority list is we don't even know what's been completed we cannot go blindly asking for money and we don't even know how much we've spent what we've spent we need an optimization of that because

088these are the taxpayers dollars I think it's kind of irresponsible for us to ask for money to spend and we don't yet know what exactly are having presented to the public what we're going to spend it on I think we need to be transparent because that's how we got here we were transparent we had focus groups we bought the public in and we explained the finance to a team it was no confusion about where that money was coming from and how we were not going to raise taxes complete these buildings and this facility stuff Co has happened a lot of things have happened inflation if that's the case then we need to just stop we need to just stop and focus on raising capital or Revenue to take care of those things and making sure

089Health Life Safety stays where it needs to be those things that we're responsible for all of this other construction air conditioning that's just gravy we did that because we could afford it we didn't do that our communities cannot afford another property tax high they just can't LT can I ask you a question I know at one point I know at one point it a lot of stuff that they were going to use for construction was on backb and they got that stuff right pre purchased package maybe some equipment yeah yes so so that means that stuff is kind of waiting to do the other part of the jobs that they had so if we just stop doing anything now and they have churches so let me say it this way just think of Proviso as

090your home and you have to repair it at some point you have to remodel the bathroom we can't just keep kicking the can down the road we have operational repair expenses that we must spend every year I don't believe the tax Lev is going to give us $50 million to build a fuelhouse this is basic operational expenses that will carry us through to maintain our facilities not to enhance our facilities right that's what amand was saying nothing to do with facilities anymore I mean we have a phase but that's our cover this is everything else is but this is not just for to maintain this is also to pay people salaries am I correct well yeah you we we hiring bus drivers we we hiring other secretaries to support reasonable ask but we need to

091be mindful that the tax levy doesn't support a $50 million increase in FP it it's basic operational expenses that a toilet will break a roof will fail um condensing unit on a air handler will fail W over provisor West will fill we need 300 grand for that nap and that was a emergency piece of work that we need to do to get heat into provisor West uh in early October so if we don't have some type of surplus we run the risk of closing our building if we can't have the arteries and the heart pumping the blood and we can't keep bleeding this community with these taxpayers either what did we do prior to the fop what did we do for all those years that the fop was there how did we ly it if

092you look back at the chart here it shows that fop was here in 2008 2009 uh there was an increase in 2008 of 4% um 2009 it looks like it was less than one 2010 it looks like it was right at like 2.8 so on and so forth so it's in my opinion it's been stable since not stable but somewhat stable since 09 but in 08 you had a projection of like 4.1% but we've never we've never exceeded five well I mean never gone I mean we've never asked and part of that is because inflation hasn't been where it is now it's never been here okay [Music] I may the cost of doing business has gone higher because of the inflationary rate you are in a contract year with two of your contracts you can

093expect that while their salaries lagged because they were locked into a collective bargaining agreement over the last couple years when inflation gone through the roof and inflation was higher than what their raises were you can expect that there's going to be the ask at the table to make that up can get blood from I understand I'm just pointing out that you are in a contract year on two contracts thank you does anyone else have any questions for Mr Moody or Mr Taylor before we move on I do but we got to go let's go let's go let's go okay okay I'll I'll go to the next thank you Madam president I think it's a academic point but you need to ask if there's any questions from the public it's supposed to be a public hearing

094does anyone from the public have any questions yes so and I'm just a kid so I just wanted to know yes sir there you go you go good J so I'm just a ke I'm just a student so I run you know I don't know as much about it but when I did sit on the board of education at Lind school we did do a tax levy and so one of my questions is if we do run the risk of like going into a deficit what does that look like for our students in our athletic department I'm student focused because I'm the president of student advisory around table and so I need to make sure that I hold all of our decision makers accountable so I need to know what that looks like for our

095student B because that's who I have to go back to and we're already running low on resources uh Dr Carval we I was coming to tell you this but you know I just be running around um we've been going to East West and I'm here at P so I can talk with our student body here but we were just at provis of East and one thing I noticed they don't have an indoor track you know what I'm saying and they have a they have an indoor season so we have to bust those students to provise those us and so we have to look at these things of students who are running low on resources and I and I hear both sides of the argument cuz nobody wants their taxes to keep increasing every time and

096we don't see results but we also have to put in it just in front of us we can't run the risk of just depleting our students from resources we can't do it so I need to know like what what's our plan what's our backup plan cuz I'm not going back to my student body with nothing so Mr Moody somebody right no I'm also like ah so the I mean it sounds like to me and I think Mr Taylor Made a really good point like the money that comes in through the taxation isn't even to go out and complete our facility ma our master plan right Sam these are things that we just need to keep covering the cost of doing the things we're doing but the cost of what we do has gone up food

097paper we have salaries that we need to you know take a look at because the people who work here also need to deserve enough money to exactly buy food for their families right um so to me I you know of course no one likes to have their taxes raised but at the same time I think our district is depended on by so many people I think of the free breakfast and free lunch program like you know it we have to keep going for our kids if we can't keep going for our students then then we have no provisor Township we have no future in provisor Township right because that's you guys um so that's kind of how I'm understanding it but Mr Moody Mr Taylor if you want to add to that I I'm hearing

098that we need this money to keep up with the cost of maintaining our district and we're we're and not to interrupt but we're struggling already when I when I met with those students they were like we just need some help with something one of them said they needed more resources and funding I know and I know that this is not going to roll over until the next year or whatever but if we're going to just stay afloat we're our students are struggling already financially at these buildings I I I I need some answer seriously and there's no answers well I think if we're listening I what I'm hearing some board members say is that they're worried about you know the taxpayers bearing the burden of this and then that we would lower the levy but

099if we lower the levy that means that we leave money that money on the table in perpetuity it never comes into our district and and I just want to add this one thing this comes after years of mismanagement of funds and I just want to knowe this is what happens to the to the student body you know to those decision makers who sat and just watched our money get depleted wherever the hell it went excuse my French to the ladies in the room and everybody but to those who watch this and I'm not I don't call out people I don't play The Name Game I don't thr you know throw rocks and hide my hand but to those who watched it now I have to now I have to have the this tough conversation with

100students and like Well yeah if you watch the board meeting we might be in a deficit so we might have trouble maintaining our things that we have to maintain in order to get a good quality education can can I okay we have to be very careful with what we say in the language we there's no been no mismanagement okay so if we're listening to the entire presentation and you can go to the finance meeting and find this out I go to the finance meeting okay so what was discussed and what was explained is that the money that we had set aside the 77 million for the FMP the facili master plan that expired and we had an expiration date on that in order to keep that work going and since inflation and cost of things

101have gone up that's the reason there's been no money mismanaged all of the stuff that we did that we said we were going to do Sam explained that's been accomplished so everything that we said we were going to use that $77 million for has been done there was a cap once that was done as to how we were going to proceed that's what we're talking about so we have to be very careful when we say the deficit is because of Miss management that's not true those monies were allocated that's not what's been discussed so it's not because of mismanagement no sir okay thank you so I just want to make sure that we understand that you we got to be careful with that that's not the case if you Google if you Google tax levy

102for any Township everybody right now is making this hard decisions there are 5.5 5.32 some highest you could go 4.77 I there's nobody doing a 3% Levy anymore because of the inflation that's lagging the revenue that hit us in 20122 January 22 that's when inflation started growing that's when the started raising interest R trying to keep it down and he finally got under control maybe a year from now we should be able to do a small that's always an option as well happening we're just lagging does any uh anyone else in the public uh have any questions or comments about the tax Ling okay just want to be sure thank you good evening everyone uh we will start out first with the bill list are there any questions yeah I have couple of questions in

103reference to I'm real concerned that I'm thinking some of these bill have been um paid twice especially if you can't you get Originals they've been paid and we pay them again also when I look at first student yes ma'am I'm almost sure we have paid them more than what we owed them let me be very clear during Dr Rodriguez tenure during the pandemic they did not provide us any service when the board changed we came in here pay we're still paying them even though we had agreed they try to get money from this District during this Dr Rodriguez tenure we said no you did not provide any service because there was to right Dr Henderson came man he said no this board said no and then all of a sudden these bills huge bills start

104coming in and it was from some of it was from the time that we had already said no to I was just looking going through the bills and what I see um like info is that you guys have here for services what service um which page I see nobody has asked about the credit card but uh this is one 115 I'm just trying to see what's the difference now versus then right which page are you on uh page one beo credit card payment I'm just just bringing it out 1,000 since you know that was the issue um I think we asked for an iiz bill of what because that's what we were used to getting in reference to the attorney okay I think we you with that is this for one month $3 39,2 196

105yes for the services that will render for one month correct what's title n training what's Title 9 training mandatory training that your administrators have to receive if they are on the title the staff including the non-discrimination coordinator the investigator and the initial decision makers as well as anybody who's a mediator of those Services okay I'm just going to say again what did we pay $ of an hour your administrators are not giving that to the board by all means that you go to the board if that's Mr we got because right now we're just paying blindly $339,000 and it says general School law so what I can do moving forward is when we receive the bills I will share them with the whole board and then you can see the actual breakdown um basically the

106itemization of what services were rendered Amanda we usually got that in closed session an automization of all legal work that was done um even the legal work that was done underneath the umbrella of what we have what's it called uh retainer retainer but I yeah I think the public would definitely like to see what $39,000 worth of legal work done the board can certainly see it that's excuse me sir that's I didn't I'm not I'm not I'm just speaking to the finance person I'm not I'm just for facts we don't have debate when we talk about transparency and things of this nature before prior to now we got an itemization and if there was anything else we had an automization that's been for seven years until now so we knew and we've never had a

107$39,000 La for oneth [Music] years just really quickly the itemized um Bill list from the law firm is something that can be distributed to the board but it is not distributed to the public that was always Clos session information and not public session information so um Dr Hill in the next week maybe by the end of this week if you could um email the past few ones to the board most definitely I can it them to have to have it to everyone tomorrow afternoon and then just moving forward for January we'll make sure that it's in our close session packet okay well not it thank you and what's de is this crossed out deal entertainment LLC $2500 U what page are you want um Miss P there page numbers at the bottom page two okay

108so you must be on the sto activity so that is a Student Activity service for one of the buildings for the activities that they had CU I can see the page from there so did they have the activity or they didn't have the activity so if it is highlighted that was actually included for the month of November so we have two we have the bill list so whenever we prepare the bill list we must include the totals um for um the bills during the month of November in addition to special checks in addition to Student Activities so what you're looking at are the Student Activities that took place during the given month okay and on page eight Illinois State Board of Education other state program $831 what was that you had to pay the state

109back or something yes so what happened is when we had our after school programs we had budgeted for set number of teachers for that program and we did not have the staff so with that being said we did have to reimburse the state and that was for salaries and benefits are there any other questions regarding the build this one quick last question so so according to this from June of last year did did first student get paid at all last year so I'm glad you asked um in reference to First Student so I am aware um of the history in reference to what took place in fiscal gear 2021 during the co year so Miss Cynthia Lee is who I've been working with for the last couple of months um with that being said we

110literally sit down because like you all of us were concerned about the amounts that we were receiving um especially when they're asking us to pay substantial amounts so what we did we looked at all the invoices from the past couple years up until present date it was in the system that we did not pay literally it took us 3 and 1 half hours because I2 didn't want us to be um charge or double charge for something that we've already paid for so we literally sat down I had my system here I vision and we went over from the past couple of years to make sure charget were not duplicated and invoice numbers were not duplicated um it took a lot of time but the invoices that they did present um from first group um were

111not um we did not pay them for the past couple of years what was already there so we paid first student quite a bit but we're also still paying prior years but we're in the last part of those bills we might owe probably about $400,000 left and that would be it for First Student I literally went over every invoice for the last couple of years here okay I here's my concern this says 622 through 823 so this $650,000 is for that time period cuz you're saying a couple of years right so what I'm saying to you when someone ask are we paying duplicate are we paying the bills are there double charges that's not my that's not my question my question is what time frame are we paying for right so the time frame we're

112paying for now is what you actually see for that time period so last year we missed paying them $650,000 what did we pay them for transportation last year so here's the breakdown of what's going on with with first student we're paying we have our special education esy right we also have our routes at Proviso East Proviso West p MSA Etc there are many bills that we did pay but there are some invoices that we did not pay what I can say is that some invoices were going to former employees that are no longer here so there was that lag about you can stop right this type of explanation as the young man this is what the public needs to hear when I see this I'm going to ask the hard question because I was on

113the board so that means I'm responsible so we need to understand that it was no fault of the administration that the bills were sent to the wrong place we need to know that if there's accountability that that is properly placed because now we have people going out of here looking at us and looking at the administration like they did something wrong and that's not necessarily so when you put it that way I would like to see that in writing though cuz this is what keeps the mess going improviser we get half information and information that's not easily read and then you have to really remind people and keep them focused cuz everybody's looking for the little somebody did something wrong but a lot of times and I know this from being here for seven years

114companies don't send invoices companies Miss send invoices and then when we get them and we find them this has been all Administration from Rodriguez on we end up playing some form of ketchup and that's what we're doing right now the public needs to know why we're doing that right but it's it's a couple of things some invoices were slipped through the cracks we do have high turnover here in reference to the dist office there were individual that were there that they're no longer there okay then the other reason is simply is because some of it lost in Shuffle and then the other reason is they might be in someone's U email box and then two it could be first student but at the end of the day what I've done and what I've seen working

115with the business office team is that if those invoices were not paid we are paying them now so it's a multiple reasons and no one is saying it's one over the other it's a combin of why we are playing catchup at this point but what I can say is we're closer to the end and um LT has admin um established meetings that we'll be meeting with them on a monthly basis we had one meeting today so that we won't fall in this situation again in fact we ask first student because there's High T from time to time send invoices to just one box that box has been established it was established as a mayor unit this year is Accounts Payable at pths209 BO regardless of what happens those invoices go to that box and any

116individual that's working inside the business office will pull those invoices on a weekly on a monthly basis when it's time for us to pay the bills so it's a combination of things on how we got here it's just not one particular thing but what we are doing is trying to play catchup we're there and first student knows we're we meting we're just not paying bills because they say we owe them you need to show us evidence that we indeed owe this bill and so that's what we've been doing you say even today it was a comment she said Dr Hill no our numbers don't add up yes they do add up Miss Lee cuz we paid that invoice already so those are the conversations we have we're just not going to be paying cuz I

117too am a uh resident of bailwood you know bailwood I have property in this area area so I don't want taxpayers paying bills that or bills that we've already paid um whatever we owe we will pay whatever we miss we will pay but we won't be in this particular situation at the moment because systems are being established to address all of those great thank you thank you let me be real clear ma when I said de paying yes you have paid some bills from Co to first student okay I do know that okay um well I wouldn't know if they were Co bills as I wasn't here so I was just going by the invoices that going by what they told you right no I was not only going by what they told me I

118actually went into I Visions from previous fiscal years to make sure that invoice was not um in the system before so what I've seen are bills that they do say we owe that were not in our system cuz every bill that we process it must have an invoice a PO attached to it and I didn't see anything for those so I do know that they said we owed them back B okay and never picked up a kid we gave them thousands of dollar after things after this leadership and this board Chang we did we did my next question is pass through invoice for services rendered there's a list of that on page three what were the services so which which uh page P three pass through invoice for services rendered Services render Services yes so

119those services so the bill list I have is for everything that was over $10,000 Alliance Mechanical Services just sent us um a slew of invoices from a prior year and so when they sent the invoices the PO was established in another fiscal year so we had to pay what we owe because there are services to Alliance mechanical we haven't paid them so they didn't know for a whole year you had paid them again Alliance not the whole year this is 2021 22 23 they didn't know for 3 years they had been paid so these invoices there are some bills from Alliance mechan there are some invoices that we did not pay so the invoices that I did we did receive we did pay and that's what these are here because we received several um messages

120from them stating that there were some outstanding bills do this only comes to 7,000 well one bill 4,000 po invoice toal $2,969 yes and then at the top you will see um it was another po invoice for $2,310 so these are two separate invoices but the check was cut out for $728 okay so and maintenance mhm is for the $2,310 that is correct pass due invoice for services rendered multiple times it it just says other purchase service so you're saying that's this company there this is how the invoice was presented to us um I can share those invoices with you uh but these were okay to pay by that particular department so that department gave us the approval to process the payments the business office just don't process we have I'm asking what is it

121I'm not ask asking who signed off to pay it what are you paying for okay so I can um yield the floor to Mr Taylor so he can speak to Alliance Mechanical Services cuz this doesn't say anything about Alliance anything it just says no Alliance is there it's at the very bottom page on page the prior I'm sorry LT if you take a look at the bottom of page two Alliance Mechanical Services is there and then the services um are on the very next page at the top of Page Three it's at the bottom yeah you see it the bottom page two and it goes over to the next page yeah LT you can explain something from 2021 yeah so we started up our food service program in house and we had Alliance mechanical come

122out and do an assessment of the equipment because I believe sedesco or air mark moving was moving on so once we did that assessment Alliance mechanical retrofitted a few freezers for us and also some coolers over at Proviso East somehow this did fall through the crack and did not get paid but we did submit these bills more than once to get them paid and we created a PO I want to say about 30 to 60 days ago and asked Dr Hill if she would please get them on the books but we did review to make sure that this work was completed before we stamped it and signed it off for so many times this wasn't even presented CU I was sitting on the board with some of this state and I'm not going to take

123responsibility as though we was paying bills and didn't know some of this stuff was wasn't even submitted appears well when I say subm invo I do recollect speaking with the Lance mechanical more than once um I I don't recollect the young lady's name that I spoke to but we submitted these bills to the business office in Prior years for payment and they just didn't get paid and we did V out that the work was completed and we did take a look at the invoice number and I Visions they were not paid so to be responsible we wanted to pay it because we did receive the services and the components so let me you want outstanding bills do you have do you know off the top of your heads that that we or um to be

124very transparent it's very difficult to say um reason being every week I may get something um some people vendors are reaching out via email um stating that um we have an outstanding bill um what I like to do is have a conver the dialogue with them and then send me proof that we do owe and then I confer with the said Department to ask if we do have this outstanding bill and if they confirm and I see every week there is something that comes to light that we would need to remedy so do your office have more than enough help because you got a lot of outside Financial this a what four five 6 seven yall that are Finance people on the inside and then your ancillary stff that you have have enough help now

125or well um with the help of the board this evening um if positions are approved we would be fully sad where we could meet the needs here is the breakdown for the organization provido school district is a huge District um compared to others and the volume that we receive in invoices and purchasing and working with vendors is tremendous and so right now we have one Young lady um that basically put this bill list together um she and I um along with Miss Chester we were here it's about 8:30 9:00 at night so just imagine one person doing all this entering for all the invoices in the district and we have quite we have many many bills um and so hopefully by the end of this meeting um if positions are approved we should be fully

126staed where we will be in a position to make sure we're we're up to date at all times with our bills and that's in all areas does anyone else have any questions for Dr Watson Hill all right next for your review we do have the treasures report list and then we already review the bill list and then and here is the certificate of tax levy and that's all I have for today thank you thank you do we want Dr gry yes Dr Bry is here um if you can come to the floor Dr BR and uh give a brief synopsis of uh the financial update that you share with the finance committee thank you good evening everybody evening um my name is Rob gry I've been working with school districts for over three decades uh

127I um work with a lot of districts in the area and I was at the finance committee um earlier this month or in the last month and um just briefly um I took a look at The District's Financial condition looking at past audits looking at the budget um having discussions with the administration regarding capital projects understanding that there's a collective bargaining agreement coming in play um just high level summary uh the district now um it's running nice structural surpluses um that's the good news the bad news is part of the reason why the district has had structural surpluses is because of a high turnover in staff and unfilled positions which is good financially but bad academically so that is something that um uh is is going to have to be addressed um with these Collective

128Bing agreements quite frankly and um and and then but with that being said um we believe that the district is in a position to um to be be competitive in this probably most difficult labor environment we'll ever see in education and um and the distri will in a position to address some of or a lot of its capital projects maybe not to the magnitude that was discussed tonight but certainly you could put a big dent into some of the projects so the district uh financially is is is in good shape right now uh once the audit's complete we'll do a deeper dive into the district's Financial condition but um from what I've seen so far the the district's condition is pretty solid do we have any concerns about cash flow um especially since the this

129year's property tax bills went out so late do we have any concerns there no did the school district received a huge distribution already um from the the bills that were due December 1st uh the district's fund balances are healthy cash flows are healthy so um the district is not in a situation where cash will be tighty for quite a while great thank you and I could share his presentation I'll share the presentation with the rest of the board U talk do you have a comment Rodney yeah I are we paying you yes when did we approve to do that a few months ago okay I and you have worked with several districts in what areas I I I work with about 50 or 60 school districts in 50 or 60 yes so you're saying to

130the community of Proviso that based upon your analysis of our district we could afford to pay raise taxes to provide higher salaries for our employees do you do a do you do a cost analysis for the community when you're making this recommendation to the school board so have you looked at the social economic dynamics of our district and are you using any of that information are you just looking at the tax structure as it is are you talking about the tax side you talking about the teacher side ta the tax side well I mean on the tax side I mean no taxes are good so I'm I don't like taxes either but unfortunately uh your District does not get a lot of additional money every year from the state to to pay for cost of

131operating um and I would just say at this at this moment in your history of from from from my observation and from working with a lot of districts and a lot of collective bargaining agreements right now is that your your your your District we could do everything we could do we could fix the buildings we could do everything we could do for the school but if we don't have good teachers in front of the in front of the kids it doesn't mean anything so so in this in in the market that's that's here right now for the first time ever because of the the crisis schools are poaching teachers administrators from other districts so so number one objective is in in my opinion for any school district right now at this point in hist is

132to make sure that you have a competitive compensation schedule so you could attract and retain your best staff um now with that being said um you know if you if you looked at um going back to the tax ly just just two real quick observations as I was listening tax caps have been in place for 31 years the first 10 years of tax caps that CPI average 2.51% the the next 10 years CPI averaged 2.49% the last 11 years even with those 25% CPI average 2.4% so these are very high years um but they were preceded by historically low inflationary years as was mentioned before because of the economy so um in aggregate it's in line I um so um in terms of fund balance reserves you know the districts committee the commiss the district

133made a decision to invest fun significant amount of fund balances in its facilities so that's going to draw down fund balance reserves so given that fact given the uncertainty and what's going to be addressed going forward with capital projects and given the uncertainty with labor I think that probably at this moment in time it's a prudent decision um to to do what uh what's recommended in terms of the tax levy I would say that next year or in future years um the district uh makes a decision not to address its capital projects or feels like it has enough funds to do that then at that point in time it can make the decision to lower taxes or do something like that but we're we're building buildings right now we fixing buildings investing in facilities without

134issuing debt which is really ultimately a good thing for the taxpayer because then the taxpayers not paying the interest on the debt either so so thank you for that wasn't my question okay I asked if your if you in your profession do you assess the impact when you're making a recommendation to us on the community so what is the what can the community afford this that's the question so when you're doing this throughout your tenor for all of these districts are you looking at the towns the income levels to say what type of Burden this is going to possibly place on the community because you're you're making a professional recommendation to us that we have to take back to them and then answer whether or not this is going to do a C or D

135so I'm just asking is that a part of the process do we get that information also so so so the tax burden is I mean that that's a calculable calculable number you know you whatever whatever that you know you could you could look at your tax bill assume it's going to go up 5% next year hypothetically um but but but I I look at a I'm passionate about communities like provis I I was born and raised in South subur to County most of the school districts I work with um our our in South Co County or or other areas like that and um I could say that I'm passionate about the quality of Education being the most important investment for those communities so what so the lens I look at in terms of the communities

136not only is the do the tax dollars tax dollars are bad but I also look at the lens of what the kids deserve and and and and and it's just important I thought the the young young man made some really good very bright observations but but the most important thing is that that that this school district is providing top quality education you you have the best teachers the best programs the best Technologies you have an inviting uh inviting facilities so that you increase increase the probability of these kids succeeding in life so so that that's my that's the lens I primarily look at of course I look at the the the the tax levy increase um the as far as what I saw in my observation going back at the C County website this District

137even during the school Finance Authority levied the the maximum allowable tax it was allowed to under the you know CPI increase so this would be consistent with history as well you talk about while the F was here yes those are c those are special circumstances I'm saying I'm saying in your history including the fop time what's the name of your company illuminate you were somebody else before though right you had another name Crystal financial consultants yes Crystal Financial Consultants does anyone else have any questions for Mr pery okay thank you for coming thank you thank you thank you Dr R that concludes the financial update good evening board two items uh for your approval tonight um first action item is a um virtual seeso so what that is is um I always like to look

138at technology as um being a leader in technology and uh and um the virtual ceso what that essentially does is it's continuing an action plan for us to improve our cyber security um so what we've had in the past um we've seen fishing we've made attempts we continue to improve our security um but what this gives us um this agreement with mindsight is that we're continually working with them we have a professional who is in the cyber security field and we're evaluating and continually scoring our district so in the past I've done a lot of Assessments um that are provided by click for free but they're not actionable it's hey your score is a 42 out of whatever um you know you need to do better um what this provides is that it's a continue

139actional plan so we'll be able to look back and say okay so we had this score in 23 24 what are we looking to do do improve cyber security um just as a quick thing um is that you know we hear a lot about on the news and it's always what keeps me up at night but um global average cost for data breach in 2023 is 4.45 million so um it's a common thing that hits businesses education across the board so um this proposal is to continue to ensure our student staff um security and that we're on the Leading Edge of that and we're continually evaluating with a um dedicated expert in the field uh second action item is we currently utilize man services for our server management across the district um this is we've

140been using it for about the past year and a half um this is increasing the monitor to our switches across the district currently we have 100 roughly 152 switches um wireless controllers the new firewalls and um the core switches so what that is is expanding our current um I provide a snapshot out here um not ours but just an example of what we currently see in our environment and the insight and one of the challenges we've had is we've had minimal if any downtime since the implementation of this and my goal is to always you know increase minimal downtime provide students with and teachers staff and Community with what they need so what this is allowing is that it's going that final layer it's the the final umbrella so to speak of our services to

141ensure that we're not getting the call that a teacher at this Wing in provisa West doesn't have internet for these full classrooms we're the ones going there and saying okay yes we have um we're aware of the issue and we're working to remediate it immediately or we address it before they're even aware um so that's what this is and the final aspect of it which is key aspect which would go back to our cyber security is offside Storage R being backups what that allows us um redundancy if we were to having forbid lose a a building or a location um we're ensuring that our data is backed up offsite so we can continue operation final action item is U recycling just ID recycling items there's a list in there um just from some stuff that

142provides a Math and Science Academy that we're continuing to clean out areas that's going to be a continued thing based on all the areas we just cover um so any questions I I have two question question one regarding fishing attacks or attempts have we Fallen prey to any fishing attempts be students or staff and what have been the repercussions of those I don't think that would be something we want to say public session regarding cyber security okay okay you know I'm happy to discuss that but it's just you know okay yeah we we'll chat about that and then I guess a followa question was about ransomware about absolutely so we so yeah yeah there there's been no actionable um cyber security fishing um aemp set of impact okay we don't uh we don't be or

143go out and this is a low amount anyway but I'm sure based upon the expert service you've given us to been here this is the best yeah absolutely so originally um when I went through and selected our Ser we switched from Sentinel one to Ms I went out I got four organizations basically to give us the best price for the services mindsight came in and they've honestly been a tremendous partner um but I'm always harping on them that and you know and explain to them that we are a lower income School District how are you guys working with us um to ensure that we're meeting our needs but also being the most cost effective so absolutely they um this like you said it's a lower amount so it didn't go out to bid but in

144the past when I've evaluated providers they they've come at the lowest great work sir all perfect thank you thank you Michael uh who who uh who recycles all the equipment right now it's a recycling okay uh I see the list mostly U so no server switches yeah just stuff we've been cleaning out of actually the server room here do this equipment work or you can't you don't put it on public CL a lot no I mean we I would I would recommend against that because the the reason I chose AA Recycling and I've used plenty of recycling services in the past is that um we use it plus this stuff is way past end of life as it is um and a recycling ensures that the data is wiped so kind of going back to

145the cber security we could put it on public Sur but we would then there's always that risk that something is missed so it's better to just say we have a certificate of disposal it's recycled it is end of life no one would really be using it and and just kind of move forward in that way and it's a tremendous amount of work to be going through and wiping you know all the switches and everything that are you know I think what what what the what the good plan would be to move forward as we continue to tackle a lot of this recycling is once we get to the point where we've gone through all these areas we can say okay let's we have a plan where okay we're going to get rid of you know

146this stack of stuff this year it's more manageable so we can work through it in that sense but right now there's just such a surplus of it that we have that you could make a two or three full-time jobs just wiping equipment um so that's why we utilize a recycling it's not worth two three grand no no it's not worth if I may add is it possible would it be possible to for CTE students to use this hardware for their C certificates like if they were yeah limux or virtualization Etc yeah I mean it's end of life but we absolutely have and we we work with the teachers and um Brandon um if they approach us and said hey I need X Y and Z for my class we we have it and we have

147like I could tell you plenty more where this came from um so yeah David canest um so there's never been a lack of yeah we're absolutely always hey can anyone use this here um if I know anyone in the industry that could use it we would look at a donation option it's just the stuff that we're looking at here um I haven't even worked with it so so um you know kind of working through it that way thank you absolutely thank you everyone appreciate it thank you being oh you want oh I'm sorry we're going to which one okay right there okay you can just click okay um the students that got their awards today okay it's from the PS test in October and we took the to of each class and these are the

148scores from the PSA from October and these are comparing Apple STS so when the students came in in nth as nth graders from 21 to 22 when they were eighth grad when they were nth graders the meets and exceed scores 34% met the Benchmark this is the College Board Benchmark it was the power Benchmark is 48 for evidence-based reading and writing and the College Board Benchmark for um the SAT is 540 it's a little different but now we're power and right here the meets and exceeds was 7% when they were sophomores and this school is Proviso West when they were sophomores they were at 30% and 7% in there now that they were Juniors this is what they took in October the Juniors they dropped to 17% and 5% in the so they dipped a

149little bit and they dipped quite a bit in the map in the reading the next school oh the next school is provisor Math and Science Academy when they were freshman in 2122 they came in at mic seeds at 78% and 50% in MA when they were sophomores they were at 75% and 53% in math and now that they were Juniors their scores in October they dropped to 57% and 39% in they also that's under can you go to East I think you tapped out of that one the very first slide yeah that I think that's when you started I think oh I never saw this okay in provis East when they were ninth graders in 2021 they came in at 34% meets it exceeds and 7% in Mass when they were sophomores they dropped to

15031% and and 6% in Ma and now that they were 11th graders they dropped to 21% and 2% in Ma so as the students come in their scores are gradually declining any questions why well I'll tell you human capital is the answer human capital you add that and your uction is going to be better increase human C Capital increase production that is a problem I don't understand what you're saying like if you pour more money into teachers lower the class size you will increase production in the classroom that is a problem in the classroom I have spoken with my friend over there Miss Lee and you can buy a,1 progams and it cannot replace a human being we rely too much on computers too much on digital teaching too much on programs and that cannot

151replace a human being we need to have teachers in front of students articulating teaching and learning talking to them teaching on the board have students come to the classroom and talk to the students get the students on the board the traditional classroom instruction is very very important I'm actually talking to the union and I think it's a great idea to have summer school with classroom teachers teaching our students instead of doing it through online only we need to have of course both but we need to have more classroom instruction we cannot rely and and they show that and proved it during Co that you need to have more instruction more classroom articulation more teaching and learning that's when students do much better in the classroom they need to have that connection next question so so

152then you would agree then that 52% of our Stu our teachers missing more than 10 days a year is a problem I'll tell you something better than that I went into 22 classrooms at Proviso East in the 22 classrooms that I went into I was I was pleased to see that 19 of those classrooms there was teaching going on when I went into Proviso West I went to 20 classrooms and I sat down in the 20 classrooms that I went into three of them no four of them were teaching actually articulating and talking and going to the board and the the two of them were IV classes and that is what's lacking the rest of them were behind the computer and there was no connection you what about the handouts too because I've seen nobody

153just pass up hand handouts worksheets worksheet after worksheet after worksheets yes that is oh my my students in my Round Table we were talking about instruction how could we can improve instruction in the classroom and and that was their main concern and I told them that we have to work together and they're going to help increase instruction in the classroom and we're going to do it together right yes and I don't want to be labor because I I just want to make sure that it's clear for the record when we say increase teachers and we bring them into a district where the teachers that are already here are not doing the jobs we've got to hold people accountable and we need principles and an Administration that can hold the teachers accountable a 52% attendance rate

154with teachers that's half of our teachers missing more than 10 days is that an issue with teaching and learning possibly so in 2122 we had maybe a mixe covid 2223 that was a full year of teaching 31% starting this year the 11th grade starting this year 23 24 there's a nose dive so this is a gradual process that we're going to have to deal with culture and climate wise and throwing money at it is not going to fix it it's not going to the the mindset of what we have now and what we're doing now you can't just say that it's attendance attendance could be part of it but it's not just attendance profal development I'm not listen Lear none of that listen Dr Cal right none of what you just said man matters if

155they're not here so it starts with attendance I don't get paid if I don't go to everything that you just said hinges on that Foundation if you don't come to work you can't get the professional devel you can't get any of those things and our students miss out and then when you do come to work you don't teach as you observed at West these are the situations and the issues this board must address we can't keep skating over that acting like we're just going to buy our way out of this situation we have an issue with the culture and climate in our in our classrooms and our students in our community getting what they're paying their tax dollars for and I'm not going to ever sit back and pay people to abuse and misuse our

156students to not teach and I with you but the attendance this year is better than it was last year the attendance this year is better than it was last year we'll see when the report card comes out correct but we can look into front line the attendance this year is better than it was last year okay well can you bring that because we don't get the report anymore on how many teachers Miss each week if I look at front lines I will definitely okay we could look at how many full-time Subs we' hire that's going to be an issue uh the total amount of teachers we have and then yeah just let the public know every week how many teachers are missing work then if they're coming to work then there's nothing to hide that's

157not being reported anymore in the newsletter I think it's something to to Really examine is what counts as an absence right now it's anytime a teacher is out of the room so if they're out of the room because they're taking their students on a field trip or they have an IEP meeting um those things if that's counting as an absence that's not really a true absence because and vacancies counting vacancies now I'm counting a true absence but you also can't let everybody go on a conference you had over 300 kids sit in the auditorium week before last week before last because all your PE teachers went to professional development you got kids sitting there what about the kids what about you had CTE Department you had those people in Arizona you had all of your

158PE teachers on the exception of one or two you had over 300 kids sitting in the auditorium at Bisal East with the sub sitting two one or two sub I'm just being real you don't let everybody go to the conference at the same time you can't so parents sent their children last week week before last to school and said in the auditorium during P that's wrong it's un okay thank you that concludes your report um now we're going to move on to the president's report I the c um we have the calendar oh okay you going to skip the building P update oh my gosh no I'm so sorry I thought we were completely doing with the superintendent's report I'm sorry nope we're not we're not you're right we're not so this evening we have

159two reports for you presentations one is design and one is Construction Construction I do want to bring to everyone's attention you will notice that there's a few projects uh that we will be presenting tonight they are only for your review Once that review is complete we will go on to the funding process V it out to see if Dr Cales and Mr bone will like to sign the documentation for per of Will and we will sit down with Dr heill to make sure we have proper funding and bring this back to the FMP um Board of Education facilities meeting at this time I like to bring up the design team Carl purpose why are we doing let's right this question we just we just discussed that funding is an issue and we're moving forward with

160a presentation on future projects yes so we were asked at the last facilities meeting to make sure we did a FMP refresh and to bring the list the laundry list of projects that was remaining from the original FMP okay uh so I'm not sure where the fun is going to come from but we are moving forward with the ask to present good evening evening so have a variety of items that uh I know it's getting late here so I'll kind of go quickly but as always please feel free to me if you have any questions um so just in keeping with uh the previous updates that we've given on this this is related to the punchless support um there's a big caveat on this table that I want to uh make clear is that the

161design team does not go through the facilities and ensure that punch list items are being completed until we are informed by the construction manager that punch list has been completed so our punch list is not a running punch list update that's something that Gil Bane keeps so that's where for the West Summer 2023 and East summer 2023 uh I just have astres there because uh we produced those punch list items uh and we have not gone through yet to confirm that uh uh they've been completed so that is upcoming it's part of our normal project close out uh I do want to bring up one item that's highlighted at the bottom here is that because a lot of work has been happening in a very short timeline and the complicated phasing uh phase project is

162that uh just to assist the district Ure ing that all the work was completed according to the documents as well as look for any warranty items in the upcoming winter break once students are building we have full access to the facility uh the design team consisting of perks and Willa the MP engineers and MSA the voltage Engineers will be visiting uh Proviso East and Proviso West to review the entirety of the area of work going back to uh 2019 uh like I said to look for any items that uh now that the buildings have been lived in for a little bit uh any items that were not originally completed that the district has owed uh or uh probably more prominently look for any warranty items that the district May uh have claims either against manufacturers

163against the uh contractors for uh moving on the provisor west welding lab uh sign the design team was engaged to begin the process of Designing and uh documenting iniu for bid the provisor West uh welding line uh this uh to my understanding was to take advantage of some equipment that is being granted to the district uh this would be a continuation of uh really has been uh the creation of a CTE Wing at provisa West with the uh very successful Advanced manufacturing program uh the welding lab will take two existing classrooms uh that you can see on the right side of the uh sheet here uh and converted into a 16 uh 16 welding Booth uh lab there will be eight booths initially uh with the intention of expanding to a right siiz 16 Booth

164program in the future uh so we're designing uh all the infrastructure uh for the uh with the future expansion in mind um some other key highlights is this will you know be a a state art welding uh welding lab with fume and dust extraction they'll have capacity for electrical welding systems grinding station work tables uh similar to the advanced manufacturing uh attached uh classroom and student staging spaces um additionally with the continued expansion of the CTE program in that wing of provisa West uh as a bid alternate uh we will propose upgrading the ceiling and Lighting in this area as well as some uh budget conscious branding to really identify and celebrate um this really unique program that provides offers its students uh looking at a schedule uh this is uh preliminary and are still

165working through with uh uh the district as well as uh uh construction manager uh but we are uh planning on completing schematic design documents at the end of this month that will then be provided to Gil ban for uh budgeting and estimating uh at that point in January uh that will be presented to the uh facilities committee and memb of the Board of Education uh for decision on how to uh adjust the budget or to proceed with bidding of the project uh we expect the project to be bid at the end of February and the construction would take place over the summer of 2024 uh with expected completion depending on equipment availability um based on uh lead times uh for the fall of 2024 whether that's August 2024 October 2024 Still Remains to be seen

166and we're continuing to monitor uh equipment lead time so that we can provide accurate schedules and I know good B is doing the same so any other questions on the welding L before I move to some other miscellaneous items that have been discussed here uh provis soil redistribution uh our Cil engineer has developed three different options uh for that were considered by the district uh District staff uh ended up favoring option b with the expectation that it would be the least costly option gilban will be estimating this to uh confirm that but this is the design that we are proceeding with uh this keeps a great deal of the soil in its original place and then creates a planted burm along the South property line uh this BM will be uh uh great stabilized and

167planted with Native vegetation if you recall from the last time we talked talked about this I believe it was two board meetings uh two months ago uh where trying to find what I call the goldilock solution uh we have to spread the dirt in enough a is that it actually makes an appreciable difference to spread the dirt throughout the site but we can't disturb so much of the land that it triggers mwd storm water management uh requirements at that point if we disturb more than a half an acre of land we then need to bring the entire site of provisa West up to full compliance with most recent storm water management ordinance that's a project on scale similar to what we did at pmsa four three years ago four years ago as well as a

168uh provid what be two and 3 years ago so we're really looking for that sweet spot uh for uh foris West and that's where we settled on option b here in the middle uh the district will also be presenting this to uh additional staff at Risa West namely the Cross Country Coach as their course does kind of run through this area just to confirm that uh this is not impacting uh their route or how they operate um this was an item that uh per was asked to bring to the facilities committee for consideration um we are not proceeding on design on this we have not presented a proposal for design service to the district this is an item just as a project concept uh the request was to prepare a design concept for budget development

169for secure entries this happened back in November of 2022 uh concept design documents were provided to gilb for estimating and the designs and the estimat were presented to District staff uh in March of 2023 uh if the district would like to proce uh proceeded with the creation of secure vestibules uh this would be the soonest possible timeline that we could Invision obviously this can you know be dependent on the district's budgetary uh needs and uh um programming uh uh requirements uh we would take the uh Take January to meet with each facility's Administration to review scope and concept and then we would at that point once concept is confirmed provide a design proposal to the district for consideration uh at that point we proceed with schematic design uh and uh subsequent budgeting from Bill Bing

170aiming for a uh spring bid Document Preparation and a f uh bid issuance uh and then this could be uh completed in the summer of 20125 so uh just to yeah if I could make a comment to the board so this ENT can you go back so so this um item here um when I attended the last facilities meeting I asked who put this item on the agenda traditionally LT does you know he knows what's going on so this was put in by uh I believe uh direct Pon from of the administration so I told them you know we've been having issues at West this is not going to we need something like this but this is not going to fix the issues that are going on at West it is not it's a great

171idea but we need to figure out if it's in the budget do we need Security First you know we hire more security before we do any projects like like this so this is not something that I put on the agenda it was put on there to to discuss uh you know for discussion so I thought you bring it to the board to see you know to look at it and and think about it but one of the things that uh I got a little upset about I like this is not going to fix the issue we have in West it's not we need to really talk about what's going on in West and see if we we need this we need security we need to fix what's going on over there so just to let

172you know okay are we discussing that now or is it no no it's just uh I mean just put that you can I just put it out there I mean whoever put it on there I think Miss Martinez and the team the administration or pel can you yeah during our operations meeting um a few Wednesdays ago um we were talking about providing a secured entry at Proviso West and I brought up to Miss Martinez that we did study that and had a rendering of it already and she asked if we could bring it back to the meeting uh just as a an item to consider so this is not Ed in stone that we're doing this uh there's a lot more work around this in order to get it across that threshold um and we

173can have different conversations at the next facility meeting related to funding with Dr Hill and her staff and make sure that we get Dr Cal's uh signature on on it to uh Mr verone signature to move forward with the project but at this time it's only for consideration because we wanted to uh be responsible and bring it back to the Forefront because it was on in November of 2022 uh so it's not the first time we spoke about it um it did uh rise when there was an issue in Missouri with the shooting and uh that's when we start brainstorming internally and say what can we do to enhance uh security at Proviso so the conversation did start in 2022 and wanted to bring it back and see what the thoughts were around around implementing

174it and uh getting it done because we do need some type of barricades at those doors to give security of access to BU people in and out we really do all fre schools I mean I think I I understand what you're saying Sam but I almost see this as a a separate issue like you know all the elementary schools I've been to and even like high schools going for competitions and stuff yeah everyone kind of has this kind of safety like holding place where they can kind of vet who's coming in and out of the building yeah and I just want to be clear I was at that meeting as well and I know Mr valz you had some push back on that you seemed a little concern all this was is an idea and

175as LT stated this was presented back a year ago but because of issues though this wasn't just a West thing this is a West East pm MSA many high schools throughout the nation have went to secure vules and if we're going to talk about security and safety this is something that should be considered if it is in the budget but all it is is an idea though and I think this is something that should be considered and prioritized because I do believe that we need secure entries at all of our schools so we can eliminate some issues that have been going on in our district so that's all it was right that's correct I mean I understand it okay uh but the issue here is when an item gets put on the facilities you guys

176have to let me know why you put it there and what was the discussion so because of what's been going on in the west I have no I don't have no objection to it especially in the west what I'm saying is this is not going to fix the issu we have in West no yeah we need this at all three schools but my concern is you know it was put on there like it's going to fix something in West again throwing money at something that needs fix see what you're saying right I I have a problem with it right it's just the thought okay let's throw this at it now no no no no let's really evaluate what's going on yes we do need this right all the schools need it my concern is don't

177throw money at it just because you think it's going to fix the problem with you know the ladies you know the issues we had in the past few weeks that's all I'm saying okay I'm not against it I'm for it any actually but it's not but but don't use it as don't bring it in like you want to put it in we need it yeah we need it as safety but that's not going to fix your problem right it's not a magic things it's not a magic one that's going to fix your problems over there you know that's that's all I'm saying that's all that's my concern don't do that okay moving forward I'll make sure before I add any items to the agenda Mr Bel I speak to you about it before yeah I

178mean I you know I figured it out by just looking at it yeah Magic that's what it was okay apparently and I know it was on there there many things uh that's why I want uh the facilities commit to bring back all the all the actual items that were on the original facilities master plan so you can see where we're at what we completed and what we didn't complete that when something comes up hey this actually is there and that was actually there we did talk about it and you said that's going to be ready for February I uh we are hoping that with corpor with the corporation from the building principles and their teams to make the meetings we're hoping to have that list for February for review the original list that we got

179from Dr Rodriguez okay so just to go through uh each of three facilities you'll notice most of the same components uh uh at each building building uh in general the concept that is fairly typical in in most capable facilities nowadays is that there's an outer entry door where usually through some uh uh sort of camera uh uh screening process uh the security staff will review the person uh allow them to enter into uh an airlock vestibule at that point typically there's a transaction window which allows an additional layer of uh level of screening where security Personnel can view face to face the person that is there either you know take uh you know permission slips through a transaction drawer something like that or if that person needs to go uh be given access access to

180the facility they will then move through the second set of doors and into the main office and so you know obious that operational strategy differs from District to District that's probably the more typical one that we see and as we proceed through the design process if we do go through the design process the design will be adjusted to match the district uh security strategy so here it provides the West again you can see the yellow hash area um becoming the uh entirety of the secure entry this also has in this area some impacts to adjacent toilet rooms uh as well as a adjacent uh uh room that's currently used as like a welcoming Center uh one thing that was in the original FMP was the idea of a a parent Center or a a career

181center into the uh front office and so this seemed to be a lot way to incorporate some of these things and achieve the security goals similarly at pmsa uh you know the footprint is is is fairly similar uh we would take you the area by door one or by door five or both and create a uh a security office that would have direct access to a vesu where people would enter into be screened and then either given full access or at that point take care of the business and uh and return and leave the facility uh provis East we have a couple of interesting options uh namely that with the construction of the student parking lot just to the north of the uh north of the building the entrance is really not the you know

182the most efficient location uh for students to access the facility Well if there was a secure entry project that came to be uh we would suggest uh considering creating uh an entry canopy on the North uh north side of the building there's currently offices in that area uh so it would be a wouldn't be repurposing a classro or academic spaces and would allow a revisioning of the security entry uh area into Proviso East and uh really remove the need for students to walk along First Avenue so that's something that could be man yeah oh so you just that pink area that the one that's highlighted yeah yellow is where we normally come in right the yellow is where you normally would come in uh so just to the left of that where you see the

183dashed area that represents like an entry canopy uh that can provide a little bit more direct access from the student lot directly into the building instead of having to walk along First Avenue to uh and and really kind of exit the premises this way it keeps students on visitors on the premises rather than kind of entering onto the right away so this one idea again these are all these designs don't exist uh beyond anything that you're seeing here so these are just some Concepts to discuss with District staff uh they would the district would like to proceed with these uh projects any questions on the secure okay then the last item just a quick update uh perks will has been uh asked to provide updated evacuation signs for provisonal East and West uh this was

184an exercise we completed last year for provisonal Math and Science Academy as the facility uh has changed this is a regular uh process that uh the district should expect to do especially after projects where uses of spaces shift around uh you need to maintain uh accurate evacuation signs so we're currently in the process of that project uh however we have been asked to uh submit a proposal to the district to uh update the signage in Proviso East and West this is your Brom signage uh labeling rooms what their function is provide uh Braille uh uh signage as well for uh the visually impaired uh additionally this would include the renumbering of the exterior doors uh this is something that uh specifically uh with regards to security especially when First Responders appear here on site needs

185uh uh accurate numbering and a coherent system and so uh we are currently preparing a proposal to provide uh uh to district for consideration uh the last item on that proposal would also be a room reing at East uh if you spend any time at East you know that the room numbers there are quite difficult I've been working in that building for about 4 and a half years now at a fairly intense level and I still uh have difficult time knowing where the numbers are and this would also uh be the opportunity to finally uh get rid of the ground floor at Proviso East and have a first floor um so that way we would have be floors one two and three instead of ground floor first floor second floor so I know it's confusing

186to a lot of people at the first floor section the second floor more of a European style way of uh labeling floors but that would be included in that effort to do a complete facility renumbering and so that proposal will be given to the district for consideration to either proceed or not proceed with that work and I believe that is the remainder of designs to discuss if you have any questions be happy to answer questions thank you thank you so much just had a comment but no it's okay just to the board um so I did ask LT also um to make some signs for each of the schools with the a phone number where our students could call if they need a jump or the car doesn't start or you know they need somebody

187to help them in the parking most universities have them in community colleges so I thought it would be a good idea to have those signs maybe they could assign something to go give a student a jump especially good evening M with Building Company a quick update on where we are with the facility uh improvements the agenda for what I will present is our update on the work completed during 2023 so a punch list update uh potential procurement uh and change order schedules and then uh schedules for project related uh meetings and revisions for provisor East High School we are 66% complete with the punch list the punch list is broken down into the categories that you see on the screen uh most of the items are intended to be completed over the um upcoming holiday

188break at Proviso East with the exception of items that are are waiting for mechanical pumps to come in they were actually scheduled to chip today we're checking to see um if they in fact Chi and these are some of the items that due to Co supply chain lead times Etc um did not allow us to complete the mechanical project that we endeavored to for the summer of 2023 as soon as those items are received and we will continue with the work on uh the 2023 mechanical projects and then keeping in mind that we have the last portion of 202 for summer work for Proviso East scheduled for um the books for Proviso West we are 88% complete with the punch list for 2023 work that was done this summer um all of the work at

189Proviso West is scheduled to be completed 100% by the end of the year during that holiday break so we should be able to complete in my house everything over provis West additional contract items to be completed so these are items that are already in our contract and the schedule for when they will be done uh the condenser over provid E I was just speaking about the condenser return and the cooling tower pump installation again it was uh scheduled to ship today pending confirmation of the shipment we will have it on the schedule it's Ted to be done over the winter break the fabric duck installed at the upper gym that is also scheduled for the winter break that duck work has been received it is currently in our mechanical um contractor shop and we will

190do that over the winter break um on the ground floor or level zero uh the remainder of the hbac work for the south end of the school is scheduled to start in uh June of 2024 and that will be completed at the end of the summer the Fieldhouse masonry stairs restoration will be completed over spring break of 2024 we were tely going to do some of that work for 2023 but we understand there's holiday tournaments some other things happening and so we don't want to impa impact the schedule for that the access controls work or phase two access controls all the doors except for at the Fieldhouse with access controls will be completed over the holiday break again with things happening at the Fieldhouse we are going to do the access controls for those doors

191over the spring break 2034 for provisor West the overhead coiling doors for the biologist lab will be done over winter break we will start the security camera work over at provisa West in January the ceiling replacement at the restrooms will be done over the holiday break as well and then we have the ongoing work for Access Control Phase 2 the conduit is currently going in or the rough in is going in now and then we'll finish up the Y terminations in pool in January 2024 at pmsa we are doing the security camera work that was previously approved that will start in January of 2024 as far as our schedule um tentatively we were looking to do uh what what would be bid Rel 17 the items included in that were the upper gym exterior uh

192scare replacement provis on Ma and science overflow parking and then as uh was mentioned by Perkinson will we are exploring the opportunity of doing the welding lab over at Proviso um for East partly for West and we are exploring options for pre- purchasing that equipment we will not recommend the pre- purchasing of that equipment if it does not align with schedule dollars need etc for bid release 18 over at provise for West we are taking a look at the stock pile that again was previously mentioned in in uh Perkinson Wills presentation pending approval of one of those plans and the estimates then we will put it out to bid hence the reason you see TBD for all of those we are pending decisions from the district on if they want to move forward the uh

193last item again potential change order work Proviso East and West elevator card reader at West um Ewing bathroom CH order as well we are waiting to sign decisions if that is something that we want to move forward with so quite a few of these items are again just items that we've been asked to take a look at or estimate and they are waiting further decisions on whether we are to move forward we are continuing to have our bi-weekly oacn meetings and we are continuing to collaborate on the temperature control issues that we are experiencing at Proviso East and we are having biweekly meetings until we have a final resolution for the items that we are occurring in occurring at provis East we are conf that some of those items will be worked out as we

194bring the last part of the system online this summer I'll take any questions yeah I got a question so um should ask before um the uh fabric dck LT I thought we had prepped the floor with 3/4 plywood to use the LI over there prior to the school year was that is that what we're talking about yeah we did that's gym 120 over provis o East but because of the delivery time was pushed way out we had to take it up so that the gym could be utilized for PE classes right we spent like 30,000 just to no you Bane and the contractor absorb that 30,000 okay great thank you Mr asop you want to go next for the calendar and then we'll do the Holiday Tournament quick question you go Adam Amanda if I

195could the the dirt at West is it still there it's still there what we doing are we going be able to get out of there any we were hoping that you use option b I asked Perkins and will to help me value engineer that so option b is the least cost impact right so we plan to do option b gotcha okay thank it should be in that package y all right so action item in front of you again uh my name is Al district coordinator for data and assessment here to present to you an action item for the next year's calendar for 2425 so calendar here I thought trying to just present it to you rather than a PowerPoint I'm sure you have in front of you some key items there are uh just to

196keep it brief one of the newer holidays that you may not see on there is Lincoln's Birthday which is February 12th that is a uh ISB holiday that we have to take as well as other ones like indigenous people or Columbus Day or elections day and Veterans Day and Thanksgiving uh all of those standard holidays on here we do also have four halfday institutes presented throughout the calendar and for full day institutes one of the bigger items that you'll see is the start and end dat uh of the school year everything here was presented and worked with all of our foundation superintendents so our eight Foundation superintendents from District 87 88 889 91 92 92 and A2 93 94 we thank those superintendents work closely with Dr caralis to ensure that this calendar works with

197all of those Foundation Schools calendars as well so they got this ahead of time and worked uh alongside those superintendents so that they could build uh their calendar in matching with ours so that's why you see that start date bumped up to match a little bit prior to that uh facility master plan shift uh to a later start date for allowing for construction uh see that that is the main uh updates for that calendar though if we have any questions all you say about the construction yes ma'am uh the start date for the past couple of years was in that September time frame to allow for construction was my general understanding of why we had pushed the start date into into September for the past couple years okay so now we're starting in now we

198uh the start date for the first day of school is August 15th okay and um so did we set the high school calendar up with should match the elementary school calendar we worked aide with the superintendence of each of the foundation districts to basically talk through where we wanted that start date and that end date the really the start date dictates the dictates the where the end date is that that was the the plan uh with talking about those that start date and those specific days off that we had scheduled so that so now we follow the foundation school high no I had a meeting with all the superintendent we completed the draft I shared with them the draft they adopted their schedule to fit our schedule that's my question that's what I'm asking yes

199okay that's what they did okay I was just making sure that we didn't we wasn'ts I did the draft shared it with them uhuh they wanted to make sure that their schedule accommodated our schedule cuz they have the the babies they needed to make sure that they connected with us it's nice that we be matching I think because a lot of our kids here in high school have younger siblings corre you know and I know parents rely you know if the younger ones are out right the older ones really helpful when they're home to help you know and just in terms of paining things like breaks and things like that it's it's tremendously helpful to all be on the same calendar maybe one one of them I think chose not to on a certain spring

200break but the majority of them did great thank you any questions about C okay and now Mr Davis and that's the final one we have that's good evening President Grant board members Dr caralis I'm here to give you a brief update on the uh upcoming 62nd annual provisor West holiday tournament uh it's an event that always generates Community Spirit fellowship and good will uh so many people look forward to it every year is 62 years old it's the third oldest basketball tournament in the state um Pontiac is over 90 years old Central is over 80 years old and uh provider West is 62 and so the table is set for the tournament and it's been a collaborative effort the tournament will be run December 27th 28th 29th and 30th uh it's a basketball Marathon games

201are going on all day during those four days um it's been a collaborative effort to put everything in place to make the tournament of success all the Departments have contributed in some way in the resources with the Staffing of over 30 people who will work at least 4 hours to 5 hours during the tournament days um budget plays a big role making sure all the requisitions are done all the EXP are paid in a timely fashion to help organize everything we need to run a successful tournament maintenance plays a big role in setting up the tournament and helping during the 4-day event uh still talking with uh elt about veteran floors coming in annually we redo the main gym floor prior to the tournament just a week before the tournament um we've been communicating with

202the hillside police Police Department Hillside Emergency Management and even food service will be running concessions this year uh Communications has helped get the word out um technology is involved with us and helping us we have some really uh nice new things happening with technology uh the tournament will be completely cashless all tickets are online sales uh all concessions will be card readers uh debit or credit there will be no cash exchanged or collected during the tournament and that's a a really big thing the students oh the students are included in the setup um the electronic ticket sales have a half price ticket for all student supervisor concessions to students have they can't pay Cas they got to have a car we wear cash so kid has to have a that's going to be impossible you're

203talking about having a a freshman I think a lot of kids do but if that's something that the board does not want us to do you know we can we can adjust that didn't you do that last year as well we did uh no cash for ticket sales but there was the only place that had cash last year was um concession concession stand and so in my conversations with Miss Garza she told me that last year there were a number of people who did not purchase food because they only had a car yeah so let me say this uh in reference to the tournament um here in risal Township first of all we priced our kids out we priced our students out Len you change the price we changed the price to $5 great because

204at one point the kids couldn't even come because they were charging every game now we're going to you have to have uh some form of credit card to use at a concession stand well you know in the planning uh talking to concessions lady who ran it last year she felt like we lost a lot of business because we did not have that option so maybe we could have both maybe we could have cash and credit here here's de Miss Jones that lives next door to me m kids are not going to have a credit card I mean cuz I just know their situation but they come to the tournament well they're not going to have Apple pay they're not going to have all kids are not entitled and have that I don't know what they

205have in some of these other communities I'm just going to speak specifically for mine I understand and we're 15 days out so it will be easy for us to adjust this and have an option of cash and also car so I can make that adjustment yeah that's all I'm saying asking a lot for a kid would be a problem for me to make the adjustment if that's the feeling no problem you know some people better some people don't I understand okay we could we could ask the the student who wanted to I see youring say something I so Miss Patterson I've helped run like the concession stance right that's great I'm just talking about theid that I know about right I know who you know right yes ma'am yes ma'am and so I just parents

206do naate there are kids that don't have it yes ma'am and so I was just going to add this uh so just on regular games when I help uh Miss Chestnut and Miss Bailey or my bailey uh they do there are a lot of students that we do have to turn away because they do use like apple play cash app and stuff so it opens up a new new form of revenue for us and seeing that a lot of students are going towards Apple pay and stuff it does help especially for me cuz I definitely don't keep cash on me unfortunately uh my auntie says man should always have cash on them so I'm trying to learn how to do that but yeah but I do agree but Miss Miss Patterson you do make a

207valid point with saying that you know I'm just saying that it does help some students but you're right we will be leaking out some other students as well it's a good opportunity to take folds and then we get an idea we know that does much of our Revenue came from cash oh I agree as long as they won't be turned away you may have a foster kid show up they're not going to come with a V I'm sorry well let me make the adjustment and I'll make sure both options are available I'll make that adjustment thank you okay can we I'll move to the next slide over the four days there are eight sessions there are two sessions each day um the 9:30 session and then the uh 4:00 session on Day one and day

208two there are eight games each day so 16 games the first two days uh the second two days there are six games each day so that would be 12 there's a total of 28 games in this tournament and it's it really is a basketball Marathon um but it is something that so many people enjoy uh it's very entertaining and it's something that this community is known for uh when you talk about athletic events and provis all the Holiday Tournament is the crown jewel of athletic events in this area There are 16 teams invited uh we've been very fortunate to have four teams that are ranked in the top 25 in the Chicago area uh beyond that we do have one team that's coming from Toledo Ohio and uh they're ranked in Ohio so we expect

209this 16 School field to be very competitive um the defending Champion is here with the young and Kim wood is the highest ranked team in the tournament right now Warren and Lincoln Park are also ranked this year in the top 25 uh on the floor at the tournament the tournament director will be Cyrus mcginness I will support as needed the procedures will be issued uh to the teams when we hand out the pairings on Saturday December 16th uh and basically they'll get instructions The Spectators will to a Circle Drive um the teams enter door number 12 and come through the uh a building and assume their seats or go directly to their dressing rooms again all ticket sales are online um right now tickets are on sale I mentioned that the the basic price is

210$10 but the students get a $5 ticket uh they sign in put in their ID the ticket PR their name on it so it's a new feature that we're using with Goan media day is December 16th that's when the press release will go out um every team will be asked to come in and pick up their packets uh they will get the pairings as well as other tournament items that they'll need during the tournament this is the logo for the 62nd annual provisor West Holiday Tournament there's the QR code and there's the link to the ticket purchases um season tickets are available to all 28 games and individual tickets are purchased the $10 fee is for four games so each session is four sessions are four games and four sessions are three games so that's

211the setup for the tournament looking forward to seeing some of you there we always extend tickets to the board members and administrators and we love to have you out and see what it's like uh a number of you have been there uh in the past and you have an idea of what the tournament is about um but again it's a tournament that generates Community Spirit Goodwill Fellowship thank you a question just have one question the best school on the west side of Chico don't have a team anymore who is that Manley Manley does have a team U Manley is going to uh Rockford I think they're playing in the Rockford tournament uh there a lot of options it used to be that provisor West was the only Holiday Tournament the best you know in this

212area but now we're competing with three other tournaments York has one inale Central has one and ICC prep has a tournament as well and the person that used to run out he running his Central but we have a pretty good field we have four ranked teams which is comparable to any of those tournaments that I mentioned thank you thank you and now that concludes the superintendent report yes ma'am thank you all right um next we have the president's report uh we had three of our members went to the uh triple I conference last month correct in November um and so they were going to give a summary of um what they did what they learned um Miss Hixon you are first yeah sorry I just got right is this the yeah I'm just um yeah

213that's the first one okay second so um I actually attended one of the sessions with our attorney firm and it was it was amazing and so it was about hiring and onboarding considerations for board members uh board members will have final say so board members will review hiring and dismissal considerations districts will initiate and review applicants employment history prior to hire must include employment reference checks reference checks must include PR background checks re and employment history board members may also review resignation letters termination notes and investigation fin next one Faith law the act as employment history view as part of hiring and vetting process requires notices to be sent to parents guance when an employee or agent of the school has had contact with the student um with the intent to establish a sexual romantic

214relationship the employee code of professional conduct policy must be posted on the school website it and any staff student or parent headb does not require disclosure of alleged perpetrator's name notification procedures only apply to students who have enrolled uh at the time of the allegation face law sexual misconduct is defined as a sexual or romantic invitation dating or soliciting a date engaging in sexual or romantic dialogue making seually suggestive comments that are directed towards or a student self-disclosure of for exposure of sexual romantic or erotic nature a sexual and decent romantic or erotic contact of the next one that I intended was unconscious bias understanding bias to unleash um potential refers to a Prejudice or belief that people hold at a subconscious level influencing attitudes and behaviors without awareness it can impact decision making interactions

215and um perceptions of other based on factors like race gender age and other characteristics it is essential to recognize and address that these biases to create a more Equitable and inclusive School District facing implicit bias and microaggression head uh I gain working knowledge to recognize micro agress aggression including um occurring in school districts including micro insults that's an explicit or nonverbal attacks often intentional such as racial SLS micro insults so uh subtle often unintentional comments or behaviors that convey rudess or insensitivity towards someone's uh Identity or background and micro invalidations that's being dismissive or negating statements that invalidate a person's experience or identity like denying the existence of discrimination that's it any discussion okay thank you thank you misson um bban you also attended it did um I didn't have any fancy slides like Sandra

216and I'm going to try to pump myself up against cuz you know we were getting a little tired in here but um I attended the Thursday which was the all day Equity immersion um day and I thought that was a really impactful one to go to um and and one of the things that was stressed is that Equity is a Humanity issue right it's not just a school issue it's a Humanity issue um some of the speakers that were there was Dr carala Who was the retired state superintendent of education and she great gave a wonderful presentation um and also Dr uh Nikia Hall was there um some of the things that they started with is they asked everybody there like are you all in on equity and of course every everybody in the room

217said yes right and then she said well now what do you do right so it's not about being all in it's about taking the steps doing the work and making it work for our students so um I thought that was very powerful and one of the things that we talked a lot about is that students are missing from our Equity conversations um right we talked to teachers we talked to administrators we talked to parents we talked to staff but often times our students are really the ones that should help us drive that that Equity imperative and that Equity initiative um they defined Equity as Equity is obtained when every student has access to high quality education excuse me that meets their needs so that they can reach their maximum potential uh we need to be

218conscious and purposeful uh to provide the every opportunity and every resource possible and attainable to all students regardless of their existing or potential status um so one of the things I took away from that is that an equity audit that's something that Dr a said can be done and the many districts have been participating in is actually starting with data where are we with Equity we hear race talked about it just about every board meeting right it's in our district we need to address it so um one of the things that I'd like to see is a director of Dei brought in the district in the next year um especially looking at a new superintendent that's one of the key things that we need to be asking about and um figuring out how we can

219improve in that area so Equity projects should not just be for an equity director or for the superintendent or for our teachers Equity projects should be assigned to everyone on all levels of our school district security Lunch Ladies right the board on every level because that's how we make Equity system um so that and one of the like the best Returns on having an equitable school district is that our culture and climate improves Behavior incidences decrease ecademic performance can increase so I think that that's something I specifically as a board member would like to see initiated more um especially in the next coming superintendent search um that was just one of the that was my full Thursday and I attended it was a pretty full schedule um so I won't go through all of them

220but the the other highlight was the superintendent evaluation session that I attended and it became really apparent that one of the things that we as a board are missing is we don't have board goals our board goal should be driving our superintendent search our board goal should be driving the Strategic plan and the person that ran that session is actually our field service director from IB and we've reached out and we've connected to kind of have a board retreat session have a session that can help the seven of us work well together kind of get on the same page identify all seven of us may have different opinions but we should all have a cohesive goal and message and that's how we kind of move to the next St and that ends with a strategic

221plan from a a superintendent and then we build that evaluation around these goals these strategic plans and it's very cyclical so that was the other um really good session I did and then the third session I wanted to highlight but I did highlight a little bit at the parent and Community engagement meeting last week but we are going to talk about about that a lot more in the parent Community engagement committee about doing um PES analysis so stay tuned thank you all right Mr okay good evening everyone I'll keep I'll keep it brief for you know the sake of time but to to sum it up it's uh my experience in I'll summ up in three C's collaboration communication and cohesion so collaboration not only happens internally within the district we can also look to

222our neighbors right we could look at Morton for example or um what was the our neighbor store North I'm drawing a blank lidon liting yes liting which brings up a good they had a great session on inviting the students to be participants on the board and I know uh Mr Dr that you were a previously in at grade school you were a board member at um District 92 District yes yes and so it was a great idea that lien provided and and it provides a great structure and framework that we should aspire to I think that that's a great opportunity for Proviso to adopt uh another thing is also during the equity ersion session which I attended with Sandra and Jenny I met some of our neighbors um that are board members at lions and

223they had similar questions and issues that we share and so it was great to network and understand you know share those feelings and ideas and and know that we're not alone in this that we can look toward others not only amongst ourselves but others outside of our district the next thing is communication uh it's important I I noticed that it's communic important to communicate well articulate well not only at the board level but at all levels from District staff even students right because if we don't communicate and articulate our needs well our needs will not be met and if we don't work well with our Administration if we don't Define clear goals and expectations things won't get done and they won't get done well there was one session that I attended where the the topic

224was a new board and new Administration and we saw we had they had a panel discussion and they had two scenarios where one group had to quickly find a new superintendent like three months right they had a three month time stand find a new superintendent whereas another group had about a year and so you can see the differences and distinctions in how they took on that load right how they addressed the requirements and how they closely worked with the existing Administration to fill that void so to speak and then lastly uh cooperation cohesion uh going back to that lien presentation which it was a pack room there was it was standing room only basically and it would every board member it was mainly mainly board members there present and you could feel the level of

225excitement you know they want to implement this this idea right and so it it's important to work with the superintendent because that idea was brought forth by their superintendent to the board and the superintendent worked closely with the board to execute it right so it's working together not inside so that is that is my experience um in a nutsh thank you great thank you that was really insightful all three of you that's fantastic it sounds like um was a conference and time well spent um our I just have a few items for the community um I have a few uh sorry two volunteer opportunities one is um upcoming this weekend at the uh stelia Center the Quin Center they are doing um their holiday event and they can use some assistance with that so if

226anyone's looking to get some service hours uh before the uh break this is a good opportunity we also have um The Village Free Press is asking for volunteers as well um so this would be a good opportunity for any student who's interested in any kind of public policy journalism um any kind of career like that we also have a a scholarship opportunity from Delta Sigma thetas sority um this is open I believe now and it closes um not until February so there's definitely some time to um yeah the deadline is Friday February 9th so there's definitely some time to apply for this so if this applies to you or you think that this might help please give this a a go um next I want to point out that uh our Panther manufacturing uh lab

227is doing a fundraiser it's an ornament fundraiser they have a bunch of different ornaments you can make they're very affordable so um support our students this is a great uh thing for them to do and um it raises money for the program which is really important also uh everyone this Thursday is uh Taste of pmsa it's here at the pmsa cafeteria we have a bunch of uh participating clubs that are um participating this is cash only so uh bring your dollars before you come um it's go around as I understand it and and see what you like pay each club and and taste it so um definitely come out for that um and then finally um for anyone who might be in need um this uh Saturday there is a Christmas toy drive um this

228is put on by The Neighborhood uh um Church in Maywood um and it's for children ages 3 to 15 um so please give that number a call if you have any questions about it or about eligibility uh but this sounds like a really good program for families who might be struggling this year and then also the best provisor Township invites us all to the fourth annual holiday lights and love Caravan and this is something they start in the parking lot of Madden hospital um just across the street um and they drive around the campus of lyola and Hines uh veteran hospital so for people who might be you know stuck in the hospital um or the residential facility for the holidays this is a way to bring some holiday cheer to them so this has

229been a really fun event every that they've done it so if you could participate um that would be fantastic uh finally uh I think I'm pretty safe to say on behalf of the board we wish everyone a very safe and happy holiday thank you and that concludes the president's report um at this time may I have a motion to adopt the minutes of the November 14th 2023 board meeting so thank you please call the r discussion oh sorry discussion uh the item on the list for November 14th says number 14 approval of 2023 tax levy but that is what we are doing tonight so there is an error in the November minutes because it says approval of the 2023 tax levy and we did not there was just discussion it was the tenative Levy that

230was presented that okay so do the minutes need to be revised to reflect that if that's what the minute say yeah it should just say presentation of the tend it says approval of yeah there was no there was no action for it so okay pending that edit okay pending that edit right any other discussion please call the roll Mr Alexander hi Mrs Hixon hi Mr oo hi M Patterson hi Miss Grant hi Mr bz hi m barban i motion Carri thank you may you have a motion to approve the payment of the December 12th 2023 bill list as presented second any discussion hearing them please call the rooll Mr Alexander hi Mrs Hixon hi Mr oo hi M Patterson Miss Brant I Mr Belz I miss barban I motion carried thank you may I have
