001I wore it. [laughter] Anybody know where our ambassador went? Have an ambassador or no? >> It's summer. No. >> Oh, never mind. Okay. Uh, cue the music. >> [music] [music] >> Heat. Heat. [music] >> [music] [music] >> Good evening. Welcome to the June 15th regularly scheduled Valley View School Board meeting. I would ask that you silence your cell phones, rise, and join us in the pledge of allegiance led by Mr. of the United States of America indivisible with liberty. >> So for those of you who do not know, this is Dr. Dr. Wood's final meeting as the superintendent of the school district. So, Dr. Wood, I will ask you to Oh, wait a minute. We got to do the uh going to ask you to approve the agenda for the final time, but we still

002have to do the board uh statement. Who's got it pulled up? Member Pipkin. Our mission is to empower every learner to be college, career, and life ready and to develop, grow, and achieve as a productive citizen. >> Dr. Wood, for the last time. >> Uh, thank you, board president Quigley. We are seeking the board's approval of the agenda as presented. >> Is there a motion? >> So move. Second. >> Motion and seconded. Is there any discussion? All those in favor say I. >> I. >> Oppos. Same sign. The eyes have it. Moving down the agenda. Student and staff recognition. Student spotlight video. Miss Rachel Deil, Valadictorian, Bowling Creek High School. When I was looking for colleges, of course, you can look at all of like the stats of colleges, um, but it doesn't compare to

003actually being there. Um, so when I visited BYU, I liked the campus. Um, and even when I visited other schools, I don't know, it just didn't have that home feel. Um, and whenever I was like thinking about colleges or like daydreaming about colleges, like I only imagine myself at BYU. I couldn't see myself really anywhere else. It just felt like the best fit for me. >> As you leave Bowling Brook High School, what is it that you're going to take with you as your best memory of being a student here? I've been on the swim team, varsity for four years. Um, I've loved it. I've made so many friends. Um, I've loved just going to meets, even if it's been exhausting practices or tiring meets that are like day long. Um, it's always been fun.

004We've always like gone out after meets just with friends and just hung out. Just it's been a great experience for me. >> You spent your entire school life attending school in VVSD. So tell us about a teacher anywhere along your path in VVSD that had an influence on you and why. >> Probably one of my most influential teachers that I had was Miss Noga. Um she I had her when I was a freshman and I was taking chemistry. Um, and first off, I just loved her class because a chemistry is interesting to me and b she like she was the first teacher who actually expected things of us and I really liked it. Like the way she taught it was so much better than any other teacher I've had. And it really like it honestly

005inspired me to like that's why I'm doing biochemistry and microbiology because I loved that so much from her experience. Um yes it's uh one of the things that is um teachers moment where you have a student who is actually um admiring your class and your teaching style which um it's totally great and um I don't know that's what drives the teachers to work and um Rachel was a great student and um she will accomplish great things. So, I know she will do whatever. She was very driven, very determined, very focused. Um, and it really means a lot to me. >> The world says focus on yourself and your own success and that will bring you happiness. But in reality, it's that when we stop living for ourselves and start living for each other, then we

006will figure out who we really are. The world also says that because of our differences, we can't be together. It says that because you are a Democrat and they are Republican, you need to stay away from each other. Or maybe because you're from a different country or a different religion, race, color, economic state, sexuality, or whatever it is that it's impossible and only causes more problems. But that's not true. And I know that because of this school. Showing everyone love and respect because you never know how that'll impact someone. You never know the day that someone's had. Um, so just show people those few things. Um, it doesn't matter if they have like huge differences or small differences. It doesn't matter where they came from or what political stance they have. Just you need to

007like just be a kind person and that is what's going to actually help you in life. It doesn't matter if you're smart or strong or athletic or whatever. Being a kind person is what's going to help you. As is the case with any generation throughout time, there are a number of problems that now are going to be your generation's problems to solve. Tell us about a problem that exists in the world today that previous generations have not solved, but you think your generation is uniquely able to fix. Something I see a lot today um just throughout our nation is there's just a lot of like hatred and like people just don't accept other people for just one small fact about them. Um or just one thing that they believe. Um and I think our generation

008I've seen in our school at least um with all of the diversity um people have come to like just grow closer together no matter what their differences are. and they can look over them and see them as like true people. So, I think our generation, there'll be some people who will just become more extremist. But there's going to be some people like in our school and around the country that will be able to um ignore those small differences and just be able to raise people up instead of put people down and just help everyone to come together. >> [applause] >> Thank you, Rachel, and good luck on your future endeavors. Uh, moving down the agenda, bad mitten qualifiers, Bowling Brook High School. Patrick. >> Okay. Good evening, uh, members of the school board, members of

009senior leadership, Valley View Community. My name is Patrick Woods and I'm the assistant principal for athletics at Bowling Brook High School. A quick shout out to Dr. Wood for the past uh three years that I've been here for all your support and a little part of me is jealous that you're retiring, but I I wish you all the best and thank you for your support uh during my time here. Um tonight I'm here to introduce our bad mitten coach who had some state qualifiers. I got to talk about this briefly though. When I first came to Bowling Brook High School, I will be honest, I was not aware of the prominent bad mitten program that we have. I think sometimes overshadow overshadowed by football, basketball, and other sports. Uh our bad mitten program is one

010of the best. In fact, my first year here, it was the most successful program we had at Bowling Brook High School in athletics. Uh they finished uh top 16 in the state uh with the sectional championship. the past two years they have placed second uh in sectionals and advanced downstate. So uh that's a large part to uh coach Dupe who will be up here in a second. Um we have 45 kids on our bad mitten team. Most schools cannot field three levels of bad mitten. We have between 75 and 100 that try out for bad mitten and that's again a large part to our coach and here she is to talk about it further. Coach Dupe. Good evening. This year we qualified three players to the state tournament. One singles player and one doubles team.

011Our uh junior Delena Roland, who is not here today, she qualified back to back in her only her second year and she is the third singles player in Bowling Brook history to qualify. We typically have doubles teams go down. Um and then here with me today is Delilah Pantoa. She is part of our number one doubles team who qualified along with Leia Theu. Um they played number one throughout the season. They did very well at our conference tournament and throughout the sectional. Congratulations, Lyla. So for those you've not seen highspeed bad mitten, it's not like the game you're playing in your backyard, I can tell you. Hello. Next up, and let me get back to the agenda. Good evening, board of education and district leadership and our community. Tonight's my pleasure to recognize the outstanding

012accomplishments of our math athletes program. Their success is a reflection of their hard work, dedication, and commitment demonstrated by both our students and our two coaches here. Their countless hours of preparation, perseverance, and passion for learning have led to an exceptional season. So, at this time, I would like to invite our mathlete coaches, um, Miss Ela Chug and Mr. Jordan Gage, to share more about the program and introduce our students who earned the district championship title. Thank you. [applause] So, good evening. First and foremost, we would like to thank the board for inviting us here to celebrate this moment. As we stand here today, I'm reminded of where this journey began four years ago with only six mathematicians. And today, that small group has grown into a remarkable team of 35 mathematicians. What makes this

013team exceptional is not their success in this competition, but it's their ability to work together with unwavering enthusiasm. They take pride in working with each other and learning from each other and each other's perspective and their success is a testament of their shared commitment for excellence. Congratulations mathematicians. You truly deserve it. Uh Mr. Gage will introduce each one of them now. So thank you. >> Okay. I'm going to start with the ones that are here. There were some that weren't able to make it. I'm going to say their names after the ones that I that are here. So, first off, Charlotte Bennett, Carla Cortez, Leonardo Data, Gabriella David, Julisa Deacera, Anayi Gamino, Guzman, Nina Gabradan, David Mason, Lily Mahurl, Nathan Mahurl, Chris Montano, Shawn Ramirez, Gerbani Verk, and Aaron Ya. [applause] And now I'm going

014to say the ones that aren't here if uh just so that their names are called as well. Prince George Aari, Luis Armas, Jake Burky, Hayden Colberg, Jackson Colberg, Xavier Esamia, Bianca Gonzalez, Maya Mayan Koga, Gatlin Litster, Kimberly Marino Rios, Lucas Parks, Amelia Rayman, Amomar Sadiki, Elijah Thuru, Ezra Thoru, Melvin Thomas, Shreveru, Nate Vera, Zack Vera, and Asher Warning Aqua. Thank you so much. All >> [applause] [applause] >> right, Jane Adams, you're up again. Track and field. No. Is that Jane? Oh, wait a minute. Humphrey. No, Jane ABS. >> I don't know. I'm out of I got two different things. One says one thing and one says something else. >> Our next recognition celebrates the accomplishments of our track and field program. Through their hard work, determination, and countless hours of practice, our student athletes represented

015Jane Adams with pride and achieve success at the highest level at the competition. I would like to invite our track and field coaches, Miss Lesie Potit and Mr. Albert Deming to come forward to share highlights from the season and introduce our state qualifier. Thank you. >> Congratulations. [applause] >> Good evening. Um I'd first like to recognize Lily Mahurl who just had to run around because she um not only is an amazing athlete but is also a wonderful mathematician. Um Lily is a super versatile runner. Um, she ran the 4x4, runs distance, and is a sprinter. She is so valuable to the team and was amazing as an alternate first date this year. And I do know the coaches are hoping she does cross country. Hint hint. Um, I'd also like to recognize Cuad Fiju. Um,

016our students performed exceptionally well in track this season, highlighted by a strong showing at state.wad was the MVP of the girls seventh grade team this year. She made an especially inspiring impact. After missing state last year due to an injury, she came back to anchor our 4x2 and placed fifth in the 400. Congratulations, ladies. [applause] All right. Now we have Humphrey. All right. Good evening. I'm uh coach Mike White from Humphrey. I'm here on behalf of our athletic director Jen Fagan, our principal uh Dan Lavy, our coaches, um Jennifer Waznjak, coach Don Shrader, and Coach Simmons. Um and thanks to the board and Dr. Wood and Dr. Pollson. Uh the first uh person I'm going to talk about here is Kent Lucas. Uh Kent's been an awesome athlete at Humphrey for three years. I'll tell

017a quick basketball story just to start because I think it ties in. We were playing um Jane Adams and where' uh where'd Gage go? Well, they were pressing us relentlessly and we couldn't break the press and I had Kent on the roster, but he was in sixth grade and I wasn't planning on playing him and uh I think he was in the stands or something. We can't break the press. So, I turned around maybe to the scorers table and I said, "Someone go find Kent Lucas and tell him to get his jersey back on and get on the bench cuz we got to break this press." as a sixth grader, he had no idea he was going to play. He comes in the game, starts breaking the press, and from that time on, I thought,

018well, you know, we've got a pretty special athlete here. Do you remember that? Uh, and then say, "Thanks for that, by the way. That was that was nice of you." Um, and he started playing basketball, scoring a bunch of points. He's a great basketball player, but the cool thing about him was that he came out for baseball and he played baseball for four years for us. Um, I don't even know if he loved playing baseball, but he came out, he got better and better and better. And then when he came out to the track, he started excelling at track. He uh anchored our 4x1. He ran the 100. He was our fastest guy. And then when he got to the high jump, um I think he just started applying some of his skill from the

019high jump. Qualified and got third in the state last year. And then it was just to us it was kind of a foregone conclusion that he was going to go ahead and uh qualify this year. But um I think in like an era of specialization when kids get really good at one sport, they tend not to branch out and do other things. And I thought it was really cool of Kent to keep representing his school and come out for track and come out for baseball. And his mom and dad, they've been with us from the beginning. You guys have been support all the way through. So we thank you guys. You know, even if you didn't always agree with what I was doing on the basketball court, that's okay. You guys are awesome and we

020appreciate appreciate all you guys' support and and Kent did a great job of representing Humphrey on the track, on the basketball court, on the baseball field in school. We've watched him grow up from even when he was a fifth grader. We had him playing baseball and he's just gotten better and better and better and more confident and stronger and I'm teaching summer school at the high school and and he's practicing with the varsity and I but but I hope he keeps maybe keeps jumping. I don't know. It might be tough, but you know, it would be cool to see him keep jumping. But we're going to miss him. He He's been a great uh athlete, him and his brother and his sister and their family. Um so, uh that's Kent Lucas and Kent, great job.

021Great career at Humphrey as an athlete. [applause] All right. Well, we kind of knew Kent was going to be with us in Peoria, but uh me and Coach Waznjak, we we wanted a young lady to come down to Poria, too, one of these days, and that's where we get to Mariah Williamson here. Um I, you know, I don't remember a whole lot about her season last year. I think it got cut a little bit short. Um but when she came out this year, she was ready to go. I mean, she was enthusiastic. She had grown. She had gotten stronger. She was focused from the start. Um, she was she was uh volunteering to do all the different events, even ones that maybe she didn't know a whole lot about. She was winning races, winning the

022100, winning the hurdles, anchoring the 4x1. She was also high jumping. Uh, we missed a couple meets to weather and things like that. So, I didn't know exactly how it' go at sectionals, but I I think it went okay because she won the hund, then she won the hurdles, and we started calling. We said, "Well, we're going to Peoria now with Mariah. We better figure out what we're doing Friday." Then she walked over to the high jump and qualified for a third event in the high jump and anchored our 4x1 that day. So I if they give out an MVP for the sectional meet, I mean I I think she'd be up there. Um and then she came down and we had a great time at uh state on the bus. Her and I had

023a freestyle rap battle on the bus. I think that's the only thing that she lost cuz I won it. Didn't I win it? I'm pretty sure I won it. Uh but uh the the great thing about Mariah was I didn't really know her cuz I didn't have her in class. She gave a speech at our graduation. So not only is she killing on the track, but she gave up got up and gave gave a great speech about her time at Humphrey at graduation. And when we took her and Kent down to Poria, they represented our school. They represented our school district and our community as really well- behaved, confident young people who who uh and who who really represented us well. And I think that's one of the most important things. And we had a

024great time. They splashed me and Mrs. Waznjak in the pool. But you know what? That was fine because they were behaving. We ordered them ice cream and uh uh they did great. So, we're looking forward to what Mariah can do in high school. Um and and I hope I I think you're going to be hearing a lot about her. That's Mariah Williams. [applause] And those are our two competitors from Humphrey. [applause] All right, moving down the agenda, we have AVM. >> Uh, I'm Coach Hipma from AVM. Uh, representing our coaches who couldn't make it, Coach uh, Officer Tracy Leato, uh, Coach Sadler, and Coach Blers. I'd like to thank senior leadership, the school board, uh, the community, uh, our principal, Mr. Norman, has been supportive throughout the whole season, um, as well as Mrs. Bowman

025and our athletic director, Mr. Ly. Uh, I also like to throw a shout out to transportation uh and Michelle Deal. Uh, we've had some requests throughout the season to get over to Lucansik to practice on their track. Um, and she was very accommodating with getting us uh getting us buses for that as well as Lucansix's coach, I'm sorry, athletic director Gail uh for letting us use the leaving the hurdles out and unlocking their storage facility so we could get over and get some uh get some extra work in there. Uh, I as always, as a parent myself, I thank the parents for all the support. These are long days. Um, and we require a lot from these kids. Uh, getting home at 8:00, they got to do their schoolwork and then come back and go

026through a whole another day. Um, we try to be quick. We did have 14 qualifiers. I know I only got a couple behind me here. Uh, our eighth graders went down. We had two relays go down. Uh, there's a medley relay, which is a 200 meter dash, a 200 meter dash, a 400, and an 800. Um they qualified, set a personal record at sectionals, um just under four minutes. Um and then they did really well at state high competition. Um some of those boys on that relay were also in our 4x1 100 meter relay that took seventh in state. Um again did their best time at sectionals and then a week later followed up with another uh personal best on the season. Uh so I'll introduce those guys. That was Giani Dorado, Xavier Hall, Brandon

027Mlan, Lucas Harris, Ace Grant, and Liam Mertis. A couple of those guys, Elliot Porter also ran uh I'm sorry, also was in the high jump. Uh hit his personal best at sectionals where he took second place and then went down to state and took six 18th place. Um, also from that eighth grade team, Liam Mdris, who anchored our medley, uh, went down in the 800 meter re 800 meter run, uh, had his personal best at sectionals and then bettered it by two seconds a week later, um, as he finished in 11th place. Um, in terms of our seventh graders, a couple of the guys I got behind us, the first one is Colin Mason, first year discus thrower. Uh, talked him in, he he was a enjoyed coach Tracy in basketball. came out every meet

028he did better and better until sectionals he threw his best of the of the year 103 feet uh 31.4 four meters uh got him down state where he took uh 19th place. Uh we also sent down that 4x100 meter relay in the seventh grade boys um which we had Ronaldo Ande, Angelo Wuarez and David Cones who are not here with us in that 4x1. Uh but we also had Oliver Franco who's behind me and Julian Torres on that. Uh Julian Torres uh this is kid's a Swiss Army knife. He can do everything. He went down state in the 200 meter dash uh where he threw out his personal best and took 17th wait 17th place. Uh also through shot put went down state took 19th place and then the 4x100 meter relay did well uh

029taking would have been 11th place except for an exchange. Uh so again I I'm very proud of all these boys as you've heard from some of the other coaches. These guys were very well behaved, well-mannered, respectful kids. They've been great in the classroom. Uh Romeoville is lucky to have them as athletes. Uh so I'll bring out the guys who are here with me. We got Oliver Franco, Julian Torres, Josiah Bird, [applause] and Colin Mason, and Principal Norman. Okay. Isha Bowling Brook High School state qualifiers and all state. Patrick, if you would please. >> Yes, I am back this time to introduce coach Jeff Lester and his track team. Uh, I had the lovely experience of heading down to Charleston a few weeks ago to see them compete. Uh, he's gotten a group of amazing young

030men and coach Lester manages over a hundred kids in our track program. Sometimes I call it hurting cats because there's a lot of kids and a few of them. So, but these gentlemen are amazing up here. And here's Coach Lester. [applause] Thanks, Mr. Woods. Uh, thanks to the board. Uh thanks for everyone for being here. Uh track and field is and I know coach Harper will will probably say something similar here. Uh it in the high school level it's it's got it's the longest season in of any sport. We're at 19 weeks. We start in January and then like Mr. uh Woods just said we we end in May. The state meets in May and there's no other sport kind of taking up a whole semester like that. So I just want to again and

031and I said it to them at our awards night and everything but again thank the parents, thank our uh Mr. Woods. Thank our athletes just for putting in that work all 19 weeks is is just exceptional. Uh this year our our team motto was raising the standard. We've had some good seasons in the past and we've uh tried to continue to raise our own standards this year and this year we had 16 qualifiers. Not all of them are here today uh but 16 qualifiers over uh four events. Um our 4x1 our relay that we've qualified three of the last four years. Um this year we had the fastest time in in our prelim. We were in a historically fast race. Unfortunately, it didn't quite get us to the finals. Uh so we weren't all state,

032but that time was sits fourth all time and was faster than um as as he's spoken with our team a few times this year. Troy Doris, faster than Troy Doris's team from 2007 and just beat them out. Uh we had a long jumper, a sophomore long jumper, uh Mason Williams, not with us here tonight, but uh had a really good jump at sectionals and and we look forward to kind of seeing uh where he's going to be in the future. Our 4x4 um was another qualifier for us. That makes it four years in a row now we've had our 4x4 qualify. The last three years we were all state and very almost um heartbreakingly we did not quite make it to all state this year but we broke our school record. This was the fastest

0334x4 in our school's history. Unfortunately not quite all state but um very very proud of their effort. Um and a kind across all of those in a 4x1 or 4x4. Uh and then our only allstator this year was Edmund Anka. Eddie was anchoring that 4x1. he was anchoring that 4x4. He also uh made it to finals, made it to all state in the 400. His time of 481 was uh fourth all time in school history, and he's only a junior. So, we're really looking forward to seeing what uh he can be doing next year. Um so, again, I just want to, you know, after 19 weeks, it's it's it's a lot of work from from our coaching staff, from our athletes, from, you know, Bowling Brook at large. We uh are just so thankful for

034the support that we have all all throughout our community. So uh thank you. We're going to walk our qualifiers out now. [applause] Mr. Kinder, >> welcome. >> Thank you. Good evening, President Quigley, members of the board, Dr. Wood, members of senior leadership, members of the audience and community. Um, and before I introduce our head boys track coach, Dr. Dr. Wood, I just want to wish you a happy retirement from all of us at Romeville High School. Thank you for your support over the last couple years and good luck and best wishes to you, sir. Uh, without further ado, I'm going to introduce our head boys track coach, Mr. Scott Harper. [applause] Good evening. Uh, first of all, I'd like to thank the school board senior leadership, uh, Mr. Kinder, Mr. Strode for allowing me to

035coach and have a great time with the young men that I work with. Um, I'd also like to thank my assistant coaches, Jason Krauss, Jacobe Jones, and Ryan Canelli. Without them, I'd be lost because they help me find the kids wherever they're at. They like to disappear during meets. Uh, we had two state qualifiers this year in three events. Uh, one young man, it's his first year state, uh, qualifying for state. Uh, he's a triple jumper. He's a high jumper. Uh, Alex Adabio finished the season ranked 20th in class 3A in triple jump with a jump of 45 feet seven inches. Um, he ranked 11th in juniors. So, he's number 11 with everybody coming back uh in the state and we look forward to seeing what he has to do or what he can do

036next year when he comes back to track and field. He's also a basketball player and they always have bad knees but he doesn't. So, I'm I appreciate that. Uh our second young man, uh Sean Alexander. This year he he uh earned his fourth and fifth state qualifying marks, uh tying the school record with uh my team from 2020, I mean 2000, uh which placed in the top three in the state. Uh he placed he qualified for triple jump his sophomore year, long jump and triple jump his junior year, long jump and triple jump his senior year. In long jump, Sean finished the season ranked number 25 with a jump of 22 feet 7 and 1/4 in. Then in triple jump, he finished the season ranked number seven in 3A with a mark of 46 feet

0379 in, placing him number two in school history behind Enoch Antwe uh at 47 feet 5 in. And at the state meet, he earned all all state honors, placing eighth place with a jump of 45 feet 8 and a half inches. And next year Sean's going to be going to U of I and majoring in engineering. Alex Adabio and Sean Alexander. [applause] Where do they hold the uh track and field? Charleston, Illinois. Home of Eastern Illinois Panthers. And for those of you who don't know, also known as the Harvard of the Midwest, just in case you were concerned. All right, moving down the agenda. Uh, thank you all student athletes, parents who support those and the coaches and all that. It's fantastic. Uh it was mentioned more than once that these are good kids and

038I travel a lot for work and I've said this before. Uh I got an unsolicited email from a couple about four or five years ago. There was a state championship in Poria and they were staying in the same hotel as all the Valley View school buses were at for the state championships. And this lady sent me an email that said, "I was mortified when I saw these kids coming in. I thought it was going to be horrific. And these kids could not have been more kind and uh you know gentlemanly or gentle ladyl like uh thank you very respectful quiet go through the you know they had their breakfast line and uh the kids were just great and she she sent she took the time out of her day to send me an email to

039say I don't know you but I know you represent Valley View School District and uh that you will hear time and time and time again about kids from Valley View. So to the coaches, the parents and particularly in the kids themselves, thank you for representing Valley View. [applause] Uh moving down the agenda, treasures report. Uh, so a couple years ago, Dr. Wood and the lovely Angela Wood, uh, she allowed him wherever she I saw her. There she is. Um, he stepped into a role. He was in where I come from. He was fixing to retire and, uh, we convinced him to stick around a little bit longer and, uh, step into a very big role View School Board, uh, as the superintendent. Uh, I would like to say that I didn't lie to you. Said, "Oh, this will be no big deal. It'll be easy, right?" Uh, well, I kind of lied to

043you. It was there's a lot of work, a lot of lifting to be done. Uh, and you did it like a champ. And I really really personally want to thank you. And by the way, when you have a phone call that you uh get anytime the superintendent calls you like 6:30, 7 in the morning, the first thing out of my mouth is, "Well, this is probably not good." uh but somehow he found a way to make it less ungood generally speaking. So on behalf of the community and the board, I have a resolution honoring Dr. Keith Wood for his dedicated service to Valley View School District 365U. Whereas Dr. Keith Wood answered the call of duty by serving his country in the United States Army. An experience that profoundly shaped his perspective and sparked a

044lifelong power passion for the power and purpose of education. And whereas [snorts] Dr. Wood has completed an extraordinary 33-year career in public ed education across the state of Illinois, earning his foundational degrees from University of Illinois at Chicago, his doctorate from Loyola University of Chicago, and establishing himself as a pillar of academic leadership. And whereas Dr. Wood rendered 15 years of exceptional transformative service to Valley View School District 365, leaving an indelible mark on the community of Bowling Brook and Romeoville. and as both building administrator and direct district leader. And whereas he served with profound distinction as the principal of Brooks Middle School for 13 years, where his unwavering devotion to student growth and inclusive culture culminated in his selection as the 2022 Illinois Middle School Principal of the Year. And whereas Dr. Wood elevated

045his leadership to the highest level within the district, serving as superintendent of schools and guiding nearly 16,000 learners and over 2400 staff members with a vision centered on cultivating critical thinkers, empathetic citizens. And whereas his impact extends far beyond the district borders through his civic contributions, including his work with the Harvard Graduate School of Education, principal center, the Valley Principal Center, the Valley View Educational Enrichment Foundation, and various local other community organizations such as the Bowling Brook Lions. Whereas the role of the educational leader and demands extraordinary commitment, integrity, and spirit of service qualities Dr. Woods exemplified through his collaborative approach, clear vision, and tireless advocacy for students, staff, and families. And whereas Dr. Wood's visionary leadership has left a lasting legacy on the lives of thousands of students who have fundamentally shaped and direction

046shaped and at the direction and ongoing success of Valley View School 365U. Now therefore, it be claimed that the board of education of Valley View School District 365U hereby recognizes and extend his deepest appreciation Dr. Keith Wood for his exemplary service, steadfast leadership, enduring legacy, and wishes him continued success, health, and fulfillment in his well-deserved retirement for all future endeavors. Signed this day, 15th of June, 2026. Steve Quigley, president of the board. Dr. Wood. Thank you. >> [applause] [applause] >> The best the best part when when you retire, you're supposed to get a gift, right? Some guys get Rolexes. Not here. Some people get cars. Not here. But as you know Dr. Wood, you know, he's a a motorcycle affectionado. U God love you for being the Asia artist still riding around with, but he

047does wear a brain bucket, which is important because we all know there's two types of motorcycle riders. Those who have crashed and those are probably going to. So, with that in mind, we have a a gift. So, wear your brain bucket. Uh uh on behalf of the board and the staff at Valley View School District, we got you a really nice jacket to and some other stuff, but we want you to avoid uh road rash should you be that in the latter category. [applause] Hang on. We got to do that again. Turn around. I do >> and and if I lose weight and he shrinks, I might, you know, borrow that sometime. >> Doc, the microphone is yours. Thank you. >> Actually, I'm uh quite appreciative of the board u the community for put your

048faith in me and um the service that I could provide. Um, I will save my remaining remarks for my superintendent update, but I'm deeply appreciative of the um opportunity to serve the community. Thank you. [applause] And just one more note, I do um uh look forward to wearing that jacket um with pride and it'll go quite well with the helmet that um Brooks Middle School gifted me um at the uh promotion ceremony. So, I'm starting to think that there was a lot of conversation going on that I wasn't aware of, which is I'm not used to that, but this is awesome. Thank you. [applause] Uh, moving down. >> Oh, we do have a report. >> I do, >> Secretary S. >> Kind of like after hard to come after that, you know what I'm saying?

049Okay. Okay. The learning and growth work group met on June 1st to discuss the preliminary test results on the IR Illinois assessment of readiness for grades third through um middle school. In attendance were Dr. uh Pollson, Dr. Lindy, Mr. Herder, Dr. Lucasio, um student ambassadors Sharon Owsa from Bon Brook High School and uh Leah Pika Picha Pici Pichi got it from Romeoville High School. Molly Brook High School and Romeville High School. The preliminary results show that most uh grade levels made gains um in English language arts and although math remains a concern, there has been indication of growth in certain grade levels. We also discussed implementation of programs uh as resources and curriculum to support areas of concern as well as resources to enhance continual learning. uh goals were discussed for the upcoming school year.

050In addition to the academic data, information from the five essential and panorama surveys were shared. All this information after the final results have been received will be presented to the public at a near future board meeting. I would like to give a special thank you to Sharon and Leah, our school board uh student ambassadors for attending this workg group. their insights and suggestions uh were very beneficial and added much to our conversation. I feel having their presence in the um different discussions provide them with unique opportunities and for us it gives the district greater information to provide a better education for our student learners. Also, I attended um the Will Code Schoolboard meeting uh which was held on Tuesday, June 9th at 6 o'clock p.m. Uh here are some of the highlights from this meeting.

051Uh approval was being sought uh for the 26 27 uh student handbook. There were no significant changes except to reorganize the content and make it more user friendly. Um there was a request to change the policy regarding when the public needed to be in um be notified of a change in a meeting date and is now in alignment with the state law which is 10 days. Approval is being sought [clears throat] excuse me for an increase in wages for the support staff uh for the 26 27th school year. Also approved was the board meeting dates for this for the upcoming school year. There will be an additional um support supplement added to the construction curriculum which is a subscription called teach construction review of the na of the national health career association. There was a

052discussion regarding students um being able to obtain a certification as a medical assistant. Also shared was a final report of the accomplishments of the 2526 school year and the goals for the upcoming 26 27 school years. Plans for celebrating Wilo's 50th anniversary are in the works. There was a discussion regarding the use of cell phones during the school day. More information will be shared before the start of the next school year. Um that is my conclusion. Thank you. >> Thank you for that. All right, moving down the agenda. We do not have a student ambassador report today because we don't have any student ambassadors currently in the seat. They'll be coming in in the fall and uh hopefully they'll be well coached by the vice president on uh what they do. Uh moving down the

053agenda and I flipped off to the wrong page. Hang in there. Human resources. Miss Donado. >> Oh, I'm sorry. Audience participation. Does anybody in the audience wish to address the board this evening? If so, please step up, state your name. Hi, how are you? You're already here. Look at you being all ready. >> Hi, how are you? >> Good. >> Okay. >> Welcome. [clears throat] Thank you. Uh my name is Dr. Sharon Alexander and I am the parents of two uh Valley View student graduates. Uh Sean Alexander, who was honored this evening with the track recognition, and then my daughter Taylor graduated two years ago. Uh both attending the University of Illinois in the fall. Um, I am here tonight with a little bit of a concern and I want to make sure that this

054is brought to the board's attention as well as to our curriculum department. Um, I would never have thought in a million years that uh, Shawn would have been considered for an IV league school. It just was not something we thought about. It wasn't something that we discussed in our home. um I am a graduate and we talked about going to the University of Illinois and all of a sudden because of this track background that he had Yale University, Harvard and several other IV leagues began contacting him to be a part of those uh track programs. Uh our graduation requirement uh this is board manual policy 6.30 30 requires students to take electives and the electives of 3.5 credits were required for him this school year and specifically those electives we were preparing the student for

055a very rigorous uh four years in the Valley View School District. He began as an eighth grader at Romeoville High School, taking three courses um at the high school, but because of those rigorous courses and classes, he was unable to take his electives. He ended up taking his electives his senior year and Yale came back and contacted us and said, "This is not a rigorous enough uh senior year profile." Uh we contacted his counselor. We said, "What is the concern? He has this requirement." the board of education and the policy indicates he has to take these high school elective credits and because he was unable to get them before his senior year he was actually penalized. He ended up taking personal finance, AP macro uh economics and then he was um supposed to take an

056art course because those art courses were not weighted. He ended up moving from eighth as a uh what do you call it the top 10 he was in the eighth uh position he moved uh he was in seventh he moved to eighth because that was not a weighted course even though he received an A. Um, so ultimately I just want to bring up the fact and concern that the elective if we are not talking to our students about trying to get those courses and classes into their schedule somehow in the first uh four years or three years, they are actually penalized by our Ivy League schools as that not being a rigorous enough uh course selection for their senior year. So I just would like to bring this to your attention. It does cause a

057lot of concerns for individuals who are attempting to be validictorian or saludiatoran when they don't have an opportunity to get a weighted course for their elective class. It is something that we need to look at. This uh board policy has not been reviewed since 2022 and ultimately uh my concern and issue is just making sure that we are uh not causing our students to be penalized for the courses that we are requiring. >> Thank you. >> Okay. Thank you. We will look into that. >> Thank you. >> Uh, anyone else? Let me back there. Hello. >> Good evening, Dr. Wood. Congratulations on your retirement. Um, Dr. Pollson, congratulations on your advancement to superintendent really soon. PresidentWigley, Vice President Campbell, elected officers of the school board, senior leadership, community members in person tonight, as well as

058those watching virtually. My name is Maria Rises, executive secretary of student services, administration center. I'd like to thank um Jared Plagger and the union, our union brothers and sisters in unity and solidarity with VVOP Valley View office personnel to encourage members of the board of education's consideration of the most recent proposal. This proposal consists of feedback from the secretarial staff voices collected through responses on a Google survey. In a nutshell, the me members are asking for equitable competitive salary. We're asking for affordable health care and benefits that continue to make Bowling Brook and Ro Romeoville a place to grow. We've reached a common ground on some proposals. However, the topics that impact secretaries the most appropriate and competitive salary as well as benefits were kind of at a standstill. Valley View office personnel um had

059hoped that the open dialogue and collaborative appro approach would allow for the contract for a contract that benefits both the district and the secretaries. When both sides of the table achieve a common goal and a vision on what the education community considers valued employees, the secretarial support staff is here 365 days a year. the same secretarial staff that was dubbed essential during CO allowing me to remind everyone that one of the two souls lost during the pandemic was a secretary. May they both rest in peace. Long before this and ever since, secretaries have shown their loyalty, commitment, versatility, and their ability to adapt to an everchanging and evolving workplace. Secretaries are no longer the nail filing bubble bubblegum popping please hold team members. Secretaries are unofficially and uncertified oftentimes accountants managing billions of state and

060federal dollars learning um excuse me learning strategic guidelines and following through on compliance criteria set by ISBY the Illinois State Board of Education. Valley View secretaries manage, let me say that again. Valley View secretaries manage processing payroll, purchasing, bookkeeping, and so much more while also juggling the Grand Central Station that is the main office in many buildings. We're the we were the security before security officers were progress uh progressively installed throughout the district, keeping students, staff, administration safe. And I still remember when the emergency red lock down buttons were installed back when I started at Independence Elementary many years ago. Maintenance installed them. Um, and the district security explained how they should work. The red button over there, me over here, red button over there. A lot like the front line. Feels like a front

061line. So, we do feel heard regarding our concerns during the contract bargaining. We also listened when the finance department bragged about their most recent award. We listened to the different strategies for savings from bids on cleaning services, technology updates, and district renovation and updates. Don't just tell us that we're essential. Show us that you value our role in the district. Don't just tell us you could do it. We couldn't do it without you. Show us that you recognize that we're the first ones in, the last ones out daily, with the exception of the maintenance staff, of course. Allow me to put I'm sorry. Allow me to put back pull back the curtain just a little bit. Don't just say where the c chaos coordinators, the heart of the district, the pulse of the climate and

062culture, and the face of Valley View community. show us that although we're the last subgroup coming to the table to bargain that we were fiscally responsible and planning appropriately all along for a fair equitable contract. Lastly, for all the 130 secretaries throughout the district as well as the secretaries on the board as well as the clerical confidential secretary, every group needs a secretary. looks like. I just want to remind you all, you are kind, you are smart, you are important. You're incredible ladies. Don't ever forget that. Thanks to um a company that sponsored us, uh pictures with class, we were able to have a secretaries party. I'd like for the board and everyone up here to put a face instead of just a number to the names as well as all the beautiful faces that

063are here today. Um, I have a little something to share. You could frame it, toss it, share it, whatever you'd like. Thank you and have a good evening. [applause] >> Thank you. [applause] >> Good evening. Please state your name. >> There you are. there. Okay. Hello. Good evening, board. Um, happy retirement. Happy soon to be ascension, Dr. Pollson. Very excited. Um, my name is Elena Humphre and I have had children in the Valley View School District for my gosh, it's been 17 years now. From Jamie McGee to RC Hill to Jane Adams and to Bowling Brook High School. Over those years, I have come to know many of the front office staff, and I can tell you firsthand, our schools could not run without them. They are the heartbeat of the building. When I need

064to know what's going on, whether it's a schedule change or a forgotten lunch or a sick kid who needs picked up or just a question I have no idea who else to ask, they are who I call. And every single time, they answer with patience and warmth. even when they're juggling a million things at once. They serve parents, they serve students, and they serve staff, often all in the same five minutes. They remember names, they remember faces. They notice when a kid seems off, and they know how to make a worried parent feel like everything's going to be okay. That kind of consistency, that kind of care isn't something you can train or just put in a job description, but it's something these ladies bring to with them to work every single day, all year

065long, year after year. After 17 years of relying on these professionals, I am asking the board to recognize what so many of us already know. They hold our schools together. I hope we can reach a fair contract resolution soon, one that truly reflects how much they matter to all of us. Thank you. [applause] >> Thank you. Hello, my name is Allison Humphre. I am a rising senior at Bowlingberg High School. I have spoken here twice before and today I'm here to speak in support of the Valley View office personnel. They are looking for a fair and equitable contract agreement. With the expiration of said contract to due for the 30th of this month, anyone would be anxious to get their contract approved, especially since it will take effect in the upcoming school year. In 2026

066alone, the cost of living has increased roughly 3.7% in the Chicago metropolitan area. So logically the wages should increase. I don't know what is being asked but the VVOP would not be asking for more than they need and deserve while staying realistic. Our secretarial staff ensure that the students feel safe, secure, important and heard as well as doing their day-to-day work in their office and around the building. Students come to them for things from a missing trophy in a trophy case, complaints about vending machine malfunctions to any sort of problem that a student may encounter during the school day. They also assist other staff members frequently from what I have observed as a student. In a video posted by the BHS principal Instagram page, Dr. Pascavich himself said, "I don't run the school. The secretaries

067run the school." which goes to show just how much they do on a daily basis and how many skills they have. They do it all while maintaining a positive attitude and constantly bringing joy to the work environment. It is only fair that they get a quick conclusion to their contract agreement. If I was in their shoes, a quick conclusion would allow me to enjoy the rest of my summer worry-free before the school year starts. Our office personnel work with the staff, students, and families of their school every single day and know what they need. So, please listen carefully to what they ask for and what they have to say. They are the people that we turn to when we have problems. It's only fair that we return the favor and help them. Thank you for

068your time. [applause] >> Thank you. And I'm sure as a group we will continue those conversations sooner than later. So, thank you all. All right, moving down the agenda. Where we at here? My computer just goes off and on. Action reports. Wait a minute. Where we at? [cough] 10.0. Oh, there we go. 10.0. Cons Mr. Donado. >> Action for 10.1 is to approve the consolidated action report for certified, classified, and administrative personnel. The administration is respectfully seeking your approval on all items as presented. >> A motion. >> Second. >> Motion and seconded. Is there any discussion? >> Roll call vote, please. Member >> Vader. Yes. >> Member Pipkin. Yes. >> Member Hy. >> Yes. >> Member Shrova. >> Yes. >> Secretary Stherland. >> Yes. >> Vice President Campbell. >> Yes. >> President Quigley. >> Yes.

069Job description benefits 10.2. >> And before we get to action for 10.2, I would like to acknowledge that with the approval of tonight's consolidated action report, we are pleased to welcome to administrative hires. Um, assistant director of student services, Amanda Vaughn. If you're in the crowd, can you please uh stand and wave? [applause] Amanda Vaughn is now the assistant director of student services after tonight's approval. Amanda's tenure with Valley View School District began in 2019 where she has served as a certified behavior analyst for elementary and middle schools and as a student resource team leader at Pioneer Elementary School. Amanda Vaughn also went through the first cohort of the aspiring administrators program in Valley View School District, which will serve as a resource for her transition into this administrative role. Congratulations and welcome to the

070administration. [applause] And Trilus, are you in the crowd? He is. >> Tril if you can wave. [applause] So, Trinil Thomas has just been approved as the safety and security supervisor. As a 24-year veteran of the Bowling Brook Police Department, he has served most recently as sergeant of patrol. Tril Thomas' experience exhibits strong management and communication skills along with exceptional commun community relations. Tril Thomas has also worked as a school resource officer in Bowling Brook, which gives him a unique advantage in supporting the needs of our students and the district. Welcome on board Tril. [applause] So then moving into action for 10.2 is to approve the updated job description and job title for the current role of administrative assistant for employee benefits. The shift to the benefits manager title and responsibilities listed reflects updates to the

071role over the past several years. >> Do we have a motion? >> Motion and seconded. Is there any discussion? A roll call vote would be in order. Member Pipkin. >> Yes. >> Member Hyrova. >> Yes. >> Member Baderis. >> Secretary Sutherland. >> Yes. >> Vice President Campbell. >> Yes. >> President Quidley. >> Yes. 10.3 job description preferred subs. >> Yes. Action for 10.3 is for both information and action to approve the updated job description and title for the current role of guest teacher task force to preferred substitute. The updates reflect the anticipated terms of agreement pending member and board approval of the Valley View preferred substitute contractual agreement. >> We have a motion. >> So move second. >> Motion and seconded. Is there any discussion? >> Just a discussion item. I I know I have

072mentioned it before. This is in regards to the summary. The jobs description summary. So if you look at the job description, it gives a actual summary. It does not to me does not identify the difference between a substitute and a preferred substitute and so I would not be able to distinguish that based on that job summary that is included on this job description. >> Yes, understood. And um just to clarify then for that piece um the preferred subs will be working for all student attendance days each year which will align with the annually approved school calendar along with um SIP and institutes as needed. So those terms of agreement will be uh brought to the board for approval at the um we hope the August 24th board meeting. >> Thank you. We have a motion

073and a second. If there is no further discussion, roll call vote, please. >> Member Hyo. >> Yes. >> Member Shoa. >> Yes. >> Member Beris. Yes. >> Member Pipkin. >> No, not as written. >> Secretary Sutherland. >> Yes. >> Vice President Campbell. >> Yes. >> President Quigley. >> Yes. 11.1. Miss. Romeo. >> 11.1 is for fiscal year 2627 annual consolidated instructional and operational software maintenance renewal. Last month. This item was presented as anformational report. This is an annual report that is presented to the board of education to provide an overview of the software titles that support both instructional and administrative operations across the district. These software solutions are essential to maintaining the functionality and effectiveness of our educational and operational systems. For the upcoming fiscal year, we are considering the renewal of 30 software titles

074that each exceed the $25,000 threshold. Of these, 20 titles fall under educational services directly supporting teaching and learning, while 10 titles fall under administrative services, primarily supporting technology, infrastructure, and operations. A detailed breakdown of the software titles under consideration is included in your packet for review. The administration is recommending that the board of education approved the software service support and maintenance renewals for fiscal year 27 totaling 2,560,64426 as presented. >> Have a motion. >> So moved. Need a second. >> Motion and seconded. Is there any discussion? Roll call vote, please. >> Member Vurus, >> yes. >> Member Pipkin, >> yes. >> Member Hy, >> yes. >> Member Shoa, >> yes. >> Secretary Sutherland, >> yes. >> Vice President Campbell, >> yes. >> President Quigley, >> yes. Moving down the agenda, >> 11.2 is technology department

075initiatives. This item was presented as anformational report at the last board meeting. In alignment with the district's strategic plan, the technology department committed to identifying software and services that can help us meet our goals that include but are not limited to continuity, connectivity, and the support of technology within our classrooms. We are leveraging the federal program to modernize our infrastructure at a fraction of the market cost. The district currently qualifies for an 85% discount on category 2 eligible services and equipment. This funding represents a significant opportunity to stretch local taxpayer dollars. For this report, we have identified $325,522 of category 2 hardware. The district is eligible for $252,97843 -ate funding of these items. Items that do not qualify are upgrading servers, cyber security, and student device purchases. All these items have been identified in the

076attached report. The administration is recommending that the board of education approve the fisc year 2027 technology initiatives as presented. Have a motion. >> So moved. >> Second. >> Motion and seconded. Is there any discussion? Roll call vote, please. >> Member Pipkin, >> yes. >> Member Hy, >> yes. >> Shova, >> yes. >> Member Verus, >> yes. >> Secretary Sutherland, >> yes. >> Vice President Campbell, >> yes. >> PresidentWigley, >> yes. Moving down the agenda, 11.3. 11.3 is workers compensation stop-loss insurance and third-party administrator renewal for 2627. The district's workers compensation insurance program is similar to the medical insurance program. More specifically, they are both self-funded programs with fixed costs. The district has received a proposal from the current provider Illinois Public Risk Fund or IPRF. The proposal has three main components that should be considered.

077First component is self-insured retention or deductible. The district maintains an excess workers compensation insurance program that currently includes a self-insured retention or SIR. An SIR or deductible is a set amount of money the school district must pay before our insurance company begins to cover claims. The current SIR is 400,000 for each claim. The second component is third-party administrator. A third-party administrator is a company that provides operational services such as claims processing and employee benefits management under contract to another company. The last component is compensation losses, which was approximately $2 million in the last two years. The administration is recommending that the board of education approve Illinois public risk fund program at a total cost of 198,332 for the period July 1st 2026 to June 30, 2027 as presented. >> There motion >> second. >> Motion

078and seconded. Is there any discussion? >> One discussion item. The only was that the um board document did not include who our third party administrator is address that uh that would be IPRF Illinois public risk fund. They act as our third party. >> Okay. They act as both the um >> provider and the third party administrator. >> I'm just clarifying. Thank you. >> We have a motion in a second. There's no further comments. Roll call vote, please. >> Member Hy. >> Yes. >> Member Schroa. >> Yes. >> Member Baderis. >> Yes. >> Member Pipkin. >> Yes. Secretary Sutherland, >> yes. >> Vice President Campbell, >> yes. >> PresidentWigley, >> yes. 11.4. >> 11.4 is resolution 2633 for the approval of designating all earned and acred interest. So why are we doing this? In 2009, the

079Illinois Administrative Code changed which now makes it necessary for school districts to pass an annual resolution to recognize acred or earned interest. Recognizing the designation of interest gives the board of education the authority to earmark interest earned and later the flexibility to transfer this earned income to a fund in most need. In prior years, the district has earned four million to six million in interest. Without this resolution, we would not have access to these dollars for the opportunity to make transfers in the future. The administration is recommending that the board of education approve resolution 2633, which allows the board of education to designate all earned and acred investment and bank interest earnings as interest and not as principal balance for the coming and all prior fiscal years and further move to maintain a record of

080such earnings as stipulated in the resolution as presented. >> We have a motion >> moved. So moved. Second. >> Second. >> Motion and seconded. >> No comments. Roll call vote, please. >> Member Schrova. >> Yes. >> Member Beris. >> Member Maderas. >> Yes. >> Member Pipkin. >> Yes. >> Member Hyo. >> Yes. >> Secretary Sutherland. >> Yes. >> Vice President Campbell. >> President Quigley. >> Yes. 11.5. School treasures and treasures bond report. 11.5 is resolution 2634 for the approval of school treasure and treasures bond. Section 8.1 of the IL Illinois school code requires the board of education to appoint a school treasurer which is been being done tonight by formal resolution. In addition, the school code requires the school board to purchase a treasurer's bond at 10% of our anticipated fund balances. The regional office

081of education requires certain documentation for this process. For your convenience, I have included these documents in your packet. The administration is recommending that the board of education adopt resolution 2634 appointing Helen Romeo as a school treasurer and approve the purchase of a treasures bond for fiscal year 2627 as presented. >> We have a motion. >> So move second. >> Motion and seconded. Is there any discussion? Roll call vote, please. >> Member Burus. >> Yes. >> Member Pipkin. >> Yes. >> Member Hyo. >> Yes. >> Member Schroa. >> Yes. >> Secretary Sutherland? >> Yes. >> Vice President Campbell? >> Yes. >> President Quigley? >> Yes. General obligation bonds refunding of tax refunding school board bond series to fire away. >> Okay. 11.6 6 is resolution 2635 for refinancing bonds for savings. The refinancing and financing of

082districtwide health life safety was presented at the finance work working group, the finance committee meeting and at last month's board meeting as an information item presented by Miss Elizabeth Hennessy. The bonds that we are refunding are series 2016 and series 2018b. Bonds are currently refundable on a tax exempt basis. The structure of this refunding is estimated to save the taxpayers of our community $3.5 million over the life of the bonds. This parameters resolution provides for the issuance of not to exceed 24,800,000 general obligation limited tax refunding school bonds. This again is for the purpose of refunding the abovementioned bonds of the district authorizing and directing the execution of an escrow agreement providing for the levy of a direct annual tax to pay the principle and interest on said bonds and authorizing the proposed sale of

083said bonds to the purchaser thereof. The administration is recommending that the board of education approve the parameters resolution number 2635 as presented. Need a motion to approve. >> Second. >> Motion and motion and seconded. Is there any discussion? Seeing none, hearing none. Roll call vote, please. >> Member Pipkin, >> yes. >> Member Hy, >> yes. >> Member Shrova, >> yes. >> Member Burus, >> yes. >> Secretary Stherland, >> yes. >> Vice President Campbell, >> yes. >> President Quigley, >> yes. 11.7 salaries >> 11.7 is for administrative and protek salary increases for 2627 each year salaries for administrative professional and technical employees are established following a review process as part of the review as part of the process the finance working group meets to set parameters this year's increases included a metric used based off of

084employees evaluations with the proposed increases. Overall salaries are going to be going down approximately $250,000 due to reorganization and reductions. At tonight's meeting, the board of education is presented with an itemized list as a recommendation per the district's policy. The administration recommends that the board of education approve salary increases for administrative, professional, and technical staff for fiscal year 2627 as presented. Do you have a motion? >> So move. >> Second. >> Motion and seconded. Is there any discussion? Roll call vote, please. >> Member Pipkin. >> Yes. >> Member Hy. >> Member Shrova. >> Yes. >> Member Burus. >> Yes. >> Secretary Sutherland. >> Yes. >> Vice President Campbell. >> No. >> President Quigley. >> Yes. 11.8 >> 11.8 is resolution number 2639 transfer of interest from operations and maintenance fund to capital projects fund. The

085district was awarded a $10 million grant from the cons for the construction of the Deb Sakura Early Childhood Center. While all required project documentation has been submitted and approved, the state of Illinois has not yet dispersed the final grant payment. Due to the timing of the fiscal year end and outstanding reimbursement, the capital projects fund requires additional cash flow to cover existing project related expenditures through June 30, 2026. Therefore, a transfer of 200,000 in interest earnings from the operations and maintenance fund to the capital projects fund is necessary. The administration recommends that the board of education approve the attached resolution number 2639, which authorizes the transfer of interest in the amount of 200,000 from the operations and maintenance fund to the capital projects fund as presented. So, a >> motion Motion and seconded. Any discussion?

086>> Yeah, it says the state of Illinois has not yet dispersed the final grant payment. So, I assume we are going to recover this money from them. >> Yes. Uh we we are uh pending a million dollar payment right now from the state of Illinois. Um we started the year with $9 million, so we're just waiting for that final payment because our fiscal year is ending. We want to make sure that we have all the funds in the capital projects fund. >> So the final payment is a million dollars or 200,000. >> So we're asking to cover um fund balances in the capital projects fund and 200,000 would cover those expenditures. >> Seeing no further comments, roll call vote, please. >> Member Shrova. >> Yes. Member Hy, >> yes. >> Member Badurus, >> yes. >>

087Member Pipkin, >> yes. >> Secretary Sutherland, >> yes. >> Vice President Campbell, >> yes. >> PresidentWigley, >> yes. Moving down the agenda, Assistant Superintendent Dr. Terresa Pollson, Educational Services. >> Yes. Action item 12.1 is our consolidated district plan, which is required by the Illinois State Board of Education. that is an annual process to ensure that our grant funds are available to us at the beginning of the fiscal year. This process um the whole document is in there. There were shifts, slight shifts just in two areas from the information item that was presented at the last board meeting on page 45 and 46 46, excuse me. You'll notice there there are some highlighted areas that we needed to provide updates around youth in care as well as how we support our English learners. We are respectfully

088requesting your approval of this as presented. >> So move. >> We have a motion. >> Second. >> And we have a second. Is there any discussion? Roll call vote, please. >> Member Badurus. >> Yes. >> Member Shrova. >> Yes. >> Member Pipkin? >> Yes. >> Member Hy? >> Yes. >> Secretary Sutherland? >> Yes. >> Vice President Campbell? >> Yes. >> President Quigley? >> Yes. Moving down the agenda, natural gas and electricity. >> Yes. Report action report resolution for number 2638 which which request authorization for the assistant superen superintendent for educational services superintendent or the director of facility operations to secure and execute contracts for the lowest um cost for natural gas as well as electricity providers for up to 24 months. As many of you may or may not know that this is actually something

089that Illinois deregulated in natural gas and electric um gas in 1993 and electric in 1997. While local utility companies that you might know the names for um they do will still deliver the energy. However, we have the right to negotiate and purchase um at a lower cost. So currently our district manages roughly a $4.6 6 million budget around our an annual energy budget for both electricity and gas. That is about 3.8 million in electricity and that it includes about 580,000 in gas. Our goal is to secure a fixed rate so that we can ensure that we have a structure in place that we access decreased rates um daily and monthly. However, as we face our, as I'm sure you're experiencing in your own personal lives, as we face some um trepidation in our society right

090now, it's really important that we take advantage of this um market. And that allows us to um access lower rates, but those rates are only available to us for a very limited amount of time, sometimes just a few hours. Um, under our standard procurement timeline, if we receive a an outstanding rate on, let's say, a Tuesday morning, that rate could be gone later that day. Um, and it could expire, which could then um, not allow us to access that lower rate. So, this resolution does two things. It allows us to continue to work through this month um, with a consultant that we have been using for the procurement cycle just to complete this cycle. And then it also provides authorization for um us locking in those rates in the moment and not having to have

091that lag time where we come back to a board meeting for approval. So with that we are asking that you approve this resolution respectfully. >> So move second >> motion and seconded. Uh just want to make sure that somewhere in there there's legal review of these contracts at some point. >> Yes. part of the resolution is that we will place the contract on back on the docket um for the board to approve. >> Thank you very much. >> I have a question. >> We have a motion. Oh, sorry. >> I got a question. So, this this ends June 30th, 2026. This is going to supersede the one that has been in place and moving for the one that's the recurring monthly. This is going to replace that as well. >> Correct. We have a motion

092and we have a second. >> And how does this differ from what was presented last month's at last month's meeting? >> This is allowing us to go out for an RFP process which allows us to sub other um companies to submit their proposals to us and then we look at them and determine what is the best rate for us to access for our our state or um excuse me taxpayers. And why is the recommendation for one person to unilaterally sign the contracts instead of two? Just asking. I know I had brought it up last meeting as well. >> The contract for the energy. >> Are you talking about the consultant? >> I'm going to make sure it's clear, but just you recommending that the actual approval of the contract. So once the determination of the

093pricing is done um that approval is asked just what I'm reading is it's saying that the assistant superintendent or and I make sure or the director of facility can approve a contract for the costs right unilaterally that's what's being requested correct >> yes correct >> so I'm asking why is it preferred that one person can do it rather than two >> um we actually will be partnering together to review it with the consultant collectively and then one signature is required. I don't know if that's answering your question. >> So the consultant goes to the market and finds the best possible price, presents it to somebody on our staff and says today's the day as I understand how this works and if if I'm not correct let me know. Uh but when that decision has been

094made based on the flexibility the fluctuations flexibility and fluctuations of the prices be it electricity or natural gas whenever that day is that consultant says today's the day I would suggest that you lock in at this price. Uh we do that for motor fuel gas too I believe. So whenever that it hits a low and you want to lock in for the whatever the period of time of the contract is that's what we're that's what we're talking about. So you they have to have somebody they can contact to give the finals. Okay, we're going to go and push the button at their at the market rate. >> Excuse me, I apologize. The mic was off. I'll hold it. with our most recent um issue of the contract being signed by one person, decisions being made

095separately, um I would just recommend that we have two signatures at least on this particular round of approvals. >> So noted, we have a motion and we have a second. If there's no further com >> I do have one more question. I apologize. I just noticed um it says that it's up to 24 months, but I feel like the previous um recommendation had better rates for longer term. Is that is there a reason we went with the shorter term >> in regards to years? Yeah, we we're just looking at one or two years out. You're talking about the previous Yeah, we we have determined that to go to up to 24 months to see what rates we can get. >> All right, we have a motion and a second. If there's no further discussion, roll

096call vote would be in order, please. >> Member Pipkin, >> no. >> Member Baduras, >> yes. >> Member Hy, >> uh, yes. Member Shoa, >> yes. >> Secretary Sutherland, >> yes. >> Vice President Campbell, >> yes. >> President Quigley, >> yes. >> Moving down the agenda. Where are we at here? Action report. Superintendent Dr. Wood. Student due process. >> Yes. Thank you, Board President Quigley. Tonight, we are seeking the board's approval of student discipline due process CA case A, as presented. So moved. >> We have a motion and a second. Is there any discussion? Roll call vote, please. >> Member Hy, >> yes. >> Member Pitkin, >> yes. >> Member Schroa, >> yes. >> Member Beris, >> yes. >> Secretary Sutherland, >> yes. >> Vice President Campbell, >> yes. >> PresidentWigley, >> yes. Now moving

097down the agenda. Superintendent update. Mr. Dr. Keith Wood. >> Yes. Thank you, Board President Quigley. I have a brief um update today. This is the uh my final um superintendent update, and I just want to um show a few pictures. >> Oh, all right. That might have been my fault with [clears throat] the clicker, but hey. So, at any rate, um here are a few of my favorite moments that I've enjoyed while serving as a superintendent. And for 30 years, each first day of school um provided me with an opportunity as a building principal just to see one building, one set of students. But serving as a superintendent, it allowed me an opportunity on that first day of school to see all levels from early childhood all the way up through our secondary transition experience

098program. And seeing the joy and anticipation on on the faces of students and staff across the district was a rare and wonderful moment that I will never ever forget. just want the board to know that I am incredibly appreciative of your faith in me for allowing me to lace up and lead the way over the past couple of years. It has been a pleasure to serve the Valley View community as a longtime principal of Brooks Middle School and now as a superintendent. Along the way, I have met many fine individuals who have helped me learn and grow as a leader. I am grateful to the board, my colleagues, our staff who are truly remarkable. our students, family, and community members through whose collective efforts make Valley View an exceptional place to be. I could not

099have made the transition from principal to superintendent successfully if it were not for the administrative center staff who welcomed me and answered many of my questions and oftentimes before I even had a chance to ask them. I specifically would like to thank Patty, who's seated to my left, for being my right and left hands for many years at Brooks and since day one of my superintendency. This job would have been nearly impossible without you, Patty. You rock. [applause] I would also like to thank my family, my mom, and my dad who's no longer with us for supporting me every step of the way and for being understanding when the responsibilities of the job seeped into time with them. To my wife Angela, you have in many ways through volunteering at countless events been an unpaid

100but greatly appreciated member of the Valley View team. Thank you for all that you have done to positively impact our school community. [applause] And finally, I would like to thank Dr. Teresa Pollson for saying yes when offered the role of assistant superintendent of educational services and for saying yes once again when offered the role of the superintendent. Dr. Pollson has been a tremendous source of support for me personally and has guided the district in the right direction with a great sense of purpose and limitless energy. Dr. Poston. I look forward to hearing about the next steps the district will take under your leadership. Valley View is quite fortunate to have you and I wish you and the district nothing but the best as you move forward collectively as one force with one mission. [applause] That

101is the end of my final update. Thank you. >> [applause] [applause] >> So, when do we switch this? [laughter] >> A little later. Okay. >> We escort this man out of the building. Thank you, Dr. Wood. Uh it it's all been said before. This guy's had like 14 retirement parties, by the way, just in case anybody's worried. But uh thank you uh for your service to the district. And I'm sure others feel the same and have acknowledged uh to you individually how they feel. And Dr. Pollson, uh you've got some big shoes to fill, but I know that you're >> more than ready for it. and uh thank you for what you you know you're about to embark on. So if you've called me at 6:30 in the morning, you know the first line's going

102to be this is probably not a good thing. Anyway, uh moving down the agenda, Dr. Pollson, board policies. >> Yes. Information item 14.2 Two is update of four board policies 2 col2 0 510 and 7 col230 which will be brought back at the next board meeting at for action. Thank you. >> Thank you. Who's got the diesel fuel? Ellen >> 14.3 isformational report for the transportation three-year diesel fuel contract. The district sent out a request for proposal of five vendors and received two responses from interested vendors. The proposal was for a three-year administrative contract securing diesel fuel on behalf of the district. Petroleum traders had the lowest responsible pricing at 0147 per gallon or an approximate cost of $3,675. This is an information item with the intent to request an approval at the next board

103of education meeting on July 13, 26. >> Thank you. Moving down the agenda, legal services report. >> No update. >> Thank you. Association report 604 View Council. Uh Valley View Personnel Council. >> Oh. Oh, Jared didn't see you. uh didn't bring a script tonight, so right away Dr. Pollson's going to be worried. She knows how long-winded I can get, but I did want to say, Dr. Wood, um congratulations on your retirement. Um just so you know, I expect within the next month for there to be some kind of Dr. Wood special at the patio that we can all order. words out of as you know. So, uh we are I don't want to steal thunder and I won't take too long, but I am here for VVOP tonight. We're here to show solidarity [cheering] [applause]

104with our union siblings. Uh and I'm a story guy, so I'll tell a couple stories here. Um, when I was in college, they warned us and told us that the first people you need to befriend when you walk into a building is That's correct. Yes. And I have to say that when I went to Jane Adams, I will never forget Valinda and Maria, who I serenade every time I walk into Jane Adams, by the way, who their generosity to our students, to the staff, to myself, I cannot put into words. And whenever I go to Jane Adams, I'm always reminded and excited when I see Ivette and Maria who are still there. Um, and thank you to them. And when I went to the high school after 13 years at Jane Adams, uh, you were

105very territorial here in Valley View, right? So, you go from one building to another and there's some interesting things that you have to encounter. But there were two people who gave me the warmest welcome that I will always be grateful for and that was Audra and Norma. Thank you. And they're not just um by the way there was another office personnel, another secretary I was told bring Diet Coke and dark chocolate and that did work well. Uh I won't give her name out because I don't know if she wants me to give that secret out but um but they were very kind to me. And by the way, they're not just our office personnel. They are members of the community. They are people who do things for the community. Their kids went to or go

106to school here. They're very in uh uh intertwined with our community. And so I have zero problems and glad I was able to make it to make sure that VVOP understands that BBC is in unity with you. Thank you for all you do. [applause and cheering] Moving down the agenda of view office personnel 604. Hello ladies board. Superintendent Dr. Sorry sorry sorry I'm pretty short. I didn't really want to speak into that. Uh members of the board um superintendent Dr. would um Dr. Pollson, members of the community, um VBLP, thank you for showing up tonight. Um first I want to say uh Dr. Wood, it's it's been a privilege to work at the ad center with you. Thank you. Um board members, I want to I want to say a few words and and um

107this is just speaking for us for for the for the office personnel. I appreciate the opportunity to speak tonight regarding the proposed salary increase for secretaries. School secretaries are often referred to as the backbone of a school and for good reason. We are the first people students, parents, staff, and community members encounter when they need assistance. We manage student records, finances, purchasing, payroll, scheduling, compliance requirements, communication, and countless daily operations that keep our schools and departments functioning efficiently. When emergencies arise, when families need support, when administrators needs assistance, and when district initiatives must be implemented, secretaries are there to ensure the work gets done. Much of what we do happens behind the scenes. But it's work that is critical to the success of each student at our schools and the district as a whole. Unlike

108many employee groups, secretaries continue working throughout the summer months. While classrooms are quiet, we are preparing for the next school year. Processing registrations, supporting summer programs, coordinating, hiring, onboarding, managing budgets, purchasing, preparing schedules, ensuring buildings and departments are ready to welcome students and staff back in the fall. I understand that budget cons constraints are re reality and that every financial decision must be made carefully. However, it is difficult to understand how the district can find the resources to provide large salary increases to other employee groups while asking secretaries to accept less. If funding was available to recognize the value and contributions of other personnel, why are the employees who provide yearround operational support being excluded from the same level of consideration? This is not simply a question about percentage. It's a question. It's a question

109about equity, respect, and recognition. The message being sent is a work of secretaries is somehow less valuable than that of other employee groups. despite the essential role we play every day. My question to the board is what specific factors are used to determine that secretaries deserve a lower increase than any other personnel group and how does that decision reflect the district state commitment to valuing all your employees? Thank you for your time and consideration. [applause] >> [applause] >> Thank you. And we will be discussing it as my previous comments, not in here, but behind the scenes. The negotiations will be going on. All right. Moving down the agenda. Transportation. No old business before the board. Seeing none, new business before the board. And again, freedom of information reports. Mr. Blaine is in the back of

110the room. Those are done online and he is the intake officer for our freedom of information requests. Any announcements by the board for my right. >> Yes. I just want to always been u acknowledge Dr. Woods and his retirement, his wife, his family, and just many blessings as he go into his uh next season of life. I know his mom is watching. Deacon. Um, and uh, just to all of you who come to these meetings, you are appreciated. You are valued and your input is valued. So, everybody have a blessed and a safe summer. >> Any other comments >> to the left? Go ahead. >> Okay. Just want to say congratulations to Dr. Wood and thank you very much. >> I also want to say congratulations on your retirement, Dr. Wood. Um, thank you for

111representing well and handling all of the waves of adversity with grace and dignity. I appreciate that. Um, thank you for setting a good example. Um, my son commented when he was in middle school that he enjoyed seeing you as his principal. So, thank you that and so I appreciate that and uh it does not go unrecognized. The impact goes on for generations. So, blessings to you and your family and your health and enjoyment. So enjoy your time as well. Um I also want to just say thank you to all of our graduates who have graduated already as you are venturing in. Some have already started on campuses already. I can't believe it. Um and then also for those who are incoming to our district as well as moving on up um and progressing to their

112senior years and and beyond. Um do well, enjoy your summer, but be ready to work. Thank you. >> Thank you. Uh any announcements by the administration, >> Dr. Wood for the final time? >> Um no major thing. Just um have a great summer everyone. Be well and um welcome Dr. Pulsa. >> Not June 30th yet. [applause] But in all seriousness, um, echoing so many words that so many people have spoken this evening, we couldn't have done it without you. And just because you step out of here doesn't mean your phone doesn't continue to work. So, it's not time to change your phone number. But thank you for continuing to lead us through June 30th and um, all that you've done and continue to do. You are beyond appreciated and you will be greatly missed. >>

113[applause] >> Uh being no further business the board, I need a motion to adjourn, return to I'm sorry, return to executive session. There will be no further public business this evening. Do I have a motion? >> So move. >> Second. >> Motion and second. All those in favor say I. >> Post same sign. Thank you and have a great evening and enjoy the summer.
