001[clears throat] Good evening everyone. We're going to start the regular December 15, 2025 board meeting to order. Secretary, call the role please. >> Tuentes >> here. >> Valencia >> here. >> Olivas >> here. >> Lash >> here. >> Moreno absent. Johnson >> here. >> Reyes >> here. >> All right. Please rise for the pledge of allegiance. All right, we'll move on to public comment. All right, we have no public speakers tonight, so we're moving on to communications from the superintendent, Dr. Halverson. >> Thank you, board president Fuentes. We'd like to start off tonight with 4A student board member report. If student board member Elizabeth could come up to give her report from the high school, that'd be great. Let's welcome Elizabeth. >> Good evening, board. Hope everyone is staying warm during these cold days. Um

002these last two weeks have been huge for our winter sports. Our cheerleaders placed first at the Guilford ICA Invitational, making them statebound. Um the girls wrestling team has had an amazing per an outstanding performance so far. They've placed first at both the Larkin Royal Rumble Invitational and our very own East Aurora High School Invitational. The girls have also had or have also successfully beat all our conference schools so far. um including rival school West Aurora. Boys basketball has had an amazing start to their season as well. Their f first home game last Tuesday couldn't have gone any better with an all- level sweep against Streamwood. Uh stay excited for future games of all our winter sports. Come out to see our students working hard doing what they love all throughout this week. Uh tonight our

003girls basketball team is at home playing against ACC. Um outside of sports, we've had our 10th annual Prism concert. Oh, Prism festival, sorry. This past weekend, opening night for the concert was on Thursday. Uh all eighth graders of the district were invited to watch on Friday and Saturday was again open for friends and family. The concert was full of holiday music with a mix of band and choir. It was fully immersive with performances on the stage and in the crowd. And overall, the concert was incredible and beautifully showcased our students abilities. If you sadly couldn't attend, um, don't worry because the whole thing is available on YouTube to stream. Um, and other than just the concert, the festival showcased several art pieces from photography to ceramics to abstract portraits and so much more. Um there

004was also an opportunity to take pictures with Santa and of course the snack shop that was open for everybody. Um these last two weeks have been over overall amazing for you. Uh this upcoming week is our last of the year before we head into winter break and hopefully it continues to be just as amazing and even maybe a bit warmer. Um, and since this year finals are after winter break, uh, let's make sure to remind our students to do at least some review over the break so no one is stressed about not remembering past material. Um, thank you for your time and hope everyone gets home safely and has a great time with their loved ones over winter break. Elizabeth, thank you so much for that detailed report. We talked earlier, you took one of

005the items right off my list because I was going to highlight a lot of those things as well with what's going on, but I'll kind of recap those. Um, next we're going to move on to 4B, which is community relations report with uh Miss Britney Walker. And Miss Britney Walker is going to highlight our PADAS and beyond. Um, and many of the board members are able to be there, but if you weren't able to be there, we just wanted to provide a highlight of the wonderful atmosphere and the celebration of the holiday spirit from different locations around the world. So, I'll kick it over to Britney. >> Absolutely. Um, as Elizabeth just mention mentioned, Prism was last weekend. It was phenomenal. It was my first time going. Literally, it was like where do you look?

006Everything was happening and all like the balcony. It was everywhere. Um, so that was great. The week prior to Prism, we did celebrate Padus and Beyond, which was another huge community event that we like to celebrate. Over 2,800 students and families participated in that event. 23 schools uh boots were present. They were able to do activities. They were able to get snacks, food, I mean like anywhere from fried chicken to takitos to nachos. It was great things that was happening uh for the families. Um prior to entering the fieldhouse at East Aurora, there were free coats, there were free um snow pants, um and just lots of things for the community to to kind of take on those resources. Um there was food that was being donated from families, food that was being taken by

007families who needed it. um probably thousands of books were given away as well um to families based on their grades. So um it was a wonderful event, great to have it. And we have a little video recap of what everyone got to participate in Up again. Thank you, Mrs. Walker, for the highlight video. Definitely a great Saturday there. Um, next we're going to move on to 4C, which is a our January 5th, 2026 board meeting. Um, and right now we currently have our board meeting as well as our um FMP and B&G meetings scheduled for the 5th. I wanted to kick it over to board president Suentes um so he could garner a consensus from the board on if we want to maintain it there or look at an alternate date or potentially cancel that

008board meeting. So I'll push it over to Mr. uh Suentes. >> All right. So we we're looking at this date and we were thinking that's the first day back from uh winter break. So we were thinking possibly moving over to the following week, the Monday uh January 12th uh moving the committee meetings along with the board meeting. Do we I don't I I just wanted to get a conscience from the uh board members to see if we were okay with that. >> Oh, okay. >> There's not a ton of finance. The one area I would be concerned about would be buildings and grounds. Um, but if I had the consensus of the board that we could move anything BNG related directly under the superintendent report um, for that second meeting in January, we could make

009it work that way. I just would want to make sure that we had an opportunity for the BNG um, specific items because there's a lot of things for as far as timelines for going out. So that would be the one thing for us to consider there as long as the board was okay with that. >> Yeah, sometimes we just, you know, took a break. So yeah, that's what we usually would do. So then the do we have another meeting in January then or just >> we got it January 21st I believe the Tuesday after Martin Luther King Day. Um because we had that Monday's 20th I'm sorry. >> Yeah. >> So there' be like a meeting and then a week later another meeting. >> No. So I think what we're thinking about is cancelling the

010one from the 5th and we would have it again on the 20th. >> Only on the 20th. >> Correct. >> Yeah. the 20th or Oh, because >> January 20th. Okay. >> So, are we are we will we cancel the buildings and grounds and finance together and then we just have everything? >> Yeah, I think everything would be under my report and then I would push it out to the appropriate uh associated assistant superintendents at that point in time which we can definitely make work if we can simplify it and have the one meeting if that's what direction we want to head. Are >> you okay? That works. Yeah. >> What about on this side? I mean, me personally, I like stuff to go through our committee to be totally honest, but I mean, we could

011we have our committee meeting at 5:30 that day on the 20th >> or 6 o'clock? >> We've got So, we would be the curriculum meeting would be at 6, but we could always if I don't think we'll have a ton, Mike, when I'm looking at Dr. Angle, we won't have a ton for finance and personnel. Um, we would probably just have more for B&G. So, we could always do the BNG meeting, excuse me, B&G meeting at 5:30 if we wanted to do it that way. That would be another option. >> The the only thing that would go full board at that time would be the presentation from uh Crow for the audit >> From the finance side >> and that always goes full board. >> Yeah. >> So >> I mean I don't mind having

012building grounds at 5:30, but we we'd only get that 30 minute slot. So as long as you're fine with it, we're good. >> I'd rather do that than have >> person. So Mr. Leas, >> I'm good with the 20th. >> Okay. All right. Sounds like a plan then. >> Okay. Thank you. Thank you, sir. Appreciate it. Uh, next we're going to move down to 4D district updates. And before we dive into the curriculum and instruction department uh, plan presentation, I just have a couple other things I want to highlight and then we'll dive right in there. Um, first I want to say thank you once again to uh, Mrs. Morales. I know I thanked her on Friday night. Um, and I know that our community as a whole thanks her. We had a record number

013477 pre-registered for the holiday party on Friday evening. Um, it was a good time overall. There was musical chairs being played. There was dancing. There may even be videos out there of musical chairs being played. If you haven't seen them yet, take a look cuz they're pretty funny. Um, we had a great time. So, once again, thank you to Mrs. Morales and her team for putting that on. A lot of the feedback we got from um, teachers, from administrators was that they really enjoyed themselves and were able to let loose and just enjoy each other's company during the holiday season. So, it was awesome. Um, next um, like I said earlier, Elizabeth kind of highlighted a lot of these things, but I just have to say I'm very proud of a lot of what we

014have going on in the district. The last two weeks I've spent a lot of time at the high school. Um we had our NJOTC review where we had the uh commander come in. The uh team did a wonderful job there. The leadership did a wonderful job. Uh as Elizabeth talked about, boys basketball got off and going. We have a boys basketball pack to place this Friday night where we're getting our middle schoolers there where they'll have the opportunity to kind of be present, be recognized. So if you have an opportunity to come out Friday night, um I know we have a game Friday evening. Um girls wrestling was phenomenal on Saturday. We had uh won our own tournament again. had many girls in the finals when I got a chance to get there. Did an

015awesome job. Uh Prism event, my first time going. Um kudos to everybody involved in that from our students uh to the band department to the art department. Just a wonderful event. Uh truly puts you in the holiday uh spirit. I sat up in the balcony there a couple times, just closed my eyes and just listen to the holiday music. It was tremendous. Um and then another update, our culture and climate committee uh team continues to meet. We have another meeting scheduled for Wednesday with our cultural awareness teens group at the high school. It gives us an opportunity to connect with our students and hear what they have going uh to co-plan with them. So, we're excited about that opportunity. We've got about 15 individuals from various levels on the culture and climate committee meeting. And

016then I will be uh be seeking out stakeholders to meet in January. We're looking at January 15th for just a follow-up and an update on where we're at with our culture and climate committee. And I'm my plan is to bring together that culture and climate team as well as then have our executive cabinet available to meet as well. So, we'll look for that on the 15th. Um, so those are just some additional updates I have. And next, I'd like to u move it over to Dr. Amy Engel and her team. They're going to do our curriculum and instruction department plan overview overview, very similar to what we did with our finance department previously. And then we'll have another department coming forward in January. So, I'll turn it over to Dr. Amy Engel is super excited

017to share a bit more about our goals with the board of education. Here with me today are members of our curriculum instruction and assessment leadership team. Uh I have Dr. Rita Guzman, Miss Ulia Valdez, Miss Nikita Stewart, M Mrs. Tina Clement, Mrs. Francis Delgado, and Dr. Terresa here with me today. Oh, you guys are running it back there. Thanks. That's great. Okay, here you can see our five main goals for our work that we're doing in the CIA department. These goals directly uh tie to the areas of focus for the year set out by Dr. Halverson and um aligned with the pillars from our uh strategic plan. Uh we're going to take a little bit of time to dive into each of these goals. Our first goal in supporting an effective start of the year

018began in the spring when we looked at our current inventory, our section counts, and our student numbers in order to facilitate an efficient and fiscally responsive responsible uh ordering and distribution process for our curricular resource materials and consumables. We ensured our newly adopted literacy resource was sorted, labeled, and ready to go for the start of the school year. To provide a positive start, our department also was involved in the professional development and institute planning and delivery for our new returning teachers, staff, and administrators. We're grateful to work with so many organizations that help to strengthen our district. You'll see several examples of the partnerships that we have in our district on the slide here. To support the work, our whole team is committed to attending a minimum number of partnership events each year, even if

019we're not the lead for that particular event. We also want to uh to ensure that everyone on the team has enough uh background knowledge about each partnership to answer some basic questions when they come up. The goal is for each of us to feel confident speaking about the work and to show our community partners that they have the support of our entire team. Uh we're fortunate to have such strong community partners and by showing up, sharing ownership, and staying informed, we can help ensure these collaborations uh remain meaningful and successful for our district. As part of our work to operate as a unified curriculum, instruction and assessment team, we have strengthened several collaborative practices that ensure alignment, communication, and shared decision-making across the district. For example, our Monday check-ins allow us to set weekly priorities,

020monitor ongoing projects, and address any barriers. Our CIA core team meetings focus on deeper planning and problem solving which is then brought to the entire CIA team in our weekly CIA leadership team meeting. Other structures that support our collaboration include curriculum council learning leadership and upcoming PD sessions designed to strengthen our strategic planning. >> Before we move on, can you clarify what CIA stands for? >> Yes, that is curriculum instruction and assessment. Um moving along to goal number four. Um here we focus on continuous school improvement with clarity and support as our focus. We are um strengthening standards align written curriculum and ensuring that our assessments are aligned with instructional supports uh directly connected to our curriculum. We are implementing consultant and coaching cycles supporting instruction as well as improving data accessibility and developing a

021coherent um professional development system. This work is being done in collaboration with our curriculum instruction and assessment team as well as curriculum council and teachers throughout the district to ensure a strong implementation. College and career exploration is essential for success after high school. So, we plan events that will help students experience different post-secary options to make informed decisions while they are with us in district 131. We ensure our endorsement focus areas align with the top career interests of our students by using the career interest inventory data found in the school links platform as presented to our as presented at our December 1st board meeting. Our goal is to continue to provide more pathway endorsements for our students as designated by the Illinois State Board of Education. This year we have multiple endorsements being submitted for

022review. These are top areas of interest for students. Um we ensured that every goal uh was aligned with our pillars. Very good. In addition, we strived really hard to be uh fiscally responsible and really do inventory of what we had and what um resources um and within um in house and within the department that we could utilize before outsourcing. Um we are excited about our work. Um, what questions can we answer? >> You said you've helped with professional development. Like what have you actually done? If >> we have done planning and action, meaning that we plan with the teachers. We have facilitators that plan with the teachers within the school hours. We offer unpacking units after school and in school um where they can stop by and visit, plan during their plan time um meet

023virtually, whatever is needed so that we could be able to try to uh provide them support as much as we possibly can. We also have coaching cycles with our facilitators where they can model, they could record them, they could do a video. Um in addition to that, we also have our consultants that we do um supports with coaching with administrators, with teachers um and with our instructional coaches. We've also have been very intentional in really building our instructional coaches and providing them the skills and the strategies that they need to be invited into those classrooms to be able to support them firsthand and really build their capacity so they could be able to answer some of those questions. >> Thank you. >> You're welcome. >> I just have a quick followup and I meant to

024ask this in curriculum as well. Um I know we talked a little bit about the assessment. Um how are we with access um IR? I know is coming around the corner as well, but I know X is right around the corner. Um, just if you can give us a little brief overview of what that planning behind that entails for us board members. >> Absolutely. My friend access I'm going to let Francis speak on that because this year she is taking a lead on that and she could share what we are really trying to strive to do at the high school. thought I didn't have to speak to him. >> Um >> uh so part of access planning uh started probably in September. Um it entails meeting with principles personally um ensuring that they have some

025sort of schedule in place. Um actually today I met with Mr. Martin uh to go over uh how it's going to happen at the high school because as you know uh in the past we have kind of fought for a spot in the high school to test our students for the state exam. Um and this year uh they are shifting to tests in one day kind of like how they do uh prect and all those those other important exams. So uh we've been in the back end working to plan that effectively so that we get our chronic truent students uh ahead of time and also our students who need accommodations will probably not best test within uh the one day format but every single principal has touch base with me about the staff who's going

026to get certified. Um, I'm already getting the time sheets every single day. Uh, for those of uh those staff members who do uh choose to use their personal time uh to get certified for access, um there's a whole presentation that I can share with you uh with information. I've had about three different sessions for principles to uh sign up and ask questions because we do have um a lot of new principles or new to the position um or sometimes assistant principles that are taking over the testing at their sites. Um but yeah, I don't know what other questions you have. It's going the planning is there. >> I could definitely say that. Thank you. Because it's a huge assessment, right? We test over 42 section 42,000 sections because we have to test almost every student

027in the district. In addition to that, we also have four domains, listening, speaking, reading, and writing that we have to test so that we can get valid scores. All four have to be tested. So we do it on different days like we do because we have to break it down for students. we don't get a valid score or we don't get the percentage that we tested them unless we test it in all four domains the child. So, we're really hitting that hard and that chronic absentees is really critical for us to be able to test all of our students. And as far as logistics, it requires um head headsets, not just headphones because they need the mic piece. Um and for example, in some classrooms you have to test only half the students at a

028time because the speaking test will overlap, right, the recording. So, a lot of that has already been planned and scheduled out with most teachers, most principles. >> Yeah. And I just like going back to assessments, right? We keep talking about assessing our students, right? This is something that we have to do, right? Um and when we are assessing our students and I know we have a lot of benchmarks and things like that, we have to be very intentional and and assessing what we're going to use. Um this is something that we have to do because it's state required, right? And it does take time as a classroom teacher myself, it takes a lot from instruction to time. Um, so I know those four days or or five days, it it depends on what you're testing

029because you also don't want to assess in my opinion all all of it in one day. Um, but also another assessment that I think about is IR. Um, and I know I've talked to some other district when it comes to mathematics where students are English language learners are allowed to take that in Spanish. And I just want to make sure that our students will have that option as well this year. >> They absolutely will. uh all of our IR planning is already underway and we actually have a scheduled uh meeting with our building leaders and as at the principal and assistant principal level in January to uh refamiliarize them with the AR and the options available and they can take it in their language of choice. You are correct. So Spanish is allowed. Uh and

030about a month ago we already started planning the ACT as well. So we're off and running. And then we do have one school that is so excited to be a pilot school for NAPE again. Uh that would be Kelly Hills at Hermis. She in her fourth grade group has the opportunity to take the national um assessment for educational progress. So >> just to add to that, so um and board is on the pan. We're making sure we're working very closely with school uh with school leadership and with student services making sure that all the accommodations and modifications are there for our ELS and our special education students in addition to all the accommodations that our EL students, our English language learners do qualify for under all of the state assessments, especially our newcomers. We are

031really giving the um autonomy to the teacher recommendation and for the building principal for our newcomers for them to be able to test in Spanish or in their native language. >> Just a quick followup to that. Um, we do have our assessment committee that meets. Um, and I would agree, uh, Mr. Levas, we are assessment rich and we need to make sure that we're any assessments that we have control whether or not we give them, we need to make sure we're determining what we're doing with that data in an effective manner. So, that will continue to be facilitated between the assessment committee with the leadership from the district as well as the leadership from the union and union selected members. So, it's a good opportunity for us to revisit. And I'm just going to go

032on notice saying publicly that we want true feedback on what we're actually using because in education we give a lot of assessments and we have to make sure especially when we have such a large population that takes access that we're truly using our other assessment data locally for formative measures to move things forward and if not we need to move away from some of those things. So I would I would agree and echo exactly what you said there. >> Any additional questions? Oh, ma'am. Thank you. >> Thank you. >> Next on the superintendent report, we have uh item 4E, which is a community solar power overview. Um, and I'm going to turn it over to Dr. Michael Angel in just a second here. Um, but once again, this is justformational at this point in time.

033We want to bring it forward to the board because there is the potential for us to save some money through power rebates through incentives um that could save us to the tune of a quarter million dollars a year. But we wanted to bring it forward to the board first and then dig in a little bit further with the um group that we've had some ongoing dialogue with. >> So can everybody hear me? All right. So solar partners um it's community solar. Think about um the northern third of the state is usually powered by KMED that the lower two-thirds by Amerit. So there's these large solar farms that were highly incentivized with the solar renewable energy credits that were used to build them. There's uh some developers out there that are looking to partner with larger

034kind of governmental units like oursel that are looking at uh solar rebates, if you will, um for partnering up with them, which could save the district 20%. Um, one way to look at it is right now our current um, kilowatt rate is is 5.3 cents a kilowatt hour. That's what we went into with NIA. So, this is would be an additional 20% savings on top of that. Right now, we use approximately about 16 million kilowatt hours. So, our total spends about five $856,000 annually. Um, this has just on energy alone. This is not transmission costs or anything else. um would save the district about $171,000 just on transition or excuse me just on pure electric cost not including but like uh Dr. Hverson said up to a4 million dollars including uh transmission costs and peak

035uh load demand hours. There's several companies out there that do community solar. Some are at 10% rebate, some are at 15% rebates. We happen to find one right now that's offering 20% for a little while that's looking to partner with a larger uh district like oursel to help uh help them expand their solar farm. Um as as of everything right now um we're just exploring the different options, but this is definitely one to kind of look into. Um there's no investment on behalf of the district. This is just a partnership. Typically, these partnerships are 10 years with an option to renew with a five-year extension and one additional five-year extension for a 20-year total commitment. And it's 20% based off of whatever our future spend is as well for that electricity cost. So, it's not

036just here's the rate and it's locked in forever. But if we if we do it'll we'll continue to obviously go out for requests for proposals and try to get the most selective bids possible for electricity and natural gas going forward. This will just help offset by up to 20% those costs coming back to the district. I know that's a lot to swallow right now, but any questions? >> So, it's 20% over comed's rate under than lower than comed's rate. >> Comemed's rate is going to be Comemed's rate. Right now, we're locked into um submed rates because if you look at a comed rate right now, I want to say it's about 7 and a half cents a kilowatt hour, right? We're at 5.350 and this would be another 20% off of that, >> which is

037>> so it's it's and we can kind of have like a nice little green thumb if you want feel a little bit better about our energy consumption. At least it's coming from renewables at that point versus trying to do solar up on the roof or ground mount or anything else. We could be a community solar school district. >> It's a 10-year contract. I don't have the agreement yet, but most are 10-year contracts with fiveyear extensions for up to 20 years, >> and they're looking for long-term partners, >> and they'll guarantee it'll be below Comed's rate, no matter what it is, or how does that work? >> So, that's a great question, Jud. Um, no matter what, we're going to be below Comemed's rate because we are literally going out to bid for such large quantities,

038we're going to be way below their spec rate, their daily rate, uh, ahead of it, and we're talking an additional 20% beyond that. >> Okay. Bernie or someone's going to review the contract. >> That was our next step. So, we're just asking for consensus from the board to say yes, go ahead and move forward with continuing to investigate. And then once we got a contract, proposed contract over for them, we'd work with uh Mr. Wiler's office to have him review it um and redline anything and make sure that we were able to make any additions or modifications as needed uh to protect the district's interest. >> I agree. I mean, I don't see anything wrong with trying to see what we can save. So, so and to give like a little bit more assurance um

039we went we met with NAI uh was last week Tuesday or Wednesday um and us going through obviously the RFP process and having different providers let's say in future years does not affect the solar uh farmer or the renewable energy credits that would be coming from the solar farm. >> Okay, we have any objections? No. >> All right. >> Thank you, Dr. Angel. I appreciate it. Uh next we're moving down to the final uh communications from the superintendent. This is 4F. Um and I'm going to turn it over to board president Suentes in just a second. But before I do that, um I just want to say once again what a um a joy, which I don't think you hear too often in negotiations. It was to negotiate with SEIU leadership. Um I see Merl's

040in the audience right now, Tim's in the audience right now. Um they can attest and they can just nod their heads or shake their heads and tell me no. Um typically even Frank who was SEI steward that came out from the city um shared that you know this was a very non-contentious process had some great conversations it was ratified by the union uh last week um but it was a great process so much so to the point that we're going to go out to lunch together um with our team and their team to just celebrate that process. Merl's telling us we have to get lobster. I've told them we cannot do that. Um so we'll make sure that we keep it budget friendly as we're going through there. But it was a great process. Um,

041and I don't know if the board has any questions before I turn it over to board president Squences for the motion on this one. >> Did you say Red Lobster? >> No, I have no questions. I just want to take a moment to recognize the successful agreement with our SEIU Local 73. Uh, this agreement reflects months of good faith discussions, mutual respect, and shared commitment to supporting the staff who keep our district running every day. So, thank you. Um, you know, I want to thank the SEIU bargaining team along with our district administration for working together to reach an agreement that provides stability for our employees and allows the district to plan out the future accordingly. Um, when we work together, you know, the entire school community benefits especially our students. So, thank you. I

042appreciate everyone's efforts into bringing this to a successful conclusion. Thank you. Um so I will read the um let's see section 4F motion to approve the contract agreement between the service employees international union >> local 73 SEIU and the board of education school district 131 from 2025 through 2029. We have a >> All right. Any questions? Any discussion? >> Bernie review the contract. Somebody review the contract. Someone someone review the contract. That's all I'm asking. >> Did you review the >> Yes. Okay. >> All right. Secretary, call the role, please. >> Reyes? >> Yes. >> L? >> Yes. >> Johnson? >> Yes. >> Valencia? >> Yes. >> Suentes? >> Yes. >> All right. And that concludes my superintendent report. >> All right. Moving on to the next item. Section five. Motion to approve the following

043consent agenda as listed. So move >> second. >> Any questions? Secretary call the roll, please. >> Yes. >> Olivas, >> yes. >> Loft Johnson, >> yes. >> Squentes, >> yes. >> Valencia, >> yes. >> All right, moving on to finance and personnel committee with Miss Reyes. >> Good evening, everyone. Wenos no toos. The Finance and Personnel Committee met on December 1st, 2025 at 5:30 p.m. here at the Administration Center. At that meeting, Dr. Michael Engel uh reported on a planned fundraiser involving the sale of old hats, emblems, logos, and band uniforms as collector's items. Since new band uniforms were purchased last year, the older uniforms will be repurposed for this fundraiser. Uh this recommendation will be presented for action uh at the board meeting here in a minute. Uh he also provided an update on

044the start of open enrollment. While most staff were able to access the system without issue, a small number required manual enrollment due to an incorrect system grouping.
