A district 200 administrative staff member will follow up within 48 hours if discussed if the issue needs to be discussed further. Comments are typically limited to 5 minutes. If multiple individuals wish to address the board on the same subject to appoint spokesperson C4 policy 2230 um we have two cards. I have Mr. Glen Grass first. come here a couple times. Um can't state for the meeting. I have another engagement, but I just wanted to reiterate that uh I
003had recommended that you guys 600,000. That was a figure based on keeping the the debt service payment basically that portion of it the same as it was last year. So that in general taxpayers in North Boon they had an average amount of assessment increase their tax bill would go up only by the CPI amount which was 2.9%. We already have the figure for next year which is 2.7%. So you got to start figuring that into your you know when you're calculating for next year. Um, this is a side just a couple other things to mention. Belvadier school district passed like a huge budget deficit. I want to say I think I heard it was like $20 million. And yet they still abaded the entire amount of the sales tax revenue that came in. And we're
004not we're not even asking for that much here. It's smaller than total amount of sales tax revenue. So again, I encourage you guys to vote for $600,000. Thank you. >> Thank you. And another card from Mr. >> I would like to see you uh follow through on your approved budget by using some of the facility sales tax revenue. I think it was 21,750, I think, something like that. I like to see that transferred over to debt services so you can use it for abatement and then use a bit of the $ 1.9 million you have sitting in the debt service fund and use a portion of that. If you come up with $600,000 for that figure, it does get us within $25,000 of last year's debt service lobby. So it would kind of hold that
005portion of our taxes flat. I'm in completely support like Glenn 600,000 kind of keeps us level. No spike in anybody's taxes for that. They might get it for their assessment change. Sorry, Mary. Um, and one other thing, um, I looked at the bills this month and I saw tires for number 62 and it tripped something in my head. I don't know why it works that way, but I looked through the bills and saw that you paid the same tires for 62 last month. So, I don't know if it was like front and back or something, but the prices were different and they were like a lot of money. So, could somebody contact me and explain it cuz I heard an answer, but it sounded like it came through the telephone game and I don't think
006it was the right answer. So, if somebody could like email me, >> what happened or how it's getting fixed because it just didn't make sense to me. All right. Thanks. >> We we'll we'll contact you for now. >> Thank you. >> Treasures report and financial update. >> That is me. So, uh I was able to meet again with uh Mr. Randy Steen, our district treasur. We met on uh the 10th of February uh and went through uh our cash and investment balances by fund for this month. Um again, this is something that we've we've continued to make progress in. Uh we both got to the same number at the end, which is always always positive. Um so you can see our revenue and expenditures um for uh for the month of January. Uh and I'll
007talk a little bit about both of those more in the financial update. Just for clarification in fund 50 uh that $52,000 uh that's in the variance. What variance means again is that we either owe or we didn't pay and we're we or we overpaid. So that variance helps to balance that out because it's already included in the expenditures. We made a payment for that $52,000 that hit December. Um and so that's why we saw a large variance last month in the treasures report and fund 50. That large variance is then to the opposite to the positive this month because that caught back up there. Uh when we look at the cash and investment balances, one thing to point out is there is $166.79 uh variance on that. That $166.79 was an error that we caught
008with uh Solutions Bank. They cleared a check in the amount of $166.79 from our checking account. Interestingly, that check was also deposited into our checking account and should have cleared out of our extracurricular high school activity account. So, Solutions Bank corrected the error on the 3rd of February. So, this next month, you'll see that uh pulled off. I didn't want to make the adjustment or have that show a net zero because we want to make sure that we do demonstrate transparency in this. So, that error has been corrected. Um and we will notice that on the back end with it. Um, as far as investments, um, this past month based on our cash flow projections from PMA, we were able to invest, um, an extra $350,000 that was over what the projected investment for cash
009flow was uh, with PMA, which helped us to get a better rate um, in a a long-term series. Again, not going over 12 months on anything. and we actually had about $600,000 that we could have invested, but um on my end, I want to be cautious to make sure we have enough liquidity that's available uh that we can get to. So, uh there's positive news there. Any questions on the treasures report? All right, moving on to the financial update for this month. Um so, this was presented at the business services meeting. Um no no no real changes um for what we see here versus with revenues and expenditures. Um again we're 53.3% of the way through the school year um when we hit uh January. Um so we're running a bit on for both expenditures
010and revenue though we have had the conversation about knowing that we are going to need to amend. So with that said, one thing I will begin presenting um as we move forward for revenues and expenditures is based on what those fiscal year projections are. Um I know Miss Hutchinson asked last time uh regarding having the numbers and the names of the accounts up there. So that's been updated to make sure uh we we can see both the fund numbers >> and the uh the fund name. So looking again for the projected revenue versus what the current revenue what the projected expenditures versus the current expenditures. Um, in this we are running far closer to what I would anticipate that that we we should be um based upon what we're projecting uh where we'll end up
011at the end of the year. >> Again, we've seen this um as we have uh decreased our local funding uh until we get closer to April, >> May, and July. Or do I need to pause for a minute? give a report quick and then I'll jump back into the financial update. >> Wasn't on for this, right? >> Because it wasn't on for for people to hear. Again, um I reviewed the uh treasures report with Mr. Randy Steen on the 10th of February. Um we did walk through cash and investment balances by fund um as we track those throughout the school year um in the fiscal year. Um the variance uh is probably the biggest thing to point out in fund 50. We made a payment at the very beginning of January that caught in the
012December uh month for the fiscal year. So that variance in our last um treasures report is now offset by this variance here uh as we caught up with that. So again, we have to show the variance in there or else we can't reconcile uh the ending cash and investment balances by fund because they're already uh allocated in the expenditures or their liability um that exists that they didn't take the money. Um so for entrance for instance that fund four or fund 10 change in liability, the department of revenue takes what the department of revenue wants to take. Uh so sometimes we're a little ahead, sometimes we're a little behind on that. So it changes that liability there. Um again, one of the things to point out down here in our cash and investment balances is
013you will see that there is a uh delta of $166.79. Uh we caught this with Solutions Bank. A check was deposited into our checking account, but was also cleared from our uh district's checking account and should have been cleared from the extracurricular account. That was corrected um as soon as we we saw that and then uh was fixed on 23. So, we will see that in the next treasures report um as that will be adjusted back. Um I didn't want to make the adjustment and just give the explanation for uh sense of transparency to make sure that um it was noted that we saw that error and we were able to catch that and and fix that. Moving on to the financial update. This was presented to the business services committee um back on the
0144th of February. So we had kind of a quick turnaround getting everything in there. Um there are um some very very minor changes um like within the thousands um on revenue and expenditures that from that uh meeting until now and everything could be fully reconciled and make sure that we got everything together. This is the report that we've seen throughout the entirety of the year in alignment with what the fiscal year 26 uh approved budget was. With that said, we've had the conversation on multiple occasions now. We'll talk about it uh again this evening that we'll have to amend that budget. You saw this um a month ago uh where we had the projected revenue and the projected expenditures u for what the amended budget um hopefully will look like. Um and so I've now
015run that those revenues and uh expenditures and the percentage of where we're at in relation to that. So um running in a good place um for expenditures with what would be expected um and running in a good place with all funds as a a reminder um things like tort at 39% um things like working cash at 56% debt services I anticipate um we'll have other conversation about debt services this evening um but I anticipate that we will catch catch up with what those numbers are um in relation because we really only see payments for those coming from our tax revenue that we get or interest that we're gaining. And if you remember seeing on the treasures report, TOR runs a negative fund balance throughout the school year. So we're not gaining any interest on that.
016So really, we're only getting money for that from that tax extension. We've seen this chart now a handful of times. I think it's a good representation to see at different points during the school year where the district is kind of leaning on um for different revenue sources. As we've watched this go throughout the school year, you'll notice that the local funding um continues to dip because we are no longer receiving tax payments and will not receive tax payments again um until uh a April and May um in June. And so that number will continue to go down. We do still get local revenue that comes in um and registration fees and lunch fees and all of those different areas. Um but we see the state uh revenue and the federal revenue kind of taking a
017larger kind of stake in what uh the revenue is that we brought in thus far this year. Again, expenditures by object. There's no real um uh real measurable changes here. Um, what I will say is is we're running light on supplies and materials. It looks like we're running real hot on non- capitalized equipment. Um, non- capitalized equipment had a $76,000 total budget. So, if we had a $76,000 total budget, $5,000 makes a big impact on what that percentage looks like. And one thing that we've tried to get real tight on is following what is board policy. um that if it's uh over $500 and under $5,000 and has a usable and functional life for more than one year that we are coding that in as non-c capitalized equipment, not a single supply. So when I
018put those two things together, um if I was to take out what we're running hot on non- capitalized equipment, we'd we'd be running right about where we want to be for supplies and materials. So those two are kind of balancing each other out. big primary changes from December to January. Um we we received a significant amount of funding from the state mandated categorical payments um primarily in transportation and then we received a substantial amount in um additional state and federal grant funding. Um again, we'll talk a little bit about that here in just a minute. reviewing the uh where we're at with grants. There was no countywide sales and facility tax payment that cleared in January, but a a $100,435.95 payment was deposited on February 2nd, and we anticipate another payment for February. If you
019remember one time earlier this year, there were two countywide sales tax payments in one month. Um $100,000 is the largest single month uh sales tax payment that we have received as a district. Um again, that right now is putting us at a pace of 19.5% over where we were last year. Uh for interest we gained another $49,736.32 um running us at 592,000 fiscal year date um which is 71% of what our budgeted revenue for interest was. So, while there are areas that we've discussed in revenues that we anticipate receiving less in revenue, um these are two really strong areas that we anticipate receiving more than what we had we had budgeted. So, there are offsets in some of this. Um general updates, uh the audit should be wrapping up. I did see a couple messages
020today to um attorneys that have not responded to uh their letters from the auditor um and have we have a a draft AFR from them. We've I've talked to Mrs. Lindsy Lindsay Fish who's our primary with Sikitch and she anticipates coming to the March board meeting and has that on her calendar. Um but again have some good information uh uh from that and largely a lot of the stuff that they've shared um are things that we are beginning to put in place or have put in place um to make and strengthen our internal controls. Utilities update with the severe weather nationwide. We've been notified on multiple occasions now um that we will likely see increases two to three times what we we would anticipate for rates for the month of January and February. as I'm
021sure many of you have also been probably notified by your uh your gas and electric companies. Um we have uh amended budget fiscal year 27 budget work. Um we're going to talk about that and and have a convers there'll be a a motion later this evening regarding that. Then bus RFP and quotes um we have sent them out and we did send them to nine different companies. Two expressed interest. Three have declined to bid. either were out of their range or they don't do new buses. Um and then um we did have one company that doesn't do doesn't sell international, which is what we have for all of our buses, come out last Friday and allow us to walk through the bus, test drive the bus, um and see some of those things. Um and
022anticipate that we will have um some good information coming in for those bids. As a reminder, the public opening is at 10:30. Um 10 or 10:30 >> one one of >> one of them um on Thursday next week. Um so we will have a public opening uh to o open those bids. >> 10:30 on Thursday of this week. Um and then we also are getting uh used bus pricing from different companies. A few of them have told us that they are not allowed to provide quotes for used buses while there is an open bid out. Um, and once that bid has been closed, then they can send us that afterwards. And then I have talked to a couple of different uh companies about extended warranties regarding uh buses that we currently have to extend the
023lifespan on those. Uh, one thing we did talk about was doing a mid-year grant review to see where we were at. Um, so this is the allocations that we have for the federal and state grants that we have. One thing to that I do want to point out, the idea, uh, which is individuals with disability education act from the federal government, um, we have $383,866. As I looked back and looked at how much money we had carried over from year to year, we were carrying over upwards of $100,000 or more annually to be able to expend. This past year, we carried over $256. Now, that's not a bad thing that we expended the money that we had, but what that does mean is when we anticipated what we were going to get, we looked at
024last year's numbers and so we didn't carry over $100,000 like we had historically um with all the grants were the were we're were running um in a good place. Um some important context, state grants similar to mandated categorical payments. We set up a payment schedule for those and receive money throughout the year. We submit expenditure reports along the way. No carryover is allowed for u any of the grants except for the teacher vacancy grant, but that ends this fiscal year unless the state gives allocations and extends that out. Um we did get the school maintenance um project grant. We will count that as revenue when the check comes to us. Um and we have everything prepared for the final expenditure report for that as well. For federal gr grants, we get reimbursed for expenditures that
025are submitted through expenditure reports throughout the year. For the majority of them, we can carry over 100% of what's left. Title one is the one exception where we can carry over 15% of the total allocation from the prior year to the upcoming fiscal year. You will notice on there that there's a 27-month rule under IDA. There are no IDEIDA police that are coming out and fighting the 27month rule. But essentially what that means is you roll over $100,000, the first $100,000 you're spending that next fiscal year is the $100,000 you rolled over. Um, and you can't hold on to it for more than 27 months. So you can't just not expend it and have it roll and roll. This is not an issue for us. Um, so what what are we doing to make sure?
026Um I I apologize. I needed to update the two weeks we were meeting this week on Thursday as well. Um to dive more deeply and making sure that we're making payroll adjustments to make sure that we're expending everything um there and then using district funds next. Um this we have had to pay back a portion of for a number of years. Uh and again that's not going to continue to happen. um grant tracking and expenditure reports. Have a good shared spreadsheet, keeping communication with all of the grant administrators that are uh responsible for the expenditures and for the budgeting of each of them. Um and then once those are submitted, I review them and approve them to be sent to the state, which then is what prompts us for uh reimbursement for those. And with
027that, that is the financial update and treasures report. >> Anybody have any questions for Joe? >> Thank you. Thank you for doing the grants. That's I'm I'm thrilled that we're not getting money back. So, I really really appreciate that. >> Yeah, we're we're keeping track as well of what also is coming in to make sure that anything that comes in uh that's unexpected that we're confirming that it is money that we we should be getting. So, >> fantastic. Thank you. On to committee reports, policy committee. >> Um, we had a meeting on February 23rd. Um, not or February 3rd, sorry. >> Um, we did uh we couldn't get anything done because we had a lack of a quorum that night. Moving on to new business. Item A, MTSS presentation. Scary hearing.
030Um, good evening everyone. I'm here to do um an overview and an update on our implementation of MTSS or multi-tered systems of support in our district. It's been a while since I've presented on this um and so we're going to go through kind of where we started and then um hit some key points of of where we are now and and where we've moved um along the way. And so what you're going to see on these first two slides is a timeline with big picture goals for each of the years. Um I do want to point out that MTSS is um part of goal one of our district strategic plan. Um this is strategy one. So really divi designing a multi-tier system of support for our students both academically and behaviorally in our district. So
031we began this process in fall of 2021. We had an MTSS audit which then led us to form our district-wide MTSS team. That team is still functioning and meeting now. Um and and we'll go through kind of what we do um along the way. And then each year after that, we've had specific goals related to MTSS for our schools and for our teams. And I'll get go into some of these in more detail. Um but in 2223, our goal was that 100% of our teams will complete two PLC cycles during our late starts. I'll explain what those are. Um, in the 23 24 school year, our goal was that 100% of teams will complete three of those cycles. So, we added one on for all of our teams. 2425, our goal was that all of
032our schools will implement tier 2 academic interventions. And I'll walk you through that. And then this year, our goal is that 100% of schools will implement those tier 2 interventions based on unit or classroom assessment data. Um, so I'm really excited that we've started this um in we started the team in the spring of 2022. Um, we are still functioning today and really hitting our goals and moving through the process of building that MTSS system which we did not have in the district. So beginning of the process, fall of 2021, um the CEC, Catalyst for Educational Change, came in and did a systemwide needs assessment on multi-tered systems of support. Um, I'll walk you through. I have a pyramid that I'm going to show you to show you what that means. Um, but that CEC
033audit was conducted. And then, um, really coming out of that was this idea that we needed to establish a district-wide team in order to really create some actionable goals and then work through a process of designing an MTSS system for our our entire district and really creating that systemwide approach. So then in the spring, we began that work. Um it was facilitated by the CEC when we began and um we had a small team. We were 10 people but every building was represented and our goal or our work was grounded in the solution tree model which is um outlined in their book called taking action. And so we use this as our handbook. it's still what we use today. Um, as we are building our systems and using a lot of their their work and
034their um, highly effective team and PLC work to help us build those MTSS systems in within our schools. So, big picture, MTSS has three tiers. Um, tier one is at the top. Tier one is for all of our students. This is the curriculum that all of our students receive on a daily basis from all of our teachers. And so tier one is that access to those grade level essential standards both academically and for SEAL and behavior. Then tier 2 is put into place when not all students are successful at tier 1. Sometimes it takes some students a little bit more time um to learn those um essential grade level standards or skills. And so tier 2 is put into place. Those are called tier 2 interventions and those are led by classroom teachers in our
035district. And then tier three interventions or remediation um is put into place with a very small number of students. Um and this is for remediation and intensive skill reinforcement on foundational skills. Um so things like foundational reading, foundational writing, number sense. Um sometimes students struggling with our English language um above and beyond their their core tier one um multilingual lang you know support um social and academic behaviors and then things related to health and home. And so we use this pyramid to really outline our work um and we have systems in place now for tier 1 and tier 2 across the district. And that has been our goal. Um so we'll be moving into tier three next. That doesn't mean we don't have things happening in tier three. We do. um they're just not systematized.
036And so we're working on on building that system. So in the 2223 school year, our goal was that all of our teams in all of our schools complete two PLC cycles. And so this graphic on this slide illustrates what a PLC cycle is. It answers the two first PL the first two PLC questions. Um what do we want our students to know and how are we going to know if they've learned it? Um, so our teams at the very beginning of this spent a lot of time unpacking, prioritizing and unpacking their standards, working together to determine effective teaching strategies, creating common assessments, um, and then going through the cycle of teaching, assessing, analyzing data and doing that um, until they get to their end of the unit or summitative assessment. Um, after you get to
037that end of the unit or summitive assessment, that is where tier 2 begins. Um, so what we our goal was at the very beginning was to really solidify our tier one processes and how our teachers work together and so we started that in the 22 23 school year. Um before this time we did not have we did not have team time in all of our buildings. We did not have time for teachers to meet and collaborate as PLC's. And so it was really exciting um that that we were able to get that in the 2223 school year. In that same year, that district-wide MTSS team drafted um the initial draft of our MTSS guide book. This is an internal document that's shared with buildings. Um but it really outlines our processes and systems for tier
0381, tier 2, and tier 3. Um our goal in that first year was defining what is tier 1, tier 2, and tier three for our district and then providing guidance for tier 1 academics. I will say this is a living document. It changes every year um as her team you know goes through and we add more to it. Um in that same year we also added our satchel pulse seal screener um which is part of that behavior side of of the um upside down uh pyramid. Um and you know this idea of that we give this screener to all students um to really hone in on where are our students around the areas of self-awareness, self-management, social awareness, relationship skills and responsible decision-making. And so it gives us this really big picture data. Um and
039then as a district we selected one SEAL lesson for all grade levels and those are one SEAL lesson is delivered per month um at at each grade level um specific to their grade level. Um, and those were selected by teachers and those are that is still our SEAL kind of tier one curriculum at this time. In the next year, um, we added that third PLC cycle to our tier one teams and so, um, they were able to add into into that third one. Um, and we're still doing for most of our teams three today. Um, also then our district-wide team expanded, included more building members and our instructional coaches. And so our district-wide MTSS team is now up to 18 people. Um again, all buildings are represented. Um we have administration, we have teachers, we
040have specialists. Um and then you know we also have our instructional coaches. And then our team's focus that year was on monitoring tier one progress and using that PLC cycle um within our teams and then building our tier 2 systems for our schools. And then we added those things to our guide book and updated those things as we went along. Last school year 2425 um we outlined our processes for tier 2 and created progress monitoring forms and set the expectation of what how those would be used in our buildings for tier 2 interventions. We updated our MTSS guide book to include those things. And then we created an MTSS resource hub. And so I have a picture of it there. This is shared with all buildings and it's what we try to what we point
041teachers back to when they're looking for specific documents, looking for how-to videos. Um, our instructional coaches have created some great um, you know, how-to videos with gifts and things to walk them through how to do certain things or how to fill out certain forms. Um, it also has resources for them to use in their teams. Um, and we found that the MTS guide book is helpful, but it's kind of cumbersome for the teachers to use. And so that's why we created the hub and we add things to it, you know, as we as we go along. So our goal in last school year was that all schools would begin implementing tier 2 interventions. Um I will say before this time at our elementary schools, we had tier 2 interventions. So in our K4 schools, we
042already had them happening. Um they were happening with interventionists. They were happening with some of our reading and math TAs. um they were happening in in our classrooms. We just weren't always tracking them. And part of this process is you have to have data on students to show what's being successful and what's not. And so what we were doing was was systematizing that. What we realized in the fall was that our schools needed more time and support in order to get this up and running, especially our secondary schools because they had not, you know, had done this before. It was very new for them. And so what we decided to do was that after winter break of last year, um, all schools sent some teachers as our tier 2 early adopters. And so they came,
043they had training on what this looked like, they implemented, they gave the MTSS team feedback on the forms we created, how easy they were to use, we tweaked them. Um and then we looked at data and we helped them learn how to analyze this and then they could become um some of those resources within the building of of teacher other teachers could go to them. Um and we even had them share out at at some faculty meetings at the end of the year in all of their buildings. And so this really helped build um the capacity of our teachers. So then this year we could fully roll out tier 2. And so this year it's very exciting. All of our our buildings have tier 2 interventions happening. Um, I've been able to visit most of
044our buildings. I have another visit coming up later this week. Um, and to see some more tier 2 in action. Um, and so they're doing that, our teachers are doing that based on their unit or classroom assessment. So after they teach a priority standard, kids aren't quite getting it, which kids need additional time and support. Um, our instructional coaches are also coaching our teams on the MTSS process. And so their their focus has shifted away from individual coaching. um sometimes they still do that, but they're really they've shifted away from that and really helping to support our teams um in how to use and how to work as a team um to run tier 2 interventions. And then our MTSS team and our our meetings are um responding to teacher and building feedback regarding tier
0452 implementation. And then we're beginning we're planning for tier three um and starting to build our systems for that. Also this school year on the SEAL behavior side um we have had training um we've had school teams that had training in the summer and then twice so far throughout the school year um on the behavior part of the MTSS system. Um, and we've had training from Jessica Hanigan, who is one of the solution tree trainers and authors of the book. Um, and so she was with us for a full day in the summer and she's been with us for two half days this year, um, to really build out some of our more um, aligned tier one structures for behavior. Um, and then we're going to be getting into tier 2 and tier three. Um,
046but our goal this year was again really starting with that tier one. So, as part of this process, you know, academics, our next steps are to build those systems for tier three across all of our buildings. Um, and then our our behavior and seal is to build those systems for tier 2 and tier three. What questions can I answer if any? >> So, you had some challenges getting part of the staff to buy into this when you got going with the MTS tier two >> with tier two. >> Tier two. Have you he started to win some of those folks over? >> Yes. Well, and I wouldn't say it wasn't even necessarily the staff buyin. it was this creating the system and finding the time to do it. So, you have to have a separate
047time to deliver these tier 2 interventions. Um, our elementary schools had had wind time for quite a few years. So, changing what that wind time looked like was not a was not a struggle because they had the time, right? So, they're like, "Oh, we're just going to do something different during that time." Our secondary schools didn't have the time built into their schedules. So that was one of the biggest challenges is how are we going to take their current schedule? We we're not extending the day um for our students. How are we going to take the amount of minutes we have and reallocate those minutes? So that was the that was the first big challenge. Um and so we had to work with with our our schools on what that would look like and how
048they would do it. Um and then it was helping especially those secondary teachers really help them understand what this looks like. It wasn't that they were opposed to it necessarily. It was that they just really couldn't visualize it, you know, because it was something that was so new to them. Um, so the tier 2 early adopters helped us do that because then they were people from the building. Um we got people from like at the high school we had people from four different content areas you know at the upper I think we had two or three middle school two or three you know so we were trying like someone from each grade level team like a fifth grade teacher or a sixth grade teacher to really then so then they can go back also to
049their teens and help explain some of that to them and help them see what it looks like um and and help us you know work out what will work and what what won't because it's it's not the same for every district um you know and what your kids need and also what what systems will work for you? If it was, then we would all just do the same thing. Um, but it just doesn't work that way. And so, I think the tier 2 early adapters really helped with that. I think this year we're still working, we're of course still working out um some kinks with with tier 2. Um, but what's really exciting, and this, and I've told all the principles this when I've gone to visit, is seeing it in action is just amazing,
050especially at our secondary schools since we did not have it before. And so I think that's what has been really powerful. >> Thank you. >> Anybody else have any more questions for Carrie? >> All right. Thanks, Gary. On to item B, February 2026 bills. >> It was my month to review the bills and questions were asked and answered. So, um, I make a motion to approve the February bills as presented. >> Do we have a second? >> I'll second it. Do we have any further discussion? All right. From here, >> Mrs. Meyer, >> yes. >> Mr. Mohalland, >> yes. >> Mr. O'Donnell, >> yes. >> Mrs. Schilling, >> yes. >> Mrs. Hutchinson, >> yes. >> Mrs. Maxi, >> yes. >> Motion passes. On item C, overnight field trip requests for softball and baseball. And I
051believe we're adding in wrestling and the unified basketball team as well. Do we have a motion to approve the overnight field trips for softball and baseball? And now we're adding unified basketball and wrestling um for those overnight trips since they just made a state before. We didn't know that. >> Make a motion we approve the overnight field trips. >> Do we have a second? >> Second. >> All right. Do we have any discussion? Seeing none, roll call, please. Ra. >> Mr. Moholland. >> Yes. >> Mr. O'Donnell. >> Yes. >> Mrs. Shilling? >> Yes. >> Mrs. Hutchinson? >> Yes. >> Mrs. Maxi? >> Abstain. >> Mrs. Meyer? >> Yes. Motion passes. On to item D, approval of the 2026 2027 student fees. >> Do we have any resolution? No. And I believe this was addressed in
052business um services. The committee went through these numbers. They are on the screen so everybody can see them. Um so you're looking at book rental technology course fees are on there. Athletic participation fees are on there just so people understand. club fees, replacement agenda organizers, replacement of gym uniform, AP exam fee, agricultural FFA membership, student parking fee per student. Looks like that's a zero just, but it's on there. So, do we have a motion to approve the 2026 2027 student fees as presented? >> I'll make a motion to approve the 2026 2027 students fees as presented. We have a second. You have a second. >> Do we have discussion? >> So, are we still trending in the 30 $40,000 range for fees every year after we take out free and reduced families? >> Uh, we're
053a little bit higher than that. >> A little bit. >> I think we're about if if I remember correctly and we're about 44,000 in revenue for that so far this year. >> Any other questions? We did and just we did talk about it in business services. We are the lowest I think we're the lowest around. Um we showed comparisons but we decided not to raise fees this year. Um, I know there was some current concerns like we don't want to jump, but if if we raise make sure we do it in incrementally to be closer to what the other districts are around, but we decided this year we want to we want to stay with what we had. >> That's what came out of committee. >> The consensus was >> more discussion from anybody. >>
054All right. Well, Mr. O'Donnell. >> Yes. >> Mrs. Schilling. >> Yes. >> Mrs. Hutchinson. >> Yes. >> Mrs. Maxi. >> Yes. >> Mrs. Meyer. >> Yes. >> Mr. Mand? >> Yes. >> Motion passes. On to item E, resolutions accepting donations. We have been lucky enough to have two large donations. um one coming from Solutions Bank for the softball scoreboard and then also one from Brick Britain's family for the um leasing of that farmland they're donating that lease payment. So, do we have a motion to approve the resolution to accept the donation of the softball scoreboard? And we're going to take them one at a time. Yeah. >> Okay. We're going to do one at a time. Okay. So, we'll do one at a time. >> We have that motion. I'll make a motion to approve
055the resolution to accept the donation of the softball school board. >> Do we have a second? >> Second. Do we have discussion? >> Seeing none, please run. >> Mrs. Sh, >> yes. >> Mrs. Hutchinson, >> yes. >> Mrs. Maxi, >> yes. >> Mrs. Meyer, >> yes. >> Mr. Mohalland, >> yes. >> Mr. O'Donnell, >> yes. >> Motion passes. And thank you to Solutions Bank. That's fantastic. Now we are on to the Richard A. Britain estate donation. Do we have a motion again? That is a donation of 11,500 for the farm lease. Um and then that property will actually be used by the FFA egg department at North Boon School um for hands-on educational training. Do we have a motion to approve the resolution accepting the donation from the Richard A. Britain Estate? >> I'll move
056to accept the the donation from Mr. Britain with the stipulation that the money and the the land is used as a outdoor classroom that will benefit all of the kids in the school district. >> So you're amending the motion. >> I just stated my motion. >> That's an amendment of the motion. We had the motion as presented. You're amending the motion. >> I just made the motion. That was a suggestion motion. that's up there. I made the same motion and expanded it. >> So, it's an amended motion. So, you're making an amended emotion because the as presented the cash payment of the 115 with the stipulation the FFA and a department at North Moon High School use the intended lease land for handson educational training and learning. You've now added outdoor classroom to that motion.
057That's could be interpreted to say that that's what the ACT department would be essentially involved in being that there's a programs that not just the high school run at the middle school as well. >> Okay. So, we have an amended motion. Do we have a second for the amended motion as presented? Adding language for outdoor classroom. Second. Okay. Do we have discussion? I guess I'm I'm seeing that this is a donation from that family. I would hate to amend anything and put our stipulations on that. So, I would I am assuming that this was talked to with the family and I would like to accept this motion as they intended it, not with stipulations that the board puts on it. >> I'm going to agree with that. I'm fullheartedly agreeing with that. I am they
058were gracious enough to give us that money to allow our students a motion to be clear with hands-on educational training and learning. Um I do not feel comfortable amending their donation to our district. >> Yeah. The thought process behind it is it says use use the intended lease lands for hands-on education and training and learning. And by simply asking that more kids be involved in that or benefiting from it doesn't in any way, shape or form change what what Britain states graciously agreed to to give to the school district. Um we've been down the path of just allowing kids to come out and and plant corner soybeans in the past. Didn't really get much out of it with the equipment that we have today. It took about an hour to plant 46 acres. Well, maybe
059a little bit more than that. Um, are we going to ask the kids to run through asset liability? Are they going to put something up for collateral? Are they going to go through the process of what it would cost them if the taxpayers weren't giving them that money uh to potentially rent that? This is a one-time gift of 115. Doesn't say in here that it's a recurring gift. I would assume that that means it's not. So, I think that I support this wholeheartedly. supported it when I was here. But it needs to be more than just planting corner soybeans out there and calling it good because everything's been gifted to the kids into the FFA program. That's not learning. Um that's not the way the business of agriculture runs today. Uh are they going to
060take out crop insurance? Are they going to forward contract grain? You know what decision making goes into the seed, the fertilizer, the pesticides? uh the pesticide identification uh to meet pest issues that might be occurring in field. Um to also the opportunities to to begin to talk about what you know if you were split it into four 10 acre pieces, you could have a a section of it that's out there for organic. You could have a CSA going out there. You could have a farmtotable piece going out there. You could have uh hay for small grains out there. begin to teach kids about balance or balanced uh diets for livestock. I just this is a really unique opportunity and a very gracious donation. I just like to see us put ourselves in a place where
061we're going to do more with it. It also doesn't really address I mean our insurance company says we can't have a bounce house in the gym. Are they going to approve having our kids doing this project on our ground? the one of the world's most dangerous professions. Um, are we going to get as applied maps if we're going to have vendors do it? Uh, I, you know, I just feel like that, uh, I really would like to see this get done right. >> Again, they presented this as a donation. I and my individual capacity do not feel it is my place to put guidelines on their donation. This is the only family that has stepped forward. We've had a district had the ability for numerous years to say, "Hey, you know what? We're going to
062keep that and we're going to do something with our egg department." We didn't do that. We've had a great farmer who has farmed that land for 40 years. Now, the family reciprocating, giving it back for the purpose of that farmer who's been in our community for over well over that amount of time. So, it's egg and FFA. It's not just FFA, it's FFA, egg, the egg department. full attention is to give them handson educational training. I'm not comfortable constraining that. Do I want to see it get expanded and do more so they can learn all the ins and outs of egg? Absolutely. That's what I think this motion does. But we have to start and I don't feel comfortable constraining that. I do not. But other people's souls. >> I don't really see the mission
063as having changed. Um, a donation is gracious no matter how you look at it. We just heard that the student fees are 44,000. Next year, that 11,05 that was generated as revenue is going to be 25% of the student fees. You'd have to at some point look at what's being donated to the FFA kids as a as a fee for the students. And again, we also have a a native prairie that's planted out there behind the high school that's not been maintained. So between the egg pieces and if we could get the native prairie back reestablished and do the things that we need to do to support that, you you have a unique opportunity as a school district to have things that other school districts just frankly don't have. And >> that's why we're accept
064the donation. I don't see where expanding it and m putting a plan together that makes more use of the land other than planting corner soybeans in any way is disrespectful to the to the donation that Mr. Burton gave the school district. So that's my view. >> Anyone else's thoughts? I think the expansion of what is done with the land um should be explored with the FFA director and the FFA department and the egg department um at a different time, not the time right now to accept it, but it should be if we have to be expanded on with the FFA director, the FFA and egg, not right now. That's just my thought. >> I'm sorry. I'm on the same page as you. This is not a discussion point. This is prove as presented. That's a
065conversation for a later date if we can bring this back up. I'm fine with that. >> Sorry. >> I'm done. >> Mary thoughts. >> Um I don't see how Ed's suggestion changes it a whole lot. But it just kind of adds to what's already there. >> Anybody else final thoughts? We've got a first. We've got a second on an amended motion. Anybody else want further discussion? >> Okay, we're on. We're going to vote on the amended motion adding an outdoor classroom to the motion. >> Mrs. Hutchinson, >> no. >> Mrs. Maxi, >> yes. >> Mrs. Meyer, >> no. Mr. Moholland, >> yes. >> Mr. O'Donnell, >> no. >> Mrs. Shelley, >> no. >> Motion fails. >> I'd like to make a motion to approve the resolution accepting the donation from the Richard A. Britain estate
066as presented. >> Do we have a second? Second. >> Do we have discussion again? See, >> so do we have all of the certificates of insurance that we'll need to make this work? At this point, I think it's just accepting the donation. That's all we're doing here tonight is accepting their donation as they presented it. I think everything else is up to Dr. Casio, uh, Mr. Ecman to make sure all that gets in line to make sure they're everything's covered and they know exactly what they're doing. Am I Dr. Cashew? You got it. I would imagine legal would take a look at it as well. Correct. That statement. >> So, what curriculum guidelines will we be looking to adhere to and accepting this donation and using our property for the FFA kids? >> FFA and
067egg. This isn't just FFA. This is FFA and egg. This is the district property. So, I don't know how we have to do something different to use the own district property. The district owns that land. I'm just saying if we're making use of the donation that we should be trying to check some boxes with our curriculum and and understanding with the goal what we're trying to learn by taking this on. I don't think that's a big ask. >> I don't necessarily disagree with that. But at this point, I think what we're trying to do is accept a donation to make sure we can get this moving forward and then we'll work on everything. because I'm sure I am confident that they are going to cover this between Dr. Cashio, Mr. Ekman, and FFA and a
068I'm sure they're going to be all over this cuz they're going to be over the moon also. >> Any further discussion? Roll call, please. Ronda, >> Mrs. Maxi, >> no. >> Mrs. Meyer, >> yes. >> Mr. Moholland, >> no. >> Mr. Mr. O'Donnell, >> yes. >> Mrs. Schilling, >> yes. >> Mrs. Hutchinson, >> yes. >> Motion passes as presented. And again, thank you to the Burton family for that donation as well. Moving on to item F, approve the initiation of the FY26 budget amendment process. Do we have a motion to approve the initiation of the fiscal year 2026 budget amendment process? And Joe had explained to us those numbers earlier. And just to be clear on this, there is no statute or school code requiring us to make any sort of motion or take action
069formally at the board level. That said, it is in line with best practices for governance and transparency that we do have this. >> I appreciate that. I think it is much more transparent to make sure the community knows we need to amend and that they know what we are amending and how we're going to do that and that we're going to start that process. Do we have a motion for that to approve the initiation of the FY26 budget amendment process? >> I make motion to approve the initiation of the fiscal year 2026 budget amendment process. >> Do we have a second? I'll second it. Do we have any discussion? Seeing none, roll call, please round up. >> Mrs. Meyer, >> yes. >> Mr. Moholland, >> yes. M >> M Mr. O'Donnell, >> yes. >> Mrs.
070Shilling, >> yes. >> Mrs. Hutchinson, >> yes. >> Mrs. Maxi, >> yes. Motion passes. Moving on to item G, approval of Opera no cost assessment agreement. Do we have a motion to authorize the board of education to agree to the opter no cost assessment and project development services with north school district 200 as presented? I move to authorize the board of education to agree with to the apparent no cost assessment and project development services with northbound school district 200. We have a second. >> You have a second. >> We have discussion. I seeing none. Ronda, please. >> Mr. Mohalland. >> Yes. >> Mr. O'Donnell. >> Yes. >> Mrs. Schilling. >> Yes. >> Mrs. Hutchinson. >> Yes. >> Mrs. Maxi. >> Yes. >> Mrs. Meyer. >> Yes. >> Motion passes. And just to say, Octar has
071Sharon is here so kindly to be here so everybody knows what who Sharon is. So we say thank you. We don't want you to model this way and not say thank you for your work and we're excited to work with you. So everybody can say hello Sharon. Hello. We're excited. >> Thank you. >> On to item H abatement. >> I know we've had numerous discussions at businesses services about the abatement and we've had it in front of the board and we said we'd be bringing it back. So we are bringing it back to the board to have the discussion on the abatement. So, for context with this, we do have $200,000 um budgeted from the countywide sales and facilities tax for um abatement um in there. Um and then looking at our um AF or
072tentative AFR for this prior year, um we are projecting a fund balance as of the end of um June 30th uh 2025 in debt services of 3,142,723. $3 >> FY25 or 26 >> FY25. >> Okay. >> So, that's our the AFR because the audit is running >> just >> has been running behind and that's where >> Gotcha. >> Um we we have been at >> All right. I know we've had discussion. We've heard from community members regarding abatement. Um we've heard the number $600,000. Our budget currently has I want to say 201,750. It's the exact number budgeted for abatement this year as supposed to come out of sales tax. So we all understand what we have right now is we're at 20117. Um I will tell you where I'm at so we can start to
073where we want to discuss. I'm still concerned that we did not return to our community our overt taxation from the prior years. I know we did a partial abatement to them last year um and there was discussion back and forth of what was the right number, what was the wrong number. I I am taking Mr. Curtain Newport's number as the correct number. I feel we have still overt taxed our community. For that reason, I feel we need to abate I think we need to abate the money. We overcharged them. Um numbers correct that erroneous calculation that we have not abated back to our community is 245,163. So for me, that is the starting point. We need to get the money back that we did not rightfully belong to us. With that said, we also have
074already budgeted 201150 from sales tax and we've had our Mr. bulk and explained to us our sale tax funds are coming in higher than we anticipated. With that thought, I'm also concerned about our community with the extra costs. So, in my mind, 2011 750 is a given. We've already budgeted that 245163 needs to go back because we don't it's not we're not entitled to it. Um that leaves us at the 245 246 and some change. Um the $600,000 number by the calculations does keep us flat from debt services. So, I have no objection to abading the 600,000 out of debt service. Again, with the stipulation of the 2011 750 in sales tax is transferred to debt service. That number gets transferred in there. That 2011 750 comes out of debt service and the remaining amount,
075quick math, 399 and some change comes out of that debt service. That debt serer was pay bonds and pay our debt. Our community has done that for a numerous numerous years. We've been under enormous enormous bond debt payments. So to keep that level, I would support a 600 abatement. That's my thoughts where I'm at. What is everybody else's thoughts? >> So I guess to get us current so that we can have this discussion, I'll make a motion that we obey 600,000. >> I'll second that. Do we have not more further discussion? We're looking at a motion to abate the $600,000 >> out of debt service. I think for me, you know, in addition to this, I' I'd like to see us have a discussion about what getting our bonds paid off uh with with the
076balances that we have would look like so that we can get this community back to a tax rate that would be reflective of what we need to operate the school district yearly with all of the bonds paid off. So in addition to what we're doing here, I would ask that we look at what that would look like to our bottom line. >> Can we take that to business services for the next meeting >> and we'll talk about calling the bonds at the next meeting, business services meeting, and then bring it back in March. >> Bonds that are callable. >> All bonds are callable. Certain bonds are callable. >> Would that be agreeable? I think that's where it belongs. If we're going to talk about paying out board debt off, that needs to go to business
077services. That's why we have that committee. That's why we need to be at those committees because that needs to be vetted through the committees because our community members are on those committees for that specific purpose um to get their input. So, I think that's a great place to take it there. Other discussion? Okay, got a first. We have a second to abate the $600,000. Any further discussion? >> 600,000 is the magic number. Is it 650 695? We're going with 600 flat, right? >> 600 flat was the motion from Mr. Mahon. Is that when we have >> that meets our objective, sir? >> Financially. Say that again. >> I guess just the number is 600 the magic number. Is it 615, 650, 695, 595, 600? It's the one we've heard most commonly. >> I just wasn't
078sure it was a round number or >> it sounds like it meets all folks. >> I just want to make sure we're all the number >> puts us within about $20,000 of what was living in tax year 24 for >> So we're comfortable with that for debt services >> exactly at 600,000. >> Okay. And we're all comfortable with the sales tax getting remitted into debt services for that. Okay, I think we're they seem clear. Any other discussion? >> Sales tax goes into debt services. >> We're table talk and it's just not cards. It's board meetings. >> I just want to make sure that he got the number that you said because I wrote two different numbers down. But that's not part of the motion. We can get that in the end. >> Okay. >> Further
079discussion. All right. Well, wait. I'm sorry. >> No, I'm just I'm in favor of the largest abatement that we can that we can do. >> Okay. >> To try to help our taxpayers. >> Anybody else before we go? Okay. We'll focus your >> Mr. O'Donnell. >> Yes. >> Mrs. Shilling? >> Yes. >> Mrs. Hutchinson? >> Yes. >> Mrs. Maxi? >> Yes. >> Mrs. Meyer? >> Yes. >> Mr. Mahaland? >> Yes. >> Motion passes. Item I, school board members town hall meeting discussion. Uh we previously had a town hall meeting that was very successful and our community seem to very much appreciate it. We are trying to do two of those a year. So we're at that midpoint of the year where we need to get another date. Um so I would kindly ask if we
080hopefully look at our calendars to try and get a date in April because boy oh boy we are coming up on the end of the school year fast. It's already to spring break. So, we're looking at dates maybe in April that will work so we can get it on the calendar. Did we do it Tuesday last time? Does anybody remember? >> Was it Tuesday or Thursday? >> I want to say it was like a Thursday or I don't know. Was it Tuesday or a Thursday? I don't know if that was a good day or a bad day or >> I'll just throw it out there. Spring planting gets ramped up around the 10th or the 15th. >> We got that part of the community there. I think we need to somehow try and accommodate. >>
081You got it. >> Good point. Ed, >> you did it on Thursday. The last time in October Thursday because that's what you asked. >> Okay, that's a great point. April two, then I'm going to throw out dates. April 2. I know it's close to like spring break. Is that anybody in their spring break? >> That's Easter celebration public Thursday. >> Well, yep, that's true. And do you want to go to the 7th of the 7th, which is a Tuesday, or do you want to try the 9th? >> You can't do Wednesdays cuz church day, you think? >> Which day? >> Like the eth. >> You want to pass over? >> Well, that's the first, isn't it? >> That's Wednesday. April 1st. >> April 8th. I'm sorry. >> Easter. >> Oh, he said it's after >>
082after Easter. >> Eight. Was everything about the eth? >> I'm fine. Sarah is good. Judy Russell. No. >> No. I'm sorry. The nine's fine. Sorry. Eight. Eight. Eight. Sorry. Yes. Okay. I'm trying. I'm seeing nose. Yes. Mary. Eight. Look good. The eight is good for me. >> Okay. We're looking good. Ed. Looking good. Okay. I think Wow. Holy smokes. Thanks, everybody. I think we're looking at April 8th and we did it at 6:30. Did we do it? Did we? >> I don't know. Sorry. We're going to double check. Unless somebody has a different time. It didn't work well for them or they want a different time. I think everybody feel like we went earlier than 6:30. >> Okay. Do you want to try and go? >> You had it at 6:30. >> We did. So,
083do we want to keep it in 6:30? >> I like 6:30. Okay, April 8th, 6:30, we're going to schedule our next town hall and we'll make sure that's noticed up. Um, just while we're on group get together board things, just so people know, um, Darien Delivan CTE open house, the career technical education is February 25th at 5:30. So, just so everybody in the board knows, you're welcome to go to the Daria Delivan CTE February 25th, 5:30. um if you are planning they would just like us to respond if we're going to be there. So just if everybody has that date available if they would want to participate. >> All right now we're up to you Dr. Casho superintendence report. We've taken another step toward improving our facilities by engaging with Opera to conduct a free
084co costfree assessment of our building in Galins tonight. As a performance contractor our approach differs from a traditional architect. Our interactions thus far have been productive and they have gained valuable insight to both administrative priorities and facility needs across the district. We look forward to the continued progress that that will result in this partnership. We're incredibly grateful for the generous monetary donations received this evening. We're excited about the opportunities our students will gain as a result of the strong community partnerships within our district. With the support of the board of education, I was able to attend a national conference last week hosted by the American Association of School Administrators, AASA, also known as the School Superintendent Association. The conference was held in Nashville, Tennessee. It was a it was valuable to connect with superintendents from
085across the country, particularly those here in Illinois. During the conference, a retired superintendent reminded me about the importance of sharing the individual success stories occurring within our district. A superintendent from Alabama described the multi multi-year process their district undertook to improve academic outcomes through tier one instruction and targeted tier 2 interventions which affirm the work we've been trying to do here in North Boon.
